    Washington — President Biden awarded the Presidential Medal of Freedom, the nation’s highest civilian honor, on Friday to 19 recipients, including former House Speaker Nancy Pelosi, former Vice President Al Gore and Olympic swimmer Katie Ledecky. 

    Mr. Biden spoke briefly about each honoree, praising their “relentless curiosity, inventiveness, ingenuity and hope.” 

    Nodding to the criticism of his own age as he runs for a second term at age 81, Mr. Biden praised the 27-year-old Ledecky, arguably the greatest female swimmer of all time, as she prepares for the Paris Olympics this summer. 

    “Don’t let age get in your way,” Mr. Biden said. “Katie, age is just a number, kid.” 

    Mr. Biden also used the occasion to make thinly-veiled references to the threat he says former President Donald Trump is to democracy. The two are the 2024 presumptive Democratic and Republican presidential nominees, respectively. 

    The president recalled Gore conceding the 2000 presidential election to George W. Bush after weeks of legal battles over the vote recount in Florida. Trump refused to concede after Mr. Biden was declared the winner of the 2020 election and has defended the rioters who attacked the U.S. Capitol on Jan. 6, 2021, in protest of the outcome of the election. 

    “After winning the popular vote, he accepted the outcome of a disputed presidential election for the sake of unity and trust in our institutions,” Mr. Biden said of Gore. “That to me was amazing what you did, Al — I won’t go into that.” 

    He called Pelosi the “greatest speaker of the House of Representatives,” saying she “used her superpowers to pass some of the most significant laws in our nation’s history.” 

    “On January 6, Nancy stood in the breach and defended democracy with her husband, Paul,” the president said. “They stood up to extremism with absolute courage, physical courage.” 

    Pelosi’s husband was attacked by a man with a hammer who broke into their San Francisco home while the then-speaker was out of town. 

    It’s the second time Mr. Biden has awarded Presidential Medals of Freedom. The latest round of recipients includes honorees both living and deceased. 

    The full list of 2024 Presidential Medal of Freedom recipients: 

    Michael Bloomberg, an entrepreneur, philanthropist and three-term mayor of New York City. 

    Father Gregory J. Boyle, a Jesuit Catholic priest and founder and director of Homeboy Industries, a gang rehabilitation and re-entry program.

    Rep. Jim Clyburn, a South Carolina Democrat who has served three decades in the House. He previously served as House Majority Whip and Assistant Democratic Leader. 

    Elizabeth Dole, who served as a North Carolina senator from 2003 to 2009. She was also Transportation Secretary under President Ronald Reagan, Labor Secretary for President George H.W. Bush and the president of the American Red Cross. 

    Phil Donahue, a journalist who pioneered the daytime issue-oriented talk show. 

    Medgar Wiley Evers is being honored posthumously. He led the fight against segregation in Mississippi after fighting for his country in World War II. He was murdered at age 37 in 1963. 

    Al Gore. The former vice president won the popular vote in the 2000 presidential election, but conceded the presidency to George W. Bush after a weeks-long recount battle in Florida. He was awarded the Nobel Peace Prize in 2007 for his climate change work. 

    Clarence B. Jones, a renowned civil rights activist and lawyer who helped draft Martin Luther King Jr.’s “I Have a Dream” speech.

    John Kerry, who was Secretary of State for President Barack Obama and the Special Presidential Envoy for Climate under Mr. Biden. He earned a Silver Star and Bronze Star for his actions during combat in the Vietnam War. 

    Frank R. Lautenberg is being honored posthumously. The five-term senator from New Jersey is remembered for his work on environmental protection and consumer safety. 

    Katie Ledecky has won seven Olympic gold medals and 21 world championship gold medals, making her the most decorated female swimmer in history. 

    Opal Lee, an educator and activist who pushed to make Juneteenth a national holiday

    Ellen Ochoa, the first Hispanic woman in space and the second female director of NASA’s Johnson Space Center. She has flown in space four times. 

    Rep. Nancy Pelosi of California made history in 2007 when she was elected the first woman to serve as speaker of the House. She made history again in 2019 when she was reelected to the position. 

    Jane Rigby, the chief scientist of the James Webb Space Telescope, the most powerful telescope ever built.

    Teresa Romero, president of the United Farm Workers and the first Latina to become president of a national union in the United States.

    Judy Shepard, co-founder of the Matthew Shepard Foundation, an organization created in honor of her gay son who was brutally murdered. 

    James Francis Thorpe is being honored posthumously. He was the first Native American to win an Olympic gold medal. 

    Michelle Yeoh. The actress last year won the Academy Award for best actress for her role in “Everything Everywhere All at Once,” becoming the first Asian to win the category.

    Biden Is Still the Democrats’ Best Bet for November

    Let’s start with the obvious. The concerns about Joe Biden are valid: He’s old. He talks slowly. He occasionally bumbles the basics in public appearances.

    Biden’s age is so concerning that many Biden supporters now believe he should step aside and let some other candidate become the Democratic Party’s presidential nominee. The New York Times journalist Ezra Klein made the best-available case for this view recently in a 4,000-word piece that garnered intense attention by arguing that Biden is no longer up to the task of campaign life. “He is not the campaigner he was, even five years ago,” Klein writes. “The way he moves, the energy in his voice. The Democrats denying decline are only fooling themselves.”

    In one sense Klein is correct. As the political strategist Mike Murphy said many moons ago, Biden’s age is like a gigantic pair of antlers he wears on his head, all day every day. Even when he does something exceptional—like visit a war zone in Ukraine, or whip inflation—the people applauding him are thinking, Can’t. Stop. Staring. At. The antlers.

    Biden can’t shed these antlers. He’s going to wear them from now until November 5. If anything, they’ll probably grow.

    That said, there’s another point worth noting up front: Joe Biden is almost certainly the strongest possible candidate Democrats can field against Donald Trump in 2024.

    Biden’s strengths as a candidate are considerable. He has presided over an extraordinarily productive first term in which he’s passed multiple pieces of popular legislation with bipartisan majorities.

    Unemployment is at its lowest low, GDP growth is robust, real wage gains have been led by the bottom quartile, and the American economy has achieved a post-COVID soft landing that makes us the envy of the world. He has no major scandals. His handling of American foreign policy has been stronger and defter than any recent president’s.

    Moreover, he is a known quantity. The recent Michigan primary results underscored that Democratic voters don’t actually have an appetite for leaving Biden. In 2012, 11 percent of Michigan Democrats voted “uncommitted” against Barack Obama when he had no opposition. This week, with two challengers on the ballot and progressive activists whipping votes against Biden, the “uncommitted” vote share was just 13 percent. Biden is fully vetted, his liabilities priced in. Voters are not being asked to take a chance on him.

    This last part is crucial, because 2024 pits a current president against a former president, making both quasi-incumbents. If Biden was replaced, another Democrat would have her or his own strengths—but would be an insurgent. Asking voters to roll the dice on a fresh face against a functionally incumbent President Trump is a bigger ask than you might think.

    But the biggest problem plaguing arguments for Biden’s retirement is: Who then? Pretend you are a Democrat and have been handed a magical monkey’s paw. You believe that Biden is too old to defeat Trump and so you make a wish: I want a younger, more vigorous Democrat. There’s a puff of smoke and Kamala Harris is the nominee.

    Do you feel better about the odds of defeating Trump in nine months?

    You shouldn’t. Harris’s approval rating is slightly lower than Biden’s. People skeptical of her political abilities point to her time as vice president, but that’s not really fair: Very few vice presidents look like plausible successors during their time in office. (George H. W. Bush and Al Gore are the exceptions.)

    What should worry you about Harris is her 2020 campaign, which was somehow both disorganized and insular. She did not exhibit the kind of management skills or political instincts that inspire confidence in her ability to win a national campaign. Worse, she only rarely exhibited top-level-candidate skills.

    Harris had some great moments in 2020. Her announcement speech and first debate performance were riveting. But more often she was flat-footed and awkward. She fell apart at the Michigan debate in 2019 and never got polling traction. (My colleague Sarah Longwell likens Harris to a professional golfer who’s got the yips.)

    Some public polling on this question fills out the picture: Emerson finds Harris losing to Trump by three percentage points (Biden is down one point in the same poll). Fox has Harris losing by five points (it also has Biden down by one point). These are just two polls and the questions were hypothetical, but at best, you can say that Harris is not obviously superior to Biden in terms of electability. At worst, she might give Democrats longer odds.

    So you go back to the monkey’s paw with another wish: a younger, more vigorous Democrat who’s not Kamala Harris, please.

    I’m not sure how it would work logistically—would the Democratic Party turn its back on the sitting vice president?—but this is magic, so just roll with it. There’s a puff of smoke and Gavin Newsom walks onstage.

    Newsom is one of those people who, like Bill Clinton, has been running for president since he was 5 years old. Also like Clinton, Newsom is a good talker with some ideas in his head. But Clinton was a third-way Democrat from the Deep South at a time when the Democratic Party needed southern blue-collar voters. Today, the Democratic Party needs Rust Belt blue-collar voters—and Newsom is a liberal from San Francisco. Not a great starting position.

    Every non-Harris Democrat begins from a place of lower name recognition, meaning that there would be a rush to define them in the minds of voters. Republicans have convinced 45 percent of the country that Scrantonian Joe Biden is a Communist. What do you think they’d do with Newsom? In the Fox poll, he runs even with Vice President Harris at -4 to Trump. In the more recent Emerson poll, Newsom trails Trump by 10 points.

    Then there’s the eyeball test. Look at Newsom’s slicked-back hair, his gleaming smile, and tell me: Does he look like the guy to eat into Trump’s margins among working-class whites in Pennsylvania and Michigan?

    What about Pennsylvania and Michigan? You have only one wish left on the monkey’s paw, and Gretchen Whitmer and Josh Shapiro—popular governors who won big in swing states in 2022—are sitting right there. Maybe you should put one of them on the ticket in place of Biden?

    There’s some polling to back you up: Whitmer would probably beat Trump in Michigan and Shapiro would probably beat Trump in Pennsylvania.

    Nationally, it’s a much different question. I haven’t found anyone who’s polled Shapiro-Trump nationally, but Emerson and Fox both have Whitmer polling worse than Biden. (Emerson has Whitmer 12 points behind Trump.)

    Name recognition accounts for part of this gap, but not all of it. In 2022, Whitmer won her gubernatorial race by 11 points while Shapiro won by 15. But each ran against an underfunded MAGA extremist. In the Michigan poll pitting Whitmer against Trump, she leads by only six points; in the Pennsylvania poll with Shapiro, he leads Trump by 11. So even in states where everyone knows them, these potential saviors are softer against Trump than they were against their 2022 MAGA tomato cans.

    Sure, Whitmer and Shapiro seem like strong candidates at the midsize-state level. But you never know whether a candidate will pop until they hit the national stage. Scott Walker, Ron DeSantis, John Kerry, Mitt Romney, Kamala Harris—all of these politicians looked formidable too. Then the presidential-election MRI for the soul exposed their liabilities. Always remember that Barack Obama’s ascent from promising senator to generational political talent was the exception, not the rule.

    Let’s say that one of these not–Kamala Harris candidates is chosen at the Democratic National Convention in August. In the span of 10 weeks they would have to:

    1. Define themselves to the national audience while simultaneously resisting Trump’s attempts to define them.

    2. Build a national campaign structure and get-out-the-vote operation.

    3. Unify the Democratic Party.

    4. Fend off any surprises uncovered during their public (and at-scale) vetting.

    5. Earn credit in the minds of voters for the Biden economy.

    6. Distance themselves from unpopular Biden policies.

    7. Portray themselves as a credible commander in chief.

    8. Lay out a coherent governing vision.

    9. Persuade roughly 51 percent of the country to support them.

    Perhaps it’s possible. But that strikes me as a particularly tall order, even if one of them is a generational political talent. Which—again with the odds—they probably aren’t.

    We’ve got one final problem with the monkey’s paw: It doesn’t exist. If Biden withdrew from the race, the Democratic Party would confront a messy, time-consuming process to replace him. Perhaps a rigorous but amicable write-in campaign would produce a strong nominee and a unified party. But perhaps the party would experience a demolition derby that results in a suboptimal nominee and hard feelings.

    Or maybe party elites at a brokered convention would choose a good nominee. (This is the Ezra Klein scenario, and I’m sympathetic to it. Smoke-filled back rooms get a bad rap; historically they produced better candidates than the modern primary system.) But very few living people have participated in a brokered convention. It could easily devolve into chaos and fracture the moderate, liberal, and progressive wings of the party.

    The point is: Biden has a 50–50 shot. Maybe a little bit worse, maybe a little bit better—like playing blackjack. Every other option is a crapshoot in which the best outcome you can reasonably hope for is 50–50 odds and the worst outcome pushes the odds to something like one in three.

    Joe Biden is Joe Biden. He isn’t going to win a 10-point, realigning victory. But his path to reelection is clear: Focus like a laser on suburban and working-class white voters in a handful of swing states. Remind them that Trump is a chaos agent who wrecked the economy. Show them how good the economy is now. Make a couple of jokes about the antlers. And then bring these people home—because many of them already voted for him once.

    Having a sure thing would certainly be nice, given the ongoing authoritarian threat we face. But there isn’t one. Joe Biden is the best deal democracy is going to get.

    The United States must end “crazy” oil and gas subsidies to achieve its climate goals, but a stalled Congress is preventing President Joe Biden from taking action, U.S. climate envoy John Kerry told POLITICO.

    “The subsidies are crazy, and we have them still in the United States,” Kerry said in an interview with POLITICO’s Power Play podcast. “President Biden has said we’ve gotta get rid of these subsidies. But again … you have to legislate to do that and we’ve been pretty gridlocked in our country for a period of time.”

    As the U.S. heads into a presidential election year, Kerry said he hopes people will put aside “party labels” and “come together around good, common-sense solutions” to fight climate change. The U.S. diplomat, who is currently in Dubai for the COP28 summit, is preparing to welcome the U.S. Republican congressional delegation, slated to arrive in the United Arab Emirates later this week.

    Donald Trump, the American conservatives’ standard bearer and front-runner to win the Republican presidential nomination in 2024, has been notoriously skeptical on climate issues, even pulling the U.S. out of the Paris climate deal during his time in the White House.

    “I really look forward to meeting with the congressional delegation,” Kerry told POLITICO. “They have legitimate points of view about some ways to try to come at this problem. Not everybody has to attack it the same way.”

    Kerry also shrugged off COP28 President Sultan al-Jaber’s controversial remarks that there is “no science” behind demands for a fossil fuel phaseout. The comments, published by the Guardian, struck a chord with al-Jaber’s critics, who have long questioned whether the COP28 chief can credibly lead the climate talks given his other role as CEO of the UAE’s state-owned oil company, Adnoc.

    Al-Jaber’s comments may require “clarification,” Kerry told POLITICO, but he made it clear he is not withdrawing his long-standing support for the COP28 chief.

    “Look, he’s gotta decide how he wants to phrase it, but the bottom line is this COP needs to be committed to phasing out all unabated fossil fuel,” Kerry said. “That means we cannot allow the emissions to be going up for sure.”

    “I think he was saying that the science doesn’t dictate the methodology that you have to use,” he added. “You have to choose between many different ways of doing it.”

    As the COP28 host country, the UAE has also been under scrutiny for its role as a large oil producer and exporter, especially after leaked documents indicated the country planned to use the summit to push fossil fuel deals. 

    Kerry agreed the UAE must “cut [oil and gas production], and everybody needs to be reducing supply and demand.”

    “We all have to be part of hitting this goal of keeping the earth’s temperature limit to 1.5 degrees,” he said.

    DUBAI, United Arab Emirates — Some countries at the COP28 climate talks are lying about the potential for capturing the greenhouse gases fossil fuels emit, U.S. climate envoy John Kerry said.

    Kerry was speaking at an event on Friday evening on the sidelines of the U.N. COP28 climate talks in Dubai, where the nations of the world are wrangling over the draft of a pledge to end fossil fuel use.

    The deal has been forcefully opposed by fossil fuel-producing countries, including Saudi Arabia. Negotiators from Riyadh argue carbon pollution can be largely captured and buried using scrubbing technology that Kerry said remains largely unproven at the needed scale.

    “There are people here who want to just continue business as usual. And the great facade is: ‘Oh no, we’ll be able to capture everything,’” said Kerry, his voice hoarse from a chest cold. “No scientist tells me we can capture it all. Can’t do it. Can we capture some? Yes, and by the way, I’m for it.”

    Kerry said it was up to the gas industry “to show us they can capture all those emissions, to tell us whether it’s really going to be part of the future. But don’t lie to people and tell them it’s green. And don’t pretend to people that that’s the main alternative.”

    Kerry said the next few days of talks, which are scheduled to end Tuesday, would be “absolutely critical. Without any question whatsoever.”

    A draft text released on Friday by the United Arab Emirates government, which is hosting the conference, included several options for a deal between almost 200 countries to “phase out” fossil fuels — a phrase being pushed by small island states, the U.S. and the European Union. But it also included an option for no deal at all, which is the result many countries, including Saudi Arabia, China and Russia prefer.

    “I am concerned that not everyone is engaging in a constructive manner,” German climate envoy Jennifer Morgan said in a statement shared with reporters.

    Saudi negotiators have pushed for the deal to focus on the emissions that cause climate change, rather than the fuels that cause the emissions, UAE chief negotiator Hana Al Hashimi told reporters Saturday. That necessitates the use of carbon capture — but countries are divided over how much the technology can be used, versus the need to simply stamp out the use of the fuels.

    The EU is arguing for the deal at COP28 to include a stipulation that carbon capture and storage (CCS) only be used for the hardest sectors to cut out the use of fossil fuels, such as the manufacture of cement.

    “Make no mistake, we cannot CCS ourselves out of the problem,” said EU climate commissioner Wopke Hoekstra at a press conference Friday, adding that carbon capture and storage was “a minor part of the solution space.”

    Advocates for a fossil fuel phase-out deal believe it will scare investors away from fossil fuel projects. “One thing I know to absolute certainty,” Kerry said, “we are not going to go back to the old energy paradigm, you can absolutely bank on that. We are not going back.”

    DUBAI, United Arab Emirates — COP28 President Sultan al-Jaber’s controversial remarks that “no science” shows a fossil fuel phaseout is needed to hit climate goals may require “clarification,” U.S. climate envoy John Kerry told POLITICO. 

    Kerry’s remarks — his first reaction since the Guardian published al-Jaber’s comments on Sunday — show the U.S. diplomat is not withdrawing his long-standing support for the COP28 chief, despite ongoing concerns about al-Jaber’s other role as CEO of ADNOC, the UAE’s state-owned mega oil firm.

    “Look, he’s gotta decide how he wants to phrase it, but the bottom line is this COP needs to be committed to phasing out all unabated fossil fuel,” Kerry told POLITICO’s Power Play podcast with Anne McElvoy. 

    Speaking during an online event in November, al-Jaber said there was no scientific basis to conclude that a fossil fuel phaseout is needed to restrict global heating to 1.5 degrees Celsius — the most ambitious target of the Paris Agreement. Kerry tried to contextualize the remarks.

    “What I think he was saying, and maybe it came out the wrong way, I don’t know; I think he was saying that the science doesn’t dictate the methodology that you have to use,” he said. “You have to choose between many different ways of doing it. Maybe it happens through carbon capture, maybe it doesn’t” — a reference to the largely unproven technology that removes emissions before they enter the atmosphere. 

    In addition to al-Jaber’s dismissal of the science supporting a fossil fuel phaseout — a stance climate scientists quickly disputed — the COP28 president has also taken heat for leaked documents indicating the UAE planned to use the summit to push fossil fuel deals, allegations al-Jaber strenuously denied.

    Kerry has tried to walk a fine line for months with al-Jaber. He has embraced the choice to put an oil executive atop the climate talks, arguing it may help bring the industry to the table to negotiate much-needed cuts to greenhouse gas pollution. But the support has stood out amid the flood of dissent from climate advocates and scores of lawmakers in the U.S. and EU. 

    In his remarks at the online event, al-Jaber also argued that phasing out fossil fuels would not allow sustainable development “unless you want to take the world back into caves.” 

    Kerry encouraged people to listen to al-Jaber’s words at COP28 itself, which began last Thursday in Dubai and runs through mid-December: “I heard him definitively say in his opening comments to the entire COP that he is committed to 1.5 degrees and that we need to do all the things necessary to implement that.”

    When asked whether he would advise al-Jaber to clarify his remarks, Kerry said: “Maybe there’ll be a clarification. I don’t know, but I do know that the COP president’s position is that we have to achieve 1.5 degrees, and he has said that again and again.”

    On Monday, al-Jaber did offer some clarification in his first public appearance since the report was published. He took shots at the media portrayal of his comments, which he said ignored his previous remarks that it is “inevitable” and “essential” for the world to move off of fossil fuels.

    “One statement gets taken out of context with misrepresentation and misinterpretation — that gets maximum coverage,” he said during a press conference.

    Al-Jaber said the world must shave global emissions 43 percent this decade to have a chance at hitting the 1.5 degrees Celsius goal. On that point, he said he thought he had been “crystal clear.”

    “Let me just clarify where I stand on the science — I hope this time it gets picked up,” he stressed. “I am quite surprised at the constant attempt to undermine this message.”

    Jim Skea, who chairs the authoritative climate science body the U.N. Intergovernmental Panel on Climate Change, also defended al-Jaber during the press conference. Seated to the COP president’s left, Skea said al-Jaber has been “attentive” through one-on-one meetings about the science. 

    Still, al-Jaber is facing ongoing criticism for failing to address the UAE’s own rise in oil production. ADNOC may drill 42 percent more by 2030, according to recent projections.

    Speaking to POLITICO, Kerry agreed that the UAE must “cut [oil and gas production], and everybody needs to be reducing supply and demand.” 

    U.S. oil production, of course, also hit an all-time high this year.

    Al-Jaber has staked his credibility on acting as a pragmatic broker between climate negotiators and the oil and gas industry, where he is a major player. Over the weekend he revealed the fruits of that work: an alliance of 50 companies pledging to reduce their emissions.

    But on Sunday, U.N. Secretary-General António Guterres pooh-poohed the effort. “The promises made clearly fall short of what is required,” he said, noting the failure to address emissions from later burning the industry’s oil and gas. 

    “Integrity really matters,” said Guterres. “So there must be no room for greenwashing. And this also applies to what has been announced yesterday.”

    DUBAI — The vast, global efforts to arrest rising temperatures are imperiled and must accelerate, U.S. Vice President Kamala Harris told the world climate summit on Saturday. 

    “We must do more,” she implored an audience of world leaders at the COP28 climate talks in Dubai. And the headwinds are only growing, she warned.

    “Continued progress will not be possible without a fight,” she told the gathering, which has drawn more than 100,000 people to this Gulf oil metropolis. “Around the world, there are those who seek to slow or stop our progress. Leaders who deny climate science, delay climate action and spread misinformation. Corporations that greenwash their climate inaction and lobby for billions of dollars in fossil fuel subsidies.” 

    Her remarks — less than a year before an election that could return Donald Trump to the White House — challenged leaders to cooperate and spend more to keep the goal of containing global warming to 1.5 degrees Celsius within reach. So far, the planet has warmed about 1.3 degrees since preindustrial times.

    “Our action collectively, or worse, our inaction will impact billions of people for decades to come,” Harris said.

    The vice president, who frequently warns about climate change threats in speeches and interviews, is the highest-ranking face of the Biden White House at the Dubai negotiations.

    She used her conference platform to push that image, announcing several new U.S. climate initiatives, including a record-setting $3 billion pledge for the so-called Green Climate Fund, which aims to help countries adapt to climate change and reduce emissions. The commitment echoes an identical pledge Barack Obama made in 2014 — of which only $1 billion was delivered. The U.S. Treasury Department later specified that the updated commitment was “subject to the availability of funds.”

    Meanwhile, back in D.C., the Biden administration strategically timed the release of new rules to crack down on planet-warming methane emissions from the oil and gas sector — a significant milestone in its plan to prevent climate catastrophe.

    The trip allows Harris to bolster her credentials on a policy issue critical to the young voters key to President Joe Biden’s re-election campaign — and potentially to a future Harris White House run. 

    “Given her knowledge base with the issue, her passion for the issue, it strikes me as a smart move for her to broaden that message out to the international audience,” said Roger Salazar, a California political strategist and former aide to then-Vice President Al Gore, a lifetime climate campaigner. 

    Yet sending Harris also presents political peril. 

    Biden has taken flak from critics for not attending the talks himself after representing the United States at the last two U.N. climate summits since taking office. And climate advocates have questioned the Biden administration’s embrace of the summit’s leader, Sultan al-Jaber, given he also runs the United Arab Emirates’ state-owned oil giant. John Kerry, Biden’s climate envoy, has argued the partnership can help bring fossil fuel megaliths to the table.

    Harris has been on a climate policy roadshow in recent months, discussing the issue during a series of interviews at universities and other venues packed with young people and environmental advocates. The administration said it views Harris — a former California senator and attorney general — as an effective spokesperson on climate. 

    “The vice president’s leadership on climate goes back to when she was the district attorney of San Francisco, as she established one of the first environmental justice units in the nation,” a senior administration official told reporters on a call previewing her trip. 

    Joining Harris in Dubai are Kerry, White House climate adviser Ali Zaidi and John Podesta, who’s leading the White House effort to implement Biden’s signature climate law. 

    Biden officials are leaning on that climate law — dubbed the Inflation Reduction Act — to prove the U.S. is doing its part to slash global emissions. Yet climate activists remain skeptical, chiding Biden for separately approving a series of fossil fuel projects, including an oil drilling initiative in Alaska and an Appalachian natural gas pipeline.

    Similarly, the Biden administration’s opening COP28 pledge of $17.5 million for a new international climate aid fund frustrated advocates for developing nations combating climate threats. The figure lagged well behind other allies, several of whom committed $100 million or more.

    Nonetheless, Harris called for aggressive action in her speech, which was followed by a session with other officials on renewable energy. The vice president committed the U.S. to doubling its energy efficiency and tripling its renewable energy capacity by 2030, joining a growing list of countries. The U.S. also said Saturday it was joining a global alliance dedicated to divorcing the world from coal-based energy. 

    Like other world leaders, Harris also used her trip to conduct a whirlwind of diplomacy over the war between Israel and Hamas, which has flared back up after a brief truce.

    U.S. National Security Council spokesperson John Kirby said Harris would be meeting with “regional leaders” to discuss “our desire to see this pause restored, our desire to see aid getting back in, our desire to see hostages get out.”

    The war has intruded into the proceedings at the climate summit, with Israeli President Isaac Herzog and Palestinian Authority leader Mahmoud Abbas both skipping their scheduled speaking slots on Friday. Iran’s delegation also walked out of the summit, objecting to Israel’s presence.

    Kirby said Harris will convey “that we believe the Palestinian people need a vote and a voice in their future, and then they need governance in Gaza that will look after their aspirations and their needs.”

    Although Biden won’t be going to Dubai, the administration said these climate talks are “especially” vital, given countries will decide how to respond to a U.N. assessment that found the world’s climate efforts are falling short. 

    “This is why the president has made climate a keystone of his administration’s foreign policy agenda,” the senior administration official said.

    DUBAI, United Arab Emirates — The U.N. climate summit kicked off Thursday with a parade of wealthy nations offering big-money pledges to help poorer countries cope with the ravages of a warming world — a surprise that turns up the pressure on countries like China to open their checkbooks.

    Leading the charge was the summit’s oil-rich host, the United Arab Emirates, whose $100 million (€92 million) vow seemed designed to defuse months of criticism about whether it can serve as an honest broker in talks about ending the world’s fossil fuel dependence. Its offer matched one from Germany.

    The maneuver certainly turned heads — and kicked off a cascade of contributions, making for a remarkable opening day at the 28th annual COP conference. The European Union said it would give at least €225 million for the fund (including Germany’s pledge). The United Kingdom tossed in £40 million, or approximately €46 million.

    Trailing far behind: the United States, at $17.5 million, or roughly €16 million.

    Suddenly, it was the UAE getting the praise. EU climate envoy Wopke Hoekstra thanked the country for “leading the way for new donors.” 

    He added: “Thanks to the EU’s efforts, the fund is open to contributions from all parties that have the capacity to pay.”

    His comment was a clear nod to the fact that the pledge transcended a decades-old divide in climate talks between “developed” and “developing” nations, particularly on financial matters. Many activists and climate-vulnerable countries have long argued that rich, industrialized countries responsible for the bulk of planet-warming emissions should take the lead on funding climate action. Even the Paris Agreement echoes this point.

    Now, however, the spotlight will turn to countries like China, the world’s second-largest economy, and Saudi Arabia and Qatar, two small yet affluent countries. All three are still considered “developing countries” under the U.N. climate framework despite amassing considerable wealth in recent generations.

    “We are building bridges between traditional donor countries and new, non-traditional donors,” said German Development Minister Svenja Schulze, who announced Berlin’s $100 million contribution via video link in the plenary, in a statement.

    Without mentioning any country in particular, she added: “After all, many countries that were still developing countries 30 years ago can now afford shouldering their share of responsibility for global climate-related loss and damage.”

    An age-old battle

    Most developing countries want to maintain their existing categorization, which harkens back to an early rubric used to define which countries are rich and poor. 

    But developed countries like the U.S. and those in Europe are campaigning for high-polluting emerging economies to contribute funding, a push aimed at broadening the donor base as financial needs grow.

    The countries’ commitments will go into what’s known as a “loss and damage” fund in U.N. jargon. The money is intended to help compensate for the destruction wrought by extreme weather and other consequences of global warming.

    Delegates from nearly 200 countries signed off on the initiative only hours into the summit, a positive sign given the issue was mired in fractious talks in the weeks before COP. 

    The U.S. pledge, small as it was, was still notable given that Washington has historically been reluctant to offer specific dollar amounts for the new fund. In recent weeks Biden administration officials have indicated their support for the fund but said they wanted to see it finalized before considering donations.

    That said, even the $17.5 million may never come to fruition, as the White House could need sign-off from a Republican-controlled House that has been hostile to such efforts and is already stymied on other international aid decisions. 

    Still, U.S. climate envoy John Kerry was bullish on Thursday. 

    “We also expect the fund to be up and running quickly,” he said. “We expect that will help address priority gaps in the current landscape of support, and we expect it will draw from a wide variety of sources.”

    In the absence of direct bilateral aid, the U.S. is working to draw in more money from the private sector and has supported the idea of funding from more innovative sources, which could include things like levies on air travel. 

    Behind the U.S. was Japan, which said it would give $10 million. 

    “While the overall signal from today’s pledges is positive, it is disappointing that the United States and Japan chipped in so little,” said Ani Dasgupta, president of the World Resources Institute. “Given the size of their economies, there is simply no excuse for their contributions to be far eclipsed by others.”

    Dasgupta called the UAE pledge “particularly notable,” since it broadens the group of nations providing climate finance.

    Making history

    The deluge of announcements came after delegates approved the framework for the new climate disaster fund, a landmark decision that prompted a standing ovation at the summit.

    “We have delivered history today,” COP28 President Sultan al-Jaber — who also heads the UAE’s state-owned oil company — told delegates, adding that this marks “the first time a decision has been adopted on Day One at any COP.”

    Delegations and civil society organizations broadly welcomed Thursday’s announcements and U.N. climate chief Simon Stiell said the development gave the conference “a running start.” 

    But some warned of a yawning gap between the initial pledges and countries’ financing needs.

    “The initial funding pledges are clearly inadequate and will be a drop in the ocean compared to the scale of the need they are to address,” said Mohamed Adow, director of the nonprofit Power Shift Africa. 

    “In particular, the amount announced by the U.S. is embarrassing for President Biden and John Kerry,” he added. “It just shows how this must be just the start.”

    As for China, “I don’t think they will pledge,” said Li Shuo, director of the China Climate Hub at the Asia Society Policy Institute. “But this highlights the urgency for China to consider its evolving responsibilities when it comes to finance.” 

    Still, the $200 million from Germany and the UAE will cover the cost of getting the fund set up under the World Bank, allowing additional pledges to flow into the fund itself. 

    “This day is doubly auspicious due to the immediate commencement of the capitalization process,” said Pa’olelei Luteru, a Samoan diplomat who chairs an alliance of island nations long pushing for the fund. 

    “This is an encouraging beginning,” he added, “but there is much work ahead of us.”

    Last week’s surprise deal between China and the United States may provide a boost to the climate talks in Dubai — but the two powers remain at odds on tough questions such as how quickly to shut down coal and who should provide climate aid to developing nations.

    The world’s top two drivers of climate change are also divided by a thicket of disagreements on trade, security, human rights and economic competition.

    The good news is that Washington and Beijing are talking to each other again and restarting some of their technical cooperation on climate issues, after a yearlong freeze. That may still not be enough to get nearly 200 nations to commit to far greater climate action at the talks that begin Nov. 30.

    The two superpowers’ latest detente creates the right “mood music” for the summit, said Alden Meyer, a senior associate at climate think tank E3G. “But it still is not saying that the world’s two largest economies and two largest emitters are fully committed to the scale and pace of reductions that are needed.”

    The deal, announced after a meeting this month between U.S. climate envoy John Kerry and his Chinese counterpart Xie Zhenhua, produced an agreement to commit to a series of actions to limit climate pollution. Those include accelerating the shift to renewable energy and widening the variety of heat-trapping gases they will address in their next round of climate targets.

    U.S. President Joe Biden and Chinese leader Xi Jinping endorsed that type of cooperation after a meeting in California on Wednesday, saying they “welcomed” positive discussions on actions to reduce greenhouse gas emissions during this decade, as well as “common approaches” toward a successful climate summit. Biden said he would work with China to address climate finance in developing countries, a major source of friction for the U.S.

    “Planet Earth is big enough for the two countries to succeed,” said Xi ahead of his bilateral with Biden.

    But the deal leaves some big issues unaddressed, including specific measures for ending their reliance on fossil fuels, the main contributor to global warming. And the two countries are a long way from the days when a surprise U.S.-Chinese agreement to cooperate on climate change had the power to land a landmark global pact.

    That puts the nations in a dramatically different place than in 2014, when Xi and then-President Barack Obama made a historic pledge to jointly cut their planet-warming pollution, paving the way for the landmark Paris Agreement to land in 2015.

    Even a surprise joint deal between the two nations in 2021 failed to ease friction, with China emerging at the last minute to oppose language calling for a phase-out of coal power. The summit ended with a less ambitious “phase-down.”

    A year later, a visit to Taiwan by then-U.S. House Speaker Nancy Pelosi angered Beijing so much that Xi’s government canceled dialogue with the United States on a host of issues, including climate change. China, which claims that Taiwan is part of its territory, alleged that the visit had undermined its sovereignty.

    The two countries’ struggles to find comity have come at the worst possible moment — at a time when rapid action is crucial to preventing climate catastrophe. A growing number of factors has threatened to widen the U.S.-Chinese wedge further, including their competition for supremacy in the market for clean energy.

    Two nations at odds

    While the U.S. has contributed more greenhouse gases to the atmosphere than any other nation during the past 150 years, China is now the world’s largest climate polluter — though not on a per capita basis — and it will need to stop building new coal-fired power for the world to stand a chance of limiting rising temperatures.

    The recent agreement hints at that possibility by stating that more renewables would enable reductions in the generation of oil, gas and coal, helping China peak its emissions ahead of its current targets.

    The challenge will be bridging the countries’ diverging approaches to climate issues.

    The Biden administration is urging a rapid end to coal-fired power, which is waning in the U.S., even as it permits more oil drilling and ramps up exports of natural gas — much of it destined for Asia.

    At the same time, it wants the United States to claim a larger role in the clean energy manufacturing industry that China now dominates, and is seeking to loosen China’s stranglehold on supply chains for products such as solar panels, electric cars and the minerals that go into them. It’s also pressuring Beijing to contribute to U.N. climate funds, saying China’s historic status as a developing country no longer shields it from its responsibility to pay.

    China sees the U.S. position as a direct challenge to its economic growth and energy security.

    Beijing wants to protect the use of coal and defend developing countries’ access to fossil fuels. It has also backed emerging economies’ demands that rich countries pay more to help them deploy clean energy and adapt to the effects of a warmer world. China says it already helps developing countries through South-South cooperation and points to a clause in the 2015 Paris Agreement that says developed countries should lead on climate finance.

    Hanging over the talks is also the prospect of a change of administration in the U.S., and continued efforts by Republicans to vilify Beijing and accuse the Biden administration of supporting Chinese companies through its climate policies and investments. And as China’s response to Pelosi’s trip underscored, climate cooperation remains hostage to other tensions in the two countries’ relationship, a dynamic likely to heighten in the coming year as both Taiwan and the U.S. hold presidential elections.

    One challenge is that China doesn’t seem to see much to gain from offering more ambitious climate actions amid worsening relations with other countries, said Kevin Tu, a non-resident fellow at the Center on Global Energy Policy at Columbia University and an adjunct professor at the School of Environment at Beijing Normal University.

    “In the past several years, China has voluntarily upgraded its climate ambitions a few times amid rising geopolitical tensions,” Tu said, pointing to its 2020 pledge to peak and then zero out its emissions. “So China does not necessarily have very strong incentive to further upgrade its climate ambition.”

    The divide between the two nations has created a dilemma for some small island nations that often walk a fine line between negotiating alongside China at climate talks while pushing for more action to scale back fossil fuels.

    “The U.S. is trying to drag everyone to talk about an immediate coal phase-out,” Ralph Regenvanu, climate minister for the Pacific island nation of Vanuatu, said during a recent call with reporters, calling the effort a “U.S.-versus-China thing.”

    “But we also need to talk about no more oil or gas as well,” he added.

    Operating on its own terms

    The dynamic between China and the U.S. will either drag down or bolster the ambitions of countries updating their national climate pledges, a process that begins at the close of COP28. Nations are already woefully behind cuts needed to hit the goals they laid out in Paris.

    China’s new 10-year targets will be crucial for meeting those marks, given that China accounts for close to 30 percent of global greenhouse gas emissions and that it plans to build dozens of coal-fired power plants in the coming years. The U.S., and many other countries, will be looking for greater commitments from China — whether that’s modifying what it means by phasing down coal or setting more stringent targets.

    China has pledged to peak its carbon emissions before 2030 and zero them out before 2060, a decade later than the United States has promised to reach net-zero. Beijing is unlikely to accelerate that timeline, in part because — analysts say — its philosophy is fundamentally different from that of the U.S.: underpromise and overdeliver.

    Even without committing to more action, China’s massive investments in low-carbon energy installations — twice that of the United States — may inadvertently help the country achieve its peaking target early, some analysts say.

    A complicated picture

    If the Trump years drove China further from America, the global pandemic and resulting economic slowdown that started during his final year didn’t bring it closer. And the energy crunch stemming from Russia’s war with Ukraine cemented China’s drive for reliable energy to meet the rising needs of its 1.4 billion people. That created a coal boom.

    Meanwhile, China heavily subsidized the expansion of wind, solar and electric vehicle production. Its clean energy supply chain dominance has lowered the global costs for those technologies but drawn scorn from the U.S. as it tries to rebuild its own domestic manufacturing base.

    China has turned more combative in response. Rather than work with the U.S. to make joint announcements on climate action, Xi has made clear that China’s climate policy won’t be dictated by others. At G20 meetings, China has aligned with Saudi Arabia and Russia in opposing language aimed at phasing out fossil fuels.

    “At the end of the day, it’s harder to make a claim that China needs the U.S. and it’s harder to make the claim that the U.S. can rely on China,” said Cory Combs, a senior analyst at policy consulting firm Trivium China.

    Wealthy countries’ inability to deliver promised climate aid to vulnerable countries hasn’t helped. While China remains among the bloc of developing nations in calling for more action on climate finance, it also points to the investments it’s making in the Global South through its Belt and Road infrastructure initiative and bilateral aid. 

    A foreign diplomat who asked for anonymity to speak openly said China has resisted pressure to contribute money to a climate fund that would help developing countries rebuild after climate disasters and would likely push back against a focus on its continued build out of coal-fired power plants.

    “Anything that would signal that they would need to do more is something that gets blocked,” the person said.

    China did release a plan earlier this month to cut emissions of the potent greenhouse methane, delivering on a promise it had made in a joint declaration with the U.S. at climate talks in 2021. But it has still not signed onto a global methane pledge led by the U.S. and the European Union.

    All that amounts to a complicated picture for the U.S.-Chinese relationship and its broader impact on global climate outcomes.

    “The U.S.-China talks will help stabilize the politics when countries meet in the UAE, but critical issues such as a fossil fuel phase-out still require much [further] political efforts,” said Li Shuo, incoming director of the China climate hub at the Asia Society Policy Institute.

    “It’s very much about setting a floor,” and the talks in Dubai still need to build out from there, Shuo added.

    He argues in a recent paper that China will subscribe to targets it sees as achievable and will continue to side with developing countries on climate finance. Chinese government officials are cautious about what they’re willing to commit to internationally, which sometimes serves as a disincentive for them to be more ambitious, he said.

    The calculation is likely to be different for Biden’s team, who “want a headline that the world agrees to push China,” said David Waskow, who leads the World Resources Institute’s international climate initiative.

    Not impossible

    The power of engagement can’t be completely written off, and in the past it has proven to have a positive effect on the U.S.-China relationship.

    “[Climate] sort of was a positive pillar in the relationship,” said Todd Stern, Obama’s former chief climate negotiator. “And it came to be a thing where when the two sides have come to get together, it was like, ‘What can we get done on climate?’”

    Engagement with China at the state and local level and among academics and research institutes has potential — in large part because it’s less political, said Joanna Lewis, a professor at Georgetown University who closely tracks China’s climate change approach.

    There could also be opportunities to separate climate from broader bilateral tensions.

    “I do feel like there’s that willingness to say, ‘We recognize our roles, we recognize our ability to have that catalytic effect on the international community’s actions,’” said Nate Hultman, director of the University of Maryland’s Center for Global Sustainability and a former senior adviser to Kerry. “It doesn’t solve all the world’s issues going into the COP, but it gives a really strong boost to international discussions around what we know we need to do.”

    A Brussels promise has exposed the yawning gap between the United States and European Union over payments to climate-ravaged countries — just ahead of a major climate summit.

    The vow came Monday from Wopke Hoekstra, the EU’s climate commissioner, who said the EU was “ready to announce a substantial financial contribution” for a new climate damage fund. 

    The pronouncement flew in the face of the more cautious U.S. approach — and will inevitably raise pressure on Washington and other wealthy governments to follow suit. 

    The emerging divide reflects how contentious the debate is over a fund to support countries scarred by extreme weather and other global warming harms, often referred to as “loss and damage.” Even settling on a framework for the fund faced challenges until climate negotiators reached a fragile agreement earlier this month in Abu Dhabi. 

    The dispute has often pitted rich, heavy-emitting countries like the U.S. and the EU against the developing countries facing the impacts of those emissions. But long-simmering differences between Brussels and Washington are now also bubbling over as the new fund takes shape — especially as calls mount for wealthy countries to pay up.

    In Abu Dhabi, Germany’s lead negotiator went out of her way to clarify that even though she was speaking for a group of developed countries, “our constituency is not one single group with one single voice.” 

    That transatlantic divide risks complicating rich countries’ efforts to get developing nations to sign up for more ambitious climate action at the COP28 climate summit starting later this month in Dubai. Cracks in the EU-U.S. alliance will make negotiating against the likes of China and Saudi Arabia trickier, and Washington’s reluctance to pay is impeding efforts to build trust between the poorest and most vulnerable nations and those with the resources to help them. 

    U.S. climate envoy John Kerry told an event on Friday he was “confident” that Washington would contribute “several millions,” though it’s unclear when it could be delivered. The Biden administration has struggled to get finance for international climate efforts through Congress and tends to take a more hardline stance on climate disaster funding — for both strategic and ideological reasons. 

    The EU is no longer waiting around. 

    “We, the EU, are not only prepared to lead, but we are capable of showing leadership,” a senior EU diplomat, granted anonymity to speak candidly about the matter, told POLITICO. 

    Differing philosophies 

    The divide stems partly from a different sense of the moral responsibility borne by the U.S. and EU. 

    As the climate talks earlier this month concluded in Abu Dhabi, European representatives reluctantly supported the framework, while the U.S. continued to press for changes even after the meeting had ended, claiming the adopted text was “not a consensus document.”

    A State Department official told POLITICO the U.S. “did not consider it sufficiently clear what the members were being asked to agree to, particularly on the issue of sources of funding.” The text has now been clarified, the official added, putting the U.S. in a position to welcome the negotiators’ recommendations. 

    “So I hope we’re going to avoid an implosion in Dubai because we now have agreed … on the way in which we can manage this fund,” Kerry said on Friday. 

    But the tiff over punctuation — the Americans were largely concerned about the placement of a comma they argued could indicate developed countries had a particular responsibility to pay — is another sign of the divergence between Washington and Brussels. 

    The EU and the U.S. are aligned on core issues: Both want a fund for vulnerable countries that doesn’t pin a unique responsibility on developed countries to provide the cash. 

    But Europe has been more comfortable with a document calling on wealthy nations to take the lead on money. “These distinctions can cut in both directions — if we’re taking the lead, then we’re expecting someone else to follow,” the EU diplomat said. 

    The EU’s more relaxed approach stands in contrast to Washington’s obsession with legally watertight language. The U.S. worries that any suggestion that rich polluting nations might have a responsibility toward countries hit by climate disasters could lead to legal obligations to pay compensation. 

    “As always, the European team is more flexible, and they’re the first who are ready to invest,” said Gayane Gabrielyan, Armenia’s deputy environment minister, who participated in the Abu Dhabi talks.

    America’s political trump card

    Cash-strapped countries argue such financial pledges are the incentive they need to make their own emissions-slashing commitments.

    “You can’t ask developing countries to have a faster, greater green transformation than any developed country ever did and then on the other side say, ‘Oh, well we feel no obligation, and feel no responsibility for their climate loss and damage,’” said Avinash Persaud, climate envoy of Barbados, who participated in the talks in Abu Dhabi. 

    “I think the Europeans get that but our American partners don’t always appear to — or local politics trumps that,” he added. 

    Those politics are quite tricky for the U.S., however. President Joe Biden must get international climate finance pledges through Congress — a momentous challenge given the Republican-controlled House and a slim Democratic majority in the Senate, not to mention a potential looming government shutdown that would stall all funding bills. 

    Officials bring that challenge with them into climate finance negotiations, observers say.

    “They try to create funds or agreements that are going to be more palatable in Congress,” said Brandon Wu, director of policy and campaigns at ActionAid USA. “But historically, the results of that has been the U.S. has just consistently watered stuff down and has not been a reliable partner in joining agreements or contributing funds.”

    That’s true for all kinds of climate funding, not just loss and damage. When Germany hosted a replenishment conference of the U.N.’s Green Climate Fund last month, Berlin put forward a record €2 billion, with other EU countries also contributing. The U.S. pledged nothing. 

    In another interview on Friday in Singapore, Kerry promised that Washington would “make a good-faith effort” when it comes to helping victims of climate disasters. 

    “But we need everyone to take part — it can’t be just a few countries, we need everyone to help to the degree that they can,” he said. 

    Leading or ceding leverage?

    Some see the Europeans’ flexibility as a strategic mistake. 

    A former U.K. official, granted anonymity in order to discuss a sensitive diplomatic matter, said that at last year’s COP27 in Egypt, the European Commission team undermined the position of other wealthy countries by backing a climate disaster fund before developing countries had agreed to cut emissions in return.

    The EU appears to have taken that message on board this year, with Hoekstra strongly implying Brussels will use climate disaster funding as a bargaining chip to obtain emission-cutting concessions.

    If countries make enough pledges at COP28 to slash emissions, the new climate disaster fund “can be launched in Dubai, with the first pledges, too,” he said in a speech in Kenya last week. “Because if we don’t cut greenhouse gas emissions, no amount of money will be able to pay [for] the damages.” 

    But the EU is already gathering money. A senior European climate negotiator, who could only speak on condition of anonymity because of their sensitive position, said Hoekstra had been touring European capitals asking them to prepare contributions, something the Commission would not confirm but did not deny. 

    No official POLITICO spoke to would say on the record whether and how much their country would pay into the fund — except for Denmark’s climate minister Dan Jørgensen. 

    “We were the first country to pledge money last year … and we will also be ready to do that again now,” Jørgensen told POLITICO and four European newspapers last week, promising a “generous pledge.” 

    Asked for more details later, his office asked POLITICO not to publish the comment — implying that the minister should not have revealed Denmark’s intention to pay just yet. 

    Still, the EU let the cat out of the bag on Monday with its promise to pay into the fund, even as it declined to detail how much. The precise amount, a diplomat from a European country represented at the recent loss and damage talks, was the “big fat carrot” in the COP28 negotiations.  

    But asked if Brussels was also bringing a stick to Dubai, the diplomat conceded: “I think the Americans are the ones swinging a stick.”

    Every so often, someone asks me who my favorite politicians to write about over the years have been. I always place Bill Richardson, the longtime congressman and former governor of New Mexico, near the top of my list. I once mentioned this to Richardson himself.

    “How high on the list?” he immediately wanted to know. “Top 10? Top three? I get competitive, you know.”

    Richardson died in his sleep on Friday, at age 75. I will miss covering this man, the two-term Democratic governor, seven-term congressman, United Nations ambassador, energy secretary, crisis diplomat, occasional mischief magnet, and freelance hostage negotiator who even holds the Guinness World Record for the politician who’s shaken the most hands—13,392—in an eight-hour period.

    “Make sure you mention that Guinness World Record thing,” Richardson urged me the first time I wrote about him, in 2003. “The handshake record is important to me.”

    Why? I asked. “Because it shows that I love politics,” he replied. “And I do love politics. I love to campaign. I love parades. I don’t believe I’m pretentious. I’m very earthy.”

    But why was the fact that he loved politics important?

    “Because I’m sick of all these politicians these days who are always trying to convince you that they are not really politicians,” Richardson went on. I had noticed this phenomenon as well, and it holds up: that the slickest and most unctuous people you encounter in politics are often the ones who spend the most energy trying to convince you they hate politics and are in fact “not professional politicians.”

    “I don’t mind being called a ‘professional politician,’” Richardson added. “It’s better than being an amateur, right?”

    Richardson was an original. Born to a Mexican mother and an American businessman, he spent much of his childhood in Mexico City and identified strongly as Latino. He served as chair of the Congressional Hispanic Caucus in the 1980s and was the only Latino governor in America during his two terms in Santa Fe. Richardson spoke often about how his dual ethnic and cultural identities placed him in advantageous and sometimes awkward positions—“between worlds” (which he’d use as the title of his 2005 memoir).

    His identities also placed Richardson in big demand as probably the most prominent Latino elected official in the country at the time. He absolutely loved being in big demand, and was milking his coveted status as much as possible when I first encountered him. That September, all of the 2004 Democratic candidates for president—John Kerry, Howard Dean, John Edwards, etc.—were straining to pay respects to Richardson after a debate in Albuquerque.

    I was working for the Washington Post Style section at the time, and I found Richardson’s full-frontal “love of the game” quite winning. He was over-the-top and unabashed about the enjoyment he derived from the parade of candidates coming before him. “It’s fun to get your ring kissed,” Richardson told me that night, though he might not have said ring.

    We were walking into a post-debate reception for another candidate, Senator Joe Lieberman. Like most of the Democratic VIPs in Albuquerque that night, Lieberman was an old friend of Richardson’s; they’d worked together on the 1992 Democratic Party platform committee.

    “I wore this to curry favor with you,” Lieberman told Richardson, pointing to a New Mexico pin on his jacket. “You also saw that I spoke a little Spanish in [the debate].”

    “I thought that was Yiddish,” Richardson said. Lieberman then got everyone’s attention and offered a toast to El Jefe.

    Richardson let me ride around with him in the back of his SUV while he tried to hit post-debate receptions for all of the candidates. I noted that he’d instructed the state police driver to keep going faster and faster on Interstate 40—the vehicle hit 110 miles an hour at one point. When I mentioned the triple-digit speed in my story, it caused a bit of a controversy in New Mexico. Ralph Nader made a stink. (“If he will do this with a reporter in the car,” Nader said, according to the Associated Press, “what will they do when there’s no reporter in the car?”)

    The next time I saw Richardson, a few months later, he shook his head at me and tried to deny that the vehicle was going 110.  I held my ground.

    “Oh, whatever. Fuck it,” Richardson said. “That was fun, wasn’t it?”

    Richardson ran for president in 2008, but he quit after finishing fourth in both Iowa and New Hampshire. I had since moved on to The New York Times and used to run into him on the campaign circuit. A few weeks after he dropped out, I went down to Santa Fe to interview him about the lengths that the two remaining Democratic candidates—Barack Obama and Hillary Clinton—were going to in an attempt to win his endorsement. Another Bill Richardson primary! What could be more fun?

    “Oh, the full-court press is on like you wouldn’t believe,” he told me. The “political anthropology” of this was quite interesting too, he added. “Barack is very precise,” like a “surgical bomb,” Richardson said. “The Clintons are more like a carpet bomb.” He relished my interest in the pursuit of him.

    “I want to make it clear that I’m not annoyed by any of this,” Richardson said of the repeated overtures he was getting from the candidates and their various emissaries. I quoted him saying this in the Times, but not what I said in response to him in the moment: “No shit, governor.”

    I’ll admit that the notion of a pol who loves the game seems quite at odds with the tenor of politics today. People now routinely toss out phrases like our democracy is at stake and existential threat to America, and it’s not necessarily overheated. Fun? Not so much.

    But thinking about Richardson makes me nostalgic for campaigns and election nights that did not feel so much like political Russian roulette. Presidency or prison? Suspend the Constitution or preserve it? Let’s face it: Death threats, mug shots, insurrections, and white supremacists are supreme buzzkills.

    Richardson made it clear to me that he’d loved running for president—it was one of the best times of his life, he said—and he missed the experience of it almost as soon as he got out. But what he really wanted was, you know, the job. “I would have been a good president,” he said in Santa Fe in 2008. “I still believe that. Please put that in there, okay?”

    If nothing else, the Clinton-Obama courtship was a nice cushion for Richardson as he tried to ease back into life in the relative quiet of his governor’s office. It also, he said, might get him a gig in the next administration. Richardson was 60 at the time and said he envisioned “a few more chapters” for himself in public life. Richardson told me he would have loved to be someone’s running mate or secretary of state.

    “I’m not pining for it, and if it doesn’t happen, I’ve had a great life,” he told me. “I’m at peace with myself.”

    He wound up endorsing Obama, who, after he was elected, nominated Richardson to be his secretary of commerce—only to have Richardson withdraw over allegations of improper business dealings as governor (no charges were filed).

    Richardson devoted the last stage of his career to his work as a troubleshooting diplomat and crisis negotiator. He would speak to thugs or warlords, drop into the most treacherous sectors of the globe—North Korea, Myanmar—if he thought it might help secure the release of a hostage.  Among the many tributes to Richardson this past weekend from the highest levels (Joe Biden, Obama, the Clintons), I was struck most by the ones from some of the people who knew directly the ordeals he worked to end: the basketball star Brittney Griner and the Washington Post journalist Jason Rezaian, who called Richardson “a giant—the first giant—in American hostage diplomacy.”

    The last time I saw Richardson was a few years ago, in the pre-pandemic Donald Trump years—maybe 2018 or 2019. We had breakfast at the Hay-Adams hotel, near the White House. I remember asking him what he called himself those days, what he considered his current job title to be.

    Richardson shrugged. “‘Humanitarian,’ maybe?” he said. But he worried that it sounded pretentious.

    China will follow its own path to cut carbon emissions, leader Xi Jinping vowed Tuesday, as US climate envoy John Kerry called for faster action to confront the climate crisis in a high-profile visit to Beijing.

    Xi told a national conference on environmental protection that China’s commitment to its duel carbon goals – reaching a carbon peak by 2030 and carbon neutrality by 2060 – is “unwavering,” according to state news agency Xinhua.

    “But the path, method, pace and intensity to achieve this goal should and must be determined by ourselves, and will never be influenced by others,” he said.

    The comments came as Kerry met China’s Premier Li Qiang and top diplomat Wang Yi Tuesday, with Washington and Beijing – the world’s two largest polluters – resuming their long-stalled climate talks amid scorching heat waves across much of the globe.

    In the meeting with Li, Kerry stressed the “need for China to decarbonize the power sector, cut methane emissions, and reduce deforestation,” a spokesperson for the US State Department said in a statement.

    He also urged China to “take additional steps to enhance its climate ambition in order to avoid the worst impacts of the climate crisis.”

    China has invested heavily in clean energy in recent years. Its solar capacity is now greater than the rest of the world combined, and the country is also leading the world in wind capacity and electric vehicles.

    On the other hand, it has accelerated the approval of new coal plants due to a renewed focus on “energy security,” sparking concerns from environmentalists that these new projects will make the shift away from coal slower and more difficult.

    But Xi’s remarks at the conference suggest that China has no desire to be pushed, or be seen to cave to pressure – especially from the United States.

    China and the US are the world’s two biggest greenhouse gas emitters, so any attempt to address the climate crisis will need to involve deep emissions cuts from these two powerhouse nations.

    China’s emissions are more than double those of the US, but historically, the US has emitted more than any other country in the world.

    China and other fast developing nations have long argued that the world’s richest countries, especially those in the West, were able to become wealthy while churning out huge carbon emissions for decades.

    Relations between the US and China are at their worst in years with the world’s two largest economies feuding over a host of issues, from geopolitics to trade and technology.

    The US has said climate cooperation with China should be a standalone issue, separate from their disputes.

    But Beijing views it differently. Last year, it cut off climate talks with the US in protest at then-House Speaker Nancy Pelosi’s visit to Taiwan – in the middle of the worst heat wave China had seen in six decades.

    It also halted cooperation on other common causes issues, including communications between military and law enforcement.

    That difference in views has been on full display in Beijing, even as the two sides return to the table to restart talks.

    When meeting Wang, China’s top diplomat, on Tuesday, Kerry stressed the two countries “cannot let bilateral differences stand in the way of making concrete progress” on climate cooperation.

    But Wang insisted this cooperation “cannot be separated from the overall environment of Sino-US relations.” He urged the US to pursue a “rational, pragmatic and positive policy toward China” and “properly handle the Taiwan issue,” referring to the democratic self-ruled island that Beijing claims sovereignty over.

    On Wednesday, Kerry reiterated his message to Chinese Vice-President Han Zheng that climate should be handled separately from broader diplomatic issues, Reuters reported.

    Acknowledging the diplomatic difficulties between the two sides in recent years, Kerry said climate should be treated as a “free-standing” challenge that requires the collective efforts of the world’s largest economies to resolve, according to Reuters.

    BEIJING — In the third high-level U.S. official visit to China in about a month, U.S. special envoy for climate John Kerry emphasized efforts to stabilize the bilateral relationship.

    “Now we’re in a place where because of the efforts of President Biden and President Xi to try to stabilize the relationship, we can now I hope, make progress between now and the meeting in the UAE, in December, of COP 28,” Kerry said Tuesday, in opening remarks at a meeting with Chinese Premier Li Qiang.

    About a week earlier, Li met with U.S. Treasury Secretary Janet Yellen in the same building. In late June, U.S. Secretary of State Antony Blinken also met there with Chinese President Xi Jinping.

    Blinken’s visit brought a thaw to increasingly frigid relations in which climate talks, one of the few areas of cooperation, have even seen temporary suspension.

    The U.S. and China are also the world’s largest polluters. In recent weeks, global temperatures have climbed to record highs.

    Our hope is now that this could be the beginning of a new definition of collaboration and the capacity to resolve the differences between us.

    The world faces great “challenges” in responding to climate change, Li said.

    “It is incumbent upon China, the United States, and indeed all countries in the world to strengthen coordination with consensus and speed of actions,” he said, according to an official translation of his Mandarin-language remarks.

    Earlier on Tuesday, Kerry also emphasized stability in his meeting with China’s top diplomat, Wang Yi.

    “Biden is very committed to stability within this relationship and also to achieve efforts together, that can make a significant difference in the world,” Kerry said.

    “Our hope is now that this could be the beginning of a new definition of collaboration and the capacity to resolve the differences between us.”

    Climate talks between the U.S. and China were temporarily suspended after then-House Speaker Nancy Pelosi visited Taiwan in August last year, drawing the ire of Beijing.

    China considers the democratically self-ruled island as part of its territory.

    Tensions between the U.S. and China have also spilled over into technology, with U.S. efforts to limit Chinese access to high-end semiconductor technology.

    “Of course, pushing for cooperation on climate change is under the larger scope of China-U.S. relations,” Wang said, according to a CNBC translation of the Mandarin.

    He said the two countries could resolve problems as long as the dialogue was based on “equality” and with “mutual respect.”

    Following the latest U.S. senior official visits to Beijing, high-level Chinese officials are expected to visit the U.S. at an unspecified date.

    Since arriving in Beijing on Sunday, Kerry has focused on talks with his climate counterpart Xie Zhenhua. Kerry is set to depart on Wednesday.

    Parts of meetings open to the press were tense.

    During the meeting with the Chinse premier, Kerry brought up a report of a 52°C (125.6°F) temperature reading in China a few days earlier. Li interjected to question whether it was from an official weather report or “small” media, and whether it was a reading from the ground or air.

    “Oh. Well, it may not be,” Kerry said. He said that he’d seen the news on TV and said his point was about the rate of change and predictions for the future.

    State-run China News Agency on Monday said an “automatically” recorded temperature from a local weather station showed the Sanbao township in Xinjiang reached a record high of 52.2°C on Sunday.

    LONDON — In a ceremony of pageantry, quirks and ancient tradition, King Charles III, Britain’s 62nd monarch, was on Saturday officially crowned head of state of the United Kingdom and 14 Commonwealth realms.

    The king, who succeeds his late mother, Queen Elizabeth II, was coronated at London’s Westminster Abbey alongside his wife Camilla in a two-hour ceremony attended by world leaders, members of the royal family, foreign dignitaries, faith leaders, and heads of state.

    The historic event was overseen by the Archbishop of Canterbury, Justin Welby, and punctuated with rituals, regalia, and objects dating back centuries.

    These included oaths, spurs, a Jewelled Sword of Offering, various sceptres and an orb. The king was anointed with holy oil via a coronation spoon, while the watching public were offered the chance to declare their loyalty by proclaiming: “God save King Charles.” 

    Among the 2,000 guests were French President Emmanuel Macron and his wife, Brigitte. First Lady Jill Biden, the wife of U.S. President Joe Biden, was also present, accompanied by her granddaughter, Finnegan. They wore blue and gold attire respectively, interpreted as support for Ukraine, whose flags share the same colors. 

    The U.S. president himself chose not to attend, but wrote on Twitter: “Congratulations to King Charles III and Queen Camilla on their Coronation. The enduring friendship between the U.S. and the U.K. is a source of strength for both our peoples. I am proud the First Lady is representing the United States for this historic occasion.”

    European Commission President Ursula von der Leyen sat beside President of the European Council Charles Michel, despite long-standing tensions between Brussels’ two most prominent politicians. European Parliament President Roberta Metsola was also in the congregation.

    U.S. Special Presidential Envoy for Climate John Kerry was seen speaking briefly to former U.K. Deputy Prime Minister Nick Clegg, now president for global affairs at Meta. King Charles has been a life-long campaigner on the environment.

    U.K. Prime Minister Rishi Sunak, who gave a reading during the service, was joined by senior members of his Cabinet and as well as all his living predecessors, including Tony Blair, Boris Johnson and Liz Truss — the latter having served in Downing Street for just 49 days last year. Commons Leader Penny Mordaunt, a member of Sunak’s Cabinet, took a leading role in the ceremony, carrying the sword of state due to her ceremonial role as lord president of the privy council. 

    Keir Starmer, leader of the U.K.’s opposition Labour Party, sat next to the leader of the Liberal Democrats, Ed Davey, while leaders of the devolved nations in the U.K. were also in attendance. Prince Harry was seated among members of the U.K. royal family, though his wife, Meghan Markle, remained in California with their children.

    Also present were the presidents of Germany and Italy, Frank-Walter Steinmeier and Sergio Mattarella, China’s vice-president, Han Zheng, and the prime minister of Pakistan, Shehbaz Sharif. Han’s attendance had been a subject of controversy in the U.K. due to his central role in China’s repression of Hong Kong.

    There were also leaders from the 14 Commonwealth nations for whom Charles is head of state, including Canadian Prime Minister Justin Trudeau, Australian Prime Minister Anthony Albanese and New Zealand’s Chris Hipkins, as well as representatives from Grenada, Papa New Guinea, the Bahamas and others. 

    Celebrities such as singer Katy Perry, chef Jamie Oliver, actor Emma Thompson, and British TV duo Ant and Dec also took seats in the Abbey.

    Britain is a constitutional monarchy, and as head of state King Charles has a ceremonial role in opening and dissolving parliament, appointing a government, and approving bills before they become law. He also meets weekly with Sunak, the prime minister.

    However, the ability to make and pass legislation rests with politicians in an elected parliament.

    Thousands of flag-carrying members of the public enjoyed another British tradition — light summer drizzle — as they gathered in the early hours along the procession route from Buckingham Palace to Westminster Abbey. Before the coronation, the head of the U.K.’s leading republican movement, which held a protest in Trafalgar Square, was among those arrested by police. 

    Members of the royal family were gathered on the Buckingham Palace balcony later Saturday afternoon ahead of a series of celebratory events taking place Sunday, including a pop concert at Windsor Castle. Monday has been designated a public holiday in Britain to mark the occasion.

    A group of U.S. lawmakers wants the Biden administration to ask the United Arab Emirates to remove the oil company chief the country chose to lead the next U.N. climate talks — or at a minimum “seek assurances” that the UAE will promote an ambitious COP28 summit.

    In a letter to Special Presidential Climate Envoy John Kerry, 27 members of the House and Senate called for him to “urge” the UAE to withdraw the appointment of UAE Minister of Industry and Advanced Technology Sultan Ahmed Al Jaber, who is also the CEO of the Abu Dhabi National Oil Company, to lead the COP28 discussions, which start November 30 in Dubai. The company is one of the world’s largest oil producers.

    “The appointment of an oil company executive to head COP 28 poses a risk to the negotiation process as well as the whole conference itself,” said the note, which was shared exclusively with POLITICO.

    “To help ensure that COP 28 is a serious and productive climate summit, we believe the United States should urge the United Arab Emirates to name a different lead for COP 28 or, at a minimum, seek assurances that it will promote an ambitious COP 28 aligned with the 1.5 degrees Celsius limit,” the lawmakers added.

    Kerry — along with other climate diplomats, including the EU’s Frans Timmermans — has repeatedly defended Al Jaber’s appointment in recent weeks, calling him a “terrific choice” in an interview with the Associated Press. Kerry also said ADNOC understood the need to shift its business away from fossil fuels. Kerry’s office was not immediately available to comment on the letter.

    A COP28 spokesperson, who had not seen the letter, defended Al Jaber’s record “as a diplomat, minister, and business leader across the energy and renewables industry.” They highlighted his role as founder of renewables company Masdar, calling it “one of the world’s largest renewable energy company with clean energy investments in over 40 countries.”

    “His experience uniquely positions him to be able to convene both the public and private sector to bring about pragmatic solutions to achieve the goals and aspirations of the Paris Climate Agreement,” the spokesperson said.

    But the U.S. lawmakers noted the long history of fossil fuel industry interference in climate talks.

    “Having a fossil fuel champion in charge of the world’s most important climate negotiations would be like having the CEO of a cigarette conglomerate in charge of global tobacco policy. It risks undermining the very essence of what is trying to be accomplished,” they wrote.

    U.S. climate envoy John Kerry on Wednesday said he hopes that the resumption of diplomatic talks with China can make a “huge difference” in the fight to prevent the worst of what the climate emergency has in store.

    “We very much hope to be able to find the pathway to a breakthrough that could make a huge difference,” Kerry told CNBC’s Tania Bryer at the World Economic Forum in Davos, Switzerland.

    Asked whether he had met with China’s Vice Premier Liu He at WEF, Kerry replied, “I know that he is here. I’ve not yet had a chance to either bump into him or see him, but I’d be happy to. It would be something that I would want to do.”

    The U.S. and China formally resumed stalled climate talks with China late last year following a meeting between President Joe Biden and President Xi Jinping.

    The announcement came during the COP27 climate summit in Sharm el-Sheikh, Egypt, where many delegates had expressed deep concern about the lack of cooperation between the world’s two largest economies and top greenhouse gas emitters.

    A White House readout of the meeting at the time said that Biden and Xi had “agreed to empower key senior officials to maintain communication and deepen constructive efforts on these and other issues.”

    Kerry said Wednesday that U.S. diplomats had since had several meetings with their Chinese counterparts, “and we will be talking very shortly.”

    Loss and damage

    Government ministers and negotiators from nearly 200 countries agreed at COP27 to create a new fund to compensate poor nations for the “loss and damage” they’re experiencing as a result of extreme weather worsened by climate change.

    The summit made history as the first to see the topic of loss and damage funding formally make it onto the COP27 agenda — 30 years after the issue was first raised by climate-vulnerable countries.

    Speaking ahead of COP27, Kerry said Washington would not be “obstructing” talks on loss and damage in Sharm el-Sheikh. His comments meant that, for the first time ever, the U.S. was finally willing to discuss reparations at the U.N. climate conference.

    Asked how much the loss and damage fund is worth and where the money will come from, Kerry replied, “Those questions are legitimate, but they were all left specifically to the process this year to try and provide the answers to those things.”

    Kerry said it is typically the case that the countries least responsible for the climate crisis were being hit the hardest by its impacts.

    “You don’t have to work hard, unless you have no heart and no brain, to understand the degree to which justice is critical, inclusivity is critical, and action is critical. Urgent action to begin to reduce those emissions fast enough that we do what the scientists are telling us we must do which is avoid the worst consequences of the crisis,” Kerry said.

    “We only avoid the worst consequences if we can hold the Earth’s temperature increase to 1.5 degrees — and we’re on the edge,” he continued.

    “There are some scientists who will tell you we have already blown past it, there are some who will tell you, ‘no, we may be to have a little overshoot but we can do a claw back and come back and hold onto the 1.5.’ All I know is we’re not on track for 1.5, we should be, we need to be, and we need to do everything in our power to move in that direction,” Kerry said.

    DAVOS, Switzerland — The World Economic Forum’s annual conclave in the Swiss Alps is the greatest intersection of wealth and political power on the global calendar, but this year the balance is shifting. 

    Each January, forum organizers became used to announcing another record-setting list of national leaders, global officials and royalty making their way to the exclusive gathering.

    WEF would attract even globalization’s strongest skeptics: from U.S. President Donald Trump to former Brazilian President Jair Bolsonaro and climate campaigner Greta Thunberg.

    While there are 52 heads of state of government heading to Davos this year, top-tier leaders are missing. U.S. President Joe Biden and his Chinese and Russian counterparts Xi Jinping and Vladimir Putin are all giving it a miss. 

    French President Emmanuel Macron, who promised to Make the Planet Great Again, is also skipping the talkfest, along with new British Prime Minister Rishi Sunak and re-elected Brazilian President Luiz Inácio Lula da Silva.

    Instead, it’s a European-heavy guest list: German Chancellor Olaf Scholz is the only leader from a G7 country, sharing top billing with European Commission President Ursula von der Leyen, another German.

    Even within European royal ranks, the forum this year is attracting the likes of Queen Maxima of the Netherlands — a U.N. financial inclusion envoy — rather than environmental campaigners such as King Charles and Prince William.

    Some of the most prominent tech companies are dialing back their participation amid rounds of heavy layoffs. 

    And the biggest party hosts in town — Russian oligarchs — remain forced out by sanctions levied since Putin’s invasion of Ukraine in February 2022.

    Ukrainian President Volodymyr Zelenskyy has unrivaled star wattage among the Davos crowd — but even a video appearance from him this year will be treated as below par, given how many of them he now does.

    It’s the C-Suite, stupid!

    With the global political elite mostly absent, WEF is this year choosing to focus on rising CEO numbers. 

    Among 2,700 participants in official WEF sessions, “we’re likely to surpass the old record from 2020 with 600 global CEOs — including 1,500 C-suite level overall,” said WEF’s head of digital and marketing George Schmitt, who added that 80 of the CEOs are first-timers in Davos.

    Those who claim Davos is dead are yet to be proven right, but WEF’s critics now spread beyond the activist world who have long disparaged the juxtaposition of private jet opulence with hand-wringing panels about global poverty.

    The U.S. delegation includes cabinet members such as climate envoy John Kerry, who will camp out in Davos for most of the week, but others such as Treasury Secretary Janet Yellen are skipping. 

    It’s not that Yellen has better things to do at home: She’s embarking on an 11-day trip with stops in Senegal, Zambia and South Africa, with no time for Davos. 

    Nobel Peace Prize winner Beatrice Fihn, who campaigns to eliminate nuclear weapons, said she “genuinely had forgotten that Davos is still happening.” 

    “The format seems slightly dated now. The private jets and oligarch parties are no longer in step with modern biz [business] life,” said Scott Colvin, a Davos veteran who is now public affairs director at Aviva. “The events around COP [the U.N.’s annual climate summit] now feel a bigger deal, given their focus on a specific global policy objective,” he added.

    WEF is a victim of its own success and stuck in a demographic bind.

    The forum’s operating model requires it to provide a place for the world’s most powerful and influential people to talk. 

    In 2020 Bloomberg calculated 119 billionaires joined the party, with a combined net worth of more than $500 billion. 

    WEF’s efforts to bring the uber-elite together is a stark annual reminder that they don’t look like the rest of us. 

    The best ratio of female participants in WEF’s 52-year history of in-person gatherings was 24 percent, in 2020. 

    Despite years of exhortations and incentives for members to bring more female colleagues, the number often hovers in the range of 18 percent to 20 percent. A WEF spokesperson said that 42 percent of speakers this year will be women.

    WEF aims for global reach — but often lands in the middle of the Atlantic instead. 

    This year Europe is supplying the most political leaders, while the U.S. corporate delegation will once again massively outweigh the others. The 700 Americans participating this year outnumber the Chinese delegation roughly 20 to 1.

    SHARM EL-SHEIKH, Egypt — Government ministers are returning to Egypt to take over negotiations at this year’s U.N. climate talks, providing diplomats with the political backing they need to clinch credible agreements that would help prevent disastrous levels of warming in the coming decades.

    Talks in the Red Sea resort of Sharm el-Sheikh got off to a plodding start and are behind the pace of previous meetings with three days left before the scheduled close Friday. But a small thaw in relations between the United States and China at the Group of 20 meeting in Bali has boosted hopes that the world’s top two polluters can help get a deal over the line in Egypt.

    U.S. climate envoy John Kerry confirmed Wednesday that he and his Chinese counterpart Xie Zhenhua had resumed formal talks after they were frozen three months ago by China in retaliation for U.S. House Speaker Nancy Pelosi’s trip to Taiwan.

    Asked what his goal for the outcome of the meeting was, Kerry was cautious, however.

    “We’ll have to see, it’s a late start,” he said.

    Delegates have been haggling over whether to restate the 2015 Paris accord’s headline goal of limiting global warming to 1.5 degrees Celsius (2.7 Fahrenheit) and the rules countries set themselves for reducing greenhouse gas emissions.

    Officials from developing nations, meanwhile, are pushing for rich countries to make good on pledges of further financial aid for those struggling to cope with global warming. One significant aspect of that could be payments for ‘loss and damage’ resulting from climate change, which developed countries have long resisted for fear of being held financially liable for the carbon dioxide they’ve pumped into the atmosphere for decades.

    But there has been a softening of positions among some rich nations that now acknowledge some form of payment will be needed, just not what.

    “Countries that are particularly affected, who themselves bear no blame for the CO2 emissions of industrial nations such as Germany, rightly expect protection against loss and damage from climate change,” German Foreign Minister Annalena Baerbock said as she departed for Egypt.

    She acknowledged that negotiators have “a difficult path” ahead of them for a substantial agreement.

    Geopolitical tensions have been reflected at this year’s talks, with European Union delegates walking out of a speech Tuesday by Russia’s special climate representative, and a small group of Ukrainian and Polish activists briefly disrupting a Russian side event.

    One of the biggest surprises at last year’s United Nations climate summit came in the form of a handshake.

    US climate envoy John Kerry and his China counterpart Xie Zhenhua did so at COP26 in Glasgow as they announced a commitment to cooperate on the climate crisis. The countries vowed to work together to reduce their fossil fuel emissions, and China pledged to release a plan to slash its emissions of methane – a powerful planet-warming gas – which it delivered on this week.

    The terms of the agreement weren’t terribly specific, and it didn’t come with many measurable action points. But the deal was still widely applauded as a step in the right direction in an otherwise discontented geopolitical relationship.

    It didn’t last long.

    The newfound cooperation abruptly fell apart in August when China suspended climate talks with the US – one of several measures it took in response to US House Speaker Nancy Pelosi’s trip to Taiwan.

    The question now is whether COP27 in Egypt can provide the jolt of momentum needed to mend the countries’ climate change relationship. At an event hosted by the Wall Street Journal on Tuesday, Kerry said he has spoken to Xie this week, though they have not had any formal meetings.

    “We need to be talking to each other because we’re the two biggest economies in the world and we’re the two biggest emitters in the world,” Kerry said at the event. “And we have a common interest in working together to try to reduce emissions and be leaders on this level. So the answer is I’ve said to China many times publicly, and President Biden has indicated to them, that we are open to resuming climate and hope that we’ll be able to.”

    Before the summit, Kerry told reporters that the ultimate decision to resume formal talks rests with China President Xi Jinping. Biden and Xi are expected to meet at the upcoming G20 summit in Indonesia.

    “That will come from one person, and until then we are in limbo,” Kerry said of Xi.

    There are many reasons, as Kerry notes, that the two countries should be in sync on the climate crisis. Not only are they historically the most to blame for climate change, their actions also have significant sway in the rest of the world, which look to the US and China to lead on the issue.

    Yet, now that cooperation is ostensibly at a standstill, some experts are weighing whether it is necessary; could competition lead to faster change?

    Going into Egypt, one big thing is different from last year – the US has actually passed a massive climate law.

    Democrats’ Inflation Reduction Act contained $370 billion in clean energy and climate funding and included tax credits for electric vehicles and batteries written in a way to compete with China.

    But China had a head start in the clean-energy race and has spent the last decade cruising ahead on wind and solar. Last year, China installed 80% of the world’s new offshore wind capacity, dwarfing the rest of the world’s nations, according to the Global Wind Energy Council. It is also surging ahead on electric vehicles and buses; about a quarter of all new passenger cars registered in China are electric.

    The US has a lot of catching up to do, but it’s “back in the race,” said Kelly Sims Gallagher, a professor of energy and environmental policy at the Fletcher School at Tufts University.

    “I believe a healthy competition between the two countries will benefit everyone,” she said. “This new money is going to be a really important global injection into clean energy technology and innovation, and it’s likely to catalyze even more (development) in China. But in many respects, China currently has a first-mover advantage; there’s a lot of work for the US to do.”

    In China, the US climate bill is being viewed as a “competitive gesture,” and with a certain amount of skepticism that the US can move as fast as it wants to on the clean energy transition, according to Li Shuo, a Beijing-based global policy adviser for Greenpeace East Asia.

    “Part of this sentiment is sour grapes, but I think part of it is based on cool-headed analysis – if you are a country who manages to ramp up renewable energy from zero to huge in 10 years, you know the secret to success better than anyone else,” Shuo said.

    Chinese officials “are not convinced the US is capable of replicating it,” Shuo said. “Only the US can prove itself and the stakes – our climate future – are high.”

    The US and China – due to the sheer scale of their planet-warming emissions, money and political heft – have historically been the power players at international climate summits. It’s no different this year, with all eyes on the two countries and whether they’ll resume collaboration.

    Xie announced Tuesday at COP27 that his country has developed a national strategy to reduce its methane emissions, fulfilling the promise it made at last year’s summit as it pledged to cooperate with the US.

    Speaking at a panel event in Sharm El-Sheikh, Egypt, Xie said China’s methane strategy will focus on three areas: reducing methane from its energy sector, agriculture and waste management areas.

    However, within the energy sector, Xie only mentioned reducing emissions from oil and gas – and didn’t mention China’s coal sector, which produces much of the country’s methane emissions in addition to CO2 emissions. China produces the most methane emissions from coal mines in the world, according to the US Environmental Protection Agency.

    Xie’s announcement is the latest evidence that cooperation between the world’s two largest emitters matters – even more so because of the peer-pressure effect it can have on other countries.

    “We have seen times where [US-China cooperation] is producing good results; a positive force in both the domestic context of each country, and also a boost to the international discussions,” said Nate Hultman, director of the University of Maryland’s Center for Global Sustainability, and a former Kerry official. “In that context, the suspension of the talks is a hindrance.”

    The end of the US-China agreement triggered an information void as the lines of communication shut down – something that could breed mistrust, according to Sims Gallagher.

    “I’m sure China knows we passed the (Inflation Reduction Act),” Sims Gallagher said. “At a high level that’s understood. But at the granular level, it’s much harder to understand what’s happening and why it’s happening.”

    A senior administration official conceded they think something has been lost due to the suspended talks, killing the momentum that came out of the US and China’s joint declaration at Glasgow last year. That official said it is still an open question whether cooperation can continue this year.

    Ultimately, it is in China’s best interest, and the world’s, to resume talks with the United States, said Joanna Lewis, associate professor of energy and environment at Georgetown University, because it elevates China’s stature going into a key international summit – allowing a country that is often cast as the climate villain some positive spin.

    “When the Chinese lead negotiator and the US lead negotiator get up before the world together, it calls China out as a leader and puts them on a new level of climate leadership,” Lewis said. “Particularly during an international negotiation where they’re not always viewed as taking a leadership role.”

    The small Gulf country of Bahrain said it had made two natural gas discoveries, but it is not yet clear how large they are or whether they are commercially viable.

    Sheikh Nasser bin Hamad Al-Khalifa, chairman of the country’s main energy company Nogaholding, gave a briefing about the finds to his father King Hamad bin Isa Al-Khalifa in a meeting at Sakhir Palace on November 8.

    The two unconventional gas reservoirs, Al-Juba and Al-Jawf, are located under the existing onshore gas-producing fields of Al-Khuf and Al-Onaiza.

    The official Bahrain News Agency said initial evaluations of the discoveries were “encouraging in terms of quantity and production opportunities” and cited Sheikh Nasser describing them as “significant”. However, the authorities have not yet given any indication of the size of the discoveries or how quickly they might be brought online.

    The authorities will be hoping the latest finds will be easier to exploit than the offshore Khaleej Al-Bahrain field discovered in 2018. That holds an estimated 80 billion barrels of shale oil and 20 trillion cubic feet of gas, but the cost and complexity of trying to extract them has meant no decision has yet been made on whether to start production.

    Natural gas is seen by many as a viable ‘transition fuel’ to help wean the global economy off hydrocarbons and move to cleaner, greener fuels. However, countries may find that, unless they move quickly, some resources could become stranded as pressure grows to reduce carbon emissions.

    U.S. special presidential envoy for climate John Kerry recently told a meeting at the Chatham House think-tank in London recent that countries would have to find a way to capture carbon emissions from gas projects in the longer-term.

    “Gas is going to be part of the transition,” he said, but added “You can’t pretend that building out 30- to 40-year infrastructure to have a major gas facility is somehow going to be ok, unless you can capture the emissions.”

    Bahrain’s Crown Prince Salman Bin Hamad (another son of King Hamad) has been in the Egyptian resort town of Sharm El-Sheikh for the UN climate change summit COP27 in recent days, where he talked about Bahrain’s commitment to global initiatives to mitigate climate change.

    Bahrain has set itself a target of achieving carbon neutrality by 2060. As part of that it is also seeking to develop a new national energy strategy and recently appointed Boston Consulting Group to work on the plans.
