    The Federal Aviation Administration is investigating yet another close call between commercial airliners, this time at Reagan National Airport near Washington, DC – the seventh since the start of this year.

    On March 7, Republic Airways Flight 4736 crossed a runway, without clearance, that United Airlines Flight 2003 was using for takeoff, according to a preliminary review, the FAA said. The United pilot had just been cleared for takeoff from the runway, the agency said.

    “An air traffic controller noticed the situation and immediately canceled the takeoff clearance for the United flight,” the FAA said.

    Recordings accessed from LiveATC.net show air traffic controllers in the tower exclaiming, “United 2003 cancel takeoff clearance!” The crew of the United flight responded, “Aborting takeoff, United 2003.”

    The pilot of the Republic flight had been cleared to cross a different runway, “but turned on the wrong taxiway,” the FAA said.

    The news of yet another close call comes ahead of Wednesday’s FAA safety summit, the first of its kind since 2009. The summit kicks off a sweeping safety review that the agency is conducting in the wake of these incursions.

    Last month, a Southwest passenger jet and a FedEx cargo plane came as close as 100 feet from colliding at an Austin, Texas, airport, and it was a pilot – not air traffic controllers – who averted disaster, according to Jennifer Homendy, chairwoman of the National Transportation Safety Board.

    And in January, there was an alarming close call similar to this latest one. A Delta Air Lines flight was taking off from New York’s John F. Kennedy International Airport when air traffic controllers “noticed another aircraft crossing the runway in front of the departing jetliner,” the FAA said in a statement.

    “S–t!” exclaimed the controller from the tower of John F. Kennedy International Airport on Friday night. “Delta 1943 cancel takeoff clearance!”

    The Delta plane “stopped its takeoff roll approximately 1,000 feet before reaching the point where American Airlines Flight 106, a Boeing 777, had crossed from an adjacent taxiway,” the FAA said.

    The NTSB – which is investigating the six other runway incursions involving commercial airliners – told CNN it is aware of the latest incident but has not yet launched an investigation.

    When 19-year-old Zhang Chao decided to take a gap year at university, the digital media major planned to use the short break to work and travel before going back to school.

    But after spending a summer volunteering at a surf shop in Sanya, the capital of China’s Hainan province, everything changed.

    “I really liked surfing and I never went back to school,” recalls Zhang.

    That was nine years ago. Today, he is the proud founder of three Chinese surf brands – Shaka Surf Club, Goofydog Surf Shop and Tempo Restaurant and Bar.

    In recent years, more and more Chinese have been embracing surfing like Zhang.

    “Surfing has been a rising trend in China over the last two years. It’s partly because of the efforts surfers and surf clubs like us have been putting into the scene for the last decade. But it’s also because of the pandemic,” says the surfer.

    “As outdoor activities are preferred (amid Covid restrictions), many people head to the beach and start surfing… People are also becoming less work-oriented and are looking for an alternative way of life they enjoy.”

    Chinese photographer and yoga practitioner Tina Tang agrees.

    “Surfing gives you a sense of freedom because we are always looking at our smartphones and always sitting in the office so our mind is always occupied. So you just bring your surfboard and go to the ocean and you can forget about anything,” says Tang.

    According to state media, Chinese cities with thriving surf scenes have seen tourist spending increases in the first half of 2022.

    Wanning in Hainan province, for example, recorded 46.46% more tourism sales in that period. Guangdong’s Huizhou tourism industry saw an increase of 190%.

    The increased popularity of China’s surfing scene has contributed to that growth, according to the report.

    “Not every city is blessed with conditions needed for surfing. But with those favorable wave conditions, surfing helps diversify a city’s tourism industry and enrich its lifestyle. The surf community is more than just surfing,” says Zhang, who hosts exhibitions and beachside parties at his own surf club and restaurant.

    He says his venues also attract many who don’t surf, but come for the calming views and seaside atmosphere.

    “Surfing is about freedom and happiness – and that is what younger generations nowadays are looking for as well. That’s why surfing has become a more and more popular activity for these younger generations,” says Zhang.

    Here are some of the beaches around China Zhang recommends for different types of surfers.

    Riyue Bay, translated as Sun and Moon Bay, offers warm temperatures and consistent waves year-round.

    Some 80 kilometers from the tourist hotspot of Sanya, Riyue Bay (which literally means Sun and Moon Bay) in Wanning City is a top destination for local and international surfers.

    With warm temperatures year-round and consistent waves, Riyue Bay is home to some of the country’s biggest surf competitions as well as China’s national surfing team’s training center.

    “Riyue Bay is a great central hub for surfers. While there are surf clubs and hostels in the area, more experienced surfers could also easily access some nearby beaches for more challenging wave conditions,” says Zhang.

    Two of the most developed provinces in China for surfing are Hainan and Guangdong.

    While many in Guangdong may head to Xichong Beach in Shenzhen for its convenience, those up for a day trip away from the city should head to Huizhou’s Shuangyue Bay.

    “People always come here for nice seafood or marine culture, also surfing now – it’s pretty new,” says photographer and surfer Tang.

    The crescent-shaped bay, which stretches over eight kilometers long, is lined with beaches and hotels.

    Apart from surfing, there are plenty of other water sports offerings along the beach.

    Zhang recommends heading towards the western end of the bay – Shizidao (Lion Rock) – for better waves.

    Guangdong is a major surf destination in China.

    One of Zhang’s favorite beaches for longboard surfing is Nanyan Bay, about a 30-minute drive north of Riyue Bay.

    “From the shore to where you could start surfing, you’d need to paddle for around 20 minutes. That’s why it’s less popular than other beaches. But if you’re willing to make an extra effort, the beach has great wave energy,” says Zhang.

    Zhang says that Hainan, in general, has many world-class surf spots.

    The surf season peaks from November to March with a good swell every three to four days.

    In the summer, Hainan is also prone to typhoons – which may be another opportunity to surf bigger waves for Zhang and other experienced surfers who will catch the bigger waves that roll in before the storm hits.

    “Because of its name, local surfers call Liu’ao the L.A. of China,” says Zhang. “It really is an amazing spot to surf.”

    A small peninsula in Fujian province, Liu’ao is a quaint fishing town with a population of less than 30,000.

    “In addition to some good quality waves, Liu’ao Beach is surrounded by nature. It is less touched by humans and it is nice to take a stroll along the beach and the hill nearby,” says Zhang.

    There is also an old city wall in town that was built in 1388 and can be traced back to the Ming Dynasty.

    One of the most accessible surf beaches in China, Shilaoren attracts surfers who are willing to brave the cold north.

    Located in eastern Shandong province, Qingdao is famous for its Tsingdao Beer and German-style architecture.

    “We often say that it’s the only surf place in China you can access by subway. I haven’t tried but I’d like to carry my surfboard on the subway, get off and arrive at the beach,” says Zhang.

    “It’s also one of the coldest beaches to surf in China. You could still be frozen even if you wear a hat and gloves to surf.”

    Most surfers in this port city head to Shilaoren Beach, three-kilometer stretch of sand near some of the most valuable pieces of land in the central business district.

    While you can surf all year long in Qingdao, the winter can get cold as temperatures often fall below freezing. This is why most people – with the exception of the hardcore – surf from May to October.

    There have been six close calls on US runways this year, which has led to a fair amount of news coverage, some alarm among the flying public and a lot of calls for answers – including from the acting head of the Federal Aviation Administration Billy Nolen, who testified on Capitol Hill this week.

    Unable to explain the spike, Nolen told lawmakers the agency wants to get to the bottom of things at a safety summit planned for next week. There are also specific investigations into each incident in Boston; Burbank, California; Austin, Texas; Honolulu; New York; and Sarasota, Florida.

    I talked to CNN’s Pete Muntean, who not only covers aviation but is also a pilot and flight instructor, for his perspective on what the heck is going on.

    Our conversation, conducted by phone, is below. Stick with it for an interesting bonus story on how low-flying planes are used to find poachers in Africa.

    WOLF: Six close calls in recent weeks. Are these all distinct events? Or should we view them as one larger issue?

    MUNTEAN: There’s definitely a constant theme because they’re the same type of event, which is officially known as a runway incursion. It is where two airplanes essentially get in the way of one another on or near the runway.

    These types of events can range from really minor to more egregious. What we saw at JFK in New York in January, that had to be one of the more egregious ones. The air traffic controller had to swoop in and stop a flight that was barreling down the runway toward a crossing, taxiing (Boeing) triple seven from taking off.

    That is a more extreme, severe example. There have been some examples where the airplanes get within a few hundred feet of one another, maybe as close as 100 feet. One of the cases like in Austin.

    But they’re not really caused, necessarily, by the same thing. That’s, of course, something that investigators will look at.

    (On Wednesday) the acting head of the FAA on Capitol Hill said that if there are dots to connect, they’ll connect them in this safety summit next week, although it doesn’t seem like there was any real common trigger. No common cause.

    WOLF: Who is supposed to keep these from happening? Is it the air traffic controllers? Is it the pilots? How is it supposed to work?

    MUNTEAN: There are multiple different layers of safeguards in place in the air traffic system, especially at these busy airports where there are a lot of airliners coming in and out in a lot of varying conditions, a lot of different times of day.

    Some of the responsibility falls on air traffic control. Of course, it’s their job to keep airplanes from running into one another. Some of the responsibility falls on the flight crew to keep it so that they follow the instructions of air traffic control, that they remain vigilant all the time, if they’re taxiing across runways or taking off from a runway that’s crisscrossing with another one as they’re about to land.

    The good news is that in commercial aviation in the US – which has a stellar track record, by the way – there are two trained pilots at all times. And there are a lot of eyeballs essentially making it so that these things don’t happen.

    The pilots can intercede at any point, and in some cases they have. They’ve just essentially called their own go-arounds to make it so that they don’t come in contact with an airplane. In some cases, the air traffic controllers will call it. The onus is on a few different layers here.

    I’m a pilot, but I just did a demonstration with a former NTSB (National Transportation Safety Board) investigator at a busy airport, Dulles (in Virginia), and it begs pointing out that some of the safeguards are as simple as paint on the runway and taxiways to remind pilots not to taxi too close to the runway. Some of it is in the phraseology that’s used on the radio. Some of it is in the procedures and training the pilots get.

    I think every pilot that’s out there now – and if you talk to professional pilots this is something that weighs on them – this has been a chronic problem for aviation for a while. But now, because of these headlines, it’s especially top of mind for pilots and air traffic controllers and regulators and safety advocates.

    WOLF: You said it’s a chronic problem. Is there any indication or any data to suggest this is happening more often? Or are we in the media just paying attention to it?

    MUNTEAN: I think these events are getting more attention. No doubt that these six that we have seen so far this year are extreme. Usually they don’t happen with such severity, with such frequency.

    But the FAA, at every layer of aviation from commercial aviation on down to small airplanes and private airports, they’re always trying to remind pilots to remain vigilant. Something that pilots really train for in their first flying lesson is how to behave in and respect the environment around an airport.

    In some ways, it’s like flying with a loaded gun. You have to be really, really careful.

    The reason why these are happening, one pilot told me – who’s the representative for a large union of airline pilots and a major airline – he said the system is just under so much pressure right now. There’s a lot of corporate pressure for airlines to get back on their feet after the pandemic.

    There’s a lot of new pilots flying right now, who may have matriculated from regional airlines to larger airlines. A lot of the old guard have retired. Pilots have left just because they were given voluntary leave packages as a result of the downturn of the pandemic.

    There are a ton of different factors at play.

    The fact that we’re sort of paying attention to these more just sort of highlights that nobody can ever let their guard down.

    WOLF: Is the current air traffic system that we’re using technologically up to snuff?

    MUNTEAN: I think it is. And I think the FAA would say that it is, because they have added in so many layers of technology to make it so that these incidents are avoided.

    They have technology that can sense, at some larger airports, whether or not a pilot is lined up with the wrong thing, if they were aiming for a runway but instead aimed for a taxiway to land on – which has happened before.

    They have more lighting on the pavement that warns pilots, essentially like a stoplight, to make it so they don’t go rolling across a runway as they are taxiing across one.

    There are even systems that make it so that they can sense, using radar and other technologies, where airplanes are on the ground and not just in the air. Some of these runway incursions are caused simply by airplanes being in the wrong place as they are taxiing and not necessarily in the air.

    I think the system is up to snuff. I think the FAA would say the system is up to snuff. But they’re also using this as a moment to sort of reinspect and have some introspection on the matter and whether or not they could be doing more to make it so that these problems can be avoided.

    WOLF: You already pointed out that commercial aviation in the US is incredibly safe.

    MUNTEAN: The last time there was a fatality was 2018, which was kind of a freak accident, where a person got hit on a Southwest flight by a fan blade that broke up in a jet engine.

    We’re reporting on crashes that don’t happen. These are close calls, sure, but nobody’s been hurt. Nobody’s been killed. So it kind of shows, in a way, how safe the system is.

    WOLF: Is there a spot in the system that is particularly weak? Is it takeoff or landing? What is the thing that makes pilots most nervous?

    MUNTEAN: The common theme is having so many airplanes close together. That’s sort of the inherent flaw of an airport, right? You bring in airplanes and take off and land. You may be using multiple different runways at the same time. There’s a lot of demand in the air traffic right now.

    Every airport is different, right?

    Some airports may have a lot of runways that are parallel and a lot of taxiways that are parallel to one another, like at Dulles the other day, where we went. There are three runways lined up: one left, one center and one right. They’re all headed the same direction to the north. You have to be really careful that you’re lined up with the right one.

    There are a few different things that you can do in the airplane to mitigate that and make sure that you have a safeguard of your own. But I think it really varies by the airport. In some places, there are intersecting runways. There are taxiways that have confusing turns.

    The FAA does granular looks at things like this, where they say something like this taxiway design isn’t all that great, there may be a blind spot here, as you’re taxiing you may approach this at a 45-degree angle or it could be a 90-degree angle where somebody in the cockpit can see more.

    Also when conditions are changing – we saw in the Austin incident the weather was abysmal at that time. It was very low cloud ceilings and very low visibility where the pilots were able to get an indication that there was somebody on the runway, an approaching FedEx flight and a Southwest flight that was still on the runway that hadn’t taken off yet.

    They weren’t necessarily able to see that (Southwest flight), so far as we know, by their eyeball.

    There are a lot of things at play. You can’t just say it’s any one different thing. And remember, these pilots are often going in and out of different places multiple times a day. The responsibility is on everybody.

    WOLF: Do pilots face the same sort of difficult lifestyle we’ve been hearing about for train operators?

    MUNTEAN: There’s a ton of regulation that protects pilots. We see that occasionally getting better. Even flight attendants have gotten longer rest rules recently, where they’re able to rest between trips for a longer period of time.

    There’s always friction between organized labor, work groups and the companies that they work for. A lot of times it comes down to regulators and what they are able to do for workers. Pretty much every major airline right now – their pilot groups, as well as a lot of major flight attendant groups – are going through contract negotiations with their companies.

    Some of the safety and protection, unions would say, comes from a good deal that protects not only their ability to work but also keeps pilots and passengers safe. Organized labor and unions have a lot to say about this, and they want to make sure that they are treated fairly to make it so that these incidents don’t happen.

    I just talked to Dennis Tajer, who’s the representative of the Allied Pilots Association, which represents all the American Airlines pilots, and he said this is something that we’ve kind of been pounding our fists on the podium about, we’ve said for about a year that the air traffic system and the aviation system and the airline system are just under too much pressure, and now you’re seeing the result of that.

    It’s on not only regulators like the FAA, the Department of Transportation but also companies to make sure that these major airlines – which are huge corporations – to make sure that their pilots are safe and doing the job properly with the proper amount of rest, with the proper amount of resources.

    WOLF: Right. It’s in nobody’s interest for there to be an incident.

    MUNTEAN: Everyone says safety is a top priority, of course.

    But depending on your viewpoint, safety can have a lot of different meanings.

    WOLF: It’s always been my sense that air traffic is one of the most, if not the most, government-regulated systems in the country. Unlike other areas where there might be a move toward deregulation, this is something the government controls and is going to continue to control.

    MUNTEAN: It’s super regulated because a lot of the rules are, frankly, written in blood.

    When you talk about this runway incursion issue, the landmark case is the Tenerife accident (in 1977), where KLM and Pan Am 747s that both diverted to Tenerife, an island near Spain, ran into one another and killed a bunch of people. There were some survivors, but it was a classic runway incursion incident.

    One of the airplanes was back taxiing down the runway, as the KLM crew essentially blasted off without regard for where the other airplane was. They couldn’t see it because the weather was poor.

    These regulations are often born out of horrible disasters. And I think the thing to point out here is that we have avoided disaster in these six cases, but in some cases came pretty close. It underscores why things were so regulated and also why the regulators are taking this so seriously.

    WOLF: What are you looking out for?

    MUNTEAN: I would point out these things are still under investigation. And the National Transportation Safety Board has tried to shed a lot of light on this issue. I asked Jennifer Homendy, the chair of the NTSB, why do you think these things are happening more?

    She said, well, it’s possible that these things are happening more. It’s also possible that these things are getting more attention. It doesn’t matter; it’s good that these things are being brought to the spotlight.

    That could ultimately have a huge impact on safety. Aviation is not waiting for another Tenerife. They’re taking these one-off scares and really trying to learn from them.

    WOLF: You sound very passionate about all of this.

    MUNTEAN: I love flying more than anything. The cool part of my job is I get to talk about aviation for a living, and it’s something I’m so passionate about.

    I also instruct and teach people. I just came back from this incredible trip in Kenya where I got to instruct for the Kenya Wildlife Service Airwing, flying with essentially rangers, who are also pilots, with an anti-poaching air force.

    And that was just incredibly cool, but the focus is safety. Maybe I’m a little biased, but aviation is just like something I always geek out on. It’s fun to talk about. …

    I was invited with a group of instructors to go there, and we were in a national park south of Nairobi, called Tsavo West. We flew with 19 different pilots. Three instructors from the States essentially go down and audit their flying ability and safety.

    They’re very, very good pilots. Because they fly at a few hundred feet, guarding against poachers and spotting wildlife, they don’t have a ton of margin for error. We did a lot of brush-up things with them, and they were all very appreciative, and it was a very cool and rewarding experience flying smaller airplanes.

    Those are the type of airplanes that are best suited for that mission, because they can fly low and slow and have a lot of visibility. You can’t do that in a jet.

    It’s sort of like flying into Jurassic Park, because you see elephants all the time, and we saw rhinos and more zebras than I can ever count, and giraffes. But these pilots do a really important job, and (it) was really cool to be a part of it.

    Four South Carolinians in a white minivan pulled out the parking lot of a Motel 6 surrounded by palmettos and onto an expressway in Brownsville, Texas – zooming past strip malls lined with taquerias, auto repair shops and law offices with Spanish names – for the short drive to the Mexican border city of Matamoros.

    At one of the busiest border crossings in the country, the American citizens that Friday morning joined other motorists and pedestrians on trips for work or to see family, cheaper medical procedures and medications, or margarita lunches at brightly painted restaurants where menu prices are listed in pesos and dollars.

    About 9:20 a.m., LaTavia Washington McGee, a 33-year-old mother of six, and her three friends from South Carolina crossed the Brownsville and Matamoros Express International Bridge. They were already running late for Washington McGee’s appointment for a medical procedure.

    Around that time, the minivan moves along a rundown section of Matamoros, according to a livestream video taken by one of the minivan’s occupants that was obtained and analyzed by CNN.

    “Y’all ain’t never been to Mexico,” said one of the men inside the van. “Y’all don’t know what it’s like in Mexi.”

    Moments later, the man said, “Hola,” and there was laughter during a road trip that would soon take a deadly turn in the lawless border town.

    In broad daylight, at 11:45 a.m., the van was intercepted and fired upon. All occupants were shot except for Washington McGee. A Mexican woman was killed by a stray bullet about a block and a half away.

    Video showed the attackers, armed with rifles and wearing protective vests, tossing Washington McGee – “like trash” in the words of her mother, Barbara McLeod Burgess – onto the bed of a pickup.

    The gunmen, believed to be connected to the Gulf drug cartel, dragged the other victims onto the truck. Two appeared limp, leaving a trail of blood on the ground of the busy intersection. The abductors then drove away.

    Within days Mexican security forces found two of the Americans – Shaeed Woodard and Zindell Brown dead in a small wooden shack on a desolate road leading to Playa Bagdad, near the spot where the Rio Grande meets the Gulf of Mexico. Another man, Eric Williams, was wounded. And Washington McGee was found alive following a violent kidnapping that has become a flash point between neighboring countries and brought international attention to a Mexican border city where little-noticed killings and disappearances are part of everyday life.

    “If they were Mexicans this would not have happened with such speed,” Guadalupe Correa-Cabrera, an expert on smuggling who is a professor at George Mason University and has lived and worked in near Brownsville border, said of the rescue. “It would not have happened at all. It doesn’t happen with Mexicans, particularly in that state.”

    By Friday, a week after the kidnappings, Mexican authorities announced that five people had been arrested for the attack. A day earlier, the Gulf cartel purportedly issued a letter of apology and handed over five members to local authorities, according to online images and a version of the letter obtained by CNN from an official familiar with the ongoing investigation. A sixth man, who authorities said had been guarding the hostages, was arrested when the Americans were found on Tuesday.

    The four Americans that Friday morning drove into a country where authorities have struggled for small victories in a long and deadly battle against drug cartels. The conflict has claimed the lives of thousands of Mexicans, from innocent bystanders to journalists to government officials and political candidates.

    It’s unclear how much the friends in the rented minivan knew about the crime-ridden border city, where factions of the powerful Gulf cartel have been warring for turf, along with control of human trafficking, kidnapping and extortion rackets. Matamoros is in the northeast state of Tamaulipas, where an explosion of homicides, kidnappings and disappearances rarely make international news.

    “I know her,” said Washington McGee’s best friend, Cheryl Orange, who traveled with the group from South Carolina to Texas on March 2 but stayed behind because she did not have proper identification to cross the border. “She’s not going to travel to danger.”

    The trip was Washington McGee’s second to Mexico for a medical procedure, according to her mother. She had surgery across the border two or three years ago, Barbara Burgess said.

    Matamoros, with a population of more than 500,000 people, sits just across the Rio Grande from Brownsville. The US State Department in October issued a “Level 4: Do Not Travel” advisory for US citizens visiting Tamaulipas, citing gun battles, kidnapping and forced disappearances.

    Friend of Americans kidnapped in Mexico recounts the moments before they went missing

    On the day of the kidnappings, Tamaulipas authorities issued a warning to parents to keep their children home from school in Matamoros because of shootings. The US embassy and consulates in Mexico warned staff to avoid downtown Matamoros.

    The Americans are believed to have been targeted by mistake and were not the intended victims, according to a US official with knowledge of the investigation. Authorities believe cartel members likely mistook them for Haitian smugglers, the official said. US authorities have not identified any concerning criminal history on the part of the Americans.

    On Friday, Mexican President Andrés Manuel López Obrador alluded to the purported “criminal background in the United States” of the Americans but did not elaborate on how that related to the deadly kidnapping. López Obrador’s “hugs not bullets” anti-crime policy – focusing on social programs rather than confrontation with criminal gangs – has come under fire at home and abroad.

    CNN is looking into López Obrador’s claims about the criminal history of the US citizens.

    US Ambassador to Mexico Ken Salazar on Friday declined comment on the motivation behind the kidnappings.

    Asked what she wanted people to know about her friends, Orange said: “I want the world to leave us alone and stop being mean. I want them to have a heart because everyone has a past.”

    The disappearance of the four Americans has become an international incident.

    The FBI launched an investigation and announced a $50,000 reward for their return and the arrest of those involved. The White House and State Department condemned the abduction and killings. Some Republicans in Congress called for a US military invasion of Mexico to combat the cartels. Others called for the US to designate the cartels as “terrorist organizations.”

    Orange said she and the other four Americans embarked on their journey from South Carolina on Thursday.

    “It was a road trip,” she said. They tagged along with Washington McGee, who was scheduled to have a medical procedure across the border, Orange told Brownsville police when she reported her friends missing a day after the kidnapping.

    Mexico is the second most popular destination for medical tourism globally, with an estimated 1.4 million to 3 million patients traveling into the country for inexpensive treatment in 2020, according to Patients Beyond Borders, an international healthcare consulting company.

    Woodard, who was killed in the kidnapping, would have celebrated his 34th birthday on Thursday, according to his father, James Woodard.

    Washington McGee and Shaeed Woodard were cousins – “like two peas in a pod” – and she invited him on the trip to Mexico for an early birthday celebration, James Woodard said.

    “They loved each other,” he said of the cousins.

    Orange said the men were expected to drop off Washington McGee at the doctor’s officer in Matamoros and return to the hotel about 15 minutes later. She fell asleep after taking a shower at the Motel 6. “I was exhausted, you know, from the long hours, from the long ride,” she said.

    She woke up about 5 p.m. and they hadn’t returned. Orange told police she tried calling her friends but couldn’t get through.

    The four friends never arrived at the doctor’s office for Washington McGee’s 7:30 a.m. appointment. One of them called the office that Friday morning to say they were running late.

    At some point after 11 a.m. a gray Volkswagen Jetta is seen following their minivan, according to surveillance video obtained by Mexican prosecutors.

    About 40 minutes later several vehicles appear to be trailing the minivan and, at 11:45 a.m., the Americans were intercepted by gunmen.

    Burgess said her daughter later told her by phone that the minivan was struck by another vehicle before the shooting started.

    In video that circulated online after the kidnapping, McGee Washington is seen sitting on the ground next to the white minivan. A bullet appeared to pierce the middle of driver’s side window. Three other people can be seen on the road as cars on the busy intersection start steering away from the danger.

    McGee Washington is shoved onto the back of a pickup before her three friends were lifted and tossed beside her.

    “She said the others tried to run and they got shot at the same time,” Burgess said her daughter told her after the Americans were found on Tuesday.

    “She watched them die,” Burgess said of Woodard and Zindell Brown.

    Burgess watched the video, she said, and “I thought she was done,” referring to her daughter.

    In the wee hours after reporting her friends missing, Orange watched the widely circulated video of the abduction.

    “My body clenched up. I dropped the phone. My stomach was in knots and I just began praying for the return of them,” she said.

    James Woodard was also pained by the video he saw on television.

    “That was so hard for me to see,” he said. “He was a baby and for him to be taken from me like that was very hurtful.”

    In the days after the kidnapping, Mexican authorities combed through surveillance video from the downtown intersection. They contacted US authorities after discovering documents in the rented minivan with North Carolina plates, which were traced by officials across the border. Mexican investigators also managed to identify the truck used by the gunmen.

    Investigators processed vehicles, and obtained ballistics and fingerprint data. They also collected biological samples for genetic profiles, Mexican officials said.

    After identifying the truck used by the gunmen, several unsuccessful searches were conducted by heavily armed Mexican security forces from various agencies.

    The Americans had been moved to several places “to create confusion and avoid rescue efforts,” Tamaulipas Gov. Américo Villarreal said.

    Burgess said her daughter told her the abductors moved the four Americans “from place to place” and finally hid them in “a little place and it stank.”

    “All of them were hustled in and were staying together,” she said.

    At 10:15 a.m. on Tuesday morning, the Americans were found in a small red wooden shack in a field outside the city. Mexican authorities arrested a man who they said was guarding the house. Images from the scene showed McGee barefoot and covered in dirt, with streaks of blood on her left leg.

    Mexico dispatched hundreds of security forces to Matamoros in what the defense ministry said was a move to safeguard “the well-being of citizens.”

    The swift response by authorities to the Americans’ kidnapping raised eyebrows in a country where desperate relatives of people who have gone missing over the years have banded together to conduct their own investigations. More than 100,000 Mexicans and migrants have disappeared in the country over the years, with no explanation of their fate.

    After the frantic rescue, Orange said hearing Washington MaGee’s voice on the phone was “music to my ears.”

    “This lady was facing death damn near and she said, ‘I was worried about you,’” Orange recalled.

    The bodies of Woodard and Brown were turned over to US authorities on Thursday.

    Washington McGee told CNN Saturday she is grateful to be back home with her family in South Carolina.

    Protesters blocked the road to one of the main terminals of Israel’s central international airport on Thursday, intensifying a nationwide movement against plans by Prime Minister Benjamin Netanyahu to weaken the country’s judicial system.

    A CNN team at Ben Gurion Airport saw people walking towards Terminal 3 with suitcases because of the blocked road, as scenes emerged of what is being called a “Day of Disruption.”

    Israeli television also showed a separate protest in the city of Tel Aviv that appeared to number in the thousands, with demonstrators waving Israeli flags.

    Protesters on foot blocked the Ayalon highway, one of Tel Aviv’s main roads, with some resisting police efforts to clear the highway, a CNN team at the scene saw.

    Demonstrators chanted “democracy,” “shame” and “where were you in Huwara?” at police, a reference to a West Bank Palestinian village that was the target of a violent riot by Jewish settlers nearly two weeks ago.

    The demonstration brought traffic to a standstill on the highway, CNN saw, before police on horseback succeeded in pushing protesters off the highway, clearing it. Demonstrators dispersed off the highway but remain in the area.

    Some protesters handed out roses to police, or placed them on police cars, TV pictures showed. As in previous protests, many of the demonstrators carried Israeli flags, while a few Pride flags were also in evidence.

    CNN saw protesters trying to block a truck mounted with a water cannon aimed at them.

    Opponents of government plans to give Israel’s parliament, the Knesset, the power to overrule Supreme Court decisions with a simple majority have been protesting every Saturday night across Israel for the past nine weeks. The largest protests, in Tel Aviv, have regularly drawn more than 100,000 demonstrators, in a country with a population of just over nine million.

    The package of legislation would also give the government the authority to nominate judges, which currently rests with a committee composed of judges, legal experts and politicians. It would remove power and independence from government ministries’ legal advisers, and take away the power of the courts to invalidate government appointments.

    Supporters of the plan to overhaul the judiciary say the changes are necessary to rein in a Supreme Court that has become too powerful and is not democratically accountable.

    The protest at Ben Gurion Airport came hours before Netanyahu flew to Rome to meet Italian Prime Minister Giorgia Meloni.

    It also took place the day US Defense Secretary Lloyd Austin arrived in Israel for meetings with Netanyahu and Defense Minister Yoav Gallant. Austin was originally due to come to Israel on Wednesday but delayed his arrival by a day at the request of Israeli officials concerned about the protests, the Pentagon said Wednesday. The location of his meeting was also changed because of the protests, Pentagon Press Secretary Brig. Gen. Pat Ryde said.

    US Defence Secretary Lloyd Austin is greeted by Israeli Defence Minister Yoav Gallant at Ben Gurion Airport on Thursday, as part of a broader Middle East trip.

    Austin will bring up Israeli violence in the West Bank during his short stay in Israel as part of a broader Middle East trip, a senior US defense official told reporters traveling with the secretary before his arrival in Israel.

    He is “going to share his deep and profound concern about activities that contribute to a cycle of violence on the West Bank,” the official said in a background briefing. “By spending so much time focusing on violence in the West Bank, it detracts from our ability to focus on what the strategic threat is right now, and that is Iran, dangerous nuclear advances and continuing regional and global aggression.”

    Undercover Israeli Border Police operatives killed three suspected Palestinian militants in the West Bank Thursday morning, just hours before Austin landed, the Border Police announced. The Israeli security forces came under fire from a vehicle on an operation to arrest two suspected Palestinian Islamic Jihad military operatives, returned fire, and killed all three people in the vehicle, the police statement said.

    The widespread demonstrations across Israel on Thursday are unconnected to Austin’s visit.

    US Marine Corps Sergeant Tyler Vargas-Andrews can remember in specific detail the moment that a suicide bomber attacked Kabul airport’s Abbey Gate in August 2021 amid the chaotic withdrawal from Afghanistan.

    “A flash and a massive wave of pressure. I’m thrown 4 feet onto the ground but instantly knew what had happened. I opened my eyes to Marines dead or unconscious lying around me. A crowd of hundreds immediately vanished in front of me. And my body was catastrophically wounded with 100 to 150 ball bearings now in it,” he recalled.

    Vargas-Andrews, 25, offered emotional and detailed testimony of the days leading up to the bombing, which took the lives of 13 US service members and more than 100 Afghans, as part of a House Foreign Affairs Committee hearing on the evacuation from Afghanistan.

    The Biden administration’s frenzied withdrawal after two decades of US involvement in the war has come under immense scrutiny by Republican lawmakers, including the new chairman of the House Foreign Affairs Committee, Texas Rep. Michael McCaul, who has vowed to investigate the matter.

    However, those accusations in Congress about who is responsible for the chaotic final weeks of the United States’ presence in Afghanistan have fallen largely along party lines, with Republican lawmakers pointing fingers at the Biden administration and Democratic lawmakers casting blame on the Trump administration for the deal that set the US withdrawal into motion.

    In a statement to CNN Wednesday, White House spokesperson for oversight Ian Sams also pointed to the deal President Joe Biden “inherited” from Trump and said the last administration “failed to establish an evacuation plan and slowed down processing of special visas for our Afghan allies.”

    “Instead of returning the U.S. to active combat with the Taliban and putting even more of our troops’ lives at risk, President Biden made the tough decision to finally end the 20-year war in Afghanistan, bring our troops home, and safely evacuate tens upon tens of thousands of Americans and Afghan allies,” Sams said. He added that the withdrawal put “the U.S. in a stronger position to lead the world and address the challenges of the future, while continuing to welcome our Afghan allies and maintaining our ability to deal with terrorist threats in the region.”

    Wednesday’s hearing featured the testimonies of two service members who were on the ground in Afghanistan during those final weeks: Vargas-Andrews and US Army Specialist Aidan Gunderson. In addition, three people involved with groups who worked to evacuate Afghans – Francis Hoang from Allied Airlift 21, retired Lt. Col. David Scott Mann from Task Force Pineapple and Peter Lucier from Team America Relief – and immigration lawyer Camille Mackler, who worked to try to get the administration to begin relocating vulnerable Afghans well before the fall of Kabul, all served as witnesses.

    Vargas-Andrews described the withdrawal as a “catastrophe,” telling lawmakers that “there was an inexcusable lack of accountability and negligence.” He painted a picture of days of chaos and violence toward Afghans who were trying to flee the Taliban, described the US State Department as “not prepared to be at” the Kabul airport, claimed that threat warnings were disregarded by higher command on the day of the attack.

    Vargas-Andrews described the horrific scenes he witnessed from his post at Abbey Gate at Hamid Karzai International Airport (HKIA), telling lawmakers that “Afghans were brutalized and tortured by the Taliban.”

    “Some Afghans turned away from HKIA tried to kill themselves on the razor wire in front of us that we used as a deterrent,” he said. “Countless Afghans were murdered by the Taliban 155 yards in front of our position day and night.”

    “We communicated the atrocities to our chain of command and intel assets but nothing came of it,” he said.

    Vargas-Andrews said on the day of the August 26 suicide attack, he spotted a man in the crowd who fit the description of “a suicide bomber in the vicinity of and nearing Abbey Gate.”

    “Over the communication network we passed that there was a potential threat and an IED attack imminent. This was as serious as it could get,” he said, noting that he asked for permission to shoot, but “our battalion commander said, and I quote, ‘I don’t know,’ end quote.”

    “Myself and my team leader asked very harshly, ‘Well, who does? Because this is your responsibility, sir.’ He again replied he did not know but would find out. We received no update and never got our answer. Eventually the individual disappeared. To this day, we believe he was a suicide bomber,” he said.

    “Plain and simple, we were ignored. Our expertise was disregarded. No one was held accountable for our safety,” he said.

    Beyond the suicide attack, witnesses spoke about the mental health toll that the botched evacuation has had on US veterans of the war in Afghanistan.

    Mann, the retired lieutenant colonel, said he had a friend who took his own life, whose wife said “that the Afghan abandonment reactivated all the demons that he had managed to put behind him from hard time and Afghanistan together.”

    “And he just couldn’t find his way out of the darkness of that moral injury,” he said.

    They also spoke broadly about their work to try to aid the Afghans who worked alongside US troops during the war, the “majority” of whom were left behind in the evacuation, and the need to continue to work to help them.

    “I and thousands of others received frantic pleas for help from our Afghan allies whose lives were in peril,” said Hoang from Allied Airlift 21. “Thousands of us guided tired and scared Afghan families through crowds and Taliban checkpoints. The weight of this work was crushing. We left jobs, drained savings, reopened old wounds.”

    “We looked in horror as our screens filled with images of violence and desperation outside the gates of Kabul airport. We wept as we listened to messages left by children pleading for our help. Nine times out of 10 our efforts failed. But every success was a family saved, a promise kept,” he said.

    “It is our turn to summon the courage to fill our commitment to the Afghan allies still left behind,” Hoang said.

    Mackler, the immigration lawyer, told lawmakers that “what happened in August of 2021 was the product of decades long of inaction and systemic failures that we can no longer ignore.”

    “To ensure that the actions we heard today were not in vain, we must use this moment to create and implement better solutions,” she said, and called on Congress to take steps like passing the Afghan Adjustment Act.

    “After all, as we’ve been told, those who ignore history are condemned to repeat it. We saw that in Afghanistan. We tried to learn the lessons from Vietnam and we were ignored, and we cannot allow a future generation to go through this as well,” Mackler said.

    The kidnapping and killing of US travelers this week in the Mexican city of Matamoros, just over the border from Brownsville, Texas, has put a glaring spotlight on violence in a country that millions of international visitors flock to each year.

    And as spring break gets under way in popular beach resorts hundreds of miles away in the country’s west and south, the question of safety is likely top of mind.

    Here’s what to know about travel safety in Mexico:

    There are 32 states in Mexico, and the US State Department has “do not travel” advisories in place for six, including Tamaulipas state, where Matamoros is located.

    Zachary Rabinor, founder and CEO of travel company Journey Mexico, points out that this week’s violence happened far from some of the most sought-after tourist destinations in Mexico, in a state that has long held a US State Department “do not travel” warning.

    “To put things in perspective, Matamoros is about 1,360 miles away from Cancun; that’s about the equivalent distance from the Texas side of the border to Chicago, Illinois,” said Rabinor, whose company creates tailored luxury trips.

    Seven Mexican states are listed one tier down in the State Department’s “reconsider travel” category and 17 are listed under “exercise increased caution.”

    “Crime and kidnapping” is listed as the cause for advisories in some states in each of those three categories, including Tamaulipas. The rest of the advisories list “crime” as the reason to either not travel, reconsider or exercise caution.

    “Exercise normal precautions” is the guidance for the states of Campeche and Yucatán on the Yucatán Peninsula.

    Countries including Canada and the United Kingdom also have detailed travel warnings related to Mexico.

    What is medical tourism and what are the risks

    Playa del Carmen and Cancún, which are welcoming an influx of spring break travelers, are located in the state of Quintana Roo, where the State Department advises travelers to “exercise increased caution due to crime and kidnapping.”

    Rabinor highlighted other popular destinations carrying the “exercise increased caution” advisory, including France and the Bahamas. France receives the caution because of possible terrorism and civil unrest. Crime is listed as the reason for caution in the Bahamas.

    The State Department notes in its Quintana Roo advisory that violence and criminal activity may occur anywhere, “including in popular tourist destinations.”

    “Travelers should maintain a high level of situational awareness, avoid areas where illicit activities occur, and promptly depart from potentially dangerous situations,” the advisory warns.

    Those popular resort areas are still reasonably safe, says Jaime Lopez-Aranda, who is a senior security manager at travel risk management firm International SOS.

    “It is relatively safe for travelers to head to tourist destinations and major urban centers such as Mexico City, Guadalajara and Monterrey,” Lopez-Aranda told CNN Travel.

    The US State Department advises travelers to

    Lopez-Aranda lives in Mexico City, where petty crime is a persistent risk and precautions should be taken, he said, “but the most popular locations are relatively safe for all kinds of travelers.”

    Journey Mexico has more than 50 employees based in the country who are always monitoring for potential risk, Rabinor said.

    “We are confident that with proper preparation and information, travel to and within Mexico continues to be a great option,” he said.

    If January’s international flight arrivals are any indication, the risks associated with travel to parts of Mexico aren’t keeping visitors away from the country as a whole.

    Passenger arrivals on international flights were up by 13% in January compared with January 2019, before the pandemic took hold around the world.

    Caution and situational awareness are key all over the country – and the world for that matter.

    For travel in Mexico, Lopez-Aranda says precautions could include:
    • Traveling with a trusted driver in a private vehicle
    • Traveling only in daylight hours outside urban centers or in higher-risk locations
    • Avoiding trouble spots in major cities
    • Avoiding traveling alone
    • Staying up-to-date through news and government alerts
    • Making sure your mobile device is charged

    All of those tips are measures to take at a destination, but much of the work that goes into ensuring the safest possible trip happens before anything is even booked.

    You’ll want to research the security and medical risks of destinations you’re considering and make sure that you have confidence in your accommodations, transport, means of communication and security arrangements, says Lopez-Aranda.

    “It is important that you share all plans with friends and family at home. While traveling, you should also keep constant communication to ensure safety and discuss any potential risks that may arise,” he says.

    And you should have copies of your documents, contact information for your country’s embassy or consulate and the location of the closest hospital with you. Insurance that covers you in your destination is also key.

    Journey Mexico links to the US State Department advisories on its website, as well as travel guidance for the citizens of other countries including the United Kingdom and Australia.

    The company also notes conflicts between rival criminal organizations in various areas of Mexico in its own “Is Mexico Safe?” safety assessment.

    “Though these conflicts can be unpredictable, they are almost always among and between organized crime groups” and are very rare in tourist areas, the posting says.

    The site also includes precautions travelers can take to avoid pickpocketing or robbery, including using ATMs only in secure locations, hiring reputable private transportation, not wearing expensive jewelry and avoiding deserted, unlit areas.

    If you’re uncomfortable, try to get away from the situation or environment immediately, says Lopez-Aranda.

    Because “intuition is often right.”

    The four Americans who authorities say were kidnapped in Mexico on Friday were a tight-knit group of friends traveling from South Carolina so one of them – a mother of six – could undergo a medical procedure across the border, two family members told CNN.

    Latavia “Tay” Washington McGee, 33, drove to Mexico with Shaeed Woodard, Zindell Brown and their friend Eric for the procedure but she never made it to her doctor’s appointment on Friday, her mother Barbara Burgess told CNN.

    On Sunday, Burgess said she was informed by the FBI that her daughter had been kidnapped and was in danger. “They said if she calls me to call them,” she said.

    Mexican authorities are still searching for the missing Americans, who drove into the border city of Matamoros on Friday, where they were fired upon by unidentified gunman and “placed in a vehicle and taken from the scene by armed men,” according to the FBI.

    An innocent Mexican bystander was also killed in the encounter, US Ambassador to Mexico Ken Salazar said.

    Investigators believe the Americans were mistakenly targeted by a Mexican cartel that likely mistook them for Haitian drug smugglers, a US official familiar with the ongoing investigation tells CNN.

    The US citizens have no concerning criminal history that has been identified by investigators, the source said.

    The group of friends, who were bonded “like glue,” grew up together in South Carolina, Brown’s sister Zalandria Brown told CNN. She added, that she and her brother are also close. “Zindell is like my shadow, he’s like my son, he’s like my hip bone. We’re just tight like that.”

    This was the second time Washington McGee, a mother of six children, had gone to Mexico for a medical procedure, her mother said. About two to three years ago, Burgess said, her daughter traveled to the country for a surgery.

    Mexico has become a popular destination for “medical tourism,” attracting travelers who may be seeking cheaper alternatives or medical treatments that are unapproved or unavailable in the US. But the CDC warns the growing trend can carry dangerous risks depending on the destination and facility, including infection and possible post-procedure complications.

    Receipts found in the group’s vehicle also indicated the Americans were in Mexico for medical procedures, a US official with knowledge of the investigation tells CNN.

    Mexican President Andrés Manuel López Obrador said Monday that the group had crossed the border to “buy medicines” and assured the “whole government” is working to resolve the case.

    Federal and local Mexican authorities are participating in the effort to locate the missing Americans, Tamaulipas Attorney General Irving Barrios Mojica said Monday.

    The White House and US State Department are “closely following” the case, spokespeople said in briefings Monday.

    “These sorts of attacks are unacceptable. Our thoughts are with the families of these individuals and we stand ready to provide all appropriate consular assistance,” White House press secretary Karine Jean-Pierre told reporters on Monday, adding that the State and Homeland Security departments are coordinating with Mexican authorities.

    “We will continue to coordinate with Mexico and push them to bring those responsible to justice,” Jean-Pierre said.

    CNN has reached out to the FBI, the Tamaulipas Secretary of Public Security’s office and the Mexican Attorney General’s Office for more information.

    Washington McGee’s aunt, Mary McFadden, told CNN that when the family hadn’t heard from the group of friends by Sunday, they began searching online for any news related to their travel destination. Then, the family saw a video McFadden described as showing her niece being kidnapped.

    “We recognized her and her blonde hair,” McFadden said. She said she also recognized her niece’s clothing from a live video Washington McGee had posted to Facebook earlier Friday.

    “This happened in plain daylight. We don’t know if she is dead or alive. The last picture we saw, she was walking alive,” McFadden said.

    “She is a mother and we need her to come back here for her kids,” she said, adding that Washington McGee’s children range in age from 6 to 18 years old.

    A video obtained by CNN shows a woman and other unidentified people being roughly loaded into a white pickup truck. CNN has confirmed the video matches the incident but has not independently confirmed it is the four Americans shown in the video.

    The video shows the woman being pulled or pushed onto the bed of the truck by two unidentified people as a third visibly armed man watches. The three men then appear to drag at least two limp people onto the truck bed, the video shows.

    Additionally, photos obtained by CNN appear to show fragments of the scene where the situation occurred, including the car believed to have been driven by the Americans crashed with another vehicle before they were taken at gunpoint from the scene.

    The US citizens were driving a white minivan with North Carolina plates, according to the FBI in San Antonio.

    The FBI would not confirm the authenticity of the photos, but CNN has geolocated the images and confirmed their authenticity with a US official with knowledge of the investigation.

    One photo shows that an ambulance arrived, but it’s unclear if medical attention was being provided.

    Investigators trying to locate the US citizens and identify those involved in the alleged kidnapping have been working to gather surveillance footage, collect ballistics and fingerprint evidence, take biological samples for genetic profiles and process the vehicles involved, Tamaulipas officials said.

    A joint task force of federal and state agencies has been created for “processing all the information related to the case” and maintaining constant communication with US officials, Barrios Mojica, the Tamaulipas Attorney General, said.

    “Given the presumption that they are American citizens, a line of direct communication was established with US authorities to exchange information and dedicated to locating them. These communications are being carried out at the highest level between the State Government, the Ministry of Foreign Affairs, and the United States Embassy in Mexico,” Barrios Mojica said.

    The FBI is also requesting the public’s help in finding the Americans and identifying anyone involved in the incident. The agency announced a $50,000 reward for the return of the victims and the arrest of those responsible.

    Ongoing violence has plagued some Mexican cities as they become the backdrop of organized crime and drug trafficking operations, which the country’s government has been battling since at least 2006.

    Matamoros, a city in the state of Tamaulipas, has a population of more than 500,000 people and is located just across the Rio Grande from Brownsville, Texas. The city has recently been the site of a large encampment of asylum-seeking migrants hoping to cross into the US.

    The US State Department has issued a “Level 4: Do Not Travel” advisory for US citizens thinking of going to Tamaulipas, citing crime and kidnapping.

    “Criminal groups target public and private passenger buses, as well as private automobiles traveling through Tamaulipas, often taking passengers and demanding ransom payments,” the State Department advisory says.

    A Massachusetts man was arrested for allegedly stabbing a flight attendant in the neck with a broken metal spoon three times during a flight from Los Angeles to Boston on Monday, after attempting to open an emergency exit door, according to the Justice Department.

    Francisco Severo Torres, 33, faces one charge of interference and attempted interference with flight crew members and attendants using a dangerous weapon. Torres was arrested at Boston Logan International Airport Monday and will remain detained pending a hearing set for Thursday.

    During a United Airlines flight from Los Angeles to Boston, the flight crew saw an alarm that a door in the plane had been disarmed and, after inspection, a flight attendant saw the door’s locking handle had been pushed out of the fully locked position and an emergency slide arming lever had been disarmed, according to the Justice Department.

    A flight attendant who saw Torres near the door went to talk to Torres about the door, according to the department, who asked if there were cameras showing he had tampered with the door.

    “According to court documents, the flight attendant then notified the captain that they believed Torres posed a threat to the aircraft and that the captain needed to land the aircraft as soon as possible,” the Justice Department said.

    Soon after, Torres allegedly got out of his seat, mouthing something, before thrusting “towards one of the flight attendants in a stabbing motion with a broken metal spoon, hitting the flight attendant on the neck area three times,” the Justice Department said.

    Torres was then tackled by other passengers on the flight and was immediately taken into custody after the flight landed.

    United Airlines says it has banned Torres from flying on future flights following this incident.

    “Thanks to the quick action of our crew and customers, one customer was restrained after becoming a security concern on United flight 2609 from Los Angeles to Boston,” United said in a statement.

    United says the flight was able to land safely and without any reported injuries.

    “We have zero tolerance for any type of violence on our flights, and this customer will be banned from flying on United pending an investigation. We are cooperating with law enforcement in their investigation,” the statement says.

    All flights were grounded at University Park Airport in Pennsylvania Friday as authorities investigated a suspicious device in a checked bag, forcing about 100 passengers to be bused out of the area and the airport to close until Saturday, officials said.

    The airport in State College, located less than five miles from the Penn State University campus, was closed to air traffic and passengers while an explosives device team and local police examined the contents of the bag, which was checked on a flight en route to Chicago, Penn State University Police and Public Safety said in a statement.

    The “suspicious” contents were later determined to not be an explosive device, Penn State spokeswoman Lisa Marie Powers told CNN late Friday.

    The item had been detected by Transportation Security Administration (TSA) officers at the airport, according to TSA spokesperson Lisa Farbstein. Local police officers and FBI officials were also on site, she said.

    “The immediate area was evacuated and a perimeter established,” Farbstein said in a statement, adding bomb technicians would be looking at the bag and its contents.

    The Federal Aviation Administration issued a ground stop for the airport “due to security.” The airport will reopen early Saturday morning, police said.

    The airport closure took place as Penn State students were gearing up for their Spring Break travel plans next week. Buses from the university came to the airport to transport about 100 passengers to the campus, where they were offered shelter and given food, according to police.

    The University Park Airport calls itself “a home town airport with a world of destinations,” according to its Facebook page. It says four airlines – Allegiant, Delta, United, and American airlines – offer regularly scheduled flights to and from major hub cities including Detroit, Philadelphia and Washington/Dulles.

    Earlier in the day, the general passenger terminal at the airport was evacuated “out of an abundance of caution,” police said. There were no incoming or outgoing flights scheduled when the evacuation took place.

    The investigation at the airport comes just days after federal agents arrested a Pennsylvania man after he allegedly tried to bring explosives in his suitcase on a flight from Lehigh Valley International Airport in Allentown to Florida.

    Marc Muffley, 40, faces two charges, according to a federal complaint, including possession of an explosive in an airport and possessing or attempting to place an explosive or incendiary device on an aircraft.

    A year after it was destroyed during the Russian invasion of Ukraine, the Antonov AN-225 – the world’s biggest commercial plane – has taken flight once again in the Microsoft Flight Simulator program.

    The game has already resurrected lots of historical aircraft in its virtual skies, but this one’s a little special. All proceeds from the $19.99 add-on go toward the Antonov Company’s real-life efforts to reconstruct the mighty beast known as “Mriya” (Ukrainian for “dream”).

    The massive six-engine craft – some 275 feet, 7 inches in length – was built in the 1980s to carry the Soviet space shuttle and was the only one of its kind ever completed.

    Mriya’s next role was as the world’s largest cargo transporter, boasting twice the hold capacity of a Boeing 747 jumbo jet. Its wingspan was 290 feet, the longest of any fully operational aircraft, and with a maximum payload weight of 250 tonnes, it remains the heaviest aircraft ever built.

    The Antonov AN-225 was destroyed at its base in Hostomel, near Kyiv, in February 2022, but in November last year its manufacturers confirmed that the rebuilding project had begun. Antonov estimated that it would need more than €500 million ($532 million) to get it back in the air.

    “The process of rebuilding ‘Mriya’ is considered as an international project, with the participation of aviation enterprises of different countries of the world,” the Antonov Company told CNN via email at the time.

    “The possibility of attracting funding from various sources is being considered and proposals from many organizations that are ready to join the project are being reviewed.”

    The Microsoft Flight Simulator version of the Antonov AN-225 Mriya comes in six liveries, including classic Antonov Airlines designs and an Xbox Aviators Club one.

    The add-on is available now in the Microsoft Flight Simulator in-game marketplace on PC for $19.99 and will be available for Xbox Series X|S and on Xbox Cloud Gaming starting in late March.

    The much-loved flight simulator game celebrated its 40th anniversary in November 2022, having gone through a major reboot in 2020 when it returned with hyper-realistic scenery, digitally distilled from satellite imagery.

    The An-225 is powered by six turbo engines, as seen in this gameplay.

    In-game pilots can explore the world, flying over a range of 1.5 billion buildings, two million cities, and stopping in at more than 37,000 airports. That’s in real-world conditions too, day or night: the program features live real-time weather including wind speed and direction, temperature, lighting, humidity and rain.

    Individualized instrument guidance and checklists are available for the wide variety of aircraft pilots can test their skills in, from light aircraft to commercial jets.

    Mriya fans can also support the rebuild efforts by building their own models of the iconic craft. Ukrainian startup Metal Time is selling working mechanical design kits of the AN-225 for $99.

    Profits go straight to Antonov to fund the reconstruction, as well as the rehousing of Antonov employees whose homes have been destroyed by the Russian invasion, and training for new Ukrainian pilots and aviation engineers.

    A Lufthansa flight traveling from Texas to Germany was diverted to Virginia’s Washington Dulles International Airport on Wednesday evening because of turbulence that left some passengers injured, an airport spokesperson said.

    Lufthansa Flight 469, which took off from Austin, experienced “significant turbulence” and landed safely at Dulles, Metropolitan Washington Airports Authority spokesperson Michael Cabbage said.

    Seven people were transported to hospitals, Cabbage said.

    Brief but severe turbulence happened about 90 minutes after takeoff and resulted in minor injuries to some passengers, a statement given to CNN by a Lufthansa spokesperson reads.

    “This was so-called clear air turbulence, which can occur without visible weather phenomena or advance warning,” the statement reads.

    “The affected passengers were given initial care on board by the flight attendants trained for such cases. As the safety and well-being of passengers and crew members is the top priority at all times, the cockpit crew decided to make an alternate landing to (Dulles airport) after flying through the turbulence.”

    The crew of the Airbus A330 reported reported encountering the turbulence at an altitude of 37,000 feet over Tennessee, the Federal Aviation Administration told CNN.

    The flight landed at Dulles airport around 9:10 p.m., FAA spokesperson Ian Gregor said.

    The FAA will investigate the incident, Gregor said.

    President Joe Biden’s embattled pick to lead the Federal Aviation Administration is scheduled for his confirmation hearing before Congress on Wednesday morning amid a series of challenges for the agency.

    Phil Washington is expected to get grilled by senators on issues that have emerged since he was nominated last summer and explain why he’s qualified to lead an agency that urgently needs to address a slew of complex challenges.

    The hearing for Washington, whose lack of aviation experience and legal entanglements have raised concerns on Capitol Hill, comes after a year of the FAA operating without a permanent administrator. In that time, the agency has contended with several problems that have plagued travelers and the airline industry, such as recent near-collisions involving airliners, crucial staffing shortages and malfunctions of aging technology that have cause major air travel disruption.

    Washington, whose nomination was first announced by Biden nearly eight months ago, will appear before the Senate Committee on Commerce, Science, and Transportation Wednesday at 10 a.m. ET.

    Washington, the current CEO of the Denver International Airport, has held leadership roles at municipal transit organizations, including in Denver and Los Angeles, focused on bus and rail lines. He also led the Biden-Harris transition team for the Department of Transportation. Prior to his work in transportation, Washington served in the military for 24 years.

    While Washington has worked in transportation-related positions since 2000, he had no experience in the aviation industry prior to joining the Denver airport in 2021. Since his nomination last summer, Washington has faced questions about his limited experience and, in September, was named in a search warrant issued as part of a political corruption investigation in Los Angeles.

    According to a questionnaire given to the commerce committee ahead of Wednesday’s hearing, Washington wrote that though his name was mentioned in the search warrant along with several other names, no search was ever executed on him or his property, nor was he questioned about the matter.

    Washington’s name was also recently mentioned in a federal lawsuit filed earlier this month. Benjamin Juarez, a former parking director at the Denver Airport, alleges that the city permitted intolerable working conditions and that he faced ongoing threats to his job, Axios reported. Juarez’s attorney says he contacted Washington, who was leading the airport, at least twice for help and did not receive a response.

    Texas Republican Sen. Ted Cruz, the ranking Republican on the committee, has asserted that Washington failed to disclose his naming in the lawsuit involving his work at the Denver airport. Republicans have also questioned whether Washington, an Army veteran who left the military in 2000 after more than 20 years of service, would be statutorily considered a civilian – a requirement in order to serve as the FAA chief.

    If he’s not considered a civilian, he would need a waiver from Congress permitting him to lead the agency. And Republicans do not support granting Washington a waiver.

    A GOP aide on the Senate commerce committee told CNN that Cruz and Senate Republicans expect to raise all these issues – including his legal entanglements, his lack of experience, his management and his possible ineligibility – during Wednesday’s hearing.

    They’ll also focus on Washington’s efforts to incorporate diversity, equity, and inclusion in the vendor and contractor process as well as leading efforts “to make it harder and more expensive to drive in Los Angeles to force people to use mass transit instead in order to save mankind from climate change,” according to the aide. Specifically, the aide referenced Washington’s work to pursue a policy which charges drivers for using congested roadways during peak hours.

    Senate Majority Leader Chuck Schumer said in January that he would push to confirm Washington.

    “There is no doubt about it: it’s time to clear the runway for President Biden’s choice for FAA administrator, Phil Washington. With recent events, including airline troubles and last week’s tech problem, this agency needs a leader confirmed by the Senate immediately,” Schumer said in a statement following a computer system failure that triggered the delay of more than 12,000 flights. “I intend to break this logjam, work to hold a hearing for Mr. Washington, where he can detail his experience and answer questions and then work towards a speedy Senate confirmation.”

    The FAA is a sprawling and complex safety, regulatory and operational agency, tasked with regulatory oversight of all civilian aviation in the US.

    It’s been without a permanent administrator for about a year, when the Trump-nominated Stephen Dickson stepped down midway through his five-year term. Billy Nolen, the agency’s top safety official, was named acting director in April.

    The agency has a professed focus on safety, but agency leadership is ultimately responsible for steering its focus as its mission gets wider – with responsibilities expanding to include establishing the federal approach to private space launches and regulating drones – even as longstanding aspects of the aviation industry continue to grapple with major challenges.

    A failure of the 30-year-old NOTAM, or Notice to Air Missions, system led to the first nationwide airplane departure grounding since the 9/11 attacks, showcasing just one way aging industry technology is being stretched beyond its limits by increased volume. Now, the FAA is planning to dramatically accelerate replacing the safety system.

    Another FAA computer system failed earlier this year when it was overloaded, leading to delays in Florida. And the agency has struggled to modernize parts of air traffic control, with a 2021 Transportation Department Office of Inspection General report citing difficulties integrating the FAA’s multi-billion dollar Next Generation Air Transportation System project due to extended delays.

    There have been recent near-collisions on US runways, prompting federal safety investigators to open multiple inquiries. Air traffic control is staffed at the lowest level in decades, according to industry experts. And key roles at US airlines pared down amid the Covid-19 pandemic have not ramped up to meet current outsized travel demand.

    In February, Nolen, the acting chief, ordered a sweeping review of the agency in the wake of recent aviation safety incidents. That review is expected to include a major safety meeting this month.

    Another challenge is the FAA’s evolution in how it handles oversight following the Boeing 737 MAX crashes.

    Congress created reforms to the FAA’s oversight in a late 2020 law but critics say the agency has been slow to implement changes.

    A House Transportation committee investigation into 737 MAX certification found the model of oversight used then “creates inherent conflicts of interest that have jeopardized the safety of the flying public.” The report also concluded senior FAA officials overrode decisions of FAA experts.

    The agency is also still trying to resolve an 5G interference issue.

    The next generation of cell phone technology can interfere with devices on aircraft that determine how far above the ground the aircraft is – the radar or radio altimeter.

    FAA says it brought its concerns to the administration at the time when the Federal Communications Commission was developing plans to auction this portion of spectrum. But now the FAA is trying to play catch up while wireless carriers agreed to voluntarily pause rolling out their new tech around airports.

    Rescue workers are in a desperate search for survivors after a head-on collision between two trains in central Greece killed dozens of people and injured scores.

    At least 29 people were killed and more than 85 injured when a passenger train carrying more than 350 people collided with a freight train on Tuesday evening, shortly before midnight, in Tempi, central Greece, near the city of Larissa, the Greek Fire Service said.

    “We just heard a bang… the (train) car started spinning, before ending up sideways when we managed to exit,” one male passenger told Greek public broadcaster ERT.

    “It was 10 nightmarish seconds with fire, you couldn’t see much from the smoke,” said a second passenger.

    Recovery efforts are underway and the death toll is expected to rise, the Greek Fire Service said.

    The passenger train had been traveling from the capital Athens to Thessaloniki, Greece’s second-largest city, which is renowned for its festivals and vibrant cultural life. The collision follows a nationwide carnival at the weekend which ended with a public holiday on Monday.

    Images on Greece’s state-owned public broadcaster ERT showed plumes of thick smoke pouring out of toppled carriages and long lines of rescue vehicles next to them.

    Meanwhile, rescue workers with torches searched carriages for survivors as paramedics led shell-shocked passengers from the scene.

    Rescue operations are underway and the death toll is expected to rise.

    Hellenic Train, the main Greek railway company, was acquired by Ferrovie dello Stato Italiane in 2017 and is now fully controlled by Trenitalia. The company operates both passenger and freight transport. The main line on which daily connections are offered is Athens-Thessaloniki.

    Air traffic controllers stopped a departing private jet from running into a JetBlue flight as it was coming in to land Monday night in Boston, according to the Federal Aviation Administration.

    The FAA says it is investigating the incident. This is the fifth close call involving a commercial airliner on a runway this year.

    The two planes involved in Monday night’s apparent close call at Boston Logan International Airport came within 565 feet (172 meters) of colliding, according to Flightradar24’s preliminary review of its data.

    Asked for comment on the Flightradar24 analysis, the agency told CNN, “The FAA will determine the closest proximity between the two aircraft as part of the investigation.”

    “According to a preliminary review, the pilot of a Learjet 60 took off without clearance while JetBlue Flight 206 was preparing to land on an intersecting runway,” the FAA said in a statement on Tuesday.

    “JetBlue 206, go around,” said the controller in Boston Logan’s tower, according to recordings archived by LiveATC.net.

    The FAA says its air traffic controller told the crew of the Learjet to “line up and wait” on Runway 9 as the JetBlue Embraer 190 approached the intersecting Runway 4 Right.

    “The Learjet pilot read back the instructions clearly but began a takeoff roll instead,” the FAA said in a statement. “The pilot of the JetBlue aircraft took evasive action and initiated a climb-out as the Learjet crossed the intersection.”

    The National Transportation Safety Board tells CNN it has not launched an investigation into the incident at Boston Logan, though it has investigated four other runway incursions involving commercial airliners at major US airports this year.

    On Friday, the agency announced it was investigating a possible “runway incursion” in Burbank, California, involving Mesa and SkyWest regional airliners.

    Three other incidents have occurred at Honolulu, Austin and New York’s JFK airport this year.

    American Airlines flight 3444 was diverted to Raleigh-Durham International Airport Wednesday due to a disruptive passenger, according to the North Carolina airport.

    “At approximately 3:41 p.m., flight AA 3444 departing Jacksonville to Washington, DC, diverted to RDU due to a disruptive passenger,” the airport said in a statement. “Upon landing, the plane was directed to gate C9 where law enforcement boarded the aircraft and took the suspect into custody.”

    The Federal Aviation Administration said, “The Embraer E170 was flying from Jacksonville International Airport in Florida to Ronald Reagan Washington National Airport.”

    The airline said in a statement that the diversion was “due to a security concern involving an unruly customer.”

    According to the airport, the plane was cleared to resume its flight to Washington, DC, and RDU has returned to normal operations.

    The FAA said it will investigate the incident.

    The FBI said its Charlotte, North Carolina, office is investigating and “will consult with the US Attorney’s Office of the Eastern District of North Carolina to determine if federal charges will be filed.”

    The Department of Transportation’s internal watchdog said Tuesday it is launching a probe into the spike in flight cancellations and delays that have come in the wake of the pandemic.

    The Office of the Inspector General audit will focus on the federal agency’s role in these cancellations, rather than the airlines. In a memo, the IG said more than “30,000 of the delayed and cancelled flights were attributable to issues in the National Airspace System such as heavy traffic and air traffic control.”

    It identified disruptions that took place over the summer and during the Christmas holiday and pointed to staffing and weather as contributing factors. The IG wants to find out both the causes of the delays and cancellations as well as the accuracy of the government’s data around flight disruptions.

    “We are initiating this audit to inform Congress and the general public about the reported causes of these events. This will be first in a series of audits to understand and evaluate flight delays and cancellations as well as DOT’s actions to address them,” the memo stated.

    The IG plans to conduct its work at DOT and Federal Aviation Administration headquarters, it said.

    The IG also announced a separate audit of the FAA’s planned NextGen effort to upgrade the air traffic system, a multibillion-dollar infrastructure program.

    A surprisingly large number of Japanese say that travel is no longer a priority for them.

    A survey done last year by global intelligence company Morning Consult showed that 35% of Japanese respondents said they were unwilling to travel again, the highest number of any country.

    Tetsu Nakamura, a professor at Tamagawa University and a tourism behavior and psychology specialist, says the results are not at all surprising.

    “In 2019, even before the pandemic, (Japanese) people who traveled abroad at least once a year made up about 10% of the population,” says Nakamura.

    According a study Nakamura did back in 2016, there are what he calls “passivists,” those who say they want to travel abroad but won’t, and “denialists” – people who show no interest in traveling abroad and won’t.

    Together, these two groups comprise around 70% of respondents in his pre-pandemic study, with “denialists” comprising roughly 30% of them.

    Despite Japan having the world’s most powerful passport, fewer than 20% of Japanese people actually have passports in the first place, according to Japan’s Ministry of Foreign Affairs.

    For some of these “never travelers,” domestic trips within Japan are enough.

    “Many Japanese feel like overseas travel is time-consuming even before they step foot on foreign land, that it takes a lot of time, skill and planning,” says Nakamura.

    Hiroo Ishida, 25, a caregiver from Chiba Prefecture and motorcycle enthusiast with a love for Harley Davidson bikes, says this resonates with him.

    “I have some desire to go to the US, mostly because in Western media shown in Japan, that’s the place to go to for motorcyclists, but I most likely won’t go because just planning it is an inconvenience. Japan is abundant with destinations that motorcyclists find attractive,” says Ishida.

    His last trip abroad was a field trip to Guam in high school; he’s never felt the urge to go overseas since, he adds.

    Kotaro Toriumi, a Japanese aviation and travel analyst, says the thought of complicated travel procedures abroad due to the pandemic and the risk of infection hinders people from seeking overseas travel.

    Further, he claims that the pandemic has altered the “Japanese mindset.”

    “People who used to travel … are now afraid to go abroad because of the risk of infection, but are fine traveling domestically. I think they are realizing more and more that there are many attractive tourist spots within Japan and people can have fun without going abroad,” says Toriumi.

    The analyst notes that people who say they “never want to travel again” may simply be reluctant to travel soon until the pandemic is fully over.

    Thanks to travel vouchers and other post-pandemic incentives, many Japanese are choosing to explore local destinations like Kiyomizu-dera Temple in Kyoto.

    The cost of travel is also a consideration.

    The yen is at its weakest in decades, and many Japanese workers haven’t had a raise in 30 years.

    Less disposable income means young people may be more inclined to stay at home or explore nearby locations.

    “Compared to the older generations, they are less likely to go abroad since they don’t have much money. Besides, many young people find online entertainment or smartphone games more enjoyable than traveling abroad,” explained Toriumi. “Many elderly people would like to travel abroad again after Covid settles down.”

    Aki Fukuyama, 87, is a “half-retired” financial executive of a hospitality conglomerate. He has had many golf trips overseas and wishes to go again but cites his health and age as the main reasons why he isn’t likely to make another international trip.

    “I frequently went (abroad) until about 15 or 20 years ago,” he said. “It doesn’t help that most of my friends have passed away. I plan on traveling domestically, maybe somewhere close by, if someone invites me.”

    Nakamura’s studies show that positive attitudes win over external pressure to refrain from heading abroad, so people that have always liked to travel wouldn’t let social conformity get in the way.

    “People who have always had positive views regarding overseas travel try to do so as soon as they get the chance,” says Nakamura. “This is true for both before and after the pandemic. Those we see going abroad now are those people…they can’t wait to go back (abroad).”

    Yuma Kase, 25, is a Tokyo-based finance worker who says she loves visiting new countries and interacting with people from different backgrounds.

    “Preparing to go to a foreign country is part of the journey and excitement, I feel. Knowing that I have to practice what to say when I get there or do some research about cultural differences is something that I look forward to,” Kase says.

    But her love of exploring isn’t genetic. Her mother hates to travel and likes to stick to a fixed daily routine. “The farthest my mother has been to in 2022 was an outlet mall,” laughs Kase.

    According to the latest data from the Japan National Tourism Organization, the number of Japanese overseas travelers was down 86.2% in 2022, with around 2.7 million people compared to the 20 million figure in 2019.

    “Those who only used to go because it was cheap or don’t particularly like to travel…they are not traveling now,” says Toriumi.
