    A Texas couple has pleaded guilty to federal charges after prosecutors revealed they used social media to defraud dozens of homeowners out of nearly $5 million under the guise of custom homes and renovations. 

    According to the U.S. Attorney’s Office for the Northern District of Texas, Christopher and Raquelle Judge, a married couple from Fort Worth, admitted to carrying out an elaborate scheme to deceive customers through their home renovation business, Judge DFW LLC, between August 2020 and January 2023. 

    The pair billed themselves as a one-stop shop for custom architecture, interior design and construction services, luring customers through social media to advertise their business while falsely claiming Christopher was an experienced architect.

    “They came out to our house… and really pitched themselves as like this Chip and Joanna Gaines type of vibe,” Lane Simmons, one of the Judges’ clients, told WFAA.

    Federal prosecutors revealed the couple would present clients with below-market bids to secure building contracts, before starting projects that were never finished and ultimately left victims with incomplete residences. 

    In the town of Runaway Bay, Christopher Judge reportedly was slapped with a total of 424 citations for code enforcement violations, which ultimately led to the FBI taking up the case.

    “There were families whose kids did not get Christmas for a year or two,” Kalie Simmons, another victim of the Judges, told FOX 4. “There were families that filed bankruptcy.” 

    Plea documents indicate the Judges defrauded over 40 victims throughout six Texas counties, involving at least 24 different construction projects.

    Court documents also showed the pair commingled victims’ payments in their primary business account, often pulling installment payments from individuals to fund unrelated construction projects – amassing a total of around $4.8 million in losses.

    Federal prosecutors say the pair then spent the money on mortgage payments, living expenses and even plastic surgery while evading questions from their victims regarding delays in construction and incomplete projects.

    “You just need to be careful about who you give the money to,” Roper, a former U.S. Attorney for the Northern District of Texas, told FOX 4. “If it’s too good to be true, it’s probably not true.”

    “You gotta wonder what happened to the money,” Roper said.

    Last month, Christopher Judge pleaded guilty to conspiracy to commit wire fraud and faces up to 20 years behind bars in federal prison. Raquelle Judge also pleaded guilty to one count of conspiracy to commit wire fraud, which has a maximum sentence of five years in federal prison. 

    Fox News Digital was unable to immediately locate Christopher Judge’s attorney for comment. Raquelle Judge’s attorney did not immediately respond to Fox News Digital’s request for comment. 

    The pair is scheduled to be sentenced separately later this year, according to federal prosecutors.

    There are some unique considerations when you build or substantially renovate a home that are important for anyone considering it. And there may even be rebates available that can put money back into your pocket.

    Is it a substantial renovation?

    The concept of a so-called substantial renovation is important for residential real estate and sales tax implications. The Canada Revenue Agency (CRA) considers a home to be substantially renovated if 90% or more of the building that existed prior to the work started was renovated to some degree. This percentage is based on the interior area of the building. 

    The CRA gives several examples of substantial renovations:

    • A house has 10 rooms. Eight of the rooms are completely gutted and rebuilt. Of the remaining two rooms, the flooring in Bedroom A is replaced and the flooring and one wall are replaced in Bedroom B. Including these two bedrooms, over 90% of the total wall and floor space in the house is removed or replaced.
    • A 5,000-square-foot house is undergoing renovations. In one room measuring 250 square feet, there are no renovations. In another room measuring 200 square feet, the renovations carried out do not meet the “removed or replaced” test. The remaining 4,550 square feet of the house do, however, meet this test.
    • Douglas J.’s house consists of a living room, kitchen, family room, four bedrooms, and an unfinished basement. The renovation work on this house consisted of replacing the drywall throughout the house, installing laminate flooring in the kitchen and bathroom, laying new carpet over the old tile flooring in the other rooms, and replacing the kitchen counters and cabinets.

    The good news is that if you build or substantially renovate a home that is your primary place of residence, there are generally no sales tax implications beyond the tax you will pay for materials and labour. However, if your construction or renovation is done with the intention to earn a profit, things can change—and there may be additional sales tax payable. 

    The CRA focuses on whether the transaction is entered into in the course of a so-called adventure or concern in the nature of trade. When the builder or renovator’s intention is to earn a profit—even if they are not a home builder—the CRA may treat them as a “builder” for sales tax purposes. 

    In this case, the subsequent sale may, in fact, be subject to GST/HST to be remitted from the sale proceeds. Taxpayers should also be cautious about moving into the house for a short period of time after construction and then selling it. The CRA could still contend that the primary intention was to build, sell, and earn a profit rather than treating the property as their principal residence. This may have sales tax consequences, as well as income tax implications for the profit that may not be protected using the principal residence exemption. 

    An important consideration if a sale is subject to GST/HST is that a buyer will not pay more for the property. As an example: if you are hoping to sell a home with comparable properties selling for $1,000,000 in Ontario where the HST rate is 13%, a buyer will only pay you $1,000,000—not $1,130,000 ($1,000,000 plus 13% HST). That means $884,956 plus 13% HST.

    For example, an owner-built home in Ontario may not qualify for the HST rebate on the federal portion of the sales tax if the fair market value at the time that the work is substantially completed is more than $450,000. However, the home may be eligible for a rebate of the provincial portion of the sales tax, up to $24,000 if you paid HST when you purchased the land, or $16,080 if you did not. 

    What to do if you are building or renovating a home 

    Given the complexity, it is advisable to consult a professional before starting a major build or renovation. The rules are complicated and the CRA is looking very closely at these transactions by conducting GST/HST audits. There can be province or territory-specific considerations, as well.

    The national distributor and retailer of cabinetry, doors and other home renovations products leverages its business model to ensure steady supplies and pricing for wholesalers, contractors and DIY homeowners.

    The Trump Administration announced tariffs on April 2 that are expected to increase the price of all imported goods by at least 10 percent, and by 20 to 34 percent on goods from China, Japan and Europe. However, Michael Neal, president of AAA Distributor, one of the nation’s largest home improvement outlets, said the tariffs will have little if any effect on the company’s prices or product availability.

    AAA Distributor, with massive distribution centers in the Philadelphia, Dallas, and Spokane, Washington areas, and with sales via multiple online channels, is a national distributor, wholesaler and retailer of flooring, kitchen and bath products.

    Neal, an industry veteran with two decades of experience as a regional director for Lowes and Home Depot, said AAA Distributor’s business model minimizes its exposure to the effects of tariffs, which are import taxes that usually are passed on to consumers.

    “We have millions of dollars of inventory in cabinets and doors in each of our locations,” Neal said. “We’ve already purchased to service the customers essentially through all of 2025. We already have the orders, and we already have them in the warehouse. We’ve positioned ourselves to weather any storm and then decide where to buy from.”

    Neal said AAA Distributor’s business model is diversified, marketing to wholesalers, contractors and individual homeowners, and it does the same with its suppliers.

    “We wanted to make sure that we were spread out, so we also did that with domestic versus international suppliers,” he said. “We can swing our business very quickly and still service all of those segments of our business and not impact the consumer’s bottom line.”

    AAA Distributors maintains business relationships with suppliers worldwide, which means it can avoid tariffs that target specific countries. AAA Distributors also purchases home improvement products from multiple domestic suppliers, including longtime partner Fabuwood, which manufactures cabinetry at facilities in New Jersey. “That means all I have to do is transition my business to one of my other manufacturers or to our manufacturers here in the United States,” he said.
