  • Early education gets a $10 million boost in Montgomery County – WTOP News

    County Executive Marc Elrich said $6 million of the funding is coming from the federal government for its Head Start program, while the Maryland county is adding $4 million to expand its child care centers.

    As their classroom was packed with standing adults, students at the Academy Child Development Center at Stone Mill Elementary School in North Potomac, Maryland, sat quietly at tables barely noticing the press conference that was taking place around them.

    While parents would have been incredibly happy with their children’s behavior, they would also be thrilled hearing that Montgomery County is investing $10 million in early childhood education.

    As soon as Montgomery County Executive Marc Elrich walked through the door, a big smile came over his face. Elrich, who spent 17 years teaching elementary school, told WTOP that it felt good being back in a classroom.

    “We got $6 million from the federal government for Head Start,” Elrich said. “And we’ve got $4 million we’re putting in for capital projects so people can expand their existing child care centers.”

    During the announcement, Elrich said he was speaking as a former elementary school teacher, adding they knew that far too many kids were entering kindergarten two years behind.

    “That means they are entering socially, emotionally and cognitively as 3-year-olds,” Elrich said. “At a time when they need to be 5-year-olds.”

    Once a student starts behind, Elrich said it’s tough to catch up. There is research, he said, that shows that you’ll be able to predict if a student will be successful by third grade.

    That is why Elrich believes this investment is as important as when all-day kindergarten became mandatory.

    Montgomery County says this three-prong initiative will strengthen its early childhood education, or ECE, system. There is a new loan fund and federal grants, thanks to new programs and partnerships. There is a collaborative initiative for child care educators, which the county says is a response to a recent study that identified major gaps in child care access, especially for children in underserved communities.

    Among the speakers at the announcement on Wednesday along with Elrich was Thomas Taylor, the superintendent of Montgomery County Public Schools, and Kate Stewart, the president of the Montgomery County Council.

    “The funding is going to our Head Start programs and also our early childhood providers, creating more seats for families,” Stewart said. “To help families to make sure that they are prepared when they enter our school system in kindergarten is so essential.”

    Another one of the adults in the room who was thrilled by this announcement has over 35 years experience working with the age group this initiative would benefit.

    Leslie Walsh, the chief executive director of Academy Child Development Center, said the exposure to classrooms that children have from a very young age “and the teacher child relationships are critical to the child’s success.”

    4. Future Outlook: Both Shrinker and her colleague are optimistic about the recovery and advancement in early childhood education. They advocate for expanded pre-K opportunities and the use of technology in developmentally appropriate ways to support children’s long-term success.

    Waterford.org Awarded $13.9M Grant to Expand Early Education Success in Rural Southern States

    Waterford.org, a national not-for-profit committed to advancing early education, proudly announces a $13.9 million Education Innovation and Research (EIR) grant from the U.S. Department of Education. Waterford received bipartisan support from federal legislators in securing this grant, which is focused on expanding school readiness in rural communities across 16 southern states.

    This initiative builds upon Waterford’s successful partnership with the Department of Ed. in five Western states, using evidence-based solutions to address rural community needs. Totaling $15.3 million over five years, the project aims to expand this strategy by fostering authentic community partnerships to develop a scalable blueprint for enhancing student achievement.

    The Upstart Rural TASK Force, led by Waterford.org, will study the impact of early learning on thousands of PreK through 2nd-grade students across Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, New Mexico, Oklahoma, South Carolina, Tennessee, Texas, Virginia and West Virginia.

    “Our focus is to ensure that every child, no matter their location, has access to quality early education,” stated Rebecca Kelley, Head of Advocacy and Community Engagement. “This study ensures we continue to scale evidence-based programs and advance equity through early learning.”

    The EIR award expands the work of Waterford.org, backed by philanthropic funders, including Blue Meridian Partners, Valhalla, Overdeck Family Foundation and Yield Giving. Waterford is also grateful for the transformational support from The Audacious Project by TED, which continues to position the organization for success.

    Waterford’s evidence-based approach to delivering personalized reading, math and science learning, complemented by family support, has undergone thorough third-party research, earning Tier 1 recognition by What Works Clearinghouse.

    Partners for Rural Impact, a fellow Blue Meridian Partner grantee, and the American Institutes for Research (AIR) join Waterford.org in this mission. AIR shares a vision of equitable access to high-quality learning for all children.

    When Barry tries to skate, he falls…again and again. He falls so much that it’s all he can think about, which Tommy says is the problem: “If we keep thinking about falling, we’ll fall! There’s something good out of every fall. Let’s just think about pushing one foot in front of the other.”

    With steady practice, believing he can do it, and a secret “weapon” he learns from Tommy – the Power Boost – Barry is ready for the upcoming race…and what happens at the finish line surprises both Kari and himself.

    The Tangipahoa Parish School system was awarded a grant to establish a unique “Ready Start Network” to pilot a state program to increase early childhood education access and improve quality. 

    Tangipahoa Parish School System has received a grant from the Louisiana Board of Elementary and Secondary Education to pilot new strategies to increase access to and improve the quality of publicly funded early childhood care and education. It is one of 13 communities joining as a third cohort and one of 26 total communities to lead this work statewide.

    The communities, called Ready Start Networks, will develop new local governance structures; assess local demand for early care and education; provide resources and training for teachers to improve classroom quality; implement fundraising strategies, and share their findings with state leaders to inform future policymaking. 

    Due to this grant, Early Learning Tangipahoa rebranded to Ready Start Tangipahoa with the launch of their new website in the fall of 2020.

    Ready Start Tangipahoa will do this by:
    Equipping each classroom with quality, Tier I curriculum by May 2023.
    Increasing overall CLASS scores in each classroom by .5 for veteran teachers and .2 for novice teachers by 2023.
    Increasing parent accessibility, involvement, and awareness of resources in Tangipahoa Early Childhood by May 2023.
    Expanding access and enrollment to early learning for children aged birth to three in quality centers by 20%, at the end of 2023.
