  • Builders launch portal to make fire rebuilds faster and more affordable

    People who lost homes in the Palisades and Eaton fires can now go online to pick vetted residential templates that could save them money and be ready as early as next year.

    Builders Alliance, a nonprofit organization formed in response to the fires, on Friday launched a portal that offers survivors a selection of homes, filtered by lot size, price range and other preferences.

    “We’re trying to create an ‘easy’ button for homeowners,” said Lew Horne, the chairman of Project Recovery, a group of academics and real estate industry experts who had created a road map for recovery.

    Project Recovery’s March report — which was compiled by professors in the real estate graduate schools at USC and UCLA, along with the Los Angeles chapter of the Urban Land Institute, a real estate nonprofit education and research institute — said an alliance of builders could work together for economies of scale to speed up reconstruction and make it more affordable and predictable.

    The web portal is the latest stop on the report’s road map. It makes it easy for those who lost their homes to pick templates and receive competing bids from builders who have been vetted by Project Recovery.

    “We’re keeping a close eye” on the builders, Horne said. “Buyers are going to have a quality home at a quality price in a time frame they can count on.”

    Horne is head of the Los Angeles chapter of the Urban Land Institute and president of real estate brokerage CBRE for Southern California. Other leaders of Project Recovery include Stuart Gabriel, director of the UCLA Ziman Center for Real Estate, and Richard Green, director of the USC Lusk Center for Real Estate.

    Homeowners using the portal can match their address to home choices that include pre-designed turnkey residences at costs equal to or below average insurance proceeds, Horne said. Owners can also choose more custom builds.

    The new Builders Alliance consists of 10 licensed homebuilders, ranging in size from small boutique firms to larger companies such as Richmond American Homes and Brookfield Residential.

    Brookfield built more than 200 homes in the La Vina gated community in Altadena, 52 of which burned down, Chief Executive Adrian Foley said.

    “Obviously, we were devastated by all of the loss that’s taken place here,” he said. “We wanted to lean in and do anything we could to help out.”

    Foley said the consortium was devised to get large and small builders working together to “procure the right material costs and procure plans and specifications that would be appealing to the end user so we could collaborate to beat down costs, be more efficient, and hopefully drive a higher percentage of rebuilding.”

    The consortium expects to complete some homes by the third quarter of 2026.

    The foundation of the Builders Alliance portal is a digital representation that maps every residential parcel in the Palisades and Eaton fire areas. It uses AI technology and is powered by Canibuild, which provides site-planning software for the residential construction industry.

    The portal’s map is trained on local zoning regulations and pairs each lot with extensive menus of designs and costs. Property owners enter their address and can filter options by preferences such as square footage, bedrooms, bathrooms and price.

  • ‘Herd immunity’: A coastal community wants to become fireproof after the Palisades fire

    Sunset Mesa, the scenic neighborhood tucked on a bluff between Malibu and Pacific Palisades, might never be the same in the wake of the Palisades fire.

    But resident Karen Martinez sees one potential change as a good thing.

    The January fire torched about 80% of the community’s 500 homes — almost all of them wood-framed. Now, as residents begin the long process of rebuilding, Martinez is pushing her neighbors to chuck the lumber and build with noncombustible materials instead.

    The goal? The housing equivalent of herd immunity, where enough homes are fireproof that the entire community can be protected against future fires. Your home is far safer if your next-door neighbors’ houses aren’t burning down and sending fiery debris and showers of embers into the air.

    The benefits of herd immunity stretch beyond fire defense; some insurance companies have signaled that they’re open to insuring more homes — at cheaper rates — in neighborhoods that feature higher percentages of fireproof homes.

    For the last year, Martinez, 62, has become an evangelist for insulated composite concrete forms (ICCF), a building material made from concrete and expanded polystyrene (Styrofoam). She’s been holding Zoom meetings for neighbors, proselytizing just this month when she hosted a community potluck where 70 people watched her lay the first few Perfect Blocks of her fireproof home.

    “I want people to know they have options,” Martinez said. “We don’t have to rebuild with something that’s going to burn again.”

    A Palisades resident for decades, Martinez moved to Sunset Mesa in 2022 following the death of her husband. She’d been aware of ICCF for years, so when her three-bedroom house on Surfwood Road burned down in January, she already knew she wanted to rebuild with it.

    In Southern California’s fire-stricken landscape, a handful of fireproofing trends have emerged — from high-tech solutions such as fire-retardant sprinkler systems, to new building materials such as hempcrete or mass timber, large paneled beams of wood that burn slowly at a rate of a half-inch every hour, giving firefighters more time to stop the fire.

    Martinez chose ICCF for two reasons. For one, it’s fireproof — noncombustible with a four-hour fire rating. It’s also relatively cheap — Martinez paid $27 per block, and her 1,956-square-foot rebuild will require around 600 blocks, which stack like Legos, forming a grid with hollow cores that are then filled with concrete and rebar.

    In total, the shell of her fireproof home cost around $16,000, and the rebuild will cost less than $400 per square foot.

    “I’ve gotten multiple quotes, and this material is the least expensive by far,” Martinez said, taking in the ocean view while watching her team pour concrete the day before her potluck. “Going forward, I’d like to see every single house in this neighborhood built with noncombustible material.”

    In addition to the blocks, the home will feature a lightweight steel roof and dual-pane windows with aluminum frames.

    Her months-long crusade has brought in several believers, including two neighbors who own the lots next to hers. They’re both planning to rebuild with the composite concrete blocks.

    In total, she said around 15 people in Sunset Mesa alone are planning to rebuild with ICCF, as well as 15 more in Pacific Palisades and Altadena. Martinez claims many more Sunset Mesa residents want to, but they’ve been talked out of it by their architects and contractors, who aren’t familiar with the material and claim it’ll slow down their rebuilds.

    In fairness, for Martinez, it did. The material is approved in the city of Los Angeles since it has a Los Angeles Research Report, a review required by the L.A. Department of Building and Safety to make sure a material is safe to use. But since Martinez’s home sits in the unincorporated community of Sunset Mesa, permits are handled by L.A. County, which requires a separate report ensuring that ICCF meets code requirements.

    Eco Building Systems, the company that manufactures the concrete blocks Martinez is using, didn’t have one. So she took it upon herself to get them one — even fronting the $12,000 application fee (which was eventually returned to her through a discount on the blocks).

    The process took months. But now that the report is done, others in Sunset Mesa will have a much quicker time securing building permits.

    “I was the guinea pig,” she said. “Now, everyone can use it.”

    Research shows that in the context of a fire, homes often burn or survive as a group.

    California’s wind-driven fires spread via embers. If one house sets ablaze, the house next door is much more likely to burn. But if a house is fireproof, it can act as a shield for the vulnerable wood homes behind it.

    It’s the reason that newly built neighborhoods such as Orchard Hills in Irvine require higher fireproofing standards for homes on the outer rim of the community.

    The concept of communitywide home-hardening has been dubbed “herd immunity,” a disease-related phrase that suggests that if a large enough portion of a population is immune to a virus, it becomes difficult for an infection to spread.

    It’s a phenomenon that Victor Joseph, chief operating officer of Mercury Insurance, thinks about regularly. Joseph attended Martinez’s potluck and said he’s been surprised by the number of people in Sunset Mesa and the Palisades who are serious about rebuilding with noncombustible materials.

    “They’ve been proactively engaging us to figure out how to rebuild in a way that will be accepted by insurance companies,” he said, adding that he’s hosted two Zoom meetings for locals, each drawing about 100 people.

    Over the summer, Mercury launched a discount for homes that meet its fireproof standards: 50% off for the fire portion of a home insurance plan for houses built to be noncombustible. The company also offers a 15% community discount for neighborhoods that meet its requirements.

    Joseph explained that insurance companies generally avoid insuring too many homes in a given area because if they all get destroyed, the claims will be too expensive to pay out. It’s the age-old rule of not putting all your eggs in one basket.

    But if you build enough fireproof homes to achieve herd immunity, Mercury can justify insuring more homes — and at cheaper rates.

    “If 30 fireproof homes are spread across the Palisades, we’d be happy to insure, but the benefits won’t be as significant,” he said. “But if you have 30 fireproof homes clustered on two blocks? That’s fascinating.”

    Sunset Mesa is at a precipice. As of early November, nine building permits have been issued in the community, according to the L.A. County Planning Department, with hundreds of homes still in the planning phase.

    To Martinez, that means a chance for hundreds of homeowners to build in a way that protects not only their homes, but their neighborhoods. To Robert Dugan, CEO of the California Construction and Industrial Materials Assn., it’s a chance to push a neighborhood into becoming a model for the rest of California.

    “Every house matters. If we can get one of every five homes, or one of every two homes, to build noncombustible, the risk paradigm changes dramatically,” he said. “Every house built with fire resilience in mind might be the place where the fire stops.”

    For many fire victims, many of whom are still living in hotels or renting homes, building with wood makes sense. It’s the quickest, often cheapest way to get back home. So Dugan said it’s important for the fireproofing industry to make the choice easier for homeowners, which includes lining up architects and contractors who are ready to build noncombustible homes.

    As a volunteer with the Red Cross, he helped build three homes in Paradise with ICCF and said they can look like any other home. Martinez’s property will be stucco on the exterior, drywall on the inside. You won’t be able to tell it’s made of ICCF.

    In the meantime, Martinez is still settling into her role as homebuilder/advocate/microinfluencer. In addition to constant dialogue with her neighbors, she recently launched an Instagram account with the handle @palisadesfirerebuild to document her journey.

    A few months ago, Martinez was diagnosed with stage 4 metastatic cancer — a byproduct of a five-year fight with uveal melanoma. Her tumors are gone, but the fear of getting sick again is adding to the urgency of her mission.

    She got her building permit in late October, poured concrete Nov. 7, and laid the first of the ICCF blocks the following day. She plans to finish the home in a year, shooting for next summer.

    “After the diagnosis, part of me asked if I should take it easy,” she said. “But I want to show that this is possible. I’m plowing forward to finish this and make a difference.”

    A 208-year-old publication that farmers, gardeners and others keen to predict the weather have relied on for guidance will be publishing for the final time. Farmers’ Almanac said Thursday that its 2026 edition will be its last, citing the growing financial challenges of producing and distributing the book in today’s “chaotic media environment.” Access to the online version will cease next month.     Dodgers fans filled the streets of downtown Los Angeles early Monday morning, to celebrate the Dodgers becoming baseball’s first back-to-back World Series champion in 25 years.

    The celebratory parade is commenced at 11 a.m., with the Dodgers traveling on top of double-decker buses through downtown with a final stop at Dodger Stadium.

    The 2025 Dodgers team has been a bright spot for many Angelenos during an otherwise tumultuous year for the region, after historic firestorms devastated thousands of homes in January and then widespread immigration sweeps over the summer by the Trump administration.

The 13-inch screen makes it a little larger than the 12-inch Aura Aspen but smaller than the 15-inch Walden, and is a nice size for hanging. The Ink comes with a little mounting kit of two nails and a small hook that the digital frame clicks into, and it can easily click back off for charging (the charging port is on the side if your hanging spot is near an outlet). I was able to hang it on one of my existing pushpins without issue, and the frame easily blended into my existing gallery wall.

    Overall, it’s an impressive feat of technology, though I wouldn’t call it perfect. I’d like to see the front light get a little brighter. It’s considerably more expensive than other digital photo frames, too. But as I look at it on my gallery wall, I have to say that if you didn’t already know it was digital, you’d likely have no idea. If you’re looking for a frame like that for your home, this is the one to get.

  • Note left at renter’s door by stranger reveals chilling secret from 1980s

    A California man received a mysterious handwritten note on his front door earlier this year—and it’s giving people online chills.

    Jacob, who lives near Long Beach, said the note appeared on his door on June 18, left by an elderly man who claimed to have once lived in the same house in the 1980s. The message, written on lined notebook paper and said: “Hello, My name is [redacted]. In the early ’80s, I lived here. Something strange happened in the back bedroom. I was wondering if it still happens. I think it was a ghost.”

    The unusual letter continued with the man’s contact details, inviting Jacob to call him “if it still comes.”

    Jacob said in the post that the note “gave me the spooks for a couple days,” though he explained that nothing out of the ordinary has happened since he moved in.

    “I’ve lived here about two years. No strange or paranormal activity—yet, at least,” Jacob told Newsweek.

    Viral Reaction

    Months later, Jacob decided to share the eerie encounter on Reddit after discovering the r/Weird subreddit. Just in time for Halloween. 

    “[I] just thought it was strange but didn’t post it online until I found the r/weird subreddit and thought it could be fitting,” he said.

    His post quickly went viral, gaining over 26,000 upvotes and thousands of comments from amused, and occasionally sympathetic, Reddit users.

    In the comments, people shared their reactions. “Poor dude has been wondering for decades if that place is as haunted as he remembers. I’d call him up and let him know the presence seems to have moved on, just to give him some peace of mind,” user Platitude_Platypus said.

    While UrsusRenata joked: “Ooo, I found a new retirement hobby!” 

    “The letter was pretty decent and he didn’t do anything creepy, so I would call and tell him that nothing is happening, at least to get it out of his mind,” 1saylor1 said. 

    Despite its eerie premise, Jacob said the response from strangers has been heartwarming rather than frightening.

    “The reaction to the post is awesome,” he said. “Several people have reached out to me believing that the man could be a long lost family member.”

  • FBI searches Melodee Buzzard’s home in case of the missing Santa Barbara girl

    The search for 9-year-old Melodee Buzzard took a new turn on Thursday when the FBI searched the girl’s Santa Barbara County home weeks after she was reported missing.

    Detectives escorted the girl’s mother, Ashlee Buzzard, off the property to another location “that would not interfere with their ability to conduct a thorough search,” the Santa Barbara County Sheriff’s Office said.

    Along with the search at the home in the 500 block of Mars Avenue, authorities also searched a storage locker and the rental car that the girl was last seen in. Authorities said Melodee was missing on Oct. 14 after a prolonged absence from her school. Officials believe she was last seen as recently as Oct. 7 and may have been driven to Nebraska by her mother, the Sheriff’s Office said.

    Sheriff’s detectives and FBI agents served a search warrant at the Buzzard home where a makeshift memorial on the sidewalk includes a picture of the curly haired girl.

    “We appreciate the FBI’s assistance in today’s searches,” Lt. Chris Gotschall from the Sheriff’s Office said in a statement. “In cases like this, every detail matters and it is invaluable to have additional resources and specialized expertise. Collaboration with our federal partners allows us to ensure we’re using every available tool to help bring resolution to this case.”

    The Lompoc School District contacted the Sheriff’s Office to report the girl’s prolonged absence from her independent study program Oct. 14. Authorities then visited her home that day, but Melodee was nowhere to be seen and Buzzard refused to cooperate with their investigation, according to the Sheriff’s Office.

    Relatives on the girl’s father’s side of the family said they have not seen the girl in years.

    “She hasn’t let us see her for a few years,” Melodee’s aunt Bridgett Truitt told local news station KEYT. “And all of us have tried. But we never stopped thinking about her or loving her or praying for her.”

    Local authorities were unable to confirm any sightings of the girl within the last year. The FBI joined the investigation four days after her school district reported her absence.

    Melodee is described as 4 feet 6 inches tall, weighing about 60 pounds, with brown hair and brown eyes.

    The new Nest Cam Indoor and Nest Cam Outdoor boast the easiest setup experience I’ve encountered. Simply plug them in (the Nest Cam Indoor comes with a 10-foot USB-C cable, the Nest Cam Outdoor has an 18-foot weatherproof cable), scan the QR code sticker on the front of each camera with the Google Home app, connect to Wi-Fi, and you’re up and running in no time (both support 2.4-GHz and 5-GHz bands). This resolution bump also enables 6X digital zoom, so the Nest Cams can serve up notifications that zoom in on the subject of each animated alert. You can also zoom in on the live feed and crop the view to stay focused on a specific area, like a garden gate or path.

    Both cameras detect more activity and alert more accurately and swiftly than their predecessors. The range seems to be better, too. For example, my indoor camera faces a side door, and it can pick up people across the street and zoom in on them as they walk by. I don’t necessarily want it to do that, but the reach is impressive. It’s more successful with the outdoor camera, as only the newer model picks up on me entering the back door of the distant garage compared to the prior generation. The outdoor camera is also far faster to alert and upload accessible video than the old battery-powered model (this is generally true for wired cameras).

    The cameras get six hours of cloud video history at no extra cost (up from three for the previous generation), but that’s your allotment without an expensive subscription. On that note, Google has killed off Nest Aware in favor of the two-tier Google Home Premium: Standard is $10 per month or $100 per year, and Advanced is $20 per month or $200 per year.

    Google’s Home Premium subscriptions include everything you got with Nest Aware (30 days of video history, Familiar Faces, and garage door, package, smoke and CO alarm detection) and Nest Aware Plus (60 days of video history or 10 days of 24/7), but Standard also includes Gemini Live on compatible smart speakers and displays, and the option to create automations by typing what you want in the Home app. This last feature works well if you have a bunch of smart home devices set up in Google Home, and you can tell it to do things like “turn on the lights at sunset” or “have the side door camera trigger the outside lights.” It’s far easier than using the old script editor.

    Advanced AI

    The cream of the AI goodies requires the Advanced subscription. This adds descriptive notifications, so instead of “person detected,” you get messages like “person walks up stairs” or “cat is on the table” instead of “animal detected.” The searchable video history using the Ask Home search bar is genuinely handy; you can ask questions like “who opened the back door last night?” or “Did FedEx deliver a package today?” and jump straight to the event. You also get daily summaries with Home Brief, giving you an often weirdly comical digest of highlights from the day.

  • Commentary: She was highly qualified to be California governor. Why did her campaign fizzle?

    Among the small army of prospects who’ve eyed the California governorship, none seemed more qualified than Toni Atkins.

    After serving on the San Diego City Council, she moved on to Sacramento, where Atkins led both the Assembly and state Senate, one of just three people in history — and the first in 147 years — to head both houses of California’s Legislature.

    She negotiated eight state budgets with two governors and, among other achievements, passed major legislation on abortion rights, help for low-income families and a $7.5-billion water bond.

    You can disagree with her politics but, clearly, Atkins is someone who knows her way around the Capitol.

    She married that expertise with the kind of hardscrabble, up-by-her-bootstraps backstory that a calculating political consultant might have spun from whole cloth, had it not been so.

    Atkins grew up in rural Appalachia in a rented home with an outdoor privy. Her first pair of glasses was a gift from the local Lions Club. She didn’t visit a dentist until she was 24. Her family was too poor.

    Yet for all of that, Atkins’ gubernatorial campaign didn’t last even to 2026, when voters will elect a successor to the termed-out Gavin Newsom. She quit the race in September, more than eight months before the primary.

    She has no regrets.

    “It was a hard decision,” the Democrat said. “But I’m a pragmatic person.”

    She couldn’t and wouldn’t keep asking “supporters and people to contribute more and more if the outcome was not going to be what we hoped,” Atkins said. “I needed sort of a moonshot to do it, and I didn’t see that.”

    She spoke recently via Zoom from the den of her home in San Diego, where Atkins had just returned after spending several weeks back in Virginia, tending to a dying friend and mentor, one of her former college professors.

    “I was a first-generation college kid … a hillbilly,” Atkins said. She felt as though she had no place in the world “and this professor, Steve Fisher, basically helped turn me around and not be a victim. Learn to organize. Learn to work with people on common goals. … He was one of the first people that really helped me to understand how to be part of something bigger than myself.”

    Over the 22 months of her campaign — between the launch in January 2024 and its abandonment on Sept. 29 — Atkins traveled California from tip to toe, holding countless meetings and talking to innumerable voters. “It’s one thing to be the speaker or the [Senate leader],” she said. “People treat you differently when you’re a candidate. You’re appealing to them to support you, and it’s a different conversation.”

    What she heard was a lot of practicality.

    People lamenting the exorbitant cost of housing, energy and child care. Rural Californians worried about their dwindling access to healthcare. Parents and teachers concerned about wanton immigration raids and their effect on kids. “It wasn’t presented as a political thing,” Atkins said. “It was just fear for [their] neighbors.”

    She heard plenty from business owners and, especially, put-upon residents of red California, who griped about Sacramento and its seeming disconnection from their lives and livelihoods. “I heard in Tehama County … folks saying, ‘Look, we care about the environment, but we can’t have electric school buses here. We don’t have any infrastructure.’ ”

    Voters seemed to be of two — somewhat contradictory — minds about what they want in their next governor.

    First off, “Someone that’s going to be focused on California, California problems and California issues,” Atkins said. “They want a governor that’s not going to be performative, but really focused on the issues that California needs help on.”

    At the same, they see the damage that President Trump and his punitive policies have done to the state in a very short time, so “they also want to see a fighter.”

    The challenge, Atkins suggested, is “convincing people … you’re absolutely going to fight for California values and, at the same, that you’re going to be focused on fixing the roads.”

    Maybe California needs to elect a contortionist.

    Given her considerable know-how and compelling background, why did Atkins’ campaign fizzle?

    Here’s a clue: The word starts with “m” and ends with “y” and speaks to something pernicious about our political system.

    “I hoped my experience and my collaborative nature and my ability to work across party lines when I needed to … would gain traction,” Atkins said. “But I just didn’t have the name recognition.”

    Or, more pertinently, the huge pile of cash needed to build that name recognition and get elected to statewide office in California.

    While Atkins wasn’t a bad fundraiser, she simply couldn’t raise the many tens of millions of dollars needed to run a viable gubernatorial race.

    That could be seen as a referendum of sorts. If enough people wanted Atkins to be governor, she theoretically would have collected more cash. But who doubts that money has an unholy influence on our elections?

    (Other than Kentucky Sen. Mitch McConnell, who spent much of his career fighting campaign finance reform, and members of the Supreme Court who green-lit today’s unlimited geyser of campaign spending.)

    At age 63, Atkins is not certain what comes next.

    “I’ve lost parents, but it’s been decades,” she said. “And to lose Steve” — her beloved ex-college professor — “I think I’m going to take the rest of the year to reflect. I’m definitely going to stay engaged … but I’m going to focus on family” at least until January.

    Atkins remains optimistic about her adopted home state, notwithstanding her unsuccessful run for governor and the earful of criticisms she heard along the way,

    “California is the place where people dream,” she said. “We still have the ability to do big things … We’re the fourth-largest economy. We’re a nation-state. We need to remember that.”

    Without losing sight of the basics.

  • Locals are leaving, permits are few. Malibu is suffering a post-fire identity crisis

    Wood frames are rising from the ashes of burned-out lots in Pacific Palisades, signaling the start of a new era for the fire-torn community. But down the road in Malibu, the scene is bleak.

    Cars wind through a gauntlet of traffic cones and caution tape. Sweeping ocean views are sullied by hollow shells of graffiti-tagged homes and miles of chain-link fencing.

    Nearly a year after the Palisades fire, one of Southern California’s most iconic communities is frozen in place.

    In Altadena and Pacific Palisades, the two communities hit hardest by the January fires, there are rebuilding permits aplenty. The city of L.A., which is handling most permits in the Palisades, has issued 801 — around 43% of the total applications received, according to data from the state’s rebuilding dashboard. L.A. County, which is handling most permits in Altadena, has issued 577 — around 26% of the total applications received.

    So far, Malibu has issued four — about 2% of the total applications received.

    “It’s depressing,” said Abe Roy, Malibu resident and professional builder.

    In May, Roy was appointed as the city’s first Rebuild Ambassador, a volunteer role created to find solutions to administrative obstacles and speed up the rebuild. He publicly resigned last month, citing frustrations with the slow permitting process.

    “If this current pace continues, rebuilding will take way longer than a decade,” he said.

    A buyer’s market

    In contrast to other California communities, where sprawl and expansion led to skyrocketing populations over the last few decades, Malibu has long embraced “slow growth.” Fewer live there now than when the city was incorporated 34 years ago.

    But after roughly 720 Malibu homes burned in the Palisades fire, burned-out lots are sitting empty. Locals are worried that the city may never get fully back on its feet, and property values will suffer. And in a place like Malibu — one of the most expensive markets in the country, where a 10% price drop can mean millions of dollars lost — property values are king.

    Of the 160 lots listed this year that are still on the market, 47 have received a price cut.

    In the Big Rock neighborhood, a burned lot listed for $1.65 million in September, but that price has already been lowered twice. On Las Flores Beach, an oceanfront parcel hit the market for $3 million in April, but with no takers, relisted for $1.95 million in October.

    Roughly 75 lots have sold in Malibu since the fire. But as more homeowners decide to sell instead of rebuild, sales are slowing down — and a buyer’s market is emerging.

    “Supply is exceeding demand, and lots are selling anywhere from a 20 to 60% discount,” Roy said. “That’s a premonition for a freefall.”

    Roy said the overwhelming majority of residents want to stay and simply replace the home they have. But as applications get kicked back for corrections, and the rebuilding timeline turns from months to years, many are getting discouraged and choosing to sell.

    “Remodeling a kitchen or bathroom is onerous for most people. But building a house from the ground up is almost impossible,” Roy said. “After a while, you raise your hand and say, ‘I don’t know how long I can be on this treadmill.’”

    Real estate agent Daniel Milstein is currently listing a 3.25-acre lot on a promontory in Carbon Canyon that once held a Mediterranean mansion formerly owned by record producer David Foster. Before the fire, it was listed for $35 million.

    After it burned, the lot returned to market at $16 million. But with the slowing market, Milstein is planning to trim the price down to $12 million.

    “The property is worth a lot more, but the nuances of building here and the limited permits issued have led to a setback in the market,” he said. “The value will be higher down the road, but there’s a discount for buyers right now.”

    Milstein added that the buyer pool is limited to people who can afford to park their money for a while — three years, six years, maybe more. For those hoping to build a house right away, Malibu isn’t an option.

    But Milstein said that’s by design.

    “Malibu is stringent on permits. But that’s where the value is,” Milstein said. “It’s exclusive. And those that understand that value will be very happy with their property values down the road.”

    In the meantime, locals who lost homes are stuck in limbo.

    Permit trouble

    The choice of whether to sell or stay has been well-documented over the last year, with homeowners in Altadena and Pacific Palisades speaking out about their decision-making process.

    But Malibu locals — permit-less and facing rebuild timelines significantly longer than their fellow rebuilding communities — are a bit more circumspect. The Times reached out to over a dozen homeowners with lots on the market, but none wanted to publicly participate in the story.

    One homeowner, who requested anonymity for fear of retribution from neighbors or the city, called the past few months “a nightmare.”

    “I have friends a few miles east in Pacific Palisades who are starting to build already. I submitted my applications in the spring, the same time as them, but it still hasn’t gotten approved,” said the homeowner, whose Malibu home burned down in January.

    The homeowner planned to rebuild the same house that was there before, but their application was sent back because the plans didn’t comply with FEMA’s updated flood elevation standards, which require many rebuilt oceanfront homes to sit higher above the sand.

    It’s a snag that several have run into over the past year. One local, whose house survived but sustained smoke damage, told Fox 11 that he may be forced to demolish the property in order to comply with the heightened elevation standards.

    Comedian and podcaster Adam Carolla has emerged as a face of the frustration building in Malibu, vlogging about the bleak state of the city. He claims that Malibu is emphasizing the wrong things in its requirements for rebuilding.

    Carolla visited a construction site on the beach that was installing 30 caissons six stories deep into the ground. Between the caissons, the seawall and retaining wall, the crew estimated it would cost $2 million to $3 million to install the foundation.

    “It’s totally unnecessary. The former structure that was there lasted 75 years, and the tide didn’t get it, the fire did,” Carolla said. “If telephone poles sunk into the soil worked for 75 years, why do we need to build Hitler’s bunker under the sand?”

    Carolla said it’s a symptom of the larger trend across L.A. that he regularly complains about: regulations and over-engineering bogging development down to the point where no one can afford to build.

    Real estate agent Jason Ventress said the strict rules are limiting the buyer pool for his latest listing, a $12.5-million burned lot spanning half an acre on the ocean.

    “The city is bogged down by confusion and interpretations of newly implemented laws that are being contested,” Ventress said.

    In addition to the FEMA height requirements, he pointed to Malibu’s new septic standards, which requires rebuilders to replace existing septic systems with onsite wastewater treatment systems, which can cost hundreds of thousands of dollars to install.

    Ventress, a fire victim himself dealing with a daunting rebuild, credited the Malibu Rebuild Center as a helpful resource to locals who lost their homes. Opened in March, it serves as a one-stop shop for both homeowners and contractors to ask questions and get help submitting applications.

    Yolanda Bundy, who runs the center under her role as Community Development Director, said of the 720 families impacted by the fire, 585 have visited.

    Bundy said it’s a necessary resource, since building in Malibu — a land of eroding cliffs and rising sea levels — is trickier than building in the flat lots found in Altadena and parts of the Palisades. She said 50% of burned homes were on the water, and 30% were on steep slopes.

    “These homes require septic systems, sea walls, retaining walls and complex foundations. Those come with restrictions,” Bundy said.

    Acknowledging the slow pace of permits, Bundy’s team has launched a handful of strategies aimed at streamlining the approval process, highlighting the changes at an Oct. 15 City Council meeting.

    According to Bundy, one of the biggest reasons for applications getting bogged down is architectural plans missing necessary notes and numbers. So the city created templates that architects can use to avoid corrections.

    The city also trimmed the 12-step application intake procedure down to six steps and beefed up its staff, hiring a case manager to serve as a bridge between staff and homeowners.

    Despite only four building permits being issued, Bundy said the collective rebuild is further along than the number suggests. Applications have to pass through two phases: the planning and entitlement phase, and the building and safety review phase. Bundy said half of the roughly 160 applications have passed through planning, but are still waiting to get through the building phase.

    “It’s an oversimplification to say that we’re not making any progress compared to L.A.,” Bundy said. “Families are frustrated, but I want every family to know we’re doing our best to get them home.”

    Lost identity

    As rebuilds get costlier, locals are getting concerned that by the time Malibu eventually gets back on its feet, it won’t feel the same. Lifelong residences will be replaced by Airbnbs, development groups and deep-pocketed foreign buyers with enough time and money to navigate the laborious permit process.

    Two brothers from New Zealand bought up $65 million worth of burned-out lots on the beach this year. Ventress said he’s fielding interest from a Canadian development group and a Miami hedge fund for his oceanfront listing.

    Milstein said he’s noticed a surge in interest from Europe, Canada and Asia, and roughly a third of his inquiries this year have come from international networks such as private banks and wealth managers.

    “There’s fear that Malibu’s identity will change, and that might fuel folks to move as well,” Roy said. “It might not be the Malibu we loved for years, where the bartender knows your drink and you see your neighbors at the local restaurants.”

    But Roy said the city should welcome all buyers, international or not. He spoke with the New Zealand duo and said he supports their vision of adding housing.

    “People selling lots are in dire straits. They don’t care whether offers come from international buyers or not,” he said. “As long as those people are believing in the future of Malibu and willing to invest.”

    Voices across Malibu say the only solution is issuing permits quicker so fire victims want to come back.

    “Malibu is a way of life. Most of us are doing our darndest to maintain that way of life,” Ventress said. Seconds later, while driving down Pacific Coast Highway, he passed a naked man walking down the beach.

    “He’s got a metal detector or something…no wait, it’s a golf club!” he exclaimed over the phone. “Right now, it’s the wild, wild west out here.”

  • Record-high 8 children killed in Colorado domestic violence incidents last year is ‘a wake-up call’

    Eight children were killed in domestic violence incidents across Colorado in 2024 — the highest number since the state began tracking annual domestic violence deaths eight years ago, according to a report released Tuesday by the Domestic Violence Fatality Review Board.

    The youngest child to die was 3-month-old Lesley Younghee Kim, who was found dead with her mortally injured mother in a Denver home in July 2024.

    The oldest were each 7. They include Jessi Hill, whose father killed her and her 3-year-old sister, Summer, before dying by suicide in January 2024, as well as 7-year-olds Dane Timms and Tristan Rael. The remaining children who died were toddlers: Xander Martinez-King, 1, Xena Martinez-King, 2, and Aaliyah Vargas-Reyes, 1.

    “It’s a wakeup call, I hope, for people in Colorado,” said Whitney Woods, executive director of the Rose Andom Center, which helped compile the board’s report. “This is a real problem.”

    Seventy-two people died in domestic violence incidents statewide in 2024. That’s up 24% from the 58 domestic violence deaths in 2023 but remains below pandemic-era peaks, when 94 people died in 2022 and 92 people died in 2021.

    The pandemic years also saw elevated numbers of children killed, with four children killed in 2021 and six in 2022. Across the other years, no more than three children died in any given year, the board’s reports show.

    Five of the eight children killed in 2024 died amid custody disputes between their parents, the report found.

    “These findings highlight custody litigation as a high-risk period for families experiencing domestic violence and point to the urgent need for stronger safeguards within family court proceedings,” the report concluded. The legislatively-mandated board, chaired by Colorado Attorney General Phil Weiser, began tracking domestic violence statewide in 2017 and makes annual recommendations for policy changes aimed at preventing deaths.

    The fatality review board last year recommended that the state’s child and family investigators and parental responsibilities evaluators go through training on domestic violence, particularly around understanding the dynamics of domestic violence and how to evaluate the risk of lethality during the custody process. The Colorado Judicial Department is still developing such training, with work continuing in 2026, the report noted.

    “That is to my mind a call to action,” Weiser said. “And we are working with the court system on this right now — how do we make sure our family courts and the general system for addressing domestic violence provides protection, support, services, so that we don’t see these deaths happen?”

    The increase in domestic violence deaths came even as statewide homicides declined 17% to a five-year low. Roughly one in six homicide victims in Colorado in 2024 died during domestic violence incidents. Domestic violence victims account for 18% of all homicide victims statewide, the highest proportion in five years, the annual review found.

    “That is really alarming in this line of work, for us,” Woods said.

    The increase in domestic violence homicides amid the drop in overall homicides “suggests that while broader public safety interventions may be reducing general violence, they are not having the same impact on (domestic violence fatalities),” the report found.

    The increase also comes at a time when many organizations aimed at preventing domestic violence and supporting survivors are facing funding shortfalls and uncertainty, Woods noted.

    Among the 72 people killed in 2024, 38 were victims of domestic violence, 26 were perpetrators of domestic violence and eight — all of the children — were considered ‘collateral victims.’ The victims were overwhelmingly female and the perpetrators overwhelmingly male.

    Across all 72 deaths, guns were used 75% of the time. The second most common type of attack was asphyxiation, which was involved in 8% of all deaths, followed by a knife or sharp object, used in 7% of deaths.

    “Occasionally, people will make comments like, ‘If someone wants to kill someone they can kill them with a knife,’” Weiser said. “I think it’s fair to say access to firearms makes it far more likely that a domestic violence perpetrator will kill somebody.”

    Removing guns from a suspect when domestic violence begins can be an effective prevention strategy, Woods said.
