    Biden looks to win over Pacific Island leaders at summit

    WASHINGTON — President Joe Biden is hosting Pacific Island leaders for a two-day summit as the U.S. looks to counter China’s military and economic influence in the region. Pacific Island leaders, meanwhile, see an even more pressing concern: climate change.

    Secretary of State Antony Blinken kicked off the summit on Wednesday with a luncheon for the Pacific Island leaders and other senior officials from the region. U.S. climate envoy John Kerry will hold a climate roundtable with the leaders, and White House national security adviser Jake Sullivan will join them for a dinner hosted by the U.S. Coast Guard.

    Biden is set to address the leaders at the State Department on Thursday and will host them for a dinner at the White House. The leaders also are to meet with House Speaker Nancy Pelosi, Commerce Secretary Gina Raimondo and U.S. business leaders.

    Leaders from Fiji, the Marshall Islands, Micronesia, Palau, Papua New Guinea, Samoa, the Solomon Islands, Tonga, Tuvalu, Cook Islands, French Polynesia and New Caledonia are attending. Vanuatu and Nauru are sending representatives, and Australia, New Zealand and the secretary-general of the Pacific Island Forum sent observers, according to the White House.

    “This summit reflects our deep, enduring partnership with the Pacific Islands; one that’s underpinned by shared history, values, and enduring people-to-people ties,” Blinken told leaders as he opened the summit. Talks are expected to touch on climate change, the coronavirus pandemic and economic recovery, maritime security, environmental protection and the Indo-Pacific.

    The first-of-its-kind summit comes as the administration has sought to demonstrate that the U.S. remains committed to being a enduring player in the region.

    While the high-level gathering is welcomed by the region’s leaders as a signal of Biden’s commitment to the Pacific, there’s also a healthy skepticism about whether the United States will remain engaged for the longer term in the Pacific Islands. The area has received diminished attention from the U.S. in the aftermath of the Cold War and China has increasingly filled the vacuum, analysts say.

    The Solomon Islands has signaled it was unlikely to sign on to a joint statement that the U.S. hoped to have hashed out by the end of the summit, according to a diplomat familiar with summit planning.

    The diplomat, who was not authorized to comment publicly and spoke on the condition of anonymity, said the resistance is driven in part by the Solomon Islands’ tightening relationship with Beijing and in part is seen as an effort to press the U.S. for greater economic assistance.

    A senior Biden administration official who briefed reporters before the summit said discussions on the joint statement are still ongoing.

    For the Biden administration, stemming the growing influence of China is a high priority. But for many of the Pacific Island leaders, climate change is the existential crisis that demands attention above all else.

    Last week at the U.N. General Assembly, Prime Minister Kausea Natano of the tiny island of Tuvalu described how rising sea levels have affected everything from the soil that his people rely on to plant crops, to the homes, roads and power lines that get washed away. The cost of eking out a living, he said, eventually becomes too much to bear, causing families to leave and the nation to disappear.

    “This is how our islands will cease to exist,” Natano said.

    In June, Inia Seruiratu, Fiji’s minister for defense, said at the Shangri-La Dialogue that “machine guns, fighter jets, gray ships and green battalions are not our primary security concern.”

    “The single greatest threat to our very existence is climate change,” he said.

    Plans for the summit were announced earlier this month, just days after the Solomon Islands called on the U.S. and Britain not to send naval vessels to the South Pacific nation until approval processes are overhauled. The Solomons in April signed a new security pact with China — a moment that analysts say has created increased urgency for the Biden administration to put greater focus on the region.

    The United States and Britain are among countries concerned that a new security pact with Beijing could lead to a Chinese naval base being constructed less than 1,200 miles (2,000 kilometers) off Australia’s northeast coast.

    Darshana Baruah, a senior fellow at the Carnegie Endowment for International Peace, said Beijing has been more present in the region in the last decades.

    “The first questions from the islands to the United States are, ‘Is this going to last beyond the current tense cycle? Are you going to keep showing up,?’” Baruah said. “The second question is, ‘What kind of messaging is this sending across the Indo-Pacific? Are you mistakenly giving the impression that if you want Washington’s attention you must grab Beijing’s purse?’”

    In the leadup to the summit, Pacific Island leaders made clear that they want increased U.S. assistance on battling the impacts of climate change and help for their economies recovering from the COVID-19 pandemic, according to a senior Biden administration official.

    The official, who was not authorized to comment publicly and spoke on the condition of anonymity, acknowledged that the “lapse” in the U.S. efforts in the region comes up in “every meeting” with Pacific Island leaders. The White House plans to announce its first U.S. Pacific Island Strategy and announce that the Democratic president will appoint a U.S. envoy to the Pacific Islands Forum.

    The U.S. will also be seeking to mend relations with the Marshall Islands, which for decades has been a strong ally but which is in a bitter dispute over a treaty that’s up for renewal.

    Just last week, the Marshall Islands pulled out of a negotiating session with the U.S. over their Compact of Free Association, which expires next year. The Marshall Islands says the U.S. isn’t engaging in its claim for proper reparations from the legacy of U.S. nuclear testing in the islands.

    The Marshall Islands says there was extensive environmental and health damage from the dozens of tests in the 1940s and ’50s, which a settlement in the 1980s fell well short of addressing.

    The U.S. has treated the Marshall Islands, along with nearby Micronesia and Palau, much like territories since World War II, and observers worry that a weakening of those ties would play into the hands of China.

    The administration in recent months has sought to have greater presence in the region. In February, Blinken became the first U.S. secretary of state to visit Fiji in 37 years. And in recent months, the U.S. along with Australia, Japan, New Zealand and the U.K. created an informal group aimed at boosting economic and diplomatic ties with Pacific Island nations dubbed Partners in the Blue Pacific.

    During the Fiji visit, Blinken announced the U.S. would open an embassy in the Solomon Islands. The U.S. operated an embassy in the Solomons for five years before closing it in 1993. Since then, U.S. diplomats from neighboring Papua New Guinea have been accredited to the Solomons, which has a U.S. consular agency.

    Guadalcanal, the largest landmass in the Solomon Islands, was the site of the crucial battles between Allied forces and Japan early in World War II.

    This past summer Europe experienced the worst drought in 500 years, according to the Global Drought Observatory, during which 2/3 or Europe was under drought conditions with serious consequences for hydropower generation, the cooling systems of nuclear power plants, river transport, and water available for agriculture, industry and consumers. Compounded by the ongoing effects of climate change, it is clear to many that a comprehensive response is needed to mitigate the impacts of more extreme weather on water security going forward. 

    Clean TeQ Water (ASX:CNQ), whose portfolio of technology solutions have been developed for maximum water recovery in water-scarce Australian conditions can play a role in improving Europe’s resilience against droughts.

    To meet this potential demand, Clean TeQ Water has opened a European office on the Water Campus in Leeuwarden, a city in the north of the Netherlands. The Water Campus is a water hub which locates various water companies, a world-leading water research centre (the Wetsus Institute) and a university with a water application centre, providing extensive facilities to do piloting and test work. Clean TeQ Water has also joined the Water Alliance, a partnership of public and private companies, research institutes and government agencies that focuses on innovative and sustainable water technology that can be used worldwide.

    Clean TeQ expects most demand in Europe to come for three of its solutions. The first is HIROX, which provides an ultra-high water recycling rate (typically >95%), thus maximizing the utilization of existing water resources. CNQ is currently implementing a large-scale HIROX plant in the Middle East where the increased recovery means the useful life of the well water sources is more than doubled. 

    A second source of demand could be driven by Europe’s stringent regulation on nutrient recycling and removal, for which Clean TeQ Water has developed BIOCLENS and PHOSPHIX, solutions that remove and recycle nitrate, ammonia and phosphate.

    Thirdly, in Europe, as in many other places in the world, concerns about persistent chemicals in drinking and wastewater have resulted in demand for upgrading of existing water treatment infrastructure. CNQ has developed Graphene Membranes, which will bring a range of benefits to the drinking and wastewater sectors in Europe as they enter the market over the coming years.

    The addition of the European office significantly improves Clean TeQ Water’s ability to engage local customers interested in these technologies, by allowing it to do local pilots, implement projects, and provide aftermarket operations and maintenance services.

    The Appalachian Mountain Club (AMC) today launched See the Darka public awareness program to highlight the importance of the night sky and elevate understanding of the impact of light pollution. The program includes an online information campaign and a free educational unit designed for middle school teachers. 

    “At AMC, we envision a world where our natural resources are healthy, loved, and always protected—and that includes the night sky,” said Susan Arnold, Interim President and CEO of AMC. “In 2021, our Maine Woods Property was designated as an International Dark Sky Park by the International Dark Sky Association, becoming the first such park in New England. See the Dark brings the lessons and insights from that work to a much broader audience.” 

    Arnold pointed to a growing disconnect between people and the night sky. Ninety-nine percent of the population of the United States lives someplace where the night sky is obscured by light pollution. Without light pollution, about 2,500 stars are visible to the human eye. That number drops to 200 stars in suburbs and less than a dozen in cities. That means urban dwellers are disproportionately denied access to one of nature’s most beautiful treasures.

    AMC created a Dark Sky Classroom Program to raise awareness of this issue. The free, easy-to-implement, three-day mini-unit is designed to help students learn about light pollution and the benefit of dark skies. The program was created by educators and is aligned with NGSS standards. 

    As an added incentive, AMC is also announcing a companion digital photo essay contest in which students can submit their work and be entered to win prizes. One lucky teacher and their class will win a two-night stargazing experience at the Appalachian Mountain Club’s Little Lyford Lodge in Maine’s Moosehead Lake region.     “It’s incredible that so many people cannot see the beauty that exists right above their heads,” said Arnold. “Our hope is to start a conversation that leads to a greater appreciation of the dark.” 

    In addition to the school-based program, AMC created a website – www.SeeTheDark.org – dedicated to providing a one-stop-shop for videos and stories highlighting the benefit of the dark sky.

Through her art, she hopes to drive greater awareness that conserving animals and the natural environment is a foundation for a stable and healthy human society.

    As an artist who focuses her attention on capturing the beauty of the natural world, Irina Pushkavera wanted to do her part to save it. Her latest collection of paintings showcase SW Florida’s diverse wildlife, with a portion of every print sold going to support the efforts of the Florida Wildlife Federation.

    “This project is important to me because I see how fast the state of Florida is being developed, and how negatively this development impacts Florida’s nature and its wild species. People seem to underestimate the importance of nature in our modern society. Today, people struggle a lot with anxiety, chronic stress, depressive moods and even depression. But it was proven that watching animals in the wild brings joy, peace and harmony to one’s mind,” Pushkareva explained.

    This project also serves as a reminder that our environment, its animals and humankind are all tied together.

    “The reason I chose to paint wild animals thriving in their natural surroundings, is because I wish to bring the feelings of joy, serenity and harmony to people through my art. People often act on emotions, on whatever feels good in the moment. When we do that, we create chaos in our lives, in other people’s lives, and in our surroundings as well. Only when we are calm and peaceful, our rational thinking turns on. Our emotions no longer direct how we act. Instead, we decide what is more rational and effective to do at the moment,” Pushkareva said. “It is important to protect and serve the natural environment we live in, because we can’t flourish as a society without it. But, nature can flourish without us. The more we connect to nature, the more we connect with our true selves.”

    Irina Pushkareva began to draw and paint as soon as she could hold a pencil at the age of 1 and half. In her teenage years, Irina was trained in traditional ways of painting and drawing, but found it restricting and wanted to break free from traditional art. In 2016, while studying in Parsons, Pushkareva developed her own contemporary oil painting style, which allowed her to create “lines” of oil paint, instead of blending all the shades together like seen in traditional art forms.     An Orange County company that formed in response to the BP oil spill in the Gulf of Mexico in 2010 is now leveraging their unique foam technology to assist in local oil spill clean-up efforts. Advanced Innovative Recovery Technologies, Inc. (AIRTech) began outreach today to local, state and federal agencies to offer donated supplies to clean affected animals, as well as to offer demonstrations of how their products have been successfully employed in numerous clean-up efforts across the country.

    AIRTech manufactures EPA, and California Fish & Wildlife Approved, non-toxic foam that soaks up 14 times its own weight in oil. These foam towels are perfect for removing oil from oiled animals and birds. 

    “This is a safe way to clean oil off the animals, rather than subjecting them to soaps that strip them of their natural oils and prolong their safe return to the wild,” said Blake Ward, Chairman of the Board and founder of AIRTech. “Current clean-up efforts including the use of paper towels and dish soap are archaic and ineffective. We hope to get our foam pads, towels, sponges and degreasers in action cleaning up birds, wildlife and beaches as soon as possible.”

    Captured materials can be wrung out of the foam, and contained, allowing for the re-use of both the oil and the foam pads, towels, booms, or sponges.  This also eliminates the need to deal with hazardous waste.

    AIRTech also manufactures the only USDA Certified 100% Bio-Content cleaner/degreaser there is. These two materials were designed to work great together and are far superior methods for cleaning up oiled wildlife. The company, which has created custom projects for cleanups in various industries and for companies including Disney, demonstrated the clean-up ability of their booms in Los Alamitos Bay and the Los Cerritos Wetlands.

    “We need to clean up this mess quickly and efficiently, not with one paper towel at a time, ” Ward said. “Current spill response techniques actually make more of a mess – we hope to see our technology employed rapidly to start helping the birds, wildlife and beaches in Orange County.”

    Texas Trees Foundation (TTF) is proud to announce that the first Dallas Urban Forest Master Plan has officially been adopted by the Dallas City Council. This long-term strategic effort is a major milestone for the city and will provide the framework for action steps to maximize the value of our urban forest.

    Texas Trees Foundation commends Mayor Eric Johnson and Dallas City Council members Omar Narvaez and Chad West for their leadership and role in developing the UFMP and obtaining unanimous approval from the Dallas City Council.

    As the need for strategic management of the tree canopy and urban forest in Dallas came to the forefront, the collaborative work began between the Texas Trees Foundation and the City of Dallas to create the first plan of this type with funding provided by the Lyda Hill Philanthropies® and Oncor.

    Dr. Bobby Lyle, Chairman of the Board of Trustees for the Texas Trees Foundation noted, “This collaborative effort represents a major step forward for our city. It emphasizes the strategic importance of our urban forest and provides guidance for our community as the City of Dallas sets the standards and takes the lead in urban forestry management in North Texas.”

    This long-term strategic document specifically addresses urban challenges such as pests and disease control, rapid urban development, and inequitable distribution of tree canopy.

    “We want to thank all of the stakeholders that contributed to the success of the Dallas Urban Forest Master Plan,” said Janette Monear, President and CEO of the Texas Trees Foundation. “We are dedicated to advancing the 14 recommendations and 56 action items in the plan, and the Texas Trees Foundation looks forward to implementing those solutions.     Residents who pre-register on the City’s website will drive to Wilmer City Hall and collect their selected tree at City Hall square while following COVID-19 safety guidelines.

    Each tree will be accompanied by tree planting and maintenance instructions. Residents receiving a tree agree to water and tend to the tree during its establishment period.

    “The City of Wilmer is excited to partner with the Texas Trees Foundation to celebrate and recognize Earth Day 2021 by giving away trees to our residents,” said Sheila Petta, Mayor of Wilmer. “Every tree planted will help improve our wonderful city through beautification and preserve our environment for the future. We are committed to providing a clean, green, and safe place for residents to live, work, and play.”

    Tree giveaways that result in plants across the City can impact a number of environmental challenges and enhance neighborhood livability, such as providing shade, reducing heating/cooling costs, and improving the city’s overall infrastructure.

    By providing complimentary trees, the City of Wilmer aims to encourage residents to actively participate in making their community greener and cleaner, while also raising awareness about climate change.

    Zainab was recently invited by the Technological Aerospace Cluster (DTA) to attend two international events in Puglia, Italy. During her inspirational speeches on May 29-30, Zainab passionately spoke about the importance of investing in the next generation to encourage interest in STEM fields among youth. As an outspoken advocate, she elaborated on why both education and space exploration are essential to addressing some of the earth’s challenges. Zainab also candidly shared that her knowledge of space was obtained through personal research. “In order to get more young people interested in STEM and astronomy fields, in general, we need to educate,” said Zainab. “There are still 52 million children around the world that still don’t have an education.” She emphasized the importance of education, mentorship and access to opportunity for all. Zainab reiterated how essential it is to work together with women, people of color and youth to secure a future for the next generation to thrive and not just survive.

    Zainab’s passion for space exploration started when she was just 6 years old as she began learning about the solar system. In addition to her natural curiosity, Zainab’s parents and teachers helped to foster a love of space by providing access to quality resources. Zainab says she is inspired by female astronauts and their groundbreaking achievements, such as: Roberta Bondar, Sally Ride and Anousheh Ansari (the first female private space explorer), who has personally encouraged the teen in her endeavors.

    In 2015, Zainab was featured as part of, as well as invited to, speak at the inaugural International Space Girls Space Women Exhibition in Paris, France. This organization supports girls with space exploration dreams by connecting them with women in the industry.     Three programs falling under the Hawaiian Culture & Arts initiative include a cultural program that aims to support and expand outdoor classrooms to improve cultural and academic learning opportunities, the Music & Arts in School Program, which pairs professional, positive musicians with young people to create inspirational environments, and the Holly J Stevenson Arts Grants that provides support for native Hawaiians and women working in music, theater, and the visual arts. The amazing non-profit organization Mana Maoli will receive direct funding for its Mana Mele Project that features an incredible Music & Multimedia Academy.

They included a professor of philosophy and sociology, an attorney, and a retired police officer.

    According to the United Nations’ World Environment Day (WED) website, the dollar value ​of eco-crime outstripped illegal trade in small arms this year at an estimated $258 billion. This is 26 percent higher than previous estimates.

    The WED website also points out that:

    • More than one quarter of the world’s elephant population has been killed in the last decade.
    • Some of the world’s most vulnerable wildlife such as rhinos and elephants are being killed at a rate that has grown by more than 25 percent every year in the past decade.
    • Money generated from the illegal exploitation of natural resources funds rebel groups, terrorist networks and international criminal cartels.

    It was clear from each of the presentations at the forum that environmental irresponsibility is first and foremost a moral issue—a matter of personal choice. No matter how many regulations and laws exist, without a moral compass there is nothing to restrain people from destroying the natural resources we hold in trust for future generations.

    To address this and other pressing moral issues, the Church supports distribution of The Way to Happiness—a nonreligious moral code based entirely on common sense.
