    Dozens of firefighters are working to put out a blaze that is burning at an oil depot in St. Petersburg, Russian authorities said.

    Videos from the area posted on social media show a large plume of black smoke rising as explosions ring out.

    The fire was first reported at 10:59 a.m. local time, Russia’s Ministry of Emergency Situations said. A hangar of 80 by 10 meters (262 by 33 feet) is up in flames, but the full area of the conflagration is still being determined, the ministry said. Sixty firefighters and 12 emergency vehicles were on the scene as of around 1 p.m.

    Russian online news outlet Fontanka reported the fire was at the Ruchi oil depot.

    The cause of the incident is not yet known. No casualties have been reported so far.

    Two people have been injured and nearly 10,000 households left without power as Typhoon Haikui approaches Taiwan, the island’s official Central News Agency (CNA) reported on Sunday.

    The two injured people were traveling in a van when a tree fell on the vehicle, “leaving them trapped inside,” CNA said.

    They suffered injuries but were conscious and taken to hospital, it added.

    As of 2 p.m. local time on Sunday, more than 9,300 households in the Taitung and Hualien counties had lost electricity, state electricity provider Taipower said. Repair works are underway.

    The capital Taipei is currently experiencing heavy rains.

    Taiwan’s Central Weather Bureau said Typhoon Haikui was moving westwards at a pace of 7km (4.35 miles) per hour with winds of up to 155kph (96.31 mph).

    Haikui will be the first typhoon in four years to directly hit Taiwan and is expected to bring heavy rainfall to eastern regions, according to the weather bureau.

    It warned that heavy rainfall could trigger flash flooding and landslides in parts of the country. The mountainous Hualien county could see total precipitation of more than 500mm, it added.

    The typhoon was previously expected to make landfall near the southeastern city of Taitung around 5 p.m. local time on Sunday.

    As of 7 a.m. local time Sunday, more than 2,800 residents within seven counties and municipalities had been evacuated, the island’s Ministry of the Interior said.

    Seven counties and cities in southern and eastern Taiwan have suspended school and work for Sunday, according to the respective local governments. In addition, Yunlin county and the outlying Penghu county will suspend school and work from Sunday noon.

    The typhoon has led to the cancellation of 222 domestic flights and 37 international flights departing from Taiwan, according to Taiwan’s Ministry of Transportation and Communications.

    In neighboring Hong Kong, at least 86 injuries were reported from another typhoon, Saola, which made landfall in the city after passing through the northeastern Philippines.

    In an update on Saturday, Hong Kong authorities said they had received more than 1,500 reports of fallen trees, 21 cases of flooding and two reports of landslides.

    The typhoon has since weakened to a tropical storm but left in its wake hundreds of canceled and disrupted flights.

    Labor Day — one of the busiest driving holidays in the US — is on the horizon, and so is Hurricane Idalia. That’s potentially bad news for gas prices.

    The storm, which is expected to make landfall in Florida as a Category 3 hurricane on Wednesday, could bring 100 mile-per-hour winds and flooding that extends hundreds of miles up the east coast. The impact could take gasoline refinery facilities offline and may limit some Gulf oil production and supplies. Plus, demand for gas is expected to surge as residents of the impacted areas evacuate.

    “Idalia… could pose risk to oil and gas output in the US Gulf,” wrote the Nasdaq Advisory Services Energy Team.

    The storm is expected to make landfall as drivers nationwide load into their vehicles for the Labor Day weekend, pushing up the demand for gasoline even further.

    All together it means the price of oil and gasoline could remain elevated well into the fall.

    Generally, summer demand for oil tends to wane in September, but so does supply as refineries shift from summer fuels to “oxygenated” winter fuels, said Louis Navellier of Navellier and Associates. Since the 1990s, the US has required manufacturers to include more oxygen in their gasoline during the colder months to prevent excessive carbon monoxide emissions.

    With the storm approaching, that trend may not play out.

    What’s happening: Gas prices are already at $3.82 a gallon. That’s the second highest price for this time of year since at least 2004, according to Bespoke Investment Group. (The only time the national average has been higher for this period was last summer, when prices hit $3.85 a gallon).

    Geopolitical tensions have been supporting high oil and gas prices for some time. Recently, increased crude oil imports into China, production cuts by Russia and Saudi Arabia and extreme heat set off a late-summer spike in gas prices. And the threat of powerful hurricanes could send them even higher.

    Analysts at Citigroup have warned that this hurricane season could seriously impact power supplies.

    “Two Category 3 or higher hurricanes landing on US shores could massively disrupt supplies for not weeks but months,” Citigroup analysts wrote in a note last week. In 2005, for example, gas prices surged by 46% between Memorial Day and Labor Day because of the landfall of Hurricane Katrina, according to Bespoke.

    What it means: The Federal Reserve and central banks around the world have been fighting to bring down stubbornly high inflation for more than a year. This week we’ll get some highly awaited economic data: The Fed’s preferred inflation gauge, the Personal Consumption Expenditures index, is due out on Thursday. But the task of inflation-busting is a lot more difficult when energy prices are high, and it’s even harder when they’re on the rise.

    The PCE price index uses a complicated formula to determine how much weight to give to energy prices each month, but they typically comprise a significant chunk of the headline inflation rate.

    “Crude oil price remains elevated, even after the surge at the start of the Russia-Ukraine War,” said Andrew Woods, oil analyst at Mintec, a market intelligence firm. “Energy prices have been a major contributor to persistently high inflation in the US, so the crude oil price will remain a watch-out factor for future inflation.”

    High oil and gas prices are one of the largest contributing factors to inflation. That’s bad news for drivers but tends to be great for the energy industry, as oil prices and energy stocks are closely interlinked.

    Energy stocks were trading higher on Monday. The S&P 500 energy sector was up around 0.75%. Exxon Mobil (XOM) was 0.85% higher, BP (BP) was up 1.36% and Chevron (CVX) was up 0.75%.

    OpenAI, will release a version of its popular ChatGPT tool made specifically for businesses, the company announced on Monday.

    OpenAI unveiled the new service, dubbed “ChatGPT Enterprise,” in a company blog post and said it will be available to business clients for purchase immediately.

    The new offering, reports my colleague Catherine Thorbecke, promises to provide “enterprise-grade security and privacy” combined with “the most powerful version of ChatGPT yet” for businesses looking to jump on the generative AI bandwagon.

    “We believe AI can assist and elevate every aspect of our working lives and make teams more creative and productive,” the blog post said. “Today marks another step towards an AI assistant for work that helps with any task, is customized for your organization, and that protects your company data.”

    Fintech startup Block, cosmetics giant Estee Lauder and professional services firm PwC have already signed on as customers.

    The highly-anticipated announcement from OpenAI comes as the company says employees from over 80% of Fortune 500 companies have already begun using ChatGPT since it launched publicly late last year, according to its analysis of accounts associated with corporate email domains.

    A multitude of leading newsrooms, meanwhile, have recently injected code into their websites that blocks OpenAI’s web crawler, GPTBot, from scanning their platforms for content. CNN’s Reliable Sources has found that CNN, The New York Times, Reuters, Disney, Bloomberg, The Washington Post, The Atlantic, Axios, Insider, ABC News, ESPN, and the Gothamist, among others have taken the step to shield themselves.

    American Airlines just got smacked with the largest-ever fine for keeping passengers waiting on the tarmac during multi-hour delays.

    The Department of Transportation is levying the $4.1 million fine, “the largest civil penalty that the Department has ever assessed” it said in a statement, for lengthy tarmac delays of 43 flights that impacted more than 5,800 passengers. The flights occurred between 2018 and 2021, reports CNN’s Gregory Wallace.

    In the longest of the delays, passengers sat aboard a plane in Texas in August 2020 for six hours and three minutes. The 105-passenger flight had landed after being diverted from the Dallas-Fort Worth International Airport due to severe weather, with the DOT alleging that “American (AAL) lacked sufficient resources to appropriately handle several of these flights once they landed.”

    Federal rules set the maximum time that passengers can be held without the opportunity to get off prior to takeoff or after landing, at three hours for domestic flights and four hours for international flights. Current rules also require airlines provide passengers water and a snack.

    American told CNN the delays all resulted from “exceptional weather events” and “represent a very small number of the 7.7 million flights during this time period.”

    The company also said it has invested in technology to better handle flights in severe weather and reduce the congestion at airports.

    Satish Kumar sits in front of his submerged rice paddy in India’s Haryana state, looking despairingly at his ruined crops.

    “I’ve suffered a tremendous loss,” said the third generation farmer, who relies solely on growing the grain to feed his young family. “I will not be able to grow anything until November.”

    The newly planted saplings have been underwater since July after torrential rain battered northern India, with landslides and flash floods sweeping through the region.

    Kumar said he has not seen floods of this scale in years and has been forced to take loans to replant his fields all over again. But that isn’t the only problem he’s facing.

    Last month, India, which is the world’s largest exporter of rice, announced a ban on exporting non-basmati white rice in a bid to calm rising prices at home and ensure food security. India then followed with more restrictions on its rice exports, including a 20% duty on exports of parboiled rice.

    The move has triggered fears of global food inflation, hurt the livelihoods of some farmers and prompted several rice-dependent countries to seek urgent exemptions from the ban.

    More than three billion people worldwide rely on rice as a staple food and India contributed to about 40% of global rice exports.

    Economists say the ban is just the latest move to disrupt global food supplies, which has suffered from Russia’s invasion of Ukraine as well as weather events such as El Niño.

    They warn the Indian government’s decision could have significant market reverberations with the poor in Global South nations in particular bearing the brunt.

    And farmers like Kumar say market price rises caused by poor harvests doesn’t result in a windfall for them either.

    “The ban is going to have an adverse effect on all of us. We won’t get a higher rate if rice isn’t exported,” Kumar said. “The floods were a death blow to us farmers. This ban will finish us.”

    The abrupt announcement of the export ban triggered panic buying in the United States, following which the price of rice soared to a near 12-year high, according to the United Nations Food and Agriculture Organization.

    It does not apply to basmati rice, which is India’s best-known and highest quality variety. Non-basmati white rice however, accounts for about 25% of exports.

    India wasn’t the first country to ban food exports to ensure enough supply for domestic consumption. But its move, coming just one week after Russia pulled out of the Black Sea grain deal — a crucial pact that allowed the export of grain from Ukraine — contributed to global concerns about the availability of grain staples and whether millions would go hungry.

    “The main thing here is that it is not just one thing,” Arif Husain, chief economist at the United Nations World Food Programme (WFP) told CNN. “[Rice, wheat and corn crops] make up bulk of the food which poor people around the world consume.”

    Nepal has seen rice prices surge since India announced the ban, according to local media reports, and rice prices in Vietnam are the highest they have been in more than a decade, according to customs data.

    Thailand, the world’s second largest rice exporter after India, has also seen domestic rice prices jump significantly in recent weeks, according to data from the Thai Rice Exporters Association.

    Countries including Singapore, Indonesia and the Philippines, have appealed to New Delhi to resume rice exports to their nations, according to local Indian media reports. CNN has reached out to India’s Ministry of Agriculture but has not received a response.

    The International Monetary Fund (IMF) has encouraged India to remove the restrictions, with the organization’s chief economist, Pierre-Olivier Gourinchas, telling reporters last month that it was “likely to exacerbate” the uncertainty of food inflation.

    “We would encourage the removal of these types of export restrictions because they can be harmful globally,” he said.

    Now, there are fears that the ban has the world market bracing for similar actions by rival suppliers, economists warn.

    “The export ban is happening at a time when countries are struggling with high debt, food inflation, and declining depreciating currencies,” Husain from the WFP said. “It’s troubling for everyone.”

    Indian farmers account for nearly half of the country’s workforce, according to government data, with rice paddy mainly cultivated in central, southern, and some northern states.

    Summer crop planting typically starts in June, when monsoon rains are expected to begin, as irrigation is crucial to grow a healthy yield. The summer season accounts for more than 80% of India’s total rice output, according to Reuters.

    This year, however, the late monsoon arrival led to a large water deficit up until mid-June. And when the rains finally arrived, it drenched swathes of the country, unleashing floods that caused significant damage to crops.

    The heavy floods have affected the country's farmers.

    Surjit Singh, 53, a third generation farmer from Harayana said they “lost everything” after the rains.

    “My rice crops have been ruined,” he said. “The water submerged about 8-10 inches of my crops. What I planted (in early June) is gone… I will see a loss of about 30%.”

    The World Meteorological Organization last month warned that governments must prepare for more extreme weather events and record temperatures, as it declared the onset of the warming phenomenon El Niño.

    El Niño is a natural climate pattern in the tropical Pacific Ocean that brings warmer-than-average sea-surface temperatures and has a major influence on weather across the globe, affecting billions of people.

    The impact has been felt by thousands of farmers in India, some of whom say they will now grow crops other than rice. And it doesn’t just stop there.

    India's rice stock is piling up as a result of the ban.

    At one of New Delhi’s largest rice trading hubs, there are fears among traders that the export ban will cause catastrophic consequences.

    “The export ban has left traders with huge amounts of stock,” said rice trader Roopkaran Singh. “We now have to find new buyers in the domestic market.”

    But experts warn the effects will be felt far beyond India’s borders.

    “Poor countries, food importing countries, countries in West Africa, they are at the highest risk,” said Husain from the WFP. “The ban is coming on the back of war and a global pandemic… We need to be extra careful when it comes to our staples, so that we don’t end up unnecessarily rising prices. Because those increases are not without consequences.”

    Hundreds of people are still listed as unaccounted for after this month’s devastating wildfires on Maui – a number that’s expected to change as the FBI continues vetting names.

    The “validated list” curated by the FBI currently includes 388 names, Maui County said Thursday, as cell phone data is now being used to try to pinpoint where victims may have been when the deadliest US wildfire disaster in more than 100 years tore through the Hawaiian island. At least 115 people are confirmed dead, though authorities say that number is likely to change.

    The FBI on Friday acknowledged the list of names was “a subset of a larger list” of people who are believed to be missing. Steven Merrill, the bureau’s special agent in charge in Hawaii, said those currently on the list are people who authorities had more complete information about. Since the list was released, they’ve gotten “at least 100 people that have notified us that a certain person shouldn’t be on the list,” Merrill said – so the number of those still unaccounted for is expected to change.

    As the race to identify the lost continues, the state’s main electrical utility stands accused of compromising evidence in the fire investigation, and Maui County officials have followed others in suing the company over responsibility for the fire. First responders also are pressing for answers about why they weren’t better prepared after a similar ruinous fire five years ago.

    The updated list of the missing was released with hopes of confirming anyone who’s not truly still lost, officials said.

    “We’re releasing this list of names today because we know that it will help with the investigation,” Police Chief John Pelletier said in the release. “We also know that once those names come out, it can and will cause pain for folks whose loved ones are listed. This is not an easy thing to do, but we want to make sure that we are doing everything we can to make this investigation as complete and thorough as possible.”

    Pelletier said Friday that since the names were released, authorities have received hundreds of calls. Authorities would like to do a weekly update on the list of missing people to help notify the public, he said.

    The FBI has worked with agencies “to unduplicate people that have been reported missing,” Hawaii Gov. Josh Green said earlier Thursday in a social media post. Some 800 to 1,200 people have been listed as unaccounted for since the fires, he said.

    The grim search for those believed missing began shortly after wind-whipped flames tore through the island on August 8. Much of the western Maui community of Lahaina – once a lively economic and cultural hub – was left in ruins, with entire neighborhoods and businesses reduced to ash. Some residents were forced to jump into the ocean to survive as flames overtook the town.

    Search crews and cadaver dogs have searched 100% of single-story homes in the disaster area, Maui County officials said Tuesday. They are now going through multistory homes and commercial properties.

    And an FBI team that specializes in using cell phone data has launched in Maui to help identify potential fire victims, a law enforcement source told CNN. The Cellular Analysis Survey Team was on the island working with local law enforcement, the official said.

    The team can get and analyze cell phone company subscriber records and cellular tower registration data, which could prove useful to the search efforts by geolocating the last known area where a victim’s cell phone was operating.

    The team in the past has used information obtained through court orders to help with terrorism, kidnapping and criminal investigations.

    “Cellular telephone analysis” is among the resources being provided by the bureau, Steven Merrill, special agent in charge of the FBI’s office in Hawaii, said during news conference Tuesday without giving specifics.

    Additionally, Maui County has named a new interim administrator of the Maui Emergency Management Agency after its prior chief resigned from the post August 17.

    In announcing Darryl Oliveira’s hiring Friday, Maui County Mayor Richard Bissen said he has a track record of “invaluable experience and skill during challenging times.”

    Oliveira, who previously served as the administrator of the Hawaii County Civil Defense Agency, is expected to begin leading the county’s emergency agency Monday.

    As the human toll of the fire comes into focus, investigators also are trying to determine what sparked the flames, and while no official cause has been announced, the Hawaiian Electric Company is facing scrutiny over its actions before and after the fires broke out.

    Some evidence potentially vital in determining the cause of the deadly fire in Lahaina may have been compromised, Hawaiian Electric Company (HECO) acknowledged in an exchange with attorneys included in court documents obtained by CNN.

    The company said fallen power poles, power lines and other equipment were moved during firefighting efforts and as officials worked to make the area safe for residents, according to letters part of a class action lawsuit. The company told attorneys, who are representing Lahaina residents in the class action suit, that it was “possible, even likely” that evidence that “relate(s) to the cause of the fire” might be lost, correspondence obtained by CNN shows.

    The equipment was removed from the area around the Lahaina substation – which is thought to be where the blaze started – before federal investigators arrived.

    Those actions could have violated national guidelines, which say the fire scenes should be heavily preserved for investigators and any and all evidence should be secured and not removed from the site without documentation, court documents filed by attorneys say.

    The ATF said on August 17 that its National Response Team was being deployed to Hawaii to help determine the cause and origin of the deadly fire – days after the utility company acknowledged equipment and evidence had likely been moved or lost.

    On August 10 – two days after the wildfire devastated the town of Lahaina, a group of attorneys notified the utility of anticipated litigation and requested that all electrical equipment that may relate to the origin of the fire – including power poles, lines and conductors – be preserved.

    An attorney for Hawaiian Electric responded on August 11 that some potential evidence may have already been compromised during the firefight, not by the utility itself, but by others.

    John Moore, an attorney for the utility wrote to attorneys for the families on August 11 that the company’s main focus was the safety of first responders and displaced residents and restoring power.

    The company also noted it was taking steps to preserve property but local, state and federal agencies were on the ground and it was possible “that the actions of these third parties, whose actions Hawaiian Electric does not control, may result in the loss of property or other items that relate to the cause of the fire.”

    The families’ attorneys then submitted a request for a temporary restraining order to stop Hawaiian Electric from altering the scene where it’s believed the Lahaina fire started, court documents show.

    A judge signed an interim discovery order on August 18, detailing how the company should handle evidence around the scene, including preserving and protecting all physical evidence within a defined area and refraining from destructive testing.

    The order also specified that it was not making any findings of any wrongdoing at this time.

    The class action lawsuit was filed several days after the fires ignited alleging Hawaiian Electric failed to deenergize power lines ahead of the fire despite high wind and red flag warnings. The cause of the fire has not yet been determined. It is believed to have ignited near a power substation where “where authorities reported a downed power line early on August 8, 2023,” the complaint says.

    Hawaiian Electric vice president Jim Kelly previously told CNN that, “as has always been our policy, we don’t comment on pending litigation.”

    “At this early stage, the cause of the fire has not been determined and we will work with the state and county as they conduct their review,” he said.

    Hawaiian Electric has been “in regular communication with ATF and local authorities and are cooperating to provide them, as well as attorneys representing people affected by the wildfires, with inventories and access to the removed equipment, which we have carefully photographed, documented and stored,” spokesman Darren Pai told The Washington Post.

    CNN has requested further comment on the potentially compromised evidence.

    The ATF’s National Response Team, which is investigating the cause of the fire, declined to comment.

    While the investigation continues, Maui County officials made their position clear in a lawsuit filed Thursday, claiming “the negligence, carelessness, and recklessness, and/or unlawfulness” of Hawaiian Electric Company and its subsidiaries is directly responsible for the fires.

    The utility, known as HECO, “inexcusably kept their power lines energized” in early August, despite the National Weather Service issuing a High Wind Watch and a Fire Warning, the lawsuit alleges. The warnings cautioned that strong winds could knock down power lines and ignite a fire that would spread quickly due to dry conditions, the lawsuit indicated.

    Maui County is seeking damages from HECO that may total tens or hundreds of millions of dollars, said John Fiske, an attorney representing the county in the suit.

    “Our primary focus in the wake of this unimaginable tragedy has been to do everything we can to support not just the people of Maui, but also Maui County. We are very disappointed that Maui County chose this litigious path while the investigation is still unfolding,” a spokesperson from Hawaiian Electric told CNN in a statement.

    Hawaiian Electric Company serves 95% of the state’s customer base.

    As of Thursday, officials still were tracking at least three active fires on Maui, including the Lahaina fire, which was 90% contained after burning more than 2,170 acres. The Olinda fire, which has burned an estimated 1,081 acres, was 85% contained, and the Kula fire was also 85% contained, with just over 200 acres burned, county officials said.

    And even as fire crews work to find and contain hot spots, a Hawaii police union official said firefighters “were set up for failure” ahead of the outbreak.

    Following a destructive wildfire that broke out in 2018 under similar conditions in the same area, no wildfire management or other preventative methods were taken to mitigate future disasters, Nicholas Krau, the Maui Chapter Chair for the State of Hawaii Organization of Police Officers, told CNN.

    “We all knew this was going to happen again. While no one could have predicted this much destruction or loss of life, we all knew there would be another destructive fire that would threaten these same businesses and homes again,” Krau said. “I don’t know who’s responsible for preventing wildland fires and managing the private owned land where the fire started, but they should definitely answer for it.”

    More than 2,000 acres burned and 20 homes were damaged in the 2018 fire, county officials have said.

    Many police officers who helped with evacuations this month suffered smoke inhalation because they didn’t have proper respiratory protection, even after it was requested following previous fires, Krau said.

    “If someone needs help, (the police) are going to rush in and do everything they can to help. But the department and county of Maui have the obligation to properly equip them,” he said.

    CNN has reached out to Maui County and the Maui Police Department for comment on Krau’s claims.

    Republican presidential candidates delivered a smattering of false and misleading claims at the first debate of the 2024 election – though none of the eight candidates on stage in Milwaukee delivered anything close to the bombardment of false statements that typically characterized the debate performances of former President Donald Trump, the Republican front-runner who skipped the Wednesday event.

    Sen. Tim Scott of South Carolina inaccurately described the state of the economy in early 2021 and repeated a long-ago-debunked false claim about the Biden-era Justice Department. Former New Jersey Gov. Chris Christie misstated the sentence attached to a gun law relevant to the investigation into the president’s son Hunter Biden. Florida Gov. Ron DeSantis misled about his handling of the Covid-19 pandemic, omitting mention of his early pandemic restrictions.

    Below is a fact check of those claims and various others from the debate, some of which left out key context. In addition, below is a brief fact check of some of Trump’s claims from a pre-taped interview he did with Tucker Carlson, which was posted online shortly before the debate aired. Trump made a variety of statements that were not true.

    DeSantis and the pandemic

    DeSantis criticized the federal government for its handling of the Covid-19 pandemic, claiming it had locked down the economy, and then said: “In Florida, we led the country out of lockdown, and we kept our state free and open.”

    Facts First: DeSantis’s claim is misleading at best. Before he became a vocal opponent of pandemic restrictions, DeSantis imposed significant restrictions on individuals, businesses and other entities in Florida in March 2020 and April 2020; some of them extended months later into 2020. He did then open up the state, with a gradual phased approach, but he did not keep it open from the start.

    DeSantis received criticism in March 2020 for what some critics perceived as a lax approach to the pandemic, which intensified as Florida beaches were packed during Spring Break. But that month and the month following, DeSantis issued a series of major restrictions. For example, DeSantis:

    • Closed Florida’s schools, first with a short-term closure in March 2020 and then, in April 2020, with a shutdown through the end of the school year. (In June 2020, he announced a plan for schools to reopen for the next school year that began in August. By October 2020, he was publicly denouncing school closures, calling them a major mistake and saying all the information hadn’t been available that March.)
    • On March 14, 2020, announced a ban on most visits to nursing homes. (He lifted the ban in September 2020.)
    • On March 17, 2020, ordered bars and nightclubs to close for 30 days and restaurants to operate at half-capacity. (He later approved a phased reopening plan that took effect in May 2020, then issued an order in September 2020 allowing these establishments to operate at full capacity.)
    • On March 17, 2020, ordered gatherings on public beaches to be limited to a maximum of 10 people staying at least six feet apart, then, three days later, ordered a shutdown of public beaches in two populous counties, Broward and Palm Beach. (He permitted those counties’ beaches to reopen by the last half of May.)
    • On March 20, 2020, prohibited “any medically unnecessary, non-urgent or non-emergency” medical procedures. (The prohibition was lifted in early May 2020.)
    • On March 23, 2020, ordered that anyone flying to Florida from an area with “substantial community spread” of the virus, “to include the New York Tri-State Area (Connecticut, New Jersey and New York),” isolate or quarantine for 14 days or the duration of their stay in Florida, whichever was shorter, or face possible jail time or a fine. Later that week, he added Louisiana to the list. (He lifted the Louisiana restriction in June 2020 and the rest in August 2020.)
    • On April 3, 2020, imposed a statewide stay-home order that temporarily required people in Florida to “limit their movements and personal interactions outside of their home to only those necessary to obtain or provide essential services or conduct essential activities.” (Beginning in May 2020, the state switched to a phased reopening plan that, for months, included major restrictions on the operations of businesses and other entities; DeSantis described it at the time as a “very slow and methodical approach” to reopening.)

    Nikki Haley, the former South Carolina governor and US ambassador to the United Nations, said: “Donald Trump added $8 trillion to our debt, and our kids are never going to forgive us for this.”

    Facts First: Haley’s figure is accurate. The total public debt stood at about $19.9 trillion on the day Trump took office in 2017 and then increased by about $7.8 trillion over Trump’s four years, to about $27.8 trillion on the day he left office in 2021.

    It’s worth noting, however, that the increase in the debt during any president’s tenure is not the fault of that president alone. A significant amount of spending under any president is the result of decisions made by their predecessors – such as the creation of Social Security, Medicare and Medicaid decades ago – and by circumstances out of a president’s control, notably including the global Covid-19 pandemic under Trump; the debt spiked in 2020 after Trump approved trillions in emergency pandemic relief spending that Congress had passed with overwhelming bipartisan support.

    Still, Trump did choose to approve that spending. And his 2017 tax cuts, unanimously opposed by congressional Democrats, were another major contributor to the debt spike.

    North Dakota Gov. Doug Burgum claimed that Biden’s signature climate bill costs $1.2 trillion dollars and is “just subsidizing China.”

    Facts First: This claim needs context. The clean energy pieces of the Inflation Reduction Act – Democrats’ climate bill – passed with an initial price tag of nearly $370 billion. However, since that bill is made up of tax incentives, that price tag could go up depending on how many consumers take advantage of tax credits to buy electric vehicles and put solar panels on their homes, and how many businesses use the subsidies to install new utility scale wind and solar in the United States.

    Burgum’s figure comes from a Goldman Sachs report, which estimated the IRA could provide $1.2 trillion in clean energy tax incentives by 2032 – about a decade from now.

    On Burgum’s claim that Biden’s clean energy agenda will be a boon to China, the IRA was specifically written to move the manufacturing supply chain for clean energy technology like solar panels and EV batteries away from China and to the United States.

    In the year since it was passed, the IRA has spurred 83 new or expanded manufacturing facilities in the US, and close to 30,000 new clean energy manufacturing jobs, according to a tally from trade group American Clean Power.

    With the economy as one of the main topics on the forefront of voters’ minds, Scott aimed to make a case for Republican policies, misleadingly suggesting they left the US economy in record shape before Biden took office.

    “There is no doubt that during the Trump administration, when we were dealing with the COVID virus, we spent more money,” Scott said. “But here’s what happened at the end of our time in the majority: we had low unemployment, record low unemployment, 3.5% for the majority of the population, and a 70-year low for women. African Americans, Hispanics, and Asians had an all-time low.”

    Facts First: This is false. Scott’s claims don’t accurately reflect the state of the US economy at the end of the Republican majority in the Senate. And in some cases, his exaggerations echo what Trump himself frequently touted about the economy under his leadership.

    By the time Trump left office and the Republicans lost the Senate majority in January 2021, US unemployment was not at a record low. The US unemployment rate dropped to a seasonally adjusted rate of 3.5% in September 2019, the country’s lowest in 50 years. While it hovered around that level for five months, Scott’s assertion ignores the coronavirus pandemic-induced economic destruction that followed. In April 2020, the unemployment rate spiked to 14.7% — the highest level since monthly records began in 1948. As of December 2020, the unemployment rate was at 6.7%.

    Nor was the unemployment rate for women at a 70-year low by the end of Trump’s time in office. It reached a 66-year low during certain months of 2019, at 3.4% in April and 3.6% in August, but by December 2020, unemployment for women was at 6.7%.

    The unemployment rates for African Americans, Hispanics, and Asians were also not at all-time lows at the end of 2020, but they did reach record lows during Trump’s tenure as president.

    Scott said that the Justice Department under President Joe Biden is targeting “parents that show up at school board meetings. They are called, under this DOJ, they’re called domestic terrorists.”

    Facts First: It is false that the Justice Department referred to parents as domestic terrorists. The claim has been debunked several times – during the uproar at school boards over Covid-19 restrictions and anti-racism curriculums; after Kevin McCarthy claimed Republicans would investigate Merrick Garland with a majority in the House; and even by a federal judge. The Justice Department never called parents terrorists for attending or wanting to attend school board meetings.

    The claim stems from a 2021 letter from The National School Boards Associations asking the Justice Department to “deal with” the uptick in threats against education officials and saying that “acts of malice, violence, and threats against public school officials” could be classified as “the equivalent to a form of domestic terrorism and hate crimes.” In response, Garland released a memo encouraging federal and local authorities to work together against the harassment campaigns levied at schools, but never endorsed the “domestic terrorism” notion.

    A federal judge even threw out a lawsuit over the accusation, ruling that Garland’s memo did little more than announce a “series of measures” that directed federal authorities to address increasing threats targeting school board members, teachers and other school employees.

    Haley, the former ambassador to the United Nations and governor of South Carolina, said the US is spending “less than three and a half percent of our defense budget” on Ukraine aid, and that in terms of financial aid relative to GDP, “11 of the European countries have given more than the US.”

    Facts First: This is partly true. Haley’s claim regarding the US aid to Ukraine compared to the total defense budget is slightly under the actual percentage, but it is accurate that 11 European countries have given more aid to Ukraine as a percentage of their total GDP than the US.

    As of August 14, the US has committed more than $43 billion in military aid to Ukraine since the beginning of the war in Ukraine, according to the Defense Department. In comparison, the Fiscal Year 2023 defense budget was $858 billion – making aid to Ukraine just over 5% of the total US defense budget.

    As of May 2023, according to a Council of Foreign Relations tracker, 11 countries were providing a higher share in aid to Ukraine relative to their GDP than the US – led by Estonia, Latvia, Lithuania, and Poland.

    Former Vice President Mike Pence said Wednesday that the Trump administration “spent funding to backfill on the military cuts of the Obama administration.”

    Facts First: This is misleading. While military spending decreased under the Obama administration, it was largely due to the 2011 Budget Control Act, which received Republican support and resulted in automatic spending cuts to the defense budget.

    Mike Pence, a senator at the time, voted in favor of the Budget Control Act.

    Christie said President Biden’s son Hunter Biden was “facing a 10-year mandatory minimum” for lying on a federal form when he purchased a gun in 2018.

    Facts First: Christie, a former federal prosecutor, clearly misstated the law. This crime can lead to a maximum prison sentence of 10 years, but it doesn’t have a 10-year mandatory minimum.

    These comments are related to the highly scrutinized Justice Department investigation into Hunter Biden, which is currently ongoing after a plea deal fell apart earlier this summer.

    As part of the now-defunct deal, Hunter Biden agreed to plead guilty to two tax misdemeanors and enter into a “diversion agreement” with prosecutors, who would drop the gun possession charge in two years if he consistently stayed out of legal trouble and passed drug tests.

    The law in question makes it a crime to purchase a firearm while using or addicted to illegal drugs. Hunter Biden has acknowledged struggling with crack cocaine addiction at the time, and admitted at a court hearing and in court papers that he violated this law by signing the form.

    The US Sentencing Commission says, “The statutory maximum penalty for the offense is ten years of imprisonment.” There isn’t a mandatory 10-year punishment, as Christie claimed.

    During his answer, Christie also criticized the Justice Department for agreeing to a deal in June where Hunter Biden could avoid prosecution on the felony gun offense. That deal was negotiated by special counsel David Weiss, who was first appointed to the Justice Department by former President Donald Trump.

    Burgum and Scott got into a back and forth over IRS staffing with Burgum saying that the “Biden administration wanted to put 87,000 people in the IRS,” and Scott suggesting they “fire the 87,000 IRS agents.”

    Facts First: This figure needs context.

    The Inflation Reduction Act, which passed last year without any Republican votes, authorized $80 billion in new funding for the IRS to be delivered over the course of a decade.

    The 87,000 figure comes from a 2021 Treasury report that estimated the IRS could hire 86,852 full-time employees with a nearly $80 billion investment over 10 years.

    While the funding may well allow for the hiring of tens of thousands of IRS employees over time, far from all of these employees will be IRS agents conducting audits and investigations.

    Many other employees will be hired for the non-agent roles, from customer service to information technology, that make up most of the IRS workforce. And a significant number of the hires are expected to fill the vacant posts left by retirements and other attrition, not take newly created positions.

    The IRS has not said precisely how many new “agents” will be hired with the funding. But it is already clear that the total won’t approach 87,000. And it’s worth noting that the IRS may not receive all of the $80 billion after Republicans were able to claw back $20 billion of the new funding as part of a deal to address the debt ceiling made earlier this year.

    Trump repeated a frequent claim during his interview with Carlson that streamed during the GOP debate that his retention of classified documents at Mar-a-Lago after leaving the White House was “covered” under the Presidential Records Act and that he is “allowed to do exactly that.”

    Facts First: This is false. The Presidential Records Act says the exact opposite – that the moment presidents leave office, all presidential records are to be turned over to the federal government. Keeping documents at Mar-a-Lago after his presidency concluded was in clear contravention of that law.

    According to the Presidential Records Act, “upon the conclusion of a President’s term of office, or if a President serves consecutive terms upon the conclusion of the last term, the Archivist of the United States shall assume responsibility for the custody, control, and preservation of, and access to, the Presidential records of that President.”

    The sentence makes clear that a president has no authority to keep documents after leaving the White House.

    The National Archives even released a statement refuting the notion that Trump’s retention of documents was covered by the Presidential Records Act, writing in a June news release that “the PRA requires that all records created by Presidents (and Vice-Presidents) be turned over to the National Archives and Records Administration (NARA) at the end of their administrations.”

    While discussing electric vehicles, Trump claimed that California “is in a big brownout because their grid is a disaster,” adding that the state’s ambitious electric vehicle goals won’t work with the grid in such shape.

    Facts First: Trump’s claim that California’s grid is currently in a “big brownout” and is a “disaster” isn’t true. California’s grid suffered rolling blackouts in 2020, but it has performed quite well in the face of extreme heat this summer, owing in large part to a massive influx of renewable energy including battery storage. These big batteries keep energy from wind and solar running when the wind isn’t blowing and sun isn’t shining. (Batteries are also being deployed at a rapid rate in Texas, a red state.)

    Another reason California’s grid has stayed stable this year even during extreme temperature spikes is the fact that a deluge of snow and rain this winter and spring has refilled reservoirs that generate electricity using hydropower.

    As Trump insinuated, there are real questions about how well the state’s grid will hold up as California’s drivers shift to electric vehicles by the millions by 2035 – the same year it will phase out selling new gas-powered cars. California state officials say they are preparing by adding new capacity to the grid and urging more people to charge their vehicles overnight and during times of the day when fewer people are using energy. But independent experts say the state needs to exponentially increase its clean energy while also building out huge amounts of new EV chargers to achieve its goals.

    Trump claimed to Carlson, “I had the strongest border in the history of our country, and I built almost 500 miles of wall. You know, they’d like to say, ‘Oh, was it less?’ No, I built 500 miles. In fact, if you check with the authorities on the border, we built almost 500 miles of wall.”

    Facts First: This needs context. Trump and his critics are talking about different things when they use different figures for how much border wall was built during his presidency. Trump is referring to all of the wall built on the southern border during his administration, even in areas that already had some sort of barrier before. His critics are only counting the Trump-era wall that was built in parts of the border that did not have any previous barrier.

    A total of 458 miles of southern border wall was built under Trump, according to a federal report written two days after Trump left office and obtained by CNN’s Priscilla Alvarez. That is 52 miles of “primary” wall built where no barriers previously existed, plus 33 miles of “secondary” wall that was built in spots where no barriers previously existed, plus another 373 miles of primary and secondary wall that was built to replace previous barriers the federal government says had become “dilapidated and/or outdated.”

    Some of Trump’s rival candidates, such DeSantis and Christie, have used figures around 50 miles while criticizing Trump for failing to finish the wall – counting only the primary wall built where no barriers previously existed.

    While some Trump critics have scoffed at the replacement wall, the Trump-era construction was generally much more formidable than the older barriers it replaced, which were often designed to deter vehicles rather than people on foot. Washington Post reporter Nick Miroff tweeted in 2020: “As someone who has spent a lot of time lately in the shadow of the border wall, I need to puncture this notion that ‘replacement’ sections are ‘not new.’ There is really no comparison between vehicle barriers made from old rail ties and 30-foot bollards.”

    Ideally, both Trump and his opponents would be clearer about what they are talking about: Trump that he is including replacement barriers, his opponents that they are excluding those barriers.

    Hilary has triggered deadly flooding, heavy rains and powerful gusts across parts of the southwest and Mexico, transforming streets into raging rivers and forcing some residents to flee, and leaving others in need of rescue, even after the storm weakened to a post-tropical cyclone.

    More rain is expected to fall throughout Monday and Tuesday as officials clean up the aftermath. After hitting Southern California on Sunday as a tropical storm – the state’s first since 1997 – Hilary headed into Nevada as its first-ever recorded tropical storm. As Hilary moves across the southwest, the storm has brought power outages, life-threatening flooding and calls for residents to evacuate or shelter in place.

    The storm broke rainfall records across Southern California: Palm Springs got nearly a year’s worth of rain with 4.3 inches in 24 hours, one of its rainiest days ever. Death Valley nearly set a record with 1.68 inches, and the Furnace Creek area, which usually gets about two-tenths of an inch in August, got 0.63 inches.

    And the storm is the rainiest tropical storm system in Nevada’s history, nearly doubling the state’s 116-year-old all-time record, according to preliminary data from NOAA’s Weather Prediction Center. Hilary has released 8.7 inches of rain on Lee Canyon, Nevada, smashing the previous record of 4.36 inches in 1906.

    More rain is expected to cause dangerous flash, urban and arroyo flooding in some places, including landslides, mudslides and debris flows. Localized flooding is expected into Tuesday morning across northern portions of the Intermountain West.

    In Palm Springs, a section of Interstate 10 is shut down while road crews clear away mud left behind by floodwaters from Tropical Storm Hilary, but other routes in and out of the desert oasis near Joshua Tree National Park are open.

    In addition, many freeway off-ramps are limited because of mud, and CalTrans crews are working to clear those in an effort to ease accessibility.

    Emergency telephone service, which had been down since midmorning, has been restored, the police department said, but an outage continues to affect other areas of the Coachella Valley.

    “We are not used to this level of precipitation, generally – certainly not in the middle of summer,” San Diego Mayor Todd Gloria told CNN on Sunday.

    “With what we’re expecting, it may overwhelm us.”

    Here’s the latest:

    • Heavy rains and some flooding may continue Tuesday morning in parts of the Intermountain West, according to the National Hurricane Center. The rain will cause “mostly localized areas of flash flooding,” the National Weather Service Prediction Center said. Flood watches remain in place across eight Western states.

    • Strong and gusty winds will blow in Nevada, western Utah, southern Idaho and southwest Montana, the hurricane center said. Coastal tropical storm warnings have been discontinued.

    • Some portions of Southern California lost power during the storm but electricity was mostly restored by Monday evening. A total of about 41,000 customers in Los Angeles were without power at one point, Marty Adams, general manager and chief engineer at the Los Angeles Department of Water and Power, said Monday.

    • People in parts of Southern California should not travel unless they are fleeing an area under flooding or under an evacuation order, the National Weather Service has warned.

    • Flooding, mudslides and downed trees and wires were widely reported across Southern California on Sunday and Monday. At least nine people were rescued Sunday in a San Diego riverbed, San Diego Fire-Rescue said, with water rescues also reported in Ventura County and Palm Springs.

    • In Mexico, where the storm first landed, power has been restored to 80% of customers in the three states affected by Hilary, according to the national power company. “379,850 users have been affected, and electricity supply has been restored to 302,134, equivalent to 80%,” said the Federal Electricity Commission in a statement Monday.

    To the west, Los Angeles and Ventura counties saw “considerable damage” Sunday night amid reports of dangerous flash flooding, and rock and mudslides, the National Weather Service said, adding up to half an inch of rain could fall per hour.

    Cars were stuck in floodwaters in the Spanish Hills area, the National Weather Service reported.

    Crowley urged residents to take precautions on the roads.

    “A relatively small amount of water can sweep a vehicle away,” she said.

    In Los Angeles, the worst of the storm was over as of Monday morning, according to officials. All weather warnings in the city were canceled. “We are past the brunt of the impact,” said National Weather Service meteorologist Ariel Cohen.

    Schools in San Diego and Los Angeles are set to reopen Tuesday after closing Monday in anticipation of the storm. Officials canceled classes for the more than 121,000 students in the San Diego Unified School District.

    The Los Angeles Unified School District, the second-largest in the nation, also shut down Monday. The district spans about 700 square miles, meaning the impact of the storm varied for its students.

    Schools in the Los Angeles district will reopen on Tuesday, according to superintendent Alberto Carvalho.

    “Our teams have been scouring our schools, and so far, conditions are pretty good,” Carvalho said. A couple dozen schools have lost phone and internet service, and one school has been impacted by a minor mudslide.

    “It would have been reckless for us to make a different decision,” Carvalho said of the decision to close schools Monday.

    “Los Angeles was tested but we came through it and we came through it with minimal impacts, considering what we endured,” said Los Angeles City Council President Paul Krekorian.

    The Nye County School District in Nevada also canceled classes Monday, with plans to reopen Tuesday.

    Cars stranded in roads deluged with mud and water

    Once a hurricane, Hilary weakened as it made landfall Sunday in Mexico – where at least one person died – then crossed into the Golden State. The storm’s center was roughly 10 miles southeast of downtown Los Angeles around 8 p.m. local time Sunday, moving north with weakened 45-mph winds, according to the hurricane center.

    The Los Angeles Fire Department fielded more than 4,000 emergency calls on Sunday and responded to about 1,800 incidents, Chief Kristin Crowley said in a news conference on Monday. The calls included a request for help for five cars stranded in a flooded intersection of Sun Valley. One person was safely rescued and no one was injured in the Sun Valley incident, Crowley said.

    Flood water affected an underground power vault, leading to an outage for about 6,000 customers in the Beverly Grove area, with other outages reported in Hollywood, Hyde Park and Brentwood. The vast majority of city power customers remain unaffected by the storm, according to Los Angeles officials.

    As the storm barreled through, covering roadways with debris and water, roads were blocked across Southern California by Sunday night. A section of Interstate 8 in Imperial County, east of San Diego, was closed Sunday after boulders came loose from an adjoining slope and fell into the road.

    In San Bernardino County, a stretch of State Route 127 covered in floodwaters was closed, while a section of Interstate 15 was shuttered in Barstow because of downed power lines after a lightning strike, authorities said.

    Traffic is slowed as water and mud from Tropical Storm Hilary covers part of Interstate 10, between Indio and Palm Springs, California, on Monday.

    Crews across the region Sunday evening rescued people caught in the storm, including at least nine in a riverbed area in San Diego. “Crews are still looking for more people who may need help. #riverrescue,” San Diego Fire-Rescue said.

    And Ventura County firefighters searched the Santa Clara River for people trapped in the waters on Sunday night, videos show.

    The storm led to other disruptions across Southern California, with many parks, beaches and other locations closed as officials called on residents to stay indoors.

    And Hilary continued to cause damage as it moved into Nevada. In Mt. Charleston, Nevada, the storm brought significant flooding on Monday morning, washing out the roadways. Residents are sheltering in place, the power is shut off, and the Nevada National Guard is on its way to assist, according to a Facebook post from Clark County.

    West of Las Vegas, rushing water is flowing like a river down Echo Road, leaving vehicles stranded from Mary Jane Trailheads and Trail Canyon, according to the U.S. Forest Service. Emergency crews are evaluating and ask for people to stay out of the area, the service said.

    California had been preparing for difficult conditions, positioning first responders across Southern California to brace for water rescues in flood-prone areas like wildfire burn scars and deserts amid fears areas unaccustomed to rain could suddenly receive a year’s worth or more, triggering flash floods and landslides.

    Rainfall totals have been significant:

    Daily and monthly rainfall records were broken Sunday, with 1.53 inches falling in downtown Los Angeles, 1.56 inches in Long Beach and 2.95 inches in Palmdale, according to the weather service.

    At least three swift water rescues were conducted in Palm Springs, police department Lt. Gustavo Araiza told CNN.

    In Cathedral City, a desert community roughly a 110-mile drive east of Los Angeles, at least 14 people were rescued from a senior boarding care facility Monday afternoon after “a blockade” of mud trapped them inside, city spokesperson Ryan Hunt said.

    All of the people rescued are doing well, Hunt said.

    The fire department had to borrow a dozer truck from a recycling center so they could carry out the rescue, Hunt said. The department had firefighters sit in the dozer and then had those being rescued sit on top to be brought out of the structure, he added.

    Despite the “unorthodox method,” everyone stayed calm, he said.

    Santa Clarita, about 30 miles north of Los Angeles, experienced steady rain for about 10 hours, with the storm dropping well over four inches of rain on the valley. Parts of Sand Canyon Road could be seen falling into rushing water.

    As the storm continues to affect the West, officials with Oregon’s emergency management are bracing for possible flooding across portions of the state.

    “At this point, we’re concerned about the substantial rainfall and the potential for fast-moving water and flooding. Flood watches have been issued for areas of Central and Eastern Oregon,” Oregon Department of Emergency Management spokesperson Chris Crabb told CNN Monday afternoon.

    “We have reports of minor flooding currently and communities using sandbags to mitigate the impacts, but there have been no requests for state support at this point,” Crabb went on.

    According to Crabb, the office is working with county and tribal partners.

    Portions of Oregon are under a flood watch through Tuesday afternoon, according to the National Weather Service.

    “The remnants of Hurricane Hilary will bring periods of moderate to heavy rain to portions of northeastern Oregon through Tuesday,” the weather service said in a forecast message.

    The people of Ecuador are heading to the polls – but they’re voting for more than just a new president. For the first time in history, the people will decide the fate of oil extraction in the Ecuadorian Amazon.

    The referendum will give voters the chance to decide whether oil companies can continue to drill in one of the most biodiverse places on the planet, the Yasuní National Park, home to the last uncontacted indigenous communities in Ecuador.

    The park encompasses around one million hectares at the meeting point of the Amazon, the Andes and the Equator. Just one hectare of Yasuní land supposedly contains more animal species than the whole of Europe and more tree species than exist in all of North America.

    But underneath the land lies Ecuador’s largest reserve of crude oil.

    “We are leading the world in tackling climate change by bypassing politicians and democratizing environmental decisions,” said Pedro Bermo, the spokesman for Yasunidos, an environmental collective who pushed for the referendum.

    It’s been a decade-long battle that began when former President Rafael Correa boldly proposed that the international community give Ecuador $3.6 billion to leave Yasuní undisturbed. But the world wasn’t as generous as Correa expected. In 2016, the Ecuadorian state oil company began drilling in Block 43 – around 0.01% of the National Park – which today produces more than 55,000 barrels a day, amounting to around 12% of Ecuador’s oil production.

    A continuous crusade of relentless campaigning and a successful petition eventually made its mark – in May, the country’s constitutional court authorized the vote to be included on the ballot of the upcoming election.

    It’s a decision that will likely be instrumental to the future of Ecuador’s economy. Supporters who want to continue drilling believe the loss of employment opportunities would be disastrous.

    “The backers of the request for crude to remain underground made it ten years ago when there wasn’t anything. 10 years later we find ourselves with 55,000 barrels per day, that’s 20 million barrels per year,” Energy Minister Fernando Santos told local radio.

    “At $60 a barrel that’s $1.2 billion,” he added. “It could cause huge damage to the country,” he said, referring to economic damage and denying there has been environmental harm.

    Alberto Acosta-Burneo, an economist and editor of the Weekly Analysis bulletin, said Ecuador would be “shooting itself in the foot” if it shut down drilling. In a video posted on X, formerly known as Twitter, he said that without cutting consumption all it would mean is another country selling Ecuador fuel.

    But ‘yes’ campaigners have ideas to fill the gap, from the promotion of eco-tourism and the electrification of public transport to eliminating tax exemptions. They claim that cutting the subsidies to the richest 10% of the country would generate four times more than what is obtained extracting oil from Yasuní.

    “This election has two faces,” explained Bermo.

    “On one hand we have the violence, the candidates, parties, and the same political mafias that governed Ecuador without significant changes.

    “On the other hand, the referendum is the contrary – a citizen campaign full of hope, joy, art, activism and a lot of collective work to save this place. We are very optimistic.”

    Among those campaigning to stop the drilling is Helena Gualinga, an indigenous rights advocate who hails from a remote village in the Ecuadorian Amazon – home of the Kichwa Sarayaku community.

    “This referendum presents a huge opportunity for us to create change in a tangible way,” she told CNN.

    For Gualinga, the most crucial part of the referendum is that if Yasunidos wins, the state oil company will have a one-year deadline to wrap up its operations in Block 43.

    She explained that some oil companies have left areas in the Amazon without properly shutting down operations and restoring the area.

    “This sentence would mean they have to do that.”

    Those who wish to continue drilling in the area argue that meeting the one-year deadline to dismantle operations would be impossible.

    The referendum comes as the world faces blistering temperatures, with scientists declaring July as the hottest month on record, and the Amazon approaching what studies are suggesting is a critical tipping point that could have severe implications in the fight to tackle climate change.

    And according to Antonia Juhasz, a Senior Researcher on Fossil Fuels, it’s time for Ecuador to transition to a post-oil era. Ecuador’s GDP from oil has dropped significantly from around 18% in 2008, to just over 6% in 2021.

    She believes the benefits of protecting the Amazon outweigh the benefits of maintaining dependence on oil, particularly considering the cost of regular oil spills and the consequences of worsening the climate crisis.

    “The Amazon is worth more intact than in pieces, as are its people,” she said.

    President Joe Biden sought to ramp up pressure on the United Auto Workers union and the nation’s three unionized automakers – Ford, General Motors, and Stellantis, known as the “Big Three” – one month ahead of a critical deadline for labor talks.

    “As the Big Three auto companies and the United Auto Workers come together — one month before the expiration of their contract — to negotiate a new agreement, I want to be clear about where I stand. I’m asking all sides to work together to forge a fair agreement,” Biden said in a new statement Monday.

    The White House has been closely monitoring the talks as the two sides appear far apart. The union is demanding significant pay raises of 40% or more for members to match increases in CEO pay at the companies over the last four years and a reversal of past concessions by the union.

    Negotiations could put the White House at odds with the union. While the AFL-CIO, which is made up of multiple independent unions, has already endorsed Biden’s reelection bid, calling him the “most pro-union president in our lifetimes,” the UAW itself has yet to join in that endorsement. A strike could have massive economic – and political – consequences. Biden and UAW President Shawn Fain met briefly in the West Wing last month while UAW leadership was at the White House briefing senior staff on their positions.

    The three contracts between the UAW and General Motors, Ford and Stellantis, which sells cars and trucks under the Dodge, Ram and Chrysler brands, are due to expire September 14. Fain last week denounced the most recent offer from Stellantis, throwing a copy of the offer in the trash during a video for members. Plans for strike authorization votes at all three companies is expected to be announced soon, the union said Monday.

    Traditionally the UAW will select one of the three companies to go first and have the other two put on hold while it concentrates on reaching a deal, then the union will push for similar from the other two automakers as part of a “pattern.”

    The UAW is pushing for an aggressive set of demands at the negotiating table, and has been critical of the Biden administration’s financial support for the transition to electric vehicles, arguing that the Biden administration has been overly supportive of automakers’ plans for EV battery plants that are expected to pay far less than union wages. Fain has publicly warned that UAW is prepared to strike, saying nearly 150,000 members will strike if the three automakers do not meet their demands.

    CNN has previously reported that while Biden enjoys hefty support from leadership of many unions, he has also faced lingering mistrust and concern among some of the rank-and-file of the UAW, according to people familiar with the dynamics, a perception fueled in part by the president’s intervention to avert a freight rail strike in December.

    In a nod to the UAW’s demands, Biden used the union’s “fair transition” to clean energy language.

    “I support a fair transition to a clean energy future. That means ensuring that Big Three auto jobs are good jobs that can support a family; that auto companies should honor the right to organize; take every possible step to avoid painful plant closings; and ensure that when transitions are needed, the transitions are fair and look to retool, reboot, and rehire in the same factories and communities at comparable wages, while giving existing workers the first shot to fill those jobs,” Biden said in the statement.

    The UAW said it saw the White House statement as an endorsement of it bargaining position.

    “We appreciate President Biden’s support for strong contracts that ensure good paying union jobs now and pave the way for a just transition to an EV future,” Fain said in a statement. “We agree with the president that the Big Three’s joint venture battery plants should have the same strong pay and safety standards that generations of UAW members have fought for.”

    The three automakers said they, too, want to reach deals that would avoid a strike.

    Ford pointed out that it employs more UAW members and builds more cars and trucks at US plants than any other automaker.

    “We look forward to working with the UAW on creative solutions during this time when our dramatically changing industry needs a skilled and competitive workforce more than ever,” it said.

    “Stellantis remains committed to working constructively and collaboratively with the UAW to negotiate a new agreement that balances the concerns of our 43,000 employees with our vision for the future,” said that company.

    “We will continue to bargain in good faith with the UAW to maintain our momentum and to provide opportunities for all in our EV future,” GM said in a statement.

    The union is concerned about the plans by all three automakers to convert from traditional gasoline powered vehicles to EVs in the coming decades. it takes an estimated one third less hours of work to assemble an EV than a car with an internal combustion engine, since that engine and the transmission that goes with it has so many moving parts missing from an EV.

    The Biden administration has been active in supporting the switch to EVs, providing tax credits for EV buyers and loans to build plants necessary for EVs, such as those that make batteries.

    There are about a dozen EV battery plants now under construction nationwide. For the most part, those plants are joint ventures between automakers and battery makers, and thus will not be covered under the UAW contracts with the Big Three. Workers at the one battery plant for one of the Big Three to open so far, a Warren, Ohio, plant for the joint venture between GM and LG, voted 98% in favor of joining the UAW. But the union has yet to reach a deal with plant management on a contract, and workers there are paid about half of what UAW members are paid at the Big Three.

    US wholesale inflation rose more than expected in July, reversing a yearlong cooling trend, the Bureau of Labor Statistics reported Friday.

    The Producer Price Index, which tracks the average change in prices that businesses pay to suppliers, rose 0.8% annually. That’s above June’s upwardly revised increase of 0.2% and higher than expectations for a 0.7% gain, according to consensus estimates on Refinitiv.

    Producer price hikes increased 0.3% from June to July, the highest monthly increase since January.

    PPI is a closely watched inflation gauge since it captures average price shifts before they reach consumers, and is a proxy for potential price changes in stores.

    Services and demand for services were the primary culprits behind the lift higher for producer prices, said Kurt Rankin, senior economist for PNC Financial Services. Services prices rose 0.5% from June, the highest monthly increase since March 2022 for the category, BLS data shows.

    “The inflation story now, be it for producers or consumers, is demand,” he told CNN. “Mainly that’s consumers still spending money on services.”

    The food index, which had declined for three straight months, rose 0.5% in July, suggesting a 6.3% annualized pace of inflation, he said.

    “Consumers continue to go out and spend money,” Rankin said. “And as long as consumers are spending money, that’s going to create demand from producers, so that’s going to drive up their costs for their raw materials, for their transportation needs, etc.”

    “And they’re going to pass those prices on to consumers,” he added.

    That’s an unpleasant cycle.

    “The numbers over the past six months have been much more encouraging, but it’s a reminder that the Federal Reserve has an eye toward the possibility of inflation flaring up again,” he said.

    The report comes just one day after the Consumer Price Index showed that prices rose 3.2% annually in July. That increase, which was below the 3.3% economists were anticipating, was largely driven by year-over-year comparisons to a softer inflation number the year before.

    Similar base effects played their role in the headline PPI increase as well, noted Rankin.

    The tick upward to 0.8% doesn’t tell the whole story, because the index decreased in five of the previous seven months. Annualizing the 0.3% monthly gain, however, would put the PPI rate at about 3.6% and core at 3.8%, he said.

    “So the July number does suggest that there’s still some producer cost pressures,” he said.

    When stripping out the more volatile categories of food and energy, core PPI rose 2.4% annually in July. That’s in line with what was seen in June but a tick above economists’ expectations for a slight cooling.

    On a month-to-month basis, core PPI increased 0.3%, also the highest monthly gain since January.

    “The underlying trends show that PPI inflation is reverting to its pre-pandemic run rate, though progress is likely to be slower in [the second half of 2023] than [the first half],” Oxford Economics economists Matthew Martin and Oren Klachkin wrote Friday in a note. “While these data will comfort Fed officials, policymakers will likely maintain a hawkish tone and keep a close eye on whether last month’s jump in services prices persists in the months ahead.”

    US stock futures tumbled after the report was released, as the hotter-than-expected data fueled concerns that the Fed could continue to hike rates in order to rein in inflation. The Dow has since pared its losses and is back in the green.

    One month does not make a trend, and this result alone should not trigger a September increase from the Fed, but it certainly could heighten concerns, Rankin said.

    “One spark could reignite this,” he said. “We’re seeing energy prices, oil prices, rising over the past few weeks. Any flareup in oil prices goes straight through to not only manufacturing costs, but transportation of goods to market, even transportation of food to restaurants. So even services, leisure and hospitality get hit when energy prices spike, so that possibility is always there.”

    The PPI’s energy index, which increased 0.7% in June, showed that prices were flat for July.

    The wind-whipped fires in Maui spread swiftly and created a deadly tinderbox, overwhelming residents and local officials in one of the nation’s deadliest wildfires.

    “It’s very strange to hear about severe wildfires in Hawaii – a wet, tropical island – but strange events are becoming more common with climate change,” Jennifer Marlon, a research scientist and lecturer at the Yale School of the Environment, told CNN.

    Fueled by a combination of strong winds and dry conditions – and complicated by the island’s geography – the fires have killed at least 36 people.

    “For those of us who’ve been working on this problem, it just makes us feel sick,” said Clay Trauernicht, an assistant specialist who studies tropical fire at the University of Hawaii at Manoa.

    Maui’s wildfire appears to be one of the deadliest in modern US history. The fire already ranks as the second deadliest in the past 100 years, trailing California’s Camp fire, which killed 85 people in November 2018, according to CalFire.

    Trauernicht said it was by far the deadliest wildfire in Hawaii’s history.

    These are some factors making it difficult to combat the fires that have plunged a state known for its stunning natural beauty into an unprecedented crisis:

    Drought worsened in Hawaii over the past week, leading to fire spread, according to the US Drought Monitor released Thursday. Severe level drought conditions in Maui County ticked up to 16% from 5% last week, while statewide moderate drought levels jumped to 14% from 6%.

    Dried-out land and vegetation can provide fuel for wildfires, which then can swiftly turn deadly if strong winds help fan the flames toward communities.

    “It’s more a fuels problem than a climate problem – which means that it’s a problem we can tackle,” Trauernicht said in a phone interview.

    “There are tangible actions that we could be taking that would reduce the risk of something like this happening in the future,” he added, referring to measures such as the creation of fuelbreaks to reduce fire-prone vegetation and support for agricultural land use.

    “It’s a priority when the fires are burning. But at that point, it’s too late.”

    While scientists try to fully understand how the climate crisis will affect Hawaii, they have said drought will get worse as global temperatures rise: Warmer temperatures increase the amount of water the atmosphere can absorb – which then dries out the landscape.

    Drought conditions are becoming more extreme and common in Hawaii and other Pacific Islands, according to the Fourth US National Climate Assessment, released in 2018. Rainfall has generally been decreasing in Hawaii over time, with the number of consecutive dry days increasing, scientists noted in the report.

    And the climate crisis has caused droughts that previously may have occurred only once every decade to now happen 70% more frequently, global scientists reported in 2021.

    “Combining abundant fuels with heat, drought, and strong wind gusts is a perfect recipe for out-of-control fires,” Marlon said by email.

    “But this is what climate change is doing – it’s super-charging extreme weather. This is yet another example of what human-caused climate change increasingly looks like.”

    Evacuation orders in parts of Hawaii as wildfires grow

    Hurricane Dora, a fast-moving and powerful Category 4 hurricane with sustained winds of 140 mph, isn’t helping matters.

    As the storm roared south of Hawaii, a strong high-pressure system stayed in place to the north, with the two forces combining to produce “very strong and damaging winds,” according to the National Weather Service.

    “These strong winds coupled with low humidity levels are producing dangerous fire weather conditions” through Wednesday afternoon, the weather service said.

    The high winds, ongoing drought conditions and dry relative humidity are “ingredients to spark those fires and to fan the flames,” CNN meteorologist Derek Van Dam said.

    “The problem is that this wind – similar to, let’s say, Santa Ana winds in Southern California – is that it dries out and it warms up as it (travels down) the mountains, and it creates these very dry, timber-like conditions,” he said.

    Hurricane Lane in 2018 was also associated with large fires on Maui and Oahu, noted Abby Frazier, a climatologist and geographer at Clark University in Massachusetts.

    “Wildfire is a bigger issue in Hawaii than many people may realize,” Frazier said via email from Hawaii, where she has been working on a research project in Oahu.

    “During the wet season, fuels are built up and then dry out over the dry season,” she added. “When you combine these dry fuels with the high winds and low humidity we have right now from Hurricane Dora, we have extremely dangerous fire weather.”

    Another compounding factor is El Niño, Frazier said. The climate pattern originates in the Pacific Ocean along the equator and impacts weather all over the world.

    “This means higher than usual hurricane activity in the central Pacific this summer,” she wrote.

    “While we tend to see wetter conditions during El Nino summers (which builds up fire fuels), Hawaii should expect drought conditions likely this winter, which will dry out the fuels and usually leads to an earlier start to our fire season for next year.”

    Nonnative species now cover nearly a quarter of Hawaii’s total land area, and invasive grasses and shrubs become highly flammable in the dry season, Trauernicht said.

    Hawaii also has lost large plantations and ranches, with fire-prone grasses overtaking fallow lands, he said.

    “When plantations were active, firefighters would show up on scene … people would be there opening the gates, all the roads were maintained, there was water infrastructure and equipment. And they would have support from the people working on these plantations,” Trauernicht said.

    “As that has changed, and land use has changed. It’s all on the firefighters right now.”

    Hawaii also has suffered from dramatic shifts in rainfall patterns.

    The area burned each year in Hawaii is now about 1% of the state’s total land area – comparable to and often exceeding the 12 Western states on the mainland where fires are most common, according to Trauernicht and the Pacific Fire Exchange.

    The geography of Hawaii – an island chain in the Pacific – and limited firefighting resources also complicate efforts.

    Personnel at the state Division of Forestry and Wildlife are primarily natural resource managers, foresters, biologists and technicians – not full-time wildland firefighters, according to the agency website.

    “West Maui is kind of a perfect example – one highway through the whole place,” Trauernicht told CNN. “Our resources are limited to what’s on island. The resources … are going to be spread thin.”

    Fewer than 300 firefighting personnel responded to the state’s second-largest fire, on the Big Island in 2021, Trauernicht said.

    “If you compare that to the mainland, there would have been probably a couple of thousand firefighters,” he said.

    “That gives you a sense of the kind of … limitations that we have here. This fire right now, I guarantee it, anyone who’s available to respond is responding. We don’t really have the ability to definitely bring in resources from other states. That’s not happening.”

    By Thursday, meanwhile, the wildfires had killed at least 36 people on the island, compared to six deaths reported just a day earlier.

    “I think this is going to be far worse than anything we’ve ever seen, unfortunately,” Trauernicht said.

    Despite warnings it seems many were taken by surprise.

    “The National Weather Service issued a kind of heads up. We had a few days lead time about the weather conditions,” Trauernicht said.

    “We anticipated the high winds and dry conditions. But managing fuels at the scale in which we need to, those are actions that need to be taken at minimum months in advance of these fires and these conditions.”

    Longer-term planning and prevention efforts are needed to fight the growth of invasive grasses and shrubs, Trauernicht said.

    “This is something that we’ve been saying for decades,” he said. “We can create landscapes that are far less likely to burn, far less sensitive to these fluctuations in climate or in weather that create such dangerous conditions.

    “We sort of owe it to these guys that are fighting this thing right now.”

    October 25, 2007 – Space Shuttle Discovery docks with the ISS. In the days while docked with the ISS, the Discovery crew delivers and connects Harmony to the ISS, a living and working compartment that will also serve as the docking port for Japanese and European Union laboratories. Discovery and ISS crew also move an ISS solar array to prepare for future ISS expansion, planning a special spacewalk to repair damage to the solar array that occurred during its unfurling.

    June 16, 2021 – NASA astronaut Shane Kimbrough and European Space Agency astronaut Thomas Pesquet conduct a spacewalk to install solar arrays on the space station. After technical delays, the work is completed four days later. The arrays are rolled up like carpet and are 750 pounds (340 kilograms) and 10 feet (three meters) wide.     During this week’s Republican primary debate on Fox News, a young voter notably asked about the climate crisis: How would these presidential candidates assuage concerns that the Republican Party “doesn’t care” about the issue?

    The question was all but unavoidable after weeks of extreme, deadly weather. Global temperature records have been shattered, extreme heat has soared off-the-charts in the US and the Maui wildfire death toll continues to climb.

    What followed the question was one of the night’s most chaotic exchanges, demonstrating the challenge some conservatives face in getting climate policy on the 2024 GOP agenda, even as extreme weather takes its toll on millions of people across the country.

    Florida Gov. Ron DeSantis, the leader of a state that has been thrashed by deadly extreme weather in recent years, refused the moderators’ show-of-hands question on whether climate change is caused by humans. He used the moment to deride the media and President Joe Biden’s response in Maui.

    Then 38-year-old Vivek Ramaswamy – notably the youngest candidate on stage – called the “climate change agenda” a “hoax,” an answer that elicited intense boos from the audience.

    A majority of Republicans and Republican-leaning independents – 55% – say human activity is causing changes to the world’s climate, according to a recent Washington Post/University of Maryland poll. It also found a majority of Americans and Republicans say their area has been impacted by extreme heat in the past five years.

    But connecting the dots between climate and extreme weather is proving a more partisan issue. The poll found there are deep divides between Republicans and Democrats on the question of whether human-caused climate change is contributing to extreme weather: just 35% of Republicans and Republican-leaning independents said they think climate change is a major factor in extremely hot days, compared with 85% of those who lean Democrat.

    After the debate, a prominent conservative climate group said Ramaswamy tried to clarify his position.

    “He came to our after-party and he blatantly told us that he believes climate change is real,” Benji Backer, founder of the American Conservation Coalition, told CNN. “So, he changed his position again.”

    Asked by CNN on Friday whether he believes climate change is real, Ramaswamy responded, “Climate change has existed as long as the Earth has existed. Manmade climate change has existed as long as man has existed on the earth.” In an email, Ramaswamy’s campaign spokesperson Tricia McLaughlin told CNN the candidate does believe climate change is real, but policies to address it “have little to do with climate change and more to do with penalizing the West as a way to achieve global ‘equity.’”

    Yet for Republicans working to make climate policy more mainstream in the GOP, Ramaswamy’s language at the debate echoed a climate crisis-denying candidate who wasn’t onstage, former President Donald Trump. Trump has called climate change itself a “hoax” and falsely claimed wind turbines cause cancer.

    “The fact that he chose the word hoax, to me, he’s emulating what President Trump had said before,” Heather Reams, president of conservative nonprofit Citizens for Responsible Energy Solutions, told CNN. Reams, who was sitting in the audience in Milwaukee, noted that Ramaswamy calling the “climate change agenda” a hoax didn’t go over well in a room full of Republicans.

    “The whole place booed him, so it wasn’t well received,” Reams said. “Hearing booing was actually heartening to hear that the party is really moving on, they’re seeing the economic opportunities that can be had for the United States being a leader in lowering emissions.”

    Ramaswamy’s response was an attempt to go after the older GOP voting base in the primary, Backer said. It’s the kind of audience that Fox News has historically played to when it hosts climate deniers on some of its shows or casts doubt on the connection between extreme weather and the climate crisis – but Backer said the fact the network even asked this question “just shows that the pendulum is shifting.”

    Backer warned Ramasway’s response to the question risks alienating younger conservative voters who are increasingly concerned about climate impacts.

    “I’ve in two presidential elections and I’ve never voted for a Republican president in my life, because I don’t vote for climate deniers,” Backer said, adding that climate denial “is the way of the past.”

    Several Republican presidential candidates have said they believe climate change is real and caused by human activity – a shift from previous elections.

    Former South Carolina Gov. Nikki Haley acknowledged its reality but said foreign nations, including India and China, bear larger responsibility for addressing it. Haley, South Carolina Sen. Tim Scott, former New Jersey Gov. Chris Christie and North Dakota Gov. Doug Burgum have all engaged frequently with conservative groups, Reams and Backer said.

    “I think that Nikki Haley provided a very clear, very positive response,” Danielle Butcher Franz, CEO of the American Conservation Coalition, told CNN. “We need to see more responses like that in the Republican Party. I think it’s important that we show the conservative environmental movement is here to stay.”

    Backer warned that Ramaswamy and other candidates risk losing young voters if they continue to engage in climate denial – or anything that sounds remotely like it.

    “There’s a lot of Republicans leading on this, but the narrative is that we don’t care,” Backer said. “And if we nominate another person who doesn’t care, young people are not going to forget that. There’s not going to be a lot of baby boomers in 20 years, so you better start thinking about the next generation.”

    President Joe Biden’s pick for ambassador to Israel, former Treasury Secretary Jack Lew, defended his record related to the Iran nuclear deal during his confirmation hearing Wednesday and made clear that he believes the US is dealing with “an evil, malign government that funds its evil and malign activities first.”

    Lew was grilled by Republican members of the Senate Foreign Relations Committee, particularly over questions related to his role in lifting sanctions against Iran as part of the 2015 nuclear deal. He was also pressed on whether the Biden administration can prevent Tehran from using funds returned by the US with the lifting of additional sanctions for malign activities.

    Lew played a key role in the original Iranian nuclear deal in 2015, which Israeli Prime Minister Benjamin Netanyahu fiercely opposed, saying it gives Iran a clear path to an atomic arsenal. Former President Donald Trump withdrew from the deal in 2018, a move that was supported by Israel.

    Iran “is not a rational economic player” and will continue to prioritize funding its malign activities over providing humanitarian support for its own people – regardless of sanctions imposed by the US, Lew told lawmakers.

    “It’s not a pure economic question. It’s a question of who are we dealing with,” Lew told Senate lawmakers when asked if there is any way for the Biden administration to guarantee Iran will only use additional funds returned with the lifting of sanctions only for humanitarian purposes.

    “It’s not a tradeoff between guns and butter. Guns come first,” he said. “You are dealing with an evil, malign government that funds its evil and malign activities first.”

    Lew also said that the vast majority of money returned to Iran with the lifting of sanctions is used for humanitarian purposes and any misappropriated funds “won’t change the thrust of what they do.”

    “When Iran gets access to food and medicine for its people, that’s food and medicine it otherwise would not have. I can’t say that there’s no leakage,” Lew added.

    “To the extent that there’s leakage, it won’t change the thrust of what they do. Sadly, supporting terrorist organizations like Hamas and Hezbollah – that’s not very expensive. … Under maximum pressure, (Iran) still was doing their malign activities,” Lew said.

    Lew also said Wednesday he is “proud” of Biden for “taking the stand that he’s been taking” following the hospital blast in Gaza, referring to the president’s recent comments asserting he believes Israel was not behind the explosion as Hamas initially claimed.

    “I’m proud to see President Biden taking the stand that he’s been taking. And even this morning, when I heard his comments on the horrible bombing of a hospital in Gaza, you know, he was not giving into disinformation. He was shooting straight in the fog of the moment. You don’t have perfect information. And he said, from everything he sees, it was not Israel that did it.”

    Prior to Wednesday’s hearing, some Republicans were already signaling that they may slow down consideration of Lew’s nomination on the Senate floor.

    Several top GOP senators have expressed their concerns over Lew’s involvement in the Iran nuclear deal during the Obama administration, arguing that although it’s important to confirm a new ambassador as quickly as possible, given the conflict in the region, he may not be the right man for the job.

    Sen. Marco Rubio, a senior Republican on the Senate Foreign Relations Committee, told Fox News’ Maria Bartiromo, “I think we should have an ambassador in every country, it has to be the right person. In the case of Mr. Lew, I have real concerns that he has misled and lied to Congress in the past, in terms of some of the financial arrangements that were made under the Obama Administration.”

    Another Republican on the panel, Sen. Pete Ricketts of Nebraska, told CNN, “We have to have his hearing, but I have some very serious concerns about him and his involvement with the Iran nuclear deal, a deal that in my opinion is giving nuclear weapons to Iran, facilitating that. So, we’ll have to see what he says in there and take it from there.”

    While Lew only needs 51 votes to be confirmed, assuming his nomination is advanced by the Senate Foreign Relations Committee, any one senator can slow the process down on the Senate floor. Senate Minority Whip John Thune, the no. 2 Republican in the Senate, told CNN’s Manu Raju on Monday there is “a lot of resistance” to Lew’s nomination.

    Another top Republican in leadership, Sen. John Barrasso of Wyoming, told CNN on Tuesday that he believes one of his colleagues may place a hold to delay Lew’s confirmation. “I would expect so,” he said, though he would not say who he thinks would take that step.

    Sen. Tom Cotton, an Arkansas Republican who has attacked Lew as an “Iran sympathizer who has no business being our ambassador,” indicated on Tuesday that he may block a speedy confirmation of Lew.

    “Certainly Jack Lew will have to go through all the procedural steps that we go through for any random district judge or assistant administrator of the EPA,” he said. When asked if they would have unanimous consent to skip some of those steps, as the Senate often does, Cotton replied, “We’re not going to skip those for a soft-on-Iran ambassadorial nominee to Israel in the middle of a war with Iran’s proxies in Israel.”

    Senate Democrats have pushed back, saying that Lew is qualified and that confirming a new ambassador to Israel should be one of their highest priorities.

    Senate Foreign Relations Chair Ben Cardin told reporters on Tuesday, “He’s highly qualified, he’s the right person for the right job, but we want to be most effective as possible in helping Israel to deal with the hostages, to deal with the humanitarian needs, to deal with normalization.”

    The Maryland Democrat added, “We need a confirmed ambassador in Israel as soon as possible.”

    However, Republicans remain unconvinced. Sen. John Cornyn of Texas, a member of Senate GOP leadership, said that he is also “very troubled by some of what Sen. Cotton addressed in terms of his appeasement, and, frankly, the appeasement approach of the Biden administration and the Obama administration. Iran is still the number one state sponsor of terrorism.”

    He continued, “Proxies, like Hezbollah and Hamas are determined to wipe Israel off the map. And they’ve pretty much circumvented sanctions, which were supposed to have been imposed by the Treasury Department under Jack Lew, and selling oil on the open market and relieving some of the pressure that was there to get them to stop their nuclear program.”

    Iran is the main backer of terror groups Hamas, based in Gaza, and Hezbollah, based in Southern Lebanon.

    Cotton argued that rejecting Lew will send a powerful signal.

    “I know Democrats are saying that we need to confirm Jack Lew quickly to show our support for Israel. I would say it’s the exact opposite. We need to defeat Jack Lew’s nomination to show that we have a new approach to Iran,” he said in an interview on Fox News.

    In a post on X, Republican Sen. Eric Schmitt of Missouri agreed.

    “As Obama’s Treasury Secretary Jack Lew was a key figure in the disastrous Iran Nuclear Deal. Iran is the chief sponsor of Hamas. Jack Lew has no business being the US Ambassador to Israel,” Schmitt wrote.

    Elon Musk has spent nearly two decades rallying SpaceX fans around his goal of colonizing Mars, something world governments aren’t currently attempting — in part because of the unfathomable price tag such a mission will entail.

    Musk, the company’s CEO and chief engineer, refers to his interplanetary ambitions more like a sci-fi protagonist with a moral calling than an entrepreneur with a disruptive business plan.

    “If there’s something terrible that happens on Earth, either made by humans or natural, we want to have, like, life insurance for life as a whole,” Musk said during a virtual Mars conference on Aug. 31. “Then, there’s the kind of excitement and adventure.”

    SpaceX’s plans for a Red-Planet settlement bring up numerous technological, political and ethical questions. One of the most challenging hurdles may also be financial: Not even Musk has ventured to guess an all-in cost estimate.

    The last space program that came close to Musk’s interplanetary travel ambitions was NASA’s Apollo program, the mid-20th Century effort that landed six spacecraft and 12 astronauts on the moon. Apollo cost well over $280 billion in today’s dollars, and, in some years, NASA was taking up more than 4% of the entire national budget. The space agency, which in more recent years has received less than half of one percent of the federal budget, is mapping its own plans to return humans to the moon and, eventually, a path to Mars.

    “It’s not for the faint of heart. Good chance you’ll die, and it’s going to be tough going…It’d better be pretty glorious if it works out.”

    But the agency has not indicated how much the latter could cost, either.

    Musk’s personal wealth has ballooned to about $100 billion — at least on paper — thanks in no small part to a series of stock and stock awards from his electric car company, Tesla. Musk has also repeatedly said that he hopes profits from SpaceX’s other businesses, including a satellite-internet venture that is currently in beta testing, will help fuel development of his Mars rocket. SpaceX has also raised nearly $6 billion from banks and venture capitalists, swelling into one of the most highly-valued private companies in the world, according to data firm Pitchbook. Presumably, at least some investors will one day be looking to cash out.

    And that begs the question: Is there money to be made on Mars?

    SpaceX is likely still many, many years from developing all the technology a Mars settlement would require. The company is in the early stages of developing its Starship, a massive rocket and spaceship system that Musk hopes will ferry cargo and convoys of people across the at-minimum 30 million-mile void between Earth and Mars. Musk has estimated Starship development will cost up to $10 billion, and Musk said Aug. 31 that SpaceX will look to launch “hundreds” of satellites aboard Starship before entrusting it with human lives.

    If it proves capable of the trek to Mars, settlers will need air-tight habitats to shield them from toxic air and the deadly radiation that rains down on its surface.

    “It’s not for the faint of heart,” Musk said. “Good chance you’ll die, and it’s going to be tough going…It’d better be pretty glorious if it works out.”

    But for at least the first 100 years that humans have a presence on Mars, the economic situation will be dubious, said Michael Meyer, the lead scientist for NASA’s Mars Exploration Program, which recently launched the Perseverance rover to further study the planet robotically.

    Musk does have a plan for making Mars an attractive destination for long-term living: Terraforming, a hypothetical scenario in which humans make Mars more Earth-like by pumping gases into the atmosphere. It’d be an attempt to use the same greenhouse gases causing the climate crisis on our home planet to make Mars’ atmosphere thicker, warmer and more hospitable to life. Musk has promoted the idea that the process could be kicked off by dropping nuclear bombs on the planet.

    The idea of terraforming arose from scientists who were kicking around ideas, Meyer said, but not from anyone who thought it was something humans could or should do.

    “It was an intellectual exercise,” Meyer said. But there’s barely any oxygen in Mars’ atmosphere. And there’s an infinitesimally small amount of water, meaning it will be extremely difficult to grow crops, much less create a Mars-wide water cycle. It’s not even clear if there are enough resources on Mars to make terraforming possible at all.

    “I think ‘Total Recall’ has the right idea,” he joked. “You’d need to use some alien technology.”

    Musk has also acknowledged that terraforming will be extremely resource-intensive. But the concept is ingrained in SpaceX lore, so much so that the company sells t-shirts saying “Nuke Mars” and “Occupy Mars.”

    Musk is frequently seen wearing one.

    Values and valuations

    There are no known resources on Mars that would be valuable enough to mine and sell back to Earthly businesses, Meyer said. “Part of the reason [scientists are] interested in Mars is — it’s pretty much made of the same stuff as Earth,” he told CNN Business.

    Musk has previously suggested that he agrees, noting that the resources on Mars would likely be valuable only to settlers hoping to build up industries on the planet. He noted eight years ago that the only “economic exchange” between Mars and Earth dwellers would be “intellectual property.”

    Mars, the fourth planet from the sun, has days that are roughly as long as Earth days. But it's a smaller planet, its temperatures average -81 degrees Fahrenheit, and its atmosphere is much thinner and comprised mostly of carbon dioxide.

    Money-making ambitions aside, the idea that Mars could one day become home to a metropolis and — potentially — a tourist destination is acknowledged by mainstream scientists like Meyer, NASA’s lead Mars expert.

    Meyer said that, 20 years ago, he attended a presentation about Mars business and tourism. “I went in pretty skeptical of this… and coming away I was thinking, ‘Well, [there are] some pretty reasonable ideas,” he said, adding that he now embraces the idea that businesspeople could make space travel more accessible.

    Meyer added that, in his mind, it’s not if Mars travel will one day be a profitable venture, but when.

    Musk hasn’t expanded on his ideas for making money on Mars, but his musings about exporting intellectual property echoed a book written by Robert Zubrin, an influential but polarizing figure in the space community and a longtime Musk ally.

    “Ideas may be another possible export for Martian colonists,” Zubrin, who heads the Mars Society, wrote in his oft-cited 1996 book, “The Case for Mars.”

    To look towards a potential future of humanity, Zubrin looks to its past.

    “If somebody says, ‘But won’t there be exploitation there?’ Well sure, that’s what people do to each other all the time.”

    “Just as the labor shortage prevalent in colonial and 19th century America drove the creation of Yankee Ingenuity’s flood of inventions, so the conditions of extreme labor shortage…will tend to drive Martian ingenuity.”

    In a recent interview with CNN Business, Zubrin stood by those ideas, arguing American colonization has worked. Zubrin again harkens back to the colonization of North America as an example of how would-be Mars colonists might fund their trip.

    “If you say, okay, you want to go to Mars, you’re going to want to offer something,” Zubrin said. “If you look at Colonial America, a middle-class person could travel to America by liquidating their farm. But, the proceeds would give them a one-way ticket. But if you are working, what you could do is sell your labor for seven years. Remember the indentured servants?”

    “So there’ll be some selection for, like, you know, if you can pay it, you can go on your own terms — but if you can’t…effectively it’s like $300,000 which is about what a working person can make in seven years, or what a middle class person can put together by selling their house,” Zubrin added.

    Zubrin, who has worked with conservative think tanks but says he is not politically affiliated, also acknowledged that colonization can go hand-in-hand with exploitation: “If somebody says, ‘But won’t there be exploitation there?’ Well sure, that’s what people do to each other all the time.”

    (Musk has not expounded on his thoughts about colonialism, and he donates to both US political parties.)

    To be clear: The story of American colonialism also included chattel slavery and the brutalization and erasure of many native populations.

    “There aren’t native Martians,” Zubrin said.

    But Damien Williams — a teacher and PhD student at Virginia Tech who studies the intersection of advanced technologies, ethics and societies — warns that the stories we may tell ourselves about America and exploring outer space can leave out key context.

    It’s still unclear, for example, who Musk envisions as the first Mars settlers. NASA astronauts? Ultra-wealthy thrill-seekers? SpaceX employees?

    “This competitive stance of expansion and exploration, it’s not necessarily a bad thing,” Williams, who also works with the advocacy group Just Space Alliance, said. But, when it comes to a private company using resources that international treaties say do not belong to anyone — “Who’s been brought in and how? Who’s been left out and why? These things matter.”

    Musk’s use of the word “colonization” also belies a long history of Americans and other Western nations enriching themselves by exploiting and enslaving others. And when it comes to colonizing another planet, it’s not just the microbial lifeforms that may exist on Mars that should be concerned. Without clearly defined objectives and agreements, SpaceX’s colony could create a “contentious sphere of conflict,” Williams said.

    “The values that we take with us into space exploration should be front and center,” he added.

    SpaceX did not respond to requests for comment for this story.

    California regulators gave approval Thursday to two rival robotaxi companies, Cruise and Waymo, to operate their driverless cars 24/7 across all of San Francisco and charge passengers for their services.

    The much-anticipated vote, which followed roughly six hours of public comment both for and against driverless taxis, came amid clashes between the robotaxi companies and some residents of the hilly city. San Francisco first responders, city transportation leaders and local activists are among those who shared concerns about the technology.

    The California Public Utilities Commission regulates self-driving cars in the state and voted 3-to-1 in favor of Waymo and Cruise expanding their operations.

    That means residents and visitors to San Francisco will be able to pay a fare to ride in a driverless taxi, ushering in new automated competition to cab and ridehail drivers.

    “Today’s permit marks the true beginning of our commercial operations in San Francisco,” said Tekedra Mawakana, co-CEO of Waymo, in a press release.

    Cruise spokesperson Drew Pusateri said in a statement to CNN that the 24/7 driverless service is a “historic industry milestone” that puts Cruise “in a position to compete with traditional ridehail, and challenge an unsafe, inaccessible transportation status quo.”

    Until Thursday’s vote, Cruise and Waymo could offer only limited service to San Francisco residents.

    Cruise – a subsidiary of General Motors – could charge a fare only for overnight rides occurring between 10 p.m. and 6 a.m. in select parts of the city. Waymo, owned by Google’s parent company Alphabet, could charge a fare only for rides with a human driver in the vehicle.

    Now, Cruise and Waymo can charge a fare for their driverless rides and 24/7 access to San Francisco streets as they do so.

    Cruise officials told state commissioners at a recent public hearing that it deploys about 300 vehicles at night and 100 during the day, while Waymo officials said that around 100 of its 250 vehicles are on the road at any given time.

    The autonomous ride-hailing service offered by Cruise and Waymo allows users to request a ride similar to Uber or Lyft. There is a difference, of course: The car has no driver.

    Members of the public packed the commission’s San Francisco headquarters to share their thoughts with state commissioners in one-minute increments during the meeting. Critics pointed to driverless cars freezing in traffic and blocking first responders, while advocates said they felt the cars drove more defensively than human drivers.

    Although the decision ultimately laid in the hands of state regulators, who delayed the vote twice, local officials also expressed their dissent.

    The San Francisco Police Officers Association, San Francisco Deputy Sheriffs’ Association and the San Francisco Fire Fighters Local 798 all wrote letters to the CPUC in the week leading up to the originally scheduled vote on June 29. Each expressed concerns that autonomous vehicles could impede emergency responders.

    “The time that it takes for an officer or any other public safety employee to try and interact with an autonomous vehicle is frustrating in the best-case scenario, but when they can not comprehend our demands to move to the side of the roadway and are stopped in the middle of the roadway blocking emergency response units, then it rises to another level of danger,” wrote Tracy McCray, president of the San Francisco Police Officers Association in June, “and that is unacceptable.”

    The San Francisco Fire Department has recorded 55 incidents of driverless vehicles interfering with their emergency responses in 2023 as of Wednesday, the department confirmed to CNN.

    In one incident reported by the department on Saturday, a Waymo car pulled up between a car on fire and the fire truck aiming to put it out.

    Other instances include robotaxis driving through yellow tape into the scene of a shooting, blocking firehouse driveways such that a fire truck farther away had to respond to the scene, and requiring firefighters to reroute, according to Fire Chief Jeanine Nicholson.

    “It should not be up to my people to have to move their vehicle out of the way when we’re responding to one of our 160,000 calls,” Nicholson told CNN in June.

    Robotaxi companies have often touted their safety records. Out of 3 million driverless miles, a Cruise car has not been involved in a single fatality or life-threatening injury, according to the company. In a February review of its first million driverless miles, Waymo said their cars caused no reported injuries and that 55% of all contact events were the result of a human driver hitting a stationary Waymo vehicle.

    2022 was the worst year on record for traffic fatalities in San Francisco since 2014, according to city data. Cruise said that when benchmarked against human drivers in comparable driving environments, its vehicles were involved in 54% fewer collisions overall.

    The San Francisco Municipal Transportation Agency said in a California Public Utilities Commission meeting on Monday that it had logged almost 600 incidents involving autonomous vehicles since the technology first launched in San Francisco. The agency said they believe this is “a fraction” of actual incidents due to what they allege is a lack of data transparency.

    Genevieve Shiroma, the dissenting commissioner in the 3-1 vote, recommended the commission delay the vote until they received a “better understanding of the safety impacts” of the vehicles.

    “First responders should not be prevented from doing their job. The fact that an injury or fatality has not occurred yet is not the end of the inquiry,” Shiroma said. “The commission needs a better explanation regarding why these events occur.”

    You’re more likely to read about people in the aggregate in this newsletter – how groups are affected by something the government is doing and how polls suggest those groups feel about it.

    CNN’s John King is looking at the 2024 presidential race from the other side in his new “All Over the Map” project. Building relationships with individuals in key states, he plans to chart how their opinions shift over the course of the campaign.

    He’s filed reports from Iowa and New Hampshire so far:

    I talked to King to hear what he’s learned so far. Our conversation, conducted by phone and edited for length, is below.

    WOLF: What are you finding when you talk to people out in the country?

    KING: This is how I started covering politics 106 million years ago. It’s just at this moment in the country where you have this weird combination of polarization and disaffection and a lot of people who are in the middle who would be moderate Republicans or true independents or centrist Democrats are just disgusted and they’re sitting out.

    The people who are sitting out are empowering the extremes, and they know it, but they just can’t stomach national politics. So they vote for mayor and they vote for governor and sometimes they vote for Senate and Congress, but even that pisses them off. So it’s just a weird time.

    WOLF: What I really like in these reports is the nuance of people’s opinions. They don’t fit into the buckets that we create for them here in Washington. How do you find people who will talk to you? I’ve talked to other reporters who have trouble doing that.

    KING: It can be hard sometimes. We’re doing this a number of ways. Some of these are through people I know. The fishermen in New Hampshire we found through a woman I met years ago who’s part of an advocacy group for these independent small fishermen …

    They’re interesting because they’re young, they’re Republican-leaning, they’re really hardworking, blue-collar people. People that when I started doing this – 35 years ago was my first campaign – they were Democrats.

    Michael Dukakis only won 10 states in 1988, but he won West Virginia and Iowa. Farmers and coal miners and fishermen and people who work with their hands were Democrats then. And they are more and more Republicans now.

    The idea here is to build relationships with them all the way through next November and hopefully beyond. But in the 2024 campaign context, we’re not going in to get people at a rally to say, “Are you for (former President Donald) Trump or are you for (President Joe) Biden? Are you for (former South Carolina Gov. Nikki) Haley or are you for (Florida Gov. Ron) DeSantis?”

    We care about that, but I care much more about how they got there. Have they always been there? And again, in all caps in boldface to me is the question: why?

    WOLF: You talk to a solar panel salesman who backs Trump and a commercial fisherman, who you just mentioned, who says Republicans are for the working man. What motivates people whose livelihoods are directly related to climate change to back Republicans who are largely opposed to having any government involvement with doing anything about it?

    KING: That part’s fascinating. Chris Mudd is the solar panel guy in Iowa and Andrew Konchek is one of the fishermen in New Hampshire. And to your point, our business makes the mistake – and the candidates, the politicians and the parties way too often make the mistake – of trying to put people in their lanes and in their boxes. And guess what, everybody is different. It’s a cliche, but it’s true.

    So Chris Mudd – his family has an advertising business that employs just shy of 100 people in Cedar Falls, Iowa. It’s an anchor of the community, especially in a part of the country where you’ve had a lot of economic turmoil in the last 25 years, manufacturing disappearing. These guys are heroes in their communities. They are employers.

    Then he started the spinoff solar installation business, and he admits straight up his business benefits – and quite significantly – from the Biden green energy tax credits. And yet, he says, he would take his chances without them because he thinks that money should be redirected to the border wall. That Trump should finish his border wall.

    It’s not just immigration. It’s American sovereignty and the border. And so he’s willing to take an economic hit for his business. He thinks it would survive, but he would take a hit because immigration, American security, comes first to him.

    The fisherman, on the other hand, wants to stay on the water. He came to Trump in 2016 because Trump was a newcomer, he was the insurgent. He loves the policies. In Andrew’s case, he does not like the tweets. He does not like the chaos. Prefers Trump would talk more about the future, not the past.

    But his industry is in decline. And he says Trump is for less regulation – so they won’t be regulating the fishing industry as much – and he knows Trump hates wind energy farms, and he thinks the biggest immediate threat to his job, two or three years down the road, is a plan to build all these wind turbine farms off the coast of New Hampshire and off the coast of Maine.

    And he thinks they’re gonna kill his business. So he’s for Trump because he wants to pay his mortgage.

    WOLF: You talk to another guy in New Hampshire who’s switching from Trump to Robert F. Kennedy Jr. The conventional wisdom would be that Kennedy would pull from Biden’s support because he is, at least technically, a Democrat. What is happening there?

    KING: So that to me is fascinating on a couple levels. No. 1, Lucas was a Trump 2016 primary voter in New Hampshire. He quickly got turned off by the chaos. He was not for Trump in 2020. He went third party. But he’s a Republican-leaning guy who likes Trump’s policies. Does not like the Trump performance art, I’ll call it.

    You would think he’d be looking for another Republican in this campaign, but he gets all the way over to Robert Kennedy.

    A buddy of his, a crew mate, gave him a Joe Rogan podcast with Bobby Kennedy on it. And Kennedy is talking about how years ago, he helped these fishermen who were being hurt by industrial pollution when he was at the National Resources Defense Council.

    So what was he thinking here? They don’t trust politicians. Politicians promised to help them all the time, and in their view, they never do. So here’s a guy who’s running for president, who actually helped people who do what he does. Done. That’s it. Right?

    Yes, he knows there’s a lot of other controversy about Robert Kennedy. He says there’s going to be controversy about any politician. Here’s a guy who has helped people just like him.

    WOLF: You talked about a couple of people just now who don’t like the Trump noise or chaos, but CNN ‘s latest polling – we just had one in New Hampshire. Trump leads there. He leads in Iowa, according to polling there. What does your reporting on the ground suggest is behind the fact that none of these many Trump challengers have caught on?

    KING: Well, one of the issues is just that there are so many of them. The numbers are part of it, without a doubt. But a lot of these Republicans also view Trump as kind of an incumbent. And to a degree, he also benefits from the cynical effort to convince so many Republicans that he didn’t lose last time, even though we all know he did.

    If you look at our New Hampshire poll, even a lot of Republicans who support the other candidates think Trump is the strongest general election candidate. That’s helping him. I think the bigger part there is just that the base is loyal to him.

    He can be beat. Six in 10 Republicans in New Hampshire want somebody else, but there are 10 other people running and the support is fractured. Until you have a singular alternative, there’s no way to beat Trump.

    The only thing I would add to that is what several Trump voters in New Hampshire (told us). They’re planning to vote for him, make no mistake, but they say it’s not as exciting. It’s not the same as it was in 2015 and 2016, when he was new, when that hostile takeover was so dramatic and to many Republicans so exciting.

    The establishment didn’t think so, but a lot of Republican voters found it very exciting. Trump is not the new guy anymore. And in some ways, he’s the new establishment. That doesn’t mean his people aren’t loyal, but in the back of their mind, there does seem to be a little bit of, “I’m open to some change.”

    WOLF: Joe Biden didn’t win either Iowa or New Hampshire in the 2020 primaries. And for a complicated and very strange Democratic reason, he may not take part in those contests this year. His nomination is probably a foregone conclusion, but what did you hear from Democrats in those states?

    KING: I want to be a little careful here because we haven’t spent a ton of time with Democrats. The project’s going to expand over the next 13, 14 months, through the election.

    The biggest question right now is can Trump be stopped and who is the Republican nominee going to be? So that’s where we have put 75, 80% of our energy and focus. Doesn’t mean when we go into the states, we’re not meeting and talking to Democrats, but I would be more careful about taking the anecdotal reporting we get from six, eight, 10, 12 voters and projecting it out.

    I will say that a number of Democrats ask us, “Do you think there’s any chance he doesn’t run still?” Or they will share their own worries that there will be some event that will force him to not run again.

    The age thing is a nagging thought for Democrats. Age, or is he up to the job might be a better way to put it. Does he have the stamina for another term? That’s lingering.

    You don’t see any evidence that there’s anybody – no Democrat is running who has a serious chance or anything like that. We’re going get to the swing states as we go forward. I have a number of questions about whether key pieces of the Biden coalition are energized for any number of reasons.

    Sometimes you hear this age, stamina, up-to-the-job question. Other times you hear, if you talk to organizers and activists, that some of the people absolutely critical to the Democratic coalition – blue-collar Black workers, blue-collar Latino workers – are still feeling it from inflation, don’t feel like the economy’s bounced back.

    Those are things to cover as we go forward. I would not make any big sweeping findings in my reporting on the Democrats so far. I’ve got more questions than I have answers.

    WOLF: Let me tweak that a little bit. Separating you from these reporting trips, as somebody who’s covered so many presidential elections, what could be the potential effect of the president not taking part in the first two contests?

    KING: New Hampshire is very parochial. There are a lot of Democrats there who are, forgive my language, but pissed off at him. I think he could be “embarrassed” in New Hampshire.

    Now, does it have any lasting meaning? Let’s see what happens.

    The president did something, actually, that’s pretty courageous. I do not remember one cycle where there hasn’t been at least a conversation about, “Is it time to change this Iowa and New Hampshire thing?”

    The Iowa electorate is 90% White. The New Hampshire electorate is 90% White. The numbers are even higher than that if you look at the Republican electorate. They’re overwhelmingly White states. They do not reflect the diversity, both from an ethnic perspective and even an economic perspective, of the Democratic Party.

    This conversation comes up every four years in both parties. Are you gonna change it? Biden had the guts to do it. The cynic would say he did it for the reasons you mentioned – that he lost Iowa and New Hampshire, and he’s lost them before. That wasn’t the first time and so he wanted a new way. He wanted the Biden way.

    Of course that’s one of the reasons he did it. Because he has more success in South Carolina. He has a history. So he has tilted the Democratic playing field to his favor. A bad number in New Hampshire might be embarrassing, but I think they’ve actually more protected themselves than exposed themselves by doing it this way.

    My bigger question is does the way they’ve changed the Democratic (process) actually mask weaknesses? If there’s a weakness in Democratic enthusiasm, if there’s a turnout problem, they need to get a handle on that as soon as possible.

    As the Northern Hemisphere swelters under a record-breaking summer heat wave, much further south, in the depths of winter, another terrifying climate record is being broken. Antarctic sea ice has fallen to unprecedented lows for this time of year.

    Every year, Antarctic sea ice shrinks to its lowest levels towards the end of February, during the continent’s summer. The sea ice then builds back up over the winter.

    But this year scientists have observed something different.

    The sea ice has not returned to anywhere near expected levels. In fact it is at the lowest levels for this time of year since records began 45 years ago. The ice is around 1.6 million square kilometers (0.6 million square miles) below the previous winter record low set in 2022, according to data from the National Snow and Ice Data Center (NSIDC).

    In mid-July, Antarctica’s sea ice was 2.6 million square kilometers (1 million square miles) below the 1981 to 2010 average. That is an area nearly as large as Argentina or the combined areas of Texas, California, New Mexico, Arizona, Nevada, Utah, and Colorado

    The phenomenon has been described by some scientists as off-the-charts exceptional – something that is so rare, the odds are that it only happens once in millions of years.

    But Ted Scambos, a glaciologist at the University of Colorado Boulder, said that speaking in these terms may not be that helpful.

    “The game has changed,” he told CNN. “There’s no sense talking about the odds of it happening the way the system used to be, it’s clearly telling us that the system has changed.”

    Scientists are now scrambling to figure out why.

    The Antarctic is a remote, complex continent. Unlike the Arctic, where sea ice has been on a consistently downwards trajectory as the climate crisis accelerates, sea ice in the Antarctic has swung from record highs to record lows in the last few decades, making it harder for scientists to understand how it is responding to global heating.

    But since 2016, scientists have begun to observe a steep downwards trend. While natural climate variability affects the sea ice, many scientists say climate change may be a major driver for the disappearing ice.

    “The Antarctic system has always been highly variable,” Scambos said. “This [current] level of variation, though, is so extreme that something radical has changed in the past two years, but especially this year, relative to all previous years going back at least 45 years.”

    Several factors feed into sea ice loss, Scambos said, including the strength of the westerly winds around Antarctica, which have been linked to the increase of planet-heating pollution.

    “Warmer ocean temperatures north of the Antarctic Ocean boundary mixing into the water that’s typically somewhat isolated from the rest of the world’s oceans is also part of this idea as to how to explain this,” Scambos said.

    In late February of this year, Antarctic sea ice reached its lowest extent since records began, at 691,000 square miles.

    This winter’s unprecedented occurrence may indicate a long-term change for the isolated continent, Scambos said. “It is more likely than not that we won’t see the Antarctic system recover the way it did, say, 15 years ago, for a very long period into the future, and possibly ‘ever.’”

    Others are more cautious. “It’s a large departure from average but we know that Antarctic sea ice exhibits large year to year variability,” Julienne Stroeve, a senior scientist at the National Snow and Ice Data Center told CNN, adding “it’s too early to say if this is the new normal or not.”

    Sea ice plays a vital role. While it doesn’t directly affect sea level rise, as it’s already floating in the ocean, it does have indirect effects. Its disappearance leaves coastal ice sheets and glaciers exposed to waves and warm ocean waters, making them more vulnerable to melting and breaking off.

    A lack of sea ice could also have significant impacts on its wildlife, including krill on which many of the region’s whales feed, and penguins and seals that rely on sea ice for feeding and resting.

    More broadly, Antarctica’s sea ice contributes to the regulation of the planet’s temperature, meaning its disappearance could have cascading effects far beyond the continent.

    The sea ice reflects incoming solar energy back to space, when it melts, it exposes the darker ocean waters beneath which absorb the sun’s energy.

    Parts of Antarctica have been seeing alarming changes for a while. The Antarctic Peninsula, a spindly chain of icy mountains which sticks off the west side of the continent, is one of the fastest warming places in the Southern Hemisphere.

    Last year, scientists said West Antarctica’s vast Thwaites Glacier – also known as the “Doomsday Glacier” – was “hanging on by its fingernails” as the planet warms.

    Scientists have estimated global sea level rise could increase by around 10 feet if Thwaites collapsed completely, devastating coastal communities around the world.

    Scambos said that this winter’s record low level of sea ice is a very alarming signal.

    “In 2016, [Antarctic sea ice] took the first big down-turn. Since 2016, it’s remained low, and now the bottom has fallen out. Something major in a huge part of the planet is suddenly behaving differently from what we saw for the past 45 years.”

    Here’s a hot take on the summer of 2023: The climate you grew up in is gone, replaced by something new and changing, but also inalterably different – where the Atlantic Ocean can reach hot-tub temperature, heat is a recurring public health concern and people will have to adapt their way of living.

    In this year of epic heat, it’s time to start thinking about how the climate changed rather than the fact of its changing.

    From a historical standpoint, we are in uncharted territory. This is not just the hottest month in human history. It may be the hottest month in 120,000 years, according to scientists in Europe.

    Nearly half the US is under a heat advisory this week, and the country’s largest power grid was on alert.

    The warnings that more fires, floods and storms would occur as the atmosphere heated up are here.

    A large portion of the country has seen smoke come and go from those Canadian wildfires. Tourists in Greece were forced to flee in the country’s largest-ever evacuation.

    Towns unused to flooding were under water this year in Vermont. Torrential rain flooded Boston’s Fenway park.

    The West Coast of the US, for instance, has gotten a respite so far from wildfires thanks to epic rainfall earlier in the year.

    But we can expect more heat more often. Asked by CNN’s Zain Asher about a heat index in Iran that approached 150 degrees Fahrenheit, Marina Romanello, executive director of the Lancet Countdown on Health and Climate Change, said to prepare for more.

    “What we know is the heat will become much more intense, much more frequent, and that if we don’t act urgently to reduce greenhouse gas emissions, then the outlook will be very serious with, as you said, temperatures that are beyond the limits of physiological survival.”

    Are we acting urgently? Asher pointed out California is phasing out gas-powered car sales. Romanello said the basic move would be to commit to phase out fossil fuels. But countries are not yet on that path or anywhere close to it.

    Take a look at Arizona, where Phoenix has endured nearly a full straight month of 110-plus-degree days.

    Cacti can’t stand the heat and are dying. Hospitals have been taxed. Doctors are treating people burned just by falling on the ground, according to one CNN report.

    The Phoenix area medical examiner has brought in extra refrigerated containers for bodies, like it did during spikes of Covid-19, to deal with potential overflow. Maricopa County has 25 heat-related deaths so far, but another 249 are under investigation.

    The urban density that creates economic opportunity also makes cities hotter than their surrounding areas. There can be variation up to 8 degrees between portions of a city with trees and green space and those that are mostly pavement.

    “These giant swings in temperature over short distances in cities, known as the urban heat island effect, make heat waves even worse,” writes CNN’s Rachel Ramirez of a new report by the nonprofit research group Climate Central. “Areas blanketed with asphalt, buildings, industry and freeways tend to absorb the sun’s energy then radiate more heat, while areas with abundant green space – parks, rivers, and tree-lined streets – radiate less heat and provide shade.”

    Ramirez notes that cities are looking for new ways to adapt, like painting roads white in Los Angeles, painting roofs in New York and more.

    Coral reefs off the Florida Keys, unable to stand the 100-plus-degree temperatures charted in some areas, are suffering a mass bleaching event, according to CNN’s Eric Zerkel, who writes experts were stunned at the two-week escalation that could kill some reefs off.

    That’s a very real and grim consequence. More theoretical is the possibility that the series of currents that circulates water around the oceans simply collapses.

    A study published in the journal Nature this week suggested the Atlantic Meridional Overturning Current, which includes the Gulf Stream, could collapse as early as 2025. Melting ice could dilute ocean water and alter the currents, which would affect everyone on the planet.

    The reason gas prices have spiked in recent days? On top of OPEC holding back supply, excessive heat is affecting productivity at oil refineries.

    In the US, while President Joe Biden has made pledges to make the US carbon neutral in the coming decades, he is not completely opposed to new oil projects. It was seen as a political win for him and West Virginia Sen. Joe Manchin, a Democrat, that the Supreme Court cleared the way Thursday for a new pipeline running through West Virginia.

    That news came the same day the White House announced new relief measures for people suffering from the record heat, including the creation of a new “heat hazard alert” system to clarify precautions for workers.

    “I don’t think anybody can deny the impact of climate change anymore,” Biden said, announcing the measures.

    A majority of Americans – 52% – said in Gallup survey in March, before this heat wave, that protecting the environment should be prioritized even if it hurts the economy. That’s compared with 43% who said the government should prioritize economic growth even if it hurts the environment.

    However.

    The numbers may fluctuate depending on how people feel about the health of the economy. But the share who prioritize economic growth over the environment has on the whole risen in Gallup’s polling over the long term. Between 1985 and 2002, that number never topped 40%. The partisan divide over climate change is also the largest it has ever been.

    The geophysicist Bill McGuire, a professor at University College London and author of “Hothouse Earth: An Inhabitant’s Guide,” writes for CNN Opinion this week that people’s vacations as we know them are over.

    He points to tourists who had to flee the island of Rhodes in Greece to get away from wildfires.

    “It would be a big mistake to regard these as freak events and to continue holidaying as usual in the years ahead,” McGuire writes. “On the contrary, the extreme weather conditions across southern Europe this summer are a wake-up call – a reminder that not even our vacations are insulated from the growing consequences of global heating.”

    The remains of a German mountain climber who went missing 37 years ago while hiking along a glacier near Switzerland’s iconic Matterhorn have been recovered, as melting glaciers lead to the re-emergence of bodies and objects thought to be long lost.

    Climbers hiking along the Theodul Glacier in Zermatt on July 12 discovered human remains and several pieces of equipment, police in the Valais canton said in a statement Thursday.

    “DNA analysis enabled the identification of a mountain climber who had been missing since 1986,” police said in a statement. “In September 1986, a German climber, who was 38 at the time, had been reported missing after not returning from a hike.”

    Police said that searches for the disappeared climber at the time proved unsuccessful.

    The climber’s remains underwent a forensic analysis at Valais Hospital, allowing experts to link them to the 1986 disappearance, police added Thursday.

    Police did not provide additional information of the German alpinist’s identity nor on the circumstances of his death.

    Authorities released a photograph of a lone hiking boot with red laces sticking out of the snow, along with some hiking equipment that had belonged to the missing person.

    “The recession of the glaciers increasingly brings to light missing alpinists who were reported missing several decades ago,” police concluded in the statement.

    The discovery of the remains of the German climber comes as scientists revealed earlier this week that this month is on track to be the planet’s hottest in around 120,000 years.

    Glaciologist Lindsey Nicholson at the University of Innsbruck, in Austria, told CNN Friday that shrinking glaciers due to climate change have led to the discovery of bodies of climbers who disappeared.

    “As the glaciers retreat, any material – including people who have fallen into or onto them and have been buried by subsequent snow – will emerge. All glaciers are melting very fast and receding across the European Alps,” Nicholson said.

    Last year, Swiss glaciers recorded their worst melt rate since records began more than a century ago, losing 6% of their remaining volume in 2022, nearly double the previous record of 2003, Reuters reported.

    The melt was so extreme in 2022 that bare rock that had remained buried for millennia re-emerged at one site while bodies and even a plane lost elsewhere in the Alps decades ago were recovered.

    In 2015, the remains of two Japanese climbers who went missing on the Matterhorn in a 1970 snowstorm were found and their identities confirmed through the DNA testing of their relatives.

    “The glaciers are undergoing a long-term trend of melting,” Nicholson said, adding the trend is expected to continue, with “low snow years” contributing to the problem.

    “The reduced snow amount is also partly coupled to the change in temperatures, because what happens is some of the precipitation that … would have come in the form of snow, now comes in the form of rain. That does not help the glaciers, it works against them,” she added.

    Even if ambitious climate targets are met, up to half of the world’s glaciers could disappear by the end of the century, according to recent research.

    “If we continue with the emissions we are transmitting now, we are looking at a largely deglaciated Alps region for generations to come – and that is very sad,” Nicholson warned.

    The disappearance of glaciers will have cascading impacts.

    Glaciers play a vital role in providing fresh water for nearly 2 billion people and they are also a key contributor to sea level rise.

    “Some regions of the world are much more dependent on the glacier mountains than we are here – in some cases they are much more vulnerable than the Alps,” Nicholson added.
