    ALBANY, N.Y. (NEWS10) — The American Cancer Society is presenting Daffodil Days. According to the American Cancer Society’s website, participants can order daffodils and tulips by Sunday, February 18 online to help save lives, celebrate lives, and share hope for a world without cancer.

    According to the American Cancer Society, the daffodil is a symbol of hope, being the first flower of spring. A bunch of tulips for $15, potted mini daffodils for $15, and a gift of hope donation for $25 are all available, as well as additional donations anyone would like to make.

    HOUSTON, Texas – A Houston man is accused of using a machete to attack his own family members on Wednesday.

    Neighbors who lives in the Vista at Westchase apartments say a man, who hasn’t been identified by police, attacked both his mother and sister just before 10 a.m.

    The Houston Police Department tells KPRC 2 that officers, including the SWAT team, responded to the apartment building around 9:40 a.m. after getting reports of two women stabbed and slashed by a man. That same man then barricaded himself inside an apartment.

    People that live nearby say one of the victims told them the suspect was her brother. She also said he stabbed their mother as well.

    “I kept hearing, help me, help me screaming, help me, help me,” said Kiara Bailey, who walked outside of her apartment to find the teen laying on the ground bleeding. “So, I immediately ran back in the house and called ambulance. They was telling me to apply pressure, but it was too many stab wounds to even apply pressure.”

    The mother was also laying on the ground, in the grass across the courtyard from Bailey’s apartment.

    According to neighbors, the man was armed with a machete along with another long knife.

    “It was the hand knife that you stick your hand into,” explained Jamia Hardy. “And you can, like, stab stuff with. He used one of those.”

    The sister, who neighbor’s estimate to be in her late teens or early 20s, made it to a neighbor’s door to ask for help. You can follow her barefoot bloody footprints to the downstairs door where her handprint is left in blood.

    “They had serious injuries. Lacerations to the deep laceration to the forearm,” said another neighbor, Eric Taylor.

    “She kept saying her brother did it. Her brother did it. He’s in the house. He went in the house,” Bailey added.

    The man barricaded himself inside the apartment where neighbor’s say the family lives.

    Houston Police, the SWAT team and the Houston Bomb Squad all responded.

    Some officers took refuge and vantage points inside the living room’s of some residents.

    “They were in on our living room, but I can see why they used our living room because it’s a direct shot to the apartment, just in case he was to come out and backfire towards them,” Hardy said.

    Neighbors say after about an hour standoff, the man surrendered to police. Cell phone video shows the moment officers dawning tactical gear and long rifles arrested the man.

    “I seen he just bloody, bloody, just bloody. And he came out like nothing never happened,” said Pamela Cunningham.

    The two women were rushed to the hospital, each with multiple stab and slash wounds.

    Houston Police say they arrested the man and he will be charged with aggravated assault. Investigators have not yet released a motive.

    HARRIS COUNTY, Texas – The Harris County Sheriff’s Office released body camera videos Saturday of their deputies who shot a woman multiple times in her apartment in east Harris County, as they responded to a burglary call.

    The incident happened at the Pines of Woodforest Apartments on Uvalde Road around 2:06 a.m. on Feb. 3.

    Deputies responded to a burglary call, and they later cleared the scene.

    They were then told about a second burglary at the apartment complex.

    Authorities made it to the second apartment and said they saw a broken window.

    Deputies said they looked through the window and saw someone approaching the door with a gun.

    “Someone’s coming,” said one of the deputies in the body cam video. “Gun!”

    Deputies then fired their weapons, and the 28-year-old woman, who lived in the apartment, was shot multiple times. A second woman was inside the apartment visiting the other woman, and she was not injured.

    The body cam video showed two deputies walking up to the apartment.

    They went to the second floor, knocked on the door, and announced they were with the sheriff’s office.

    One deputy then said someone is coming. In the video you can hear deputies fire their guns collectively a total of more than two dozen times. One deputy even reloads before shooting more.

    The video also showed some movement on the left side of the window.

    “Drop the gun!” One of the deputies yelled.

    Before the shots were fired, it appeared that part of the left side of the window was already open.

    “I told Eboni to break the window. That would have been the third time. The window would have been broken since I stayed here,” said Laronda Berry on Friday, who rents the apartment.

    The video also showed several bullets shattered the window more.

    After the shooting, a deputy said “go down, go down,” to the other deputy.

    They then retreated from the apartment.

    It appears that a deputy then called for help and said, “We need people, shots fired.”

    Now, local civil rights activists are demanding an independent investigation into the shooting. Civil and Human Rights activist Dr. Candice Matthews, Black Panther Chairman Quanell X, and Attorney Allie Booker held a news conference Friday morning to discuss the investigation.

    The Harris County Sheriff’s Office says the shooting remains under investigation. In the meantime, both deputies remain on paid administrative leave, which is the protocol for officers involved shootings.

    Once the investigation is complete, the findings will be presented to the sheriff’s office for review and any disciplinary action, if any is deemed warranted.

    PORT JERVIS, N.Y. (NEWS10) — A Port Jervis man was arrested and is accused of attempting to sexually assault a child under 13. James Pospisil, 44, was charged with attempted predatory sexual assault of a child.

    New York State Police say they worked in tandem with the Orange County Child Protective Services which received a complaint regarding an adult man engaging in sexual contact with a child under 13. Police say the investigation led to Pospisil’s arrest.

    Pospisil was arraigned in the City of Middletown. He was remanded to the Orange County Jail without bail.

    TROY, N.Y. (NEWS10) — At the Eddy Lane Pump station, Mayor Carmella Mantello announced that the first phase of replacing a severely corroded section of Troy’s water main line has been completed.  Crews installed a new water main valve, which will allow the city to continue with the larger project of replacing a 30-inch water main pipe at the location. The pipe’s condition was so bad it was described as a “ticking time bomb”.

    “Employees actually said that if you took just a regular hammer and banged it against this pipe, it would rupture,” said Mayor Mantello.

    On January 5th the mayor declared a public emergency after she and the Department of Public Utilities were alerted to the leaking of pipes, valves, and pumps at the station just two days earlier. The leakage had been going on for about a year and a half, causing severe corrosion. The mayor’s office says the current pipe’s failure would have been catastrophic. It would have stopped the flow of H20 to over 100,000 people in not just Troy but surrounding areas like Lansingburgh and North Central.

    “If it did occur, you’re going to wipe our Troy Housing Authority, the complex below us affordable housing,” said the Mayor.

    “This 30-inch line is fed directly by gravity from the plant so that’s a substantial amount of water, and it certainly would take out a good portion of this plant and a lot of the structures down below” added city engineer Russ Reeves.

    There was a shiny blue coat of paint on the pipes at the station. It’s not decorative, it serves a preventative purpose.

    “All the pipes above here I’ve just been painted with direct to metal marine base paint to reduce the opportunity for further corrosion” added Reeves.

    This is just a small step, in a larger, more complicated process. The second phase of this project is replacing the current 500-horsepower water main pump with one more powerful 700-horsepower pump. It’s a process that will have to be completed in 12 hours to maintain ideal water pressure.

    THE Bulawayo City Council (BCC) has expressed concern over the increasing practice of open defecation by vendors in the central business district (CBD) particularly in the streets and sanitary lanes.

    According to the latest council minutes, the local authority said the situation is particularly alarming in the wake of the nation’s ongoing battle against a cholera outbreak.

    Open defecation refers to the human practice of defecating in fields, forests, bushes, bodies of water or other open spaces.

    It is against water and sanitisation ideals that the Government is aiming to achieve as it gears toward Vision 2030.

    People may choose fields, bushes, forests, ditches, streets, canals or other open spaces for defecation.

    They do so either because they do not have a toilet readily accessible or due to traditional cultural practices.

    “A complaint was received concerning vendors in the CBD Fifth Avenue area who were practicing open defecation and bathing in the sanitary lanes. An inspection of the sanitary lanes was done and heaps of faeces were seen in the sanitary lanes. The area was smelly and flies had become a nuisance,” the minutes read in part.

    “Some of the vendors were found sorting their wares (food) in the sanitary lanes. This was a worrying situation in view of the fact that the country was struggling with a cholera outbreak and the vendors who were fouling the area were coming from all over the country which exposed…

    Though many school students have sat through presentations about the dangers of drugs, some community members worry about the tactics of an upcoming speaker in the Weld RE-4 School District.

    Laura Stack, founder of the marijuana prevention nonprofit Johnny’s Ambassadors, will speak this month at multiple schools across Weld County, teaching students and their guardians about the negative impact of THC, the component of cannabis that makes users feel high.

    Stack said her findings are based on research about the difference between today’s marijuana and the marijuana past generations ingested.

    In 2022, 30.7% of 12th graders reported using marijuana in the past year, and 6.3% reported using marijuana daily in the past 30 days, according to the Centers for Disease Control and Prevention.

    Stack intertwines her son’s story with marijuana use into her attempts to wean middle and high school students off or keep clear of marijuana.

    Three days before Johnny, Stack’s son, died by suicide at the age of 19, he told his mother that weed ruined his life and his mind. Stack said Johnny began using marijuana at 14 in the form of heating and inhaling highly potent marijuana concentrates, known as “dabbing.”

    The Boulder County Commissioners will hold a public hearing Thursday to discuss marijuana licensing regulation updates.

    The hearing will be held at 9:30 a.m. Thursday in a hybrid format, with community members able to attend and comment virtually via Zoom or in person at the Commissioners’ Hearing Room at 1325 Pearl St.

    The proposed amendments largely deal with changes in terminology due to the Colorado Medical Marijuana Code and Colorado Retail Marijuana Code being combined into the combined Colorado Marijuana Code and other state and county name and department changes.

    The regulations would also strike a prohibition against stores selling products online and allow in-person pickup for marijuana products with sufficient identification would provide hearings for alleged violations.

    A new inner-city precinct will soon connect Subiaco to the Perth CBD after a development application outlining the precinct’s design was approved.

    The 1909 precinct’s Public Realm Development Application was approved earlier this month and ensures its parks, streets and public spaces are “sustainable and cohesive”.

    The precinct will be built on the former Princess Margert Hospital site and named 1909 after the year the hospital opened.

    The development application comes just months after a team of artists were commissioned to paint the former hospital’s heritage-listed 53m chimney stack.

    While landscaping works will not begin until May 2024, Perth artist Abdul Abdullah and Californian artist David Momyer — known as MOMO — began the chimney’s artwork with a piece titled ‘Here Together’ earlier this month.

    The artwork is expected to be completed by mid-December.

    A group of six Subi East Bidi Markers which celebrate Noongar seasons, culture and history will also be part of the precinct.

    Planning, Lands and Housing Minister John Carey said the new precinct would deliver “much-needed density” to Perth’s inner city.

    “The public realm at 1909 has been designed to naturally integrate with about 1000 new dwellings to be delivered within the 1909 precinct,” he said.

    The Northbridge Piazza has become Pride Piazza for November and Northbridge streets will come alive for the annual PrideFEST Parade on Saturday, November 25.

    The parade will feature a pre-party at Russell Square and the Pride Piazza at 6pm before winding its way through the streets of Northbridge and culminating with a post-celebration in Russell Square.

    The Democrats’ Most Surprising Southern Foothold

    The GOP controls nearly everything in Kentucky, a state that Donald Trump carried by 26 points in 2020. Republicans hold both U.S. Senate seats and five of Kentucky’s six House seats; they dominate both chambers of the state legislature.

    What Republicans don’t occupy is Kentucky’s most powerful post. The state’s governor is Andy Beshear, a Democrat elected in 2019 who is hoping to win a second term tomorrow. Operatives in both parties think he might, but the governor’s in a close race with his Republican opponent, Daniel Cameron, the state’s 37-year-old attorney general. Whether Beshear can stave him off will determine if Democrats maintain one of their most surprising footholds in southern politics.

    Beshear, 45, owes his success in a deep-red state to a combination of competent governance, political good fortune, and family lineage. His father, Steve, was a popular two-term governor who governed as a moderate and won the admiration of fellow Democrats for implementing the Affordable Care Act in the face of conservative opposition. The Republican governor whom Andy Beshear defeated in 2019, Matt Bevin, was widely disliked, even by many in his own party. Soon after taking office, Beshear earned praise for his steady leadership during the coronavirus pandemic and then later in his tenure during a series of natural catastrophes—deadly tornadoes, historic flooding, and ice storms. The crises have made the governor a near-constant presence on local news in the state, where allies and opponents alike usually refer to him by his first name. “I joke that Andy Beshear has 150 percent name ID” in Kentucky, Representative Morgan McGarvey, the lone Democrat in the state’s congressional delegation, told me. “It’s because everybody knows who he is. And they actually know him.”

    Major economic-development and infrastructure projects have also boosted the governor’s reelection bid—Beshear has taken advantage of billions in federal dollars that have flowed to Kentucky from legislation signed by President Joe Biden and backed by the state’s most powerful Republican, Senator Mitch McConnell.

    Cameron is a onetime McConnell protégé who would be the state’s first Black governor if elected. In the campaign’s closing weeks, Cameron has touted an endorsement by Trump and tried to tie Beshear to Biden, who is deeply unpopular in Kentucky. The governor has endorsed Biden’s reelection, though he’s generally kept his distance from the president. At the start of one debate, Beshear, who had recently signed legislation legalizing sports gambling, “wagered” that Cameron would mention Biden’s name at least 16 times in their hour together onstage. Cameron was either unfazed or unable to improvise: He mentioned Biden’s name four times in the next 90 seconds.

    Nationalizing the governor’s race is probably Cameron’s smartest bet in a state like Kentucky. But even Republicans concede that Beshear has done a good job of building a distinct brand during the past four years. “He ended up being able to operate in some nonideological arenas—the tornadoes, the floods, even COVID while it was going on,” Scott Jennings, a Republican consultant in Kentucky, told me. As they did for governors in most states, televised briefings during the pandemic allowed Beshear to connect with his constituents on a daily basis for weeks. The dynamic generally helped Republican leaders in blue states, such as Phil Scott in Vermont, and vice versa in Kentucky. “Anytime you come into people’s lives like that every day during an unusual situation, it does have an impact,” Jennings said. “You seem more familiar than the average politician that you see every now and again.” Since the beginning of 2020, just one governor—Democrat Steve Sisolak in Nevada—has lost a reelection bid.

    Beshear has benefitted from incumbency in other ways as well. He’s raised and spent far more money than Cameron, which allows him to blanket the state in ads both positive and negative. He’s used ribbon cuttings and groundbreakings to tout job-creating projects. In September, Beshear placed the state’s first legal sports bet at the Churchill Downs Racetrack, a launch that was timed explicitly for the start of football season and implicitly for the start of his reelection campaign.

    Among the issues Beshear has prioritized is abortion, a departure for a Democrat in a culturally conservative southern state. The procedure has been illegal in Kentucky since the overturning of Roe v. Wade triggered a statewide ban. But Democrats sensed a political opening last year after Kentucky voters rejected an amendment that would have stipulated that the state constitution did not protect abortion rights. The vote suggested that in Kentucky, as in other red states, such as Kansas, abortion rights have bipartisan support. “It’s a huge advantage for Andy,” former Representative John Yarmuth, a Democrat who served for eight terms in the House before retiring last year, told me. “It has become a voting issue for the pro-choice side. It generates turnout and it moves some voters.”

    One of Beshear’s TV ads features a woman who was raped by her stepfather at age 12 and who criticizes Cameron for his support of Kentucky’s abortion ban, which contains no exceptions for rape or incest. “I’m speaking out because women and girls need to have options. Daniel Cameron would give us none,” the woman says. After the ad began running, Cameron said that if the legislature presented him with a bill adding exceptions to the state’s abortion ban, he would sign it.

    For Cameron, the Republican who has the best chance of winning him votes is Trump. The former president released a recorded endorsement last week, but he has not come to Kentucky to campaign for the attorney general. “We would accept any and all visitors to help get the vote out,” Sean Southard, a spokesperson for Cameron, told me when I asked whether the campaign had wanted a Trump rally.

    What role, if any, race might play in the outcome is also a question mark. Cameron denounced a pair of ads by the Beshear-backing Black Voters Matter Action PAC that refer to him as “Uncle Daniel Cameron” and place his image alongside that of Samuel L. Jackson’s character from Django Unchained. “All skinfolk ain’t kinfolk,” a narrator says in a radio ad, urging a vote for Beshear, who is white.

    To Republicans, Beshear is something of an accidental governor. After winning his race for attorney general in 2015 by slightly more than 2,000 votes, he defeated Bevin four years later by a margin nearly as minuscule (about 5,000 votes). The GOP-controlled legislature drives policy and can override his veto with a simple majority. “The Republican supermajorities have essentially stuffed him in a locker,” Jennings said. But, he argued, their dominance ultimately helps Beshear politically because they’ve prevented him from building a record to the left of where Kentucky voters want to go. “If left to his own devices, he’d be far more liberal on policy,” Jennings said. “In some ways, they save him from himself.”

    As entrenched as they are in Kentucky’s legislature and congressional delegation, Republicans have struggled to win, and keep, the governorship. They’ve held the top job for just three four-year terms in the past eight decades, and both of their recent winners, Bevin and Ernie Fletcher, lost bids for reelection (each time to a Beshear). “What’s clear is that people view the governor differently,” McGarvey told me.

    Both Republicans and Democrats I spoke with told me that they believed the GOP’s strength throughout the state would eventually extend to the governor’s office. Whether that happens tomorrow or in another four years is less clear. Private polls show Beshear with a small but not insurmountable lead, according to operatives in both parties who described them on the condition of anonymity. Public surveys have been limited, but they show a tightening race as well. Democrats close to the Beshear campaign told me that although they felt good about the race, a Cameron victory would not surprise them given the GOP’s overall advantage.

    Yarmuth was a bit more confident. Sensing a lack of enthusiasm on the Republican side, he held out hope for a more convincing Beshear win that might even help Democrats in down-ballot races. But he, too, was skeptical that Democrats would be able to maintain their unlikely grip on Kentucky’s governorship much longer. “I would bet,” the former representative told me, “that it’ll be hard for a Democrat past Andy.”

    In Bulawayo, a man is alleged to have abandoned his wife and three children in the city center on Thursday evening after picking them up from their rural home in Mt. Darwin.

    The woman, whose name is being withheld to safeguard the identity of her children, spent the night with her kids, aged five, eight, and 13, on a lawn outside a residence in Malindela Suburb, after her husband left them stranded.

    During an interview, the distressed woman shared with CITE that they left their rural residence because her daughter had been sexually assaulted by her brother-in-law, and her mother-in-law was causing them problems for reporting the incident.

    “My husband had been away from home for three years,” stated the visibly stressed woman. “He left to seek employment in Bulawayo. During his absence, his younger brother sexually assaulted my 13-year-old daughter. I reported the matter to the police, and he was subsequently arrested and is currently in custody.”

    The woman explained that after the rape incident, they moved out of her in-laws’ home and began living independently. She expressed her concern about her daughter’s safety, given the circumstances.

    “My mother-in-law was not pleased with her son’s arrest. She would frequently approach my daughter on her way home from school and pressure her to retract her statement to the police, claiming that she was not raped,” she recounted.
