  • Report: Utilities make progress fixing gas leaks

    BOSTON — The state’s aging natural gas pipelines are still riddled with thousands of potentially dangerous and damaging leaks, according to a new state report that says utilities are making progress upgrading their infrastructure to reduce the hazards.

    Massachusetts utilities reported 20,564 gas leaks in 2024, about 4,675 of which were classified as “Grade 1” leaks, meaning they should be repaired immediately, according to the latest data from the state Department of Public Utilities.

  • House of the Seven Gables’ historic properties planned to relocate to address rising sea levels

    SALEM — The House of the Seven Gables is earmarking money to move five of its historic structures further inland in anticipation of rising seas and groundwater levels caused by climate change.

    As such, the organization is seeking grants and donations to implement its 50-year climate adaptation plan. In 2022, the Gables received a $509,919 grant from the state to study site conditions and create the plan that was completed in May.

  • AGs sue Trump EPA over solar energy program

    BOSTON — Attorney General Andrea Campbell has joined about two dozen other Democrats in suing the Trump administration over its decision to pull the plug on a $7 billion solar energy program for low-income households.

    The lawsuit, filed in U.S. District Court in Washington, alleges that the U.S. Environmental Protection Agency violated federal law and the Administrative Procedures Act when it terminated the Solar for All program, approved by Congress in 2023 as part of the Biden administration’s Inflation Reduction Act.

  • Healey rips EPA for delays in lead removal funding

    BOSTON — Gov. Maura Healey is renewing calls for the Trump administration to release federal funding to remove underground lead pipes from drinking water systems after months of delays.

    Healey blasted the U.S. Environmental Protection Agency for continuing to hold back the money from Massachusetts and other states. She said the delays have forced the state to discontinue its lead line replacement program that provides zero-interest loans to communities to identify and remove contamination.

    BOSTON — Attorney General Andrea Campbell is leading a group of Democrats demanding that the Trump administration scrap a controversial proposal to repeal a key scientific finding on climate pollution.

    In comments submitted to the U.S. Environmental Protection Agency, Campbell and 22 other Democratic attorneys general criticized the federal agency for its “illegal” and “fundamentally flawed” plans to ax a 2009 “endangerment finding” that concluded the accumulation of greenhouse gases pose a “serious threat” to public health.

    METHUEN — The city is looking to charge more for the disposal of construction materials.

    The City Council took up an amendment to the charter which would increase fees for individuals dropping off debris by $2 per 100 pounds during a meeting on June 1. A public hearing on the fees will be held at 6:45 p.m. on Monday, Aug. 5, at City Hall, 41 Pleasant St. The council will later take a vote on the matter.

    Under the change, residents would pay $12 per 100 pounds while the commercial rate would be set at $12.50 per 100 pounds. As outlined in the city’s municipal code, the current rate is $10 per 100 pounds for residents and $12 per 100 pounds, with a $50 minimum for commercial customers.

    “There are additional costs to the city for accepting construction and demolition debris as these add to the total waste tonnage that the city must pay to dispose of,” reads the ordinance.

    The city accepts construction and demolition waste at the Methuen Transfer Station, 50 Huntington Ave.

    The fees will be introduced as soon as the ordinance is approved.

    Department of Public Works Director Patrick Bower said contractors need to provide evidence they are working in Methuen when they dispose of materials at the transfer station.

    Bower said the city has gone from using one dumpster to six in recent years for construction and demolition waste.

    “We are charging more to the commercial user so if we have a contractor or something that is doing work in town we are going to charge them a little bit extra because they are technically making money,” Bower said. “The residential rate is just someone doing work at their house.”

    The charter levies fees for anything from air conditioners to CPUs.

    BOSTON — Byproducts of a trip to the market and convenience store, plastic bags get a bad rap from environmentalists as wasteful consumables that litter oceans, parks and beaches and take hundreds of years to break down.

    Voters in at least 160 cities and towns in Massachusetts, including Gloucester, Manchester, Newburyport and Marblehead, have banned the bags or restricted their use.

    Others are considering limits, including lawmakers on Beacon Hill, who have revived a push for a statewide ban.

    The state Senate voted 38-2 Thursday to approve a bill that will ban single use plastic bags and require retailers to charge customers 10 cents for a paper bag, among other initiatives to reduce plastic waste.

    Supporters of the ban say single-use plastic bags clog the waste stream and litter oceans, parks and beaches.

    “They may sit in a landfill. They may be incinerated, both of which release microplastics and greenhouse gases back into the environment,” Sen. Becca Rausch, a Newton Democrat, the bill’s primary sponsor, said in remarks ahead of the bill’s passage. They probably won’t be recycled because less than 10% of plastics are actually recycled in the United States. And plastics can persist in the environment for decades to centuries to an entire millennium.”

    Members of the Senate’s Republican minority voted against the bill, arguing that a single use plastic ban will hurt the state’s small businesses while doing little to reduce pollution.

    “This is going to cost consumers more, in a state that already has an incredibly high cost of living and while we’re trying to increase affordability,” Sen. Peter Durant, R-Spencer, said in remarks on Thursday. “I think this becomes too much, too much for us to bear. There are still solutions we can take to implement moving forward, but we have to look at the cost-benefit ratio.”

    Senate Minority Leader Bruce Tarr, one of two Republicans who voted for the bill, filed an amendment that would have removed the paper bag fee from the bill, but it was rejected by the Democratic majority.

    “If we are going to, rightfully, ban plastic bags, then we should not be dictatorial about how the market responds to the consequences,” the Gloucester Republican said.

    Lawmakers withdrew a proposed amendment that would have banned plastic liquor “nips” following pushback from the state’s package store owners who argued it would hurt business and do too little to reduce plastic pollution.

    Efforts to phase out the bags are opposed by the plastics and paper industries, as well as some retail groups, who call the restrictions unnecessary and costly.

    Beacon Hill has wrestled with the issue for years. Attempts at a statewide ban have faltered amid industry pressure.

    In 2019, a similar proposal fell apart after a legislative committee, deliberating behind closed doors, stripped the fee and added a “preemption” clause that would effectively override local plastic bag bans, many of them voter-approved.

    “What we’re really trying to do is encourage reuse,” said Janet Domenitz, executive director of MassPIRG, said Thursday. “So the ban on single use plastics gets rid of the most deleterious material. The fee on paper is a way to incentivize people bring your own bag.”

    Then-Gov. Charlie Baker suspended local plastic bag bans in 2020 and banned the use of reusable bags as part of a raft of measures to stop spread of COVID-19. The state rescinded those limits a year later after it proceeded with reopening plans, citing research that the virus doesn’t survive well on plastic surfaces.

    Nationwide, Americans throw away some 100 billion plastic bags a year, according to the U.S. Environmental Protection Agency, which says the average bag takes up to 1,000 years to break down. Most bags are used an average of 12 minutes.

    The bill now moves to the House of Representatives, which must approve it before sending it to Gov. Maura Healey’s desk for consideration.

    HAVERHILL — The city will borrow $12.4 million for a project aimed at reducing the amount of combined sewer overflows reaching the Merrimack River.

    The City Council this week unanimously approved borrowing $12.4 million for a project intended to reduce CSOs pouring into the Little River and into the Merrimack River while also improving the water distribution system in the Locke Street area.

    In his request for the funding, DPW Director Robert Ward told the council the amount of the loan order increased by about $2 million since the original request passed about a year ago.

    He said the project was deferred a year due to permitting issues hit by cost increases.

    He said a number of things, including the need for additional quantities of items such as 18-inch diameter pipes, the creation of additional stormwater outfalls not in the original cost estimates, the need to rehabilitate some stormwater drain pipes, additional roadway restoration costs and other items.

    The council was provided with documents explaining the project, which will play out in three phases over the next 10 years.

    In his letter to the council, Ward noted that in 2016 the city entered into a consent decree with the federal Environmental Protection Agency (EPA) and the Massachusetts Department of Environmental Protection (DEP) requiring the city to reduce CSOs.

    Ward said that before the 1960s, sewage and stormwater were commonly collected in the same pipe. These combined sewers were designed and built to overflow into nearby waterways to prevent excessive flooding during rain storms from backing up into basements, streets, parking lots and other areas.

    Ward said the Locke Street area is the city’s biggest contributor to CSO overflows into the Merrimack River.

    This Locke Street Phase 1 combined sewer overflow (CSO) separation and water system improvements project will involve separating the combined sewer system in that area into separate wastewater and stormwater systems, thereby reducing excessive stormwater entering the sewer system during rain events.

    Ward noted that Phase 1 separates about 3,500 feet of combined sewers in the Locke Street area by installing new stormwater pipes, disconnecting catch basins from them, and connecting them to the separate stormwater lines. The project also involves upsizing existing storm drains, installing new outfalls to increase capacity of the existing storm drain system, and rehabilitating existing sewers and manholes.

    In conjunction with the sewer and drain work, old, undersized water mains in the Phase 1 area will be replaced and upsized. Ward said it makes sense to upgrade water lines in that area rather than return at a future date and having to dig up the streets again.

    The average household’s sewer rate impact from this project will be less than $21 annually, Ward stated in his letter. The water rate impact will add about $8 to the annual bill for an average size household, he said.

    The loan order funds Phase 1 of three phases over the next 10 years or so. Phases 2 and 3 will be in other areas, including Primrose, Main Street and Lawrence Street, which also discharge into Little River and to the CSO outlet behind the downtown bus station.

    “We’re paying for the sins of the past,” Ward said.

    Schools in North of Boston and southern New Hampshire communities, including Newburyport, are among the largest recipients of grants in the latest round of Clean School Bus Program awards.

    As part of its ongoing effort to replace diesel-fueled school buses, the Biden administration said this week it will provide about 530 school districts across nearly all states with an additional $1 billion to help them purchase clean school buses.

    Massachusetts school districts are in line for more than $42 million to purchase electric buses as part of an effort to upgrade the state’s aging fleet and reduce emissions from diesel-powered vehicles.

    Newburyport is receiving $3 million for 15 buses, according to the Biden administration.

    The Derry Cooperative School District in New Hampshire is receiving one of the largest grants in the region – $8.6 million for 25 electric school buses, thanks to an application submitted by First Student Inc., the transportation contractor for the district.

    Several North of Boston school districts are also sharing in the e-bus funding, according to a list provided by the White House. Andover is receiving $5 million for 25 e-buses, while Ipswich is getting $5 million for 15.

    Salem is receiving $2.6 million for 13 e-buses, the Biden administration said. Other school districts, including Gloucester, Marblehead, Beverly and the Essex North Shore Agricultural and Technical School, are also getting funding to buy new e-buses.

    In addition to Derry, eight other New Hampshire districts such as Concord and Nashua will receive some of the funding, according to the White House. The money comes from the latest disbursements of grants through the Clean School Bus Program administered by the U.S. Department of Environmental Protection.

    The rebates will help school districts purchase more than 3,400 clean school buses – 92% of them electric – to accelerate the nation’s transition to zero-emission vehicles and produce cleaner air in schools and communities, according to the Biden administration.

    EPA Administrator Michael S. Regan said in a conference call with reporters Tuesday that the funding will help “transform the nation’s school bus fleet to better protect our most precious cargo – our kids – saving school districts money, improving air quality, and bolstering American manufacturing all at the same time.”

    The federal program has awarded nearly $3 billion for 8,500 electric and alternative fuel buses in more than 1,000 school districts, according to the Biden administration.

    Low-income, rural and tribal communities – accounting for about 45% percent of the selected projects – are slated to receive roughly 67% of the total funding, per the administration.

    Regan noted how “low-income communities and communities of color have long felt the disproportionate impacts of air pollution leading to severe health outcomes that continue to impact these populations.”

    As for business and economic opportunities, Regan pointed to the development of well-paying manufacturing jobs and investment in local businesses stemming from the increasing demand for these clean school buses.

    “As more and more schools make the switch to electric buses, there will be a need for American-made batteries, charging stations and service providers to maintain the buses supercharging and reinvigorating local economies,” he added.

    The program was initially funded through the Bipartisan Infrastructure Law signed by Biden in November 2021, which includes $5 billion over five years to replace the country’s current school buses with “zero-emission and low-emission models.”

    In January, the EPA announced more than $1 billion in funding for 2,700 clean school buses in 280 school districts in 37 states, including Massachusetts.

    Federal health officials say exposure to diesel exhaust can lead to major health conditions such as asthma and respiratory illnesses, especially among children.

    Despite the Biden administration’s efforts, e-buses still make up a tiny percentage of the buses on the roads nationwide, according to the U.S. Department of Transportation.

    The number of e-buses grew by 112% between 2018 and 2021. But with just 1,300 on the roadways in 2021, that represented just 2% of the transit buses in operation, according to DOT data. Of about 500,000 school buses nationwide, only 1,800 were electric in 2021, the federal agency said.

    A family is being investigated after reportedly contaminating a Brazilian waterfall and river with blue dye in an outrageous gender reveal stunt.

    Viral videos of the over-the-top stunt last Sunday in the state of Mato Grosso caught the attention of environmental officials, according to several media reports.

    The stunt was a violation of Brazil’s federal environmental law, a spokesperson for Mato Grosso’s environment protection agency told The Washington Post.

    An unidentified family member behind the stunt is being charged with harming the environment, and an ongoing investigation will determine penalties and fees, according to the agency.

    Investigators will “determine if there was environmental damage, depending on the material released into the water,” Brazil’s environmental authority SEMA (Secretaria de Estado de Meio Ambiente do Mato Grosso) noted in a statement translated by Gizmodo.

    As of Monday investigators found “no change in the water’s physical parameters, such as color and other, and no trace of local fish mortality,” according to SEMA.

    Nevertheless, the agency said dumping a substance into the water “constitutes an infraction” under Brazilian law, and penalties can be as high as the equivalent of $9,300.

    The 59-foot-tall waterfall is located in the town of Tangará da Serra, a popular area for eco-tourism. The waterfall spills into the Queima Pé river, which is an important fresh water source for the community, which has been struggling with severe drought.

    Most people responding to the video on social media were outraged by the “gender reveal,” an event that is increasingly pitting couples against one another to present the most narcissistically outrageous, often reckless, extravaganzas.

    Last year, a California couple was charged with manslaughter after the smoke bomb they used in a gender reveal party sparked a massive wildfire. A gender reveal stunt off the coast of Mexico last year also ended in tragedy when a plane announcing the baby’s sex crashed into the sea, killing two people who were on board.

    “So many ways to do a gender-reveal party and they chose just the one that has an environmental impact,” Vanessa Costa, a Brazilian forestry engineer and content creator, wrote on Twitter.

    She added in an Instagram post: “The act of dyeing the water is pollution. You are polluting those waters, and that’s an environmental impact,” she said.

    Another wrote: “Who needs drinking water when you have ‘likes’?”

    “What happened to cutting into a cake? Why does nature keep getting damaged because these people think they’re special?” one critic on social media responded to the waterfall stunt, reported The Independent.
