    In the wake of the 2016 presidential election, as online platforms began facing greater scrutiny for their impacts on users, elections and society, many tech firms started investing in safeguards.

    Big Tech companies brought on employees focused on election safety, misinformation and online extremism. Some also formed ethical AI teams and invested in oversight groups. These teams helped guide new safety features and policies. But over the past few months, large tech companies have slashed tens of thousands of jobs, and some of those same teams are seeing staff reductions.

    Twitter eliminated teams focused on security, public policy and human rights issues when Elon Musk took over last year. More recently, Twitch, a livestreaming platform owned by Amazon, laid off some employees focused on responsible AI and other trust and safety work, according to former employees and public social media posts. Microsoft cut a key team focused on ethical AI product development. And Facebook-parent Meta suggested that it might cut staff working in non-technical roles as part of its latest round of layoffs.

    Meta, according to CEO Mark Zuckerberg, hired “many leading experts in areas outside engineering.” Now, he said, the company will aim to return “to a more optimal ratio of engineers to other roles,” as part of cuts set to take place in the coming months.

    The wave of cuts has raised questions among some inside and outside the industry about Silicon Valley’s commitment to providing extensive guardrails and user protections at a time when content moderation and misinformation remain challenging problems to solve. Some point to Musk’s draconian cuts at Twitter as a pivot point for the industry.

    “Twitter making the first move provided cover for them,” said Katie Paul, director of the online safety research group the Tech Transparency Project. (Twitter, which also cut much of its public relations team, did not respond to a request for comment.)

    To complicate matters, these cuts come as tech giants are rapidly rolling out transformative new technologies like artificial intelligence and virtual reality — both of which have sparked concerns about their potential impacts on users.

    “They’re in a super, super tight race to the top for AI and I think they probably don’t want teams slowing them down,” said Jevin West, associate professor in the Information School at the University of Washington. But “it’s an especially bad time to be getting rid of these teams when we’re on the cusp of some pretty transformative, kind of scary technologies.”

    “If you had the ability to go back and place these teams at the advent of social media, we’d probably be a little bit better off,” West said. “We’re at a similar moment right now with generative AI and these chatbots.”

    When Musk laid off thousands of Twitter employees following his takeover last fall, it included staffers focused on everything from security and site reliability to public policy and human rights issues. Since then, former employees, including ex-head of site integrity Yoel Roth — not to mention users and outside experts — have expressed concerns that Twitter’s cuts could undermine its ability to handle content moderation.

    Months after Musk’s initial moves, some former employees at Twitch, another popular social platform, are now worried about the impacts recent layoffs there could have on its ability to combat hate speech and harassment and to address emerging concerns from AI.

    One former Twitch employee affected by the layoffs and who previously worked on safety issues said the company had recently boosted its outsourcing capacity for addressing reports of violative content.

    “With that outsourcing, I feel like they had this comfort level that they could cut some of the trust and safety team, but Twitch is very unique,” the former employee said. “It is truly live streaming, there is no post-production on uploads, so there is a ton of community engagement that needs to happen in real time.”

    Such outsourced teams, as well as automated technology that helps platforms enforce their rules, also aren’t as useful for proactive thinking about what a company’s safety policies should be.

    “You’re never going to stop having to be reactive to things, but we had started to really plan, move away from the reactive and really be much more proactive, and changing our policies out, making sure that they read better to our community,” the employee told CNN, citing efforts like the launch of Twitch’s online safety center and its Safety Advisory Council.

    Another former Twitch employee, who like the first spoke on condition of anonymity for fear of putting their severance at risk, told CNN that cutting back on responsible AI work, despite the fact that it wasn’t a direct revenue driver, could be bad for business in the long run.

    “Problems are going to come up, especially now that AI is becoming part of the mainstream conversation,” they said. “Safety, security and ethical issues are going to become more prevalent, so this is actually high time that companies should invest.”

    Twitch declined to comment for this story beyond its blog post announcing layoffs. In that post, Twitch noted that users rely on the company to “give you the tools you need to build your communities, stream your passions safely, and make money doing what you love” and that “we take this responsibility incredibly seriously.”

    Microsoft also raised some alarms earlier this month when it reportedly cut a key team focused on ethical AI product development as part of its mass layoffs. Former employees of the Microsoft team told The Verge that the Ethics and Society AI team was responsible for helping to translate the company’s responsible AI principles for employees developing products.

    In a statement to CNN, Microsoft said the team “played a key role” in developing its responsible AI policies and practices, adding that its efforts have been ongoing since 2017. The company stressed that even with the cuts, “we have hundreds of people working on these issues across the company, including net new, dedicated responsible AI teams that have since been established and grown significantly during this time.”

    Meta, maybe more than any other company, embodied the post-2016 shift toward greater safety measures and more thoughtful policies. It invested heavily in content moderation, public policy and an oversight board to weigh in on tricky content issues to address rising concerns about its platform.

    But Zuckerberg’s recent announcement that Meta will undergo a second round of layoffs is raising questions about the fate of some of that work. Zuckerberg hinted that non-technical roles would take a hit and said non-engineering experts help “build better products, but with many new teams it takes intentional focus to make sure our company remains primarily technologists.”

    Many of the cuts have yet to take place, meaning their impact, if any, may not be felt for months. And Zuckerberg said in his blog post announcing the layoffs that Meta “will make sure we continue to meet all our critical and legal obligations as we find ways to operate more efficiently.”

    Still, “if it’s claiming that they’re going to focus on technology, it would be great if they would be more transparent about what teams they are letting go of,” Paul said. “I suspect that there’s a lack of transparency, because it’s teams that deal with safety and security.”

    Meta declined to comment for this story or answer questions about the details of its cuts beyond pointing CNN to Zuckerberg’s blog post.

    Paul said Meta’s emphasis on technology won’t necessarily solve its ongoing issues. Research from the Tech Transparency Project last year found that Facebook’s technology created dozens of pages for terrorist groups like ISIS and Al Qaeda. According to the organization’s report, when a user listed a terrorist group on their profile or “checked in” to a terrorist group, a page for the group was automatically generated, although Facebook says it bans content from designated terrorist groups.

    “The technology that’s supposed to be removing this content is actually creating it,” Paul said.

    At the time the Tech Transparency Project report was published in September, Meta said in a comment that, “When these kinds of shell pages are auto-generated there is no owner or admin, and limited activity. As we said at the end of last year, we addressed an issue that auto-generated shell pages and we’re continuing to review.”

    In some cases, tech firms may feel emboldened to rethink investments in these teams by a lack of new laws. In the United States, lawmakers have imposed few new regulations, despite what West described as “a lot of political theater” in repeatedly calling out companies’ safety failures.

    Tech leaders may also be grappling with the fact that even as they built up their trust and safety teams in recent years, their reputation problems haven’t really abated.

    “All they keep getting is criticized,” said Katie Harbath, former director of public policy at Facebook who now runs tech consulting firm Anchor Change. “I’m not saying they should get a pat on the back … but there comes a point in time where I think Mark [Zuckerberg] and other CEOs are like, is this worth the investment?”

    While tech companies must balance their growth with the current economic conditions, Harbath said, “sometimes technologists think that they know the right things to do, they want to disrupt things, and aren’t always as open to hearing from outside voices who aren’t technologists.”

    “You need that right balance to make sure you’re not stifling innovation, but making sure that you’re aware of the implications of what it is that you’re building,” she said. “We won’t know until we see how things continue to operate moving forward, but my hope is that they at least continue to think about that.”

    Twitter users awoke Friday morning to even more chaos on the platform than they had become accustomed to in recent months under CEO Elon Musk after a wide-ranging rollback of blue check marks from celebrities, journalists and government agencies.

    The end of traditional verification marked the beginning of a radically different information regime on Twitter, one highlighted by almost immediate impersonations of government accounts; the removal of labels previously used to identify Chinese and Russian propaganda; and a scramble by the company to individually re-verify certain high-profile figures such as Pope Francis.

    A broad array of media organizations lost the gold verification badges Musk’s team had developed months earlier as an alternative to traditional brand verification, reflecting those organizations’ apparent refusal to pay for the badges that now cost $1,000 a month.

    Several prominent Twitter users including LeBron James, William Shatner and Stephen King also refused to pay to keep their verification badges, prompting Musk to personally intervene. Appearing to sense the problems that might ensue if those users went unverified, Musk said Thursday he would pay out of his own pocket to ensure James, Shatner and King’s profiles continued to be verified.

    “My Twitter account says I’ve subscribed to Twitter Blue. I haven’t. My Twitter account says I’ve given a phone number. I haven’t,” King tweeted.

    “You’re welcome namaste,” Elon replied, adding a prayer emoji.

    Though some of the most visible issues with the rollout could be ironed out in the coming days, the broader impact of the change has been to make it more difficult for users to determine an account’s authenticity and potentially to undermine Twitter’s central role as a hub for news. Twitter verification is no longer an indicator that an account represents who it claims to represent; instead, it reflects that a user – or, apparently, the owner of Twitter – paid for Twitter Blue, the company’s subscription service.

    Earlier experiments with changes to verification had led to similar chaos, prompting Twitter to postpone the rollout multiple times. Twitter continued to move forward with its paid verification strategy, however, with the hope of bolstering subscription revenue after seeing a sharp decline in its core ad sales business.

    After Thursday’s change removed verification from New York City’s official government account, the account tweeted Thursday evening: “This is an authentic Twitter account representing the New York City Government.”

    Later, another Twitter account bearing the same profile image and a slight variation on the official account’s username replied to that tweet.

    “No, you’re not,” the impostor account said. “THIS account is the only authentic Twitter account representing and run by the New York City Government.”

    By Friday morning, the city’s verification had been restored with a gray check mark indicating it was a “government or multilateral organization account.” The same had occurred with Pope Francis, who had also lost his blue check mark Thursday.

    In a seemingly unrelated and coincidental change, Twitter also stripped the “government-funded media” label from accounts belonging to Canada’s CBC and NPR, the latter of which had quit Twitter over the labeling because NPR said the label misrepresented the news organization’s editorial independence from the US government.

    Twitter also removed the “state-affiliated media” labels from accounts belonging to China’s Xinhua News and Russia’s RT.

    According to NPR, Musk dropped all media labeling on Twitter following a suggestion from the author Walter Isaacson, who is writing a biography of Musk. Isaacson, who is verified on Twitter as a subscriber to Twitter Blue, tweeted a photo of Musk on Thursday from SpaceX’s Starship launch site. The rocket exploded in midair.

    A high school English class may not sound like the typical forum for educating kids on the risks of social media, but that hasn’t stopped Jennifer Rosenzweig.

    Each school year, the 10th graders in her class at Scarsdale High School in New York watch “The Social Dilemma,” a 2020 documentary about the harms of social media. She also teaches her students about how companies can manipulate algorithms to make platforms addictive and is part of the school’s leadership team that hosts related social media training sessions for teachers and parents.

    Rosenzweig argues the subject is so important that it should be discussed in all courses.

    “It’s really important to give students lots of opportunities to talk about, think about, write about how social media affects their lives,” she said. “They just happened to be born in a really complicated, overstimulating and demanding time – and we handed them these devices without knowing what effect they would have.”

    Rosenzweig is one of a growing number of educators who find themselves on the front lines of a fight to change how students use social media, both in schools and at home, after rising concerns about the impact these services can have on the mental health of teens. And recently, there has been a push for more schools to effectively follow their example and develop programs to help educate students on the dangers of social media.

    As part of US Surgeon General Vivek Murthy’s watershed report last month on the “profound risks” of social media for teens, he recommended policymakers push for “digital and media literacy curricula in schools” that help students “recognize, manage, and recover from online risks” such as harassment, abuse and “excessive social media use.”

    Other politicians have suggested the same. Last month, Florida Gov. Ron DeSantis signed an education bill that prohibits students from accessing certain social media platforms on school Wi-Fi and requires instruction on the negative impacts of social media.

    These efforts come amid heightened bipartisan pressure from lawmakers for social media companies to do more to protect their youngest users. But in the absence of any new federal legislation, the burden falls on parents and schools, the latter of which faces significant challenges to address the issue.

    Schools must grapple with limited resources, students who develop online habits at a very young age and staff who may not be well versed to discuss the ins and outs of algorithmic rabbit holes and cyberbullying.

    At the Roycemore School in Evanston, Illinois, conversations around the impact of social media are happening in the classroom on a daily basis, according to Chris English, the head of school.

    Teachers openly remind students how their social media history lives on and how it can be perceived among colleges and employers, English said. Teachers also discuss how dopamine plays a role in why teens feel the need to keep checking platforms as well as general best practices.

    “We are always thinking about the social-emotional learning component … and how it applies to social media use,” said English, referring to teaching kids skills to manage their feelings and relationships.

    As with other education efforts, however, he believes social media literacy campaigns are much easier to do when class sizes in school are lower, allowing teachers to put more significant time and energy into each student.

    The Roycemore school is one of hundreds of schools across the US leaning on programs such as The Organization for Social Media Safety to provide digital literacy assemblies to students. The organization offers practical steps to address the varying dangers they may encounter on social media, from bullying and hate to trafficking and pressured sexting, as well as how algorithms can push problematic content to young users. The program is part of the DARE (Drug Abuse Resistance Education) curriculum.

    “Many students don’t even understand most of these dangers,” said Marc Berkman, director of The Organization for Social Media Safety. “They can’t protect themselves from the dangers if they don’t know what they are.”

    Devorah Heitner, author of “Screenwise, Speaker: Raising Kids in the Digital Age,” previously told CNN that schools of all sizes should embrace digital literacy because teens need to learn how to properly function in online communities, as that is the expectation both going into college and in their professional lives.

    “Literacy should not just be ‘don’t look at pornography’ or ‘stay off bad sites’ or ‘don’t cyberbully;’ that’s so limited,” she said. “It should also be understanding how algorithms work, how teens can respond or what to do when feeling excluded, or if they’re feeling insecure. We need to help kids with all these things.”

    The Organization for Social Media Safety provides parent workshops and community guidelines for guardians to reference as issues surface. Although Berkman said he’s encouraged by more teachers talking to students about the dangers of social media, he advises them to undergo formal training on the subject because it’s “not a check the box exercise” and requires “up to date knowledge on the rich landscape of how teens are using” these platforms.

    Digital literacy is not only playing out in high schools. Gillian Feldman, principal of Brawerman Elementary School in Los Angeles, said the school works with the Organization of Social Media Safety to provide educational sessions for parents of pre-teen and younger students to help them navigate social platforms.

    “Our kids are 12 when they leave our school, but they’re already using Fortnite and Roblox and other platforms which have social media components, with the ability to chat, post and Like things on these games,” Feldman said. “The [sessions] have been eye opening for parents and help them set better parameters for kids.”

    Feldman said the school is also taking a social-emotional approach to teaching its young students about social platforms, such as how they shouldn’t rely on “someone else’s approval to fill up your own [emotional] bucket.”

    While trying to teach students to develop a better relationship with technology, some schools are also pushing for them to ditch their devices entirely — at least during school hours.

    In September, Rosenzweig and her colleagues at Scarsdale High School introduced “Off and Away for the Day,” an effort that encourages students to keep smartphones in their book bags during the day.

    During free periods, the students are allowed to listen to music, podcasts or meditation apps but phones must be out of sight during class. Students can “briefly check phones if needed” during homeroom or lunch but not scroll social media or play games.

    The decision came after teachers at Scarsdale High School observed a correlation between screen time and declining reading abilities and focus among its students. The school is currently working to develop consequences and formal guidelines, she said.

    “I would never claim that everyone is supportive of this initiative, and yes, students do roll their eyes about it for sure,” Rosenzweig said. “But what I do strongly claim is that when you speak to students for more than five minutes about this topic, they appreciate that we are talking about it and really do want the help.”

    English’s school has also embraced the “Away for the Day” policy, where students put smartphones out of sight while on campus. It’s part of a bigger grassroots movement of the same name developed by the co-producers of the 2016 documentary “Screenagers,” which looks at the lives of teens growing up in the digital age.

    Students are told to keep phones out of sight during the school day at The Roycemore School.

    Sabine Polack, who spoke to CNN in 2021 about how her 14-year-old daughter was struggling with depression and had contemplated suicide stemming from pressures around social media, is now an advocate of the “Away for the Day” movement to create phone free schools.

    “It’s especially relevant now that we have the Surgeon General issuing advisories which includes calling for ‘tech free spaces’ as a tool to help mitigate the mental health crisis our children are facing,” said Polack, who is on the board of nonprofit Fairplay, which aims to protect kids from harmful marketing and excessive screentime.

    Rosenzweig said she aims to expand “Off and Away” to other schools in the Scarsdale School District and is hopeful it can be a leading force making a change in their community and beyond.

    “Schools have so much power,” Rosenzweig said. “We are with these kids five days of the week and we can make those days look like whatever we can look like.”

    YouTube said on Monday that it had removed a video of presidential hopeful Robert F. Kennedy, Jr. being interviewed by podcast host Jordan Peterson for violating its policy prohibiting vaccine misinformation.

    A YouTube spokesperson told CNN that the platform removed the video from Peterson’s channel because it does not allow “content that alleges that vaccines cause chronic side effects, outside of rare side effects that are recognized by health authorities.”

    The platform’s latest move comes as Kennedy, an environmental lawyer and anti-vaccine activist, has gained more mainstream attention with his views and recently had his account reinstated on Instagram as a result of his long-shot presidential campaign.

    YouTube began cracking down broadly on vaccine misinformation in 2021, following an earlier policy preventing false or misleading claims about Covid-19. At the time, YouTube said it would remove the channels of “several well-known vaccine misinformation spreaders,” including one belonging to the Children’s Health Defense, a group affiliated with Kennedy. (The YouTube channel for Kennedy’s presidential campaign remains active.)

    Under its policy, YouTube removes false claims about currently administered vaccines that the World Health Organization and local authorities have approved and confirmed to be safe.

    Although YouTube removed the video, it remains available on Twitter, showing the fractured approach to vaccine misinformation across the internet as his campaign gets underway.

    In a tweet on Sunday, Kennedy noted YouTube’s removal of the video saying, “What do you think … Should social media platforms censor presidential candidates?”

    Kennedy also gained attention for his anti-vaccine views on a different podcast this week.

    On Monday, prominent vaccine scientist Peter Hotez said he was accosted outside of his home after a Twitter exchange with podcaster Joe Rogan, who challenged Hotez to debate Kennedy over the weekend.

    Hotez had tweeted in support of a Vice article criticizing Spotify’s handling of vaccine misinformation in an interview with Kennedy on Rogan’s show. After Twitter owner Elon Musk and hedge fund manager Bill Ackman weighed in, Hotez said he was “stalked in front of my home by a couple of antivaxxers.”

    Kennedy suggested to Hotez that they have a “respectful, congenial, informative debate.” Hotez said he would go on Rogan’s podcast but would not debate Kennedy.

    In less than 48 hours, Meta’s Twitter rival Threads has surpassed 70 million sign-ups, upended the social media landscape and appears to have rattled Twitter enough that it is now threatening legal action against Meta.

    But even as users signed up for Threads in droves, with some clearly eager to flee the chaos of Elon Musk’s Twitter, the sudden success of Meta’s app could raise a new set of concerns.

    Meta has long been criticized for its market dominance, and for allegedly trying to choke off competition by copying and killing rival applications. Now, some competition experts and even some Threads users worry that if the new app’s traction continues, it may simply lead to the accumulation of even more power and dominance for Meta and its CEO Mark Zuckerberg.

    “The prospect of total monopoly by Meta, yikes,” wrote one user. “It’s a real problem for society when a few dozen people and companies own every single thing so that no alternative paradigms can exist that they don’t co-opt from the cradle,” replied another.

    Twitter had always been much smaller than Meta’s platforms, but it had an outsized influence in tech, media and politics. As Twitter faltered under Musk, though, a cottage industry emerged of smaller apps trying to capture some of its magic. Now more than any of them, Meta seems best positioned to claim the crown.

    Threads’ blockbuster launch this week highlights the uncomfortable reality of the modern digital economy: To potentially beat some of the biggest players in the industry, you might have to be a giant yourself.

    The overnight success of Threads is a testament both to the dissatisfaction with Musk’s ownership of Twitter and to the unique power and reach of one of Meta’s most important properties: Instagram.

    Instagram has more than two billion users, far more than the 238 million users Twitter reported having in the months before Musk took over. When new users sign up for Threads, which they do using an Instagram account, the app prompts them to follow all of their existing Instagram contacts with a single tap. It’s optional, but is easy to accept, and it takes a conscious decision to decline.

    By promoting Threads through Instagram, and by sharing Instagram user data with Threads to let people instantly recreate their social networks, Meta has significantly greased the onboarding process. That frictionless experience has allowed Threads to leapfrog what’s known in the industry as the “cold start” problem, in which a new platform struggles to gain new users because there are no other users there to attract them.

    Thanks to the Instagram integration, “that biggest problem, the chicken-egg problem, has been solved from the jump,” Reddit co-founder and venture investor Alexis Ohanian said in a video Thursday (posted, naturally, on Threads).

    That Threads appeared to clear that hurdle easily, Ohanian said, makes him “bullish” on the new app.

    But that same innovation that made signing up so many users so quickly may raise competition concerns, particularly in Europe where new antitrust rules for digital platforms are set to go into effect in a matter of months.

    “From a competition perspective this can be problematic because Meta can use it to leverage its market power and raise barriers to entry, as other rivals would not have the customer base Meta has via Instagram,” said Agustin Reyna, director of legal and economic affairs at the Brussels-based consumer advocacy organization BEUC.

    Under the EU’s Digital Markets Act (DMA), “digital gatekeepers” — a term that’s expected to cover Meta and/or its subsidiaries — will be prohibited from combining a user’s data from multiple platforms without consent, Reyna said. Another restriction forbids requiring users to sign up for one platform as a condition of using another.

    Instagram CEO Adam Mosseri appeared to acknowledge those issues this week in an interview with The Verge. Threads won’t be launching in the EU for now, he said, because of “complexities with complying with some of the laws coming into effect next year” — a statement The Verge suggested was a reference to the DMA.

    The DMA was passed specifically to deal with the antitrust concerns raised by large tech platforms. That Threads apparently cannot (yet) comply with rules designed to protect competition underscores uncertainty about the app’s potential competitive impact.

    Meta’s approach to Threads could also revive longstanding criticisms about the company’s alleged practice of copying and killing rivals, particularly as Twitter has warned Meta it may sue over claims of trade secret theft (an allegation Meta denies).

    The issue isn’t limited to the realm of social media. As the world races to develop artificial intelligence, Threads represents a huge new opportunity for Meta to gather training data for its own AI technology, in a way that could help it catch up to industry leaders such as OpenAI and Google. That could complicate any attempt at a comprehensive analysis of what Threads means for competition in tech.

    Part of what makes the debate so complicated is Threads’ seemingly very real threat to Twitter.

    If Threads puts pressure on Twitter to improve its service, that is a form of competition between apps, said Geoffrey Manne, founder of the Portland, Oregon-based International Center for Law and Economics.

    But, he added, if it leads to a concentration of power in the social media industry more broadly, it could mean a reduction in competition overall. It all depends on how you define the market.

    “I’m inclined to say it does both simultaneously, and the ultimate consequences aren’t so clear,” Manne said.

    Rather than viewing it through the lens of a social media market, one helpful way to look at the issue is from the perspective of the advertising market, he said. It’s possible that once Threads introduces advertising — which Zuckerberg has said won’t happen until the app has increased to significant scale — Threads simply reinforces Meta’s advertising market power, Manne said. That could lead to further antitrust scrutiny for Meta even if the question about competition in social media is ambiguous.

    Jeff Blattner, a former DOJ antitrust official, said it can only benefit consumers to have Threads as a rival to Twitter.

    “Two platforms run by maniac billionaires are better than one,” he wrote on Threads — though if Threads is so successful as to effectively knock out Twitter altogether, then in some ways the original question about Meta’s dominance will still stand.

    Threads has one thing going for it that may nip any competition concerns in the bud: A commitment to integrate with the same open protocols used by other distributed social media alternatives, such as Mastodon.

    That would give users the option to migrate their accounts, along with all their follower data intact, to a rival like Mastodon that isn’t controlled by Meta.

    While that interoperability isn’t available yet, Mosseri has repeatedly highlighted it as a priority on his to-do list.

    When and if it happens, that could be a significant step. What may appear now as an audience grab by Meta could someday wind up being how millions of people were onboarded to a massive, decentralized social networking infrastructure that is not controlled by any single company, individual or organization.

    “This is why we think interoperability requirements are so important,” said Charlotte Slaiman, a competition expert at the Washington-based consumer group Public Knowledge. If users could port their entire social graph from one rival to another whenever they wanted, she said, “we could have more fair competition based on the quality of the product, not just incumbency advantage.”

    A former Twitter employee on Wednesday filed a new lawsuit against Twitter and its owner, Elon Musk, alleging that the company failed to provide the full amount of severance it had promised employees prior to mass layoffs last November.

    The lawsuit, which was filed in federal district court in California and seeks class action status, asks the court to order Musk and Twitter to pay the additional severance benefits allegedly owed to former employees, in an amount no less than $500 million.

    The complaint was brought on behalf of Courtney McMillian, a former human resources leader at Twitter who was part of the mass layoffs Musk conducted the week after he bought the company last year. It alleges that Twitter made repeated assurances to employees about its severance plan amid Musk’s takeover in an effort to retain workers. In particular, the complaint claims that Twitter had promised senior employees severance of six months of base pay plus one week for every year of service, in addition to other benefits. Instead, Musk’s Twitter provided laid off employees with a total of three months of pay, including the state and federally mandated notice periods.

    In response to a request for comment on the lawsuit, Twitter sent CNN an automated poop emoji.

    Musk has cut around 80% of Twitter’s staff from prior to the takeover in his nine months owning the company.

    The lawsuit is just the latest legal action brought against Twitter by former employees with severance-related claims. More than 1,500 former employees have filed arbitration claims, after Twitter pushed for anyone who had signed an arbitration agreement while working at the company to pursue their claims out of court.

    But Kate Mueting, a lawyer working on the suit, said that Wednesday’s case relies on a federal law, the Employee Retirement Income Security Act, that the firm argues was exempt from Twitter’s arbitration agreement. That means that, if the suit is granted its request for class action status, former employees may be able to participate whether or not they signed the arbitration agreement.

    Twitter is also facing lawsuits from vendors, landlords and business partners who claim the company has failed to pay what they are owed, as well as music publishers who have alleged copyright infringement on the platform. A lawyer for the company last week also sent a letter threatening to sue Meta over its new rival platform, Threads.

    Meta on Tuesday launched a highly anticipated “following feed” option in its Threads app as part of its latest batch of updates that could help the new social platform further chip away at Twitter’s position in the market.

    The option to see a reverse chronological feed of posts from only accounts a user follows had been one of the most requested features since Threads launched earlier this month. On Tuesday, Meta CEO Mark Zuckerberg replied to a post requesting the feature, saying, “Ask and you shall receive.”

    The following feed, one of the central features of the Twitter experience, can be accessed on Threads by double tapping on the app’s home button.

    Meta has been steadily rolling out updates to Threads as it tries to keep users engaged in the new app. Threads had a hugely successful launch, topping 100 million sign-ups in its first week, but engagement has declined somewhat since then.

    Meta rolled out Threads as a barebones app — missing popular features such as direct messages and a robust search function — to take advantage of a weak moment at rival Twitter. Now, Meta executives have acknowledged that they must continue building out the app to keep the momentum going.

    “I’m very optimistic about how the Threads community is coming together,” Meta CEO Mark Zuckerberg said in a post on the platform last week. “Early growth was off the charts, but more importantly 10s of millions of people now come back daily … The focus for the rest of the year is improving the basics and retention.”

    Tuesday’s round of updates also includes automatic translation of posts into a users’ default language, the ability for users to see posts they’ve liked in their settings, the option for private users to batch “approve all” follow requests and buttons to filter the activity feed by various types of interactions, according to the company.

    The changes followed another batch of updates last week, which included a translation button and the option to subscribe and receive notifications from accounts a user doesn’t follow.

    Meta’s ongoing work on Threads comes as the chaos at Twitter continues. Earlier this week, owner Elon Musk began doing away with the platform’s iconic bird branding and replacing it with “X” in hopes of building an “everything” app similar to China’s WeChat.

    As Musk rebrands the app, he could face a different threat from Meta: Facebook’s parent company is one of many businesses that already have intellectual property rights to the letter “X.”

    Twitter’s free blue “verified” checkmarks for notable users may finally be coming to an end.

    Ever since Elon Musk took control of the company in October, he’s been threatening to remove the “legacy” checkmarks that confirmed the identities of users like government officials, corporations, journalists, celebrities and other high-profile tweeters.

    Now Musk may follow through: “On April 1st, we will begin winding down our legacy verified program and removing legacy verified checkmarks,” the company wrote in a tweet Thursday.

    A caveat, however: Twitter says this policy will go into effect starting on April Fool’s Day. Musk in particular has been known for April 1 trolling, including in 2018 when he falsely tweeted that his electric vehicle company Tesla

    had gone bankrupt.

    “To keep your blue checkmark on Twitter, individuals can sign up for Twitter Blue,” the company’s tweet continued.

    Twitter Blue is a subscription service that Musk relaunched late last year that costs individuals $84 a year or $8 a month. Charging fees provides a revenue stream for Twitter — and a needed one, as Twitter currently collects virtually all of its revenue from advertisers, who have been fleeing the social media platform since he took over.

    Charging for Twitter verification provides both additional revenue to Twitter and a way for Musk to show his disdain for government agencies, journalists and others. Yet building a replacement for the legacy verification program has proved to be fraught.

    Twitter Blue first launched in the pre-Musk days of 2021, as a subscription service offering “power features” like undoing a tweet and saving bookmarks to folders. Musk relaunched the program in November 2022, including a blue checkmark in the features for paying users.

    Immediately the program was flooded with users who paid for counterfeit accounts pretending to be users such as former President Donald Trump, Rudy Giuliani, LeBron James and Nintendo.

    Before being suspended, the impostor Nintendo account tweeted an image of video game character Mario giving the viewer the middle finger. The LeBron James account falsely claimed the athlete had requested a trade. The fake Trump account tweeted, “This is why Elon Musk’s plan doesn’t work.”

    Musk pulled the Twitter Blue program for a few weeks and relaunched it yet again in December, with additional steps for reviewing and approving subscribers. Beyond the checkmark, Blue also lets paying users edit a tweet up to 5 times within 30 minutes, create tweets up to 4,000 characters long and post HD videos.

    The company also says Twitter Blue users will see 50% fewer ads in their home timelines, and that their tweets will be prioritized among replies, mentions and searches.

    For companies and other organizations, Twitter Blue costs $1,000 a month for the main account and $50 a month for each additional related account.

    Under Elon Musk, Twitter has antagonized multiple major news organizations by labeling them state-funded media, appears to have eased restrictions on Russian government accounts and made crude jokes on the front of its headquarters and on Musk’s own Twitter display name.

    And that’s just this weekend.

    Musk’s antics, which only seem to have escalated this month, threaten to further erode Twitter’s brand value. For months, the company has struggled to retain advertisers and supplement its declining ad business — which previously comprised 90% of its annual revenue — by convincing users to pay up for its Twitter Blue subscription service.

    Musk, who is on the hook for large payments to lenders after buying the company for $44 billion, including with significant debt, must either coax hesitant advertisers back to the platform or boost its subscription business -— or both. But his recent erratic moves may only complicate those turnaround efforts.

    Late last week, Twitter faced backlash for labeling NPR as a “state-affiliated media” organization akin to foreign propaganda outlets such as Russia’s RT and Sputnik, in an apparent violation of its own policies. NPR CEO John Lansing called Twitter’s move “unacceptable,” and said the organization is “supported by millions of listeners.”

    Following the pushback, Twitter changed NPR’s label to “government funded media,” and applied the same designation to British broadcaster BBC over the weekend. Twitter has not given a definition for what it considers “government funded media,” but the BBC pushed back on the label, saying it is independent and “funded by the British public through the license fee.”

    The moves risk alienating some of the best-known media organizations in the world and undermining what has long been a key selling point for the platform: its role as a central hub for news. NPR, in particular, has not tweeted from its main account in nearly a week.

    While Twitter labeled some news accounts as state-funded, it also appears to have removed some restrictions on Russian government accounts that had been put in place following the outset of Russia’s war in Ukraine, again prompting outrage among some users.

    Musk commented on the decision in a tweet Sunday saying: “I’m told Putin called me a war criminal for helping Ukraine, so he’s not exactly my best friend. All news is to some degree propaganda. Let people decide for themselves.”

    Twitter, which laid off much of its media relations team last year, did not respond to a request for comment.

    The controversial moves come as Twitter continues to face significant business challenges. Analysis firm Similarweb last week reported that traffic to Twitter’s ad portal was down nearly 19% year-over-year in March. Many major advertisers have halted spending on Twitter since Musk’s takeover over concerns about increased hate speech on the platform and massive cuts to the company’s workforce.

    Musk has said Twitter is working to improve the platform’s ad targeting to increase value for advertisers. “But all the while there have been distractions,” said Scott Kessler, technology sector lead at research firm Third Bridge, adding that there are “significant questions about the direction that the company is going.” At the same time, online ad spending broadly has contracted over concerns about the economy.

    Against that backdrop, Musk’s Twitter has made several head-scratching announcements this month, some of which might only add to its challenges.

    Musk previously frustrated some of Twitter’s celebrity users, who have long been a key selling point for the platform, with a promise to remove blue checkmarks from accounts who had been verified under Twitter’s previous system. But it didn’t exactly go to plan — instead of removing checks from all previously verified users, Twitter appeared to target a single account belonging to the New York Times.

    Days later, Twitter’s home button was temporarily replaced with doge, the meme representing the cryptocurrency dogecoin, which Musk has promoted. The company also briefly restricted Twitter users from sharing links to a rival platform, upsetting users, including one who had previously reported the so-called Twitter files using documents provided by Musk.

    As if to underscore his unique and questionable impact on the brand, the “Chief Twit” has also apparently been keeping busy with changes to Twitter’s San Francisco headquarters. Last week, photos began spreading of a piece of plastic covering the “w” in the sign on the front of the company’s office.

    At nearly midnight on Sunday, Musk tweeted that the company’s landlord “says we’re legally required to keep sign as Twitter & cannot remove ‘w,’ so we painted it background color,” alongside a photo of the “w” painted white against a white background, leaving a more asinine word in its place. “Problem solved!” Musk tweeted.

    If only the same could be said for the platform’s business troubles.

    One of the buzziest songs recently circulating on TikTok and climbing the Spotify charts featured the familiar voices of best-selling artists Drake and the Weeknd. But there’s a twist: Drake and the Weeknd appear to have had nothing to do with it.

    The viral track, “Heart on my Sleeve,” comes from an anonymous TikTok user named Ghostwriter977, who claims to have used artificial intelligence to generate the voices of Drake and the Weeknd for the track.

    “I was a ghostwriter for years and got paid close to nothing just for major labels to profit,” Ghostwriter977 wrote in the video comments. “The future is here.”

    “Heart on my Sleeve” racked up more than 11 million views across several videos in just a few days and was streamed on Spotify hundreds of thousands of times. The original TikTok video has seemingly been taken down, and the song has since been removed from streaming services including YouTube, Apple Music and Spotify. (TikTok, YouTube, Apple and Spotify did not respond to a request for comment.)

    The exact origin of the song remains unclear, and some have suggested it could be a publicity stunt. But the stunning traction for “Heart on my Sleeve” may only add to the anxiety inside the music industry as it goes on offense against the possible threat posed by a new crop of increasingly powerful AI tools on the market.

    Universal Music Group, the music label that represents Drake, The Weeknd and numerous other superstars, sent urgent letters in April to streaming platforms, including Spotify and Apple Music, asking them to block AI platforms from training on the melodies and lyrics of their copywritten songs.

    “The training of generative AI using our artists’ music — which represents both a breach of our agreements and a violation of copyright law as well as the availability of infringing content created with generative AI on digital service providers – begs the question as to which side of history all stakeholders in the music ecosystem want to be on: the side of artists, fans and human creative expression, or on the side of deep fakes, fraud and denying artists their due compensation,” the company said in a statement this week to CNN.

    The record label said platforms have “a fundamental legal and ethical responsibility to prevent the use of their services in ways that harm artists.”

    But attempting to crack down on AI-generated music may pose a unique challenge. The legal landscape for AI work remains unclear, the tools to create it are widely accessible and social media makes it easier than ever to distribute it.

    AI-generated music is not new. Taryn Southern’s debut song “Break Free,” which was composed and produced with AI, hit the Top 100 radio charts back in 2018, and VAVA, an AI music artist (i.e. not a human), currently has a single out in Thailand.

    But a new crop of AI tools have made it easier than ever to quickly generate convincing images, audio, video and written work. Some services such as Boomy specifically leverage generative AI to make music creation more accessible.

    There’s little known about who is behind the Ghostwriter977 account, or which tools the creator used to make the track. The user did not respond to a CNN request for comment.

    In the bio section of the user’s TikTok account, a link directs users to a page on Laylo, a website where fans can sign up to get notifications from artists when new songs are dropped or merchandise and tickets become available. The company told CNN the account likely registered to build up its fan base and brought in “tens of thousands” of signups in the past few days.

    Laylo CEO Alec Ellin denied that the company was behind the viral track as some have speculated, but Ellin told CNN whoever did make it was “clearly a really savvy creator” and called it “a perfect example of the power of using Laylo to own your audience.”

    Michael Inouye, an analyst at ABI Research, said “Heart on my Sleeve” could have been made in several ways depending on the sophistication of the AI and level of musical talent.

    “If music artists were involved, they could create the background music and the lyrics, and then the AI model could be trained with content from Drake and The Weekend to replicate their voices and singing styles,” he said. “AI could also have generated most of the song, lyrics and replicated the artists again based on the training data set and any prompts given to direct the AI model.”

    He added that part of this fascination and virality of the song comes from “just how good AI has gotten at creating content, which includes replicating famous people.”

    Roberto Nickson, who is building an AI platform to help boost productivity and work flow, recently posted a video on Twitter showing how easy it is to record a verse and train an AI model to replace his vocals. He used the artist formerly known as Kanye West as an example.

    “The results will blow your mind,” he said. “You’re going to be listening to songs by your favorite artist that are completely indistinguishable and you’re not going to know if it’s them or not.”

    Although the entertainment industry has seen these issues coming, regulations are lagging behind the rapid pace of AI development.

    Audrey Benoualid, an entertainment lawyer based in Los Angeles, said one could argue “Heart On My Sleeve” does not infringe copyright as it appears to be an “original” composition.

    “Ghostwriter also publicized that Drake and The Weeknd were not involved in the making of the song, which could protect them from a ‘passing off’ claim, where profits are generated as consumers are misled into believing the song is actually a Drake-Weeknd collaboration,” she said in an email to CNN.

    However, Benoualid added, machine learning and generative AI programs may also be found to infringe copyright in existing works, either by making copies of those works to train the AI or by generating outputs that are substantially similar to those existing works. “Major labels would undoubtedly, and have already begun to, argue that their copyrights (and their artists’ intellectual property rights) are being infringed,” she said.

    Michael Nash, an executive VP at Universal Music Group, recently wrote in an op-ed that AI music is “diluting the market, making original creations harder to find, and violating artists’ legal rights to compensation from their work.”

    No regulations exist that dictate on what AI can and cannot train. But last month, in response to individuals looking to seek copyright for AI-generated works, the US Copyright Office released new guidance around how to register literary, musical, and artistic works made with AI.

    The copyright will be determined on a case-by-case basis, the guidance continued, based on how the AI tool operates and how it was used to create the final piece or work. The US Copyright Office announced it will also be seeking public input on how the law should apply to copywritten works the AI trains on, and how the office should treat those works.

    “AI and copyright law and the rights of musicians and labels have crashed into one another (once again), and it will take time for the dust to settle,” Benoualid said. “The landscape is anything but clear at the moment.”

    Inouye said if AI generated content becomes associated with famous individuals in a negative way that could be grounds for a lawsuit to not only take content down but to cease and desist their operations and potentially seek damage.

    “On the flip side, if the content were to be popular and the creator were to make revenue off of the artists’ image or likeness then again the artists could similarly request the content to be taken down and potentially sue for any monetary gains,” he said.

    But for now, concerned parties may be forced to play whack-a-mole. While services like Spotify pulled “Heart on my Sleeve,” versions of it appeared to continue circulating as of Tuesday on other online platforms.

    Even a song made with artificial intelligence may find real staying power online.

    Twitter said Tuesday it will permit public institutions such as transit agencies and the National Weather Service to post large volumes of automated tweets for free, provided that the accounts doing so are “verified gov or publicly owned services.”

    The announcement marks another sudden pivot in Twitter’s attempts to charge institutional users for access to its platform — reflecting an apparent concession to those who warned that Twitter’s paywall plan would disrupt consumers’ ability to receive timely updates from first responders, weather agencies and other vital services for which Twitter has become an essential distribution channel.

    Last week, New York’s Metropolitan Transit Authority announced it would stop posting real-time transit alerts on Twitter, citing reliability issues with Twitter’s platform and saying it does not pay tech platforms for the ability to provide the updates. In recent weeks, multiple regional accounts run by the National Weather Service have also warned followers to expect fewer weather updates in connection with Twitter’s platform changes.

    Tuesday’s shift comes amid a widespread backlash to Twitter’s paid plans, which cost as much as $2.5 million per year for top-level access privileges allowing organizations to download and post large volumes of tweets in an automated fashion.

    The changes, which took effect in March, restricted third parties from easily accessing Twitter’s application programming interface, or the technology that allows outside software to plug into Twitter’s platform. The changes provoked especially strong opposition from third-party app developers whose projects depend on uninterrupted Twitter access, as well as from academic researchers that study platform manipulation and misinformation, who said even the most expensive new plans provided just a fraction of the data Twitter once offered at no or low cost.

    On Tuesday, Twitter’s official account for developers acknowledged the impact the company’s paywall could have on civil society.

    “One of the most important use cases for the Twitter API has always been public utility,” it said. “Verified gov or publicly owned services who tweet weather alerts, transport updates and emergency notifications may use the API, for these critical purposes, for free.”

    But while Twitter appeared to be backing off from an attempt to charge vital services substantial fees for API access, the announcement left it ambiguous regarding how Twitter planned to ensure that critical public safety and transit accounts would be “verified.”

    Requiring that the accounts be verified under Twitter’s paid subscription program, Twitter Blue, could still involve forcing institutions to pay to access Twitter’s API.

    Twitter’s developer account didn’t immediately respond to CNN’s questions seeking clarification on the matter.

    Montana has become the first US state to ban TikTok on all devices, even personal ones, triggering renewed doubts about the short-form video app’s future in the country.

    On Wednesday, the state’s governor, Greg Gianforte, signed a bill into law that would fine TikTok and online app stores for making the service available to state residents. It takes effect next year.

    The move goes a step beyond other states that have restricted TikTok from government devices. It also comes at a time when some federal lawmakers are pushing for a nationwide ban.

    But legal and technology experts say there are huge hurdles for Montana, or any state, to enforce such a law. The TikTok ban immediately prompted one lawsuit from TikTok users who allege it violates their First Amendment rights, with more legal challenges expected. Even if the law is allowed to stand, the practicalities of the internet may make it impossible to keep TikTok out of the hands of users.

    Montana’s new law, SB419, makes it illegal for TikTok and app marketplaces to offer the TikTok service within state lines.

    Passed in April, the bill establishes fines of $10,000 per violation per day, where a single violation is defined as “each time that a user accesses TikTok, is offered the ability to access TikTok, or is offered the ability to download TikTok.”

    Individual users themselves would not be on the hook just for accessing TikTok, according to the law.

    If the law survives in the courts, TikTok, and companies such as Apple and Google, could be forced to find ways to restrict TikTok from Montana smartphone users — or face huge penalties.

    But that’s a big if.

    TikTok and other civil society groups warn that the law as written is unconstitutional. There are two main arguments TikTok’s defenders have cited.

    One is that the law violates the First Amendment rights of Montanans, by restricting their ability to access legal speech and by infringing on their own rights to free expression through the app.

    On Thursday, the American Civil Liberties Union accused Gianforte and the state legislature of having “trampled on the free speech of hundreds of thousands of Montanans who use the app to express themselves, gather information, and run their small business in the name of anti-Chinese sentiment.”

    A group of TikTok users echoed that complaint in a lawsuit filed Wednesday evening in the US District Court for the District of Montana, hours after the governor’s signature. “Montana can no more ban its residents from viewing or posting to TikTok than it could ban the Wall Street Journal because of who owns it or the ideas it publishes,” according to the complaint.

    Another allegation is that the law represents an unconstitutional “bill of attainder,” or a law that penalizes somebody absent due process.

    NetChoice, an industry trade group that counts TikTok as a member, said the bill “ignores the U.S. Constitution.”

    “The government may not block our ability to access constitutionally protected speech – whether it is in a newspaper, on a website or via an app,” said Carl Szabo, NetChoice’s general counsel.

    A spokesperson for Gianforte didn’t immediately respond to a request for comment.

    Even if the law survives a legal challenge, experts say its breadth could make it difficult to effectively implement and enforce.

    For one thing, app stores such as Apple’s operate on a country-by-country basis and aren’t able to filter apps at the state level, multiple experts have said.

    As a result, there would be no way for companies such as Apple and Google to practically comply with the law, TechNet, a trade organization that counts those companies as members, told Montana lawmakers at a hearing in March.

    “App stores,” a TechNet witness said at the hearing, “do not have the ability to geofence on a state-by-state basis. It would thus be impossible for our members to prevent the app from being downloaded specifically in the state of Montana.”

    The open-ended nature of the law means enormous unbounded liabilities for TikTok and app store operators.

    “What this really does is create a huge potential liability for both TikTok and the mobile app stores,” said Nicholas Garcia, policy counsel at the consumer advocacy group Public Knowledge. “And what it requires them to do is to figure it out, under threat of Montana coming in and saying, ‘You have not been complying with the law.’”

    It’s unclear how, exactly, Montana officials might determine noncompliance.

    One sure-fire way would be for Montana officials to attempt to download or access TikTok themselves on devices they control, and if they are successful, to sue TikTok or app store companies for those violations, said Alan Rozenshtein, an associate law professor at the University of Minnesota. But that would not identify violations occurring on devices used by the wider public, which is the entire point of the ban, he added.

    “That would require Montana to do surveillance of its own citizens of who’s downloading, and how,” Rozenshtein said. Alternatively, he added, Montana could try to obtain court orders compelling the companies to hand over business information — such as billing data or other non-content information related to users — that could identify them as Montana residents.

    Authorities could also try to subpoena TikTok or the app stores for information on users who have accessed or downloaded TikTok from within the state, but those requests wouldn’t capture the many people who would likely circumvent the ban using more sophisticated methods.

    Virtual private networking (VPN) services would make it trivial for users to get around the restrictions, according to Evan Greer, director of Fight for the Future, a consumer advocacy group. A VPN could make a user in Montana appear as if they are connected to the internet from outside state lines.

    “Any teenage anime fan or British TV aficionado can tell you how to circumvent such a silly ban using a VPN,” said Greer.

    Officials could potentially try to expand their dragnet by asking companies to use additional data they possess on their users to make inferences about who may be accessing TikTok. But depending on the scope of such a request, it could trigger legal objections and privacy concerns — if the additional data is even available.

    Asking internet providers to implement statewide network filters might be another way to enforce the law, said Garcia. But internet providers are not named as a type of entity subject to the TikTok ban.

    “So the only reason they would get involved would be if TikTok or Apple and Google wanted them to,” Garcia said, “and made some business case for why they should go through that effort on a contractual basis or something.”

    Still, said Rozenshtein, just because the Montana law is silent on internet providers does not preclude Montana from potentially seeking a court order forcing broadband companies to filter TikTok traffic at the network level.

    As with the dozens of other states that have imposed some level of TikTok restrictions, Montana’s government has cited the app as a potential privacy and security risk.

    US officials worry that TikTok’s links to China through its parent company, ByteDance, might result in American’s personal information leaking to the Chinese government. That could help China with spying or disinformation campaigns against the United States, according to authorities.

    So far, though, the risk appears to be hypothetical: There is no public evidence to suggest that the Chinese government has actually accessed TikTok’s US user data. And TikTok isn’t the only company that collects large amounts of data, or that might be an attractive target for Chinese espionage.

    TikTok has said it is executing on a plan to store US user data on cloud servers owned by the US tech giant Oracle, and that when the initiative is complete, access to the data will be overseen by US employees.

    More than half of US states have announced some restrictions on TikTok affecting the app on government devices. Montana’s ban marks the beginning of a new phase, however — and the widely expected legal challenges may determine whether other states soon follow suit.

    Instagram announced Sunday it had lifted its ban on Robert F. Kennedy Jr., the anti-vaccine activist who has launched a presidential bid, two years after it shut down Kennedy’s account for breaking its rules related to Covid-19.

    “As he is now an active candidate for president of the United States, we have restored access to Robert F. Kennedy, Jr.’s, Instagram account,” Andy Stone, a spokesperson for Instagram’s parent company Meta said in a statement.

    Kennedy, who has a long history of spreading vaccine misinformation, was banned from Instagram in February 2021.

    A company spokesperson at the time said Instagram had removed his account for “repeatedly sharing debunked claims about the coronavirus or vaccines.”

    While Kennedy’s Instagram account was banned, his Facebook account remained active. Both platforms are owned by Meta.

    Kennedy was a leading anti-vaccination voice during the Covid-19 pandemic, using his social media platforms to sow doubt and misinformation about the shots.

    He has promoted false claims about vaccine links to autism and in 2022 compared vaccine mandates to Nazi Germany.

    His wife, actress Cheryl Hines, publicly condemned Kennedy’s remark as “reprehensible” after he invoked Anne Frank, who was murdered by Nazis as a teenager.

    Hines distanced herself from him in January 2022, tweeting: “His opinions are not a reflection of my own.”

    Kennedy’s return to Instagram, first reported by The Washington Post, will give him access to his more than 769,000 followers.

    The decision comes as traditional media and social media companies attempt to navigate a 2024 election campaign fraught with accusations of misinformation and censorship.

    On Friday, YouTube announced it would no longer remove content featuring false claims that the 2020 US presidential election was stolen, reversing a policy instituted more than two years ago amid a wave of misinformation about the election.

    The decision to reinstate Kennedy comes amid a flurry of activity between the candidate and Silicon Valley.

    Meta’s decision to allow Kennedy back on Instagram came a few days after the Democratic presidential candidate publicly complained that the platform was blocking his campaign from creating a new account.

    Stone, the Meta spokesperson, told CNN on Sunday that the restriction was a mistake and that the company had resolved the issue.

    Meta executives have long maintained they believe political candidates should be able to use its platforms to reach voters, even if those candidates sometimes break rules that would get other users banned from its platforms.

    The Biden administration on Monday outlined how states across the country will be receiving billions of dollars in federal funding for high-speed internet access, highlighting the US government’s push to bring connectivity to more Americans and to close the digital divide.

    More than $42 billion from the 2021 bipartisan infrastructure law will be distributed to US states and territories for building internet access, the White House said — with Texas eligible for the largest award of more than $3.3 billion, followed by California, which could receive more than $1.8 billion.

    “We’re talking today about a major investment that we’re making in affordable, high-speed internet, all across the country,” Biden said in a speech Monday, describing internet access as a critical economic resource allowing children to do their homework, for workers to find jobs and for patients to access health care.

    “I’ve gotten letters and emails from across the country from people who are thrilled that after so many years of waiting, they are finally going to get high-speed internet,” Biden said, citing one message he received from an Iowa woman who described the development as “the best thing that’s happened in rural America since the Rural Electrification Act,” referring to the push under President Franklin Delano Roosevelt to bring electricity to farms and ranches nationwide.

    All US states and territories have been awarded at least some funding, starting with the US Virgin Islands, which is eligible for $27 million under the initiative known as the Broadband Equity, Access, and Deployment (BEAD) program.

    The BEAD program marks one of the largest-ever infusions of federal money for bringing disconnected households and businesses online. And it reflects months of work by the US government to design new and updated broadband maps showing which areas of the country remain unserved or under-served.

    Finalized by the Federal Communications Commission last month, the new maps show that 7% of US households and businesses, representing 8.5 million physical locations and tens of millions of individual Americans, do not have broadband internet access, which is defined as internet download speeds of at least 25 megabits per second. The new maps provide information about internet connectivity at a granular level, whereas previous maps assessed connectivity only at a census-block level. The older maps also considered a census block to be served if just one household in that block had broadband access, even if many of its surrounding neighbors did not — leaving many Americans to report that they had no high-speed internet even when the official maps claimed that they did.

    The updated maps allowed the US government to calculate which states had the greatest need for broadband funding and to distribute the infrastructure law’s resources accordingly. States and territories may begin applying for the funds as soon as July 1, the White House said. After the applications are approved by the Commerce Department, state officials will gain access to at least 20% of their eligible awards.

    Under the infrastructure law, US states had been guaranteed at least $100 million in BEAD funding, while US territories were promised at least $25 million.

    Nineteen states received more than $1 billion in the final allocation, the White House said, adding that the 10 states receiving the most funding were Alabama, California, Georgia, Louisiana, Michigan, Missouri, North Carolina, Texas, Virginia and Washington.

    And it complements another $23 billion across five separate broadband access programs included in the legislation, such as a program specifically aimed at Tribal connectivity and another for low-income households. And it follows a $25 billion investment under the American Rescue Plan, the 2021 Covid-19 stimulus package.

    Monday’s announcement marked the launch of a three-week nationwide tour by President Joe Biden and other White House officials to tout the administration’s economic plan.

    An Australian project management firm has filed a lawsuit against Twitter in a US court seeking cumulative payments of about A$1 million ($665,000) over alleged non-payment of bills for work done in four countries, court filings showed.

    Sydney-based private company Facilitate Corp on June 29 filed the suit in the United States District Court for the Northern District Of California claiming breach of contract over Twitter’s failure to pay its invoices.

    The Australian firm’s lawsuit is the latest alleging non-payment of bills and rent against Twitter

    since Elon Musk bought the social media platform for $44 billion last year.

    Facilitate said from 2022 through early 2023, it installed sensors in Twitter’s offices in London and Dublin, completed an office fit-out in Singapore and cleared an office in Sydney.

    For those works, Twitter owed the company about 203,000 pounds ($257,000), S$546,600 ($404,000) and A$61,300 ($40,700), respectively, Facilitate said.

    Twitter, also known as X Corp, no longer has a media relations office. Reuters could not immediately reach Twitter’s Australia office.

    Facilitate said it was seeking compensatory damages in an amount to be determined at trial, legal costs and interest at the maximum legal rate.

    In May, a former public relations firm filed a suit in a New York court saying Twitter had not paid its bills, while early this year, US-based advisory firm Innisfree M&A sued it, seeking about $1.9 million for what it said were unpaid bills after it advised Twitter on its acquisition by Musk.

    Britain’s Crown Estate, an independent commercial business that manages the property portfolio belonging to the monarchy, in January began court proceedings over alleged unpaid rent on Twitter’s London headquarters.

    TikTok will now allow users to post text-only content for the first time in a challenge to Elon Musk’s beleaguered X, formerly known as Twitter.

    Announcing the new post format Monday, the video streaming platform said it would broaden “options for creators to share their ideas and express their creativity.”

    “With text posts, we’re expanding the boundaries of content creation for everyone on TikTok, giving the written creativity we’ve seen in comments, captions, and videos a dedicated space to shine,” the company said in a statement.

    Users are now able to share “stories, poems, recipes, and other written content,” which can be customized by adding sound, stickers and background colors, among other features.

    In perhaps the most direct challenge to the X platform, text posts on TikTok will allow users to tag other accounts and add hashtags that relate to trending topics.

    The latest move by TikTok, which is owned by China’s ByteDance, may prove to be another knock for Musk, whose takeover of X in October has resulted in mass layoffs, a huge drop in advertising revenue and controversial changes to the platform’s verification policy.

    Earlier this month, Facebook’s parent company, Meta, launched Threads, a rival social media site. Threads surpassed 100 million user sign-ups in its first week.

    Musk re-branded Twitter to X Monday, giving the platform a new website domain and logo.

    Twitter said parts of its proprietary code were posted online and had been exposed until Friday, when the company had the material removed from the web and filed for a court order to hunt down the source of the leak.

    The leak saw excerpts of Twitter’s source code — the programming that powers the Twitter platform and its internal tools — posted to the online software repository GitHub, according to a court filing Friday by a Twitter attorney. The files were posted by a pseudonymous GitHub user, identified only by the handle FreeSpeechEnthusiast. The account was created on Jan. 3 and does not appear to have posted any other material besides the Twitter code.

    The code leak represents the latest mishap for Twitter as CEO Elon Musk has sought to reverse a sharp decline in revenues through substantial layoffs and other cost cutting measures that some experts had already said risked making the platform less safe. Leaked source code can not only provide insight into how a company designs its product but can also give criminals the chance to find or exploit security flaws and vulnerabilities.

    Twitter has launched an effort to identify the person or group behind the FreeSpeechEnthusiast GitHub account, as well as anyone who may have interacted with the leaked code. On Friday, Twitter filed for a subpoena at the US District Court for the Northern District of California, which Twitter hopes will compel GitHub to hand over IP addresses, contact information, and access logs associated with the incident.

    “The purpose for which Twitter’s DMCA Subpoena is sought is to obtain the identity of an alleged infringer or infringers, and such information will only be used for the purpose of protecting Twitter’s rights,” Twitter wrote in its filing to the court.

    GitHub removed the content on Friday after Twitter submitted a copyright claim to the company. GitHub declined to comment on the matter but said it publicly posts all copyright takedown requests and referred CNN to Twitter’s request. Twitter, which has cut much of its public relations team under Musk, automatically responded to a request for comment with an email containing a poop emoji.

    The leak was first reported by The New York Times.

    The leak comes as Musk has sought to place more of his own imprint on the social media platform he purchased last year. The acquisition prompted a wave of advertisers to flee the platform over fears the deal would lead to a rise in hate speech and an increase in reputational risks for brands. Musk has blamed the advertiser revolt for steep losses at the company, and has aggressively pushed the company’s subscription service, Twitter Blue, as an alternative revenue stream. He has also said Twitter will charge fees for other software applications to access Twitter’s platform.

    On Saturday, reports on an internal memo by Musk outlining employee stock awards suggested that Twitter was valued at about $20 billion, or less than half of the $44 billion Musk paid for the company. (CNN has not independently confirmed the memo’s existence or its contents.) In the memo, Musk reportedly defended the changes he has made at the company and claimed that Twitter’s valuation could someday exceed $250 billion.

    The same day, Musk tweeted that prior to the changes he made, Twitter only had $1 billion in cash, which he said represented about four months’ worth of expenses and an “extremely dire situation.” But, he added, things are looking up.

    “Now that advertisers are returning, it looks like we will break even in Q2,” he said.

    Former senior executives of Twitter have sued the company in an attempt to recover more than $1 million in legal expenses incurred by responding to shareholder lawsuits, federal investigations and a congressional hearing, according to a complaint filed Monday in Delaware Chancery Court.

    The lawsuit by former Twitter CEO Parag Agrawal, former chief legal officer Vijaya Gadde and former chief financial officer Ned Segal alleges that Twitter has failed to reimburse them for lawyers’ fees in accordance with prior agreements with the company. Elon Musk fired the executives immediately after completing his acquisition of the company.

    Twitter, which cut much of its public relations team last year, did not immediately respond to CNN’s request for comment. The complaint was first reported by The New York Times.

    According to exhibits filed with the complaint, Gadde alone spent more than $1 million preparing for her testimony in February before the House Oversight Committee, when the panel held a hearing focused on allegations that Twitter censored conservative speech.

    The complaint also describes legal fees linked to probes by the Securities and Exchange Commission and the Justice Department, though without disclosing many specifics of the investigations. The references to federal investigations underscore the continuing legal risk for Twitter under Musk, who is simultaneously struggling to shore up company finances while pushing a skeleton crew to make significant changes to the product.

    The SEC has previously probed Musk’s investment in and deal to buy Twitter, including his apparent delay in disclosing his large ownership stake in the social media company. And last month, the Federal Trade Commission acknowledged a wide-ranging investigation into Twitter’s privacy practices. The Justice Department has not previously confirmed any investigation into the company.

    The lawsuit outlines some details about the DOJ and SEC probes. It claims that Agrawal and Segal first began receiving requests from US officials around July of last year. Agrawal continued to field requests through the fall and after he stepped down from Twitter, according to the complaint. And late last year, it said, the Justice Department contacted Agrawal and Segal’s attorneys about multiple investigations into Twitter.

    Letters to Twitter seeking reimbursement for the legal expenses were ignored for months, according to the complaint. In March, the company allegedly responded by acknowledging the requests for reimbursement, but took no action to pay. As of Monday, the executives still have not recovered the fees, the complaint said.

    The recent leak of classified US documents on social media platform Discord seemingly caught many at the Pentagon by surprise. But it wasn’t the first time that a forum popular with online gamers had hosted military secrets, underlining a major challenge for the US national security establishment and platforms alike.

    As recently as January 2023, someone on a forum for fans of the video game War Thunder reportedly published confidential information on an F-16 fighter jet. That followed reports of at least three other occasions since 2021 when War Thunder fans posted documents on British, French and Chinese tanks. These cases – which Axios also reported on in the context of the Discord leaks – typically involved users boasting of their inside knowledge of military equipment and claiming to want to make the game more realistic.

    Gaijin Entertainment, the company that produces War Thunder, took the posts down after forum moderators flagged them.

    The recent leaks on Discord exposed a shortcoming in how the US government alerts platforms that they are hosting sensitive or classified information, according to Discord’s top lawyer.

    There is currently “no structured process,” for the government to communicate whether documents posted on social media are classified or even authentic, Clint Smith, Discord’s chief legal officer, said in an April 14 statement that described classified military documents as a “significant, complex challenge” for Discord and other platforms.

    The episodes point to vexing challenges for social media platforms like Discord – where 21-year Air National Guardsman Jack Teixeira allegedly began posting classified information in December – and the US military, which has used Discord for recruiting.

    Discord and other platforms face a difficult balancing act in giving young gamers the space to be themselves while also detecting when they post illegal content.

    “A lot of these guys find their social circles in these online gaming spaces, and that can be great,” said Jennifer Golbeck, a professor at the University of Maryland’s College of Information Studies. “But if the culture of the platform shifts to rewarding things that you shouldn’t be doing, it can hard if you’re really invested in that that social group to give that up.”

    Teixeira allegedly posted the documents – which included sensitive US intelligence on the war in Ukraine – to a private Discord chat in an attempt to look after his online friends and keep them informed, one member of the chatroom has claimed.

    The Pentagon is trying to tap into online youth culture without it backfiring spectacularly, as it allegedly did with Teixeira.

    An Air Force Gaming program that allows service members to compete in video game leagues to, according to a Pentagon press release, “build morale and mental health resiliency,” has more than 28,000 members. The top of the Air Force Gaming website includes a link to join the program’s Discord channel.

    There were signs that Pentagon officials were growing wary of information young service members might share on Discord even before news of Teixeira’s alleged leak broke.

    “Don’t post anything in Discord that you wouldn’t want seen by the general public,” reads a pamphlet published by US Army Special Operations Command in March.

    That the warning came as classified documents allegedly shared by Teixeira sat on Discord appears to be entirely a coincidence; many US officials appeared unaware of the leak until news of it broke on April 6.

    “Past incidents show how hard it is to stop these leaks,” said Casey Brooks, an Army veteran and video game fan.

    “This is about maturity and how certain people seek value from interpersonal relationships and approval from peers and the competitive nature that gaming group members bond over,” Brooks told CNN.

    Classified or sensitive documents are also a unique problem for content moderators on social media sites.

    “With porn, you can at least have some kind of AI that will give a rough flag at the beginning that this looks vaguely like porn,” said Golbeck, the University of Maryland professor. “But what looks like a classified document? They’re just documents.”

    As social media platforms like Discord grapple with the challenges of detecting sensitive intelligence leaks online, current and former US officials worry that US adversaries like Russia may see an intelligence gathering opportunity.

    “If it’s not already happening, my guess would be the Russians have assessed that digging around in some of these obscure online forums … could bear fruit,” Holden Triplett, a former FBI official who worked at the US embassy in Moscow, told CNN.

    Though there is no evidence that Teixeira was approached by foreign agents, Triplett said a young generation of online gamers might be a ripe target for recruitment.

    “Ego and excitement have always been strong motivations to spy,” said Triplett, who is founder of security consultancy Trenchcoat Advisors. But the group of Discord users that included Teixeira “seemed particularly indifferent to national security concerns,” which is a vulnerability for the US government, Triplett said.

    In the days after TikTok’s CEO was grilled by Congress for the first time, many TikTok users began posting about an alternative platform called Lemon8, sometimes with eerily similar language.

    Multiple creators described the app as being like “if Pinterest and Instagram had a baby, with TikTok’s algorithm.” Some compared it to TikTok circa 2020 and encouraged other influencers to join the app before it grows. They also asked followers to share their Lemon8 usernames in the comments.

    As it turned out, the app wasn’t just a random alternative to TikTok. Lemon8 is a social media platform launched in the United States earlier this year by TikTok’s Chinese parent company ByteDance amid federal and state efforts to ban or restrict TikTok in the country over national security concerns.

    The similarities in the videos comparing the new service to Instagram and Pinterest, which were posted by both English and Spanish-speaking creators, raised questions about whether people were being paid to promote the new app on TikTok. But despite that speculation — and the mounting scrutiny on TikTok and ByteDance — a growing number of US users and influencers are now eagerly touting Lemon8, with its focus on photos and highly curated, informational or “aspirational” content.

    “We have to talk about TikTok’s new sister app,” a creator said in one such video.

    “I’ve seen a lot of bigger content creators that I love on it and promoting it on their Instagram stories, so I thought, ‘okay, it’s my time to hop on this bandwagon,’” said Melanie Cruz, who got her start creating content as a YouTube vlogger in high school around 2018. “I like that it’s something simple, it’s nothing too in your face … it’s not overwhelming.”

    Lemon8 has been downloaded just over one million times in the United States since it became available on US app stores in February, and had around half a million daily active US users last month, according to intelligence platform Apptopia.

    The early traction for Lemon8 hints at the whack-a-mole challenge lawmakers could face in reining in TikTok and other social media platforms. It also carries some hints of TikTok’s own rise, which was reportedly fueled in part by ByteDance spending heavily to advertise the service on rival platforms Facebook and Snapchat. This time, however, the best place to promote the next TikTok may be on TikTok itself.

    The New York Times reported last month that ByteDance had begun early marketing efforts for Lemon8 that included working with influencers. Now, some creators featured on Lemon8’s “for you” feed appear to be disclosing their work with the company using the hashtag #Lemon8Partner in their captions.

    A ByteDance company source said that Lemon8 is still in its early days and testing how to work with creators. They said ByteDance has not launched any formal marketing efforts for Lemon8, but in some cases has made deals to pay creators to post on the platform. However, they denied rumors that ByteDance had paid creators to promote the new app on TikTok.

    ByteDance has also recently listed open jobs for Lemon8 creator partnerships roles, according to postings viewed by CNN. “Lemon8 is a social media platform committed to building a diverse and inclusive community where people can discover new content and creators every day,” the job postings read.

    Lemon8’s photo-heavy focus marks a stark shift away from most of the major social apps that, following TikTok’s lead, have gone all-in on endlessly scrollable short-form videos in recent years.

    Lemon8’s homepage is a “for you” feed where users can scroll through content, similar to TikTok, but instead of videos, the feed is two columns of still images. When you click through to a post, it might be a single photo or a carousel of images. It’s also possible to post videos on the app, but they’re less popular.

    The app is heavily centered on beauty and lifestyle content — the “for you” page can be sorted into six categories including fashion, home and travel. Many of the posts feature lengthy captions, and users can also edit images to include text overlays. On top of similarities to Instagram and Pinterest, Lemon8 looks nearly identical to the Chinese app Xiaohongshu.

    Still, the app lacks some standard social platform features such as messaging and the option to tag other users in posts.

    A recent scroll through Lemon8’s “for you” page showed before-and-after photos of a botox treatment, a “no restrictions” day-long eating plan, book recommendations, black tie wedding attire tips and “10 recent girly Amazon buys I do NOT regret.”

    “It seems like people love it or hate it,” Madison Bravenec, a health coach and content creator, said of the app’s focus on aesthetics. But she added that the app’s targeted focus on certain types of content has made it easier to find a community that’s interested in the wellness content she likes to create, whereas the most popular posts on TikTok often have to appeal to a wider audience.

    Some creators say Lemon8 is filling a hole in the social media ecosystem that was left when Instagram moved to prioritize short-form video content in order to better compete with TikTok, frustrating many creators who joined the app for its original focus on photos.

    “We’re not videographers, we’re not the types of people who would like to change the ways we create content and communicate with others just because a platform is prioritizing one deliverable over the other,” said Can Ahtam, a professional photographer who joined Instagram more than a decade ago. “So all of us did feel the impact of reach being lower with the photos we were sharing [on Instagram].”

    Ahtam added: “If we were to compare them side-by-side right now, Lemon8 would have the upper hand in photos being shared.”

    Lemon8’s userbase remains a far cry from the 150 million users TikTok says it has in the United States.

    Still, in videos reviewing Lemon8, some creators have pondered whether the app could ultimately function as a replacement if TikTok were to get banned in the United States, preserving the content recommendation algorithm that helped make TikTok one of the country’s most popular apps and launched the careers of countless influencers.

    But if TikTok were to go down, Lemon8 would likely go with it, according to James Lewis, director of the strategic technologies program at the Center for Strategic and International Studies.

    “The concern is still the same, which is that ByteDance is a Chinese company subject to Chinese law,” Lewis said. “If it collects [users’ personal] information, then you’ve got the same problem.”

    TikTok, for its part, has said that its app does not pose a risk to US users, and that the Chinese government has never asked for US user data.

    The practical ramifications for creators of a TikTok (and, perhaps by extension, Lemon8) ban — if one were enacted — would still likely be months away, if not more. Lewis said he doesn’t expect any nationwide legislation to be passed before the end of this year, and it would almost certainly face legal challenges that could drag out its implementation if it did.

    By launching a new app even with TikTok in the spotlight, “ByteDance clearly doesn’t feel like they’re at risk,” Lewis said. And many creators say they’re not necessarily worried either.

    Even if TikTok and Lemon8 were banned, Cruz said, “I already have a following on all the other platforms.”
