    The first photo ever taken of a black hole looks a little sharper now.

    Originally released in 2019, the unprecedented historic image of the supermassive black hole at the center of the galaxy Messier 87 captured an essentially invisible celestial object using direct imaging.

    The image presented the first direct visual evidence that black holes exist, showcasing a central dark region encapsulated by a ring of light that looks brighter on one side. Astronomers nicknamed the object the “fuzzy, orange donut.”

    Now, scientists have used machine learning to give the image a cleaner upgrade that looks more like a “skinny” doughnut, researchers said. The central region is darker and larger, surrounded by a bright ring as hot gas falls into the black hole in the new image.

    In 2017, astronomers set out to observe the invisible heart of the massive galaxy Messier 87, or M87, near the Virgo galaxy cluster 55 million light-years from Earth.

    The Event Horizon Telescope Collaboration, called EHT, is a global network of telescopes that captured the first photograph of a black hole. More than 200 researchers worked on the project for more than a decade. The project was named for the event horizon, the proposed boundary around a black hole that represents the point of no return where no light or radiation can escape.

    To capture an image of the black hole, scientists combined the power of seven radio telescopes around the world using Very-Long-Baseline-Interferometry, according to the European Southern Observatory, which is part of the EHT. This array effectively created a virtual telescope around the same size as Earth.

    Data from the original 2017 observation was combined with a machine learning technique to capture the full resolution of what the telescopes saw for the first time. The new, more detailed image, along with a study, was released on Thursday in The Astrophysical Journal Letters.

    “With our new machine learning technique, PRIMO, we were able to achieve the maximum resolution of the current array,” said lead study author Lia Medeiros, astrophysics postdoctoral fellow in the School of Natural Sciences at the Institute for Advanced Study in Princeton, New Jersey, in a statement.

    “Since we cannot study black holes up-close, the detail of an image plays a critical role in our ability to understand its behavior. The width of the ring in the image is now smaller by about a factor of two, which will be a powerful constraint for our theoretical models and tests of gravity.”

    Medeiros and other EHT members developed Principal-component Interferometric Modeling, or PRIMO. The algorithm relies on dictionary learning in which computers create rules based on large amounts of material. If a computer is given a series of images of different bananas, combined with some training, it might be able to tell if an unknown image does or doesn’t contain a banana.

    Computers using PRIMO analyzed more than 30,000 high-resolution simulated images of black holes to pick out common structural details. This allowed the machine learning essentially to fill in the gaps of the original image.

    “PRIMO is a new approach to the difficult task of constructing images from EHT observations,” said Tod Lauer, an astronomer at the National Science Foundation’s National Optical-Infrared Astronomy Research Laboratory, or NOIRLab. “It provides a way to compensate for the missing information about the object being observed, which is required to generate the image that would have been seen using a single gigantic radio telescope the size of the Earth.”

    Black holes are made up of huge amounts of matter squeezed into a small area, according to NASA, creating a massive gravitational field that draws in everything around it, including light. These powerful celestial phenomena also have a way of superheating the material around them and warping space-time.

    Material accumulates around black holes, is heated to billions of degrees and reaches nearly the speed of light. Light bends around the gravity of the black hole, which creates the photon ring seen in the image. The black hole’s shadow is represented by the dark central region.

    The visual confirmation of black holes also acts as confirmation of Albert Einstein’s theory of general relativity. In the theory, Einstein predicted that dense, compact regions of space would have such intense gravity that nothing could escape them. But if heated materials in the form of plasma surround the black hole and emit light, the event horizon could be visible.

    The new image can help scientists make more accurate measurements of the black hole’s mass. Researchers can also apply PRIMO to other EHT observations, including those of the black hole at the center of our Milky Way galaxy.

    “The 2019 image was just the beginning,” Medeiros said. “If a picture is worth a thousand words, the data underlying that image have many more stories to tell. PRIMO will continue to be a critical tool in extracting such insights.”

    The streets of Dhaka are filled with constant clamor. Among the chorus of honking horns and ringing bells, roaring cars and rattling rickshaws, you can hear the electric hum of the city’s three-wheeled open taxis, called tuk-tuks, as they weave through traffic.

    Among the chaos, one Bangladeshi startup has spotted an opportunity. SOLshare plans to tap into the country’s estimated 2.5 million electric tuk-tuks, and turn them into a “virtual power plant.”

    “When (the tuk-tuks) return to the garage at the end of the night, they come back with 30% juice in their batteries,” says Salma Islam, head of projects, fundraising and communication at SOLshare. “If they can feed that back into the grid when the demand is really high, that would be amazing.”

    SOLshare knows exactly how much electricity is left in these tuk-tuks because it has been working with local garages to upgrade their conventional lead-acid batteries to smart, lithium-ion batteries. These are equipped with SOLshare’s digital chip, which collects data on the battery’s performance, location, and charge level.

    The startup claims that the leftover electricity in these batteries could provide up to 20% of the nation’s energy when demand is at its highest. The vehicles would recharge overnight when demand on the grid is lowest.

    SOLshare hopes that this mobile power supply could help to stabilize Bangladesh’s energy grid — and power the country’s economic development.

    “The demand is constantly growing, because the population is also growing, and as people’s livelihoods get better, their energy requirements also increase,” says Islam.

    SOLshare launched its EV pilot program, called SOLmobility, in 2021. It partnered with 15 tuk-tuk garages to upgrade the batteries of around 40 vehicles and began gathering data on the mileage and activities of the three-wheelers.

    The smart batteries use 40% less energy than lead-acid batteries, says Islam. Additionally, the lithium-ion batteries charge in just six hours, around half the time of lead-acid batteries, and are lighter and more efficient. Although they’re more expensive, costing more than double compared to lead acid batteries, they last up to five times longer, says Islam.

    Muhammad Delwar Hossain, who has been driving a tuk-tuk in the Dhaka suburb of Tongi for over a decade, started using a SOLshare smart battery last year. He says it’s boosted his monthly earnings by 50% because he can make more trips on a single charge, and he feels his health has improved because he’s no longer breathing in the toxic fumes emitted by the lead-acid battery.

    SOLshare’s ambitions go far beyond tuk-tuks – it wants to transform Bangladesh’s entire energy sector through multiple strands.

    In 2015, the company began building peer-to-peer solar-powered microgrids that allow households without solar panels to buy excess energy from others in the community using a pay-as-you-go mobile top-up system. To date, it has installed 118 microgrids across the country. The startup has raised $6 million so far.

    The company also installs solar panel systems for homes and commercial buildings, and has 27 megawatts of installation in the pipeline, says Islam.

    Increasing solar power can help the country reduce its reliance on fossil fuels, says Islam – and these microgrids could even feed excess energy back into the national grid.

    SOLshare’s innovations come at a pivotal time for the nation’s energy sector.

    “We had massive power grid failures last summer … that was an eye opener for everyone,” says Islam.

    Across the country, households experienced frequent load-shedding, a practice of enforced power outages that reduces strain on the grid to prevent a total blackout. Then, in October 2022, Bangladesh suffered its biggest blackout in eight years when the national grid failed and plunged 96 million people into darkness.

    Despite being home to the world’s largest off-grid solar power program, Bangladesh’s rapid growth and increasing demand for electricity means renewables account for just 3.5% of its energy.

    The low-lying nation is also one of the most climate change-vulnerable countries in the world and is highly susceptible to floods, droughts and storms – so finding a sustainable way to support its growing energy demand is vital.

    “I think they were a little bit early, ahead of their time,” says Sonia Bashir Kabir, founder of Bangladesh venture capital firm SBK Tech Ventures and an early investor in SOLshare. She believes the next five years hold a lot of opportunity for the company.

    “The government has taken a very serious mandate to look at climate, which helps because that means the policies are going to be favorable,” she says.

    Bangladesh isn’t the only country struggling to meet energy demand: disruptions in the oil and gas supply throughout 2022 have caused a global energy crisis. This has fueled a renewable revolution, with solar and wind energy growing 30% faster than expected last year – and many are hoping it will accelerate the expansion of the green energy sector.

    SOLshare installed its first peer-to-peer solar microgrid in 2015, and now has 118 across the country.

    SOLshare is continuing to upgrade more tuk-tuks, as well as working with battery manufacturers to install its digital chip directly into the battery.

    Through its different projects, Islam hopes the company will become “Asia’s largest virtual utility provider” – a model that could play “a massive role” in other countries with large fleets of electric three-wheel vehicles, such as Thailand and India, she says.

    “We are tapping into as many decentralized renewable sources as possible, and not relying on just a central power grid,” says Islam. “The way we see it, if we can do this right here in Bangladesh, you can actually do it anywhere.”

    Jack Black, Keegan-Michael Key, Seth Rogen, Fred Armisen, Kevin Michael Richardson and Sebastian Maniscalco round out the cast.

    Actor Charles Martinet, Mario’s longtime official voice in the games – who many gamer purists felt should have been cast as the titular character instead of Pratt – makes a special appearance in the movie.

    “Super Mario Bros.” follows Brooklyn plumbers Mario and Luigi as they’re transported down a mysterious pipe while working underground to fix a water main. The brothers wander into a “magical new world” and when they’re separated, “Mario embarks on an epic quest to find Luigi,” according to a synopsis on the movie’s website.

    The solid opening is a healthy sign for movie theaters headed into the summer box office season, with the next “Guardians of the Galaxy” movie, also starring Pratt, kicking off in May.

    During World War II, the federal government spent more than $1 billion in today’s dollars to help provide affordable child care for mothers who entered the workforce in droves to support the war effort.

    Child care centers in more than 635 communities across the country received funds. Many stayed open late and on weekends to match workers’ factory schedules.

    The World War II-era child care program was the first and only federally administered child care for all families, regardless of their income – a qualifying factor for many of today’s federal child care subsidies.

    But the federal funding abruptly expired when the war ended, and now, roughly 80 years later, many American families struggle to find affordable, high-quality child care that meets their needs. The private market simply does not provide adequate child care options.

    President Joe Biden, who could not get his universal pre-K proposal through Congress, is now taking a different, more limited approach. He’s requiring companies applying for certain federal grants meant to boost domestic manufacturing of semiconductor chips to also have a plan to provide access to affordable child care for their workers.

    The policy is designed to make sure workers as well as companies benefit from this federal investment, said Betsey Stevenson, a professor of public policy and economics at the University of Michigan who previously served as an adviser to former President Barack Obama.

    “Another way to think about it is that we really need government involved in child care,” she said.

    As men went overseas to fight in World War II and the federal government’s “Rosie the Riveter” campaign encouraged women to join the workforce, it became clear that child care was sorely needed.

    The money came from the National Defense Housing Act of 1940, more widely known as the Lanham Act, which was meant to fund infrastructure projects deemed critical to the war effort. The Federal Works Agency decided in 1942 that child care services fell in that category.

    The FWA allowed the funds to be used for the construction and maintenance of child care facilities, to train and pay teachers, and to provide meals for communities that were directly involved in the war effort. The child care money was disbursed to centers in nearly every state.

    Parents typically had to chip in, paying less than $1 a day for the child care services.

    “It’s quite remarkable. The country essentially stood up an entire child care program in a matter of months,” said Chris Herbst, an associate professor at Arizona State University who published a study in 2013 on the Lanham Act child care program.

    Herbst found that mothers’ paid work increased substantially following the child care subsidies. He also found that those mothers were more likely to be working 20 years later.

    The program had a long-term impact on the children, too, whom Herbst found to be more likely to achieve higher levels of education and to be employed in the future, and less likely to receive other kinds of government aid throughout their lives.

    Currently, the federal government subsidizes child care for low-income families through programs like the Child Care and Development Fund and Head Start programs.

    But many families still struggle to afford child care, and those that can afford it have trouble finding it. After the Covid-19 pandemic dealt a huge blow to the child care sector, the federal government provided funds to help keep child care centers operating. But long-lasting, sweeping reform has repeatedly failed to pass Congress.

    Last year, lawmakers passed the CHIPS and Science Act, which invests more than $200 billion over five years to help the US bring back semiconductor chip manufacturing from places like China. The law is not specifically about child care, but now the Commerce Department is requiring some companies to also provide access to child care in order to be eligible for the money.

    The CHIPS law creates incentives for companies to build, expand and modernize US facilities and equipment and is already spurring private investment. Wolfspeed, a North Carolina semiconductor manufacturer that Biden visited late last month, announced a $5 billion investment to build a facility, expecting to create 1,800 jobs there.

    In February, the Biden administration added the child care provision. Companies seeking certain grants over $150 million must also submit a plan to provide their facility and construction workers with access to affordable, high-quality child care, according to the government’s guidance.

    “The first thing I thought was that this was ‘Lanham Part Two,’” said Kathryn Edwards, an adjunct economist at the RAND Corporation.

    “We want to make sure we have workers for this critical industry, so we are going to have child care,” she said.

    Like the Lanham Act, the child care program is supported by a law primarily focused on industrial policy. But the CHIPS law is putting the onus on the employer to provide the service, rather than deliver funding directly to local child care centers.

    “Here’s the truth: CHIPS won’t be successful unless we expand the labor force. We can’t do that without affordable child care,” Commerce Secretary Gina Raimondo tweeted in February.

    Herbst believes it could be a few years before workers see how the child care requirement plays out and how each employer decides to structure the benefit. They may choose to provide child care on-site or offer employees child care vouchers.

    “The administration has, I think, a commitment to child care. I think the question is whether this is the best way to manifest that commitment,” Herbst said.

    As the tech sector races to develop and deploy a crop of powerful new AI chatbots, their widespread adoption has ignited a new set of data privacy concerns among some companies, regulators and industry watchers.

    , have clamped down on employees’ use of ChatGPT, the viral AI chatbot that first kicked off Big Tech’s AI arms race, due to compliance concerns related to employees’ use of third-party software.

    It only added to mounting privacy worries when OpenAI, the company behind ChatGPT, disclosed it had to take the tool offline temporarily on March 20 to fix a bug that allowed some users to see the subject lines from other users’ chat history.

    The same bug, now fixed, also made it possible “for some users to see another active user’s first and last name, email address, payment address, the last four digits (only) of a credit card number, and credit card expiration date,” OpenAI said in a blog post.

    And just last week, regulators in Italy issued a temporary ban on ChatGPT in the country, citing privacy concerns after OpenAI disclosed the breach.

    “The privacy considerations with something like ChatGPT cannot be overstated,” Mark McCreary, the co-chair of the privacy and data security practice at law firm Fox Rothschild LLP, told CNN. “It’s like a black box.”

    With ChatGPT, which launched to the public in late November, users can generate essays, stories and song lyrics simply by typing up prompts.

    Google and Microsoft have since rolled out AI tools as well, which work the same way and are powered by large language models that are trained on vast troves of online data.

    When users input information into these tools, McCreary said, “You don’t know how it’s then going to be used.” That raises particularly high concerns for companies. As more and more employees casually adopt these tools to help with work emails or meeting notes, McCreary said, “I think the opportunity for company trade secrets to get dropped into these different various AI’s is just going to increase.”

    Steve Mills, the chief AI ethics officer at Boston Consulting Group, similarly told CNN that the biggest privacy concern that most companies have around these tools is the “inadvertent disclosure of sensitive information.”

    “You’ve got all these employees doing things which can seem very innocuous, like, ‘Oh, I can use this to summarize notes from a meeting,’” Mills said. “But in pasting the notes from the meeting into the prompt, you’re suddenly, potentially, disclosing a whole bunch of sensitive information.”

    If the data people input is being used to further train these AI tools, as many of the companies behind the tools have stated, then you have “lost control of that data, and somebody else has it,” Mills added.

    OpenAI, the Microsoft-backed company behind ChatGPT, says in its privacy policy that it collects all kinds of personal information from the people that use its services. It says it may use this information to improve or analyze its services, to conduct research, to communicate with users, and to develop new programs and services, among other things.

    The privacy policy states it may provide personal information to third parties without further notice to the user, unless required by law. If the more than 2,000-word privacy policy seems a little opaque, that’s likely because this has pretty much become the industry norm in the internet age. OpenAI also has a separate Terms of Use document, which puts most of the onus on the user to take appropriate measures when engaging with its tools.

    OpenAI also published a new blog post Wednesday outlining its approach to AI safety. “We don’t use data for selling our services, advertising, or building profiles of people — we use data to make our models more helpful for people,” the blogpost states. “ChatGPT, for instance, improves by further training on the conversations people have with it.”

    Google’s privacy policy, which includes its Bard tool, is similarly long-winded, and it has additional terms of service for its generative AI users. The company states that to help improve Bard while protecting users’ privacy, “we select a subset of conversations and use automated tools to help remove personally identifiable information.”

    “These sample conversations are reviewable by trained reviewers and kept for up to 3 years, separately from your Google Account,” the company states in a separate FAQ for Bard. The company also warns: “Do not include info that can be used to identify you or others in your Bard conversations.” The FAQ also states that Bard conversations are not being used for advertising purposes, and “we will clearly communicate any changes to this approach in the future.”

    Google also told CNN that users can “easily choose to use Bard without saving their conversations to their Google Account.” Bard users can also review their prompts or delete Bard conversations via this link. “We also have guardrails in place designed to prevent Bard from including personally identifiable information in its responses,” Google said.

    “We’re still sort of learning exactly how all this works,” Mills told CNN. “You just don’t fully know how information you put in, if it is used to retrain these models, how it manifests as outputs at some point, or if it does.”

    Mills added that sometimes users and developers don’t even realize the privacy risks that lurk with new technologies until it’s too late. An example he cited was early autocomplete features, some of which ended up having some unintended consequences like completing a social security number that a user began typing in — often to the alarm and surprise of the user.

    Ultimately, Mills said, “My view of it right now, is you should not put anything into these tools you don’t want to assume is going to be shared with others.”

    Apple is finally getting ready to open its first physical store in the country as it bets on India as a market and manufacturing base.

    The company teased the opening of its retail outlet in a brief statement Wednesday, saying it was preparing to greet customers in the financial and commercial hub of Mumbai. Its previous plan to open a store in the country in 2021 was derailed by the coronavirus pandemic.

    The company released a photograph of its new boarded-up storefront, located at Jio World Drive Mall, a property owned by Reliance Industries, the conglomerate of Indian tycoon Mukesh Ambani.

    “Hello Mumbai,” the statement said.

    did not immediately respond to a request for further details, such as the opening date.

    The launch would come more than 20 years since the California-based giant first entered the Indian market through third-party resellers.

    For years, Apple and other foreign retailers were restricted from setting up shop in the country unless they sourced at least 30% of raw materials locally, forcing them to rely on local partners. That changed in 2019, when the Indian government relaxed some investment rules.

    In 2020, the company launched an online store in India, allowing customers to buy its products and also, for the first time, customize certain devices.

    CEO Tim Cook has previously pointed to the importance of starting its own retail network in the country, saying, “I don’t want somebody else to run the brand for us.”

    More recently, the company has been ramping up manufacturing in India.

    It increased its exports from the country significantly last year, with the number of iPhones made and shipped from India rising 65% in 2022 compared to the previous year, according to Counterpoint Research.

    Apple first began making iPhones there in 2017. But in recent months, it has expanded production after suffering severe supply chain snags in mainland China, which accounts for the bulk of its smartphone manufacturing.

    Two of Apple’s top contract manufacturers, Foxconn and Wistron, were the fastest-growing manufacturers in India during the last quarter of 2022, according to Counterpoint.

    Last month, Foxconn CEO Young Liu spent a week in the country and met Prime Minister Narendra Modi.

    The southern state of Karnataka said Foxconn had announced a major deal during Liu’s visit and that 300 acres of land had been allocated for a facility.

    According to a report from Bloomberg citing unnamed sources, the Taiwanese company plans to invest about $700 million on a new plant in the state capital of Bengaluru to make iPhone parts.

    An Indian government minister said in January that Apple was hoping to boost its output in India to a quarter of its overall total from somewhere between 5% and 7%. Apple did not respond to a request for comment at the time.

    As a market for iPhones, however, India still has a long way to go.

    Apple leads sales of premium smartphones in India, with the iPhone 13 ranking as the country’s overall bestseller in the segment last year, according to Counterpoint.

    But the company lags behind other brands in the overall market, which is led by Xiaomi and Samsung

    Apple accounted for just 1% of India’s smartphone market in 2019, and may notch more than 5% this year, Prachir Singh, a Counterpoint senior analyst, added.

    He said its market share could grow as it opens its own stores in the country, particularly as Mumbai is the second largest Indian market for Apple after Delhi.

    “Apple will be able to control the end-to-end user experience, and this will further take its brand image one level up,” Singh said.

    Australia has joined other Western countries in banning the use of TikTok on government devices as the Chinese-owned video app comes under increasing pressure over claims it presents a security concern.

    Attorney-General Mark Dreyfus announced the ban on Tuesday after receiving advice from intelligence and security agencies, saying the directive would be imposed “as soon as practicable.”

    The decision puts Australia in line with its allies from the Five Eyes intelligence alliance – the US, Britain and Canada have already announced similar restrictions, while New Zealand’s parliament also ordered the app be removed from all devices with access to the legislature.

    Norway and the European Parliament have made similar moves, and last week NATO banned staffers from downloading the app onto NATO-provided devices, according to two NATO officials familiar with the matter.

    Lee Hunter, general manager of TikTok in Australia and New Zealand, said the company is “extremely disappointed by this decision, which, in our view, is driven by politics.”

    “Our millions of Australian users deserve a government which makes decisions based upon facts and who treats all businesses fairly, regardless of country of origin,” he said.

    He also stressed that the firm had repeatedly reached out to the Australian government for constructive engagement, while maintaining that there had been no evidence to suggest the app posed a security risk to the country.

    As of early 2023, Australia has more than 8 million users age 18 and over, according to the company, citing a report from DataReportal, which studies digital trends worldwide.

    A notice issued by the Attorney General’s Department said TikTok poses security and privacy risks due to the “extensive collection of user data and exposure to extrajudicial directions from a foreign government that conflict with Australian law.”

    So far, there’s no evidence the Chinese government has accessed TikTok user data, and no government has enacted a broader ban targeting TikTok on personal devices.

    However, the Biden administration has threatened to do that in the United States unless the app’s Chinese owners, Bytedance, agree to spin off their share of the social media platform.

    The US government is worried China could use its national security laws to access the significant amount of personal information that TikTok, like most social media applications, collects from its US users.

    During a high profile congressional hearing on the matter, TikTok CEO Shou Zi Chew was grilled about the tech firm’s alleged ties to the Chinese government.

    Chew has said the Chinese government had never asked TikTok for its data and that the company would refuse any such request.

    For its part, China’s Commerce Ministry said it would “firmly oppose” any decision resulting in the forced sale of TikTok, adding that it would “seriously damage” global investors’ confidence in the United States.

    Like some of the other countries which have imposed the curb, Australia’s attorney general said any exemptions would be granted “on a case-by-case basis and with appropriate security mitigation in place.”

    Dreyfus also said the government had recently received the review into foreign interference through social media applications from the country’s Home Affairs Department, with its recommendations being considered.

    Russian authorities have detained a 26-year-old anti-war protester, claiming she was involved in the blast that killed well-known military blogger Vladlen Tatarsky at a cafe in St. Petersburg on Sunday.

    The country’s interior ministry added Daria Trepova to a wanted list following the explosion, and her arrest was announced on Telegram by the Investigative Committee of Russia shortly after that.

    State media outlet TASS reported that “preliminarily, it was Trepova who handed Tatarsky a figurine with explosives” at the cafe. Russian media had reported suggestions that Tatarsky may have been killed by a device hidden in a statue presented to him by a woman. CNN is not able to independently verify the claims.

    Russia’s National Anti Terrorism Committee said Monday that the explosion involved agents of the Ukrainian special services and associates of the jailed opposition leader Alexey Navalny.

    Tatarsky, a hawkish blogger who gained a high profile for his commentary on Russia’s invasion of Ukraine, was killed when a blast tore through the cafe where he was appearing as a guest of a pro-war group called Cyber Front Z.

    Trepova was arrested in the early days of the conflict for demonstrating against it, TASS reported.

    “Trepova participated in an unsanctioned rally on the day the special military operation began in Ukraine and was subjected to administrative arrest,” the article read, adding that court records confirmed that Trepova was arrested on March 9, 2022 and sentenced to 10 days in prison.

    According to the TASS article, law enforcement officers conducted a search at Trepovas’ residence in St. Petersburg on Sunday night, where her sister and mother were also questioned. Trepova’s husband Dmitry Rylov was a member of the Libertarian Party of Russia, the article said. Trepova, however, was not associated with the party.

    Russian state media Ria Novosti quoted one witness of Sunday’s blast as saying: “This woman sat at our table. I saw her from the back as she was turned away. When she gifted him the figurine, she went to sit in a different place by the window and forgot her phone at our table.”

    The witness added: “The host at the stage took the figurine from the box and showcased it, Vladlen held it for a bit. They put it back and shortly after the explosion happened … I was running and my ears were blocked. There were many people with blood on them.”

    The independent Telegram channel Astra Press quoted a witness as saying: “Everyone rushed to the exit when explosion happened. I myself saw the girl only until the moment of the explosion, when she gave a gift. She looked like an ordinary person.”

    Tatarsky supported the war in Ukraine and had gained popularity since the start of what Russia calls its “special military operation” by providing analysis and commentary.

    Tatarsky, whose real name is Maxim Fomin, created his Telegram channel in 2019, naming it in honor of the protagonist of Victor Pelevin’s novel “Generation ‘P,’” according to Russian state news agency Vesti. He had since written several books.

    Before that, in 2014, Tatarsky took part in fighting alongside Russian forces in the Donbas region of eastern Ukraine, according to Vesti, citing public sources, when President Vladimir Putin’s fighters first invaded the country.

    A well-known Russian military blogger was killed in an explosion at a cafe in St. Petersburg on Sunday, officials said, in what appeared to be an audacious attack on a high-profile pro-Kremlin figure.

    Vladlen Tatarsky died when a blast tore through the cafe where he was appearing as a guest of a pro-war group called Cyber Front Z. Authorities said they were treating the case as suspected murder.

    Twenty-five other people were injured in the blast, 19 of whom were hospitalized, the city’s governor said. The Russian Ministry of Health said six people were in critical condition. Investigators were questioning everyone who was inside the cafe, state media reported. Photos of the scene showed extensive damage to the building in which the cafe was located.

    Russia’s Investigative Committee for St. Petersburg said it had opened a murder investigation. Investigators and forensic specialists were on scene, the agency said, and that it was working to establish the circumstances surrounding the explosion. Russia’s Interior Ministry also confirmed Tatarsky was killed in the blast.

    St. Petersburg’s prosecutor Viktor Melnik traveled to the scene to coordinate the actions of emergency services and law enforcement agencies, TASS reported.

    Russian media reports suggested that Tatarsky may have been killed by a device hidden in a figurine presented to him by a woman before the blast. Russian state news media, citing law enforcement agencies and eyewitness accounts, said the woman was attending the event at which Tatarsky was speaking.

We took certain security measures, but, unfortunately, they were not enough. Our condolences to the families and friends of the victims.”

    “Separate condolences to everyone who knew the wonderful war correspondent and our good friend Vladlen Tatarsky. Now we are cooperating with law enforcement agencies and we hope that all those responsible will be punished,” the post said.

    A Ukrainian official suggested the killing was due to in-fighting in Russia. Mykhailo Podolyak, an adviser to the President’s office, wrote on Twitter: “Spiders are eating each other in a jar. Question of when domestic terrorism would become an instrument of internal political fight was a matter of time.”

    Zakharova paid tribute to Tatarskiy. “The professional activities of Vladlen Tatarskiy, his service to the Motherland aroused hatred among the Kyiv regime. He was dangerous for them, but boldly went to the end, doing his duty.” Zakharova said.

    GM’s decision to stop offering those systems in future electric vehicles, starting with the 2024 Chevrolet Blazer, could help the automaker capture more data on how consumers drive and charge EVs.

    GM is designing the on-board navigation and infotainment systems for future EVs in partnership with Alphabet’s Google.

    The decision to phase out CarPlay smartphone projection technology is a setback for Apple in the competition with Google to capture more real estate on vehicle dashboards in North America. GM’s Chevrolet brand in the past boasted of offering more models with CarPlay or Android Auto than any other brand.

    GM has been working with Google since 2019 to develop the software foundations for infotainment systems that will be more tightly integrated with other vehicle systems such as GM’s Super Cruise driver assistant. The automaker is accelerating a strategy for its EVs to be platforms for digital subscription services.

    By 2035, GM’s goal is to phase out production of new combustion light-duty vehicles.

    GM would benefit from focusing engineers and investment on one approach to more tightly connecting in-vehicle infotainment and navigation with features such as assisted driving, Edward Kummer, GM chief digital officer, and Mike Hichme, executive director of digital cockpit experience, said in an interview.

    “We have a lot of new driver assistance features coming that are more tightly coupled with navigation,” Hichme told Reuters. “We don’t want to design these features in a way that are dependent on a person having a cellphone.”

    Buyers of GM EVs with the new systems will get access to Google Maps and Google Assistant, a voice command system, at no extra cost for eight years, GM said. GM said the future infotainment systems will offer applications such as Spotify’s music service, Audible and other services that many drivers now access via smartphones.

    “We do believe there are subscription revenue opportunities for us,” Kummer said. GM Chief Executive Mary Barra is aiming for $20 billion to $25 billion in annual revenue from subscriptions by 2030.

    GM plans to continue offering Apple CarPlay and Android Auto mirroring systems in its combustion models. Owners of vehicles equipped with the mirroring technologies will still be able to use the systems, GM said.

    Drivers also will still be able to listen to music or make phone calls on iPhones or Android smartphones using Bluetooth wireless connectivity, GM said.

    Researchers in New York developed a virtual reality maze for mice in an attempt to demystify a question that’s been plaguing neuroscientists for decades: How are long-term memories stored?

    What they found surprised them. After forming in the hippocampus, a curved structure that lies deep within the brain, the mice’s memories were actually rooted through what’s called the anterior thalamus, an area of the brain that scientists haven’t typically associated with memory processing at all.

    “The thalamus being a clear winner here was very interesting for us, and unexpected,” said Priya Rajasethupathy, an associate professor at Rockefeller University and one of the coauthors of a peer-reviewed study published in the journal Cell this week. The thalamus “has often been thought of as a sensory relay, not very cognitive, not very important in memory.”

    This new research, however, indicates that it could play a vital role in converting short-term memories to long-term memories. And Rajasethupathy said that should make the thalamus a key area of study for researchers attempting to help patients who suffer from conditions such as Alzheimer’s, who are able to recall old memories but may have trouble remembering new information.

    “it implicates a part of the brain — the thalamus — in the long-term storage of memories in a way that wasn’t even hypothesized by anyone else,” said Loren Frank, a professor of physiology at the University of California San Francisco, who was not involved in the study.

    Rajasethupathy noted that neuroscientists have long known that memories take shape in the hippocampus, and is the focus of the vast majority of research around conditions like amnesia and Alzheimer’s.

    Past research has “led to this model where memories are formed in the hippocampus but then become independent over time and slowly stabilized in the cortex,” the wrinkled, outermost portion of the brain. The question has been exactly how memories travel from one area to another, Rajasethupathy said.

    “That process has been mysterious, I would say, for more than 50 years,” Rajasethupathy said.

    It was the right time for her lab to attempt to pinpoint an answer, she added, thanks to new technology that allowed the researchers to track activity in multiple parts of each subject’s brain. The innovations enabled the team to trace how memories are traveling as the mice learned to navigate a maze.

    “I think what they did was technically very challenging,” Frank said. “Particularly where they were trying to (observe) activity from multiple neurons in three different areas at once, using this sort of fiber microscopes. That’s a pretty state of the art thing.”

    The study — led by Rockefeller graduate students Andrew Toader and Josue Regalado, working inside Rajasethupathy’s lab — involved strapping the mice into a headpiece designed to hold them steady while a machine used optical fibers to record their brain activity.

    The maze took them into various “rooms” that offered either incentives, such as sugar water, or deterrents, like a puff of air to the face.

    The mice returned to the maze for days, enough time for them to create long-term memories.

    “The analogy would be your birthday dinner versus the dinner you had three Tuesdays ago,” Toader said in a statement. “You’re more likely to remember what you had on your birthday because it’s more rewarding for you—all your friends are there, it’s exciting—versus just a typical dinner, which you might remember the next day but probably not a month later.”

    Meanwhile, the researchers used chemicals to inhibit parts of the mice’s brains to determine how it affected their ability to create and store memories.

    Not only did they find that the anterior thalamus was a crucial waypoint for these memories — they also found that by stimulating that area in the rodents’ brains, the researchers were “able to help mice retain memories that they would usually forget,” according to a news release about the study.

    Rajasethupathy added, “Some memories are more important to us than others. We found that, not only do mice need the anterior thalamus to consolidate memories, but that by activating it, we could enhance consolidation of a memory that mice would usually forget.”

    Rajasethupathy noted that there were some limitations to the study. It does not, for example, indicate that traveling through the anterior thalamus is the only route memories can take on their way to long-term storage.

    “I want to be clear that this is not the end all be all,” she said. “Maybe everything isn’t consolidated through this pathway. But I’m very confident this is one very important circuit.”

    This study also relied on mice, who don’t have identical brains to humans but have proven to be extremely useful models for discovering how our own brains function. The long-term memory storage process takes weeks in rodents, whereas it can take months for humans, Rajasethupathy added.

    It’s also possible that different types of memory take different highways, she noted. There are explicit memories, which focus on facts, figures and specific data points, and implicit memories are typically tied to emotion and can form without a person realizing it. The thalamus may not be involved in the same manner for both types of information.

    But Frank, the UCSF professor, said the study will have broad implications for future research, spurring more investigations into the thalamus’ role in memory storage.

    “It’s nice for the field to getting to the point where we can think about the long-term evolution of memories and really try to understand how that works,” he said. “And the study is definitely a step in that direction.”

    Using artificial intelligence and archival news articles, a teenager in Northern Virginia created a program to measure media biases – and in researching older news articles, she found that Black homicide victims were less likely to be humanized in news coverage.

    Emily Ocasio, an 18-year-old from Falls Church, Virginia, created an AI program that analyzed FBI homicide records between 1976 and 1984 and their corresponding coverage published in The Boston Globe to determine whether victims were presented in a humanizing or impersonal way.

    After analyzing 5,042 entries, the results showed that Black men under the age of 18 were 30% less likely to receive humanizing coverage than their White counterparts, Ocasio told CNN. Black women were 23% less likely to be humanized in news stories, Ocasio added.

    A news article was considered humanizing when it mentioned additional information about the victim and presented them “as a person, not just a statistic,” Ocasio said in her project presentation.

    Her findings have not been reviewed by the larger scientific community, but she told CNN she hopes to expand her research and get it published in a scientific journal.

    Ocasio’s project earned her second place in the prestigious Regeneron Science Talent Search on March 14 as well as a $175,000 scholarship.

    Every year about 1,900 high school students from across the country participate in the competition, which started in 1942 and seeks to serve as a platform for young scientists to share original research.

    Ocasio was among 40 finalists from more than 2,000 applications, according to Maya Ajmera, president and CEO of the Society for Science and executive publisher of Science News, two of the competition’s sponsors.

    “By using AI to document these biases, Emily shows that it can be safely used to help society answer complex social science questions,” her biography on the Society for Science website says.

    Ocasio said she has always been interested in social justice and science and saw this project as an opportunity to combine them. “Without the research, and without the statistics, you have no ability of understanding that entire communities are being left behind,” she said.

    Ocasio analyzed The Boston Globe’s news coverage because the newspaper had digital copies of its articles for the ’70s to ‘80s time period she focused on for her project, she said. CNN has reached out to the Boston Globe for comment.

    Despite her findings, Ocasio believes science can’t explain everything: “You can never run an experiment in a lab that tells you about how racism works in society.”

    Ocasio, who has Puerto Rican heritage, said her own experiences helped shape her perspective of different races and cultures, and drew her to researching racism and inequalities. She wants to replicate her research to analyze other news outlets as well, she said.

    The talent search’s first-place winner, Neel Moudgal, told CNN the research done by the teenagers across the US is essential to helping solve some of society’s greatest challenges.

    “I firmly believe that science is going to be the solution to a lot of our problems,” Moudgal said. His prize-winning project was a computer model that predicts the structure of RNA molecules to help develop tests and drugs for diseases such as cancer, autoimmune diseases, and viral infections.

    Ajmera said seeing such projects from high school students gives her “an enormous hope for the future.”

    “We’re looking for the future scientific leaders of this country,” she said.

    TikTok creators have had enough of Congress seemingly not understanding how the internet works.

    What happened: On Thursday, TikTok CEO Shou Chew testified before the House Committee for Energy and Commerce, where he was peppered with questions about concerns over the popular app’s potential national security threats and its connections to China. Governments around the world banned the app on official devices, and there is concern that the app’s parent company ByteDance could be forced to cooperate with the Chinese government. (TikTok doesn’t operate in China.)

    The tone from some of its members was combative — something that creators noticed, and mocked, immediately.

    Meanwhile, TikTok creators are leading the way ridiculing members of Congress.

    There needs to be an age limit in Congress,” one caption by user @rachelhannahh said about a clip of US Rep. Buddy Carter, who represents Georgia’s 1st district, asking Chew whether the app tracks pupil dilation as a form of facial recognition to drive algorithms.

    Chew responded by saying the app does not use body, face or voice data to identify users, and the only face data the app collects is for “filters to have sunglasses on your face.”

    ‘Why do you need to know where the eyes are if you’re not seeing if they’re dilated?” Carter then asked, resulting in a barrage of comments ridiculing the congressman’s questions.

    A spokesperson for Carter said the congressman is not on TikTok because it poses a national security risk.

    “TikTok recently updated its privacy policy allowing it to collect biometric data, so it was important that its CEO be on-the-record, under oath detailing what data TikTok collects and whether the Chinese Communist Party has access to that data,” the spokesperson said.

    TechCrunch previously reported that TikTok updated its privacy policy “to allow the app to collect biometric data on US users.” However, the company has said it only uses biometrics for video effects and ByteDance employees in China would not be able to access it, TechCrunch reported.

    Many of the TikTok video clips suggested Congress members don’t know how modern technology works. They believe members of Congress are detached from technology and unaware of how tech companies within their own country operate, resulting in easily mockable questions.

    The app, which has 150 million US users, is facing a potential ban. Among those who’ve heard of TikTok, only 39% of those younger than 30 support a TikTok ban, according to a CBS News/YouGov poll released Thursday.

    US Rep. Mike Gallagher, who represents Wisconsin’s 8th district, told CNN during its primetime special Thursday night that the government needs to address TikTok as a national security threat, despite the popularity of the app among younger voters.

    “Republicans [and] Democrats agreed this is a threat,” Gallagher, a Republican who chairs the House Select Committee on China, told CNN. “So we can’t ignore it just because of concerns about alienating some teenagers on this app.”

    “It’s a national security issue,” he said. “We have to deal with it before it’s too late.”

    It’s a bipartisan opinion. The Biden administration threatened a ban if the app’s Chinese owners don’t spin off their share of the social media platform.

    “Bro outta pocket,” a user who goes by Whittington said on a clip of US Rep. August Pfluger, who represents Texas’ 11th district.

    In the clip, Pfluger said the only other person who united Democrats and Republicans was Vladimir Putin.

    CNN has reached out to Pfluger for comment.

    The hearing may also have created a new group of lobbyists. ByteDance, the company that owns TikTok, flew out more than 30 famous TikTokkers to Washington to advocate for the app, the New York Times reported.

    Another clip that has been widely circulating on the app is one of US Rep. Richard Hudson, who represents North Carolina’s 9th district, questioning Chew on how WiFi connectivity works. The “yes or no” style of interrogating on topics that were complex, or frankly irrelevant, were a major point of exasperation for users.

    “So if I have a TikTok app on my phone and my phone is on my home WiFi network,” Hudson asked, “does TikTok access that network?”

    “Does TikTok access my battery to steal my electricity?” one user said, mocking Hudson.

    CNN has reached out to Hudson for comment.

    Users are also posting POV’s on the app, renacting their own versions of the hearing.

    “What color is the algorithm?” said user Christian Divyne in a video mocking some of the questions Congress members asked Chew.

    The video ended up getting over one million views, with over 250,000 likes as of this writing.

    At a Harvard Business Review conference earlier this month, where executives, professors and artists appeared for talks on corporate leadership and emotional intelligence, Shou Chew attempted to save his company.

    In his talk, Chew, the CEO of TikTok, said the social network would not provide US user data to the Chinese government and has never been asked to do so. Chew stressed the steps TikTok has taken to protect US user data. And four separate times, Chew told the audience that the platform’s mission was to “inspire creativity and bring joy” to users.

    The Harvard event is just one of several media appearances Chew has made in recent weeks amid mounting scrutiny of TikTok and of himself. Chew is set to testify on Thursday for the first time before a Congressional committee about “TikTok’s consumer privacy and data security practices, the platforms’ impact on kids, and its relationship with the Chinese Communist Party,” according to a statement last week from the committee. Meanwhile, federal officials are now demanding the app’s Chinese owners sell their stake in the social media platform, or risk facing a US ban of the app.

    Chew, a Singaporean who has largely stayed out of the spotlight since taking over TikTok in 2021, recently sat for interviews with multiple US newspapers and this week showed up in a video on the corporate TikTok account to highlight the vast reach of the app, which he revealed now has more than 150 million users in the United States.

    “That’s almost half the US coming to TikTok to connect, to create, to share, to learn, or just to have some fun,” said Chew, wearing in a hoodie and t-shirt like any other American tech executive in the clip. “This comes at a pivotal moment for us. Some politicians have started talking about banning TikTok, now this could take TikTok away from all 150 million of you.”

    Chew’s heightened visibility appears to be part of a larger messaging campaign by TikTok to bolster its reputation in the US and remind voters – and their representatives – how essential the social network is to American culture.

    A press conference is planned for Wednesday with dozens of social media creators on the steps of the Capitol, some of whom have been flown out there by TikTok. The company is paying for a blitz of advertisements for a Beltway audience. And last week it put out a docuseries highlighting American small business owners who rely on the platform for their livelihoods.

    Behind the scenes, Chew has also met with members of Congress and TikTok recently invited researchers and academics to its Washington, D.C., offices to learn more about how it is working to address lawmakers concerns over its ties to China through its parent company, ByteDance. Its parent company has also ramped up federal lobbying, spending more than $5 million last year, according to data tracked by OpenSecrets.

    “It’s life or death for TikTok, from their perspective,” said Justin Sherman, the CEO of Global Cyber Strategies, D.C.-based research and advisory firm, who was among the researchers TikTok invited to be briefed on “Project Texas,” the company’s $1.5 billion initiative to address lawmakers’ security concerns. “They are throwing everything they can at the problem.”

    In a statement, TikTok spokesman Jamal Brown said: “A U.S. ban on TikTok could have a direct impact on the livelihoods of millions of Americans. Lawmakers in Washington debating TikTok should hear firsthand from people whose lives would be directly affected by their decisions.”

    For much of the past year, TikTok has been rolling out new features and policies to address privacy and security concerns that the Chinese government could gain access to US user data, as well as broader fears that its app, like other social platforms, can be harmful to some younger users.

    TikTok recently set a default one-hour daily screen time limit on every account for users under 18 in one of the most aggressive moves yet by a social media company to prevent teens from endlessly scrolling. It rolled out a feature that aimed to offer more information to users about why its powerful algorithm recommends certain videos. And the company pledged more transparency to researchers.

    Facing concerns about its parent company’s ties to China, TikTok has also taken a number of steps to more clearly separate its US operations and user data from other parts of the organization. That includes moving all its US user data to Oracle’s cloud platform, where it says it hosts “100% of US user traffic.”

    The messaging campaign has only ramped up this week ahead of the hearing. TikTok rolled out refreshed Community Guidelines for content, which the company framed as being “based on our commitment to uphold human rights and aligned with international legal frameworks.” And Chew once again stressed TikTok’s independence from China.

    “I understand that there are concerns stemming from the inaccurate belief that TikTok’s corporate structure makes it beholden to the Chinese government or that it shares information about U.S. users with the Chinese government,” Chew said in prepared remarks ahead of his testimony before Congress. “This is emphatically untrue.”

    At the same time, TikTok is now betting on a strategy from American tech companies who have faced scrutiny for other reasons, playing up the impact it has on small businesses in the United States, including with the CEO’s prepared remarks and a mini docuseries it released last week titled “TikTok Sparks Good.”

    The series spotlighted inspiring stories of American small business owners and creators. The first of the 60-second clips features a Mississippi soap maker with a deep Southern accent who built her company on the app, and the second features an educator who quit his job to focus on sharing informational videos on TikTok aimed at teaching toddlers how to read.

    “Because of TikTok, I’m reaching millions of families who want to teach their toddlers how to read,” the educator says.

    Dozens of TikTok creators who oppose a ban will also be holding a press conference on Capitol grounds on Wednesday evening with Congressman Jamaal Bowman, a Democrat from New York. TikTok flew out some of the creators, the company confirmed to CNN. (The Information was first to report the move.)

    The list of expected attendees includes a disabled Asian American creator using her platform to combat ableism, a small business owner from South Carolina who launched a greeting card company via TikTok, and an Ohio-based chef who built her bakery business via the app. Some of the creators have hundreds of thousand or even millions of followers on TikTok.

    Even with these efforts, Sherman expressed some skepticism about how persuasive the PR push will be, mostly because of how divided Washington is right now.

    “Not everyone wants a ban,” he said. “For some lawmakers, it will matter that TikTok is taking all these steps to address security concerns.”

    But for others, it won’t move the needle. “Some lawmakers, frankly, do not care what ads TikTok is taking out, what pledges it’s making on its blog about independence, data privacy … They see an unmitigable risk of Chinese government access to data and/or influence over content, and so are going to push for a complete ban.”

    Lindsay Gorman, a senior fellow for emerging technologies at the German Marshall Fund’s Alliance for Securing Democracy and a former Biden administration adviser, said that “by and large, TikTok’s lobbying efforts so far have been pretty ineffective.”

    The problem, she said, is two-fold. First, even if TikTok takes steps to bolster its safeguards today, as it has been doing with Project Texas, concerns remain that it’s always “one update away from becoming a vulnerability.” And second, TikTok’s PR efforts in Washington won’t undo previous moments when the company “shot itself in the foot” by making what she said were “inaccurate statements” to Congress, “and then having revelations come out showing that those were inaccurate.”

    After the initial, Trump-era calls for a TikTok ban appeared to fade in Washington, BuzzFeed reported in 2021 that US user data was repeatedly accessed from China and that “everything is seen in China.” The details in the report were seemingly at odds with remarks a TikTok executive gave before a Senate panel earlier that year, claiming that a US-based security team decides who can access US user data from China. Following the report, TikTok once again became a hot button issue in the nation’s capital.

    But even as suspicion among US lawmakers grew, so did the app’s popularity in the country.

    “I do think TikTok’s strongest argument to date is drawing on its creator user base,” Gorman said. But for some lawmakers with security concerns, the latest push “may be too little too late.”

    In his TikTok video on Tuesday, Chew appealed directly to users of the app. The CEO asked them to write in the comments section to share “what you want your elected representatives to know about what you love about TikTok.”

    The top comment on the clip, which has received upwards of 50,000 likes, simply reads: “You know something went wrong when the boss has to show up 😂”

    CEO Tim Cook gave a show of support for China as a market and manufacturing base during a visit to Beijing Saturday, even as trade and tech sector tensions escalate between the United States and the world’s second-largest economy.

    Apple and China had “grown together” over the past three decades, Cook told the government-organized China Development Forum, adding that he was thrilled to be back in the country, which only reopened its borders this year after abandoning its strict zero-Covid policy. The last time Cook visited China was in 2019.

    “We have a very large supply chain in China. We also have a thriving App Store,” the Apple chief was quoted as saying in state-run China Daily.

    Cook’s visit has raised eyebrows in some quarters, given the ongoing tech battle between the United States and China and reports that Apple has been looking to India as a potential alternative production base.

    On Friday, Cook had posted a picture of himself smiling with customers and staff at the Apple store in the shopping district of Sanlitun on China’s Twitter-like social media site Weibo.

    That post came just a day after Shou Zi Chew, the CEO of TikTok was grilled in a five-hour hearing before a Congressional committee in Washington, where US lawmakers remain convinced the Chinese-made social media app represents an urgent threat to national security.

    China’s state media was quick to seize on the apparent contrast between the two CEO’s experiences.

    “TikTok CEO was under siege at the US hearing, while Apple CEO was enthusiastically welcomed by people at its flagship Chinese store. This shows that China is the one that is actually practicing fair and free trade,” the state-run Global Times quoted one netizen as saying.

    The Biden administration has demanded that the Chinese owners of TikTok sell their share of the company or face a ban from the United States, the app’s most important market. China’s commerce ministry said Thursday that a forced sale of TikTok would “seriously damage” global investors’ confidence in the United States.

    The US has concerns about the company’s data collection practices, and these have been exacerbated by the popularity of TikTok and other Chinese apps. Of the 10 most popular free apps on Apple’s US store, four were developed with Chinese technology: TikTok, shopping app Temu, fast fashion retailer Shein and video editing app CapCut, which like TikTok is also owned by ByteDance.

    Apple meanwhile has reportedly been rethinking the extent of its ties with China.

    The company’s supply chains were disrupted by China’s harsh coronavirus rules and there have been violent protests over wages at the world’s largest iPhone assembly factory at Foxconn’s campus in China’s Henan province.

    Amid these problems, and wider trade disagreements between Washington and Beijing, Apple has reportedly been looking at India as a potential alternative manufacturing hub for the iPhone 14.

    However, many analysts say that even if Apple can add diversity to its supply base it is likely to continue to depend on China for a long time yet.

    Cook said in an earnings call last year that India was a “hugely exciting market” and “a major focus” for Apple that recorded “very strong double digits year over year,” indicating its high interest to expand production in the South Asian country.

    While the rising US-China tensions have led to suggestions the world’s two largest economies could “decouple,” recent data shows trade between them hit a record high in 2022.

    Bilateral goods trade between the countries rose to $690.6 billion last year, according to official US data.

    Exports to China increased by $2.4 billion to $153.8 billion, while imports of Chinese products rose by $31.8 billion to $536.8 billion according to the US Bureau of Economic Analysis.

    The data suggests that the idea of “decoupling,” or reducing mutual reliance in a range of areas, is much more evident in policy discussions in Washington rather than on-the-ground trade reality.

    Intel co-founder Gordon Moore, a pioneer in the semiconductor industry whose “Moore’s Law” predicted a steady rise in computing power for decades, died Friday at the age of 94, the company announced.

    Co-launching Intel in 1968, Moore was the rolled-up-sleeves engineer within a triumvirate of technology luminaries that eventually put “Intel Inside” processors in more than 80% of the world’s personal computers.

    In an article he wrote in 1965, Moore observed that, thanks to improvements in technology, the number of transistors on microchips had roughly doubled every year since integrated circuits were invented a few years before.

    His prediction that the trend would continue became known as “Moore’s Law” and, later amended to every two years, it helped push Intel and rival chipmakers to aggressively target their research and development resources to make sure that rule of thumb came true.

    “Integrated circuits will lead to such wonders as home computers – or at least terminals connected to a central computer – automatic controls for automobiles, and personal portable communications equipment,” Moore wrote in his paper, two decades before the PC revolution and more than 40 years before Apple launched the iPhone.

    After Moore’s article, chips became more efficient and less expensive at an exponential rate, helping drive much of the world’s technological progress for half a century and allowing the advent of not just personal computers, but the internet and Silicon Valley giants like Apple

    “It sure is nice to be at the right place at the right time,” Moore said in an interview around 2005. “I was very fortunate to get into the semiconductor industry in its infancy. And I had an opportunity to grow from the time where we couldn’t make a single silicon transistor to the time where we put 1.7 billion of them on one chip! It’s been a phenomenal ride.”

    In recent years, Intel rivals such as Nvidia

    have contended that Moore’s Law no longer holds as improvements in chip manufacturing have slowed down.

    But despite manufacturing stumbles that have caused Intel to lose market share in recent years, current CEO Pat Gelsinger has said he believes Moore’s Law still holds as the company invests billions of dollars in a turnaround effort.

    Even though he predicted the PC movement, Moore told Forbes magazine that he did not buy a home computer himself until the late 1980s.

    A San Francisco native, Moore earned a Ph.D. in chemistry and physics in 1954 at the California Institute of Technology.

    He went to work at the Shockley Semiconductor Laboratory where he met future Intel cofounder Robert Noyce. Part of the “traitorous eight,” they departed in 1957 to launch Fairchild Semiconductor. In 1968, Moore and Noyce left Fairchild to start the memory chip company soon to be named Intel, an abbreviation of Integrated Electronics.

    Moore and Noyce’s first hire was another Fairchild colleague, Andy Grove, who would lead Intel through much of its explosive growth in the 1980s and 1990s.

    Moore described himself to Fortune magazine as an “accidental entrepreneur” who had no burning urge to start a company – but he, Noyce and Grove formed a powerhouse partnership.

    While Noyce had theories about how to solve chip engineering problems, Moore was the person who rolled up his sleeves and spent countless hours tweaking transistors and refining Noyce’s broad and sometimes ill-defined ideas, efforts that often paid off. Grove filled out the group as Intel’s operations and management expert.

    Moore’s obvious talent also inspired other engineers working for him, and, under his and Noyce’s leadership, Intel invented the microprocessors that would open the way to the personal computer revolution.

    He was executive president until 1975 although he and CEO Noyce considered themselves equals. From 1979 to 1987 Moore was chairman and CEO and he remained chairman until 1997.

    In 2023 Forbes magazine estimated his net worth at $7.2 billion.

    Moore was a longtime sport fisherman, pursuing his passion all over the world and in 2000 he and his wife, Betty, started a foundation that focused on environmental causes. The foundation, which took on projects such as protecting the Amazon River basin and salmon streams in the US, Canada and Russia, was funded by Moore’s donation of some $5 billion in Intel stock.

    He also gave hundreds of millions to his alma mater, the California Institute of Technology, to keep it at the forefront of technology and science, and backed the Search for Extraterrestrial Intelligence project known as SETI.

    Moore received a Medal of Freedom, the nation’s highest civilian honor, from President George W. Bush in 2002. He and his wife had two children.

    After TikTok CEO Shou Chew testified for more than five hours on Thursday before a Congressional committee, one thing was clear: US lawmakers remain convinced that TikTok is an urgent threat to national security.

    The hearing, Chew’s first appearance before Congress, kicked off with a lawmaker calling for TikTok to be banned and remained combative throughout. A number of lawmakers expressed deep skepticism about TikTok’s efforts to safeguard US user data and ease concerns about its ties to China. Nothing Chew said appeared to move the needle.

    The rhetoric inside and outside the hearing room highlighted the growing, bipartisan momentum for cracking down on the app in the United States. As the hearing was taking place, House Speaker Kevin McCarthy said he supports legislation that would effectively ban TikTok; Secretary of State Antony Blinken said TikTok should be “ended one way or another,” and the Treasury Department issued a statement vowing to “safeguard national security,” without mentioning TikTok by name.

    Concerns about TikTok’s connections to China have led governments worldwide to ban the app on official devices, and those fears have factored into the increasingly tense US-China relationship. But the remarks across the federal government on Thursday, combined with a prior threat from the Biden administration to impose a nationwide ban unless TikTok’s Chinese owners sell their stakes, shows that a complete ban of the hugely popular app very much remains a live possibility.

    However, more than two years after the Trump administration first issued a similar threat to TikTok, evidence remains unclear about whether the app is a national security threat. Security experts say the government’s fears, while serious, currently appear to reflect only the potential for TikTok to be used for foreign intelligence, not that it has been. There is still no public evidence the Chinese government has actually spied on people through TikTok.

    TikTok doesn’t operate in China. But since the Chinese government enjoys significant leverage over businesses under its jurisdiction, the theory goes that ByteDance, and thus indirectly, TikTok, could be forced to cooperate with a broad range of security activities, including possibly the transfer of TikTok data.

    “It’s not that we know TikTok has done something, it’s that distrust of China and awareness of Chinese espionage has increased,” said James Lewis, an information security expert at the Center for Strategic and International Studies. “The context for TikTok is much worse as trust in China vanishes.”

    When Rob Joyce, the National Security Agency’s director of cybersecurity, was asked by reporters in December to articulate his security concerns about TikTok, he offered a general warning rather than a specific allegation.

    “People are always looking for the smoking gun in these technologies,” Joyce said. “I characterize it much more as a loaded gun.”

    Technical experts also draw a distinction between the TikTok app — which appears to operate very similarly to American social media in the amount of user tracking and data collection it performs — and TikTok’s approach to governance and ownership. It’s the latter that’s been the biggest source of concern, not the former.

    The US government has said it’s worried China could use its national security laws to access the significant amount of personal information that TikTok, like most social media applications, collects from its US users.

    The laws in question are extraordinarily broad, according to western legal experts, requiring “any organization or citizen” in China to “support, assist and cooperate with state intelligence work,” without defining what “intelligence work” means.

    Should Beijing gain access to TikTok’s user data, one concern is that the information could be used to identify intelligence opportunities — for example, by helping China uncover the vices, predilections or pressure points of a potential spy recruit or blackmail target, or by building a holistic profile of foreign visitors to the country by cross-referencing that data against other databases it holds. Even if many of TikTok’s users are young teens with seemingly nothing to hide, it’s possible some of those Americans may grow up to be government or industry officials whose social media history could prove useful to a foreign adversary.

    Another concern is that if China has a view into TikTok’s algorithm or business operations, it could try to exert pressure on the company to shape what users see on the platform — either by removing content through censorship or by pushing preferred content and propaganda to users. This could have enormous repercussions for US elections, policymaking and other democratic discourse.

    Security experts say these scenarios are a possibility based on what’s publicly known about China’s laws and TikTok’s ownership structure, but stress that they are hypothetical at best. To date, there is no public evidence that Beijing has actually harvested TikTok’s commercial data for intelligence or other purposes.

    Chew, the TikTok CEO, has publicly said that the Chinese government has never asked TikTok for its data, and that the company would refuse any such request. In Thursday’s hearing, Chew said that what US officials fear is a hypothetical scenario that has not been proven.

    “I think a lot of risks that are pointed out are hypothetical and theoretical risks,” Chew said. “I have not seen any evidence. I am eagerly awaiting discussions where we can talk about evidence and then we can address the concerns that are being raised.”

    If there’s a risk, it’s primarily concentrated in the relationship between TikTok’s Chinese parent, ByteDance, and Beijing. The main issue is that the public has few ways of verifying whether or how that relationship, if it exists, might have been exploited.

    TikTok has been erecting technical and organizational barriers that it says will keep US user data safe from unauthorized access. Under the plan, known as Project Texas, the US government and third-party companies such as Oracle would also have some degree of oversight of TikTok’s data practices. TikTok is working on a similar plan for the European Union known as Project Clover.

    But that hasn’t assuaged the doubts of US officials. Multiple lawmakers at the hearing specifically said they were not persuaded by Project Texas. That’s likely because no matter what TikTok does internally, China would still theoretically have leverage over TikTok’s Chinese owners. Exactly what that implies is ambiguous, and because it is ambiguous, it is unsettling.

    In congressional testimony, TikTok has sought to assure US lawmakers it is free from Chinese government influence, but it has not spoken to the degree that ByteDance may be susceptible. TikTok has also acknowledged that some China-based employees have accessed US user data, though it’s unclear for what purpose, and it has disclosed to European users that China-based employees may access their data as part of doing their jobs.

    Multiple privacy and security researchers who’ve examined TikTok’s app say there aren’t any glaring flaws suggesting the app itself is currently spying on people or leaking their information.

    In 2020, The Washington Post worked with a privacy researcher to look under the hood at TikTok, concluding that the app does not appear to collect any more data than your typical mainstream social network. The following year, Pellaeon Lin, a Taiwan-based researcher at the University of Toronto’s Citizen Lab, performed another technical analysis that reached similar conclusions.

    But even if TikTok collects about the same amount of information as Facebook or Twitter, that’s still quite a lot of data, including information about the videos you watch, comments you write, private messages you send, and — if you agree to grant this level of access — your exact geolocation and contact lists. TikTok’s privacy policy also says the company collects your email address, phone number, age, search and browsing history, information about what’s in the photos and videos you upload, and if you consent, the contents of your device’s clipboard so that you can copy and paste information into the app.

    TikTok’s source code closely resembles that of its China-based analogue, Douyin, said Lin in an interview. That implies both apps are developed on the same code base and customized for their respective markets, he said. Theoretically, TikTok could have “privacy-violating hidden features” that can be turned on and off with a tweak to its server code and that the public might not know about, but the limitations of trying to reverse-engineer an app made it impossible for Lin to find out whether those configurations or features exist.

    If TikTok used unencrypted communications protocols, or if it tried to access contact lists or precise geolocation data without permission, or if it moved to circumvent system-level privacy safeguards built into iOS or Android, then that would be evidence of a problem, Lin said. But he found none of those things.

    “We did not find any overt vulnerabilities regarding their communication protocols, nor did we find any overt security problems within the app,” Lin said. “Regarding privacy, we also did not see the TikTok app exhibiting any behaviors similar to malware.”

    TikTok has cited Lin’s research as part of its defense. But Citizen Lab came out swinging this week at the company’s characterizations of the paper, saying in a statement that TikTok has presented the research as “somehow exculpatory” when a key finding was that Lin couldn’t see what happens to user data after it is collected.

    Chew, in a rare moment of apparent frustration, told lawmakers at the hearing that TikTok and Citizen Lab were really saying a version of the same thing. “Citizen Lab is saying they cannot prove a negative, which is what I’ve been trying to do for the last four hours,” he said.

    TikTok has faced claims that its in-app browser tracks its users’ keyboard entries, and that this type of conduct, known as keylogging, could be a security risk. The privacy researcher who performed the analysis last year, Felix Krause, said that keylogging is not an inherently malicious activity, but it theoretically means TikTok could collect passwords, credit card information or other sensitive data that users may submit to websites when they visit them through TikTok’s in-app browser.

    There is no public evidence TikTok has actually done that, however. TikTok has said the keylogging function is used for “debugging, troubleshooting, and performance monitoring,” as well as to detect bots and spam. Other research has shown that the use of keyloggers is extremely widespread in the technology industry. That does not necessarily excuse TikTok or its peers for using a keylogger in the first place, but neither is it proof positive that TikTok’s product, by itself, is any more of a national security threat than other websites.

    There have also been a number of studies that report TikTok is tracking users around the internet even when they are not using the app. By embedding tracking pixels on third-party websites, TikTok can collect information about a website’s visitors, the studies have found. TikTok has said it uses the data to bolster its advertising business. And in this respect, TikTok is not unique: the same tool is used by US tech giants including Facebook-parent Meta and Google on a far larger scale, according to Malwarebytes, a leading cybersecurity firm.

    At the hearing, Chew said the company does keystroke logging to “identify bots,” not to track what users say. He also repeatedly noted that TikTok does not collect more user data than most of its peers in the industry.

    As with the keylogging tech, the fact TikTok uses tracking pixels does not on its own transform the company into a national security threat; the risk is that the Chinese government could compel or influence TikTok, through ByteDance, to abuse its data collection capabilities.

    Separately, a report last year found TikTok was spying on journalists, snooping on their user data and IP addresses to find out when or if certain reporters were sharing the same location as company employees. TikTok later confirmed the incident and ByteDance fired several employees who had improperly accessed the TikTok data of two journalists.

    The circumstances surrounding the incident suggest it was not the type of wide-scale, government-directed intelligence effort that US national security officials primarily fear. Instead, it appeared to be part of a specific internal effort by some ByteDance employees to hunt down leaks to the press, which may be deplorable but hardly uncommon for an organization under public scrutiny. (Nevertheless, the US government is reportedly investigating the incident.)

    Joyce, the NSA’s top cyber official, told reporters in December that what he really worries about is “large-scale influence” campaigns leveraging TikTok’s data, not “individualized targeting through [TikTok] to do malicious things.”

    To date, however, there’s no public evidence of that taking place.

    TikTok may collect an extensive amount of data, much of it quietly, but as far as researchers can tell, it isn’t any more invasive or illegal than what other US tech companies do.

    According to security experts, that’s more a reflection of the broad leeway we’ve given to tech companies in general to handle our data, not an issue that’s unique or specific to TikTok.

    “We have to trust that those companies are doing the right thing with the information and access we’ve provided them,” said Peiter “Mudge” Zatko, a longtime ethical hacker and Twitter’s former head of security who turned whistleblower. “We probably shouldn’t. And this comes down to a concern about the ultimate governance of these companies.”

    Lin told CNN that TikTok and other social media companies’ appetite for data highlights policy failures to pass strong privacy laws that regulate the tech industry writ large.

    “TikTok is only a product of the entire surveillance capitalism economy,” Lin said. “And governments around the world are ignoring their duty to protect citizens’ private information, allowing big tech companies to exploit user information for gain. Governments should try to better protect user information, instead of focusing on one particular app without good evidence.”

    Asked how he would advise policymakers to look at TikTok instead, Lin said: “What I would call for is more evidence-based policy.”

    As he gears up for a likely reelection campaign, President Joe Biden on Tuesday will kick off a three-week tour to highlight the impact of his signature legislative accomplishments as the impacts of those laws begin to be felt around the country, according to a White House official.

    The “Invest in America” tour will see Biden, Vice President Kamala Harris, first lady Jill Biden and nearly a dozen Cabinet members hit more than 20 states – including key battleground states like Georgia, Nevada and Pennsylvania – over the next three weeks.

    The tour is the White House’s most coordinated, concerted push to date to accomplish what White House officials see as their central task this year: implementing legislation and making sure Americans know what Biden has accomplished. Polling published last month indicated the White House has its work cut out: 62% of Americans said they believe Biden has accomplished “not very much” or “little or nothing,” according to a Washington Post/ABC News poll.

    Biden will make his first of multiple stops on Tuesday with a visit to a semiconductor manufacturer in Durham, North Carolina, which has announced plans to build a $5 billion chips manufacturing facility that will create 1,800 new jobs, spurred on by passage of the CHIPS and Science Act, which incentivizes domestic semiconductor manufacturing.

    Other Cabinet secretaries and top White House officials will highlight the effects of other pieces of legislation in the tour’s first week: Transportation Secretary Pete Buttigieg will highlight airport safety and infrastructure projects in Arkansas, Texas and Oklahoma; Commerce Secretary Gina Raimondo will visit fiber optic cable manufacturers in North Carolina; and Biden’s infrastructure coordinator Mitch Landrieu will highlight electric vehicle manufacturing in Tennessee, among others.

    Harris, who is traveling to Africa next week, will make stops when she returns to highlight the growth of domestic manufacturing, the official said. The first lady, a community college teacher, is expected to highlight workforce training programs.

    “From shovels hitting the ground on new infrastructure projects made possible by the Bipartisan Infrastructure Law, to new electric vehicle manufacturing facilities as a result of the Inflation Reduction Act, to communities benefitting from high-speed internet because of the American Rescue Plan, to new semiconductor fabs thanks to the CHIPS and Science Act, the tour will highlight how the President’s Investing in America agenda is growing the economy from the middle-out and bottom-up, not top down,” the White House said in a statement.

    Treasury Secretary Janet Yellen, Agriculture Secretary Tom Vilsack, Education Secretary Miguel Cardona, Interior Secretary Deb Haaland, Environmental Protection Agency Administrator Michael Regan and Small Business Administration Administrator Isabel Guzman are expected to travel as part of the three-week tour.

    The tour coincides with a two-week congressional recess in April and will also include stops with members of Congress.

    Biden will head to North Carolina a day after convening a meeting of his “Invest in America” Cabinet, which is comprised of key Cabinet officials working to implement the Bipartisan Infrastructure Law, the CHIPS and Science Act, the Inflation Reduction Act and the American Rescue Plan.

    Biden and his Cabinet will highlight the direct and indirect impacts of those laws – including private sector investments spurred on by pieces of legislation – and the impact on state and local economies at each stop.

    TikTok CEO Shou Chew made his first appearance before Congress on Thursday and was immediately hit by intense criticism from lawmakers, including calls for the app to be banned.

    Rep. Cathy McMorris Rodgers, the chair of the House Energy and Commerce Committee, opened Thursday’s hearing by tearing into TikTok, and telling Shou: “Your platform should be banned.”

    “I expect today you’ll say anything to avoid this outcome,” she continued. “We aren’t buying it. In fact, when you celebrate the 150 million American users on TikTok, it emphasizes the urgency for Congress to act. That is 150 million Americans that the [Chinese Communist Party] can collect sensitive information on.”

    In his opening remarks, Chew attempted to stress TikTok’s independence from China and played up its US ties. “TikTok itself is not available in mainland China, we’re headquarterd in Los Angeles and Singapore, and we have 7,000 employees in the U.S. today,” he said.

    “Still, we have heard important concerns about the potential for unwanted foreign access to US data and potential manipulation of the TikTok US ecosystem,” Chew said. “Our approach has never been to dismiss or trivialize any of these concerns. We have addressed them with real action.

    Chew’s moment in the hot seat comes as some lawmakers are renewing calls for the app to be banned in the United States due to perceived national security concerns because of its ties to China through its parent company, ByteDance. TikTok acknowledged to CNN last week that federal officials are demanding the app’s Chinese owners sell their stake in the social media platform, or risk facing a US ban of the app. A number of countries, including the US, have already instituted a ban of the app on government devices due to the security concerns.

    TikTok doesn’t operate in China. But since the Chinese government enjoys significant leverage over businesses under its jurisdiction, the theory goes that ByteDance, and thus indirectly, TikTok, could be forced to cooperate with a broad range of security activities, including possibly the transfer of TikTok data.

    With his appearance, Chew may hope to reassure Americans and temper the heated rhetoric in Washington about the app – but the first two hours of the hearing showed just how challenging a task that might be.

    Much of Chew’s attempts to stress that his company is not an arm of the Chinese government appeared to fall on deaf ears. Numerous members of Congress interrupted the chief executive’s testimony to say they simply don’t believe him.

    “To the American people watching today, hear this: TikTok is a weapon by the Chinese Communist Party to spy on you, manipulate what you see and exploit for future generations,” said Rep. McMorris Rodgers.

    In an exchange with Rep. Anna Eshoo, Chew talked up TikTok’s ongoing efforts to protect US user data and said he has “seen no evidence that the Chinese government has access to that data; they have never asked us, we have not provided it.”

    “I find that actually preposterous,” Eshoo fired back.

    “I have looked in — and I have seen no evidence of this happening,” Chew responded. “Our commitment is to move their data into the United States, to be stored on American soil by an American company, overseen by American personnel. So the risk would be similar to any government going to an American company, asking for data.”

    “I don’t believe that TikTok — that you have said or done anything to convince us,” Eshoo said.

    Perhaps no exchange sums up Thursday’s hearing like a moment following Rep. Kat Cammack’s lengthy critique of TikTok’s content moderation and links to China.

    “Can I respond, Chair?” Chew asked McMorris Rodgers after Cammack’s time was up.

    McMorris Rodgers considered Chew for a brief moment.

    “No. We’re going to move on,” she said.

    As lawmakers doubled down on their questions about TikTok’s data collection practices, Chew also emphasized that the data TikTok collects is data “that’s frequently collected by many other companies in our industry.”

    “We are committed to be very transparent with our users about what we collect,” Chew said. “I don’t believe what we collect is more than most players in the industry.”

    Independent researchers have backed Chew’s assertions. In 2020, The Washington Post worked with a privacy researcher to look under the hood at TikTok, concluding that the app does not appear to collect any more data than your typical mainstream social network. The following year, Pellaeon Lin, a Taiwan-based researcher at the University of Toronto’s Citizen Lab, performed another technical analysis that reached similar conclusions.

    Still, even if TikTok collects about the same amount of information as Facebook or Twitter, that’s still quite a lot of data, including information about the videos you watch, comments you write, private messages you send, and — if you agree to grant this level of access — your exact geolocation and contact lists.

    While national security was expected to be the primary focus of the hearing, multiple lawmakers also highlighted concerns about TikTok’s impact on children.

    Democratic ranking member of the committee Rep. Frank Pallone, for example, said Thursday: “Research has found that TikTok’s algorithms recommend videos to teens that create and exacerbate feelings of emotional distress, including videos promoting suicide, self-harm and eating disorders.”

    Rep. Bob Latta, a Republican from Ohio, accused TikTok of promoting a video on the so-called “blackout challenge” or choking challenge to the feed of a 10-year-old girl from Pennsylvania, who later died after trying to mimic the challenge in the video.

    Republican Rep. Gus Bilirakis of Florida also said there is a lack of adequate content moderation, which leaves room for kids to be exposed to content that promotes self harm.

    “Your technology is literally leading to death,” Bilirakis said to TikTok CEO Shou Chew.

    Citing examples of harmful content served to children, he said, “it is unacceptable, sir, that even after knowing all these dangers, you still claim that TikTok is something grand to behold.”

    TikTok, for its parts, has launched a number of features in recent months to provide additional safeguards for younger users, including setting a new 60-minute default for daily time limit for those under the age of 18. Even that feature, however, was criticized by lawmakers as being too easy for teens to bypass.
