  • ‘A continual assault.’ How UCLA’s research faculty is grappling with Trump funding freeze

    Their medical research focuses on potentially lifesaving breakthroughs in cancer treatment, and developing tools to more easily diagnose debilitating diseases. Their studies in mathematics could make online systems more robust and secure.

    But as the academic year opens, the work of UCLA’s professors in these and many other fields has been imperiled by the Trump administration’s suspension of $584 million in grant funding, which University of California President James B. Milliken called a “death knell” to its transformative research.

    The freeze came after a July 29 U.S. Department of Justice finding that the university had violated the civil rights of Jewish and Israeli students by providing an inadequate response to alleged antisemitism they faced after the Oct. 7, 2023, Hamas attack.

    The fight over the funding stoppage intensified Friday after the Trump administration demanded that UCLA pay a $1-billion fine, among other concessions, to resolve the accusations — and California Gov. Gavin Newsom said the state will sue, calling the proposal “extortion.”

    Amid heightened tensions in Westwood, thousands of university academics are in limbo. In total, at least 800 grants, mostly from the National Science Foundation and the National Institutes of Health, have been frozen.

    UCLA scholars described days of confusion as they struggle to understand how the loss of grants would affect their work and scramble to uncover new funding sources — or roles that would ensure their continued pay, or that of their colleagues. While professors still have jobs and paychecks to draw on, many others, including graduate students, rely on grant funding for their salaries, tuition and healthcare.

    At least for the moment, though, several academics told The Times that their work had not yet be interrupted. So far, no layoffs have been announced.

    Sydney Campbell, a pancreatic cancer researcher and postdoctoral scholar at UCLA’s David Geffen School of Medicine, said her work — which aims to understand how diet affects the disease — is continuing for now. She has an independent fellowship that “hopefully will protect the majority of my salary.” But others, she said, don’t have that luxury.

    “It is absolutely going to affect people’s livelihoods. I already know of people … with families who are having to take pay cuts almost immediately,” said Campbell, who works for a lab that has lost two National Institutes of Health grants, including one that funds her research.

    Pancreatic cancer is among the most deadly of cancers, but Campbell’s work could lead to a better understanding of it, paving the way for more robust prophylactic programs — and treatment plans — that may ultimately help tame the scourge.

    “Understanding how diet can impact cancer development could lead to preventive strategies that we can recommend to patients in the future,” said Campbell, a member of the UAW 4811 academic workers union. “Right now we can’t effectively do that because we don’t have the information about the underlying biology. Our studies will help us actually be able to make recommendations based on science.”

    Campbell’s work — and that of many others at UCLA — is potentially groundbreaking. But it could soon be put on hold.

    “We have people who don’t know if they’re going to be able to purchase experimental materials for the rest of the month,” she said.

    Fears of existential crisis

    For some, the cuts have triggered something close to an existential crisis.

    After professor Dino Di Carlo, chair of the UCLA Samueli Bioengineering Department, learned that about 20 grants were suspended there — including four in his lab worth about $1 million — he felt a profound sadness. He said he doesn’t know why his grants were frozen, and there may not be money to pay his six researchers.

    So Di Carlo, who is researching diagnostics for Lyme and other tick-borne diseases, took to LinkedIn, where he penned a post invoking the Franz Kafka novel “The Trial.” The unsettling tale is about a man named Josef K. who wakes up and finds himself under arrest and then on trial — with no understanding of the situation.

    “Like Josef K., the people actually affected — the public, young scientists, patients waiting for better treatments and diagnostic tools — are left asking: What crime did we commit?” wrote Di Carlo. “They are being judged by a system that no longer explains itself.”

    The LinkedIn post quickly attracted dozens of comments and more than 1,000 other responses. Di Carlo, who has been working to find jobs for researchers who depend on paychecks that come from now-suspended grants, said he appreciated the support.

    But, goodwill has its limits. “It doesn’t pay the rent for a student this month,” he said.

    Di Carlo’s research is partly focused on developing an at-home test that would detect Lyme and other tick-borne diseases, which are on the rise. Because no such product is currently approved by the U.S. Food and Drug Administration, he said, people who’ve experienced a tick bite have to wait for lab results to confirm their infection.

    “This delay in diagnosis prevents timely treatment, allowing the disease to progress and potentially lead to long-term health issues,” he said. “A rapid, point-of-care test would allow individuals to receive immediate results, enabling early treatment with antibiotics when the disease is most easily addressed, significantly reducing the risk of chronic symptoms and improving health outcomes.”

    Di Carlo lamented what he called “a continual assault on the scientific community” by the Trump administration, which has canceled billions of dollars in National Institutes of Health funding for universities across the country.

    It “just … hasn’t let up,” Di Carlo said.

    Scrambling for funds

    Some professors who’ve lost grants have spent long hours scrambling to secure new sources of funding.

    Di Carlo said he was in meetings all week to identify which researchers are affected by the cuts, and to try to figure out, “Can we support those students?” He has also sought to determine whether some could be moved to other projects that still have funding, or be given teaching assistant positions, among other options.

    He’s not alone in those efforts. Mathematics professor Terence Tao also has lost a grant worth about $750,000. But Tao said that he was more distressed by the freezing of a $25-million grant for UCLA’s Institute for Pure and Applied Mathematics. The funding loss for the institute, where Tao is director of special projects, is “actually quite existential,” he said, because the grant is “needed to fund operations” there.

    Tao, who is the James and Carol Collins chair in the College of Letters and Sciences, said the pain goes beyond the loss of funds. “The abruptness — and basically the lack of due process in general — just compounds the damage,” said Tao. “We got no notice.”

    A luminary in his field, Tao conducts research that examines, in part, whether a group of numbers are random or structured. His work could lead to advances in cryptography that may eventually make online systems — such as those used for financial transactions — more secure.

    “It is important to do this kind of research — if we don’t, it’s possible that an adversary, for example, could actually discover these weaknesses that we are not looking for at all,” Tao said. “So you do need this extra theoretical confirmation that things that you think are working actually do work as intended, [and you need to] also explore the negative space of what doesn’t work.”

    Tao said he’s been heartened by donations that the mathematics institute has received from private donors in recent days — about $100,000 so far.

    “We are scrambling for short-term funding because we need to just keep the lights on for the next few months,” said Tao.

    Rafael Jaime, president of United Auto Workers Local 4811, which represents 48,000 academic workers within the University of California — including about 8,000 at UCLA — said he was not aware of any workers who haven’t been paid so far, but that the issue could come to a head at the end of August.

    He said that the UC system “should do everything that it can to ensure that workers aren’t left without pay.”

    What comes next?

    A major stressor for academics: the uncertainty.

    Some researchers whose grants were suspended said they have not received much guidance from UCLA on a path forward. Some of that anxiety was vented on Zoom calls last week, including a UCLA-wide call attended by about 3,000 faculty members.

    UCLA administrators said they are exploring stopgap options, including potential emergency “bridge” funding to grantees to pay researchers or keep up labs such as those that use rodents as subjects.

    Some UCLA academics worried about a brain drain. Di Carlo said that undergraduate students he advises have begun asking for his advice on relocating to universities abroad for graduate school.

    “This has been the first time that I’ve seen undergraduate students that have asked about foreign universities for their graduate studies,” he said. “I hear, ‘What about Switzerland? … What about University of Tokyo?’ This assault on science is making the students think that this is not the place for them.”

    But arguably researchers’ most pressing concern is continuing their work.

    Campbell explained that she has personally been affected by pancreatic cancer — she lost someone close to her to it. She and her peers do the research “for the families” who’ve also been touched by the disease.

    “That the work that’s already in progress has the chance of being stopped in some way is really disappointing,” she said. “Not just for me, but for all those patients I could potentially help.”

    Black Success, White Backlash

    For more than half a century, I have been studying the shifting relations between white and Black Americans. My first journal article, published in 1972, when I was a graduate student at the University of Chicago, was about Black political power in the industrial Midwest after the riots of the late 1960s. My own experience of race relations in America is even longer. I was born in the Mississippi Delta during World War II, in a cabin on what used to be a plantation, and then moved as a young boy to northern Indiana, where as a Black person in the early 1950s, I was constantly reminded of “my place,” and of the penalties for overstepping it. Seeing the image of Emmett Till’s dead body in Jet magazine in 1955 brought home vividly for my generation of Black kids that the consequences of failing to navigate carefully among white people could even be lethal.

    For the past 16 years, I have been on the faculty of the sociology department at Yale, and in 2018 I was granted a Sterling Professorship, the highest academic rank the university bestows. I say this not to boast, but to illustrate that I have made my way from the bottom of American society to the top, from a sharecropper’s cabin to the pinnacle of the ivory tower. One might think that, as a decorated professor at an Ivy League university, I would have escaped the various indignities that being Black in traditionally white spaces exposes you to. And to be sure, I enjoy many of the privileges my white professional-class peers do. But the Black ghetto—a destitute and fearsome place in the popular imagination, though in reality it is home to legions of decent, hardworking families—remains so powerful that it attaches to all Black Americans, no matter where and how they live. Regardless of their wealth or professional status or years of law-abiding bourgeois decency, Black people simply cannot escape what I call the “iconic ghetto.”

    I know I haven’t. Some years ago, I spent two weeks in Wellfleet, Massachusetts, a pleasant Cape Cod town full of upper-middle-class white vacationers and working-class white year-rounders. On my daily jog one morning, a white man in a pickup truck stopped in the middle of the road, yelling and gesticulating. “Go home!” he shouted.

    Who was this man? Did he assume, because of my Black skin, that I was from the ghetto? Is that where he wanted me to “go home” to?

    This was not an isolated incident. When I jog through upscale white neighborhoods near my home in Connecticut, white people tense up—unless I wear my Yale or University of Pennsylvania sweatshirts. When my jogging outfit associates me with an Ivy League university, it identifies me as a certain kind of Black person: a less scary one who has passed inspection under the “white gaze.” Strangers with dark skin are suspect until they can prove their trustworthiness, which is hard to do in fleeting public interactions. For this reason, Black students attending universities near inner cities know to wear college apparel, in hopes of avoiding racial profiling by the police or others.

    I once accidentally ran a small social experiment about this. When I joined the Yale faculty in 2007, I bought about 20 university baseball caps to give to the young people at my family reunion that year. Later, my nieces and nephews reported to me that wearing the Yale insignia had transformed their casual interactions with white strangers: White people would now approach them to engage in friendly small talk.

    But sometimes these signifiers of professional status and educated-class propriety are not enough. This can be true even in the most rarefied spaces. When I was hired at Yale, the chair of the sociology department invited me for dinner at the Yale Club of New York City. Clad in a blue blazer, I got to the club early and decided to go up to the fourth-floor library to read The New York Times. When the elevator arrived, a crush of people was waiting to get on it, so I entered and moved to the back to make room for others. Everyone except me was white.

    As the car filled up, I politely asked a man of about 35, standing by the controls, to push the button for the library floor. He looked at me and—emboldened, I have to imagine, by drinks in the bar downstairs—said, “You can read?” The car fell silent. After a few tense moments, another man, seeking to defuse the tension, blurted, “I’ve never met a Yalie who couldn’t read.” All eyes turned to me. The car reached the fourth floor. I stepped off, held the door open, and turned back to the people in the elevator. “I’m not a Yalie,” I said. “I’m a new Yale professor.” And I went into the library to read the paper.

    I tell these stories—and I’ve told them before—not to fault any particular institution (I’ve treasured my time at Yale), but to illustrate my personal experience of a recurring cultural phenomenon: Throughout American history, every moment of significant Black advancement has been met by a white backlash. After the Civil War, under the aegis of Reconstruction, Black people for a time became professionals and congressmen. But when federal troops left the former Confederate states in 1877, white politicians in the South tried to reconstitute slavery with the long rule of Jim Crow. Even the Black people who migrated north to escape this new servitude found themselves relegated to shantytowns on the edges of cities, precursors to the modern Black ghetto.

    All of this reinforced what slavery had originally established: the Black body’s place at the bottom of the social order. This racist positioning became institutionalized in innumerable ways, and it persists today.

    I want to emphasize that across the decades, many white Americans have encouraged racial equality, albeit sometimes under duress. In response to the riots of the 1960s, the federal government—led by the former segregationist Lyndon B. Johnson—passed far-reaching legislation that finally extended the full rights of citizenship to Black people, while targeting segregation. These legislative reforms—and, especially, affirmative action, which was implemented via LBJ’s executive order in 1965—combined with years of economic expansion to produce a long period of what I call “racial incorporation,” which substantially elevated the income of many Black people and brought them into previously white spaces. Yes, a lot of affirmative-action efforts stopped at mere tokenism. Even so, many of these “tokens” managed to succeed, and the result is the largest Black middle class in American history.

    Over the past 50 years, according to a study by the Pew Research Center, the proportion of Black people who are low-income (less than $52,000 a year for a household of three) has fallen seven points, from 48 to 41 percent. The proportion who are middle-income ($52,000 to $156,000 a year) has risen by one point, to 47 percent. The proportion who are high-income (more than $156,000 a year) has risen the most dramatically, from 5 to 12 percent. Overall, Black poverty remains egregiously disproportionate to that of white and Asian Americans. But fewer Black Americans are poor than 50 years ago, and more than twice as many are rich. Substantial numbers now attend the best schools, pursue professions of their choosing, and occupy positions of power and prestige. Affirmative action worked.

    But that very success has inflamed the inevitable white backlash. Notably, the only racial group more likely to be low-income now than 50 years ago is whites—and the only group less likely to be low-income is Blacks.

    For some white people displaced from their jobs by globalization and deindustrialization, the successful Black person with a good job is the embodiment of what’s wrong with America. The spectacle of Black doctors, CEOs, and college professors “out of their place” creates an uncomfortable dissonance, which white people deal with by mentally relegating successful Black people to the ghetto. That Black man who drives a new Lexus and sends his children to private school—he must be a drug kingpin, right?

    In predominantly white professional spaces, this racial anxiety appears in subtler ways. Black people are all too familiar with a particular kind of interaction, in the guise of a casual watercooler conversation, the gist of which is a sort of interrogation: “Where did you come from?”; “How did you get here?”; and “Are you qualified to be here?” (The presumptive answer to the last question is clearly no; Black skin, evoking for white people the iconic ghetto, confers an automatic deficit of credibility.)

    Black newcomers must signal quickly and clearly that they belong. Sometimes this requires something as simple as showing a company ID that white people are not asked for. Other times, a more elaborate dance is required, a performance in which the worker must demonstrate their propriety, their distance from the ghetto. This can involve dressing more formally than the job requires, speaking in a self-consciously educated way, and evincing a placid demeanor, especially in moments of disagreement.

    As part of my ethnographic research, I once embedded in a major financial-services corporation in Philadelphia, where I spent six months observing and interviewing workers. One Black employee I spoke with, a senior vice president, said that people of color who wanted to climb the management ladder must wear the right “uniform” and work hard to perform respectability. “They’re never going to envision you as being a white male,” he told me, “but if you can dress the same and look a certain way and drive a conservative car and whatever else, they’ll say, ‘This guy has a similar attitude, similar values [to we white people]. He’s a team player.’ If you don’t dress with the uniform, obviously you’re on the wrong team.”

    This need to constantly perform respectability for white people is a psychological drain, leaving Black people spent and demoralized. They typically keep this demoralization hidden from their white co-workers because they feel that they need to show they are not whiners. Having to pay a “Black tax” as they move through white areas deepens this demoralization. This tax is levied on people of color in nice restaurants and other public places, or simply while driving, when the fear of a lethal encounter with the police must always be in mind. The existential danger this kind of encounter poses is what necessitates “The Talk” that Black parents—fearful every time their kids go out the door that they might not come back alive—give to their children. The psychological effects of all of this accumulate gradually, sapping the spirit and engendering cynicism.

    Even the most exalted members of the Black elite must live in two worlds. They understand the white elite’s mores and values, and embody them to a substantial extent—but they typically remain keenly conscious of their Blackness. They socialize with both white and Black people of their own professional standing, but also members of the Black middle and working classes with whom they feel more kinship, meeting them at the barbershop, in church, or at gatherings of long-standing friendship groups. The two worlds seldom overlap. This calls to mind W. E. B. Du Bois’ “double consciousness”—a term he used for the first time in this publication, in 1897—referring to the dual cultural mindsets that successful African Americans must simultaneously inhabit.

    For middle-class Black people, a certain fluidity—abetted by family connections—enables them to feel a connection with those at the lower reaches of society. But that connection comes with a risk of contagion; they fear that, meritocratic status notwithstanding, they may be dragged down by their association with the hood.

    When I worked at the University of Pennsylvania, some friends of mine and I mentored at-risk youth in West Philadelphia.

    One of these kids, Kevin Robinson, who goes by KAYR (pronounced “K.R.”), grew up with six siblings in a single-parent household on public assistance. Two of his sisters got pregnant as teenagers, and for a while the whole family was homeless. But he did well in high school and was accepted to Bowdoin College, where he was one of five African Americans in a class of 440. He was then accepted to Dartmouth’s Tuck School of Business, where he was one of 10 or so African Americans in an M.B.A. class of roughly 180. He got into the analyst-training program at Goldman Sachs, where his cohort of 300 had five African Americans. And from there he ended up at a hedge fund, where he was the lone Black employee.

    What’s striking about Robinson’s accomplishments is not just the steepness of his rise or the scantness of Black peers as he climbed, but the extent of cultural assimilation he felt he needed to achieve in order to fit in. He trimmed his Afro. He did a pre-college program before starting Bowdoin, where he had sushi for the first time and learned how to play tennis and golf. “Let me look at how these people live; let me see how they operate,” he recalls saying to himself. He decided to start reading The New Yorker and Time magazine, as they did, and to watch 60 Minutes. “I wanted people to see me more as their peer versus … someone from the hood. I wanted them to see me as, like, ‘Hey, look, he’s just another middle-class Black kid.’ ” When he was about to start at Goldman Sachs, a Latina woman who was mentoring him there told him not to wear a silver watch or prominent jewelry: “ ‘KAYR, go get a Timex with a black leather band. Keep it very simple … Fit in.’ ” My friends and I had given him similar advice earlier on.

    All of this worked; he thrived professionally. Yet even as he occupied elite precincts of wealth and achievement, he was continually getting pulled back to support family in the ghetto, where he felt the need to code-switch, speaking and eating the ways his family did so as not to insult them.

    The year he entered Bowdoin, one of his younger brothers was sent to prison for attempted murder, and a sister who had four children was shot in the face and died. Over the years he would pay for school supplies for his nieces and nephews, and for multiple family funerals—all while keeping his family background a secret from his professional colleagues. Even so, he would get subjected to the standard indignities—being asked to show ID when his white peers were not; enduring the (sometimes obliviously) racist comments from colleagues (“You don’t act like a regular Black”). He would report egregious offenses to HR but would usually just let things go, for fear that developing a reputation as a “race guy” would restrict his professional advancement.

    Robinson’s is a remarkable success story. He is 40 now; he owns a property-management company and is a multimillionaire. But his experience makes clear that no matter what professional or financial heights you ascend to, if you are Black, you can never escape the iconic ghetto, and sometimes not even the actual one.

    The most egregious intrusion of a Black person into white space was the election (and reelection) of Barack Obama as president. A Black man in the White House! For some white people, this was intolerable. Birthers, led by Donald Trump, said he was ineligible for the presidency, claiming falsely that he had been born in Kenya. The white backlash intensified; Republicans opposed Obama with more than the standard amount of partisan vigor. In 2013, at the beginning of Obama’s second term, the Supreme Court gutted the Voting Rights Act, which had protected the franchise for 50 years. Encouraged by this opening, Alabama, Mississippi, North Carolina, and Texas moved forward with voter-suppression laws, setting a course that other states are now following. And this year, the Supreme Court outlawed affirmative action in college admissions. I want to tell a story that illustrates the social gains this puts at risk.

    Many years ago, when I was a professor at Penn, my father came to visit me. Walking around campus, we bumped into various colleagues and students of mine, most of them white, who greeted us warmly. He watched me interact with my secretary and other department administrators. Afterward, Dad and I went back to my house to drink beer and listen to Muddy Waters.

    “So you’re teaching at that white school?” he said.

    “Yeah.”

    “You work with white people. And you teach white students.”

    “Yeah, but they actually come in all colors,” I responded. I got his point, though.

    “Well, let me ask you one thing,” he said, furrowing his brow.

    “What’s that, Dad?”

    “Do they respect you?”

    After thinking about his question a bit, I said, “Well, some do. And some don’t. But you know, Dad, it is hard to tell which is which sometimes.”

    “Oh, I see,” he said.

    He didn’t disbelieve me; it was just that what he’d witnessed on campus was at odds with his experience of the typical Black-white interaction, where the subordinate status of the Black person was automatically assumed by the white one. Growing up in the South, my dad understood that white people simply did not respect Black people. Observing the respectful treatment I received from my students and colleagues, my father had a hard time believing his own eyes. Could race relations have changed so much, so fast?

    They had—in large part because of what affirmative action, and the general processes of racial incorporation and Black economic improvement, had wrought. In the 1960s, the only Black people at the financial-services firm I studied would have been janitors, night watchmen, elevator operators, or secretaries; 30 years later, affirmative action had helped populate the firm with Black executives. Each beneficiary of affirmative action, each member of the growing Black middle class, helped normalize the presence of Black people in professional and other historically white spaces. All of this diminished, in some incremental way, the power of the symbolic ghetto to hold back people of color.

    Too many people forget, if ever they knew it, what a profound cultural shift affirmative action effected. And they overlook affirmative action’s crucial role in forestalling social unrest.

    Some years ago, I was invited to the College of the Atlantic, a small school in Maine, to give the commencement address. As I stood at the sink in the men’s room before the event, checking the mirror to make sure all my academic regalia was properly arrayed, an older white man came up to me and said, with no preamble, “What do you think of affirmative action?”

    “I think it’s a form of reparations,” I said.

    “Well, I think they need to be educated first,” he said, and then walked out.

    I was so provoked by this that I scrambled back to my hotel room and rewrote my speech. I’d already been planning to talk about the benefits of affirmative action, but I sharpened and expanded my case, explaining that it not only had lifted many Black people out of the ghetto, but had been a weapon in the Cold War, when unaligned countries and former colonies were trying to decide which superpower to follow. Back then, Democrats and some Republicans were united in believing that affirmative action, by demonstrating the country’s commitment to racial justice and equality, helped project American greatness to the world.

    Beyond that, I said to this almost entirely white audience, affirmative action had helped keep the racial unrest of the ’60s from flaring up again. When the kin—the mothers, fathers, cousins, nephews, sons, daughters, baby mamas, uncles, aunts—of ghetto residents secure middle-class livelihoods, those ghetto relatives hear about it. This gives the young people who live there a modicum of hope that they might do the same. Hope takes the edge off distress and desperation; it lessens the incentives for people to loot and burn. What opponents of affirmative action fail to understand is that without a ladder of upward mobility for Black Americans, and a general sense that justice will prevail, a powerful nurturer of social concord gets lost.

    Yes, continuing to expand the Black professional and middle classes will lead to more instances of “the dance,” and the loaded interrogations, and the other awkward moments and indignities that people of color experience in white spaces. But the greater the number of affluent, successful Black people in such places, the faster this awkwardness will diminish, and the less power the recurrent waves of white reaction will have to set people of color back. I would like to believe that future generations of Black Americans will someday find themselves as pleasantly surprised as my dad once was by the new levels of racial respect and equality they discover.

    During the Cold War, NATO had nightmares of hundreds of thousands of Moscow’s troops pouring across international borders and igniting a major ground war with a democracy in Europe. Western governments feared that such a move by the Kremlin would lead to escalation—first to a world war and perhaps even to a nuclear conflict.

    That was then; this is now.

    Russia’s invasion of Ukraine is nearly a year old, and the Ukrainians are holding on. The Russians, so far, not only have been pushed back, but are taking immense casualties and material losses. For many Americans, the war is now just another conflict in the news. Do we need to worry about the nuclear threat of Putin’s war in Europe the way we worried about such things three decades ago?

    The following is a transcript of the episode:

    Tom Nichols: It’s been a year since the Russians invaded Ukraine and launched the biggest conventional war in Europe since the Nazis. One of the things that I think we’ve all worried about in that time is the underlying problem of nuclear weapons.

    This is a nuclear-armed power at war with hundreds of thousands of people in the middle of Europe. This is the nightmare that American foreign policy has dreaded since the beginning of the nuclear age.

    And I think people have kind of put it out of their mind, how potentially dangerous this conflict is, which is understandable, but also, I think, takes us away from thinking about something that is really the most important foreign problem in the world today.

    During the Cold War, we would’ve thought about that every day, but these days, people just don’t think about it, and I think they should.

    My name is Tom Nichols. I’m a staff writer at The Atlantic. And I’ve spent a lot of years thinking about nuclear weapons and nuclear war. For 25 years, I was a professor of national-security affairs at Naval War College.

    For this episode of Radio Atlantic, I want to talk about nuclear weapons and what I think we should have learned from the history of the Cold War about how to think about this conflict today.

    I was aware of nuclear weapons at a pretty young age because my hometown, Chicopee, Massachusetts, was home to a giant nuclear-bomber base, Strategic Air Command’s East Coast headquarters, which had the big B-52s that would fly missions with nuclear weapons directly to the Soviet Union.

    I had a classic childhood of air-raid sirens, and hiding in the basement, and going under the desks, and doing all of that stuff. My high-school biology teacher had a grim sense of humor and told us, you know, because of the Air Force base, we were slated for instant destruction. He said, Yeah, if anything ever happens, we’re gone. We’re gone in seven or eight minutes. So I guess the idea of nuclear war and nuclear weapons was a little more present in my life at an earlier age than for a lot of other kids.

    It’s been a long time since anyone’s really had to worry about global nuclear war. It’s been over 30 years since the fall of the Berlin Wall. I think people who lived through the Cold War were more than happy to forget about it. I know I am glad to have it far in the past. And I think younger people who didn’t experience it have a hard time understanding what it was all aboutand what that fear was about—because it’s part of ancient history now.

    But I think people really need to understand that Cold War history to understand what’s going on today, and how decision makers in Washington and in Europe, and even in Moscow, are playing out this war—because many of these weapons are still right where we left them.

    We have fewer of them, but we still have thousands of these weapons, many of them on a very short trigger. We could go from the beginning of this podcast to the end of the world, that short of [a] time. And it’s easy to forget that. During the Cold War, we were constantly aware of it, because it was the central influence on our foreign policy. But it’s important for us to look back at the history of the Cold War because we survived a long and very tense struggle with a nuclear-armed opponent. Now, some of that was through good and sensible policy. And some of it was just through dumb luck.

    Of course, the first big crisis that Americans really faced where they had to think about the existential threat of nuclear weapons was the Cuban missile crisis, in October of 1962.

    I was barely 2 years old. But living next to this big, plump nuclear target in Massachusetts, we actually knew people in my hometown who built fallout shelters. But we got through the Cuban missile crisis, in part because President Kennedy and Soviet Premier Nikita Khrushchev realized what was at stake.

    The gamble to put missiles in Cuba had failed, and that we had to—as Khruschev put it in one of his messages—we had to stop pulling on the ends of the rope and tightening the knot of war. But we also got incredibly lucky.

    There was a moment aboard a Soviet submarine where the sub commander thought they were under attack. And he wanted to use nuclear-tipped torpedoes to take out the American fleet, which would’ve triggered a holocaust.

    I mean, it would’ve been an incredible amount of devastation on the world. Tens, hundreds of millions of people dead. And, um, fortunately a senior commander who had to consent to the captain’s idea vetoed the whole thing. He said, I don’t think that’s what’s happening. I don’t think they’re trying to sink us, and I do not consent. And so by this one lucky break with this one Soviet officer, we averted the end of the world. I mean, we averted utter catastrophe.

    After the Cuban missile crisis, people are now even more aware of this existential threat of nuclear weapons and it starts cropping up everywhere, especially in our pop culture. I mean, they were always there in the ’50s; there were movies about the communist threat and attacks on America. But after the Cuban missile crisis, that’s when you start getting movies like Dr. Strangelove and Fail Safe.

    Both were about an accidental nuclear war, which becomes a theme for most of the Cold War. In Dr. Strangelove, an American general goes nuts and orders an attack on Russia. And in Fail Safe, a piece of machinery goes bad and the same thing happens. And I think this reflected this fear that we now had to live with, this constant threat of something that we and the Soviets didn’t even want to do, but could happen anyway.

    Even the James Bond movies, which were supposed to be kind of campy and fun, nuclear weapons were really often the source of danger in them. You know, bad guys were stealing them; people were trying to track our nuclear submarines. Throughout the ’60s, the ’70s, the ’80s nuclear weapons really become just kind of soaked into our popular culture.

    We all know the Cuban missile crisis because it’s just part of our common knowledge about the world, even for people that didn’t live through it. I think we don’t realize how dangerous other times were. I always think of 1983 as the year we almost didn’t make it.

    1983 was an incredibly tense year. President Ronald Reagan began the year calling the Soviet Union an “evil empire.” And announced that the United States would start pouring billions of dollars into an effort to defend against Soviet missiles, including space-based defenses, which the Soviets found incredibly threatening.

    The relationship between the United States and the Soviet Union had just completely broken down. Really, by the fall of 1983, it felt like war was inevitable. It certainly felt like to me war was inevitable. There was kind of that smell of gunpowder in the air. We were all pretty scared. I was pretty scared. I was a graduate student at that point. I was 23 years old, and I was certain that this war, this cataclysmic war, was going to happen not only in my lifetime, but probably before I was 30 years old.

    And then a lot of things happened in 1983 that elevated the level of tension between the United States and the Soviet Union to extraordinary levels. I would say really dangerous levels. The Soviets did their best to prove they were an evil empire by shooting down a fully loaded civilian airliner, killing 269 people. Just weeks after the shoot-down of the Korean airliner, Soviet Air Defenses got an erroneous report of an American missile launch against them. And this is another one of those cases where we were just lucky. We were just fortunate.

    And in this case, it was a Soviet Air Defense officer, a lieutenant colonel, who saw this warning that the Americans had launched five missiles. And he said, You know, nobody starts World War III with five missiles. That seems wrong.

    And he said, I just, I think the system—which still had some bugs—I just don’t think the system’s right. We’re gonna wait that out. We’re gonna ignore that. He was actually later reprimanded.

    It was almost like he was reprimanded and congratulated at the same time, because if he had called Moscow and said, Look, I’m doing my duty. I’m reporting Soviet Air Defenses have seen American birds are in the air. They’re coming at us and over to you, Kremlin. And from there, a lot of bad decisions could have cascaded into World War III, especially after a year where we had been in such amazingly high conflict with each other.

    Once again, just as after the Cuban missile crisis, the increase in tension in the 1980s really comes through in the popular culture. Music, movies, TV puts this sense of threat into the minds of ordinary Americans in a way that we just don’t have now. So people are going to the movies and they’re seeing movies like WarGames, once again about an accidental nuclear war. They’re seeing movies like Red Dawn, about a very intentional war by the Soviet Union against the United States.

    The Soviets thought that Red Dawn was actually part of Reagan’s attempt to use Hollywood to prepare Americans for World War III. In music, Ronald Reagan as a character made appearances in videos by Genesis or by Men at Work. That November, the biggest television event in history was The Day After, which was a cinematic representation of World War III.

    I mean, it was everywhere. By 1983, ’84, we were soaked in this fear of World War III. Nuclear war and Armageddon, no matter where you looked. I remember in the fall of 1983 going to see the new James Bond movie, one of the last Roger Moore movies, called Octopussy. And the whole plot amazed me because, of course, I was studying this stuff at the time, I was studying NATO and nuclear weapons.

    And here’s this opening scene where a mad Soviet general says, If only we can convince the West to give up its nuclear weapons, we can finally invade and take over the world.

    I saw all of these films as either a college student or a young graduate student, and again, it was just kind of woven into my life. Well, of course, this movie is about nuclear war. Of course, this movie is about a Soviet invasion. Of course, this movie is about, you know, the end of the world, because it was always there. It was always in the background. But after the end of the Cold War, that remarkable amount of pop-culture knowledge and just general cultural awareness sort of fades away.

    I think one reason that people today don’t look back at the Cold War with the same sense of threat is that it all ended so quickly. We went from [these] terrifying year[s] of 1983, 1984. And then suddenly Gorbachev comes in; Reagan reaches out to him; Gorbachev reaches back. They jointly agree in 1985—they issue a statement that to this day, is still considered official policy by the Russian Federation and by the United States of America. They jointly declare a nuclear war can never be won and must never be fought.

    And all of a sudden, by the summer of 1985, 1986, it’s just over, and, like, 40 years of tension just came to an end in the space of 20, 24 months. Something I just didn’t think I would see in my lifetime. And I think that’s really created a false sense of security in later generations.

    After the Cold War, in the ’90s we have a Russia that’s basically friendly to the United States but nuclear weapons are still a danger. For example, in 1995, Norway launched a scientific satellite on top of a missile—I think they were gonna study the northern lights—and the scientists gave everybody notice, you know, We’re gonna be launching this satellite. You’re gonna see a missile launch from Norway.

    Somebody in Russia just didn’t get the message, and the Russian defense people came to President Boris Yeltsin and they said, This might be a NATO attack. And they gave him the option to activate and launch Russian nuclear weapons. Yeltsin conferred with his people, and fortunately—because our relations were good, and because Boris Yeltsin and Bill Clinton had a good relationship, and because tensions were low in the world—Yeltsin says, Yeah, okay. I don’t buy that. I’m sure it’s nothing.

    But imagine again, if that had been somebody else.

    And that brings us to today. The first thing to understand is: We are in a better place than we were during the Cold War in many ways. During the Cold War, we had tens of thousands of weapons pointed at each other. Now by treaty, the United States and the Russian Federation each have about 1,500 nuclear weapons deployed and ready to go. Now, that’s a lot of nuclear weapons, but 1,500 is a lot better than 30,000 or 40,000.

    Nonetheless, we are dealing with a much more dangerous Russian regime with this mafia state led by Vladimir Putin.

    Putin is a mafia boss. There is no one to stop him from doing whatever he wants. And he has really convinced himself that he is some kind of great world historical figure who is going to reestablish this Christian Slavic empire throughout the former Soviet Union and remnants of the old Russian empire. And that makes him uniquely dangerous.

    People might wonder why Putin is even bothering with nuclear threats, because we’ve always thought of Russia as this giant conventional power because that’s the legacy of the Cold War. We were outnumbered. NATO at the time was only 16 countries. We were totally outnumbered by the Soviets and the Warsaw Pact in everything—men, tanks, artillery—and of course, the only way we could have repulsed an attack by the Soviet Union into Europe would’ve been to use nuclear weapons.

    I know earlier I mentioned the movie Octopussy. We’ve come a long way from the days when that mad Russian general could say, If only we got rid of nuclear weapons and NATO’s nuclear weapons, we could roll our tanks from Czechoslovakia to Poland through Germany and on into France.

    What people need to understand is that Russia is now the weaker conventional power. The Russians are now the ones saying, Listen, if things go really badly for us and we’re losing, we reserve the right to use nuclear weapons. The difference between Russia now and NATO then is: NATO was threatening these nuclear weapons if they were invaded and they were being just rolled over by Soviet tanks on their way to the English channel. The Russians today are saying, We started this war, and if it goes badly for us, we reserve the right to use nuclear weapons to get ourselves out of a jam.

    This conventional weakness is actually what makes them more dangerous, because they’re now continually being humiliated in the field. And a country that had gotten by by convincing people that they were a great conventional power, that they had a lot of conventional capability, they’re being revealed now as a hollow power. They can’t even defeat a country a third of their own size.

    And so when they’re running out of options, you can understand at that point where Putin says, Well, the only way to scramble the deck and to get a do-over here is to use some small nuclear weapon in that area to kind of sober everybody up and shock them into coming to the table or giving me what I want.

    Now, I think that would be incredibly stupid. And I think a lot of people around the world, including China and other countries, have told Putin that would be a really bad idea. But I think one thing we’ve learned from this war is that Putin is a really lousy strategist who takes dumb chances because he’s just not very competent.

    And that comes back to the Cold War lesson—that you don’t worry about someone starting World War III as much as you worry about bumbling into World War III because of a bunch of really dumb decisions by people who thought they were doing something smart and didn’t understand that they were actually doing something really dangerous.

    So where does this leave us? This major war is raging through the middle of Europe, the scenario that we always dreaded during the Cold War; thousands and thousands of Moscow’s troops flooding across borders. What’s the right way to think about this? Perhaps the most important thing to understand is that this really is a war to defend democracy against an aggressive, authoritarian imperial state.

    The front line of the fight for civilization, really, is in Ukraine now. If Ukraine loses this war, the world will be a very different place. That’s what makes it imperative that Americans think about this problem. I think it’s imperative to support Ukraine in this fight, but we should do that with a prudent understanding of real risks that haven’t gone away.

    And so I think the Cold War provides some really good guidance here, which is to be engaged, to be aware, but not to be panicked. Not to become consumed by this fear every day, because that becomes paralyzing, that becomes debilitating. It’s bad for you as a person. And it’s bad for democracies’ ability to make decisions—because then you simply don’t make any decisions at all, out of fear.

    I think it’s important not to fall victim to Cold War amnesia and forget everything we learned. But I also don’t think we should become consumed by a new Cold War paranoia where we live every day thinking that we’re on the edge of Armageddon.
