The Election Commission of India (ECI) appealed to the voters in Gujarat to come out in ‘large numbers’ during phase II of the state’s local assembly elections to ‘compensate’ for low voting in the first phase.
ECI made this announcement after it observed that, after the conclusion of the Gujarat assembly elections’ phase I, the state witnessed a relatively low average voter turnout of 63.31 per cent in 89 seats. This was lower than the 66.75 per cent recorded in phase I of the 2017 state elections with the same constituencies.
Sheyphali Sharan, DG Election Commission of India, in a Twitter post, said, “Urban apathy continues unabated from Shimla to Surat. ECI appeals to voters of Gujarat to come out in large numbers during the second phase to compensate for low voting in 1st phase”
Polling for the first phase in 19 districts of Saurashtra, Kutch and south Gujarat was held on December 1, 2022. The fate of 788 candidates was sealed in Electronic Voting Machines.
Fourteen constituencies recorded more than 70 per cent voting. Dediapada in Narmada district recorded the highest 82.71 per cent voting, followed by Kaprada in Valsad district which had a turnout of 79.57 per cent. Gandhidham’s seat in the Kutch district recorded the lowest turnout of 47.86 per cent.
District-wise, the tribal-dominated Narmada district recorded the highest average turnout of 78.24 per cent, followed by Tapi with 76.91 per cent. Navsari district recorded an average 71.06 per cent voting, the EC said.
Botad district recorded the lowest average voter turnout of 57.58 per cent. Amreli followed closely with 57.59 per cent turnout. Surat district recorded 62.27 per cent voting and Rajkot 60.45 per cent.
In 2017, the final voter turnout (for both phases of elections) was 68.41 per cent.
The second phase of 2022 elections for the remaining 93 seats with 833 candidates in the fray will be held on December 5, and votes will be counted on December 8.
A total of 26,269 ballot units, 25,430 control units and 25,430 VVPATs were used.

The origins of Invest India may be traced back to the state of Gujarat. Between 2001 and 2014, when Prime Minister Narendra Modi was the chief minister, the fourth largest state in terms of state GDP established an investment promotion agency (IPA) named the Industrial Extension Bureau (iNDEXTb), which monitored investment projects online.
When Narendra Modi became Prime Minister, he began the process of developing a world-class IPA.
In fact, Invest India was founded in 2009 as a 49:51 partnership between the government and the Federation of Indian Chambers of Commerce and Industry (FICCI). It operated as a query-processing cell for the first seven years. There was a part-time person assigned by FICCI at that time who had to juggle a lot of other tasks. In fact, not much happened, as the role of Invest India was not well defined. “There was a small room within FICCI with not enough space to have meetings with investors,” says a person in the know.
When professional CEO Bagla landed in February 2015, that was the time when state governments were also brought in as equity partners, with both the centre and states holding 49 per cent. “It’s a very strong statement about India’s federalism,” believes Bagla. Soon, the concept of Invest India began to take shape. The team under Bagla, which finally got a home at Vigyan Bhawan in January 2017, started creating new concept notes, brought new ways of creating research reports, showed foreigners where the opportunities are, etc.
Bagla says that the private sector character of the agency exposes you to the buy-side and sell-side. For example, from an investor’s perspective, the government would not be able to immediately see the nitty-gritty of how the investor’s mind is working and what the investor is looking for. “When we have an entire team here with a private sector background, they know exactly how investors are thinking,” explains Bagla, who also has direct access to senior government officials.
With over 411 employees, the majority of whom are young women, Invest India addresses every minute detail of investment. For decades, India lacked an IPA. The top 20 FDI destination countries have always had a very strong IPA.
“India did not have an IPA despite the complexity of having to navigate several agencies across central and state governments to establish businesses. To change red tape into red carpet, to handhold investors to ease the investor journey, to facilitate investment and to be a one-stop shop, Invest India has done an excellent job towards the Hon’ble PM’s vision of making India the most preferred investment destination in the world,” says AK Sharma, Energy Minister in Uttar Pradesh Govt. Sharma had earlier worked very closely with Modi in the chief minister’s office.
Even though Invest India has one of the smallest budgets among the top 20 IPAs in the world, the agency is doing big things. With an average age of 29, similar to India, Bagla and his enthusiastic young squad aren’t grumbling.

Gujarat Elections 2022: Former Gujarat Chief Minister Vijay Rupani and his deputy Nitin Patel on Wednesday announced that they will not contest the upcoming state assembly elections.
Rupani said that he worked as the chief minister for five years with everyone’s cooperation and now the responsibility should be given to new workers. “I won’t contest the poll, I sent a letter to seniors and conveyed it to Delhi. We will work to make chosen candidate win,” he said.

Rupani served as the chief minister from 7 August 2016 to 13 September 2021. He was succeeded by sitting chief minister Bhupendra Patel.
Former Deputy CM Nitin Patel also said that he will not contest the elections. He also served as deputy CM for five years from August 2016 to September 2021.
Besides these two senior leaders, two other senior leaders – Pradipsinh Jadeja and Bhupendrasinh Chudasama – said that they won’t enter the fray this time.
Four-time MLA from Vatva, Pradipsinh said that he had been given a great opportunity by the party to work as a legislator and also as a minister in the state cabinet. “I do not voluntarily wish to contest in the next assembly elections 2022,” he said.
Pradipsinh said in the coming days, he will gladly accept the responsibility for the work that will be assigned to him by the party.
Senior BJP MLA Bhupendrasinh Chudasama said he will not fight the elections and he has expressed it to the senior leaders of the party. “I have decided other workers should get an opportunity. I have fought the elections 9 times till now. I express my gratitude to the party,” he added.
Gujarat will go to polls in two phases – December 1 and 5.

Prime Minister Narendra Modi, on Sunday, announced an ex-gratia of Rs 2 lakh for the families of each of those who died in a bridge collapse in Gujarat’s Morbi city. According to the local officials, nearly century-old suspension bridge collapsed on Sunday evening in Gujarat’s Morbi and several people standing on it fell into the river.
The Prime Minister’s Office (PMO), in a series of tweets, said, ”PM Narendra Modi has announced an ex-gratia of Rs. 2 lakh from PMNRF (Prime Minister’s National Relief Fund) for the next of kin of each of those who lost their lives in the mishap in Morbi. The injured would be given Rs. 50,000.”
At least 32 people died after the suspension bridge collapse on the Machchhu river. Several people standing on the bridge fell into the river, officials added.
The prime minister also spoke with Gujarat Chief Minister Bhupendra Patel and other officials regarding the incident and sought urgent mobilisation of teams for rescue operations.
PM Modi also asked that the situation be closely and continuously monitored, and all possible help be extended to those affected.
In addition to this, Union Home Minister Amit Shah said the National Disaster Response Force (NDRF) will soon reach the site of a suspension bridge collapse.
“I am deeply saddened by the accident in Morbi. I have spoken to Harsh Sanghvi, Minister of State for Home, Gujarat and other officials in this regard,” said Shah. He further added that the administration has promptly carried out rescue and relief work.
“Local administration is engaged in relief work with full readiness, NDRF is also reaching the spot soon. The administration has been directed to provide immediate treatment to the injured,” Shah tweeted in Hindi.
The bridge, which was recently reopened for the public after renovation, collapsed as it could not bear the weight of the people standing on it, the officials said.

The Mumbai-Gandhinagar Vande Bharat Superfast Express train collided with cattle near Atul station in Gujarat on Saturday (October 29), delaying the train by 15-20 minutes, according to a railway official.
According to railway sources, the incident damaged the train’s front panel and dented the underbelly equipment of its first coach.
An official was quoted by the news agency PTI as saying, “The Mumbai-Gandhinagar Vande Bharat Express train rammed into cattle near Atul station in Gujarat.”
This is the third such incident this month involving this semi-high-speed train.
“The train did not suffer any operational damage. It resumed further journey in 20 minutes,” Sumit Thakur, Western Railway’s chief public relations officer, added that all passengers on board the train were safe.
On October 6, four buffaloes were killed after being struck by this train on its way to Gandhinagar from Mumbai, between the railway stations of Vatva and Maninagar in Gujarat.
Due to the damage, its nose panel had to be replaced overnight.
The next day (October 7), the train collided with a cow near Anand in Gujarat on its way to Mumbai.
The third service in the Vande Bharat series, the indigenously designed and manufactured semi-high-speed train, was flagged off by Prime Minister Narendra Modi on September 30 from Gandhinagar Capital, and it began commercial service the following day.

The Gujarat Traffic Police will not charge any fine from the people from today till October 27, state Home Minister Harsh Sanghavi announced on Friday. “This does not mean you (the public) should not follow traffic rules, but if you make mistake, you will not be paying a fine for it,” Sanghavi was quoted as saying by ANI.
The decision comes into effect from today, October 21 until October 27, 2022. The decision comes just days before the Diwali festival, which will be celebrated on Monday (October 24).
In Gujarat, which is also a dry state, the fine for drunk driving is Rs 10,000 or 6 months of jail time. And the fine for underage driving is Rs 25,000 or up to 3 years in prison. Traffic light violation in Gujarat attracts Rs 1000 to Rs 5000 fine.
In 2019, the central government came out with the Motor Vehicles (Amendment) Act under which it substantially enhanced the fine for certain offences.
While Gujarat has eased fine for a few days, the Tamil Nadu government has increased the spot fines for traffic violations.
In Tamil Nadu, if anyone uses motor vehicles for racing or trials of speed on public roads will attract Rs 5,000 in fine for the first violation and Rs 10,000 for the second time.

Ahead of Diwali, the Gujarat government on Monday announced a reduction in VAT (Value Added Tax) on CNG and PNG by 10 per cent and said two cooking gas cylinders will be given free every year to 38 lakh beneficiaries who have got gas connections under the Centre’s Ujjwala scheme.
The reduction in VAT on CNG (compressed natural gas), PNG (piped natural gas) and two free liquefied petroleum gas (LPG) cylinders to Ujjwala scheme beneficiaries every year, which will cost the state exchequer altogether Rs 1,650 crore, come at a time when Assembly polls are just a few month away in Gujarat.
Our government has reduced VAT on CNG and PNG by 10 per cent. This will help homemaker women, auto-rickshaw drivers and all those who are using CNG-run vehicles, state minister Jitu Vaghani said.
VAT on CNG and PNG (used by households in kitchens) in Gujarat was 15 per cent and now the tax rate will come down to five per cent, industry sources said.
This will reduce CNG prices by Rs 6 per kg and PNG rates by Rs 5 per standard cubic metre, he said, adding the state government will lose over Rs 1,000 crore in revenue with this tax cut.
Around 38 lakh families have been given LPG connections under the Ujjwala scheme. The state government has decided to provide two gas cylinders to each of these families per year. This will cost the government Rs 650 crore per year, he said.
This LPG subsidy will reach the account of the beneficiary within three days of purchase of cylinder, he said.

Various government and non-government reports indicate that one in 250 children has autism in India. The total number of affected individuals is estimated to be 10 million.
