  • Catawba Indians to build $120 million thoroughbred racetrack near $1B NC casino

    The Catawba Indians plan to expand their gaming operations with a $120 million thoroughbred racing track beside their $1 billion North Carolina casino, tribal officials said in laying out a business plan for the new venture on tribal social media this week.

    “Expanding into horse racing represents a natural evolution of our gaming enterprise,” officials with the Rock Hill-based tribe said.

    Two Kings Horse Racing Track would be developed over five years, 2026 to 2030, creating 250 to 350 permanent jobs and $42 million to $58 million in projected revenue in its fifth year, according to the plan.

    With the nearest major racing tracks at least 150 miles away, “North Carolina represents an underserved market for horse racing entertainment,” officials said.

    Virginia has nearest horse race betting track to NC

    The closest major parimutuel betting horse racing track to North Carolina appears to be Colonial Downs Racetrack in New Kent, Virginia. That’s east of Richmond and nearly 200 miles northeast of Raleigh-Durham.

    An N.C. House bill ratified in 2023 legalized parimutuel betting. Applications for licenses to offer and accept such bets are not yet authorized, however, as the N.C. State Lottery Commission continues to work on a pari-mutuel wagering program.

    The Catawba said they would seek partnership opportunities with the North Carolina lottery for simulcast racing.

    “Substantial employment opportunities

    The track would operate under the authority of the federal Indian Gaming Regulatory Act, which Congress enacted in 1988 to regulate gaming on Indian lands.

    Tribal gaming authority and communications officials didn’t immediately reply to requests for comment from The Charlotte Observer this week.

    In their business plan, tribal officials say the “state-of-the-art” track “will diversify our gaming portfolio, create substantial employment opportunities and generate significant revenue for tribal programs and economic development.”

    The track would have an existing customer base in the 300,000-plus annual Two Kings Casino visitors, officials said. The permanent casino is rising off Interstate 85 exit 5 in Kings Mountain, about 35 miles west of Charlotte.

    The first part of the Catawba Indians’ $1 billion casino will open over the next two months, Chief Brian Harris said in a recent online update of tribal construction projects.

    The first-floor introductory casino will include 1,350 slot machines, 22 table games, a 68-seat restaurant, an 18-seat bar, sports betting kiosks and a rewards desk, tribal officials said during a “topping off” ceremony for the $1 billion casino in October.

    The introductory casino will replace the current, single-story one that opened in July 2021. The trailers make up the existing casino.

  • Catawba Nation Petitions North Carolina for State Recognition

    The Catawba Nation has petitioned North Carolina for state recognition, where the federally recognized tribe has operated a temporary casino in Kings Mountain since July 2021.

    In his 2026 outlook posted to Facebook on Jan. 7, Catawba Nation Chief Brian Harris said the tribe had completed its application to be recognized as a tribal community in North Carolina.

    Believe it or not, we hadn’t applied to be state-recognized in North Carolina. So, in 2026, we’ve got all of the paperwork turned in. We’ve done our due diligence. We gave them everything they want,” Harris explained.

    The Catawba’s application is pending, though the North Carolina Department of Administration’s American Indian Affairs lists the Catawba Nation as a registered tribal community.

    The Catawba Nation is a federally recognized tribe headquartered near Rock Hill, South Carolina. The Catawba Nation’s service area includes North Carolina, and the tribe operates a gaming enterprise in Kings Mountain, North Carolina,” the state tribal authority website reads.

    “The Catawba Nation maintains positive relationships with many tribes across the state and provides philanthropic support to projects in the Carolinas through the Catawba Nation Foundation. The Catawba Nation entered into a gaming compact with the State of North Carolina and has petitioned for state recognition with the North Carolina Commission of Indian Affairs,” the state agency continued. 

    ‘Introductory’ Casino Opening

    The Catawba Nation, backed by gaming and hospitality conglomerate Delaware North, broke ground in June 2024 on its $1 billion permanent casino resort in Kings Mountain. The development is being built near the temporary Two Kings Casino.

    Harris said in his 2026 outlook that the 80,000-square-foot “introductory” casino will open in “February or March.” The first phase of the permanent casino will include approximately 1,350 slot machines, 22 live dealer table games, and sports betting kiosks. The opening will additionally include a full-service restaurant and bar, a Lucky North Rewards desk, and 800 surface parking spaces.

    Harris says the tribe will repurpose the modular trailers that house the temporary casino that features 1,000 slots and 14 table games. 

    Permanent Two Kings Casino

    The second part of the permanent casino will open in conjunction with the full Two Kings Casino Resort. The final casino will include 4,300 slots, 100 tables, and a sportsbook.

    Construction continues to progress on the 24-story, 385-room hotel. Along with the casino, the destination’s amenities feature 11 dining options and a 2,700-space underground parking garage.

    The Catawba Nation says the construction of the casino resort has created more than 2,000 jobs in the region. The final product is set to open in 2027.

    Under the Catawba’s Class III gaming compact with North Carolina, the tribe shares 6% of its gross gaming revenue from its table games with the state through August 2027. The tax climbs to 7% until August 2032 and to 8% thereafter.

    The tribe must also pay the state $191,000 annually to “defray the state’s costs associated with sports and horse wagering oversight.”

    Finally, the tribe was also required to establish a foundation “for the benefit of the Catawba, other state and federally recognized tribes, and the local community.” The tribe’s foundational contribution is expected to reach $7.5 million annually once the full resort is up and running.

  • As Catawba Indians celebrate $1B NC casino, chief says tribe plans a second one

    The Catawba Indians plan to build a second casino, Chief Brian Harris told hundreds of tribal members on Monday.

    “We have a spot,” Harris said at the end of a speech before a ceremonial final beam was placed on top of the tribe’s $1 billion North Carolina casino under construction.

    Catawba Two Kings Casino and a hotel have sprouted after months of construction off Interstate 85 exit 5, about 35 miles west of Charlotte.

    Many in the audience laughed when Harris told everyone to “get ready for the second casino,” thinking he was kidding.

    Harris didn’t elaborate and couldn’t be reached later for comment.

    Glen White, spokesman for Delaware North, the consultant for the $1 billion casino, said Harris and casino officials “will have no further comment” about plans for a second casino.

    Securing the tribe’s future

    The $1 billion casino is more than a building, Harris told the crowd. “It represents the rise of a nation,” Harris said.

    The casino will secure the future for tribal youth and be a legacy for the tribe, he said.

    The casino resort will employ about 2,200 tribal members and local residents, tribal officials have said.

    The Catawba have been on the land for thousands of years, Harris said, and have always supported the U.S., including during the Revolution.

    When the Cherokee joined with the British at the 1780 Battle of Kings Mountain, “Gen. Washington called for (help from) the Catawba,” Harris said.

    “We won,” Harris said about the Patriot-Catawba victory.

    U.S. Rep. Tim Moore, R-Kings Mountain, knows all about the battle.

    In a brief address at Monday’s ceremony, the former N.C. House speaker congratulated the Catawba and noted a centuries-old thread in common with the tribe.

    “I was born and raised in Kings Mountain,” Moore told the gathering, and his ancestors, too, fought on the patriot side at the Battle of Kings Mountain.

    When will the casino open?

    On social media later Monday, Moore said the casino “will be a game-changer for our region and will benefit the Catawba Nation for generations to come.”

    The project’s first-floor “introductory casino” is scheduled to open in spring 2026 with 1,350 slot machines, 22 table games, a 68-seat restaurant, an 18-seat bar, sports betting kiosks and a rewards desk.     The casino building also will include three levels of covered parking, a back-of-house level and a top story with the main casino floor and restaurants.

    Work also continues on the 24-story, 385-room hotel, “which is at full height and being connected to the casino,” according to a Delaware North statement.

    The overall, two-million-square-foot casino is scheduled to open in spring 2027, including the hotel; 4,300 slot machines; 100 table games; and 11 dining outlets, including a steakhouse, Italian restaurant, a marketplace with six venues, a café and a grab-and-go outlet.

    The casino also will have a players lounge; 11 bars, including a center bar and a sports bar; and 3,500 parking spaces, consisting of a 2,700-space underground parking garage and 800 surface parking spaces.
