    Biodiversity Agreement Historic But Difficult to Implement

    Its fate now depends on the new Kunming-Montreal Global Framework on Biodiversity, which was agreed by the 15th Conference of the Parties (COP15) to the Convention on Biological Diversity (CBD) on Monday Dec. 19, at the end of the summit held since Dec. 7 at the Palais des Congrès in Montreal.

    Now, the world’s countries must translate the results into national biodiversity strategies, to comply with the new accord. In this regard, David Ainsworth, spokesman for the CBD, in force since 1993 and based in Montreal, announced the creation of a global accelerator for the drafting of national plans, with the support of U.N. agencies.

    The menu of agreements

    COP15, whose theme was “Ecological Civilization: Building a shared future for all life on earth”, approved four objectives on improving the status of biodiversity, reducing species extinction, fair and appropriate sharing of benefits from access to and use of genetic resources, and means of implementation of the agreement.

    In addition, the plenary of the summit, which brought together some 15,000 people representing governments, non-governmental organizations, academia, international bodies and companies, agreed on 23 goals within the Global Framework, for the conservation and management of 30 percent of terrestrial areas and 30 percent of marine areas by 2030, in what is known in U.N. jargon as the 30×30.

    This includes the complete or partial restoration of at least 30 percent of degraded terrestrial and marine ecosystems, as well as the reduction of the loss of areas of high biological importance to almost zero.

    Likewise, the agreement reached by the 196 States Parties at COP15 includes the halving of food waste, the elimination or reform of at least 500 billion dollars a year in subsidies harmful to biodiversity, and at least 200 billion dollars in funding for biodiversity by 2030 from public and private sources.

    It also endorsed increasing financial transfers from countries of the industrialized North to nations of the developing South by at least 20 billion dollars by 2025 and 30 billion dollars by 2030, and the voluntary publication by companies for monitoring, evaluation and disclosure of the impact of their activities on biodiversity.

    The Global Environment Facility (GEF) will manage a new fund, whose operation will be defined by the countries over the next two years.

    With regard to digital sequence information (DSI) on genetic resources, the Global Framework stipulates the establishment of a multilateral fund for benefit-sharing between providers and users of genetic resources and states that governments will define the final figure at COP16 in Turkey in 2024.

    The Global Framework also contains gender and youth perspectives, two strong demands of the process that was initially scheduled to end in the city of Kunming, China, in 2020. But because that country was unable to host mass meetings due to its zero-tolerance policy towards COVID-19, a first virtual chapter was held there and another later in person, and the final one now took place in Montreal.

    The states parties are required to report at least every five years on their national compliance with the Global Framework. The CBD will include national information submitted in February 2026 and June 2029 in its status and trend reports.

    With some differences, civil society organizations and indigenous peoples gave a nod to the Global Framework, but issued warnings. Viviana Figueroa, representative of the International Indigenous Forum on Biodiversity, and Simone Lovera, policy director of the Global Forest Coalition, applauded the agreement in conversations with IPS, while pointing out its risks.

    “It’s a good step forward, because it recognizes the role of indigenous peoples, the use of biodiversity and the role of traditional knowledge,” said Figueroa, an Omaguaca indigenous lawyer from Argentina whose organization brings together indigenous groups from around the world to present their positions at international environmental meetings.

    “It has been a long process, to which native peoples have contributed and have made proposals. The most important aspects that we proposed have been recognized and we hope to work together with the countries,” she added.

    But, she remarked, “the most important thing will be the implementation.”

    Goal C and targets one, three, five, nine, 13, 21 and 22 of the Global Framework relate to respect for the rights of native and local communities.

    Lovera, whose organization brings together NGOs and indigenous groups, said the accord “recognizes the rights of indigenous peoples and local communities, and of women. It also includes a recommendation to withdraw subsidies and reduce public and private investments in destructive activities, such as large-scale cattle ranching and oil palm monoculture.”

    But indigenous and human rights organizations have questioned the 30×30 approach on the grounds that it undermines ancestral rights, blocks access to aboriginal territories, and requires consultation and unpressured, informed consent for protected areas prior to any decision on the future of those areas.

    Major challenge

    While the Global Framework has indicators and monitoring mechanisms and is legally binding, it has no actual teeth, and the precedent of the failed Aichi Targets casts a shadow over its future, especially with the world’s poor track record on international agreements.

    The Aichi Biodiversity Targets, adopted in 2010 in that Japanese city during the CBD’s COP10 and which its 196 states parties failed to meet in 2020, included the creation of terrestrial and marine protected areas; the fight against pollution and invasive species; respect for indigenous knowledge; and the restoration of damaged ecosystems.

    Several estimates put the amount needed to protect biological heritage at 700 billion dollars, which means there is still an enormous gap to be closed.

    In more than 30 years, the GEF has disbursed over 22 billion dollars and helped transfer another 120 billion dollars to more than 5,000 regional and national projects. For the new period starting in 2023, the fund is counting on some five billion dollars in financing.

    In addition, the Small Grants Program has supported around 27,000 community initiatives in developing countries.

    “There is little public funding, more is needed,” Lovera said. “It’s sad that they say the private sector must fund biodiversity. In indigenous territories money is needed. They can do much more than governments with less money. Direct support can be more effective and they will meet the commitments.”

    The activist also criticized the use of offsets, a mechanism whereby one area can be destroyed and another can be restored elsewhere – already used in countries such as Chile, Colombia and Mexico.

    “This system allows us to destroy 70 percent of the planet while preserving the other 30 percent,” Lovera said. “It is madness. For indigenous peoples and local communities, it is very negative, because they lose their own biodiversity and the compensation is of no use to them, because it happens somewhere else.”

    Figueroa said institutions that already manage funds could create direct mechanisms for indigenous peoples, as is the case with the Small Grants Program.

    Of the 609 commitments that organizations, companies and individuals have already made voluntarily at COP15, 303 are aimed at the conservation and restoration of terrestrial ecosystems, 188 at alliances, and 159 at adaptation to climate change and reduction of polluting emissions.

    The summit also coincided with the 10th Meeting of the Conference of the Parties to the Cartagena Protocol on Biosafety and the 4th Meeting of the Conference of the Parties to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits from their Utilization, both components of the CBD.

    Images of the planet’s sixth mass extinction reflect the size of the challenge. More than a quarter of some 150,000 species on the IUCN Red List are threatened with extinction.

    The “Living Planet Report 2022: Building a nature-positive society”, prepared by the WWF and the Institute of Zoology in London, shows that Latin America and the Caribbean has experienced the largest decline in monitored wildlife populations worldwide, with an average decline of 94 percent between 1970 and 2018.

    With a decade to act, each passing day represents more biological wealth lost.

    Digital Treatment of Genetic Resources Shakes Up COP15

    The permit, issued by the Peruvian government’s National Institute for Agrarian Innovation, allows the Peruvian beneficiary to use the material in a skin regeneration cream.

    But it also sets restrictions on the registration of products obtained from quinoa or the removal of its elements from the Andean nation, to prevent the risk of irregular exploitation without a fair distribution of benefits, in other words, biopiracy.

    The licensed material may have a digital representation of its genetic structure which in turn may generate new structures from which formulas or products may emerge. This is called digital sequence information (DSI), in the universe of research or commercial applications within the CBD.

    Treatment of DSI forms part of the debates at the 15th Conference of the Parties (COP15) to the United Nations Convention on Biological Diversity (CBD), which began on Dec. 7 and is due to end on Dec. 19 at the Palais des Congrès in the Canadian city of Montreal.

    The summit has brought together some 15,000 people representing the 196 States Parties to the CBD, non-governmental organizations, academia, international bodies and companies.

    The focus of the debate is the Post-2020 Global Framework on Biodiversity, which consists of 22 targets in areas including financing for conservation, guidelines on digital sequencing of genetic material, degraded ecosystems, protected areas, endangered species, the role of business and gender equality.

    Like most of the issues, negotiations on DSI and the sharing of resulting benefits, contained in one of the Global Framework’s four objectives and in target 13, are at a deadlock, on everything from definitions to possible sharing mechanisms.

    Except for the digital twist, the issue is at the heart of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization, part of the CBD, signed in that Japanese city in 2010 and in force since 2014.

    Amber Scholz, a German member of the DSI Scientific Network, a group of 70 experts from 25 countries, said there is an urgent need to close the gap between the existing innovation potential and a fair benefit-sharing system so that digital sequencing benefits everyone.

    “It’s been a decade now and things haven’t turned out so well. The promise of a system of innovation, open access and benefit sharing is broken,” Scholz, a researcher at the Department of Microbial Ecology and Diversity in the Leibniz Institute’s DSMZ German Collection of Microorganisms and Cell Cultures, told IPS.

    DSI stems from the revolution in the massive use of technological tools, which has reached biology as well, fundamental in the discovery and manufacture of molecules and drugs such as those used in vaccines against the coronavirus that caused the COVID-19 pandemic.

    The Aichi Biodiversity Targets, adopted in 2010 in that Japanese city during the CBD COP10, were missed by the target year, 2020, and will now be renewed and updated by the Global Framework that will emerge from Montreal.

    The targets included respect for the traditional knowledge, innovations and practices of indigenous and local communities related to the conservation and sustainable use of biological diversity, their customary use of biological resources, and the full and effective participation of indigenous and local communities in the implementation of the CBD.

    Lack of clarity in the definition of DSI, challenges in the traceability of the country of origin of the sequence via digital databases, fear of loss of open access to data and different outlooks on benefit-sharing mechanisms are other aspects complicating the debate among government delegates.

    Through the Action Agenda: Make a Pledge platform, organizations, companies and individuals have already made 586 voluntary commitments at COP15, whose theme is “Ecological civilization: Building a shared future for all life on earth”.

    Of these, 44 deal with access and benefit sharing, while 294 address conservation and restoration of terrestrial ecosystems, 185 involve partnerships and alliances, and 155 focus on adaptation to climate change and emission reductions.

    Genetic havens

    Access to genetic resources for commercial or non-commercial purposes has become an issue of great concern in the countries of the global South, due to the fear of biopiracy, especially with the advent of digital sequencing, given that physical access to genetic materials is not absolutely necessary.

    Although the Nagoya Protocol includes access and benefit-sharing mechanisms, digital sequencing mechanisms have generated confusion. In fact, this instrument has created a market in which lax jurisdictions have taken advantage by becoming genetic havens.

    Around 2,000 gene banks operate worldwide, attracting some 15 million users. Almost two billion sequences have been registered, according to statistics from GenBank, one of the main databases in the sector and part of the U.S. National Center for Biotechnology Information.

    Argentina leads the list of permits for access to genetic resources in Latin America under the Protocol, with a total of 56, two of which are commercial, followed by Peru (54, four commercial) and Panama (39, one commercial). Mexico curbed access to such permits in 2019, following a scandal triggered by the registration of maize in 2016.

    There are more than 100 gene banks operating in Mexico, 88 in Peru, 56 in Brazil, 47 in Argentina and 25 in Colombia.

    The largest providers of genetic resources leading to publicly available DSI are the United States, China and Japan. Brazil ranks 10th among sources and users of samples, according to a study published in 2021 by Scholz and five other researchers.

    The mechanisms for managing genetic information sequences have become a condition for negotiating the new post-2020 Global Framework for biodiversity, which poses a conflict between the most biodiverse countries (generally middle- and low-income) and the nations of the industrialized North.

    Indigenous people and their share

    Cristiane Juliao, an indigenous woman of the Pankararu people, who is a member of the Brazilian Coordinator of Indigenous Peoples and Organizations of the Northeast, Minas Gerais and Espírito Santo, said the mechanisms adopted must favor the participation of native peoples and guarantee a fair distribution of benefits.

    “We don’t look at one small element of a plant. We look at the whole context and the role of that plant. All traditional knowledge is associated with genetic heritage, because we use it in food, medicine or spiritual activities,” she told IPS at COP15.

    Therefore, she said, “traceability is important, to know where the knowledge was acquired or accessed.”

    In Montreal, Brazilian native organizations are seeking recognition that the digital sequencing contains information that indigenous peoples and local communities protect and that digital information must be subject to benefit-sharing. They are also demanding guarantees of free consultation and the effective participation of indigenous groups in the digital information records.

    Thanks to the system based on the country’s Biodiversity Law, in effect since 2016, the Brazilian government has recorded revenues of five million dollars for permits issued.

    The Working Group responsible for drafting the new Global Framework put forward a set of options for benefit-sharing measures.

    They range from leaving in place the current status quo, to the integration of digital sequence information on genetic resources into national access and benefit-sharing measures, or the creation of a one percent tax on retail sales of genetic resources.

    Lagging behind

    There is a legal vacuum regarding this issue, because the CBD, the World Intellectual Property Organization and the International Treaty on Plant Genetic Resources for Food and Agriculture, in force since 2004, do not cover all of its aspects.

    Scholz suggested the COP reach a decision that demonstrates the political will to establish a fair and equitable system. “The scientific community is willing to share benefits through simple mechanisms that do not unfairly burden researchers in low- and middle-income countries,” she said.

    For her part, Juliao demanded a more inclusive and fairer system. “There is no clear record of indigenous peoples who have agreed to benefit sharing. It is said that some knowledge comes from native peoples, but there is no mechanism for the sharing of benefits with us.”

    The keynote speaker, Ambassador Anwarul Chowdhury, former Permanent Representative of Bangladesh to the United Nations (1996–2001), highlighted the need for the UN to be “proactive in oversight, accountability and transparency” and the importance of “practically ensuring gender diversity”.

    UN-ANDI is a network of like-minded Asians of the UN system who strive to promote a more diverse and inclusive culture and mindset within the UN. This interest group was created in May 2021 after several years of groundwork.

    UN-ANDI is the first ever effort to bring together the diverse group of personnel (i.e., current and former staff, consultants, interns, diplomats, etc.) from Asia and the Pacific (nationality/origin/descent) in the UN system.

    Gender, geographical and regional diversity

    “Keeping in mind the event’s theme, ‘Making the UN Charter a reality’, I would underscore that the UN Charter is the first international agreement to affirm the principle of equality between women and men with explicit references in Article 8 asserting the unrestricted eligibility of both men and women to participate in various organs of the UN.

    It would therefore be most essential for the UN to ensure equality, inclusion, and diversity in its staffing pattern in a real and meaningful sense”, said Chowdhury, former Under-Secretary-General and High Representative of the UN (2002–2007).

    Antonia Kirkland, who is the Global Lead on Legal Equality and Access to Justice at Equality Now, said “to keep the noble purpose of the UN and its Charter alive – encouraging respect for human rights and for fundamental freedoms for all – we must continue to hold the UN accountable to do even more to cultivate a culture of equality and non-discrimination internally and externally, including by ensuring a work environment free of sexual harassment and abuse”.

    “As we celebrate UN Day, we are hoping to inspire, raise awareness, and fight for a more inclusive, just, and transparent Organization. One of the UN core values is respect for diversity. It is important to have UN staff and personnel from different backgrounds (i.e., nationality, ethnicity, culture, religion/faith, etc.)”, declared Yuan Lin, one of the UN-ANDI coordinators.

    “However, the UN hierarchy and staffing currently do not reflect this reality. UN personnel of Asian nationality, origin, or descent are not properly represented, especially at the senior management level. This glass ceiling has deprived the Organization of meaningful contribution from our community and created an unjust and discriminatory work environment”, said Lin, who is serving in the UN peacekeeping mission in the Democratic Republic of the Congo as Chief of the Business Relationship Management Unit.

    In November this year, the world’s population reached 8 billion. The Asia-Pacific region is home to around 4.3 billion people, which is equivalent to 54 percent of the total world population.

    Article 101 (3) of the UN Charter affirms that “due regard shall be paid to the importance of recruiting the staff on as wide a geographical basis as possible”.

    In the organizations of the UN common system, however, staff from Asia and the Pacific constituted only about 19 percent of staff in the Professional and higher categories, according to the 2021 annual report of the International Civil Service Commission.

    The largest numbers of unrepresented (17) and underrepresented (8) countries were in Asia and the Pacific. In 10 or more organizations with no formal guidelines for geographical distribution, 25 countries in Asia and the Pacific were not represented among staff.

    The majority of senior and decision-making posts are held by staff from the global North. Most internships and JPO programs favor the global North, and this contributes to the issue further, as these are entry points to regular jobs in the UN system.

    The report of the Secretary-General’s Task Force on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat confirms that there is a significant lack of diversity in senior managerial positions (P-5, D-1, and D-2 levels) at the UN. Among staff at the P-5, D-1, and D-2 levels, only 16 percent were from Asia-Pacific States as of 31 December 2020.

    Among promotions to the P-5, D-1, and D-2 levels, only 14.5 percent were from Asia-Pacific States during the period 2018–2020.

    Racism and racial discrimination

    The issue of racism in the UN system is deep-rooted with many forms and dimensions. There are also structural issues in the policies of the UN system enabling this situation.

    Article 1 (3) of the UN Charter asserts that one of the purposes of the UN is to promote and encourage respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.

    Aitor Arauz, President of the UN Staff Union and General Secretary, UN International Civil Servants Federation (UNISERV), pointed out that “creating an actively anti-racist work environment is not a passive gain – it requires active engagement and daily work to understand each other, value the cultural wealth that our differences bring to the UN, and overcome the biases we all inevitably have. Surveys and direct interaction with constituents reveal that UN personnel of Asian descent face specific forms of bias and discrimination that must be actively addressed.”

    He renewed the Staff Union’s commitment to the cause of anti-racism.

    Tamara Cummings-John, Steering Committee member of the UN People of African Descent, who is a Senior Human Resources Officer at the World Food Programme in Kinshasa, said, “There is still so much for us to do – and there is so much for us to learn from the outside world, particularly the private sector and above all by listening to our personnel to address the issues relating to racism and racial discrimination in the UN system.”

    The report of the Secretary-General’s Task Force on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat agrees that UN staff perceive national or ethnic origin as the primary grounds for racism and racial discrimination.

    Staff are reluctant to report or act against racial discrimination when they witness it because they believe nothing will happen, lack trust, or fear retaliation, possibly suggesting a low level of solidarity with those who experience racial discrimination and a lack of faith in the established mechanisms in addressing this issue.

    Efforts towards making the UN Charter a reality

    Tanya Khokhar, who is Consultant of Gender Racial and Ethnic Justice – International at Ford Foundation, said, “Invisible and hidden power seeks to challenge certain norms and practices of who gets preferential treatment, who is promoted, when trying to build a transparent, inclusive and equitable culture in an organization. This is the hardest to do and it takes years of innovative practices both at the team and institutional levels”.

    She further noted, “Going back to the work you all are doing through the network, it’s important to recognize the history, cultures, and rich diversity of the regions you represent and build a strong community, to advocate for one another, to align on agendas and lift each other up”.

    UN-ANDI supports the initiatives implemented by the Secretary-General on addressing racism and promoting dignity for all in the UN. It works closely with the UN Staff Union in its efforts towards combating racism. It also promotes a collaborative spirit with other networks and institutions with similar objectives, within and outside the UN.

    UN-ANDI contributed to the current review of measures and mechanisms for preventing and addressing racism and racial discrimination in the UN system organizations conducted by the Joint Inspection Unit.

    In the summer of 2022, UN-ANDI conducted its first survey on racism and racial discrimination in the UN system faced by personnel of Asian descent or origin, offered in five languages. The purpose of the survey was to capture data and pertinent information, reflecting the Asian perspective, and identify the root causes of racism in the UN system.

    UN-ANDI will issue a report on the survey findings to address many critical issues of racism and racial discrimination in the UN system.

    Lin proclaimed that “as members of UN-ANDI, with our talent, education, experience, and diversity, we can make a difference and contribute immensely to the UN by engaging our community members in a variety of pressing issues facing the UN!”

    UN-ANDI believes that its perspectives and observations will facilitate the journey towards the paradigm that is ingrained in the UN Charter and the Universal Declaration of Human Rights.

    They are gathering there to iron out the final details of a global deal for nature that seeks to curtail the extinction of one million species and the destruction of the ecosystems they help create.

    I’ll join the delegates next week. As I trudge through the cold to speak with them about the urgent need to protect nature, I’ll be thinking of the distant southern Line Islands, a remote archipelago in the Republic of Kiribati, a nation known for its desperate battle against rising ocean levels.

    Their islands could be among the first to disappear if we don’t phase off greenhouse gas emissions. But what is less known is that the southern Line Islands provide the strongest evidence that nature protection can foster ocean resilience to global warming.

    In 2009, a team of scientists and I first surveyed the marine ecosystems surrounding the uninhabited southern Line Islands. What we saw was like a world from centuries ago. Fish abundance was off the charts; on every dive, we saw abundant large predators, such as sharks—an uncommon sight for even a seasoned diver. Thriving, living corals covered up to 90 percent of the ocean floor.

    We thought the pristine and untouched corals were saved forever in 2015, when the government of Kiribati protected 12 nautical miles around the islands from fishing and other damaging activities in what is now the Southern Line Islands Marine Protected Area.

    But then disaster struck. The same year, warmer-than-usual ocean temperatures killed half of the corals in the Southern Line Islands. The news discouraged many. If the most pristine reefs were to succumb so rapidly, then all hope is lost. Would they be able to recover?

    To answer that question, we returned to the islands five years after the coral died off. I was terrified before the first dive—unsure if we’d see dead or recovering corals. But when I jumped in the water, I could not believe what I saw.

    Amid massive schools of fish, the corals were back to their former richness – they had recovered completely. If we hadn’t known that half of the corals had recently died, I would have thought that nothing had changed since my first visit. They recovered faster than ever witnessed before, with millions of new coral colonies per square mile taking over the space left by dead corals.

    This miracle was only possible because the reefs were fully protected from fishing. As a result, the fish biomass was enormous. Large parrotfish and schools of hundreds of surgeon fishes kept the reef healthy and seaweed-free by grazing and browsing continuously on the dead coral skeletons. Without seaweed smothering the dead corals, new corals could grow and restore the reef.

    Our discovery on this expedition clearly showed that, when granted full protection from fishing and other extractive activities, marine ecosystems can bounce back. Strong protection yields resilience and replenishes our overfished ocean. We have seen this again and again, in Mexico, Colombia and the United States.

    The Biden administration has pledged to protect more of the ocean under its jurisdiction, and even created a new Special Envoy for Biodiversity, currently held by Monica Medina. But there is more that countries around the world can do at a global and national level.

    That is why I am carrying a strong message to Montreal: we must protect at least 30% of the Earth’s land and ocean by 2030, and we must hurry. Protecting a third of the planet is critical for biodiversity and all the benefits we obtain from it, such as oxygen, clean air and water, and food.

    But it is also essential for mitigating climate change. Protecting vital areas in the ocean – and the land – will turn the tide against biodiversity loss and buy us time as the world phases out fossil fuels and replaces them with clean energy sources.

    Ocean health hangs in the balance at COP15 in Montreal. But we’re already running out of time, with the summit delayed two years due to the COVID-19 pandemic. Right now, less than 8% of the ocean is under any kind of protection, and only 3% is highly protected like in the southern Line Islands.

    We have eight years to quadruple all ocean protections ever achieved in human history. Some countries have announced new ocean protections, but we need a global action plan that targets the top priorities for conservation of the ocean—for the sake of biodiversity, food and climate.

    This means that delegates must roll up their sleeves and do the hard work of ironing out a strong global agreement that doesn’t water down protection goals. There is no more time for podium pledges and empty speeches.

    The only acceptable outcome of COP15 is a strong nature agreement including a serious commitment to protect at least 30% of our ocean by 2030.

    Volunteerism: Path to Achieve UNs Agenda 2030

    The commemorations included the International Day for the Elimination of Violence against Women on November 25, World AIDS Day on December 1, the International Day for the Abolition of Slavery on December 2 and the International Day of Persons with Disabilities December 3.

    After many years of work in the volunteering sector, I feel it is high time for some sort of evaluation of where we are in terms of promoting and fostering what I call the BIG V, a terminology that I feel better express the potential and dynamism of volunteerism.

    Focusing on the potential of the BIG V is probably the best place to start such review.

    On the one hand, all the achievements carried out by the country in the last two decades could not have been possible without the thousands and thousands of citizens involved and engaged, with passion, drive and zero economic interests, in trying to make the country better and more inclusive.

    These are the persons who are always at hand and ready to help when there is an urgent need within the community. These are the persons who take the lead in liaising with local authorities and try to find small but essential solutions in our daily lives.

    I am not fantasizing them, these are real persons though perhaps their number is shrinking especially in the urban areas. I am also talking about activism, a form of volunteerism, where simple citizens and members of tiny NGOs are pushing for a just and noble cause, be it a better public health, a stronger education system, the preservation of the soil or the defense of the rights of those who are the most vulnerable.

    So, considering this vast multitude of engaged and active citizens, we would not be surprised if a country like Nepal has a huge potential in terms of leveraging its social capital, the element that provides the foundations above which civic engagement, of which volunteerism is one of the greatest expressions, thrives on.

    From this perspective, there is no doubt that whole country should really be proud of their volunteers, even if many of such unsung heroes, do not even bother to define themselves in a such way because what they know is that actions, at the end, are the ones that count.

    On the other hand, if there are plenty of volunteers everywhere, we also need to pay attention at the dynamics unfolding within the society especially the ones affecting youths. One hour on social media is one hour taken away from studies, sports but also it is an hour stolen away from a possible volunteering action.

    This is a problem because we must be clear that volunteerism is not just good for the society but it’s also good for ourselves. The reason is simple: volunteerism helps becoming better persons, more emphatic and altruistic, qualities that are now proven to be also indispensable for a successful career.

    In a way volunteerism is path to personal leadership and mastery because we can learn so much from it. It is a school of humbleness that teaches to value the small things that we often take too much for granted and also helps us appreciate the work of others, especially those who are not in close to us, those are different from us.

    In short volunteerism can really bring us together and enhance national cohesion and cohesiveness. That’s why it is so important that the Nepal puts a whole of nation effort to really elevate volunteerism and perhaps we should start with rebranding it, making it easier to talk about it and easier for the youths to connect with.

    That’s why the term BIG V could be a better way to spread the message and convince more people to get involved. It is also essential that we work at system level and the new Federal Government should at the earliest discuss and review the draft national volunteering policy that is taking dust since more than two years.

    On this regard, it is extremely encouraging that some of the Provincial Governments like Gandaki have already a volunteering policy in place.

    Yet approving a document is going to be meaningless if there is no political will to act upon it. The point is that the BIG V should really become a priority, that essential factor that can support and help locally elected officials to perform their duties.

    Think about it: federalism is built on the premise that citizens will be more active and engaged and volunteering, in all its diverse ways and forms, can be the indispensable ingredient to help achieve a better form of governing, one centered on the citizenry.

    Around the world, mayors have been leveraging the power of volunteerism, harnessing the commitments of their citizens to supplement and strengthen the implementation of local publicly funded interventions.

    We need a strong coordination system to promote and implement volunteering efforts, an issue that the draft national policy already partially covers. On this point, it is essential to ensure the creation of adequate “’volunteering supporting structures” at federal, provincial and local levels, that can really help mainstream volunteerism across all the areas of national governance.

    It might be a coincidence that this special commemoration falls after so many other equally important special “days” but perhaps it was all intentional because volunteerism is the platform and the means through which the humanity can solve some of its most obstinate and hard challenges, including climate change.

    The latter is an issue that, without the activism of millions of youths across the world, would not have come to commend the public and the leaders’ attention.

    In short volunteerism is a force of good and Nepal needs it. But we can’t keep take it for granted. We need to highlight it, we need to truly make an effort to make it easier for persons of all ages and groups, to give their time and skills and help the society become a better, more inclusive and sustainable place to live.

    The “warning” comes even as Unmanned Aerial Vehicles (UAVs) – or drones – are some of the new weapons of war deployed mostly by the US, and more recently, by Iran, Ukraine and Russia in ongoing military conflicts.

    But the unarmed versions continue to be deployed by UN peacekeeping forces worldwide and by national and international humanitarian organizations.

    In a recently-released report, the UN Population Fund (UNFPA) says for women in Botswana, especially those living in remote communities where medical supplies and blood may not be in stock, giving birth can be life-threatening.

    In 2019, the country recorded a maternal mortality rate of 166 deaths per 100,000 births, more than double the average for upper-middle-income countries.

    Lorato Mokganya, Chief Health Officer in the Ministry of Health and Wellness, is quoted as saying that when a woman has lost a lot of blood during childbirth and may need to be transferred to a bigger medical facility, she first needs to be stabilized where she is before being driven out of that place. Timely delivery of blood can be lifesaving.

    “A drone can be sent to deliver the blood so that the patient is stabilized,”

    In an effort to curb the country’s preventable maternal deaths and overcome geographical barriers this innovative initiative will revolutionize the delivery of essential medical supplies and services across Botswana, says UNFPA.

    Joseph Chamie, a former director of the UN Population Division and a consulting demographer., told IPS the increased use of drones for humanitarian and peacekeeping missions of the United Nations is certainly a good idea and should be encouraged.

    “Why? Simply because the numerous benefits from the use of drones greatly outnumber the possible disadvantages”.

    As is the case with all new technologies, he pointed out, resistance to the use of drones is to be expected. The public’s distrust in the use of drones is understandable given their use in military operations and surveillance activities.

    Also, it should be acknowledged that drones could be misused and efforts are needed to ensure privacy, security and safety, said Chamie.

    “In brief, the use of drones should be promoted and facilitated in the work of the UN’s humanitarian and peacekeeping operations as it will greatly enhance the effectiveness of their vital work,” he declared.

    Drones have been deployed in several UN peacekeeping missions, including the Democratic Republic of Congo (DRC), Rwanda and Uganda—going back to 2013.

    Although this technology is not a magic solution, “the promise of drones is really tremendous,” says Christopher Fabian, principal advisor on innovation at the UN Children’s Fund (UNICEF).

    For UNICEF and other humanitarian and development agencies, he said, in an interview with UN News, drone technology can make a big difference in three ways.

    First, drones can leapfrog over broken infrastructure in places where developed transportation networks or roads do not exist, carrying low-weight supplies.

    Second, UAVs can be used for remote sensing, such as gathering imagery and data, in the wake of natural disasters like mudslides, to locate where the damage is and where the affected peoples are.

    Third, drones can extend wi-fi connectivity, from the sky to the ground, providing refugee camps or schools with access to the Internet.

    As big as a Boeing 737 passenger jet and as small as a hummingbird, a huge variety of drones exist. According to research firm Gartner, total drone unit sales climbed to 2.2 million worldwide in 2016, and revenue surged 36 per cent to $4.5 billion.

    Although UNICEF’s use of drones has been limited, the agency is exploring ways to scale up the use of UAVs in its operations, Fabian said.

    “Hardware itself does not violate human rights. It is the people behind the hardware,” said Fabian, stressing the need to “make sure that any technology we bring in or work on falls within the framing of rights-based documents,” such as the Convention on the Rights of the Child.

    UNICEF has a set of guiding principles for innovation, which includes elements like designing with the end-user.

    For drone applications to spread further, Fabian said, the UN has a strong role in advocating this technology and ensuring that policy is shared with different governments.

    In addition, governments have to clearly define why they need drones and what specifically they will be used for, while also building up national infrastructure to support their use.

    The private sector must understand that the market can provide them real business opportunities.

    In 10 to 20 years, drones might be “as basic to us as a pen or pencil,” said Fabian.

    “I believe this technology will go through a few years of regulatory difficulty but will eventually become so ubiquitous and simple that it’s like which version of the cell phones you have rather than have you ever use the mobile phone at all,” he said.

    Meanwhile, armed UAVs are being increasingly used in war zones in the Middle East, Asia, Africa and most recently Ukraine.

    The US has launched drone strikes in Pakistan, Syria, Yemen, Somalia, Iraq, Libya and Afghanistan targeting mostly terrorist groups. But the negative fallout has included the deaths of scores of civilians and non-combatants.

    In recent months, the use of drones by both Russia and Ukraine has triggered a raging battle at the United Nations while Iran has launched drone attacks inside Iraq.

    The US, France, UK and Germany have urged the UN to investigate whether the Russian drones originated in Iran. But Russia has denied the charge and insisted the drones were homemade.

    Russia’s First Deputy Permanent Representative to the UN, Ambassador Dmitry Polyanskiy, urged Secretary-General António Guterres and his staff on October 25 not to engage in any “illegitimate investigation” of drones used in Ukraine.

    Meanwhile, going back to 2017, Malawi, in partnership with UNICEF, launched Africa’s first air corridor to test the humanitarian use of drones in Kasungu District.

    Also with UNICEF, Vanuatu has been testing the capacity, efficiency and effectiveness of drones to deliver life-saving vaccines to inaccessible, remote communities in the small Pacific- island country, according to the United Nations.

    Vanuatu is an archipelago of 83 islands separated over 1,600 kilometres. Many are only accessible by boat, and mobile vaccination teams frequently walk to communities carrying all the equipment required for vaccinations – a difficult task given the climate and topography.

    To extend the use of drones, UNICEF and the World Food Programmes (WFP) have formed a working group.

    In addition, UNICEF, together with the Office of the UN High Commissioner for Refugees (UNHCR), chairs the UN Innovation Network, an informal forum that meets quarterly to share lessons learned and advance discussions on innovation across agencies, the UN points out.

    “Drones are also used in other parts of the UN system. The International Atomic Energy Agency (IAEA) and its partners have introduced a new quadcopter drone to visually map gamma radiation at Japan’s Fukushima Daiichi nuclear plant, which was damaged by the devastating 2011 tsunami”.

    ROMEO, or the Remotely Operated Mosquito Emission Operation, met the competition’s aim of improving people’s lives. It was designed to transport and release sterile male mosquitoes as part of an insect pest birth control method that stifles pest population growth.

    Some UN peacekeeping missions, such as those in the Democratic Republic of the Congo, Mali and the Central African Republic, have deployed unarmed surveillance UAVs to improve security for civilians, according to the UN.

    The UN, however, warns that drone technology can be a double-edged sword. UN human rights experts have spoken out against the lethal use of drones.

    Loss and Damage Fund Saves COP27 from the Abyss

    The fund, according to the Sharm El Sheikh Implementation Plan, the official document approved at dawn on Sunday Nov. 20 in this Egyptian city, should enable “rehabilitation, recovery and reconstruction” following extreme weather events in these vulnerable countries.

    Decisions on who will provide the money, which countries will benefit and how it will be disbursed were left pending for a special committee to define. But the fund was approved despite the fact that the issue was not even on the official agenda of the summit negotiations, although it was at the center of the public debate before the conference itself.

    “We are satisfied that the developed countries have accepted the need to create the Fund. Of course, there is much to discuss for implementation, but it was difficult to ask for more at this COP,” Ulises Lovera, Paraguay’s climate change director, told IPS, weary from a longer-than-expected negotiation, early Sunday morning at the Sharm El Sheikh airport.

    “This COP has taken an important step towards justice. I welcome the decision to establish a loss and damage fund and to operationalize it in the coming period,” said U.N. Secretary-General António Guterres. He also described as an achievement that a “red line” was not crossed, that would take the rise in global temperature above the 1.5-degree limit.

    More than 35,000 people from nearly 200 countries participated in the 27th Conference of the Parties (COP27) on Climate Change in Sharm El Sheikh, an Egyptian seaside resort on the Red Sea, where the critical dimension of global warming in the different regions of the world was on display, sometimes dramatically.

    Practically everything that has to do with the future of the modes of production and life of humanity – starting with energy and food – was discussed at a mega-event that far exceeded the official delegations of the countries and the great leaders present, such as U.S. President Joe Biden and the Brazilian president-elect, Luiz Inácio Lula da Silva.

    Hundreds of social organizations, international agencies and private sector stakeholders came here to showcase their work, seek funding, forge alliances, try to influence negotiations, defend their interests or simply be on a stage that seemed to provide a space for all kinds of initiatives and businesses.

    At the gigantic Sharm El Sheikh International Convention Center there was also a global fair with non-stop activities from morning to night in the various pavilions, in stands with auditoriums of between 20 and 200 seats, where there was a flurried program of presentations, lectures and debates, not to mention the more or less crowded demonstrations of activists outside the venue.

    In addition, government delegates negotiated on the crux of the summit: how to move forward with the implementation of the Paris Agreement, which at COP21 in 2015 set global climate change mitigation and adaptation targets.

    On the brink of failure

    Once again, the nine-page Sharm El Sheikh Implementation Plan did not include in any of its pages a reference to the need to abandon fossil fuels, but only coal.

    The document was the result of a negotiation that should have ended on Friday Nov. 18, but dragged on till Sunday, as usually happens at COPs. What was different on this occasion was a very tough discussion and threats of a walkout by some negotiators, including those of the European Union.

    But in the end, the goal of limiting the temperature increase to 1.5 degrees Celsius, established in the Paris Agreement, was maintained, although several countries tried to make it more flexible up to 2.0 degrees, which would have been a setback with dramatic effects for the planet and humanity, according to experts and climate activists.

    “Rapid, deep and sustained reductions in global greenhouse gas emissions (are) required – lowering global net greenhouse gas emissions by 43 percent by 2030 relative to the 2019 level – to limit global warming to 1.5°C target,” reads the text, although no mention is made of oil and gas, the fossil fuels most responsible for those emissions, in one of the usual COP compromises, since agreements are reached by consensus.

    The priorities of the South

    Developing countries, however, focused throughout the COP on the Loss and Damage Fund and other financing mechanisms to address the impacts of rising temperatures and mitigation actions.

    “We need financing because we cannot deal with the environmental crisis alone. That is why we are asking that, in order to solve the problem they have caused, the rich nations take responsibility,” Diego Pacheco, head of the Bolivian delegation to Sharm El Sheikh, told IPS.

    Environmental organizations, which showed their power in Egypt with the presence of thousands of activists, also lobbied throughout COP27 for greater commitments, including mitigation actions.

    “This conference cannot be considered an implementation conference because there is no implementation without phasing out all fossil fuels,” the main cause of the climate crisis, said Zeina Khalil Hajj of the international environmental organization 350.org.

    “Together for implementation” was precisely the slogan of COP27, calling for a shift from commitments to action.

    “A text that does not stop fossil fuel expansion, that does not provide progress from the already weak Glasgow Pact (from COP26) makes a mockery of the millions of people living with the impacts of climate change,” said Khalil Hajj, head of global campaigning at 350.org.

    The crises that came together

    Humanity – as recognized by the States Parties in the final document – is living through a dramatic time.

    It faces a number of overlapping crises: food, energy, geopolitical, financial and economic, combined with more frequent natural disasters due to climate change. And developing nations are hit especially hard.

    The demand for financing voiced by countries of the global South thus takes on greater relevance.

    Cecilia Nicolini, Argentina’s climate change secretary, told IPS that it is the industrialized countries, because of their greater responsibility for climate change, that should finance developing countries, and lamented that “the problem is that the rules are made by the powerful.”

    However, 80 percent of the money now being spent worldwide on climate change action is invested in the developed world, according to the Global Environment Facility (GEF), the world’s largest funder of climate action, which has contributed 121 billion dollars to 163 countries over the past 30 years, according to its own figures.

    In this context, the issue of Loss and Damage goes one step further than adaptation to climate change, because it involves reparations for the specific impacts of climate change that have already occurred, such as destruction caused by droughts, floods or forest fires.

    “Those who are bearing the burden of climate change are the most vulnerable households and communities. That is why the Loss and Damage Fund must be established without delay, with new funds coming from developed countries,” said Javier Canal Albán, Colombia’s vice minister of environmental land planning.

    “It is a moral and climate justice imperative,” added Canal Albán, who spoke at a press conference on behalf of AILAC, a negotiating bloc that brings together several Latin American and Caribbean countries.

    But the text of the outcome document itself acknowledges that there is a widening gap between what developing countries need and what they actually receive.

    The financing needs of these countries for climate action until 2030 were estimated at 5.6 trillion dollars, but developed countries – as the document recognized – have not even fulfilled their commitment to provide 100 billion dollars per year, committed since 2009, at COP15 in Copenhagen, and ratified in 2015, at COP21 which adopted the Paris Agreement.

    It was the absence of any reference to the need to accelerate the move away from oil and natural gas that frustrated several of the leaders at the COP. “We believe that if we don’t phase out fossil fuels there will be no Fund that can pay for the loss and damage caused by climate change,” Susana Muhamad, Colombia’s environment minister, who was at the two-week conference in Sharm El Sheikh held Nov. 6-20, told IPS.

    “We have to put the victims first in order to make an orderly and just transition,” she said, expressing the sentiments of the governments and societies of the South at COP27.

    “The rise in energy prices due to Russia’s invasion of Ukraine set back many countries in the transition to renewable energies in 2022,” Manuel Pulgar Vidal, global leader of Climate & Energy at WWF, told IPS. “But this is not going to last, because developed nations have proven that the best path to energy security is to accelerate the abandonment of fossil fuels.”

    The issue is seen from the same point of view in some countries of the developing South.

    Costa Rica’s Minister of Environment and Energy Franz Tattenbach Capra was emphatic in an interview with IPS: “Countries like ours, which don’t have oil or gas, are appalled by the price increases. This will lead us to try to become less dependent on imports.”

    The close relationship that has been established between climate action and economic development is easy to see at the 27th Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change, which has drawn more than 33,000 people to this seaside resort town on the Sinai Peninsula.

    This link goes far beyond the negotiations between the 193 States Parties on climate change mitigation and adaptation, which this year focuses on climate action, as highlighted by the summit’s slogan: “Together for Implementation”.

    Global fair

    COP27 is very much like a trade fair and a multitudinous meeting place, with an overwhelming number of talks, activities and document sharing, where the task of choosing where to be is very difficult and everyone constantly feels they are missing out on something more interesting happening at the same time.

    While world leaders give speeches and technical officials discuss the next steps for climate action, countries, organizations and companies seek and offer financing, in public and private meetings, for all kinds of projects, ranging from energy, agriculture and infrastructure to the empowerment of indigenous communities.

    “This process has been very skillful in connecting climate change and economics. We all know that countries that do not act responsibly with regard to the climate are going to slide backwards in the coming years,” said Pulgar Vidal, who co-organized and chaired COP20, held in Lima in 2014, when he was Peru’s environment minister.

    The energy sector is definitely the master key to finding solutions to climate change, as it is responsible for more than three-quarters of global greenhouse gas emissions and is still primarily fossil-fuel based.

    According to a report presented here by the International Renewable Energy Agency (IRENA), only 29 percent of generation comes from alternative sources and carbon emissions continue to rise.

    And the past year “frankly, has been a year of climate procrastination,” said United Nations Environment Program (UNEP) executive director Inger Andersen on Nov. 15, the day dedicated to energy in the never-ending agenda of side events taking place at the Sharm el-Sheikh International Convention Center.

    In the official negotiations, however, the energy discussion appears to be in the background, behind the debate on the creation of a fund to compensate for loss and damage in the countries of the South that have suffered the most from droughts, floods, hurricanes, forest fires and other phenomena that have accelerated in recent years.

    COP26, held a year ago in Glasgow, Scotland, ended with a bitter taste with respect to energy when, following an intervention by India, a commitment was made to reduce, rather than eliminate, the use of coal, the most polluting fossil fuel.

    For now, there is no indication that this summit will end with a better agreement in this area.

    Effects of the war

    Carlos Manuel Rodríguez, chair of the largest multilateral fund for financing climate action in developing countries, is also convinced that the energy crisis generated by the war in Ukraine will, in the medium and long term, trigger a faster transition.

    “The conflict made many people understand how vulnerable the global energy system is and how harmful dependence on fossil fuels is,” the CEO of the Global Environment Facility (GEF) told IPS in one of the wide corridors of the Sharm El Sheikh International Convention Center, where the heavy traffic of people does not stop between 8:00 AM and 9:00 PM.

    Rodríguez, the former Costa Rican environment minister, said that “With an energy mix based more on renewable sources, there would have been more resilience to the impact of the events in Ukraine. European countries have already understood this and I am confident that they are understanding it in other regions.”

    Reports circulating in Sharm El Sheikh support the theory that the impact of the crisis could be beneficial for the energy transition in the long run.

    In the four largest emitters – China, the United States, the European Union and India – public and private investment in transport electrification and renewable energy is growing due to market mechanisms and concerns about energy security, says a paper presented by the Energy and Climate Intelligence Unit (ECIU), an independent advisory organization based in the United Kingdom.

    “The pace at which the green transition is speeding up…is remarkable….no-one who genuinely understands the interconnected crises facing the world believes that more oil and gas represent anything more than a very short-term solution,” Gareth Redmond-King, international lead at the ECIU, said at the climate summit.

    Pressure from civil society

    A broad spectrum of organizations are taking part in COP27, aiming to influence the negotiation process and seek funding.

    Harjeet Singh of the Climate Action Network International (CAN-I), an umbrella group of more than 1,800 organizations in 130 countries, told IPS that “the war in Ukraine shifted the focus of many developed countries from climate action to energy security.”

    Singh has called for a commitment to halt the expansion of fossil fuels to be included in the outcome document of COP27, which is due to end on Nov. 18 if it is not extended by one day as is customary at these summits.

    At the same time, he lamented that, because of the impact of the war, “we see the fossil fuel industry taking advantage of this space to sell itself as sustainable, which is unacceptable.”

    Evidence of the need to appear as part of the oil sector’s climate action is everywhere in this gigantic Convention Center, where the organization Global Witness denounced that 636 lobbyists for oil interests and companies are registered as participants.

    One of the hundreds of organizations with booths at Sharm El Sheikh is the OPEC (Organization of the Petroleum Exporting Countries) Fund for International Development.

    “We came here to make ourselves visible, as we want to contribute to making the energy transition in all countries inclusive,” Nadia Benamara, Head of Outreach & Multimedia for the Vienna-based Fund, told IPS.

    Benamara said the Fund pledged 24 billion dollars up to 2030 to finance climate action because “oil producing and exporting countries are also victims of climate change and want to contribute to the solution.”

    Billions of dollars in aid funds are provided each year by governments, private funds and foundations for climate adaptation and mitigation. Donors often seek out indigenous peoples, who are now considered the best guardians of climate-healthy ecosystems. However, only crumbs end up actually reaching native territories.

    “We are tired of funding going to indigenous foundations without indigenous people,” Yanel Venado Giménez told IPS, at the indigenous peoples’ stand at this gigantic world conference, which has 33,000 accredited participants. “All the money goes to pay consultants and the costs of air-conditioned offices.”

    “International donors are present at the COP27. That is why we came to tell them that direct funding is the only way to ensure that climate projects take into account indigenous cultural practices. We have our own agronomists, engineers, lawyers and many trained people. In addition, we know how to work as a team,” she added.

    Giménez, a member of the Ngabe-Buglé people, represents the National Coordinating Body of Indigenous Peoples in Panama (CONAPIP) and is herself a lawyer.

    That indigenous peoples, because they often live in many of the world’s best-conserved territories, are on the front line of the battle against the global environmental crisis is beyond dispute.

    For this reason, a year ago, at COP26 in Glasgow, Scotland, the governments of the United Kingdom, Norway, the United States, Germany, the Netherlands and 17 private donors pledged up to 1.7 billion dollars for mitigation and adaptation actions by indigenous communities.

    However, although there is no precise data on how much of that total has actually been forthcoming, the communities say they have received practically nothing.

    “At each of these conferences we hear big announcements of funding, but then we return to our territories and that agenda is never talked about again,” Julio César López Jamioy, a member of the Inga people who live in Putumayo, in Colombia’s Amazon rainforest, told IPS.

    “In 2021 we were told that it was necessary for us to build mechanisms to access and to be able to execute those resources, which are generally channeled through governments. That is why we are working with allies on that task,” he added.

    López Jamioy, who is coordinator of the National Organization of Indigenous Peoples of the Colombian Amazon (OPIAC), believes it is time to thank many of the non-governmental organizations for the services they have provided.

    “Up to a certain point we needed them to work with us, but now it is time to act through our own organizational structures,” he said.

    Latin American presence

    There is no record of how many indigenous Latin Americans are in Sharm el-Sheikh, a seaside resort in the Sinai Peninsula in southern Egypt, thanks to different sources of funding, but it is estimated to be between 60 and 80.

    Approximately 250 members of indigenous peoples from all over the world are participating in COP27, in the part of the Sharm el-Sheikh Convention Center that hosts social organizations and institutions.

    From there, they are raising their voices and their proposals to the halls and stands that host the delegates and official negotiators of the 196 parties to the United Nations Framework Convention on Climate Change (UNFCCC), the organizer of these annual summits.

    The space shared by the indigenous people is a large stand with a couple of offices and an auditorium with about 40 chairs. Here, during the two weeks of COP27, from Nov. 6 to 18, there is an intense program of activities involving the agenda that the indigenous people have brought to the climate summit, which has drawn the world’s attention.

    At the start of the Conference, a group of Latin American indigenous people were received by Colombian President Gustavo Petro. They obtained his support for their struggle against extractive industries operating in native territories and asked him to liaise with other governments.

    “Generally, governments make commitments to us and then don’t follow through. But today we have more allies that allow us to have an impact and put forward our agenda,” Jesús Amadeo Martínez, of the Lenca people of El Salvador, told IPS.

    The indigenous representatives came to this Conference with credentials as observers – another crucial issue, since they are demanding to be considered part of the negotiations as of next year, at COP28, to be held in Dubai.

    The proposal was led by Gregorio Díaz Mirabal, a representative of the Kurripaco people in Peru’s Coordinating Body for the Indigenous Organizations of the Amazon Basin (COICA), who told a group of journalists that “We existed before the nation-states did; we have the right to be part of the debate, because we are not an environmental NGO.”

    From beneficiaries to partners?

    Native communities have always been seen as beneficiaries of climate action projects in their territories, channeled through large NGOs that receive and distribute the funds.

    But back in 2019, the United States Agency for International Development (USAID) issued a Policy for Promoting the Rights of Indigenous Peoples (PRO-IP), which explores the possibility of funding reaching native communities more effectively.

    Among the hurdles are that project approval times are sometimes too fast for the indigenous communities’ consultative decision-making methods, and that many communities are not legally registered, so they need an institutional umbrella.

    Experiments in direct financing are still in their infancy. Sara Omi, of the Emberá people of Panama, told IPS that they were able to receive direct financing for Mexican and Central American communities from the Mesoamerican Fund for capacity building of indigenous women.

    “We focus on sustainable agricultural production and in two years of work we have supported 22 projects in areas such as the recovery of traditional seeds. But we do not have large amounts of funds. The sum total of all of our initiatives was less than 120,000 dollars,” she explained.

    Omi, a lawyer who graduated from the private Catholic University of Santa María La Antigua in Panama and was able to study thanks to a scholarship, said indigenous peoples have demonstrated that they are ready to administer aid funds.

    “Of course there must be accountability requirements for donors, but they must be compatible with our realities. Only crumbs are reaching native territories today,” she complained.

    Brazil’s president-elect, Luiz Inácio Lula da Silva, will participate in the second week of COP27, and this is cause for hope for the peoples of the Amazon jungle, who in the last four years have suffered from the aggressive policies and disregard of outgoing far-right President Jair Bolsonaro regarding environmental and indigenous issues.

    “In the Bolsonaro administration, funds that provided financing were closed,” Eric Terena, an indigenous man who lives in southern Brazil, near the border with Bolivia and Paraguay, told IPS. “Now they will be revived, but we don’t want them to be accessed only by the government, but also by us. The systems today have too much bureaucracy; we need them to be more accessible because we are a fundamental part of the fight against climate change.

    “We see that this COP is more inclusive than any of the previous ones with regard to indigenous peoples, but governments must understand that it is time for us to receive funding,” said Terena, one of the leaders of the Terena people.

    Making the UN Charter a Reality: Towards a New Approach to Development Cooperation?

    Now, more than ever, we need to bring to life the values and principles of the UN Charter in every corner of the world. Due to the powers vested in its Charter and its unique international character, the UN can act on the issues confronting humanity, including:

    • Maintain international peace and security
    • Protect human rights
    • Deliver humanitarian aid
    • Promote sustainable development
    • Uphold international law

    Given my own personal trajectory in human rights advocacy and development cooperation, let me focus on aspects of sustainable development and consider whether we need to change and adopt any new approach to it to end extreme poverty, reduce inequalities, and rescue the Sustainable Development Goals (SDGs) from exclusionary practices.

    Development or Sustainable Development must be inclusive: In fact, inclusion at the heart of Development Cooperation. Inclusive development is the concept that every person, regardless of their identity, is instrumental in transforming their societies.

    Development processes that are inclusive yield better outcomes for the communities that embark upon them. The UN was created to promote the rights and inclusion of marginalized and underrepresented populations in the development process and leads the UN’s response to addressing the needs and demands of those in in adversity and youth.

    Therefore, the UN implements activities that combat stigma and discrimination, promote empowerment and inclusion of marginalized or underrepresented groups, and improve the lives of populations in high-risk situations.

    It is important that we also adopt this in institutional and management settings: For example, UN Asia Network for Diversity and Inclusion (UN-ANDI) recently conducted its first survey on Racism and Racial Discrimination in five languages.

    The survey was intended to capture data reflecting the Asian perspective in the UN system. It is planning to issue a report on the survey’s findings to support and address many critical issues of racism and racial discrimination. There are other networks who are addressing different elements of intersectionality including but not limited to, gender, disability, ethnicity, identity etc.

    So, the world and its challenges have become much more intersectional, which calls for a robust and intersectional approach to development cooperation.

    Intersectional Approach: An intersectionality lens allows us to see how social policy may affect people differently, depending on their specific set of ‘locations,’ and what unintended consequences particular policies may have on their individual lives.

    By listening to the most marginalized and/or disadvantaged groups of a community, development organizations can help combat oppression at all levels of society and rebuild communities from the ground up.

    Take the example of Persons with Disabilities. They are not a homogenous group, and this should be reflected in our policy advocacy and communications by considering intersectionality—the intersection of disability together with other factors, such as gender, age, race, ethnicity, sexual orientation, refugee, migrant or asylum seeker status.

    For example, a person with disability also has a gender identity, may come from an Indigenous group and be young, old, a migrant or live in poverty.

    At the UN System, it is time to adopt an intersectional approach in our development cooperation, policy advocacy, programming, operational support, planning and budgeting. An intersectional approach considers the historical, social, and political context and recognizes the unique experience of the individual based on the intersection of all relevant grounds.

    This approach allows the experience of discrimination, based on the confluence of grounds involved, to be acknowledged and remedied. Using an intersectionality lens to approach our development practice means moving beyond the use of singular categories to understand people and groups and embracing the notion of inseparable and interconnected sets of social ‘locations’ that change through time, vary across places, and act together to shape an individual’s life experience and actions.

    This would go a long way to contribute to the SDGs’ Leave No One Behind principle (LNOB). The new approach calls for invigorating existing practices, making them more innovative, effective, and efficient.

    Innovation: We need to think of innovative approaches and instruments to attract and channel new resources to finance our developmental aspirations, as outlined in the 2030 SDGs now more than ever.

    Reliable and well-administered development financial institutions with a well-defined mandate and sound governance framework will continue to be an important vehicle to accelerate inclusive economic and social development.

    They can create new channels to crowd-in the private sector. Moreover, they can play a catalytical role by generating new knowledge, convening stakeholders, and providing technical assistance to build capacity in the private and public sectors. Mutual collaboration between and across public and private sector is critical to harness the full potential of innovation and innovative approaches.

    Let us not forget new media’s growing impact on both inclusive participation leveraging innovative practices.

    New Media: New media, including mobile and social media, could help demystify international institutions and encourage participation. The new media is also critical to widen the breadth of accessibility for persons with disabilities or those who live in rural and/or remote, hard to reach areas.

    Alongside this, there could be more regular interactions by the leadership of intergovernmental organisations with multi-stakeholders including civil society, organisations of persons with disabilities, and the media, and the creation of accessible databases of statistical and other information and knowledge on their work.

    Notwithstanding the Ukraine war, work at the UN continues. The world body can and should continue to play a constructive role in both development cooperation, crisis management, peace building, and post-conflict stabilization. It should continue to focus on crises from Afghanistan to Mali and Ukraine itself.

    However, it must explore new and innovative and intersectional ways to support inclusive development, climate justice and resilience, peacekeeping, and other global and regional key priorities.

    Otherwise, the SDGs will not be even near to their desired destination in 2030 or beyond.

    Solidarity and Negotiations to End the Ukraine War

    At a time when the Ukraine War increasingly resembles the trench warfare of the First World War and the spiraling escalation of the Cuban Missile Crisis, leading U.S. peace organizations co-sponsored the statement, which also called for negotiations to end the catastrophic Ukraine War.

    The announcement was first sent to a friend in St. Petersburg Russia who must remain unnamed. He is a humble and dedicated scientist who lost his job years ago after revealing independent radiation measurements that he took following the Chernobyl meltdown.

    On the day following Russia’s invasion of Ukraine, this man had signed and was publicizing a petition signed by more in a million Russians condemning the imperial invasion of Ukraine and calling for those who had ordered it to be tried as war criminals. In public and discrete ways, he and others continue to oppose the war despite the risk of serious imprisonment.

    The second person to receive our statement was a Russian psychologist who fled Russia shortly before the war. She uses social media to connect with and organize people left behind and others in the Russian diaspora. And, before the statement went to the press and out via social media, it went to Yurii Sheliazhenko, a courageous Ukrainian professor and pacifist who has been speaking inconvenient truths about the futility of war and who had earlier translated our statement into Russian and Ukrainian.

    Despite the risks involved, each committed to share the statement, especially among the estimated 500,000 men who have risked fleeing Putin’s increasingly militarized Russia.

    What is the value of an expression of solidarity, even one as modest as a computer click?

    For many across the world, there was immediate identification with the images of the hundreds of thousands of Russian young men fleeing to impoverished and remote countries like Kyrgyzstan and Tajikistan, as well as to Kazakhstan and Germany to avoid the war.

    They left families and careers behind, possibly never to return. They face the challenges of finding places to sleep and to finding work to feed themselves in unknown nations and cultures. And we have learned to our sorrow and outrage across the West, desperate refugees are not always welcomed or long tolerated.

    Yet, as one Russian woman wrote from exile, she suffers under the weight of people thinking that all Russians support Russia’s aggression. It helps, she wrote, to know that she and other Russians are being recognized as different. That makes it easier for her to face the demands of each uncertain day. To this, I would add, it illustrates the potential for peaceful and mutually beneficial relations between our peoples.

    Of course, more than solidarity is needed. Our statement also called for a ceasefire and “negotiations leading to a just peace, including respect for Ukrainian sovereignty as a neutral state”. As we did in the early years of our opposition to the nationally self-destructive invasions of Vietnam, Afghanistan and Iraq, the statement was designed to add weight to growing calls for a national policy change.

    The Biden and Zelensky commitments to fight this war to the last Ukrainian in order to weaken Russia (which will remain a nuclear power) and to retake all of historic Ukraine including Crimea are worse than futile. The savaging of Ukraine begins to resemble Beirut and Grozny at the end of those civil wars.

    And Russian nuclear doctrine informs us that it can resort to nuclear attacks when the survival of the state – read Putin’s political career – is in jeopardy. Pressing for diplomacy to stop the killing and to prevent the war’s spiraling escalation, as well as expressing solidarity, has become imperative.

    Our solidarity initiative has roots in experiences and lessons that some of us took from the Vietnam War as from Margaret Mead’s dictum that a small group of people can change the world. The initiative grew from a collaboration of veterans of the Vietnam era peace movement, Terry Provance, now of the United Church of Christ and Doug Hostetter, a Mennonite pastor and Pax Christi International’s Associate UN Representative, and me.

    It was during the Vietnam War that I first experientially learned the value of solidarity. After considering a Canadian exile, I became a draft resister facing possible imprisonment and served as a leading organizer against the war in the intellectual and moral wasteland of what was then the Phoenix Valley.

    Talk about isolation and alienation. I was an aspiring East Coast intellectual disoriented and making his way in Barry Goldwater’s Arizona. That was before fax machines, before the Internet, and when Phoenix was dominated by a John Birch Society extreme right-wing monopoly newspaper that limited and distorted what people could know, and which used its pages to instruct its readers where to find our small community of war opponents and how to beat us.

    Back then, despite constitutional guarantees, it was possible to be arrested and to suffer what more recently has become known as the Eric Garner chokehold at the hands of the police and be sentenced to six months in jail for the “crime” of distributing anti-war flyers on the public sidewalk – an action ostensibly protected by the Constitution.

    We and other war resisters experienced the salve and inspiration of solidarity in many forms, from local religious leaders who demonstrated that they cared, from activists back East who sent bail money, and from the distant moral courage of Swedish Prime Minister Olof Palme whose courageous denunciation of the war made its way around the world – even to the Arizona desert.

    Since then, I have learned the sustaining value of even small expressions of human solidarity: from Palestinians whose homes were demolished in illegal Israeli collective punishments; from the suffering and courageous of Japanese, Marshall Islanders, and U.S. downwinder A-bomb survivors, and from Okinawans who have endured and resisted eight decades of Japanese and U.S. military colonialism. In each case, international support and solidarity have played critical roles in their continuing struggles for justice.

    Is solidarity enough? Of course not! Thus, our call urges U.S. policy change. It is possible to support Ukrainians without urging and funding another war without end. In recent weeks, we have been reminded of Gandhi’s truth that “When the people lead, the leaders will follow.” The withdrawal of the letter signed by thirty members of Congress urging President Biden to make negotiations a priority will long stand as a profile in cowardice.

    Except for several members of Congress including Ro Khanna and Jamaal Bowman who stood their ground, others who support Ukraine but also diplomacy, lacked confidence that they had public backing and withered in the face of threats from Speaker Pelosi.

    Our solidarity statement is but one of ways that people are beginning to break the silence, opening the way for rational and humane discourse, and providing off ramps for bellicose U.S., Russian, Ukrainian and European leaders.

    A Cuban Missile Crisis redux or a replay of World War I redux must be avoided. Negotiations may not bring an immediate end to the war, but we should have learned from the diplomacy that avoided nuclear annihilation over Russian missiles in Cuba fifty years ago, which brought us the armistice the ended the First World War, and that led to arms control agreements during the last Cold War that war is not the answer.

    Pope Francis, U.N. Secretary General Guterres and a growing number of people have it right: human solidarity and diplomacy!

    It is a measure of the continued effectiveness of human rights defenders around the world that autocrats, bigots and powerful economic interests continue to invest significant resources to try and silence them or disrupt their work.

    Sophisticated surveillance, brutal violence, expensive smear campaigns, significant time and energy from security services and police forces, endless judicial proceedings, new restrictive laws – the efforts of the oppressors pay a kind of tribute to the courage, tenacity and impact of human rights defenders.

    Whilst human rights academics debate the relevance of a weakened UN system, the reality on the ground, in countless countries across all regions, is that communities continue to mobilize around a struggle framed in rights.

    Sudan’s revolution united under the banner of “freedom, peace and justice,” while “women, life, freedom,” has become the slogan of the protests in Iran. And as Sonia Guajajara, head of the Articulation of Indigenous Peoples of Brazil (ABIP), said at the UN Climate Conference, “if there is no protection of indigenous territories and rights, there will also be no solution to the climate crisis, because we are part of that solution.”

    The human rights defenders we work with every day at Front Line Defenders are an inspiration to all of us.

    Liah Ghazanfar Jawad continues to work to support women and women’s rights in Afghanistan under brutal Taliban rule even though she has the option to be with her family outside the country.

    As Diana Berg, artist and human rights defender from Donetsk, told a packed conference room in Dublin, Ireland last week, “until I get killed by a Russian Iranian drone I will help survivors deported teenagers and evacuate museums.”

    The first Dublin Platform for Human Rights Defenders took place just over 20 years ago in January 2002. Our visionary founder, Mary Lawlor – now the UN Special Rapporteur on Human Rights Defenders – was determined that the organization would be driven by the needs expressed by defenders themselves. With a tiny team she worked wonders to bring over 100 human rights defenders to that launch of Front Line Defenders.

    Two decades later, providing rapid and practical support for the protection of human rights defenders at a global level remains the core focus of the organization’s work. In 2021, for the first time we provided more than 1,000 grants to human rights defenders in 105 countries.

    We are committed to the struggle. Our work is built on our profound respect for human rights defenders; for their work, their courage and their knowledge. We stand with them, and will provide support in every way that we can.

    At the recently finished 11th Dublin Platform, we convened more than 100 at-risk human rights defenders from scores of countries for three days in iconic Dublin Castle. Among many other issues, we discussed how authoritarian regimes use counter-terrorism and security laws to target human rights defenders, the backlash against feminists and LGBTIQ+ human rights defenders, and the role of human rights defenders in the context of protests and social movements.

    As we gathered in Dublin, we were acutely aware of those human rights defenders who were not with us. In 2016 we helped to set up a HRD Memorial Project to gather information on the cases of defenders who are targeted and killed because of their human rights work; to illustrate the scale of the phenomenon, to emphasize the systematic nature of these attacks, and to provide a space to pay tribute.

    Following on from this, we worked with the Irish Department of Foreign Affairs to create a HRD Memorial monument in Dublin – a unique space where we recently held a poignant candlelight vigil to commemorate the hundreds of human rights defenders who have been killed while carrying out their peaceful work.

    There are also many human rights defenders we would like to have welcomed to Dublin but whose governments prevented them from being there. These include long-term imprisoned human rights defenders such as Narges Mohhamadi in Iran, Dawit Isaac in Eritrea, Maria Rabkova in Belarus, Tr?n Hu?nh Duy Th?c in Vietnam, Pablo López Alavez in Mexico and Ilham Tohti in China.

    In particular I want to highlight my friend and former colleague Abdulhadi Al-Khawaja, who was abducted, tortured and sentenced to life in prison after a sham trial over 11 years ago. We continue to work for Abdulhadi’s release and for the release of all human rights defenders who are in prison.

    The Iranian woman human rights defender Atena Daemi – also unable to be with us in Dublin because of the ongoing protests in Iran – nonetheless shared a powerful message about her motivation in dark times: “Humanity is our common love and fight. Human rights is the goal of all of us. It is the ultimate human joy and freedom and happiness.”

    Such strength of conviction is what motivates us at Front Line Defenders to continue to protect and support human rights defenders worldwide and stand with them in their struggle against oppression.

    Activists Call Out 11 Muslim Member States to Repeal Death Penalty for Blasphemy

    For the past 70 years, Article 18 of the United Nations Declaration of Human Rights has condemned capital punishment for religious offenses, a global standard shared during our recent visit to the UN headquarters in New York.

    As a prelude to the UN General Assembly (UNGA) high-level meetings in mid-September, we led the International Religious Freedom (IRF) Roundtable Campaign to Eliminate Blasphemy and Apostasy Laws, urging UN members to stand in strong support during two paramount resolutions calling for an end to the death penalty and extrajudicial killings.

    We urge the insertion of language codifying the death penalty never being imposed as a sanction for non-violent conduct such as blasphemy and apostasy. The effort produced an encouraging response by Nigerian third committee officials who renewed their commitment to freedom of religion or belief by supporting embedded language in both the moratorium on the death penalty and a resolution on renouncing the death penalty for extrajudicial killings.

    In the days that followed our visit, the world has witnessed the outrage of human rights activists and concerned global citizens with the death of Masha Amini, an Iranian Muslim woman who was arrested and subsequently died in the custody of Iranian morality police for a violation of the Islamic Republic of Iran’s compulsory hijab mandate.

    Brutal cases like these will only cease when government officials in Iran, and other egregious human rights violators, listen to the cries of their people and uphold globally recognized human rights declarations. These include statutes supporting international religious freedom or belief, and the repeal of apostasy and blasphemy laws.

    When most countries around the world and the majority of Muslim nations are taking concrete steps to abolish capital punishment for perceived religious offenses such as blasphemy and apostasy, some refuse to modernize their legislation, thus branding themselves as the worst violators of internationally recognized basic human rights.

    This staunch obsession with upholding persecutory laws and implementing the harshest of punishments, violates religious freedoms – the right to life and the right to freedom of religion or belief. This misinterpretation of scripture is an abuse of Islam, tarnishing the image of Muslims around the world and a disregard to Gods mercy, a belief that transcends faith orientation.

    The multidisciplinary and multifaith delegation from the International Religious Freedom (IRF) Campaign urged UN members, including: Luxemburg, Canada, and Sri Lanka, to raise their voices loudly in favor of embedded international religious freedom language in two resolutions which will come up for a vote during the UNGA in November.

    Penholders Australia and Costa Rica are calling for a moratorium on the death penalty which is only supported by the IRF Campaign with the addition of specific language ensuring the death penalty never be imposed for non-violent conduct such as apostasy or blasphemy.

    Likewise, Finland, as penholder for the UNGA resolution on extrajudicial executions, is being asked by global advocates to add language on freedom of religion or belief, emphasizing the necessity for States to take effective measures to repeal laws currently allowing the death penalty for religious offences, such as criminalization of conversion and expression of religion or belief as a preventative measure.

    Article 18 of the United Nations Declaration of Human Rights is clear – everyone has the right to freedom of religion or belief. Yet, 11 States today maintain the death penalty for apostasy and blasphemy. We raise the voices of the voiceless, such as Pakistani woman Aneeqa Ateeq who was sentenced to death for blasphemy in January 2022 after being manipulated into a religious debate online by a man who she romantically refused.

    Also, an 83-year-old Somali man, Hassan Tohow Fidow, who was sentenced to death for blasphemy by an al-Shabaab militant court and subsequently horrifically executed by firing squad; and a 22-year-old Nigerian Islamic gospel singer Yahaya Sharif-Aminu who was sentenced to death for blasphemy because one of his songs allegedly praised an Imam higher than the Prophet.

    As an outcome of our UN advocacy, we pray that the 11 Muslim member states—Afghanistan, Brunei, Iran, Maldives, Mauritania, Nigeria, Pakistan, Qatar, Saudi Arabia, Somalia, and Yemen– join in the common-sense repeal of the death penalty for blasphemy and apostasy as a great step toward becoming civilized nations.

    The majority of OIC member nations who do not sanction the death penalty for religious offenses should be regarded as examples of modernity and humanity and their path to restore and uphold basic human rights should be replicated.

    The Qur’an says, “There shall be no compulsion in religion; the right way has become distinct from the wrong way.” (Qur’an 2:256). Likewise, we read passages like 18:26:, “And say, ‘The truth is from your Lord. Whoever wills – let him believe. And whoever wills – let him disbelieve,” and “whoever among you renounces their own faith and dies a disbeliever, their deeds will become void in this life and in the Hereafter (Qur’an 2:217).”

    The holy book, which serves as a moral compass for the laws in OIC member nations, upholds the right to freedom of religion or belief which has been recognized by the OIC majority.

    As has been recently witnessed in Iran, when civil society activates around globally recognized human rights, the world takes note. The OIC asserts its purpose “to preserve and promote the foundational Islamic values of peace, compassion, tolerance, equality, justice and human dignity” and “to promote human rights and fundamental freedoms, good governance, rule of law, democracy, and accountability”.

    To that end, with the passage of both critical UN resolutions, OIC members will face the controversial and politically sensitive task of calling out other OIC colleagues who continue to violate human rights by imposing the death sentence upon individuals for exercising their right to freedom of thought, conscience, and religion.

    We assert that it is a societal problem as much as it is a reflection of the deficiency of democratic values and principles.

    Embedding international religious freedom language in both resolutions calling for the repeal of the death penalty will be strengthened with the strong support of the 46 OIC nations and other human rights champion nations in the days ahead.

    We are encouraged by Saudi Arabian scholar, Dr. Mohammad Al-Issa of the Muslim World Alliance, who travels the world sharing the unanimously approved Charter of Makkah – a document affirming differences among people and beliefs as part of God’s will and wisdom.

    Our collective voice must be unwavering in its call and commitment to repeal the death penalty for blasphemy and apostasy as a primary step towards upholding theologies of love and compassion, building toward human flourishing.

    Accelerating Post-Pandemic SDG 6 Achievements on Water & Sanitation

    Waterborne diseases continue to take a heavy toll on the global community, with hotspots in developing countries most acutely affected.

    To address this crisis, the United Nations launched the SDG 6 Global Acceleration Framework in 2020 to fast-track progress. The framework is a roadmap for aligning national policies and financial resources and scaling up action at all levels, but it has two fundamental flaws that need to be addressed.

    Impacts of the COVID-19 pandemic

    First, the Framework largely overlooks the impacts of the COVID-19 pandemic on the means by which safe drinking water, sanitation, and hygiene services will be provided where needed.

    The pandemic badly affected and continues to affect the financial, political, and institutional structures and the social fabric of countries. Debt and inflation in many countries are rising while foreign investment declined by 35 per cent from 2019 to 2021.

    The ability to make critical capital improvements has also been drastically affected during the pandemic, causing a delay in completing planned water and sanitation infrastructure and further enfeebling already underfunded services in developing countries.

    Global and national financial, political, and institutional structures need to be reshaped, and the social fabric repaired as part of a truly transformative sustainability agenda.

    Undervaluing SDGs interlinkages

    Second, the SDG 6 Global Acceleration Framework undervalues the potential of strengthening interlinkages across SDGs. While it recognizes the importance of SDG 6 interlinkages, it does not call for systematic change in traditional forms of decision-making in the water and sanitation sector.

    The risks of addressing SDGs individually without considering their interlinkages was the subject of warnings early in this global process. Moreover, SDG interlinkages are context-specific and depend on several factors, such as geography, governance, or socio-economic conditions.

    The current economic slowdown could push another 263 million people into extreme poverty in 2022 — a number roughly equal to the combined populations of Germany, France, the UK and Spain — further compounding challenges across critical dimensions of sustainable development, such as health, education, gender, and water and sanitation.

    Policy coherence is indispensable to sustainable development. A post-pandemic framework for sustainability requires policies that are mutually supportive across multiple sectors. Countries must move on from merely identifying interlinkages between SDGs to strengthening and acting on them.

    Two actions to bridge the gaps

    The impacts of the COVID-19 pandemic clearly necessitate better coordinated multi-sectoral policies. Next year, UN Member States meet at the UN 2023 Water Conference for the midterm review of the Water Action Decade 2018-2028, an effort to galvanize social, economic, and environmental action.

    National decision-makers and development actors need to act on the following recommendations:

    1. Prioritizing critical SDG 6 targets in the post-pandemic context. This means reshaping and strengthening today’s inadequate means of implementation and coming to the UN 2023 Water Conference with bold pledges, concentrating resources on bringing drinking water, sanitation, and hygiene services to the most vulnerable people — women and girls, migrants, the urban poor, schools, and hospitals, by 2030.

    2. Harnessing the potential of SDGs interlinkages in policies and implementation plans at all levels. Accelerating the achievement of SDG 6 supports many other SDGs, particularly those related to health, education, food, gender equality, energy, and climate change. In the context of scarce financial resources and insufficient capacity, countries can prioritize strongly interlinked SDGs to yield achievements across multiple sectors.

    We have seen and heard continuous global commitments to support the necessary conditions for sustainable development. In the post-pandemic context, progress in the water and sanitation sector has a new multifaceted purpose offering a wealth of benefits. It is time to realize them.

    Time is Running Out for Decisions on Debt Relief as Countries Face Escalating Development Crisis

    All of which is contributing to a rapid deterioration of an already damaging debt crisis which is, as ever, hitting the most vulnerable the hardest.

    In new research released by the United Nations Development Programme (UNDP), 54 developing (low- and middle-income) economies are identified as suffering from severe debt problems, equal to 40 percent of all developing economies. 1

    Providing this group of countries with the debt relief they need should be a manageable task for the international economy as the group only accounts for little more than 3% of the world economy. Failing to do so, however, could result in catastrophic development setbacks as the group of 54 accounts for more than 50 percent of the world’s extreme poor and 28 of the world’s top-50 most climate vulnerable countries.

    Countries are stuck between a rock and a hard place. They cannot spend what is required to protect their citizens and safeguard their development prospects while continuing to also service their fast-rising debt burdens.

    Time is running out. Without an urgent step-up of debt relief efforts from the international community, many more defaults will follow, and the debt crisis will turn into an entrenched development crisis as history has taught us.

    Contrary to the advice given in the early stages of the COVID-19 pandemic, in the face of high interest rates, inflation, and debt levels, the International Monetary Fund is now urging countries to reign in fiscal spending while providing targeted and time-bound support to vulnerable populations.

    But many developing economies cannot easily shift to effective and targeted social transfers or quickly increase tax revenues, – as the administrative capacity to do so takes years to build up.

    Without a viable alternative in the form of access to orderly and comprehensive debt restructuring, and additional liquidity support from the international community, countries will have to choose between a string of messy and costly defaults and/or abrupt spending cuts with disastrous consequences for low-income and vulnerable populations and development prospects at large.

    Furthermore, both options greatly increase the risk of political and social unrest threatening further setbacks and a deepening crisis.

    We must also remember that these things are happening against the backdrop of an intensifying climate crisis which we can only combat together as a global community. Without a rethink on debt relief the global climate transition will be delayed, the economic costs of the transition will rise, and developing economies, who have contributed the least to the problem, will continue to bear a disproportionate size of the costs.

    Developing economies must be allowed sufficient fiscal space to undertake ambitious sustainable development plans – including the undertaking of much-needed climate adaptation and mitigation investments.

    Debt relief is one of several crucial components of providing it. The G20’s Common Framework for Debt Treatments, under which countries with debt distress can seek a restructuring, will have to be reformed, including a shift in focus towards comprehensive debt restructurings in return for sustainable development objectives.

    This will require a change in attitude and sense of urgency, especially among major official creditors, as well as full debt transparency from both debtors and creditors. In our latest paper we discuss possible ways forward for the Common Framework focusing on country eligibility, debt sustainability analyses, official creditor coordination, private creditor participation, policy conditionalities and the use of debt clauses that target future economic and fiscal resilience.

    Decisions on debt relief can no longer wait.

    Nineteen developing economies – more than one-third of developing economies issuing dollar debt in international markets – have now lost markets access on account of skyrocketing interest rates, more than doubling from 9 countries at the beginning of 2022.

    Similarly, credit ratings have been sliding with 27 countries – close to one-third of credit-rated developing economies – rated either ‘substantial risk, extremely speculative, or default’, up from 10 countries at the beginning of 2020.

    Hard-won development gains achieved in the global south over decades are now being eroded by the intertwined cost-of-living and debt crises. Not only will a deepening development crisis result in great human suffering, but the cost of regaining whatever development gains are lost will increase substantially the longer we wait.

    It is inconceivable, both morally and economically, that we would allow a development crisis to escalate when the international community has the resources needed to stop it now.

    During a conversation hosted by the Committee to Protect Journalists (CPJ) on the sidelines of the UN General Assembly high-level week, which concluded September 26, Clooney revealed that Ressa faces the possibility of imminent imprisonment in the Philippines.

    “The only thing standing between her and a prison cell is one decision from the Philippines Supreme Court that could come as soon as in 21 days’ time,” said Clooney to an audience of news leaders, diplomats, and advocates.

    She then appealed for prosecutors to drop the baseless charges and for newly elected President Ferdinand Marcos Jr. to issue a pardon. In May, CPJ wrote to Marcos requesting that he urgently take concrete steps to undo former President Rodrigo Duterte’s long campaign of intimidation and harassment of the press.

    The conversation, led by CPJ President Jodie Ginsberg, also explored the broader misuse of laws increasingly deployed to silence the press across the world. Clooney and Ressa are both past recipients of CPJ’s Gwen Ifill Press Freedom award for their extraordinary and sustained achievement in the cause of press freedom.

    UNGA week also served to gather legal experts, diplomats, and activists to discuss the plight of journalists forced to flee their homes and the responsibility of governments to provide safe refuge through special emergency visas.

    During a high-level side-event hosted by the Czech Republic, CPJ’s Ginsberg joined Czech Foreign Minister Jan Lipavsky and deputy chairs of the High Level Panel of Legal Experts on Media Freedom to make the case for these visas.

    CPJ has advocated for such visas in the past in line with recommendations by members of the Media Freedom Coalition, a group of 52 governments that support press freedom.

    Ginsberg’s message: Governments must create special emergency visas for journalists to allow them to quickly evacuate and relocate to safety. The visas should be granted to individuals who are at risk due to their work keeping the public informed.

    As Ginsberg noted, across the world, from Afghanistan to Nicaragua and Belarus to Myanmar, CPJ has worked on hundreds of cases of such journalists seeking safe refuge. There is no time to waste.

    Journalists forced to flee often try to continue reporting in exile. Panelist Roman Anin, an exiled investigative journalist who runs news website iStories, shared his story of moving his newsroom out of Russia.

    “When the war started, we had a choice between three options, either stay in Russia and stop our work, stay in Russia, continue our work and end up in jail, or relocate the newsroom,” he said. Anin said that in spite of the hardship of the relocation, his newsroom has been able to reach Russian audiences with stories on alleged war crimes committed in Ukraine.

    Anin’s experience, and CPJ’s own work helping many other displaced journalists, demonstrate how critical it is for governments to prioritize emergency visas for swift relocation and safety. Refusing to do so not only impacts the lives of individual journalists, it is a blow to free expression and access to information globally.

    Among the 190 speakers, there were only 23 women, “a figure that represents around 10 per cent of leaders who participated this year”, according to the UN.

    The President of the General Assembly Csaba K?rösi of Hungary struck a note of political consolation when he said: “But though their numbers are small, women leaders “pack a punch”, to quote former New Zealand Prime Minister Helen Clark, who moderated this year’s first General Assembly Platform of Women Leaders”.

    But the reaction from rights activists and civil society organizations (CSOs) was mostly negative.

    Antonia Kirkland, Global Lead on Legal Equality at Equality Now told IPS “the dismal number of women leaders speaking at UNGA this year is very worrying given the regression on women’s rights in many parts of the world, including in the United States, where the UN General Assembly meets”.

    There is a well-documented correlation, she said, between peace and security generally, economic development and women’s rights, which has an impact on everyone.

    “The low number of female leaders speaking at UNGA is less than half the already low number of women parliamentarians worldwide (just over 26% according to IPU).”

    “And as it becomes harder and harder for civil society to access the United Nations, women’s rights organizations have less of an opportunity to hold governments accountable to their legal obligations and commitments to ensure gender equality,” Kirkland declared.

    The criticisms come amid longstanding complaints of how women are marginalized in the highest levels of the UN since its creation.

    The male/female ratio for the Secretary-General stands at 9 vs zero. And the Presidency of the General Assembly (PGA), the highest policy-making body at the UN, is not far behind either.

    The score stands at 73 men and 4 women as PGAs– even as the General Assembly elected another male candidate, as its 77th President, and who serves his one-year term beginning September 2022.

    Since 1945, the only four women elected as presidents were: Vijaya Lakshmi Pandit of India (1953), Angie Brooks of Liberia (1969), Sheikha Haya Rashed Al-Khalifa of Bahrain (2006) and Maria Fernando Espinosa Garces of Ecuador (2018).

    Meanwhile, women Heads of State and Government met on the sidelines of the UN General Assembly (UNGA) High-level Week to discuss global issues in the newly created UNGA Platform of Women Leaders.

    The event, under the theme of “Transformative solutions by women leaders to today’s interlinked challenges”, highlighted the fact that women’s full and effective political participation and decision-making are crucial to addressing global priorities effectively, decisively, and inclusively, according to UN Women.

    With the presence of President Katalin Novák of Hungary, Prime Minister Sheikh Hasina of Bangladesh, Prime Minister Katrín Jakobsdóttir of Iceland, Prime Minister Fiam? Naomi Mata?afa of Samoa, and Prime Minister Robinah Nabbanja of Uganda, as well as Prime Minister Evelyna Wever-Croes of Aruba and Prime Minister Silveria E. Jacobs of St. Maarten, and former Prime Minister Helen Clark of New Zealand, the event was hosted by the Office of the President of the General Assembly and UN Women, in cooperation with the Council of Women World Leaders (CWWL).

    Purnima Mane, a former Deputy Executive Director of the UN Population Fund (UNFPA) and UN Assistant-Secretary-General, told IPS that in June 2022, the UNGA passed a resolution commemorating the International Day of Women in Diplomacy which acknowledged the contribution of women globally at all levels of decision making who work for the achievement of sustainable development, peace and democracy.

    “And yet, we recognize that women are grossly under-represented at most levels in the UN including national delegations and senior levels of the diplomatic corps.”

    While women’s political representation at senior levels is on the rise in many countries over the last few years, especially women serving as heads of State, she pointed out, it still has a long way to go with only 28 of the 193 Member states having Women heads of State of government.

    This low representation of women was evident in the recent UNGA session, she said.

    Of the 190 speakers, 23 were women, a figure that represents around 10 per cent of the leaders who participated this year – a number that is still “woefully low”, said Mane, a former President and CEO of Pathfinder International

    It is significant, she said, that many of this small group of women leaders “pack a punch” as stated by former New Zealand Prime Minister Helen Clark, who moderated this year’s first General Assembly Platform of Women Leaders.

    At this newly launched General Assembly Platform of Women Leaders, the female heads of State of several countries like Aruba, Bangladesh, Hungary, Iceland, St. Maarten, Samoa and Uganda, addressed the group.

    “Undoubtedly this comment from Former New Zealand PM Clark gives us pause to think. It is true that some of the women leaders like those of Finland and many other Member States, have caused the world to sit up and take notice of their achievements.”

    Many of the countries with female leadership are making a difference at the country level, focusing on gender equity and ensuring laws and policies which foster these.

    “These countries are also doing better in terms of development goals and making a difference in their region as a whole, also inspiring women around the world to recognize their potential. Imagine what the world would be like if this number of women leaders increased significantly, to the benefit of not just their countries, but also their regions and the world,” she added.

    The actions these women leaders have taken speak for themselves – they are pioneering and have yielded much-needed benefits, said Mane.

    “Data are plentiful to show what a difference these women leaders are making both domestically and internationally. Yet their numbers grow far too slowly”.

    “While numbers do not tell the whole story, they certainly indicate the source of the problem, and the world loses out in moving faster towards development and greater equity,” she declared.

    Addressing the meeting of women leaders, Sima Bahous, Executive Director of UN Women, said: “When more women lead in political and public life, everyone benefits, especially in crises”.

    A new generation of girls see a possible future for themselves. Health, education, childcare, and violence against women receive greater attention and better solutions.

    “We must find every possible way to amplify the assets women leaders bring. This Platform is an opportunity to do just that.”

    Recent global crises, such as the COVID-19 pandemic, climate, and conflicts, have shown the positive difference women’s leadership and decision-making can make in executive positions, parliaments, and public administration, she said.

    For example, the UNDP–UN Women COVID-19 Global Gender Response Tracker shows that governments with higher women’s representation in parliaments adopted a higher number of gender-sensitive policy measures in response to COVID-19, including policies aimed directly at strengthening women’s economic security.

    Out of the 193 Member States of the United Nations, only 28 women serve as elected Heads of State or Government, she pointed out.

    Whilst progress has been made in many countries, the global proportion of women in other levels of political office worldwide still has far to go: 21 per cent of the world’s ministers, 26 per cent of national parliamentarians, and 34 per cent of elected seats of local government.

    According to a new UN report, at the current pace of progress, equal representation in parliament will not be achieved until 2062, said Bahous.

    Katrín Jakobsdóttir, Prime Minister of the Republic of Iceland and Chair of the Council of Women World Leaders, said: “It is my strong belief that the world needs more women leaders and more diverse leaders, people with all kinds of backgrounds and life experiences”.

    “The decisions leaders make affect all people in our societies. These decisions should be made by people who have a real and deep understanding of how most people live, of what their concerns are, and are therefore responsive to their needs.”
