    Police in Massachusetts are calling on the public’s help in locating a suspect who allegedly struck a state trooper while fleeing Encore Boston Harbor.

    Located across the Mystic River from Boston in Everett, Massachusetts State Police responded to an incident at the resort operated by Wynn Resorts early Friday morning after a report came in that a person was carrying a weapon on the casino floor. Upon being approached by casino security, the individual allegedly fled, prompting state troopers stationed at the casino to give chase.

    The suspect was reportedly able to get to his vehicle, where he drove off at a high rate of speed. As he exited the casino’s premises, police say he struck a state trooper with his vehicle’s side-view mirror.

    The troopers involved in the Friday incident are assigned to the state’s Gaming Enforcement Unit. The GEU, a division of the Massachusetts State Police, works with the Massachusetts Gaming Commission’s Investigations and Enforcement Bureau to investigate all possible criminal activity occurring at Encore Boston Harbor, MGM Springfield, and Plainridge Park Casino.

    The Massachusetts State Police have not yet commented on the Encore Boston Harbor incident. Boston 25, which broke the story, reported that state officials said only that the suspected carrying of a weapon is what led to casino security approaching the person who fled.

    As of this time, there is no word on what sort of weapon was allegedly involved, most critically, whether it was a firearm. Massachusetts does have a concealed carry law, though out-of-state licenses do not apply. The commonwealth is considered among the nation’s most restrictive states when it comes to firearms possession.

    Massachusetts law prohibits any person from possessing a firearm within or upon the premises of a gaming establishment.

    If the gaming licensee learns that an individual possesses a firearm … the gaming licensee must immediately notify an official within the on-site office of the IEB, and the individual violating the policy shall be removed from the premises of the gaming establishment by officers assigned to the Gaming Enforcement Unit,” Massachusetts’ Internal Control for Gaming reads. “Thereafter, the gaming licensee shall promptly, and in any event no later than 48 hours of such removal, or violation of the policy, notify the Chief of the Gaming Enforcement Division of the Massachusetts Attorney General’s Office.”

    Exceptions to the regulation include on-duty Massachusetts State Police troopers, local law enforcement officers assigned to the casino, IEB officials, and federal law enforcement officials.

    Crime Impact

    Crime studies commissioned by the Massachusetts Gaming Commission have concluded that Encore Boston Harbor has had a negligible to “limited impact on crime in the region.” The $2.6 billion integrated resort opened in June 2019.

    Crime rates in Everett today are in line with the rates the city experienced in 2019. However, there has been a slight increase in certain public safety issues, including intoxicated driving.

And it’s the largest five-star resort in America outside of Vegas!

    And that brings us to the number three spot on our list. And you may be expecting to hear a name like Borgata, Pachena, or perhaps even Foxwoods. All amazing properties and well worth a visit. However, the next name on our list is WinStar World Casino located between Dallas, Texas and Oklahoma City with 400,000 square ft of gaming space, 10,500 slots, 100 table games, 55 poker tables, and a bingo hall that seats 800 people.     Workers at Encore Boston Harbor have taken a significant step toward securing a stronger collective voice. 85 cage cashiers at the Everett casino voted almost unanimously to be represented by Teamsters Local 25, adding their ranks to the 140 Teamsters already employed at the resort. While all high-profile casinos in the Las Vegas Strip are unionized, nationwide membership is on the decline.

    Unionization Will Help Employees Secure Better Working Conditions

    Announced on Tuesday, the move highlights a growing pressure for organized labor across the US casino industry. At Encore, cage cashiers interact with customers by exchanging chips for cash, a demanding role that requires accuracy, speed, and concentration. The workers now say that they are ready to bargain for fairer pay, better benefits, and a seat at the negotiating table. 

    Tom Mari, president of Teamsters Local 25, applauded the decision, adding that the union was ready to pursue further improvements for working conditions. Meanwhile, employees were optimistic that the move would help everyone on the job build a better future. Mari lauded the new union members’ resolve, pledging Teamsters Local 25’s full support.

    A Massachusetts consumer claimed that Encore Boston Harbor and its ownership group, Wynn Resorts, shortchanged its customers. However, the court sided with the casino.

    In a lawsuit filed in August 2019, Richard Schuster, who claims to be one of the casino’s first patrons, alleged that the property’s ticket redemption units had technical issues that didn’t properly disperse coins. Schuster also said that the coinless machines introduced shortly after the casino’s opening were unfair.

    The man alleged that Encore Boston Harbor shortchanged him on the 12 visits he made to the property, echoing other similar cases. Because of that, he accused the property of violating Massachusetts’ consumer protection laws and violating its contract.

    Wynn Says Schuster Was Fully Aware of How to Redeem His Tickets

    However, Wynn Resorts officials explained that the ticket redemption units dispense cash in the amount of the nearest whole dollar value. The coinless machines would then issue a ticket with the rest of the change that players can redeem at a cashier window.

    Schuster alleged that the coinless machines discourage consumers from seeking to redeem their change, allowing the casino to keep it. He himself would often throw away the tickets instead of redeeming them at a cashier window.

    Upon examining the facts, the court agreed that Wynn’s coinless machines did not breach any regulations. It also rejected Schuster’s claim that the machines were unethical. Judge Allison Burroughs noted that Schuster had all the information he needed to redeem his change, despite claiming that it should have been included on the tickets.

    Following the verdict, Schuster appealed the judge’s ruling to the First Court of Appeals. However, Wynn’s attorneys want the case dismissed, claiming that the consumer had not been subjected to any unfair or deceptive conduct.

    According to Wynn’s representatives, the plaintiff did not receive any misleading information and was, in fact, aware of how to redeem his tickets. The casino emphasized that Schuster ultimately chose to “do something with his TRU tickets other than what he was instructed to do.”

    The casino company added that its coinless TRU ticket machines are fully in line with Massachusetts’ standards.

    The Massachusetts Gaming Commission met for the third time this week to consider a casino based sports betting license Thursday, when they unanimously approved Encore Boston Harbor as the state’s first fully licensed sports betting operator. 

    Members of the Massachusetts Gaming Commission (MGC) approved a so-called “Category 1” license for Encore Boston Harbor, which allows for in-person sports betting at the casino.

    Encore managed to secure what its competitors, MGM Springfield and Plainridge Park Casino, had not in meetings on Tuesday and Wednesday — for the moment, at least. The commission voted 5-0 in a few different instances in favor of Encore Boston Harbor’s application.

    Encore officials will still need to obtain a certificate of operations and comply with regulatory conditions before bets can officially begin, the MGC said in a statement.

    Wynn Resorts plans to offer legal sports betting at the facility through as many as 120 kiosks, as well as a WynnBET-branded sportsbook that features “a state-of-the-art 10-foot high and 123-foot-long video wall,” the Encore application says. 

    The MGC previously set a goal of launching retail sports wagering at the three casinos in Massachusetts in January. This timeline would allow people to place bets on the Super Bowl in early February.

    “More information on a universal launch day for retail sports betting will be released in the coming weeks,” the MGC said. State lawmakers agreed to legalize sports betting on Aug. 1.
