    Arkansas Gov. Sarah Huckabee Sanders has signed a sweeping bill imposing a minimum age limit for social media usage, in the latest example of states taking more aggressive steps intended to protect teens online.

    But even as Sanders signed the bill into law on Wednesday afternoon, the legislation appeared to contain vast loopholes and exemptions benefiting companies that lobbied on the bill and raising questions about how much of the industry it truly covers.

    The legislation, known as the Social Media Safety Act and taking effect in September, is aimed at giving parents more control over their kids’ social media usage, according to lawmakers. It defines social media companies as any online forum that lets users create public profiles and interact with each other through digital content.

    It requires companies that operate those services to verify the ages of all new users and, if the users are under 18 years old, to obtain a parent’s consent before allowing them to create an account. To perform the age checks, the law relies on third-party companies to verify users’ personal information, such as a driver’s license or photo ID.

    “While social media can be a great tool and a wonderful resource, it can have a massive negative impact on our kids,” Sanders said at a press conference before signing the bill.

    Utah finalized a similar law last month, raising concerns among some users and advocacy groups that the legislation could make user data less secure, internet access less private and infringe upon younger users’ basic rights.

    The push by states to legislate on social media comes after years of mounting scrutiny of the industry and claims that it has harmed users’ well-being and mental health, particularly among teens.

    Despite its seemingly universal scope, however, the new law, also known as SB396, includes numerous carveouts for certain types of digital services and, in some cases, individual companies. And although its sponsors have said the law is specifically meant to apply to certain platforms, including TikTok, parts of the legislative language appear to result in the exact opposite effect.

    In the final days of negotiation over the bill, Arkansas lawmakers approved an amendment that created several categorical exemptions from the age verification requirements. Media companies that “exclusively” offer subscription content; social media platforms that permit users to “generate short video clips of dancing, voice overs, or other acts of entertainment”; and companies that “exclusively offer” video gaming-focused social networking features were exempted.

    Another amendment carved out companies that sell cloud storage services, business cybersecurity services or educational technology and that simultaneously derive less than 25% of their total revenue from running a social media platform.

    Sen. Tyler Dees, a lead co-sponsor of the legislation, explained in remarks on the Arkansas senate floor on April 6 that the exemptions and tweaks to the bill, some of which he said were made in consultation with Apple, Meta and Google, were intended to shield non-social media services from the bill’s age requirements and to focus attention on new accounts created by children, not existing adult accounts.

    “There’s other services that Google offers … like cloud storage, et cetera,” Dees said. “So that’s really the intent of carving out — like LinkedIn, that is a social – I’m sorry, that is a business networking site, and so that’s the intent of those bills.”

    Microsoft-owned LinkedIn is apparently exempt from SB396 under a provision that carves out companies that provide “career development opportunities, including professional networking, job skills, learning certifications, and job posting and application services.”

    Other lawmakers have questioned whether the legislation — which has now become law — exempts a giant of the social media industry: YouTube, whose auto-play features and algorithmic recommendation engine have been accused of promoting extremism and radicalizing viewers.

    The confusion over YouTube appears to stem from the carveout for businesses that offer cloud storage and that make less than 25% of their revenue from social media.

    What is unclear is whether YouTube is subject to SB396 because it is a distinct company within Google whose revenue comes almost entirely from operating a social media platform, or whether it is not covered because YouTube is a part of Google and Google is exempt because it derives only a small share of its revenues from YouTube.

    In response to questions by CNN, Dees said SB396 targets platforms including Facebook, Instagram and TikTok, but omitted any mention of Google and declined to answer whether YouTube specifically would be covered by the law.

    “The purpose of this bill was to empower parents and protect kids from social media platforms, like Facebook, Instagram, TikTok and Snapchat,” Dees said in a statement. “We worked with stakeholders to ensure that email, text messaging, video streaming, and networking websites were not covered by the bill.”

    In remarks at Wednesday’s bill signing, Sanders told reporters that Google and Amazon are exempted from the law, implying that YouTube will not be subject to the age verification requirements imposed on other major social media sites.

    Meanwhile, Dees’ statement appeared to contradict the language in SB396 that purports to exempt any company that “allows a user to generate short video clips of dancing, voice overs, or other acts of entertainment in which the primary purpose is not educational or informative” — content that can be commonly found on TikTok, Snapchat and the other social media platforms Deese named.

    According to Meta spokesperson, “We want teens to be safe online. We’ve developed more than 30 tools to support teens and families, including tools that let parents and teens work together to limit the amount of time teens spend on Instagram, and age-verification technology that helps teens have age-appropriate experiences.”

    Meta “automatically set teens’ accounts to private when they join Instagram, we’ve further restricted the options advertisers have to reach teens, as well as the information we use to show ads to teens… and we don’t allow content that promotes suicide, self-harm or eating disorders,” according to the spokesperson, who added: “We’ll continue to work closely with experts, policymakers and parents on these important issues.”

    Spokespeople for Snapchat, TikTok and YouTube didn’t immediately respond to a request for comment.

    When Colin McEvoy, a father of two from Bethlehem, Pennsylvania and a self-described film fanatic, wants to watch a Bollywood film or an obscure independent movie, he often turns to Netflix – but not its popular streaming service.

    McEvoy, 39, said he’s been using Netflix’s DVD-by-mail service since 2001, just three years after it launched.

    “I remember I was in high school when I first signed up for it, and the concept was so novel, I had to really convince my dad that it was a legit service and not some sort of Internet scam,” said McEvoy, who uses an old Xbox 360 to play his Netflix DVDs. “Now I have friends who’ve seen my red Netflix envelopes arrive in the mail, and either didn’t remember what they were or couldn’t believe that I still got the DVDs in the mail.”

    Now, McEvoy is one of the DVD-by-mail holdouts mourning the service’s imminent demise. On Tuesday, Netflix announced it will send out its final red envelope on September 29, 2023. marking an end to 25 years of mailing DVDs to members. The company will continue to accept returns of customers’ remaining DVDs until October 27.

    “I’ll be sad to see the service go,” McEvoy said.

    Introduced in 1998 when Netflix first launched, the service promised an easier rental experience than having to drive to the nearest Blockbuster or Hollywood Video. The red envelopes, which have long been synonymous with Netflix itself, littered homes and dorm rooms across the country. But in 2007, Netflix began streaming content online, and gradually shifted the focus away from its original DVD business.

    Today, the idea of receiving a DVD in the mail may sound almost as outdated as receiving a dial up CD, but some longtime customers told CNN they continued to find value in the DVD option, including for its selection, pricing and added perks.

    Brandon Cordy, a 41-year-old graphic designer from Atlanta, said he stuck with DVDs because many digital rentals don’t come with special features or audio commentaries.

    There are other factors, too. Michael Inouye, an analyst at ABI Research, said some consumers may still not have access to reliable or fast enough broadband connections, or simply prefer physical media to digital, much in the way that some audio enthusiasts still purchase and collect CDs and records. Other households may also own cars that still have DVD players inside.

    For Netflix, however, the offering has made less sense in recent years. “Our goal has always been to provide the best service for our members, but as the DVD business continues to shrink, that’s going to become increasingly difficult,” co-CEO Ted Sarandos wrote in a blog post this week.

    Shutting down its DVD business could help Netflix better focus resources as it expands into new markets such as gaming as well as live and interactive content. Its DVD business has also declined significantly in recent years. In 2021, Netflix’s non-streaming revenue – mostly attributable to DVDs – amounted to 0.6% of its revenue, or just over $182 million.

    The cost to operate its DVD business may also be a factor, especially as Netflix rethinks expenses broadly amid heightened streaming competition and broader economic uncertainty. “Moving plastic discs around costs far more money than streaming digital bits,” said Eric Schmitt, senior director analyst at Gartner Research. “Removing and replacing damaged and lost inventory are also cost considerations.”

    Even before Netflix announced the news this week, some longtime subscribers said they could see the writing on the wall.

    “The inventory of available titles, while still vast, had been contracting some over the years with some movies that were once available no longer being so,” Cordy said. “Turnaround times to get a new movie or movies also started to take longer, so I knew it was only a matter of time. But I didn’t want it to end if I could help it.”

    Other DVD subscribers are hoping there may still be a happy ending.

    On Wednesday, Bill Rouhana, the CEO of Chicken Soup for the Soul Entertainment – which owns DVD rental service Redbox – told The Hollywood Reporter he hopes to purchase Netflix’s DVD business. “I’d like to buy it… I wish Netflix would sell me that business instead of shutting it down,” he said. Redbox remains popular despite the shift in streaming, but took a hit during the pandemic because of the lack of new movies and TV shows to fill the boxes.

    A Netflix spokesperson told CNN it has no plans to sell the DVD business and declined to share how it plans to dispose of the discs. But Nick Maggio, a 43-year-old elementary school teacher from Valley Stream, New York, said he hopes the company will sell their individual titles library. “I know there are several titles I’d like to get my hands on,” he said.

    For now, at least, some DVD subscribers plan to focus on watching as many DVDs as they can before the service goes away.

    McEvoy, who also subscribes to Disney+, Hulu, the Criterion channel and Mubi, said he’s determined to finish seeing every film listed in the book “1001 Movies You Must See Before You Die” with the help of Netflix.

    “I absolutely would not have been able to find all of those movies if not for the Netflix DVD service,” he said. “I only have four movies left to go.”

    Google on Wednesday unveiled its latest lineup of hardware products, including its first foldable phone and a new tablet, as well as plans to roll out new AI features to its search engine and productivity tools.

    The updates, announced at its annual Google I/O developer conference, come as the company is simultaneously trying to push beyond its core advertising business with new devices while also racing to defend its search engine from the threat posed by a wave of new AI-powered tools.

    In a sign of where Google’s focus currently lies, the company spent more than 90 minutes teasing a long list of new AI features before mentioning hardware updates.

    Here’s what Google announced at the event.

    Google became the latest tech company to unveil a foldable smartphone. Like other foldables, the $1799 Pixel Fold features a vertical hinge that can be opened to reveal a tablet-like display. But Google calls the Fold the thinnest foldable on the market.

    “It took some clever engineering work redesigning components like our speakers, our battery and haptics,” said George Hwang, a product manager at Google, on a call ahead of the announcement. The company packed a Pixel phone into a less than 6 mm body – about two thirds of the thickness of its other Pixel phones.

    The Pixel Fold is very much a phone first: when it’s unfolded, it opens up into a 7.6-inch screen, and moves on Google’s custom-built 180-degree hinge. That hinge mechanism is moved out entirely from under the display to improve its dust resistance and decrease the device’s overall thickness, according to the company.

    The Google Fold includes features you’d find on a Pixel, such as long exposure, unblur, magic eraser, which lets users remove unwanted or distracting object. It also has Pixel Fold-specific tools such as dual-screen live translate, which lets a user communicate in another language with the help of fast audio and text translations on the outer screen.

    Google said it optimized its top apps to take advantage of the larger screen but “there’s still work to be done” because “optimizing for a new foldable form factor takes time,” Hwang said. “It’s a process that we’re committed to and it requires steep investment with our developer partners across Android,” Hwang added.

    Google is far from the first to embrace foldables, but it’s possible it waited to launch its own version until the technology became more advanced. Early versions of the Samsung Galaxy Z Fold, for example, had issues with the screen and most apps were not well optimized for the design.

    But even now, the future for foldables remains uncertain. Most apps are still not optimized for foldable devices; prices remain very high; and Google’s chief rival, Apple, has yet to embrace the option.

    Despite great consumer interest in foldable phones — and a resurgence in 90s-style flip phones among celebrities and TikTok influencers — the foldable market is relatively small, with Samsung dominating the category, followed by others including Motorola, Lenovo, Oppo, and Huawei. According to ABI Research, foldable and flexible displays made up about 0.7% of the smartphone market in 2021, and in 2022 expected to fall just shy of 2%.

    The Pixel Fold will be available in the US, UK, Germany and Japan. The company said the device will start shipping next month.

    A look at the Google's Pixel 7a lineup

    On the surface, the 7a looks similar to the Pixel 7 and 7 Pro, with the same pixel camera bar along the back. It comes with the typical advancements you’d expect to find with any smartphone upgrade – better display, advanced camera and longer-lasting battery. But the 7a now boasts a Tensor G2 processor and a TItan M2 security chip, which brings advanced processing and new artificial intelligence features. It also offers wireless charging for the first time on an A model.

    The Pixel lineup has long been known for its cameras, and the 7a is no exception. It’s packed with upgrades, including a 64-megapixel main camera – the largest sensor on a Pixel A series to date, which will help with improved image quality, low light performance and other features. It also offers a new 13-megapixel ultra-wide camera for capturing even wider shots and a new 13-megapixel front camera. For the first time, each camera enables 4K video.

    The 7a also supports many significant Pixel features, including unblur, magic eraser and an improved Night Sight that’s two times faster and sharper than its predecessor. It also allows users to capture long exposure and enhanced zoom.

    The Pixel comes in several colors, including charcoal, snow, sea and coral, and starts at $499 via the Google Store on May 10.

    The Pixel Series A line has long been aimed at the cost conscious who want good features at a reasonable price, but its reach is limited. Google sells between eight to 10 million of the Pixel devices each year, according to ABI Research.

    “Generally, the smartphones were really meant for Google to showcase how software, and now AI capabilities, could be effectively optimized on hardware and improve the Android user experience,” said David McQueen, an analyst at ABI Research. “Google has purposely kept volume sales limited as it also has to be mindful of its relationship with other smartphone manufacturers that use the Android OS.”

    The Google Pixel tablet

    While phones were a key focus at the event, Google also refreshed other parts of its hardware lineup.

    Google introduced the Pixel Tablet, which is intended for use around the house, from turning off the lights off in the house to setting the thermostat without getting off the couch.

    The tablet, which has rounded edges and corners, comes in three colors: porcelain, hazel and rose, and starts at $499. It will be available on June 20.

    Under the hood, the 11-inch tablet is powered by Google’s Tensor G2 chips, which bring long-lasting battery life and AI features to the device. It also offers a front-facing camera, an 8-megapixel rear camera, and a charging dock.

    Google is also moving forward with plans to bring AI chat features to its core search engine amid a renewed arms race over the technology in Silicon Valley.

    The company said it is introducing the next evolution of Google Search, which will use an AI-powered chatbot to answer questions “you never thought Search could answer” and to help get users the information they want quicker than ever.

    With the update, the look and feel of Google Search results will be noticeably different. When users type a query into the main search bar, they will automatically see a pop-up an AI-generated response in addition to displaying traditional results.

    Users can now sign up for the new Google Search, which will first launch in the United States, via the Google app or Chrome’s desktop browser. A limited number of users will have access to it in the weeks ahead, according to the company, before it scales upward.

    Google is expanding access to its existing chatbot Bard, which operates outside the search engine and can help users do tasks such as outline and write essay drafts, plan a friend’s baby shower, and get lunch ideas based on what’s in the fridge.

    The tool, which was previously available to early users via a waitlist only in the US, will soon be available for all users in 120 countries and 40 languages.

    Google is also launching extensions for Bard from its own services, such as Gmail, Sheets and Docs, allowing users to ask questions and collaborate with the chatbot within the apps they’re using.

    Google also announced PaLM 2, its latest large language model to rival ChatGPT-creator OpenAI’s GPT-4.

    The move marks a big step forward for the technology that powers the company’s AI products and promises to be better at logic, common sense reasoning and mathematics. It can also generate specialized code in different programming languages.

    The senior general in charge of US forces in the Middle East ordered that his command announce on Twitter that a senior al Qaeda leader had been targeted by an American drone strike in Syria earlier this month – despite not yet having confirmation of who was actually killed in the strike, according to multiple defense officials.

    Nearly three weeks later, US Central Command still does not know whether a civilian died instead, officials said. CENTCOM did not open a review of the incident, officially known as a civilian-casualty credibility assessment report, until May 15 – twelve days after the strike. That review is ongoing.

    One defense official with direct knowledge of the situation told CNN that some of CENTCOM Commander Gen. Erik Kurilla’s subordinates urged him to hold off on the tweet until there was more clarity on who was actually killed.

    Two other officials denied that, and said they were not aware of any staffers voicing consternation or disagreement with the announcement.

    Either way, the statement ultimately posted to Twitter from the official CENTCOM Twitter account did not identify the supposed senior al Qaeda leader, raising more questions about what had occurred.

    “At 11:42 am local Syrian time on 3 May, US Central Command Forces conducted a unilateral strike in Northwest Syria targeting a senior Al Qaeda leader,” the tweet read. “We will provide more information as operational details become available.”

    The tweet has not been taken down and CENTCOM has not tweeted about the strike again.

    The episode raises questions about how thoroughly CENTCOM has implemented the military’s civilian harm mitigation policy – a process for preventing, mitigating and responding to civilian casualties caused by US military operations.

    The policy was developed in 2022 after a botched US drone strike in Kabul killed 10 civilians in August 2021.

    Pentagon spokesman Brig. Gen. Pat Ryder said on Tuesday that Defense Secretary Lloyd Austin is “absolutely” confident in the Defense Department’s civilian harm mitigation efforts.

    “In terms of CENTCOM’s strike, as you know, they conducted that strike on the third of May. They are investigating the allegations of civilian casualties,” Ryder said at a Pentagon news briefing. “So, you know, I think our record speaks for itself in terms of how seriously we take these. Very few countries around the world do that. The secretary has complete confidence that we will continue to abide by the policies that we put into place.”

    CENTCOM acknowledged last week following a Washington Post report questioning the strike that the operation may have resulted in a civilian casualty and said in a statement that it was “investigating” the incident. The civilian casualty review was not launched until a week after the Post began presenting information to CENTCOM suggesting that the strike had killed a civilian.

    CENTCOM still has not opened a formal investigation into the strike, known as a 15-6 investigation, defense officials told CNN. The officials said the civilian casualty review first needs to determine that a noncombatant was indeed killed in the strike. Then, a commander needs to decide that there are other unanswered questions remaining about the operation that require a more thorough investigation. A 15-6 investigation was launched less than a week after the errant Kabul strike.

    Defense officials told CNN that in the immediate aftermath of the strike, Kurilla and his staff had high confidence that they had killed the senior al-Qaeda leader, though they declined to say why they were so convinced. But they also knew it would likely take a few days to confirm the person’s identity definitively. The US has no military footprint in northwest Syria, an area still recovering from the effects of a devastating earthquake.

    But as the days passed, CENTCOM still could not determine the identity of who they had killed. Some defense officials considered that a red flag, they told CNN.

    By May 8, CENTCOM still had not confirmed the person’s identity, and began receiving information from the Washington Post that raised questions about whether a civilian had been killed, defense officials said. The Post’s information led CENTCOM to open a review into the strike, and whether it had killed a civilian, on May 15.

    There is still some disagreement within the administration about the identity of the person killed, defense officials told CNN. Some intelligence officials continue to believe that the target of the strike was a member of al-Qaeda, even if he wasn’t a senior leader. But there is a growing belief inside the Pentagon that the man – identified by his family as Loutfi Hassan Mesto, a 56-year-old father of ten – was a farmer with no ties to terrorism.

    Mesto’s family told CNN that he had been out grazing his sheep when he was killed. Loutfi never left his village during the Syrian uprisings and did not support any political faction, his brother said.

    Mohamed Sajee, a distant relative living in Qurqaniya, also told CNN that Loutfi was never known to be in favor or against the Syrian regime.

    “It’s impossible that he was with al Qaeda, he doesn’t even have a beard,” he said.

    The Syrian Civil Defense, also known as the White Helmets, told CNN they arrived on the scene of the strike after being contacted on their local emergency number.

    “The team noticed only one crater caused by the missile, which was next to the man’s body,” the White Helmets said, also confirming that the man had been grazing his sheep.

    “When the team arrived, his wife, neighbors, and other people were at the location,” the group added.

    The White Helmets tweeted on May 3 that they had recovered the body of Mesto, who they described as “a civilian aged 60” who was killed in a missile strike while grazing sheep. CENTCOM was aware of the White Helmets’ tweet, officials said, but the group’s information was not considered solid enough yet to open a review.

    The May 3 incident bears a stunning similarity to another CENTCOM operation: a US drone strike in Kabul during the closing days of the withdrawal from Afghanistan, which killed 10 Afghan civilians, including 7 children. The Pentagon initially claimed it had eliminated an ISIS-K threat and defended the operation for weeks, with Joint Chiefs Chair Gen. Mark Milley going as far as to call it a “righteous” strike in a Pentagon briefing two days later.

    A suicide bombing at Kabul’s international airport three days earlier, which killed 13 US service members, had added pressure on CENTCOM to act against any potential threats, and officials believed at the time that another attack was imminent.

    Austin ultimately decided no one would be punished over the botched operation, even as he instructed Central Command and Special Operations Command to improve policies and procedures to prevent civilian harm more effectively.

    Austin committed to adjusting Defense Department policies to better protect civilians, even establishing a civilian protection center of excellence in 2022.

    “Leaders in this department should be held to account for high standards of conduct and leadership,” Austin said at the time.

    When thousands of Egyptians marched through the streets during the Arab Spring of 2011, they had a tool at their disposal that earlier social movements didn’t: Twitter.

    A key group of activists used the platform to form networks and organize protests against the authoritarian regime, while many more demonstrators used it to disseminate information and images from the ground for the rest of the world to see. Months later, organizers from the Occupy Wall Street movement took to Twitter to coordinate protests in New York and beyond.

    Twitter fostered public conversation around the Black Lives Matter movement after the 2014 police killing of Michael Brown in Ferguson, Missouri, and again after the 2020 police killing of George Floyd. It amplified #MeToo in the aftermath of the sexual assault allegations against Hollywood producer Harvey Weinstein, and catapulted other revolutionary movements around the world to global attention.

    “You can’t underestimate the impact of Twitter to social movements,” Amara Enyia, manager of policy and research for the Movement for Black Lives, told CNN.

    Twitter has often been heralded as a democratizing force, bringing previously marginalized voices to the forefront and giving the public a platform to demand accountability from leaders. (It has also enabled the spread of misinformation, extremist ideas and abusive content.)

    But since Elon Musk acquired Twitter last year and the platform plunged into chaos, some organizers and digital media experts have been bracing for the impact that his controversial policy changes and mass layoffs may have on social movements going forward.

    Though Twitter has often been referred to as a public square, some of Musk’s recent moves challenge that description.

    Through Twitter, organizers and political groups have had a level of direct access to policymakers and leaders that wouldn’t have been possible in person, said Rachel Kuo, an assistant professor of media and cinema studies at the University of Illinois, Urbana-Champaign. Verified activists were able to promote certain messages that the algorithm then pushed to the top of users’ feeds, organizers could launch campaigns that caught the attention of high-profile figures and the public could follow along for real-time updates.

    “There are now issues in how people see Twitter as a source of information and a source of political community,” said Kuo, whose research focuses on race, social movements and digital technologies. “It isn’t seen in the same way anymore.”

    Elon Musk's controversial policy changes at Twitter could have implications for social movements, some activists say.

    Musk upended traditional Twitter verification and turned it into a pay-for-play system, leading to the impersonation of government accounts and the spread of fake images. For organizers who opt not to pay the monthly subscription fee for a blue check, that also means a loss of credibility and visibility, Kuo added.

    Twitter, which has cut much of its public relations team under Musk, did not respond to a request for comment.

    Twitter’s role in information-sharing has been disrupted in other ways, too.

    The platform has been plagued by technical glitches after mass layoffs and departures at the company, frustrating many users. People have also reported that the “for you” timeline is showing them content they aren’t interested in.

    As a result of these issues and others, some are leaving Twitter altogether – more than 32 million users are projected to exit the platform in the two years following Musk’s takeover, according to a December 2022 forecast from the market research agency Insider Intelligence. (Twitter reported having 238 million monetizable daily active users last year before Musk acquired it.)

    With fewer people on Twitter, the platform becomes less centralized and the information landscape more fractured, said Sarah Aoun, a privacy and security researcher who works on cybersecurity for the Movement for Black Lives. That makes it harder for activists to connect, exchange tactics and build solidarity in the way they once did.

    Musk’s approach to content moderation has also made Twitter a more hostile environment, Aoun said. Twitter has never been a completely safe space for marginalized voices – women, people of color, LGBTQ people and other vulnerable groups have long been targets of online harassment and abuse – but reports from the Center for Countering Digital Hate and Anti-Defamation League indicate an increase in hate speech on the platform under Musk’s leadership. (Musk has previously pushed back at that characterization by focusing on a different metric.)

    Some are also disillusioned over Musk’s decision to reinstate users who were previously suspended for violating the platform’s rules, including former President Donald Trump and GOP Rep. Marjorie Taylor Greene.

    “The lack of verification, the mass exodus, the inability to coordinate the way that we used to be able to coordinate and the content moderation (gutting) makes it a very difficult platform to be on at the moment,” Aoun said.

    Musk has stepped back as Twitter’s CEO, a role now held by former NBCUniversal marketing executive Linda Yaccarino. But he will maintain significant control over the platform as the company’s owner, executive chairman and chief technology officer.

    The changes at Twitter have prompted some activists and organizers to reassess their relationships with the platform.

    Rich Wallace, executive director of the Chicago-based organization Equity and Transformation (EAT), said that previously, he used to see robust engagement on tweets about social injustice or racial inequity, whether it was from those who agreed with him or didn’t. Now, he finds that substantive posts barely get traction as opposed to tweets he considers more mundane.

    Wallace said his organization, which seeks to build social and economic equity for Black workers in the informal economy, still shares information about community events on Twitter, but the potential to find new allies or engage in meaningful conversation on the platform is largely a thing of the past.

    Twitter is no longer a space for education and community building that it once was, Wallace said. It’s a shift in how he once viewed the platform, but he isn’t especially concerned. For his organization, it simply means a re-emphasis on the grassroots, in-person work they were already doing.

    “As organizers, we’ve been creative in how we organize around barriers,” he said. “This is just one of the newer barriers that we have to assess and organize through.”

    As Kuo sees it, the ways that the changes at Twitter will affect organizing and activism will vary widely. Hyperlocal community organizers or those who work with populations that don’t speak English aren’t typically using Twitter in their day-to-day work, and so the recent shifts likely won’t affect them drastically. But she predicts that mid-to-large nonprofit organizations with communications staff might be rethinking their strategy on the platform.

    “It’s very dependent on organizational structure, form, strategies for change and political vision,” Kuo said.

    Enyia said that on a personal level, she finds that she’s engaging with people on Twitter less often and moreso using the platform to keep up with news. But in her advocacy work with the Movement for Black Lives, it remains an important tool.

    “For us, its utility is in the fact that it creates more access points to our policy platform, to the issues that we’re advocating on,” she said. “And in that regard, it’s still very, very useful.”

    When Musk first took over Twitter, some organizers and activists flocked to other alternatives, such as Mastodon or Bluesky (an app backed by Twitter co-founder and former CEO Jack Dorsey).

    Neither appears to be fulfilling the same purpose that Twitter once did, Aoun and others said. Mastodon and Bluesky are decentralized and fewer people are using them, making it more difficult to build community. And while their numbers are growing, they’re still far smaller than Twitter.

    The Bluesky app is seen on a phone and laptop in June 2023.

    In the case of Mastodon, there are privacy and security issues that concern some activists. Because the social network allows users to join different servers run by various groups and individuals, Aoun said “the privacy, security and content moderation is basically as good as the person behind the server.” Twitter – at least before Musk took over – had dedicated privacy and security teams, offering more transparency about how their systems worked.

    Some activists are using popular social networks such as Instagram and TikTok, but the visual nature of those platforms versus the text-based medium of Twitter changes how people are able to interact and engage with each other, Kuo said.

    Twitter has been an incredibly powerful tool for social movements, Enyia said. But ultimately, the platform is just that – a tool.

    “There is no panacea for just the nuts and bolts work that it takes to meet people, to engage people, to organize and talk to people,” Enyia said. “So even if we recognize that social media is a tool, we don’t put all of our eggs in that basket.”

    Social media platforms come and go, and the same could happen to Twitter. So while Enyia’s organization continues to use the platform for its own ends, it’s prepared for a reality in which Twitter is less relevant.

    “We have to stay on top of it to make sure that the tools are serving their purpose as it relates to our work,” Enyia said. “But then we have to be ready to evolve or to move on or to adapt to different tools when it becomes clear that that’s the direction we have to go.”

    As demand for greater transparency in artificial intelligence mounts, Meta released tools and information Thursday aimed at helping users understand how AI influences what they see on its apps.

    The social media giant introduced nearly two dozen explainers focused on various features of its platforms, such as Instagram Stories and Facebook’s news feed. These describe how Meta selects what content to recommend to users.

    The description and disclosures came in the face of looming legislation around the world that may soon impose concrete disclosure requirements on companies that use AI technology.

    Meta’s so-called “system cards” cover how the company determines which accounts to present to users as recommended follows on Facebook and Instagram, how the company’s search tools function and how notifications work.

    For example, the system card devoted to Instagram’s search function describes how the app gathers all relevant search results in response to a user’s query, scores each result based on the user’s past interactions with the app and then applies “additional filters” and “integrity processes” to narrow the list before finally presenting it to the user.

    Meta’s president of global affairs, Nick Clegg, tied the company’s new disclosures to a global debate about the potential dangers of artificial intelligence that range from the spread of misinformation to a rise in AI-enabled fraud and scams.

    “With rapid advances taking place with powerful technologies like generative AI, it’s understandable that people are both excited by the possibilities and concerned about the risks,” Clegg wrote in a blog post Thursday. “We believe that the best way to respond to those concerns is with openness.”

    A longer blog post describing how Facebook content ranking works, meanwhile, identifies detailed factors that go into determining what information the platform presents first.

    Those factors include whether a post has been flagged by a third-party fact checker, how engaging the account that posted the material may be, and whether you may have interacted with the account in the past.

    Meta’s new explainers coincide with the release of new tools for users to tailor the company’s algorithms, including the ability to tell Instagram to supply more of a certain type of content. Previously, Meta had only offered the ability for users to tell Instagram to show less, not more, Clegg wrote.

    On both Facebook and Instagram, he added, users will now be able to customize their feeds further by accessing a menu from individual posts.

    Finally, he said, Meta will be making it easier for researchers to study its platforms by providing a content library and an application programming interface (API) featuring a variety of content from Facebook and Instagram.

    Meta’s announcement comes as European lawmakers have swiftly advanced legislation that would create new requirements for explanation and transparency for companies that use artificial intelligence, and as US lawmakers have said they hope to begin working on similar legislation later this year.

    When Elon Musk took over Twitter in October and began upending the platform, there weren’t many viable alternatives for frustrated users. Now, there may be too many.

    A growing number of services have launched or gained traction in recent months by appealing to users who are uncomfortable with Musk’s decisions to slash Twitter’s staff, overhaul the verification process, reinstate numerous incendiary accounts and most recently impose temporary read limits on tweets.

    Bluesky, Mastodon and Spill are among the many social apps vying for users over the last several months, with services that look and feel strikingly similar to Twitter. But now this increasingly crowded marketplace may be disrupted by the most dominant social media company: Meta.

    Meta’s Twitter clone, Threads, launched Wednesday and amassed more than 70 million sign-ups as of Friday morning thanks to a decision to tie the app to Instagram. Its user base is already far more than newer rivals and puts Threads on pace to rapidly catch up to Twitter, which had 238 million active users last year before Musk took the company private.

    In interviews, some other Twitter competitors took jabs at Meta’s effort and expressed confidence in their ability to grow and maintain an audience, even if it ends up being much smaller than what Mark Zuckerberg’s company can attract.

    “Threads leans heavily on celebrities and people with large Instagram followings, and therefore risks being more of a megaphone for the established, rather than something for everyone,” Sarah Oh, a former Twitter employee and founder of rival app T2, told CNN in an email.

    Spill co-founder and CEO Alphonzo Terrell said the company is “thrilled to see so much innovation in the social space” and remains “confident in our roadmap.”

    Here’s what you should know about the current crop of services trying to take on Twitter.

    Threads is Meta’s long-anticipated answer to Twitter and the biggest threat to the social network Musk bought for $44 billion. Threads is intended to offer a space for real-time conversations online, a function that has long been Twitter’s core selling point, and it’s doing so in part by adoption many of Twitter’s most recognizable features.

    The app has already attracted a long list of celebrities, brands and other VIP users, as well as many who clearly appear to be frustrated with Musk’s Twitter. And Zuckerberg isn’t just looking to catch up to Twitter; he wants to build a service that’s far larger.

    “It’ll take some time, but I think there should be a public conversations app with 1 billion+ people on it. Twitter has had the opportunity to do this but hasn’t nailed it,” Zuckerberg wrote on Threads. “Hopefully we will.”

    Launched by former Twitter employees, Spill says it strives to be a “visual conversation at the speed of culture.”

    The site is visual heavy and pushes GIFs, memes and video, making it more of a destination for creative communities. Spill has also emerged as a haven for Black Twitter users and marginalized communities seeking a safe space online.

    While the traction for Threads was unique, Spill has gained recently, too. Last weekend, amid renewed chaos at Twitter over the read limits, Spill gained “hundreds of thousands of new users,” according to Terrell, the CEO.

    T2, another service created by former Twitter employees, offers a social feed of posts with 280-character limits. The key selling point that sets it apart from others is its focus on safety, according to Oh, the founder.

    “We really do want to create an experience that allows people to share what they want to share without fearing risk of things like abuse and harassment, and we feel like we’re really well positioned to deliver on that,” Oh told CNN in February.

    In a statement this week, Oh doubled down on safety as a possible differentiator with Threads as well, raising the question of whether Meta had “learned from their past mistakes” after years of scrutiny on its struggles to police its own platforms.

    Bluesky, a service backed by Twitter co-founder Jack Dorsey, looks identical to Twitter, with one key difference. The app runs on a decentralized network, which provides users more control over how the service is run, the data is stored, and the content is moderated.

    Bluesky was formed independently of Twitter while Dorsey was serving as CEO but it was funded by the company until it became an independent organization in February 2022. In a tweet introducing the idea in 2019, Dorsey said it also plans to “build an open community around it, inclusive of companies & organizations, researchers, civil society leaders,” but warned “this isn’t going to happen overnight.”

    This week, Dorsey appeared to acknowledge that the market is now flooded with “Twitter clones.”

    Also built on decentralized networks, Mastodon launched before Musk took over Twitter but skyrocketed in popularity after the acquisition.

    Mastodon lets users join a slew of different servers run by various groups and individuals, rather than one central platform controlled by a single company like Twitter or Instagram. Mastodon is also free of ads. It’s developed by a nonprofit run by Eugen Rochko, who created Mastodon in 2016.

    After joining, users pick a server, with options from general-interest servers such as mastodon.world; regional servers like sfba.social, which is aimed at people in the San Francisco Bay Area; and ones aimed at various interests (many servers review new sign-ups before approving them.)

    Launched publicly in June 2022, Cohost offers a text-based social media feed with followers, reposts, likes and comments, similar to Twitter. However, the product is chronologically based with no ads, no trending topics and no displayed interactions (think hidden like counts and follower lists).

    Part of Cohost’s goal is to create a less hostile space for open dialogue, according to the website.

    “People who hear ‘Facebook has a Twitter replacement now!’ and don’t immediately run for the hills are unlikely to be interested in anything we’re doing,” said Jae Kaplan, co-founder of anti-software software club, the company that develops cohost. “We’re in separate market niches. I doubt they’re going to do anything to try and appeal to our users, and we’re not going to do anything to try and appeal to their users.”

    Meta’s Twitter rival app Threads on Tuesday rolled out its first major batch of updates since its launch two weeks ago as it works to maintain momentum.

    The new features include a translation button and a tab on users’ activity feed dedicated to showing who’s followed them, according to a post from Cameron Roth, a software engineer working on Threads.

    All new features should be available to iOS Threads users by the end of Tuesday, Roth said.

    Threads users have been clamoring for updates since its launch. The new app attracted over 100 million user sign-ups in less than a week, but it still lacks many of the features popular on Twitter and other platforms, including direct messaging and a robust search function.

    User engagement on Threads has dipped since its first week, according to web traffic analysis firm Similarweb. And Meta executives have teased plans to improve the app in hopes of getting users to keep coming back.

    “Early growth was off the charts, but more importantly 10s of millions of people now come back daily … The focus for the rest of the year is improving the basics and retention,” Meta CEO Mark Zuckerberg said in a Threads post Monday.

    Tuesday’s updates also include the ability to subscribe and receive notifications from accounts a user doesn’t follow and a “+” button that lets users follow new accounts from the replies on a post, as well as bug fixes and other improvements.

    Instagram head Adam Mosseri, who is overseeing Threads, has also hinted at plans to introduce a desktop version of the app as well as a feed of only accounts a user follows and an edit button.

    Meta has begun to remove news content from Facebook and Instagram in Canada, the social media giant said Tuesday, in response to recently passed legislation in the country that requires tech companies to negotiate payments to news organizations for hosting their content.

    As a result of the move — which Meta had previously said would occur before the law takes effect — Meta’s Canadian users will no longer be able to click on links to news articles posted to Facebook and Instagram.

    The changes began Tuesday and will roll out gradually over the coming weeks, said Meta spokesperson Andy Stone.

    The decision comes amid a global debate over the relationship between news organizations and social media companies about the value of news content, and who gets to benefit from it.

    Google has also announced that it plans to remove news content from its platforms in Canada when the law takes effect, which could happen by December.

    The Canadian legislation, known as Bill C-18, was given final approval in June. It aims to support the sustainability of news organizations by regulating “digital news intermediaries with a view to enhancing fairness in the Canadian digital news marketplace.”

    It comes after the passage of a 2021 Australian law that the tech platforms initially opposed by warning it would similarly force them to remove news content. Since then, the platforms have reached voluntary agreements with a range of news outlets in that country.

    Like-minded proposals have been introduced around the world amid allegations that the tech industry has decimated local journalism by sucking away billions in online advertising revenues.

    In May, Meta also threatened to remove news content from California if the state moved ahead with a revenue-sharing bill. The legislation was put on hold last month.

    And at the federal level, the US Senate in June advanced a bill that would grant news organizations the ability to jointly negotiate for a greater share of advertising revenues against online platforms, thanks to a proposed antitrust exemption for publishers and broadcasters.

    In a blog post Tuesday, Meta said the Canadian legislation “misrepresents the value news outlets receive when choosing to use our platforms.”

    “The legislation is based on the incorrect premise that Meta benefits unfairly from news content shared on our platforms, when the reverse is true,” the blog post said. “News outlets voluntarily share content on Facebook and Instagram to expand their audiences and help their bottom line.”

    Canadian users of Meta’s platforms will still be able to access news content online by visiting news outlets’ websites directly or by signing up for their subscriptions and apps.
