    ATHENS, Greece — At least 15 people have died as two boats carrying migrants sank in Greek waters late Wednesday, and rescuers were looking for dozens still missing, authorities said early Thursday. The coast guard said 15 bodies had been recovered near the eastern island of Lesbos after a dinghy carrying about 40 people sank. Five people were rescued and three had been located on a rocky outcrop near the site of the sinking. A second rescue effort was launched several hundred kilometers (miles) to the west, near the island of Kythira, where a sailboat carrying about 100 migrants hit rocks and sank late Wednesday.

    Officials said 30 people had been rescued after that boat hit rocks off the village port of Diakofti on the east of the island. Winds in the area were up to 70 kph (45 mph).

    “We could see the boat smashing against the rocks and people climbing up those rocks to try and save themselves. It was an unbelievable sight,” Martha Stathaki, a local resident told The Associated Press. “All the residents here went down to the harbor to try and help.”

    Fire service rescuers lowered ropes to help migrants climb up cliffs on the seafront. Local officials said a school in the area would be opened to provide shelter for the rescued. Navy divers were also expected to arrive Thursday.

    Most migrants reaching Greece travel from neighboring Turkey, but smugglers have changed routes in recent months in an effort to avoid heavily patrolled waters around Greek islands near the Turkish coastline.

    Kythira is some 400 kilometers (250 miles) west of Turkey and on a route often used by smugglers to bypass Greece and head directly to Italy. ——— Full coverage: https://apnews.com/hub/migration

    When thunderstorms triggered flash floods, destroying some 3,000 homes on the Greek island of Evia last month, a team of Volunteer Ministers from the Athens Church of Scientology reached out with help.

    Volunteers cleaned out caked mud that coated the floors and helped carry out furniture to dry. They stripped out soggy carpeting. They did whatever was needed to keep the mildew and mold from destroying homes.

    Harvey Blackwood: According to the state draft budget revealed on Monday, Greece anticipates that economic recovery will accelerate next year when it plans to exit its bailout. Greece hopes that accelerated economic recovery will help to reduce joblessness and achieve a larger primary surplus.

    Greece has only just started to come out of a recession that persisted for several years. The recession destroyed nearly 25 percent of the Greek economy and pushed unemployment up to approximately 28 percent.

    Delivering the draft budget to the parliamentary speaker on Monday, Deputy Finance Minister, George Chouliarakis, stated that it would be the last under the terms of the bailouts the country received from the European Central Bank, the International Monetary Fund and the European Commission.

    According to the draft budget, Greece’s government predicts that the country’s economy will grow by 2.4 percent in 2017, up 0.6 percent on an earlier projected expansion for this year.

    Although unemployment will remain at almost twice the euro zone’s average of 9.1 percent, analysts at Shanghai, China-based Harvey Blackwood believe that it will decrease to around 19 percent from the existing 21.1 percent.

    On the economic front, Athens is targeting an optimistic primary budget surplus of 3.57 percent of gross domestic product GDP. This figure is slightly higher than that which was agreed upon with the country’s creditors. According to the draft budget, the government predicts that 2018 will better 2017’s primary surplus target by .45 percent.

    Athens agreed to a third international bailout halfway through 2015. The government plans to once again be granted unrestricted access to bond markets by next year when the bailout comes to an end.

    Volunteers from the Church of Scientology Athens urge common sense in the face of hardships imposed by seven years of austerity measures with no end in sight. 

    According to the Manpower Agency of Greece, 40.34 percent of those ages 30-44 are unemployed. Of those registered with the agency, only one in 10 receives unemployment benefits.  In a country with no basic welfare system, more than half of those looking for work have been unemployed for more than a year.
