    Boycotts. Prebuttals. Rebuttals. Historic guests.

    California members of the U.S. Senate and the House of Representatives’ approach to President Trump’s State of the Union address Tuesday night are as varied as their politics and their districts.

    Before the speech, Sen. Adam Schiff described Trump as an out-of-control and corrupt president who has ignored pressing issues such as climate change in order to enrich himself and punish his political enemies, including by turning the U.S. Department of Justice and the rest of the federal government into a “personal fiefdom,” unbound by the law.

    “From the birth of our nation, our founders were obsessed with preventing tyranny and the emergence of another king, another despot. They created checks and balances, separation of powers, an independent judiciary. They understood that the greatest threat to liberty wasn’t foreign invasion, it was the concentration of power in the hands of one person or faction,” Schiff said on the floor of the U.S. Senate. “This president has systematically dismantled these safeguards in his second term.”

    Schiff is among the Democrats boycotting the speech. Other Californians include Reps. Robert Garcia (D-Long Beach), Sara Jacobs (D-San Diego), Sydney Kamlager-Dove (D-Los Angeles) and Julia Brownley (D-Westlake Village).

    Sen. Alex Padilla, the son of immigrants who was tackled in Los Angeles last year when he attempted to ask Homeland Security Secretary Kristi Noem a question during the immigration raids, will deliver a Spanish-language response after Trump’s address on television and online.

    California has the largest congressional delegation in the nation, so its elected officials frequently have an outsized presence in the nation’s capital. An especially memorable moment was when then-House Speaker Nancy Pelosi (D-San Francisco) ripped up a copy of Trump’s speech after the 2020 State of the Union address.

    It’s unclear whether California elected officials plan anything as dramatic tonight. But their guests are notable.

    Though Garcia is not attending the speech, his guest at the event is Annie Farmer, a woman who was abused at the age of 16 by sexual predators Jeffrey Epstein and Ghislaine Maxwell. Rep. Eric Swalwell (D-Dublin), who is attending, is bringing Teresa J. Helm — another Epstein abuse survivor.

    Others plan to bring constituents from their districts — Rep. Ken Calvert (R-Corona) is bringing Ben Benoit, the Riverside County auditor-controller who is a longtime friend.

    Pelosi’s guest is the Rev. Devon Jerome Crawford, senior pastor of historic Third Baptist Church of San Francisco. And some have surprise guests who will be unveiled later tonight.

  • Student anti-ICE walkouts: Some officials praise activism, others dole out detention

    After some 150 students walked out of Redlands schools early this month in support of immigrants they were dealt an unexpected consequence: a temporary suspension of school privileges as administrators enforced rules that forbid them from leaving a classroom without permission.

    The punishment — the loss of access to sports, dances, performances and other school events — in a school system with a conservative-majority governing board stands in sharp contrast to the positive reception that student activism has received in some other California school systems, including Los Angeles Unified School District.

    The disparate actions show how school officials throughout various states and school systems — in blue and red regions — have been dealing with a wave of student walkouts that began in late January as part of national protests over the Trump administration’s immigration enforcement crackdown.

    Redlands school officials said the suspension of privileges will remain in place until a student satisfies certain conditions, such as attending a session of Saturday school or performing four hours of community service.

    “The superintendent’s message is consistent: We care deeply about our students, and we recognize that many young people are dealing and engaging with issues they see in the news and in their community,” said district Public Information Officer Christine Stephens. “Students have the right to express themselves peacefully. At the same time, the district must uphold its responsibility to maintain a safe, supervised learning environment during the school day.”

    Districts that expressed support for students’ free-speech rights included those in San Francisco and Sacramento. In Palo Alto, district officials worked with schools to make sure students could carry out their announced walkout safely.

    L.A. Unified officials have not set districtwide penalties for walkouts — and its leaders align with the students’ anti-ICE critique. Supt. Alberto Carvalho, an immigrant himself, has pledged to do all in the district’s power to maintain schools as sanctuaries for children of immigrant families — and activists patrol outside schools to help ensure safe passage to campus for parents and students.

    At the same time, LAUSD educators have encouraged students to stay on campus for safety reasons. In L.A. there were reports of physical confrontations between officers and protesters after students walked out on Feb. 5 and on Feb. 13, when three federal agents were injured after some in the crowd threw objects at them.

    State and education leaders in Texas and Florida outlined significant consequences for students and educators related to student walkouts. In Texas, state leaders have talked about possible suspension and expulsion for students, dismissal for educators and state takeovers for school districts.

    The ACLU of Georgia sent a letter Jan. 29 expressing concerns to the Cobb County School District after it threatened out-of-school suspension, loss of parking and extracurricular privileges and warned of college admissions consequences for participation in walkouts.

    The ACLU warned that the school system would be acting illegally if walkout participants were singled out for especially harsh treatment based on their viewpoints.

    The young activists

    Student high school activists — in Redlands and elsewhere — said they are willing to face consequences, if necessary, to stand up for what they believe by protesting the actions of U.S. Immigration and Customs Enforcement.

    “As organizers, it’s expected for us to take the first wave of retaliation,” said Redlands High School senior Jax Hardy. “So while we would be very disappointed in the district for doing such a thing, for us, it’s important to exercise our free speech rights to oppose a government that is encroaching on our human rights.”

    Student leaders see their protests as a civics lesson in action.

    “It’s necessary to act, because, if we don’t, who knows how things will escalate further,” said Redlands High junior Aya F, who goes by her last initial rather than her full legal name. “So that’s why we feel it’s important for us to stage this walkout.”

    Redlands is about 60 miles east of downtown L.A. and enrolls about 20,000 students. In November 2024 a conservative majority was elected to the five-person Redlands Board of Education, aligning the board with key policies of the Trump administration. Redlands joined a handful of ideologically similar California boards in approving policies that would allow parents to challenge library books with sexual content and prohibit display of the rainbow pride flag, which is associated with the LGBTQ+ community.

    But the district stated that its actions on the walkouts have no ideology attached.

    “The district’s response is not based on the viewpoint, theme or content of a student’s expression,” Stephens said.

    Students walk out despite punishment

    Some Redlands students organized another walkout Friday and organizers said they expected representation from students at seven middle and high schools. Many showed up from Redlands High School. They carried “Stop ICE” signs and Mexican flags and blew whistles as they made a 15-minute trek to a downtown intersection that some refer to as “Peace Corner.”

    “I haven’t seen this many people in Redlands do anything ever,” said sophomore James Bojado, who also said that, for days, administrators had attempted to dissuade students with threats of discipline.

    Several Redlands police vehicles patrolled the rally area, slowly rolling by.

    A man in a sun hat shouted: “Why don’t you fly the American flag? Are you ashamed of America?”

    “Leave us alone!” a chorus responded.

    “My mom and my dad are immigrants,” said sophomore Carmen Robles. “Why deport families that care about America back to where they came from?”

    At the rally, student demands included an ironclad district commitment that ICE will never be allowed on campus. Students also called for the abolition of ICE and spoke of wanting the school board to rescind what they regard as anti-LGBTQ+ policies. These include the flag ban and the book restriction policy.

    During the Friday Redlands rally, there were a few tense minutes when a student in a MAGA hat was pelted by water bottles. The student spoke to police but also said he wasn’t hurt.

    Adult volunteers were on hand with the goal of keeping things safe and positive. Parent Toni Belcher said that students have a right to be heard.

    “I’m happy to see all these kids trying to get their voice to matter,” Belcher said. “If it doesn’t now, it will. … They’re starting early.”

    What the law says

    The right of students to express themselves begins with the U.S. Constitution.

    “You do not lose your right to free speech just by walking into school,” according to guidance from the American Civil Liberties Union. “You have the right to speak out, hand out flyers and petitions and wear expressive clothing in school — as long as you don’t disrupt the functioning of the school or violate the school’s content-neutral policies.”

    A walkout, however, could be treated as a disruption. But greater punishment cannot be applied based on the nature of the views expressed.

    Redlands Unified believes it is complying with that legal standard.

    California law offers some additional protection for student protests, but it’s not unlimited.

    A California law, which took effect in 2023, allows a middle or high school student to miss one day of school per year as an excused absence for a “civic or political event.” This includes, but is not limited to, “voting, poll-working, strikes, public-commenting, candidate speeches, political or civic forums and town halls.”

    The bill’s author, then-state Sen. Connie Leyva, said at the time that the law “emphasizes the importance of getting students more involved in government and their community by prioritizing student opportunities for civic learning and engagement both within and outside their education.”

    One caveat is that the law requires that “the pupil notifies the school ahead of the absence.”

    Students exercising this right must be allowed to make up missed schoolwork without penalty. There are potential gray areas — such as whether a large-scale school walkout — which organizers intend to be dramatic — would fall outside this protection because students don’t formally check out, for example.

    One Redlands parent said he notified the school that his son had permission to take part in an earlier walkout after the walkout. But his son was still penalized because, the parent said, he was not allowed to grant permission for his son retroactively.

    State law does require advance notice, but it does not say parental permission is required for that one protected civic activity day per year. The law also stipulates that schools, at their discretion, can allow additional excused absences for civic participation.

    The parent, who did not want to be named out of concern for retaliation, said his son was placed on a “No-Go List” for extracurricular activities and events.

  • San Francisco teachers’ strike ends as union and school district reach tentative deal

    A San Francisco teachers’ strike that closed public schools for some 50,000 students this week ended Friday as the union reached a tentative agreement with the cash-strapped school district, which will provide pay raises and improved healthcare benefits.

    The tentative contract between the San Francisco Unified School District and United Educators of San Francisco includes a 5% raise over two years for teachers and fully funded healthcare for union members and their families starting in 2027, according to the union.

    “We won!” the union said in a statement just after 5:30 a.m. Friday.

    “We know our work is not done,” the statement read. “While we didn’t win everything we know we deserve, this strike allowed us to imagine our schools and classrooms as they should be with staffing levels high enough that our students can learn and thrive.”

    Schools have been closed since the strike began Monday, leaving families to scramble for child care and meals as teachers rallied for their first strike since 1979.

    Campuses will not reopen until Wednesday. The district called Friday a “transition day” for staffers, who were expected to return to their work sites. The district said schools would remain closed Monday for Presidents Day and Tuesday for Lunar New Year.

    “I recognize that this past week has been challenging,” San Francisco schools Supt. Maria Su said in a statement Friday.

    She added: “I am so proud of the resilience and strength of our community. This is a new beginning, and I want to celebrate our diverse community of educators, administrators, parents, and students as we come together and heal.”

    Teachers took to picket lines despite last-minute pleas from San Francisco Mayor Daniel Lurie and prominent lawmakers, including U.S. Rep. Nancy Pelosi (D-San Francisco), to keep classrooms open while contract negotiations — which began in March 2025 — continued.

    The union said it had been clear about its timeline.

    The San Francisco teachers’ strike could portend more labor unrest in California, where educators in other major districts, including Los Angeles, have signaled that they, too, are prepared to strike for higher pay, smaller class sizes and more resources.

    Last year, the California Teachers Assn., the statewide teachers’ union, launched the “We Can’t Wait” campaign, urging union chapters to band together to be forceful in labor negotiations.

    Members of United Teachers Los Angeles voted overwhelmingly last month to authorize their leadership to call a strike, increasing pressure as negotiations stall and as the Los Angeles Unified School District is planning for likely staff layoffs and budget cuts.

    In San Diego, the teachers’ union voted before winter break to authorize a one-day unfair labor practice strike on Feb. 26 if the San Diego Unified School District does not improve special education staffing.

    Unions representing educators for at least two Sacramento-area school districts — the Natomas Unified School District and Twin Rivers Unified School District — also voted this month to authorize strikes.

    The labor tensions come as COVID relief funds have ended and public school enrollment in California has plummeted in recent years, leading to reduced state funding.

    The San Francisco deal comes as the district is facing a $102-million budget deficit and is under state fiscal oversight because of a long-standing financial crisis. The district has said that if layoffs are needed to close the gap, employees will be given notices this spring.

    San Francisco is one of the nation’s most expensive cities, where the average home sells for nearly $1.4 million and the average monthly rent of $3,700 is double the national average, according to Zillow.

    Cassondra Curiel, the teachers’ union president, said in a statement this week that “the affordability crisis for those of us devoted to San Francisco’s next generation is real.”

    Curiel said rising healthcare premiums were adding to the financial strain, pushing teachers and support staff out of the district, which has hundreds of educator vacancies.

    The tentative agreement falls short of the 9% pay raise for teachers that the union had asked for.

    The deal, according to the union, includes an 8.5% pay raise over two years for lower-paid classified employees.

    The agreement also includes so-called sanctuary school protections for immigrant and refugee students and limitations on the district’s use of artificial intelligence.

  • Councilmember Nithya Raman to run for L.A. mayor, challenging onetime ally Karen Bass

    Los Angeles City Councilmember Nithya Raman is running for mayor, shaking up the field of candidates one final time.

    Raman said she will challenge Mayor Karen Bass, her onetime ally, campaigning on issues of housing and homelessness, transparency and “safety in our streets.”

    In an interview, Raman called Bass “an icon” and someone she deeply admires. But she said the city needs a change agent to address its problems.

    “I have deep respect for Mayor Bass. We’ve worked closely together on my biggest priorities and her biggest priorities, and there’s significant alignment there,” said Raman, who lives in Silver Lake. “But over the last few months in particular, I’ve really begun to feel like unless we have some big changes in how we do things in Los Angeles, that the things we count on are not going to function anymore.”

    Saturday’s announcement — hours before the noon filing deadline for the June 2 primary election — capped a chaotic week in L.A. politics, with candidates and would-be candidates dropping in and out of the race to challenge Bass, who is seeking a second four-year term.

    Raman would immediately pose a formidable challenge to Bass. She was the first council member to be elected with support from the Democratic Socialists of America, which scored an enormous victory last fall with the election of New York City Mayor Zohran Mamdani.

    At the same time, Raman has deep ties to leaders in the YIMBY movement, who have pushed for the city to boost housing production by upzoning single-family neighborhoods and rewriting Measure ULA, the so-called mansion tax, which applies to property sales of $5.3 million or more.

    Raman’s eleventh-hour announcement caps what has been the most turbulent candidate filing period for an L.A. mayoral election in at least a generation. She launched her bid less than a day after another political heavyweight, L.A. County Supervisor Lindsey Horvath, decided against a run.

    Until Raman’s surprise entry, the field had seemed to be clear of big-name challengers. Former L.A. schools superintendent Austin Beutner ended his campaign on Thursday, citing the death of his 22-year-old daughter. That same day, real estate developer Rick Caruso reaffirmed his decision not to run.

    Bass campaign spokesperson Douglas Herman did not immediately provide comment.

    Raman’s announcement comes as Bass continues to face sharp criticism over the city’s handling of the Palisades fire, which killed 12 people and destroyed thousands of homes. Unlike some of the candidates, Raman has not publicly criticized Bass about the city’s preparation for, or response to, the disaster.

    Bass, 72, faces more than two dozen opponents from across the political spectrum.

    Reality TV star Spencer Pratt, a Republican, has received praise from an array of Trump supporters, including Riverside County Sheriff Chad Bianco and U.S. Sen. Rick Scott, of Florida. Pratt has focused heavily on the city’s handling of the fire, which destroyed his home.

    Democratic socialist Rae Huang is running against the mayor from her political left. Huang has called for more public housing and for a reduction in the number of police officers, with the cost savings poured into other city services.

    Brentwood tech entrepreneur Adam Miller, who has described himself as a lifelong Democrat, said the city is on a downward trajectory and needs stronger management. The 56-year-old nonprofit executive plans to tap his personal wealth to jump-start his campaign.

    Also in the race is Asaad Alnajjar, an employee of the Bureau of Street Lighting who sits on the Porter Ranch Neighborhood Council. Alnajjar has already lent his campaign $80,000.

    At City Hall, Raman’s entrance into the mayor’s race is a bombshell, particularly given her relationship with Bass.

    In December 2022, not long after taking office, Bass launched her Inside Safe program, which moves homeless people indoors, in Raman’s district.

    Two years later, while running for reelection, Raman prominently featured Bass on at least a dozen of her campaign mailers and door hangers. Raman’s campaign produced a video ad that heavily excerpted Bass’ remarks endorsing her at a Sherman Oaks get-out-the-vote rally.

    Raman, whose district stretches from Silver Lake to Reseda, ultimately won reelection with 50.7% of the vote. In the years that followed, she continued to praise Bass’ leadership.

    In November, while appearing at a DSA election night watch party for Mamdani, Raman told The Times that Bass is “the most progressive mayor we’ve ever had in L.A.”

    Last month, Bass formally announced that she had secured Raman’s endorsement, featuring her in a list of a dozen San Fernando Valley political leaders who backed her reelection campaign.

    Raman ran for office in 2020, promising to put in place stronger tenant protections and provide a more effective, humane approach to combating homelessness. On her campaign platform, she called for the transformation of the LAPD into a “much smaller, specialized armed force” — but never specified what exactly that would mean.

    Since then, the LAPD has lost about 1,300 officers — a decrease of about 13%. The City Council has put in place new eviction protections for tenants, while also capping the size of rent increases in the city’s “rent stabilized” apartments, which were mostly built before October 1978.

    Raman does not face the same political risks as Horvath, who had already been running for reelection in her Westside and San Fernando Valley district. Horvath, had she run for mayor, would have had to forfeit her seat on the county Board of Supervisors.

    If Raman loses, she would still hold her council seat, since she does not face reelection until 2028.

She became interim superintendent that July, and then superintendent in April 2024. Allen has served in various district roles for 28 years, according to an online bio.The Sacramento County Office of Education is assisting the Sacramento City Unified School District with its attempt to avoid what’s called “fiscal insolvency” by providing financial experts to help guide solutions.”They’re facing, potentially, a shortfall big enough to cause them to go bankrupt. And if they go bankrupt, if they go insolvent, they’re required to get a state loan, which comes with interest,” said Dave Gordon, Superintendent of the Sacramento County Office of Education. “We are trying to give all the help we can to make sure they don’t have to become insolvent.”Gordon said, however, if the district is found to be insolvent, education will continue for district students.     According to a December report, SCUSD is facing a $51.6 million deficit. An updated figure is expected to be shared at Thursday’s meeting when the district’s Interim Chief Business and Operations Officer, Lisa Grant-Dawson, will present an update to its Fiscal Solvency Plan.

    In a letter sent to district families Monday afternoon, Sacramento City Board of Education President Tara Jeane said there had been “a problematic lack of clarity on the scope of our deficit” and that action to correct the deficit had stalled in recent months.

    “If we run out of cash and we can’t pay our bills, we then have to get a loan from the state and that is officially state receivership,” she said.

    District and county leaders stressed Tuesday that all efforts right now are focused on circumventing that option. A state receivership situation would include an appointed trustee being brought in to run the district and serve as the board.

    Any decision about layoffs needs to be made by March 15, Jeane said.

    Allen was first named acting superintendent in July 2023 after Jorge Aguilar stepped down, following budget battles with the teacher’s union and board. She became interim superintendent that July, and then superintendent in April 2024. Allen has served in various district roles for 28 years, according to an online bio.

    The Sacramento County Office of Education is assisting the Sacramento City Unified School District with its attempt to avoid what’s called “fiscal insolvency” by providing financial experts to help guide solutions.

    “They’re facing, potentially, a shortfall big enough to cause them to go bankrupt. And if they go bankrupt, if they go insolvent, they’re required to get a state loan, which comes with interest,” said Dave Gordon, Superintendent of the Sacramento County Office of Education. “We are trying to give all the help we can to make sure they don’t have to become insolvent.”

    Gordon said, however, if the district is found to be insolvent, education will continue for district students. He did expect the district to identify costs that can be cut and to consider laying off employees.

    “I think more information will be forthcoming as we run the numbers and get more confident of how much needs to be cut and whether it’s there to be cut,” he said.

  • Supreme Court, with no dissents, rejects GOP challenge to California’s new election map

    The Supreme Court ruled Wednesday that California this fall may use its new election map, which is expected to send five more Democrats to Congress.

    With no dissents, the justices rejected emergency appeals from California Republicans and President Trump’s lawyers, who claimed the map was a racial gerrymander to benefit Latinos, not a partisan effort to bolster Democrats.

    Trump’s lawyers supported the California Republicans and filed a Supreme Court brief asserting that “California’s recent redistricting is tainted by an unconstitutional racial gerrymander.

    They pointed to statements from Paul Mitchell, who led the effort to redraw the districts, that he hoped to “bolster” Latino representatives in the Central Valley.

    In response, the state’s attorneys told the court the GOP claims defied the public’s understanding of the mid-decade redistricting and contradicted the facts regarding the racial and ethnic makeup of the districts.

    Gov. Gavin Newsom proposed re-drawing the state’s 52 congressional districts to “fight back against Trump’s power grab in Texas.”

    He said that if Texas was going to redraw its districts to benefit Republicans so as to keep control of the House of Representatives, California should do the same to benefit Democrats.

    The voters approved the change in November.

    While the new map has five more Democratic-leaning districts, the state’s attorneys said it did not increase the number with a Latino majority.

    “Before Proposition 50, there were 16 Latino-majority districts. After Proposition 50, there is the same number. The average Latino share of the voting-age population also declined in those 16 districts,” they wrote.

    It would be “strange for California to undertake a mid-decade restricting effort with the predominant purpose of benefiting Latino voters and then enact a new map that contains an identical number of Latino-majority districts,” they said.

    Trump’s lawyers pointed to the 13th Congressional District in Merced County and said its lines were drawn to benefit Latinos.

    The state’s attorneys said that too was incorrect. “The Latino voting-age population [in District 13] decreased after Proposition 50’s enactment,” they said.

    Three judges in Los Angeles heard evidence from both sides and upheld the new map in a 2-1 decision.

    “We find that the evidence of any racial motivation driving redistricting is exceptionally weak, while the evidence of partisan motivations is overwhelming,” said U.S. District Judges Josephine Staton and Wesley Hsu.

    In the past, the Supreme Court has said the Constitution does not bar state lawmakers from drawing election districts for political or partisan reasons, but it does forbid doing so based on the race of the voters.

    In December, the court ruled for Texas Republicans and overturned a 2-1 decision that had blocked the use of its new election map.
    The court’s conservatives agreed with Texas lawmakers who said they acted out of partisan motives, not with the aim of denying representation to Latino and Black voters.

    “The impetus for the adoption of the Texas map (like the map subsequently adopted in California) was partisan advantage pure and simple,” Justice Samuel A. Alito Jr. wrote in a concurring opinion.

    California’s lawyers quoted Alito in supporting their map.

  • Trump lawyers urge Supreme Court to block California’s new election map while upholding Texas’

    Trump administration lawyers have joined California Republicans in urging Supreme Court to block California’s new election map on the grounds that one district in the San Joaquin Valley was drawn to favor Latinos.

    Two months ago, Trump’s lawyers called on the court to uphold a new Republican-friendly election map in Texas, arguing that it was partisan gerrymander, not one driven by race.

    “Plaintiffs bringing a racial-gerrymander claim have the heavy burden to show that race was the predominant factor motivating” how the map was drawn, Solicitor Gen. D. John Sauer said then.

    The Supreme Court agreed by a 6-3 vote and lifted a judges’ order that had blocked the Texas map which was drawn to win five more House seats for Republicans.

    Voting rights advocates had sued, noting Gov. Greg Abbott said the goal to eliminate four “coalition districts,” which had a combined majority of Black and Latino voters and elected Democrats.

    In a brief opinion, the justices said they presume state officials acted in “good faith” in drawing the maps of congressional districts.

    “It is indisputable that impetus for the adoption of the Texas map (like the map subsequently adopted in California) was partisan advantage pure and simple,” wrote Justice Samuel A. Alito Jr.

    The justices also said it was too late in the election-year calendar for reshuffling the districts again.

    Undeterred, Trump’s lawyers now stake out the near opposite view to support the GOP’s attack on the California map which was upheld by the voters in November.

    “California’s recent redistricting is tainted by an unconstitutional racial gerrymander,” Sauer wrote.

    He pointed to past comments from Paul Mitchell, the designated map maker, who said he hoped the Latino districts in the Central Valley could be “bolstered in order to make them most effective.”

    Trump’s lawyer said District 13 in Merced County has an odd-looking “northern plume” that brings in Democratic voters near Stockton.

    “California’s motivation in adopting the Prop. 50 map as a whole was undoubtedly to counteract Texas’s political gerrymander,” Sauer said. “But that overarching political goal is not a license for district-level racial gerrymandering.”

    He advised the justices to declare the new California map unconstitutional and require the state to return to the former map.
    The political impact of such a ruling is obvious. It would likely cost Democrats five seats in the House of Representatives.

    Justice Elena Kagan, who oversees appeals from the West Coast, asked for a response from California by Thursday. That would suggest the justices may act on the GOP’s appeal in the first week of February.

    Election law experts have been skeptical of the Republican arguments in the California case.

    “I don’t think Republicans are likely to prevail here,” UCLA law professor Rick Hasen wrote on his Election Law Blog.

    He said legal challenge “comes too late,” the proposed remedy is too broad, and it ignores the fact that the California’s voters were focused on partisanship, not race. It’s their intent that counts, he said.

    Then, Hasen added, there’s “the optics. It would be a terrible look for the Court … to allow Texas’s Republican gerrymander to go forward but stop California’s, especially if it’s a party line vote. That might be too much even for this Court.”

    There is also a key legal difference in how the appeal arrived at the court.

    In Texas, a three-judge panel heard the evidence, wrote a 160-page opinion and ruled against the state in a 2-1 decision.

    In the California case, by contrast, a three-judge panel heard the evidence and rejected the racial gerrymandering claim in a 2-1 decision.

    In December, Kagan dissented in the Texas case and argued the court should be reluctant to overturn the factual findings of the three judges who heard the case.

    The two judges in the majority said they did not see evidence of a racial gerrymander.

    “We find that the evidence of any racial motivation driving redistricting is exceptionally weak, while the evidence of partisan motivations is overwhelming,” said U.S. District Judges Josephine Staton and Wesley Hsu.

  • Cutting costs without cutting corners

    Key points:

    With the end of federal COVID-19 emergency funding and the inherent volatility of state income tax revenues, California school districts are in an era of financial uncertainty. Fortunately, Jurupa Unified School District is already several years into the process of finding ways to track and control expenses while still supporting teachers and staff so they can provide the best possible educational experience for our students. Here’s how we’re making staffing and payroll processes more efficient, starting with the perennially challenging extra duty.

    Getting a handle on extra duty

    In addition to our salaried staff, we have a number of part-time, hourly, and what we call “extra duty” assignments. Because a significant amount of our funding comes from grants, many of our assignments are temporary or one-time. We fill those positions with extra duty requests so we’re not committed to ongoing payroll obligations.

    For many years, those extra duty requests and time cards were on paper, which meant the payroll department was performing redundant work to enter the information in the payroll system. The request forms we used were also on paper, making it very difficult to track the actual time being used back to the request, so we could be sure that the hours being used were within the limitations of the request. We needed a better control mechanism that would help school sites stay within budget, as well as a more formal budget mechanism to encumber the department and site budgets to cover the extra duty requests.

    Budgeting can get very complicated because it’s cross-functional. It includes a position-control component, a payroll component, and a financial budgeting component. We needed a solution that could make all of those universes work together. The mission was either to find a system or build one. Our county office started a pilot program with our district to build a system, but ultimately decided against continuing with this effort due to the resources required to sustain such a system for 23 county districts. 

    Our district engaged in a competitive process and chose Helios Ed. Within six months, our team developed and launched a new system to address extra duty. Since then, we have saved more than $100,000 in staffing costs, time expenses, and budget overruns because of the stronger internal controls we now have in place.

    A more efficient (and satisfied) payroll department

    Eliminating redundant data entry and working with data instead of paper has allowed us to reduce staffing by two full-time equivalents–not through layoffs, but through attrition. And because they have a system that is handling data entry for them, our payroll department has more time to give quality to their work, and feel they are working at a level more aligned to their skills.

    Finding efficiencies in your district

    While Jurupa Unified has found efficiencies and savings in these specific areas, every school district is different. As many California district leaders like to say, we have 1,139 school districts –and just as many ways of doing things. With that in mind, there are some steps to the process of moving from paper to online systems (or using online systems more efficiently) that apply universally.

    1. Sit down and identify your objectives. What are the critical components that you must have? 
    2. Make the decision to make or buy. When COVID first hit, Jurupa Unified created its own invoice-routing system through SharePoint. We’ve also built an excursion request process in PowerApps that handles travel, conferences, and field trips. As our county office found out, though, when you’re bringing a number of functionalities together, it can make more sense to work with a vendor you trust.
    3. If you choose to buy software, be certain that it can do precisely what you need it to. If a vendor says they can develop a functionality along the way, ask to see the new feature before you buy.
    4. Be certain the vendor will be responsive. When it comes to a function such as payroll, you’re dealing with people’s livelihoods, and you need to know that if there’s something wrong with the system, or if you need help, that help is just a phone call away.

    Putting in a new payroll management system has made an enormous difference for our district, but it’s not the end of our cost-cutting process. We’re always looking at our different programs to see where we can cut back in ways that don’t impact the classroom. Ultimately, these changes are about ensuring that resources stay focused where they matter most. While budgets fluctuate and funding streams remain unpredictable, my team and I come to work every day because we believe in public education. I’m a product of public education myself, and I love waking up every day knowing that I can come back and support today’s students and teachers.

  • Rep. Julia Brownley announces she will not seek reelection

    Rep. Julia Brownley, a Democrat who has represented swaths of Ventura and Los Angeles counties for more than a decade, announced Thursday that she would not seek reelection.

    “Serving our community and our country has been the honor of my lifetime. Every step of this journey has been shaped by the people I represent, by their resilience, their determination, and their belief that government can and should work for the common good,” Brownley said, touting her efforts to expand access to healthcare, support veterans, fight climate change and other policy priorities, as well as constituent services. “We … never lost sight of the simple truth that public service is about showing up for people when they need help the most.”

    Brownley, 73, did not say why she was choosing not to seek reelection, but she joins more than 40 other members of the U.S. House of Representatives who have announced they are not to running for their seats again in November. Other Californians not seeking reelection are Reps. Nancy Pelosi (D-San Francisco) and Eric Swalwell (D-Dublin), who is running for governor.

    Brownley served on the Santa Monica-Malibu Unified School District board of education and in the state Assembly before successfully running for Congress in 2012. At the time, the district was nearly evenly divided between Democratic and Republican voters. But in years since, the district has grown more liberal.

    In 2024, when the 26th Congressional District included Agoura Hills, Calabasas, Camarillo, Fillmore, Moorpark, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, Oxnard, Westlake Village and a portion of San Buenaventura, the congresswoman won reelection with 56.6% of the vote over GOP businessman Michael Koslow, who received 43.4% of the ballots cast. At the time, the voter registration in the district was 42.5% Democratic, 29.6% Republican and 20.4% independent.

    The district grew more Democratic after the passage of Proposition 50, the redrawing of congressional maps California voters approved in November to counter President Trump’s efforts to boost the number of Republicans elected to Congress from GOP-led states. Simi Valley was excised from the district, while Hidden Hills, parts of Palmdale, Lancaster and nearby high-desert areas were added to the district.

    For Republican candidates had already announced plans to challenge Brownley this year, including Koslow, who called Brownley “out of touch” with the district’s voters.

    “The voters of the 26th Congressional District need a representative who isn’t afraid to vote his conscience in Washington,” Koslow said in a statement. “They can count on me to bring common sense to Washington.”

    On Thursday, Assemblywoman Jacqui Irwin (D-Thousand Oaks) filed paperwork with the Federal Election Commission to run for Brownley’s seat hours after the congresswoman announced she would not seek reelection.

Its owner, Saber Healthcare Group, said it was working with local emergency authorities. The facility had been known until recently as Silver Lake Healthcare Center.Jim Morgan, president of the Bristol Township School Board, said district buses would take people from the nursing home to a reunification center at Truman High School.     Police Lt. Sean Cosgrove said he didn’t know if anyone was missing, and that residents had been evacuated by emergency responders, bystanders and staff.

    “A lot of the details at this point are still unknown,” he told reporters at the scene.

    Bucks County emergency management officials said they received the report of an explosion at approximately 2:17 p.m. and said a portion of the building was reported to have collapsed. Ruth Miller, a Pennsylvania Emergency Management Agency spokesperson, said her agency had been informed that people were trapped inside.

    Willie Tye, who lives about a block away, said he was sitting at home watching a basketball game on TV when he heard a “loud kaboom.”

    “I thought an airplane or something came and fell on my house,” Tye said.

    He got up to go look and saw “fire everywhere” and people escaping the building. The explosion looked like it happened in the kitchen area of the nursing home, he said. Tye said some of the people who live or work there didn’t make it out.

    “Just got to keep praying for them,” Tye said.

    The cause of the explosion was unclear.

    The local gas utility, PECO, said its crews had responded to reports of a gas odor at the nursing home shortly after 2 p.m.

    “While crews were on site, an explosion occurred at the facility. PECO crews shut off natural gas and electric service to the facility to ensure the safety of first responders and local residents,” the utility said in a statement.

    Nils Hagen-Frederiksen, press secretary at the Pennsylvania Public Utility Commission, said investigators from the safety division were headed to the scene.

    Hagen-Frederiksen said first responders and emergency management officials were describing it as a gas explosion, but that won’t be confirmed until his agency can examine the scene up close.

    Musuline Watson, who said she was a certified nursing assistant the facility, told WPVI-TV that over the weekend, she and others there smelled gas, but “there was no heat in the room, so we didn’t take it to be anything.”

    The nursing home is about 20 miles northeast of Philadelphia. Its owner, Saber Healthcare Group, said it was working with local emergency authorities. The facility had been known until recently as Silver Lake Healthcare Center.

    Jim Morgan, president of the Bristol Township School Board, said district buses would take people from the nursing home to a reunification center at Truman High School. He said officials were working on setting up beds and providing water and other needs to residents.

    “This is just something that is sad for everybody and the families and the workers that are there,” Davis said.

    According to Medicare.gov, the 174-bed facility underwent a standard fire safety inspection in September 2024, during which no citations were issued. But Medicare’s overall rating of the facility is listed as “much below average,” with poor ratings for health inspections in particular.

  • A smarter path to standards-based success: How Superior Public Schools united curriculum and data

    Creating consistency between classrooms and ensuring curriculum alignment school-wide can be challenging, even in the smallest of districts. Every educator teaches–and grades–differently based on their experience and preferences, and too often, they’re forced into a solution that no longer respects their autonomy or acknowledges their strengths.

    When Superior Public Schools (SPS), a district of 450 students in rural Nebraska, defined standards-referenced curriculum as a priority of our continuous improvement plan, bringing teachers in as partners on the transition was essential to our success. Through their support, strategic relationships with outside partners, and meaningful data and reporting, the pathway from curriculum design to classroom action was a smooth one for teachers, school leaders, and students alike.

    Facing the challenge of a new curriculum

    For years, teachers in SPS were working autonomously in the classroom. Without a district-wide curriculum in place, they used textbooks to guide their instruction and designed lesson plans around what they valued as important. In addition, grading was performed on a normative curve that compared a student’s performance against the performance of their peers rather than in relation to a mastery of content.

    As other educators have discovered, the traditional approach to teaching may be effective for some students, but is inequitable overall when preparing all students for their next step, whether moving on to more complex material or preparing for the grade ahead. Kids were falling through the cracks, and existing opportunity gaps only began to grow.

    SPS set out to help our students by instituting standards-referenced instruction at both the elementary and secondary levels, allowing us to better identify each child’s progress toward set learning standards and deliver immediate feedback and intervention services to keep them on the path toward success.

    Take it slow and start with collaboration

    From day one, school leaders understood the transition to the new curriculum needed to be intentional and collaborative. 

    Rather than demand immediate buy-in from teachers, administrators and the curriculum team dedicated the time to help them understand the value of a new learning process. Together, we took a deep dive into traditional education practices, identifying which set students up for success and which actually detoured their progress. Recognizing that everyone–teachers included–learns in different ways, administrators also provided educators with a wide range of resources, such as book studies, podcasts, and articles, to help them grow professionally.

    In addition, SPS partnered with the Curriculum Leadership Institute (CLI) to align curriculum, instruction, and assessment practices across all content areas, schools, and grade levels. On-site CLI coaches worked directly with teachers to interpret standards and incorporate their unique teaching styles into new instructional strategies, helping to ensure the new curriculum translated seamlessly into daily classroom practice.

    To bring standards-referenced curriculum to life with meaningful insights and reporting, SPS integrated the Otus platform into our Student Information System. By collecting and analyzing data in a concise manner, teachers could measure student performance against specific learning targets, determining if content needed to be re-taught to the whole class or if specific students required one-on-one guidance.

    With the support of our teachers, SPS was able to launch the new curriculum and assessment writing process district-wide, reaching students in pre-K through 12th grade. However, standards-reference grading was a slower process, starting with one subject area at a time at the elementary level. Teachers who were initially uncomfortable with the new grading system were able to see the benefits firsthand, allowing them to ease into the transition rather than jump in headfirst. 

    Empowering educators, inspiring students

    By uniting curriculum and data, SPS has set a stronger foundation of success for every student. Progress is no longer measured by compliance but by a true mastery of classroom concepts.

    Teachers have become intentional with their lesson plans, ensuring that classroom content is directly linked to the curriculum. The framework also gives them actionable insights to better identify the skills students have mastered and the content areas where they need extra support. Teachers can adjust instruction as needed, better communicate with parents on their students’ progress, and connect struggling students to intervention services.

    Principals also look at student progress from a building level, identifying commonalities across multiple grades. For instance, if different grade levels struggle with geometry concepts, we can revisit the curriculum to see where improvements should be made. Conversely, we can better determine if SPS needs to increase the rigor in one grade to better prepare students for the next grade level.

    While the road toward standards-referenced curriculum had its challenges, the destination was worth the journey for everyone at SPS. By the end of the 2024-2025 school year, 84 percent of K-5 students were at or above the 41st percentile in math, and 79 percent were at or above the 41st percentile in reading based on NWEA MAP results. In addition, teachers now have a complete picture of every student to track individual progress toward academic standards, and students receive the feedback, support, and insights that inspire them to become active participants in their learning.

  • How AI can fix PD for teachers

    Key points:

    The PD problem we know too well: A flustered woman bursts into the room, late and disoriented. She’s carrying a shawl and a laptop she doesn’t know how to use. She refers to herself as a literacy expert named Linda, but within minutes she’s asking teachers to “dance for literacy,” assigning “elbow partners,” and insisting the district already has workbooks no one’s ever seen (awalmartparkinglott, 2025). It’s chaotic. It’s exaggerated. And it’s painfully familiar.

    This viral satire, originally posted on Instagram and TikTok, resonates with educators not because it’s absurd but because it mirrors the worst of professional development. Many teachers have experienced PD sessions that are disorganized, disconnected from practice, or delivered by outsiders who misunderstand the local context.

    The implementation gap

    Despite decades of research on what makes professional development effective–including a focus on content, active learning, and sustained support (Darling-Hammond et al., 2017; Joseph, 2024)–too many sessions remain generic, compliance-driven, or disconnected from day-to-day teaching realities. Instructional coaching is powerful but costly (Kraft et al., 2018), and while collaborative learning communities show promise, they are difficult to maintain over time.

    Often, the challenge is not the quality of the ideas but the systems needed to carry them forward. Leaders struggle to design relevant experiences that sustain momentum, and teachers return to classrooms without clear supports for application or follow-through. For all the time and money invested in PD, the implementation gap remains wide.

    The AI opportunity

    Artificial intelligence is not a replacement for thoughtful design or skilled facilitation, but it can strengthen how we plan, deliver, and sustain professional learning. From customizing agendas and differentiating materials to scaling coaching and mapping long-term growth, AI offers concrete ways to make PD more responsive and effective (Sahota, 2024; Adams & Middleton, 2024; Tan et al., 2025).

    The most promising applications do not attempt one-size-fits-all fixes, but instead address persistent challenges piece by piece, enabling educators to lead smarter and more strategically.

    Reducing clerical load of PD planning

    Before any PD session begins, there is a quiet mountain of invisible work: drafting the description, objectives, and agenda; building slide decks; designing handouts; creating flyers; aligning materials to standards; and managing time, space, and roles. For many school leaders, this clerical load consumes hours, leaving little room for designing rich learning experiences.

    AI-powered platforms can generate foundational materials in minutes. A simple prompt can produce a standards-aligned agenda, transform text into a slide deck, or create a branded flyer. Tools like Gamma and Canva streamline visual design, while bots such as the PD Workshop Planner or CK-12’s PD Session Designer tailor agendas to grade levels or instructional goals.

    By shifting these repetitive tasks to automation, leaders free more time for content design, strategic alignment, and participant engagement. AI does not just save time–it restores it, enabling leaders to focus on thoughtful, human-centered professional learning.

    Scaling coaching and sustained practice

    Instructional coaching is impactful but expensive and time-intensive, limiting access for many teachers. Too often, PD is delivered without meaningful follow-up, and sustained impact is rarely evident.

    AI can help extend the reach of coaching by aligning supports with district improvement plans, teacher and student data, or staff self-assessments. Subscription-based tools like Edthena’s AI Coach provide asynchronous, video-based feedback, allowing teachers to upload lesson recordings and receive targeted suggestions over time (Edthena, 2025). Project Café (Adams & Middleton, 2024) uses generative AI to analyze classroom videos and offer timely, data-driven feedback on instructional practices.

    AI-driven simulations, virtual classrooms, and annotated student work samples (Annenberg Institute, 2024) offer scalable opportunities for teachers to practice classroom management, refine feedback strategies, and calibrate rubrics. Custom AI-powered chatbots can facilitate virtual PLCs, connecting educators to co-plan and share ideas.

    A recent study introduced Novobo, an AI “mentee” that teachers train together using gestures and voice; by teaching the AI, teachers externalized and reflected on tacit skills, strengthening peer collaboration (Jiang et al., 2025). These innovations do not replace coaches but ensure continuous growth where traditional systems fall short.

    Supporting long-term professional growth

    Most professional development is episodic, lacking continuity, and failing to align with teachers’ evolving goals. Sahota (2024) likens AI to a GPS for professional growth, guiding educators to set long-term goals, identify skill gaps, and access learning opportunities aligned with aspirations.

    AI-powered PD systems can generate individualized learning maps and recommend courses tailored to specific roles or licensure pathways (O’Connell & Baule, 2025). Machine learning algorithms can analyze a teacher’s interests, prior coursework, and broader labor market trends to develop adaptive professional learning plans (Annenberg Institute, 2024).

    Yet goal setting is not enough; as Tan et al. (2025) note, many initiatives fail due to weak implementation. AI can close this gap by offering ongoing insights, personalized recommendations, and formative data that sustain growth well beyond the initial workshop.

    Making virtual PD more flexible and inclusive

    Virtual PD often mirrors traditional formats, forcing all participants into the same live sessions regardless of schedule, learning style, or language access.

    Generative AI tools allow leaders to convert live sessions into asynchronous modules that teachers can revisit anytime. Platforms like Otter.ai can transcribe meetings, generate summaries, and tag key takeaways, enabling absent participants to catch up and multilingual staff to access translated transcripts.

    AI can adapt materials for different reading levels, offer language translations, and customize pacing to fit individual schedules, ensuring PD is rigorous yet accessible.

    Improving feedback and evaluation

    Professional development is too often evaluated based on attendance or satisfaction surveys, with little attention to implementation or student outcomes. Many well-intentioned initiatives fail due to insufficient follow-through and weak support (Carney & Pizzuto, 2024).

    Guskey’s (2000) five levels of evaluation, from initial reaction to student impact, remain a powerful framework. AI enhances this approach by automating assessments, generating surveys, and analyzing responses to surface themes and gaps. In PLCs, AI can support educators with item analysis and student work review, offering insights that guide instructional adjustments and build evidence-informed PD systems.

    Getting started: Practical moves for school leaders

    School leaders can integrate AI by starting small: use PD Workshop Planner, Gamma, or Canva to streamline agenda design; make sessions more inclusive with Otter.ai; pilot AI coaching tools to extend feedback between sessions; and apply Guskey’s framework with AI analysis to strengthen implementation.

    These actions shift focus from clerical work to instructional impact.

    Ethical use, equity, and privacy considerations

    While AI offers promise, risks must be addressed. Financial and infrastructure disparities can widen the digital divide, leaving under-resourced schools unable to access these tools (Center on Reinventing Public Education, 2024).

    Issues of data privacy and ethical use are critical: who owns performance data, how it is stored, and how it is used for decision-making must be clear. Language translation and AI-generated feedback require caution, as cultural nuance and professional judgment cannot be replicated by algorithms.

    Over-reliance on automation risks diminishing teacher agency and relational aspects of growth. Responsible AI integration demands transparency, equitable access, and safeguards that protect educators and communities.

    Conclusion: Smarter PD is within reach

    Teachers deserve professional learning that respects their time, builds on their expertise, and leads to lasting instructional improvement. By addressing design and implementation challenges that have plagued PD for decades, AI provides a pathway to better, not just different, professional learning.

    Leaders need not overhaul systems overnight; piloting small, strategic AI applications can signal a shift toward valuing time, relevance, and real implementation. Smarter, more human-centered PD is within reach if we build it intentionally and ethically.

  • From fragmented to family-first: Our district’s communication reboot

    In Greenwood 50, our story began with a challenge shared by many districts: too many tools, not enough connection. With more than 8,000 students across 15 schools, our family engagement efforts felt more fractured than unified.

    Each school–and often each classroom–had its own way of communicating. Some used social media, others sent home printed newsletters. Many teachers used a host of apps on their own, often with great results. But without a common system, we couldn’t guarantee that every family, especially those with multiple kids or multilingual needs, felt fully informed and included.

    What we needed wasn’t more effort. It was alignment. So, we started with a simple idea: build on what was already working.

    Starting with teacher momentum

    When we looked closer, we found something powerful: Six of our eight elementary schools had already adopted ClassDojo–without being asked. Teachers liked its ease of use. Families liked the mobile experience and automatic translation. And everyone appreciated that it made communication feel more human.

    Rather than rolling out something new, we decided to meet that momentum with support. As district leaders, we partnered across departments to unify all 15 schools using ClassDojo for Districts. Our goal was clear: one platform, one message, every family engaged.

    We knew that trust isn’t built through mandates. It’s built through listening. So, our rollout respected the work our teachers were already doing well. Instead of creating a top-down plan, we focused on making it easier for schools to connect–and for families to stay informed.

    From tech challenge to time saved

    One of the first things we did was connect our student information system directly to the platform. That meant class rosters synced automatically. Teachers didn’t need to manually invite families or set things up from scratch.

    For school leaders, this was a game-changer. As a former principal, I (Debbie) remember the long hours spent setting up communication tools each year. Now, it just happens. Teachers log in, their classes are ready, and families are connected from day one.

    This consistency has helped every school level up its communication. From classroom stories to urgent messages, everything happens in one place. And when families know where to look, they’re more likely to stay engaged.

    Reaching more families, building stronger partnerships

    Before our rollout, some schools reached just 60 percent of families. Today, many are well over 90 percent. My school (Anna) has reached 96 percent–and the difference shows. Families aren’t just receiving updates. They’re reading, replying, and showing up.

    Because the communications platform includes real-time translation, our multilingual families feel more included. We’ve had smoother parent conferences, better attendance at events, and more everyday connection. When a family can read a teacher’s message in their home language–and write back–that builds a sense of partnership.

    As a principal, I use our school’s page to post reminders, spotlight students, and share what’s happening in related arts, music, and physical education. It’s become our school’s storytelling platform. Families appreciate it–and they respond.

    Respecting time, creating alignment

    The platform’s built-in features have also helped us be more thoughtful. Teachers can schedule messages, avoiding late-night pings. District and school leaders can coordinate messaging so that what families receive feels seamless.

    This visibility has been key. Our communications team can see what’s being shared, school teams can collaborate, and everyone is rowing in the same direction. It’s not about controlling the message–it’s about creating clarity.

    Lessons for other districts

    If we’ve learned one thing, it’s this: Start with what’s working. Our most important decision wasn’t what tool to use–it was listening to our teachers and supporting the systems they were already finding success with.

    This wasn’t just a platform change. It was a mindset shift. We didn’t need to convince them to use something new. We just needed to remove barriers, support their efforts, and make it easier to connect with families districtwide.

    That shift–from fragmented to unified, from siloed to shared–has made all the difference in reaching new levels of accessibility and engagement.

  • From momentum to endurance: Scaling structured literacy with implementation science

    When districts adopt evidence-based practices like Structured Literacy, it’s often with a surge of excitement and momentum. Yet the real challenge lies not in the initial adoption, but in sustaining and scaling these practices to create lasting instructional change. That’s the point at which implementation science enters the picture. It offers a practical, research-backed framework to help district leaders move from one-time initiatives to systemwide transformation.

    Defining the “how” of implementation

    Implementation science is the study of methods and strategies that support the systematic uptake of evidence-based practices. In the context of literacy, it provides a roadmap for translating the science of reading, based on decades of cognitive research, into day-to-day instructional routines.

    Without this roadmap, even the most well-intentioned literacy reforms struggle to take root. Strong ideas alone are not enough; educators need clear structures, ongoing support, and the ability to adapt while maintaining fidelity to the research. Implementation science brings order to change management and helps schools move from isolated professional learning sessions to sustainable, embedded practices.

    Common missteps and how to avoid them

    One of the most common misconceptions among school systems is that simply purchasing high-quality instructional materials or delivering gold-standard professional learning, like Lexia LETRS, is enough. While these are essential components, they’re only part of the equation. What’s often missing is a focus on aligned leadership, strategic coaching, data-informed decisions, and systemwide coordination.

    Another frequent misstep is viewing Structured Literacy as a rigid, one-size-fits-all approach. In reality, it is a set of adaptable practices rooted in the foundational elements of reading: Phonemic awareness, phonics, fluency, vocabulary, and comprehension. Effective implementation requires both structure and flexibility, guided by tools like the Active Implementation Formula or NIRN’s Hexagon Tool.

    District leaders must also rethink their approach to leadership. Instructional change doesn’t happen in a vacuum or stay confined to the classroom. Leaders at every level–from building principals to regional directors–need to be equipped not just as managers, but as implementation champions.

    Overcoming initiative fatigue

    Initiative fatigue is real. Educators are weary of the pendulum swings that often characterize educational reform. What’s new today may feel like a rebranded version of yesterday’s trend. Implementation science helps mitigate this fatigue by building clear, supportive structures that promote consistency over time.

    Fragmented professional learning is another barrier. Educators need more than one-off workshops–they need coherent, job-embedded coaching and opportunities to reflect, revise, and grow. Coaching plays a pivotal role here. It serves as the bridge between theory and practice, offering modeling, feedback, and emotional support that help educators build confidence and capacity.

    Building sustainable systems

    Sustainability starts with readiness. Before launching a Structured Literacy initiative, district leaders should assess their systems. Do they have the right people, processes, and tools in place? Have they clearly defined roles and responsibilities for everyone involved, from classroom teachers to district office staff?

    Implementation teams are essential. These cross-functional groups help drive the work forward, break down silos, and ensure alignment across departments. Successful districts also make implementation part of their onboarding process, so new staff are immersed in the district’s instructional vision from day one.

    Flexibility is important, too. No two schools or communities are the same. A rural elementary school might need different pacing or grouping strategies than a large urban middle school. Implementation science supports this kind of contextual adaptation without compromising core instructional principles.

    Measuring progress beyond test scores

    While student outcomes are the ultimate goal, they’re not the only metric that matters. Districts should also track implementation fidelity, educator engagement, and coaching effectiveness. Are teachers confident in delivering instruction? Are they seeing shifts in their students’ engagement and performance? Are systems in place to sustain these changes even when staff turnover occurs?

    Dashboards, coaching logs, survey tools, and walkthroughs can all help paint a clearer picture. These tools also help identify bottlenecks and areas in need of adjustment, fostering a culture of continuous improvement.

    Equity at the center

    Implementation science also ensures that Structured Literacy practices are delivered equitably. This means all students, regardless of language, ability, or zip code, receive high-quality, evidence-based instruction.

    For multilingual learners, this includes embedding explicit vocabulary instruction, oral language development, and culturally responsive scaffolding. For students with disabilities, Structured Literacy provides a clear and accessible pathway that often improves outcomes significantly. The key is to start with universal design principles and build from there, customizing without compromising.

    The role of leadership

    Finally, none of this is possible without strong leadership. Implementation must be treated as a leadership competency, not a technical task to be delegated. Leaders must shield initiatives from political noise, articulate a long-term vision, and foster psychological safety so that staff can try, fail, learn, and grow.

    As we’ve seen in states like Mississippi and South Carolina, real gains come from enduring efforts, not quick fixes. Implementation science helps district leaders make that shift–from momentum to endurance, from isolated success to systemic change.

    The answer, likely to come in a few days, could shift five congressional seats and tip political control of the House of Representatives after next year’s midterm elections.

    Justice Samuel A. Alito, who oversees appeals from Texas, put a temporary hold on a judicial ruling that branded the newly drawn Texas voting map a “racial gerrymander.”

    The state’s lawyers asked for a decision by Monday, noting that candidates have a Dec. 8 deadline to file for election.

    They said the judges violated the so-called Purcell principle by making major changes in the election map “midway through the candidate filing period,” and that alone calls for blocking it.

    Texas Republicans have reason to be confident the court’s conservative majority will side with them.

    “We start with a presumption that the legislature acted in good faith,” Alito wrote for a 6-3 majority last year in a South Carolina case.

    That state’s Republican lawmakers had moved tens of thousands of Black voters in or out of newly drawn congressional districts and said they did so not because of their race but because they were likely to vote as Democrats.

    In 2019, the conservatives upheld partisan gerrymandering by a 5-4 vote, ruling that drawing election districts is a “political question” left to states and their lawmakers, not judges.

    All the justices — conservative and liberal — say drawing districts based on the race of the voters violates the Constitution and its ban on racial discrimination. But the conservatives say it’s hard to separate race from politics.

    They also looked poised to restrict the reach of the Voting Rights Act in a pending case from Louisiana.

    For decades, the civil rights law has sometimes required states to draw one or more districts that would give Black or Latino voters a fair chance to “elect representatives of their choice.”

    The Trump administration joined in support of Louisiana’s Republicans in October and claimed the voting rights law has been “deployed as a form of electoral race-based affirmative action” that should be ended.

    If so, election law experts warned that Republican-led states across the South could erase the districts of more than a dozen Black Democrats who serve in Congress.

    The Texas mid-decade redistricting case did not look to trigger a major legal clash because the partisan motives were so obvious.

    In July, President Trump called for Texas Republicans to redraw the state map of 38 congressional districts in order to flip five seats to oust Democrats and replace them with Republicans.

    At stake was control of the closely divided House after the 2026 midterm elections.

    Gov. Greg Abbott agreed, and by the end of August, he signed into law a map with redrawn districts in and around Houston, Dallas, Fort Worth and San Antonio.

    But last week federal judges, in a 2-1 decision, blocked the new map from taking effect, ruling that it appeared to be unconstitutional.

    “The public perception of this case is that it’s about politics,” wrote U.S. District Judge Jeffrey V. Brown in the opening of a 160-page opinion. “To be sure, politics played a role” but “substantial evidence shows that Texas racially gerrymandered the 2025 map.”

    He said the strongest evidence came from Harmeet Dhillon, the Trump administration’s top civil rights lawyer at the Justice Department. She had sent Abbott a letter on July 7 threatening legal action if the state did not dismantle four “coalition districts.”

    This term, which was unfamiliar to many, referred to districts where no racial or ethnic group had a majority. In one Houston district that was targeted, 45% of the eligible voters were Black and 25% were Latino. In a nearby district, 38% of voters were Black and 30% were Latino.

    She said the Trump administration views these as “unconstitutional racial gerrymanders,” citing a recent ruling by the conservative 5th Circuit Court.

    The Texas governor then cited these “constitutional concerns raised by the U.S. Department of Justice” when he called for the special session of the Legislature to redraw the state map.

    Voting rights advocates saw a violation.

    “They said their aim was to get rid of the coalition districts. And to do so, they had to draw new districts along racial lines,” said Chad Dunn, a Texas attorney and legal director of UCLA’s Voting Rights Project.

    Brown, a Trump appointee from Galveston, wrote that Dhillon was “clearly wrong” in believing these coalition districts were unconstitutional, and he said the state was wrong to rely on her advice as basis for redrawing its election map.

    He was joined by a second district judge in putting the new map on hold and requiring the state to use the 2021 map that had been drawn by the same Texas Republicans.

    The third judge on the panel was Jerry Smith, a Reagan appointee on the 5th Circuit Court, and he issued an angry 104-page dissent. Much of it was devoted to attacking Brown and liberals such as 95-year-old investor and philanthropist George Soros and California Gov. Gavin Newsom.

    “In 37 years as a federal judge, I’ve served on hundreds of three-judge panels. This is the most blatant exercise of judicial activism that I have ever witnessed,” Smith wrote. “The main winners from Judge Brown’s opinion are George Soros and Gavin Newsom. The obvious losers are the People of Texas.”

    The “obvious reason for the 2025 redistricting, of course, is partisan gain,” Smith wrote, adding that “Judge Brown commits grave error in concluding that the Texas Legislature is more bigoted than political.”

    Most federal cases go before a district judge, and they may be appealed first to a U.S. appeals court and then the Supreme Court.
    Election-related cases are different. A three-judge panel weighs the facts and issues a ruling, which then goes directly to the Supreme Court to be affirmed or reversed.

    Late Friday, Texas attorneys filed an emergency appeal and asked the justices to put on hold the decision by Brown.

    The first paragraph of their 40-page appeal noted that Texas is not alone in pursuing a political advantage by redrawing its election maps.

    “California is working to add more Democratic seats to its congressional delegation to offset the new Texas districts, despite Democrats already controlling 43 out of 52 of California’s congressional seats,” they said.

    They argued that the “last-minute disruption to state election procedures — and resulting candidate and voter confusion —demonstrates” the need to block the lower court ruling.

    Election law experts question that claim. “This is a problem of Texas’ own making,” said Justin Levitt, a professor at Loyola Law School in Los Angeles.

    The state opted for a fast-track, mid-decade redistricting at the behest of Trump.

    On Monday, Dunn, the Texas voting rights attorney, responded to the state’s appeal and told the justices they should deny it.

    “The election is over a year away. No one will be confused by using the map that has governed Texas’ congressional elections for the past four years,” he said.

    “The governor of Texas called a special session to dismantle districts on account of their racial composition,” he said, and the judges heard clear and detailed evidence that lawmakers did just that.

    In recent election disputes, however, the court’s conservatives have frequently invoked the Purcell principle to free states from new judicial rulings that came too close to the election.

    Granting a stay would allow Texas to use its new GOP friendly map for the 2026 election.

    The justices may then choose to hear arguments on the legal questions early next year.

    When I first stepped into my role overseeing student data for the Campbell County School District, it was clear we were working against a system that no longer served us.

    At the time, we were using an outdated platform riddled with data silos and manual processes. Creating school calendars and managing student records meant starting from scratch every year. Grade management was clunky, time-consuming, and far from efficient. We knew we needed more than a patchwork fix–we needed a unified student information system that could scale with our district’s needs and adapt to evolving state-level compliance requirements. 

    Over the past several years, we have made a full transition to digitizing our most critical student services, and the impact has been transformational. As districts across the country navigate growing compliance demands and increasingly complex student needs, the case for going digital has never been stronger. We now operate with greater consistency, transparency, and equity across all 12 of our schools. 

    Here are four ways this shift has improved how we support students–and why I believe it is a step every district should consider:

    How centralized student data improves support across K-12 schools

    One of the most powerful benefits of digitizing critical student services is the ability to centralize data and ensure seamless support across campuses. In our district, this has been a game-changer–especially for students who move between schools. Before digitization, transferring student records meant tracking down paper files, making copies, and hoping nothing was lost in the shuffle. It was inefficient and risky, especially for students who required health interventions or academic support. 

    Now, every plan, history, and record lives in a single, secure system that follows the student wherever they go. Whether a student changes schools mid-year or needs immediate care from a nurse at a new campus, that information is accessible in real-time. This level of continuity has improved both our efficiency and the quality of support we provide. For districts serving mobile or vulnerable populations, centralized digital systems aren’t just convenient–they’re essential.

    Building digital workflows for student health, attendance, and graduation readiness

    Digitizing student services also enables districts to create customized digital workflows that significantly enhance responsiveness and efficiency. In Campbell County, we have built tools tailored to our most urgent needs–from health care to attendance to graduation readiness. One of our most impactful changes was developing unified, digital Individualized Health Plans (IHPs) for school nurses. Now, care plans are easily accessible across campuses, with alerts built right into student records, enabling timely interventions for chronic conditions like diabetes or asthma. We also created a digital Attendance Intervention Management (AIM) tool that tracks intervention tiers, stores contracts and communications, and helps social workers and truancy officers make informed decisions quickly. 

    These tools don’t just check boxes–they help us act faster, reduce staff workload, and ensure no student falls through the cracks.

    Digitization supports equitable and proactive student services

    By moving our student services to digital platforms, we have become far more proactive in how we support students–leading to a significant impact on equity across our district. With digital dashboards, alerts, and real-time data, educators and support staff can identify students who may be at risk academically, socially, or emotionally before the situation becomes critical. 

    These tools ensure that no matter which school a student attends–or how often they move between schools–they receive the same level of timely, informed support. By shifting from a reactive to a proactive model, digitization has helped us reduce disparities, catch issues early, and make sure that every student gets what they need to thrive. That’s not just good data management–it’s a more equitable way to serve kids.

    Why digital student services scale better than outdated platforms

    One of the most important advantages of digitizing critical student services is building a system that can grow and evolve with the district’s needs. Unlike outdated platforms that require costly and time-consuming overhauls, flexible digital systems are designed to adapt as demands change. Whether it’s integrating new tools to support remote learning, responding to updated state compliance requirements, or expanding services to meet a growing student population, a digitized infrastructure provides the scalability districts need. 

    This future-proofing means districts aren’t locked into rigid processes but can customize workflows and add modules without disrupting day-to-day operations. For districts like ours, this adaptability reduces long-term costs and supports continuous improvement.   • Natomas teachers ready to strike over contract disputes

    Educators in Natomas have informed the district of their readiness to strike if a new contract is not secured, marking a significant development in ongoing negotiations.The Natomas Teachers Association, representing more than 600 educators, has been working without a contract since June. Outside the Natomas Unified School District Wednesday evening, dozens gathered in support of the Natomas Teachers Association, chanting, “We can’t wait!” and “When we fight, we win!” They are advocating for a new contract with fully paid benefits and competitive wages.Ashley Battle, a parent of a student in the district and the wife of a teacher, said that educators are the backbone of the district and are being underpaid. “If you’re not paying them, how are they supposed to support their family? You want them to support everyone else’s child, but you don’t want to pay to help them support themselves?” Battle said. Battle brought these concerns to the board meeting, where dozens of teachers, parents, and students filled the room. Nico Vaccaro, president of the NTA, also spoke to the board, urging the district to use its millions of dollars in reserves to pay teachers more.”We know they have the ability to reprioritize their budget with the resources that they have. And that’s what we’re asking for,” Vaccaro said. KCRA 3 reached out to the district about the ongoing contract negotiations. They replied with an emailed statement reading:“We value our employees and prioritize providing competitive salaries and high-quality programs for our students. Even with the staffing crisis across California and the nationwide shortage of teachers, Natomas Unified has a high fill rate with 98.4% of our classrooms filled with credentialed teachers. For the classroom positions that are not filled, fully credentialed contractors or substitute teachers serve our students while recruitment efforts continue and candidates are in the hiring process.While prioritizing employee compensation, we are committed to being good stewards of our district finances. Our reserve protects us against unexpected expenses or changes in funding. This allows us to continue to pay staff, utilities and other basic services, all while maintaining consistent support to students. Reserves should not be used to fund ongoing salary or benefit increases, as reserves are one-time funds that are gone once they are spent, much like a savings account. In NUSD, the category that NTA leadership frequently refers to as the budget for “consultants” or “contractors” covers a wide range of professional services for the district. These funds provide more than just training and professional development to teachers and contractors who fill vacant certificated staff positions. They actually include expenses for essential services such as fire and safety requirements, heating/air conditioning maintenance, routine and preventative pest control, needed classroom repairs, vital health services for our students, after-school programs, staff training to implement state-required curriculum and assessments, and general district operations. Without allocating funding for these areas, we would not be able to provide these necessary services for our students and staff.”Vaccaro presented the board with a copy of the union’s strike readiness petition, which he said more than 90% of their members have signed. “While we do not want to strike, we are ready to strike if that’s what it takes to reprioritize the NUSD’s budget for our schools and our students,” he said.
