    Students at Tayac Elementary School experimented with Bumblebee robots, magnetic building blocks and 3D printers inside their brand-new STEM center that opened Tuesday morning.

    Dozens of kids packed the STEM center at the Fort Washington, Maryland, school after its ribbon cutting, playing with electrical circuit toys and robots that follow a marker-drawn track that reacts to different colors.

    “This is probably my favorite part of the whole school day,” said Aliya Newman, an excited student at Tayac.

    “I like the ‘littleBits,’ so it’s like little magnetic pieces and it teaches positive and negative charge. If you put them together the wrong way, they will not snap together,” Newman added.

    The STEM center is one of dozens sponsored by the Exelon Corporation and the Cal Ripken, Sr. Foundation.

    “They’re learning circuitry. They’re learning coding. They’re learning how to program. They’re learning some of the real basics of robotics,” said Steve Salem, president and CEO of the Cal Ripken, Sr. Foundation. “Ideally, there’s a continuation where they go to middle school, they go into a more advanced level of STEM learning.”

    Since 2019, the Cal Ripken, Sr. Foundation has installed STEM centers in over 560 schools nationwide.

    “We saw a gap growing even wider between kids from certain neighborhoods to the introduction and interest in science, technology, engineering and math. So this was our way to help bridge that gap,” Calvin Butler, president and CEO of Exelon, told WTOP.

    “We put tools in front of our children that will help them be ahead in both math and science, technology and engineering. Our students are happy to be here today. We’re all happy to be here,” said Tayac Principal LaTonya Wright.

    Sixteen and 17-year olds can get married in the District. New legislation introduced this month by D.C. Council members would ban that.

    They can’t drink, smoke or vote, but 16- and 17-year-olds can still get married in the District. New legislation introduced this month by D.C. Council members would ban that.

    The new “Child Marriage Prohibition Amendment Act of 2024” bill, sponsored by nine council members, would close that loophole and raise the age one can get married to 18 years old, totally banning child marriage in the nation’s capital.

    Currently, older teens can get married in D.C. with written or verbal consent from their parents or guardians.

    While not common, the District has seen an increase in child marriages over the last few years, according to the D.C. Council. In 2020, just two children were married. Three years later, that number soared to 15 people under the age of 18.

    D.C. Council member Brooke Pinto, one of the bill’s sponsors, argued in a letter introducing the legislation that the rise could be due to neighboring states banning marriages for people under 18 years old.

    In 2022, Maryland barred marriage for people under 18 years old, except in rare circumstances where a 17-year-old would be allowed to get married with a judge’s consent. In Virginia, an outright ban on child marriage went into effect this year.

    The Virginia-based Tahirih Justice Center, which has advocated for such legislation, stated that children who are married are 50% more likely to drop out of high school and around 30% more likely to face poverty in the future.

    So far, 13 states, mostly in the Northeast and mid-Atlantic, have banned child marriage.

    Democratic Senate Candidate and Prince George’s County Executive Angela Alsobrooks is responding to recent reports that she had been improperly claiming tax credits for two homes that she owned.

    Democratic Senate Candidate and Prince George’s County Executive Angela Alsobrooks is responding to recent reports that she had been improperly claiming tax credits for two homes that she owned.

    She told reporters Monday night that she was unaware of two tax credits, first reported by CNN, until a few days ago.

    One tax credit was for a townhome in Upper Marlboro that she began renting after moving out into another home in 2008. She received a homestead tax exemption for that house, which is only meant for primary residences.

    “I bought a house and the tax credit didn’t transfer, and I didn’t realize that it hadn’t transferred,” she told reporters at her family barbeque event Monday in Greenbelt.

    The second tax credit she claimed yet was ineligible for was for her grandmother’s home that she took over in 2005 when her grandmother moved out. There she received a senior tax credit until she sold the house.

    “I took over the home and paid the mortgage until I sold the house in 2018 and was never notified,” she said. “Just didn’t know that there that she had taken a senior tax credit.”

    She likely saved thousands of dollars over the years because of the two tax exemptions, it’s money she said she plans to pay back.

    “We’re correcting it right away, so we reached out. I found out about it a few days ago, reached out, and it looks like it can be corrected pretty easily,” she said.

    Alsobrooks is in a competitive senate race with former Republican Gov. Larry Hogan.

    A spokesperson for his camp said, “She claims to be unaware of tax laws it was her job to enforce.”

    A new College of William & Mary’s Center for Conservation Biology report details the struggle Ospreys face to reproduce and raise viable chicks in the Chesapeake region.

    A new report from a Virginia college details the struggle Ospreys face to reproduce and raise viable chicks.

    The College of William & Mary’s Center for Conservation Biology report examined the breeding performance during the 2024 season, which lasted from March through August.

    It found that ospreys in the salt water and brackish water have an especially difficult situation because of a lack food sources, a trend Ospreys in the Chesapeake region continue to face.

    Ospreys in the stem of the Chesapeake Bay, especially in Virginia and southern Maryland, are particularly struggling to produce viable chicks, according to the report. The overall reproductive rate for pairs of ospreys in this area is approximately half what is needed just to maintain the existing population.

    Asymmetric broods, groups of hatchlings where one young bird receives more food than the other, were common and throughout the main stem of the Chesapeake. On average, osprey pairs lost 1.1 bird between hatching and fledging.

    The report said poor breeding was driven by the loss of those young chicks. The researchers said in their study that it is “a clear indicator” of food stress when they begin to see asymmetric broods.

    Researchers pointed to one camera-observed nest where the female osprey hatched three eggs, two of the chicks were not fed as often as the third one and died quickly. The third one, the largest of the brood, lived another four days, but died after 38 hours with no food.

    In the stem area of the Chesapeake, the main food source for ospreys is a fish called menhaden. It is also commercial fished, particularly to the south.

    Reedville, Virginia-based Omega Protein Corporation operates the only menhaden reduction plant left on the Atlantic coast. Reduction is a process that converts the fish into supplements, livestock feed and feed for fish farms.

    The study found ospreys in fresher waters, inland of the bay, had a surplus of hatchlings and were reproducing above maintenance levels. Their diet consists of mainly catfish and gizzard head.

    A Fredericksburg, Virginia, man has been arrested for a sexual assault case over four decades old.

    A Fredericksburg, Virginia, man has been arrested for a sexual assault case over four decades old.

    On June 7, a woman told Fairfax County police that she was sexually assaulted numerous times as a child between 1980 and 1983 on a horse farm in Great Falls.

    After investigating the report, detectives arrested Edward Shelton, 81, of Fredericksburg.

    Police said in a release that he worked as a farrier on various horse farms throughout Northern Virginia and Stafford County during that time period.

    Shelton turned himself in to the Stafford County Sherriff’s Office on Thursday and will be transferred to the Fairfax County Adult Detention Center.

    He faces two counts of indecent liberties and is being held without bond.

    Police are urging any other victims to come forward by calling their Major Crimes Bureau at 703-246-7800, option 4.

    A D.C. family’s dog got out of their Southeast house last week and came back days later with a gunshot wound. Now, investigators are looking for the person who wounded the pup.

    “The good news is she’s expected to make a full recovery,” Diane Ashton with the Humane Rescue Alliance told WTOP.

    Louisa, a white and brown pit bull mix, left the family’s home on Ely Place near Minnesota Avenue on Wednesday, Sept. 11. The dog returned home Friday with a bullet wound between her eyes.

    The family immediately took Louisa to an emergency veterinarian.

    “It does turn out that the bullet had traveled from between her eyes, through her throat and lodged in her neck. It was making it very difficult for her to breathe,” said Ashton.

    The bullet was removed and Louisa is in stable condition, though she has multiple facial fractures.

    “There’s absolutely no reason for anyone to shoot a dog like that,” said Ashton, describing the dog as sweet and loving.

    Humane Law Enforcement officers with the HRA are now looking for the shooter. They are offering up to $5,000 for any information that leads to an arrest and conviction.

    “It’s truly a miracle that Louisa survived this, and now we’re focusing on making sure we find whoever did this, and we really do need the public’s help,” said Ashton.

    After disagreements between prosecutors and the defense, a trial date was set for a Manassas Park, Virginia, husband who is accused of concealing the body of his wife, who has not been seen since July.

    Naresh Bhatt’s trial is scheduled for Dec. 9.  Prosecutors and Bhatt’s attorney, Shalev Ben-Avraham, went back and forth before a packed courtroom.

    Prosecutors said the early December date was unfair to the Commonwealth, as they still needed to gather more information, including interviewing numerous witnesses. Meanwhile the defense wanted an earlier start.

    A suggested date in February would fall under the speedy trial schedule, but that date conflicted with the defense attorney.

    Some 50 supporters of nurse Mamta Kafle Bhatt, including members of her family, wore scrubs or T-shirts that said, “Justice for Mamta.”

    “I’m initially disappointed with the speedy trial clock,” said Holly Wirth, a former co-worker.  “I think we were all hoping for January or early February. But you know, when they could come to an agreement, unfortunately, was Dec. 9. So that puts a lot of pressure on the Commonwealth attorneys to get a case together, while also trying to build a case to indict on a murder charge.”

    Naresh Bhatt has not been charged with murder.


    More on the missing Manassas Park mother


    Investigators have not found the body of the missing mother. However, prosecutors said in a previous hearing that there was evidence of blood found in the bedroom and shower of the couple’s Manassas Park home.

    “The Commonwealth went on the record and said that Mamta was a victim of domestic violence,” Wirth said. “She was a victim of abuse. Certainly, there were red flag behaviors in that marriage and probably led to her untimely death.”

    Mamta Kafle Bhatt, 28, disappeared on July 31. She was reported missing on Aug. 5 and her husband was arrested weeks later, after investigator’s searched their home. He is charged with a felony count of prohibition against concealing a dead body.

    “I’m very nervous about the upcoming trial, what we’re going to hear and that is what I am preparing myself for,” said Prabha Bhattarai Deuja, a Nepalese immigrant like Bhatt who was in the courtroom.

    Naresh Bhatt’s defense attorney confirmed that they had received several videos, including footage of Mamta Kafle Bhatt leaving her last shift and hopping into a car. A judge had ordered that the Commonwealth turn over those videos last Friday.

    Afterward, coach Ray Butler’s players talked about the lasting impact he had on them.

    “It means everything to us. We grind so hard for this, we work so hard for this for coach Ray. We love coach Ray. We honor him. And I think the scoreboard says it all,” one Bullis High School football player told WTOP.

    That scoreboard showed Bullis won 41 to 0 against Bishop O’Connell High School.

    During the game, the Bullis team offered a tribute to their beloved coach who was suddenly hospitalized in late August and died earlier this month.

    “Ray was everything for us. He was a rock in our life. When we were going through something outside of football, he was always there for us — always with the same energy. He was a mentor more than a coach to us,” said another player.

    Skyler Springs, who worked under Butler, is now coaching the team and is using lessons he learned from his predecessor. Springs said the Bullis team has shown textbook toughness.

    “So coach Ray always said: Every day you wake up, you have a chance and a choice. They chose resilience and I was really proud of those guys, and they really showed up to this big game,” Springs said.

    Springs, 25, described Butler as “a best friend, a mentor, and someone who was always generous in giving to others.”

    D.C. Fire and EMS on Tuesday honored the sacrifice of five firefighters killed in an 1896 blaze by placing five gray helmets along Pennsylvania Avenue.

    Five ghostly, gray fire helmets line Pennsylvania Ave. to honor fallen firefighters

    They died nearly 130 years ago in the deadliest fire in D.C. Fire and EMS history. On Tuesday, crews honored their sacrifice by placing five ghostly, gray helmets along Pennsylvania Avenue, not far from where the tragedy happened.

    During a storm on May 18, 1896, lightning struck a nearby electrical wire sparking the fire inside a telegraph office.

    The five men who died that day — Assistant Foreman George Kettler, Pvt. Joseph Mulhall, Assistant Foreman George Giles, Pvt. Daniel Conway and Assistant Foreman Thomas Griffin — died while trying to contain the fire at the Commission House of W.S. Anderson on B Street, now known as Constitution Avenue.

    “They entered the structure fearlessly to extinguish the fire growing inside. Already weakened by the fire, the structure collapsed on the valiant firemen,” said Capt. Djante Rodgers at the ceremony.

    The fire department erected five gunmetal gray helmets on the light poles lining Pennsylvania Avenue, across from the National Archives, near a black-painted fire box.

    “It takes a brave soul to always run towards danger, while everyone else is running in the opposite direction,” Rodgers said at the closing of the ceremony.

    These are the latest of 102 decommissioned fire helmets that have been stripped down, painted gray, all to be installed across the city in honor of those who died in the line of duty with the fire department.

    “There is no stand-alone memorial for us. While we work on getting that stand-alone memorial made, citizens, visitors, firefighters, families of the fallen will be able to go to the location where a firefighter has died,” Capt. Dennis Carmody told WTOP.

    He said they will also place a plaque with a QR code under each helmet.

    “It will bring up the photo and description of every firefighter who’s died in line of duty. We’re continuously working to update the website as we get more and more information,” he said.

    An Arlington, Virginia-based DJ has been pumping up the crowds and American Olympians while competing in Paris for the past two weeks.

    James Morrison, also known as TMMPO, is the DJ for Team USA House, the Olympians home away from home.

    “It is humbling. It’s inspiring. … I never thought … for me to land here and to end up here and be supporting in this capacity,” marveled Morrison.

    Morrison is no stranger to pumping up crowds at sporting events. For the past 10 years, he has been the official DJ for athletics at Virginia Tech, his alma mater.

    “I bleed maroon and orange as much as I bleed red, white and blue,” Morrison said.

    Through those experiences, he was tapped to be Team USA’s DJ.

    For nearly 12 hours a day, he is spinning for the fans and athletes who visit the facility set up in an old stock exchange.

    This is the first year that fans have been allowed to buy tickets and attend events and watch parties in the Team USA House.

    “Ninety-five percent of them are all new for that day. So that just brings fresh energy. And it’s really just been a real opportunity,” Morrison said.

    Traditionally, Olympians, their families, Olympic alumni and invited guests came to the previous houses. He said there they find cohesion, cheer on the U.S., but also have that taste of home.

    Morrison described this year’s version as “the wildest home stadium you possibly could have in a completely away country.”

    He said events like fellow Virginian Noah Lyles’ 100 meter victory was one of the most electric moments at the Team USA House. He said everyone ignored the stage with the MC and DJ and focused entirely on the screen showing the race.

    It is also a place for Olympians to support and encourage their countrymen.

    “Men’s rowing really sticks out. … These dudes are a foot taller than me, and they’re all just hyping the moment up. They’re yelling at the top of their lungs for the track event that’s going on.”

    In between events they will have Olympian interviews and even demonstrations.

    “We’ve had a fencing demo,” he said. “It is really cool when you actually understand the mechanics,” Morrison said of the learning experience.

    He told WTOP the most touching behind-the-scenes moment that he witnessed at Team USA House is the presentations of the Order of Ikkos.

    “It’s where they (an Olympic medalist) get to present a medallion to someone special in their journey,” he said.

    “They’re the best in the world at their craft and they get to take that moment and highlight someone else. So that’s been incredibly special.”

    He said being in Paris has shown the very human side of these Games.

    “I used to always say that music is something that like unifies everyone. And the Olympics, it is a single, unifying event for the entire world.”

    He highly encouraged anyone who has not attended the Olympics to head to Los Angeles in 2028.

    A Reston, Virginia, woman is attempting to break a Guinness World Record by listening to jam bands, steel drums and country music, as she tries to see the most live concerts in a single week.

    A Reston, Virginia, woman is attempting to break a Guinness World Record by listening to jam bands, steel drums and country music, as she tries to see the most live concerts in a single week.

    “When you’re experiencing live music, you’re in the moment,” Jeanette Pagliuco said. “You leave all your troubles and your worries behind.”

    Pagliuco moved to Reston, Virginia, from her home state of Connecticut over a year ago to be closer to her adult son.

    After moving, she remembers thinking: “Wow, there is a lot of music, there’s a lot of local talent, there’s a lot of great venues.’”

    She joined a meetup group that focused on live music. After several months of attending loads of concerts in Northern Virginia, she was asked to run the group: NoVa Live Music Mingle.

    At one point, she was going to so many concerts that she wondered how many she could attend in one week. She even searched to find out if there was a record.

    The Guinness Book of World Records did in fact have one — 21 shows in seven days.

    “I thought I could do it. I applied,” Pagliuco said. “I heard about six weeks later from the Guinness Book, and they said, ‘You know what? Yep, go ahead. If you can break it, go for it.’”

    There are strict requirements she needs to follow to qualify for breaking the record, including getting witnesses, going to music-focused venues and documenting each show with pictures and videos, Pagliuco said.

    “The hardest part was trying to find, within a week, all these shows that met the criteria,” she told WTOP. “It just so happened to be this week.”

    As of Tuesday morning, she has attended 16 shows, getting 14 of them in three days over the weekend.

    Most of the concerts have been local acts, such as Pool Boys, Marilyn Hucek and Collective. She’s heard from some of those performers about her decision to focus on local musicians’ shows.

    “I cannot even say how appreciative they are that I’m highlighting local music,” she said. “Local musicians, local talent at local venues. And they’re like, ‘Nobody does that.”

    She’s also using this as an opportunity to broaden her musical horizon, attending a steel drum show and R&B concert. She also plans to see a mariachi band.

    “I really wanted to tap into different genres just to push myself,” Pagliuco said.

    She told WTOP she expects to break the record sometime Wednesday.

    Montgomery County, Maryland, is looking to cut down on loud cars with modified exhausts by using noise capturing cameras.

    Do you get annoyed when a really loud car revs its engine as it goes by, nearly deafening you? Montgomery County, Maryland, is looking to cut down on that excessive noise caused by modified mufflers through noise capturing cameras.

    “These modified mufflers interrupt sleep, they create noise levels that prohibit just simple conversations,” Montgomery Council Vice President Kate Stewart said as she introduced a bill that would establish a noise camera pilot program.

    She cited numerous health and quality of life impacts as the main reason for the noise cameras.

    “Noise pollution is linked to physical and mental health issues in children and adults. It is linked to depression, heart disease, cognitive impairment, impairments and strokes,” Stewart said.

    Currently, state law says vehicles have a sound limit of 80 decibels. These cameras are able to capture video of offenders if their car is at least five decibels above that standard.

    If passed, the Montgomery County Police Department would issue a warning for the first offense caught by noise cameras, and a fine that would not exceed $75 for following offenses.

    Councilmember Natali Fani-González already has three roads in mind if the bill passes: Georgia Avenue, University Boulevard and Connecticut Avenue.

    “These are roads that were created to have cars going fast. And let me just tell you, folks who tend to modify their cars do that. They drive fast,” she said during Tuesday’s council meeting.

    The first public hearing on this bill is Sept. 17.

    What to expect from DC’s brand new WWI Memorial

    The largest freestanding bronze relief statue in the Western Hemisphere is nearing completion at the World War I Memorial in downtown D.C. The centerpiece of the memorial has been a decade in the making.

    “I was speechless, and I’m not speechless very often. And I had been looking at it for 10 years, I knew what it looked like. I was there with the early designs,” Dan Dayton, chairman and CEO of the Doughboy Foundation, told WTOP about the nearly finished project.

    The final large pieces of the 58-foot-6-inch long statue were brought into the memorial by crane over the weekend. Most of the memorial is now closed off as crews begin to weld them together to make the final statue, titled “The Soldier’s Journey.”

    The piece, created by sculptor Sabin Howard, depicts a soldier through his entire journey during the war, from leaving home, to going into battle and returning to a young daughter.

    “It is the story of a soldier and the story of the nation at a remarkable period of our time, when the entire country was united to a single goal,” said Dayton, whose organization has been instrumental in securing the entire memorial near the White House east entrance.

    “We want to make sure that everyone who visits gets an idea and a concept about what World War I was, how important it was and the lessons we can learn from that,” he said.

    Dayton said it includes every aspect of the people who sacrificed during the First World War, including Black and Native American soldiers who served, as well as the nurses who took care of the wounded and the families that had to say goodbye to their loved ones.

    The memorial initially opened in April 2021 in Pershing Park, but it was missing its final centerpiece until now.

    That centerpiece is now wrapped in black plastic ready to be viewed by the thousands who come to the memorial every year.

    The first illumination of the statue will take place Sept. 13 at 7:15 p.m. The public is welcome and Dayton said they will have musical performances, re-enactors and even World War I vehicles at the memorial for the unveiling.

    DC initiative brings the prospect of ranked choice voting to the forefront

    Voters in the District could be asked whether they would like to open party primaries to independents and begin ranked choice voting after organizers of a new initiative aiming to do just that submitted thousands of signatures this month.

    Now, they have to wait for the D.C. Board of Elections to approve or reject the initiative that could appear on ballots come November.

    Lisa D.T. Rice, the proposer of Initiative 83, alongside her group, The YES on 83 Campaign, gathered and submitted around 40,000 signatures from across all eight D.C. wards to the Board of Elections on July 1.

    “What that really shows is that we have support across the city,” Rice told WTOP.

    If passed, the initiative would implement ranked choice voting for all elections and primaries starting in June 2026. This allows you to vote for your favorite candidate and then rank the rest as backups. That way, if your top candidate is in last place, your vote automatically moves to the next choice available.

    Rice told WTOP that many voters got on board after witnessing the crowded Democratic primary for a Ward 7 council member, which had 10 candidates.

    “Sometimes life hands you a gift. And I have to tell you, that Ward 7 primary, though it was frustrating for voters, was a gift to this campaign,” she said. “There were, from the perspective of voters that I talked to, four or five really strong — really, really strong candidates. They didn’t like the fact that they could only choose one.”

    This is not the first time ranked choice voting has been considered. In 2021, it was proposed through the VOICE Amendment Act, but the D.C. Democratic Party came out against it, stating, “The District faces a substantial challenge with undervoting, which would be exacerbated by ranked choice voting.”

    Initiative 83 also opens primaries to people that are not registered to that party. Currently, you must be registered as either a Democrat or Republican in order to vote in one of their primaries.

    “I’m an independent, I’m not affiliated with any party, which means I am blocked from exercising my constitutional right to vote,” Rice said. “You hear from a couple of people who said, ‘It’s our primary you shouldn’t be able to vote,’ but as long as it’s taxpayer funded, I should be able to vote.”

    A Democratic group has already launched a campaign against Initiative 83. Its website states Initiative 83 “is an attempt to dilute and destroy the Democratic Vote in the District” and “closed primaries provide a safeguard against potential interference from individuals who do not share the Democratic party’s values.”

    The D.C. Board of Elections accepted the Initiative 83 petition and it’s currently reviewing petition signatures. The board has until Aug. 5 to determine the sufficiency of the petition and whether it will appear on D.C. ballots for the Nov. 5 election.

    One runner has seen every sidewalk, row house and neighborhood in D.C., after he finished running down each of the 1,838 streets in the city Friday.

    Dion Thompson-Davoli finished his final street in the early morning hours when the heat and humidity were brutal.

    “By the time I was done with my last one, it must have been almost 90 degrees,” Thompson-Davoli told WTOP. “I was soaked through my shoes, which is just the worst when you’re jogging and your feet are squelching against the ground.”

    He started the challenge two years ago after downloading an app called CityStrides, which tracks your running paths in your city, and quickly ran every street in Takoma Park, Maryland, the city where he lived.

    He then crossed into D.C.

    “It was a lot of fun. It was a great way to see the city,” Thompson-Davoli said.

    In a typical week, he would log 10 to 12 miles of new road. The only roads he did not complete were interstates and the street where former President Barack Obama resides, which was blocked off by Secret Service.

    Over his 2-year-long challenge, he had a few takeaways of the District.

    “D.C. is a beautiful city. It’s just a city of neighborhoods, really more than anywhere else I’ve ever lived. There is nothing to Washington more than downtown, and then a succession of really gorgeous neighborhoods,” said Thompson-Davoli, suggesting that he may be one of the only people to have ever gone down every street on foot.

    He also said the city had more hills than he was expecting, which were not a pleasant feature for someone planning to run the nearly 2,000 miles of road.

    But he admitted it does provide some beautiful scenic overlooks, such as Pennsylvania Avenue Southeast, where “you can look down the hill and see the monuments from a distance,” or upper Connecticut Avenue in Northwest.

    “(It’s) just a city full of friendly people. People are sitting out on their porches, they’ll wave at you as you go by, kids will say ‘hi’ to you, or want to jog with you for a little bit, which was always fun,” he said.

    Some of his favorite neighborhoods to run were Northwest D.C.’s Palisades and Spring Valley.

    “There’s some gorgeous historic home architecture on the far west side of the city that is really worth your time,” he said.

    Two people are dead and a child is in critical condition following an apartment building fire in Prince George’s County, Maryland, Tuesday morning.

    The Prince George’s Fire and Rescue Department said first-responders arrived on Harry S. Truman Drive at the Northampton Apartment Homes in Largo, after receiving a call just after 3:45 a.m.

    When crews arrived at the scene, part of a stairwell collapsed, and flames could be seen coming through the top of one of the apartment complexes.

    Fire officials told WTOP that the fire happened on the third level of the apartment building and caused the roof to collapse. Crews were able to put out the fire just before 4:45 a.m.

    The young boy pulled out of the fire remains in “very critical condition.”

    The body of an adult female was found under the rubble after an adult male was declared dead.

    A neighbor told WTOP’s Luke Lukert that the man was a father, but his relationship with the boy has not been verified.

    Damage was mostly contained to the one apartment building, but officials told WTOP that some of the fire extended to nearby buildings.

    A dog that was inside the apartment during the fire was also rescued and resuscitated.

    Lukert reported that smoke continued to smolder hours after flames were extinguished.

    Fire investigators are at the scene. The cause of the fire remains under investigation.

    On Monday, the Virginia Department of Environmental Quality declared the entire state was in a drought watch, and several counties in Northern Virginia and the Shenandoah area were under a drought warning.

    Most of Northern Virginia is now under a drought warning after several weeks of heat and little rainfall. Officials are urging residents from unnecessarily using water.

    In the D.C. area, Loudoun, Prince William, Arlington and Fairfax counties were all affected by the warning, which “indicates a significant drought is imminent,” according to a news release from the department.

    The heat wave and cloudless days of sunshine have really dried out the soil, according to Brendon Rubin-Oster, a lead forecaster with the National Weather Service.

    “In the recent weeks, we’ve definitely not seen as much rain as we’d like to see,” Rubin-Oster told WTOP.

    He added, “That sun’s pounding down on the ground soils — that definitely dries things out even more readily.”

    Summer droughts can often end quickly with frequent thunderstorms, like what the D.C. area may see Wednesday and over the weekend.

    But Rubin-Oster said the region will likely need several days of rain to get out of this drought.

    “A lot of the rain ends up as runoff because it comes down too quickly at once.”

    Rubin-Oster said that forecasters will become more concerned about drought conditions if they stretch into the drier fall months when we see fewer thunderstorms.

    The Virginia Department of Environmental Quality encouraged Virginians to minimize their water use, keep an eye on drought conditions and detect and repair leaks in its Monday release.

    New safety features will be added to an intersection where a Howard University student was struck and killed by a car on campus. One Advisory Neighborhood Commissioner suggested these updates should have been done earlier.

    “My understanding is that there was a safety lock about eight months ago, where these were some of the changes that they were thinking about but until Mohamed died, they didn’t actually implement them,” ANC Commissioner Josh Jacobson told WTOP.

    On April 11, 18-year-old Mohamed Samura was walking on the D.C. campus, police said. The driver was traveling northbound on 6th Street from Howard Place at a “high rate of speed,” then tried to turn left at the intersection on Fairmont and 6th streets, mounted a curb and struck Samura.

    Samura died in the hospital a few days later.

    The university’s campus newspaper, The Hilltop, reported the driver was a faculty member.

    DDOT will install raised crosswalks at that intersection and also install a bike rack at that corner, “where if someone were to speed and jumped the curb, instead of hitting a person, they would hit a bike rack,” Jacobson said.

    “DDOT said it should be within a month or two,” Jacobson said. “It just takes too long and comes at the cost of people’s lives before big changes that are needed are made.”

    WTOP has reached out to DDOT for comment on the project.

    Friday’s decision came after prosecutors presented dashcam evidence from the car of Mustafa Aljazairi, 34, of Stafford, WTOP news partner NBC Washington reported.

    Prosecutors said a lip reader interpreted Dorothy Fontaine, of Woodbridge, saying, “No! Empress is in the car,” referring to her 5-year-old daughter.

    Both Fontaine and her daughter were killed on Apr. 5, 2023, when the 2007 Chrysler 300 Aljazairi was driving veered into oncoming traffic near Fortuna Center Plaza on Dumfries Road, striking a 2013 Chevrolet Suburban.

    Aljazairi’s attorney Blake Weiner argued against revoking bond based on that evidence.

    “It states nothing about whether or not the deceased thought my client was doing it intentionally,” Weiner told NBC Washington.

    Crash scene investigators said there were no skid marks from heavy braking and damage was focused on the passenger side.

    Weiner said that was not evidence supporting that his client is a danger.

    “I believe the testimony of the witness supports directly our theory, which is that he was trying to maintain control, which is what you’d want to try to do if you were in a desperate, dangerous situation with your vehicle,” he said.

    More convincing to the judge, prosecutors said Aljazairi threatened a jail guard, saying he knew the guard’s home address and would find her when he got out.

    The trial is set for early December.

    Engravers began adding 282 names on Monday of officers who died in the line of duty to the National Law Enforcement Memorial Wall. They will be the last added to the original walls at the downtown D.C. memorial.

    “Surrounding us right now, on what we view are very sacred walls, are 23,785 names, the names of all of the men and women across the broad stretch of U.S. history, the men and women in law enforcement who have died in the line of duty,” said Bill Alexander, CEO of The National Law Enforcement Officers Memorial Fund, during a short ceremony before the engraving process began.

    The wall was built in 1991 and the names being sandblasted into it Monday will be the last added to the original memorial. At the time of its construction, builders thought it would hold enough names to last until 2100.

    “It’s absolutely staggering to think about the ongoing costs in terms of preserving our democracy, trying to prevent chaos, trying to prevent crime on our streets to allow men and women to go about their lives and feel safe,” Alexander told WTOP. “The cost of that for our country every single year, unfortunately, is hundreds of lives.”

    Anne Arundel County Police Chief Amal Awad was on hand to watch the work begin.

    “I have brothers whose names are listed on this wall. This place means something to me. And I try to pay my respects to our fallen heroes as often as I can,” she told WTOP.

    “When you walk through this memorial, you feel it, you feel the energy, you feel the grief, you feel the loss, you feel the pain, the hurt.”

    The engraving of all 282 names could take weeks to complete.

    Next month, as part of police week, those 282 names will be read out loud at a candlelight vigil on the National Mall.
