    Euzébio Cavalcanti recalls this story from one of his colleagues to highlight the importance of “passion seeds” for family farming in Brazil’s semiarid low-rainfall ecoregion which extends over 1.1 million square kilometers, twice the size of France, in the northeastern interior of the country.

    Saving heirloom seeds is a peasant tradition, but two decades ago the Brazilian Semiarid Articulation (ASA), a network of 3,000 social organizations that emerged in the 1990s, named those who practice it as individual and community guardians of seeds. By September 2021, it had registered 859 banks of native seeds in the region.

    Cavalcanti, a 56-year-old farmer with multiple skills such as poet, musician and radio broadcaster, coordinates the network of these banks in the Polo de Borborema, a joint action area of 14 rural workers’ unions and 150 community organizations in central-eastern Paraíba, one of the nine states of the Brazilian Northeast.

    “These are seeds adapted to the semiarid climate. They can withstand long droughts, without irrigation, that is why they are so important,” he explained. They also preserve the genetic heritage of many local crop species and family history; they have sentimental value.

    “Don’t plant transgenics, don’t erase my history”, is a slogan of the movement that promotes agroecological practices and is opposed to the expansion of genetically modified organisms in local agriculture. “Corn free of transgenics and agrotoxins (agrochemicals)” is the goal of their campaign.

    In Paraíba, the name “passion seeds” has been adopted, instead of native or heirloom seeds, since 2003, when the state government announced that it would provide seeds from a specialized company to family farmers.

    “If the government offers these seeds, I don’t want them. I have family seeds and I have passion for them,” reacted a farmer in a meeting with the authorities.

    “‘Passion seeds’ spread throughout Paraíba. In other states they’re called ‘seeds of resistance’,” Cavalcanti said.

    Agroecology is one of the banners of the Polo de Borborema, as it is for ASA in the entire semiarid ecosystem that covers most of the Northeast region and a northern strip of the southeastern state of Minas Gerais.

    Learning to coexist with semiarid conditions

    This approach arose from a change in the development strategy adopted on the part of local society, especially ASA, since the 1990s. “Coexisting with semiarid conditions” replaced the traditional, failed focus on “fighting the drought”.

    Large dams and reservoirs, which only benefit large landowners and do not help the majority of small farmers, gave way to more than 1.2 million tanks for collecting rainwater from household or school rooftops and various ways of storing water for crops and livestock.

    It is a process of decolonization of agriculture, education and science, which prioritizes knowledge of the climate and the regional biome, the Caatinga, characterized by low, twisted, drought-resilient vegetation. It also includes the abandonment of monoculture, with the implementation of traditional local horticultural and family farming techniques.

    The Northeast, home to 26.9 percent of the national population, or 54.6 million inhabitants according to the 2022 demographic census, concentrates 47.2 percent of the country’s family farmers, according to the 2017 agricultural census. There are 1.84 million small farms worked mainly by family labor.

    Brazil’s semiarid region is one of the rainiest in the world for this type of climate, with 200 to 800 millimeters of rain per year on average, although there are drier areas in the process of desertification.

    Borborema, the name of a high plateau that obstructs the humidity coming from the sea, making the territory to its west drier, is the scene of various peasant struggles, such as the mobilization for agrarian reform since the 1980s and for small-scale agriculture “without poisons” or agrochemicals, of which the “seeds of passion” are a symbol.

    Cavalcanti is a living memory of local history, also as a founder of the local Landless Workers Movement (MST) and an activist in the occupations of unproductive land to create rural settlements, on one of which he gained his own small farm where he grows beans, corn and, vegetables and has two rainwater collection tanks.

    Women help drive the expansion of agroecology

    Women have played a key role in the drive towards agroecology. The March for Women’s Lives and Agroecology is an annual demonstration that since 2010 has defended family farming and the right to a healthy life.

    This year, on Mar. 16, 5,000 women gathered in Montadas, a municipality of 5,800 inhabitants, to block the creation of wind farms that have already caused damage to the health of small farmers by being installed near their homes.

    Borborema is “a territory of resistance,” say the women. About 15 years ago, they succeeded in abolishing the cultivation of tobacco.

    When the citrus blackfly arrived, the government tried to combat it with pesticides, but “we resisted; we used natural products and solved the problem for our oranges and lemons,” said Ligoria Felipe dos Santos, a 54-year-old mother of three.

    “That is agroecology, which is strengthened in the face of threats. Farmers are aware, they resort to alternative defenses, they know that it is imbalance that leads to pests,” she told IPS.

    “Agroecology is a good banner for union activity,” said Lexandre Lira, 42, president of the Rural Workers Union of Esperança, a municipality of 31,000 people in the center of the Polo de Borborema.

    It is also a factor in keeping farmers’ children on the farms, because it awakens the interest of young people in agriculture, said Edson Johny da Silva, 27, the union’s youth coordinator.

    Pulp, added value

    Maria das Graças Vicente, known as Nina, 51, along with her husband Givaldo Firmino dos Santos, 52, is an example of agroecological productivity. On 1.25 hectares of land they produce citrus fruits, passion fruit, acerola (Amazon or Barbados cherry), mango and other fruits, as well as sugar cane, corn, beans and other vegetables.

    Grafted fruit tree seedlings are another of the products they use to expand their income, as IPS was shown during a visit to their farm.

    Using their own harvest and fruit they buy from neighbors, they make pulp in a small shed separate from their home, with a small machine purchased with the support of the Advisory and Services to Projects in Alternative Agriculture (AS-PTA), a non-governmental organization that supports farmers in Borborema and other parts of Brazil.

    “Luckily we have a microclimate in the valley, where it rains more than in the surrounding areas. Everything grows here,” Santos told IPS.

    But the couple created three reservoirs to collect rainwater and withstand droughts: a 16,000-liter water tank for household use, another that collects water on the paved ground for irrigation, and a small lagoon dug in the lower part of the farm.

    But in 2016 the lagoon dried up, because of the “great drought” that lasted from 2012 to 2017, Vicente said.

    The fruit pulp factory has grown in recent years and now has seven small freezers to store fruit and pulp for sale to the town’s stores and restaurants. The couple decided to purchase a cold room with the capacity of 30 freezers.

    “I work in the mornings on the land, in the afternoons I make pulp and my husband is in charge of the sales,” she said.

    Hiring workers from outside the family to reduce the workload costs too much and “we try to save as much as possible on everything, to sell the pulp at a fair price,” Santos said.

    The inhabitants of La Paz, Bolivia’s political center, walk hurriedly and almost oblivious to the women of different ages silently opening heavy lids of municipal garbage dumpsters that are taller than the women themselves.

    They use a homemade tool, a kind of hook with a long wooden handle, to dig through the unsorted waste, trying to avoid getting cut by broken glass, and in search of plastic containers, paper, cardboard or aluminum cans.

    People walk by on the avenues and squares without looking at them, and sometimes actively avoiding them. The recyclers feel this indifference and even rejection, but they overcome it with the courage gained over years and generations, convincing themselves that they have a dignified vocation.

    “People call us dirty pigs (cochinas), they humiliate us and we can never respond,” says Rosario Ramos, a 16-year-old who accompanies her mother, Valeriana Chacolla, 58, sorting through the trash for recyclable waste.

    A study by the United Nations Joint Program on self-employed women workers in the country describes them generally as being “of indigenous origin, adults with primary school education. Seventy percent of them are also involved in activities related to commerce, while 16 percent work in the manufacturing industry.”

    Of a population of 12.2 million projected by the National Institute of Statistics for the year 2022, 5.9 million are women. La Paz is home to 1.53 million people.

    Of the total population of this Andean country, 41 percent defined themselves as indigenous in the last census, while according to the latest official data available, 26 percent of urban dwellers live in moderate poverty and 7.2 percent in extreme poverty, including most of the informal recyclers.

    On this southern hemisphere wintertime July night in La Paz, the group of women are virtually invisible as they gather around the dumpsters located in a corner of the Plaza Avaroa, in the area of Sopocachi, where residential and public office buildings are interspersed with banks, supermarkets and other businesses.

    It’s a good place for picking through the waste in the dumpsters, and the women find paper, newspapers, plastic and aluminum containers. Although the volume of waste is large, each one of the garbage pickers manages to collect no more than one or two kg on one of the days that IPS accompanied different groups of the women in their work.

    The silence is broken on some occasions when salaried municipal cleaners show up and throw the women out of the place, because they also compete to obtain materials that they then sell to recyclers. This is a moment when it becomes especially clear that garbage has value.

    That is one of several reasons that forced the informal garbage pickers to come together in an association called EcoRecicladoras de La Paz. “There is no work for us, and they only listen to us when we organize,” says María Martínez, 50, the recording secretary of the 45 members, who also include a few men.

    In Bolivia, trash is not separated into reusable and non-reusable waste in homes or offices. This task is carried out by private recycling companies, who buy the raw materials from informal waste collectors such as EcoRecicladoras.

    Martínez, with slightly graying hair, says she comes out every evening. “I was a domestic worker until I was 30 years old. When my daughter was born I couldn’t get a job. I collected plastic bottles, clothes and shoes and sold them to the factories, but the recycling companies who pay really low prices emerged,” she complains.

    It takes about three months between the initial collection and the final sale of the recyclable materials. Martínez collects the materials, carries around seven kg on her back, walks about three kilometers and patiently stores them until she has enough to sell them to the wholesaler.

    “One year I collected 200 kg of scrap metal and sold it for 150 bolivianos (about 20 dollars),” she recalls. The recycling companies want to buy by the ton, she explains, with a grin, because it is impossible for them to reach that volume.

    She represents a second generation of garbage collectors. Her mother, Leonor Colque, is two years short of turning 80, and has been combing through garbage dumps and trash on the streets for 40 years. On her back she carries a cloth in which she hauls a number of pieces of paper and some plastic waste.

    “They should stay in school because this job is not for young girls,” she recommends, sadly, because she could not achieve her goal of sending one of her daughters to a teacher training school.

    At 58, Chacolla, like almost all women garbage pickers, is the head of her household. Her husband, a former public transport driver, lost his job due to health problems and occasionally works as a welder, door-maker or bricklayer.

    When she goes out to sort through trash she is accompanied by her daughter, Rosario, who explains and expands on what her mother says, calling for a change in the public’s attitude towards them and respect for the work they do as dignified, emphasizing, as they all do, that they deal with recyclable waste, not garbage.

    “I walk with the Lord in my heart, he always helps me,” says Angelica Yana, who at 63 years of age defies the dangers of the wee hours of the morning in the Achachicala area, on the outskirts of La Paz, five kilometers north of the city.

    “Nothing has ever happened to me,” says Yana, who leaves her home at three in the morning to scrape up enough to support a son who offers fine finishing masonry services, and her sick husband.

    At the age of 70, Alberta Caisana says that she was assaulted by municipal cleanup workers while she was scrounging for recyclable materials. She now carries a credential issued by the Environmental Prevention and Control Directorate of the Autonomous Municipal Government of La Paz, and wears a work vest donated by development aid agencies from the governments of Sweden and Switzerland.

    She relies on her uniform and identification card as symbols of protection from the indifference of the people and aggression from local officials.

    The mother of a daughter and the head of her household, Anahí Lovera, saw her wish to continue her university studies frustrated, and at the age of 32 she combines collecting plastic bottles with helping in different tasks in the construction of houses.

    Others, they say, sell clothes and other recovered objects in street markets, such as the famous one in Villa 16 de Julio in the neighboring city of El Alto, where used and new objects are sold in an area covering two kilometers.

    Lovera’s work appears to go smoothly, but she and her colleagues describe the moment of dealing with the buyers. They deliver an exact volume and weight of products and the buyers declare a lower weight in order to pay less.

    “This sector isn’t noticed by society, especially because we work with waste, that is, with what society throws away; this work is ‘devalued’,” Bárbara Giavarini, coordinator of Redcicla Bolivia-Reciclaje Inclusivo, told IPS.

    One sign of the public’s recognition of the “grassroots recyclers,” as they call themselves, could be the direct, sorted delivery of the waste, which would facilitate the women’s work, she said.

    Redcicla, a platform that promotes the integrated treatment of waste, has been helping since 2017 to organize them and bring visibility to their work, while fostering the delivery of waste from citizens to “grassroots recyclers” and working for the recognition of their work as dignified.

    The president of Ecorecicladoras de La Paz, Sofía Quispe, supports the idea of getting help from local residents in sorting materials and delivering them to their affiliates, instead of throwing them into dumpsters where they are mixed with products that prevent subsequent recycling.

    Quispe is a 42-year-old mother of three. Like most of her fellow recyclers, she walks about two kilometers on foot in search of dumpsters, dressed in the customary indigenous wide-brimmed hat and pollera or skirt.

    On the night that IPS accompanied her, she did not find the dumpster that was usually on Avenida 6 de Agosto, probably because it had been removed and taken to another part of the city.

    The impoverished garbage picker was once a skilled seamstress who worked in small family-owned factories in the Brazilian city of São Paulo. Upon her return due to an illness, she was unable to raise the money she needed to buy a machine and raw materials.

    She was also discouraged by the lack of interest among local residents in buying garments made in Bolivia, as they preferred low-cost clothing smuggled into the country as contraband.

    Leonarda Chávez, another 72-year-old head of household, who collects recyclable materials every day with her daughter Carla Chávez (42) and granddaughter Maya Muga Chávez (25), feels satisfied because she can see her dream come true.

    This month, her granddaughter earned a diploma in Business Social Responsibility, with which she completed her university education, in addition to a degree in commercial engineering and business administration, in a country where higher studies do not always guarantee good jobs.

    Among the darkness and the objects discarded by people, hope is also alive. Rosario Ramos took the lessons of hard work and created her own goal: “I will study advanced robotics and prosthetic assembly,” she says with a confidence that contrasts with the group’s sad stories.

    Her story illustrates the ordeal of at least 80 families who decided to hire a lawyer to demand compensation from the company that owns the Ventos de Santa Brigida wind farm complex in Caetés, a municipality of 28,000 inhabitants in the state of Pernambuco, in the Northeast region of Brazil.

    Dozens of other families affected by the proximity of the wind towers have not joined the legal action, largely because they fear losing the rental income from part of their land where one or more wind turbines have been erected.

    The company pays them about 290 dollars for each wind tower, which represents 1.5 percent of the electricity generated and sold, according to Oliveira. Those who were not offered or did not accept the lease are left with the damage and no profits.

    Built in 2015 by the national company Casa dos Ventos and sold the following year to the British corporation Cubico Sustainable Investments, the set of seven wind farms, consisting of 107 wind turbines 80 meters high, has a total installed capacity of 182 megawatts, enough to supply 350,000 homes.

    The wind energy boom has intensified in recent years in Brazil’s Northeast region, which accounts for more than 80 percent of the wind electricity generated in the whole country.

    Wind power boom

    This expansion will be accelerated by plans to produce green hydrogen, which requires a large amount of renewable energy for electrolysis, the technology of choice. The region’s enormous wind and solar potential, in addition to its relative proximity to Europe, the great consumer market of green hydrogen, puts the Northeast in a strong position as a supplier of the so-called fuel of the future.

    As a result, large energy projects are proliferating in the region, which is mostly semiarid and almost always sunny. The giant parks have triggered local resistance, due to the social and environmental impacts, which are felt more intensely in the Northeast, where small rural properties are the norm.

    Brazil currently has 191,702 megawatts of installed capacity, including 53.3 percent hydroelectric, 13.2 percent wind and 4.4 percent solar. The goal is for wind, solar and biomass to contribute 23 percent of the total by 2030, with the Northeast as the epicenter of the production of renewable sources.

    “We are not against wind energy, but against the way these large projects are implemented, without studying or avoiding their impacts,” Oliveira said. Renewable sources are not always clean and sustainable, say activists, especially movements led by women in the Northeast.

    “Because they are considered low-impact, wind and solar farms obtain permits for implementation and operation more quickly and at a low cost, without in-depth studies,” said José Aderivaldo, a sociologist and secondary school teacher in Santa Luzia, a municipality of 15,000 inhabitants in the semiarid zone of the Northeastern state of Paraíba.

    “But solar energy has a greater impact, it is more invasive. A wind farm has little impact on livestock, which do lose a lot of space to solar, more extensive in terms of the land it occupies,” he told IPS.

    His field of observation is the Neoenergía company’s Renewable Complex, a project that combines wind power, with 136 wind turbines in the Chafariz complex in the mountains, and 228,000 photovoltaic panels in the Luzia Park on the plains. The former generates more electricity at night, the latter during the day.

    In total, they cover 8,700 hectares in Santa Luzia and three other neighboring municipalities and can generate up to 620.4 megawatts, most of it – 471.2 megawatts – coming from the wind in the mountains. They can supply electricity to 1.3 million housing units and avoid the emission of 100,000 tons of carbon dioxide gas, according to the company, a subsidiary of Spain’s Iberdrola.

    One of the impacts was a reduction in the local capacity for the production of cheap protein from livestock farming adapted for centuries to the local ecosystem, in addition to extracting rocks for the construction of wind towers and damaging local roads with trucks for their transport, lamented João Telésforo, an engineer and retired professor from the public Federal University of Rio Grande do Norte.

    “Neoenergía carried out all the socio-environmental impact studies rigorously in accordance with the country’s current legislation and global best practices. The distance between the homes and the wind turbines is in compliance with the law,” the company responded to IPS in writing, in response to questions about criticism of its activities.

    “In addition, it only leases the land, without purchasing it, which means people stay in their homes and in the countryside, and owners receive payments according to the contracts, with transparency, contributing to income distribution and local quality of life,” it added.

    Local complaints

    But Pedro Olegario, 73, laments that the remuneration has declined, explained by the company as a result of a drop in the energy generated. “The wind is still blowing the same,” he protested.

    His wife, Maria José Gomes, 57, complains about the noise, even though the nearest wind turbine is about 500 meters away from their house. “Sometimes I can only fall asleep in the wee hours of the morning with the window tightly closed,” she said.

    The couple lives on their share of a 265-hectare property, inherited and divided between the widow and 17 children of the previous owner, on one of the mountains of the Seridó range, part of Santa Luzia.

    The 18 family members split the income from four wind towers installed on their land.

    Not everyone is unhappy

    On the other hand, Pedro’s brother Severino Olegario, 50, has a positive view of the Canoas Wind Farm, which also belongs to Neoenergia. The 2019 construction made it possible for him to open a restaurant to feed 40 technicians of the company who installed the mechanical components.

    “I sleep despite the noise and the remuneration is low because we had to divide it among a very large family,” he said. He also improved the road, which brings tourists to his restaurant on Sundays, after the construction work ended, and slowed the local exodus of people from the region.

    About 1,000 families used to live in the three communities up in the mountains, due to the high level of production of cotton. But the cotton boll weevil (Anthonomus grandis) plague in the 1990s destroyed the crop and the value of the land.

    “Today there are less than a hundred families left,” said Severino, who continues to grow some of the food that he uses to serve meals at his restaurant.

    His perspective differs from the picture described by Oliveira to IPS by telephone from her rural community, Sobradinho, in Caetés, the result of a wind farm authorized before the government’s Brazilian Environmental Institute issued new rules in 2014.

    Damage and unfavorable contracts

    “There are cases of allergies that we believe are caused by the dust from the wind turbine blades, which also contaminates the water we drink, as it falls on our roofs where we collect rainwater in tanks,” Oliveira complained.

    The alternative would be to buy water from tanker trucks which “costs 300 reais (62 dollars ) – too expensive for a family with two children who only harvest beans and corn once a year,” she explained, adding that growing vegetables and medicinal herbs is impossible because of the polluted water.

    In addition to the audible sound, vibrations, infrasound (considered inaudible), shadow flicker (the effect of rotating turbine blades causing varying brightness levels and blocking the sun’s rays) and microparticles cause symptoms of “wind turbine syndrome,” according to Wanessa Gomes, a professor at the public University of Pernambuco, who is researching the subject with colleagues from the Oswaldo Cruz Foundation, Brazil’s leading academic public health institution.

    Local families have also been living in fear since a blade broke and fell with a loud bang. Many take medication for sleep and mental illness, according to Oliveira, whose testimony aims to alert other communities to the risks posed by wind energy enterprises.

    On Mar. 16, she took her complaints to the Women’s March for Life and Agroecology, organized by the Polo de Borborema in Montadas, a municipality of 5,800 people, about 280 kilometers north of Caetés.

    The Polo is a group of rural workers’ unions in 13 municipalities in the Borborema highlands in the state of Paraíba, whose windy mountains are coveted by companies.

    The women’s movement, with the support of the non-governmental Consultancy and Services for Alternative Agriculture Projects, mobilized 5,000 women this year, in its fourteenth edition, the second one focused on opposition to wind farms.

    “Our struggle is to prevent these parks from being installed here. If many families refuse to sign the contracts with the companies, there will be no parks,” Marizelda Duarte da Silva, 50, vice-president of the Rural Workers Union of Esperança, a municipality of 31,000 inhabitants in the center of Borborema territory, told IPS.

    “The contracts are draconian, up to 49 years and renewable by unilateral decision of the company,” said Claudionor Vital Pereira, a lawyer for the Polo union. “They demand unjustifiable confidentiality, charge fines for withdrawing and make variable payments for the lease depending on the amount and prices of energy generated, imposing on the lessor a risk that should only be assumed by the company.”

    “The rainwater tanks are the best invention in the world for us,” said Maria de Lourdes Feitosa, 46, who recalls the deadly droughts of the past in Brazil’s semiarid Northeast region.

    “There has been a reduction of many diseases” that came from the so-called “barreros”, puddles and small ponds that are the result of the accumulation of water in muddy holes in the ground that people shared with animals, Feitosa, a farmer from a rural community in Afogados da Ingazeira, a municipality of 38,000 inhabitants, told IPS.

    Feitosa owns a six-hectare farm and is less dependent on water than some of her neighbors because she produces agroecological cotton, which requires less water than horticultural and fruit crops.

    Nearly 1.2 million tanks that collect 16,000 liters of potable rainwater from the roofs of homes now form part of the rural landscape of the semiarid ecoregion, an area that covers 1.1 million square kilometers and is home to 28 million of Brazil’s 214 million people, which extends throughout the interior of the Northeast and into the northern fringe of Brazil’s Southeast region.

    The water tanks are a symbol of the transformation that the Northeast, the country’s poorest region, has been undergoing since the beginning of this century. During the longest drought in its history, from 2011 to 2018, there was no repeat of previous tragedies of deaths, mass exodus of people to the south and the looting of businesses by desperate people, as seen in the 1980s and 1990s.

    According to the Articulação Semiárido Brasileiro (ASA), a network of 3,000 social organizations that created the program, adopted as public policy by the government in 2003, some 350,000 families are still in need of water tanks.

    Another battle is to increase fourfold the more than 200,000 “technologies” for collecting water for production, or “second water”, which already benefit family farming and are decisive for food security and poverty reduction in the region.

    Reusing household water

    Josaida Nunes da Silva, 38, and her husband Eronildes da Silva, 41, resort to reusing water from the bathroom and kitchen in their home, faced with shortages aggravated by the altitude of the hill they live on in Carnaiba, a municipality of 20,000 people bordering Afogados da Ingazeira.

    A complex of pipes carries the wastewater to the so-called “fat box” and then to the Upflow Anaerobic Sludge Blanket (UASB) reactor and a tank for “polishing”, exposed to the sun, and another for the water ready for irrigation.

    This system filters contaminating components, such as fecal coliforms (bacteria), and prepares the water with fertilizers for irrigation of the fields and fruit trees. “We grow lettuce, onions, cilantro and other vegetables, as well as bananas, corn, cassava, papaya, guava, passion fruit and even dragon fruit,” said Nunes.

    Dragon fruit comes from the cactus family, of Mexican and Central American origin, and has recently become popular in Brazil.

    The large size of the banana bunch is “proof” of the fertilizer’s effectiveness, said Nunes’ husband, who adds cow dung. “The treated water is a blessing. Besides providing us with water, it gives us good fertilizer,” Nunes said.

    Her husband Silva is also a bricklayer and has built many water tanks in the region. He also drives school children from the rural area in an old van and keeps fodder for his ten cows in hermetically sealed plastic bags.

    “The drought hit us hard. We had to bring water from the ‘barrero’ on the plain, up the mountain in the ox cart. We bought a cow, when she was still a calf, for 2500 reais and had to sell it for 500 reais (104 dollars),” lamented his wife.

    The couple owns 8.5 hectares of land, a large property in the region where most farms are only a few hectares in size, the result of the frequent divisions between heirs of the large families of the past. But since the terrain is mountainous and rocky, the cultivable area is limited.

    Nunes and Silva have three children, although only the youngest, 17, still lives with them.

    Coexisting with semiarid conditions

    The techniques that benefit family farmers so that they can “coexist with the semiarid conditions” and prosper have been disseminated in the municipalities of the Sertão de Pajeú by Diaconia, a social organization of Protestant churches.

    Pajeú is the name of the river that crosses 17 municipalities, whose basin is home to 360,000 people. The mountains surrounding the territory include the headwaters of several streams and creeks, which dry up in the dry season, but ensure greater humidity compared to other areas of the semiarid Northeast.

    Agroecology practices are one of the focuses of Diaconia, whose agricultural technician Adilson Viana has dedicated 20 of his 49 years to supporting farmers and who accompanied IPS on visits to families involved in the program.

    A tank that collects 52,000 liters of rainwater for production is the treasure of Joselita Ramos, 49, and her husband Aluisio Braz, 55, on their two-hectare farm, also located in Carnaiba.

    The rainwater falls on a concrete terrace on the ground that is about 200 square meters in size and is slightly inclined to fill the water tank. Braz uses it to dry and thresh string beans, which are typical of the Northeastern diet.

    The couple grows fruit trees that Ramos uses to make pulp using mango, guava, acerola cherry (Malpighia emarginata) and a fruit native to the semiarid region, the umbu or Brazil plum (Spondias tuberosa), that comes from a small tree native to Northeast Brazil.

    Ramos is taking a break from the activity “because it is not fruit season in the region and the energy to run the refrigerator is very expensive.” Another difficulty is that the city government’s payments for the pulp supplied to the schools have been delayed. “I only received a payment in November for sales from early last year,” she complained.

    To boost the production of grains, such as beans and corn, as well as cassava, Braz grows them on his father’s four-hectare farm, about six kilometers from his own farm.

    Agroecological productivity

    An exceptional case of entrepreneurial vocation and availability of water is that of Ivan Lopes, 43, who together with his brother grows fruit, including bananas, pineapple, mango, grapes, avocado, passion fruit and many more, on nine hectares of land.

    Water is pumped from a lagoon on the property to four reservoirs located at the higher elevations, which make gravity irrigation possible. That is why electricity is one of the farm’s biggest expenses. “I plan to install a solar power plant to save money,” Lopes told IPS.

    Honey is another product they make. “The last harvest totaled 40 liters,” from dozens of hives distributed throughout the orchard. Sugarcane is grown for the sale of sugarcane juice in the cities.

    The farm is also a kind of laboratory for the dissemination of organic tomato cultivation in greenhouses. “At the agroecological market in São José do Egito (a neighboring city of 34,000 people) people line up to buy my tomatoes, because they are known to be clean, pest-free and tasty,” Lopes said.

    Based on their experience, there are now 10 projects for tomato production in the Pajeú Agroecological Association.

    To achieve his high level of productivity, the farmer makes his own fertilizer from earthworm humus. The success he has experienced in farming prompted him to get rid of his 10 cows in order to focus on crops and beekeeping.

    She did not hesitate to accept the offer of Diaconia, a social organization of Protestant churches in Brazil, to acquire the equipment to produce biogas on her farm in the rural area of Afogados da Ingazeira, a municipality of 38,000 people in the state of Pernambuco in the Northeast region of Brazil.

    At first she did not have the cattle whose manure she needed to produce biogas, that enables her to save on liquefied petroleum gas, which costs 95 reais (20 dollars) for a 13-kg cylinder – a significant cost for poor families.

    She brought manure from a neighboring farm that gave it to her for free, in an hour-long trip with her wheelbarrow, until she was able to buy her first cow and then another with loans from the state-owned Banco del Nordeste.

    “Now I have more than enough manure,” she said happily as she welcomed IPS to her four-hectare farm where she and her husband have lived alone since their two children became independent.

    Das Dores, as she is known, is an example among the 163 families who have benefited from the “sertanejos biodigesters” distributed by Diaconia in the sertão of Pajeú, a semiarid micro-region of 17 municipalities and 13,350 square kilometers in the center-north of Pernambuco.

    Biofertilizer

    In addition to using the biogas, she sells the manure after it has been subjected to anaerobic biodigestion that extracts the gases – the so-called digestate, a biofertilizer that she packages in one-kilo plastic bags, after drying and shredding it.

    Every Saturday, she sells 30 bags at the agroecological market in the town of Afogados da Ingazeira, the municipal seat. At two reais (40 cents) a bag, she earns an extra income of 60 reais (12.50 dollars), on top of her sales of the various sweet cakes she bakes at home, at a cost reduced by the biogas, and of the seedlings she also produces.

    The seedlings provided her with a new business opportunity. “The customers asked me if I didn’t also have fertilizer,” she said. The biodigester produces enough fertilizer to sell at the market and to fertilize the farm’s crops of beans, corn, fruit trees, flowers and different vegetables.

    This diversity is common in family farming in Brazil’s semiarid Northeast, but even more so in the agroecological techniques that have expanded in this territory of one million square kilometers in the northeastern interior of the country, which has an arid biome highly vulnerable to climate change, subject to frequent droughts, and where there are areas in the process of desertification.

    The Pajeú river basin is the micro-region chosen by Diaconia as a priority for its social and environmental actions.

    Energy and food security

    “We seek to promote energy, food and water autonomy to maintain more resilient agroecosystems, to coexist with climate change, strengthening community self-management with a special focus on the lives of women,” Ita Porto, Diaconia’s coordinator in the Pajeu ecoregion, told IPS.

    “The production of biogas on a rural family scale fulfills the needs of energy for cooking, sanitary disposal and treatment of animal waste and reduction of deforestation, in addition to increasing food productivity, with organic fertilizer, while bolstering human health,” said the 48-year-old agronomist.

    More than 713 units of the “sertanejo biodigester”, a model developed by Diaconia 15 years ago, have been installed in Brazil. In addition to the 163 in the sertão do Pajeú, there are 150 in the neighboring state of Rio Grande do Norte and another 400 distributed in six other Brazilian states, financed by the Caixa Econômica Federal, a government bank focused on social questions.

    “Hopefully the government will make it a public policy, as it has already done with the rainwater harvesting tanks in the semarid Northeast,” said Porto.

    More than 1.3 million rainwater harvesting tanks for drinking water have already been built, but some 350,000 are still needed to make them universal in rural areas, according to the Articulation of the Semi-Arid (Asa), a network of 3,000 social organizations that spearheaded the transformative program.

    The value of manure

    “One cow is enough to produce the biogas consumed in our stove,” said Lucineide Cordeiro, on her one-hectare farm where she grows cotton, corn, sesame seeds and fruit, in an interconnected agroecological system, along with chickens, pigs and fish in a pond.

    She also has two oxen and two calves, which she proudly showed to IPS during the visit to her farm.

    “Pig manure produces biogas more quickly, but I don’t like the stench,” the 37-year-old farmer who is the director of Women’s Policies at the Afogados da Ingazeira Rural Workers Union told IPS.

    The difference in the crops before and after fertilization by the biodigester by-product is remarkable, according to her and other farmers in the municipality.

    She tends to her many crops on her own, although she is sometimes helped by friends, and has several pieces of equipment such as a brushcutter and a micro-tractor.

    “But the seeder is the best invention that changed my life, it was invented by the Japanese. Planting the seeds, which used to take me two days of work, I can now do in half a day,” Cordeiro said.

    The seeder is a small machine pushed by the farmer, with a wheel filled with seeds that has 12 nozzles that can be opened or closed, according to the distance needed to sow each seed.

    The emergence of appropriate equipment for family farming is recent, in a sector that has favored large farmers in Brazil.

    Female protagonism clashes with male chauvinist violence

    For the success of local family farming, the support of the Pajeú Agroecological Association (Asap), of which Cordeiro is a member and a “multiplier”, as the women farmers who are an example to others of good practices are called, is important.

    In family farming the empowerment of women stands out, which in many cases was a response to sexist violence or oppression.

    “The first violence I suffered was from my father who did not let me study. I only studied up to fourth grade of primary school, in the rural school. To continue, I would have had to go to the city, which my father did not allow. I got married to escape my father’s oppression,” said Cordeiro, who also separated from her first husband because he was violent.

    After living in a big city with the father of her two daughters, she separated and returned to the countryside in 2019. “I was reborn” by becoming a farmer, she said, faced with the challenge of taking on that activity against the idea, even from her family, that a woman on her own could not possibly manage the demands of agricultural production.

    Organic cotton, promoted and acquired in the region by Vert, a French-Brazilian company that produces footwear and clothing with organic inputs, has once again expanded in the Brazilian Northeast, after the crop was almost extinct due to the boll weevil plague in the 1990s.

    In the case of Das Dores, a small, energetic, active woman, she has a good relationship with her husband, but she runs her own business initiatives. Thanks to what she earns she was able to buy a small pickup truck, but it is driven by her husband, who has a job but helps her on the farm in his free time.

    “He drives because he refuses to teach me how, so I can’t go out alone with the vehicle and drive around everywhere,” she joked.

    Among the more important and interesting debates, health advocates attending the negotiations reported that it was essential to discuss “how to categorize the thousands of types of plastics, chemical precursors and products in a way that allows for a coherent approach to ending plastic pollution.

    Some favoured focusing on the chemical precursors, eliminating the most toxic and polluting ones,” while others acknowledged that not every type of plastic could be recycled or reinvented, and certain plastics like cigarette filters need to disappear for good.

    Leonce Sessou, speaking on behalf of Action on Smoking and Health (ASH), Corporate Accountability (CA), African Tobacco Control Alliance (ATCA), and other members of the Stop Tobacco Pollution Alliance (STPA), urged Member States to align the future legally binding instrument on plastics with the public health objective of ending the tobacco epidemic, to which most have already committed via the WHO Framework Convention on Tobacco Control (FCTC).

    Tobacco control groups, for example, called for the elimination of cigarette filters. They drew attention to the fact that cigarette butts are some of the most prevalent forms of plastic pollution on the planet and harm land and marine ecosystems.

    They reminded delegates to align with human rights and health treaties, particularly the WHO FCTC, and make the tobacco industry pay for its pollution and legacy waste. The WHO FCTC health treaty seeks to reduce the supply and demand for tobacco and protect health policies by keeping the tobacco industry out of policy meetings.

    According to a WHO report which called for a ban on cigarette filters, about 4.5 trillion discarded filters (butts) from the almost six trillion cigarettes consumed globally find their way into the environment annually.

    They are the top waste item collected from coastlines and urban settings. Cigarette filters are small enough to be ingested by marine animals, and when these plastic filters break down, they release thousands of microplastic particles.

    Microplastics have been detected in commercial seafood, other food items, drinking water, and human tissue; this contamination is a threat to food safety and security.

    Research shows cigarette butts are a source of microplastic contamination that creates chemical pollution (due to the toxic chemicals found in tobacco products) that leach into the environment. Cigarette butt leachates are found to harm various forms of aquatic organisms, including key food sources for fish and shellfish.

    Experts agree that banning cigarette filters is the best solution to this plastic and toxic waste problem. Clean-ups, anti-littering legislation, and redesigning filters for recyclability or biodegradability have not worked and are not viable solutions.

    Government committees from Belgium, the Netherlands, and Denmark have recently called for a ban on filters and recommended the same for the rest of the European Union Member States.

    For at least five decades, the tobacco industry has known that cigarette filters provide no health benefits; instead, they make cigarettes burn hotter, deliver more nicotine, and increase addiction.

    Yet they have misled smokers into thinking filters make cigarettes “safer.” As awareness around smoking increased, the tobacco industry made advertisements for filtered cigarettes more appealing to pacify smokers’ concerns.

    Advocates participating in the INC-2 reported a lot of misunderstandings related to cigarette filters that are yet to be addressed. In its blog on day 5 of the negotiations, ASH stated, “Many people, not just people who smoke, assume filters make cigarettes safer rather than more dangerous.”

    Numerous countries already have a national policy banning single-use plastics such as plastic bags, straws, and cotton buds but have inadvertently not included cigarette filters. However, advocates speaking to government delegates found widespread support for a ban on cigarette filters.

    As the possibility of a cigarette filter ban gathers momentum, the tobacco industry’s public relations (PR) machinery is already in motion implementing beach cleans-ups and cigarette butt collection activities through its corporate social responsibility (CSR) programs across the globe.

    Before the third session of the Intergovernmental Negotiating Committee on plastic pollution (INC-3) resumes in Nairobi in November, governments must remember that the tobacco industry is not a stakeholder but a polluter that must be held liable for the myriad harms it has caused as well as continues to cause to human health and the environment.

    Over 100 non-governmental health organizations of the STPA, along with other environmental groups such as Global Alliance for Incinerator Alternatives, Ecowaste Coalition, Break Free From Plastic (BFFP), Ban Toxics (Philippines), Our Sea of East Asia Network (OSEAN), Development Indian Ocean Network, Earthday.org (Earth Day Network), Green Africa Youth Organization, Vietnam Zero Waste Alliance, and Boomerang Alliance have called for the elimination of cigarette filters.

    Spain’s Socialists have a Sánchez problem

    SEVILLE, Spain — Socialist Prime Minister Pedro Sánchez won’t be on the ballot when Spaniards vote in local elections Sunday — but he might as well be.

    Everyone in the country sees this weekend’s municipal votes as a dress rehearsal for the national election, which has to be held by the end of the year.

    That’s bad news for Socialist candidates like Antonio Muñoz, the mayor of Seville who just wants to be reelected on his own merit — but may end up losing his post because Sánchez is so unpopular.

    In an interview with POLITICO, Muñoz complained that the national framing of the election — and the conservative party’s critiques of Sánchez — had undermined the possibility of real debate over how to improve Spain’s fourth-largest city, the capital of the country’s Andalusia region.

    “If you want to just generate noise and have a debate about national politics: run for parliament, not mayor of Seville,” Muñoz said. “Me, I’ve stayed faithful to my slogan in these elections — Seville and only Seville — and I think that’s what voters want to hear about.”

    In any ordinary election season, Muñoz might be right.

    The openly gay, 63-year-old economist is an unusually popular mayor in Seville, a city that once had a reputation for being inward-looking and socially conservative.

    Elected to the city council in 2011, Muñoz has worked to redefine the city’s identity and reinforce the idea that there’s more to it than bullfights, religious processions and flamenco — while being careful not to alienate Seville’s traditionalists.

    As the city council member in charge of the powerful urbanism, tourism and culture portfolios, he bet on a more alternative, vibrant vision of Seville — promoting electronic music and indie film festivals; and lobbying to steal major events like the Goyas, Spain’s version of the Oscars, away from Madrid.

    It was under Muñoz’s watch that Game of Thrones came to town, when the dragon-packed extravaganza used the lush Alcázar palace as a stand-in for the kingdom of Dorne. The producers of Netflix’s The Crown also passed through, using the palatial Alfonso XIII Hotel as a double for Beverly Hills and filming Mohamed Al-Fayed’s Egyptian wedding in Seville’s sumptuous Casa de Pilatos estate.

    At the same time that he’s shown off the city center — famed for its narrow, winding streets, whitewashed homes, interior gardens and Moorish architecture — he’s also promoted newer parts of Seville. These include the high-tech Cartuja Science and Technology Park, where the European Commission recently inaugurated the headquarters of its new European Centre for Algorithmic Transparency.

    He’s also an enthusiastic booster of the eclectic Fibes Conference Center, located in the working-class Sevilla Este district, which this year will host the 2023 Latin Grammys, the first-ever to be held outside the United States.

    “During the next term, we’ll be doing even more to consolidate this city as a Spanish and European reference point for culture, the green economy and the digital transition,” said Muñoz. He became mayor early last year when his predecessor stepped down to run for office at the regional level.

    While crafting a more modern image of Seville, Muñoz has been careful not to neglect the city’s classic cultural scene.

    He may not be a member of any religious brotherhood, but he has no problem joining religious processions during Holy Week. He may not be a bullfighting enthusiast, but he’s happy to socialize with famous toreros. And while he may not have a passion for flamenco, he’s an almost omnipresent force at the city’s annual April Fair, where smartly dressed men spend a week dancing with women in long, ruffled, polka-dot dresses while downing pitchers of rebujito, the signature Andalusian cocktail.

    “You can like those events more, or less … but they’re a part of our history, our way of life,” said Muñoz.

    The skill with which Muñoz has walked the line has played well among sevillanos, especially those who work in the hospitality sector and have been delighted to see the number of tourists in the city boom. Some 6.5 million overnight stays were registered last year.

    “I’ve always been proud of my city, but right now I feel that Seville is at a new level as a destination, as a brand,” said restaurant owner Emilio Gimeno. “I think a lot of that has to do with the mayor because he’s always promoting the city, he never stops.”

    “I like that he’s a normal guy who lives in the city and doesn’t move around in an official vehicle or surrounded by bodyguards,” he added. “If you’re opening up a new bar, he’s the sort of person who will make time in his schedule to show up at the inauguration, the sort that wants things to work out and go well for you.”

    The Sánchez problem

    The trouble for Muñoz is that when Sevillanos head to the polls, they’re be making their choice based not just on his performance — but on the reputation of his party.

    “The polls suggest that three out of four Spaniards intend to base their vote on local matters, but a quarter admit their vote will depend on national issues,” said Pablo Simón, a political scientist at Madrid’s Carlos III university. “That’s problematic for some mayors because Sánchez is such a polarizing figure.”

    The local election will take place just months before Sánchez’s fragile left-wing coalition government — the first in Spain’s history — is set to complete its four-year term in December.

    Despite the devastating impact of the COVID crisis and the economic impact of the war in Ukraine, from the outside, Sánchez’s administration appears to have weathered the storm well.

    Spain’s gross domestic product has been growing at a rate above the EU average, and unemployment has dropped to levels not seen since 2008.

    The country’s residents pay some of the lowest power prices in Europe, thanks to the Iberian Exception energy price cap. The European Commission has applauded Spain for efficient handling of its share of the bloc’s pandemic recovery cash.

    And yet, within Spain, perception of the government is negative, and all of the parties in the ruling coalition have suffered a steep drop in the polls. Since May of last year, Sánchez’s Socialists have trailed behind the country’s conservative Popular Party, which is currently 7 percentage points ahead.

    Simón, the political scientist, said that some Spaniards distrust Sánchez for having entered into a coalition government with far-left parties with which he said he’d never govern. Not to mention that, like most political leaders, the prime minister’s prestige took a hit during the pandemic.

    “The government’s policies — the higher minimum wage, the basic income, the country’s role in Europe — are broadly popular,” Simón said. “But at a personal level, he isn’t.”

    Juan Espadas, Muñoz’s predecessor in Seville’s city hall and current leader of the Andalusian Socialists, admitted that the prime minister’s unpopularity had become a factor in the local elections.

    “The right has realized that they can’t challenge him on his politics, so now what they’re trying to do is to discredit him on a personal level,” he said, adding that the Popular Party had focused on casting Sánchez as “an egoist” willing to do anything to hold on to power.

    “Their only goal is to make it so that people won’t go vote because they don’t like the person behind the party,” he said.

    The ghost of ETA

    In addition to invoking the unpopular prime minister, the Spanish conservatives have been reminding voters of the coalition government’s cordial relations with pro-independence parties in the national parliament.

    When the Basque pro-independence party EH Bildu included 44 former members of the terrorist group ETA in its official lists for the local elections earlier this month, the Popular Party seized on the issue and turned it into a major talking point in its campaign in cities across the country.

    In Seville, José Luis Sanz, the conservative candidate for mayor, rallied supporters by declaring that his neighbors “could not understand how Muñoz’s Socialists have surrendered to the heirs of ETA.”

    Like other Socialist candidates, Muñoz has denounced this line of attack, stressing its irrelevance in a campaign that should be about the threat posed by housing insecurity or extreme heat — not a terrorist group that ceased to exist more than a decade ago.

    “I think what the [Popular Party] is doing is enormously disrespectful toward voters,” he said. “Instead of talking about what’s needed in this city’s poorest neighborhoods, about what we can do to promote culture, about how we should manage tourism, they want to talk about a party that isn’t up for election in Seville.”

    But what politicians want to talk about and what voters are hearing seem to rarely be the same thing.

    In the middle-class Los Remedios district, 83-year-old María Camacho Rojas has followed the campaign and decided she won’t give her vote to the mayoral candidate of a party led by Sánchez, a politician she believes to be “a compulsive liar.”

    “[Sánchez] does deals with ETA, he doesn’t care about Spain, and I — like most Spaniards — am worried about the state in which he’s going to leave our country,” she said.

    She added she’d vote for Muñoz in a heartbeat if he belonged to another party. “I like the mayor, I like how much he does for the city, how much he cares about Seville,” she said. “I’m not going to vote against him but I won’t vote for him: I’ll cast a blank ballot on Sunday.”

    In Seville, the latest polls predict a technical tie, with Muñoz’s Socialists winning 12 or 13 seats in the city council and the Popular Party taking 12. That would leave the two mainstream parties dependent on the support of more extreme elements, the far-right Vox party on one side and array of left-wing groups on the other — with those two ideological blocs also nearly tied.

    Whatever the outcome, the fallout is not likely to remain contained within city limits: Muñoz’s Sánchez problem could easily become Sánchez’s Seville problem.

    Losing the city — the largest municipality controlled by the Socialists — would be a severe blow for the prime minister just months ahead of the national elections.

    “One city won’t decide a general election,” said Simón. “But it can make the outcome easier for some, and all the more difficult for others.”

    United Nations Secretary-General António Guterres backed the reform of the U.N. Security Council and the international financial system to align them with the “realities of today’s world.”

    Both the U.N. body and the financial architecture reflect the power relations of 1945 and need to be updated, Guterres told a press conference Sunday on the margins of the G7 summit in Hiroshima, Japan, according to Reuters.

    “The global financial architecture is outdated, dysfunctional and unfair,” Guterres said. “In the face of the economic shocks from the COVID-19 pandemic and the Russian invasion of Ukraine, it has failed to fulfill its core function as a global safety net.”

    Guterres made the same point on Saturday, writing in a tweet that it was “time to think seriously about the reform” of the international financial architecture.

    The U.N. Security Council came under fire in April when Russia assumed the rotating presidency of the 15-member body despite the fact that 141 countries condemned its aggression on Ukraine. Experts have claimed that Russia’s veto in the Security Council undermines the U.N.’s effectiveness on the international stage.

    In brief, the leadership of a Climate Conference that should deliver on ways to create a fossil-free future is in the hands of the representative of one of the top 15 corporations most responsible for carbon emissions globally. Like any other oil company, ADNOC’s very reason for existence is to profit off of the very product that has sent global greenhouse gas emissions soaring and spurred a global climate emergency.

    In fact, ADNOC Drilling under ADNOC Groups reported a rise of 33 percent in 2022 net profit with a projection of record net profit in 2023 fueled by further oil and gas expansion plans. And now at least 12 employees of ADNOC have been given organizing roles for COP28. That means this year the global climate negotiations will literally be run by the fossil fuel industry.

    Fierce criticism has arisen from all over the world and in particular from climate activists that have been long fighting for a fossil fuel free climate COP. In reaction to this appointment, more than 450 climate and human rights organizations wrote a letter to UN Secretary General António Guterres and Simon Stiell, Executive Secretary of the UNFCCC condemning the appointment of Al Jaber as COP28 President.

    The thin argument presented for the appointment of Al Jaber is his involvement in renewables as chairman of Masdar, a “clean-energy innovator” investing in renewables. But that alone does not compare to the evidence on the negative role and powerful influence of the fossil fuel industry in the climate talks.

    The fossil fuel industry has completely co-opted climate policy from the inside out. The most offensive illustration of this co-option and corporate capture of climate talks is the current reality that someone like Al Jaber will preside over a crucial session of climate negotiations at such a time when complete and equitable phase out of fossil fuels is a critical and immediate action needed to protect the planet.

    And this is not happening for the first time!

    More than 630 fossil fuel industry lobbyists participated in COP27 last year at Sharm El-Sheikh, Egypt and 18 out of 20 COP27 sponsors were either directly partnered with or are linked to the fossil fuel industry.

    This ongoing 30-year experiment of allowing the largest polluters, their financiers, and polluter governments to undermine a meaningful global response to climate change has delivered predictably poor and unacceptable results.

    Several reports last year including this report by the UN Environmental Programme showed that the world will miss the target set in the Paris Agreement by world leaders to limit global warming below 1.5?.

    So, what’s the solution?

    It’s time for international climate policy to finally be protected from polluting interests, and this is the reason many are proposing a concrete drawing from other UN precedents to systematically weed out this undue interference.

    The UN Secretary General has recently equated the fossil fuel industry’s modus operandi as “inconsistent with human survival,” also agreeing that “those responsible must be held to account.’

    A concrete Accountability Framework should be implemented by the UNFCCC drawing from other UN precedents to systematically weed out this undue interference.

    Parties to the UNFCCC have to change the course of how climate talks are moving and provide immediate and clear signs of deep structural changes that can lead to just transition. Governments across the world should be actively protecting climate action from being written, bankrolled, and weakened by polluting interests.

    Rather, it’s (past) time to implement real, proven, and people-centered solutions and hold polluting corporations liable for their decades-long deception and deceit. These are not new ideas. These are not even radical ideas. They are necessary ones.

    The indigenous peoples, peasants, women and frontline communities who face and suffer the serious consequences of the impacts of climate change, together with the social groups of the world that have a real interest in curbing the emissions of greenhouse gasses, demand that the decision makers implement the necessary changes in order to ensure that appropriate measures are adopted by the world and governments at COP28 to prevent the collapse of the planet.

    If these necessary measures are not rectified and implemented immediately, it is world leaders and the decision makers who would be mainly responsible for the collapse of our planet. For us it is clear, Sultan Al Jaber does not have the moral or ethical rectitude to lead and deliver on a COP28 that is for the peoples.

    Although the origins of the proposed treaty go back to 2002, the initial negotiations began in 2018, with a new round scheduled to take place February 20 through March 3.

    The discussions will include four elements of the 2011 package that have guided the negotiations, namely marine genetic resources (MGRs), questions on benefit-sharing, area-based management tools (ABMTs), marine protected areas (MPAs), environmental impact assessments (EIAs), capacity building and the transfer of marine technology (CB&TT).

    Without a strong Treaty, says Greenpeace, it is practically impossible to protect 30% of the world’s oceans by 2030: the 30×30 target which was agreed at COP15 in Montreal in December 2022.

    Dr Laura Meller, Oceans Campaigner and Polar Advisor, Greenpeace Nordic said:
    “The oceans support all life on Earth. Their fate will be decided at these negotiations. The science is clear. Protecting 30% of the oceans by 2030 is the absolute minimum necessary to avert catastrophe. It was encouraging to see all governments adopt the 30×30 target last year, but lofty targets mean nothing without action.”

    “This special session taking place so soon after the last round of negotiations collapsed gives us hope,” she said.

    “If a strong Treaty is agreed on the 3rd of March, it keeps 30×30 alive. Governments must return to negotiations ready to find compromises and deliver an effective Treaty. We’re already in extra time. These talks are one final chance to deliver. Governments must not fail,” she declared.

    Dr Palitha Kohona, former co-Chair, UN Ad Hoc Working Group on Biological Diversity Beyond National Jurisdiction, told IPS even though the goal of the UN Preparatory Committee is clear, the details have bedevilled negotiating parties.

    As during previous negotiations on shared global resources, he said, it is the difficulty involved in making compromises on the “key issues of financing and monetary benefit- sharing from Marine Genetic Resources” exploitation that has prevented the conclusion of the much-anticipated binding legal instrument.

    “While the conservation of marine biological diversity is a priority for the globe, and is consistent with the SDGs, the developing world feels (with considerable justification) that they should also have access to the wealth that is expected to flow (gush) from the exploitation of marine genetic resources.”

    Past negative experiences of missing out on new and lucrative developments, colour the thinking of the developing world. If both sides are to emerge with a win/win outcome, compromises will have to be made, he argued.

    “The precedent of the Sea Bed Authority and the many environmental treaties could be adapted to the needs of the proposed treaty. Imaginative and ambitious thinking is required”.

    Given the dire situation confronting the oceans and the unimaginable consequences for humanity of a collapse of the biological resources of the oceans, (small scale fisherfolk, especially in poor countries are crying for a positive outcome, where the protein intake comes mainly from the oceans), “let us hope that pragmatic compromises could be arrived at the next round of negotiations”, said Dr Kohona, a former Sri Lankan Ambassador to the UN and current envoy in Beijing.

    More than 50 High Ambition Coalition countries promised a Treaty in 2022 and they failed. Many of the self-proclaimed ocean champions from the Global North refused to compromise on key issues such as financing and monetary benefit sharing from Marine Genetic Resources until the final days of talks. They offered too little, too late, said Greenpeace.

    The sticking points which must be resolved are on finance, capacity building and the fair sharing of benefits from Marine Genetic Resources. Resolving these impasses depends on the Global North making a fair and credible offer to the Global South

    Asked about the primary issues holding up the final treaty, James Hanson, a Greenpeace spokesperson, told IPS finding an agreement will largely depend on a fair agreement on the finance behind supporting developing nations to implement the Treaty (how much money, and who will be paying?) and finding a fair compromise on the sharing of monetary benefits from marine genetic resources.

    The key to resolving these issues will be High Ambition Coalition countries returning to the table with a credible and timely offer on both issues. These countries are the ones which have committed to delivering a Treaty, and so the onus is on them to compromise to get a Treaty over the line.

    China also will have a crucial role to play as a power broker, holding significant sway over many developing nations. China’s welcomed flexibility at the last round of talks on ABMTs is encouraging, and we hope this continues at this next round of talks.

    China’s position on MGRs is still at odds with the EU’s, and this impasse must be resolved through compromise on both sides.

    Asked whether he expects the outstanding issues to be resolved in the current sessions, Hanson said there seems to be willingness and desire from all sides to deliver a Treaty at this last round of talks.

    “The progress made last time, and this special session being called so soon after the last round of talks failed, gives us hope. We encourage countries to return to the table with willingness to compromise and seek agreement, for the sake of the oceans,” he declared.

    Pepe Clarke, Oceans Practice Leader at WWF International said: “For most people, the high seas are out of sight, out of mind. But the ocean is a dynamic mosaic of habitats, and the high seas play an important role in the healthy functioning of the whole marine system.”

    With two-thirds of the ocean falling outside national waters, a High Seas Treaty is an essential precondition for protecting 30% of marine areas worldwide, he noted.

    “We have a chance to achieve a global, legally binding agreement that would address the current gaps in international ocean governance. We’re optimistic the COP15 biodiversity agreement will provide the shot in the arm needed for governments to get this important agreement over the line,” Clarke noted.

    The waters beyond national jurisdiction, known as the high seas, comprise nearly two-thirds of the ocean’s area, but only roughly 1% of this huge swathe of the planet is protected, and even then often with little effective management in place.

    The high seas play a key role for many important species of sharks, tuna, whales and sea turtles, and support billions of dollars annually in economic activity.

    Jessica Battle, Senior Global Ocean Governance and Policy Expert, who is leading WWF’s team at the negotiations, said overfishing and illegal fishing, habitat destruction, plastic and noise pollution, as well as climate change impacts, are all rife in the high seas.

    “Heavily subsidized, industrial fishers seek to exploit and profit from ocean resources that, by law, belong to everyone. It’s a tragedy of the commons.”

    She said a legally binding High Seas Treaty would help to break down the current silos between isolated management bodies, and result in less cumulative impacts and better cooperation across the ocean – it would create a forum where all ocean issues can be discussed as a whole.

    “The high seas, the wildlife that migrates through these waters, and the climate-regulation functions of the ocean need urgent protection from both current and new threats, such as deep sea mining,” declared Battle.

    A sharp decline in the variety and the number of both wild animals and species, severe food insecurities, high levels of malnutrition, disappearing streams, springs, and rivers in some areas, and dangerous rises in sea levels that threaten island nations are alerting the world to a climate-driven catastrophe.

    Yet even as the world stares at unprecedented climate disasters, experts such as Hafez Ghanem caution that existing international institutions are not delivering on climate change mitigation and finance and are now calling for renewed efforts through the establishment of a Green Bank.

    Ghanem, former regional Vice President of the World Bank Group and a current nonresident senior fellow in the Global Economy and Development Program at the Brookings Institution, Senior Fellow at the Policy Center for the New South, and Distinguished Fellow at the Paris School of Economics tells IPS that “the creation of a Green Bank as a new international institution to solely address climate change adaptation and mitigation efforts is long overdue.”

    “Everybody is looking at how to finance investments in climate change. The estimate is that USD 2 trillion is needed every year for countries in the global South alone to address climate change.”

    Today’s development assistance, he says, is about USD 200 billion per year, “so we need to multiply that figure 10-fold and only use the funds for climate change and forget about critical social sectors such as health and education.”

    Choosing the climate agenda over critical social sectors or vice-versa is a lose-lose situation because they are both matters of life and death. This has led world leaders to a critical crossroads.

    To meet the climate financing gaps, Ghanem says many of the developed countries are asking existing multilateral development banks, such as the World Bank, to reform and invest more in climate change.

    Ghanem says reforms within existing institutions will not work and recommends a different approach: the establishment of a singular international institution that concerns itself solely with climate-related matters. An institution that would be a repository for global knowledge on climate change and advice governments on climate policies.

    He says a Green Bank would also develop green projects across the Global South and support their financing and implementation. As currently constituted, multilateral development banks are yet to open up space for Global South to be heard at the same level as those in the North.

    At the World Bank, for instance, he says, the voting power is such that the G7 countries control 39.8 percent of the World Bank while other donors control another 14.9 percent.

    “Despite the World Bank conducting most of its business in Africa, the largest ten African countries control only about 3.5 percent of its voting power. A development bank that is controlled by its borrowers is not a good idea; neither is a development bank where beneficiaries feel that they don’t have enough voice,” he expounds.

    Ghanem further emphasizes that the absence of the private sector will continue to curtail efforts to raise much-needed funds. “I believe that the Green Bank should be a public-private partnership where private corporations, foundations, and civil society organizations are invited to participate in its capital together with sovereign states.   I am calling for a tripartite approach where countries of the Global South have the same voice, same voting rights as those in the Global North and the private sector.”

    The need to attract much-needed funds from the private sector cannot be over-emphasized, he says as it is now, “there is no voice from the private sector because the owners of, say, the World Bank and the African Development Bank are all sovereign states.”

    The Green Bank would, therefore, primarily support private green investments through equity contributions, loans, and guarantees at the national, regional, or global level. The new institution would also free existing multilateral banks to direct scarce resources to social and development assistance.

    This would significantly boost progress toward the delivery of critical social sectors services such as health and education, particularly in poorer, more vulnerable nations such as those classified as Least Developed Countries.

    As such, the proposed Green Bank will not be in competition or opposition to existing multilateral banks but an instrument to partner with other institutions and complement their projects.

    “Climate change is an external threat facing all of humanity, and all of humanity needs to unite to face it. But a major share of humanity and particularly the Global South lacks the necessary resources,” he says.

    “There are many international meetings and summits at which resources are pledged, but the pledges are for much less than what is needed to deal with climate change. Moreover, not all pledges materialize as actual commitments and disbursements.”

    As governments in the Global North face tighter budget constraints and competing interests, limiting their ability to provide much-needed finance for climate projects in the South even as climate catastrophes increase, Ghanem says a new approach in the form of a Green Bank that is a private, public partnership would be an important contribution to the solution.  You can read his full policy brief on the subject here.

    The Darora Community of the Macuxi indigenous people illustrates the struggle for electricity by towns and isolated villages in the Amazon rainforest. Most get it from generators that run on diesel, a fuel that is polluting and expensive since it is transported from far away, by boats that travel on rivers for days.

    Located 88 kilometers from the city of Boa Vista, capital of the state of Roraima, in the far north of Brazil, Darora celebrated the inauguration of its solar power plant, installed by the municipal government, in March 2017. It represented modernity in the form of a clean, stable source of energy.

    A 600-meter network of poles and cables made it possible to light up the “center” of the community and to distribute electricity to its 48 families.

    But “it only lasted a month, the batteries broke down,” Tuxaua (chief) Lindomar da Silva Homero, 43, a school bus driver, told IPS during a visit to the community. The village had to go back to the noisy and unreliable diesel generator, which only supplies a few hours of electricity a day.

    Fortunately, about four months later, the Boa Vista electricity distribution company laid its cables to Darora, making it part of its grid.

    “The solar panels were left here, useless. We want to reactivate them, it would be really good. We need more powerful batteries, like the ones they put in the bus terminal in Boa Vista,” said Homero, referring to one of the many solar plants that the city government installed in the capital.

    Expensive energy

    But indigenous people can’t afford the electricity from the distributor Roraima Energía, he said. On average, each family pays between 100 and 150 reais (20 to 30 dollars) a month, he estimated.

    Besides, there are unpleasant surprises. “My November bill climbed to 649 reais” (130 dollars), without any explanation,” Homero complained. The solar energy was free.

    “If you don’t pay, they cut off your power,” said Mota, who was tuxaua from 1990 to 2020.”In addition, the electricity from the grid fails a lot,” which is why the equipment is damaged.

    Apart from the unreliable supply and frequent blackouts, there is not enough energy for the irrigation of agriculture, the community’s main source of income. “We can do it with diesel pumps, but it’s expensive; selling watermelons at the current price does not cover the cost,” he said.

    “In 2022, it rained a lot, but there are dry summers that require irrigation for our corn, bean, squash, potato, and cassava crops. The energy we receive is not enough to operate the pump,” said Mota.

    Achilles’ heel

    Batteries still apparently limit the efficiency of solar energy in isolated or autonomous off-grid systems, with which the government and various private initiatives are attempting to make the supply of electricity universal and replace diesel generators.

    Homero said that some of the Darora families who live outside the “center” of the village and have solar panels also had problems with the batteries.

    Besides the 48 families in the village “center” there are 18 rural families, bringing the community’s total population to 265.

    A solar plant was also installed in another community made up of 22 indigenous families of the Warao people, immigrants from Venezuela, called Warao a Janoko, 30 kilometers from Boa Vista.

    But of the plant’s eight batteries, two have already stopped working after only a few months of use. And electricity is only guaranteed until 8:00 p.m.

    “Batteries have gotten a lot better in the last decade, but they are still the weak link in solar power,” Aurelio Souza, a consultant who specializes in this question, told IPS from the city of São Paulo. “Poor sizing and the low quality of electronic charging control equipment aggravate this situation and reduce the useful life of the batteries.”

    In Brazil’s Amazon jungle, close to a million people live without electricity, according to the Institute of Energy and the Environment, a non-governmental organization based in São Paulo. More precisely, its 2019 study identified 990,103 people in that situation.

    Another three million inhabitants of the region, including the 650,000 people in Roraima, are outside the National Interconnected Electricity System. Their energy therefore depends mostly on diesel fuel transported from other regions, at a cost that affects all Brazilians.

    The government decided to subsidize this fossil fuel so that the cost of electricity is not prohibitive in the Amazon region.

    This subsidy is paid by other consumers, which contributes to making Brazilian electricity one of the most expensive in the world, despite the low cost of its main source, hydropower, which accounts for about 60 of the country’s electricity.

    Solar energy became a viable alternative as the parts became cheaper. Initiatives to bring electricity to remote communities and reduce diesel consumption mushroomed.

    But in remote plants outside the reach of the grid, good batteries are needed to store energy for the nighttime hours.

    A unique case

    Darora is not a typical case. It is part of the municipality of Boa Vista, which has a population of 437,000 inhabitants and good resources, it is close to a paved road and is within a savannah ecosystem called “lavrado”.

    It is at the southern end of the São Marcos indigenous territory, where many Macuxi indigenous people live but fewer than in Raposa Serra do Sol, Roraima’s other large native reserve. According to the Special Secretariat for Indigenous Health (Sesai), there were 33,603 Macuxi Indians living in Roraima in 2014.

    The Macuxi people also live in the neighboring country of Guyana, where there are a similar number to that of Roraima. Their language is part of the Karib family.

    Although there are no large forests in the surrounding area, Darora takes its name from a tree, which offers “very resistant wood that is good for building houses,” Homero explained.

    The community emerged in 1944, founded by a patriarch who lived to be 93 years old and attracted other Macuxi people to the area.

    The progress they have made especially stands out in the secondary school in the village “center”, which currently has 89 students and 32 employees, “all from Darora, except for three teachers from outside,” Homero said proudly.

    A new, larger elementary and middle school for students in the first to ninth grades was built a few years ago about 500 meters from the community.

    Water used to be a serious problem. “We drank dirty, red water, children died of diarrhea. But now we have good, treated water,” said Adélia da Silva.

    “We dug three artesian wells, but the water was useless, it was salty. The solution was brought by a Sesai technician, who used a chemical substance to make the water from the lagoon drinkable,” Homero said.

    The community has three elevated water tanks, two for water used for bathing and cleaning and one for drinking water. There are no more health problems caused by water, the tuxaua said.

    His current concern is to find new sources of income for the community. Tourism is one alternative. “We have the Tacutu river beach 300 meters away, great fruit production, handicrafts and typical local gastronomy based on corn and cassava,” he said, listing attractions for visitors.

    Another significant barrier to progress on climate change is the need for more political will among leaders of countries. In some cases, leaders may not see climate change as a priority or may be reluctant to take on the economic and political costs of reducing emissions or investing in clean energy due to political reasons. Some countries may be influenced by powerful fossil fuel lobbies that push against climate action. Developed countries must be willing to take on more significant emissions reductions and provide financial assistance to developing countries to help them adapt to the effects of climate change. Developing countries, in turn, need to be willing to take on emissions reduction measures and invest in clean energy and other climate mitigation measures.This can happen through more effective multilateral negotiations such as United Nations Framework Convention on Climate Change (UNFCCC), where all countries agree to set emissions reduction targets and support developing countries.

    Bangladesh is located in the low-lying delta region of the Ganges, Brahmaputra, and Meghna rivers, making the country particularly susceptible to flooding and rising sea levels. Bangladesh is also prone to cyclones and other extreme weather events, which are becoming more frequent and severe due to climate change. The country has a long coastline, much of which is low-lying and vulnerable to flooding. As sea levels continue to rise, the risk of coastal flooding is increasing, devastatingly impacting the lives and livelihoods of the people in these areas. These events are causing widespread damage to homes and infrastructure and affecting the country’s agricultural sector, a significant source of income for many people in Bangladesh. Many people in the coastal areas have lost their homes and livelihoods due to sea level rise and coastal flooding. They face food and water insecurity due to increased soil and water salinity.

    Globally, rich countries can assist Bangladesh cope with climate change in several ways. One crucial way is by providing financial assistance to help the country adapt to the impacts of climate change. This may include funding for building sea walls and other flood protection infrastructure and programs to help people in coastal areas relocate to higher ground. Another way rich countries can help is by providing technical assistance to Bangladesh to develop and implement clean energy and other climate mitigation measures. This could include funding and expertise to help the country develop renewable energy sources such as solar and wind power, as well as to improve energy efficiency and to reduce emissions from the industrial and transportation sectors.

    The Sundarbans forests, located in the coastal belt of Bangladesh, is one of the most vulnerable areas in the country to the impacts of climate change. The forests span over 10,000 square kilometres and is home to various plant and animal species, including the Royal Bengal tiger. Sea level rise is one of the most significant threats to the Sundarbans forest making it particularly susceptible to flooding and rising sea levels. According to a study by the Intergovernmental Panel on Climate Change, sea levels in the Bay of Bengal are projected to increase by up to 1 meter by the end of the century. This would devastate the Sundarban forests, as seawater would submerge large areas.

    The impacts of climate change on the Sundarban forests are also likely to have knock-on effects on the people living in the surrounding areas. The forests are a significant source of livelihood for many people in the region, who rely on it for fishing, agriculture, and other activities. As the forests are damaged by sea level rise and extreme weather events, these people will also be affected by food and water insecurity and the loss of their homes and livelihoods. Many people who lost their homes and land to flooding, were forced to relocate to higher grounds.

    The health impacts of climate change on people living around the Sundarban are also significant. As a result of sea level rise and increased flooding, many are at risk of waterborne diseases such as cholera and diarrhea. Extreme weather events are accelerating salinity across the coastal belt of Bangladesh. Women are experiencing uterus cancers, infertility, and skin diseases, and men, too, are experiencing fertility problems and other health issues. Due to the loss of livelihoods and displacement, many people face food insecurity and malnutrition. In addition to these immediate impacts, climate change exacerbates the region’s existing social and economic inequalities. People living in poverty and marginalized communities are disproportionately affected by climate change, as they have fewer resources to cope with the impacts and less access to services and support.

    Climate change has led to a growing number of people migrating from these areas, searching for better opportunities and escaping the impacts of climate change. Most climate migrants from coastal belt areas of Bangladesh are moving to urban areas, such as the capital city of Dhaka and other major cities. These migrants often seek better job opportunities and access to services and support. However, many migrants face challenges in their new locations, such as a lack of affordable housing, discrimination, and limited access to services and support. The future is uncertain for those still living in coastal areas of Bangladesh and fighting the climate crisis. Many of the people living in these areas are among the country’s most vulnerable and marginalized communities, making them particularly susceptible to the impacts of climate change. Climate conversations worldwide by world leaders and major organizations have been occurring every year. But they must see the severity of the situation for the people suffering and take concrete actions beyond being in a room to converse about the effects of climate change.

    For 56-year-old Mariyeti Mpala, however, a community dumpsite on land that belonged to the local municipality a stone’s throw away from her residence presented an opportunity to turn what had become an accepted eyesore into a thriving greening project.

    She purchased the land in 2006, and it is here on a section of the former dumpsite where she has grown indigenous wild fruit trees at the one-hectare piece of land and runs a thriving vegetable garden.

    She rotates planting tomatoes, peas, cabbages, onions and lettuce, with aquaculture being the latest addition to her project.

    “I have put up three thousand bream fishlings,” Mpala said as she explained her long-term ambitions for the local community.

    “I decided to apply for this piece of land as it was clear no one imagined the land was of any use as it was being used as a dump site,” Mpala told IPS.

    While she may not be aware of it, Mpala’s project fits snugly into the UN’s Food and Agriculture Organisation’s Green Cities initiative, which among other things, “focuses on improving the urban environment, ensuring access to a healthy environment and healthy diets from sustainable agri-food systems, increasing availability of green spaces through urban and peri-urban forestry.”

    “Urban agriculture is, therefore, an important part of the urban economy contributing significantly to urban food and nutrition security as the produce is less subject to market fluctuations,” said Kevin Mazorodze, FAO spokesperson.

    And now, as more and more people in the country require food assistance, Mpala’s project comes as a relief for members of her community.

    “I especially cater for the elderly who have no source of income and cannot fend for themselves,” Mpala told IPS.

    “I sell some of the produce at low cost to those elderly women who buy in bulk so they can sell at a markup, so they raise funds for their own private needs,” she said.

    FAO’s Green Cities Initiative seeks to promote more such activities, said Mazorodze.

    “Urban and peri-urban agriculture is one of the key pillars of the initiative through which FAO intends to foster sustainable and climate-resilient practices and technologies to improve local food production,” Mazorodze told IPS.

    Mpala sunk a borehole powered by solar energy in a country where abundant sunlight has been touted to promote clean energy.

    Her work has not gone unappreciated by locals.

    “She is a hard worker and has always looked out for us old people,” said Agnes Nyoni, a 70-something-year-old granny who lives not far from Mpala’s green project.

    “I first knew her a few years ago when she collected our names to register for food parcels that included mealie meal, cooking oil and beans,” Nyoni told IPS.

    Mpala’s work has also reached city offices, with the local councillor lauding her contribution towards uplifting the lives of the poor and food insecure.

    “We actually need more of such initiatives being done by Mrs. Mpala as she is uplifting the lives of our people,” said Tinevimbo Maphosa, the local councilman.

    “I understand she has also set up a fisheries project which I see as a sign of her community-building commitments. People need to be productive and stop complaining all the time about the situation in the country, and Mrs. Mpala’s work is part of what we need to see happening in our communities,” Maphosa told IPS.

    The city already has numerous community gardens dotted across the city, with Food and Agriculture Organization (FAO) supporting the municipality through the Green Cities Network.

    The food she grows is organic, Mpala says, and local nutritionists believe at a time, food is becoming more expensive, and where people now eat whatever is available, consumers need healthier diets.

    “Food grown in such nutrition gardens as that run by Mrs. Mpala is encouraged because it is fresh straight from the garden, and the elderly people she caters for certainly need healthier diets,” said Mavis Bhebhe, a government hospital nutritionist.

    “What is required is to encourage such initiatives to spread the variety of the food they grow so that consumers get the most out of locally grown foods,” Bhebhe told IPS.

    These sentiments come at a time when humanitarian agencies have raised concerns about levels of malnutrition across Africa as some parts of the continent battle acute food shortages.

    In a country such as Zimbabwe, where formal jobs come far in between, homegrown initiatives such as the Dingindawo Gardens offer hope for young people seeking opportunities to take idle time off their hands, Maphosa believes.

    “There is too much crime and drug abuse here, and with more projects from individuals like Mrs. Mpala, we could solve the community’s many problems,” Maphosa told IPS.

    The initiatives are aimed at covering their own consumption, sometimes with the addition of so-called distributed generation, in which user-generators who have a surplus of electricity can inject it into the national power grid and thus generate a tariff credit.

    Distributed generation initiatives have just surpassed 1,000 projects already in operation, according to the latest official data.

    At the same time, this month saw the inauguration of the largest private solar energy park in the city of Buenos Aires, an initiative of the Argentine Rural Society (SRA), the traditional business chamber of agricultural producers.

    The park was installed in the exhibition center the SRA owns in the capital of this South American country, to supply part of its consumption with an investment of almost one million dollars and more than 1,000 solar panels.

    “Small private renewable energy projects and distributed generation will be the ones to increase installed capacity in the coming years, because the electricity transmission and distribution system sets strong limits on large projects,” Mariela Beljansky, a specialist in energy and climate change issues, told IPS.

    Beljansky, who was national director of Electricity Generation until early 2022, added: “Otherwise there will be no way to meet the growth targets for renewable sources set by Argentina, as part of its climate change mitigation commitments under the Paris Agreement.”

    Argentina presented its National Climate Change Adaptation and Mitigation Plan, which includes 250 measures to be implemented by 2030, at the 27th Conference of the Parties (COP27) on climate change held by the United Nations in the Egyptian city of Sharm El Sheikh in November.

    The National Secretariat for Climate Change estimated the total value of the plan’s implementation at 185.5 billion dollars, four times more than the debt Argentina incurred in 2018 with the International Monetary Fund (IMF), which has generated a sharp deterioration of the economy since then.

    According to the data included in the plan, the energy sector is the largest generator of greenhouse gases (GHG) in the country, generating 51 percent of emissions.

    Although renewable sources (with wind projects in first place and solar in second place) reached a record in October, supplying 17.8 percent of total electricity demand, the energy mix continues to be sustained basically by oil, natural gas and large hydroelectric projects.

    Furthermore, the country has not decided to slow down the development of fossil fuels. The main reason is that it has large reserves of shale natural gas in the Vaca Muerta field in the south of the country, which has been attracting the interest of international investors for years. The climate change plan sets the goal of using natural gas as a transition fuel to replace oil as much as possible.

    The plan also includes the objectives of developing a variety of renewable energy sources (wind, solar, small hydro, biogas and biomass) and also distributed generation, “directly at the points of consumption” and connected to the public power grid, at the residential and commercial levels.

    Large renewable projects experienced strong growth between 2016 and 2019, on the back of an official plan that guaranteed the purchase of electricity at attractive prices for investors, but since then there have been virtually no new initiatives.

    Consumption subsidies

    “In Argentina’s current situation, where there is practically no financing, and there are restrictions on importing equipment, high inflation and economic uncertainty, it is difficult to think about large renewable energy parks, and small projects become more attractive,” Marcelo Alvarez, a member of the board of the Argentine Renewable Energy Chamber (Cader), told IPS.

    Alvarez pointed out that what conspires against small private and distributed generation projects are the subsidies that the Argentine government has been providing for years to energy consumption, including those families with high purchasing power that do not need them.

    “Artificially cheap electricity rates and the scarcity of credit discourage the growth of renewables,” Alvarez said.

    “The proof of this is that more than half of the distributed generation projects in operation are in the province of Cordoba (in the center of the country), where electricity prices are three times more expensive than in Buenos Aires and there is a special line of credit from the local bank (Bancor, which grants ‘eco-sustainable loans’) for renewable equipment,” he said.

    Indeed, according to data from the Energy Secretariat, there are 1,051 user undertakings that generate their own electricity and inject their surplus into the grid and 573 of them are in the province of Cordoba.

    Argentine state energy subsidies totaled 11 billion dollars in 2021 and this year, up to October, they already exceeded seven billion dollars, according to data from the Argentine Association of Budget and Public Financial Administration (Asap).

    As for sources of financing, there is a line of credit endowed with 160 million dollars from the Inter-American Development Bank (IDB) and the Banco de Inversión y Comercio Exterior (Bice), financed in part by the Green Climate Fund, which is aimed at renewable sources and energy efficiency projects for small and medium-sized businesses. However, most companies are unaware of its existence.

    Private ventures

    On Dec. 15, the Rural Society inaugurated the largest private solar park in Buenos Aires, in the 42,000 square meter covered area where the country’s most important fairs and exhibitions are held. The investment reportedly amounted to almost one million dollars.

    “We have 42,000 square meters of roofs in our pavilions. It is a very important flat surface for the placement of solar panels, so we had been thinking about it for several years. We had done a pilot project in 2019, but then everything was delayed by the pandemic, which forced us to close the venue,” Claudio Dowdall, general manager of La Rural, told IPS.

    “At this stage we used 5,000 square meters of roofs, on which we placed 1,136 photovoltaic panels, with a total power of 619 kW. This is equivalent to the average consumption of 210 family homes and, for us, it is between 30 and 40 percent of the electricity we use,” he added.

    Andrés Badino, founder of Utorak, a company that has been dedicated to renewable energy for families and companies for more than five years, confirms that consultations and demand are growing in the sector.

    “People’s interest has been growing because of increased environmental awareness and, also, because of what can be saved on electricity bills for residential users and for educational institutions and healthcare centers as well,” Badino said.

    “Argentina has a national industry for the production of solar thermal tanks, but not for the manufacture of panels, inverters or batteries, despite the fact that the country has one of the largest reserves in the world, the main component. But we are confident that international prices will go down and drive demand,” he said.

    The oil that the U.S. company ExxonMobil discovered off the coast of Guyana since 2015 generates wealth that will cross borders and extend to Roraima, already linked to Venezuela by energy and migration issues, predicted the economist, the former secretary of planning in the local government from 2004 to 2014.

    Roraima, Brazil’s northernmost state, which forms part of the Amazon rainforest, is unique for sharing a border with these two South American countries on the Caribbean Sea and because 19 percent of its 224,300 square kilometers of territory is covered by grasslands, in contrast to the image of the lush green Amazon jungle.

    It is also the only one of Brazil’s 26 states not connected to the national power grid, SIN, which provides electricity shared by almost the entire country. This energy isolation means the power supply has been unstable and has caused uncertainty in the search for solutions in the face of sometimes clashing interests.

    From 2001 to 2019 it relied on imported electricity from Venezuela, from the Guri hydroelectric plant, whose decline led to frequent blackouts until the suspension of the contract two years before it was scheduled to end.

    The closure of this source of electricity forced the state to accelerate the operation of old and new diesel, natural gas and biomass thermoelectric power plants. It also helped fuel the proliferation of solar power plants and the debate on cleaner and less expensive alternatives.

    In search of energy alternatives

    Against this backdrop, the Roraima Alternative Energy Forum emerged, promoted by the non-governmental Socio-environmental Institute (ISA) and the Climate and Society Institute (ICS) and involving members of the business community, engineers from the Federal University of Roraima (UFRR) and individuals, indigenous leaders and other stakeholders.

    The objectives range from influencing sectoral policies and stimulating renewable sources in the local market to monitoring government decisions for isolated systems, such as the one in Roraima, as well as proposing measures to reduce the costs and environmental damage of such systems.

    “Not everyone (in the Forum) is opposed to the construction of the Bem Querer hydroelectric plant, but there is a consensus that there is a lack of information to evaluate its benefits for society and whether they justify the huge investment in the project,” biologist Ciro Campos, an ISA analyst and one of the Forum’s coordinators, told IPS.

    Bem Querer, a power plant with the capacity to generate 650 megawatts, three times the demand of Roraima, is the solution advocated by the central government to guarantee a local power supply while providing the surplus to the rest of the country.

    For this reason, the project is presented as inseparable from the transmission line between Manaus, capital of the state of Amazonas with a population of 2.2 million, and Boa Vista, the capital of Roraima, population 437,000. The line involves 721 kilometers of cables that would connect Roraima to the national grid.

    “In its design, Bem Querer looks towards Manaus, not Roraima,” Campos complained, ruling out a necessary link between the power plant and the transmission line. “We could connect to the SIN, but with a safe and autonomous model, not dependent on the national system” and subject to negative effects for the environment and development, he argued.

    Hydroelectric damage

    The plant would dam the Branco River, the state’s main water source, to form a 519-square-kilometer reservoir, according to the governmental Energy Research Company (EPE). It would even flood part of Boa Vista, some 120 kilometers upstream.

    The hydropower plant would both meet the goal of covering the state’s entire demand for electricity and abolish the use of fossil fuels, diesel and natural gas, which account for 79 percent of the energy consumed in the state, according to the distribution company, Roraima Energia.

    But it would have severe environmental and social impacts. “It would make the riparian forests disappear,” which are almost unique in the extensive savannah area, locally called “lavrado,” of grasses and sparse trees, said Reinaldo Imbrozio, a forestry engineer with the National Institute of Amazonian Research (Inpa).

    In addition to the flooding of parts of Boa Vista, the flooding of the Branco and Cauamé rivers, which surround the city, will directly affect nine indigenous territories and will have an indirect impact on others, complained Edinho Macuxi, general coordinator of the Indigenous Council of Roraima (CIR), which represents 465 communities of 10 native peoples.

    The CIR, together with ISA and the ICS, built two solar energy projects in the villages and carried out studies on the wind potential, already recognized in the indigenous territories of northern Roraima.

    “The main objective of our initiatives is to prove to the central government that we don’t need Bem Querer or other hydroelectric projects…that represent less land and more confusion, more energy and less food for us,” he stressed to IPS at CIR headquarters.

    “We will have to leave, said the engineers who were here for the studies of the river,” said Alfredo Cruz, owner of a restaurant on the banks of the Branco River, about five kilometers upstream from the site chosen for the dam. At that spot visitors can swim in the dry season, when the water level in the river is low.

    The rapids there show the slight slope of the rocky riverbed. It is a flat river, without waterfalls, which means a larger reservoir. The heavy flow would be used to generate electricity in a run-of-river power plant.

    Cruz inherited his restaurant and house from his great-grandfather. The title to the land dates back to 1912, he said. But they will be left under water if the hydroelectric plant is built, even though they are now located several meters above the normal level of the river, he lamented.

    Riverside dwellers, fishermen and indigenous people will suffer the effects, Imbozio told IPS. The property of large landowners and people who own mansions will also be flooded, but they have been guaranteed good compensation, he added.

    What the Forum’s Campos proposes is the promotion of renewable sources, without giving up diesel and natural gas thermoelectric plants for the time being, but reducing their share in the mix in the long term, and ruling out the Bem Querer dam, which he said is too costly and harmful.

    Energy issues will influence the future of Roraima, according to Professor Amoras. The most environmentally viable hydroelectric plants, such as one suggested on the Cotingo River, in the northeast of the state, with a high water fall, including a canyon, are banned because they are located in indigenous territory, he said.

    Oil wealth, route to the Caribbean

    In the neighboring countries, oil wealth opens a market for Brazilian exports and, through their ports, access to the Caribbean. The Guyanese economy will grow 48 percent this year, according to the World Bank.

    Roraima’s exports have grown significantly in recent years, although they reached just a few tens of millions of dollars last year.

    Guyana’s small population of 790,000, the unpaved road connecting it to Roraima and the fact that the language there is English make doing business with Guyana difficult, but relations are expanding thanks to oil money.

    This will pave the way to the Caribbean Community (CARICOM), whose scale does not attract transnational corporations, but will interest Roraima companies, said Fabio Martinez, deputy secretary of planning in the Roraima state government.

    Venezuela expanded its imports from Roraima, of local products or from other parts of Brazil, because U.S. embargoes restricted trade via ports and thus favored sales across the land border, he said.

    “The liberalization of trade with the United States and Colombia will now affect our exports, but a recovery of the Venezuelan economy and the rise of oil can compensate for the losses,” Martinez said.

    Roraima is a new agricultural frontier in Brazil and its soybean production is growing rapidly. But “we want to export products with added value, to develop agribusiness,” said Martinez.

    That will require more energy, which in Roraima is subsidized, costing consumers in the rest of Brazil two billion reais (380 million dollars) a year. If the state is connected to the national grid through the transmission line from Manaus, there will be “more availability, but electricity will become more expensive in Roraima,” he warned.

    The permit, issued by the Peruvian government’s National Institute for Agrarian Innovation, allows the Peruvian beneficiary to use the material in a skin regeneration cream.

    But it also sets restrictions on the registration of products obtained from quinoa or the removal of its elements from the Andean nation, to prevent the risk of irregular exploitation without a fair distribution of benefits, in other words, biopiracy.

    The licensed material may have a digital representation of its genetic structure which in turn may generate new structures from which formulas or products may emerge. This is called digital sequence information (DSI), in the universe of research or commercial applications within the CBD.

    Treatment of DSI forms part of the debates at the 15th Conference of the Parties (COP15) to the United Nations Convention on Biological Diversity (CBD), which began on Dec. 7 and is due to end on Dec. 19 at the Palais des Congrès in the Canadian city of Montreal.

    The summit has brought together some 15,000 people representing the 196 States Parties to the CBD, non-governmental organizations, academia, international bodies and companies.

    The focus of the debate is the Post-2020 Global Framework on Biodiversity, which consists of 22 targets in areas including financing for conservation, guidelines on digital sequencing of genetic material, degraded ecosystems, protected areas, endangered species, the role of business and gender equality.

    Like most of the issues, negotiations on DSI and the sharing of resulting benefits, contained in one of the Global Framework’s four objectives and in target 13, are at a deadlock, on everything from definitions to possible sharing mechanisms.

    Except for the digital twist, the issue is at the heart of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization, part of the CBD, signed in that Japanese city in 2010 and in force since 2014.

    Amber Scholz, a German member of the DSI Scientific Network, a group of 70 experts from 25 countries, said there is an urgent need to close the gap between the existing innovation potential and a fair benefit-sharing system so that digital sequencing benefits everyone.

    “It’s been a decade now and things haven’t turned out so well. The promise of a system of innovation, open access and benefit sharing is broken,” Scholz, a researcher at the Department of Microbial Ecology and Diversity in the Leibniz Institute’s DSMZ German Collection of Microorganisms and Cell Cultures, told IPS.

    DSI stems from the revolution in the massive use of technological tools, which has reached biology as well, fundamental in the discovery and manufacture of molecules and drugs such as those used in vaccines against the coronavirus that caused the COVID-19 pandemic.

    The Aichi Biodiversity Targets, adopted in 2010 in that Japanese city during the CBD COP10, were missed by the target year, 2020, and will now be renewed and updated by the Global Framework that will emerge from Montreal.

    The targets included respect for the traditional knowledge, innovations and practices of indigenous and local communities related to the conservation and sustainable use of biological diversity, their customary use of biological resources, and the full and effective participation of indigenous and local communities in the implementation of the CBD.

    Lack of clarity in the definition of DSI, challenges in the traceability of the country of origin of the sequence via digital databases, fear of loss of open access to data and different outlooks on benefit-sharing mechanisms are other aspects complicating the debate among government delegates.

    Through the Action Agenda: Make a Pledge platform, organizations, companies and individuals have already made 586 voluntary commitments at COP15, whose theme is “Ecological civilization: Building a shared future for all life on earth”.

    Of these, 44 deal with access and benefit sharing, while 294 address conservation and restoration of terrestrial ecosystems, 185 involve partnerships and alliances, and 155 focus on adaptation to climate change and emission reductions.

    Genetic havens

    Access to genetic resources for commercial or non-commercial purposes has become an issue of great concern in the countries of the global South, due to the fear of biopiracy, especially with the advent of digital sequencing, given that physical access to genetic materials is not absolutely necessary.

    Although the Nagoya Protocol includes access and benefit-sharing mechanisms, digital sequencing mechanisms have generated confusion. In fact, this instrument has created a market in which lax jurisdictions have taken advantage by becoming genetic havens.

    Around 2,000 gene banks operate worldwide, attracting some 15 million users. Almost two billion sequences have been registered, according to statistics from GenBank, one of the main databases in the sector and part of the U.S. National Center for Biotechnology Information.

    Argentina leads the list of permits for access to genetic resources in Latin America under the Protocol, with a total of 56, two of which are commercial, followed by Peru (54, four commercial) and Panama (39, one commercial). Mexico curbed access to such permits in 2019, following a scandal triggered by the registration of maize in 2016.

    There are more than 100 gene banks operating in Mexico, 88 in Peru, 56 in Brazil, 47 in Argentina and 25 in Colombia.

    The largest providers of genetic resources leading to publicly available DSI are the United States, China and Japan. Brazil ranks 10th among sources and users of samples, according to a study published in 2021 by Scholz and five other researchers.

    The mechanisms for managing genetic information sequences have become a condition for negotiating the new post-2020 Global Framework for biodiversity, which poses a conflict between the most biodiverse countries (generally middle- and low-income) and the nations of the industrialized North.

    Indigenous people and their share

    Cristiane Juliao, an indigenous woman of the Pankararu people, who is a member of the Brazilian Coordinator of Indigenous Peoples and Organizations of the Northeast, Minas Gerais and Espírito Santo, said the mechanisms adopted must favor the participation of native peoples and guarantee a fair distribution of benefits.

    “We don’t look at one small element of a plant. We look at the whole context and the role of that plant. All traditional knowledge is associated with genetic heritage, because we use it in food, medicine or spiritual activities,” she told IPS at COP15.

    Therefore, she said, “traceability is important, to know where the knowledge was acquired or accessed.”

    In Montreal, Brazilian native organizations are seeking recognition that the digital sequencing contains information that indigenous peoples and local communities protect and that digital information must be subject to benefit-sharing. They are also demanding guarantees of free consultation and the effective participation of indigenous groups in the digital information records.

    Thanks to the system based on the country’s Biodiversity Law, in effect since 2016, the Brazilian government has recorded revenues of five million dollars for permits issued.

    The Working Group responsible for drafting the new Global Framework put forward a set of options for benefit-sharing measures.

    They range from leaving in place the current status quo, to the integration of digital sequence information on genetic resources into national access and benefit-sharing measures, or the creation of a one percent tax on retail sales of genetic resources.

    Lagging behind

    There is a legal vacuum regarding this issue, because the CBD, the World Intellectual Property Organization and the International Treaty on Plant Genetic Resources for Food and Agriculture, in force since 2004, do not cover all of its aspects.

    Scholz suggested the COP reach a decision that demonstrates the political will to establish a fair and equitable system. “The scientific community is willing to share benefits through simple mechanisms that do not unfairly burden researchers in low- and middle-income countries,” she said.

    For her part, Juliao demanded a more inclusive and fairer system. “There is no clear record of indigenous peoples who have agreed to benefit sharing. It is said that some knowledge comes from native peoples, but there is no mechanism for the sharing of benefits with us.”

    The local government of Boa Vista, a city of 437,000 people, installed seven solar power plants that bring annual savings of around 960,000 dollars.

    “We have used these savings to invest in health, education and social action, which is the priority of the city government because we are ‘the capital of early childhood’,” said Thiago Amorim, municipal secretary of Public Services and Environment.

    Solar panels have mushroomed on the roofs of public buildings and parking lots around the city. The largest unit was built on the outskirts of Boa Vista – a 15,000-panel power plant with an installed capacity of 5,000 kilowatts.

    In the city, the parking lot of the Municipal Theater, a bus terminal, a market and the mayor’s office itself stand out, covered with panels. There are also 74 bus stops with a few panels, but many were damaged when parts were stolen, Amorim told IPS in an interview in his office.

    In total, the city had a solar power generation capacity of 6700 KW at the end of 2020, equivalent to the consumption of 9000 local households. It also promotes energy efficiency in the areas under municipal management.

    “Eighty percent of the city is now lit up by LED bulbs, which are more efficient. The goal is to reach 100 percent in 2023,” said the municipal secretary.

    The mayor’s office, during the administration of Teresa Surita (2013-2020), was a pioneer in the installation of solar power plants and also in comprehensive care for children from pregnancy to adolescence, for youngsters in the public educational system.

    The city’s Welcoming Family program provides coordinated health, education, social assistance and communication services for mothers and children, from pregnancy through the first six years of the children’s lives. The day-care centers are called Mother Houses.

    In recent years, students in the local municipal elementary schools have performed above the national average, coming in fifth place in student testing among Brazil’s 27 state capitals.

    This was an especially outstanding achievement because the influx of Venezuelan migrants more than doubled the number of students in Boa Vista schools in the last decade.

    Despite this, the quality of teaching was not affected, according to the indicators of the Education Ministry’s Basic Education Evaluation System.

    The results of the local early childhood policy have been recognized by several national and international specialized entities, including the United Nations Children’s Fund, which awarded it the Unicef Seal of Approval in 2016 and 2020.

    More visible than the solar panels are the 30 playgrounds of varying sizes scattered around the city, in some cases featuring large playground equipment and structures in the shape of national wild animals, such as crocodiles and jaguars. They are called “selvinhas” (little jungles).

    The use of solar power has spread to other sectors of life in Roraima, a state with only 650,000 inhabitants, despite its large area of 223,644 square kilometers, twice the size of Honduras, for example.

    In May, there were 705 solar plants in homes, businesses and private companies, in addition to public buildings, in the state, with a total installed capacity of 15,955 KW (just under one percent of the region’s total).

    In Roraima there are solar plants in the courthouses in four cities, in an aim to cut energy costs through a program called Lumen.

    The Federal University of Roraima (UFRR) is also building a 908-panel plant, to be inaugurated by March 2023, with the capacity to generate 20 percent of the electricity consumed on its three campuses.

    “The main objective is to save energy costs, and the goal is to expand to cover 100 percent of consumption. But it will also be useful for electrical engineering studies,” Emanuel Tishcer, UFRR’s head of infrastructure, told IPS.

    The training of specialists in renewable sources, research into more efficient and cheaper panels, the comparison of technologies and innovations all become more accessible with the availability of an operating solar power plant, which serves the university’s electrical energy laboratory.

    Edinho Macuxi, general coordinator of the Indigenous Council of Roraima (CIR), the largest organization of native peoples in the state, said “the great objective (of solar energy) is to prove that Roraima and Brazil do not need new hydroelectric plants.”

    The Bem Querer (Portuguese for “good will”) plant on the Branco River, Roraima’s main river, “will have direct impacts on nine indigenous territories” and will also affect other nearby indigenous areas if it is built, as the central government intends, he told IPS.

    That is why the CIR is involved in three projects – two solar energy and a wind energy study – in territories assigned to different indigenous ethnic groups, he said.

    The government’s hydroelectric plans, which currently prioritize Bem Querer, but include other uses of local rivers, have sparked a renewed debate on energy alternatives in Roraima, which has an installed electricity capacity of only 300 megawatts, since it has almost no industry.

    From 2001 to 2019, Roraima relied on electricity from neighboring Venezuela, generated by the Guri hydroelectric plant in eastern Venezuela, the deterioration of which caused a growing shortage over the last decade, until the supply completely ran out in 2019, two years before the end of the contract.

    Diesel thermoelectric plants had to be reactivated and new plants had to be built, including one using natural gas transported by truck from the Amazon jungle municipality of Silves, some 1,000 kilometers away, in order to guarantee a steady supply of electricity that the people of Roraima did not have until then.

    It is costly electricity, but its subsidized price is one of the lowest in Brazil. The subsidy drives up the cost of electric power in the rest of the country. That is why there is nationwide pressure for the construction of a 715-kilometer transmission line between Manaus, capital of the state of Amazonas, also in the north, and Boa Vista.

    With this transmission line, Roraima will cease to be the only Brazilian state outside the national grid, and local advocates believe it will be indispensable for a secure supply of electricity, a long-desired goal.

    To discuss this and other alternatives, a group of stakeholders created the Roraima Alternative Energies Forum in September 2019, to promote dialogue between all sectors, in search of “the strategic construction of solutions to make the use of renewable energies viable in the state.”

    “Our focus is energy security. The Forum is focused on photovoltaic sources and distributed generation. But it seeks a variety of renewable energies, including biomass,” said Conceição Escobar, one of the Forum’s coordinators and president of the Brazilian Association of Electrical Engineers in Roraima.

    “There is an opportunity for everyone to be involved in the discussion. The construction of transmission lines and hydroelectric plants takes a long time, we have perhaps ten years to develop alternatives,” she told IPS.

    “I am against Bem Querer, but the government of Roraima supports it. The Forum listens to all parties, it does not want to impose solutions. We want to study the feasibility of combined sources, with solar, biomass and wind, and encourage the use of garbage,” said biologist Rosilene Maia, who also forms part of the three-member board of the Forum.

    In Chile, the energy sector accounts for 74 percent of greenhouse gas (GHG) emissions, producing 68 million tons of carbon dioxide (CO2) per year. For this reason, energy efficiency is decisive in tackling climate change and saving on its costs.

    The law passed in February 2021 and its regulations were issued on Sept. 13 of this year, but full implementation will still take time. The law itself states that its full application will take place “gradually”, without setting precise deadlines.

    For example, the energy rating of homes and new buildings is voluntary for now and will only become mandatory in 2023. In addition, only practice will show whether the capacity will exist to oversee the sector and apply sanctions.

    The aims of the law include reducing the intensity of energy use and cutting GHGs.

    According to the public-private organization Fundación Chile, energy efficiency has the potential to reduce CO2 emissions by 44 percent – a decisive percentage to mitigate climate change in this long, narrow South American country of 19.5 million people.

    “For the first time in Chile, we have an Energy Efficiency Law. This is a key step in joining efforts to achieve carbon neutrality by 2050, since energy efficiency has the potential to reduce greenhouse gases by 35 percent,” the Foundation’s assistant manager for sustainability, Karien Volker, told IPS.

    The law sets standards for transportation, industry, mining and the residential, public and commercial sectors. Land transportation accounts for an estimated 25 percent of the energy used in Chile and the 250 largest companies operating in the country consume 35 percent of the total.

    Volker underscored that the law incorporates energy labeling, the implementation of an energy management system for large consumers and the development of a National Plan.

    “Upon implementation of the law, a 10 percent reduction in energy intensity, a cumulative savings of 15.2 billion dollars and a reduction of 28.6 million tons of CO2 are expected by 2030,” she said.

    She also argued that the law will push large companies to meet minimum energy efficiency standards, which will change the way they operate.

    “New homes with energy efficiency certifications will raise the standard of construction in Chile and push builders to innovate,” said Volker.

    She added that “the transportation sector will also be positively impacted by establishing efficiency and performance standards for vehicles entering Chile.”

    Buildings with the new standards will consume only one third of the energy compared to the current ones.

    In Chile, 53.3 percent of electricity is generated with renewable energy: hydroelectric, solar, biomass and geothermal. The remaining 46.7 percent comes from thermoelectric plants using natural gas, coal or petroleum derivatives, almost all of which are imported.

    Negative track record on energy efficiency

    But in the recent history of this South American country the experience of energy savings has not been a positive one. There was total clarity in the assessment of the situation and concrete suggestions of measures to advance in energy efficiency, but nothing changed, said engineer and doctor in systems thinking Alfredo del Valle, a former advisor to the United Nations and the Chilean government in these matters.

    Del Valle told IPS that between 2005 and 2007 he acted as a methodologist for the Chilean Ministry of Economy’s Country Energy Efficiency Program to formulate a national policy in this field.

    “With broad public, private, academic and citizen participation, we discovered almost one hundred concrete energy efficiency potentials in transportation, industry and mining, residential and commercial buildings, household appliances, and even culture,” he explained.

    However, he lamented, “Chilean politicians fail to understand what politicians in the (industrialized) North immediately understood 30 years earlier: that it is essential to invest money and political will in energy efficiency, just as we invest in energy supply.”

    Although a National Energy Efficiency Agency was created 12 years ago, “nothing significant is happening,” said Del Valle, current president of the Foundation for Participatory Innovation.

    To illustrate, he noted that “the public budget for energy efficiency in 2020 is equivalent to just 10 million dollars compared to an investment in energy supply in the country of 4.38 billion dollars in the same year.”

    According to the expert, “we need a new way of thinking and acting to be able to carry out social transformations and to be able to create our own future.”

    Boric’s energy policy

    The Energy Agenda 2022-2026 promoted by the leftist government of Gabriel Boric, in office since March, states that “energy efficiency is one of the most important actions for Chile to achieve the goal of carbon neutrality.”

    The document establishes actions and commitments to be implemented as part of the National Energy Efficiency Plan. Published at the beginning of this year, it proposes 33 measures in the productive sectors, transportation, buildings and ordinary citizens, according to the Ministry of Energy.

    “With all these measures, we expect to reduce our total energy intensity by 4.5 percent by 2026 and by 30 percent by 2050, compared to 2019,” the Agenda states.

    The plan announces an acceleration of the implementation of energy management systems in large consumers to encourage a more efficient use in industry, “as mandated by the Energy Efficiency Law that will be progressively implemented.”

    According to the government, by 2026, 200 companies will have implemented energy management systems.

    The authorities also announced support to micro, small and medium-sized companies for efficient energy use and management and will support 2000 in self-generation and energy efficiency.

    “Although as a country we have made progress in the deployment of renewable energies for electricity generation, we have yet to transfer the benefits of renewable energy sources to other areas, such as the use of heat and cold in industry,” the document states.

    Improvement in housing quality

    In Chile there are more than five million homes and most of them do not have adequate thermal insulation conditions, requiring a high use of energy for heating in the southern hemisphere winter and cooling in the summer.

    The hope is that by making the “energy qualification” a requirement to obtain the final approval, the municipal building permit, the quality of housing using efficient equipment or non-conventional renewable energies will improve. This will allow greater savings in heating, cooling, lighting and household hot water.

    In four years, the government’s Agenda aims to thermally insulate 20,000 social housing units, install 20,000 solar photovoltaic systems in low-income neighborhoods, recondition 400 schools to make them energy efficient, expand solar power systems in rural housing, improve supply in 50 schools in low-income rural areas and develop distributed generation systems up to 500 megawatts (MW).

    In recent years, the Fundación Chile, together with the government and other entities, has promoted energy efficiency plans with the widespread installation of LED lightbulbs along streets and in other public spaces. It also promoted the replacement of refrigerators over 10 years old with units using more efficient and greener technologies.

    One milestone was the delivery of 230,000 LED bulbs to educational facilities, benefiting more than 200 schools and a total of 73,000 students, employees and teachers.

    The initiative made it possible to install one million LED bulbs, leading to an estimated saving of 4.8 percent of national consumption.

    Meanwhile, the campaign for more efficient cooling expects the market share of such refrigerators to become 95 percent A++ and A+ products, to achieve savings of 1.3 terawatt hours (TWh – equivalent to one billion watt hours).

    That would mean a reduction of 3.1 million tons of CO2 by 2030.

    An old refrigerator accounts for 20 percent of a household’s electricity bill and a more efficient one saves up to 55 percent.

    There are currently an estimated one million refrigerators in Chile that are more than 15 years old.

    An underwater cable will transport 3,000 MW of electricity to power up to 450,000 households from northern Egypt to Attica in Greece.

    In October, the two countries agreed to construct the Mediterranean’s first undersea cable to transport electricity generated by solar and wind energy in North Africa to Europe. The project’s total length is 1373 kilometres.

    The Copelouzos Group is in charge of the project, and its executives met with Egyptian leaders in October to speed up the process.

    The agreement comes at a time when Greece, Cyprus, and Israel want to invest $900 million in constructing a line connecting Europe and Asia that will be the longest and deepest energy cable across the Mediterranean.

    At a ceremony in Athens, Greek Energy Minister Costas Skrickas and his Egyptian counterpart Mohamed Shaker signed a memorandum of understanding on the project.

    “This connection benefits Greece, Egypt, and the European Union,” Skrickas said.

    He explained that the project would help to build an energy hub in the eastern Mediterranean and improve the region’s energy security.

    Besides boosting the share of renewable energy sources in the energy mix and lowering greenhouse gas emissions in the energy sector, the project is anticipated to enable the export of renewable energy from Egypt to Greece in periods of high renewable energy generation and vice versa.

    According to Dr Ayman Hamza, spokesman for the Ministry of Electricity, the Egyptian-Greek electrical connectivity project has significant technical, economic, environmental, and social benefits. The project aims to establish a robust interconnection network in the Eastern Mediterranean to increase the security and dependability of energy supplies, as well as to assist in the event of transmission network breakdowns, interruptions, and emergencies, and to raise the level of security of electrical supplies.

    The project, scheduled to start in 2028, is a significant component of the two nations’ ongoing strategic relations and cooperation. It will speed up the development of the energy corridor by increasing the supply of electricity to Egypt and Greece while balancing energy demand, encouraging responses to the challenges of climate change, and reducing emissions, all of which will contribute to the corridor’s continued growth, Hamza told IPS.

    “We have 16 memorandums of understanding related to green hydrogen,” he explained, adding that “there is a great demand from investors to invest in renewable energy, whether the sun or wind.”

    “On the margins of the COP27 climate conference, it is expected that extremely major agreements on the level of green hydrogen and others, with great experience, will be signed,” Hamza elaborated.

    The possibility of Egypt increasing its reliance on renewable energy, he continued, is made possible by a large number of investors pouring money into solar and wind energy. He stated that Egypt would become a regional renewable energy hub.

    Egypt has electrical interconnection lines with Libya and Sudan, and we are collaborating with other African organizations to take significant steps to connect Africa and Europe through electrical interconnection. Because Africa is a major energy source, this will benefit both continents, the spokesperson continued.

    According to Dr Farouk Al-Hakim, Secretary-General of the Egyptian Society of Electrical Engineers, Egypt’s export of electricity indicates a surplus, which generates a significant economic return, strengthens Egypt’s political position, and transforms Egypt into a regional energy hub, in addition to the numerous job opportunities created in operation and maintenance.

    Al-Hakim told IPS that Egypt has a significant surplus due to the installation of three enormous power stations in the past several years in the administrative capital, Burullus, and Beni Suef, as well as solar plants, including the Benban facility, which is the biggest in Africa and the Middle East.

    The electrical connection currently offers many benefits, he continued, particularly given that Europe, like most other nations worldwide, is experiencing an energy crisis due to the Russian-Ukrainian conflict. Therefore, it is a good idea to start with two nations that have shared a history with Egypt, such as Greece and Cyprus, he added.
