Gavin Newsom has promised to push state lawmakers leading the California Capitol Annex project to be more transparent about how they’re using taxpayer dollars, but documents show Newsom’s office plays a larger role in the project than the governor suggested earlier this week. It has been at least three years since project leaders in the California Legislature provided an update on the estimated cost of the taxpayer funded office building that will be used by the governor and state lawmakers. At last check, it was expected to cost more than $1.1 billion. | PREVIOUS COVERAGE | Gov. The memo has allowed everything the committee does to be kept confidential. The agreement was established before Gov. Newsom took office.All three members of the committee have signed non-disclosure agreements that the legislature has required since 2018 from people involved in the project in order to keep broad information about it confidential, which KCRA 3 first reported last fall. With the NDAs in place, the project price tag swelled from $558.2 million to more than $1 billion. Documents provided to KCRA 3 through a Legislative Open Records Act request this year show de la O recently signed the non-disclosure agreement. Prior to de la O, Erin Suhr served in the Executive Committee role representing the governor. Suhr also signed the NDA. It’s not clear when the committee last met, a spokesperson for the legislature’s Joint Rules Committee could not say immediately when asked on Wednesday. KCRA 3 has filed a public records act request for meeting information between 2018 and now. “The Executive Committee was designed to ensure collaboration and transparency despite your claims of secrecy,” a spokesperson for the Joint Rules Committee said in part in a statement to KCRA 3 on Wednesday. “Consistent with the MOU, the Governor’s office staff is not involved in day-to-day operations or management of the project,” said Tara Gallegos, a spokesperson for Gov. KCRA 3 asked the governor’s office if the NDA kept de la O from sharing information with the governor. “Our office’s role on the committee is limited to reviewing significant scope changes as defined in the MOU, which have not been presented to the committee at this time, as well as reviewing security concerns. We are not privy to detailed financial information beyond what is addressed by the committee. The NDA does not prevent the Governor’s staff from briefing him on actions taken by the committee and limited information received in this function,” Gallegos said. “Those three people make key decisions on the capitol. He was picked 31st overall in the first round of the 2012 NFL draft after a standout career at Boise State. As a rookie, he rushed for 1,454 yards and 11 touchdowns to earn a Pro Bowl berth.     The KCRA 3 weather team continues to monitor a storm system that will bring rain and some high-elevation snow to Northern California at the start of next week.Monday and Tuesday are now KCRA 3 weather Impact Days. Precipitation is expected to start during the day Monday and it could be heavy at times through Tuesday.Leer en español. Rain forecastRain will be widespread for the Valley and Foothills. Places like Sacramento, Stockton and Modesto could pick up a half inch to an inch of rain Monday through Tuesday. The Foothills are now expected to see higher totals ranging between one and two and a half inches.These rain totals could lead to some ponding on roads, especially in areas where drains are blocked. Stream flooding is not currently expected. This rain will also put pause on fire season for much of the region. It is important to note that forecast models continue to shift as the storm approaches. Bigger totals are expected in Alpine and Mono County. Caltrans has said that Monitor, Ebbetts and Sonora passes will be temporarily closed because of the snow between October 13th and 16th.     The KCRA 3 weather team has been increasing the expected rainfall totals for Monday and Tuesday. Ponding on roads and slow travel should be expected, especially Monday evening and Tuesday morning. 

    These rain totals could lead to some ponding on roads, especially in areas where drains are blocked. Stream flooding is not currently expected. This rain will also put pause on fire season for much of the region.

    It is important to note that forecast models continue to shift as the storm approaches. The KCRA 3 weather team will provide updates as those changes come in.

    A Winter Storm Watch will go into effect Monday for places above 6,500 feet in the Sierra.

    There will be enough snow for chain controls and long travel delays over Donner and Echo Summit next week. Ebbetts Pass, Sonora Pass and Monitor Pass will all be closed temporarily.

    Bigger totals are expected in Alpine and Mono County. Caltrans has said that Monitor, Ebbetts and Sonora passes will be temporarily closed because of the snow between October 13th and 16th.

    Snow levels are expected to hover between 6,000 and 7,000 feet throughout the duration of the storm.

    The Athletics (76-86) played their final game of the 2025 season on Sunday against the Kansas City Royals, but they gave Sacramento fans something to look forward to for next year.The team teased gold jerseys to be worn in 2026 with “Sacramento” displayed on the front in green font. Although their 2025 uniforms have a Tower Bridge sleeve patch on them, this is the first jersey since the A’s moved to Sutter Health Park to say Sacramento on it. Each Saturday home game next season will be part of “Sacramento Saturdays,” according to a release from the Athletics. Aside from a pop-up storm south of Tahoe, the Sierra will be quiet, with highs in the upper 70s. There’s a slightly greater chance of storms in the Sierra this weekend as the region prepares for more unsettled weather next week. Meanwhile, temperatures will begin to drop–valley highs in the mid-80s on Saturday, then the mid-70s on Sunday. Our next significant weather system will arrive from the northwest with a sagging trough. Showers will reach the valley Monday evening and become widespread Tuesday, accompanied by increasing breezes.     The accident was horrific. *** Korean Air *** War jet leaving an air show at Executive Airport crashed into *** fireball, skidding across Freeport Boulevard, slamming into Ferrell’s ice cream parlor. The date September 24, 1972. The death toll 22 killed, 12 of them children. This is the site today. It will soon be the headquarters for Sacramento’s police and fire departments. It will also be *** memorial site thanks to one survivor. I just kind of thought, gee, I wonder if anything’s ever been done, but I just didn’t have enough courage to go back. It hurt too much. Kerry McCluskey and her twin sister were just *** few months shy of their 4th birthday when their babysitter took. For ice cream, Kerry suffered *** broken leg. Her identical twin sister Christy was killed. Initially, Kerry fought City Hall, asking the city to abandon its plans to use the building. The city stuck to its choice, noting that since the crash, runway 1230 has been shortened, the airport moving the landing and takeoff areas farther away from Freeport Boulevard. From the start, the city has Hesitation to commit to *** memorial. My thought was, why isn’t there *** memorial already? Why didn’t we do something? And clearly if other people want to have it, it’s time to do it. The plans for the memorial located near where the former ice cream parlor’s front door was will include *** patio area, benches, and *** plaque. The city has asked Kerry to come up with what the memorial should say. She’s already asked her 4 year old daughter to draw angels for the plaque. It’s an awesome responsibility, but I feel privileged and honored at the same time. The city has already committed $20,000 to the project. Carrie would like to raise more, hoping to add *** fountain and *** rose bush for every victim. This donation was left on her doorstep. If all goes as planned, this memorial will be in place by September of this year, marking the 30th anniversary of this horrific crash. In Sacramento, Tana Castro, KCRA 3 reports.

    Sacramento police arrested 36-year-old Balwinder Singh of Yuba City on felony charges, suspecting him of scamming a woman out of her life savings.

    Last month, KCRA 3 spoke to Rhane Thomas, the victim, who said it started with an email she believed was from PayPal.

    The accused scammer told Thomas her identity and information had been used to open 22 PayPal accounts, promised to help, and instructed her to withdraw her life savings in cash, which he then collected from her home.

    Thomas shared her surveillance video with KCRA 3, which captured the moment she walked up to the car and handed over a box she said contained $28,000.

    Allison Smith, spokesperson with Sacramento Police, said identifying the vehicle was a key part of the investigation.

    “Online scams can be inherently challenging. It’s something that happens over the Internet,” said Smith. “In this case, we were able to locate this suspect’s vehicle.”

    Police say the cash is being held as evidence.

    “We do need all of that information for evidence for future prosecution,” said Smith. “In terms of like the timelines of things of when people are getting their finances back, that’s hard to say.”

Anibal Hernandezsantana, 64, was arrested at a residence in the 5400 block of Carlson Drive in River Park, police said early Saturday. He was being booked into the Sacramento County Main Jail on charges that include assault with a deadly weapon, shooting into an occupied building and negligent discharge of a firearm. KCRA 3 saw police activity at the River Park Apartments around 6:15 p.m. on Friday, which included several police cars and a SWAT team. A witness at the scene reported seeing a man being tackled and then taken into custody. Asked for comment at the time, police called their presence a planned operation.   • California lawmakers approve bill to make it a crime for them to sign NDAs when negotiating state laws

    The California Legislature this week approved a bill that would ban state lawmakers from signing non-disclosure agreements when they decide how to use taxpayer dollars or create state laws. Non-disclosure agreements are legally binding contracts that force people to keep information secret. The California Assembly unanimously passed the measure in its final legislative vote Wednesday and sent it to Gov. Gavin Newsom to decide whether it becomes state law. The legislation is a direct result of KCRA 3’s reporting on how California’s government has either used them or allowed special interest groups to use them on a major public project and state laws.The bill, AB 1370, would make it a crime for California lawmakers to sign or force anyone to sign the secrecy agreements as they craft legislation.     SACRAMENTO, Calif. —

    The California Legislature this week approved a bill that would ban state lawmakers from signing non-disclosure agreements when they decide how to use taxpayer dollars or create state laws.

    Non-disclosure agreements are legally binding contracts that force people to keep information secret.

    The California Assembly unanimously passed the measure in its final legislative vote Wednesday and sent it to Gov. Gavin Newsom to decide whether it becomes state law.

    The legislation is a direct result of KCRA 3’s reporting on how California’s government has either used them or allowed special interest groups to use them on a major public project and state laws.

    The bill, AB 1370, would make it a crime for California lawmakers to sign or force anyone to sign the secrecy agreements as they craft legislation. It would be enforced by local law enforcement and give prosecutors the power to charge lawmakers with either a misdemeanor or a felony depending on the circumstances.
