    EU, US warn against Israel-Hamas war expanding into regional conflict

    EU foreign policy chief Josep Borrell and U.S. Secretary of State Antony Blinken, both on trips to the Mideast, warned on Saturday against the Israel-Hamas war escalating into a regional conflict as hostilities increased following the killing this week of a top Hamas official.

    “It is absolutely imperative to ensure Lebanon is not drawn into a regional conflict,” Borrell told a press conference in Beirut, according to Reuters and Agence France-Presse. “I’m also sending this message to Israel: No one will win from a regional conflict,” he said,.

    Blinken met on Saturday with Turkish President Recep Tayyip Erdoğan and Foreign Minister Hakan Fidan as part of a new diplomatic tour of the Middle East. Blinken “emphasized the need to prevent the conflict from spreading, secure the release of hostages, expand humanitarian assistance and reduce civilian casualties,” U.S. State Department spokesperson Matthew Miller said in comments to Reuters.

    Borrell said he agreed with Lebanon’s Prime Minister Najib Mikati to work on “de-escalation and long-term stability,” during a meeting that touched on southern Lebanon, the Gaza war and Syria.

    He also sounded the alarm about a “worrying intensification of exchange of fire” at the United Nations demarcation between Lebanon and Israel, known as the Blue Line.

    “The priority is to avoid regional escalation and to advance diplomatic efforts with a view to creating the conditions to reach a just and lasting peace between Israel, Palestine and in the region,” said Borrell in a post on X.

    Fears that the Israel-Hamas conflict will spread to neighboring countries have grown as the Gaza Strip death toll of nearly 23,000 keeps rising after three months of Israel’s heavy military retaliation to a Hamas massacre in early October that killed over 1,200 people and led to the hostage-taking of nearly 250 others.

    Lebanese militant group Hezbollah on Saturday fired dozens of rockets at Israel after a strike earlier this week killed Hamas leader Saleh al-Arouri. Houthi militants, meanwhile, have increased their attacks of commercial ships in the Red Sea.

    BRUSSELS — The EU will deliver a million artillery shells to Ukraine — but not by the March deadline leaders had agreed, the CEO of the European Defence Agency Jiří Šedivý told POLITICO.

    The agency has been at the heart of efforts to transform the bloc’s military industry by matching contractors with capitals in massive joint ammunition deals targeted at boosting local production and supplying arms to Ukraine.

    The million shell target was decided by EU leaders last March to support Kyiv in its fight against invading Russian forces, but there were deep divisions over the success of the policy during Tuesday’s meeting of defense ministers in Brussels.

    Some, like Germany Defense Minister Boris Pistorius, said the target wouldn’t be reached and questioned the sense of setting it in the first place, while others, like Internal Market Commissioner Thierry Breton, said the bloc was capable of producing enough ammunition — as long as governments sign contracts with arms-makers.

    The EDA chief leans toward a more optimistic assessment.

    “The target of 1 million will be achieved — maybe even beyond that — but indeed, the timeline is too ambitious,” Šedivý said in an interview just hours after meeting defense ministers in his role as the chief of the bloc’s technical agency.

    So far, EU countries have dispatched around 300,000 shells to Ukraine, with the EDA running a second track to jointly procure ammo to refill national stocks as well as provide further support to Ukraine.

    In October, the agency said seven member countries agreed to place orders for critical 155 millimeter ammunition under a fast-track joint procurement scheme.

    While the EDA won’t disclose the total volume of those contracts, Šedivý said that, coupled with national orders from larger countries like Germany, France and Sweden, it would add up to “lower 100,000s of ammunition” which would still put the bloc well beneath the 1 million mark.

    “The orders are just being placed,” Šedivý, a former Czech defense minister, said. “The industry is just being engaged.”

    The EU’s foreign policy chief, Josep Borrell, said Tuesday at the ministerial that contractors should be urged to boost deliveries to countries supplying Ukraine by curbing exports to non-EU clients.

    But that’s easier said than done.

    “It’s quite unrealistic to imagine that customers outside the EU would accept any reprioritization,” Šedivý said.

    Instead, governments need to start committing to contracts running “five to 10 years” to spur investment in the EU, Šedivý added, in the same way that healthcare firms got bulk orders to build up stocks of COVID masks and testing kits during the pandemic.

    “We will not achieve this [million rounds] target by March 2024, most probably,” he said. “But at the same time we are getting there.”

    Germany suggests UN take control in Gaza after Israel-Hamas war ends

    Germany has floated that the United Nations could take control in Gaza once the Israel-Hamas war is over, according to a document seen by POLITICO. 

    However, both the Palestinians and some EU diplomats have serious doubts about the feasibility of the idea, with a senior Palestinian figure in Europe calling it “unacceptable.”

    Israel has been striking the densely populated Gaza Strip in reaction to an attack by Hamas on October 7, during which the militant group killed around 1,200 Israelis. According to data from the Palestinian Authority, the Israeli strikes have killed more than 11,000 Palestinians.  

    Discussions are ongoing about how to allow more humanitarian aid into Gaza and how to stop the fighting. But there are also increasing discussions on scenarios for after the war. 

    U.S. Secretary of State Antony Blinken said last month that an “effective and revitalized Palestinian Authority” should ultimately govern Gaza but offered no indications on how to make it “effective” or overcome Israeli opposition. Israel’s Prime Minister Benjamin Netanyahu had stated earlier that his country would take “overall security responsibility” for Gaza “for an indefinite period.” 

    That is a no-go for the EU and the United States.

    The EU’s top diplomat, Josep Borrell, on Monday stressed that Israel cannot stay in Gaza after the war, when he presented his vision for what happens post conflict ahead of a trip to Israel and the Palestinian territories. He also said, “we believe that a Palestinian authority must return to Gaza,” stressing he meant “one Palestinian authority, not the Palestinian Authority.”

    Blinken has also warned that Israel cannot reoccupy Gaza after its war with Hamas ends.

    The German proposal — a two-page, nonofficial document (or non-paper in EU-speak) — is dated October 21, so before Israel’s decision to launch the second phase of its military operation against Gaza at the end of October.

    Berlin, one of Israel’s staunchest allies within the EU, writes that “Israel’s goal is a goal we share: never again should Hamas be in a position to terrorize Israel and its citizens.” Yet at the same time, “it is clear that these goals are hard to achieve with military means only … Its radical ideology and agenda cannot be fought by military means.”

    It floats five different scenarios about the future of the Gaza Strip, including Israeli re-occupation of Gaza, and either the Palestinian Authority (PA) or Egypt taking control. 

    The U.N scenario is also on the list. In Berlin’s words, the scenario means an “internationalization of Gaza under the umbrella of the United Nations (and regional partners)” with “a carefully organized transition” toward Palestinian self-administration, “ideally” through elections “and in combination with an international coalition that provides necessary security.”

    The document described this scenario as one that “could offer a political perspective since neither the PA nor Egypt are willing or able to take over and a return to the status quo ante or an Israeli re-occupation are politically not desirable.” 

    But Berlin also warned that “this scenario would require significant investment of political capital and financing as well as an international coalition to engage on security issues alongside the U.N.”

    The document says that “the EU should take over a pro-active role in shaping this [the post-war] discussion” and it ends by emphasizing that the situation in the Gaza Strip “can only be sustainably stabilized through a relaunch of the Middle East Peace Process.” 

    European Commission President Ursula von der Leyen echoed the U.N. idea in her speech last week to EU ambassadors, saying that after the conflict the world has to ensure Gaza is no longer a safe haven for terrorists. To ensure that, von der Leyen said “different ideas are being discussed on how this can be ensured, including an international peace force under U.N. mandate.” 

    But several diplomats — granted, like others in this article, anonymity to discuss the sensitive subject — said that the German suggestion didn’t go far enough. It came in the very early stages of the conflict, it was not circulated among all member countries and was not intended to be discussed by foreign ministers.

    When German Foreign Minister Annalena Baerbock stated Berlin’s line more recently, she said that “Gaza must not be occupied, but ideally be placed under international protection” without explicitly mentioning a U.N. role.  

    One EU diplomat described the document as “stillborn.” 

    Palestinian no-go 

    The German suggestion has angered Palestinian officials, already unhappy at EU statements that don’t mention a cease-fire in Gaza.

    That feeling extends across Muslim countries. The Organisation of Islamic Cooperation (OIC) — which has 57 Muslim countries as members — held a press conference in Brussels on Monday morning, at the same time as EU foreign ministers were meeting, to argue that they don’t want to talk about the future of the Gaza Strip as long as there’s no cease-fire. 

    The 27 EU member countries have agreed on a call for “humanitarian corridors and pauses” but there’s no unanimity on a cease-fire, which is being pushed by Spain but objected to by the likes of Germany and Austria for several reasons, including that it could put Israel and Hamas on the same level, as the former is a country and the latter classed as a terrorist organization by the bloc.

    For Abdalrahim Alfarra, the head of the Palestinian Mission to the EU, Belgium and Luxembourg, the U.N taking control of Gaza would be “unacceptable.”

    He told POLITICO that a U.N role in providing international protection at the borders — like the blue helmets in the south of Lebanon — to protect the frontier between two future countries, Israel and Palestine, is “what we need.”

    The problem with the German document is that it doesn’t talk about U.N protection at the borders but rather about U.N “control of Gaza,” he said. 

    Alfarra said that the Palestinian Authority has not been consulted about the document and also criticized it for not mentioning any form of cease-fire before addressing the future of the region. 

    “They didn’t talk about how we’re going to protect the men and women now. Right away: the future of Gaza,” he said.

    The deal to release hostages kidnapped by Hamas during its terrorist attack on Israel now only depends on “minor” practical issues, the Qatari prime minister said on Sunday in Doha. 

    His comments came after the White House denied that an agreement had been reached, following a report by the Washington Post that Hamas was close to agreeing to free 50 hostages in exchange for a five-day pause in fighting from Israel. Israeli Prime Minister Benjamin Netanyahu also denied that a deal had been reached.

    “The challenges facing the agreement are just practical and logistical,” Qatari Prime Minister Sheikh Mohammed Bin Abdulrahman al-Thani told a press conference in Doha, alongside the EU’s foreign affairs chief, Josep Borrell. 

    Negotiations toward an agreement have seen “ups and downs from time to time throughout the last few weeks,” he said. “I’m now more confident that we are close enough to reach a deal that can bring the people safely back to their home,” he added.

     The Biden administration said Washington was working “hard” to get a deal between Israel and Hamas. 

    Israel’s Netanyahu has repeatedly said that he will not agree to a cease-fire until all the hostages have been released.

    Qatar, which hosts a Hamas political office and has donated millions of dollars in financial aid to Gaza, was involved in the mediation that led to the release of four hostages in October, including an American woman and her daughter, and two Israeli women.

    “I appreciate a lot the constructive role Qatar is playing … in fostering peace and stability,” Borrell said at the press conference, praising Qatar’s approach as “a key mediator.”

    LUXEMBOURG — The European Union’s foreign ministers failed to reach an agreement at a meeting on Monday on recommending a “humanitarian pause” to allow aid to reach Palestinians in Gaza as Israel continues its airstrikes on the besieged territory.

    U.N. Secretary-General Antonio Guterres called for “an immediate humanitarian ceasefire” last week but EU ministers have discussed what foreign affairs chief Josep Borrell called a less ambitious “humanitarian pause.” Borrell stressed that while the EU cannot “decree” a pause, it can send the message that it is in favor of one.

    While there is a “basic consensus,” several diplomats, who were granted anonymity to speak candidly about the meeting like others quoted in this story, stressed there is not the required unanimity. The ministers have not yet voted, Borrell said.

    EU ambassadors discussed a draft text on the humanitarian pause on Monday afternoon that could be added to the final text that leaders will endorse at the EU summit later this week, but they could not find a compromise even though a majority was in favor, according to two diplomats familiar with the discussion. An agreement around the language could come at the next meeting of ambassadors on Wednesday, said one of the diplomats.

    The move to endorse a “humanitarian pause” reflected increasing alarm within the EU about Palestinian civilians in Gaza after two weeks of bombardment by Israel in the wake of an attack by Hamas that killed 1,400 people. According to Gaza’s Hamas-led Health Ministry, more than 5,000 Palestinians have died from Israel’s airstrikes on Gaza.

    Before the Israel-Hamas war, more than 60 percent of Palestinians in Gaza relied on international aid, according to the U.N., and more than 1.4 million Palestinians have been displaced since the start of the war.

    Israel imposed a “complete siege” on Gaza after the start of its war with Hamas, cutting off power, water and fuel to the 2.2 million inhabitants of the blockaded territory, of which Israel has controlled the air, land and sea borders since 2007, strictly limiting the movement of goods and people. The ongoing blockade has pushed Palestinians in Gaza to the brink of starvation, Cindy McCain, executive director of the U.N.’s World Food Program, told POLITICO on Sunday.

    A lot more aid needs to be delivered, she said.

    So far, EU leaders have emphasized the right of Israel of self-defense in line with international law, as well as the need for a two-state solution and protecting civilians, but without calling for an end or pause to hostilities.

    Borrell and the diplomats explained it will be up to EU leaders gathering later this week to define a common line.

    Speaking to reporters at the end of the meeting, Borrell explained the difference between a ceasefire and a pause. A pause means “that something ceases temporarily, but then continues, so of course it’s a less ambitious objective than a ceasefire, which means a full agreement between the parties,” he said.  

    At the start of the meeting many countriesincluding the Netherlands, Spain, Ireland and Luxembourg — called for an initiative to allow aid to reach Palestinians trapped in Gaza with varying language ranging from “humanitarian pause” to “ceasefire” or “humanitarian corridors.” 

    Others sounded more skeptical: “We can’t stem the humanitarian disaster if terrorism from Gaza continues. Therefore, fighting terrorism is essential,” the German foreign minister, Annalena Baerbock, told reporters.

    Two diplomats said the mixed language of humanitarian pause, humanitarian ceasefire and ceasefire left the group without a clear decision. A third diplomat was skeptical the group would achieve unanimity, pointing to countries like Austria which don’t seem convinced about speaking out in favor of a humanitarian pause.

    Humanitarian aid has started to reach Gaza but it’s not enough, Borrell told reporters before the meeting in Luxembourg. “The first day, 20 trucks were allowed to come in — 20. Yesterday, there were about 20 more. But in normal times, without the war, 100 trucks entered into Gaza every day. So, it is clear that 20 [trucks], it is not enough,” he said. 

    Both sides, Hamas and Israel, need to agree on a pause, and there is an obligation by both parties to ensure aid reaches Palestinians, Janez Lenarčič, the European commissioner for crisis management, who was called to the meeting by ministers, told POLITICO.

    “All involved are under international legal obligations, to provide for safe and unhindered access for humanitarian aid all involved,” he said.

    Russian President Vladimir Putin will meet Chinese counterpart Xi Jinping in Beijing this week — a rare international visit by the Russian leader.

    During the October 17-18 visit to Beijing, Putin will attend a forum marking 10 years of the Belt and Road Initiative, China’s global infrastructure program that has helped boost its influence worldwide. 

    Washington and Brussels have been eyeing with alarm the relationship between China and Russia, with Beijing refusing to condemn Moscow’s full-scale invasion of Ukraine, even as it has voiced support for the principle of territorial integrity. 

    Russia has increased its energy exports to China as it grapples with Western sanctions imposed as a response to the invasion of Ukraine. 

    EU foreign policy chief Josep Borrell urged China during a three-day trip to the country that wrapped up this weekend to use its influence with Russia, particularly on the U.N. Security Council, to stop the war in the country. He also warned Beijing that “any direct military support to Russia … would be a serious concern for us.”

    The European Union is expected to have a summit with China before the end of the year. 

    This week’s Belt and Road Initiative Forum takes place against the background of a darkening economic picture for China, which has seen an economic slowdown, propelled in part by a property downturn. Representatives from more than 100 countries are expected to attend the forum in Beijing, including Hungarian Prime Minister Viktor Orbán.

    At the same time, Defense Minister Li Shangfu has not been seen in public for more than six weeks, raising questions about his whereabouts and safety.

    The visit to Beijing would mark Putin’s second international trip since the International Criminal Court (ICC) issued a warrant for the Russian leader’s arrest in March over the forced transport of children to Russia from Ukraine. Putin last week attended a summit of ex-Soviet nations in Kyrgyzstan. Neither Kyrgyzstan nor China is a party to the ICC.

    West urges Israel to show restraint amid escalation fears

    Western governments are urging Israel to show restraint in its military campaign against Hamas in Gaza, as fears grow that the conflict could spiral out of control. 

    On Thursday, U.S. Secretary of State Antony Blinken and French President Emmanuel Macron combined their support for Israel’s right to retaliate with a warning: That response must be fair. 

    “Israel has the right to defend itself by eliminating terrorist groups such as Hamas through targeted action, but preserving civilian populations is the duty of democracies,” Macron said on Thursday night. “The only response to terrorism is always a strong and fair one. Strong because fair.”

    On Thursday, for the first time the United States hinted at Israel’s responsibilities. Speaking alongside Benjamin Netanyahu at a press conference, Blinken said that while “Israel has the right to defend itself … how Israel does this matters.” 

    In a call with Netanyahu late Thursday evening, British Prime Minister Rishi Sunak “reiterated that the UK stands side by side with Israel in fighting terror and agreed that Hamas can never again be able to perpetrate atrocities against the Israeli people,” according to a Downing Street readout. But the readout also added: “Noting that Hamas has enmeshed itself in the civilian population in Gaza, the Prime Minister said it was important to take all possible measures to protect ordinary Palestinians and facilitate humanitarian aid.”

    These concerns were privately echoed by other Western officials, who warned that the world is facing a precarious moment. 

    As Israel scales up its powerful counteroffensive in Gaza, the fear in some European governments is that a full-blown regional war could erupt. 

    “Whatever Israel and the Palestinians do now risks contributing to the increasing bipolarization over the conflict,” one French diplomat said, speaking on condition of anonymity because they were not authorized to talk publicly. “One big worry is the risk that the conflict spreads to the region.”

    Gilad Erdan, Israel’s ambassador to the United Nations, already called the Hamas attacks and the subsequent kidnapping of civilians “Israel’s 9/11.”

    But the 2001 attacks on the U.S. also led Washington to launch a global “War on Terror,” with American-led military involvement in Afghanistan and, two years later, Iraq, with the loss of many lives. The unified international support the U.S. enjoyed in the days and weeks immediately following 9/11 splintered over President George W. Bush’s decision to invade Iraq in 2003. 

    “Israel clearly sees this as a casus belli [an act that provokes or justifies war],” one EU official said. “There is a real danger Israel simply uses this for a major ground offensive and wipes out the whole of Gaza.” 

    Shock and fury

    Former Greek Finance Minister Yanis Varoufakis even publicly warned about making the same mistake. 

    “The shock and fury in Israel are reminiscent of the emotions in the US after 9/11,” he said on X. “That provoked a display of American unity and power. It also led to a misconceived and self-destructive war on terror. Israel may be heading down the same dangerous path.” 

    Hamas’ attacks against Israel last weekend, which left more than 1,200 dead, led to an incomparable wave of sympathy and outrage across the West. The Israeli flag was projected across the European Commission’s headquarters and Berlin’s Brandenburger Tor.

    But already, Israel’s retribution against Hamas is being scrutinized. Its counteroffensive has killed more than 1, 500 Palestinians, according to Gaza’s health ministry, and put the coastal strip of land under “complete siege.” 

    The United Nations has already sounded the alarm. Just two days after the attacks, Secretary-General António Guterres said he was “deeply distressed” at Israel’s announcement of a siege on Gaza. He also warned Israel that “military operations must be conducted in strict accordance with international humanitarian law.” This was echoed by the EU’s foreign policy chief Josep Borrell. 

    NGOs and Western governments now fear a humanitarian crisis, with the Red Cross warning that Gaza hospitals could turn into “morgues” without electricity. 

    So far, Israel seems to be doubling down. 

    On Thursday, Israeli Energy Minister Israel Katz said there would be no humanitarian exception until all hostages were freed and that nobody should moralize. 

    Speaking to POLITICO’s transatlantic podcast Power Play, Israel’s ambassador to Berlin, Ron Prosor, said the West must continue to stand with Israel as it fights the “bloodthirsty animals” of Hamas.

    Talking about Israel’s retaliatory measures in the Gaza Strip, Prosor said Israel decided to move “from containment to eradication” of Islamic jihadists. “This is civilization against barbarity. This is good against bad.”

    Haim Regev, the Israeli ambassador to the EU, acknowledged on Tuesday that there were few critical voices so far. “But I feel the more we will go ahead with our response we might see more.”

    Abdalrahim Alfarra, the head of the Palestinian Mission to the EU, told POLITICO on Thursday that a change in atmosphere is already underway. “It’s starting, since [Wednesday] there are several voices in the European Union itself that have started to ask Israel and Netanyahu’s government to at the least open up a passage for food aid to stop the Israeli aggression and war against the Gaza strip,” he said. 

    Gordian knot 

    Just like the U.S. response to 9/11, the escalation of the conflict risks destabilizing the entire region, Western diplomats fear. 

    “This whole conflict is a Gordian knot,” said one EU diplomat, describing the risk of escalation toward other countries in the region. The diplomat said the focus should now be on stabilizing the situation and to getting the parties back to the negotiating table.

    “The Middle East conflict has the danger of escalating and bringing in other Arab countries under the pressure of their public opinion,” former U.S. Secretary of State Henry Kissinger warned, while pointing to the lessons learned from the 1973 Yom Kippur War, during which an Arab coalition led by Egypt and Syria attacked Israel.

    Despite the historical peace efforts of the U.S. in the region, Washington is far from a neutral broker, as it has been traditionally a strong supporter of Israel. In previous crises in the region, Washington appeared to give Israel carte blanche in its response, but over time ramped up pressure to compel the Israeli government to agree to a cease fire.

    The EU official cited above doubted whether Washington will follow that playbook this time. “Biden has no more room for maneuvering domestically after the Hamas attacks,” the EU official said. “He has to support Netanyahu all the way.”

    On Monday, EU Enlargement Commissioner Olivér Várhelyi announced the Commission would put €691 million in aid to the Palestinian Authority under review, with all payments immediately suspended. Hours later, with that move causing concern across the bloc, the EU’s top diplomat, Josep Borrell, said the Commission “will not suspend the due payments” as “punishing all the Palestinian people” would have “damaged the EU interests in the region and would have only further emboldened terrorists.”

    Before the U-turn, there were already public disagreements within the Commission over whether to freeze aid to the Palestinian Authority. Meanwhile, Tuesday’s EU foreign affairs ministers meeting risks leading to an internal showdown, EU diplomats and officials warned, given the disagreements between EU countries on the conflict.

    “Israel-Palestine is one of the most divisive issues in the EU,” said one EU official, who was granted anonymity to speak publicly. “The intra-European divisions on this conflict are almost as old as the conflict itself.”

    The most immediate row is over the EU’s financial aid flows to the region.

    As EU foreign ministers prepared to meet Tuesday, a growing row brewed over the Commission’s announcement to cut Palestinian aid. 

    Várhelyi’s announcement of a funding halt coincided with Israel’s defense minister ordering a “complete siege” of Gaza, cutting off water, food and energy supplies to more than 2 million people in the Hamas-controlled territory.

    Following Várhelyi’s announcement, the Commission struggled to clarify which parts of Palestinian aid would be cut. EU Commissioner Janez Lenarčič, who is responsible for crisis management, said while he condemned the Hamas attack, EU humanitarian aid to Palestinians in need will “continue as long as needed.”

    The splits within the Commission — Várhelyi, the Hungarian commissioner, previously blocked the disbursement of funding over the content of Palestinian schoolbooks, while Lenarčič hails from Slovenia, which is traditionally one of the more pro-Palestinian EU countries — presaged the debate between member states due to play out Tuesday.

    By late Monday, the Commission was publicly backtracking on Várhelyi’s announcement, saying in a press release that it was “launching an urgent review of the EU’s assistance for Palestine.”

    “The objective of this review is to ensure that no EU funding indirectly enables any terrorist organization to carry out attacks against Israel. The Commission will equally review if, in light of the changed circumstances on the ground, its support programmes to the Palestinian population and the Palestinian Authority need to be adjusted.

    “The Commission will carry out this review as soon as possible with Member States … in the meantime, as there were no payments foreseen, there will be no suspension of payments.”

    Luxembourg’s Foreign Minister Jean Asselborn was the first senior European official to publicly break rank, criticizing Várhelyi’s announcement. “The decision on this is up to the member states and it is only on Tuesday that the foreign ministers from the 27 EU countries will meet to discuss it,” Asselborn told Luxembourgish media.

    According to Spain’s ABC, which quoted unnamed officials, Foreign Minister José Manuel Albares “has had a telephone conversation with the commissioner” in which he conveyed, in regard to the suspension of aid, “his disagreement with the decision, which the foreign ministers were not aware of.”

    At a technical meeting between EU countries on Monday, several diplomats asked questions about the legal grounds for Várhelyi’s decision, just as Asselborn did publicly, one EU diplomat said. “Várhelyi might have been a bit too eager not to waste a good crisis,” the diplomat said.

    Turning on the lights

    Even before the announcement of cuts to Palestinian aid, there was internal division within the EU about how the bloc should respond. 

    Borrell issued a statement Sunday on behalf of the EU, condemning “in the strongest possible terms the multiple and indiscriminate attacks across Israel by Hamas.” 

    But several countries — including Ireland, Luxembourg and Denmark — sought a reference to de-escalation in the joint text, which was opposed by others, including Austria, three officials who were granted anonymity to discuss sensitive matters told POLITICO. For the more pro-Israeli countries within the bloc, a call for de-escalation could be seen as ascribing equivalence to both sides, diplomats said.

    Some diplomats also pointed out the different reactions of the EU institutions over the weekend. The Berlaymont, the headquarters of the European Commission, was illuminated in the colors of the Israeli flag. The building of the European Council, on the other hand, was lit up without visualizing that flag — a sign of a more nuanced approach from member states. 

    Another EU diplomat said they wouldn’t have made the same choice to display the Israeli flag on the Berlaymont and said the image “surprised” them given the sensitivities.

    The conflicts within Israel and the Palestinian territories have long been a divisive issue for the EU, even though it supports a two-state solution, with the bloc struggling to find consensus and, therefore, forced to manage a range of views among its 27 member countries. France, the Nordic states, Belgium and Ireland traditionally support a position that is seen by some other countries as too pro-Palestinian.

    Another official from a member state expressed concerns at the wisdom of the Commission’s stance. “Of course, we all condemn the heinous attack on Israel, but Israelis are likely to launch their own offensive in Gaza over the next week, and have already announced a siege, so a broad statement with more nuance would have been better,” said the EU official.  

    With the world’s spotlight on Israel, EU countries will have to walk a fine line at the foreign affairs ministers’ meeting. Some capitals want to make clear to the European Commission that it can not go too fast too quickly. At the same time, those arguing for some reflection are wary of being cast as pro-Hamas.

    Another EU diplomat said it’s one thing to have a foreign policy in the EU’s immediate neighborhood, it’s another to see whether “we can indeed have a common foreign security policy on the global stage.”

    At least Europe no longer has to endure that hackneyed Henry Kissinger quip about whom to call if you want “to call Europe.”  

    No one’s calling anyway. 

    Of the myriad geostrategic illusions that have been destroyed in recent days, the most sobering realization for anyone residing on the Continent should be this: No one cares what Europe thinks. Across an array of global flashpoints, from Nagorno-Karabakh to Kosovo to Israel, Europe has been relegated to the role of a well-meaning NGO, whose humanitarian contributions are welcomed, but is otherwise ignored. 

    The 27-member bloc has always struggled to articulate a coherent foreign policy, given the diverse national interests at play. Even so, it still mattered, mainly due to the size of its market. The EU’s global influence is waning, however, amid the secular decline of its economy and its inability to project military might at a time of growing global instability. 

    Instead of the “geopolitical” powerhouse Commission President Ursula von der Leyen promised when she took office in 2019, the EU has devolved into a pan-Europeanminnow, offering a degree of bemusement to the real players at the top table, while mostly just embarrassing itself amid its cacophony of contradictions. 

    If that sounds harsh, consider the past 72 hours: In the wake of Hamas’ massacre of hundreds of Israeli civilians over the weekend, European Enlargement Commissioner Olivér Várhelyi announced on Monday that the bloc would “immediately” suspend €691 million in aid to the Palestinian Authority. A few hours later, Slovenian Commissioner Janez Lenarčič contradicted his Hungarian colleague, insisting the aid “will continue as long as needed.” 

    The Commission’s press operation followed up with a statement that the EU would conduct an “urgent review” of some aid programs to ensure that funds not be funneled into terrorism, implying such safeguards were not already in place. 

    As far as the EU foreign policy chief Josep Borrell was concerned, the outcome of any review of assistance for the Palestinians was a foregone conclusion: “We will have to support more, not less,” he said on Tuesday. 

    To sum up: Over the course of just 24 hours, the Commission went from announcing it would suspend all aid to the Palestinians to signaling it would increase the flow of funds. 

    The EU’s response to the events on the ground in Israel was no less confused. Even as Israel was still counting the bodies from the most horrific massacre in the Jewish state’s history, Borrell, a longtime critic of the country who has effectively been declared persona non grata there, resorted to bothsidesing. 

    Borrell, a Spanish socialist, condemned Hamas’ “barbaric and terrorist attack,” while also chiding Israel for its blockade of Gaza and highlighting the “suffering” of the Palestinians who voted Hamas into power. 

    The Spaniard’s approach stood in sharp contrast to that of von der Leyen, who unequivocally condemned the attacks (albeit in a series of tweets) and had the Israeli flag projected onto the façade of her office.

    Those moves immediately drew protest from other corners of the EU, however, with Clare Daly, a firebrand leftist MEP from Ireland, questioning von der Leyen’s legitimacy and telling her to “shut up.”

    By mid-week, ascertaining Europe’s position on the crisis was like throwing darts — blindfolded. 

    Bloody hands

    Compare that with the messaging from Washington. 

    “In this moment, we must be crystal clear,” U.S. President Joe Biden said in a special White House address Tuesday. “We stand with Israel. We stand with Israel. And we will make sure Israel has what it needs to take care of its citizens, defend itself, and respond to this attack.”

    Biden noted that he’d called France, Germany, Italy, and the United Kingdom to discuss the crisis. Notably not on the list: any of the EU’s “leaders.” 

    On Tuesday, Borrell organized an emergency meeting of EU foreign ministers in Oman, where they were already gathering, to discuss the situation in Israel. Israel’s foreign minister, Eli Cohen, declined to participate, even remotely. 

    That’s not too surprising, considering Europe’s record on Iran, which has supported Hamas for decades and whose leadership celebrated the weekend attacks. Though Iran denies direct involvement, many analysts say Hamas’ carefully planned assault would not have been possible without training and logistical support from Tehran.

    “Hamas would not exist if not for Iran’s support,” U.S. Senator Chris Murphy, a Democrat on the Senate foreign relations committee, said on Wednesday. “And so it is a bit of splitting hairs as to whether they were intimately involved in the planning of these attacks, or simply funded Hamas for decades to give them the ability to plan these attacks. There’s no doubt that Iran has blood on its hands.”

    Despite persistent signs of Tehran’s malevolent activities across the region, including the detention of a European diplomat vacationing in Iran, Borrell has repeatedly sought to engage with the country’s hard-line regime in the hope of reigniting the so-called nuclear deal with global powers that then-U.S. President Donald Trump exited in 2018. 

    Last year, Borrell even traveled to Iran in a bid to restart talks, despite the loud objections of Israel’s then-foreign minister, Yair Lapid. 

    If nothing else, Borrell is consistent.

    “Iran wants to wipe out Israel? Nothing new about that,” he told POLITICO in 2019 when he was still Spanish foreign minister. “You have to live with it.”

    Now Europe has to live with the consequences of that misguided policy and its loss of credibility in Israel, the region’s only democracy.

    Another glaring example of Europe’s geopolitical impotence is Nagorno-Karabakh, the disputed, predominantly Armenian, region in Azerbaijan. 

    The long-simmering conflict there was all but forgotten by most of the world, but not by European Council President Charles Michel, who mounted an ambitious diplomatic effort earlier this year amid a resurgence in tensions.  

    In July, Michel hosted leaders of Armenia and Azerbaijan in Brussels, the sixth such meeting. He described the discussions as “frank, honest and substantive.” He even invited the leaders to a special summit in October for a “pentalateral meeting” with Germany and France in Granada. 

    It wasn’t meant to be. By then, Azerbaijan had seized the region, sending more than 100,000 refugees fleeing to Armenia. Europe, in dire need of natural gas from Azerbaijan, was powerless to do anything but watch. 

    Earlier this month, Michel blamed Russia, traditionally Armenia’s protector in the region, for the fiasco. 

    “It is clear for everyone to see that Russia has betrayed the Armenian people,” Michel told Euronews. 

    A similar pattern has played out in Kosovo, where the Europeans have been trying for years to broker a lasting peace between its Albanian and Serbian populations. The main sticking point there is the status of the northern part of Kosovo, bordering Serbia, where Serbs comprise a majority of the roughly 40,000 residents. 

    Borrell even appointed a “Special Representative for the Belgrade-Pristina Dialogue and other Western Balkan Regional Issues.” 

    The incumbent in the post, Miroslav Lajčák, Slovakia’s former foreign minister, hasn’t had much luck. Though Lajčák was awarded the grandiose title more than three years ago, the parties are, if anything, further apart today than ever. 

    The EU has spent untold millions trying to stabilize the region, funding civil society organizations, schools and even a police force.  

    When tensions threatened to devolve into all-out combat following an incursion into northern Kosovo by Serbian militiamen last month, however, the EU was forced to resort to its tried-and-true crisis resolution mechanism: Uncle Sam.  

    ”We get criticized for too little leadership in Europe and then for too much,” U.S. diplomat Richard Holbrooke said in 1998, after Washington dragged its reluctant European allies into an effort to halt the “ethnic cleansing” campaign unleashed by Yugoslavian leader Slobodan Milošević in Kosovo. 

    ”The fact is the Europeans are not going to have a common security policy for the foreseeable future,” Holbrooke added. “We have done our best to keep them involved. But you can imagine how far I would have got with Mr. Milošević if I’d said, ‘Excuse me, Mr. President, I’ll be back in 24 hours after I’ve talked to the Europeans.”’ 

    Risky business 

    One needn’t look further than Ukraine for proof that his point is no less valid today. Though the EU has done what it can, providing tens of billions in financial, humanitarian and military aid, it’s not nearly enough to help Ukraine keep the Russians at bay. If it weren’t for American support, Russian troops would be stationed all along the EU’s eastern flank, from the Baltic to the Black Sea. 

    Ukraine’s plight highlights the divide between Europe’s geostrategic aspirations and reality. Even though Europe didn’t anticipate Russia’s full-scale invasion, it had been talking for years about the need to improve its defense capabilities. 

    “We must fight for our future ourselves, as Europeans, for our destiny,” then-German Chancellor Angela Merkel declared in 2017. 

    And then nothing happened. 

    The reality is that it will always be easier to lean on Washington than to achieve European consensus around foreign policy and military capabilities. 

    That’s why Europe’s discussions about security sound more like fantasy football than Risk. 

    After Biden decided to send a U.S. aircraft carrier to the eastern Mediterranean in response to the Hamas attack this week, Thierry Breton, France’s EU commissioner, said Europe needed to think about building its own aircraft carrier. Even in Brussels, the comment generated little more than comic relief.  

    Despite all the rhetoric about the necessity for Europe to play a more global role, not even the leaders of the EU’s biggest members, France and Germany, seem to be serious about it.  

    As Biden hunkered down in the White House Situation Room to discuss the crisis in Israel, French President Emmanuel Macron and German Chancellor Olaf Scholz were busy conferring in Hamburg. 

    After agreeing to redouble their efforts to cut red tape in the EU, they took a harbor cruise with their partners. 

    The leaders celebrated their successful deliberations on a local wharf with beer and Fischbrötchen, a Hamburg fish sandwich. The sun even came out. 

    But most important: No one’s phone rang.

    The West’s united front on Ukraine is showing more cracks than ever — and Kyiv has little choice but to grin and bear it.

    More than 500 days into Russia’s full-scale invasion, Republican lawmakers in Washington DC on Saturday derailed an effort to unleash a major tranche of aid for the war-torn country.

    Coming just nine days after Ukrainian President Volodymyr Zelenskyy visited Washington to plead for continued support, the blockage underscored a hardening of attitudes among congressional Republicans who want to end Washington’s assistance for Kyiv.

    At the same time as Republicans were voting ‘no’ on Capitol Hill, voters in Slovakia elected a pro-Russian prime minister, Robert Fico, who vows not to send a “single round” of ammunition to Ukraine, and looks set to team up with Hungarian Prime Minister Viktor Orbàn to oppose further European support for Kyiv. Poland, once the most dependable of Kyiv’s allies, made the shock announcement on September 20 that it would no longer send weapons.

    These warning signs don’t amount to a profound policy shift in Washington or Brussels. U.S. President Joe Biden has vowed to stand by Ukraine despite the budget fiasco. And most European leaders remain staunchly supportive of Ukraine, with some €50 billion in continued support for the country due to be signed off in coming months, according to two EU diplomats who were granted anonymity to talk about the non-public deliberations.

    Asked to comment on the fact that the U.S. stopgap bill lacks any funding for Ukraine, White House press secretary Karine Jean-Pierre said: “The president has built a coalition of more than 50 countries to provide aid to support Ukraine … There is very strong international coalition behind Ukraine and if Putin thinks he can outlast us, he’s wrong.”

    Josep Borrell, the EU’s top diplomat, said he was “sure” the decision to block funding would be reconsidered. “We’ll continue to be on your side,” he told reporters in Kyiv Monday when asked how the U.S. budget shortfall would affect Ukraine.

    Ukrainian politicians — who’ve faced criticism from the United States and United Kingdom for appearing insufficiently “grateful” for Western aid — sounded similarly upbeat. “We’re working with both sides of the Congress to ensure it doesn’t repeat again, under any circumstances,” said Foreign Minister Dmytro Kuleba, appearing next to Borrell.

    ‘Words of gratitude’

    But despite these attempts to put a positive spin on the situation, open criticism of aid among senior Western politicians — coupled with Elon Musk’s online attacks against Ukrainian President Volodymyr Zelenskyy — sends a chilling message to Kyiv.

    The message that the U.S. and Europe will stick with Kyiv — no matter what — is starting to ring hollow.

    Ukraine remains heavily dependent on Western support not just to fuel its battle against Russia, but also to keep its public administration ticking over. According to its projected budget for 2024, Ukraine expects to receive $42.8 billion from international donors in the coming year, a big chunk of which would come from the United States. In June, Ukraine’s finance minister, Serhiy Marchenko, told POLITICO that the U.S. should “step in and at least provide us mid-term relief.”

    Asked whether the holdup on Capitol Hill now leaves Kyiv with a budget shortfall, a spokesperson for Marchenko declined to comment.

    Europe is also worried about what to expect from Washington. While most EU countries agree on supporting Ukraine, aid for Kyiv is tied to a broader review of the EU’s long-term budget on which there is no agreement. And since all EU27 countries need to back the deal, it may prove difficult to pass by year-end, which is when the EU’s current support for Ukraine runs out.

    “There is not much political discussion on the financial support for Ukraine. That is not the difficult piece of the puzzle. But the puzzle overall is very hard,  that no one dares to predict anything,” said an EU diplomat who asked not to be named to discuss the confidential budget talks.

    Indeed, Hungary’s Orbán has already said he’s not prepared to finance Ukraine unless it reviews its treatment of Hungarian minorities living in the country. Although critics describe this stance as a tactical veto meant to unlock funds that Brussels is withholding from Budapest over a separate rule-of-law dispute, Orbán may use the election of his like-minded Slovakian peer to toughen his negotiating tactics.

    “Member states remain broadly supportive of aid for Ukraine,” said a second EU diplomat. “Of course the big elephant in the room is, ‘What if this is the precursor to the U.S. just abandoning Ukraine?’ While it’s in the back of everyone’s minds, I just don’t think that’s going to happen now or anytime soon.”

    Amid uncertainty about whether Ukraine will be able to finance its budget and keep its war effort going, Ukrainian officials are trying hard to put on a brave face and appear thankful. Speaking to POLITICO last week, Ukrainian Prime Minister Denys Shmyhal insisted on his “gratitude” toward Poland, an ally that has been locked in a dispute with Kyiv over grain exports, and has now vowed not to send any more weapons.

    “I would like to express the words of gratitude to the Polish nation and all Polish families for the support that they have given and have provided to Ukrainian refugees,” he said.

    BRUSSELS — It’s officially August, which means the last Eurocrats are heading out of town to their favorite summer retreats, and most of Brussels is “out of office.”

    But a few commissioners have the questionable honor of being on the summer roster, staying behind as the person on duty should an emergency arise. Former Commission chief Jean-Claude Juncker introduced the system in 2017 to show that the EU never sleeps, and his successor Ursula von der Leyen continued it. A rota is set up at the start of each five-year Commission term and covers all holiday periods, with each commissioner holding down the fort for 13 days. Von der Leyen and top EU diplomat Josep Borrell are exempt.

    The official job description for the commissioners on duty recalls the theme of “Designated Survivor.” The assigned commissioner will be in charge if there’s an unexpected crisis and will maintain the “continuity of the Commission’s core tasks,” a Commission spokesperson said, adding that these include “coordination, decision-making processes and communication.”

    But in practice, not much decision-making goes on in Brussels in August. “They’ll be sitting in the Berlaymont watching the rain from their windows,” said a Commission official who was granted anonymity to discuss internal matters.

    Environment Commissioner Virginijus Sinkevičius (who at 32 is the youngest member of von der Leyen’s team) holds the keys to the Berlaymont this week following agriculture chief Janusz Wojciechowski, who was on duty last week.

    Health Commissioner Stella Kyriakides will have to tear herself away from the beaches of Cyprus from August 5-11; then home affairs boss Ylva Johansson takes the reins from August 12-18; and finally Equality Commissioner Helena Dalli will wrap up the roster for August 19-27.

    Commissioners also rely on a core of officials from the EU executive’s key units, including the secretariat-general, legal service, communication department and spokesperson’s service. Everyone else is expected back in town for the next College of Commissioners meeting, scheduled for September 6.

    Despite Brussels’ best efforts to preserve the sanctity of summer holidays, sometimes the outside world does come knocking — as the commissioners know all too well. Wojciechowski, Dalli and Johansson were on duty during the summer of 2021, when the Belarus migration emergency and the Taliban takeover of Afghanistan set EU capitals into motion.

    BRUSSELS — EU countries are bickering over granting billions in new funds to deal with migration as asylum applications soar and backlogs pile up at the Continent’s borders. 

    Germany, which received a quarter of all EU asylum applications in 2022, specifically wants to “revitalize” the EU’s ties with neighboring Turkey, according to a senior German official — a nod to the last time the bloc faced such levels of migration. 

    Then, in 2016, the EU offered Turkey billions in exchange for the country housing thousands of Syrian refugees fleeing civil war. Now, there is a push to authorize up to €10.5 billion in new money for not just Turkey, but also countries like Libya or Tunisia, hoping it would help them prevent people from entering the EU without permission. 

    The debate has jumped onto the agenda of an EU leaders’ summit in Brussels on Thursday and Friday. And countries are sparring over whether to reference a monetary request in the meeting’s final conclusions, according to five diplomats and officials from four different countries. 

    The behind-the-scenes fight illustrates how much migration has come to dominate the political agenda. Organizers for the summit had hoped to keep the divisive migration talk to a minimum in favor of discussions on Russia, China and economic security. But with high-profile disasters like the recent migrant shipwreck near Greece and arrival figures continuing their steep climb, the heated issue is becoming increasingly hard to avoid. 

    Notably, draft conclusions for the summit, dated Wednesday evening and seen by POLITICO, still had two indirect references to the fresh migration funds: The €10.5 billion pot and another €2 billion for “managing migration” within the EU’s own borders. 

    Whether that language survives until Friday is another question. 

    Germany: Let’s talk Turkey, not money

    Germany, as always, is one of the key players in the debate — and in this instance, it is making arguments for both sides.

    On one side, Berlin wants to renew the EU’s relationship with Turkey, hoping it can take in more asylum seekers and help cut down on unauthorized border crossings. In return, the Germans want the EU to improve trade ties with the country. 

    On the other side, however, Berlin is fiercely opposing the attempt to explicitly mention money in the summit conclusions. The logic: Committing to fresh billions now would imperil upcoming talks over whether to add €66 billion to its budget. Germany wants to discuss the whole package at once, instead of approving parts of it in advance.

    As of Wednesday night, the summit conclusions draft still contained an indirect endorsement of the money.

    The document mentions “financing mechanisms” — seen as a reference to the €10.5 billion — for “the external aspects of migration.” That money would go to countries like Turkey, Libya and Tunisia, which migrants often traverse on their way to Europe. 

    There’s also an indirect reference to the €2 billion for internal EU migration management. The text calls for “support for displaced persons,” particularly from Ukraine, via “adequate and flexible financial assistance to the member states who carry the largest burden of medical, education and living costs of refugees.” Translated, that would mean more money for countries that host the bulk of Ukrainian refugees, like Poland and Germany. 

    Yet during a meeting of EU ambassadors on Wednesday, German officials urged their counterparts to cut or massively reduce both passages, according to the five diplomats and officials, who, like other officials in this story, were granted anonymity because they are not allowed to publicly discuss the talks.

    As of Wednesday night, that appeal had failed. But German Chancellor Olaf Scholz may take up the issue himself with his counterparts on Thursday.

    The German argument is that including the figures would mean EU leaders are essentially making a big step toward endorsing the full budget package — which the European Commission requested just last week — before even discussing it, two of the officials said. 

    Nevertheless, Commission President Ursula von der Leyen is expected to briefly present her €66 billion budget plan during the gathering of EU leaders on Thursday, meaning there will likely be an initial debate about the money, the officials said. 

    Von der Leyen’s plans are expected to run into resistance from a number of countries, particularly the so-called “frugal” countries, including Austria, Denmark, the Netherlands and Sweden.

    Speaking to a briefing for reporters in Berlin on Wednesday, a senior German official also voiced caution about von der Leyen’s plan.

    “One of the questions is: Is the Commission’s assessment of the situation convincing?” said the senior official, who could not be named due to the rules under which the briefing was organized.

    Time to work with Erdoğan again? 

    At the same time, the senior German official stressed Berlin’s interest in renewing the EU relationship with Turkey.

    “[Turkish President Recep Tayyip] Erdoğan has been re-elected, and this must be an opportunity for the EU to take another broad look at its relationship with Turkey,” the official said.

    “For us, it’s a matter of putting EU-Turkey relations once again on the agenda … to possibly revitalize them, if all sides want to commit to this,” the official continued, adding that the European Commission and EU foreign policy chief Josep Borrell should “come back in the fall with proposals.”

    One idea could be an update of the EU’s trade rules with Turkey — a thorny issue, though, as talks between Brussels and Ankara have failed to make progress on modernizing the so-called EU-Turkey customs union for several years.

    Germany’s Scholz held a phone call with Erdoğan on Wednesday during which both leaders discussed how “to cooperate further and deepen exchanges on various cooperation issues,” according to Steffen Hebestreit, Scholz’s spokesperson. 

    Any progress in EU-Turkey relations would also require the agreement of the EU countries perpetually at odds with Turkey — Greece and Cyprus.

    At least in that sense, there seems to be progress: “We agreed to include a paragraph on Turkey and the future relations,” a Greek diplomat said.

    The latest draft conclusions from Wednesday evening ask Borrell and the Commission “submit a report” on EU-Turkey relations “with a view to proceeding in a strategic and forward-looking manner.”

    BRUSSELS — The EU has sent Ukraine 220,000 rounds of ammunition since pledging in March to get the war-stricken country 1 million shells in 12 months, putting the bloc on track to hit its target, top EU diplomat Josep Borrell said Tuesday. 

    Yet questions remain about whether EU countries can keep up the pace. The ammunition contributed so far is being pulled from existing stockpiles, and EU countries will soon have to switch to jointly purchasing new ammo for Kyiv, while boosting the capacity of defense industries, to continue making donations — a more challenging prospect. 

    Still, Borrell said, the current totals are promising. 

    “The latest figures actually are much better than we had just some 10 days ago,” he told reporters after a defense ministers’ meeting in Brussels, adding that EU countries had also sent Ukraine 1,300 missiles since the March pledge

    The total value of the donations is roughly €860 million, according to officials close to the dossier. The EU has vowed to reimburse roughly half of that value and has set aside €1 billion for the effort.

    The donation total represents a significant jump from last week, when EU officials said countries had given Ukraine €650 million in supplies under the plan — a mere €50 million more than in April. 

    The earlier announcement had prompted concern about whether the bloc was meeting its promises to help keep Ukrainian soldiers stocked as they try to keep Russian invaders at bay. Ukraine has consistently warned its ammunition supplies are running low as the war drags on. In April, Ukrainian Foreign Minister Dmytro Kuleba urged EU countries to speed up their deliveries. 

    Ultimately, the EU’s plan is to provide Ukraine with ammo and missiles in three phases. 

    The current phase is to simply donate any supplies that countries can spare. The second phase will then see countries band together and jointly buy new ammunition for Ukraine from defense firms, allowing for larger and less expensive orders. The third phase is aimed at expanding Europe’s overall capacity to produce military supplies. 

    In addition to the €1 billion set aside for current donation reimbursements, the EU has also earmarked €1 billion for the upcoming joint ammo purchases. But there are financial incentives for all three phases.

    The deadline to file for donation reimbursements is the end of May, although officials have stressed that governments have six more weeks to send invoices. 

    Borrell said it’s not a surprise that receipts are flooding in as the deadline approaches. 

    “This is normal,” he said. “Often we see that the largest amount [of invoices] comes right at the end.”

    And he reiterated: “At this rate, we’ll be able to achieve our target of 1 million” rounds. 

    Still, some diplomats doubt that Europe’s defense industry has the ability to expand production in time, despite constant reassurances from Brussels. That anxiety was present on Monday as defense ministers arrived for their meeting. 

    “To achieve 1 million rounds for Ukraine, everyone needs to do more,” Estonian Defense Minister Hanno Pevkur told reporters. 

    Pevkur’s German counterpart, Boris Pistorius, similarly expressed a degree of skepticism.

    “That remains to be seen, that’s something the producers will have to answer,” he said. “That doesn’t ride on whether we want to place orders and pay for them. It only depends on whether and over what time period it can be produced.”

    The answers will emerge soon. EU countries say they are running out of supplies to donate, forcing them to soon turn to new purchases.

    “We sent Stingers [missiles] to Ukraine even before [the] war started,” Latvian Defense Minister Ināra Mūrniece told reporters. “And quite recently, I have announced that all our Stingers we have left will be sent to Ukraine.”

    HIROSHIMA, Japan — As the leaders of the Group of Seven gather for their annual summit in Japan this week, three world-changing conflicts — past, present and potential — will converge. 

    The atomic bomb that ended World War II destroyed much of the city of Hiroshima, where the leaders will meet. Today, Russia’s war in Ukraine is costing thousands of lives and billions of dollars as it drags on. And then there’s the risk of another horrifying catastrophe to come, as China threatens Taiwan. 

    And it’s over China where the alliance may come unstuck. 

    For hawks like the U.S. and Japan, the summit beginning Friday offers a timely opportunity to make the case to Europe’s leaders directly that it’s time to get off the fence when it comes to confronting China. 

    “This G7 Summit will be an appropriate venue to also discuss security issues and our security cooperation not only in Europe, but also in the Indo-Pacific region,” Noriyuki Shikata, cabinet secretary at the Japanese prime minister’s office, told POLITICO. 

    The U.S. is betting on at least the appearance of common ground with allies about the People’s Republic of China. Ahead of the summit, U.S. National Security Council spokesperson John Kirby told reporters: “You can expect to hear at the end of those discussions that all the G7 leaders are of a common mind about how to deal with the challenges that the PRC presents.”

    But — beyond the inevitably bland diplomatic lines of a summit communique — getting consensus on meaningful security measures for the Indo-Pacific region will be hard, even in the symbolic setting of Hiroshima. 

    East Asia is again descending into a state of growing security risks and military imbalance, this time due to China’s aggressive moves against Taiwan and the South China Sea. 

    “There’s a feeling that there’s a little bit of a gap, perhaps, between where the Europeans are on some China issues and where the U.S. is,” said Zack Cooper, former aide to the U.S. National Security Council and a senior fellow at the American Enterprise Institute. 

    Chief among the points of tension is how far to go in trying to stop a potential Chinese invasion of Taiwan, which could trigger world war and wreck the global economy. The self-governing island, which Beijing claims as its own, provides most of the world’s advanced computer chips that are vital to the tech and defense industries. Not all European governments are convinced it’s something they need to prioritize. “It’s going to be a continuing challenge,” Cooper said. 

    Picking friends

    NATO is set to extend its footprint in Asia and set up a new liaison office in Tokyo to better coordinate with regional partners, such as Australia, South Korea and New Zealand. 

    However, French President Emmanuel Macron has repeatedly called on NATO to focus only on the Euro-Atlantic theater, saying Asia — China — is not covered geographically. He also triggered an outcry with recent comments to POLITICO, suggesting that Taiwan’s security was not Europe’s fight, and that the EU should not automatically follow America’s lead.

    Macron’s stance sets France — which is the EU’s biggest military power — apart from the U.S. and Japan, and also from the U.K., where Prime Minister Rishi Sunak is expected to announce a new security deal with Japan during his visit.

    “Ukraine today could be East Asia tomorrow,” Japanese Prime Minister Fumio Kishida said last year, not long after Russia’s full-scale invasion began. Last week, Japan’s Foreign Minister Yoshimasa Hayashi made an even more explicit warning in a speech made to his 27 EU counterparts in Sweden.

    “China is continuing and intensifying its unilateral attempts to change the status quo by force in the East and South China Seas. China is also increasing its military activities around Taiwan,” Hayashi said. “In addition, China and Russia are strengthening their military collaboration, including joint flights of their bombers and joint naval exercises in the vicinity of Japan.”

    The Chinese-Russian ties will be part of the G7 leaders’ discussions, according to two officials involved in the process, who spoke on condition of anonymity because summit preparations are not public. While the Chinese authorities stop short of openly arming Russia in its war against Ukraine, a long-term strategic partnership between Beijing and Moscow is unshakable for President Xi Jinping.

    G7 countries such as the U.S. and Japan are expected to raise the need to sanction countries that work around Western trade restrictions on Russia, according to the officials. Chinese companies found to be selling dual use goods to Russia would be a top focus. 

    Bully tactics

    China’s willingness to throw around its economic weight is one area where there’s likely to be more unity between G7 allies. 

    The need to fight back against economic coercion will take center stage at the summit. The EU, U.S., Canada and Japan are going to rally around calls to combat China’s use of its economic power to bully smaller economies that act against its political interests.

    “The sense of urgency and unity is a force factor in and of itself. For example, never before has the G7 addressed economic coercion,” Rahm Emanuel, the U.S. ambassador to Japan, told POLITICO. 

    “When measured against the recent past, the G7 and EU are more strategically aligned in key economic and military matters,” added Emanuel, who served as chief of staff to former U.S. President Barack Obama.

    When it comes to the European view, EU Commission President Ursula von der Leyen is clear that the bloc is “competing with China” and will need to up its game. “We will reduce strategic dependencies — we have learned the lessons of the last year,” she said in a press conference ahead of the trip.

    Justin Trudeau, the Canadian prime minister, comes to the G7 following months of intelligence leaks that have painted his government as weak on foreign interference, specifically from China. He’ll be carrying Canada’s message that it can be a safe, non-authoritarian alternative to Russia and China for supplying critical minerals and energy, including nuclear power. 

    Despite the toughening rhetoric on China, what still unites the G7 countries is an eagerness not to shut the door on talks with Beijing.

    The Biden administration has for months been seeking to secure a visit to China for top Cabinet members, such as Treasury Secretary Janet Yellen. Biden’s national security adviser, Jake Sullivan, held eight hours of talks with the Chinese Communist Party’s foreign policy chief, Wang Yi, this month. 

    Just before he left for Japan on Wednesday, U.S. President Joe Biden was asked whether his last-minute decision to truncate his trip abroad could be seen as “almost a win for China.” Instead of staying in the region for a summit of the Quad — Japan, India, the U.S. and Australia — Biden plans to return to Washington Sunday to deal with domestic issues. 

    The president downplayed the move as something China could use to its advantage, noting he will still meet with Quad nation leaders in Japan. “We get a chance to talk separately at the meeting,” he said

    Then, Biden was asked whether he has plans to speak with the Chinese president soon.

    “Whether it’s soon or not, we will be meeting,” he said, before leaving the room.

    LUXEMBOURG — Ukrainian Foreign Minister Dmytro Kuleba on Monday implored EU foreign affairs ministers to move faster on their promises to supply Kyiv with ammunition. But his plea came as officials were given new details showing the EU still has a long way to go to meet its lofty pledges.

    According to several diplomats, Kuleba — who addressed a meeting of foreign ministers in Luxembourg via video link — was critical of the slow pace of the EU in delivering ammunition and missiles as part of a plan to provide 1 million shells in the next 12 months as Ukraine fights off Russia’s invasion.

    The plan has already been endorsed by EU leaders but, when it comes to the technical details, has only been partially agreed upon by member states, which are still discussing the so-called track two of the scheme, which involves the joint purchase of ammunition.

    The bone of contention is a legal one about exemptions for companies based outside the EU in the supply chain of the defense companies involved in the plan, but in the background doubts also remain as to whether the EU defense industry can really deliver all of these shells.  

    Kuleba on Monday “repeated that Ukraine needs desperately the ammunition to stand against the Russian attacks, and also to organize the counterattack,” Margus Tsahkna, the foreign minister of Estonia, which put forward the ammo plan, told POLITICO. “And ammunition is crucial.”

    The problem is not only the speed of the EU in delivering the ammo, but also the quantity. The plan is being funded by a pot of money called the European Peace Fund, which partially reimburses the member states for ammo and missiles. That cash, meant to help provide ammunition quickly, comes from the so-called track one of the plan — worth a total of €1 billion — which has already been fully agreed upon. EU top diplomat Josep Borrell, speaking to journalists Monday, said that “we have received requests for reimbursement for €600 million.” 

    Yet according to three diplomats, not all the material that member states want reimbursing for has actually been delivered. Of the €600 million that Borrell mentioned, €180 million was for the provision of 1,080 missiles (six of which have not yet been reported as delivered) and the rest of the money was for 41,000 pieces of ammunition, of which 28,000 have not been reported as delivered, the diplomats said.  

    Those numbers are well short of 1 million. 

    Kuleba stressed “that if there is one priority, and if it’s a single burning issue, this is weapons delivery, in particular ammunition … he also asked for not being hesitant on delivering the aircraft and other modern pieces of military technology,” Slovakia’s foreign minister, Rastislav Káčer, told POLITICO. “He was pushy, politely,” Káčer added. 

    Borrell tried to offer reassurance on the speed of the EU decision-making process, saying: “There has been some disagreement but the work continues. We are not waiting for the legal document to be finished to start working. The work continues and everything is being prepared,” he said at a press conference after the meeting.

    Diplomats reckon it’s a matter of days, likely Wednesday, before track two of the plan will be finalized.  

    “The truth is that there is not satisfaction about how we’re delivering on track one, in the quantity and the speed,” Káčer said. “We can do more, we can scratch more. Slovakia is trying. We are putting everything we have in the stockpiles.”

    The EU has reached a deal to send Ukraine 1 million rounds of ammunition within the next 12 months. 

    The plan — seen by POLITICO — will see the EU both donate ammunition from its own stockpiles and also jointly purchase new shells for Ukraine. It also leaves open the possibility that the EU could help countries collectively buy missiles for Ukraine. And it sets a goal to “jointly procure” these munitions “in the fastest way possible” before October. 

    Diplomats and ministers finalized the strategy during meetings in Brussels on Sunday and Monday. EU leaders are expected to give their final blessing at a summit in Brussels later this week. 

    The deal represents a landmark juncture for the EU, marking the first time the self-described peace project has plotted to jointly buy arms for a country at war. Officials have argued the EU must evolve to meet the extraordinary moment — no less than the fate of democracy on European soil is at stake, they insist.

    “A historic decision,” tweeted Josep Borrell, the EU’s top diplomat, once the deal was clinched Monday. 

    The plan has come together rapidly in recent weeks amid fears that Kyiv is running out of shells to hold off Russia’s unyielding assault. Ukrainian officials have said they need at least 1 million 155-millimeter shells to restock and maintain their defenses — a figure that far outstrips Europe’s annual production capacity. 

    To make up for the shortfall, the EU has drafted a multi-stage blueprint. 

    First, it will dedicate €1 billion to countries able to either donate ammunition immediately from their own stockpiles or redirect existing orders. Then, it will set aside another €1 billion to jointly buy more ammunition (and possibly missiles) for Ukraine and replace Europe’s donated shells. Finally, it wants to explore ways to boost Europe’s ability to manufacture the arms it needs for years to come.

    Borrell in his final remarks speaking to journalists said countries had agreed to the €2 billion total. But diplomats said the legal texts were still being finalized. 

    Funding for the endeavor is expected to come from the so-called European Peace Facility, formerly an obscure program that has become the EU’s main wartime vehicle to partially reimburse countries for their weapons donations to Ukraine.

    Less firm is what the EU plans beyond the €2 billion meant to jointly buy ammunition and cover donations of existing munitions. EU countries did not put forward anything about how to fund the last phase of its plan: growing industrial capacity for years to come. The document circulating Monday merely invited the European Commission to explore the issue and “present concrete proposals.” 

    “We have an industrial problem,” one senior official conceded late last week, referring to Europe’s struggles to bolster homegrown defense manufacturing.

    The €2 billion, Estonian Foreign Minister Urmas Reinsalu agreed Monday, is “a clear and solid step further but it won’t be enough.”

    Still, the ammunition agreement is a victory for Estonia, which first floated the idea of quickly providing Ukraine with 1 million fresh rounds as part of its push to get EU countries to send more weapons to Kyiv.

    It’s also poised to be a boon for France and its many defense firms, as well as numerous defense companies across the EU. France, which has the bloc’s strongest defense sector, has long led the charge to augment European defense spending within EU borders, and the plan approved Monday will essentially do just that, instructing all joint EU contracts to go to EU firms. The only exception is Norway, which is already closely integrated into the EU market.

    Several diplomats said French officials were also the ones pushing to include missiles in the scheme, although others chalked it up to Ukraine’s need for the weapons. 

    Despite the agreement, officials still need to hammer out exactly how the program will operate in practice. Officials have been going back and forth over whether the joint contract negotiations should go through EU agencies, or whether countries should just band together on their own.

    EU officials were keen to see the plan identify a role for the European Defense Agency (EDA), the EU body meant to help countries cooperate on national security issues. But some countries have been wary about empowering Brussels to essentially become Europe’s arms negotiator. 

    The final decision, in classic EU fashion, is an all-of-the-above approach.

    Ultimately, only 18 countries signed an agreement to work with the EDA on “the collaborative procurement” of ammunition. On the list are EU heavyweights like Germany, France and the Netherlands (as well as Norway), but not Italy or Spain. The pact envisions two parallel efforts — “a two-year, fast-track procedure for 155mm artillery rounds and a seven-year project to acquire multiple ammunition types.”

    But countries will also be able to form groups of three or more to jointly negotiate contracts on their own. Three diplomats said the Netherlands and Denmark, for instance, have expressed interest in joining Germany in its national efforts to procure more ammunition.  

    Officials acknowledged that considerable work lay ahead. 

    “Definitely there are many details to be solved,” said Hanno Pevkur, Estonia’s defense minister.

    BRUSSELS — The EU is finalizing a €2 billion deal to jointly restock Ukraine’s dwindling ammunition supplies while refilling countries’ stocks, according to documents obtained by POLITICO. 

    The plan has two major elements.

    First, the EU will spend €1 billion to partially reimburse countries that can immediately donate ammunition from their own stockpiles. Secondly, countries will work together to jointly purchase €1 billion in new ammunition — the idea being that together they can negotiate bigger contracts at a lower price-per-shell.

    EU ambassadors will discuss the proposal — prepared by the EU’s diplomatic wing, the European External Action Service — during a meeting on Wednesday.

    The scheme — which POLITICO first reported on earlier this month — has come together rapidly in recent weeks in response to Ukraine’s pleas for more ammunition, specifically the 155-millimeter artillery shells it desperately needs to both hold territory and launch a spring counteroffensive.

    And the figures, one of the documents notes, respond “to a specific request made by the Ukrainian minister of defense.”

    The numbers are stark. 

    Estonia, which helped start the conversation in February about how the EU could jointly help fill a looming munitions shortage, has estimated that Russia is burning through 20,000-60,000 shells per day while Ukraine is trying to judiciously only use between 2,000 and 7,000.

    Covering that figure will not come easy — or cheap. 

    Thus far, EU countries have only provided Ukraine with 350,000 155-millimeter shells in total, with the EU spending €450 million on partial reimbursements, said one EU official, speaking on the condition of anonymity to discuss the sensitive topic. But the official pegged the cost for each new shell at €4,000, meaning costs are growing.  

    To cover both the losses of countries dipping into their stockpiles and funding new ammunition buys, the EU is tapping the so-called European Peace Facility. The little-known fund sits outside of the EU’s normal budget, giving officials the flexibility to use it to cover weapons purchases — once a verboten concept within the EU, a self-proclaimed peace project. 

    Thus far, the facility has been used solely to partially reimburse countries for their weapons donations to Ukraine. Now, documents show countries are willing to funnel an additional €2 billion into the facility — €1 billion to cover some ammunition donations and €1 billion to support joint purchases of replacement shells.

    The documents foresee the European Defense Agency, an EU agency meant to better coordinate members’ security efforts, possibly playing a role in coordinating the joint procurement efforts. But individual countries could also help spearhead these negotiations, as long as the country is working with at least two other EU members and not creating competing bids for the shells that drive up prices.

    The joint procurement plan covers not just EU countries but Norway as well — as POLITICO first reported — potentially opening the door to some of the money going to non-EU-based companies. Norway, however, which produces ammunition, is already relatively integrated into the EU market. 

    EU officials are now aiming to get a consensus agreement on the plan during a meeting on Monday of foreign and defense ministers, before getting final sign-off from the 27 EU leaders at a summit in Brussels a few days later.

    The EU is helping supply Ukraine with arms through an off-budget, inter-governmental cash pot called the European Peace Facility, which is used to reimburse countries that export arms to Ukraine. So far, the facility has disbursed €3.6 billion in military aid to Ukraine, with member countries deciding last December to increase its funding by €2 billion in 2023.

    To date, the spending needs have been loosely defined but the EU is now placing heavy emphasis on artillery ammunition — as Ukrainian forces are locked in attritional howitzer battles with the Russians in the east, around towns such as Bakhmut.

    Top EU diplomat Josep Borrell intends to propose an “extraordinary support package” of €1 billion focused on the delivery of ammunition, according to the EU document, drafted by the bloc’s diplomatic service, the European Commission and the European Defence Agency.

    The document said the extraordinary €1 billion should be focused on ammunition — “notably 155mm” — as soon as the €2 billion top-up of the European Peace Facility is “operationalised.” This means that half of this year’s top-up should be dedicated to ammunition, mainly shells, according to an EU official.

    The EU document also envisages ramping up European industrial production, which is straining to produce ammunition at the rate demanded by the war.

    The proposal cites “a favourable reimbursement rate, for instance up to 90% … given the extreme urgency and the depletion of Member States’ stocks.”

    Such a high rate could be to reassure member countries that provide major military help. When the reimbursement rate last year dropped below 50 percent, this created problems for some EU nations, in particular Poland, one of the EU’s largest weapons donors to Ukraine.

    The funding proposal also provides a possible way out by citing “voluntary financial contributions” for countries not to take part, such as Austria, which is neutral; or that are reluctant to provide weapons, such as Hungary.

    It stresses that the specific legal constraints of certain countries “will be taken into consideration,” mentioning also a possibility “to constructively abstain from lethal assistance measures.” 

    Teaming up

    Regarding joint procurement — meaning EU countries teaming up to buy arms — the European Defence Agency, together with member countries, would use a new scheme “encompassing seven categories from small arms calibres up to 155mm.”

    This project is to be “launched for a duration of seven years” and so far, 25 EU member states plus Norway have already confirmed their interest in participating, according to the document.

    In particular, procurement of 155mm ammunition should be accelerated “through a fast-track procedure for direct negotiation” with several providers. This type of ammunition is especially in demand as Ukrainian forces use it in long-range, precise artillery barrages.

    Here, time is of the essence: “In view of the urgency, the Project Arrangement needs to be signed no later than March.” And contracts should “be tentatively concluded between end-April and end-May.”

    The document also maps out the need for increased support to ramp up manufacturing, as European weapons factories are almost at full capacity and prices are already spiraling.

    Concrete measures could include “identifying and helping to remove production bottlenecks in the EU” as well as “facilitating the collaboration of relevant companies in a joint industry effort to ensure availability and supply.”

    The document will be discussed by defense ministers at an informal meeting in Stockholm next week and is then expected to be formally agreed by foreign and defense ministers on March 20. Leaders are also expected to give their final blessing at a meeting on March 23 and 24.

    Kaja Kallas had been dreading the call.

    “I woke at 5 o’clock,” the Estonian prime minister recalled recently. The phone was ringing. Her Lithuanian counterpart was on the line. 

    “Oh my God, it’s really happening,” came the ominous words, according to Kallas. Another call came in. This time it was the Latvian prime minister. 

    It was February 24, 2022. War had begun on the European continent. 

    The night before, Kallas had told her Cabinet members to keep their phones on overnight in anticipation of just this moment: Russia was blitzing Ukraine in an attempt to decapitate the government and seize the country. For those in Estonia and its Baltic neighbors, where memories of Soviet occupation linger, the first images of war tapped into a national terror. 

    “I went to bed hoping that I was not right,” Kallas said.

    Across Europe, similar wakeup calls rolled in, as Russian tanks barrelled into Ukraine and missiles pierced the early morning sky. In recent weeks, POLITICO spoke with prime ministers, high-ranking EU and NATO officials, foreign ministers and diplomats — nearly 20 in total — to reflect on the war’s early days as it reaches its ruinous one-year mark on Friday. All described a similar foreboding that morning, a sense that the world had irrevocably changed.

    Within a year, the Russian invasion would profoundly reshape Europe, upending traditional foreign policy presumptions, cleaving it from Russian energy and reawakening long-dormant arguments about extending the EU eastward.

    But for those centrally involved in the war’s buildup, the events of February 24 are still seared in their memories. 

    In an interview with POLITICO, Charles Michel — head of the European Council, the EU body comprising all 27 national leaders — recalled how he received a call directly from Kyiv as the attacks began. 

    “I was woken up by Zelenskyy,” Michel recounted. It was around 3 a.m. The Ukrainian president told Michel: “The aggression had started and that it was a full-scale invasion.” 

    Michel hit the phones, speaking to prime ministers across the EU throughout the night.

    By 5 a.m., EU foreign policy chief Josep Borrell was in his office. Three hours later, he was standing next to European Commission President Ursula von der Leyen as the duo made the EU’s first major public statement about the dawning war. Von der Leyen then convened the 27 commissioners overseeing EU policy for an emergency meeting. 

    Elsewhere in Brussels, NATO chief Jens Stoltenberg was on the phone with U.S. Secretary of State Antony Blinken and Defense Secretary Lloyd Austin, who were six hours behind in Washington, D.C. He then raced over to NATO headquarters, where he urgently gathered the military alliance’s decision-making body. 

    The mood that morning, Stoltenberg recalled in a recent conversation with reporters, was “serious” but “measured and well-organized.”

    In Ukraine, missiles had begun raining down in Kyiv, Odesa and Mariupol. Volodymyr Zelenskyy took to social media, confirming in a video that war had begun. He urged Ukrainians to stay calm. 

    These video updates would soon become a regular feature of Zelenskyy’s wartime leadership. But this first one was especially jarring — a message from a president whose life, whose country, was now at risk. 

    It would be one of the last times the Ukrainian president, dressed in a dove-gray suit jacket and crisp white shirt, appeared in civilian clothes.

    Europe’s 21st-century Munich moment

    February 24, 2022 is an indelible memory for those who lived through it. For many, however, it felt inevitable. 

    Five days before the invasion, Zelenskyy traveled to the Munich Security Conference, an annual powwow of defense and security experts frequented by senior politicians. 

    It was here that the Ukrainian leader made one final, desperate plea for more weapons and more sanctions, hitting out at Germany for promising helmets and chiding NATO countries for not doing enough. 

    “What are you waiting for?” he implored in the highly charged atmosphere in the Bayerischer Hof hotel. “We don’t need sanctions after bombardment happens, after we have no borders, no economy. Why would we need those sanctions then?”

    The symbolism was rife — Munich, a city forever associated with appeasement following Neville Chamberlain’s ill-fated attempt to swap land for peace with Adolf Hitler in 1938, was now the setting for Zelenskyy’s last appeal to the West.

    Zelenskyy, never missing a moment, seized the historical analogy.

    “Has our world completely forgotten the mistakes of the 20th century?” he asked. “Where does appeasement policy usually lead to?”

    But his calls for more arms were ignored, even as countries began ordering their citizens to evacuate and airlines began canceling flights in and out of the country. 

    A few days later, Zelenskyy’s warnings were coming true. On February 22, Vladimir Putin inched closer to war, recognizing the self-proclaimed Donetsk People’s Republic and Luhansk People’s Republic in eastern Ukraine. It was a decisive moment for the Russian president, paving the way for his all-out assault less than 48 hours later.  

    The EU responded the next day — its first major action against Moscow’s activities in Ukraine since the escalation of tensions in 2021. Officials unveiled the first in what would be nine sanction packages against Russia (and counting). 

    In an equally significant move, a reluctant Germany finally pulled the plug on Nord Stream 2, the yet unopened gas pipeline linking Russia to northern Germany — the decision, made after months of pressure, presaged how the Russian invasion would soon upend the way Europeans powered their lives and heated their homes.

    Summit showdown

    As it happened, EU leaders were already scheduled to meet in Brussels on February 24, the day the invasion began. Charles Michel had summoned the leaders earlier that week to deal with the escalating crisis, and to sign off on the sanctions.  

    Throughout the afternoon, Brussels was abuzz — TV cameras from around the world had descended on the European quarter. Helicopters circled overhead.

    Suddenly, the regular European Council meeting of EU leaders, often a forum for technical document drafting as much as political decision-making, had become hugely consequential. With war unfolding, the world was looking at the EU to respond — and lead.

    The meeting was scheduled to begin at 8 p.m. As leaders were gathering, news came that Russia had seized the Chernobyl nuclear plant, Moldova had declared a state of emergency and thousands of people were pouring out of Ukraine. Later that night, Zelenskyy announced a general mobilization: every man between the ages of 18 and 60 was being asked to fight.

    Many leaders were wearing facemasks, a reminder that another crisis, which now seemed to pale in comparison, was still ever-present.

    Just before joining colleagues at the Europa building in Brussels, Emmanuel Macron phoned Putin — the French president’s latest effort to mediate with the Russian leader. Macron had visited Moscow on February 7 but left empty-handed after five hours of discussions. He later said he made the call at Zelenskyy’s request, to ask Putin to stop the war.

    “It did not produce any results,” Macron said of the call. “The Russian president has chosen war.”

    Arriving at the summit, Latvian Prime Minister Krišjānis Kariņš captured the gravity of the moment. “Europe is experiencing the biggest military invasion since the Second World War,” he said. “Our response has to be united.”

    But inside the room, divisions were on full display. How far, leaders wondered, could Europe go in sanctioning Russia, given the potential economic blowback? Countries dug in along fault lines that would become familiar in the succeeding months. 

    The realities of war soon pierced the academic debates. Zelenskyy’s team had set up a video link as missile strikes encircled the capital city, wanting to get the president talking to his EU counterparts.

    One person present in the room recalled the percolating anxiety as the video feed beamed through — the image out of focus, the camera shaky. Then the picture sharpened and Zelenskyy appeared, dressed in a khaki shirt and looking deathly pale. His surroundings were faceless, an unknown room somewhere in Kyiv. 

    “Everyone was silent, the atmosphere was completely tense,” said the official who requested anonymity to speak freely.  

    Zelenskyy, shaken and utterly focused, told leaders that they may not see him again — the Kremlin wanted him dead.

    “If you, EU leaders and leaders of the free world, do not really help Ukraine today, tomorrow the war will also knock at your door,” he warned, invoking an argument he would return to again and again: that this wasn’t just Ukraine’s war — it was Europe’s war. 

    Within hours, EU leaders had signed off on their second package of pre-prepared sanctions hitting Russia. But a fractious debate had already begun about what should come next. 

    The Baltic nations and Poland wanted more — more penalties, more economic punishments. Others were holding back. German Chancellor Olaf Scholz and Italian Prime Minister Mario Draghi aired their reluctance about expelling Russian banks from the global SWIFT payment system. It was needed to pay for Russian gas, after all. 

    How quickly that would change. 

    Sanctions were not the only pressing matter. There was a humanitarian crisis unfolding on Europe’s doorstep. The EU had to both get aid into a war zone and prepare for a mass exodus of people fleeing it. 

    Janez Lenarčič, the EU’s crisis management commissioner, landed in Paris on the day of the invasion, returning from Niger. Officials started making plans to get ambulances, generators and medicine into Ukraine — ultimately comprising 85,000 tons of aid. 

    “The most complex, biggest and longest-ever operation” of its kind for the EU, he said. 

    By that weekend, there was also a plan for the refugees escaping Russian bombs. At a rare Sunday meeting, ministers agreed to welcome and distribute the escaping Ukrainians — a feat that has long eluded the EU for other migrants. Days later, they would grant Ukrainians the instant right to live and work in the EU — another first in an extraordinary time. Decisions that normally took years were now flying through in hours.

    Looming over everything were Ukraine’s repeated — and increasingly dire — entreaties for more weapons. Europe’s military investments had lapsed in recent decades, and World War II still cast a dark shadow over countries like Germany, where the idea of sending arms to a warzone still felt verboten.

    There were also quiet doubts (not to mention intelligence assessments). Would Ukraine even have its own government next week? Why risk war with Russia if it was days away from toppling Kyiv?

    “What we didn’t know at that point was that the Ukrainian resistance would be so successful,” a senior NATO diplomat told POLITICO on condition of anonymity. “We were thinking there would be a change of regime [in Kyiv], what do we do?” 

    That, too, was all about to change.

    By the weekend, Germany had sloughed off its reluctance, slowly warming to its role as a key military player. The EU, too, dipped its toe into historic waters that weekend, agreeing to help reimburse countries sending weapons to Ukraine — another startling first for a self-proclaimed peace project.

    “I remember, saying, ‘OK, now we go for it,’” said Stefano Sannino, secretary-general of the EU’s diplomatic arm. 

    Ironically, the EU would refund countries using the so-called European Peace Facility — a little-known fund that was suddenly the EU’s main vehicle to support lethal arms going to a warzone. 

    Over at NATO, the alliance activated its defense plans and sent extra forces to the alliance’s eastern flank. The mission had two tracks, Stoltenberg recounted — “to support Ukraine, but also prevent escalation beyond Ukraine.” 

    Treading that fine line would become the defining balancing act over the coming year for the Western allies as they blew through one taboo after another.

    Who knew what, when

    As those dramatic, heady early days fade into history, Europeans are now grappling with what the war means — for their identity, for their sense of security and for the European Union that binds them together. 

    The invasion has rattled the core tenets underlying the European project, said Ivan Krastev, a prominent political scientist who has long studied Europe’s place in the world.

    “For different reasons, many Europeans believed that this is a post-war Continent,” he said. 

    Post-World War II Europe was built on the assumption that open economic policies, trade between neighbors and mild military power would preserve peace. 

    “For the Europeans to accept the possibility of the war was basically to accept the limits of our own model,” Krastev argued. 

    The disbelief has bred self-reflection: Has the war permanently changed the EU? Will a generation that had confined memories of World War II and the Cold War to the past view the next conflict differently?

    And, perhaps most acutely, did Europe miss the signs?

    “The start of that war has changed our lives, that’s for sure,” said Romanian Foreign Minister Bogdan Aurescu. It wasn’t, however, unexpected, he argued. “We are very attentive to what happens in our region,” he said. “The signs were quite clear.”

    Aurescu pointed back to April 2021 as the moment he knew: “It was quite clear that Russia was preparing an aggression against Ukraine.”

    Not everyone in Europe shared that assessment, though — to the degree that U.S. officials became worried. They started a public and private campaign in 2021 to warn Europe of an imminent invasion as Russia massed its troops on the Ukrainian border. 

    In November 2021, von der Leyen made her first trip to the White House. She sat down with Joe Biden in the Oval Office, surrounded by a coterie of national security and intelligence officials. Biden had just received a briefing before the gathering on the Russia battalion buildup and wanted to sound the alarm. 

    “The president was very concerned,” said one European official, speaking on the condition of anonymity to discuss sensitive conversations. “This was a time when no one in Europe was paying any attention, even the intelligence services.”

    But others disputed the narrative that Europe was unprepared as America sounded the alarm. 

    “It’s a question of perspective. You can see the same information, but come to a different conclusion,” said one senior EU official involved in discussions in the runup to the war, while conceding that the U.S. and U.K. — both members of the Five Eyes intelligence alliance — did have better information.

    Even if those sounding the alarm proved right, said Pierre Vimont, a former secretary-general of the EU’s diplomatic wing and Macron’s Russia envoy until the war broke out, it was hard to know in advance what, exactly, to plan for. 

    “What type of military operation would it be?” he recalled people debating. A limited operation in the east? A full occupation? A surgical strike on Kyiv?

    Here’s where most landed: Russia’s onslaught was horrifying — its brutality staggering. But the signs had been there. Something was going to happen.

    “We knew that the invasion is going to happen, and we had shared intelligence,” Stoltenberg stressed. “Of course, until the planes are flying and the battle tanks are rolling, and the soldiers are marching, you can always change your plans. But the more we approached the 24th of February last year, the more obvious it was.”

    Then on the day, he recounted, it was a matter of dutifully enacting the plan: “We were prepared, we knew exactly what to do.”

    “You may be shocked by this invasion,” he added, “but you cannot be surprised.”

    BRUSSELS — It would be a “red line” for the European Union if China sends arms to Russia, the EU’s foreign policy chief said Monday.

    Josep Borrell’s warning came two days after U.S. Secretary of State Antony Blinken expressed “deep concern” that China was considering providing potentially “lethal assistance” to Russia for its war against Ukraine.

    Recalling a meeting he held on Saturday with top Chinese diplomat Wang Yi, Borrell told reporters: “I expressed our strong concern about China providing arms to Russia. I asked him not to do that, and expressing not only our concern, but the fact that for us, it would be a red line in our relationship.

    “He told me that they’re not going to do it, that they don’t plan to do it,” Borrell said, adding: “But we will remain vigilant.”

    Other EU foreign ministers attending a Foreign Affairs Council in Brussels also warned Beijing not to cross that line.

    “If such a decision is taken [by China] it will definitely have consequences, of course,” Tobias Billström, foreign minister of Sweden, which holds the rotating presidency of the Council of the EU, said. “We stand side by side with the United States on that message.”

    Lithuanian Foreign Minister Gabrielius Landsbergis said the EU would be on the same page as the U.S. should Chinese arms end up in Russian hands.

    “There were those who expected the West … not to be united when it came to the Russian attack on Ukraine, but we were united. So I would think that, drawing from this lesson, there would be enough arguments for China not to assist Russia in its genocidal war in Ukraine,” Landsbergis said.

    Ukrainian President Volodymyr Zelenskyy also urged China to remain “pragmatic.”

    “I personally have appealed to the Chinese leadership through direct channels and publicly not to offer any support to the Russians in this war. My hope is that Beijing will maintain a pragmatic attitude, because otherwise we are risking World War III, I think they are well aware of that,” he said in an interview with Italian media. “Our relationship with China has always been excellent, we have had intense economic relations for many years, and it is in everyone’s interest that they do not change.”

    Chinese state-owned defense companies were found to be shipping navigation equipment, jamming technology and jet-fighter parts to sanctioned Russian government-owned defense companies, Wall Street Journal reported earlier this month.
