    Rural voters ‘in the trenches’ on climate, leery of Biden

    NEW YORK — Drought in California meant Raquel Krach, a rice farmer and graduate student in the Sacramento Valley, planted very little. Using groundwater, she and her husband planted 75 acres this year to maintain their markets. The rest of the 200 acres she typically sows remained empty due to an inadequate water supply.

    The 53-year-old Democrat said it’s clear to her that climate change is responsible. But she says that notion is a deeply divisive one in her community.

    “Our connections to our neighbors are pretty limited because our views are so different. Climate change is normally a topic we don’t even broach because our views are so different,” Krach said.

    The impacts of climate change hit communities across the country, including Krach’s, yet voters in rural communities are the least likely to feel Washington is in their corner on the issue. Rural Americans and experts suggest there’s a disconnect between the way leaders talk about climate change and the way these communities experience it.

    AP VoteCast, a sweeping survey of the 2022 midterm electorate, shows clear differences between urban and rural communities in voter sentiment on President Joe Biden ’s handling of climate, and whether climate change is impacting their communities.

    About half of voters nationwide approve of the president’s handling of the issue, despite the passage of the Inflation Reduction Act this summer that meant historic investments aimed at reducing the emissions that cause climate change. While around 6 in 10 urban voters approve, the figure drops to about half for suburbanites and roughly 4 in 10 for rural voters.

    The urban-rural divide exists within the Republican Party, showing those differences aren’t driven solely by a partisan split between bluer cities and redder countryside. While 27% of urban Republicans approve of Biden’s leadership on climate, only 14% of small-town and rural Republicans say the same, VoteCast showed.

    Sarah Jaynes, the executive director of the Rural Democracy Initiative, which provides funding to groups that support progressive policies in rural areas, suggested the overarching urban-rural divide has a lot to do with messaging issues.

    “People in rural areas and small towns are less likely to think that Democrats are fighting for people like them, so there’s a partisan trust issue,” Jaynes said. “I think there’s an issue where people don’t want to signal that they’re supporting Democrats in rural communities right now.”

    VoteCast also shows that despite nationwide climate crises — from hurricanes to wildfires to droughts — there’s varying concern among voters about whether climate change is in their backyards. About three-quarters of urban voters are at least somewhat worried about the effects of climate change in their communities, compared to about 6 in 10 suburbanites and about half of small-town and rural voters.

    That difference isn’t necessarily explained by a lack of belief in climate change within rural communities. A September AP-NORC poll showed majorities across community types say climate change is happening.

    “If you’re speaking to climate generally, rural people can feel like ‘well, do you really care about me? Are you talking about me?’” Jaynes said. “If you ask them ‘are you concerned about flooding? Are you concerned about the water crisis? Are you concerned about the impacts of extreme weather?’ You’re going to hear a lot more positively when you meet them where they are.”

    In Krach’s community, she said “everyone is very clear on that there’s no water and that there’s a drought. Whether they attribute that to climate change is different.”

    Nationally, extreme weather has meant agriculture has taken huge hits. Krach’s experience isn’t unique: ongoing drought in California meant that Colusa and Glenn counties saw their rice acreage drop by at least three-quarters, according to an analysis by UC-Davis agricultural economist Aaron Smith. In Texas, drought and a heat wave meant a whopping near 70% of cotton crops are likely to be abandoned. In Georgia, farmers have started growing citrus, as weather warms up and becomes increasingly untenable for the peach.

    Johnathan Hladik, the policy director at the Center for Rural Affairs in Nebraska, an organization focusing on rural community development, including environmental stewardship, said the nature of much of the work rural people do makes looking at the global scale difficult – like in agriculture.

    “Farmers are experiencing climate change in a much different way than many more urban people do. It’s in every part of their job. It’s almost like it’s a day to day battle. You’re in the trenches every single day and it’s really hard to step back and look at it big-picture-size,” he said.

    Olivia Staudt, a 20-year-old junior at Iowa State University, grew up on a fourth-generation corn, bean and row crop operation in Marble Rock, Iowa. The Republican said another factor contributing to the divide on climate issues is that some rural people think urban communities assign them disproportionate blame on climate issues without looking in the mirror.

    “There always needs to be a scapegoat, and it feels like that’s what rural communities are to a lot of these urban areas,” Staudt said. “But no one has all the blame or creates all the issues.”

    Staudt knows first-hand how much farming communities think about natural resources — her family not only uses the land but maintains it for the future, and that connection to the Earth can be farther off for urban residents. When she sees new big developments in cities and smog, paired with a perception of the agriculture sector getting blamed for climate change, it feels off.

    The findings are complicated by a lack of knowledge on Biden’s climate actions. September’s AP-NORC poll found that about 6 in 10 U.S. adults said they knew little to nothing about the Inflation Reduction Act — a law widely heralded as the largest investment in climate spending in history.

    The IRA, which Biden signed into law in August, included about $375 billion in investments in climate over 10 years. Among other things, the legislation provides around $260 billion in tax credits for renewable energy and offers consumer rebates to households for heat pumps and solar panels, and up to $7,500 in electric vehicle credits.

    Some elements of the law are geared towards the agriculture sector, too. According to the U.S. Department of Agriculture, the law includes $20 billion to conservation programs run by the department, $3 billion in relief for distressed USDA borrowers whose operations are at financial risk, and $2 billion in financial assistance to farmers who have experienced past discrimination in USDA lending programs.

    SACRAMENTO, Calif. — The federal government said Monday it will spend $250 million over four years on environmental cleanup and restoration work around a drying Southern California lake that’s fed by the depleted Colorado River.

    The future of the Salton Sea, and who is financially responsible for it, has been a key issue in discussions over how to stave off a crisis in the Colorado River. The lake was formed in 1905 when the river overflowed, creating a resort destination that slowly morphed into an environmental disaster as water levels receded, exposing residents to harmful dust and reducing wildlife habitat.

    The lake is largely fed by runoff from farms in California’s Imperial Valley, who use Colorado River water to grow many of the nation’s winter vegetables as well as feed crops like alfalfa. As the farmers reduce their water use, less flows into the lake. California said it would only reduce its reliance on the over-tapped river if the federal government put up money to mitigate the effects of less water flowing into the sea.

    “It’s kind of a linchpin for the action we need to see on the Colorado River,” said Wade Crowfoot, California’s natural resources secretary. “Finally we are all in agreement that we can’t leave the Salton Sea on the cutting room floor, we can’t take these conservation actions — these extraordinary measures — at the expense of these residents.”

    The deal announced Monday needs approval from the Imperial Irrigation District, the largest user of Colorado River water. The water entity’s board will take it up on Tuesday.

    Both the district’s general manager and board member JB Hamby applauded the deal Monday.

    “The collaboration happening at the Salton Sea between water agencies and state, federal, and tribal governments is a blueprint for effective cooperation that the Colorado River Basin sorely needs,” Hamby said in a statement.

    The $250 million will come out of the recently passed Inflation Reduction Act, which set aside $4 billion to stave off the worst effects of drought across the U.S. West.

    Most of the money is contingent on the Imperial Irrigation District and Coachella Valley Water District making good on their commitments to reduce their own use of river water. Both submitted proposals to cut back their usage for payment as part of a new federal program.

    The quarter-billion dollars will largely go to bolster and speed up existing state projects designed to lower the negative environmental impact of the drying lake bed. The state has committed nearly $583 million to projects at the sea, including dust suppression and habitat restoration. One project underway aims to create wetlands and ponds that will limit dust from blowing into the air while creating safe spaces for fish and birds, according to the state.

    The deal comes as the U.S. Interior Department and the seven states that rely on the river — California, Arizona, New Mexico, Colorado, Nevada, Utah and Wyoming — scramble to stave off the worst impacts of the ongoing drought and historic overuse of the river. Lakes Powell and Mead, the key reservoirs that store river water and provide hydropower across the West, are only about a quarter full.

    After months of failed negotiations over a deal to drastically cut water use, the federal government in October said it would pay farmers and cities to cut back through activities like leaving fields unplanted or lining canals to prevent water from seeping into the ground. Proposals were due earlier this month. Meanwhile, the Interior Department has taken steps to unilaterally revise guidelines that govern when water shortages are declared, a move that could force states to further cut back.

    The Salton Sea, meanwhile, became its own political flashpoint in October when Arizona Sen. Mark Kelly, then up for reelection, urged the federal government to withhold any environmental cleanup money unless California agreed to give up more water. That prompted criticism he was using communities who already suffer from poor air quality as a bargaining chip.

    The agreement marks a good step forward but key details still need to be fleshed out, said Frank Ruiz, Salton Sea program director for Audubon California. He worries that $250 million is not enough to mitigate all of the damage already done at the sea.

    “This is a great step but I think we need a lot more,” he said. “We need to continue discussing water sustainability in the region.”

    Broadly, he wants to see a more equitable distribution of the region’s water supplies and hopes the Salton Sea gets a guaranteed minimum amount of water even as overall use declines.

    CHIBAYISH, Iraq (AP) — Abbas Hashem fixed his worried gaze on the horizon — the day was almost gone and still, there was no sign of the last of his water buffaloes. He knows that when his animals don’t come back from roaming the marshes of this part of Iraq, they must be dead.

    The dry earth is cracked beneath his feet and thick layers of salt coat shriveled reeds in the Chibayish wetlands amid this year’s dire shortages in fresh water flows from the Tigris River.

    Hashem already lost five buffaloes from his herd of 20 since May, weakened with hunger and poisoned by the salty water seeping into the low-lying marshes. Other buffalo herders in the area say their animals have died too, or produce milk that’s unfit to sell.

    “This place used to be full of life,” he said. “Now it’s a desert, a graveyard.”

    The wetlands — a lush remnant of the cradle of civilization and a sharp contrast to the desert that prevails elsewhere in the Middle East — were reborn after the 2003 fall of Saddam Hussein, when dams he had built to drain the area and root out Shiite rebels were dismantled.

    But today, drought that experts believe is spurred by climate change and invading salt, coupled with lack of political agreement between Iraq and Turkey, are endangering the marshes, which surround the Tigris and Euphrates rivers in southern Iraq.

    This year, acute water shortages — the worst in 40 years, according to the Food and Agriculture Organization — have driven buffalo herders deeper into poverty and debt, forcing many to leave their homes and migrate to nearby cities to look for work.

    The rural communities that rely on farming and herding have long been alienated from officials in Baghdad, perpetually engaged in political crises. And when the government this year introduced harsh water rationing policies, the people in the region only became more desperate.

    Oil-rich Iraq has not rebuilt the country’s antiquated water supply and irrigation infrastructure and hopes for a water-sharing agreement for Tigris with upstream neighbor Turkey have dwindled, hampered by intransigence and often conflicting political allegiances in Iraq.

    In the marshes, where rearing of water buffaloes has been the way of life for generations, the anger toward the government is palpable.

    Hamza Noor found a patch where a trickle of fresh water flows. The 33-year-old sets out five times a day in his small boat across the marshes, filling up canisters with water and bringing it back for his animals.

    Between Noor and his two brothers, the family lost 20 buffaloes since May, he said. But unlike other herders who left for the city, he is staying.

    “I don’t know any other job,” he said.

    Ahmed Mutliq, feels the same way. The 30-year-old grew up in the marshes and says he’s seen dry periods years before.

    “But nothing compares to this year,” he said. He urged the authorities to release more water from upstream reservoirs, blaming provinces to the north and neighboring countries for “taking water from us.”

    Provincial officials, disempowered in Iraq’s highly centralized government, have no answers.

    “We feel embarrassed,” said Salah Farhad, the head of Dhi Qar province’s agriculture directorate. “Farmers ask us for more water, and we can’t do anything.”

    Iraq relies on the Tigris-Euphrates river basin for drinking water, irrigation and sanitation for its entire population of 40 million. Competing claims over the basin, which stretches from Turkey and cuts across Syria and Iran before reaching Iraq, have complicated Baghdad’s ability to make a water plan.

    Ankara and Baghdad have not been able to agree on a fixed amount of flow rate for the Tigris. Turkey is bound by a 1987 agreement to release 500 cubic meters per second toward Syria, which then divides the water with Iraq.

    But Ankara has failed to meet its obligation in recent years due to declining water levels, and rejects any future sharing agreements that forces it to release a fixed number.

    Iraq’s annual water plan prioritizes setting aside enough drinking water for the nation first, then supplying the agriculture sector and also discharging enough fresh water to the marshes to minimize salinity there. This year, the amounts were cut by half.

    The salinity in the marshes has further spiked with water-stressed Iran diverting water from its Karkheh River, which also feeds into Iraq’s marshes.

    Iraq has made even less headway on sharing water resources with Iran.

    “With Turkey, there is dialogue, but many delays,” said Hatem Hamid, who heads the Iraqi Water Ministry’s key department responsible for formulating the water plan. “With Iran, there is nothing.”

    Two officials at the legal department in Iraq’s Foreign Ministry, which deals with complaints against other countries, said attempts to engage with Iran over water-sharing were halted by higher-ups, including the office of then-Prime Minister Mustafa al-Kadhimi.

    “They told us not to speak to Iran about it,” said one of the officials. The officials spoke on condition of anonymity to discuss legal issues.

    Iraq’s needs are so dire that several Western countries and aid organizations are trying to provide development assistance for Iraq to upgrade its aging water infrastructure and modernize ancient farming practices.

    The U.S. Geological Survey has trained Iraqi officials in reading satellite imagery to “strengthen Iraq’s hand in negotiations with Turkey,” one U.S. diplomat said, also speaking anonymously because of the ongoing negotiations.

    As the sun set over Chibayish, Hashem’s water buffalo never returned — the sixth animal he lost.

    “I have nothing without my buffaloes,” he said.

    QUESADA, Spain — An extremely hot, dry summer that shrank reservoirs and sparked forest fires is now threatening the heartiest of Spain‘s staple crops: the olives that make the European country the world’s leading producer and exporter of the tiny green fruits that are pressed into golden oil.

    Industry experts and authorities predict Spain’s fall olive harvest will be nearly half the size of last year’s, another casualty of global weather shifts caused by climate change.

    “I am 57 years old and I have never seen a year like this one,” farmer Juan Antonio Delgado said as he walked past his rows of olive trees in the southeast town of Quesada. “My intention is to hang on as long as I can, but when the costs rise above what I make from production we will all be out of a job.”

    High temperatures in May killed many of the blossoms on the olive trees in Spanish orchards. The ones that survived produced fruits that were small and thin because of not enough water. A little less moisture can actually yield better olive oil, but the recent drought is proving too much for them.

    This year has been the third-driest in Spain since records were started in 1964. The Mediterranean country also had its hottest summer on record.

    Spain’s 350,000 olive farmers typically harvest their crops in early October, ahead of their full ripeness, in order to produce the olive oil. But with his olives still too puny to pick, Delgado left most of the fruit on his trees, hoping for rain. So far, no luck.

    If the wished-for rain doesn’t arrive soon, the country will produce nearly half as many olives as it did last year, according to Spain’s agriculture minister.

    “Our forecast for this harvest season is notoriously low,” Agriculture Minister Luis Planas told The Associated Press. “The ministry predicts that it won’t even reach 800,000 tonnes (882,000 U.S. tons),” compared with 1.47 million tonnes (1.62 million U.S. tons) in 2021.

    Olive trees cover 2.7 million hectares (6.8 million acres) of Spain’s soil, with a full 37% of them found in Jaén province, which is known for its “sea of olives” and where Delgado farms.

    On average, Spain grows more than three times as many olives as Italy and Greece, which also are seeing smaller yields.

    Olive oil production in the European Union as a whole is forecast to fall drastically compared with last year, according to the Committee of Professional Agricultural Organizations and the General Confederation of Agricultural Cooperatives,

    The European farming organizations, known by the acronyms COPA and COGECA, warned in September that the yield could drop by 35% due to drought and high temperatures. The two groups called the situation in Spain “particularly worrying.”

    The smaller harvest is driving up prices, according to Italian olive oil producer Filippo Berio. The company said the price of European olives for extra virgin oil has soared from 500 euros per tonne ($495) to 4,985 euros ($4,938) per tonne.

    Along with warmer than usual weather, the drought is affecting Spanish olives in other ways. Farming method consultant Antonio Bernal is witnessing the return of long-forgotten diseases during his visits to Quesada. He believes that milder winters are helping fungi to proliferate.

    Bernal also fears that the most widespread variety of olive cultivated in Jaén won’t be able to adapt to such a quickly changing climate.

    “The solution is to stop climate change: Olive groves cannot adapt at a pace to assume such a fast change,” Bernal said.

    Besides the olive branch being the universal symbol of peace, the olive is a symbol of the Mediterranean. Plato was said to have dispensed his wisdom under an olive tree and the olive’s widespread cultivation in Spain goes back to the Romans.

    When it got too dry for orange and lemon trees, olive trees were counted on to continue thriving. The short, gnarly trees cling to dry, rocky ground and seem not to mind when the sun comes pounding down. Under torrid midday conditions, microscopic pores on their leaves close to reduce water loss.

    “For Jaén, the olive has been our culture, our way of subsisting and feeding our families,” said olive farmer Manuel García.

    Yet even the hearty olive has limits. These days, the fruit represents the challenges communities face in a hotter, dryer world.

    Researcher Virginia Hernández is an olive expert based at the Institute of Natural Resources and Agrobiology in Seville, Spain. She is studying how to adapt irrigation practices to drought, specifically the point at which “sub-optimum” quantities of water can be used to promote sustainability.

    With less rain likely to become a norm, using water sparingly is critical, Hernández said. She thinks a more intelligent use of high-tech irrigation systems combined with more drought-resistant varieties of trees could save the industry as the planet warms.

    According to climate experts, the Mediterranean is expected to be one of the fastest warming regions of the world in the coming years. The trick is convincing farmers that reducing their output some today might save their livelihoods tomorrow, the kind of adaptability at which olives are particularly adept, Hernández said.

    “The truth is that the olive is the paradigmatic species when it comes to resisting a lack of water,” she said. “I can’t think of another that can hold up like the olive. … It knows how to suffer.”

    Workers with the water district in Wenden, Arizona, saw something remarkable last year as they slowly lowered a camera into the drought-stricken town’s well: The water was moving.

    But the aquifer which sits below the small desert town in the southwestern part of the state is not a river; it’s a massive, underground reservoir which stores water built up over thousands of years. And that water is almost always still.

    Gary Saiter, a longtime resident and head of the Wenden Water Improvement District, said the water was moving because it was being pumped rapidly out of the ground by a neighboring well belonging to Al Dahra, a United Arab Emirates-based company farming alfalfa in the Southwest.

    Al Dahra did not respond to multiple requests for comment on this story.

    “The well guys and I have never seen anything like this before,” Saiter told CNN. The farm was “pumping and it was sucking the water through the aquifer.”

    Groundwater is the lifeblood of the rural Southwest, but just as the Colorado River Basin is in crisis, aquifers are rapidly depleting from decades of overuse, worsening drought and rampant agricultural growth.

    Residents and farms pull water from the same underground pools, and as the water table declines, the thing determining how long a well lasts is how deeply it was drilled.

    Now frustration is growing in Arizona’s La Paz County, as shallower wells run dry amid the Southwest’s worst drought in 1,200 years. Much of the frustration is pointed at the area’s huge, foreign-owned farms growing thirsty crops like alfalfa, which ultimately get shipped to feed cattle and other livestock overseas.

    “You can’t take water and export it out of the state, there’s laws about that,” said Arizona geohydrologist Marvin Glotfelty, a well-drilling expert. “But you can take ‘virtual’ water and export it; alfalfa, cotton, electricity or anything created in part from the use of water.”

    Residents and local officials say lax groundwater laws give agriculture the upper hand, allowing farms to pump unlimited water as long as they own or lease the property to drill wells into. In around 80% of the state, Arizona has no laws overseeing how much water corporate megafarms are using, nor is there any way for the state to track it.

    But rural communities in La Paz County know the water is disappearing beneath their feet.

    Shallow, residential wells in the county started drying up in 2015, local officials say, and deeper municipal well levels have steadily declined. In Salome, local water utility owner Bill Farr told CNN his well – which supplies water to more than 200 customers, including the local schools – is “nearing the end of its useful life.”

    And in Wenden, water in the town well has been plummeting. Saiter told CNN the depth-to-water – how deep below the surface the top of the water table is – has dropped from about 100 feet in the late 1950s to about 540 feet in 2022, already far beyond what an average residential well can reach. Saiter is anxious the farms’ rapid water use could push the water table too low for the town well to draw safe water from.

    La Paz County supervisor Holly Irwin told CNN getting the state to act on – or even acknowledge – the region’s dwindling water supply has been a “frustrating” yearslong battle which has left her community feeling “forgotten.”

    Middle East agriculture companies “have depleted their [water], that’s why they are here,” Irwin said. “That’s what angers people the most. We should be taking care of our own, and we just allow them to come in, purchase property and continue to punch holes in the ground.”

    In 2018, Saudi Arabia finalized a ban on growing thirsty crops like alfalfa and hay to feed livestock and cattle. The reason was simple: the arid Middle East – also struggling with climate change-fueled drought – is running out of water, and agriculture is a huge consumer.

    But vast dairy operations are a point of national pride in the Middle East, according to Eckart Woertz, director of the Germany-based GIGA Institute for Middle East Studies. So, they needed to find water somewhere else.

    “They have all their cows there and they need feeding. That feedstock comes from abroad,” Woertz told CNN.

    Valued at $14.3 billion, the Almarai Company – which owns about 10,000 acres of farmland in Arizona under its subsidiary, Fondomonte – is one of the biggest players in the Middle East’s dairy supply. The company also owns about 3,500 acres in agriculture-heavy Southern California, according to public land records, where they use Colorado River water to irrigate crops.

    Woertz said while most of the company’s cattle feed is purchased on the open market, Alamarai took the extra step of buying farmland abroad, as part of a growing trend in foreign-owned farmland in the US. Foreign-owned farmland in the West increased from around 1.25 million acres in 2010 to nearly three million acres in 2020, according to data from the US Department of Agriculture. In the Midwest, foreign-owned farmland has nearly quadrupled.

    “It gives you that sense you’re closer to the source,” Woertz added. “The sense that you own land or lease land somewhere else and have direct bilateral access [to water] gives you a sense of maybe false security.”

    In the high desert of Arizona, emerald-green fields stretch for miles alongside dry tumbleweeds and Saguaro cactus.

    The Fondomonte-owned Vicksburg Ranch near Salome is massive. The company spent $47.5 million to buy nearly 10,000 acres of land there in 2014, and it leases additional farmland from the state.

    Huge storage facilities were erected to hold the harvests. Rows of small houses were built for the farm’s workers, all surrounded by flowering desert shrubs. Tractor trailers filled with bales of alfalfa hay rumble down the highway, which local officials told CNN they had to repair because of the increased agricultural traffic.

    The alfalfa on the trucks is eventually shipped to feed cattle in Saudi Arabia.

    “They’ve definitely increased production,” Irwin said. “They’ve grown so much since they’ve been here.”

    Almarai was transparent about why it wanted the land, according to an article on the purchase from Arab News: The transaction was part of “continuous efforts to improve and secure its supply of the highest quality alfalfa hay from outside the Kingdom to support its dairy business.”

    “It is also in line with the Saudi government direction toward conserving local resources,” Arab News added.

    Representatives of Fondomonte declined an interview request for this story, but Jordan Rose, the company’s Arizona attorney, provided a statement: “Fondomonte decided to invest in the southwest United States just as hundreds of other agricultural businesses have because of the high-quality soils, and climatic conditions that allow growth of some of the finest quality alfalfa in the world.”

    Rose added the farm installed “the most technologically advanced conservation oriented watering systems available on the market.”

    Indeed, there is nothing illegal about foreign-owned farming in the US. And many American farmers use the West’s water to grow crops which are eventually exported around the globe.

    But amid the worst drought in centuries, residents and officials have questioned the merit of allowing countries, which themselves are running out of water, unlimited access to a resource as good as gold in the Southwest.

    Cynthia Campbell, water resources management adviser for the city of Phoenix, has been watching the La Paz County water situation with frustration.

    Phoenix currently gets most of its water from local rivers and the Central Arizona Project, which diverts Colorado River water to Phoenix and Tucson. But it could use rural groundwater as a safety net in the coming years if the city’s primary sources are further restricted.

    That is, if there is any groundwater left by then.

    “We are literally exporting our economy overseas,” Campbell said. “I’m sorry, but there’s no Saudi Arabian milk coming back to Southern California or Arizona. The value of that agricultural output is not coming through in value to the US.”

    Despite the ever-looming water crisis, people are still drawn to small Southwest towns like Wenden and Salome because of the low home prices and the freedom of desert living.

    While housing costs in the country rocket upward, rural Arizona has remained a stubbornly affordable place to live. Homes cost between $30,000 and $40,000, and residential taxes paid to the county are below $300 per year, Saiter, the head of Wenden’s water district and a longtime resident, told CNN.

    “People are able to afford to live here, versus Phoenix,” Gary’s wife, De Vona Saiter, told CNN. Median incomes in the county are low, “but you can still have a beautiful life.”

    The Saiters’ house and rental properties around town – as well as De Vona’s mother Gloria Kaisor’s home down the street – are decorated with hand-drawn art, gardens and antiques.

    Kaisor is a longtime resident who first moved to Wenden with her family in the 1960s. After living in Phoenix for years, she gravitated back to the rural area.

    “This is home,” Kaisor said. “You don’t hear a noise. It’s quiet. I don’t want to be around a lot of people. You can do whatever you want.”

    Yet the impacts of living near a corporate farm are starting to pile up.

    Kaisor’s home was inundated with silty, wet mud this summer. Rainfall runoff from a recent monsoon flood carried it from the farm right into Wenden. Gary Saiter believes Al Dahra farm staff have rerouted natural waterways, forcing the rainfall into town rather than out into the desert washes.

    Kaisor and her neighbors’ fences are reinforced with sheet metal to try to stop mud and water from coming into their houses, but Kaisor was trapped in her house during a storm earlier this year.

    “The whole property was full of mud,” De Vona Saiter said.

    Hard mud remains caked onto paved streets, a remnant of the August flood that saw silt from Al Dahra fields wash into Wenden.

    Al Dahra did not respond to CNN’s questions for this story, including questions about its water usage, the uptick in residential flooding and potential rerouting of natural waterways.

    The company did provide a statement to the Arizona Republic for a story published in 2019: “Water resources in Arizona must be managed wisely in order to preserve our quality of life and to protect the state’s economic health,” Al Dahra said. “The company is fully committed to Arizona and plans to remain here for the long-term.”

    Living near the Al Dahra farm also brings more frequent and alarming drought-related impacts.

    When it gets windy, a “dirt wall” of soil and dust whips up from the alfalfa fields, exacerbating the Saiters’ allergies. And most noticeably, the ground is literally sinking as the water below the surface gets pumped out.

    The floor in De Vona’s shop has sunk a couple inches, she said, and the ground around one well casing has sunk about a foot; so much the wellhead needed to be cut and resized.

    With all of this, Gary Saiter doesn’t care if the farm is owned by a company overseas. The way he sees it, it doesn’t make much of a difference who owns the farm; he just wishes they were better neighbors.

    “I am kind of ambivalent about the Saudis,” Saiter said. “You can’t control where people sell stuff, and it’s going to go somewhere.”

    “I just don’t like the crops they’re growing and the water they’re pumping,” he added.

    Kari Avila, superintendent and athletics director for Salome High School, believes the farms are providing local economic benefits. Rose, Fondomonte’s Arizona attorney, told CNN in an email the company is the fourth-largest employer in the county.

    “They employ a lot of people,” Avila told CNN. “If they weren’t farming it, someone else would be. A lot of people are upset it’s not Americans farming.”

    Avila praised the farms for their internship programs and career fairs. Last year, Al Dahra donated an irrigation pump and generator to water Salome’s high school fields, which had been drying up. Avila said the pump installation for the field was fast and took just a few weeks.

    But even as the companies are trying to invest in the area, many still question whether those benefits are worth it as water disappears.

    “It’s great,” Irwin, the La Paz County supervisor said, “but if you can’t turn your faucet on in five years, that sh*t’s not going to matter.”

    The reason some rural residents feel powerless about the fate of their groundwater is because they say Arizona’s state lawmakers have thus far not acted to protect it.

    The last time the state passed regulations around groundwater was in 1980, with a law creating certain zones in mostly urban areas, where officials had to ensure they were replenishing underground aquifers and not pumping them dry.

    The laws governing the so-called active management areas, or AMAs, are strong compared to groundwater laws in other Southwest states, said Kathleen Ferris, a former top state water official and senior researcher at Arizona State University’s Kyl Center for Water Policy.

    But “outside of the AMAs, not so much,” Ferris told CNN.

    About 80% of the state falls outside the active management areas, with no restrictions on how much groundwater can be pumped and no way to monitor it.

    “It can’t get any worse” than Arizona’s lack of regulation on rural groundwater, Ferris said. “Let’s put it that way.”

    Water officials can measure whether water levels in the aquifers are going up or down, but because groundwater is so lightly regulated in rural areas, they don’t have enough data to answer a crucial question: Exactly how much water is left?

    “That is one of the challenges of our state; you can’t manage what you don’t measure,” said top Arizona water official Tom Buschatzke, the director of the state’s Department of Water Resources. “We do the best we can with the data and estimated data that we have, but it really begs questions about how much benefit we can really provide.”

    As the West’s water crisis grows more intense, groundwater reform has become a flashpoint in this year’s election campaigns.

    Arizona attorney general candidate Kris Mayes, a Democrat, has seized on the state’s practice of leasing public land to corporate farms, including more than 6,000 acres leased to Fondomonte, according to the state land department.

    A recent investigation by the Arizona Republic found Fondomonte – the second-largest agricultural lessor of Arizona land – is paying the state a heavily discounted rate which does not take their water usage into account.

    Mayes said she thinks the leases violate the state constitution and has vowed to cancel them if she’s elected.

    “It shouldn’t have happened in the first place,” Mayes told Irwin in September, standing outside Fondomonte’s farm. “We can get these leases canceled, and we should. We are essentially giving our water away for free to a Saudi corporation, and that has to come to an end.”

    The Arizona State Land Department is studying the state’s water resources in western Arizona, department spokesman Bill Fathauer told CNN. But he added it does not have the authority to implement additional groundwater restrictions.

    “The comprehensive data determined from these studies will allow the Department to make an informed decision about not only future land use in these areas but also help determine what the future value of the land is as well,” Fathauer said in an email.

    The kind of sweeping water reforms Arizona needs must ultimately come from the state legislature, says outgoing state House member Regina Cobb, a Republican.

    For years, Cobb tried to advance bills to allow local officials to regulate their aquifers. The bills never got a committee hearing, Cobb said, never mind making it to the floor for a vote. CNN reached out to Gov. Doug Ducey and top Arizona lawmakers in the state House and Senate for comment; none responded.

    As the Colorado River shrinks and Arizona’s share of the water continues to be cut, Cobb told CNN the state’s approach to groundwater has been unthinkable.

    “Why are we allowing a foreign company to come into Arizona – which is drought-stricken right now – and have a sweetheart deal [on leases], when we are trying to conserve as much water as we can?” she asked.

    “It boggles my mind.”

    Europe is facing a tough winter, as inflation and energy prices continue to rise. The continent also faces tough decisions following its scorching hot summer

    Heat waves in Europe broke records, sparked widespread wildfires and even damaged a busy runway at a London airport.

    Unlike the U.S., European countries don’t rely on air conditioning to cope with high temperatures. Fewer than 10% of households in Europe owned air conditioners as of 2016, according to the International Energy Agency.

    “If we were looking at the beginning of this summer, it was fairly quiet. We were getting typically 20 inquiries a day maybe for people interested in air conditioning,” said Richard Salmon, director of The Air Conditioning Co., which is based in central London.

    Demand for air conditioners spiked as temperatures crossed 100 degrees Fahrenheit in the United Kingdom.

    “I’ve been here for 15 years and I’ve never seen anything quite like it,” Salmon said.

    As countries around the globe rapidly adopt ways to cool their homes and businesses, it becomes more important to install cooling technology that doesn’t contribute to higher temperatures in the future via carbon emissions.

    “It is clear that if no effective mitigation strategies will be put in place on a global scale to cut emissions then this kind of summer and these kinds of events will become the new norm,” said Andrea Toreti, senior climate researcher at the European Commission, the executive body of the EU.

    Drought that stretched across three continents this summer — drying out large parts of Europe, the United States and China — was made 20 times more likely by climate change, according to a new study.

    Drought dried up major rivers, destroyed crops, sparked wildfire, threatened aquatic species and led to water restrictions in Europe. It struck places already plagued by drying in the U.S., like the West, but also places where drought is more rare, like the Northeast. China also just had its driest summer in 60 years, leaving its famous Yangtze river half its normal width.

    Researchers from World Weather Attribution, a group of scientists from around the world who study the link between extreme weather and climate change, say this type of drought would only happen once every 400 years across the Northern Hemisphere if not for human-caused climate change. Now they expect these conditions to repeat every 20 years, given how much the climate has warmed.

    Ecological disasters like the widespread drought and then massive flooding in Pakistan, are the “fingerprints of climate change,” Maarten van Aalst, a climate scientist at Columbia University and study co-author, said.

    “The impacts are very clear to people and are hitting hard,” he said, “not just in poor countries, like the flooding Pakistan …. but also in some of the richest parts of the world, like western central Europe.”

    To figure out the influence of climate change on drying in the Northern Hemisphere, scientists analyzed weather data, computer simulations and soil moisture throughout the regions, excluding tropical areas. They found that climate change made dry soil conditions much more likely over the last several months.

    This analysis was done using the warming the climate has already experienced so far, 1.2 degrees Celsius (2.2 degrees Fahrenheit), but climate scientists have warned the climate will get warmer, and the authors of the study accounted for that.

    With an additional 0.8 degrees C degrees warming, this type of drought will happen once every 10 years in western Central Europe and every year throughout the Northern Hemisphere, said Dominik Schumacher, a climate scientist at ETH Zurich, a university in Switzerland.

    “We’re seeing these compounding and cascading effect across sectors and across regions,” van Aalst said. “One way to reduce those impacts (is) to reduce emissions.”

    FAIRMEAD, Calif. — As California’s drought deepens, Elaine Moore’s family is running out of an increasingly precious resource: water.

    The Central Valley almond growers had two wells go dry this summer. Two of her adult children are now getting water from a new well the family drilled after the old one went dry last year. She’s even supplying water to a neighbor whose well dried up.

    “It’s been so dry this last year. We didn’t get much rain. We didn’t get much snowpack,” Moore said, standing next to a dry well on her property in Chowchilla, California. “Everybody’s very careful with what water they’re using. In fact, my granddaughter is emptying the kids’ little pool to flush the toilets.”

    Amid a megadrought plaguing the American West, more rural communities are losing access to groundwater as heavy pumping depletes underground aquifers that aren’t being replenished by rain and snow.

    More than 1,200 wells have run dry this year statewide, a nearly 50% increase over the same period last year, according to the California Department of Water Resources. By contrast, fewer than 100 dry wells were reported annually in 2018, 2019 and 2020.

    The groundwater crisis is most severe in the San Joaquin Valley, California’s agricultural heartland, which exports fruits, vegetables and nuts around the world.

    Shrinking groundwater supplies reflect the severity of California’s drought, which is now entering its fourth year. According to the U.S. Drought Monitor, more than 94% of the state is in severe, extreme or exceptional drought.

    California just experienced its three driest years on record, and state water officials said Monday they’re preparing for another dry year because the weather phenomenon known as La Nina is expected to occur for the third consecutive year.

    Farmers are getting little surface water from the state’s depleted reservoirs, so they’re pumping more groundwater to irrigate their crops. That’s causing water tables to drop across California. State data shows that 64% of wells are at below-normal water levels.

    Water shortages are already reducing the region’s agricultural production as farmers are forced to fallow fields and let orchards wither. An estimated 531,00 acres (215,000 hectares) of farmland went unplanted this year because of a lack of irrigation water, according to the U.S. Department of Agriculture.

    As climate change brings hotter temperatures and more severe droughts, cities and states around the world are facing water shortages as lakes and rivers dry up. Many communities are pumping more groundwater and depleting aquifers at an alarming pace.

    “This is a key challenge not just for California, but for communities across the West moving forward in adapting to climate change,” said Andrew Ayres, a water researcher at the Public Policy Institute of California.

    Madera County, north of Fresno, has been hit particularly hard because it relies heavily on groundwater. The county has reported about 430 dry wells so far this year.

    In recent years, the county has seen the rapid expansion of thirsty almond and pistachio orchards that are typically irrigated by agricultural wells that run deeper than domestic wells.

    “The bigger straw is going to suck the water from right beneath the little straw,” said Madeline Harris, a policy manager with the advocacy group Leadership Council for Justice and Accountability. She stood next to a municipal well that’s run dry in Fairmead, a town of 1,200 surrounded by nut orchards.

    “Municipal wells like this one are being put at risk and are going dry because of the groundwater overdraft problems from agriculture,” Harris said. “There are families who don’t have access to running water right now because they have dry domestic wells.”

    Residents with dry wells can get help from a state program that provides bottled water as well as storage tanks regularly filled by water delivery trucks. The state also provides money to replace dry wells, but there’s a long wait to get a new one.

    Not everyone is getting assistance.

    Thomas Chairez said his Fairmead property, which he rents to a family of eight, used to get water from his neighbor’s well. But when it went dry two years ago, his tenants lost access to running water.

    Chairez is trying to get the county to provide a storage tank and water delivery service. For now, his tenants have to fill up 5-gallon (19-liter) buckets at a friend’s home and transport water by car each day. They use the water to cook and take showers. They have portable toilets in the backyard.

    “They’re surviving,” Chairez said. “In Mexico, I used to do that. I used to carry two buckets myself from far away. So we got to survive somehow. This is an emergency.”

    Well drillers are in high demand as water pumps stop working across the San Joaquin Valley.

    Ethan Bowles and his colleagues were recently drilling a new well at a ranch house in the Madera Ranchos neighborhood, where many wells have gone dry this year.

    “It’s been almost nonstop phone calls just due to the water table dropping constantly,” said Bowles, who works for Chowchilla-based Drew and Hefner Well Drilling. “Most residents have had their wells for many years and all of a sudden the water stops flowing.”

    His company must now drill down 500 and 600 feet (152 to 183 meters) to get clients a steady supply of groundwater. That’s a couple hundred feet deeper than older wells.

    “The wells just have to go deeper,” Bowles said. “You have to hit a different aquifer and get them a different part of that water table so they can actually have fresh water for their house.”

    In March, Gov. Gavin Newsom signed an executive order to slow a frenzy of well-drilling over the past few years. The temporary measure prohibits local agencies from issuing permits for new wells that could harm nearby wells or structures.

    California’s groundwater troubles come as local agencies seek to comply with the Sustainable Groundwater Management Act, which Gov. Jerry Brown signed in 2014 to prevent groundwater overpumping during the last drought. The law requires regional agencies to manage their aquifers sustainably by 2042.

    Water experts believe the law will lead to more sustainable groundwater supplies over the next two decades, but the road will be bumpy. The Public Policy Institute of California estimates that about 500,000 acres (202,000 hectares) of agricultural land, about 10% of the current total, will have to come out of production over the next two decades.

    “These communities are going to be impacted from drinking water supplies and loss of jobs,” said Isaya Kisekka, a groundwater expert at the University of California, Davis. “There’s a lot of migration of farmworkers as this land gets fallowed.”

    Farmers and residents in the Valley are hoping for help from above. “Hopefully we get a lot of rain,” Chairez said. “There’s a big need: water. We need water, water, water.”

    SACRAMENTO, Calif. — The past three years have been California’s driest on record, a streak unlikely to break this winter, state officials said Monday.

    The official water year concluded Friday, marking an end to a period that saw both record rainfall in October and the driest January-to-March period in at least a century. Scientists say such weather whiplash is likely to become more common as the planet warms. It will take more than a few winter storms to help the state dig out of drought.

    “This is our new climate reality, and we must adapt,” Karla Nemeth, director of the state Department of Water Resources, said in a statement.

    Her comments came ahead of expected remarks Monday by state water officials about what to expect in the months ahead. The water year runs from Oct. 1 to Sept. 30, so that the rainiest winter months are recorded together.

    Snow that falls in California’s mountains typically provides one-third of the state’s annual water supply, but last year snow levels were far below average by the end of the winter. The Colorado River, another major source of water for Southern California, is also beset by drought, threatening its ability to supply farmers and cities around the U.S. West.

    Precipitation was 76% of average for the year that just ended, and the state’s reservoirs are at 69% of their historical levels, state officials said.

    Most of the state is in severe or extreme drought, according to the U.S. Drought Monitor. The worst conditions are throughout the Central Valley, the state’s agricultural heartland where many of the nation’s fruits, vegetables and nuts are grown.

    Another dry year would mean little to no water deliveries from state supplies to farmers and cities in central and Southern California. State and local officials, meanwhile, continue to urge California’s 39 million residents to save water wherever possible by ripping out grass lawns or letting them go brown, taking shorter showers and generally being more conscious about water use.

    There are signs that the state and its residents are better learning to deal with ongoing dry periods, said Jeff Mount, a senior fellow with the Water Policy Center at the Public Policy Institute of California. With limited water supplies, farmers in the northern part of the state have fallowed rice fields, while major water agencies in the south have started to look for ways to expand water supply through recycling and other means.

    Still, drought fatigue may be setting in. Democratic Gov. Gavin Newsom called on residents last year to voluntarily reduce their water use by 15%. The state still hasn’t met that target and water use went up in the spring compared to prior years. But use has started to tick down after state water officials put new restrictions on outdoor watering.

    “We’re not fighting anymore about whether things are changing — we’re having reasonable fights about how to adapt to it,” Mount said.

    Lake Powell, the second-largest human-made reservoir in the US, has lost nearly 7% of its potential storage capacity since 1963, when Glen Canyon Dam was built, a new report shows.

    In addition to water loss due to an intense multiyear drought, the US Geological Survey and the Bureau of Reclamation report found, Lake Powell faced an average annual loss in storage capacity of about 33,270 acre-feet, or 11 billion gallons, per year between 1963 and 2018.

    That’s enough water to fill the Reflecting Pool on the National Mall about 1,600 times.

    The capacity of the reservoir is shrinking because of sediments flowing in from the Colorado and San Juan rivers, according to the report. Those sediments settle at the bottom of the reservoir and decrease the total amount of water the reservoir can hold.

    As of Monday, Lake Powell was around 25% full, according to data from the Bureau of Reclamation.

    It’s bad news for a region already facing water shortages and extreme wildfires due to the drought. National Oceanic and Atmospheric Administration drought experts said last week these conditions are expected to at least continue – if not worsen – in the coming months.

    Lake Powell is an important reservoir in the Colorado River Basin. Both Lake Powell and nearby Lake Mead, the nation’s largest reservoir, have drained at an alarming rate. In August, the federal government declared a water shortage on the Colorado River for the first time after Lake Mead’s water level plunged to unprecedented lows, triggering mandatory water consumption cuts for states in the Southwest that began in January.

    And last week, Lake Powell dipped below the critical threshold of 3,525 feet above sea level, sparking additional concerns about water supply and hydropower generation millions of people in the West rely on for electricity.

    The significance of the dwindling water supply along the Colorado cannot be overstated.

    The system supplies water for more than 40 million people living across seven Western states and Mexico. Lakes Powell and Mead provide a critical supply of drinking water and irrigation for many across the region, including rural farms, ranches and native communities.

    “It is vitally important we have the best-available scientific information like this report to provide a clear understanding of water availability in Lake Powell as we plan for the future,” Tanya Trujillo, assistant secretary for water and science with the US Department of Interior, said in a statement. “The Colorado River system faces multiple challenges, including the effects of a 22-year-long drought and the increased impacts of climate change.”
