    Price disruptions were particularly severe for ‘soft’ agricultural commodities. During peacetime, Russia and Ukraine produced a large amount of the world’s grain, supplying 28 percent of globally traded wheat and 75 percent of sunflower products. Before the war, they were also among the world’s top providers of barley and corn.

    After the start of hostilities, exports of grain were severely disrupted. For four months, Russian military vessels blocked Ukrainian ports. Supply constraints triggered market volatility and price rises. Wheat, for instance, reached a record high in March 2022. This left millions of people, particularly in developing countries, at the frontline of a food crisis.

    Then, in July 2022, two agreements were signed: one was a memorandum of understanding between the UN and Moscow to facilitate global access for Russia’s food and fertilizer exports; the second was the Black Sea Grain Initiative (BSGI), signed by Russia and Ukraine, facilitating the safe export of grain and other foodstuffs from Ukrainian ports via the Black Sea.

    Brokered by the UN and Turkey, the BSGI opened a protected maritime corridor through Ukraine. The agreement assuaged concerns about global grain supplies and led to price declines. Over 900 ships of grain and other foodstuffs have left Ukraine’s major ports since last summer.

    Prior to the conflict, between 5-6 million tons of grain were exported from Ukraine’s seaports every month, according to the International Grains Council. By the end-2022, Ukraine had once again reached its historical exporting capacity (at just under 5 million tons). Production responses elsewhere also helped to increase global supplies.

    Still, Ukrainian exports to developing countries remain below pre-war levels. And while unblocking the trade corridor did help to address food insecurity in 2022, export backlogs were significant. Today, grain prices (while they have come down in recent months) remain elevated.

    Against this backdrop, negotiations between UN officials and Russian Federation representatives – headed by Deputy Foreign Minister Sergei Vershinin – kicked off in Geneva last Monday on a possible extension of the BSGI. Subsequent to a four-month renewal last year, the deal was set to expire on March 18th.

    Earlier this month, UN Secretary-General Antonio Guterres highlighted the deal’s importance. He stressed that “it contributed to lowering global food costs and offered critical relief to people…, particularly in low-income countries.” Ukraine’s president, Volodymyr Zelensky, also called for the initiative to be extended.

    For their part, Russian officials argued that ‘hidden’ sanctions – targeting fertilizer firms and the country’s main agricultural bank – have undermined commodity exports. By way of background, exemptions were carved out for some Russian food and fertilizer products after Western sanctions first targeted the Kremlin in February 2022.

    In Geneva, delegates stressed that over-compliance and market avoidance by private companies had resulted in Russian commodity exports being under-traded. They noted that sanctions on its payments, logistics, and insurance systems created a barrier for Moscow to sell its grains and fertilisers in international markets.

    In response, they requested that national jurisdictions enhance exemption clarifications for food and fertilizers products. “I think it’s a fair request,” says Jayati Ghosh, professor of economics at the University of Massachusetts, Amherst. “Hidden sanctions are impeding Russian financial transactions and undermining allegedly exempted exports.”

    When the BSGI was last renewed in November, Russia threatened to renege on the deal unless hidden sanctions were addressed. While they eventually agreed to an extension, Moscow has since insisted that its own agricultural exports (notably ammonia) be included in the BSGI as a condition for its renewal.

    Under the deal’s latest iteration, Russia’s pre-condition went notably unaddressed. Moscow, in turn, agreed to extend the deal for just two months. Ukraine, meanwhile, issued conflicting statements on the matter. Over the weekend, Deputy Prime Minister Oleksandr Kubrakov tweeted that the agreement had been extended for four months.

    So far, the UN has not specified the length of the renewal, but “this could be the last time an extension is agreed,” according to Ghosh. “Russia is probably going to use this latest agreement as a threat. Rejecting a third extension in the spring may force the international community to listen to their concerns”.

    BRAC International Signs MoU with Rwanda to Empower People in Extreme Poverty

    A story that lays bare Rwanda’s innovative approaches to empowering her people, for an estimated half of the population still lives in poverty. In the 2022 Global Hunger Index, Rwanda ranked 102nd out of 121 countries with sufficient data to calculate last year’s global hunger index score.

    Within this context, BRAC International signed a Memorandum of Understanding (MoU) with the Government of Rwanda under the Ministry of Local Government (MINALOC) to support efforts to empower people in extreme poverty to develop sustainable livelihoods and break the poverty trap long term. This is part of the Government’s broader efforts to eradicate extreme poverty by 2030.

    “I am delighted to see the Government of Rwanda take a leadership role in addressing extreme poverty,” said Greg Chen, Managing Director of BRAC Ultra-Poor Graduation Initiative (UPGI), a flagship program at BRAC International.

    The MoU was signed on Tuesday, March 14, 2023, by Jean Claude Muhire, Rwanda Program Director of BRAC UPGI, and Samuel Dusengiyumva, Permanent Secretary of the Ministry of Local Government.

    BRAC International is a leading nonprofit organization with a mission to empower people and communities in poverty, illiteracy, disease, and social injustice, touching the lives of more than 100 million people in the last five decades. And now seeks to touch even more lives in the land of a thousand hills through this partnership.

    “We are happy to serve as a partner in advancing the Government of Rwanda’s new National Strategy for Sustainable Graduation (NSSG) and to accelerate the reduction of poverty and extreme poverty,” said Muhire.

    The MoU positions BRAC International as a key partner in advancing the Government of Rwanda’s new National Strategy for Sustainable Graduation (NSSG), recently approved by Cabinet in November 2022 to accelerate the reduction of poverty and extreme poverty in Rwanda and contribute to the achievement of the targets set out in the National Strategy for Transformation, 2017 to 2024.

    “We are committed to combating extreme poverty by scaling the multifaceted, evidence-based Graduation approach through governments across Africa and Asia and reaching millions more people,” Chen said.

    Similar to BRAC’s Graduation approach, which was established in Bangladesh in 2002, the NSSG defines Graduation as a two-year program for households to benefit from inclusive livelihood development programs, multifaceted interventions, access to shock-responsive social protection services, and market access that creates an enabling environment for households to “graduate” out of extreme poverty.

    To date, BRAC’s Graduation program has reached more than 2.1 million people in Bangladesh alone and supported the expansion of Graduation in 16 additional countries, including Afghanistan, Egypt, Guinea, India, Kenya, Lesotho, Liberia, Pakistan, Philippines, Rwanda, South Africa, South Sudan, Tanzania, Tunisia, Uganda, and Zambia.

    Leveraging 20 years of experience implementing, testing, and iterating the Graduation approach, BRAC International is extending support in the design, delivery as well as evaluation of the Graduation program to Rwanda, supporting the Ministry of Local Government in critical areas.

    Areas such as providing technical capacity and expertise in the implementation of the Graduation strategy and making available necessary communication, advocacy, and technical resources to ensure smooth implementation of the Graduation strategy.

    Equally important, collaborating with the Ministry will ensure the scale-up of an inclusive, holistic Graduation strategy that includes all Graduation essentials. In all, efforts will focus on the four essential components identified as fundamental to implementing Graduation successfully.

    These essential components include meeting participants’ day-to-day needs such as nutrition and healthcare, providing training and assets for income generation, financial literacy and savings support, and social empowerment through community engagement and life skills training – all facilitated through coaching that calls for regular interactions with participants. Rigorous research by Nobel Laureates Abhijit Banerjee and Esther Duflo proves that the combination of support and resources provided through this multifaceted approach is critical for long-term impact.

    Overall, the Graduation approach is grounded in the conviction that people living in vulnerable situations can be agents of change if they are empowered with the tools, skills, and hope they need to change their lives.

    With such people-centred concerted efforts, it is only a matter of time before Rwanda is known for much more than its scenic beauty and as home to the cleanest city in Africa. It will also make history by defying all odds to become one of the first countries on the continent to establish a sustainable path out of extreme poverty by 2030.

    Managing Water Sustainably Is Key To the Future of Food and Agriculture

    This is according to a scoping study pertaining to the status of groundwater resources management in SADC. The study continues to say that over a staggering 40% of groundwater is used for global irrigation, this alone indicates the importance of this precious resource in navigating the population through impacts of climate change.

    Groundwater has become indispensable particularly for agriculture production in many countries, and it is said that it accounts for half of South Asia’s irrigation and China where it supports two-thirds of grain crops produced.

    Sustainable groundwater development for water and food security can never be over emphasized in mitigating against the worsening impacts of climate change. As surface water becomes more variable and uncertain, groundwater provides a crucial buffer for commercial and small holder farmers – who rely on groundwater to keep their crops green.

    Therefore, it is imperative that sustainable and innovative strategies are developed to ensure sustainable supply of groundwater resource for improved livelihoods.

    Groundwater responds to the water demands in a more flexible and reliable way, which allows farmers to increase their yields and mitigate effects of extreme water shortages. While water in general is a critical input for agricultural production and plays a significant role in food security, science reveals that Sub-Saharan Africa is not on track to reach the sustainable development goal on eradicating hunger.

    The Synthesis Report on the State of Food and Nutrition Security and Vulnerability in Southern Africa 2022 says food and nutrition insecurity in the region continues to be unacceptably high and concerted efforts are required to build resilience to address the multiple and increasing shocks the region faces.

    The report further asserts that the number of food insecure people is estimated to increase to 55.7million during the period 1 April 2022 to 31 March 2023 in the 12 Member States that provided data for the 2022 Regional Synthesis Report on Food Security, Nutrition and Vulnerability.

    “More food needs to be produced to meet future demands due to population growth, lifestyle change and dietary changes and this calls for robust agricultural water solutions to sustainably manage water resources,” says Dr Manuel Magombeyi Regional Researcher at the International Water Management Institute.

    Dr. Magombeyi further asserts that it is critical that people in general understand that as the food demand increases, so the water usage, and all these increases happen amidst climate change, therefore, thorough reconsideration of how water is managed in the agricultural sector, and how it can be repositioned in the broader context of overall water resources management and water security is critical.

    Unfortunately, according to the United Nations Development Programme, at least 821 million people were estimated to be chronically under-nourished as of 2017, often as a direct consequence of environmental degradation, drought, and biodiversity loss.

    Under-nourishment and severe food insecurity appear to be increasing in almost all regions of Africa. Several studies indicate that innovative Agricultural Water Solutions are urgently needed if we want to meet Sustainable Development Goal 2, Zero Hunger for everyone by 2030 as promulgated by the United Nations.

    In the SADC region alone, at least 11 million people are facing critical food shortages due to drought caused by climate change. This situation calls for groundwater practitioners to think deeper and look for innovative solutions to support agricultural sector to improve food security.

    According to Agricultural Water Management in Southern Africa Report, investments by both public and private sectors in Ag-water solutions represent an untapped opportunity. It is important that both sectors invest in Ag-water solutions to achieve the overall objective of poverty alleviation and broad-based agricultural growth. Most of these ag-water solutions have been implemented at a smaller scale. It is now important that they get upscaled for the benefits of larger communities, especially if the solution is working well.

    The SADC Groundwater Management Institute has in the past years managed to help rural communities in some SADC Member States to ensure that they get access to water resources by tapping into groundwater resources available in respective countries.

    Through the Sustainable Groundwater Management in SADC Member States project supported by the World Bank Group between 2016 and 2021, SADC-GMI managed to reach communities in Eswatini, Malawi, Mozambique, Zambia, Zimbabwe and assisted them to unlock groundwater resources for improved livelihoods.

    Africa is home to a quarter of the world’s entire agricultural land. Nevertheless, in the 12 months that African leaders vowed to improve food security in the continent, over 20 million more people have been pushed into “severe hunger.”

    Today “a fifth of the African population (or 278 million) is undernourished, and 55 million of its children under the age of five are stunted due to severe malnutrition,” Oxfam International adds to the above data in its report: Over 20 million more people hungry in Africa’s “year of nutrition”.

    “The hunger African people are facing today is a direct result of inadequate political choices…,” said Fati N’Zi-Hassane, Oxfam in Africa Director.

    Chronic underinvestment

    The report further explains that chronic underinvestment in agriculture is a key cause of the widespread hunger experienced in 2022.

    Specifically, it adds, the majority of African governments (48 out of 54) reportedly spend an average of 3.8% of their budgets on agriculture -some spending as little as 1%.

    “Nearly three quarters of these governments have reduced their agricultural spending since 2019, failing to honour their Malabo commitments to invest at least 10% of their budget on agriculture.”

    In 2014 African leaders signed the Malabo Declaration, which stipulated that African governments must spend at least 10% of their budget on Agriculture and supporting farmers.

    Politicians doubling military spending

    In contrast, “African governments spent nearly double that budget (6.4%) on arms last year. Ongoing conflict, especially in Sahel and Central Africa, has continued to destroy farmland, displace people and fuel hunger.”

    In addition, “worsening climate-fuelled droughts and floods, and a global rise in fuel and fertilisers prices, made food unobtainable for millions of people. In 2022 alone, food inflation rose by double digits in all but ten African countries.”

    No access to neighbouring markets

    As the 36th African Union Summit was held in February 2023, focussing on intra-continental free trade, “millions of smallholder farmers, who are vital food producers in the continent, cannot reach markets in neighbouring countries due to poor infrastructure and high intra-African tariffs.”

    In other words, “many African nations find it cheaper to import food from outside the continent than from their next-door neighbour.”
    According to Oxfam:

    • As of August 2022 (the last available figure), there were 139.95 million people in 35 African countries living in “Crisis or worse acute food insecurity.” That is an increase of 17% (20.26 million people) over the same number a year earlier (119.69 million people).

     

     

     

    • South Sudan spends less than 1% of its budget on Agriculture. Calculations of all agricultural spending in Africa is based on data from the government spending watch, national budgets and FAO.

     

    • According to the CAADP report and the FAO Crop Prospects report, Africa’s cereal production in 2022 was 207.4 million tons, a decline of 3.4 million tons from the average of the previous five years.

     

    Five-fold increase in extreme weather events

    The increasing hunger in Africa –which is imposed by both externally and internally– is just part of a widespread drama.

    In fact, climate change is fuelling hunger for millions of people around the world. “Extreme weather events have increased five-fold over the past 50 years, destroying homes, decimating livelihoods, fuelling conflict and displacement, and deepening inequality,” Oxfam reports.

    Hunger more than doubling

    Climate change has resulted in more frequent and intense droughts, floods, and heat waves. “The number of disasters has increased five-fold over the past 50 years.”

    This is hitting low-income countries hardest, Oxfam goes on, adding that the 10 countries with the highest UN appeals related to weather extremes since 2000, have seen a 123% rise in the number of people suffering extreme hunger -from 21.3 million to 47.5 million.

    These countries are Afghanistan, Burkina Faso, Djibouti, Guatemala, Haiti, Kenya, Madagascar, Niger, Somalia and Zimbabwe. According to this data, 7 out of these 10 countries are Africans.

    Fossil fuel staggering profits

    The G20 countries are amongst the most polluting nations in the world, collectively responsible for nearly 77% of carbon emissions, reports Oxfam, a global movement of people, working together to end the injustice of poverty, by tackling the inequality that keeps people poor.

    It is extraordinary that as humanity faces this existential crisis, there is still more incentive to destroy our planet than to save lives.

    “The oil and gas industry has enjoyed staggering profits as they wreak havoc on the planet –amassing 2.8 billion US dollars a day (or more than 1 trillion US dollars per year) for the last 50 years.”

    Seismic hunger

    For its part, the World Food Programme (WFP) reports that the current seismic hunger crisis has been caused by a deadly combination of factors: conflict, economic shocks, climate extremes are combining to create a food crisis of unprecedented proportions.

    Much so that “as many as 828 million people are unsure of where their next meal is coming from.”

    In its report ‘2023: Another year of extreme jeopardy for those struggling to feed their families,’ WFP warns that a record 349 million people across 79 countries are facing acute food insecurity – up from 287 million in 2021. This constitutes a staggering rise of 200 million people compared to pre-COVID-19 pandemic levels.

    More than 900,000 people worldwide are fighting to survive in famine-like conditions, the world body reports, adding that this is “ten times more than five years ago, an alarmingly rapid increase.”

    In short, politicians also in the most needed and highest exposed to staggering hunger countries, continue to attach higher relevance to spending on arms fueling conflicts, and on fuel fuels spreading climate disasters, rather than investing in saving the lives of their own people.

    Interwoven Global Crises Can Best be Solved Together

    In September, almost every Government on Earth will gather at the UN Sustainable Development Summit in New York to take stock at the halfway mark of the Sustainable Development Goals (SDGs) of what has been achieved and what remains to be done.

    Despite some progress, global development efforts have been hamstrung by unprecedented environmental, social and economic crises, in particular biodiversity loss and climate change, compounded of course by the COVID-19 pandemic.

    Tackling these interlinked challenges separately risks creating situations even more damaging to people and communities around the world, and exacerbates the already high risk of not meeting the goals and targets of the 2030 Agenda for Sustainable Development.

    This is especially true because the myriad drivers of risk and damage affect many different sectors at once, across scales from local to global, and can result in negative impacts being compounded. For example, when demands for food and timber combine with the effects of pollution and climate change, they can decimate already degraded ecosystems, driving species to extinction and severely reducing nature’s contributions to people.

    The global food system offers another example of this negative spiral of interlocking crises – where food that is produced unsustainably leads to water overconsumption and waste, pollution, increased health risks and loss of biodiversity. It also leads to excessive greenhouse gas emissions, contributing to climate change.

    Yet policies often treat each of these global threats in isolation, resulting in separate, uncoordinated actions that typically address only one of the root causes and fail to take advantage of the many potential solution synergies. In the worst cases, actions taken on one challenge directly undermine those needed to tackle another because they fail to account for trade-offs, resulting in unintended consequences, or the impacts being externalised, as someone else’s problem.

    This is why almost 140 Governments turned to the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) – requesting IPBES to undertake a major multiyear assessment of the interlinkages among biodiversity, water, food and health in the context of the rapidly-changing climate. This ‘Nexus Assessment’ is among the most complex and important expert assessments ever undertaken – crossing key biophysical domains of climate and biodiversity and elements central to human wellbeing like food, water and health. It will also address how interactions are affected by energy, pollution, conflict and other socio-political challenges.

    To fully address this ‘nexus’, the assessment is considering interactions across scales, geographic regions and ecosystems. It also covers past, present and future trends in these interlinkages. And, most importantly, it will offer concrete options for responses to the crises that address the interactions of risk and damage jointly and equitably – providing a vital set of possible solutions for the more sustainable future we want for people and our planet.

    One example of the mutifunctional solutions that will be explored is nature-based solutions – such as coastal wetland protection and restoration. When coastal wetland ecosystems are healthy – whether conserved or where necessary, restored – they are a refuge and habitat for biodiversity, improving fish stocks for greater food security and contributing to improve human health and wellbeing. They can also sequester carbon, helping to mitigate climate change, and protect adjacent communities and settlements from flooding and sea level rise.

    To develop and implement these kinds of multi-functional solutions, responses for dealing with the major global crises need to be better coordinated, integrated, and made more synergistic across sectors, both public and private. Decision-makers at all levels need better evidence and knowledge to implement such solutions.

    Work on the nexus assessment began in 2021 – with the final report expected to be considered and adopted by IPBES member States in 2024. A majority of the 170 expert authors and review editors from around the world are meeting in March in the Kruger National Park in South Africa to further strengthen the draft report, responding to the many thousands of comments received during a first external review period.

    The assessment will also include evidence and expertise contributed by indigenous peoples and local communities – whose rich and varied direct experiences and knowledge systems that consider humans and nature as an interconnected whole have embodied a nexus approach for generations.

    The Paris Agreement on Climate Change and the recently-agreed Kunming-Montreal Global Biodiversity Framework provide the roadmaps for tackling the climate and biodiversity crises. The IPBES nexus assessment will offer policymakers a practical guide to bridge the vital interlinkages across the two challenges, to other relevant frameworks, and link to the sustainable development agenda.

    It is a sunny Saturday afternoon, warm and dry, when we leave the city of Almería, in the southern province of Andalusia, to drive towards the countryside. Leaving the freeway, the lane narrows and turns into a dirt road. The hot desert breeze blows a dusty, brown cloud of sand into the air that completely covers the car in no time. We take a slight turn and drive past impressive mountain ranges.

    After ten minutes of driving, in the shadow of a series of imposing rocks, a sea of white plastic appears before us, stretching as far as the eye can see, before merging into the Mediterranean Sea. Thousands of greenhouses are neatly arranged in endless straight rows that turn the arid landscape pale. In all, the greenhouses cover an area 30,000 hectares, visible from outer space. 

    We park the car along the road near the village of Barraquente, a thirty-minute drive east of Almería, and head out into the hot desert. A day earlier we got word of a slum, a “barrio de chabolas”, around here. Undocumented workers picking fruits and vegetables in the greenhouses and working the fields for meager wages are said to have built semi-permanent homes with scrap metal over the years.

    Lethal cocktail

    Since Spain joined the European Economic Community, the forerunner of the European Union, in the 1980s, agriculture in the province of Andalusia became increasingly intensified and industrialized. Small farms gave way to agricultural giants as monoculture gradually became the norm and has since then become a very lucrative business, with a total annual export value of twelve billion euros worth of agricultural products, destined for the entire European market.

    To meet the ever-growing demand for fruits and vegetables from the rest of Europe, more and more hands are needed in the fields. And although Andalusia is one of the country’s poorest regions, with sky-high unemployment rates, it is mostly underpaid undocumented migrants who perform the ungrateful jobs. Temperatures in the greenhouses soar above 45 degrees Celsius in the summer, drinking water is scarce and, combined with the intensive use of pesticides, the work on that southern outskirt of Europe forms a deadly cocktail.

    Estimates vary, but according to union representative José García Cueves, about a hundred thousand migrants work in the greenhouses, scattered throughout the area. Along with his wife, José García represents union SOC SAT, the only organization that exposes and represents the interests of the victims of exploitation in the greenhouses around Almería.

    Flat tires

    “Spaniards prefer to leave those jobs for migrant workers. They come from North and West Africa, from countries like Morocco, Senegal, Guinea or Nigeria, and in most cases they don’t have residence permits, making them easy targets for the local greengrocers,” he says from behind his cluttered office in an impoverished neighborhood of Almería.

    Despite his noble mission, José is not loved by most Andalusians, quite the contrary. “The farmers could drink our blood. The tires of my car get regularly punctured and physical intimidation is also not exceptional.”

    “Even the local authorities turn a blind eye to the region’s problems and challenges. All in the name of economic growth,” Garcia said. “Look, there are only 12 inspectors responsible for greenhouse inspections, and that’s in a vast area where you can drive around for hours without running into anyone. Do you think that’s realistic? Workers are reduced to expendable tools, overnight someone can lose their job.”

    Afraid of the sea

    In the slum by the roadside, we speak with one of the workers, Richard, a 26-year-old man from Nigeria. Bathing in sweat, he arrives on his bicycle. His morning shift in the greenhouse is over and he takes us into the village. The sun is at its highest, it is scorching hot.

    “The shifts start early in the morning, when the temperature is still bearable,” he points out. “By noon we are entitled to a break, because it is too hot to work then. Around 5 p.m. we return into the greenhouse and pick tomatoes and peppers until after sunset.” He says the hard work earns him about thirty euros a day.

    The young man puffs, grabs a bottle of water from a decayed refrigerator and falls down in a dusty seat in the scorching sun. His clothes and worn-out shoes are covered in dust. “I have lived here for two years now,” he says in between large gulps of water. Via Morocco, he crossed the Mediterranean Sea by boat. “It was dangerous, I can’t swim and was afraid of falling overboard.” Through a shadowy network of human smugglers, Richard ended up here in Andalusia, undocumented. 

    Traces of destruction

    We move further into the village, accompanied by Richard, when several residents gather around us. They point to a large pile of sand, one meter high, that has been raised like a wall around one part of the camp. Two years ago, a large fire broke out there, killing one person. “We were able to stop the fire by digging a large moat, preventing it from spreading throughout the camp,” they say. Traces of the fire are still clearly visible; blackened shoes and charred clothes are still scattered throughout the moat.

    Fire is the greatest danger for many residents. Unionist José Garcia confirms this. The various homes in the slum have grown intertwined. They are made of wood and recycled plastic from the greenhouses. Combined with the hot weather and dryness of the desert, those neighborhoods form a dangerous cocktail of easily flammable fuels.  

    Homemade gym

    Still, the residents of the camp try to make the best of it. They take us to a small hut where they stare furiously at an English Premier League football match. Further down the camp, a man is doing his dishes. They illegally tap running water – and electricity – from the regular grid. The atmosphere is good. Boubacar, 24, from Senegal, proudly shows us the gym he was able to cobble together with his own hands using some materials lying around: empty cans filled with concrete have been transformed into homemade dumbbells and a large bag of sand serves as a weight to train his back.

    Next to the gym is a vegetable garden where traditional African crops grow. The peace is disturbed when a Spaniard arrives in a red van. Half a dozen men rush up to it and begin negotiating vigorously with the man. It turns out he is selling fish. “Straight from the sea,” he proudly proclaims. The boys don’t care what kind of fish they buy. “We have no choice. Because of our limited budget, we can’t really afford to be picky.”

    Many residents of the camps are eager to get out of the area. “Once we have worked for five years, we will become a long-term resident of the European Union, so we can travel freely around Europe,” says Boubacar. How exactly that works out, he does not know. “It depends on my boss and how well I do my job. I hope to live in France or even the Netherlands and build a life there with my family, away from Spain. There is no future here.”

    “Trans fat is a toxic chemical that kills, and should have no place in food,” warns Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO), informing that trans fat has no known benefits, and substantial health risks that incur enormous costs for health systems.

    “Put simply, trans fat is a toxic chemical that kills, and should have no place in food.”

    What is trans fat?

    Trans fat, or trans-unsaturated fatty acids, is a type of unsaturated fat that occurs in food. Of all the fats, trans fat is the worst for health. Used intensively it increases the risks of heart disease and death.

    Trans fat can be found in commercial baked goods, such as cakes, cookies, fried foods, margarine, packaged foods, cooking oils and spreads among many other products.

    Industrially produced trans fat is responsible for up to 500,000 premature deaths from coronary heart disease each year, WHO said.

    Currently, nine of the 16 countries with the?highest estimated proportion of coronary heart disease deaths caused by trans fat intake do not have a best-practice policy.

    They are Australia, Azerbaijan, Bhutan, Ecuador, Egypt, Iran, Nepal, Pakistan and the Republic of Korea.

    The annual status report has been published by WHO in collaboration with Resolve to Save Lives, a not-for-profit organisation that supports action towards eliminating industrially produced trans fat from national food supplies.

    Food industry doubles its profits in just one year

    Alongside oil and gas corporations, food companies more than doubled their profits in 2022 at a time when more than 800 million people were going hungry and 1.7 billion workers live in countries where inflation is outpacing wages, reports Oxfam International.

    Industrial food systems destroy

    On this, Navdanya International warns that in a few decades, industrial food systems have destroyed the Earth’s systems, human health and livelihoods as it has directly violated ecological laws and laws of justice.

    Now we are seeing a global agenda to erase land-based cultures, to destroy real farms, real farmers, real food to create a dystopia of “farming without farmers” and “food without farms” as false totalitarian solutions to climate change, it adds in its Call to Action “Our Bread, Our Freedom” 2022.

    “It is time to abandon our resource-intensive and profit-based economic systems that have created havoc in the world, disrupting the planet’s ecosystems and undermining society’s systems of health, justice, and democracy.”

    Navdanya and the Navdanya movement was created by Dr. Vandana Shiva 30 years ago in India to defend Seed and Food sovereignty and small farmers around the world.

    For its part, the UN Food and Agriculture Organization (FAO) reports that more than 600 million people fall ill and 420.000 die every year as a result of eating food contaminated with bacteria, viruses, parasites, toxins and chemicals.

    More damage, more profits

    These huge damages caused by the food business add to many others. One of them is the infant formula corporations’ exploitative marketing tactics, which the world-leading health organisation on 8 February 2023 called for “a swift crackdown” on such business tactics.

    In a previous report Scope and impact of digital marketing strategies for promoting breast-milk substitutes on what it called ‘insidious’ online marketing of baby formula, the world’s top health organisation warned that the 55 billion US dollars baby formula industry must end exploitative online marketing targeting parents, particularly mothers

    WHO’s report found that companies are paying social media platforms and influencers to “gain direct access to pregnant women and mothers at some of the most vulnerable moments in their lives,” through personalised content that is “often not recognisable as advertising.”

    Big Business pays to social media influencers

    “Through tools like apps, virtual support groups or ‘baby-clubs’, paid social media influencers, promotions and competitions and advice forums or services, formula milk companies can buy or collect personal information and send personalised promotions to new pregnant women and mothers.”

    The report summarises findings of a new research that sampled and analysed 4 million social media posts about infant feeding, published between January and June 2021 using a commercial social listening platform.

    These posts reached 2.47 billion people and generated more than 12 million likes, shares or comments.

    “This new research highlights the vast economic and political power of the big formula milk companies, as well as serious public policy failures that prevent millions of women from breastfeeding their children,” said Nigel Rollins, one of the authors of a series on the $55 billion-a-year industry and their marketing “playbooks”, published in the peer-reviewed medical journal The Lancet.

    “Actions are needed across different areas of society to better support mothers to breastfeed for as long as they want, alongside efforts to tackle exploitative formula milk marketing once and for all,” he added.

    650 million women lack ‘maternity protection’

    Currently, around 650 million women lack adequate maternity protections, the research noted.

    Elaborated by a group of doctors and scientists, it examines how formula marketing tactics undermine breastfeeding and target parents, health professionals and politicians, and how feeding practices, women’s rights and health outcomes, are determined by power imbalances and political and economic structures.

    Dairy lobbyists’ misleading claims

    WHO recommends exclusively breastfeeding infants for at least six months. The practice provides immense benefits to babies and young children, from reducing infection risks to lowering rates of obesity and chronic diseases later in life.

    However, globally, only around half of newborns are put to the breast within the first hour of life, warns WHO.

    But the honeybee is just one of the many described insect species whose declining numbers has entomologists like me, environmentalists, and everyday citizens who love insects including Monarch butterflies worried. Across the U.S. and around the world there is a growing body of evidence and trend of insect decline. It’s so bad, that many are calling it the insect apocalypse.

    Currently, there are over 1 million described species. But in study after study, review after review the story has remained the same: we are losing insects at unprecedented rates. The rapid decline of insects is caused by multiple factors including climate change and agriculture, increases in the usage of insecticides and  herbicides, deforestation, urbanization, and light pollution.

    Everyone should be worried about this trend. Insects, including bees, ants, butterflies, dragonflies, beetles, and grasshoppers, make up over 80% of terrestrial species on Earth. Insects are a keystone species that provide invaluable ecosystem services  – from pollination, to biological control to serving as bio-indicators of healthy soils and streams.

    Annually, in the United States, the economic value of the vital ecosystem services performed by insects is estimated to be $57 billion.  In addition, over 75% of agricultural crop species and 85% wild flowering plants are pollinated by insects Furthermore, insects like dung beetles perform important functions like breaking down manure which is a service important to the U.S. cattle industry.

    A world without insects would be disastrous. Insects are food to other species including birds and their demise would have catastrophic effects on food webs.

    Human food and nutrition security also benefits from insects. Essential micronutrients in the human diet (antioxidants, vitamins A and C, lycopene, folic acid, and tocopherol) are derived from insect-pollinated crops, primarily citrus and other fruits and vegetables including tomatoes.

    In total, pollinator mediated crops account for about 40% of global nutrient supply for humans. Conversely, the loss of insects can worsen hidden hunger (micronutrient deficiencies), which afflicts over 2 billion individuals globally. It can further threaten global food security and public, human, and environmental health.  Ultimately losing insects contributes to decreasing biodiversity with a devastating impact on life on Earth.

    Clearly, we need insects. The U.S. government, policy makers, scientists like me and everyday citizens should act with urgency to prevent further declines in their numbers

    Protecting insects from national and global declines will require a combination of approaches including several actions that individuals can take.

    First, since habitat destruction is among the largest drivers of insect declines, it is important that countries — beginning with the U.S. — create diverse landscapes. This includes forestland, meadows, and prairies to provide a variety of food and nesting resources for insects.

    Everyday citizens can contribute to the attainment of this goal by planting native plants and maintaining pollinator gardens. In addition, individuals who keep lawns can consider converting them to diverse natural habitats.

    Second, we must reduce insecticide and herbicides usage. Managing pests and weeds can be done by using integrated pest management approaches or integrated vegetation management approaches. These approaches promote the use of safer alternatives and encompass multiple non-chemical methods such as the use of resistant cultivars, trap cropping, and crop rotation.

    Third, we can reduce light pollution. Evidence available suggests that light pollution is a driver of insect declines as it interferes with insect foraging, development, movement and their reproductive success. Simple actions like turning outdoor lights off at night can make a huge difference.

    Fourth, do your part to help reduce carbon emissions. Climate change is among the biggest drivers of insect decline. Simple actions by everyday citizens like biking to work and using renewable energy sources can make a difference.

    Fifth, you can choose to become an ambassador and advocate for insects and insect conservation. Begin by learning about the local, regional, national, and global policies that are in place to protect insects to prevent further insect decline.

    Furthermore, encourage elected officials and all forms of governments – from local to state to federal — to pass laws and policies to protect insects while implementing measures such as setting aside protected land spaces including parks to serve as refuge spaces for insects.

    Complementing the above actions is the need to support research and educational institutions, professional societies, and  nonprofit organizations that are actively addressing insect decline issues through research and taking actions to protect our natural world and conserve ecosystems that are home to insect species. These include the Entomological Society of America , The International Center for Insect Physiology and Ecology, and  The Xerces Society.

    Finally, research and research funding are needed both now and in the future. This can help facilitate discovery of more insect species, monitor and document insect biodiversity across a diversity of landscapes and ecosystems and help us understand all facets of insect biology in natural and managed settings.

    We need insects. Our ecosystems need insects. We must commit to doing something to protect them. Their existence is essential for a sustainable future.

    Unfortunately, humanity has been treating soil ‘like dirt’ in the traditional sense of the term, abusing it with pollution, unsustainable industrial agricultural practices and the overexploitation of natural resources.

    The result is that about one third of the world’s soils are degraded, the FAO says. At this rate, 90% of all soils are set to be degraded by 2050.

    “When we talk about soil health, we then get to human health,” Carolina Olivera, an agronomist with the FAO’s Global Soil Partnership (GSP),” told IPS.

    “We are here now with high levels of soil degradation because of many factors, some natural. You can have soil erosion because there is a steep slope and water is circulating and taking all the sediments. But, above all, you can also have bad soil management, intensive practices, bad livestock practices with too many animals per hectare, and monocropping, so no rotation.”

    “If we have monocropping, soils will not be in good health because the same crop is always extracting the same nutrients, so some nutrients will be missing. It’s the same as with human diets. If we always eat sugar, we will have too much sugar and not enough vitamins. Biodiversity is very important for everything, starting with soils and right the way up to our diets”.

    “This nutrient imbalance in soil will affect crops, it will affect plants and it will affect humans and all nutrition,” Olivera explained. It will affect it with decreasing yields. Yields are decreasing every day. Farmers are increasing the quantity of fertilizers they use and they don’t understand why yields are still decreasing.

    “The quality of the food is also decreasing. Food now has more macronutrients and less micronutrients, which means we do not have enough elements to synthesize vitamins, to synthesize other metabolisms that are very important for our organism.

    “So you have hidden hunger, where you have enough calories but you don’t have enough minerals or the adequate specific minerals that you need to have good nutrition and good health. The result is that we have some immunity diseases and other kinds of diseases developing.

    “So it’s a long chain, from the soil to the nutrients, and to the quality of nutrition humans can have in the end”.

    The climate crisis is making things worse, with higher temperatures sucking moisture out of the soil to make it less fertile and harder to handle. In a chemical analysis, you can have all the elements in the soil, so you don’t understand why there is a problem,” Olivera said.

    “But then, when you start looking at the soil in detail, you can see, for example, that the soil is compacted, like concrete. So the chemical elements are there. But it’s like concrete, so the roots cannot penetrate and the roots cannot grow. So this is soil health.

    Another consequence of the climate crisis, more frequent extreme weather events, is bad for soil health too, with severe droughts often being followed by storms and floods that wash away sediments, The FAO is taking action at many levels to combat the problem.

    The GSP, for example, has developed digital mapping systems that illustrate soil conditions so countries and national institutions can boost their capacities and make informed decisions to manage soil degradation.

    It has also produced guidelines to help national governments adopt policies for soil management and for the sustainable use of fertilizers. The UN agency is also rolling up its sleeves to help smallholder farmers in the Global South, who are among the blameless victims of the climate crisis, to cope with the impact global heating is having on their soils.

    Its initiatives on this front include the ‘soil doctors’ farmer-to-farmer training programme. “This means we train a farmer and that farmer trains the whole community – with their own language,” Olivera said.

    “We provide them with posters with drawings so the farmer is able to explain to other farmers. We also provide them with some very simple exercises, such as digging a hole in the soil to see the texture and see the smell of the soil and see why one smell is good and another is bad. And we show them to feel it, as they do every day, but also providing them with the scientific knowledge to support them in their everyday work.

    “For example, when you have soil that is not breathing because of too much water, it smells like rotting food. In that case, we can do some drainage, we can establish some practices, dig some terraces. So we learn with them. We see from the environment what we can do, what materials we have access to, see if we can circulate the water better by digging canals. And together we also select the practices that they can teach to other farmers”.

    The FAO does not need to pay the farmers to pass on the knowledge, as being a soil doctor brings its own rewards.

    “We provide them with visibility within their communities. We call the soil doctors champion farmers because they are the farmers who are always trying new things. They are the ones who are worried about their community and are willing to learn a lot. They are happy when they learn. We provide them with knowledge and with kits to do some testing in the field.

    Another important incentive for them is that they become part of a community of soil doctors around the world. “They can exchange experiences with each other. You can have a soil doctor in Bolivia exchanging with one in the Philippines because, for example, they both grow cocoa. So belonging to a network is important for them too as they sometimes feel very isolated in their field.

    “I recently went to Bangladesh to give farmers soil-doctor certificates and they were so proud. They said the soil is ours and it is what we are going to leave to our children. We need to make decisions about our soils ourselves and we have the capacity to do so”.

    Elsewhere in the world, millions of other girls living through humanitarian crises are also being deprived of the right to go to school. In their case, it isn’t necessarily a proclamation that bars them from learning, but hunger, conflict or the consequences of extreme weather induced by the climate crisis, sometimes a combination of all of these. And underpinning this, gender inequality means that the sheer fact they are girls means their education and rights often aren’t prioritized.

    For example, at present, hunger is causing huge damage to girls’ education opportunities in the Horn of Africa, the Sahel, Haiti and other hotspots around the word.

    Inclusive, quality education is a lifeline which has a profound effect on girls’ rights. But more needs to be done to make this a reality.

    Girls in crisis settings are nearly 2.5 times more likely to be out of school than those living in countries not in crisis. One reason for this is that in emergencies and protracted crises, education responses are severely underfunded. The total annual funding for education in emergencies as a percentage of global sector-specific humanitarian funding in 2021 was just 2.9%.

    Together with partners, Plan International and Education Cannot Wait (ECW), the UN’s global fund for education in emergencies and protracted crises, are calling for this proportion to be increased to at least 10% of humanitarian financing. This must include increased multi-year investments in the institutional capacities of local and national actors.

    Today, on International Day of Education, we stand in solidarity with girls in Afghanistan and in all other crisis affected countries to say “education cannot wait.” Education is not only a fundamental human right, but a lifesaving and life-sustaining investment for girls affected by crisis. We must stand with girls as they defend this right.

    Next month, when world leaders will gather in Geneva at the Education Cannot Wait High-Level Financing Conference, we urge donor governments to immediately increase humanitarian aid to education. We must translate our promises into action through bold, courageous and substantive financing.

    This funding is essential if we are to build resilience in the most climate-exposed nations, where the consequences of extreme weather will all but certainly pose a threat to girls’ education in the years to come. Education budgets – which declined by two-thirds of low- and lower-middle-income countries after the onset of COVID-19 – must be protected and increased, especially in crisis-affected countries.

    Investments should be geared towards building stronger education systems and tackling gender inequality and exclusion, with girls’ needs prioritized at every stage of programming. Governments should also ensure that refugee and internally displaced children aren’t overlooked, and make concrete commitments towards inclusive quality education for displaced children and youth at the Global Refugee Forum in December of this year.

    Right now, 222 million crisis-affected children and adolescents are in need of urgent education support and more than half of those are girls. It is critical that Education Cannot Wait is fully funded with a minimum of US$1.5 billion in additional resources over the next four years, so that partners such as Plan International and others can deliver the critical programmes needed.

    Too often, girls’ voices are silenced during emergencies, leaving their experiences invisible and their needs ignored and overlooked. It’s up to us to change this, for a more just, equal and peaceful world.

    Sugarcane and rice crops have died, causing considerable losses to the already perturbed farming community.

    As per the government reports, climate change is affecting Karnataka’s water cycle and rainfall patterns, resulting in heavy rainfall and flooding in some areas and drought in others. Extreme weather events have been more frequent and intense in Karnataka over the past few years. The average annual rainfall in the state is 1,153 mm, with 74 percent falling during the Southwest monsoon, 16 percent during the Northeast monsoon, and 10 per cent during the pre-monsoon.

    Between 2001 and 2020, the state was hit by a 15-year drought of variable intensity. Some areas have been drought-stricken for more than five years in a row. In addition to 2005, 2009, 2018, 2019, 2020, and 2021, Karnataka witnessed severe floods in 2005, 2009, 2018, 2019, 2020, and 2021. Flooding and landslides have been a problem for the fourth year since 2018. Flooding and landslides have become the new normal during the monsoon seasons in the southwest and northeast, which were previously the most vulnerable to drought, reflecting the impact of shifting climatological circumstances.

    Farmers are concerned about the looming climate change menace.

    A year ago, Kondaji Reddy deemed farming an “absolutely unfit” profession for survival.

    “For months together, I toiled hard in the field growing sugar cane and rice. However, the late arrival of monsoons devastated everything. The hard work didn’t yield any outcome, and my family was on the verge of starvation,” Kondaji told IPS.

    He added that for months together, his family survived on the little savings it had made over the years.

    “Then I thought I should quit farming forever and go to the city and work as a laborer. At least my family wouldn’t starve,” lamented the farmer.

    Another farmer, M. Rachappa, shared a similar predicament. He says he extensively used chemical fertilizers, hoping to improve his harvest.

    “However, things didn’t turn out the way I had hoped. The land turned barren… The crops I had sowed for months were destroyed. All I could stare at was the dead leaves and the barren soil,” says Rachappa.

    The farmer adds that he was on the brink of selling his ancestral land—spread across three acres—and buying some grocery stores in the town. “I had lost all hope in farming. I had cultivated a firm belief in my mind that farming would no longer provide me with a decent living. But at the same time, I was ridiculing myself for planning to sell the land where my forefathers have toiled for decades together.”

    To end the crisis, the farmers of this small hamlet recently developed a unique strategy. They are adopting techniques that could help them deal with the climate change crises.

    Multi-cropping is one method that these otherwise crisis-stricken farmers are now relying upon. It is a common land management method that aims to increase agricultural production while diversifying the crop mix for economic and environmental reasons. It lowers the cost of inputs, irrigation, and labor, among other things.

    Umesh Kalolli, a farmer leading the practice and imparting the training of this technique to other farmers in the village, says he got to know about this farming method from a research institute.

    “I was uncertain about my future due to frequent losses. I was about to shun farming forever, but a friend of mine encouraged me to seek help from the experts. He took me to an agricultural university, where I shared my predicament with the researchers. For about three weeks, I was trained for multi-crop farming. Upon my return to my village, I began encouraging other farmers to use this farming method,” Kalolli said.

    He adds that besides multi-cropping, the farmers were encouraged to do away with using chemical fertilizers. Instead, they are asked to adopt an organic farming method that not only makes the produce profitable but also of high quality.

    “There is a dire need to revolutionize farming practices with a natural system. This is going to be the greatest service for humankind. We need to focus on marginal and downtrodden farmers so that they can be empowered, and this way, we are going to build a prosperous world for ourselves and our future generations,” Kalolli added.

    Rachappa, the farmer, says that soon after acquiring the training, he began adopting the multi-crop method on his land. He began cultivating various vegetables, fruits, sugarcane, and rice paddies at the same time. This, he says, not only saved him time, but it also didn’t need extensive irrigation facilities.

    “I then subtly moved to the organic method of farming. I stopped the use of chemical fertilizers in the field. I got the cow dung from the livestock I had in my home. Today, I earn more than fifty thousand rupees (700 US dollars) every month. I did not even think once about selling off my land. I am content with the profit it is producing for me now,” M. Rachappa said.

    Kondaji was also trained to grow organic vegetables and produce manure.

    “My fellow farmers even helped me dig the pit in the backyard for the manure to decompose. It is a natural fertilizer. The vegetables I produce now require the least amount of water, so the late arrival of monsoons no longer bothers me. My produce is sold at higher prices because it is organic,” Reddy says with a smile.

    Another significant barrier to progress on climate change is the need for more political will among leaders of countries. In some cases, leaders may not see climate change as a priority or may be reluctant to take on the economic and political costs of reducing emissions or investing in clean energy due to political reasons. Some countries may be influenced by powerful fossil fuel lobbies that push against climate action. Developed countries must be willing to take on more significant emissions reductions and provide financial assistance to developing countries to help them adapt to the effects of climate change. Developing countries, in turn, need to be willing to take on emissions reduction measures and invest in clean energy and other climate mitigation measures.This can happen through more effective multilateral negotiations such as United Nations Framework Convention on Climate Change (UNFCCC), where all countries agree to set emissions reduction targets and support developing countries.

    Bangladesh is located in the low-lying delta region of the Ganges, Brahmaputra, and Meghna rivers, making the country particularly susceptible to flooding and rising sea levels. Bangladesh is also prone to cyclones and other extreme weather events, which are becoming more frequent and severe due to climate change. The country has a long coastline, much of which is low-lying and vulnerable to flooding. As sea levels continue to rise, the risk of coastal flooding is increasing, devastatingly impacting the lives and livelihoods of the people in these areas. These events are causing widespread damage to homes and infrastructure and affecting the country’s agricultural sector, a significant source of income for many people in Bangladesh. Many people in the coastal areas have lost their homes and livelihoods due to sea level rise and coastal flooding. They face food and water insecurity due to increased soil and water salinity.

    Globally, rich countries can assist Bangladesh cope with climate change in several ways. One crucial way is by providing financial assistance to help the country adapt to the impacts of climate change. This may include funding for building sea walls and other flood protection infrastructure and programs to help people in coastal areas relocate to higher ground. Another way rich countries can help is by providing technical assistance to Bangladesh to develop and implement clean energy and other climate mitigation measures. This could include funding and expertise to help the country develop renewable energy sources such as solar and wind power, as well as to improve energy efficiency and to reduce emissions from the industrial and transportation sectors.

    The Sundarbans forests, located in the coastal belt of Bangladesh, is one of the most vulnerable areas in the country to the impacts of climate change. The forests span over 10,000 square kilometres and is home to various plant and animal species, including the Royal Bengal tiger. Sea level rise is one of the most significant threats to the Sundarbans forest making it particularly susceptible to flooding and rising sea levels. According to a study by the Intergovernmental Panel on Climate Change, sea levels in the Bay of Bengal are projected to increase by up to 1 meter by the end of the century. This would devastate the Sundarban forests, as seawater would submerge large areas.

    The impacts of climate change on the Sundarban forests are also likely to have knock-on effects on the people living in the surrounding areas. The forests are a significant source of livelihood for many people in the region, who rely on it for fishing, agriculture, and other activities. As the forests are damaged by sea level rise and extreme weather events, these people will also be affected by food and water insecurity and the loss of their homes and livelihoods. Many people who lost their homes and land to flooding, were forced to relocate to higher grounds.

    The health impacts of climate change on people living around the Sundarban are also significant. As a result of sea level rise and increased flooding, many are at risk of waterborne diseases such as cholera and diarrhea. Extreme weather events are accelerating salinity across the coastal belt of Bangladesh. Women are experiencing uterus cancers, infertility, and skin diseases, and men, too, are experiencing fertility problems and other health issues. Due to the loss of livelihoods and displacement, many people face food insecurity and malnutrition. In addition to these immediate impacts, climate change exacerbates the region’s existing social and economic inequalities. People living in poverty and marginalized communities are disproportionately affected by climate change, as they have fewer resources to cope with the impacts and less access to services and support.

    Climate change has led to a growing number of people migrating from these areas, searching for better opportunities and escaping the impacts of climate change. Most climate migrants from coastal belt areas of Bangladesh are moving to urban areas, such as the capital city of Dhaka and other major cities. These migrants often seek better job opportunities and access to services and support. However, many migrants face challenges in their new locations, such as a lack of affordable housing, discrimination, and limited access to services and support. The future is uncertain for those still living in coastal areas of Bangladesh and fighting the climate crisis. Many of the people living in these areas are among the country’s most vulnerable and marginalized communities, making them particularly susceptible to the impacts of climate change. Climate conversations worldwide by world leaders and major organizations have been occurring every year. But they must see the severity of the situation for the people suffering and take concrete actions beyond being in a room to converse about the effects of climate change.

    Africas Vast Arable Land Underutilized for Both Cash and Food Crops

    Three crop species-maize, wheat and rice meet an estimated 50 percent of the global requirements for proteins and calories, according to the UN’s Food and Agriculture Organization (FAO).

    Yet despite Africa’s expensive agricultural sector, the continent’s maize, rice, and wheat account for 7, 5, and 4 percent of the world’s production, respectively. But experts say pitting food crops against cash crops is not the right conversation to have.

    “The most productive conversation should be firmly centered on how to support farmers to produce more food for everyone and to export even more as this will improve the farmer’s quality of life and get themselves out of poverty,” says Hafez Ghanem, former regional Vice President of the World Bank Group and a current nonresident senior fellow in the Global Economy and Development Program at the Brookings Institution.

    He tells IPS the mistake many countries made after independence was to try to ensure cheap food for people in the cities by keeping farmgate prices low and by trying to coerce farmers into producing certain food crops. The result was that the farmer became poor. If the farmer is poor, they cannot produce, and in the long run, everybody becomes poor and hungry.

    “No country can produce all the foods that it needs. We will have to export some and produce some. If we start increasing yields for cereals, for instance, through increased use of quality seeds, fertilizer, and irrigation, farmers can produce more food crops without interfering with cash crops production, and the farmer will be richer.”

    According to the Africa Agriculture Status Report 2022, “for Africa, accelerating the transformation of our food systems is more vital than ever. Africa has a few other incentives for transforming its food system; with one of the most degraded agricultural soils in the world and increasing droughts, Africa will face significant exposure to water-related climate risks in the future.

    At least 90 percent of sub-Saharan Africa’s rural population depends on agriculture as its primary source of income. More than 95 percent of agriculture is reliant on rainfall, according to the report.

    The report finds that the consequences of unpredictable rainfall, rising temperatures, extreme drought, and low soil carbon will further lower crop yields exposing Africa’s poorest communities to increasingly intense climate- and water-related hazards with disastrous results.

    Ghanem does not believe that the issue of food security in Africa is a consequence of producing too many cash crops. The real issue, he says, is two-fold.

    “The first part of the issue is that, in general, the productivity of land under cultivation for both cash and food crops is low. We need to increase land yields for both cash and food crops. The solution, I do not believe, is to stop exporting cash crops to produce more food,” he explains.

    The second part of the issue, he says, is the challenge presented by climate change, and “we need to do much more to make agriculture more resilient to climate change.”

    He says that concerns that there is the prioritization of cash crops over food crops are misplaced, “think about the profile of farmers in Africa. We are talking about very smallholder farmers. In countries such as Cote d’Ivoire and Ghana, farmers are making much more profits producing cocoa or coffee than producing rice, for example.“We cannot ask our farmers to produce crops that are lower yielding and therefore less profitable.”

    Any solution that we propose for food security, he cautions, has to bear in mind that the most food insecure and poorest people in Africa are in the rural areas.

    Against this backdrop, experts such as Ghanem see no conflict between the production of food and cash crops, saying that Africa has vast lands to produce both. Outside of countries such as Egypt and other countries in North Africa, he says the rest of the continent has vast and available arable land.

    Data by FAO shows Africa is home to an estimated 60 percent of the world’s uncultivated arable land. Ghanem, therefore, says the solution is to facilitate farmers to irrigate their lands and access high-quality seeds and fertilizer.

    Africa needs about $40 to $70 billion in investment from the public sector and another $80 billion from the private sector annually to sustain food production on the continent, according to Africa Agriculture Status Report.

    Ghanem says investing in technology that can produce critical inputs such as fertilizer and climate-resilient high-quality seeds will prove highly productive in the future.

    Take, for instance, fertilizer which is expensive because it is imported. He lauds the establishment of some of the world’s largest fertilizer-producing companies in Nigeria and Morocco, calling for such investments in other parts of the continent.

    Ghanem says subsidies for farm inputs such as fertilizer are not the solution and that producing inputs that farmers need in-country or at least on the continent will set the agricultural sector on a resilience path to greater productivity, enough food for all, and profitability.

    For 56-year-old Mariyeti Mpala, however, a community dumpsite on land that belonged to the local municipality a stone’s throw away from her residence presented an opportunity to turn what had become an accepted eyesore into a thriving greening project.

    She purchased the land in 2006, and it is here on a section of the former dumpsite where she has grown indigenous wild fruit trees at the one-hectare piece of land and runs a thriving vegetable garden.

    She rotates planting tomatoes, peas, cabbages, onions and lettuce, with aquaculture being the latest addition to her project.

    “I have put up three thousand bream fishlings,” Mpala said as she explained her long-term ambitions for the local community.

    “I decided to apply for this piece of land as it was clear no one imagined the land was of any use as it was being used as a dump site,” Mpala told IPS.

    While she may not be aware of it, Mpala’s project fits snugly into the UN’s Food and Agriculture Organisation’s Green Cities initiative, which among other things, “focuses on improving the urban environment, ensuring access to a healthy environment and healthy diets from sustainable agri-food systems, increasing availability of green spaces through urban and peri-urban forestry.”

    “Urban agriculture is, therefore, an important part of the urban economy contributing significantly to urban food and nutrition security as the produce is less subject to market fluctuations,” said Kevin Mazorodze, FAO spokesperson.

    And now, as more and more people in the country require food assistance, Mpala’s project comes as a relief for members of her community.

    “I especially cater for the elderly who have no source of income and cannot fend for themselves,” Mpala told IPS.

    “I sell some of the produce at low cost to those elderly women who buy in bulk so they can sell at a markup, so they raise funds for their own private needs,” she said.

    FAO’s Green Cities Initiative seeks to promote more such activities, said Mazorodze.

    “Urban and peri-urban agriculture is one of the key pillars of the initiative through which FAO intends to foster sustainable and climate-resilient practices and technologies to improve local food production,” Mazorodze told IPS.

    Mpala sunk a borehole powered by solar energy in a country where abundant sunlight has been touted to promote clean energy.

    Her work has not gone unappreciated by locals.

    “She is a hard worker and has always looked out for us old people,” said Agnes Nyoni, a 70-something-year-old granny who lives not far from Mpala’s green project.

    “I first knew her a few years ago when she collected our names to register for food parcels that included mealie meal, cooking oil and beans,” Nyoni told IPS.

    Mpala’s work has also reached city offices, with the local councillor lauding her contribution towards uplifting the lives of the poor and food insecure.

    “We actually need more of such initiatives being done by Mrs. Mpala as she is uplifting the lives of our people,” said Tinevimbo Maphosa, the local councilman.

    “I understand she has also set up a fisheries project which I see as a sign of her community-building commitments. People need to be productive and stop complaining all the time about the situation in the country, and Mrs. Mpala’s work is part of what we need to see happening in our communities,” Maphosa told IPS.

    The city already has numerous community gardens dotted across the city, with Food and Agriculture Organization (FAO) supporting the municipality through the Green Cities Network.

    The food she grows is organic, Mpala says, and local nutritionists believe at a time, food is becoming more expensive, and where people now eat whatever is available, consumers need healthier diets.

    “Food grown in such nutrition gardens as that run by Mrs. Mpala is encouraged because it is fresh straight from the garden, and the elderly people she caters for certainly need healthier diets,” said Mavis Bhebhe, a government hospital nutritionist.

    “What is required is to encourage such initiatives to spread the variety of the food they grow so that consumers get the most out of locally grown foods,” Bhebhe told IPS.

    These sentiments come at a time when humanitarian agencies have raised concerns about levels of malnutrition across Africa as some parts of the continent battle acute food shortages.

    In a country such as Zimbabwe, where formal jobs come far in between, homegrown initiatives such as the Dingindawo Gardens offer hope for young people seeking opportunities to take idle time off their hands, Maphosa believes.

    “There is too much crime and drug abuse here, and with more projects from individuals like Mrs. Mpala, we could solve the community’s many problems,” Maphosa told IPS.

    Conflicts, Climate Change Threaten Sprouting of Africas Great Green Wall

    Promoters of the Great Green Wall have called for strong political will in engendering peace and increasing investment in environmental preservation, which the project launched 16 years ago seeks to enhance.

    Competition over natural resources that are affected by climate change is fueling interstate conflicts, especially in West Africa, a region in the path of the Great Green Wall. The Wall is an Africa-led project to stop the march of desertification across Africa through the restoration of more than 100 million hectares of degraded land.

    These trees will grow money

    The project was initially aimed at planting trees in the Sahel region from Senegal in the west to Djibouti in the east, but its scope has been expanded to cover the restoration of degraded land in more than 20 countries with a view to sequestering 250 million tonnes of carbon and creating 10 million green jobs by 2030, the promoters of the project say.

    To date, the project has covered more than 4 percent of the target 100 million hectares, but it is making good progress to make the deadline, says Paul Elvis Tangem, coordinator for the Great Green Wall Initiative at the African Union Commission.

    According to a United Nations status report, the Great Green Wall needs to cover 8 million hectares of land a year at a cost of up to $4.3 billion if it is to meet the implementation deadline.

    Tangem says the project, which has received multiple funding from governments, donors, and multilateral development banks, would need more than 50 billion US Dollars to be realized by 2030. Currently, about 27 billion US dollars has been pledged, a seemingly huge amount which Tangem says is not much if the return on investment at 1:7 US dollars in nature-based solutions is considered.

    Tangem notes that the escalating impacts of climate change across Africa justify the speedy implementation of the project, which is now more than just planting millions of trees across Africa but a holistic approach to unlocking economic and ecological benefits for many countries.

    Launched in 2007, the Great Green Wall is envisaged that the land restoration initiative will boost economic prosperity in the participating countries, create employment, reduce hunger and reduce conflict, which has been linked to a fight over access to and use of natural resources across the width of Africa.

    “The various COPs from UNFCCC COP 15, the UNFCCC-COP27, and the CBDCOP15 have recognized the Great Green wall as an important project giving more impetus to mainstream it in all development plans and giving more visibility to it,” Tangem said, noting that the current climate change impacts and conflicts arising from natural resource use were challenges that the project was seeking to solve.

    Restoring land, restoring peace

    Conflicts and climate are the greatest threats to the full realization of the Great Green Wall currently, Tangem explained, adding that the impact of drought across Africa has justified the importance of the GGWI, which has garnered global attention as a solution to land degradation, drought, and desertification.

    “The main challenges we have now, especially for farmers, is the issue of grazelands which is the biggest push of conflict in the drylands of Africa,” Tangem told IPS in an interview, highlighting that there was high competition for rangelands between countries and within countries, especially in West Africa where part of the Great Green Wall runs. He cited the conflict in the Tigray region as less political and more environmental.

    “It is the competition for land, the politics of it is what we see, but the underlying causes are natural resources,” said Tangem. “People do not want to speak the truth, but many conflicts in Africa are basically in the drylands, which are the areas most vulnerable to climate change and where the GGWI is focusing on. So we have a challenge.”

    Remarking that it was now impossible to work in Mali, Burkina Faso, Niger Republic, Chad, Nigeria, Ethiopia, and Eritrea as a result of conflict, Tangem underscored the need to restore peace by restoring the environment.

    The biggest challenge we are having today is security,” Tangem observed. “Conflicts are a big, big challenge. Most of the challenges that are happening now are because of competition for natural resources, the use of benefit sharing of the scarce resources from water, fertile land, fishing, and pastoral lands.”

    When the Great Green Wall Initiative started, there was skepticism that it was a ‘white elephant’, Tangem said, but now it was the project to support.

    In November 2022, global leaders launched the International Drought Resilience Alliance to give political impetus to making land’s resilience to drought and climate change a reality by 2030. The Alliance is a boost to the Great Green Wall Initiative.

    Droughts are hitting more often and harder than before, up nearly by a third since 2000. Climate change is expected to cause more severe droughts in the future. Recent droughts in Australia, Europe, the western United States, Chile, the Horn, and Southern Africa show that no country or region is immune to their impacts, which run into billions of dollars each year, not to mention human suffering, says Ibrahim Thiaw, Executive Secretary, United Nations Convention to Combat Desertification (UNCCD).

    The United Nations has recognized the Great Green Wall Initiative as one of 10 pioneering efforts to revive the natural world, designating it as one of its inaugural World Restoration Flagships.

    Tangem said this recognition of the Great Green Wall Initiative as a key programme for land restoration had elevated it beyond being an African project.

    “When people were still talking about the reality of climate change, Africa saw the need to respond to this challenge through this programme. The project has taken desertification and drought to the global agenda,” Tangem said.

    Inger Andersen, Executive Director of the United Nations Environmental Programme (UNEP), warns that the world cannot turn a blind eye to the impacts and effects of degraded lands in places like the Sahel, where millions face multiple vulnerabilities, including climate shocks and conflict. Action to tackle the drought is of utmost urgency, Andersen stressed.

    Noting that desertification was becoming a massive crisis, Ursula Gertrud von der Leyen, President of the European Commission, which is part of the International Drought Resilience Alliance, said the alliance is focusing on finding nature-based solutions and the right technology and societal approaches to prevent further land degradation.

    Presidents Pedro Sánchez Pérez-Castejón of Spain and Macky Sall of Senegal rallied world leaders to create the Alliance as “a specific solution for the United Nations” to the impacts of climate change. In a joint communication, they declared that building resilience to drought disasters was the way to secure the gains made on sustainable development goals, particularly for the most vulnerable people.

    War, Famine, Disease, Disasters – 2022 – a Year Staring at Apocalypse

    Beyond the stark statistics of millions of people displaced by war and natural disasters, it has been a 12 months that tragically highlighted our global interconnections and how a confluence of events and trends can bring another year of record levels of hunger.

    Tens of thousands of soldiers and civilians (numbers given by the UN and involved parties vary enormously) have been killed in Ukraine since Russia launched war on February 24. More than 7.8 million Ukrainians have fled the country. Billions of dollars have been spent on armaments.

    But the impact of the war has been felt worldwide, driving up prices of basic commodities such as oil, gas, grain, sunflower oil and fertilisers. Somalia, now in the grip of the worst drought to hit the Horn of Africa in 40 years, used to import 90 per cent of its wheat from Russia and Ukraine.

    Commodities have been weaponised. Countries slipped back into recession, just as they were slowly recovering from the economic distress of Covid-19 lockdowns. A deepening relationship between sanctioned Russia and an energy- hungry China exacerbated existing tensions with the US over Taiwan. The result? China broke off climate cooperation efforts with the US in the run-up to the COP27 climate conference hosted by Egypt in November with 200 countries and 35,000 people attending.

    Against the backdrop of devastating floods in Pakistan and West Africa, and with 2022 on its way to becoming one of the five hottest years on record, agriculture and food security joined the COP27 agenda. Talks ran into extra time, as they tend to, and countries of the global South emerged with the landmark creation of a special fund paid by wealthier countries to address the Loss and Damage caused by climate change in the most vulnerable nations.

    “After 30 contentious years, delayed tactics by wealthy countries, a renewed spirit of solidarity, empathy and cooperation prevailed, resulting in the historic establishment of a dedicated fund,” said Yamide Dagnet, director for climate justice at the Open Society Foundations, reflecting a sense of hard fought victory among developing countries.

    Still unresolved however is which countries will give money and to whom. China in particular seems uneasy over which category it belongs to. However COP27 joined its 26 forerunners since 1995 in not reaching a binding agreement on cutting fossil fuel burning which has continued to rise globally, except for a brief pandemic dip. For this, many branded it a failure. “Humanity has a choice: cooperate or perish. It is either a Climate Solidarity Pact – or a Collective Suicide Pact,” UN Secretary-General Antonio Guterres told the opening plenary session. By the end, many felt the conference had concluded with the latter. Rather than falling, the latest estimates from the Global Carbon Project show that total worldwide CO2 emissions in 2022 have reached near-record levels.

    Victims of devastating floods, heatwaves and forest fires, and severe drought in Central Sahel and East Africa surely needed no confirmation from the final decision text of COP27 which recognises “the fundamental priority of safeguarding food security and ending hunger” and the vulnerability of food production to climate change.

    In this respect, COP27 recognised the importance of nature-based solutions – a theme driven by the International Union for Conservation of Nature (IUCN) in ringing alarm bells on the degraded soil, water sources and eco-systems caused by intensive agriculture with overuse of fertilisers and pesticides.

    According to FAO, more than 25 percent of arable soils worldwide are degraded, and the equivalent of a football pitch of soil is eroded every five seconds. The planet’s bio-diversity is being devastated as a result. As highlighted by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) in stressing the vital connections between Nature and people, a landmark report in July found that 50,000 wild species provide food, osmetics, shelter, clothing, medicine and inspiration. Many face extinction.

    As international agencies and NGOs (and media outlets) jostled and competed for funding to deal with the fallout from wars and climate emergencies, the International Fund for Agricultural Development (IFAD) which is active in the Sahel cautioned that only 1.7 per cent of all climate finance reaches small-scale producers in developing countries and as little as 8% of overseas aid goes to projects focused primarily on gender equality. Women’s empowerment has been made a major focus of ASAP+, IFAD’s new climate change financing mechanism.

    Women and girls are paying “an unacceptably high price” among communities hit by severe drought in the Horn of Africa, according to the UN Population Fund (UNFPA). It launched a $113.7 million appeal to scale-up life-saving reproductive health and protection services, including establishment of mobile and static clinics in displacement sites.

    Also overshadowed by wars and pandemics in 2022 were marginalised communities lacking a voice, suffering diseases such as leprosy or exploited in the form of child labour.

    Yohei Sasakawa, WHO Goodwill Ambassador for Leprosy Elimination, says many issues have been sidelined because of the Covid-19 pandemic. Society has the knowledge and means to stop and cure leprosy, he says in the ‘Don’t Forget Leprosy’ campaign by the Sasakawa Leprosy Initiative.

    “When people are still being discriminated against even after being cured, society has a disease. If we can cure society of this disease—discrimination—it would be truly epoch-making,” he told IPS.

    A similar message was delivered by Nobel Laureate Kailash Satyarthi who told the 5th Global Conference on the Elimination of Child Labour that a mere $53 billion per annum – equivalent to 10 days of military spending – would ensure all children in all countries benefit from social protection.

    International Labour Organisation and UNICEF statistics from 2020 show at least 160 million children are involved in child labour, a surge of 8.4 million in four years. Children denied education became a burning issue in Afghanistan in March when the Taliban declared that girls would be banned from secondary education. The UN said 1.1 million girls were affected. The late-night reversal of a decision by Taliban authorities to allow girls from grades 7 to 12 to return to school was met with outrage and distress, inside and outside Afghanistan.

    Denial of human rights to girls and women has fuelled the desire of many to get out of Afghanistan and seek a better life elsewhere, adding to the millions around the world forced to flee their homes because of conflict, repression or disaster. The Ukraine conflict has displaced more than 14 million people, about a third of the population.

    A UN Office on Drugs and Crime report on trafficking warns that refugees from Ukraine are at risk of including sexual exploitation, forced labour, illegal adoption and surrogacy, forced begging and forced criminality.

    As they come over border crossings into Poland, refugees – including victims of rape – are greeted with posters and flyers carrying warnings about jail terms for breaking local abortion laws, images of miscarried foetuses, and a quote from Mother Theresa saying: “Abortion is the greatest threat to peace”.

    UNDP, which is assisting the Ukraine government in getting access to public services for IDPs, says in its 2022 report, Turning the tide on internal displacement, that earlier and increased support to development is an essential condition for emerging from crisis in a sustainable way.

    “More efforts are needed to end the marginalization of internally displaced people, who must be able to exercise their full rights as citizens including through access to vital services such as health care, education, social protection and job opportunities” said Achim Steiner, UNDP Administrator.

    Nearly one million Rohingya refugees languishing in refugee camps in Bangladesh after being driven out of Myanmar in waves since 2016 would surely agree.

    Asif Saleh, executive director of BRAC, said to be the world’s largest NGO and founded by Sir Fazle after the independence of Bangladesh in 1972, says work needs to “shift towards a development-like approach from a very short-term umanitarian crisis-focused approach”. But the only solution for the Rohingya refugees is their sustainable and voluntary repatriation to Myanmar. As 2022 closes, that unfortunately looks highly unlikely as the military junta that seized power in 2021 fights ethnic armed organisations on multiple fronts.

    There was one seismic milestone event that happened in late 2022 although no one is quite sure exactly where and when. The few people to witness it were not aware either – not that it prevented the UN from declaring it a special day. The birth of the 8 billionth person was celebrated on November 15. The world’s population has doubled from 4 billion in 1974 and UN projections suggest we will be supporting about 9.7 billion people in 2050. Global population is forecast to peak at about 10.4 billion in the 2080s.

    Inger Andersen, executive director of the UN environment programme, sent a message to the baby, and the rest of the world, as countries meet in Montreal for the COP15 biodiversity conference this month.

    “We’ve just welcomed the 8 billionth member of the human race on this planet. That’s a wonderful birth of a baby, of course. But we need to understand that the more people there are, the more we put the Earth under heavy pressure,” she said.

    To Achieve Human Rights, Start with Food

    That fundamental right every one of us is entitled to — to be free from hunger — is at risk today like never before. Amid multiple global crises, such as climate change, pandemics, conflicts, growing inequalities and gender-based violence, more and more people are falling into the hunger trap.

    As many as 828 million people faced hunger in 2021, an increase of 150 million more people since 2019, before the outbreak of the Covid-19 pandemic. Most recent projections indicate that more than 670 million people could still not have enough to eat in 2030.

    It’s a far cry from the “zero hunger” target the world has ambitiously committed to less than a decade ago. It also shows just how deep inequalities run in societies across the world.

    There is enough food to feed everyone in the world today. What is lacking is the capacity to buy food that is available because of high levels of poverty and inequalities. The war in Ukraine has made things worse. It shocked the global energy market, which has caused food prices to surge even more. This year alone saw an increase of $25 billion in food import bills of the world’s 62 most vulnerable countries, a 39% increase relative to 2020.

    During the Covid-19 pandemic, a health crisis rapidly evolved into a food crisis, as the virus caused a shortage of farm workers and threatened to break down food supply chains. It taught us the importance of understanding the interlinked challenges of meeting growing food demand while protecting environmental, social and economic sustainability, as envisaged under the Sustainable Development Goals.

    Eighty percent of the global poor live in rural areas and rely on farming to survive. Many of them — women, children, indigenous people and people with disability — don’t have access to food and are struggling with poor harvest, expensive seeds and fertilizers, and lack of financial services. They are directly affected by the risks and uncertainties facing our agrifood systems.

    The gravity of the situation demands a holistic approach to tackle the hunger problem. We have to fix our broken agrifood systems to make them more inclusive, resilient and sustainable.

    It means that we must take a human rights-based approach so as to apply human rights principles in our efforts. International frameworks provide legal and policy guidance to achieve universal, fundamental human rights.

    The United Nations Committee on Economic, Social and Cultural Rights, for example, states that the right to food is indispensable for the fulfilment of other human rights. It emphasizes sustainability in that food must be accessible for both present and future generations. From availability, accessibility and healthy diets to food safety, consumer protection and the obligation of states to provide adequate food to their populations, it provides the foundation upon which to rebuild our agrifood systems.

    Creating a coherent policy and legal framework around those core content will promote the right to food.

    Since human rights are indivisible and interdependent, a human right cannot be enjoyed fully unless other human rights are also fulfilled. Advocating policies that promote other human rights — like health, education, water and sanitation, work and social protection — can positively impact the right to food as well.

    Human Rights Day calls for dignity, freedom, and justice for all. Let us remember the critical role the right to food plays in achieving these important principles. And without these principles, we cannot reduce poverty or improve the well-being of all.

    Food is fundamental to life. And it is key to strengthening our global efforts to find lasting solutions to today’s challenges.

    This Planet Is Drying Up. And these Are the Consequences

    In other words, droughts are one of the “most feared natural phenomena in the world;” they devastate farmland, destroy livelihoods and cause untold suffering, as reported by the world’s top specialised bodies: the UN Convention to Combat Desertification (UNCCD).

    They occur when an area experiences a shortage of water supply due to a lack of rainfall or lack of surface or groundwater. And they can last for weeks, months or years.

    Exacerbated by land degradation and climate change, droughts are increasing in frequency and severity, up 29% since 2000, with 55 million people affected every year.

    By 2050, droughts may affect an estimated three-quarters of the world’s population. This means that agricultural production will have to increase by 60% to meet the global food demand in 2050.

    This means that about 71% of the world’s irrigated area and 47% of major cities are to experience at least periodic water shortages. If this trend continues, the scarcity and associated water quality problems will lead to competition and conflicts among water users, adds the Convention.

    Most of the world already impacted

    The alert is loud and strong and it comes from a number of the world’s most knowledgeable organisations.

    To begin with, the World Meteorological Organization (WMO) on 29 November 2022 reported that most of the globe was drier than normal in 2021, with “cascading effects on economies, ecosystems and our daily lives.”

    Water

    Between 2001 and 2018, UN-Water reported that a staggering 74% of all-natural disasters were water-related.

    Currently, over 3.6 billion people have inadequate access to water at least one month per year and this is expected to increase to more than five billion by 2050.

    Moreover, areas that were unusually dry included South America’s Rio de la Plata area, where a persistent drought has affected the region since 2019, according to WMO’s The State of Global Water Resources report.

    Drying rivers, lakes

    In Africa, major rivers such as the Niger, Volta, Nile and Congo had below-average water flow in 2021.

    The same trend was observed in rivers in parts of Russia, West Siberia and in Central Asia.

    On the other hand, there were above-normal river volumes in some North American basins, the North Amazon and South Africa, as well as in China’s Amur river basin, and northern India.

    Cascading effects

    The impacts of climate change are often felt through water – more intense and frequent droughts, more extreme flooding, more erratic seasonal rainfall and accelerated melting of glaciers – with cascading effects on economies, ecosystems and all aspects of our daily lives, said WMO Secretary-General Petteri Taalas.

    “Changes to Cryosphere water resources affect food security, human health, ecosystem integrity and maintenance, and lead to significant impacts on economic and social development”, said WMO, sometimes causing river flooding and flash floods due to glacier lake outbursts.

    The cryosphere – namely glaciers, snow cover, ice caps and, where present, permafrost – is the world’s biggest natural reservoir of freshwater.

    Soils

    Being water –or rather the lack of it– a major cause-effect of the fast-growing deterioration of natural resources, and the consequent damage to the world’s food production, the theme of World Soil Day 2022, marked 5 December, is “Soils: Where food begins.”

    According to the UN Food and Agriculture Organization (FAO):

    • 95% of our food comes from soils.
    • 18 naturally occurring chemical elements are essential to plants. Soils supply 15.
    • Agricultural production will have to increase by 60% to meet the global food demand in 2050.
    • 33% of soils are degraded.

     

    Dangerously poisoned

    In addition to the life of humans, animals, and plants, one of the sectors that most depend on water–crops is now highly endangered.

    Indeed, since the 1950s, reminds the United Nations, innovations like synthetic fertilisers, chemical pesticides and high-yield cereals have helped humanity dramatically increase the amount of food it grows.

    “But those inventions would be moot without agriculture’s most precious commodity: fresh water. And it, say researchers, is now under threat.”

    Moreover, pollution, climate change and over-abstraction are beginning to compromise the lakes, rivers, and aquifers that underpin farming globally, reports the UN Environment Programme (UNEP).

    Salinised and plastified

    Such is the case, among many others, of the growing salinisation and ‘plastification’ of the world’s soils.

    In fact, currently, it is estimated that there are more than 833 million hectares of salt-affected soils around the globe (8.7% of the planet). This implies the loss of soil’s capacity to grow food and also increasing impacts on water and the ability to filter pollution.

    Soil salinisation and sodification are major soil degradation processes threatening ecosystems and are recognised as being among the most important problems at a global level for agricultural production, food security and sustainability in arid and semi-arid regions, said the UN on occasion of the 2021 World Soil Day.

    Wastewater

    Among the major causes that this international body highlights is that in some arid areas, there has been an increase in the amount of wastewater used to grow crops.

    “The problem can be exacerbated by flooding, which can inundate sewage systems or stores of fertiliser, polluting both surface water and groundwater.” Fertiliser run-off can cause algal blooms in lakes.

    Meanwhile, the amount of freshwater per capita has fallen by 20% over the last two decades and nearly 60% of irrigated cropland is water-stressed.

    The implications of those shortages are far-reaching: irrigated agriculture contributes 40% of total food produced worldwide.

    Soils are highly living organisms

    “Did you know that there are more living organisms in a tablespoon of soil than people on Earth?”

    Soil is a world made up of organisms, minerals, and organic components that provide food for humans and animals through plant growth, explains this year’s World Soils Day.

    Agricultural systems lose nutrients with each harvest, and if soils are not managed sustainably, fertility is progressively lost, and soils will produce nutrient-deficient plants.

    Soil nutrient loss is a major soil degradation process threatening nutrition. It is recognised as being among the most critical problems at a global level for food security and sustainability all around the globe.

    ‘Hidden’ hunger

    Over the last 70 years, the level of vitamins and nutrients in food has drastically decreased, and it is estimated that 2 billion people worldwide suffer from a lack of micronutrients, known as hidden hunger because it is difficult to detect.

    “Soil degradation induces some soils to be nutrient depleted, losing their capacity to support crops, while others have such a high nutrient concentration that represents a toxic environment to plants and animals, pollutes the environment and causes climate change.”

    AGRA Gets Make-Up, Not Make-Over

    Rebranding, not reform
    Instead of learning from experience and changing its approach accordingly, AGRA’s new strategy promises more of the same. Ignoring evidence, criticisms and civil society pleas and demands, the Gates Foundation has committed another $200 million to its new five-year plan, bringing its total contribution to around $900 million.

    Stung by criticism of its poor results, AGRA delayed announcing its new strategy by a year, while its chief executive shepherded the controversial UN Food Systems Summit of 2021. Following this, AGRA has been using more UN Sustainable Development Goals rhetoric.

    Hence, AGRA’s new slogan – ‘Sustainably Growing Africa’s Food Systems’. Likewise, the new plan claims to “lay the foundation for a sustainable food systems-led inclusive agricultural transformation”. But beyond such lip service, there is little evidence of any meaningful commitment to sustainable agriculture in the $550 million plan for 2023–27.

    Despite heavy government subsidies, AGRA promotion of commercial seeds and fertilizers for just a few cereal crops failed to significantly increase productivity, incomes or even food security. But instead of addressing past shortcomings, the new plan still relies heavily on more of the same despite its failure to “catalyze” a productivity revolution among African farmers.

    The name change suggests the 16-year-old AGRA wants to dissociate itself from past failures, but without acknowledging its own flawed approach. Recently, much higher fertilizer prices – following sanctions against Russia and Belarus after the Ukraine invasion – have worsened the lot of farmers relying on AGRA recommended inputs.

    It is time to change course, with policies promoting ecological farming by reducing reliance on synthetic fertilizers as appropriate. But despite its new slogan, AGRA’s new strategy intends otherwise.

    Last month, the Alliance for Food Sovereignty in Africa rejected the strategy and name change as “cosmetic”, “an admission of failure” of the Green Revolution project, and “a cynical distraction” from the urgent need to change course.

    Productivity gains and losses
    Despite spending well over a billion dollars, AGRA’s productivity gains have been modest, and only for a few more heavily subsidized crops such as maize and rice. And from 2015 to 2020, cereal yields have not risen at all.

    Meanwhile, traditional food crop production has declined under AGRA, with millet falling over a fifth. Yields actually also fell for cassava, groundnuts and root crops such as sweet potato. Across a basket of staple crops, yields rose only 18% in 12 years.

    Farmer incomes have not risen, especially after increased production costs are taken into account. As for halving hunger, which Gates and AGRA originally promised, the number of ‘severely undernourished’ people in AGRA’s 13 focus countries increased by 31%!

    A donor-commissioned evaluation confirmed many adverse farmer outcomes. It found the minority of farmers who benefited were mainly better-off men, not smallholder women the programme was ostensibly meant for.

    That did not deter the Gates Foundation from committing more to AGRA despite its dismal track record, failed strategy, and poor monitoring to track progress. Judging by the new five-year plan, we can expect even less accountability.

    The new plan does not even set measurable goals for yields, incomes or food security. As the saying goes, what you don’t measure you don’t value. Apparently, AGRA does not value agricultural productivity, even though it is still at the core of the organization’s strategy.

    Last month, the Rockefeller Foundation, AGRA’s other founding donor and a leader of the first Green Revolution from the 1950s, announced a reduction in its grant to AGRA and a decisive step back from the Green Revolution approach.

    Its grant to AGRA supports school feeding initiatives and “alternatives to fossil-fuel derived fertilisers and pesticides through the promotion of regenerative agricultural practices such as cultivation of nitrogen-fixing beans”.

    Business in charge
    AGRA’s new strategy is built on a series of “business lines”, e.g., the “sustainable farming business line” will coordinate with the “Seed Systems business line” to sell inputs. Private Village Based Advisors are meant to provide training and planting advice in this privatized, commercial reincarnation of the government or quasi-government extension services of an earlier era.

    The UN Food and Agriculture Organization successfully promoted peer-learning of agro-ecological practices via Farmer Field Schools after successfully field-testing them. This came about after research showed ‘brown hoppers’ thrived in Asian rice farms after Green Revolution pesticides eliminated the insect’s natural predators.

    China lost a fifth of its 2007-08 paddy harvest to the pest, triggering a price spike in the thinly traded world rice market. Seeking help from the International Rice Research Institute, located in the Philippines, a Chinese delegation found its Entomology Department had lost most of its former capacity due to under-funding.

    Earlier international agricultural research collaboration associated with the first Green Revolution – especially in wheat, maize and rice – seems to have collapsed, surrendering to corporate and philanthropic interests. This bitter experience encouraged China to step up its agronomic research efforts with a greater agro-ecological emphasis.

    Empty promises?
    The new strategy promises “AGRA will promote increased crop diversification at the farm level”. But its advisers cum salespeople have a vested interest in selling their wares, rather than good local seeds which do not require repeat purchases every planting season.

    AGRA is not strengthening resilience by promoting agroecology or reducing farmer reliance on costly inputs such as fossil fuel fertilizers and other, often toxic, agrochemicals. Despite many proven African agroecological initiatives, support for them remains modest.

    The new strategy stresses irrigation, key to most other Green Revolutions, but conspicuously absent from Africa’s Green Revolution. But the plan is deafeningly silent on how fiscally strapped governments are to provide such crucial infrastructure, especially in the face of growing water, fiscal and debt stress, worsened by global warming.

    It is often said stupidity is doing the same thing over and over again, expecting different results. Perhaps this is due to the technophile conceit that some favoured innovation is superior to everything else, including scientific knowledge, processes and agro-ecological solutions.

    Pan-African Approach to Tackle Food Insecurity Arising from Conflict and Climate Shocks

    Of the 24 countries classified as hunger hotspots by the UN’s Food and Agriculture Organization and the World Food Programme in 2022, 16 are in Africa. The continent accounts for 62 percent of the total number of food insecure in hotspot countries.

    “Over time, climate shocks have significantly impacted Africa’s fragile food chain. The most severe drought in the Horn of Africa in decades is ongoing, floods in West Africa and severe cyclones in Madagascar and Mozambique. Climate change will contribute to a decline in African agricultural yields, which are already very low, by 5 to 17 percent by 2050,” says Hafez Ghanem, former regional Vice President of the World Bank Group and a current non-resident senior fellow in the Global Economy and Development Program at the Brookings Institution.

    External factors – the disruption of food systems caused by the COVID-19 pandemic and the consequent reduced purchasing power, Russia’s invasion of Ukraine, which led to an increase in world food, fuel and fertiliser prices – coupled with drastic weather changes, and continuation or intensification of conflict and insecurity have compromised an already fragile food chain.

    Ghanem says that conflict and climate change are the most pressing challenges for Africa, creating conditions for food insecurity, worsening food insecurity levels and making it difficult for the continent to put food on the table. Rising food insecurities are, in turn, a catalyst for conflict.

    One in five, or an estimated 140 million people, in Africa, face acute food insecurity. The situation is even worse in conflict-affected countries and regions, including the Horn of Africa, northern Nigeria, eastern DRC and the Sahel region.

    According to FAO and WFP, three countries – DRC, Ethiopia, and Nigeria – account for more than 56 percent of the food insecurity in Africa.

    “The three countries have two characteristics in common, conflict and vulnerability to climate change. This situation is further worsened by external factors such as the war in Ukraine, global inflation and rising fuel prices,” he observes.

    As a net food and fuel importer, FAO research shows Ethiopia is particularly affected by high international prices. Food price inflation averaged 40 percent during the first half of 2022.

    The onset of floods in 27 Nigerian states earlier in February 2022 has, according to FAO and WFP joint reports, damaged 450,000 hectares of farmland, seriously compromising the 2022 harvest. Floods have similarly disrupted agriculture in South Sudan.

    Ghanem says that these climatic shocks coming after the locust infestation of 2019-2020, which affected 1.25 million hectares of land in Ethiopia, Kenya, and Somalia, have had substantial negative consequences for food security in the region. Political instability and conflict in Ethiopia, Sudan, South Sudan, and Somalia have worsened the situation.

    He says that the Sahel – Burkina Faso, Chad, Mali, Mauritania, and Niger – has seen a 50 percent increase in food insecurity compared to 2021. A reflection, he says, “of the sharp increase in political instability and conflict in Mali, Chad, Burkina Faso, and rising world prices for food, fuel, and fertilisers.

    Ghanem urges political leaders and civil society to address the root causes of conflict and instability and says solutions include dealing with the social, political and economic exclusion of large segments of the population. He says all people should feel invested in their own country.

    Against this backdrop, he argues for pan-African initiatives to boost food production “Africa’s agriculture has the lowest yields in the world. Africa has the least percentage of irrigated land and uses the least fertiliser per hectare. The continent also invests the least in research and development.”

    In the absence of up-to-date research to produce innovative approaches to combat challenges facing agriculture today and without the use of quality fertiliser, certified seeds and new and more climate change-resilient varieties of seeds, he says the continent will be hard-pressed to overcome rising food insecurities.

    “Despite these challenges, I am optimistic that pan-African initiatives and joint projects are viable to address these gaps, including establishing four or five research centres for agriculture on the continent, joint irrigation projects and building fertiliser-producing companies,” he explains.

    “Africa imports about 60 percent of all fertiliser use, making it very expensive for our farmers, leading to low fertiliser usage. We already have big fertiliser-producing companies, including Dangote in Nigeria and OCP in Morocco. The continent can work with such African fertiliser producers to establish more fertiliser factories on the continent.”

    He stresses that Africa is ripe with opportunities for inter-African cooperation and that the Africa Continental Free Trade Agreement, which all 54 countries have signed on the continent, will accelerate the free flow of goods and services and could increase pan-African investment projects in agriculture.

    In making a case for a pan-African approach to tackle food insecurity, Ghanem says besides open markets and free trade, this would be an opportunity to promote multi-country regional investments in infrastructure, which would, in turn, enhance agricultural productivity and resilience to climate change.

    Further, he sees such an approach as an opportunity to create an African council to coordinate and encourage agricultural research and development. Equally important, a pan-African approach could support a facility to ensure vulnerable African countries can finance food imports in times of crisis.

    Buoyed by its vast natural resources and human capital, he says a united vision for Africa will help develop Africa’s bread baskets and deliver a future with food security for all. For more on this subject, see Ghanem’s paper here.
