    Pope Francis wearing a massive, white puffer coat. Elon Musk walking hand-in-hand with rival GM CEO Mary Barra. Former President Donald Trump being detained by police in dramatic fashion.

    None of these things actually happened, but AI-generated images depicting them did go viral online over the past week.

    The images ranged from obviously fake to, in some cases, compellingly real, and they fooled some social media users. Model and TV personality Chrissy Teigen, for example, tweeted that she thought the pope’s puffer coat was real, saying, “didn’t give it a second thought. no way am I surviving the future of technology.” The images also sparked a slew of headlines, as news organizations rushed to debunk the false images, especially those of Trump, who was ultimately indicted by a Manhattan grand jury on Thursday but has not been arrested.

    The situation demonstrates a new online reality: the rise of a new crop of buzzy artificial intelligence tools has made it cheaper and easier than ever to create realistic images, as well as audio and videos. And these images are likely to pop up with increasing frequency on social media.

    While these AI tools may enable new means of expressing creativity, the spread of computer-generated media also threatens to further pollute the information ecosystem. That risks adding to the challenges for users, news organizations and social media platforms to vet what’s real, after years of grappling with online misinformation featuring far less sophisticated visuals. There are also concerns that AI-generated images could be used for harassment, or to further drive divided internet users apart.

    “I worry that it will sort of get to a point where there will be so much fake, highly realistic content online that most people will just go with their tribal instincts as a guide to what they think is real, more than actually informed opinions based on verified evidence,” said Henry Ajder, a synthethic media expert who works as an advisor to companies and government agencies, including Meta Reality Labs’ European Advisory Council.

    Images, compared to the AI-generated text that has also recently proliferated thanks to tools like ChatGPT, can be especially powerful in provoking emotions when people view them, said Claire Leibowicz, head of AI and media integrity at the Partnership on AI, a nonprofit industry group. That can make it harder for people to slow down and evaluate whether what they’re looking at is real or fake.

    What’s more, coordinated bad actors could eventually attempt to create fake content in bulk — or suggest that real content is computer-generated — in order to confuse internet users and provoke certain behaviors.

    “The paranoia of an impending Trump … potential arrest created a really useful case study in understanding what the potential implications are, and I think we’re very lucky that things did not go south,” said Ben Decker, CEO of threat intelligence group Memetica. “Because if more people had had that idea en masse, in a coordinated fashion, I think there’s a universe where we could start to see the online to offline effects.”

    Computer-generated image technology has improved rapidly in recent years, from the photoshopped image of a shark swimming through a flooded highway that has been repeatedly shared during natural disasters to the websites that four years ago began churning out mostly unconvincing fake photos of non-existent people.

    Many of the recent viral AI-generated images were created by a tool called Midjourney, a less than year-old platform that allows users to create images based on short text prompts. On its website, Midjourney describes itself as “a small self-funded team,” with just 11 full-time staff members.

    A cursory glance at a Facebook page popular among Midjourney users reveals AI-generated images of a seemingly inebriated Pope Francis, elderly versions of Elvis and Kurt Cobain, Musk in a robotic Tesla bodysuit and many creepy animal creations. And that’s just from the past few days.

    Midjourney has emerged as a popular tool for users to create AI-generated images.

    The latest version of Midjourney is only available to a select number of paid users, Midjourney CEO David Holz told CNN in an email Friday. Midjourney this week paused access to the free trial of its earlier versions due to “extraordinary demand and trial abuse,” according to a Discord post from Holz, but he told CNN it was unrelated to the viral images. The creator of the Trump arrest images also claimed he was banned from the site.

    The rules page on the company’s Discord site asks users: “Don’t use our tools to make images that could inflame, upset, or cause drama. That includes gore and adult content.”

    “Moderation is hard and we’ll be shipping improved systems soon,” Holz told CNN. “We’re taking lots of feedback and ideas from experts and the community and are trying to be really thoughtful.”

    In most cases, the creators of the recent viral images don’t appear to have been acting malevolently. The Trump arrest images were created by the founder of the online investigative journalism outlet Bellingcat, who clearly labeled them as his fabrications, even if other social media users weren’t as discerning.

    There are efforts by platforms, AI technology companies and industry groups to improve the transparency around when a piece of content is generated by a computer.

    Platforms including Meta’s Facebook and Instagram, Twitter and YouTube have policies restricting or prohibiting the sharing of manipulated media that could mislead users. But as use of AI-generated technologies grows, even such policies could threaten to undermine user trust. If, for example, a fake image accidentally slipped through a platform’s detection system, “it could give people false confidence,” Ajder said. “They’ll say, ‘there’s a detection system that says it’s real, so it must be real.’”

    Work is also underway on technical solutions that would, for example, watermark an AI-generated image or include a transparent label in an image’s metadata, so anyone viewing it across the internet would know it was created by a computer. The Partnership on AI has developed a set of standard, responsible practices for synthetic media along with partners like ChatGPT-creator OpenAI, TikTok, Adobe, Bumble and the BBC, which includes recommendations such as how to disclose an image was AI-generated and how companies can share data around such images.

    “The idea is that these institutions are all committed to disclosure, consent and transparency,” Leibowicz said.

    A group of tech leaders, including Musk and Apple co-founder Steve Wozniak, this week wrote an open letter calling for artificial intelligence labs to stop the training of the most powerful AI systems for at least six months, citing “profound risks to society and humanity.” Still, it’s not clear whether any labs will take such a step. And as the technology rapidly improves and becomes accessible beyond a relatively small group of corporations committed to responsible practices, lawmakers may need to get involved, Ajder said.

    “This new age of AI can’t be held in the hands of a few massive companies getting rich off of these tools, we need to democratize this technology,” he said. “At the same time, there are also very real and legitimate concerns of having a radical open approach where you just open source a tool or have very minimal restrictions on its use is going to lead to a massive scaling of harm … and I think legislation will probably play a role in reigning in some of the more radically open models.”

    A group of states that sued to break up Facebook-parent Meta in 2020 were years too late to file their challenge and failed to make a persuasive case that the company’s data policies harmed competition, a federal appeals court ruled Thursday in a sweeping victory for the tech giant.

    In siding with Meta, the decision by a three-judge panel of the US Court of Appeals for the DC Circuit upheld a lower-court decision tossing out the suit initially filed by New York and dozens of other states.

    The decision is a blow to regulators who have cited Meta as a prime example of the way tech giants have allegedly abused their dominance. And it casts a shadow over a parallel antitrust case against Meta that was brought by the Federal Trade Commission at around the same time.

    The states’ original complaint had sought to unwind Meta’s past acquisitions of Instagram and WhatsApp, accusing the company of a “buy-or-bury” approach that violated antitrust laws.

    In 2021, a federal judge dismissed the complaint, saying that the lawsuit came long after the acquisitions had been completed in 2012 and 2014. Thursday’s appellate decision agreed.

    “An injunction breaking up Facebook, ordering it to divest itself of Instagram and WhatsApp under court supervision, would have severe consequences, consequences that would not have existed if the States had timely brought their suit and prevailed,” wrote Senior Circuit Judge Raymond Randolph.

    In addition, Randolph wrote, state allegations claiming that Meta’s — then Facebook’s — policies placing restrictions on app developers were anticompetitive didn’t hold up.

    The policies in question, Randolph wrote, simply told app developers they could not use Facebook’s platform “to duplicate Facebook’s core products,” and did not rise to the level of an antitrust violation under federal law.

    Although the states argued that Facebook’s policies at the time — which have since been removed — discouraged innovation by the company’s rivals, the complaint failed to establish how widely the policies affected Facebook’s third-party developers.

    “The States thus have not adequately alleged that this policy substantially foreclosed Facebook’s competitors, giving us an additional reason to reject their exclusive dealing theory,” the court held.

    A spokesperson for New York Attorney General Letitia James didn’t immediately respond to a request for comment.

    In a statement, Meta said the state’s case reflected a mischaracterization of “the vibrant competitive ecosystem in which we operate.”

    “In affirming the dismissal of this case, the court noted that this enforcement action was ‘odd’ because we compete in an industry that is experiencing ‘rapid growth and innovation with no end in sight,’ Meta said. “Moving forward, Meta will defend itself vigorously against the FTC’s distortion of antitrust laws and attacks on an American success story that are contrary to the interests of people and businesses who value our services.”

    In spite of Thursday’s decision, Meta must still face a similar lawsuit by the FTC, which also seeks to break up the company in connection with its Instagram and WhatsApp acquisitions.

    Last year, the same federal judge who dismissed the state suit, James Boasberg, allowed the federal suit to proceed. Boasberg had tossed out the FTC suit as well in 2021, saying the agency had failed to make an initial showing that Meta holds a monopoly in personal social networking. But he permitted the FTC to re-file its complaint with changes.

    Elon Musk on Thursday said he’s found a new CEO to take over Twitter, months after he first promised to step back from the role.

    The new CEO will assume the role at Twitter Inc., which recently changed its name to X Corp., in the coming weeks, Musk said. He did not provide a name.

    “Excited to announce that I’ve a new CEO for X/Twitter. She will be starting in ~6 weeks!” Musk said in a tweet.

    Musk, who has had a chaotic reign as “Chief Twit” since buying the company in October, said he will become Twitter’s executive chair and chief technology officer, overseeing product, software and system operations.

    In December, Musk ran a poll on the platform asking users whether he should step back as Twitter’s CEO, which ended with the majority of users voting in the affirmative. Musk said he would abide by the results of the poll but later backtracked, saying he would hand over the role “as soon as I find someone foolish enough to take the job!” In February, he reiterated that he planned to find a replacement by the end of the year.

    Musk has faced criticism for a series of policy changes at Twitter, which often came without clear justification and raised concerns about the impact on Twitter’s users.

    He has also been attempting to convince advertisers to rejoin the platform, after many fled over concerns about hateful conduct on the platform, Twitter’s mass layoffs or questions about the company’s future. At the same time, he has been trying to sell users on a new paid subscription platform that includes the ability to pay for a blue verification check mark, but appears to have limited traction so far.

    Musk — who runs or is involved in numerous other companies, including Tesla

    — has also faced criticism from Tesla

    shareholders concerned that he is distracted by Twitter.

    Musk recently said that Twitter is now “trending to breakeven,” after previously saying it was at risk of bankruptcy. Now, the company’s new CEO will be tasked with trying to help turn around the struggling company and help Musk recoup some of the $44 billion spent acquiring the platform.

    Even as Musk prepares to step back from the CEO role, he will likely maintain significant control over the future direction of the company. After taking over the company in October, Musk cleared out the C-Suite, dissolved the board and became both the CEO and sole director of the platform.

    From the halls of Congress to the dark corners of the internet, charged and violent rhetoric is echoing among some Donald Trump sympathizers ahead of the former president’s appearance in a Miami court on Tuesday

    FBI special agents across the country assigned to domestic terrorism squads are actively working to identify any possible threats, four law enforcement sources told CNN, following Trump’s second indictment.

    So far, the FBI is aware of various groups like the Proud Boys discussing traveling to south Florida to publicly show support for Trump, sources said, but there is currently no indication of any specific and credible threat.

    “We have now reached a war phase,” Rep. Andy Biggs, an Arizona Republican and prominent supporter of Trump’s election denialism, tweeted Friday. “Eye for an eye.” Biggs’ office later said his comment was a call for the GOP to “step up and use their procedural tools” to counter “the Left’s weaponization of our federal law enforcement apparatus.”

    Speaking at a Republican event in Georgia on Friday night, Kari Lake, who unsuccessfully ran for governor of Arizona last year and is still spreading falsehoods about that election, said: “If you want to get to President Trump, you’re going to have to go through me and 75 million Americans just like me.”

    “And I’m going to tell you, most of us are card-carrying members of the NRA,” she said to applause, adding, “That’s not a threat, that’s a public service announcement.”

    On some pro-Trump forums, anonymous users were less circumspect. “MAGA will make Waco look like a tea party!” one user posted Friday in an apparent reference to the April 1993 Waco, Texas siege that left 76 people dead.

    On Trump’s social media platform, Truth Social, one anonymous user posted Thursday, “This is a Declaration of War against the American People. It is time We The People exercise our 2nd Amendment rights and burn the corruption out of DC.”

    The former president himself has been posting frequently on Truth Social throughout the weekend. “SEE YOU IN MIAMI ON TUESDAY!!!” he posted Friday.

    Still, at least on public social media forums, there doesn’t appear to be a mass online mobilization effort for people to gather people in Miami this week like there was in the lead-up to the events in Washington, DC, on January 6, 2021.

    However some prominent right-wing figures are calling for Trump supporters to protest in Miami on Tuesday.

    One influential right-wing activist in Florida who has almost half a million followers on Twitter is promoting a flag-waving event outside Trump’s golf course in Doral on Monday and a protest the following day against the “weaponization of government” outside the Wilkie D. Ferguson Jr. Courthouse, where the former president is set to appear.

    Some Trump supporters online have stressed the need for protests to remain peaceful and some have said they will not demonstrate in Miami on Tuesday, fearing it could be a trap. This is an extension of the false belief held by some that the January 6 attack on the US Capitol was a set-up designed to incriminate supporters of the former president.

    But at least one person who has served prison time for his role in the January 6 riot said he will be in Miami to protest on Tuesday.

    Anthime Gionet, a prominent online streamer better known by his moniker “Baked Alaska,” plead guilty to unlawfully protesting after he livestreamed himself breaching the Capitol in a nearly 30-minute video that showed him encouraging others in the mob to enter the building.

    Gionet served a two month sentence and was released at the end of March, according to federal records.

    On Friday, he lamented Trump’s latest indictment in a livestream outside Mar-a-Lago. During the livestream, Gionet said he and another person who was with him outside Mar-a-Lago would both be in Miami on Tuesday. The other person is heard on the stream responding, “we weren’t supposed to talk about that.” Gionet replied, “I know but it leaked so f*** it.”

    The exchange may be illustrative of the shifting ways people use the internet to organize – something that has proven to be a challenge for law enforcement.

    While much of the planning for January 6, 2021, attack on the US Capitol was done on public forums that could be read by anyone, a lot of that communication has since shifted to private channels, experts say.

    The secretive nature of many private forums has caused federal agents working domestic terrorism matters to place greater emphasis on recruiting informants who can report on potential threats discussed online among extremists, law enforcement sources told CNN.

    But even messages posted publicly cannot be accessed by investigators without lawful investigative purposes. The FBI’s own investigative guidelines limit what material can be accessed by agents and analysts, even when it is in the public domain. These policies prevent FBI employees from trawling the internet looking for concerning material, unless a formal assessment or investigation has been authorized and opened.

    The FBI’s investigative efforts to identify possible threats include querying existing confidential human informants reporting on domestic terrorism issues for any indication of potential threats, sources said.

    In addition to working their informant networks, FBI agents and analysts are reviewing publicly available online platforms frequented by domestic extremists for any indication of plans for violence.

    Ben Decker, CEO of Memetica, a threat intelligence company, told CNN on Sunday, “Given the robust and successful grassroots architecture of right-wing culture war campaigns and anti-Pride protests this month, there are concerns that many of these in-person rally groups could pivot directly into more Trump-themed protests around the country over the coming days.”

    But, at this point, Daniel J. Jones, the president of Advance Democracy, a non-profit that conducts public interest research, told CNN that his group had not identified “what we would assess to be specific and credible plans for violence yet.”

    “However,” he added ,”as we saw during the events of January 6, it’s Trump’s statements that drive the online rhetoric and real-world violence. As such, much depends on what Trump says of his perceived opponents, as well as what he asks of his supporters, in the days ahead.”

    Juliette Kayyem, a CNN national security analyst and a former assistant secretary at the Department of Homeland Security, echoed this concern. “We know how incitement to violence works. It is nurtured from the top and given license to spread by leaders. They don’t have to direct it to one place or time. They can simply unleash it, knowing full well that someone may become emboldened to act,” she said.

    Last month, the Department of Homeland Security issued a nationwide bulletin indicating the country “remains in a heightened threat environment,” warning that individuals “motivated by a range of ideological beliefs and personal grievances continue to pose a persistent and lethal threat to the homeland.”

    DHS analysts indicated the motivating factors that could incite extremists to violence include perception about the integrity of the 2024 election cycle, and, while not specifically citing Trump’s legal woes, also pointed to “judicial decisions” in their list of grievances among extremist groups.

    Ahead of Trump’s Tuesday court appearance, law enforcement will continue to remain on alert.

    “We do not want a repeat of [the January 6] violence,” one senior FBI source said.

    Twitter is threatening Meta with a lawsuit after the blockbuster launch of Meta’s new Twitter rival, Threads — in perhaps the clearest sign yet that Twitter views the app as a competitive threat.

    On Wednesday, an attorney representing Twitter sent Meta CEO Mark Zuckerberg a letter that accused the company of trade secret theft through the hiring of former Twitter employees.

    The letter was first reported by Semafor. A person familiar with the matter confirmed the letter’s authenticity to CNN.

    The letter by Alex Spiro, an outside lawyer for Twitter owner Elon Musk, alleged that Meta had engaged in “systematic, willful, and unlawful misappropriation of Twitter’s trade secrets and other intellectual property.”

    In response to reports on the letter, Musk tweeted: “Competition is fine, cheating is not.”

    The letter goes on to say that Meta hired former Twitter employees who “have improperly retained Twitter documents and electronic devices” and that Meta “deliberately” involved these employees in developing Threads.

    “Twitter intends to strictly enforce its intellectual property rights,” Spiro continued, “and demands that Meta take immediate steps to stop using any Twitter trade secrets or other highly confidential information.”

    Meta spokesperson Andy Stone flatly dismissed the letter. “No one on the Threads engineering team is a former Twitter employee — that’s just not a thing,” he said on Threads.

    In the months since Musk acquired Twitter for $44 billion, the social network has been challenged by a growing number of smaller microblogging platforms, such as the decentralized social network Mastodon and Bluesky, an alternative backed by former Twitter CEO Jack Dorsey. But Twitter has not threatened either with litigation.

    Unlike some Twitter rivals, Threads has experienced rapid growth, with Zuckerberg reporting 30 million user sign-ups in the app’s first day. As of Thursday afternoon, Threads was the number-one free app on the iOS App Store.

    The legal threat may not necessarily lead to litigation but it could be part of a strategy to slow down Meta, said Carl Tobias, a law professor at the University of Richmond.

    “Sometimes lawyers, they threaten but don’t follow through. Or they see how far they can go. That may be the case, but I don’t know that for sure,” Tobias told CNN. He added: “There may be some value to tying it up in litigation and complicating life for Meta.”

    Google is working to fix false contact information for some major airlines on Google Maps after a Twitter user found a phone number actually connected callers to scammers.

    Phone numbers appeared to be altered on Google Maps listings for multiple airlines’ locations at John F Kennedy and LaGuardia airports in New York. Impacted airlines included Delta, American, Southwest and Qantas, the user claimed in a widely viewed post.

    The Twitter user detailed his experience trying to contact Delta after a canceled flight left him googling for a help line to rebook. After calling the listed number, he got a call back from what seemed to be a Delta customer service agent – but from a line with a French country code.

    “By providing him with my confirmation number and name, he was able to look up my trip information on Delta. He found [an] alternative flight from Newark, leaving later in the evening. But he needed me to confirm,” Shmuli Evers posted on Sunday.

    Sensing something was off, Evers ended the conversation. “He tried to text me after that, and he tried his best for so long to help me get on a flight… He wanted me to pay him 5 times the price of the original ticket cost.”

    Scammers looking to trick unsuspecting customers are able to edit phone numbers of major companies’ local business listings on Google results, an issue that the tech giant says it is working to combat.

    “We do not tolerate this misleading activity, and are constantly monitoring and evolving our platforms to combat fraud and create a safe environment for users and businesses,” a Google spokesperson told CNN.

    “Our teams have already begun reverting the inaccuracies, suspending the malicious accounts involved, and applying additional protections to prevent further abuse.”

    Using a combination of human moderators and technology, Google constantly monitors contributed content to spot and remove fraudulent information, enforcing policies that state all contributions must be based on ” real experiences and information.”

    Accounts found to be uploading false or misleading data can be suspended or even face litigation, according to the company, such as a lawsuit filed in June against a bad actor posting fake reviews on small businesses.

    Impacted businesses like airlines are able to flag concerns to both Google and law enforcement over suspected scammers.

    “Whenever we become aware of an alleged scam targeting our customers, including in this situation, we immediately conduct an investigation. Using the facts gained from an investigation, when able, we can then address each unique situation as appropriate with the necessary legal means at our disposal,” a Delta spokesperson told CNN.

    Delta also advises customers to contact the airline only through known channels like numbers listed on their website or their online messaging option.

    Twitter has sued the Center for Countering Digital Hate, a nonprofit group that has criticized the company’s handling of hate speech, following through on a litigation threat that had been publicly revealed just hours before.

    The lawsuit filed Monday in San Francisco federal court accuses CCDH of deliberately trying to drive advertisers away from Twitter — recently rebranded as “X” — by publishing reports critical of the platform’s response to hateful content.

    It specifically claims CCDH violated Twitter’s terms of service, and federal hacking laws, by scraping data from the company’s platform and by encouraging an unnamed individual to improperly collect information about Twitter that it had provided to a third-party brand monitoring provider.

    The complaint accuses CCDH of engaging in a wide-ranging campaign to silence users of Twitter’s platform by calling attention to the views they post on social media.

    Responding to the complaint’s allegations on Tuesday, CCDH’s CEO Imran Ahmed told CNN that much of the lawsuit, particularly its claim about the unnamed individual, “sounds a bit like a conspiracy theory to me.”

    “The truth is that he’s [Elon Musk] been casting around for a reason to blame us for his own failings as a CEO,” Ahmed said, “because we all know that when he took over, he put up the bat signal to racists and misogynists, to homophobes, to antisemites, saying ‘Twitter is now a free-speech platform.’ … And now he’s surprised when people are able to quantify that there has been a resulting increase in hate and disinformation.”

    “All we do is hold up a mirror to the platform and ask them to consider whether or not they like the reflection they see in it,” Ahmed added. “What Mr. Musk has done is said, ‘I’m going to sue the mirror because I don’t like what I see.’”

    In the past 24 hours, Ahmed said, thousands of people have visited CCDH’s website and many have made donations to the group.

    “That’s what we’re going to need if we’re going to survive this,” he said, adding: “The reason that organizations like CCDH have to rely on methodologies like we do is because there is no transparency on these platforms.”

    The lawsuit comes after CCDH on Monday disclosed Twitter’s original July 20 threat to sue, along with its response to Twitter’s threat calling the company’s claims “ridiculous.”

    “X’s legal threat is a brazen attempt to silence honest criticism and independent research, perhaps in a desperate hope that it can stem the tide of negative stories and rebuild the company’s relationship with advertisers,” Ahmed wrote in an op-ed Monday coinciding with the group’s publication of Twitter’s threat.

    In its own blog post Monday, Twitter said its lawsuit was intended to promote free expression and that it “rejects all claims made by the CCDH.”

    “X is a free public service funded largely by advertisers,” the company said. “Through the CCDH’s scare campaign and its ongoing pressure on brands to prevent the public’s access to free expression, the CCDH is actively working to prevent public dialogue.”

    The state of Arkansas has sued TikTok, its parent ByteDance, and Facebook-parent Meta over claims the companies’ products are harmful to users, in the latest effort by public officials to take social media companies to court over mental-health and privacy concerns.

    All three lawsuits claim the companies have violated the state’s Deceptive Trade Practices Act, and seek millions, if not billions, in potential fines. The suits were filed in Arkansas state court.

    The complaints come amid mounting pressure in Washington on TikTok for its ties to China and as states have grown more aggressive in suing tech companies broadly, particularly on mental health claims. Suits by school districts or county officials in California, Florida, New Jersey, Pennsylvania and Washington state have targeted multiple social media platforms over addiction allegations.

    The suit against Meta particularly zeroes in on the company’s impact to young users’ mental health, alleging that Meta’s implementation of like buttons, photo tagging, an unending news feed and other features are addictive and “intended to manipulate users’ brains by triggering the release of dopamine.”

    In a statement, Meta’s global head of safety, Antigone Davis, said the company has invested in “technology that finds and removes content related to suicide, self-injury or eating disorders before anyone reports it to us.”

    “We want to reassure every parent that we have their interests at heart in the work we’re doing to provide teens with safe, supportive experiences online,” Davis said in the statement. “These are complex issues, but we will continue working with parents, experts and regulators such as the state attorneys general to develop new tools, features and policies that meet the needs of teens and their families.”

    The remaining two suits, both naming ByteDance and TikTok as defendants, target TikTok’s alleged shortcomings in content moderation and also reiterate claims about TikTok’s alleged threat to US national security.

    The first suit alleges that TikTok has misled users by identifying its app as suitable for teens on app stores because of the “abundant” presence of content showing profanity, substance use and nudity. The suit further alleges that TikTok’s Chinese sister app, Douyin, does not make such content available within China.

    “TikTok poses known risks to young teens that TikTok’s parent company itself finds inappropriate for Chinese users who are the same age,” the complaint said. “Yet TikTok pushes salacious and other mature content to all young U.S. users age 13 and up.”

    The second suit against ByteDance and TikTok accuse the companies of having made misleading statements about the reach of Chinese government officials and their purported inability to access TikTok user data. TikTok has migrated US user data to servers operated by the American tech giant Oracle and has established organizational controls intended to prevent unauthorized data access. But, the suit alleges, that does not mean the data is necessarily protected.

    “Neither TikTok’s data storage practices, nor its data security practices, negate the applicability of Chinese law to that data or to the individuals and entities who are subject to Chinese law and have access to that data, or the risk of access by the Chinese Government or Communist Party,” the complaint said.

    The suit also claims TikTok has misrepresented its approach to privacy and security by omitting the potential risks of Chinese government access from its privacy policies and in its statements to app store operators.

    TikTok and ByteDance didn’t immediately respond to a request for comment.

    In a statement announcing the lawsuits, Arkansas Gov. Sarah Huckabee Sanders said the suits reflect a “failed status quo.”

    “We have to hold Big Tech companies accountable for pushing addictive platforms on our kids and exposing them to a world of inappropriate, damaging content,” Sanders said. “These actions are a long time coming. We have watched over the past decade as one social media company after another has exploited our kids for profit and escaped government oversight.”

    North America’s largest transportation network suspended the use of Twitter for service alerts Thursday, saying the “reliability of the platform can no longer be guaranteed.”

    The Metropolitan Transportation Authority, which serves 15.3 million passengers across a 5,000 square-mile area surrounding New York City, Long Island, New York State and Connecticut, also said their access to Twitter through its Application Programming Interface (API) was involuntarily interrupted twice over the last two weeks.

    “The MTA does not pay tech platforms to publish service information and has built redundant tools that provide service alerts in real time,” MTA’s Acting Chief Customer Officer Shanifah Rieara said in a statement. “Those include the MYmta and TrainTime apps, the MTA’s homepage at MTA.info, email alerts and text messages.”

    “Service alerts are also available on thousands of screens in stations, on trains and in buses,” Rieara said. “The MTA has terminated posting service information to Twitter, effective immediately, as the reliability of the platform can no longer be guaranteed.”

    The @MTA app will remain active and customers will still be able to tweet at MTA accounts, including @nyct_subway, and get responses, according to the MTA.

    A fake image purporting to show an explosion near the Pentagon was shared by multiple verified Twitter accounts on Monday, causing confusion and leading to a brief dip in the stock market. Local officials later confirmed no such incident had occurred.

    The image, which bears all the hallmarks of being generated by artificial intelligence, was shared by numerous verified accounts with blue check marks, including one that falsely claimed it was associated with Bloomberg News.

    “Large explosion near the Pentagon complex in Washington DC. – initial report,” the account posted, along with an image purporting to show black smoke rising near a large building.

    The account has since been suspended by Twitter. It was unclear who was behind the account or where the image originated. A spokesperson for Bloomberg News said the account is not affiliated with the news organization.

    Under owner Elon Musk, Twitter has allowed anyone to obtain a verified account in exchange for a monthly payment. As a result, Twitter verification is no longer an indicator that an account represents who it claims to represent.

    Twitter did not respond to a request for comment.

    The false reports of the explosion also made their way to air on a major Indian television network. Republic TV reported that an explosion had taken place, showing the fake image on its air and citing reports from the Russian news outlet RT. It later retracted the report when it became clear the incident had not taken place.

    “Republic had aired news of a possible explosion near the Pentagon citing a post & picture tweeted by RT,” the outlet later posted on its Twitter account. “RT has deleted the post and Republic has pulled back the newsbreak.”

    In a statement Tuesday, the RT press office said, “As with fast-paced news verification, we made the public aware of reports circulating and once provenance and veracity were ascertained, we took appropriate steps to correct the reporting.”

    In a post on the Russian social media platform VKontakte Tuesday, RT tried to make light of its apparent error.

    “Is the Pentagon on fire? Look, there’s a picture and everything. It’s not real, it’s just an AI generated image. Still, this picture managed to fool several major news outlets full of clever and attractive people, allegedly,” a post from RT read.

    In the moments after the image began circulating on Twitter, the US stock market took a noticeable dip. The Dow Jones Industrial Average fell about 80 points between 10:06 a.m. and 10:10 a.m., fully recovering by 10:13 a.m. Similarly, the broader S&P 500 went from up 0.02% at 10:06 a.m. to down 0.15% at 10:09 a.m.. By 10:11 a.m., the index was positive again.

    The building in the image does not closely resemble the Pentagon and, according to experts, shows signs it may have been created using AI.

    “This image shows typical signs of being AI-synthesized: there are structural mistakes on the building and fence that you would not see if, for example, someone added smoke to an existing photo,” Hany Farid, a professor at the University of California, Berkeley, and digital forensic expert told CNN.

    The fire department in Arlington, Virginia, later responded in a tweet, stating that it and the Pentagon Force Protection Agency were “aware of a social media report circulating online about an explosion near the Pentagon. There is NO explosion or incident taking place at or near the Pentagon reservation, and there is no immediate danger or hazards to the public.”

    In the two-minute video, adult performer Cherie Deville stares into the camera and intones soberly to viewers, for the second time in a month, that policymakers are coming for their porn.

    “Click the button below to contact your representatives before it is too late,” Deville pleads.

    The call-to-action video, launching Wednesday in multiple states, comes from Pornhub, which last month withdrew from Utah over a new law that requires adult sites to verify their users’ ages and holds them liable for serving their content to minors. Now, as similar legislation is set to take effect next month in Arkansas, Mississippi and Virginia, Pornhub is making a last-ditch effort to galvanize users there in opposition.

    It’s unclear how much Pornhub expects to achieve, as the laws have already been passed and signed. A company spokesperson told CNN it’s “certainly not our goal” to shut down the site in the three states as it did in Utah but hinted at the possibility, saying that “if necessary, we will share next steps in the coming weeks.”

    But the video campaign is only part of a broader unfolding strategy by one of the internet’s highest-profile distributors of adult material.

    The video’s release coincides with a previously unreported effort by Pornhub — and its private equity owners, Ethical Capital Partners (ECP) — to convince the world’s largest tech companies to intervene in the wider debate over age restrictions for digital porn and social media.

    In recent weeks, ECP has lobbied Apple, Google and Microsoft to jointly develop a technological standard that might turn a user’s electronic device into the proof of age necessary to access restricted online content, according to Solomon Friedman, a partner at ECP.

    One possible version of the idea, Friedman told CNN, would be for the tech companies to securely store a person’s age information on a device and for the operating system to provide websites requesting age verification with a yes-or-no answer on the owner’s behalf — allowing sites to block underage users without ever handling anyone’s personal information.

    “We are willing to commit whatever resources are required to work proactively with those companies, with other technical service providers and as well with government,” Friedman said.

    Pornhub’s simultaneous appeals to users and to Big Tech highlight the challenging position the company now finds itself in amid a wave of state legislation. Under many of these laws, adult sites are required to implement “reasonable age verification methods” that could include users submitting pictures of their photo ID, facial scans or other information, either to third-party companies or to the sites themselves.

    Minimum age requirements have emerged as a favored policy tool in statehouses across the country as lawmakers have increasingly become attuned to the potential mental health harms of unregulated social media use. But Pornhub, along with civil liberties and digital rights groups, have broadly warned of the potential pitfalls of age-verification rules.

    Those risks can include the infringement of Americans’ rights to access legal speech under the First Amendment; the leakage of personal information belonging to underage as well as overage internet users; or the loss of online anonymity that safety experts say is crucial for shielding vulnerable individuals.

    Pornhub’s outreach to Big Tech is intended to convince the companies whose operating systems power the world’s smartphones, tablets and computers that their technology is central to the future of online identity management and to draw their political might into a global policy battle that could reshape the internet for millions.

    But it is far from clear the effort is succeeding. Friedman declined to say how, or even if, the companies have responded to Pornhub’s communications. Microsoft declined to comment for this story; Apple and Google didn’t respond to requests for comment.

    Friedman characterized the discussions as being in “early stages,” though his other remarks implied the talks may be largely one-sided.

    “We are willing and ready to work with them proactively to determine best solutions and to lend any technical expertise that we possibly can, whether it be implementation or pilot projects or assistance in any way,” Friedman told CNN. “We are hoping that this dialogue bears fruit and age verification will be addressed once and for all.”

    The adult industry has famously led the charge on technological innovation before. Porn played a decisive role in the battle between the VHS and Betamax videotape platforms, facilitated the rise of online credit card transactions and helped promote streaming video technology writ large.

    Now, Pornhub’s fight could prove to be a bellwether for the growing push to enforce age verification for social media. As with the battle over adult material, debates over how to keep children and teens away from social media have raised substantial questions about user privacy and how effective age restrictions may be when determined kids inevitably try to circumvent the rules.

    The tech industry, for its part, has been making its own strides in digital identity services. In 2021, for example, Apple announced support for adding driver’s licenses from eight states to Apple Wallet. In December, Google announced it was beta testing a similar feature for Android.

    Those services, however, are designed for in-person ID checks such as at travel checkpoints or liquor stores, technology experts said, and are not set up to perform age or identity verification remotely or virtually.

    Josh Golin, executive director of Fairplay, a consumer advocacy group focused on children’s technology use, described calls for device-based age verification as an “intriguing idea” that might ease burdens on websites and internet users. But, he argued, there are less invasive ways of determining a website visitor’s age.

    “It is our position that rather than requiring new, stringent forms of age verification, that we should start by having the platforms use the data they’re already collecting to do age estimation,” Golin said, pointing to how TikTok, for example, reportedly uses behavioral cues and activity algorithms to guess whether a user may be underage.

    Any device-based approach to age verification would immediately run into issues in most households with children, where no device is ever solely used by one person or exclusively by adults, said India McKinney, director of federal affairs for the Electronic Frontier Foundation, a digital rights organization.

    “You would have to assume that children and teens weren’t borrowing their parents’ phones,” McKinney said. “And that’s sharing on purpose. You don’t have to be too sophisticated to think about teens stealing their parent’s device to get around the age-gating.”

    Meanwhile, entrusting large tech companies to be the custodians of even more personal information, and enabling them to be the effective arbiters of what internet users can see online, brings its own challenges, said Udbhav Tiwari, head of global product policy at Mozilla, maker of the popular Firefox web browser.

    Device-based age verification, Tiwari said, could have “very serious privacy connotations, because you now have the largest tech companies in the world having your government ID and all the information present in them linked to individual devices. We’ve seen Twitter use phone numbers they collected for account security for targeting ads in the past, which led to them being subjected to FTC fines.”

    Last year, Twitter agreed to pay $150 million to resolve those Federal Trade Commission allegations.

    But Pornhub argues that the alternative is a world that’s even less safe, where users seeking age-restricted content may simply go to sites without age-gates or other checks.

    “Giving your ID card every time you want to visit an adult platform is not the most effective solution,” Deville says in Wednesday’s video. “In fact, it will put children and your privacy at risk.”

    Dylan Mulvaney on Thursday broke her silence about the fallout that occurred after the trans influencer made two Instagram posts sponsored by Bud Light earlier this year.

    Bud Light’s sponsorship of an April 1 Instagram post by Mulvaney set off a firestorm of anti-trans backlash and calls for a boycott. Mulvaney herself also faced a wave of hate and violent threats.

    Now, in a video posted to Instagram Thursday, Mulvaney is calling on Bud Light and other companies not only to work with trans and other queer influencers, but to support them through the process, even as trans rights are under fire across the country and corporations face anti-LGBTQ+ campaigns.

    Mulvaney said she has “been scared to leave my house, and I have been ridiculed in public, I have been followed,” and she criticized Bud Light for not standing by her and the partnership. She said the company never reached out to her in the wake of the backlash.

    “For a company to hire a trans person and then not publicly stand by them is worse in my opinion than not hiring a trans person at all because it gives customers permission to be as transphobic and hateful as they want,” Mulvaney said. “And the hate doesn’t end with me, it has serious and grave consequences for the rest of our community.”

    When the backlash ignited in April, Bud Light first responded with a straightforward explanation of its relationship with social media influencers like Mulvaney. But later it released a vague statement from the CEO that failed to offer support for Mulvaney or the trans community. Bud Light sales dropped in the ensuing weeks, the company lost its top rating from a major LGBTQ+ nonprofit and it placed two marketing executives on leave.

    The controversy over the sponsored posts came as trans rights are under attack. Over 400 anti-LGBTQ+ bills were introduced in state legislatures this year through April 3, according to American Civil Liberties Union, including ones restricting access to gender-affirming care for trans youth. Generally, transgender people are more than four times as likely to be victims of violent crime than cisgender people, according to a study from the UCLA School of Law.

    The Bud Light backlash also coincided with anti-LGBTQ+ campaigns against other big brands, including Target.

    Mulvaney’s statement followed a Wednesday appearance by Brendan Whitworth, CEO of Bud Light owner Anheuser-Busch, on CBS Mornings, in which he repeated the company’s recent statements about wanting to “focus on what we do best, which is brewing great beer for everyone,” and did not directly answer a question about whether the campaign was a mistake.

    “I think the conversation surrounding Bud Light has moved away from beer, and the conversation has become divisive, and Bud Light really does not belong there, Bud Light should be about bringing people together,” Whitworth said.

    In her video, Mulvaney appeared to address that sentiment, saying, “supporting trans people, it shouldn’t be political.”

    “There should be nothing controversial or divisive about working with us, and I know it’s possible because I’ve worked with some fantastic companies who care,” Mulvaney said. “But caring about the LGBTQ+ community requires a lot more than just a donation somewhere during Pride month.”

    She added: “We’re customers, too, I know a lot of trans and queer people who love beer.”

    In a statement responding to Mulvaney’s video, an Anheuser-Busch spokesperson told CNN on Thursday that, “we remain committed to the programs and partnerships we have forged over decades with organizations across a number of communities, including those in the LGBTQ+ community. The privacy and safety of our employees and our partners is always our top priority. As we move forward, we will focus on what we do best — brewing great beer for everyone and earning our place in moments that matter to our consumers.”

    Twitter has weathered months, if not years, of mismanagement as well as mass layoffs, frequent service disruptions and an exodus of top advertisers, but the launch of a rival app from Meta could prove to be the final straw.

    Threads surpassed 100 million users this weekend, less than a week after it launched, Meta CEO Mark Zuckerberg announced Monday, marking a staggering feat for any social network and one that puts it on pace to rapidly pass Twitter’s audience size.

    Meanwhile, multiple internet traffic analysts reported noticeable declines in Twitter usage in just the past few days. The results underscore the risk Meta poses to Twitter’s business and raise questions about how, or if, Twitter can stem its losses.

    Twitter traffic had already been trending downward for months, according to data from the internet infrastructure company Cloudflare and the web analytics firm Similarweb. But the pace of decline appears to have accelerated in recent days, both companies said, likely reflecting strong interest in Threads and a mass migration from the platform owned by Elon Musk to the one run by Zuckerberg.

    Twitter didn’t immediately respond to a request for comment.

    On Sunday, Cloudflare CEO Matthew Prince shared a chart showing Twitter’s popularity relative to other websites it tracks. “Twitter traffic tanking,” Prince said as he posted the chart.

    The chart showed that in January, Twitter was ranked 32nd on the list; the next month, it had fallen to 34th. For much of the spring, Twitter fluctuated between 35th place and 37th. But the beginning of July showed a rapid falloff in popularity, as Twitter plunged to 40th place. (Cloudflare defines popularity as the “size of a population of users that look up a domain per unit of time.”)

    Similarweb told CNN Monday it has witnessed comparable trends in Twitter traffic.

    “In the first two full days that Threads was generally available, [last] Thursday and Friday, web traffic to twitter.com was down 5% compared with the same days of the previous week and down 11% compared with July 6 and 7, 2022,” said David Carr, a senior insights manager at Similarweb. “We’ve been reporting for a while that Twitter is down compared with last year – June traffic was down 4% – but Threads seems to be taking a bigger bite out of it.”

    Bolstering the traffic reports were the anecdotal experiences of some Threads users. Alex Stamos, director of the Stanford Internet Observatory, said Saturday he ran an “unscientific test” of how the same post he shared on Twitter, Threads and Mastodon, another rival, performed with his audience over a 23-hour period.

    The identical content Stamos created on each platform saw significantly more engagement on Threads than on Twitter as measured by likes and replies — despite having a fraction of his usual reach on the newer platform, he said.

    Stamos, who has more than 100,000 followers on Twitter but only a tenth of that number on Threads, added that strong Threads engagement with his posts describing the “research” also supported the original findings. The quality of the replies to his posts were also much higher on non-Twitter platforms, he observed.

    “From my perspective, Twitter is done as a platform for serious tech conversations,” Stamos said, who previously was the chief security officer at Facebook.

    Fueling Threads’ rapid growth has been Meta’s use of Instagram as a springboard to sign up new users, along with what many Threads users have identified as a dissatisfaction with Twitter.

    Threads started out with a number of celebrity accounts prepopulating its platform but has since gained additional high-profile users including Kim Kardashian and Jeff Bezos. An account that had been banned from Twitter that tracks the movements of Musk’s private jet has also joined the new platform.

    More than 100 US lawmakers have signed up as well, Axios reported last week, though few world leaders appear to be on Threads at the moment.

    Zuckerberg and Instagram head Adam Mosseri have emphasized that Threads is about more than replacing Twitter and that the app seeks to tap audiences outside of Twitter’s traditional user base. That means Threads will not actively elevate news or political content, Mosseri said, describing those topics as “not at all worth the scrutiny, negativity (let’s be honest), or integrity risks that come along with them.”

    Over the weekend, Mosseri’s stance on news and politics triggered a debate over Threads’ approach to those topics. Some users praised it as a way to make the platform more accessible to average users, who may never have embraced Twitter before. Others argued that many of the topics Mosseri characterized as non-political, including music, fashion and entertainment, are their own source of news and can be inherently political.

    Even as Meta’s executives look to put some daylight between Threads and Twitter, the rapid rise of Threads only appears to have deepened Musk’s longtime feud with Zuckerberg. The app’s launch prompted threats of litigation as Twitter has accused Meta of trade secret theft, not to mention talk of a physical cage fight between Musk and Zuckerberg.

    On Sunday, Musk, who is known for erratic behavior and incendiary remarks, made it even more personal as he lobbed a sexual insult at Zuckerberg and proposed comparing the size of their respective genitalia.

    Zuckerberg has not directly responded to the insult. But after a Threads user pointed out that the new app was not featured in Twitter’s trending topics tab, Zuckerberg replied “Concerning” with a crying-laughter emoji. And he used the same emoji to reply to a post by the fast-food brand Wendy’s, which had suggested Zuckerberg should “go to space just to really make him mad lol.”

    In the future, when teenagers want to sign up for an account on Facebook or Instagram, they may first need to ask their parent or guardian to give their consent to the social media companies.

    That, at least, is the vision emerging from a growing number of states introducing — and in some cases passing — legislation intended to protect kids online.

    For years, US lawmakers have called for new safeguards to address concerns about social platforms leading younger users down harmful rabbit holes, enabling new forms of bullying and harassment and adding to what’s been described as a teen mental health crisis.

    Now, in the absence of federal legislation, states are taking action, and raising some alarms in the process. The governors of Arkansas and Utah recently signed controversial bills into law that require social media companies to conduct age verification for all state residents and to obtain consent from guardians for minors before they join a platform. Lawmakers in Connecticut and Ohio are also working to pass similar legislation.

    On the surface, providing more guardrails for teens is a step forward that some parents may welcome after years of worrying about the potential harms kids face on social media. But some users, digital rights advocates and child safety experts say the wave of new state legislation risks undermining privacy for teens and adults, puts too much burden on parents and raises serious questions about enforcement.

    Jason Kelley, associate director of digital strategy for nonprofit digital rights group Electronic Frontier Foundation, told CNN he worries about government interference where “the state is telling families how to raise their children” and said it could “trample on the rights of every resident.”

    “Requiring people to get government approval by sharing their private identification before accessing social media will harm everyone’s ability to speak out and share information, regardless of their age,” he added. “Young people should not be used as pawns to fight big tech, and we are disappointed that first Utah, and now Arkansas, are implementing such overbroad laws.”

    Parents have long worried about privacy risks from their kids using social media, but the state legislation raises a new set of privacy concerns, experts say.

    In Arkansas, for example, the law will rely on third-party companies to verify all users’ personal information, such as a driver’s license or photo ID. (The legislation in Arkansas also appeared to contain vast loopholes and exemptions benefiting companies, such as Google and presumably its subsidiary, YouTube, that lobbied on the bill.)

    The impact on privacy is even more stark for teens in some of these states. In addition to requiring parental consent, Utah’s law, for example, will give parents access to “content and interactions” on their teens’ accounts.

    Albert Fox Cahn, founder and executive director of the Surveillance Technology Oversight Project and a fellow at the NYU School of Law, said the bills are problematic because users in these states will no longer remain anonymous, which could lead to fewer people of all ages expressing themselves and seeking information online.

    He believes teens in the LGBTQ+ community will be most impacted by potentially “outing them to homophobic or transphobic parents and cutting them off from their digital community.”

    Lucy Ivey, an 18-year-old TikTok influencer who attends Utah Valley University, echoed those concerns.

    “With a new law like this, they may now be intimidated and discouraged by the legal hoops required to use social media out of fear of authority or their parents, or fear of losing their privacy at a time when teens are figuring out who they are,” Ivey told CNN when the Utah law passed.

    Devorah Heitner, author of Screenwise, Speaker: Raising Kids in the Digital Age, argued teens need to learn how to function in online communities because that is the expectation both going into college and in their professional life.

    “Keeping them off online communities until, in some cases, when they’re finishing their first year of college — but can still have jobs or drive — is backward, if they can’t even have an Instagram or a Discord account where their mom isn’t reading every message.”

    Instead, she believes teens need better digital literacy in schools with a heightened social-emotional component.

    “Literacy should not just be ‘don’t look at pornography’ or ‘stay off bad sites’ or ‘don’t cyberbully;’ that’s so limited,” she said. “It should also be understanding how algorithms work, how teens can respond or what to do when feeling excluded, or if they’re feeling insecure. We need to help kids with all these things.”

    Heitner also said the bills should focus on holding companies more accountable rather than putting the onus on parents to either keep teens off platforms or constantly feel the pressure to police or oversee their activity.

    “Not all parents are passionate, kind and supportive of their kids, and even the ones who are don’t have the capacity or time to deal with the 24/7 nature of social media,” said Heitner. “It’s an unfair burden.”

    Given that the bills are unprecedented, it’s unclear how exactly social media companies will adapt and enforce it.

    Michael Inouye, an analyst at ABI Research, said minors could “steal” identities — such as from family members who don’t use social media — to create accounts that they can access and use without oversight. VPNs could also complicate matching IP addresses to the states of the users, he said.

    Facebook-parent Meta previously told CNN it has the same goals as parents and policymakers, but the company said it also wants young people to have safe, positive experiences online and keep its platforms accessible. It did not address how it would comply with the legislation.

    In a statement provided to CNN, a TikTok spokesperson said it is “committed to providing a safe and secure platform that supports the well-being of teens, and empowers parents with the tools and controls to safely navigate the digital experience.” Representatives from Snap did not respond to a request for comment.

    But even if legislative steps from Utah, Arkansas and other states prove to be flawed, Inouye says “these early efforts are at minimum bringing attention to these issues.”

    Heitner said she is most encouraged by a small but growing number of school districts and families, and one Pennsylvania county, which have filed lawsuits against social media companies for their alleged impact on teen mental health. “These efforts are more productive than putting this on parents,” she said.

    The Arkansas legislation is expected to take effect in September and Utah’s bill aims to be implemented next year. But bills like these could “face years of litigation and injunctions before they ever take effect,” Cahn said.

    “Hopefully Congress will act before then to implement real protections for all Americans,” he said.

    Twitter unveiled a new data access tier on Thursday aimed at attracting startups, after its decision to erect a paywall for developers and researchers prompted widespread backlash. But the new tier already has some describing it as “too little, too late.”

    The new paid tier, which the company calls “Pro,” costs $5,000 per month and allows subscribers to retrieve one million tweets a month, the company announced. The offering also allows for the monthly posting of up to 300,000 automated tweets.

    Under owner Elon Musk, Twitter has been racing to find new ways to boost revenue to offset declines from an exodus of advertisers and to help recoup the billions he spent buying the company.

    But the addition of an intermediate tier between Twitter’s Basic and Enterprise tiers reflects pushback from users who have said its plans severely restrict the amount of data that can be accessed or published through Twitter’s application programming interface (API). An enterprise plan starts at $42,000 a month and can cost as much as $210,000 a month.

    Public institutions such as New York’s Metropolitan Transit Authority have made headlines for pulling their real-time service alerts from Twitter over the paywall. The MTA later returned after Twitter backtracked and said eligible government and public service accounts would continue to be able to post automated tweets for free.

    But hours after its release, even the new Pro tier is being criticized as still unaffordable for many startups and coming too late to save others that have already shut down because of Twitter’s paywall.

    The replies to Twitter’s announcement are filled with complaints that “the jump to 5k is too much,” as one user responded.

    “1.66 cents per tweet… I mean, it’s cheaper to send emails these days, and it costs 1.66 cents for 280 characters?” came another reply.

    “That’s cool, but you already killed most Twitter apps by now,” another user said. “5K is still too much for most of us. A 1K plan could make sense… but then again it’s too late.”

    Others suggested a $500 per month tier would be “more appropriate.”

    The new paid tier comes amid a report that Twitter has demanded researchers delete the data they had downloaded from the platform from before the paywall went into effect, unless they agree to pay for an enterprise plan.

    Twitter didn’t immediately respond to a request for comment.

    Anita Dunn saw an opportunity with “Dark Brandon.

    The liberal meme, created by Joe Biden’s most online fans as a play on the right-wing “Let’s Go Brandon” code bashing the president, depicts a grinning Biden with red lasers shooting out of his eyes. After Dunn, Biden’s top messaging and communications adviser, became aware of the meme, she brought it to the president – and they jumped on an opportunity to go on the offensive in the never-ending social media meme wars.

    He’s nodded to Dark Brandon in official speeches, aides have shared the image on social media, and his 2024 campaign is selling $32 T-shirts emblazoned with his online alter-ego. While it’s a minor part of his repertoire, it shows how Dunn – a longtime Democratic operative and Biden confidante – has used her influence to engage in the kind of street brawling needed to combat perceptions of the aging president and the challenge ahead as he seeks a second term.

    “It fits well with who she is, which is a f**k-sh*t-up-brawler. It’s not a coincidence that the stuff that came behind Dark Brandon was very much in line with Anita’s way of seeing the world,” Rob Flaherty, the White House’s director of digital strategy, told CNN.

    CNN spoke to more than a dozen current and former White House and administration officials, lawmakers and Democratic strategists – many of whom requested anonymity to speak freely – who paint a picture of Dunn as a deeply loyal aide with a big-picture view of Biden’s strategy – with a hand in nearly all aspects of his political life.

    Her instincts for brawling are now directly intertwined with the president’s political fortunes, as she bolsters an already expansive role as a presidential adviser with steering 2024 messaging from the White House. For a president who relies on a very tight circle of trusted advisers, sources say Dunn has emerged as a powerful chief political communicator, a key strategist and someone who will fight on his behalf. She takes these responsibilities on with a combination of deep experience and Biden’s trust.

    While sources both inside and outside the White House say no communicator is better prepared for the moment than Dunn, her messaging task ahead is massive: A high-profile candidate of Biden’s age has never run before, and the president is facing low approval ratings after two years in the White House, which could be a drag on his reelection campaign. With Biden widely expected to face a familiar, but powerful, foe in former President Donald Trump, the mission facing Biden’s advisers is to find a message that can resonate enough with voters to beat Trump again.

    Just a third of Americans (33%) say that Biden winning in 2024 would be a step forward or a triumph for the country, per a May CNN poll conducted by SSRS. Voters also have serious questions about Biden’s age – he’s 80 now, and would be 86 at the end of a potential second term. Recent Washington Post/ABC News polling indicates that nearly two-thirds of respondents feel that Biden lacks the mental sharpness (63%) or is not in good enough physical health (62%) to serve effectively as president.

    Those poll numbers mean that Dunn’s most important task ahead is to help the president communicate to an unconvinced American public why he deserves a second term. And that has given her a White House portfolio that is virtually unparalleled.

    “The circle is small and isn’t exactly expanding anytime soon. That makes voices like Anita’s carry a significant amount of weight,” a Biden adviser said.

    Ostensibly, Dunn’s White House role centers around messaging, political strategy, oversight and crisis communication on the key issues facing the White House.

    “Like the rest of the senior staff, Anita works to act on the strategies and agenda President Biden assigns for her portfolio,” White House spokesman Andrew Bates said.

    She’s in close touch with Cabinet secretaries, members of Congress, outside groups and prospective candidates. A former Hill aide, Dunn is keenly aware of congressional dynamics, but her work inside the Obama White House has shaped her views on how to approach the daily challenges confronting the president.

    “She has this perch where she spans the overall strategic plan for (Biden) and for the White House, and also communicates outward with the political apparatus of the (Democratic National Committee) and the campaign and tries to keep the entire Joe Biden enterprise swimming in the same direction,” a White House aide said.

    She’s also playing an active role in Biden’s reelection campaign strategy, with multiple sources familiar with the dynamic indicating she is spearheading 2024 political messaging from the White House and coordinating with senior campaign staff.

    A former White House senior adviser put it more bluntly: When it comes to 2024, “she’s running everything.”

    Pressed in an interview with CBS News on how she will balance those two roles, Dunn declined to comment, citing the Hatch Act.

    “I’m going to be here at the White House serving the people,” she said. “I’m a White House employee, and I have a government job, and I will continue to do my government job.”

    For an incumbent president running for reelection, there is no commodity more valuable than time, especially time spent in front of the cameras, with an audience of critics looking for signs of fatigue. And with Biden officially jumping into the 2024 race, it’s expected that his current pace of activity will continue for the foreseeable future – using the bully pulpit to highlight key policies at the White House, visiting battleground states to showcase his accomplishments and traveling abroad to meet world leaders. That makes everything he says – and how and where he says it – part of an implicit reelection campaign.

    Dunn – in concert with a tight circle of aides, including White House chief of staff Jeff Zients, deputy chiefs of staff Jen O’Malley Dillon and Bruce Reed, senior adviser Mike Donilon, and counselor to the president Steve Ricchetti – is key to making those decisions and how to communicate them.

    For instance, Dunn was central to a recent decision to frame the president’s age as a sign of wisdom and experience.

    “It’s a legitimate thing to raise the question of age,” Biden told donors at a recent campaign fundraiser. “I hope what I’ve been able to bring to this job, and will continue to bring, is a little bit of wisdom.”

    His explicit use of that framing had Dunn’s fingerprints all over it – part of Bidenworld’s effort to mitigate a weakness by tying it to legislative accomplishments that supporters believe have little precedent over the past several decades.

    Multiple sources told CNN that Dunn has been a decision-maker for campaign issues such as staffing, announcement timing, headquarters location and selecting campaign leadership.

    She’s also recently been involved in strategically elevating the profile of Vice President Kamala Harris, making it clear internally that the West Wing needs to do a better job at bolstering Harris heading into the campaign, a source familiar with the dynamic said.

    Dunn is expected to remain in her White House role but continue to advise Biden on 2024 matters, multiple sources said, with campaign manager and former White House staffer Julie Chavez Rodriguez leading the charge from the campaign side.

    It’s a similar model to how former President Barack Obama’s top advisers coordinated between the West Wing and the campaign, and not unusual.

    “You want a strategist like Anita at the White House. Reelects are about organizing, ground game, targeting digital and ads and messages to particular audiences. It is a game of execution,” said Jennifer Palmieri, a longtime Democratic strategist who served as communications director during the Obama administration after Dunn.

    “The most important messaging that people will judge the president on is the job he is doing at the White House,” Palmieri said.

    Dunn’s deep loyalty and instinct to fight has also raised eyebrows outside the White House. TJ Ducklo, a 2020 Biden campaign aide who resigned from his White House role after privately threatening a reporter weeks into the administration, is expected to play a role in the 2024 campaign, a decision that has been publicly defended in a rare on-the-record statement from Dunn. (That reporter later called for Ducklo’s redemption.)

    “TJ made a mistake, took responsibility for it, and paid a price,” Dunn said in her statement – in her personal capacity – to Politico’s “West Wing Playbook” last month.

    One former senior White House adviser, however, called that an “unforced error” by Dunn. The former adviser asked for anonymity to speak freely without retribution.

    Her allegiance to Ducklo, the adviser said, “leaves the president vulnerable and exposed to unnecessary criticism and charges of hypocrisy.”

    “It’s in direct contradiction to the president’s own values and integrity and the standards that he himself demanded of everybody in the White House,” the former adviser said.

    A current White House aide fired back.

    “The president has values. Taking responsibility when you have done wrong means a lot. So does forgiveness,” that aide said.

    Dunn, 65, is one-half of a Washington power couple at the epicenter of Bidenworld – husband Bob Bauer is the president’s personal attorney and the lead attorney handling the special counsel investigation into classified documents found at Biden’s private office and residence. Yet she has risen from roles in the Jimmy Carter White House to the Senate to building public affairs powerhouse SKDK to the 2008 Obama campaign entirely on her own, sparked by her intense preparation.

    “She made preparation her friend,” said veteran Democratic operative Minyon Moore, who has known Dunn for decades.

    “Every time she walks in a room, she’s probably more prepared than most of her counterparts. And I think that’s how she was able to tackle the business very early, because they knew she had done her homework. They knew she could think through many layers. She was smart as heck. And so, you want a person like Anita in the room,” Moore said.

    Dunn operates largely behind the scenes – actively eschewing Washington’s social scene, social media and most television appearances.

    Her loyalty to Biden was cemented when she was among a small group of advisers working toward a potential 2016 presidential run, Biden wrote in his 2017 memoir, “Promise Me, Dad.” Though he ultimately decided against running, Dunn’s encouragement solidified a strong level of trust, multiple people close to her say.

    Dunn joined Biden’s 2020 campaign as a senior adviser and is widely credited for helping turn the tide of Biden’s political fortunes in that campaign’s Democratic primary after she was tapped to lead the operation following a fourth-place showing in the Iowa caucuses.

    She encouraged a sharper messaging posture from her desk in the center of the campaign “bullpen” workspace.

    When Biden arrived in the White House, Dunn briefly joined the administration as a senior adviser before returning to SKDK in August 2021, the temporary nature of her service allowing her to skirt disclosure of a cadre of investments and high-profile clients.

    She continued to advise Biden informally and rejoined the White House in May 2022 in a permanent capacity, a move requiring multimillion-dollar financial disclosures.

    Dunn’s omnipresence in Biden’s orbit has been just as clear in the period when she was out of the White House as when she’s been in. She was a constant presence on conference calls or in visits to the White House.

    “The president trusts her counsel – and there’s good evidence as to why,” one adviser said, pointing to her central role in his path to the presidency, loyalty during Biden’s 2016 deliberations and her work inside the West Wing.

    Over her career, Dunn has developed a reputation as an aggressive messaging tactician with strict discipline.

    She’s led White House messaging efforts on legislative accomplishments, seeking to highlight the legislation’s tangible impacts on real Americans, though some Democrats argue the White House has not done enough to sell those measures to the public.

    “What she tries to do is find the connective tissue,” said a senior administration official, who talks to Dunn regularly. “There’s nobody in government that has a better big picture perspective of what’s going on.”

    Multiple colleagues suggested Dunn can inspire a certain level of anxiety in her subordinates – demanding a high level of results and keeping the receipts – while also being seen as a supportive mentor. At the White House, Dunn is known for leading a weekly meeting known as “Fridays at 5,” a 5 p.m. in-person convening that is met with both eye-rolling (given its timing) and appreciation. It includes the entire communications staff, from interns to press assistants to the highest levels. Dunn will lead shout-outs at the beginning of each meeting, identifying achievements and often spotlighting junior staff.

    “It’s really emblematic of Anita,” the White House aide said. “The fact that she took it upon herself to establish this very expansive view of who’s on the communications team across the entire White House and set a weekly meeting where those people get direct exposure to her, as the senior adviser to the president, is really neat.”

    Dunn’s counsel isn’t only valued inside the White House walls – Democratic Sen. Amy Klobuchar, who ran against Biden for president in 2020, regularly seeks her advice.

    “She’s someone that you feel like you can trust and she’s going to have your back. And I think that’s why she’s been such a trusted adviser to President Biden,” the Minnesota senator told CNN, saying that Dunn has been a key messaging coordinator for her Senate colleagues in advancing Biden’s policies.

    That intense loyalty to the president is ultimately why Dunn has been given such a powerful role inside Biden’s political operation.

    “The people that were there and believed in him when he was counted out hold a unique bond and trust with the president. That relationship, with her obvious expertise, means she’s empowered to do what she needs to do,” a former colleague said.

    “Few people have the experience and discipline to keep their eye on the ball like she does. She’s not distracted, and she knows what messages are going to land, even if the pundits disagree,” the former colleague added.

    Thousands of Twitter users across several countries were unable to access the social media site, or faced difficulty and delays, Saturday.

    “Rate Limit Exceeded” and “#TwitterDown” are the two top trending topics on the app in the US, for those who have use of it. The former had over 40,000 tweets as of Saturday noon.

    Reports of outages began around 8 am EST, according to DownDetector, and shot up through the morning. As of noon EST, DownDetector showed more than 7,400 outage reports across the website.

    Users, including CNN journalists, flagged that their feeds weren’t loading and that they were met with an error message saying, “Sorry, you are rate limited. Please wait a few moments then try again.” Others reported errors saying the site cannot retrieve tweets.

    Hours after users began reporting the problems, billionaire owner Elon Musk tweeted that the site had applied temporary limits “to address extreme levels of data scraping and system manipulation.”

    Verified accounts are limited to reading 6,000 posts a day, he tweeted, while unverified accounts are limited to just 600. New unverified accounts are at 300 posts a day.

    Musk began offering a blue verification check mark for users who sign up for its Twitter Blue subscription service to grow revenue.

    Many expressed their frustration ith the connection problems. Other trending topics in the US included: “Wtf twitter” and “Thanks Elon.”

    Just yesterday, Twitter appeared to be restricting access to its platform for anyone not logged into an account. It was not clear whether the change was an intentional policy update or a glitch. Most of the reported problems Saturday were on the website, at 44%, followed by 39% of problems reported on the app.

    CNN has reached out to Twitter for comment, but the platform responded with an automated poop emoji.

    Twitter users faced similar wide-ranging service disruptions in March, one of the largest outages since Elon Musk took over. More than 8,000 users reported disruptions in that instance.

    Musk is trying to turn around the platform, which faced an exodus of advertisers, with the onboarding of a new CEO, Linda Yaccarino.

    Meta has made cuts to its teams that tackle disinformation and coordinated troll and harassment campaigns on its platforms, people with direct knowledge of the situation told CNN, raising concerns ahead of the pivotal 2024 elections in the US and around the world.

    Several members of the team that countered mis- and disinformation in the 2022 US midterms were laid off last fall and this spring, a person familiar with the matter said. The staffers are part of a global team that works on Meta’s efforts to counter disinformation campaigns seeking to undermine confidence in or sow confusion around elections.

    The news comes as Meta, the parent company of Facebook and Instagram, is celebrating the unparalleled success of its new Threads platform, surpassing 100 million users just five days after launch and opening a potential new avenue for bad actors.

    A Meta spokesperson did not specify, when asked, how many staffers had been cut from its teams working on elections. In a statement to CNN on Monday night, the spokesperson said, “Protecting the US 2024 elections is one of our top priorities, and our integrity efforts continue to lead the industry.”

    The spokesperson did not answer CNN questions about what additional resources had been deployed to monitor and moderate its new platform. Instead, Meta said the social media giant had invested $16 billion in technology and teams since 2016 to protect its users.

    But the decision to lay off staffers ahead of 2024, when elections will not only take place in the United States but also in Taiwan, Ukraine, India and elsewhere, has raised concerns among those with direct knowledge of Meta’s election integrity work.

    The disparate nature of Meta’s work on elections makes it difficult for even people inside the company to say specifically how many people are part of the effort. One group of relevant employees hit harder by the layoffs were “content review” specialists who manually review election-related posts that may violate Meta’s terms of service, a person familiar with the cuts told CNN.

    Meta is trying to offset those cuts by more proactively detecting accounts that spread false election-related information, said the person, who spoke on the condition of anonymity because they were not authorized to speak to the press.

    For years, the social media giant has invested heavily in teams of personnel to root out sophisticated and coordinated networks of fake accounts. That “coordinated inauthentic behavior,” as Meta calls it, began in the lead up to the 2016 election when an infamous Russian government-linked troll operation ran amuck on Facebook.

    The team tasked with combating the influence campaigns – which includes former US government and intelligence officials – has been generally seen as the most robust in the social media industry. The company has published quarterly reports in recent years that expose governments and other entities found to have been operating covert campaigns pushing disinformation on Meta’s platforms.

    Those teams investigating disinformation campaigns now must further prioritize which campaigns and countries to focus on, another person familiar with the situation said, a trade-off that could result in some deceptive efforts going unnoticed.

    The person emphasized that Meta still has a dedicated team of professionals working on these issues, many of whom are widely respected in the cyber and information security communities.

    But while artificial intelligence and other automated systems can help detect some of these efforts, unearthing sophisticated disinformation networks is still a “very manual process” that involves intense scrutiny from expert staff, another person with direct knowledge of Meta’s counter disinformation efforts told CNN.

    The person said they feared Meta was regressing from progress it had made from learning from past mistakes. “Lessons that were learned at great costs,” they said, citing the company’s 2018 admission that its platforms were used to incite violence in Myanmar.

    In addition to its in-house team, Meta and other social media companies rely on tips from academics and other researchers who specialize in monitoring covert disinformation networks.

    Darren Linvill, a professor at Clemson University’s Media Forensics Hub, said he has sent the company valuable tips in recent months, but Meta’s response time has slowed significantly.

    Linvill, who has a long track record of successfully identifying covert online accounts, including helping to unearth a Russian election meddling effort in Africa in 2020, said that Meta recently removed a network of Russian language accounts that were posting both pro and anti-Ukraine content on Facebook and Instagram.

    “They were trying to stoke anger on both sides of the debates,” he said.

    Launched last Thursday, Threads has become an instant success with celebrities, politicians, and journalists flocking to the platform.

    The new Twitter-style app is tied to users’ existing Instagram accounts, rather than being linked directly to Facebook. Currently, Threads shares the same community standards as Instagram, but the platforms differ on issues relating to Meta’s methods to combat disinformation.

    Meta also applies labels to state-controlled accounts on Facebook and Instagram, such as Russia’s Sputnik news agency and China’s CCTV. However, these labels do not appear on state-controlled accounts on Threads.

    The launch of Threads even as Meta trims its disinformation-focused personnel comes at a turbulent and transformative time for those tasked with writing and implementing rules on social media platforms.

    Elon Musk, the billionaire who bought Twitter last year, has all but torn up that platform’s rule book and gutted the team that worked on implementing policies designed to combat disinformation efforts.

    Last month, YouTube, which has also made job cuts, announced it would allow videos that feature the false claim the 2020 US presidential election was stolen, a reversal of its previous policy.

    The rule reversals come as the Republican-controlled House of Representatives investigates interactions between technology companies and the federal government.

    Last week, a federal judge in Louisiana ordered some Biden administration agencies and top officials not to communicate with social media companies about certain content, handing a win to GOP states in a lawsuit accusing the government of going too far in its effort to combat Covid-19 disinformation.

    The restrictions and the scrutiny could give cover to social media companies that may want to pull back on some of their platforms’ rules around election integrity, said Katie Harbath, a former Facebook official who helped lead the company’s global election efforts until 2021.

    “I can [almost] hear [Meta Global Affairs President] Nick Clegg saying that ‘we’re going to be cautious of what we do, because we wouldn’t want to run afoul of the law,’” Harbath said.

    TikTok has “more work” to do to meet tough new European standards that are coming for social media and content moderation, according to a top EU official who performed a “stress test” of the company this week.

    The report by EU Commissioner Thierry Breton comes ahead of a looming Aug. 25 deadline for platforms such as TikTok to comply with the Digital Services Act (DSA) — a package of regulations aimed at battling misinformation, potential privacy abuses and illegal content, among other things.

    European Commission staff conducted the TikTok test on Monday at the company’s Dublin offices, according to a statement from the commissioner, and Breton outlined the results of the voluntary inspection to CEO Shou Chew on Tuesday.

    “TikTok is dedicating significant resources to compliance,” Breton said, pointing to changes TikTok has made to its recommendation algorithms and its transparency procedures as evidence the company appears to be taking its obligations seriously.

    But, he added, the test results also showed “more work is needed to be fully ready for the compliance deadline.”

    “Now it is time to accelerate to be fully compliant,” Breton said, indicating that officials will be revisiting at the end of the summer whether TikTok has closed the gap.

    TikTok didn’t immediately respond to a request for comment on the test results.

    TikTok isn’t the only large tech platform to submit to an EU stress test. Last month, European officials evaluated Twitter’s platform for DSA compliance and also announced plans to stress test Facebook-parent Meta’s services.

    Jack Teixeira, wearing a green t-shirt and bright red gym shorts with his hands above his head, walked slowly backward toward the armed federal agents outside his home in North Dighton, Massachusetts, who took him into custody on charges of leaking classified documents.

    The carefully choreographed arrest of the 21-year-old Air National Guardsman stood in stark contrast to the Biden administration’s scramble one week earlier to deal with the fallout from the revelation that highly classified documents had been sitting publicly on the internet for weeks.

    Those leaked documents, which appeared to catch the Biden administration flat-footed, disclosed a blunt US intelligence assessment of the war in Ukraine, as well as details revealing US intelligence collection on allies.

    The Biden administration raced to determine the identity of the leaker who had posted pictures of folded-up documents online, to understand the full scope of what had been leaked and to soothe allies who were varying degrees of angry that their secrets had spilled out for the world to see.

    While the suspected leaker has been arrested, the administration’s damage assessment is still ongoing. It remains unclear whether the full extent of the impact of the leaks is known, as details from additional classified documents continued to be published throughout the week – even on Friday morning, the day after his arrest.

    Inside the Pentagon, Chairman of the Joint Chiefs of Staff Gen. Mark Milley was “pissed” at the leak and “deeply concerned” about its national security implications, a US official told CNN. The Defense Department has been holding daily meetings on the leak since Defense Secretary Lloyd Austin was first briefed last Thursday.

    The episode represents the most egregious disclosure of classified documents in years. The leaked documents have exposed what officials say are lingering vulnerabilities in the management of government secrets, even after agencies overhauled their computer systems following the 2013 Edward Snowden leak, which revealed the scope of the National Security Agency’s intelligence gathering apparatus.

    It is unlikely, however, that those safeguards would have prevented the most recent leak, sources said. “All classified systems have multiple levels of risk controls, but a determined insider will find the weak points over time,” said a former US official.

    The Pentagon has already taken steps to clamp down on who can access sensitive classified material, while Austin has ordered a review over access to classified documents. And Congress is vowing to investigate exactly what happened and why the US intelligence community failed to discover its secrets were sitting on a public internet forum for weeks.

    In a statement acknowledging the extent of the problem that the leaks exposed, President Joe Biden said Friday that he had directed both the military and intelligence community to “take steps to further secure and limit distribution of sensitive information.”

    “This is a breakdown,” Chris Krebs, the former head of the Department of Homeland Security’s cybersecurity agency, told CNN. “There’s no question that there will be a lot of introspection inside the intelligence community and across the government of where were those breakdowns? How do we ensure that we tighten that system of military discipline that that was referred to earlier to ensure that these things do not happen?”

    According to charging documents unsealed on Friday, Teixeira allegedly began posting classified information on the Discord server in December 2022.

    Teixeira is believed to be the head of obscure invite-only Discord chatroom called “Thug Shaker Central,” multiple US officials told CNN, where information from the classified documents was first posted.

    One of the users on the Discord server told FBI investigators that Teixeira began posting photographs of documents that appeared to be classified in January 2023, according to the affidavit unsealed Friday after Teixeira was arraigned.

    Investigators wrote in the affidavit that at least one of the documents that described the status of the Russia-Ukraine conflict, including troop movements, was classified at the TS-SCI level, meaning it contains top-secret, sensitive compartmentalized information.

    “The Government Document is based on sensitive U.S. intelligence, gathered through classified sources and methods, and contains national defense information,” the affidavit states.

    Teixeira, an airman first class stationed at Otis Air National Guard Base, was assigned to the 102nd Intelligence Wing, which is a “24/7 operational mission” that takes in intelligence from various sources and packages it into a product for some of the most senior military leaders around the globe, a defense official said.

    His job was not to be the one packaging the intelligence for those senior commanders, but rather to work on the network on which that highly classified intelligence lived. For that purpose, the official said Teixeira would be required to have a TS/SCI clearance, in the instance that he was exposed to that level of intelligence.

    “It’s not like your regular IT guy where you call a help desk and they come fix your computer,” the official said. “They’re working on a very highly classified system, so they require that clearance.”

    CNN has reviewed 53 documents that were posted on social media sites, which include US intelligence assessments of Ukrainian and Russian forces, as well as details about other countries providing weapons to Ukraine and other intelligence matters. The Washington Post has reported on an additional tranche of documents from the server.

    The photos showed crumpled documents laid on top of magazines and surrounded by other random objects, such as zip-close bags and Gorilla Glue, suggesting they had been hastily folded up and shoved into a pocket before being removed from a secure location.

    A Discord user told investigators that Teixeira had become concerned “he may be discovered making the transcriptions of text in the workplace, so he began taking the documents to his residence and photographing them,” according to the affidavit.

    Four Discord users active in a different Discord chatroom where the documents later appeared told CNN they began circulating on Thug Shaker. Another user who was in the Thug Shaker chatroom told CNN they saw the original posts of classified documents but declined to speak further about them.

    While the documents were being shared on Discord, there’s no indication that the US intelligence community was aware they were on the internet. Discord servers are typically small, private online communities that require an invitation to join.

    On April 6, The New York Times first reported on the leaked documents and the Pentagon having launched an investigation into who may have been behind the leak.

    The investigation into finding the leaker quickly moved into the hands of the Justice Department, while the Pentagon investigation focused on a damage assessment of the leaks themselves.

    But the number of leaked documents continued to grow in the hours and days that followed the initial disclosure, revealing new intelligence assessments on everything from South Korea’s hesitance to provide the US weapons that might be sent to Ukraine to intelligence suggesting Egypt planned to supply rockets to Russia.

    US diplomats were forced to deal with the fallout. Seoul said it would hold “necessary discussions with the US” following the leak.

    The documents that were leaked appear to be part of a daily intelligence briefing deck prepared for the Pentagon’s senior leaders, including Milley, the top US military general. On any given day, the slides in that deck can be properly accessed by hundreds, if not thousands, of people across the government, officials said.

    Last Friday’s announcement of a Justice Department investigation underscored just how high a priority the leak was considered.

    By Monday, FBI agents from Washington to California to Boston were combing through evidence, conducting interviews and tracking volumes of computer data that within days pointed to Teixeira. They worked with Army CID investigators experienced in classified document probes.

    Anthony Ferrante, a former FBI agent, said that the “first few hours are critical” in a case like the Discord leaks as investigators rush to preserve digital evidence before it becomes harder to find online or vanishes altogether.

    FBI agents likely worked backward from the initial Discord posts to build a profile of the leaker, combing through his other online accounts to “put a human behind a keyboard,” Ferrante, who is now global head of cybersecurity at FTI Consulting, told CNN.

    Even though Teixeira emerged quickly as the most obvious suspect, counterintelligence agents trained in uncovering foreign spies looked through Teixeira’s background to try to find any sign that he could be working with a foreign intelligence service.

    The FBI agents’ work was made more urgent because the trove of documents had set off a media frenzy and reporters found ready interviews among members of Teixeira’s Internet social circle.

    On Monday, the FBI interviewed a user of the Discord chatroom where the classified information had been posted, according to the affidavit. That person told investigators that a user who went by “Jack” and said he was in the Air National Guard was the server’s administrator.

    A day earlier, the investigative news outlet Bellingcat posted an interview with a member of that same chatroom.

    On Wednesday, a day before Teixeira’s arrest, the FBI obtained records from Discord that included the subscriber information of the server’s administrator, which had Teixeira’s name and address, according to the affidavit.

    By day 5 of the FBI’s search, agents believed they had enough to charge Teixeira, and they began surveilling him.

    In a different scenario, without the intense public attention, agents might have watched him for weeks to see if he was meeting anyone suspicious or if he had accomplices.

    Instead, they moved to make an arrest Thursday, as news helicopters flew above.

    Teixeira was charged under the Espionage Act with unauthorized retention and transmission of national defense information and unauthorized removal of classified information and defense materials. He will next appear on Wednesday in federal court in Massachusetts.

    For the Biden administration, the episode has already prompted the Pentagon to begin to limit who across the government receives its highly classified daily intelligence briefs, amid lingering questions over why a 21-year-old junior Air National Guardsman had access to such classified information – and why it wasn’t discovered more quickly.

    Austin and Milley spent time on the phone speaking with US allies and partners around the world regarding the sensitive intelligence and top-secret documents suddenly thrust into the public sphere. Those conversations were expected to continue through the end of the week, another US official said.

    Deputy Secretary of State Wendy Sherman was tapped to lead the diplomatic response to the leaked US intelligence documents, according to a US official familiar with the matter.

    Biden was continually briefed on the state of the investigation while abroad, as well as the efforts of his top officials to engage with allies over the leaked information, officials said. Behind the scenes, that effort was a reality that loomed over a deeply personal and important foreign trip for Biden, one official acknowledged. 

    Still, the leaks didn’t arise when Biden met Wednesday with British Prime Minister Rishi Sunak, a Five Eyes intelligence sharing ally.

    Biden publicly downplayed the significance of the leak when he made his first comments on the matter. “I’m concerned that it happened, but there is nothing contemporaneous that I’m aware of that is of great consequence,” Biden told reporters Thursday.
