    The lab-leak theory of COVID’s origin has always been a little squirrelly. If SARS-CoV-2 really did begin infecting humans in a research setting, the evidence that got left behind is mostly of the cloak-and-dagger type: confirmations from anonymous government officials about vague conclusions drawn in classified documents, for example; or leaked materials that lay out hypothetical research projects; or information gleaned from who-knows-where that certain people came down with who-knows-what disease at some crucial moment. In short, it’s all been messy human stuff, the bits and bobs of intelligence analysis. Simple-seeming facts emerge from a dark matter of sources and methods.

    So it goes again. The latest major revelation in this line emerged this week. Taken at face value, it’s extraordinary: Ben Hu, a high-level researcher at the Wuhan Institute of Virology, and two colleagues, Yu Ping and Yan Zhu, could have been the first people on the planet to be infected with SARS-CoV-2, according to anonymous sources cited first in the newsletter Public and then in The Wall Street Journal. These proposed patient SARS-CoV-zeroes aren’t merely employees of the virology institute; they’re central figures in the very sort of research that lab-leak investigators have been scrutinizing since the start of the pandemic. Their names appear on crucial papers related to the discovery of new, SARS-related coronaviruses in bats, and subsequent experimentation on those viruses. (The Journal reached out to the three researchers, but they did not respond.)

    Is this the “smoking gun,” at last, as many now insist? Has the Case of the Missing COVID Origin finally been solved? If it’s true these were the very first infected people, then their professional activities mean they almost certainly caught the virus in the lab, not a market stall full of marmots and raccoon dogs. The origins debate has from the start revolved around a pair of dueling “coincidences.” The fact that the pandemic just happened to take off at a wet market suggests that the virus spilled over into humans from animals for sale there. But the fact that it also just happened to take off not too far away from one of the world’s leading bat-coronavirus labs suggests the opposite. This week’s information seems to tip the balance very heavily toward the latter interpretation.

    The only problem is, we don’t know whether the latest revelations can be trusted, or to what extent. The newly reported facts appear to stem from a single item of intelligence, furnished by a foreign source, that has bounced around inside the U.S. government since sometime in 2020. Over the past two and a half years, the full description of the sickened workers in Wuhan has been revealed with excruciating slowness, in sedimenting clauses, through well-timed leaks. This glacial striptease has finally reached its end, but is the underlying information even true? Until that question can be answered (which could be never), the origins debate will be stuck exactly where it’s been for many months: always moving forward, never quite arriving.

    The story of these sickened workers has been in the public domain, one way or another, since the start of 2021. Officials in the Trump administration’s State Department, reportedly determined to go public with their findings, put out a fact sheet about various events and circumstances at the Wuhan Institute of Virology around the beginning of the pandemic. Included was a quick description of alleged illnesses among the staff. The fact sheet didn’t name the sickened scientists or what they did inside the lab, or when exactly their illnesses occurred. It didn’t specify their symptoms, nor did it say how many scientists had gotten sick. If you boiled it down, the fact sheet’s revelations could be paraphrased like this:

    That vague stub did little to budge consensus views. The lab-leak theory had been preemptively “debunked” in early 2020, and broad disregard of the idea—contempt of it, really—hadn’t yet abated. The day before the State Department fact sheet was released, a team of 17 international experts dispatched by the World Health Organization arrived in Wuhan to conduct (with the help of Chinese scientists) a comprehensive study of the pandemic’s origins. By the time of their return in February 2021, they’d come out with their conclusions: The lab-leak theory was “extremely unlikely” to be true, they said.

    The next month, while the WHO team was preparing to release its final report, further details of the sick-researchers story began to trickle out. In a panel discussion of COVID origins and then in an interview with the Daily Mail, David Asher, a former State Department investigator who’s now a senior fellow at a conservative think tank, filled in a few more specifics, including that the researchers had been working in a coronavirus laboratory and that the wife of one of them later died. The intel had arrived from a foreign government, he said. Now the facts that were revealed could be summarized like so:

    Pressure for a more serious appraisal of the lab-leak theory grew throughout that spring. In May 2021, more than a dozen prominent virologists and biosafety experts published a letter in the journal Science calling for “a proper investigation” of the matter. A week later, The Wall Street Journal published a leak from anonymous current and former U.S. officials: According to a “previously undisclosed US intelligence report,” the paper said, the sickened researchers had been treated for their sickness at a hospital. In other words, they probably weren’t suffering from common colds. This new aspect of the narrative was making headlines now, like this:

    After all of this publicity, President Joe Biden ordered the intelligence community to redouble efforts to analyze the evidence. While that work was going on, the leaks kept coming. In a 12,000-word story for Vanity Fair, the investigative journalist Katherine Eban gave some backstory on the sick-research intelligence, claiming that it had been gathered in 2020 and then inexplicably file-drawered until State Department investigators rediscovered it. (One former senior official described this as a “holy shit” moment in an interview with Eban.) Her article contained another seemingly important detail, too: The sickened researchers were doing not simply coronavirus research, her sources told her, but the very sort of research that could produce amped-up versions of a pathogen—an approach known as “gain of function.” Later in the summer, Josh Rogin, a Washington Post columnist, added that, according to his unnamed sources, the sickened researchers had lost their sense of smell and developed ground-glass opacities in their lungs. By this point, in the middle of 2021, the expanded piece of intel amounted to the following:

    The latest revelations are coming at just the moment when Republicans are lambasting the Biden administration for failing to declassify COVID-origins intelligence in accordance with a law that the president signed. The Sunday Times quoted an anonymous former State Department investigator who said they were “rock-solid confident” that the three sick researchers had been sick with COVID, because people as young as the researchers would rarely be hit so hard by a mere seasonal illness. A few days later, someone spilled the researchers’ names to Public. On Tuesday, The Wall Street Journal matched the scoop, and it seemed that every detail of the once-secret information was now exposed:

    However vivid this may sound, its credibility remains unknown. Did Hu, Ping, and Zhu really get sick, as the intel claims? If so, was it really COVID? Two years ago, the Journal cited two anonymous sources on this question: One, the Journal wrote, called the intelligence “potentially significant but still in need of further investigation and corroboration”; the other said it was “of exquisite quality” and “very precise.” Just this week, anonymous officials in the Biden administration told The New York Times that intelligence analysts had already “dismissed the evidence,” by August 2022, about the sickened workers at WIV for lack of relevance. Which secret source should be trusted to explain the significance of this secret intelligence? Readers are left to sort that out themselves.

    In the meantime, over the past two years, even as the sickened-worker intel was revealed, a very different sort of evidence was mounting, too. A new research paper, published just days after Eban’s feature in Vanity Fair, revealed that live wild animals, including raccoon dogs, had been for sale at the Huanan market in Wuhan shortly before the pandemic started. In early 2022, scientists put out two detailed analyses of early case patterns and viral genome data, which argued in favor of the animal-spillover theory. Another study involving many of the same researchers came out this past spring, noting the presence of genetic material from raccoon dogs in early samples from the market; its authors described their findings as providing strong evidence for an animal origin. But other scientists were quick to challenge the study’s importance. A further study of the same data by Chinese scientists made a point of not ruling out the hypothesis that the pandemic had started with a case of tainted frozen seafood; yet another study, released in May, argued that the original work provided no useful information whatsoever on the question of COVID’s origins.

    So it goes with the animal-spillover theory. The evidence in favor has always been highly esoteric, knotted with data and interpretation. Scientific points are made—a particular run of viral nucleotides is a “smoking gun” for genetic engineering, one famous scholar said in 2021—and then they are re-argued and occasionally walked back. Long-hidden sample data from the market suddenly appear, and their meaning is subjected to vituperative, technical debate. If the evidence for a lab leak tends to come from messy human stuff, the evidence for animal spillover emerges from messy data. Simple-seeming claims are draped across a sprawl of numbers.

    In this way, the origins question has broken down into a pair of rival theories that don’t—and can’t—ever fully interact. They’re based on different sorts of evidence, with different standards for evaluation and debate. Each story may be accruing new details—fresh intelligence about the goings-on at WIV, for example, or fresh genomic data from the market—but these are only filling out a picture that will never be complete. The two narratives have been moving forward on different tracks. Neither one is getting to its destination.

    Among the things Jaime Herrera Beutler remembers about January 6, 2021, is that her husband managed to turn off the television just in time.

    He was at home with their three young children in southwestern Washington State when the riot began. It had taken him a few moments to make out the shaky footage of the mob as it tore through the Capitol. Then he started to recognize the hallways, the various corridors that he knew led to the House floor, where his wife was preparing to break from her party and speak in favor of certifying the 2020 presidential election for Joe Biden. He grabbed the remote before the kids could register what was about to happen.

    It was a few moments later that Herrera Beutler, huddled among her Republican colleagues, heard the door. “I will never forget the pounding,” she told me recently: Boom, boom, boom.

    Before January 6, Herrera Beutler was a purple-district congresswoman who had spent most of her 12-year tenure removed from controversy, passing legislation on bipartisan issues such as maternal health and endangered wildlife while maintaining a social conservatism that kept her in good standing with the base. In the weeks that followed the insurrection, however, when she and nine other House Republicans voted to impeach President Donald Trump, the 44-year-old found herself the pariah of a party whose broader membership, for most of her career, had not precisely known she existed. Today, when the 118th Congress is sworn in, she, like all but two of the Republicans who voted to impeach, will find herself out of office.

    In an interview with The Atlantic about her six terms in the House and the Trump-backed primary challenge that ousted her, Herrera Beutler remained convinced of Trump’s culpability for the events of January 6. Yet she appeared still bewildered that a crisis of such magnitude had come to pass, and that not even her own constituents were immune to Trump’s propaganda about the 2020 election and the insurrection itself. “I didn’t know that I had so many people who would be like, ‘What are you talking about? This was a peaceful protest,’” she told me. “I had no idea the depth of misinformation people were receiving, especially in my own home.”

    Throughout our conversation, it was clear that the insurrection’s fallout hadn’t changed Herrera Beutler the way it had Liz Cheney or Adam Kinzinger, the two Republicans who sat on the January 6 committee and who have publicly committed themselves to keeping Trump out of office. These and other Republicans who retired or lost their seats after voting to impeach Trump have seemed liberated to speak about the GOP’s widespread delusion over election fraud. But Herrera Beutler is different: refusing to say that the forces of Trumpism have triggered a fundamental shift in her party, even as her own career was upended by them. Despite two years of hindsight, she seems to have rationalized her party’s continued promotion of lies concerning January 6 as a function of tactical error—believing that had Republicans and Democrats agreed to proceed with witnesses during Trump’s impeachment trial, and had she communicated the stakes differently back home, her base would have rejected the conspiracy theories and accepted Trump’s guilt. “I know a majority of the Republicans who disagree with me on impeachment, had they seen and talked to the people that I had, and had they seen what I saw—I have no doubt about where they would have come down,” she said. “I really don’t.”

    That Herrera Beutler has arrived at this conviction might seem naive but is in many ways understandable. For the better part of 12 years, she has been reinforced in the idea that the Republicans in her district are ideologically independent, cocooned from the national party as it leaps from one identity to the next. In her first bid for Congress, at the height of the Tea Party wave, she easily beat challengers from the right to become, at just 31 years old, the first Hispanic to represent Washington State in Congress. She had barely unpacked before the media christened her the future of her party. To the disappointment of the Republican leadership, however, the young and charismatic statehouse veteran wasn’t terribly interested in developing a national profile. Over the next several years, Herrera Beutler instead oriented her office around the hyperlocal work her constituents seemed to prefer—efforts such as expanding the forest-products industry and protecting the Columbia River’s salmon and steelhead runs from sea lions.

    On January 6, Herrera Beutler’s career moved onto alien terrain. Immediately after the insurrection, she directed her staff to start making calls, to find out where Trump had been during the rioting and why. Late that afternoon, she texted White House Chief of Staff Mark Meadows for answers—“We need to hear from the president. On TV,” she sent, to no response—and, on January 11, two days before the impeachment vote, she privately pressed Kevin McCarthy for his impression of Trump’s culpability. During their conversation, the House minority leader confessed that the president had refused his pleas over the phone to call off the rioters—that as they smashed the windows of McCarthy’s office, Trump accused him of not caring enough about purported election fraud. For Herrera Beutler, it was enough to prove Trump’s guilt. In a press release the next day, and later a town hall back in her district, she invoked the conversation with McCarthy to explain her decision to vote to impeach.

    At the time, she hadn’t thought twice about airing the details of the Trump-McCarthy call. In the context of the various other things that she and the public had learned by that point, she told me, “I didn’t think it was unique or profound.” In fact, for McCarthy’s reputation, it was. The California Republican would soon make something of a penance visit to Trump at Mar-a-Lago, despite having been, according to Herrera Beutler and other (anonymous) Republican members who were privy to details of the call, terrified and livid at the height of the insurrection, acutely aware of Trump’s real-time recognition of the danger and refusal to do anything about it. Before long, Herrera Beutler’s revelation about the Trump-McCarthy call became the lead story on CNN. Jamie Raskin, the House Democrat managing Trump’s impeachment trial in the Senate, suddenly wanted to know everything about this congresswoman he had hardly heard of.

    For Herrera Beutler, the attention was unlike anything she’d experienced. “I wasn’t trying to insert myself into the national conversation,” she told me. “I wasn’t trying to be the, you know …” She trailed off, seemingly trying to say something like the truth teller. She was open to testifying in the impeachment trial and contacted Nancy Pelosi’s counsel about how to proceed, according to reporting by Rachael Bade and Karoun Demirjian in Unchecked, yet the House speaker’s attorney never relayed the message to Raskin and his staff. With zero surefire commitments from Republican witnesses to Trump’s conduct during the riot, and facing pressure from his own party not to gum up the 46th president’s honeymoon period with proceedings against the 45th, Raskin rushed the trial to a close.

    If Herrera Beutler had pushed more publicly to testify, would Raskin have charged ahead and subpoenaed others? Would it have changed the final vote in the Senate? It’s impossible to say. But for Herrera Beutler, the outcome remains bound up in regret. She said it was “overwhelming” when she began to realize “that good people, honest people, amazing people that I knew” believed, for example, that antifa had orchestrated the riot. “Because, at that point, what could I do?” In retrospect, she believes that pushing ahead with a full trial, before public opinion about January 6 could “bake,” as she puts it, might have plugged the flow of conspiracies in her district and elsewhere. The implication, left unsaid, is that it also might have changed the outcome of her primary. “Had we made everything as public as we could at that moment, I think that we could have come to a better agreed-upon actual history of what happened,” she said. “That’s the only thing that I wish I had known—I moved into this thinking we all had the same information, and we didn’t.”

    Though she said she appreciates the “sense of duty” of the lawmakers on the January 6 committee—whose final report was published just before we spoke—Herrera Beutler was pessimistic about the resonance of their work. “The challenge for me with the committee was that the 70 million people who voted for Trump are never going to get anything out of that,” she said. “And that’s who I wanted to move.”

    This past August, a Trump-backed Republican and former Green Beret named Joe Kent, who had promoted the former president’s lies about the 2020 election, defeated Herrera Beutler in the Third Congressional District’s jungle primary. (Two months later, Kent narrowly lost the general election to Marie Gluesenkamp Perez, who will be the first Democrat in the seat since Herrera Beutler took office in 2011.) On the one hand, Herrera Beutler seems clear-eyed about the forces behind her loss. “It’s just turned into such a tit-for-tat on personality things, and I think my base has definitely at times wanted to see more of that from me,” she said. “And that’s probably part of why the guy in my race made it as far as he did, because that was his oxygen—scratching that itch and making people feel justified in their ideas.”

    On the other hand, Herrera Beutler at various times in our conversation expressed an optimism about the future of Republican politics that seemed unmoored from the fact that her party’s base had rejected her. In criticizing both Republican and Democratic lawmakers she called “members in tweet only,” she said she often wondered what their constituents think “when they don’t get anything done—like when they can’t help a local hospital with a permit, or when Grandma can’t get her spouse’s disability payment from the VA.” “I don’t know if they just speechify when they go home,” she said, “but I know that the American people are going to get tired of that. It’s just a question of when, and under what circumstance.” The broader results of the midterm elections, in which numerous Republicans in the mold of Kent ultimately lost to Democrats, would seem to prove her point. But the results of countless Republican primaries, including the victories of election deniers such as Kari Lake in Arizona, indicate that the “when” is likely still far off.

    Perhaps one reason Herrera Beutler insists that a “restoration is coming” for the Republican Party: She’s probably going to run again. She won’t say so definitively; she told me she’s looking forward to living in one place with her family and “just being functional.” “I mean, would I be shocked if I ran for something? At some point in my future? No,” she said. The sheer possibility might explain her unwillingness to speak candidly about her party’s current leaders, even two years after the cumulative letdown of January 6. Reports have suggested that her long and friendly relationship with McCarthy, for instance, ruptured after she inadvertently exposed his two-faced response to the insurrection. Bade and Demirjian have written that the House Republican leader exploded at Herrera Beutler, making her cry. (In a joint statement, McCarthy and Herrera Beutler denied that this happened.) When I asked Herrera Beutler for her thoughts about McCarthy’s current bid for the speakership, she demurred, saying, “I don’t want to be the one who comments on that.”

    It wasn’t her place, she reasoned. She no longer has a voice in how the House Republican conference chooses to lead. And in the end, even if she is reluctant to acknowledge it, few things constitute more of an indictment of her party than this. All of the qualities that once fueled Herrera Beutler’s rise are still there. She is still a young Hispanic woman in a party that skews old, white, and male. She still rhapsodizes about individual liberty, still considers herself a social conservative in a moment when the Republican stance on abortion seems as unpopular as it ever has. But in little more than a decade, Herrera Beutler has gone from being the future of the party to a casualty of one vote.

    Three thousand miles away from Capitol Hill, she begins the work of moving on. She wants to continue to serve the public, she told me, but as a private citizen for the first time since her 20s, she’s still trying to figure out what that means. “I need a cause, something that gives me something to fight for,” she said. “And I just don’t know yet what that’s going to be.”

    The congressional committee investigating the January 6 insurrection delivered a comprehensive and compelling case for the criminal prosecution of Donald Trump and his closest allies for their attempt to overturn the 2020 election.

    But the committee zoomed in so tightly on the culpability of Trump and his inner circle that it largely cropped out the dozens of other state and federal Republican officials who supported or enabled the president’s multifaceted, months-long plot. The committee downplayed the involvement of the legion of local Republican officials who enlisted as fake electors and said almost nothing about the dozens of congressional Republicans who supported Trump’s efforts—even to the point, in one case, of urging him to declare “Marshall Law” to overturn the result.

    With these choices, the committee likely increased the odds that Trump and his allies will face personal accountability—but diminished the prospect of a complete reckoning within the GOP.

    That reality points to the larger question lingering over the committee’s final report: Would convicting Trump defang the threat to democracy that culminated on January 6, or does that require a much broader confrontation with all of the forces in extremist movements, and even the mainstream Republican coalition, that rallied behind Trump’s efforts?

    “If we imagine” that preventing another assault on the democratic process “is only about preventing the misconduct of a single person,” Grant Tudor, a policy advocate at the nonpartisan group Protect Democracy, told me, “we are probably not setting up ourselves for success.”

    Both the 154-page executive summary unveiled Monday and the 845-page final report released last night made clear that the committee is focused preponderantly on Trump. The summary in particular read more like a draft criminal indictment than a typical congressional report. It contained breathtaking detail on Trump’s efforts to overturn the election and concluded with an extensive legal analysis recommending that the Justice Department indict Trump on four separate offenses, including obstruction of a government proceeding and providing “aid and comfort” to an insurrection.

    Norm Eisen, a senior fellow at the Brookings Institution and the former special counsel to the House Judiciary Committee during the first Trump impeachment, told me the report showed that the committee members and staff “were thinking like prosecutors.” The report’s structure, he said, made clear that for the committee, criminal referrals for Trump and his closest allies were the endpoint that all of the hearings were building toward. “I think they believe that it’s important not to dilute the narrative,” he said. “The utmost imperative is to have some actual consequences and to tell a story to the American people.” Harry Litman, a former U.S. attorney who has closely followed the investigation, agreed that the report underscored the committee’s prioritization of a single goal: making the case that the Justice Department should prosecute Trump and some of the people around him.

    “If they wind up with Trump facing charges, I think they will see it as a victory,” Litman told me. “My sense is they are also a little suspicious about the [Justice] Department; they think it’s overly conservative or wussy and if they served up too big an agenda to them, it might have been rejected. The real focus was on Trump.”

    In one sense, the committee’s single-minded focus on Trump has already recorded a significant though largely unrecognized achievement. Although there’s no exact parallel to what the Justice Department now faces, in scandals during previous decades, many people thought it would be too divisive and turbulent for one administration to “look back” with criminal proceedings against a former administration’s officials. President Gerald Ford raised that argument when he pardoned his disgraced predecessor Richard Nixon, who had resigned while facing impeachment over the Watergate scandal, in 1974. Barack Obama made a similar case in 2009 when he opted against prosecuting officials from the George W. Bush administration for the torture of alleged terrorists. (“Nothing will be gained by spending our time and energy laying blame for the past,” Obama said at the time.)

    As Tudor pointed out, it is a measure of the committee’s impact that virtually no political or opinion leaders outside of hard-core Trump allies are making such arguments against looking back. If anything, the opposite argument—that the real risk to U.S. society would come from not holding Trump accountable—is much more common.

    “There are very few folks in elite opinion-making who are not advocating for accountability in some form, and that was not a given two years ago,” Tudor told me.

    Yet Tudor is one of several experts I spoke with who expressed ambivalence about the committee’s choice to focus so tightly on Trump while downplaying the role of other Republicans, either in the states or in Congress. “I think it’s an important lost opportunity,” he said, that could “narrow the public’s understanding as to the totality of what happened and, in some respects, to risk trivializing it.”

    Bill Kristol, the longtime conservative strategist turned staunch Trump critic, similarly told me that although he believes the committee was mostly correct to focus its limited time and resources primarily on Trump’s role, the report “doesn’t quite convey how much the antidemocratic, authoritarian sentiments have metastasized” across the GOP.

    Perhaps the most surprising element of the executive summary was its treatment of the dozens of state Republicans who signed on as “fake electors,” who Trump hoped could supplant the actual electors pledged to Joe Biden in the decisive states. The committee suggested that the fake electors—some of whom face federal and state investigations for their actions—were largely duped by Trump and his allies. “Multiple Republicans who were persuaded to sign the fake certificates also testified that they felt misled or betrayed, and would not have done so had they known that the fake votes would be used on January 6th without an intervening court ruling,” the committee wrote. Likewise, the report portrays Republican National Committee Chair Ronna Romney McDaniel, who agreed to help organize the fake electors, as more of a victim than an ally in the effort. The full report does note that “some officials eagerly assisted President Trump with his plans,” but it identifies only one by name: Doug Mastriano, the GOP state senator and losing Pennsylvania gubernatorial candidate this year. Even more than the executive summary, the full report emphasizes testimony from the fake electors in which they claimed to harbor doubts and concerns about the scheme.

    Eisen, a co-author of a recent Brookings Institution report on the fake electors, told me that the committee seemed “to go out of their way” to give the fake electors the benefit of the doubt. Some of them may have been misled, he said, and in other cases, it’s not clear whether their actions cross the standard for criminal liability. But, Eisen said, “if you ask me do I think these fake electors knew exactly what was going on, I believe a bunch of them did.” When the fake electors met in Georgia, for instance, Eisen said that they already knew Trump “had not won the state, it was clear he had not won in court and had no prospect of winning in court, they were invited to the gathering of the fake electors in secrecy, and they knew that the governor had not and would not sign these fake electoral certificates.” It’s hard to view the participants in such a process as innocent dupes.

    The executive summary and final report both said very little about the role of other members of Congress in Trump’s drive to overturn the election. The committee did recommend Ethics Committee investigations of four House Republicans who had defied its subpoenas (including GOP Minority Leader Kevin McCarthy, the presumptive incoming speaker). And it identified GOP Representative Jim Jordan, the incoming chair of the House Judiciary Committee, as “a significant player in President Trump’s efforts” while also citing the sustained involvement of Representatives Scott Perry and Andy Biggs.

    But neither the executive summary nor the full report chose quoted exchanges involving House and Senate Republicans in the trove of texts the committee obtained from former White House Chief of Staff Mark Meadows. The website Talking Points Memo, quoting from those texts, recently reported that 34 congressional Republicans exchanged ideas with Meadows on how to overturn the election, including the suggestion from Representative Ralph Norman of South Carolina that Trump simply declare “Marshall Law” to remain in power. Even Representative Adam Schiff of California, a member of the committee, acknowledged in an op-ed published today that the report devoted “scant attention …[to] the willingness of so many members of Congress to vote to overturn it.”

    Nor did the committee recommend disciplinary action against the House members who strategized with Meadows or Trump about overturning the result—although it did say that such members “should be questioned in a public forum about their advance knowledge of and role in President Trump’s plan to prevent the peaceful transition of power.” (While one of the committee’s concluding recommendations was that lawyers who participated in the efforts to overturn the election face disciplinary action, the report is silent on whether that same standard should apply to members of Congress.) In that, the committee stopped short of the call from a bipartisan group of former House members for discipline (potentially to the point of expulsion) against any participants in Trump’s plot. “Surely, taking part in an effort to overturn an election warrants an institutional response; previous colleagues have been investigated and disciplined for far less,” the group wrote.

    By any measure, experts agree, the January 6 committee has provided a model of tenacity in investigation and creativity in presentation. The record it has compiled offers both a powerful testament for history and a spur to immediate action by the Justice Department. It has buried, under a mountain of evidence, the Trump apologists who tried to whitewash the riot as “a normal tourist visit” or minimize the former president’s responsibility for it. In all of these ways, the committee has made it more difficult for Trump to obscure how gravely he abused the power of the presidency as he begins his campaign to re-obtain it. As Tudor said, “It’s pretty hard to imagine January 6 would still be headline news day in and day out absent the committee’s work.”

    But Trump could not have mounted such a threat to American democracy alone. Thousands of far-right extremists responded to his call to assemble in Washington. Seventeen Republican state attorneys general signed on to a lawsuit to invalidate the election results in key states; 139 Republican House members and eight GOP senators voted to reject the outcome even after the riot on January 6. Nearly three dozen congressional Republicans exchanged ideas with Meadows on how to overturn the result, or exhorted him to do so. Dozens of prominent Republicans across the key battleground states signed on as fake electors. Nearly 300 Republicans who echoed Trump’s lies about the 2020 election were nominated in November—more than half of all GOP candidates, according to The Washington Post. And although many of the highest-profile election deniers were defeated, about 170 deniers won their campaign and now hold office, where they could be in position to threaten the integrity of future elections.

    The January 6 committee’s dogged investigation has stripped Trump’s defenses and revealed the full magnitude of his assault on democracy. But whatever happens next to Trump, it would be naive to assume that the committee has extinguished, or even fully mapped, a threat that has now spread far beyond him.
