    As federal investigators visit the site of another Norfolk Southern train derailment in Ohio, the company vowed new safety measures in response to its toxic train wreck that ravaged the town of East Palestine.

    Norfolk Southern will revamp its hot bearing detector network as part of a new six-point safety plan, the company announced Monday.

    “Hot bearing” or “hot box” detectors use infrared sensors to record the temperatures of railroad bearings as trains pass by. If they sense an overheated bearing, the detectors trigger an alarm, which notifies the train crew they should stop and inspect the rail car for a potential failure.

    After the February 3 toxic derailment in East Palestine, investigators discovered hot bearing sensors detected a wheel bearing heating up miles before it eventually failed – but didn’t alert the train’s crew until it was too late, according to a February 23 preliminary report by the National Transportation Safety Board.

    Currently, the average distance between detectors on the Norfolk Southern network is 13.9 miles. On Monday, the company announced it would examine every area where the distance between detectors is greater than 15 miles and would develop a plan to deploy additional detectors where needed.

    Norfolk Southern said other new safety measures would include:

    • Working with manufacturers of “multi-scan” hot bearing detectors, which are able to “scan a greater cross-section of a railcar’s bearings and wheels” to accelerate development and testing.

    • Adding 13 “acoustic bearing” detectors that analyze the acoustic signature of vibration inside the axle and would be able to identify potential problems that a visual inspection could not. These detectors would be added to “high-traffic” routes in Norfolk Southern’s core network.

    • Collaborating with Georgia Tech to advance safety inspection technology using “machine vision and algorithms powered by artificial intelligence to identify defects and needed repairs.”

    • Accelerating the installation of new inspection technology, including the use of high-resolution cameras stationed in strategic locations on its Premier Corridor, which is the train line that connects the Northeast and the Midwest and runs through East Palestine.

    About 200 miles southwest of East Palestine, NTSB investigators arrived Monday in Springfield Ohio – where a Norfolk Southern freight train derailed Saturday.

    Investigators will be “looking at the condition of the track, the mechanical condition of the train, operations, the position of the cars in the train, and signal and train control among other things,” the NTSB said in a statement. “They will also be collecting event recorder data, on-board image recorders, and will conduct interviews with the crew and other witnesses.”

    Investigators with the agency are expected to release a preliminary report in two to three weeks.

    The 212-car freight train was heading south through Clark County en route to Birmingham, Alabama, when 28 of its cars derailed – downing large power lines, knocking out power and temporarily prompting shelter-in-place orders for homes within 1,000 feet.

    Crews later determined there were no spills from the derailed cars, and authorities said there was no environmental harm.

    “There was no release of any chemical or any hazardous material to the soil, to the air, to the water,” Ohio Environmental Protection Agency Director Anne Vogel said Sunday.

    The cause of the derailment remains under investigation, Norfolk Southern said.

    Four of the derailed tank cars had previously been carrying diesel exhaust fluid and an additive commonly used in wastewater treatment, but they were empty when they derailed, Norfolk Southern General Manager of Operations Kraig Barner said.

    “There’s always a small residual amount left in the tanks,” Smith told CNN. “The derailed tank cars are not hazardous.”

    Those empty tankers carried residual product in “very minor amounts” that “dried very quickly,” Springfield Fire Assistant Chief Matt Smith said. He said his team checked the crash site and confirmed nothing had spilled onto the ground.

    But one car was carrying PVC pellets that affected the soil at the crash site, Vogel said. She said that the EPA “will be onsite ensuring that as cars are removed by Norfolk Southern that the soil is not impacted under the ground.”

    After the derailment, authorities sought to assure the community in Clark County that their air, water and soil are safe.

    “Since there have been no releases, we’re looking at clean air, clean soil and clean water for our residents,” Clark County Health Commissioner Charles Patterson said. “Technicians will continue to be on site to ensure that there isn’t any contamination that has been missed.”

    While the two recent train derailments in Ohio have made national news, data from the Federal Railroad Administration Office of Safety Analysis shows there have been at least 1,000 derailments in the United States each year during the past decade.

    The process of removing soil from under the tracks at the East Palestine derailment site started Saturday, the federal Environmental Protection Agency said. The agency had ordered Norfolk Southern to remediate the site, including the excavation of potentially contaminated soil.

    The work could take up to two months, depending on weather conditions and other unforeseen delays, the agency said. The EPA said nearby residents might notice additional odors during that time.

    Some 1,900 feet of rail has been fully removed from the crash site, and about one half of the contaminated soil beneath the removed line has been excavated, Ohio Gov. Mike DeWine’s office said Monday.

    About 3.2 million gallons of liquid waste and about 2,000 tons of solid waste have been removed, DeWine’s office said, citing the state’s EPA.

    While the soil work is underway, Norfolk Southern has agreed to provide financial assistance to residents for various necessities, including temporary lodging, travel, food and clothing, the EPA said.

    Impacts from the East Palestine derailment were also felt in other nearby communities in Pennsylvania, where Norfolk Southern has made an “initial agreement” to pay millions for damages there, officials said Monday.

    The railroad will establish a $1 million community relief fund to support local businesses and residents impacted by the crash in Beaver and Lawrence counties, a news release from Gov. Josh Shapiro’s office said.

    Norfolk Southern also agreed to pay $5 million to reimburse Pennsylvania fire departments that have to replace damaged or contaminated equipment after responding to the derailment, the release said. The agreement also includes money to cover some operating and response costs for Pennsylvania’s environmental protection, health and emergency management departments.

    These payments would be separate from other “applicable legal obligations” that may be imposed, the release said.

    Norfolk Southern earned a record $3.3 billion in net income last year, more than 400 times greater than the $7.4 million that Shapiro said the company agreed to pay to Pennsylvania communities.

    The company spent $4.2 billion on share repurchases and dividends to shareholders and has plans to repurchase another $7.5 billion in shares going forward, or more than 1,000 times the initial amount it has promised to Pennsylvania.

    The East Palestine derailment fueled outcry among residents who have reported headaches, coughing and other ailments after the fiery crash.

    The train was hauling the dangerous chemical vinyl chloride and other chemicals that are feared to have leaked into the surrounding ecosystem.

    Some employees who responded to the East Palestine crash site were not given proper protective equipment and have experienced migraines and nausea, the American Rail System Federation – a union for railroad workers – said in a letter last week.

    Norfolk Southern said it had not received any reports of injury or illness from employees involved in the initial response.

    “Norfolk Southern was on-scene immediately after the derailment and coordinated our response with hazardous material professionals,” the railroad said in a statement.

    The company also said “required PPE was utilized, all in addition to air monitoring that was established within an hour.”

    In a new study, most elite athletes with a diagnosed genetic heart disease did not experience serious or fatal symptoms of their condition, such as sudden cardiac death. The research suggests it can be “feasible” and “safe” for athletes to continue to participate in their sport.

    Among a sample of 76 elite athletes with a genetic heart disease who had competed or are still competing in either Division I university or professional sports, 73 out of the 76 did not experience a cardiac event triggered by their disease during the study period, according to researchers behind a late-breaking clinical trial presented Monday at the American College of Cardiology’s Annual Scientific Session Together With the World Congress of Cardiology.

    Among those elite athletes with a genetic heart disease, 40 of them – 52% – were asymptomatic, the study abstract finds.

    Over the years, researchers have become more aware of alarming reports about elite athletes experiencing heart problems, or even suddenly collapsing during games.

    “For athletes with genetic heart conditions, and I would add non-athletes, the tragedies occur when we don’t know of their condition,” said Dr. Michael Ackerman, a genetic cardiologist at Mayo Clinic in Rochester, Minnesota, who was a senior author of the new research. “When we know of their condition, and we assess the risk carefully and we treat it well, these athletes and non-athletes, they can expect to live and thrive despite their condition.”

    The new research has not yet been published in a peer-reviewed journal, but the findings suggest that many athletes with a genetic heart disease can decide with their health care professionals on whether to continue competing in their sport and how to do so safely, instead of being automatically disqualified due to their health conditions.

    “In sports, historically, we’ve been paternalistic and de-emphasize patient preference and risk tolerance, but we know that athletes come from all walks of life. They are intelligent and when there’s scientific uncertainty, their values should be incorporated in medical decision-making,” Dr. J. Sawalla Guseh, cardiologist at Massachusetts General Hospital, who was not involved in the new study, said during Monday’s scientific session.

    “Shared decision-making when done well can have very favorable outcomes,” he said.

    Elite basketball, hockey, soccer and football players, were among the 76 athletes included in the new study, conducted by researchers at Mayo Clinic and other institutions in the United States. They wrote in their study abstract that this is the first study to their knowledge describing the experience of athletes competing at the NCAA Division I level or in professional sports with a known genetic heart disease that puts them at risk of sudden cardiac death.

    The athletes in the study were cleared for return-to-play at either a NCAA Division I school or at the professional level. They were studied over an average of seven years, and all had been diagnosed with a genetic heart disease in the past 20 years, being treated at either Mayo Clinic, Morristown Medical Center, Massachusetts General Hospital or Atrium Health Sports Cardiology Center.

    “Only three of them had a breakthrough cardiac event, which means after they were diagnosed and treated, they were still having an event,” said Katherine Martinez, an undergraduate student at Loyola University in Baltimore, who helped conduct the research as an intern in the Mayo Clinic’s Windland Smith Rice Sudden Death Genomics Laboratory.

    Fainting was the most common event, and one athlete received a shock with an implantable cardioverter defibrillator, or ICD. None of the athletes died.

    “The majority of these athletes went on to continue their career with no events at all,” Martinez said. But most of the athletes in the study – 55 of them, or 72% – were initially disqualified from competing by their primary provider or institution after their diagnosis. Most ultimately opted to return to play with no restrictions after undergoing comprehensive clinical evaluations and talking with their doctors.

    While each sports league has its own set of rules, historically, some people diagnosed with a genetic heart disease that puts them at an increased risk for sudden cardiac death have been restricted from competitive sports, the researchers wrote in their study abstract.

    “Just because you were given this diagnosis, doesn’t mean that your life, your career, the future that you see for yourself is over, but taking a second opinion from an expert who knows what they’re doing and is comfortable with shared decision-making is the next step,” said Martinez, who worked on the new research alongside her father, Dr. Matthew Martinez, director of Atlantic Health System Sports Cardiology at Morristown Medical Center and an author of the new research.

    Regarding the new study, “the take-home message is, if you have one of these findings, seek out an expert who’s going to help you identify a safe exercise plan for you and determine what level you can continue to safely participate in,” he said. “This is the next best step – the next evolution – of how we manage athletes with genetic heart disease.”

    Leaving their sport due to a genetic heart disease can be “very destructive” for athletes who have devoted their lives to excelling in competitions, said Dr. Lior Jankelson, director of the Inherited Arrhythmia Program at NYU Langone Heart in New York, who was not involved in the new research.

    Yet he added that these athletes still need to consult with their doctors and be watched closely because some genetic diseases could be more likely to cause a serious cardiac event than others.

    The new study highlights that “the majority of athletes with genetic heart disease could probably – after careful, meticulous expert risk-stratification and care strategy – participate in sports,” Jankelson said. “But at the same time, this is exactly the reason why these patients should be cared only in high-expertise genetic cardiology clinics, because there are other conditions that are genetic, that could respond very adversely to sports, and have a much higher risk profile of developing an arrhythmia during intense activity.”

    Separately, the NCAA Sports Science Institute notes on its website, “Though many student-athletes with heart conditions can live active lives and not experience health-related problems, sudden fatality from a heart condition remains the leading medical cause of death in college athletes.”

    For athletes with a genetic heart disease, their symptoms and their family history of cardiac events should be considered when determining their risks, said Dr. Jayne Morgan, a cardiologist with Piedmont Healthcare in Atlanta, who was not involved in the new research.

    “Certainly, there is concern with elite athletes competing and whether or not they are being screened appropriately,” Morgan said. But she added that the new research offers “some understanding” to the mental health implications for athletes with a genetic heart disease who may be required to step away from a competitive sport that they love.

    “This study, I think, begins to go a long way in identifying that we may not need to pull the trigger so quickly and have athletes step away from something that they love,” Morgan said.

    The new study is “timely” given the recent national attention on athletes and their risk of sudden cardiac death, Dr. Deepak Bhatt, director of Mount Sinai Heart in New York City, who was not involved in the research, said in an email.

    “These are some of the best data showing that the risk of return to play may not be as high as we fear,” Bhatt said about the new research.

    “Some caveats include that the majority of these athletes were not symptomatic and about a third had an implantable defibrillator,” he added. “Any decision to return to the athletic field should be made after a careful discussion of the potential risks, including ones that are hard to quantify. Input from experts in genetic cardiology and sports cardiology can be very helpful in these cases.”

    It’s almost time for clocks to “spring forward” one hour.

    On the second Sunday of March, at 2 a.m., clocks in most of the United States and many other countries move forward one hour and stay there for nearly eight months in what is called Daylight Saving Time. On the first Sunday of November, at 2 a.m., clocks fall back an hour to standard time.

    The current March to November system that the US follows began in 2007, but the concept of “saving daylight” is much older. Daylight Saving Time has its roots in train schedules, but it was put into practice in Europe and the United States to save fuel and power during World War I, according to the US Department of Transportation’s Bureau of Transportation Statistics.

    Pro tip: It’s Daylight Saving Time, with singular use of “saving,” not “savings.”

    The US kept Daylight Saving Time permanent during most of World War II. The idea was put in place to conserve fuel and keep things standard. As the war came to a close in 1945, Gallup asked respondents how we should tell time. Only 17% wanted to keep what was then called “war time” all year.

    During the energy crisis of the 1970s, we tried permanent Daylight Saving Time again in the winter of 1973-1974. The idea again was to conserve fuel. It was a popular move at the time when President Richard Nixon signed the law in January 1974. But by the end of the month, Florida’s governor had called for the law’s repeal after eight schoolchildren were hit by cars in the dark. Schools across the country delayed start times until the sun came up.

    By summer, public approval had plummeted, and in early October Congress voted to switch back to standard time.

    In the US, states are not required by law to “fall back” or “spring forward.” Hawaii and most of Arizona do not observe Daylight Saving Time. The twice-yearly switcheroo is irritating enough to lawmakers of all political stripes that the US Senate passed legislation in March 2022 to make Daylight Saving Time permanent. It passed by unanimous consent. The bill would need to pass the House of Representatives and be signed by President Joe Biden to become law.

    Studies over the last 25 years have shown the one-hour change disrupts body rhythms tuned to Earth’s rotation, adding fuel to the debate over whether having Daylight Saving Time in any form is a good idea.

    The issue is that for every argument there is a counterargument. There are studies, for example, that show we have more car accidents when people lose an extra hour of sleep. There are also studies that show robberies decline when there is an extra hour of sunlight at the end of the day. We also know that people suffer more heart attacks at the start of Daylight Saving Time. But what about our mental health? People seem to be happier when there is an extra hour of daylight.

    Of course, there’s the economy, which pays for all that outdoor fun in the sun. Although saving energy was often put out as a reason to have Daylight Saving Time, the energy saved isn’t much — if anything at all.

    Instead, the lobbying effort for Daylight Saving Time came mostly from different sectors of the economy. In the mid-20th century, lobby groups for the recreational sports industry (think driving ranges) wanted more customers to come out after a day at the office. It’s easier to do so when there is more light at the end of the day.

    But the movie industry didn’t like Daylight Saving Time. You’re less likely to go to a movie when it’s bright outside. Despite the myth, farmers didn’t like it either because it made it difficult to get their food to the market in the morning.

    The bottom line: It’s not clear whether having that extra hour of sunlight at the end of the day versus the beginning is helpful. It just depends on who you are and what you want. And it doesn’t look like Daylight Saving Time in the US is going away anytime soon.

    President Joe Biden will visit Alabama on Sunday to commemorate the 58th anniversary of the landmark Bloody Sunday march that galvanized the Civil Rights movement and helped lead to an expansion of voting rights.

    Biden’s stop in Selma comes as he and fellow Democrats struggle to pass their own sweeping voting rights measures, with dim prospects of passage in a Republican-controlled House of Representatives.

    Still, Biden plans to make fresh calls for new voting protections when he speaks from the Edmund Pettus Bridge, where in 1965 a group of civil rights marchers were beaten by White state troopers as they attempted to cross.

    The president will participate in the yearly walk across the bridge to commemorate the events, which sparked outrage and helped rally support behind the Voting Rights Act. Among the protesters beaten was the late US Rep. John Lewis.

    Aside from its place in history, Selma is also still recovering from devastating tornadoes that struck two months ago.

    It’s not Biden’s first time attending the anniversary events in Selma; in 2020, during his run for the presidency, he spoke at historic Brown Chapel AME Church as he worked to court Black voters ahead of Super Tuesday.

    “We’ve been dragged backward and we’ve lost ground. We’ve seen all too clearly that if you give hate any breathing room it comes back,” he said in his speech then.

    Biden would go on to win the Democratic nomination and the presidency, due in large part to his support from Black voters.

    Vice President Kamala Harris, who represented the administration at the anniversary event last year, said in a statement Sunday that “America has seen a new assault on the freedom to vote.”

    “Extremists have worked to dismantle the voting protections that generations of civil rights leaders and advocates fought tirelessly to win. They have purged voters from the rolls. They have closed polling places. They have made it a crime to give water to people standing in line,” she said.

    During last year’s event, Harris had vowed that she and Biden would “put the full power of the executive branch behind our shared effort” while criticizing Republican lawmakers for voting to block passage of the John Lewis Voting Rights Advancement Act and the Freedom to Vote Act. She called on those gathered at the foot of the Edmund Pettus Bridge “to continue to push the Senate to not allow an arcane rule to deny us the sacred right.”

    On Sunday, Biden plans to “talk about the importance of commemorating Bloody Sunday so that history cannot be erased,” according to White House press secretary Karine Jean-Pierre.

    “He will highlight how the continued fight for voting rights is integral to delivering economic justice and civil rights for black Americans,” she said.

    Bloody Sunday commemorates when, in 1965, 600 people began a march from Selma to Montgomery, Alabama, demanding an end to discrimination in voter registration. At the Edmund Pettus Bridge, state and local lawmen attacked the marchers with billy clubs and tear gas, driving them back to Selma. Seventeen people were hospitalized and dozens more were injured by police.

    Rescue efforts are underway in parts of Malaysia after seasonal floods killed at least four people and displaced more than 40,000.

    Among the deaths confirmed Saturday by state authorities in Johor was a man who became trapped in a car that was swept away by rising floodwaters.

    Footage taken by rescue workers and volunteers in towns across the southern state showed groups of people stranded on rooftops as their houses disappeared underwater.

    Images shared by the National Flood Disaster Agency showed rescuers wading chest-deep in some areas to save people trapped in their homes. One rescue worker was seen carrying a baby in a bucket to safety.

    Other images showed flooded roads and forests and vehicles submerged in muddy water.

    Malaysia, like many of its Southeast Asian neighbors, is vulnerable to seasonal floods. Neighboring Singapore has seen heavy torrential rains since February.

    Malaysia’s worst floods in decades occurred in 2021, when there were 54 deaths and the army was mobilized. The widespread floods that year hit eight states and strained emergency services across the country, sparking criticism of the government’s response to the disaster.

    The country’s annual monsoon season started in November and people have been evacuating their homes since at least December.

    Johor, population 4 million, is Malaysia’s second most populous state and is the worst hit by this season’s floods. Tens of thousands of its residents have now moved to relief centers in schools and community halls, officials said.

    Experts from the Malaysian Meteorological Department have warned that the wet weather could continue until April.

    The town of Kota Tinggi inundated by floodwaters.

    Malaysian Prime Minister Anwar Ibrahim shared an update from Johor on Sunday after visiting survivors and evacuees, saying that floods were a pressing issue for the country and that the government would expedite mitigation projects.

    “This matter (of floods) cannot be delayed and should be dealt with more seriously so that it does not happen again,” he said in a tweet.

    Members of the Malaysian United Democratic Alliance (MUDA), a youth-led political party with a large presence in Johor, advised residents to accept help from rescue bodies and warned against “waiting too long” to evacuate their homes.

    “River water levels are still high and it’s predicted to rain heavily again,” said Amira Aisya Abdul Aziz, the group’s deputy president. “Don’t wait too long if water levels start to rise. Move to safer areas as soon as possible.”

    “Remember: Your lives are more valuable than your belongings,” she added.

    Amira said the country needed urgently to address its flooding problems, saying it could not afford to go through so many disasters “in such a short period of time.”

    Pot Phoon Hua, a 61-year-old worker at a local biscuit and coffee factory in the town of Batu Pahat, told CNN that rain was still falling. He expressed concerns about several friends and relatives who were missing and said that the aftermath of the flood would be devastating. “We are helpless,” Pot said.

    “Everyone is pitching in but the force of the weather is too great. There is only so much we can do. The government can deploy many teams and workers to help but at the end of the day, Malaysians are just at the mercy of nature.”

    A Norfolk Southern freight train derailed in the Springfield, Ohio, area Saturday afternoon, prompting a shelter-in-place order for nearby residents – just one month after the company’s toxic train wreck on the other side of the state in East Palestine.

    No injuries were reported Saturday and there was no hazmat situation at the crash site in Clark County, an Ohio State Highway Patrol spokesperson told CNN. The derailment happened around 5 p.m. ET and the road was closed on State Route 41, the spokesperson added.

    Twenty cars of the 212-car Norfolk Southern train derailed while headed south in the Springfield area, Norfolk Southern spokesperson Connor Spielmaker told CNN.

    “No hazardous materials are involved and there have been no reported injuries,” Spielmaker said. “Our teams are enroute to the site to begin cleanup operations.”

    The company is working to find out what the train was transporting, Spielmaker added, confirming it was not a passenger train.

    The Clark County Emergency Management Agency asked residents Saturday who were within 1,000 feet of the train derailment “to shelter-in-place out of an abundance of caution.”

    “We ask that all residents in need of travel to Ohio 41 find alternate routes. Local and state officials are on scene, including the Springfield Fire Rescue Division and the Springfield Police Department,” the agency said in a Facebook update.

    Clark County officials also said they were aware of power outages in the area due to downed power lines.

    US Transportation Secretary Pete Buttigieg said he has been briefed on the derailment and is sending Federal Railroad Administration officials to the scene.

    “I have been briefed by FRA leadership and spoke with Gov. DeWine to offer our support after the derailment today in Clark County, Ohio. No hazardous material release has been reported, but we will continue to monitor closely and FRA personnel are en route,” Buttigieg said in a tweet on Saturday.

    The derailment comes as crews were still working to clear the toxic wreck of another Norfolk Southern train that derailed on February 3 while carrying hazardous materials more than 200 miles away in East Palestine, Ohio.

    The East Palestine derailment fueled outcry among residents who have complained of symptoms, including headaches and coughing after the fiery crash. The train was hauling dangerous chemical vinyl chloride – which was released and burned to prevent a potentially deadly explosion – and other chemicals that are feared to have leaked into the surrounding ecosystem.

    The derailment has put rail safety under the spotlight and raised questions about regulations surrounding the transport of hazardous materials.     At least 13 people have died in multiple states due to severe weather across the country as a powerful storm system that brought golf ball-sized hail and tornadoes to the South continues to march Saturday across the Northeast.

    The storm spurred wind gusts strong enough to topple tractor-trailer trucks, leaving more than 1 million people without power and threatening to bring more torrential rain, tornadoes and heavy snow.

    The storm system is the same that dumped feet of snow across parts of California, leaving some trapped in their homes with snow piled as high as second-story windows and prompting the governor to declare a state of emergency in 13 counties. Many of those affected are now bracing for another round of snow and rain on Saturday from a new system.

    At least five Kentuckians have died in connection with the severe weather that hit the area Friday, Kentucky Gov. Andy Beshear said during a news briefing on Saturday.

    CNN previously reported four deaths across the commonwealth in Edmonson, Simpson, Logan and Fayette counties. The additional death being reported was an 84-year-old man in Bath County, Beshear said.

    Beshear said it will take days to restore power in some places, and that as of 11:11 a.m. ET Saturday, 396,517 Kentuckians were without power. He said 1,874 Kentuckians are under a boil water advisory with five water districts working under limited operations.

    In Tennessee, two people died. A man was killed after a tree fell on the vehicle he was riding in, the Humphreys County Emergency Management Agency told CNN via email. An elderly woman in Hendersonville died after a tree fell on her while she was walking with a neighbor Friday, according to a news release from the City of Hendersonville.

    A high school student in Sumner County, Tennessee was critically injured Friday by a tree that fell during severe storms and is not expected to survive, local officials said Saturday. According to Liberty Creek High School, Brooks was being kept on life support until Sunday. “Even in her passing, she will give back to others by being an organ donor,” the school announced. “Please join us in praying for this family and all who were fortunate enough to know her.”

    Three other people died in Alabama, one in Arkansas, one in Mississippi and one in California, according to officials.

    Nearly 15 million people were under winter weather alerts as of 8:45 a.m. ET Saturday along the West Coast and in New England, with another 25 million under wind alerts.

    According to PowerOutage.us, about 1.2 million customers were without power Saturday, with Kentucky, Michigan, Tennessee, Ohio, Pennsylvania and West Virginia reporting the most outages.

    Heavy snow is forecast through Saturday afternoon in northern New England, according to the National Weather Service, with a rain/snow mix in Massachusetts.

    “Storm total amounts of 6 to 12 inches looks to occur within much of the Mohawk Valley, Adirondacks, Lake George Saratoga Region and southern Vermont,” the National Weather Service in Albany, New York, wrote.

    A tornado was confirmed at 11:12 a.m. CT Friday just south of Reidland, Kentucky, moving northeast at 55 mph.

    Flash flood warnings at one point stretched about 400 miles across portions of Missouri and Indiana.

    Meanwhile, more than 300,000 people remain under flood watches from Arkansas to Ohio.

    In Texas, Louisiana and Alabama, the storms damaged homes and businesses and caused flight disruptions at airports Thursday.

    Six tornadoes were reported during Thursday’s storms, including five in Texas and one in Louisiana, where dozens of homes were damaged in the city of Shreveport. Across Texas and Oklahoma, there were 18 hail reports, with the largest hailstones reportedly 1.75 inches in diameter, or roughly the size of a golf ball.

    After a brief reprieve from back-to-back winter storms that have brought unseasonably cold temperatures and prompted rare blizzard warnings in parts of California, snow is again forecast in the higher elevations along the West Coast.

    “An additional several feet of snow will be possible in these areas, with the heaviest of these totals likely in the northern Sierra Range. On Sunday, precipitation will spread inland, with heavy snow possible in the higher terrains of the Intermountain West,” the weather service explained.

    By the end of the weekend, 1 to 5 feet of snow is possible across some northern areas, including the Sierra Nevada mountain range.

    But many communities blanketed by the last round of snow have yet to recover as snowfall blocked critical roads, trapped them in their homes and damaged vital businesses such as grocery stores.

    An 80-year-old woman, Lois Barton, died in a “weather-related” incident in Placer County, sheriff’s office spokesperson Angela Musallam told CNN. She did not share the circumstances of the death, though where the incident occurred saw heavy snow and temperatures around freezing on Tuesday, CNN meteorologists said.

    Gov. Gavin Newsom issued a state of emergency in 13 counties this week, including hard-hit San Bernardino County where the National Guard arrived Thursday to assist with rescues of snowbound residents and shovel snow off the roads and from rooftops.

    A number of structure fires in San Bernardino County appear to be storm-related, the county fire department told CNN. The department said the number of fires is “atypical” but did not provide an exact number.

    Gas leaks are believed to be responsible for several house fires in the mountain communities, according to Fire Chief Dan Munsey. Many of them are in areas with unpassable roads. Firefighters are responding to homes using snowcats and often drudging in by foot with shovels and hoses and digging hydrants out of the snow to extinguish flames, Munsey said.

    CNN has reached out to Southern California Gas Co., a major provider in the area, on reports of gas leaks.

    In the San Bernardino community of Crestline, residents have been immobilized by the copious snowfall and have started to become worried about access to supplies as their sole local grocery store has closed after its roof caved in from heavy snow, resident Paul Solo told CNN.

    Emergency crews are still out in force in the snow-laden mountains, eager to clear roads and reach isolated residents with food and supplies.

    Rescuers are supplied with meals-ready-to-eat to distribute with those unable to get food, San Bernardino County Sheriff Shannon Dicus said in a press conference on Friday. First responders will be setting up food distribution points and a convoy with food and other supplies to restock supermarkets will be escorted up the mountain, he added.

    Nearly 100 inches of snow have fallen on Crestline and nearby Lake Arrowhead in recent days. Aerial footage from CNN affiliate KCAL shows neighborhoods with indiscernible streets and homes with snow piled to second-story windows.

    The only way to get around is by shoveling walkways for emergency exits, Solo said. He added, “Everyone every day has been shoveling, and then it’ll snow another two feet.”

    Solo believes it could be another week or two before the snow is cleared.

    “Until then, we are trapped in our house. We couldn’t even leave if we wanted to.”

    The nation’s major freight railroads have long desired to have only one crew member, a lone engineer, in the cab of their locomotives. And that desire hasn’t changed despite the derailment of a Norfolk Southern train on February 3 that released toxic chemicals into the air, water and soil of East Palestine, Ohio, that is still being cleaned up.

    But that accident very well may have ended the railroad’s chances of getting that one-person crew goal.

    The rail safety legislation, introduced in Congress Wednesday with bipartisan support, would include a prohibition on single-person crews. There is no such existing law or federal regulation requiring both an engineer and a conductor to be on a train. Instead, it is only labor deals with the Brotherhood of Locomotive Engineers and the transportation division of the Sheet Metal, Air, Rail, Transportation union (SMART-TD), which represents the conductors, that require at least one member of each union in the locomotive’s cab.

    The Association of American Railroads confirmed that its position in favor of one-person crews has not changed. It believes it will be more efficient, and just as safe, to have engineers responding to problems with trains by driving along tracks in trucks rather than riding in the cab of the locomotive.

    “The position on crew size has not changed. Railroads have been clear that they support fact-driven policies that address the cause of this accident and enhance safety,” said an AAR statement. “As we continue to review this bill, it is clear it includes many of the same wish list items AAR and others have clearly said would not prevent a similar accident in the future, such as the… arbitrary crew size rule. Railroads look forward to working with all stakeholders to meaningfully advance real solutions.”

    Union Pacific said the opposition to a two-person crew mandate does not mean the railroads don’t care about safety.

    “No data shows a two-person crew confined to a cab is safer, and train crew size should continue to be determined through collective bargaining,” a statement from UP. “Proposed legislation limits our ability to compete in a business landscape where technology is rapidly changing the transportation industry.”

    CSX also said it believes the decision on crew size should be decided in collective bargaining, not through legislation, but said it is not currently pursuing a change in crew size. Negotiations between the railroads and unions is not due to start again until 2024, and the railroads historically have negotiated deals that apply across the industry. The other two major freight railroads – Norfolk Southern and Burlington Northern Santa Fe – did not responded to questions about the legislation. But the AAR is the trade group that lobbies on their behalf.

    The AAR’s statement did not address the question as to whether that rule is now more likely to pass. But Jeremy Ferguson, president of SMART-TD, said this accident has completely changed the chances of getting the two-person crew requirement written into US law.

    “Absolutely,” he said when asked in an interview with CNN Business if he thinks the provision will now pass. “When an incident like this happens, it brings all the issues to light, how unsafe the rail industry truly is. I didn’t think we had any chance before this. The railroads and AAR do a very good job of lobbying in DC. So generally it’s difficult to get people to vote for something like this rule. But sometimes it takes a disaster to drive home the point. Any time you turn the TV on, there’s still an issue. It’s not going away.”

    The senators, both Democrat and Republican, sponsoring the rail safety bill say they’re hopeful there is now bipartisan support to change the law.

    “Rail lobbyists have fought for years to protect their profits at the expense of communities like East Palestine,” said Sen. Sherrod Brown, the Ohio Democrat. “These commonsense bipartisan safety measures will finally hold big railroad companies accountable, make our railroads and the towns along them safer, and prevent future tragedies, so no community has to suffer like East Palestine again.”

    “Through this legislation, Congress has a real opportunity to ensure that what happened in East Palestine will never happen again,” said Sen. J.D. Vance, the Ohio Republican who is a co-sponsor. “We owe every American the peace of mind that their community is protected from a catastrophe of this kind.”

    If the law is changed due to the East Palestine derailment, it won’t be the first disaster that changed rules and laws governing trains. In 2013, a runaway Canadian freight train carrying tanker cars of oil crashed in Lac-Mégantic, Quebec, causing a massive fire that killed 47 people and destroyed 40 buildings in the town. Canada responded by changing its law to require two person crews on trains carrying hazardous materials.

    But calls to change the law in the United States because of that accident fell on deaf ears.

    The fact that there were three employees on the train that derailed in East Palestine — an engineer, a conductor and a trainee — did not prevent this accident from happening.

    The National Transportation Safety Board’s initial finding on the disaster was that a fire originally started when a rail car carrying plastic pellets was heated by a hot axle.

    After the fire started, the train passed three trackside detectors meant to determine if there is a problem causing overheating. But the first two did not signal a problem, even as the fire raised the temperature more than 100 degrees. The detectors are designed not to alert the crew until there is a 200-degree rise in the temperature detected. Finally the third detector registered a rise in temperature of more than 250 degrees, triggering an alarm in the locomotive’s cab.

    The NTSB said the engineer responded immediately to the alarm by applying the brakes in an attempt to stop the train, but the wheel bearing on the car that was on fire failed before he could bring the train to a halt, causing the derailment.

    Ferguson said that while the crew could not prevent this derailment from happening, there are an uncounted number of times that they detect a problem and prevent a derailment. He said not having the conductor on the train would miss many of those problems and cause many more derailments.

    “When a detector goes off, you stop the train and the conductor can walk back and check if there is an overheating axle and make an immediate decision,” Ferguson said. An engineer is not allowed to get out of the locomotive, even if it’s stopped. Only the conductor can check to see if what the problems is that triggered an alarm.

    But if the conductor is driving around in a truck, rather than riding in the cab of the locomotive, it could be an hour or more before the conductor gets there, and the axle might have cooled down. At that point, the conductor might have to send the train back on its way, according to Ferguson, even though the original problem tripping the heat detector — a faulty axle or bearing — is still a problem that could quickly cause a derailment.

    “So having a guy wandering around in the truck may cause a derailment,” said Ferguson.

    Beyond the problems of this kind, having a second person in the cab can just offer greater attention to detail during long train rides.

    “You’ve got two sets of ears and two set of eyes. It always helps,” Ferguson said.

    And it also helps in case of a medical emergency. In January, a CSX engineer suffered a heart attack while bringing a freight train into Savannah, Georgia, according to the engineers’ union. The conductor was able to recognize he was in distress, give him an aspirin and to call ahead to have an ambulance waiting for him in the rail yard.

    The engineer needed emergency bypass surgery, but survived the heart attack.

    “This happens more often than people realize,” Ferguson said. “It’s not necessarily always a heart attack. But having two people up there always pays dividend for the crew members themselves.”

    CSX confirmed the incident with one of its engineer having a heart attack occurred in January.

    “We commend the heroic actions of all CSX employees who render aid during any medical emergency,” said CSX’s statement.

    The fact that the current labor contracts require two crew members is little comfort to the engineers and conductors unions.

    They point out that under the Railway Labor Act, they can have a contract that is opposed by some or all of the rail unions imposed upon them by Congress, as happened this past December. While this current contract did keep the provision for two-person crews in place, that’s not necessarily going to be the case in all future contracts, even if the unions continue to make the issue a priority.

    Congress generally enacts what is recommended by a panel appointed by the president to propose a deal that hopefully both labor and management can accept. But it might have one or two provisions which are deal breakers for the unions, such as allowing single-person crews.

    “Given the wrong president, we could lose this in a hurry,” said Ferguson.

    The Federal Railroad Administration is also considering a rule that would require two-person crews. But Ferguson said getting the requirement written into law would be better than a simple regulation. An FRA regulation could be easier to change in a new administration than it would be to get a change in the law.

    Cate Casad started noticing the for-sale signs pop up over the last year on farms around Central Oregon, which has been mired in water shortages amid a yearslong megadrought.

    Casad and her husband, Chris, are first-generation farmers and ranchers who started off with just a few acres of land east of Bend, then moved north in 2017 to scale up their farm. Now, the couple manages around 360 acres of farmland in Jefferson County, where they grow organic food and raise cattle, heritage breed hogs and pastured chickens.

    Only a year after that move, they started experiencing the impact of the drought and water cuts so severe that they made the tough decision to stop growing potatoes — a valuable crop that took them nine years to build a local market for.

    But while Casad is determined to keep farming, neighboring farms have decided to cut their losses and sell land.

    “It’s devastating,” Casad told CNN. “Each year since then, we’ve been cutting back more and more and more to the point in which last year was the worst year yet — and this year, we think will be very similar.”

    As much-needed winter storms alleviate drought conditions in California and southern parts of Oregon, the deluge of snow and rain in the West largely missed Central Oregon, leaving Crook, Jefferson and Deschutes counties dry. And many of the farmers in this area don’t have priority rights to the water – putting their farms at heightened risk of failure.

    Around the peak of the western drought in the summer of 2021, nearly 300,000 square miles of the West was in exceptional drought, the worst designation in the US Drought Monitor. Comprising 10 states — every state in the West except Wyoming — this designation covered one-quarter of all the land.

    But now the exceptional drought has nearly disappeared after a winter deluge of rain and snow — all except for about 1,500 square miles, nearly all contained in Crook County. It has spent 87 consecutive weeks mired in the worst drought category — the longest current stretch anywhere in the country.

    Oregon state climatologist Larry O’Neill said Crook missed out on a full year’s worth of rain over the last three years and “by several different measures” has seen the worst drought in Oregon’s recorded history.

    “What we’re seeing now is this really poor water supply and how we haven’t really had any recharge in the last couple years,” O’Neill said. “Even if you stretch back to the year 2000 in that region of Central Oregon, 16 out of the last 22 years have received below-average precipitation.”

    Seth Crawford, a county judge in Crook, said most of the ranches and farms there rely on reservoir water, “and those reservoirs levels are at historic lows.” Farmers are seeing reductions in harvest yields and have had to shift to crops that require less water, which tend to be less valuable. And then their expenses pile up.

    “Our ranchers and farmers have had to sell livestock which will result in a negative effect on their bottom line,” Crawford told CNN, and they “are hauling water to locations where, historically, livestock water was provided by springs and pond. In addition to the issues that farmers and ranchers deal with, our rural residents are needing assistance in well-deepening and water quality.”

    The impact of the last remaining exceptional drought in the West spreads beyond Crook County’s borders. Early this year, officials in both Crook and Jefferson counties declared a drought emergency for the fourth year in a row, and two months earlier than last year.

    After weeks of urging from local officials, Oregon Gov. Tina Kotek in mid-February declared a state-level drought emergency for the counties, which could open the door for federal drought-relief funds.

    “If things don’t course correct, we’re on a path to see a massive rural depopulation of these areas, because it can’t farm without water,” Casad said.

    Spring Alaska Schreiner, who is Inupiaq and a member of the Valdez Native Tribe of Alaska, bought a few acres in Deschutes County just 20 minutes outside of Bend in 2018.

    Schreiner’s tribal name, Upingaksraq, means “the time when the ice breaks” — fitting, considering during her first year of owning Sakari Farm, hail storms destroyed the greenhouses and the plants inside. Then in 2020, the megadrought intensified.

    “As soon as we got the farm, [during] the first year, the climate had changed,” she told CNN. “We were seeing winters occurring later in the season. Like right now, we’re finally getting some snow but it’s March almost, and that’s just weird.”

    In 2021, reservoir levels in Central Oregon began to drop. Crescent Lake, which supplements water storage for the creek that Schreiner’s irrigation district pulls water from, dropped to 50% of capacity that year, which was the record lowest level at the time. That year, Sakari Farm and the rest of the junior water right holders like Casad started facing water cuts.

    With just half of its normal water allocation and later, the water being shut off biweekly, Schreiner said the farm — which grows native plants and seeds from Indigenous peoples which are then donated to other tribes — had to remove crops.

    “We can’t not water for a week because we had anywhere between 80 and 130 varieties of plants — it’s a very unique vegetable farm,” she said. “So, what we did was we started shutting off water in parts of the farm and we had to prioritize which crops to grow or to let die, basically.”

    As of Friday, Crescent Lake was only 9% full. And given the measly amount of precipitation the region has received in recent months, the impacts of the drought are still strongly felt at Schreiner’s farm. But she said the farm has had to be creative to stay afloat during the drought, including controlling what and how much is grown, who gets its food and how it rations water and food resources.

    And with the help of some federal funding from the US Department of Agriculture, she plans to switch the whole farm to drip irrigation, a method that delivers water more directly to the roots of plants and can reduce water waste from evaporation and runoff. She’s also looking to install weather stations and water sensors to gather data that will help the farm improve plant growth efficiency.

    “We’re doing everything we can this year, and there’s nothing else you can do,” Schreiner said. “After that, you just start taking more crops away, which is income.”

    Watching family-run farms suffer — and then ultimately sell their land — weighs heavily on Casad. Even some of the oldest homesteads in Oregon, she said, are exploring plans to put their farms up for sale due to water scarcity.

    “There are some days that weight can feel heavier than others,” Casad said. And while she attributes these dire water challenges to the drought, she also blames the century-old water laws.

    Like the drought-plagued Colorado River Basin, Oregon water laws are based on seniority – those who were among the first to claim land or water rights have priority over those that followed.

    “While we’re all experiencing drought, not all drought is equal due to this 100-year-old Western water law that’s been put in place and hasn’t been changed, and that’s serving people very inequitably,” Andrea Smith, agricultural support manager with High Desert Food and Farm Alliance, told CNN. “But it is a system we’re dealt and working with right now – and there’s a lot we have to do to change it.”

    While Crook County may be driest county in Oregon, the system is such that junior water right holders like Casad and Schreiner, in Jefferson and Deschutes counties, get the short end of the stick.

    But even Crook County ranchers, some of which Smith said do hold senior rights, are struggling with water scarcity. Casad said she has spoken with ranchers there who have had to haul water to their cattle because the springs have yet to fully return and make up for the yearslong water deficit.

    Others, according to Casad, have packed up and moved to Eastern Oregon, where the conditions are becoming more viable than their old land.

    Natalie Danielson, the administrative director at Friends of Family Farmers, said she believes the main water scarcity issue is the unfair distribution of water. If the 100-year-old system changes, she said there may be enough water for everyone in Central Oregon.

    “We’re kind of at this turning point where there may be enough water, but we are locked in systems that don’t allow for getting that water to the people who need it,” Danielson told CNN. The drought just puts “more pressure on the system that wasn’t set up to be resilient in these conditions.”

    As the climate crisis creates a hotter and drier future in the West, Casad said people need to start rethinking how land is managed, while preparing to make tough and painful decisions.

    Farmers have always been incredibly resilient, Casad said. “This is not the first time we have faced insane climactic challenges and it won’t be the last.”

    Feb. 3 — Around 8:12 p.m., sparks shoot out from underneath the Norfolk Southern freight train as it passes through Salem, Ohio, surveillance video shows.

    Around 8:55 p.m., 38 of the train’s cars derail in East Palestine. The derailed equipment includes 11 tank cars carrying hazardous materials that ignited, fueling fires that damage another dozen cars, the National Transportation Safety Board says.

    Feb. 4 — Members of the US Environmental Protection Agency arrive hours after the derailment and start monitoring the air for volatile organic compounds (VOCs) such as vinyl chloride and butyl acrylate, which were on the train and can be harmful to people, the agency says.

    EPA contractors install booms and underflow dams to try to restrict the flow of contaminated water and collect floating material to mitigate any possible impacts to Sulphur Run and Leslie Run streams.

    Feb. 5 — Gov. Mike DeWine activates the Ohio National Guard to assist local authorities.

    Officials issue a shelter-in-place order for the entire town of roughly 5,000 people. An evacuation order is issued for the area within a mile radius of the train crash near James Street, due to the risk of an explosion.

    EPA community air monitoring readings do not detect any contaminants of concern, the agency says. Norfolk Southern’s contractor continues to conduct air monitoring, it says.

    The National Transportation Safety Board is on scene to gather evidence and asks the community to submit photos or videos of the incident.

    NTSB conducts a one-mile walk-through of track outside the hot zone and identifies the point of derailment. NTSB Member Michael Graham says the preliminary report is expected in four to eight weeks.

    Aeration pumps – which help treat contamination by injecting oxygen into the water – begin operating at three locations along Sulphur Run and its confluence with Leslie Run. EPA and Norfolk Southern contractors collect surface water samples for analysis.

    The East Palestine water treatment plant, which treats water sourced from public wells, confirms there were no adverse effects to the plant, the EPA says.

    Feb. 6 — To help prevent a deadly explosion of vinyl chloride, crews conduct a controlled detonation involving cars containing the toxic substance. The chemical was drained into a trench and burned off. “The detonation went perfect,” a Norfolk Southern official said.

    After the breach, officials detected “slightly elevated” readings of the phosgene and hydrogen chloride in the burn area and “only one minor hit for the hydrogen chloride downwind of the burn area” within the exclusion zone, an EPA official said. He said such readings were expected after the controlled release.

    Feb. 7 — Residents in the area are told they may smell odors coming from the site because the byproducts of the controlled burn have a low odor threshold – meaning people may smell these contaminants at levels much lower than what is considered hazardous, the EPA says.

    The EPA continues to perform air monitoring and work with Norfolk Southern, health departments and other responding agencies to develop procedures for safely reoccupying the evacuated areas.

    The 52nd Civil Service Team conducts air monitoring in three public administration buildings and collects air samples from each building, according to the EPA.

    The EPA says it is investigating a complaint of odors from the Darlington Township, Pennsylvania, fire station. A team with air monitoring equipment goes to the station, where it does not observe any contaminants above detection limits.

    Feb. 8 — The evacuation order is lifted, five days after the derailment, after water samples are analyzed overnight. The results lead officials to deem the water is safe, East Palestine Fire Chief Keith Drabick says at a news conference.

    The EPA and Ohio EPA find spilled materials in Sulphur Run, the EPA says. Oily product is leaking from a tank car and pooling onto the soil. Norfolk Southern is notified of the spill and begins removing the product using a vacuum truck.

    A local couple and business owner file the first-class action lawsuit against Norfolk Southern, CNN reports. The suit accuses the rail company of negligence, stating it failed to exercise reasonable care for residents, with businesses adversely affected by the derailment and chemical spill.

    Feb. 9 — EPA continues stationary and roaming air monitoring surrounding the derailment scene.

    Despite officials deeming the air and water samples safe, some residents still have concerns. Residents are encouraged to get their homes deep-cleaned and seek medical attention, if necessary, officials say at a news conference.

    The EPA works with Ohio EPA to investigate remaining soil contamination and any impacts to surface water, the agency says. EPA collects samples of spilled material near the derailment site and in Sulphur Run.

    Officials say schools will remain closed until further notice from the superintendent.

    Mayor Trent Conaway ensures that the school building will be scrubbed “head to toe” and air tested before any child walks back into the building.

    Feb. 10 — Some residents say when they returned to their homes in East Palestine, within a half-hour they developed a rash and nausea.

    EPA is assisting with voluntary residential air screening appointments offered by Norfolk Southern, the agency says. Crews have screened indoor air at 46 homes. There are over 400 requests for indoor air screening remaining.

    To increase the rate of screening, Norfolk Southern – with EPA assistance – brings more teams and equipment to East Palestine, according to the EPA.

    Ohio EPA leads efforts to investigate and remediate impacts to water, the agency says. Samples from Sulphur Run and other points of nearby water streams are taken for testing.

    Norfolk Southern contractors install a dam and a water bypass at Sulphur Run to prevent further contamination of downstream waters, the EPA says.

    Feb. 11 — EPA issues a general notice of potential liability letter to Norfolk Southern to document the release or threat of release of hazardous substances, pollutants or contaminants to the environment. The letter outlines EPA cleanup actions at the site and the potential to hold the railroad accountable for associated costs.

    EPA continues to assist Norfolk Southern and Columbiana County Emergency Management Agency with voluntary residential air screening, the EPA says.

    Feb. 12 — EPA posts a document from Norfolk Southern listing the cars that were involved in the derailment and the products they were carrying.

    Air monitoring throughout East Palestine continues, the EPA says. Monitoring since the fire went out has not detected any levels of concern that can be attributed to the incident.

    Local schools and the library are screened, the EPA says.

    Feb. 13 — Reentry air screenings are underway. Community air monitoring will continue operating 24 hours a day.

    EPA deploys two more Summa air sampling canisters for continuous sampling.

    EPA discontinues phosgene and hydrogen chloride community air monitoring. After the fire was extinguished on February 8, the threat of vinyl chloride fire producing phosgene and hydrogen chloride no longer exists. EPA will continue 24-hour community air monitoring for other chemicals of concern.

    The East Palestine School District “safely” reopens schools.

    Feb. 14 — No vinyl chloride is detected in any of the down-gradient waterways near the train derailment, Tiffani Kavalec, Chief of the Division of Surface Water at the Ohio EPA says. Active aeration of the waterways near the derailment continue, and even though some waterways remain contaminated, the agency says it is confident the contaminants are contained.

    About 3,500 fish across 12 species have died in Ohio waterways, the Ohio Department of Natural Resources says.

    Feb. 15 — Residents pack a high school gym in East Palestine for a meeting with officials to discuss the current state of their community, CNN reports.

    The event hosted by East Palestine officials was supposed to include officials from Norfolk Southern. But the company, which said it had hoped to provide updates on cleanup efforts and results from air and water tests, backed out earlier in the day, saying it was concerned about a “growing physical threat to our employees and members of the community around this event,” stemming from its belief that “outside parties” would participate.

    Instead, local leaders take questions from emotional residents who express distrust of officials’ accounts and anger – including at the transport company’s decision to skip the event.

    Norfolk Southern provides bottled water at its family assistance center, the EPA says.

    Regional Administrator Debra Shore attends a community meeting alongside EPA on-scene coordinators and state and local officials to hear residents’ concerns.

    Gov. DeWine issues a news release stating the municipal water is safe to consume. Test results from the village’s municipal well sampling showed no water quality concerns, the state says.

    East Palestine’s municipal water supply comes from five wells, DeWine’s office says. All the wells are at least 56 feet underground and encased in steel. As of February 15 (12 days after the derailment/initial explosion and nine days after the controlled detonation), test samples from both the raw, untreated municipal water and the treated water showed no dangerous levels of contaminants, the governor’s office says.

    DeWine encourages those East Palestine residents with private wells who have not had their water tested to continue drinking bottled water “out of an abundance of caution.”

    Norfolk Southern has not removed potentially contaminated soil from the site, new documents posted by the EPA show. Norfolk Southern tells CNN it continues to work to clean up the site, including the removal of soil.

    “Contaminated soil will continue (to) leech contaminants, both up into the air, and down into the surrounding ground,” Richard Peltier, an environmental health scientist at the University of Massachusetts at Amherst, tells CNN in an email. “Every time it rains, a flood of new contaminants will enter the ecosystem.”

    Feb. 16EPA Administrator Michael Regan arrives in East Palestine to assess the ongoing response to the Norfolk Southern train derailment. The administrator meets with city, state and federal leaders involved in the response, hearing directly from residents about the impacts of the crisis and discuss EPA’s work.

    DeWine asks the US Centers for Disease Control and Prevention for immediate assistance by sending expert medical assistance including doctors and professionals who can evaluate residents who are experiencing symptoms.

    Feb. 17 — DeWine says no derailment contaminants have been found in homes tested for air quality and that there is a section of Sulfur Run near the crash site that remains severely contaminated.

    Requests for medical experts from the federal government have been granted and DeWine says officials should arrive next week to help prop up a clinic for patients.

    Feb. 18 — Air monitoring and indoor air screening continue, according to the EPA. Municipal water samples show no water quality concerns, the agency says.

    Emphasis is being placed on recovery of all pooled liquids, excavation of heavily contaminated soil, and removal of all remaining rail cars, according to the EPA. In order to capture any contamination leaving the site, Norfolk Southern establishes a containment area in a section of Sulphur Creek to divert all upstream water around the containment area. The containment area has effectively cut off the introduction of additional contamination into Sulphur Run.

    Feb. 19 — The village of East Palestine’s municipal well water sample results show no water quality concerns, the EPA says. The Columbiana County General Health District continues to sample private water wells. To date, 52 wells have been sampled, 49 in Ohio, and three across the border in Pennsylvania, the agency says.

    Norfolk Southern continues scrapping and removing rail cars at the derailment location, excavating contaminated areas, removing liquids from affected storm drains and staging recovered waste for transportation to an approved disposal facility, the EPA says. Water continues to be diverted from the upstream wetland area to Sulphur Run.

    Feb. 21 — The state opens up a health clinic for residents who worry their symptoms, such as trouble breathing, rashes and nausea, might be linked to the derailment.

    CNN reports investigators are reviewing videos of the train prior to it derailing. One video shows “what appears to be a wheel bearing in the final stage of overheat failure moments before the derailment,” the National Transportation Safety Board says in a statement.

    The EPA announces its legally binding notice ordering Norfolk Southern to handle and pay for all necessary cleanup involved in the derailment.

    As part of EPA’s legally binding order, the agency said, Norfolk Southern will be required to:

    • Identify and clean up any contaminated soil and water resources,

    • Reimburse the EPA for cleaning services to be offered to residents and businesses to provide an additional layer of reassurance, which will be conducted by EPA staff and contractors,

    • Attend and participate in public meetings at the EPA’s request and post information online,

    • Pay for the EPA’s costs for work performed under this order.

    The order will take effect February 23. If the rail company fails to complete any actions ordered by EPA, the agency says it will immediately step in, conduct the necessary work and then seek to compel Norfolk Southern to pay triple the cost.

    After the accusations, Norfolk Southern issues a statement to CNN:

    “We recognize that we have a responsibility, and we have committed to doing what’s right for the residents of East Palestine,” the company said Tuesday.

    “We have been paying for the clean-up activities to date and will continue to do so. We are committed to thoroughly and safely cleaning the site, and we are reimbursing residents for the disruption this has caused in their lives. We are investing in helping East Palestine thrive for the long-term, and we will continue to be in the community for as long as it takes. We are going to learn from this terrible accident and work with regulators and elected officials to improve railroad safety.”

    The Pennsylvania Attorney General’s office says it will investigate the train derailment following a criminal referral it received from the state’s Department of Environmental Protection, according to a statement from the office.

    Gov. Josh Shapiro first mentions the criminal referral when he was asked what nonfinancial actions are being taken.

    In response to news about the criminal referral, a Norfolk Southern spokesperson says the company has no comment.

    Feb. 22 — EPA Administrator Michael Regan threatens to fine Norfolk Southern if it fails to fully clean up after the mess the derailment left behind, he says, citing the agency’s authority under CERCLA – the Comprehensive Environmental Response, Compensation and Liability Act.

    Regan summarizes the EPA’s demands to Norfolk Southern:

    “Number one: They will clean up every single piece of debris, all of the contamination, to EPA specifications and satisfaction,” he tells CNN.

    “Number two: They will pay for it – fully pay for it. At any moment, if we have to step in because they refuse to do anything, we will do the cleaning up ourselves. We can fine them up to $70,000 a day,” the EPA chief said.

    “And when we recoup our total costs, we can charge them three times of the amount of the cost of the federal government. That is what the law provides.”

    The East Palestine School District closes for one day due to former President Donald Trump’s scheduled visit to the area.

    Feb. 23 — Transportation Secretary Pete Buttigieg makes his first visit to East Palestine nearly three weeks after the train derailment and defends the timing of the trip.

    “In terms of the timing of the visit, I’m trying to strike the right balance allowing NTSB to play its role but making sure we’re here in that show of support,” he says.

    Buttigieg says he’s focused on making regulatory changes to prevent future incidents and challenged his critics to do the same.

    Feb. 24 — Officials in Michigan and Texas say they were stunned to learn hazardous waste from Ohio was headed to their states because they received no advance notification.

    Feb. 25 — The EPA orders Norfolk Southern to stop shipments of hazardous waste so it can review the company’s plans for disposal.

    Feb. 26 — Hazardous waste shipments will resume and go to two EPA-certified facilities in Ohio, EPA regional administrator Debra Shore says. The shipments will begin the next day. “Some of the liquid wastes will be sent to a facility in Vickery, Ohio, where it will be disposed of in an underground injection well,” Shore says. “Norfolk Southern will also begin shipping solid waste to the Heritage Incinerator in East Liverpool, Ohio.”

    Week of Feb. 27 — A data analysis suggests nine out of the dozens of chemicals that the EPA has been monitoring are higher than what normally would be found in East Palestine, according to scientists from Texas A&M and Carnegie Mellon universities.

    If the levels of some chemicals remain high, it could pose a problem for residents’ health over time, the scientists said. Temperature changes or high winds might stir up the chemicals and release them into the atmosphere.

    An EPA spokesperson says monitored chemicals “are below levels of concern for adverse health impacts from short-term exposure.”

    “The long-term risks referenced by this analysis assume a lifetime of exposure, which is constant exposure over approximately 70 years,” the spokesperson says. “EPA does not anticipate levels of these chemicals will stay high for anywhere near that. We are committed to staying in East Palestine and will continue to monitor the air inside and outside of homes to ensure that these levels remain safe over time.”

    Feb. 27 — The EPA announces two more sites will receive toxic waste from East Palestine – one in Indiana, and a third facility in Ohio.

    Feb. 28 — Recent heavy rain may have allowed “a small amount of heavily diluted contaminants” to flow from the Sulphur Run stream to the Leslie Run stream, the Ohio governor’s office said, citing the state’s environmental protection agency.

    Angry residents repeatedly interrupted a railroad company official at a contentious town hall in East Palestine, Ohio, on Thursday, with questions and concerns regarding cleanup efforts at the site of a toxic train derailment nearly one month ago.

    “We’re going to do the right thing, we’re going to clean up the site,” said Norfolk Southern representative Darrell Wilson as shouts were raised from those in attendance. “We’re going to test until we get all the contamination gone.”

    “No, you’re not!” one voice cried out.

    Norfolk Southern, the operator of the train that derailed on the evening of February 3, has faced continued criticism from residents in the area, some of whom report illnesses they believe stem from the crash.

    After the derailment, the dangerous chemical vinyl chloride was released and burned to prevent a potentially deadly explosion, and other chemicals of concern that were being transported are feared to have leaked into the surrounding ecosystem in Ohio and Pennsylvania – with potentially damaging health consequences. Crews involved in the cleanup have also reported medical symptoms, according to a letter on behalf of workers’ unions.

    During Thursday’s town hall, officials with the Environmental Protection Agency said Norfolk Southern’s plans to remediate the site were under consideration that night, and Mark Durno, Regional Response Coordinator for the EPA, told CNN’s Brenda Goodman that teams were poised to approve it.

    That paved the way for the process to begin on Friday morning. The EPA has ordered the freight rail company to fully clean up the site of the wreck.

    Remediation started Friday a quarter mile from the derailment site on the south track, video from CNN’s Miguel Marquez shows.

    The process will involve removing one side of the tracks, digging out the contaminated soil, conducting sampling, and then replacing the tracks. The same would then be done on the other side of the tracks.

    While work is being done on the south track, trains will continue to run on the north track where there are still tank cars that can’t be removed until they’re inspected, Wilson said.

    “The sooner they pick it up, the sooner they can get it out of town,” EPA Region 5 Administrator Debra Shore said at the town hall. “This is going to be a complicated, big project.”

    Officials are hoping to begin the process on the north side around March 28, with the entire process finishing by the end of April, Wilson said.

    Approximately 2.1 million gallons of liquid waste and approximately 1,400 tons of solid waste have already been removed from the derailment site, Ohio Gov. Mike DeWine’s office announced in a news release Thursday, citing the state’s EPA. The wastewater and solid waste have been transported to sites in Ohio and elsewhere, including Michigan, Indiana and Texas, according to the release.

    “We’re very sorry for what happened. We feel horrible about it,” Wilson said – which spurred an uproar from the crowd.

    Last week, Ohio Lt. Gov. Jon Husted had suggested the company should temporarily or permanently relocate residents who feel unsafe.

    “I think that the railroad should consider buying property of people who may not feel safe or would want to relocate as a result of the spill,” he told CNN on February 23. “This is the railroad’s responsibility, and it’s up to the government officials at the federal, state and local levels to hold them accountable and do right by the citizens of East Palestine.”

    In response to a resident’s question at the town hall meeting, Wilson said there has not been any talk about relocating residents.

    “This will be an evolving conversation that’s going to go on for quite a while,” he said, adding the company will continue to collect data to inform its decisions.

    This week, Norfolk Southern CEO Alan Shaw sold $448,000 worth of the company’s stock and Shaw personally set up a $445,000 scholarship fund for seniors at East Palestine High School that an unspecified number of students will be able to use to attend college or vocational schools.

    Norfolk Southern did not respond to request for comments about the stock sale, and whether Shaw plans to reduce or donate more of his salary in the wake of the accident.

    In addition to the site cleanup, the EPA is requiring Norfolk Southern to test directly for the presence of dioxins – compounds considered to have significant toxicity and can cause disease. The testing will be conducted with oversight by the agency, according to a statement released Thursday.

    The EPA will direct immediate cleanup of the area if dioxins are found at a level that poses any unacceptable risk to human health or the environment, according to the statement. The EPA will also require Norfolk Southern to conduct a background study to compare any dioxin levels around East Palestine to dioxin levels in other areas not impacted by the train derailment.

    The agency noted dioxins may be found in the environment as a result of common processes such as burning wood or coal, and they break down slowly, so the source of dioxins found in an area may be uncertain.

    The effort comes in direct response to concerns the EPA heard from East Palestine residents, the statement said.

    “This action builds on EPA’s bipartisan efforts alongside our local, state, and federal partners to earn the trust of this community and ensure all residents have the reassurances they need to feel safe at home once again,” EPA Administrator Michael Regan said.

    As of February 28, the EPA had collected at least 115 samples in the potentially impacted area, which include samples of air, soils, surface water, and sediments, the statement said.

    To date, EPA’s monitoring for indicator chemicals has suggested a low probability for release of dioxin from this incident, according to the statement.

    The US Department of Energy’s assessment that Covid-19 most likely emerged due to a laboratory accident in China has reignited fierce debate and attention on the question of how the pandemic began.

    But the “low confidence” determination, made in a newly updated classified report, has raised more questions than answers, as the department has publicly provided no new evidence to back the claim. It’s also generated fierce pushback from China.

    “We urge the US to respect science and facts, stop politicizing this issue, stop its intelligence-led, politics-driven origins-tracing,” a Chinese Foreign Ministry spokesperson said on Wednesday.

    The Department of Energy assessment is part of a broader US effort in which intelligence agencies were asked by President Joe Biden in 2021 to examine the origins of the coronavirus, which was first detected in the Chinese city of Wuhan.

    That overall assessment from the intelligence community was inconclusive, and then, as now, there has yet to be a decisive link established between the virus and a specific animal or other route – as China continues to stonewall international investigations into the origins of the virus.

    Four agencies and the National Intelligence Council assessed with low confidence that the virus likely jumped from animals to humans through natural exposure, while one assessed with moderate confidence that the pandemic was the result of a laboratory-related accident. Three other intelligence community elements were unable to coalesce around either explanation without additional information, according to a declassified version of the 2021 report.

    The majority of agencies remain undecided or lean toward the virus having a natural origin – a hypothesis also widely favored by scientists with expertize in the field. But the change from the US Department of Energy has now deepened the split in the intelligence community, especially as the director of the FBI this week commented publicly for the first time on his agency’s similar determination made with “medium confidence.”

    Intelligence agencies can make assessments with either low, medium or high confidence. A low confidence assessment generally means the information obtained is not reliable enough, or is too fragmented to make a more definitive judgment.

    And while the assessment and new commentary has pulled the theory back into the spotlight, neither agency has released evidence or information backing their determinations. That raises crucial questions about their basis – and shines the spotlight back on gaping, outstanding unknowns and need for further research.

    Hear FBI director remark on Covid lab leak theory

    Scientists largely believe the virus most likely emerged from a natural spillover from an infected animal to people, as many viruses before it, though they widely acknowledge the need for more research of all options. Many have also questioned the lack of data released to substantiate the latest claim.

    Virologist Thea Fischer, who in 2021 traveled to Wuhan as part of a World Health Organization (WHO) origins probe and remains a part of ongoing WHO tracing efforts, said it was “very important” that any new assessments related to the origin of the virus are documented by evidence.

    “(These are) strong accusations against a public research laboratory in China and can’t stand alone without substantial evidence,” said Fischer, a professor at the University of Copenhagen.

    “Hopefully they will share with the WHO soon so the evidence can be known and assessed by international health experts just as all other evidence concerning the pandemic origin.”

    A senior US intelligence official told the Wall Street Journal, which first reported the new Department of Energy assessment, that the update to the assessment was conducted in light of new intelligence, further study of academic literature and in consultation with experts outside government.

    The idea that the virus could have emerged from a lab accident became more prominent as a spotlight was turned on coronavirus research being done at local facilities, such as the Wuhan Institute of Virology. It was further enhanced amid a failure to find a “smoking gun” showing which animal could have passed the virus to people at Wuhan’s Huanan Seafood Wholesale Market – the location linked to a number of early known cases – amid limitations to follow-up research.

    Some experts who have been closely involved in examining existing information, however, are skeptical of the new assessment giving the theory more weight.

    “Given that so much of the data we have points to a spillover event occurring at the Huanan market in late 2019 I doubt there’s anything very significant in it or new information that would change our current understanding,” said David Robertson, a professor in the University of Glasgow’s School of Infection and Immunity, who was involved in recent research with findings that supported the natural origin theory.

    He noted that locations of early human cases centered on the market, positive environmental samples, and confirmation that live animals susceptible to the virus were for sale there are among evidence supporting the natural origins theory – while there’s no data supporting a lab leak.

    “The extent of this evidence continually gets lost (in media discussion) … when in fact we know a lot about what happened, and arguably more than other outbreaks,” he said.

    Efforts to understand how the pandemic started have been further complicated by China’s lack of transparency – especially as the origin question spiraled into another point of bitter contention within rising US-China tensions of recent years.

    Beijing has blocked robust, long-term international field investigations and refused to allow a laboratory audit, which could bring clarity, and been reticent to share details and data around domestic research to uncover the cause. However, it repeatedly maintains that it has been transparent and cooperative with the WHO.

    Chinese officials carefully controlled the single WHO-backed investigation it did allow on the ground in 2021, citing disease control measures to restrict visiting experts to their hotel rooms for half their trip and to prevent them from sharing meals with their Chinese counterparts – cutting off an opportunity for more informal information sharing.

    Citing data protection, Beijing has also declined to allow its own investigatory measures, like testing stored blood samples from Wuhan or combing through hospital data for potential “patient zeros,” to be verified by researchers outside the country.

    China has fiercely denied that the virus emerged from a lab accident, and has repeatedly tried to assert it could have arrived in the country for the initial outbreak from elsewhere – including a US laboratory, without offering any evidence supporting the claim.

    But a top WHO official as recently as last month publicly called for “more cooperation and collaboration with our colleagues in China to advance studies that need to take place in China”– including studies of markets and farms that could have been involved.

    “These studies need to be conducted in China and we need cooperation from our colleagues there to advance our understandings,” WHO technical lead for Covid-19 Maria Van Kerkhove said at a media briefing.

    When asked about the Department of Energy assessment by CNN, a WHO representative said the organization and its origins tracing advisory body “will keep examining all available scientific evidence that would help us advance the knowledge on the origin of SARS CoV 2 and we call on China and the scientific community to undertake necessary studies in that direction.”

    “Until we have more evidence all hypotheses are still on the table,” the representative said.

    Some California residents remain trapped inside their homes after a winter storm dumped feet of snow across the Golden State, prompting Gov. Gavin Newsom to issue a state of emergency in 13 counties, including hard-hit San Bernardino County.

    Authorities there had conducted almost 100 rescues by Wednesday evening, San Bernardino County Fire Chief Dan Munsey said in a news conference, though authorities have not learned of any serious injuries or deaths.

    “We’re responding to medical calls. We’re responding to fires in these trapped vehicles. We are going to people’s houses where they’ve had trees through their houses or some sort of roof collapse and we are evacuating them to our evacuation shelters,” Munsey said.

    Just over 70,000 homes and businesses remained without power early Thursday, days after the first round of winter storms hit California, according to PowerOutage.us. And while the state is getting a brief reprieve from the snow through the end of the week, another system is expected to move into Northern California this weekend.

    Newsom declared a state of emergency for San Bernardino County and 12 others – among them Los Angeles and Santa Barbara counties – late Wednesday, with his office saying in a statement that a significant number of state personnel had responded to support San Bernardino County.

    The Governor’s Office of Emergency Services has been working to bring additional snow plows and road crews to the county, and personnel from Cal Fire and the California National Guard “are readied to support operations.”

    It could take a week to 10 days to dig out the mountain communities hampered by the heavy snow, officials warned in a news conference Wednesday. Mountain residents were still unable to access roads Wednesday, per fire department spokesperson Eric Sherwin. The county has about 500 miles of tight, winding roads throughout the mountain areas that need to be plowed, county Public Works Director Brendon Biggs said.

    Many parts of California were buried under a significant amount of snow in recent days, and some places received more than 100 inches in the last week, according to the National Weather Service, leading authorities to warn residents about possible avalanches. Residents in a three-story apartment building in Olympic Valley had to be evacuated after it was struck by an avalanche Tuesday evening, engulfing the bottom two stories, the sheriff’s office said on Facebook. The building’s occupants were uninjured.

    Huntington Lake in the Sierra Nevada saw 144 inches of snow, per a report from the Fresno County Office of Emergency Services, which reported 10 to 12 feet of snow near China Peak, leading to the closure of Highway 168.

    In Southern California, 106 inches of snow were recorded since February 22 at Mount Baldy, outside of Los Angeles. Of that 106 inches, 29 fell in the past two days, according to CNN meteorologist Taylor Ward, while the other 77 inches fell late last week and through the weekend.

    The aftermath of the toxic train wreck in Ohio keeps spreading to more states as scientists say tests in East Palestine unusually high levels of some chemicals.

    Indiana Gov. Eric Holcomb is the latest out-of-state official to say he was stunned to learn hazardous waste from the Norfolk Southern train derailment and subsequent release of toxic chemicals was headed to his state.

    “After learning third-hand that materials may be transported to our state yesterday, I directed my environmental director to reach out” to the US Environmental Protection Agency, Holcomb said in a written statement Tuesday.

    “The materials should go to the nearest facilities, not moved from the far eastern side of Ohio to the far western side of Indiana,” Holcomb said. “I want to know exactly what precautions will be taken in the transport and disposition of the materials.”

    After surprise shipments of hazardous waste to Texas and Michigan, the EPA approved two sites in Ohio to handle safe disposal of the waste.

    Another two sites – Heritage Environmental Services’ hazardous waste landfill in Roachdale, Indiana, and Ross Incineration Services in Grafton, Ohio – will receive contaminated waste starting Tuesday, EPA Region 5 Administrator Debra Shore said Monday. She said Indiana officials and state partners were notified before the EPA approved “the shipment of any waste from the derailment to their state or district.”

    But US EPA Administrator Michael Regan said the agency is developing measures to give authorities a “heads up” about incoming waste shipments and to keep Norfolk Southern accountable for the material it is moving.

    On the other side of Ohio, the Pennsylvania Department of Health is opening a health resource center in Beaver County so residents “can talk to public health experts, sign up to have their well water tested, and learn about available resources from professionals there to help,” Gov. Josh Shapiro tweeted Tuesday.

    Beaver County is just across the state border from East Palestine, Ohio – a village of 5,000 struggling to understand the full breadth of consequences from the February 3 toxic train wreck that burned for days and led to the release of the dangerous chemical vinyl chloride.

    A new data analysis suggests nine out of the dozens of chemicals that the EPA has been monitoring are higher than what normally would be found in East Palestine, according to scientists from Texas A&M and Carnegie Mellon universities.

    If the levels of some chemicals remain high, it could pose a problem for residents’ health over time, the scientists said. Temperature changes or high winds might stir up the chemicals and release them into the atmosphere.

    The chemical with the highest concentration found in East Palestine was a substance called acrolein, the data analysis said.

    Acrolein is used to control plants, algae, rodents and microorganisms. It is a clear liquid at room temperature and is toxic. It can cause inflammation and irritation of the skin, respiratory tract and mucous membranes, according to the US Centers for Disease Control and Prevention.

    “It’s not elevated to the point where it’s necessarily like an immediate ‘evacuate the building’ health concern,” said Albert Presto, an associate research professor of mechanical engineering at Carnegie Mellon’s Wilton E. Scott Institute for Energy Innovation, who is working on the university’s chemical monitoring effort in East Palestine.

    “But, you know, we don’t know necessarily what the long-term risk is or how long that concentration that causes that risk will persist.”

    Some East Palestine residents have reported rashes, headaches, nausea and bloody noses since the derailment and the February 6 controlled release and burning of vinyl chloride.

    During his third visit to the town Tuesday, the EPA chief said ongoing tests of the air and municipal water show both are safe – but urged anyone who is feeling “any kind of adverse health impacts” to seek medical attention.

    Regan returned to East Palestine to mark the opening of the “EPA’s community welcome center,” which will be open daily so “residents and business owners can stop in to get their questions answered, sign up for home air monitoring, and learn more about cleaning services.”

    “We’ve been testing the air from the very beginning, and the state has been testing the water,” Regan said.

    “Every chemical that was on that train and every byproduct from those chemicals have been tested or are part of our testing regimen,” he said. “So we believe firmly that our testing regimen is protective.”

    Still, the EPA is offering cleaning services – which will be reimbursed by Norfolk Southern – to any concerned resident in East Palestine.

    “There have been many residents here who have indicated that they worry about some residual, or some dust or some particles,” Regan said. “While we don’t believe that there are any adverse health impacts in homes or businesses as it relates to the derailment, this is an additional step we’re taking to alleviate concern and lower the angst.”

    Ohio officials have said East Palestine’s municipal water supply is safe to drink, citing multiple tests and the fact that the municipal water comes from five wells encased in steel deep underground.

    But health officials warn those using private well water should get it tested before using it. The Columbiana County Health District is posting test results online.

    Across the border in Pennsylvania, the state Department of Environmental Protection has collected samples from “nearly every private well” in the state within one mile of the derailment site, the governor said.

    The goal is to independently verify the safety of the water in Pennsylvania, Shapiro said.

    He reiterated that “Norfolk Southern will pay for the entire cost of the clean up,” including reimbursing Pennsylvania county fire departments for “equipment that was damaged or contaminated while responding to the derailment.”

    US Transporation Secretary Pete Buttigieg has called for Norfolk Southern and the rest of the freight rail industry to take a number of immediate actions, including committing to phase in safer tank cars by 2025.

    The Department of Transportation also wants Congress to take up legislation that would increase the maximum fines the DOT can issue to rail companies for violating safety regulations, Buttigieg said.

    He also called on the CEOs of major freight rail companies to “join a close-call reporting system that protects whistleblowers who spot issues that could lead to accidents,” Buttigieg told CNN on Tuesday.

    “We’re focusing on lessons learned when it comes to rail safety.”

    An analysis of data from the US Environmental Protection Agency’s measurements of pollutants released from the Norfolk Southern train derailment in East Palestine, Ohio, suggests that nine of the dozens of chemicals that the EPA has been monitoring are higher than would normally be found in the area, according to a group of scientists from Texas A&M and Carnegie Mellon University.

    If the levels of some of these chemicals remain high, it could be a problem for residents’ health in the long term, the scientists say. Temperature changes or high winds might stir up the chemicals and release them into the atmosphere.

    The highest levels found in East Palestine were of a chemical called acrolein, the analysis says.

    Much of what scientists know about chemical exposure comes from people’s contact with chemicals at work, Preston said, which generally means exposure for about eight hours a day. People now living in East Palestine are in constant contact with the chemicals, he said, and the impact of that kind of exposure on the human body is not fully understood.

    The EPA and local government officials have repeatedly said that their tests show the air quality in the area is safe and that the chemicals should dissipate. As of Sunday, officials have tested air in 578 homes, and they say chemical pollution levels have not exceeded residential air quality standards.

    EPA’s air monitoring data shows that levels of monitored chemicals “are below levels of concern for adverse health impacts from short-term exposures,” an agency spokesperson told CNN on Monday. “The long-term risks referenced by this analysis assume a lifetime of exposure, which is constant exposure over approximately 70 years. EPA does not anticipate levels of these chemicals will stay high for anywhere near that. We are committed to staying in East Palestine and will continue to monitor the air inside and outside of homes to ensure that these levels remain safe over time.”

    However, residents have reported rashes and trouble breathing, sometimes even in their own homes, Presto said.

    “When someone says to them then, ‘everything is fine everywhere,’ if I were that person, I wouldn’t believe that statement,” he said.

    So who’s right? The scientists say it’s not a black-and-white issue.

    “I think it’s important for the public to understand that all sides are right. No one’s lying to them,” said Dr. Ivan Rusyn, director of the Texas A&M University Superfund Research Center and part of the team that did the analysis. “It’s just that every time you’re sharing information, whether it’s Administrator of EPA Michael Regan or Governor [Mike] DeWine or someone from Ohio EPA, when they say certain things are ‘safe,’ they really need to explain what they mean.”

    Rusyn says the EPA and local officials need to do a better job of communicating with the public about the risk to residents when they are exposed to chemicals released in the crash.

    Communication struggles have been a consistent pattern over the years and over numerous environmental disasters, he said. Officials will often do a good job of collecting and releasing data but then fail to give the proper context that the public will understand.

    “That’s what I would like to encourage all parties to do rather than to point fingers,” Rusyn said. “The general public has to trust authorities. Cleanup is continuing. They are doing monitoring. We just need to do a better job communicating the results.”

    Government communication about residents’ real level of risk has been a significant source of frustration in East Palestine, Presto said.

    “People are furious. They feel like they’re getting this black-and-white answer – things are safe or not safe – when it’s not a black-and-white sort of situation,” Presto said.

    The EPA says it will continue to monitor the air quality in the area and in residents’ homes. It is also setting up a community center so residents and business owners can ask questions about agency activity there.

    The agency said it is collecting outdoor air samples for contaminants of concern, including vinyl chloride, a hard plastic resin used to make plastic products like pipes or packaging material that can be a cancer concern; n-butyl acrylate a clear liquid used to make resins and paint products that can cause eye, throat, nose and lung irritation or damage as well as a skin allergy; and ethylhexyl acrylate, another colorless liquid used to make paints, plastics and adhesives that can cause skin and eye irritation.

    The EPA also collected field measurements for hydrogen sulfide, benzene, hydrogen cyanide, hydrogen chloride, phosgene and particulate matter.

    Scientists from Texas A&M and Carnegie Mellon are monitoring the chemicals in the area using a mobile lab that they’ve used for the past decade to measure air pollution in real time in cities across the country. They expect to release data from their own tests in East Palestine on Tuesday.

    The mobile lab has extremely sensitive equipment that can measure pollution in the parts per trillion. Scientists would then be able to plot them on a graph to show, in real time, where the concentrations of chemicals may be and at what level, Presto said.

    Mobile lab workers will try to determine whether there are chemicals in the air that the EPA isn’t monitoring. They are also looking at pollution levels in places where the agency did not set up monitoring stations.

    “The situation has to be monitored, and the EPA should continue measurements, and they should also communicate to the general public as to what they’re seeing and put this into context of risk, rather than use the numbers and expect people to figure it out for themselves,” Rusyn said.

    After a brief pause, shipments of contaminated liquid and soil from the toxic train derailment in East Palestine, Ohio, have resumed after cross-country concerns about where the hazardous waste is going.

    Officials with the Environmental Protection Agency previously said they have approved the shipment of contaminated waste to two EPA-certified sites in Ohio: Heritage Thermal Services in East Liverpool and Vickery Environmental in Vickery. Region 5 Administrator Debra Shore said Monday two more sites – one in Ohio and one in Indiana – will also receive waste from the derailment scene.

    The move came after officials in Texas and Michigan complained they didn’t get any warning that waste from the toxic crash site would be shipped to their states for disposal. The EPA ordered the train’s operator, Norfolk Southern, to stop the shipments Friday so that it could review the company’s disposal plans.

    Shore said she spoke with officials from Ohio and Indiana on Monday regarding the shipment of hazardous waste material to their towns.

    Questions about the disposal of toxic waste from the February 3 derailment have added to the controversy surrounding the crash that has also left residents of the town worried about potential long-term health effects.

    The mayor of East Liverpool, one of the Ohio towns set to incinerate the waste, expressed concerns about the process but said the EPA has assured him that everyone has been following necessary guidelines.

    “We have a 2-year-old daughter and of course that’s a concern,” Mayor Gregory T. Bricker said. “But, again, I think this is a state-of-the-art facility that can handle this type of waste.”

    So far, about 1.8 million gallons of liquid waste and 4,832 cubic yards of solid waste have been pulled from the derailment site, according to the office of Ohio Gov. Mike DeWine.

    EPA Administrator Michael Regan is expected to make his third trip to East Palestine on Tuesday to mark the grand opening of a new community center, Shore said.

    US Transportation Secretary Pete Buttigieg has given Norfolk Southern and other major rail companies a deadline of this week to say whether they will participate in the Confidential Close Call Reporting System – a voluntary program that allows workers to report safety hazards.

    “This common-sense program encourages employees to report safety hazards, including conditions that could lead to derailments, by protecting these workers from reprisal when they come forward,” Buttigieg wrote in a Monday letter to Norfolk Southern CEO Alan Shaw.

    The transportation secretary said “not one major freight rail company participates” in the Confidential Close Call Reporting System, also known as C3RS.

    “By refusing to take this commonsense step, you are sending an undesirable message about your level of commitment to the safety of your workers and the American communities where you operate,” Buttigieg wrote.

    “I am asking you to join the C3RS program now, even as our Department proceeds to take appropriate steps toward making this program mandatory.”

    Buttigieg first called for the change in a letter to railroads dated February 14, but is now going directly to rail CEOs and asking them to reply to the Department of Transportation “by the end of the week.”

    After that, Buttigieg said, he will “present the public with a summary of which companies have agreed to this important safety measure and which have refused.”

    The hazardous waste that has already been sent to Michigan and Texas is being processed, EPA regional administrator Debra Shore said Sunday.

    About 2 million gallons of firefighting water from the train derailment site were expected to be disposed in Harris County, Texas, with about half a million gallons already there, the county’s chief executive said last week.

    In Michigan, contaminated soil from the derailment site was taken to the US Ecology Wayne Disposal in Belleville, Michigan, US Rep. Debbie Dingell of Michigan said.

    Vickery Environmental will process overflow water from the crash scene, according to the Sandusky County Emergency Management Agency.

    The agency didn’t comment on how much water the facility has received so far, saying only that it has been receiving three to four loads per day, but according to Ohio officials, more than 94,000 gallons have been disposed of at the facility so far.

    Until Friday, Norfolk Southern had been “solely responsible” for disposing of waste from the train derailment, but waste disposal plans “will be subject to federal EPA review and approval moving forward,” Shore said.

    Every aspect of transporting and disposing of the hazardous waste “from the moment trucks and rail cars are loaded until the waste is safely disposed of” will be closely regulated and overseen by federal, state, and local governments, Shore said Sunday.

    After speaking to residents in East Palestine, Shore said “we owe it to the people of East Palestine to move it out of the community as quickly as possible.”

    “At the same time,” Shore added, “I know there are folks in other states who have concerns, legitimate concerns, about how this waste is being transported and how it will be disposed of. EPA will continue to work with our local, state, and federal partners to use our longstanding experience and expertise in these matters to ensure the health and safety, and support the East Palestine community and to hold Norfolk Southern accountable.”

    The fiery derailment and subsequent intentional release of vinyl chloride from train cars left East Palestine residents with anxiety about the safety of their air and water. Some have reported rashes, headaches, nausea and bloody noses.

    So far, tests of East Palestine’s public drinking have found “no indication of risk to East Palestine public water system customers” and “treated drinking water shows no detection of contaminants associated with the derailment,” the EPA said in a Sunday update.

    And air quality tests inside 578 East Palestine homes detected no contaminants linked to the derailment, the EPA said.

    But residents are still concerned, and federal teams are going door-to-door to conduct health surveys and provide informational flyers after President Joe Biden directed the move, a White House official told CNN.

    And new wells will be drilled this week “to determine if ground water immediately below the derailment site is contaminated,” DeWine’s office announced Sunday.

    Four wells have already been installed and up to three more will be drilled this week after the soil under the rails is completely excavated, officials said.

    “These monitoring wells will also support a better understanding of the direction and rate of the ground water flow in the area,” DeWine’s office said.

    As for the wreckage, all rail cars except the 11 held by investigators have been removed from the site of the derailment, Ohio Environmental Protection Agency Director Anne Vogel said Sunday.

    “This is so critically important to moving on to next steps. We can now excavate additional contaminated soil and began installing monitoring wells,” Vogel said.

    The Ohio EPA will oversee the installation of water monitoring wells at the site of the derailment that will measure contaminant levels in the groundwater below.

    While the crash was “100% preventable,” it appears the train’s crew didn’t do anything wrong leading up to the derailment, said Jennifer Homendy, chair of the National Transportation Safety Board.

    An NTSB preliminary report found one of the train’s cars carrying plastic pellets was heated by a hot axle that sparked the initial fire, Homendy said last week. Video of the train before the crash showed what appeared to be an overheated wheel bearing, the report said.

    What caused the wheel bearing failure will be key to the investigation, Homendy added.

    The investigation will also look into the train’s wheelset and the bearing, the designs of tank cars and railcars, the maintenance procedures and practices, as well as the damage from the derailment, the NTSB report said.

    As severe storms prompted overnight tornado reports in parts of the central US, a barrage of snow, rain and harsh wind is forecast Monday in places from the West Coast to the Great Lakes, including some still without power following a similar string of severe weather last week.

    More than 231,000 US homes and businesses were without power as of early Monday, according to PowerOutage.US – about half in Michigan, which is bracing for another round of ice and snow to hit the region Monday.

    Tens of thousands also lacked power in Oklahoma, where at least seven tornadoes and 12 injuries were reported in Sunday’s severe weather. Two tornadoes were reported in Kansas.

    More than 100 other storm reports – including wind and hail – were recorded in parts of Oklahoma, Kansas and Texas as hurricane-force winds and severe thunderstorms tore through. A gust of 114 mph was recorded In Memphis, Texas – equivalent to sustained wind in a Category 3 hurricane.

    “I got up and then the wind just threw me back. And I’m screaming,” Frances Tabler of Norman, Oklahoma, told CNN affiliate KOCO. “It was like a blizzard inside the house.”

    Early Monday, flipped cars and downed trees littered neighborhoods where roofs had been torn from homes, CNN’s Ed Lavandera reported.

    In anticipation of severe winds and potential hail Sunday night into Monday, a unit at McConnell Air Force Base in Wichita, Kansas, relocated most of its aircraft to protect them and ensure they can still be deployed if needed, the base announced.

    As the storm shifts north by Monday afternoon, a slight risk for severe weather – possibly a few tornadoes and wind gusts – could impact cities including Indianapolis, Cincinnati and Columbus, Ohio.

    In the West – where last week’s storms prompted rare blizzard warnings and road flooding in California – a separate system of rain and high-elevation snow will push from the Pacific Northwest down into California and into the Rockies through Monday.

    Nine western states are under winter weather alerts Monday as heavy snowfall is forecast across the region, including up to 10 inches in Washington state’s Cascades by early Tuesday; 1 to 3 feet in high elevations and mountain peaks of western Oregon; and 1 to 3 feet in mountainous areas of the Rockies.

    A blizzard warning remains in effect for the Sierra Nevada mountains in California, which could see between 2 and 6 feet of snow.

    Yosemite National Park was closed Saturday due to severe weather and will not reopen until at least Wednesday as the multiday blizzard warning remains in effect across Yosemite Valley, the park announced. The valley could see as much as 55 to 84 inches of snow by Wednesday, the park said.

    The storm system impacting Oklahoma and Ohio is expected to push into the Northeast by Monday afternoon, where interior parts of the region could see widespread snowfall totals of 6 to 12 inches.

    Meanwhile, the South is anticipating another week of unusually warm winter temperatures after steaming under record-breaking highs last week.

    Dozens of daily high temperature records could be broken again in the coming days as areas of southern Texas and the Florida Peninsula could see temperatures into the 90s.

    As the National Weather Service reviews the severe weather reports from Sunday into Monday morning, it will work to determine whether the system can be classified as a derecho, which forecasters previously said was possible.

    A derecho is a widespread, long-lived windstorm that typically causes damage in one direction across a relatively straight path, according to the weather service. To be classified as a derecho, the stretch of wind damage should extend more than 240 miles and include wind gusts of at least 58 mph along most of its length, it says.

    In total, more than 115 storm reports were made Sunday across the Southern Plains, mainly of wind across Kansas, Texas and Oklahoma. This also includes 14 hail reports in those states, with several hailstones reportedly 1.75 inches in diameter.

    Nine tornadoes were reported in Oklahoma and Kansas, including one in the Oklahoma city of Norman, where police warned of road closures, downed power lines and debris.

    Twelve weather-related injuries were reported early Monday, the Norman Police Department said. None was critical, the department said after conferring with area hospitals.

    Students on the campus of the University of Oklahoma in Norman were told to immediately take shelter Sunday evening as the area was under a tornado warning, which was lifted later that night.

    Officials in Oklahoma are still assessing the damage, though the most concentrated impacts appear to be in Norman, Shawnee and possibly Cheyenne, said Keli Cain, public affairs director for the Oklahoma Department of Emergency Management and Homeland Security.

    Roughly a dozen families displaced by a tornado in Liberal, Kansas, are being accommodated and about 10 trailers were also damaged, City Manager Rusty Varnado said. At least one person was injured by broken glass, he said, noting the injuries are minor.

    Freezing rain, snow and ice across the Great Lakes region and parts of the Midwest last week resulted in perilous travel conditions, road closures and significant power outages that disrupted daily life for many.

    This week, the Great Lakes are poised to be hit all over again, including Michigan, where about 130,000 homes and businesses still did not have power early Monday after the prior storms damaged trees and utility lines.

    Ice-covered tree branches lie on the ground Thursday after an ice storm in Ypsilanti, Michigan.

    Utility company DTE, one of Michigan’s largest electricity providers, said 630,000 of its customers have been impacted by the storms so far. By Sunday night, power was restored to about 600,000 of their customers, the utility said.

    Another round of mixed precipitation is expected to move into the region Monday, with those under winter weather alerts possibly seeing between 2 and 8 inches of snowfall.

    As the storm moves east, winter storm watches are also in effect for parts of interior New York and New England through Wednesday afternoon. In total, these isolated areas can see up to 10 inches of snowfall.

    Boston, which is under a winter weather advisory from Monday evening until Tuesday evening, is expected to get 2 to 5 inches of snowfall.

    A series of House Republican committees are plotting to launch investigations into the toxic train disaster in East Palestine, Ohio, multiple committee aides told CNN.

    GOP lawmakers are vowing to use their oversight power to dig into what they describe as the Biden administration’s flawed response to the train wreck, which has left East Palestine’s residents afraid to use the city’s air and municipal water after a train carrying toxic chemicals derailed on February 3.

    They have also left the door open to holding hearings on the subject, including potentially bringing in Environmental Protection Agency Administrator Michael Regan and Transportation Secretary Pete Buttigieg to testify publicly, the aides said, though such decisions have not yet been made.

    The GOP’s increased urgency for oversight comes as several lawmakers have criticized President Joe Biden for not visiting East Palestine. Biden told reporters on Friday he has no plans to travel to the site of the derailment and defended his administration’s response to the wreck.

    The House committees on Transportation and Infrastructure, Energy and Commerce and Oversight are among the panels vowing to find answers to what happened, as well as hold the Biden administration and rail industry accountable for the fallout.

    Some GOP members of the committees are also discussing a potential field hearing in East Palestine, though no official plans have been made yet, sources familiar with the talks tell CNN.

    The Energy and Commerce Committee has asked the EPA to appear before the panel’s Environment, Manufacturing & Critical Materials subcommittee chaired by GOP Rep. Bill Johnson, who represents East Palestine, a committee aide told CNN.

    Johnson and Energy and Commerce Chair Cathy McMorris Rodgers, a Washington state Republican, formally kicked off their probe on February 17, when they sent a letter to Regan demanding answers on a timeline of events relating to the train wreck, a list of the chemicals on board, materials relating to the EPA’s and local agencies’ response, as well as other information regarding the derailment.

    Johnson and McMorris Rodgers gave the EPA until March 3 to respond to their request.

    The Energy and Commerce Committee has asked for an all-members briefing, a committee briefing, as well as a hearing date from EPA officials. A source familiar told CNN they are still awaiting a response.

    The Transportation and Infrastructure Committee plans to “keep Members informed as facts come out,” committee spokesman Justin Harclerode told CNN. The committee is also closely watching the National Transportation Safety Board’s investigation into the incident.

    “The important thing is to learn exactly what happened, what factors played a role in the accident, and what factors did not. The Committee is staying engaged on this issue, but no one should jump to any conclusions or act without all the facts. Which is exactly what the NTSB is working to provide through their investigation,” Harclerode said.

    House Oversight Chairman James Comer, meanwhile, sent a letter to Buttigieg on Friday, in which he called the incident “an environmental and public health emergency that now threatens Americans across state lines.” The Kentucky Republican requested that Buttigieg turn over a series of documents relating to the derailment, including when the administration first learned of the incident and communications regarding the Pipeline and Hazardous Materials Safety Administration’s handling of materials in the derailment.

    “At this time, Chairman Comer is focused on acquiring the documents and information requested in his February 24 letter to Secretary Buttigieg,” Comer spokesman Austin Hacker told CNN.

    The Environmental Protection Agency has approved resuming shipments of contaminated liquid and soil out of East Palestine, Ohio, where a train carrying toxic chemicals derailed earlier this month.

    The EPA on Friday ordered the train’s operator, Norfolk Southern, to halt the shipments so that it could review the company’s plans for disposal, adding to the controversy surrounding the crash that has also left residents of the town worried about potential long-term health effects.

    That’s as officials in Texas and Michigan complained they didn’t receive any warning that hazardous waste from the crash would be shipped into their jurisdictions for disposal.

    Shipments now will be going to two EPA-certified facilities in Ohio, and Norfolk Southern will start shipments to these locations Monday, EPA regional administrator Debra Shore said at a news conference Sunday.

    “Some of the liquid wastes will be sent to a facility in Vickery, Ohio, where it will be disposed of in an underground injection well,” Shore said. “Norfolk Southern will also beghin shipping solid waste to the Heritage Incinerator in East Liverpool, Ohio.”

    Until Friday, Norfolk Southern was “solely responsible” for disposing of waste from the train derailment, Shore said Saturday, but waste disposal plans “will be subject to EPA review and approval moving forward.”

    All rail cars, except for those held by the National Transportation Safety Board (NTSB), have been removed from the site of the derailment, Ohio Environmental Protection Agency (EPA) Director Anne Vogel said in an update Sunday.

    The NTSB is currently holding 11 railcars as part of its investigation into the derailment, Ohio Gov. Mike DeWine said in a statement Sunday.

    “This is so critically important to moving on to next steps. We can now excavate additional contaminated soil and began installing monitoring wells,” Vogel said. The Ohio EPA will oversee the installation of water monitoring wells at the site of the derailment that will measure contaminant levels in the groundwater below.

    Every aspect of transporting and disposing of the hazardous waste material “from the moment trucks and rail cars are loaded until the waste is safely disposed of” will be closely regulated and overseen by federal, state, and local governments, Shore said Sunday.

    Shore detailed the federal, state, and local compliance requirements expected from Norfolk Southern.

    “These extensive requirements cover everything from waste labeling, packaging, and handling, as well as requirements for shipping documents that provide information about the wastes and where they’re going,” Shore said.

    The hazardous waste material previously sent to facilities in Michigan and Texas is now being processed at those facilities, Shore said.

    About 2 million gallons of firefighting water from the train derailment site were expected to be disposed in Harris County, Texas, with about half a million gallons already there, according to the county’s chief executive.

    Also, contaminated soil from the derailment site was being taken to the US Ecology Wayne Disposal in Belleville, Michigan, US Rep. Debbie Dingell of Michigan said Friday.

    The Michigan and Ohio facilities were, in fact, EPA approved sites, but they are not currently accepting any more shipments at this time, and the EPA is “exploring to see whether they have the capacity” to accept shipments in the future, Shore said.

    A spokesperson Gov. DeWine told CNN the governor was not briefed on where in the country the shipments would be sent. But this is typical, as the train company is responsible for the transport of material and the EPA is responsible for regulating that transport, DeWine spokesman Daniel Tierney said Saturday.

    The February 3 derailment of the Norfolk Southern train and subsequent intentional release of vinyl chloride it was hauling first forced East Palestine residents out of their homes, then left them with anxiety about health effects as reports of symptoms like rashes and headaches emerged after they returned.

    Officials have repeatedly sought to assure residents that continued air and water monitoring has found no concerns. The EPA reported last week that they have conducted indoor air testing at a total of 574 homes and detected no contaminants associated with the derailment.

    Federal teams in East Palestine have begun going door-to-door to check in with residents, conduct health surveys and provide informational flyers after President Joe Biden directed the move, a White House official told CNN.

    Also, a 19-person scientific team from the Centers for Disease Control and Prevention has been collecting information from residents about symptoms they have experienced since the derailment, said Jill Shugart, a senior environmental health specialist for the CDC.

    The EPA also installed “sentinel wells” near the city’s municipal well field to monitor contaminants in well water as part of the agency’s long-term early detection system “to protect the city for years to come,” Vogel, head of the Ohio EPA, said Saturday.

    In a Saturday update on the removal of contaminated waste, DeWine said 20 truckloads of hazardous solid waste had been hauled away from the Ohio derailment site. Fifteen of those truckloads were disposed of at a licensed hazardous waste treatment and disposal facility in Michigan and five truckloads were returned to East Palestine.

    About 102,000 gallons of liquid waste and 4,500 cubic yards of solid waste remained Saturday in storage on site in East Palestine – not including the five truckloads returned, according to DeWine. Additional solid and liquid wastes are being generated as the cleanup progresses, he added.

    Dingell told CNN on Saturday that neither she nor Michigan Gov. Gretchen Whitmer were aware of plans for toxic waste to be delivered to disposal sites in her district.

    “I called everybody,” Dingell said. “Nobody had really been given a heads up that they were coming here.”

    Across the country, Texas Chief Executive Lina Hidalgo expressed frustration that she first learned about the expected water shipments to her state from the news media – not from a government agency or Texas Molecular, the company hired to dispose of the water.

    She added that although there’s no legal requirement for her office to be notified, “it doesn’t quite seem right.”

    Hidalgo said Texas Molecular told her office Thursday that half a million gallons of the water was already in the county and the shipments began arriving around last Wednesday.

    On Thursday, Texas Molecular told CNN it had been hired to dispose of potentially dangerous water from the Ohio train derailment. The company said they had experts with more than four decades of experience in managing water safely and that all shipments, so far, had come by truck for the entire trip.

    Hidalgo’s office had been seeking information about the disposal, including the chemical composition of the firefighting water, the precautions that were being taken, and why Harris County was the chosen site, she said.

    According to a Thursday news release from Ohio Emergency Management Agency, more than 1.7 million gallons of contaminated liquid had been removed from the immediate site of the derailment. Of that, more than 1.1 million gallons of “contaminated liquid” from East Palestine had been transported off-site, with the majority going to Texas Molecular and the rest going to a facility in Vickery, Ohio.

    CNN asked the Ohio agency the location of the remaining 581,500 gallons which had been “removed” but not “hauled off-site” and has yet to receive a response.

    Regarding the causes of the accident, a National Transportation Safety Board preliminary report found that one of the train’s cars carrying plastic pellets was heated by a hot axle that sparked the initial fire, said Jennifer Homendy, the chair of the safety board. So far, the investigation found the three crew members on board the train did not do anything wrong prior to the derailment, though the crash was “100% preventable,” she said.

    A winter storm dumped massive amounts of precipitation across southern California this weekend, including more than 6.5 feet of snow to Mountain High and more than 5 inches of rain to Cucamonga Canyon.

    The hefty snowfall totals included 5 feet to Snow Valley, 57 inches to Bear Mountain Snow Summit, 50 to 55 inches to Wrightwood Acorn Canyon, 45 inches to Green Valley Lake, 38 inches to Mount Baldy, and 36 inches to Lake Arrowhead, according to the National Weather Service in San Diego.

    In addition, heavy rainfall brought several inches of rain to the area, including more than 4 inches in Holy Jim Canyon, Lower Silverado Canyon and Henshaw Dam; more than three inches in La Jolla Amago, Costa Mesa, Mount Woodson and Carlsbad Airport; and more than two inches to John Wayne Airport, Escondido, San Bernardino and Temecula, according to the service’s 5-day rainfall reports.

    The precipitation came as a rare blizzard warning was in effect for parts of southern California and the Los Angeles region, spawning unfamiliar wintry conditions at higher elevations.

    The same storm system is moving east and is expected to produce a significant damaging wind event across the central US on Sunday. More than 20 million people are under the threat of severe storms Sunday from western Texas to Illinois, including Oklahoma City, Tulsa, Kansas City, Fort Worth, and St. Louis.

    Meanwhile, a new winter storm is set to bring more rain and snow to the western US, starting with the Pacific Northwest on Sunday.

    More than a foot of snow is possible with the system across the Sierras and Cascades. A second system will be right on the first’s heels, pushing inland across the Pacific Northwest tonight bringing even more snow.

    An additional 1 to 2 feet of snow is possible across the Cascades, Sierras, and Rockies through Tuesday. Isolated areas of the Sierras could see up to 3 feet.

    The snowstorms will create dangerous or impossible travel conditions across the western mountain ranges through the beginning of this week.
