    How charging drivers to go downtown would transform American cities | CNN Business

    President Joe Biden’s administration is set to allow New York City to move forward with a landmark program that will toll vehicles entering Lower Manhattan, after a public review period ends Monday.

    The toll is formally known as the Central Business District Tolling Program — but it’s commonly called “congestion pricing.”

    In practice it works like any other toll, but because it specifically charges people to drive in the traffic-choked area below 60th street in Manhattan, it would be the first program of its kind in the United States.

    Proposals range from charging vehicles $9 to $23 during peak hours, and it’s set to go into effect next spring.

    The plan had been delayed for years, but it cleared a milestone last month when the Federal Highway Administration signed off on the release of an environmental assessment. The public has until Monday to review the report, and the federal government is widely expected to approve it shortly after.

    From there, the New York Metropolitan Transportation Authority (MTA) can finalize toll rates, as well as discounts and exemptions for certain drivers.

    New York City is still clawing out of from the devastating impact of the Covid-19 pandemic. Congestion pricing advocates say it’s a crucial piece of the city’s recovery and a way to re-imagine the city for the future.

    “This program is critical to New York City’s long-term success,” New York Gov. Kathy Hochul said last month.

    The plan would also mark the culmination of more than a half-century of efforts to implement congestion pricing in New York City. Despite support from several New York City mayors and state governors, car and truck owners in outer boroughs and the suburbs helped defeat proposals.

    In 2007 Mayor Michael Bloomberg called congestion “the elephant in the room” when proposing a toll program, which state lawmakers killed. A decade later, Gov. Andrew Cuomo — who had long resisted congestion pricing — said it was “an idea whose time has come” and declared a subway state of emergency after increased delays and a derailment that injured dozens. Two years later, the state gave the MTA approval to design a congestion pricing program.

    Ultimately, it was the need to improve New York City’s public transit that became the rallying cry for congestion pricing.

    Each day 700,000 cars, taxis and trucks pour into Lower Manhattan, one of the busiest areas in the world with some of the worst gridlock in the United States.

    Car travel at just 7.1 mph on average in the congestion price zone, and it’s a downward trend. Public bus speeds have also declined 28% since 2010. New Yorkers lose 117 hours on average each year sitting in traffic, costing them nearly $2,000 in lost productivity and other costs, according to one estimate.

    The toll is designed to reduce the number of vehicles entering the congestion zone by at least 10% every day and slash the number of miles cars travel within the zone by 5%.

    Congestion comes with physical and societal costs, too: more accidents, carbon emissions and pollution happen as belching, honking cars take up space that could be optimized for pedestrians and outdoor dining.

    Proponents also note it will improve public transit, an essential part of New York life. About 75% of trips downtown are via public transit.

    But public-transit ridership is 35% to 45% lower compared to pre-pandemic levels. The MTA says congestion fees will generate a critical source of revenue to fund $15 billion in future investments to modernize the city’s 100-year-old public transit system.

    The improvements, like new subway cars and electric signals, are crucial to draw new riders and improve speed and accessibility — especially for low-income and minority residents, who are least likely to own cars, say plan advocates.

    New York City is “dependent on public transit,” said Kate Slevin, the executive vice president of the Regional Plan Association, an urban planning and policy group. “We’re relying on that revenue to pay for needed upgrades and investments that ensure reliable, good transit service.”

    Improving public transportation is also key to New York City’s post-pandemic economic recovery: If commutes to work are too unreliable, people are less likely to visit the office and shop at stores around their workplaces. Congestion charge advocates hope the program will create more space for amenities like wider sidewalks, bike lanes, plazas, benches, trees and public bathrooms.

    “100 years ago we decided the automobile was the way to go, so we narrowed sidewalks and built highways,” said Sam Schwartz, former New York City traffic commissioner and founder of an eponymous consulting firm. “But the future of New York City is that the pedestrian should be king and queen. Everything should be subservient to the pedestrian.”

    While no other US city has yet implemented congestion pricing, Stockholm, London and Singapore have had it for years.

    These cities have reported benefits like decreased carbon dioxide pollution, higher average speeds, and congestion reduction.

    Just one year after London added its charge in 2003, traffic congestion dropped by 30% and average speeds increased by the same percentage. In Stockholm, one study found the rate of children’s acute asthma visits to the doctor fell by about 50% compared to rates before the program launched in 2007.

    Some groups are fiercely opposed to congestion charges in New York City, however. Taxi and ride-share drivers, largely a low-income and immigrant workforce, fear it will hurt drivers already struggling to make ends meet. The MTA said congestion pricing could reduce demand for taxis by up to 17% in the zone.

    Commuters and legislators from New York City’s outer boroughs and New Jersey say the program hurts drivers who have no viable way to reach downtown Manhattan other than by car, and that this would disproportionately impact low-income drivers. (But out of a region of 28 million people, just an estimated 16,100 low-income people commute to work via car in Lower Manhattan, according to the MTA.)

    Other critics say it could divert more traffic and pollution from diesel trucks in Manhattan into lower-income areas like the Bronx, which has the highest rates of asthma hospitalization in the city.

    The MTA and other agencies have plans to mitigate many of these adverse effects, however.

    Taxis and for-hire vehicles will be tolled only once a day. Drivers who make less than $50,000 a year or are enrolled in certain government aid programs will get 25% discounts after their first 10 trips every month. Trucks and other vehicles will get 50% discounts during overnight hours.

    Additionally, the MTA pledged $10 million to install air filtration units in schools near highways, $20 million for a program to fight asthma, and other investments to improve air quality and the enviornment in areas where more traffic could be diverted.

    The stakes of New York City’s program are high, and leaders in other cities are watching the results closely.

    If successful, congestion pricing could be a model for other US cities, which are trying to recover from the pandemic and face similar challenges of climate change and aging public infrastructure.

    “It’s good to see New York City’s program is moving forward,” said the Los Angeles Times Editorial Board last month. “Los Angeles should watch, learn and go next.”

    Jewel Bronaugh, the No. 2 person at the US Department of Agriculture and the first Black woman in the position, will leave the department on Tuesday after a two-year tenure in which she led agency efforts to diversify its workforce and provide relief to farmers of color who say they have been discriminated against over the years.

    Bronaugh announced last month that she was leaving the agency in order to spend more time with her family. Xochitl Torres Small, the under secretary for rural development, has been nominated to succeed her.

    Along with helping steer a department that boasts 29 agencies and more than 100,000 employees across the country, Bronaugh has played a central role in the USDA’s efforts to remedy decades-long discrimination that has impacted farmers and ranchers of color. Most notably, she has co-chaired an independent commission that has examined the USDA’s policies and programs for factors that have contributed to historic discrimination against farmers of color and identify disparities, inequity and discrimination across the agency.

    “I understood as a Black woman, coming into the role as deputy secretary, the weight that went with that. The responsibility that went with that. The people who for years have not been able to get resources from USDA. The history that that has had on farmers and landowners and people who live in rural communities, I knew that I had a responsibility,” Bronaugh explained in an interview with CNN.

    “I knew coming in that there was a lot of work to be done and I was going to have to be real to that commitment, not only to everyone that USDA serves but specifically as a voice for people who have felt like they had not had a voice that represented in their interactions with the USDA. It was my responsibility to carry that.”

    Born and raised in Petersburg, Virginia, by educators, Bronaugh at first had aspirations to become an educator herself and earned a bachelor’s degree in education from James Madison University.

    But after earning a master’s degree and doctorate in vocational education from Virginia Tech, she stepped into agriculture when she took a job as a 4-H extension specialist at Virginia State University, a historically Black college and university. She also became dean of the College of Agriculture at Virginia State University and was executive director of the university’s Center for Agriculture Research, Engagement and Outreach.

    In May 2018, she was appointed commissioner of the Virginia Department of Agriculture and Consumer Services and made history as the first Black woman in the position. She was confirmed to her current role in May 2021.

    At USDA, Bronaugh led international agricultural trade missions in the United Kingdom and countries in East Africa to help US farm businesses and organizations strengthen export and trade relationships.

    She also helped create a chief diversity and inclusion office within the Office of the Secretary and has focused on diversifying USDA’s workforce, which has seen a slight uptick in the number of employees of color over the course of her tenure. According to USDA data, 73% of USDA employees are White, 28% are employees of color and 11% are Black. Forty-five percent of USDA employees are women.

    Her very presence atop the department has been inspiring for current and former Black USDA employees, including Shirley Sherrod, who was the USDA’s director of rural development in Georgia before being pushed out under controversial circumstances in 2010.

    “The fact that she is the first Black woman to hold the position means a lot to us. It gives us hope for the future,” Sherrod, who is also a member of the Equity Commission, told CNN. “When you look at the US Department of Agriculture and you look at all of the actions we have suffered as Black people trying to get the programs that should have been available to everyone, to access them and feel that they were being implemented fairly – to actually have someone in the second position … really helping to oversee that and have a voice in places we don’t normally get a chance to be in, just to me meant a lot.”

    As Bronaugh prepares to leave the agency, one of her final orders of business will be to release the Equity Commission’s interim report on its findings on Tuesday, which she hopes will provide a blueprint for acting on the inequities she has tried to address during her time at USDA. She said there is no time frame on when the agency will begin implementing the recommendations but she is hopeful it will happen immediately. If confirmed by the Senate, Small would be tasked with presenting the commission’s final recommendations to Agriculture Secretary Tom Vilsack later this year.

    “Being able to get the Equity Commission to a set of interim recommendations has been huge for me,” Bronaugh said. “That is going to give us an opportunity to look at, you know, where we have discretion, where we have authority and where we have resources to immediately start to address some of the historical inequity issues here are USDA.”

    In mid-July at the construction site at 1 Java Street in Brooklyn, New York, the outside temperatures can reach sweltering highs in the 90s. But 500-feet underground, it’s 55 degrees all year round.

    That stable, underground temperature will be key to making life comfortable in the residential building that will soon sit on the site, a scenic spot in the Greenpoint neighborhood along Brooklyn’s waterfront.

    With 834 rental apartments plus commercial space, 1 Java Street is set to be the largest multifamily, residential building with “geothermal” heating and cooling system in New York State — and potentially the country — when it’s completed in late 2025, according to developer Lendlease.

    Geothermal technology is essentially a more eco-friendly version of an HVAC system, allowing the building spaces and water to be cooled and heated more efficiently, without traditional window AC units and natural gas. Lendlease says the technology will make it possible for the nearly 790,000-square foot building to release around 55% less carbon and achieve net zero greenhouse gas emissions.

    With summer temperatures reaching record highs around the world, experts say finding ways to cool buildings that are less taxing on the environment could be crucial in fighting climate change. Even back in 2018, air conditioning and electric fans accounted for around 20% of total global electricity use, according to a report cpublished that year by the International Energy Agency. Now, energy and urban development experts are urging cities and developers to implement new solutions to keep buildings cooler. And both New York City and the Biden administration have identified geothermal systems as one way to reduce greenhouse gas emissions.

    “Whenever we look at a site, we consider how we can make it more sustainable,” Layth Madi, Lendlease’s senior vice president and director of development, told CNN, adding that the development firm is aiming to reach net zero by 2025 and be fully decarbonized by 2040.

    “I think many residents will choose to live in this building because of its green credentials,” Madi said. “We know a lot of people are thinking about climate change and our impact on the planet.”

    Geothermal plumbing works by sending water from a building deep into the ground below it to take advantage of the earth’s naturally stable internal temperature — on hot days, the underground temperature will reduce the temperature of warm water from the building to help with cooling; on cold days, it will warm up cold water to help with heating.

    At 1 Java Street, construction crews are drilling 320 holes, each around 4 inches in diameter and 499-feet deep, to create the building’s geothermal piping system through which the water will be pumped.

    “Your thermostat turns on and it tells your building, ‘I need heating or cooling.’ And it energizes pumps, and those pumps flow fluid through the [geothermal] circuit that we’ve established here on site,” said Adam Alaica, director of engineering and development at Geosource Energy, the Canadian firm that’s installing and drilling the vertical geothermal piping at 1 Java Street.

    For now, the process doesn’t come cheap. Installing the building’s geothermal system increased construction costs by around 6%, according to Madi, and required securing equipment and trained manpower that remains relatively scarce.

    “We’re seeing rapid growth — I would say approaching that of exponential growth year over year in interest in the technology, which is very exciting for the industry as a whole,” Alacia said. “The bottlenecks to that growth have always been, and will continue to be in the years to come, specialty machinery to implement this infrastructure and the people resources it takes to do this.”

    Eventually, though, as more developers invest in geothermal and more companies provide the specialty training needed to install the technology — Geosource operates its own training program — Madi said he expects the costs to come down. And once the building is up and running, it should be more cost efficient to heat and cool.

    Lendlease didn’t specify whether residents of 1 Java Street will experience any cost savings on utilities thanks to the geothermal system (the units themselves will be priced at market rate, with 30% of them set aside as affordable housing). “Ultimately, it will be up to tenants to manage their power consumption and work with the utility company on billing,” the company told CNN.

    While 1 Java Street will be one of relatively few geothermal buildings in the state, the companies behind its development say New York — and the world — could use more buildings like it.

    “Geothermal is not a new technology … there’s kind of a primitive component to it, using the earth as a heat source and heat sink,” Alacia said. “In general, geothermal can really be used anywhere you have ground under your feet … The cost and the business case can vary, but technically it has strong credentials really anywhere in the country.”
