    A federal judge late Thursday night temporarily blocked one of the Biden’s administration’s key tools to try to manage the number of migrants in US Customs and Border Protection custody.

    The ruling came just before Title 42 expired, and administration officials say it will make their job more difficult amid the expected influx of migrants at the US-Mexico border. An appeal is expected.

    Here’s what to know:

    The plan, released Wednesday, allowed the release of migrants from CBP custody without court dates, or, in some cases, releasing them with conditions.

    As number of migrants increases at the border, the Department of Homeland Security said its plan would help release the immense strain on already overcrowded border facilities. As of Wednesday, there were more than 28,000 migrants in Border Patrol custody, stretching capacity.

    The administration previously released migrants without court dates when facing a surge of migrants after they’re screened and vetted by authorities. The plan would have allowed DHS to release migrants on “parole” on a case-by-case basis and require them to check in with Immigration and Customs Enforcement.

    Florida sued to halt the policy, and District Judge T. Kent Wetherell, agreed to block the plan for two weeks.

    Wetherell, an appointee of former President Donald Trump, said the administration’s explanation for why its policy was only unveiled on Wednesday, when the end of Title 42 was anticipated for months, was lacking. He also said the Biden administration simply failed to prepare.

    “Putting aside the fact that even President Biden recently acknowledged that the border has been in chaos for ‘a number of years,’ Defendants’ doomsday rhetoric rings hollow because … this problem is largely one of Defendants’ own making through the adoption and implementation of policies that have encouraged the so-called ‘irregular migration’ that has become fairly regular over the past 2 years.”

    Wetherell added: “Moreover, the Court fails to see a material difference between what CBP will be doing under the challenged policy and what it claims that it would have to do if the policy was enjoined, because in both instances, aliens are being released into the country on an expedited basis without being placed in removal proceedings and with little to no vetting and no monitoring.”

    Homeland Security Secretary Alejandro Mayorkas, speaking on “CNN This Morning,” called the ruling “very harmful” and said the administration is considering its options.

    “The practice that the court has prevented us from using (is) a practice that prior administrations have used to relieve overcrowding,” Mayorkas said. “What we do is we process screen and vet individuals and if we do not hold them, we release them so that they can go into immigration enforcement proceedings, make whatever claim for relief, they might and if they don’t succeed, be removed.”

    Assistant secretary for border and immigration policy Blas Nuñez-Neto said the ruling “will result in unsafe overcrowding at CBP facilities and undercut our ability to efficiently process and remove migrants, which will risk creating dangerous conditions for Border Patrol agents as well as non-citizens in our custody.”

    Wetherell’s ruling will block the policy for two weeks. A preliminary injunction hearing has been scheduled for May 19.

    The Justice Department has requested a stay on the court ruling, according to a Friday filing. The filing addresses two separate rulings in the case, both of which have to do with the release of migrants. If the request is not granted, the Justice Department said it intends to seek emergency relief from the Eleventh Circuit by Monday afternoon.

    The Biden administration is rolling out a new program for migrant families released in the United States to track them as they go through a speedy deportation process, including a measure that would require they stay under home confinement, according to multiple sources familiar with the plans.

    The so-called Family Expedited Removal Management (FERM) will place certain heads of household for families on an alternative to detention, such as a GPS ankle monitor, and subject them to curfew in four cities, Immigration and Customs Enforcement confirmed in a statement.

    The Los Angeles Times first reported on the program.

    The families still have the opportunity to claim asylum under the program and if they qualify, go through the asylum process. Families not found to have credible fear are subject to removal under the fast-track deportation process, known as “expedited removal,” which would bar them from the US for five years.

    The program is one of many initiatives being rolled out by the Biden administration to try to manage the flow of migrants at the US-Mexico border – in this case, families – following the expiration of a Covid-era border restriction, known as Title 42.

    “[Enforcement and Removal Operations] is committed to imposing immigration consequences in a safe and humane manner to those who unlawfully enter the United States,” said ICE ERO Executive Associate Director Corey Price in a statement.

    “Families should not listen to the lies of smugglers. Like single adults, noncitizens travelling with their children who do not have a lawful basis to remain in the United States will be quickly removed and barred from reentry for at least five years,” the statement continued.

    Last year, ICE piloted a similar program with migrants who resided in Baltimore and Houston and set a curfew from dusk until dawn.

    Administration officials have been racing to deal with a significant increase in the number of migrants trying to cross into the US as Title 42 – a pandemic-era rule that has allowed authorities to swiftly expel migrants encountered at the border – is set to expire.

    The Biden administration came under fierce criticism earlier this year amid reports that officials were considering restarting family detention, a practice that had been ended by President Joe Biden. Officials have since maintained that there are no plans to return the practice.

    But the high number of border arrests in recent days has put the challenge facing the administration into sharp focus.

    US border authorities encountered more than 10,000 migrants along the US southern border on Tuesday, according to a Homeland Security official, already surpassing government estimates for the Title 42 aftermath.

    Among the new policy measures the administration is putting into place is a new asylum rule that will largely bar migrants who passed through another country from seeking asylum in the US. The rule, proposed earlier this year, will presume migrants are ineligible for asylum in the US if they didn’t first seek refuge in a country they transited through, like Mexico, on the way to the border. Migrants who secure an appointment through the CBP One app will be exempt, according to officials.

    The Justice Department is assessing the situation along the Texas-Mexico border following reports that Texas troopers were told to push back migrants into the Rio Grande and ordered not to give them water, calling those reports “troubling” in a statement to CNN.

    The Justice Department’s statement is the first public acknowledgment that the department is assessing the situation but falls short of opening an investigation. An assessment could be the first step toward an investigation.

    “The department is aware of the troubling reports, and we are working with DHS and other relevant agencies to assess the situation,” DOJ spokeswoman Xochitl Hinojosa told CNN.

    In a Tuesday joint statement with other Texas top officials, including Department of Public Safety Chief Steve McCraw, Gov. Greg Abbott’s office said there have been no orders or directions given under Operation Lone Star that “would compromise the lives of those attempting to cross the border illegally.”

    The Biden administration has repeatedly criticized Abbott’s actions along the US southern border and his decision to transport migrants to Democratic-led cities without coordination. CNN previously reported that the Department of Homeland Security and Justice Department were in ongoing discussions about what actions could be taken against the state.

    White House press secretary Karine Jean-Pierre on Wednesday called Abbott’s recent actions at the border a “political stunt” and “shameful” when asked about concerns from the Mexican government over the state’s floating barriers.

    “I saw these reports and I think one of the things and I’ve been very clear about this that this governor has done over and over again is treated this situation we’re seeing at the border in an inhumane way. It is atrocious – the actions that he decides to take. … Instead of dealing with this issue in a way that we can get to a resolution and are working together, he turns it into a political stunt,” Jean-Pierre said Wednesday.

    “This is not surprising. Just yesterday I was asked about abandoned children – or migrant children – not offering them water. This is what we see over and over and over again from this Texas governor, from Gov. Abbott and it is – all we’re asking for – as a country and what we should hold near and dear is the basic human decency. Basic human decency and we are just not seeing this from this governor.”

    Jean-Pierre said she would not speak to the “legal piece” of the situation, adding she would refer any legal action to the Department of Justice.

    Internal discussions about legal action against Texas date back to last year, when Abbott began sending migrants to cities nationwide without alerting them and have continued with the deployment of buoys in the Rio Grande, which pose a potential drowning risk to migrants and now, concern over the treatment of migrants.

    Texas is already facing a lawsuit against its installation of a marine floating barrier. The owner of a Texas canoe and kayaking company filed the lawsuit earlier this month on the same day that Texas started deploying buoys for the barrier in an attempt to deter migrant crossings on the river along the US-Mexico border.

    That suit lists the state of Texas and Abbott, as well as the Texas Department of Public Safety and the Texas National Guard.

    It’s unclear whether the administration will take legal action against Texas, and officials have stressed that border agents have historically worked closely with Texas National Guard and the Texas Department of Public Safety.

    But it wouldn’t mark the first time the Justice Department has sued on border-related matters. Last year, the Justice Department sued Arizona for placing shipping containers along the US southern border – a move taken by then-Republican Gov. Doug Ducey as an affront to Biden’s immigration policies. Arizona eventually agreed to remove the containers.

    The House will vote Thursday on a sweeping GOP border security bill after Republican leaders worked to lock down votes and win over holdouts within their own party.

    The GOP border bill is dead on arrival in the Democratic-controlled Senate and the White House has issued a veto threat. But the bill is expected to pass in the House and will serve as a messaging opportunity for the House Republican majority on one of their signature priorities. Final passage has been planned to coincide with the expiration of Title 42, a pandemic-era policy that allowed certain migrants to be turned away at the border.

    The bill would restart construction of a border wall, increase funding for border agents and upgraded border technology, reinstate the “remain in Mexico” policy, place new restrictions on asylum seekers, and enhance requirements for E-verify, a database employers use to verify immigration status.

    Republican leaders worked for months to negotiate the border and immigration package, a key piece of legislation for the GOP majority focused on an issue Republican lawmakers ran on in the midterms. But crafting immigration policy has proven complicated for House Republicans, exposing divisions within the GOP conference.

    Thursday’s vote will take place after House GOP leaders agreed to make last-minute changes to the package amid concerns over various provisions from some of their members.

    One issue had been over language that asks the secretary of homeland security to issue a report determining whether Mexican cartels are a “foreign terrorist organization.” Some Republicans pushed leadership to take it out of the bill, concerned it could create a new “credible fear” claim for asylum seekers.

    On Wednesday, Florida Rep. Byron Donalds confirmed that leaders would be tweaking the bill to address members’ concern, including an amendment to change the foreign terrorist organization language.

    There were also concerns over a provision in the bill to expand E-verify with some Republicans worried that without reworking the agricultural visa program, the provision could make it more difficult for rural farmers to find a pipeline of workers.

    Rep. Dan Newhouse, in a tweet on Wednesday, said that leadership had committed to addressing concerns raised over E-verify in the package, and he said he would support the package as a result of those assurances.

    The Biden administration’s veto threat against the legislation criticized the measure, saying, “this bill would make things worse, not better.”

    The measure “does nothing to address the root causes of migration, reduces humanitarian protections, and restricts lawful pathways, which are critical alternatives to unlawful entry … because this bill does very little to actually increase border security while doing a great deal to trample on the nation’s core values and international obligations, it should be rejected,” the statement said.

     After a Federal Judge ordered the Trump Administration to reinstate the Deferred Action for Childhood Arrivals program (DACA), The DHS subsequently posted on its website that it is accepting first-time requests for DACA consideration, advanced parole requests, as well as renewal requests. Dmitry Paniotto, an immigration lawyer in Los Angeles, advises those who are eligible to apply.

    The program provides protection from deportation for undocumented immigrants who entered the United States as children.

    According to NPR, DACA currently protects about 640,000 undocumented immigrants. There are an estimated 300,000 additional people who are eligible to apply.

    The DACA program began accepting applications in Summer 2012, by way of an executive branch memorandum from then-President Barack Obama. Since then, Paniotto has assisted numerous individuals in successfully applying for the program. In 2017, the Trump administration took actions to roll back the program and halt new applications, thus putting the fate of the program in question.

    Just weeks ago, a U.S. District Court Judge in Brooklyn ordered the Department of Homeland Security (DHS) to reinstate the program to how it was before the Trump Administration began to end the program in September 2017. Officials in the department are ordered to resume issuing two-year permits for qualifying applicants.

    “DACA allows those young undocumented immigrants who have good moral character, arrived prior to 2007 and graduated from high school to apply for temporary relief from deportation that includes a work permit. Applicants who have any criminal record should consult with us to check their eligibility – we have a criminal defense attorney available to ‘clean’ their record if necessary,” Paniotto said.

    According to United States Citizenship and Immigration Services (USCIS), over half of the people who have participated in the program reside in California and Texas.

    Every year, 65,000 undocumented students graduate from high school, according to the Center for American Progress. Unfortunately, this is where education ends for many of them due to a lack of information on opportunities available to DACA students.

The clinic serves as a resource for undocumented and DACAmented students.

    Statistics show that only 37 percent of immigrants in deportation proceedings have lawyers, and immigrants who had a lawyer were 15 times more likely to avoid deportation. The UNLV Immigration Clinic offers direct representation to as many of these children as it can, and trains other pro bono lawyers to do the same. The clinic works closely with the Legal Aid Center of Southern Nevada to represent unaccompanied children in both family court and in their immigration cases.

    In 2012, the DACA (Deferred Action for Childhood Arrivals) program was formed through an executive order by President Obama. This immigration policy allowed undocumented immigrants who came to the United States as minors to be protected from immediate deportation and to receive work authorization. DACA recipients, known as Dreamers, could request “consideration of deferred action” for a period of two years, which was subject to renewal.

    However, for many Dreamers, like DACA Time co-founder, Nathali Bertran, the process is complicated and expensive, requiring applicants to complete complex forms by hand. Determined to eliminate this barrier, Bertran, along with fellow DACA Time co-founder, Brook Kohn, brought their frustration with the DACA application process to GiveBackHack Columbus, a 54-hour hack-a-thon that brings community members together to create and launch sustainable solutions for social impact.

    Kohn and Bertran met with other participants and formed a team to transform their idea into a sustainable social enterprise. They were joined, among others, by Derek DeHart, a product manager at Cover-My-Meds, developer Nicholas Tietz, and designer Christopher Barr. Over the course of the weekend, the team was mentored by top social entrepreneurs, nonprofit leaders, and venture capitalists, and developed a working prototype. It was there that Ryan Frederick, AWH principal and GiveBackHack Columbus judge, met the DACA Time team. “They were in the early stages of formulating their purpose and solution. As a mentor at the event, I remember how passionate and committed the team was to helping Dreamers,” Frederick stated. DACA Time went on to win crowd favorite, as well as a prize package consisting of initial funding and in-kind services to continue product validation.

    The team went on to participate in the SEA Change social enterprise accelerator and was awarded the top prize at the SEA Change pitch event, providing them with additional funding to support the development of the DACA Time product. Shortly after the pitch event, however, the Trump administration announced that it would end DACA and asked Congress to form alternative legislation. Unsure of where to go next, the DACA Time team connected with the Dreamer community to understand how they can best serve them during this time of uncertainty. According to Kohn, “We are advocates for change that will empower Dreamers. If DACA expires, an average of 915 Dreamers will lose protection from deportation every day.” He continued, “There is a huge public outcry for legislation that provides a permanent solution. Whether it’s DACA or a new immigration policy, we will be here for Dreamers looking to gain renewal status.”

    With further insight into the needs of the Dreamer community – and a growing waiting list for the product – DACA Time began the search for a technology partner before ultimately selecting AWH to extend and evolve the functionality of the current web application. For both parties, the partnership felt like a natural fit. The combined $130,000 in funding will be used to run Hello Neighbor’s pilot mentorship program that officially launched in June 2017.

The four-month pilot program currently hosts 25 refugee families from six countries (Myanmar, Bhutan, Democratic Republic of the Congo, Afghanistan, Iraq and Syria) with 25 American mentor families of varying backgrounds in the Pittsburgh area.

    Germany was known to underperform in business education until now
    However, charging students for degrees has been questioned by Germany’s publicly funded universities for a long time. And Germany has less highly ranked MBA institutions compared to the U.K. and France, Spain, Singapore and Australia, Schiller International University being among them. “The German higher education, historically focusing on the diploma, is part of the reason for this,” says Ward. The diploma took longer to complete than degrees in other countries but was seen as equivalent to a postgraduate qualification, like the MBA, in Germany. An expensive business education offered few advantages for those seeking promotion. But with the German education system radically changing, Germany is beginning to find its way and MBA recruiters are taking notice. “The future looks brighter,” says Ward. Applications at Schiller International University Heidelberg for the full-time MBA programme rose remarkably in the first quarter of this year compared to the last semester of 2016. And the fact that Germany has recently been attracting more international students looking to enter high-paying business sectors means that it will begin to compete with U.K. and U.S. business schools.
