    ‘Passion Seeds’ Fertilize Brazil’s Semiarid Northeast

    Euzébio Cavalcanti recalls this story from one of his colleagues to highlight the importance of “passion seeds” for family farming in Brazil’s semiarid low-rainfall ecoregion which extends over 1.1 million square kilometers, twice the size of France, in the northeastern interior of the country.

    Saving heirloom seeds is a peasant tradition, but two decades ago the Brazilian Semiarid Articulation (ASA), a network of 3,000 social organizations that emerged in the 1990s, named those who practice it as individual and community guardians of seeds. By September 2021, it had registered 859 banks of native seeds in the region.

    Cavalcanti, a 56-year-old farmer with multiple skills such as poet, musician and radio broadcaster, coordinates the network of these banks in the Polo de Borborema, a joint action area of 14 rural workers’ unions and 150 community organizations in central-eastern Paraíba, one of the nine states of the Brazilian Northeast.

    “These are seeds adapted to the semiarid climate. They can withstand long droughts, without irrigation, that is why they are so important,” he explained. They also preserve the genetic heritage of many local crop species and family history; they have sentimental value.

    “Don’t plant transgenics, don’t erase my history”, is a slogan of the movement that promotes agroecological practices and is opposed to the expansion of genetically modified organisms in local agriculture. “Corn free of transgenics and agrotoxins (agrochemicals)” is the goal of their campaign.

    In Paraíba, the name “passion seeds” has been adopted, instead of native or heirloom seeds, since 2003, when the state government announced that it would provide seeds from a specialized company to family farmers.

    “If the government offers these seeds, I don’t want them. I have family seeds and I have passion for them,” reacted a farmer in a meeting with the authorities.

    “‘Passion seeds’ spread throughout Paraíba. In other states they’re called ‘seeds of resistance’,” Cavalcanti said.

    Agroecology is one of the banners of the Polo de Borborema, as it is for ASA in the entire semiarid ecosystem that covers most of the Northeast region and a northern strip of the southeastern state of Minas Gerais.

    Learning to coexist with semiarid conditions

    This approach arose from a change in the development strategy adopted on the part of local society, especially ASA, since the 1990s. “Coexisting with semiarid conditions” replaced the traditional, failed focus on “fighting the drought”.

    Large dams and reservoirs, which only benefit large landowners and do not help the majority of small farmers, gave way to more than 1.2 million tanks for collecting rainwater from household or school rooftops and various ways of storing water for crops and livestock.

    It is a process of decolonization of agriculture, education and science, which prioritizes knowledge of the climate and the regional biome, the Caatinga, characterized by low, twisted, drought-resilient vegetation. It also includes the abandonment of monoculture, with the implementation of traditional local horticultural and family farming techniques.

    The Northeast, home to 26.9 percent of the national population, or 54.6 million inhabitants according to the 2022 demographic census, concentrates 47.2 percent of the country’s family farmers, according to the 2017 agricultural census. There are 1.84 million small farms worked mainly by family labor.

    Brazil’s semiarid region is one of the rainiest in the world for this type of climate, with 200 to 800 millimeters of rain per year on average, although there are drier areas in the process of desertification.

    Borborema, the name of a high plateau that obstructs the humidity coming from the sea, making the territory to its west drier, is the scene of various peasant struggles, such as the mobilization for agrarian reform since the 1980s and for small-scale agriculture “without poisons” or agrochemicals, of which the “seeds of passion” are a symbol.

    Cavalcanti is a living memory of local history, also as a founder of the local Landless Workers Movement (MST) and an activist in the occupations of unproductive land to create rural settlements, on one of which he gained his own small farm where he grows beans, corn and, vegetables and has two rainwater collection tanks.

    Women help drive the expansion of agroecology

    Women have played a key role in the drive towards agroecology. The March for Women’s Lives and Agroecology is an annual demonstration that since 2010 has defended family farming and the right to a healthy life.

    This year, on Mar. 16, 5,000 women gathered in Montadas, a municipality of 5,800 inhabitants, to block the creation of wind farms that have already caused damage to the health of small farmers by being installed near their homes.

    Borborema is “a territory of resistance,” say the women. About 15 years ago, they succeeded in abolishing the cultivation of tobacco.

    When the citrus blackfly arrived, the government tried to combat it with pesticides, but “we resisted; we used natural products and solved the problem for our oranges and lemons,” said Ligoria Felipe dos Santos, a 54-year-old mother of three.

    “That is agroecology, which is strengthened in the face of threats. Farmers are aware, they resort to alternative defenses, they know that it is imbalance that leads to pests,” she told IPS.

    “Agroecology is a good banner for union activity,” said Lexandre Lira, 42, president of the Rural Workers Union of Esperança, a municipality of 31,000 people in the center of the Polo de Borborema.

    It is also a factor in keeping farmers’ children on the farms, because it awakens the interest of young people in agriculture, said Edson Johny da Silva, 27, the union’s youth coordinator.

    Pulp, added value

    Maria das Graças Vicente, known as Nina, 51, along with her husband Givaldo Firmino dos Santos, 52, is an example of agroecological productivity. On 1.25 hectares of land they produce citrus fruits, passion fruit, acerola (Amazon or Barbados cherry), mango and other fruits, as well as sugar cane, corn, beans and other vegetables.

    Grafted fruit tree seedlings are another of the products they use to expand their income, as IPS was shown during a visit to their farm.

    Using their own harvest and fruit they buy from neighbors, they make pulp in a small shed separate from their home, with a small machine purchased with the support of the Advisory and Services to Projects in Alternative Agriculture (AS-PTA), a non-governmental organization that supports farmers in Borborema and other parts of Brazil.

    “Luckily we have a microclimate in the valley, where it rains more than in the surrounding areas. Everything grows here,” Santos told IPS.

    But the couple created three reservoirs to collect rainwater and withstand droughts: a 16,000-liter water tank for household use, another that collects water on the paved ground for irrigation, and a small lagoon dug in the lower part of the farm.

    But in 2016 the lagoon dried up, because of the “great drought” that lasted from 2012 to 2017, Vicente said.

    The fruit pulp factory has grown in recent years and now has seven small freezers to store fruit and pulp for sale to the town’s stores and restaurants. The couple decided to purchase a cold room with the capacity of 30 freezers.

    “I work in the mornings on the land, in the afternoons I make pulp and my husband is in charge of the sales,” she said.

    Hiring workers from outside the family to reduce the workload costs too much and “we try to save as much as possible on everything, to sell the pulp at a fair price,” Santos said.

    The inhabitants of La Paz, Bolivia’s political center, walk hurriedly and almost oblivious to the women of different ages silently opening heavy lids of municipal garbage dumpsters that are taller than the women themselves.

    They use a homemade tool, a kind of hook with a long wooden handle, to dig through the unsorted waste, trying to avoid getting cut by broken glass, and in search of plastic containers, paper, cardboard or aluminum cans.

    People walk by on the avenues and squares without looking at them, and sometimes actively avoiding them. The recyclers feel this indifference and even rejection, but they overcome it with the courage gained over years and generations, convincing themselves that they have a dignified vocation.

    “People call us dirty pigs (cochinas), they humiliate us and we can never respond,” says Rosario Ramos, a 16-year-old who accompanies her mother, Valeriana Chacolla, 58, sorting through the trash for recyclable waste.

    A study by the United Nations Joint Program on self-employed women workers in the country describes them generally as being “of indigenous origin, adults with primary school education. Seventy percent of them are also involved in activities related to commerce, while 16 percent work in the manufacturing industry.”

    Of a population of 12.2 million projected by the National Institute of Statistics for the year 2022, 5.9 million are women. La Paz is home to 1.53 million people.

    Of the total population of this Andean country, 41 percent defined themselves as indigenous in the last census, while according to the latest official data available, 26 percent of urban dwellers live in moderate poverty and 7.2 percent in extreme poverty, including most of the informal recyclers.

    On this southern hemisphere wintertime July night in La Paz, the group of women are virtually invisible as they gather around the dumpsters located in a corner of the Plaza Avaroa, in the area of Sopocachi, where residential and public office buildings are interspersed with banks, supermarkets and other businesses.

    It’s a good place for picking through the waste in the dumpsters, and the women find paper, newspapers, plastic and aluminum containers. Although the volume of waste is large, each one of the garbage pickers manages to collect no more than one or two kg on one of the days that IPS accompanied different groups of the women in their work.

    The silence is broken on some occasions when salaried municipal cleaners show up and throw the women out of the place, because they also compete to obtain materials that they then sell to recyclers. This is a moment when it becomes especially clear that garbage has value.

    That is one of several reasons that forced the informal garbage pickers to come together in an association called EcoRecicladoras de La Paz. “There is no work for us, and they only listen to us when we organize,” says María Martínez, 50, the recording secretary of the 45 members, who also include a few men.

    In Bolivia, trash is not separated into reusable and non-reusable waste in homes or offices. This task is carried out by private recycling companies, who buy the raw materials from informal waste collectors such as EcoRecicladoras.

    Martínez, with slightly graying hair, says she comes out every evening. “I was a domestic worker until I was 30 years old. When my daughter was born I couldn’t get a job. I collected plastic bottles, clothes and shoes and sold them to the factories, but the recycling companies who pay really low prices emerged,” she complains.

    It takes about three months between the initial collection and the final sale of the recyclable materials. Martínez collects the materials, carries around seven kg on her back, walks about three kilometers and patiently stores them until she has enough to sell them to the wholesaler.

    “One year I collected 200 kg of scrap metal and sold it for 150 bolivianos (about 20 dollars),” she recalls. The recycling companies want to buy by the ton, she explains, with a grin, because it is impossible for them to reach that volume.

    She represents a second generation of garbage collectors. Her mother, Leonor Colque, is two years short of turning 80, and has been combing through garbage dumps and trash on the streets for 40 years. On her back she carries a cloth in which she hauls a number of pieces of paper and some plastic waste.

    “They should stay in school because this job is not for young girls,” she recommends, sadly, because she could not achieve her goal of sending one of her daughters to a teacher training school.

    At 58, Chacolla, like almost all women garbage pickers, is the head of her household. Her husband, a former public transport driver, lost his job due to health problems and occasionally works as a welder, door-maker or bricklayer.

    When she goes out to sort through trash she is accompanied by her daughter, Rosario, who explains and expands on what her mother says, calling for a change in the public’s attitude towards them and respect for the work they do as dignified, emphasizing, as they all do, that they deal with recyclable waste, not garbage.

    “I walk with the Lord in my heart, he always helps me,” says Angelica Yana, who at 63 years of age defies the dangers of the wee hours of the morning in the Achachicala area, on the outskirts of La Paz, five kilometers north of the city.

    “Nothing has ever happened to me,” says Yana, who leaves her home at three in the morning to scrape up enough to support a son who offers fine finishing masonry services, and her sick husband.

    At the age of 70, Alberta Caisana says that she was assaulted by municipal cleanup workers while she was scrounging for recyclable materials. She now carries a credential issued by the Environmental Prevention and Control Directorate of the Autonomous Municipal Government of La Paz, and wears a work vest donated by development aid agencies from the governments of Sweden and Switzerland.

    She relies on her uniform and identification card as symbols of protection from the indifference of the people and aggression from local officials.

    The mother of a daughter and the head of her household, Anahí Lovera, saw her wish to continue her university studies frustrated, and at the age of 32 she combines collecting plastic bottles with helping in different tasks in the construction of houses.

    Others, they say, sell clothes and other recovered objects in street markets, such as the famous one in Villa 16 de Julio in the neighboring city of El Alto, where used and new objects are sold in an area covering two kilometers.

    Lovera’s work appears to go smoothly, but she and her colleagues describe the moment of dealing with the buyers. They deliver an exact volume and weight of products and the buyers declare a lower weight in order to pay less.

    “This sector isn’t noticed by society, especially because we work with waste, that is, with what society throws away; this work is ‘devalued’,” Bárbara Giavarini, coordinator of Redcicla Bolivia-Reciclaje Inclusivo, told IPS.

    One sign of the public’s recognition of the “grassroots recyclers,” as they call themselves, could be the direct, sorted delivery of the waste, which would facilitate the women’s work, she said.

    Redcicla, a platform that promotes the integrated treatment of waste, has been helping since 2017 to organize them and bring visibility to their work, while fostering the delivery of waste from citizens to “grassroots recyclers” and working for the recognition of their work as dignified.

    The president of Ecorecicladoras de La Paz, Sofía Quispe, supports the idea of getting help from local residents in sorting materials and delivering them to their affiliates, instead of throwing them into dumpsters where they are mixed with products that prevent subsequent recycling.

    Quispe is a 42-year-old mother of three. Like most of her fellow recyclers, she walks about two kilometers on foot in search of dumpsters, dressed in the customary indigenous wide-brimmed hat and pollera or skirt.

    On the night that IPS accompanied her, she did not find the dumpster that was usually on Avenida 6 de Agosto, probably because it had been removed and taken to another part of the city.

    The impoverished garbage picker was once a skilled seamstress who worked in small family-owned factories in the Brazilian city of São Paulo. Upon her return due to an illness, she was unable to raise the money she needed to buy a machine and raw materials.

    She was also discouraged by the lack of interest among local residents in buying garments made in Bolivia, as they preferred low-cost clothing smuggled into the country as contraband.

    Leonarda Chávez, another 72-year-old head of household, who collects recyclable materials every day with her daughter Carla Chávez (42) and granddaughter Maya Muga Chávez (25), feels satisfied because she can see her dream come true.

    This month, her granddaughter earned a diploma in Business Social Responsibility, with which she completed her university education, in addition to a degree in commercial engineering and business administration, in a country where higher studies do not always guarantee good jobs.

    Among the darkness and the objects discarded by people, hope is also alive. Rosario Ramos took the lessons of hard work and created her own goal: “I will study advanced robotics and prosthetic assembly,” she says with a confidence that contrasts with the group’s sad stories.

    Of those who continue to lack this access, the majority—923 million—live in sub-Saharan Africa, followed by 490 million in India. While India decreased its population without access by about 30 percent from 2010 to 2020, Africa has seen an increase of more than 50 percent over the same period, driven by a rising number of poor, tepid government policies to address this issue, and overarching poverty challenges.

    These figures are likely to remain persistently high at about 2.2 billion over the next decade, roughly split between India and other parts of developing Asia on the one hand, and sub-Saharan Africa on the other.

    Hidden behind these figures are the people who produce the biomass that powers most of this energy use: often it’s women and girls who are tasked with this labor. In this article, the authors discuss why it’s important to see these women and girls—potentially the largest segment of the energy labor force today and in the foreseeable future—as producers and workers.

    In understanding them as a formidable workforce of biomass producers, their knowledge and experience can inform ongoing efforts of electrification, clean cooking alternatives, gender rights, and overall poverty alleviation. It is also equally important to recognize this workforce in order to improve its working conditions on the path to building a more inclusive energy workforce toward net zero emissions.

    While the United Nations Sustainable Development Goal #7 (SDG 7) draws attention to the need to eliminate the use of non-clean cooking techniques that kill millions each year, the working conditions under which women toil today to produce biomass also merits greater attention.

    As the World Bank reported recently, “across most of Sub-Saharan Africa and in parts of China, women are the primary fuel wood collectors,” which is also the case in areas of South Asia. This is time-consuming and physically demanding work that can involve “collecting and carrying loads of wood that weigh as much as 25-50 kilogrammes” and can “take up to 20 or more hours per week.”

    Estimating the Size of this Workforce

    Just how many women are working in this area? A preliminary estimate—based on data regarding the number of households relying on biomass for cooking and the rate of participation of women in this labor—puts the number at over 300 million. Overall, while there is reliable data on lack of access to clean cooking, reliance on biomass, and deforestation trends, there is a gap in knowledge about the (wo)man power it takes to produce biomass.

    This gap may stem from the way issues around biomass are often discussed in the SDG 7 context. For example, data on the lack of access to clean cooking primarily informs solutions to shift cooking norms and electrification pathways and efforts to obviate the need for women to labor in producing biomass, while data on biomass reliance feeds into conservation and land use efforts.

    Such efforts, however, tend to overlook women as an energy workforce, even though across sub-Saharan Africa, India, parts of China, and Latin America, women and young girls collect and make the biomass necessary to power their homes, including for heating.

    Organizations focused on gender parity, such as SEforAll, come closer to recognizing the work of these women and girls, but they, too, frame their efforts in line with clean cooking initiatives rather than labor conditions or rights. For instance, research on the number of hours spent collecting firewood and preparing meals is used to discuss cultural and gender roles that lead to systemic disadvantages for women and girls.

    A missing link in all of these narratives and frameworks is understanding the size and importance of this workforce and how it might inform different strategies.

    Embracing a Worker-Producer Narrative

    Calculating the number of women and girls in their capacity as biomass producers reframes the perception of them as passive consumers (i.e., cooks) to active self-producers of the household energy sector. This framework can bolster efforts mentioned above in the following ways:

    First, it reframes biomassfrom an issue singularly belonging to the clean cooking initiative and places it more broadly in the context of workers’ rights. Despite numerous clean cooking campaigns, poor women and girls will continue to produce biomass for their families for the foreseeable future. As important as it is to make access to clean cooking technologies universally available, what can be done for those producing their own energy in the meantime?

    For example, these could be solutions such as creating wood stalls in more accessible areas to reduce collection times, or developing more ergonomic harnesses for carrying the wood to reduce the physical burden of the work. In addition, can more income-generating opportunities be created to help reduce the poverty of these women and girls?

    Second, it informs policies around building an inclusive energy workforce. Recognizing that there is already a female-run and -operated energy workforce across the developing world has implications for workforce policies governing the energy transition. For example, when it comes to the ability to tap into this existing labor force, does reskilling apply to this workforce as it does to coal miners?

    Moreover, by focusing on improving the labor conditions of women and girl biomass producers, this framework intersects with SDG 5: achieve gender equality and empower all women and girl. Organizations such as the Clean Cooking Alliance that aim to “increase the role of women in the clean cooking sector” and collect data on the number of hours required for biomass production could benefit from such a framework.

    Third,research that intentionally includes groups underserved and underrepresented in data can inform policies for a just energy transition. Capturing the number of women and girls producing biomass can lead to important discoveries for improving their lives while informing the energy transition. For instance, surveys and fieldwork to collect the amount of biomass producers could also be used to track energy consumption and production trends that inform electrification efforts.

    Many biomass collectors live on the margins or in rural areas, and research geared toward their energy needs can inform, for example, decentralized renewable energy projects and help anticipate their consumption patterns.

    This energy workforce comprises some of the poorest people in the world—women, girls, and people of color—and that may partly explain why their labor and working conditions have received relatively less attention.

    The latest Intergovernmental Panel on Climate Change (IPCC) report and other research puts the world on a tight timeline for lowering emissions. Existing frameworks for achieving a clean energy transition can be strengthened through approaches that recognize and acknowledge the agency of biomass energy producers made up of millions of women and girls.

    “Why continue studying, to graduate unemployed and earn a pittance? We prefer to get into a trade, make money, help our parents; there are a lot of needs at home,” Edgar, 19, who with his brother Ernesto, 18, has been gardening in homes in southeastern Caracas for three years, told IPS.

    A study this year by the non-governmental organization Con la Escuela (With the School), in seven of Venezuela’s 24 states -including the five most populated- found that 22 percent of students skip classes to help their parents, and in the 15-17 age group this is the case for 45 percent of girls.

    In the school where teacher Rita Castillo worked, in La Pomona, a shantytown in the torrid western city of Maracaibo, “for many days in a row there is no running water, there are blackouts, and it’s impossible to use the fans to cool off the classrooms,” she told IPS.

    The classes in the school are divided into 17 to 25 children each: the first three grades of primary school attend on Mondays and Tuesdays, the next three grades on Wednesdays and Thursdays, and Fridays make up for whoever missed class the previous days. That is in the mornings; secondary school students attend during the hot afternoons.

    These are the first steps towards the definitive dropout of students: 1.2 million in the three years prior to 2021 and another 190,000 in the 2021-2022 school year, with 2022-2023 still to be estimated, with no signs of a reversal in the trend.

    “The dropout rate is also high in secondary schools in Caracas, and the students who remain often pass from one year to the next without having received, for example, a single physics or chemistry class, due to the shortage of teachers,” Lucila Zambrano, a math teacher in public schools in the populous western part of the capital, told IPS.

    Authorities in the education districts are increasingly calling on retired teachers to return to work, “but who is going to return to earn for 25, 20 or less dollars a month?” Isabel Labrador, a retired teacher from Colón, a small town in the southwestern state of Táchira, told IPS.

    Currently, the monthly food basket costs 526 dollars, according to the Documentation and Analysis Center of the Venezuelan Federation of Teachers.

    Teachers held colorful street protests in the first few months of 2023, demanding decent salaries and other benefits acquired by their collective bargaining agreement, and these demands remain unheeded as the school year ends this July.

    Teachers earning ridiculously small salaries, high school dropout rates, rundown infrastructure, lack of services, loss of quality and a marked lag in the education of children and young people are the predominant characteristics of Venezuelan public education today.

    But “the education crisis did not begin in March 2020 with the COVID-19 pandemic. These are problems that form part of the complex humanitarian emergency that Venezuela has been experiencing for many years,” Luisa Pernalete, a trainer and researcher at the Fe y Alegría educational institution for decades, told IPS.

    Numbers in red

    In the current school year, enrollment in kindergarten, primary and secondary education totaled 7.7 million, said Education Minister Yelitze Santaella, in this country which according to the National Institute of Statistics has 33.7 million inhabitants, but only 28.7 million according to university studies.

    The difference in the numbers may be due to the migration of more than seven million Venezuelans in the last decade, according to United Nations agencies – a figure that the government of President Nicolás Maduro considers exaggerated, although it has not provided an alternative number.

    The attraction or the need to migrate, in the face of the complex humanitarian emergency – whose material basis begins with the loss of four-fifths of GDP in the period 2013-2021 – also mark the desertion of students and teachers.

    In the three-year period ending in 2021 alone, 166,000 teachers (25 percent of the total) and 1.2 million students (15 percent of the number enrolled at the time), dropped out, according to a study by the private Andrés Bello Catholic University (Ucab) in Caracas, ranked as the top higher education center in the country.

    Con la Escuela estimates that at least 40 percent of the teachers who have quit have already emigrated to other countries.

    Educational coverage among the population aged three to 17 years continues to decline: 1.5 million children and adolescents between those ages were left out of the education system in the 2021-2022 period. The hardest hit group is children between three and five years of age, where coverage amounts to just 56 percent.

    According to official figures, there are 29,400 educational institutions in the country, of which 24,400 are public, with 6.4 million students and 542,000 teachers; and 5,000 are private, with 1.2 million students and 121,000 teachers.

    They cover three years of early education, six years of primary school and five years of secondary school. It was decreed 153 years ago that primary education should be free and compulsory.

    According to Ucab and Con la Escuela, 85 percent of public schools do not have internet, 69 percent have acute shortages of electricity and 45 percent do not have running water. There are also deficiencies in health services (93 percent), laboratories (79 percent) and theater or music rooms (85 percent).

    Surveying 79 public schools in seven states, Con la Escuela found that 52 percent of the bathrooms are in poor condition, 35 percent of the schools do not have enough bathrooms, and two percent have no bathrooms.

    In 19 percent of the schools classes have been suspended due to the damage to the toilets, and 34 percent do not have sewage pipes.

    “Water is the service that generates the most suspension of classes in Venezuela,” Pernalete said. “Classes can be held without electricity in the school, but you can’t do without water, and if the service fails in the community or in the whole town, then it’s hard for teachers to go to work or the families don’t send their children to school.”

    Con la Escuela also found that 36 percent of the classrooms are insufficient for the number of youngsters enrolled, 44 percent of the schools have classrooms in poor condition and 50 percent reported desks in poor condition.

    Moreover, the Ucab investigation found “ghost schools”, which appear in the Education Ministry figures but are actually only empty shells.

    “We have gone to the field with the list of these schools and we have found that they no longer exist. There are just four walls standing,” said Eduardo Cantera, director of Ucab’s Center for Educational Innovation.

    From precariousness to backwardness

    If the salary of a new teacher in a public school is 20 dollars a month, those who are five levels higher in the ranks do not earn much more, just 30 or 35 dollars, although they do receive some bonuses that are not part of the salary.

    In Caracas, private schools – which serve from kindergarten to the end of high school – a teacher earns about 100, maybe 200 or more dollars, depending on seniority, hours of work, and the families’ ability to pay.

    The drop in wages cuts across the entire labor spectrum. The basic minimum is around five dollars a month, although there are food bonuses, and the average salary of formal sector workers is around 100 dollars.

    It is a difficult figure to reach for many of those who work in the informal sector of the economy – 60 percent of the country’s workers according to the Survey of Living Conditions that Ucab carried out in 2022 among 2,300 households across the country.

    It is a consequence of the gigantic setback of the Venezuelan economy – GDP shrank by four-fifths between 2013 and 2021 – compounded by almost three years of hyperinflation between 2017 and 2020, and depreciation that liquefied the value of the local currency, the bolivar, and led to a costly de facto dollarization.

    Although public education is formally free, parents must contribute a few dollars each month to help maintain the schools. In private schools, prices are raised under the guise of extraordinary fees – the only way to obtain funds that make it possible for them to hold onto their teachers.

    Pernalete says that in the interior of the country many teachers have to walk up to an hour to get to school -there is no public transportation or they can’t afford to take it-, not to mention the lack of water or electricity in their homes, or the absence of or the poor quality of internet connection, if they can afford it, or the lack of other technological resources.

    And if they do have internet, that’s not always the case for their students.

    Damelis, a domestic worker who lives in a poor neighborhood in Los Teques, a city neighboring Caracas, has three children in school. Some teachers, she told IPS, assign homework through a WhatsApp group, but in her home no one has a computer, internet or smartphone.

    What is the result? The initial reading assessment test that Ucab recently administered to 1,028 third grade students nationwide showed high oral and reading comprehension (82 and 85 percent, respectively), but low reading aloud and decoding skills (43 and 53 percent).

    More than 40 percent of the students only read 64 words per minute or less, when they should read 85 or more. Con la Escuela applied the test to 364 students in Caracas and the neighboring state of Miranda, and the children only read 48 words per minute.

    There is also discouragement among teachers. The main public teaching university in the country has almost no applicants. In the School of Education at Ucab, the first two years have been closed due to a lack of students, despite the fact that the university offers scholarships to those who want to train as teachers.

    What can be done? “The physical recovery of schools should be one of the first steps to guarantee their fundamental function: to serve as a center for socialization and meeting of teachers, students and representatives around the teaching-learning process,” said Cantera.

    “Otherwise, the consequences will be very serious for the country’s development,” he said.

    Labrador said she observes “a gradual privatization of education, it is no longer truly free,” and the disparity between public and private education is increasing inequality in a country where in the second half of the 20th century public education stood out as the most powerful lever for social ascent.

    Pernalete said it is a matter of complying with the 1999 Constitution, which stipulates that workers’ salaries must be sufficient to live on and establishes the government’s commitment to the right to education, as it states that education and work are the means for the realization of the government’s goals.

    Shielding the Vulnerable: The Potential Role of Insurance in Protecting the Most Vulnerable

    The 2023 Climate Conference COP27 in Sharm put loss and damage clearly on the political agenda with the agreement to set up a Transitional Committee to seek to establish a fund for Loss and Damage and to look at other ways to help countries and people address disasters.

    Today the conversations around insurance in regard to loss and damage have shifted. Some argue that insurance comes up short when addressing loss and damage. For example, one idea of an insurance fund would require all parties, including those from the Global South, who have contributed the least to global emissions, to buy in and share the risk burden.

    This idea negates the historical responsibility of the Global North as leading polluters. Experts continue to debate where insurance belongs in climate financing and this article intends to highlight some critical thinkers in the space.

    Paul Hudson, a lecturer of Environmental Economics at the University of York and frequent contributor to the International Science Council, contends that insurance can still be a useful tool for addressing natural hazards and climate impacts if its function in the private or public sector is previously determined.

    “In order for society to have a great degree of adaptive capacity we still need to work out what is the actual role we expect insurance to achieve,” Hudson said.

    According to Hudson, the ideas of insurance in the public and private sectors are in contention. In discussions around insurance, people often use the language of private responsibility in relation to a compensation fund but what may be more necessary is for people to simply have an accessible and affordable means of compensation, which is the role of a public good.

    An additional fear is that countries fall back on the private insurance sector too often when they have yet to provide the funding for adaptation and mitigation, which puts the commitment to losses and damages in question. Still, perhaps there is a role for the private and public insurance sector despite its shortcomings.

    Experts are considering ways to integrate both private and public solutions so the most vulnerable populations are protected from climate-induced losses and damages.

    Raghuveer Vinukollu, Senior Vice President and Climate Resilience and Solutions Lead at Munich Reinsurance America, Inc., argues that an integrated approach could provide a sustainable and affordable solution to the question of insurance. Vinukollu supports a bottom-up and top-down process to address resiliency.

    Resilience from both angles aims to mitigate the protection gap caused by high costs. Such a model underscores the importance of community resilience as well as risk prevention, promoting the whole of society’s safety from risk rather than the few who can afford a premium.

    Again, prevention is critical but fails to address the question of losses and damages which have already occurred. If vulnerable communities are faced with climate disasters, they must have community resilience (i.e., resources), which can be secured through accessible insurance.

    Waterfront Alliance is a company that strives to build community resilience in part through education. Joseph Sutkowi, the group’s Chief Waterfront Design Officer, explains that it is critical to standardize aspects of design and make such knowledge accessible.

    In this way, architects and engineers from around the world can create infrastructure built for the community and will be resilient in the face of natural disasters. Additionally, spreading awareness about flood risk–or other climate hazards–can in turn raise awareness around purchasing insurance that could be critical to forming communities that can recover from disasters.

    The crucial piece of this argument on the implementation of insurance mechanisms is that they must not exclude the most vulnerable groups, including low-income communities. Here, Mathieu Verougstraete, Lead on Disaster Risk Reduction Financing and Infrastructure Resilience for UNDRR, suggests countries from the Global North have a role to play.

    Verougstraete asserts that international cooperation would allow donor countries to step in and provide a mechanism to ensure that insurance remains affordable and still provides the protection the vulnerable countries need.

    Brandon Mathews works directly with these vulnerable nations to meet their needs. Mathews is the head of the Vulnerable 20 (V20) Sustainable Insurance Facility within the United Nations Environment Programme (UNEP). The facility funds insurance for micro, small, and medium enterprises which are the “cornerstone of economies.”

    Aligning with vulnerable groups means giving them ownership. Oda Henriksen, Climate Risk Manager for Food Security as a Financing Advisor at United Nations World Food Program (UN WFP), has highlighted ownership as a key finding based on case studies in Belize and Nicaragua with insurance programs.

    UN WFP argues that local government and private sector contributions, as well as consumer empowerment, are essential for a sustainable approach to insurance in disaster risk reduction.

    Held on June 1st the Insurance Development Forum signed an agreement to advance the Global Resilience Index with the UN Office for Disaster Risk Reduction (UNDRR) to “help countries, financial institutions and investors, map and quantify their current and future climate and disaster risks and demonstrate the benefits of investing in resilience.”

    With Loss and Damage now near the center of the political preparations for the upcoming Climate Summit COP28 in Dubai in December then a menu of approaches will be explored. Within this menu perhaps there is a role for the insurance sector (in either a private or public sector capacity) if done the right way.

    A strong insurance system should examine all of the stipulations raised by experts in the field. The system must also be continuously revised to meet the evolving demands of vulnerable climate communities. With livelihoods at risk, potential solutions must be critiqued and considered from all angles.

    Her story illustrates the ordeal of at least 80 families who decided to hire a lawyer to demand compensation from the company that owns the Ventos de Santa Brigida wind farm complex in Caetés, a municipality of 28,000 inhabitants in the state of Pernambuco, in the Northeast region of Brazil.

    Dozens of other families affected by the proximity of the wind towers have not joined the legal action, largely because they fear losing the rental income from part of their land where one or more wind turbines have been erected.

    The company pays them about 290 dollars for each wind tower, which represents 1.5 percent of the electricity generated and sold, according to Oliveira. Those who were not offered or did not accept the lease are left with the damage and no profits.

    Built in 2015 by the national company Casa dos Ventos and sold the following year to the British corporation Cubico Sustainable Investments, the set of seven wind farms, consisting of 107 wind turbines 80 meters high, has a total installed capacity of 182 megawatts, enough to supply 350,000 homes.

    The wind energy boom has intensified in recent years in Brazil’s Northeast region, which accounts for more than 80 percent of the wind electricity generated in the whole country.

    Wind power boom

    This expansion will be accelerated by plans to produce green hydrogen, which requires a large amount of renewable energy for electrolysis, the technology of choice. The region’s enormous wind and solar potential, in addition to its relative proximity to Europe, the great consumer market of green hydrogen, puts the Northeast in a strong position as a supplier of the so-called fuel of the future.

    As a result, large energy projects are proliferating in the region, which is mostly semiarid and almost always sunny. The giant parks have triggered local resistance, due to the social and environmental impacts, which are felt more intensely in the Northeast, where small rural properties are the norm.

    Brazil currently has 191,702 megawatts of installed capacity, including 53.3 percent hydroelectric, 13.2 percent wind and 4.4 percent solar. The goal is for wind, solar and biomass to contribute 23 percent of the total by 2030, with the Northeast as the epicenter of the production of renewable sources.

    “We are not against wind energy, but against the way these large projects are implemented, without studying or avoiding their impacts,” Oliveira said. Renewable sources are not always clean and sustainable, say activists, especially movements led by women in the Northeast.

    “Because they are considered low-impact, wind and solar farms obtain permits for implementation and operation more quickly and at a low cost, without in-depth studies,” said José Aderivaldo, a sociologist and secondary school teacher in Santa Luzia, a municipality of 15,000 inhabitants in the semiarid zone of the Northeastern state of Paraíba.

    “But solar energy has a greater impact, it is more invasive. A wind farm has little impact on livestock, which do lose a lot of space to solar, more extensive in terms of the land it occupies,” he told IPS.

    His field of observation is the Neoenergía company’s Renewable Complex, a project that combines wind power, with 136 wind turbines in the Chafariz complex in the mountains, and 228,000 photovoltaic panels in the Luzia Park on the plains. The former generates more electricity at night, the latter during the day.

    In total, they cover 8,700 hectares in Santa Luzia and three other neighboring municipalities and can generate up to 620.4 megawatts, most of it – 471.2 megawatts – coming from the wind in the mountains. They can supply electricity to 1.3 million housing units and avoid the emission of 100,000 tons of carbon dioxide gas, according to the company, a subsidiary of Spain’s Iberdrola.

    One of the impacts was a reduction in the local capacity for the production of cheap protein from livestock farming adapted for centuries to the local ecosystem, in addition to extracting rocks for the construction of wind towers and damaging local roads with trucks for their transport, lamented João Telésforo, an engineer and retired professor from the public Federal University of Rio Grande do Norte.

    “Neoenergía carried out all the socio-environmental impact studies rigorously in accordance with the country’s current legislation and global best practices. The distance between the homes and the wind turbines is in compliance with the law,” the company responded to IPS in writing, in response to questions about criticism of its activities.

    “In addition, it only leases the land, without purchasing it, which means people stay in their homes and in the countryside, and owners receive payments according to the contracts, with transparency, contributing to income distribution and local quality of life,” it added.

    Local complaints

    But Pedro Olegario, 73, laments that the remuneration has declined, explained by the company as a result of a drop in the energy generated. “The wind is still blowing the same,” he protested.

    His wife, Maria José Gomes, 57, complains about the noise, even though the nearest wind turbine is about 500 meters away from their house. “Sometimes I can only fall asleep in the wee hours of the morning with the window tightly closed,” she said.

    The couple lives on their share of a 265-hectare property, inherited and divided between the widow and 17 children of the previous owner, on one of the mountains of the Seridó range, part of Santa Luzia.

    The 18 family members split the income from four wind towers installed on their land.

    Not everyone is unhappy

    On the other hand, Pedro’s brother Severino Olegario, 50, has a positive view of the Canoas Wind Farm, which also belongs to Neoenergia. The 2019 construction made it possible for him to open a restaurant to feed 40 technicians of the company who installed the mechanical components.

    “I sleep despite the noise and the remuneration is low because we had to divide it among a very large family,” he said. He also improved the road, which brings tourists to his restaurant on Sundays, after the construction work ended, and slowed the local exodus of people from the region.

    About 1,000 families used to live in the three communities up in the mountains, due to the high level of production of cotton. But the cotton boll weevil (Anthonomus grandis) plague in the 1990s destroyed the crop and the value of the land.

    “Today there are less than a hundred families left,” said Severino, who continues to grow some of the food that he uses to serve meals at his restaurant.

    His perspective differs from the picture described by Oliveira to IPS by telephone from her rural community, Sobradinho, in Caetés, the result of a wind farm authorized before the government’s Brazilian Environmental Institute issued new rules in 2014.

    Damage and unfavorable contracts

    “There are cases of allergies that we believe are caused by the dust from the wind turbine blades, which also contaminates the water we drink, as it falls on our roofs where we collect rainwater in tanks,” Oliveira complained.

    The alternative would be to buy water from tanker trucks which “costs 300 reais (62 dollars ) – too expensive for a family with two children who only harvest beans and corn once a year,” she explained, adding that growing vegetables and medicinal herbs is impossible because of the polluted water.

    In addition to the audible sound, vibrations, infrasound (considered inaudible), shadow flicker (the effect of rotating turbine blades causing varying brightness levels and blocking the sun’s rays) and microparticles cause symptoms of “wind turbine syndrome,” according to Wanessa Gomes, a professor at the public University of Pernambuco, who is researching the subject with colleagues from the Oswaldo Cruz Foundation, Brazil’s leading academic public health institution.

    Local families have also been living in fear since a blade broke and fell with a loud bang. Many take medication for sleep and mental illness, according to Oliveira, whose testimony aims to alert other communities to the risks posed by wind energy enterprises.

    On Mar. 16, she took her complaints to the Women’s March for Life and Agroecology, organized by the Polo de Borborema in Montadas, a municipality of 5,800 people, about 280 kilometers north of Caetés.

    The Polo is a group of rural workers’ unions in 13 municipalities in the Borborema highlands in the state of Paraíba, whose windy mountains are coveted by companies.

    The women’s movement, with the support of the non-governmental Consultancy and Services for Alternative Agriculture Projects, mobilized 5,000 women this year, in its fourteenth edition, the second one focused on opposition to wind farms.

    “Our struggle is to prevent these parks from being installed here. If many families refuse to sign the contracts with the companies, there will be no parks,” Marizelda Duarte da Silva, 50, vice-president of the Rural Workers Union of Esperança, a municipality of 31,000 inhabitants in the center of Borborema territory, told IPS.

    “The contracts are draconian, up to 49 years and renewable by unilateral decision of the company,” said Claudionor Vital Pereira, a lawyer for the Polo union. “They demand unjustifiable confidentiality, charge fines for withdrawing and make variable payments for the lease depending on the amount and prices of energy generated, imposing on the lessor a risk that should only be assumed by the company.”

    Her right foot is taped with a cannula, and she whimpers incessantly. “I have been in and out of the hospital for the last seven days,” said Uzma Mohammad, Zeeshan’s mom, with worry lines on her forehead. “High fever that refused to come down, severe cough for days and breathlessness,” were some of the symptoms Mohammad described. She was convinced someone had “put a spell” on her daughter.

    The doctors, however, suspected she had typhoid.

    Salmonella Typhi bacteria cause typhoid fever, and Salmonella Paratyphi bacteria cause paratyphoid fever. According to the US-based public health agency, Centers for Disease Control and Prevention, along with a fever that can be as high as 103 to 104°F (39 to 40°C), the sick person can have weakness, stomach pain, headache, diarrhoea or constipation, cough, and loss of appetite. Some people have a rash of flat, rose-coloured spots.  Internal bleeding and death can occur but are rare. It affects between 11 and 20 million people each year, leading to 128,000 to 161,000 deaths, according to the World Health Organization (WHO). The highest fatality rates are reported in children under four years of age.

    While Zeeshan’s blood culture report had yet to come to ascertain the cause of her sickness, she needed urgent medical care, said Dr Shabita Bai, who had admitted her.

    “We could not wait for five days for the blood culture report as she was not doing well. And because she had already been given an antibiotic (a medicine used to kill bacteria) from outside, our chances of finding if the baby had typhoid for sure were slim, and we had to rely on the history,” justified Bai.

    Decisions had to be made. Based on her condition, symptoms, and clinical diagnosis, the baby was given Ceftriaxone, an intravenous antibiotic, but she showed no improvement. The doctors then administered the stronger Meropeneme intravenously, a last-resort antibiotic.

    Battling the Superbug

    But even if she had typhoid, the bacteria in her body had taken on the form of a superbug — the extensively drug-resistant (XDR) typhoid and the current antimicrobials had become ineffective, said paediatrician Dr Jamal Raza, the executive director of the SICHN.

    According to a Lancet study published in 2022, multidrug-resistant (MDR) typhoid has been seen in Pakistan, while typhoid bacteria resistant to the widely-used antibiotic azithromycin have been found in Bangladesh, Nepal and India. “Our analysis revealed a declining trend of MDR typhoid in south Asia, except for Pakistan, where XDR S Typhi emerged in 2016 and rapidly replaced less-resistant strains,” stated the study, which researchers claim is the largest ever examination of the S.Typhi bacterium.

    The reason why antibiotics are losing their punch against some types of bacteria, said Raza, was the “indiscriminate use of antibiotics” that health practitioners prescribe to provide immediate relief. Another big problem was self-medication by people. “I know people often use an old prescription by a doctor to get the same medicine if they feel they have the same symptoms, thinking they do not need to visit the doctor.”

    But he pointed out viruses, which are also small germs like bacteria, are causing bacteria-like infections, like a cold or the flu.

    “Taking an antibiotic for the latter does not treat the disease; it only leads to antibiotic resistance,” said Raza.

    A study conducted by researchers from three medical institutions, namely, the Aga Khan University (AKU) in Karachi, the Armed Forces Institute of Pathology (AFIP) in Rawalpindi, and the Shaukat Khanum Memorial Cancer Hospital & Research Center (SKH) in Lahore in 2018, found indiscriminate use of antibiotics to be causing new drug-resistant “superbugs.”

    It found a high prevalence of multidrug and fluoroquinolone resistance for both S.Typhi and S. Paratyphi strains of typhoid bacteria. From 20% in 1992, the resistance was found to have increased to around 50% in 2015. The stubborn bacteria were resistant to antibiotics like ampicillin, chloramphenicol (and co-trimoxazole), as well as fluoroquinolone (ciprofloxacin and/or ofloxacin).

    “The situation is quite grim,” said Dr Mashal Khan, chairperson of the government-run paediatric medicine department at Karachi’s National Institute of Child Health, referring to the increase in the number of children developing resistance to typhoid drugs. His worry is not that the bacteria has spread; his concern is the bacteria has mutated and become resistant to the drug.

    “We’re running out of new antibiotics to treat bacterial infections; Meropeneme is the last one, and a very expensive one too,” he said resignedly, adding: “Although the development of newer antibiotics is the need of the day, I must emphasise the rational use of the ones being used is more urgent.”

    Developing new drugs is challenging, and antibiotics more so, as the science is tricky.

    “Antibiotics are not the most lucrative drugs to develop for pharmaceuticals as their utility is limited in the future due to the bacteria developing the ability to resist them,” said Infectious Diseases specialist and epidemiologist Dr Faisal Mahmood at the Aga Khan University Hospital in Karachi. “A lot of money goes into developing new drugs, and since most of the funding is from the global north, they prefer to work on infections which concern them directly. Typhoid is unfortunately endemic in the low and middle-income countries in the South, which have poorer water quality and have warmer, more humid climates.”

    And that is why the only sure-shot way of reducing the disease burden of typhoid is to vaccinate the children.

    In 2019, Pakistan became the first country to get the World Health Organization (WHO)-recommended single-dose typhoid conjugate vaccine (TCV) injected intramuscularly, added to its routine immunisation (RI) regime. This is given to babies at nine months, alongside measles-rubella vaccinations, without impacting either vaccine.

    “Childhood vaccination complemented with clean drinking water and improved hygiene practices is the much more cost-effective way of eradicating typhoid than pumping antibiotics in a child,” said Raza. Meropenem costs as much as Rs. 30,000 (USD 105) for a 10-day course, and if hospitalisation is included, it can go up to Rs 100,000 ($349), said the doctor. Being in a government hospital, Zeeshan is treated free of cost.

    Typhoid Vaccine Launch Hits a Snag as Covid-19 Surfaces

    The 2019 TCV campaign was first launched in the two cities of Sindh – Karachi and Hyderabad (children up to 15 years of age were also given a shot), which reported the highest number of typhoid cases among children. There was a pause when Covid-19 hit the world. But by 2022, TCV had been launched across Pakistan, and 35.5 million children were vaccinated, after which it was added to the government-run Expanded Programme on Immunisation (EPI) programme.

    “Many parents do not know that the TCV is a more effective vaccine but only available at government vaccination centres, and not at private clinics and hospitals as Gavi has only given it to the government of Pakistan,” said paediatrician Dr D.S. Akram.

    “There is another typhoid vaccine available in the private sector (typhoid polysaccharide vaccine), but it can only be given to children over two years of age, and it needs boosters every three years. My advice to parents is to vaccinate their kids against typhoid bacteria at nine months,” she said.

    But it is still a drop in the ocean, and the fight against typhoid and other childhood diseases continues. The WHO places Pakistan among the ten countries that account for almost two-thirds of the world’s unimmunised children.

    When Covid-19 hit the country’s already crumbling health system, it also brought the country’s immunisation programme to a halt too. An estimated 1.5 million children across Pakistan missed out on basic vaccines from March to May 2020, according to Gavi.

    For Pakistan, which already has low immunisation coverage (the percentage of fully immunised children aged 12-23 months is just 66%), it meant a further dip in coverage which led to an unprecedented rise in the number of zero-dose children (those that have not received any routine vaccine). Add to these were the almost 19,000 new births every day. But when the lockdown eased and vaccinators returned to work, there was less demand for vaccination, having been replaced by fear of the new virus.

    While Pakistan has yet to reach the optimal immunisation coverage of 90%, during Covid-19, Pakistan’s EPI received plaudits internationally for taking both vaccine coverage and the number of zero-dose children close to pre-pandemic levels in 2021. “What Pakistan achieved needs to be celebrated. In fact, Pakistan and Chad are used as examples internationally of how to get it right in an emergency,” said Huma Khawar, an immunisation and child health advocate working closely with EPI.

    “Despite a year’s delay due to Covid-19, which was unforeseen, I think it is the best thing that the government has done for its country’s children,” said Khawar. She credited the RI programme that bounced back to the pre-pandemic level in 2021.

    Clean water, Good Hygiene Key to Preventing typhoid

    While immunisation can protect children from getting infected, clean drinking water and improved hygiene practices can reduce the risk of catching the disease to a great extent.

    “Vaccines provide immunity when there is exposure to the bacteria,” agreed Dr Jai Das, assistant director at the Institute for Global Health and Development at the Aga Khan University and one of the co-authors of the 2018 report on typhoid, but emphasised the need for improved water and sanitation, a situation that continues to remain dismal and compromised in Pakistan.

    The same study not only found a strong correlation between water and sanitation but to literacy levels as well. In addition, it stressed improving the country’s food safety protocols and implementing regulations.

    While Mohammad believes that her daughter is under a curse, one reason could be that the unpasteurised cow’s milk she gives her daughter may not be properly boiled at home. “I was unable to breastfeed her,” she said. Further, she confessed to diluting it with unboiled tap water to make it last longer.

    Doctors say giving Pakistani babies a lease of life is simple and costs nothing. “Exclusive breastfeeding up to at least six months of age (right now it is only 43%), attaining 90% coverage of RI across Pakistan and improving water and sanitation quality,” according to Dr Akram.

    Bacteria Don’t Respect Geographic Borders

    The XDR typhoid bacteria propagating in Pakistan has crossed borders and reached as far as the UK, Canada and the US. Earlier this year, a team of Pakistani and US researchers published their findings in the American Journal of Tropical Medicine and Hygiene, stating that with numerous typhoid bacteria variants circulating in Pakistan have also been identified in Southeast Asia and Eastern and Southern Africa and have been introduced into the United Kingdom, Canada, and the United States by travellers.

    The Lancet study said strains from South Asia had spread 200 times to other countries since 1990. When these superbugs grow and spread, they can cause infections that are hard to treat. Sometimes they can even spread the resistance to other bacteria they meet.

    The future looks frightening. While the need for improving water and sanitation cannot be overemphasised, along with the need for vaccinating children, newer and stronger antibiotics need to be developed and fast as typhoid may surface in deadlier ways than now since very few antibiotics remain effective against the bacteria.

    The Grand Narrative of Private Finance: Over-Reliance on Attracting Investment is Undermining Change at World Bank

    Unfortunately, the false narrative that the only way to fill this gap is to ‘leverage’ more private finance also persisted. The resulting Paris Agenda for People and Planet stated: “meeting global challenges will depend on the scaling up of private capital flows.” This should be achieved in large part by revamping the role of multilateral development banks (MDBs).

    Last December, the World Bank Group (WBG), the biggest MDB, launched its so-called “evolution” process, with the support of G7 governments. This set the institution to work on increasing its lending by deepening its reliance on the financial market.

    The dogged reliance on private capital as saviour appears to be steeped in capitalist realism. It is believed to be implausible for the public sector to deliver the scale of financing needed to address the climate and development crisis.

    Private capital, which can be leveraged using public money, securitised and reproduced is favoured as the pragmatic choice. However, while the financing gap to deliver on the sustainable development goals is very real, the neat narrative buttressing private capital obscures two empirical realities.

    First is the absence of rich countries’ political will to deliver on agreed commitments, from the 0.7 per cent of Gross National Income in development aid made in 1970 to the US$100 billion per year climate financing agreed in 2009.

    Second, the ongoing systemic wealth drain from developing to rich countries. Since 1982, developing countries as a whole have transferred an estimated US$4.2 trillion in interest payments to global north-based creditors, far outstripping aid flows and concessional lending during the same period.

    Additionally, tax-related illicit financial flows cost countries hundreds of billions of dollars in lost tax income every year. Debt servicing is draining approximately 25 per cent of total government spending in developing countries as a whole, hijacking both climate and SDG (Sustainable Development Goals) financing.

    The allure of private finance

    Last month, in a new attempt to ‘leverage’ private capital, the WBG launched the Private Sector Investment Lab, a partnership with the private sector that aims to “rapidly scale solutions that address the barriers preventing private sector investment.”

    Furthermore, it announced “an expanded toolkit for crisis preparedness, response, and recovery” that includes providing “new types of insurance” to backstop private sector projects. This follows a not-so-new pattern articulated in the WBG’s Evolution Roadmap draft published in April

    While the WBG is set to expand its mandate to incorporate “sustainability” considerations, the approach is still rooted in a heady cocktail of de-risking instruments such as risk guarantees, blended finance and first-loss positions by governments, and in tweaking national regulatory frameworks to enable a business-friendly environment.

    The goal is as singular as the solution: to make investment more profitable for the private sector. The (optimistic) rationale: ‘incentivising’ private capital will ‘crowd in’ economic growth and climate, biodiversity and development financing. This assumes that it is possible to equate commercial goals and the public interest, which is not always the case without creating financial barriers that undermine access to public services, such as user fees.

    It also ignores that risks are transferred from private to public actors, further increasing debt vulnerabilities, and the developmental dilemma posed by prioritising private profits over distributive goals and state sovereignty.

    In ongoing discussions about the Roadmap, it is yet to be seen if the WBG will incorporate sufficient provisions within its plans to ensure the recipient state’s right to regulate in the public interest for a rights-based economy that upholds distributive justice. That is, economic, climate and gender equity.

    Solutions with legitimacy

    The largest coalition of developing countries in the United Nations (known as the “Group of 77”), representing 134 nations, have been calling for reform of the international tax, debt and financial architecture for many years.

    These calls, enshrined in resolutions adopted by the UN General Assembly, includes establishing a multilateral legal framework that would comprehensively address unsustainable and illegitimate debt, including through extensive debt restructuring and cancellation, and agreeing on a UN Tax Convention with equitable participation of developing countries to address tax abuse by multinational corporations and other illicit financial flows.

    As was made clear last month in several developing countries’ calls, a reform agenda should not be limited to merely boosting MDBs’ coffers – via financial innovation techniques – but rather include governance reform that meaningfully augments the voice and vote of developing countries in macroeconomic decision-making, which is the litmus test for legitimate and democratic economic governance.

    Furthermore, for many in civil society, for the WBG to “evolve” in a credible way it must also seek to independently evaluate the development impact of its policy prescriptions for developing countries over recent decades. Civil society organisations are stating this again in official feedback on the Evolution Roadmap submitted to the Bank this week.

    The ways in which the mythology of the private financier is construed dangerously omits the concrete reforms for historical economic justice, and state sovereignty, that the global south are demanding. This disjuncture calls for a clear-eyed questioning of the allure of private finance. Here lies the difference between new forms of extraction as opposed to change towards redistributive justice.

    “I know that the smoke can damage my lungs, because that’s what I’ve heard on the news, but what can I do?” Ramos told IPS, standing next to her stove in the courtyard of her home in El Zapote, a village of 51 families in the coastal municipality of San Luis La Herradura, in the southern Salvadoran department of La Paz.

    Firewood, the fuel of the poor

    “I cook with firewood out of necessity, because I don’t always have a job or money to buy gas,” added Ramos, 44, referring to liquefied gas, a petroleum derivative used for cooking in 90.6 percent of Salvadoran homes, according to official data.

    This is the situation faced by many women in El Salvador and other parts of the world, especially in the countryside, where dire economic conditions as well as ingrained habits and traditions lead families to cook with firewood, with negative repercussions on their health.

    The World Health Organization (WHO) estimated that in 2019 approximately 18 percent of global deaths were due to chronic obstructive pulmonary disease and 23 percent to acute respiratory infections.

    Ambient pollution, including wood smoke, plays a decisive role in respiratory diseases, especially among rural women, who do the cooking in line with the roles of patriarchal culture.

    Back in 2004 the WHO warned that about 1.6 million people were dying annually from charcoal and wood smoke used in cooking stoves in many developing countries.

    In El Salvador, 29,365 cases of acute respiratory infections per 100,000 inhabitants were reported in 2022, well above the 19,000 reported in 2021. Pneumonia reached 365 cases per 100,000 inhabitants in the same period, and the case fatality rate stood at 13.6 percent, up from 11.4 percent the previous year.

    Ramos showed IPS the gas stove she has inside her house, with a cylinder that lasts approximately 40 days.

    But when the gas runs out and she can’t afford to refill the cylinder, she has to cook with her wood stove. In her courtyard she has a table in a makeshift shed, where she keeps the wood and a metal structure that holds her pots and pans.

    Official figures indicate that 5.9 percent of households in this Central American country use firewood for cooking.

    However, in rural areas the proportion rises to 12.9 percent, while 84.4 percent cook with gas and the rest use electricity and other systems.

    Ramos, 44, has no steady job and as a single mother, scrambles to provide for the needs of her two children.

    Twice a week she cleans upscale apartments at a resort near her home, in Los Blancos, a well-known beach on El Salvador’s Pacific coast, also in La Paz. When she does well she cleans two a day, earning 24 dollars.

    Sometimes she also washes other families’ clothes.

    “Right now I have run out of gas, I have to use firewood,” she said. A cylinder of liquefied gas costs between 12 and 14 dollars.

    She generally collects firewood on the banks of the estuary, from the branches of mangrove trees, since hers and other poor families live in a shantytown located between the Pacific Ocean and the Jaltepeque estuary, one of the country’s main wetlands.

    Poverty affects 26.6 percent of the population at the national level in this small Central American country of 6.7 million inhabitants, according to official figures. But in rural areas the proportion rises to 29.6 percent, and of these, 10.8 percent live in extreme poverty.

    Cutting costs with firewood

    Meanwhile in San Salvador, the country’s capital, Cecilia Menjívar runs her small tortilla-making business partly by using firewood, which she collects from tree branches around the Los Héroes community where she lives.

    She also uses wood left over from construction sites and sometimes buys it as well, at a cost of one dollar for about three “rajas” or axe-cut tree branches.

    Tortillas are round flat bread made from corn dough, which are baked on metal plates generally heated with the flame from liquefied gas.

    But Menjívar does not use gas to cook the 68 kg of corn she uses daily to run her business, as she can’t afford it.

    “That’s why we prefer firewood. We don’t like it, first of all because of the damage to our health, and also because our clothes are impregnated with the smell of smoke and the walls of the house too, they look dirty,” Menjívar, 58, told IPS.

    “We do it to save on the cost, which would be very high, and we wouldn’t make any profit,” she added, while behind her the 68 kg of corn for the day rattled in a boiling pot, black from the wood smoke.

    Tortillas are part of the staple diet of the Salvadoran population. Most households cook their food on gas stoves, but they don’t make their own tortillas, because it is a complex and time-consuming process.

    That is why so many women, like Menjívar, go into the tortilla business to meet the high level of demand, cooking the corn on wood stoves, usually located in the open air in their courtyards.

    But during the May to November rainy season, they cook the corn inside the house, in a back room.

    Because of the amount of corn and the size of the pot, the improvised wood stove made of wood and a metal structure has to be set on the floor.

    The tortilla business has shrunk, she added, due to the increase in the cost of corn, which climbed from 15 dollars per quintal (45 kg) to 32 dollars.

    “With this business we earn enough to buy our food and other basic things, but not for other expenses,” she said.

    Chronic bronchitis and pneumonia

    Menjívar said that she fell ill with pneumonia in 2022, and she did not rule out that the cause could have been precisely the smoke she has been inhaling for decades, although she pointed out that the doctors who treated her did not inquire about it.

    “Since I was a little girl I have been exposed to smoke, because my mother also used to make tortillas using firewood,” she said. “When she couldn’t find dry branches, my mom would burn anything: old shoes, old clothes or paper.”

    When she got pneumonia, she had to stop working for three months, and she had to leave the business in the hands of her teenage daughter.

    Burning firewood releases toxic gases and polluting particles that end up causing ailments that in medical terminology are grouped together as chronic obstructive pulmonary disease, pulmonologist Carmen Elena Choto told IPS. These gases include carbon monoxide and nitrogen dioxide.

    “We also see other harmful particles, there may even be hydrocarbons, because they not only burn wood, but also dry cow dung, corncobs, paper, anything to make the fire,” said the expert.

    Damage to the bronchi, or chronic bronchitis, and to the alveoli in the lungs, or pulmonary emphysema, are some of the diseases associated with exposure to smoke, including tobacco smoke, she added.

    “Due to the burning of biomass (firewood and other products), the most frequent disease is chronic bronchitis,” said Choto, and older women are the main victims.

    People with bronchitis have a constant cough “or wheezing or shortness of breath because there is obstruction due to mucus plugs in the airway,” she said.

    Patients, she added, feel tired and suffer from dyspnea or shortness of breath from low oxygen levels, which in severe cases requires hospital care.

    Menjívar began to feel these symptoms after spending years making tortillas.

    “I felt very tired, I suffered from hot flashes, I was short of breath, I felt like I was having a hard time breathing,” she said.

    After she was diagnosed with pneumonia, Menjívar stopped working for three months.

    “That’s why I try to stay farther away from the smoke now,” she said. “But the smoke spreads through the house.”

    For her part, Ramos, in her coastal village, has put her stove in the yard outdoors, to reduce exposure to smoke. She worries that she could suffer from asthma, like her sister.

    Eco-stoves, an alternative

    One possible answer to reduce exposure to smoke, especially in rural areas, is the spread of eco-stoves, which due to their combustion mechanism are more efficient in producing energy and release less smoke.

    These stoves have been around for decades in developing countries, including El Salvador, but they have not yet become widespread enough to make a difference, at least in this country.

    There are socio-cultural aspects that hinder the expansion of the stoves and lead to the continued use of wood-burning stoves, environmentalist Ricardo Navarro, of the Salvadoran Center for Appropriate Technology, a local affiliate of the international organization Friends of the Earth, told IPS.

    For example, he mentioned the practice by small farmers of placing corn or beans on bamboo or wooden platforms on top of wood stoves, so that the smoke prevents insects from eating the food.

    “The problem is that sometimes we approach the issue as an energy or health problem, without considering these socio-cultural aspects,” Navarro said.

    Gudiya was so sick she even went into a coma for a day. Medical staff attending to the child said she contracted the disease from drinking contaminated water.

    After being discharged, Devi’s main worry was to get safe drinking water for her ailing daughter.

    She was advised not to consume water from village wells or untested sources like river streams or springs.

    Hailing from Champad, a tribal village in India’s Jharkhand state, Devi works as a daily wage labourer alongside her husband. With a limited income, Devi couldn’t afford packaged drinking water for her daughter.

    She then decided to boil the water using firewood to make it safe to drink. But to get the firewood, she had to trek the treacherous terrains of the nearby forests – a long, difficult work and the fear of wild animals loomed.

    It was not Devi alone impacted by contaminated water, it was making many people in her village ill, and there was nothing the inhabitants could do about it.

    According to government records, 80% of India’s rural drinking water comes from underground sources. One-third of India’s 600 districts do not have safe drinking water because fluoride, iron, salinity, and arsenic concentrations exceed tolerance levels. India’s water quality is poor, ranking at 120 of 122 nations.

    Experts believe that the source of these heavy metals is industrial waste being dumped untreated into water systems and nitrates which surface due to excessive and prolonged use of fertilizers. The government estimates that every year, over one lakh (100,000) people die of waterborne diseases in the country.

    Champad, a village inhabited by a tribal community, has 105 households per the 2011 census. Until 2022, the community depended on only two tube wells as their source of drinking water. However, these tube wells often experienced malfunctions, leaving the villagers with no choice but to fetch water from a nearby river or pond. Consequently, there has been a rise in waterborne diseases, particularly affecting the health of women and children. The need to travel long distances for safe drinking water has increased women’s workload, increasing their workload.

    Perturbed by the threat of waterborne diseases, the village locals congregated earlier this year to try to find a solution. They at first visited the local politicians for help. Then they headed towards government offices. “Nothing happened—absolutely nothing. We were virtually left high and dry. Except for God, no one is there to help us. At times, we were told to wait, and at times, we were told that government funding wasn’t available. But we were slowly dying. Our children are suffering in front of our own eyes,” Ram Singh, a local villager at Champad, told IPS.

    Earlier this year, a team from a non-governmental agency working to uplift rural areas in India visited the village to assess the villagers’ hardships.

    The agency then mooted the idea of a solar water tower in the village. The villagers were made aware of the process involved in the tower’s construction and that government approval for the facility was needed.

    The village representatives were taken on board, and a proposal was submitted to the water department of the district.

    “Government liked the idea, and it was readily approved. The entire village worked together to make the project a success story,” says a member of the humanitarian agency who wished to remain anonymous.

    The towers were equipped with solar panels, enabling them to operate sustainably and with minimal environmental impact. The selection of sites for the towers was a collaborative effort involving the village communities. The first solar water tower was constructed in February 2023, while work on the other two towers is still ongoing. As a result, 45 families now directly benefit from the convenience of having clean drinking water channelled to their homes through pipelines. The water provided is of good quality and considered safe, in contrast to the open well water that was previously relied upon. This development has significantly alleviated the burden on women, who no longer have to travel long distances to fetch water from various sources.

    The impact of this intervention was significant. The community’s health improved, and they were no longer at risk of waterborne illnesses. The women and children, who were often responsible for collecting water from distant sources, could now spend their time on other activities. The community’s overall quality of life improved, and they could focus on their livelihoods and education.

    For Simita Devi, the facility is no less than a major solace in her life. She excitedly uses this water for drinking and thanks God for such an endeavour.

    “Safe water means life for us. The solar tower has become a messiah for poor villagers like us. We will cherish the moments for life when we find its water coming to our homes,” Devi told IPS.

    “If I don’t get up that early, I don’t have enough time to get everything done,” the 55-year-old woman tells IPS as she shows us the area of her home where she runs a soup kitchen that she opened in 2020 to help feed her community during the COVID pandemic and that she continues to run due to the stiffening of the country’s economic crisis.

    Emerging as a special low-income housing project in the late 1980s, it was not until 2000 that the population of Pachacútec began to explode when around 7,000 families in extreme poverty who had occupied privately-owned land on the south side of Lima were transferred here by the then government of Alberto Fujimori (1990-2000).

    The impoverished neighborhood is mainly inhabited by people from other parts of the country who have come to the capital seeking opportunities. Covering 531 hectares of sandy land, it is home to some 180,000 people, about half of the more than 390,000 people in the district of Ventanilla, and 15 percent of the population of Callao, estimated at 1.2 million in 2022.

    Marcahuachi arrived here at the age of 22 with the dream of a roof of her own. She had left her family home in Yurimaguas, in the Amazon rainforest region of Loreto, to work and become independent. And she hasn’t stopped working since.

    She now has her own home, made of wood, and every piece of wall, ceiling and floor is the result of her hard work. She has two rooms for herself and her 18-year-old son, a bathroom, a living room and a kitchen.

    “I’m a single mother, I’ve worked hard to achieve what we have. Now I would like to be able to save up so that my son can apply to the police force, he can have a job and with that we will make ends meet,” she says.

    Marcahuachi worked for years as a saleswoman in a clothing store in downtown Lima, adjacent to Callao, and then in Ventanilla until she retired. Three years ago, she created the Emmanuel Soup Kitchen, for which the Ministry of Development and Social Inclusion provides her with non-perishable food.

    The community soup kitchen operates at one end of the courtyard that surrounds her house and offers 150 daily food rations at the subsidized price of three soles (80 cents of a dollar), which she uses to buy vegetables, meat and other products used in the meals.

    Marcahuachi feels good that she can help the poorest families in her community. “I don’t earn a penny from what I do, but I am happy to support my people,” she says.

    Her daily routine includes running her own home as well as ensuring the 150 daily food rations in the Emmanuel settlement where she lives, one of 143 neighborhoods in Pachacútec.

    Various studies, including the World Bank’s “Rising Strong: Peru Poverty and Equity Assessment”, have found that poverty in Peru is mostly urban, contrary to most Latin American countries, a trend that began in 2013 and was accentuated by the pandemic.

    By 2022, although the national economy had rallied, the quality of employment and household income had declined.

    In Pachacútec, in the extreme north of Callao, the hardship is felt on a daily basis.

    Only the two main streets are paved, while the countless steep lanes lined with homes are stony or sandy. Cleaning is constant, as dust seeps through the cracks in the wooden walls and corrugated tin-sheet roofs.

    In addition, food and other basic goods stores are far away, so it is necessary to take public transportation there and back, which makes daily life more expensive and complicated.

    But these are unavoidable responsibilities for women, who because of their stereotypical gender roles are in charge of care work: cleaning, washing, grocery shopping, cooking, and caring for children and adults with disabilities or the elderly.

    This is the case of Julia Quispe, who at the age of 72 is responsible for a number of tasks, such as cooking every day for her family, which includes her husband, her daughter who works, and her four grandchildren who go to school.

    She tells IPS that she has uterine prolapse, that she is not feeling well, but that she has stopped going to the hospital because for one reason or another they don’t actually provide her with the solution she needs.

    Despite her health problems, she does the shopping every day at the market, as well as the cooking and cleaning, and she takes care of her grandchildren and her husband, who because of a fall, suffers from a back injury that makes it difficult for him to move around.

    “When we came here in 2000 there was no water or sewage, life was very difficult,” she says. “My children were young, my women neighbors and I helped each other to get ahead. Now we are doing better luckily, but I can’t use the transportation to get to the market; I can’t afford the ticket, so I save by walking and on the way back I take the bus because I can’t carry everything, it’s too heavy.”

    But when it comes to talking about herself, Quispe says she never worked, that she has only dedicated herself to her home, replicating the view of a large part of society that does not value the role of women in the family: feeding, cleaning the house, raising children and grandchildren, providing a healthy environment, which includes tasks to improve the neighborhood for the entire community.

    Moreover, in conditions of poverty and precariousness, such as those of Pachacútec, these tasks are a strenuous responsibility at the expense of their own well-being.

    Recognizing women’s care work

    “Poor urban women have come from other regions and have invested much of their time and work in building their own homes, caring for their children and weaving community, a sense of neighborhood. They have less access to education, they earn low wages and have no social coverage or breaks, so they are also time poor,” Rosa Guillén, a sociologist with the non-governmental Gender and Economics Group, tells IPS.

    “For years, they have taken care of their families, their communities, they do productive work, but it is a very slow and difficult process for them to pull out of poverty because of   inequalities associated with their gender,” she says.

    She adds that “even so, they plan their families, they invest the little they earn in educating their children, fixing up their homes, buying sheets and mattresses; they are always thinking about saving up money for the children to study during school vacations.”

    From the focus of the approach of feminist economics, she argues that it is necessary for governments to value the importance of the work involved in caregiving, in taking care of people, families, communities and the environment for the progress of society and to face climate change, investing in education, health, good jobs and real possibilities for retirement.

    Ormecinda Mestanza, 57, has lived in Pachacútec for nine years. She bought the land she lives on but does not have the title deed; a constant source of worry, because besides having to work every day just to get by, she has to fit in the time to follow up on the paperwork to keep her property.

    “It makes you want to cry, but I have to get over it, because this little that you see is all I have and therefore is the most precious thing to me,” she tells IPS inside her wooden shack with a corrugated tin roof.

    Everything is clean and tidy, but she knows that this won’t last long because of the amount of dust that will soon cover her floor and her belongings, which she will just have to clean over again.

    She works in Lima, as a cleaner in a home and as a kitchen helper in a restaurant, on alternate days. She gets to her jobs by taking two or three public transportation buses and subway trains, and it takes her two to three hours to get there, depending on the traffic.

    “I get up at five in the morning to get ready and have breakfast and I get to work late and they scold me. ‘Why do you come so far to work?’ they ask me, but it’s because the daily pay in Pachacútec is very low, 30 or 40 soles (10 to 12 dollars a day) and that’s not enough for me,” she says.

    She managed to buy the land with the help of relatives. After working for a family as a domestic for 30 years, her employers moved abroad and she discovered that they had lied to her for decades, claiming to be making the payments towards her retirement pension. “I never thought I would get to this age in these conditions, but I don’t want to bother my son, who has his own worries,” she says.

    According to official figures, in Peru, a country of 33 million inhabitants, 70 percent of people living in poverty were in urban areas in 2022.

    And among the parts of the country with a poverty rate above 40 percent is Callao, a small, densely populated territory that is a province but has a special legal status on the central coast, bordered to the north and east by Lima, of which it forms part of its periphery.

    The municipality of Ventanilla is known as a “dormitory town” because a large part of the population works in Lima or in the provincial capital, also called Callao. Because of the distance to their jobs, residents spend up to five or six hours a day commuting to and from work, so they basically only sleep in their homes on workdays, and very few hours at that.

    Guillén says it is necessary to bring visibility to the workload of women and the fact that it is not valued, especially in poor outlying urban areas like Callao.

    “We need a long-term policy immediately that guarantees equal education for girls and boys, and gives a boost to vocations, without gender distinctions, that are typically associated with women because they are focused on care,” says the expert.

    She adds that if more equality is achieved, democracy and progress will be bolstered. “This way we will be able to take better care of ourselves as families, as society and as nature, which is our big house,” she remarks.

    TB, an infectious disease caused by Mycobacterium tuberculosis, kills 1.5 million people annually, according to the World Health Organization (WHO). Despite being curable at a relatively low cost, TB has remained a health burden, especially in developing countries, because of a combination of poor diagnosis and treatment and inadequate funding for research in developing new vaccines.

    A coalition of TB organizations is calling on political leaders to raise their commitments to funding and ending TB. They call for a TB research and development funding boost to USD5 billion annually and ensure all national TB responses are equitable, inclusive, gender-sensitive, rights-based and people-centred.

    In 2018, at the UN high-level meeting on TB, nations pledged to invest USD2 billion for TB research and USD13 billion annually for TB diagnostics, treatment and care by 2022. However, these commitments have not been met five years on.

    Stronger political commitment to end TB is key, says Mel Spigelman, CEO of the TB Alliance, a nonprofit organization dedicated to finding faster-acting and affordable drug regimens to fight TB.

    Excerpts:

    IPS: While the world has swiftly responded to global crises such as AIDS and, recently, the COVID pandemic, TB has remained sidelined. Shouldn’t it trigger political action?

    Mel SpigeIman: One of the major issues with TB is it is very heavily a disease of the poor, and that is just the reality in terms of political will. Governments have become complacent about TB, which has been around for so long and kills more people than any other infectious disease.

    IPS: What needs to be done to bring TB to global attention? Should we have a TB pandemic in America and Europe to take action?

    MS: We need to continue what we have been doing in terms of raising awareness at the United Nations, for instance, with the preparations for a high-level meeting on TB. We need to ensure we bring TB to the front and centre of attention of the political forces and powers.

    IPS: The issue of a stronger commitment to ending TB, where do we start?

    MS: We need to start obviously on a global level raising the prominence and feasibility of ending TB and highlighting the difficulties that exist around the world with TB. We need to engage with high-income countries in what they can do in terms of financial resources and with low- and middle-income countries in terms of access to care in the healthcare system and participation in research and trials. Clinical trials are all done in relatively poor countries where we need to ensure that we are not only getting the commitment from a small number of countries around the world, which is really the situation now but from all the countries around the world. TB affects every single country in the world.

    IPS: When we talk about high-level commitment, there is a question of putting money into programmes and research. Is this happening?

    MS: Commitment means bringing in the money but also the issue of the status of the programmes within countries. We at TB Alliance, for example, have introduced a new regimen for Drug Resistance TB. It is a three-drug regimen called BPaL. This treatment has brought down the time it takes to cure drug-resistant TB from 18 months to 6 months while, at the same time, it has increased the cure rate up to 90 percent on all oral drugs. The treatment was first approved in the U.S. back in 2019 and in Europe in 2020. It is only this year that we are beginning to see significantly more uptake in the countries that have a problem.

    IPS: Why has it taken so long for global uptake of the lifesaving drugs for TB?

    MS: It is because we live in a world where innovations like this are uncommon and in countries where there are really a lot of intermediary steps which could be shortened considerably with the proper attention. This is where even the poorest countries could also play a major role by looking at the regulatory systems and health care structure on adopting new innovative treatments. It is the same with diagnostics. There are new diagnostics brought into the field that have not been taken up.

    IPS: What kind of financial gap are we talking about for TB programmes and research?

    MS: If we work at numbers that are coming out of the STOP TB Partnership and the World Health Organization and others, we are looking at a USD2.5 to USD3 billion a year shortfall.

    IPS: The high-level Meeting on TB is coming up in September. Will you garner the political will and greater commitment towards funding for TB at this meeting?

    MS: Am I convinced? No. Is it worth it? Yes, because it is certainly possible that it brings about what we are hoping for. Watching the number of people working tirelessly to increase the chances of this meeting raising the commitments (needed) indicates it will be successful.

    IPS: Many developing countries are also high TB burden spots where costs for diagnosis and treatment are high. Will the high-level meeting unlock funds, especially for Africa?

    MS: The Global Fund plays a major role in ensuring that countries do not need to pay, and so there are other commitments to the Global Fund that are made by the wealthier countries, and that commitment then pays for LMIC countries’ adoption and use of drugs. Clearly, any innovation has to be affordable, and that is of great importance to us.

    The new treatment we developed for DR-TB is cheaper than the old one. The new treatment and diagnostics do not necessarily have to be more expensive; they can actually save money. That is the reason why we need – on a global level – to invest in innovation because innovation, in the end, actually saves money.

    Water Harvesting Boosts Agriculture in Brazil’s Semiarid Northeast

    “The rainwater tanks are the best invention in the world for us,” said Maria de Lourdes Feitosa, 46, who recalls the deadly droughts of the past in Brazil’s semiarid Northeast region.

    “There has been a reduction of many diseases” that came from the so-called “barreros”, puddles and small ponds that are the result of the accumulation of water in muddy holes in the ground that people shared with animals, Feitosa, a farmer from a rural community in Afogados da Ingazeira, a municipality of 38,000 inhabitants, told IPS.

    Feitosa owns a six-hectare farm and is less dependent on water than some of her neighbors because she produces agroecological cotton, which requires less water than horticultural and fruit crops.

    Nearly 1.2 million tanks that collect 16,000 liters of potable rainwater from the roofs of homes now form part of the rural landscape of the semiarid ecoregion, an area that covers 1.1 million square kilometers and is home to 28 million of Brazil’s 214 million people, which extends throughout the interior of the Northeast and into the northern fringe of Brazil’s Southeast region.

    The water tanks are a symbol of the transformation that the Northeast, the country’s poorest region, has been undergoing since the beginning of this century. During the longest drought in its history, from 2011 to 2018, there was no repeat of previous tragedies of deaths, mass exodus of people to the south and the looting of businesses by desperate people, as seen in the 1980s and 1990s.

    According to the Articulação Semiárido Brasileiro (ASA), a network of 3,000 social organizations that created the program, adopted as public policy by the government in 2003, some 350,000 families are still in need of water tanks.

    Another battle is to increase fourfold the more than 200,000 “technologies” for collecting water for production, or “second water”, which already benefit family farming and are decisive for food security and poverty reduction in the region.

    Reusing household water

    Josaida Nunes da Silva, 38, and her husband Eronildes da Silva, 41, resort to reusing water from the bathroom and kitchen in their home, faced with shortages aggravated by the altitude of the hill they live on in Carnaiba, a municipality of 20,000 people bordering Afogados da Ingazeira.

    A complex of pipes carries the wastewater to the so-called “fat box” and then to the Upflow Anaerobic Sludge Blanket (UASB) reactor and a tank for “polishing”, exposed to the sun, and another for the water ready for irrigation.

    This system filters contaminating components, such as fecal coliforms (bacteria), and prepares the water with fertilizers for irrigation of the fields and fruit trees. “We grow lettuce, onions, cilantro and other vegetables, as well as bananas, corn, cassava, papaya, guava, passion fruit and even dragon fruit,” said Nunes.

    Dragon fruit comes from the cactus family, of Mexican and Central American origin, and has recently become popular in Brazil.

    The large size of the banana bunch is “proof” of the fertilizer’s effectiveness, said Nunes’ husband, who adds cow dung. “The treated water is a blessing. Besides providing us with water, it gives us good fertilizer,” Nunes said.

    Her husband Silva is also a bricklayer and has built many water tanks in the region. He also drives school children from the rural area in an old van and keeps fodder for his ten cows in hermetically sealed plastic bags.

    “The drought hit us hard. We had to bring water from the ‘barrero’ on the plain, up the mountain in the ox cart. We bought a cow, when she was still a calf, for 2500 reais and had to sell it for 500 reais (104 dollars),” lamented his wife.

    The couple owns 8.5 hectares of land, a large property in the region where most farms are only a few hectares in size, the result of the frequent divisions between heirs of the large families of the past. But since the terrain is mountainous and rocky, the cultivable area is limited.

    Nunes and Silva have three children, although only the youngest, 17, still lives with them.

    Coexisting with semiarid conditions

    The techniques that benefit family farmers so that they can “coexist with the semiarid conditions” and prosper have been disseminated in the municipalities of the Sertão de Pajeú by Diaconia, a social organization of Protestant churches.

    Pajeú is the name of the river that crosses 17 municipalities, whose basin is home to 360,000 people. The mountains surrounding the territory include the headwaters of several streams and creeks, which dry up in the dry season, but ensure greater humidity compared to other areas of the semiarid Northeast.

    Agroecology practices are one of the focuses of Diaconia, whose agricultural technician Adilson Viana has dedicated 20 of his 49 years to supporting farmers and who accompanied IPS on visits to families involved in the program.

    A tank that collects 52,000 liters of rainwater for production is the treasure of Joselita Ramos, 49, and her husband Aluisio Braz, 55, on their two-hectare farm, also located in Carnaiba.

    The rainwater falls on a concrete terrace on the ground that is about 200 square meters in size and is slightly inclined to fill the water tank. Braz uses it to dry and thresh string beans, which are typical of the Northeastern diet.

    The couple grows fruit trees that Ramos uses to make pulp using mango, guava, acerola cherry (Malpighia emarginata) and a fruit native to the semiarid region, the umbu or Brazil plum (Spondias tuberosa), that comes from a small tree native to Northeast Brazil.

    Ramos is taking a break from the activity “because it is not fruit season in the region and the energy to run the refrigerator is very expensive.” Another difficulty is that the city government’s payments for the pulp supplied to the schools have been delayed. “I only received a payment in November for sales from early last year,” she complained.

    To boost the production of grains, such as beans and corn, as well as cassava, Braz grows them on his father’s four-hectare farm, about six kilometers from his own farm.

    Agroecological productivity

    An exceptional case of entrepreneurial vocation and availability of water is that of Ivan Lopes, 43, who together with his brother grows fruit, including bananas, pineapple, mango, grapes, avocado, passion fruit and many more, on nine hectares of land.

    Water is pumped from a lagoon on the property to four reservoirs located at the higher elevations, which make gravity irrigation possible. That is why electricity is one of the farm’s biggest expenses. “I plan to install a solar power plant to save money,” Lopes told IPS.

    Honey is another product they make. “The last harvest totaled 40 liters,” from dozens of hives distributed throughout the orchard. Sugarcane is grown for the sale of sugarcane juice in the cities.

    The farm is also a kind of laboratory for the dissemination of organic tomato cultivation in greenhouses. “At the agroecological market in São José do Egito (a neighboring city of 34,000 people) people line up to buy my tomatoes, because they are known to be clean, pest-free and tasty,” Lopes said.

    Based on their experience, there are now 10 projects for tomato production in the Pajeú Agroecological Association.

    To achieve his high level of productivity, the farmer makes his own fertilizer from earthworm humus. The success he has experienced in farming prompted him to get rid of his 10 cows in order to focus on crops and beekeeping.

    It is isolated away from all other original communities. Here, the houses are made of mud bricks and they are grass thatched. There is no source of potable water in the area. There is no school nearby, no health centre and no shops for groceries.

    When the members of the trust gathered to speak with IPS last month, one of the outstanding features among them was that there were more babies and children than could be expected.

    “Early marriages are rampant here,” said one of the women, Merika Kapachika.

    “There is nowhere our children can learn about the dangers of early marriages and early pregnancies. In the homes, there is nothing much to do.”

    Kapachika is among the people that relocated to the area in 2006 under a government land resettlement programme.

    Between 2004 and 2011, the Ministry of Lands implemented the Community-Based Rural Land Development Project with financial support from the World Bank.

    The project involved moving what it described as “poor, land-poor and food insecure families” from the tea-growing districts of Thyolo and Mulanje in the south to Mangochi, Machinga, Balaka and Ntcheu districts in the eastern region.

    There, people were resettled on land which the government had acquired from estate owners. The beneficiaries were organised into settlement communities called trusts.

    At the time the project ended in 2011, over 15,000 families had been moved.

    The World Bank’s Implementation Completion and Results Report Project, dated March 30, 2012, says the programme “fully” achieved its development objectives.

    It says the programme succeeded in increasing both incomes and agricultural productivity of the rural families that moved.

    According to the report, the incomes of the relocated families had multiplied by six; yields for maize and tobacco reached an average level of 50 to 60 percent higher as compared to communities in the surrounding areas; average maize and tobacco yields multiplied by 4 and 2.6 respectively as compared to the previous situation of the relocated households.

    “Based on the promising results of this pilot experience of land acquisition and redistribution for smallholders, the Government of Malawi is willing to scale up the approach to the entire country with an objective of resettling at least 100,000 households,” reads the report in part.

    However, alternative assessments expose the social and economic hardships the beneficiaries have suffered.

    For example, a study of the project published in the South African Journal of Agriculture Extension in 2015 found that the relocated communities faced greater difficulties to access agricultural inputs, credit, markets and extension services to support their agricultural production and access to social services.

    “As a consequence, household food and income security deteriorated after phase out of the project in 2011,” the study says.

    In the six trusts which IPS visited in Machinga and Mangochi districts, where 90 percent of the 15,000 families were resettled, stories of regret are prevalent.

    Mary Yalale moved from Mulanje District in 2007 and resettled in Mangochi. Initially, it looked promising. The people finally had enough land on which to grow crops. They realised a good harvest in the first few years.

    “However, we did not have markets to sell part of our produce for money for us to meet other needs. Vendors took advantage. They would invade the area, buy our produce at exploitative prices, knowing that we were unable to take it to proper markets ourselves where we could earn better prices,” said Yalale of Kuma Trust.

    Today, she said, they are poor such that some of them survive on piecework in the homes of the original communities.

    “Our land has degraded because we are now turning to forests to produce charcoal and firewood, which our husbands take to town to make money.

    “Up to now, we still do not have good relations with the original communities. They say we grabbed the land that should have gone to them. We are outcasts. The government does not give us cheap fertiliser like it does with the others. It makes us feel foolish that we agreed to come,” she said.

    In Bweya Trust in Machinga District, there stands a relatively new primary school block.

    Chairperson of the trust, Sowani Saidi, who is also chairperson of all the trusts of relocated people in the two districts, said it was not by the design of the government that they have a school in the area.

    “We moved here in 2007. It has taken us more than 10 years of fighting with the district council for us to have this school here. We moulded bricks and collected sand for our children to have a school,” he said.

    They may have the school now, but they are struggling to have the government build teachers’ houses. To date, there are no teachers’ houses at the school.

    Many teachers for the school are based at the trading centre about 10 kilometres away.

    “So most of them don’t come most of the time. They can’t walk, or they spend a lot hiring motorbikes to report for duties. When it’s the rainy season, there are no classes on many days because teachers don’t come. We have been asking the government to build the houses; nothing is happening,” he said.

    IPS reached out to the Ministry of Lands, which implemented the programme, for its comment on these concerns. Its spokesperson, Enock Chingoni, did not respond.

    However, senior officials at Mangochi and Machinga district councils, speaking on condition of anonymity as they are not authorised to speak on behalf of the government on the project, said the project did not have any integrated social and economic development activities.

    The design was that once people resettled, another government programme, the Malawi Social Action Fund (Masaf), which was also financed by the World Bank, would bring public services.

    “However, Masaf failed to deliver,” said one official who was part of the implementation of the programme in 2010 in Mangochi District.

    Masaf, a product of the Malawi Poverty Reduction Strategy, was meant to ensure poverty reduction through activities implemented by local councils under the decentralisation policy. But decentralisation itself is generally considered as failed thus far.

    “Up to now, the central government still controls much of the work of the government. We are on the receiving end of most of its decisions,” he said.

    Asked if the council has any specific interventions in the resettled communities, he said there is none.

    “Yes, we have development plans as a council; but we treat those people like anyone else. There is not going to be any development specific to them. At least not from the government,” said the official.

    Gift Trapence, the chairperson of the Human Right Defenders Coalition (HRDC), a local organisation, faulted the project for not considering social services as a core component in its implementation.

    “Such projects should not be breeding grounds for poverty. Rather they should empower citizens socially and economically,” Trapence said.

    He urged the government to assess the settlements and come up with an actionable plan to address the public service access challenges they are facing.

    For Kapachika of Nakadanga Trust they are no longer interested in such interventions.

    “We have been here for more than 10 years now. All along, the government has known that we are suffering; it has done nothing.

    “What we want now is it should take us back to where it uprooted us. There we had health centres. We had good roads and markets. We did not have to wait for our children to reach 8 years for them to start primary school. We were delivering our babies in hospitals, not in the bush. Government should take us back to our villages,” she said.

    “Women have always played a vital role in agriculture, but behind the scenes. We are starting to see more and more female faces in agribusiness,” she told IPS.

    While she developed high potential and locally-adapted innovations in mushroom farming, the young cultivator was unaware of how much her produce was worth to the market. Little did she know that one local food company had purchased most of her produce to process mushroom-based biscuits and nuggets.

    As part of Rwanda’s agriculture transformation efforts to enhance agribusiness competitiveness, a growing number of women are now engaged in agribusiness, where many have been able to generate business benefits throughout the value chain.

    Official estimates show that in Rwanda, more women than men are primarily engaged in agriculture, yet female farmers face more challenges in starting successful agribusinesses than their male counterparts.

    Despite these challenges, the latest official trends show that African women are abandoning traditional ways of engaging in agribusiness and adopting intellectual property (IP) approach to transform food systems on the continent.

    According to experts, adopting IP in agribusiness aims to protect goods or services produced in the sector. It mainly deals with trade secrets, described as an essential component for businesses to protect confidential information that provides them a competitive edge.

    According to Olivier Kamana, Permanent Secretary in Rwanda’s Ministry of Agriculture and Animal Resources, adopting IP rights allows innovators to generate good profits.

    Kamana told IPS that key women agripreneurs in Africa could develop commercially viable products, so there needs to be some IP protection to incentivize the innovator.

    In many African countries like Rwanda, where agriculture is the backbone of their national economy, experts stress the need to embrace talent, problem-solving ability, and innovation for women.

    Official estimates by the UN Food and Agriculture Organization (FAO) indicate that around 62 percent of women in Africa are involved in farming and do the bulk of the work to produce, process, and market food.

    According to agriculture experts, business competitiveness in the regional intra-African trading space offered by the African Continental Free Trade Agreement requires agribusiness actors to operate more efficiently, which requires investments in new technologies, new ways of fertilizing and watering crops, and new ways of connecting to the global market.

    For Kamana, African women agripreneurs have access to the type of innovations they need to overcome the unique challenges they face.

    During the first Africa Regional Intellectual Property (IP) Conference for Women in Agribusiness, which took place in Kigali in May 2023, delegates expressed the desire to promote innovations in women-led agribusinesses in Africa by helping them understand and use IP to bring their ideas to the world.

    Bemanya Twebaze, Director General of the African Regional Intellectual Property Organization (ARIPO), is convinced that Intellectual property (IPR) can be a powerful tool in empowering women and guaranteeing that they benefit from their innovations and creations in the agricultural industry.

    “Policymakers should encourage and facilitate IP rights for women in agriculture while providing legal and technical aid to maximize their prospects of prosperity,” he said.

    Agriculture scientists have made breakthroughs in identifying the actors that can be considered innovators to bring agricultural development and increase food production in Africa by examining how intellectual property rights could be largely promoted on the continent.

    Estimates show that small farmers, with the majority of women, constitute Africa’s most important and most capable innovators, yet this category of the workforce is still struggling to aggregate their produce to supply foreign markets.

    Supporters of IPRs argue that though the exclusive monopoly on the invention could impact agriculture in Africa, farming communities across the continent still have difficulty innovating by incorporating new technologies or varieties coming from outside into their production systems.

    After graduating from university a few years ago, Rosine Mwiseneza, a young woman agripreneur and manager of BeeGulf company based in Kigali, started beekeeping with only five hives in the Rwamagana district from Eastern Rwanda. Soon after, the number of hives increased to 15 and later to 25.

    Mwiseneza told IPS that there had been plenty of opportunity for honey production in Rwanda with the possibility to generate various products across the value chain without intermediaries.

    Currently, Mwiseneza’s company is producing soaps, candles, and glass containers made from raw beeswax with a target to make appropriate use of IP rights in the stage of this innovation process.

    “We are looking to apply for a valid invention patent, and we are confident to get substantial profits from these innovations in the near future,” she told IPS.

    “South Sudan ranks the lowest on the human development index. It is the poorest country in the world and will need to catch up across all sustainable development goals and especially in areas such as eliminating extreme poverty, improving the education system, and gender equality. Yet, before COVID-19, 2.8 million children, and adolescents, or 70 percent of school-aged children, were not attending school. The number is now closer to 3 million,” ECW’s Executive Director Yasmine Sherif told IPS.

    Sherif was on a field mission to South Sudan, where she met the President of South Sudan, Salva Kiir Mayardit, and Awut Deng Acuil, South Sudan’s Minister of General Education and Instruction, to assist immediate solutions to the education crisis in a country where only 13 percent of children transition to secondary school. For them, education and conflict are two sides of the same coin. Their joint mission is to ensure no child is left behind, especially in hard-to-reach areas such as Pibor and Abyei.

    “Years of conflict and forced displacement, compounded by climate-induced disasters, have taken a heavy toll on South Sudan’s next generation. Now is the time to turn the tide and provide the most vulnerable girls and boys with the protection and hope that only a quality education offers. By working together with the Government, donors, civil society, and across the United Nations, this is the single best investment we can make for the future of this young country and the entire region,” said Sherif when she met with Ministry officials in Lakes State.

    ECW is the United Nations global fund for education in emergencies and protracted crises and has supported South Sudan with multi-year investment since 2020. To address these interconnected crises through the transformative power of education, President Kiir and Sherif announced USD 40 million in catalytic grant funding in a function attended by key stakeholders, including the governor of Lakes State, education officials, parents, and children.

    From the Lakes State, the fund has launched its second and the largest ever multi-year investment amounting to USD 75 million and has secured two-thirds of that amount, which is USD 50 million. Of this, ECW contributed USD 40 million. The Global Partnership for Education provided another USD 10 million for Education. In addition to the new multi-year investment, ECW also announced a half-a-million dollar First Emergency Response grant to support the immediate education response to the arrivals of refugees and returnees fleeing Sudan.

    “We appeal to government donors and the private sector to close the remaining gap of one-third, equivalent to USD 25 million, to fully fund a multi-year investment education program. We say five for five to fully fund the multi-year investment. If five strategic donor partners and private sector (partners) offered five million dollars each, we would have a fully funded multi-year resilience program in the education sector,” she says.

    ECW funding in South Sudan now tops USD 72 million, up from the fund’s USD 32 million invested to date – reaching close to 140,000 children, built or rehabilitated over 160 classrooms and temporary learning spaces, and provided learning materials to 50,000 children thus far.

    With the extended response multi-year response, children will continue to enjoy a quality, safe, inclusive education. Sherif says there is a special focus on children with disability, especially those with cognitive disabilities, an invisible problem that often goes unrecognized among children in developing countries.

    Further stressing that the President and education ministries are fully committed to bringing girls back to school through progressive messaging to the community, policy, and law. The push to keep girls in school and out of reach of child marriages and early child pregnancies is unrelenting.

    “The Government of South Sudan is fully committed to ensuring that all children are able to obtain a quality education. Education Cannot Wait’s top-up investment will provide life-saving educational opportunities for tens of thousands of crisis-affected girls and boys across the country,” said President Salva Kiir Mayardit.

    “To advance this work, we are calling on world leaders to step up funding for ECW and its in-country partners. This is a critical investment in sustainable development, peace, and prosperity for the people of South Sudan and crisis-impacted children worldwide.”

    Closer home, the current conflict in Sudan is fuelling additional needs in South Sudan. More than 100,000 people have crossed the border in recent weeks. Cornered by unrelenting multiple challenges, options for a better future shrink with every new challenge. Unmitigated, an entire generation of children could miss out on lifelong learning and earning opportunities.

    “In light of the unfolding Sudan crisis, we will allocate and make an announcement of half a million dollars to support the Government of South Sudan to provide education to arrivals and returnees fleeing the Sudan conflict. Children and adolescents who were already going to school will continue to do so uninterrupted, have school meals, and psychosocial and mental health support,” Sherif said.

    The new funding will extend ECW’s Multi-Year Resilience Programme in South Sudan for another three years. The three-year programme will be delivered by Save the Children, the Norwegian Refugee Council, and Finn Church Aid, in conjunction with the Ministry of General Education and Instruction and other partners.

    It will reach at least 135,000 crisis-affected children and youth – including refugees, returnees, and host-community children – with holistic education supports that improve access to school, ensure quality learning, enhance inclusivity for girls and children with disabilities, and build resilience to future shocks.

    Importantly, the new multi-year programme will improve responsiveness and resilience through improved evidence-based decision-making, strengthen coordination and meaningful engagement with local actors, and scale-up resource mobilization.

    As the United Nations global fund for education in emergencies and protracted crises, ECW collaborates closely with governments, public and private donors, UN agencies, civil society organizations, and other humanitarian and development aid actors to increase efficiencies and end siloed responses.

    ECW and its strategic partners are assessing the impacts of the civil war in Sudan on neighboring countries, including the Central African Republic, Chad, Ethiopia, and South Sudan, to provide agile and responsive investments that return crisis-impacted girls and boys to the safety and protection of quality learning environments. The fund urgently appeals to public and private sector donors for expanded support to reach more vulnerable children and youth.

    She did not hesitate to accept the offer of Diaconia, a social organization of Protestant churches in Brazil, to acquire the equipment to produce biogas on her farm in the rural area of Afogados da Ingazeira, a municipality of 38,000 people in the state of Pernambuco in the Northeast region of Brazil.

    At first she did not have the cattle whose manure she needed to produce biogas, that enables her to save on liquefied petroleum gas, which costs 95 reais (20 dollars) for a 13-kg cylinder – a significant cost for poor families.

    She brought manure from a neighboring farm that gave it to her for free, in an hour-long trip with her wheelbarrow, until she was able to buy her first cow and then another with loans from the state-owned Banco del Nordeste.

    “Now I have more than enough manure,” she said happily as she welcomed IPS to her four-hectare farm where she and her husband have lived alone since their two children became independent.

    Das Dores, as she is known, is an example among the 163 families who have benefited from the “sertanejos biodigesters” distributed by Diaconia in the sertão of Pajeú, a semiarid micro-region of 17 municipalities and 13,350 square kilometers in the center-north of Pernambuco.

    Biofertilizer

    In addition to using the biogas, she sells the manure after it has been subjected to anaerobic biodigestion that extracts the gases – the so-called digestate, a biofertilizer that she packages in one-kilo plastic bags, after drying and shredding it.

    Every Saturday, she sells 30 bags at the agroecological market in the town of Afogados da Ingazeira, the municipal seat. At two reais (40 cents) a bag, she earns an extra income of 60 reais (12.50 dollars), on top of her sales of the various sweet cakes she bakes at home, at a cost reduced by the biogas, and of the seedlings she also produces.

    The seedlings provided her with a new business opportunity. “The customers asked me if I didn’t also have fertilizer,” she said. The biodigester produces enough fertilizer to sell at the market and to fertilize the farm’s crops of beans, corn, fruit trees, flowers and different vegetables.

    This diversity is common in family farming in Brazil’s semiarid Northeast, but even more so in the agroecological techniques that have expanded in this territory of one million square kilometers in the northeastern interior of the country, which has an arid biome highly vulnerable to climate change, subject to frequent droughts, and where there are areas in the process of desertification.

    The Pajeú river basin is the micro-region chosen by Diaconia as a priority for its social and environmental actions.

    Energy and food security

    “We seek to promote energy, food and water autonomy to maintain more resilient agroecosystems, to coexist with climate change, strengthening community self-management with a special focus on the lives of women,” Ita Porto, Diaconia’s coordinator in the Pajeu ecoregion, told IPS.

    “The production of biogas on a rural family scale fulfills the needs of energy for cooking, sanitary disposal and treatment of animal waste and reduction of deforestation, in addition to increasing food productivity, with organic fertilizer, while bolstering human health,” said the 48-year-old agronomist.

    More than 713 units of the “sertanejo biodigester”, a model developed by Diaconia 15 years ago, have been installed in Brazil. In addition to the 163 in the sertão do Pajeú, there are 150 in the neighboring state of Rio Grande do Norte and another 400 distributed in six other Brazilian states, financed by the Caixa Econômica Federal, a government bank focused on social questions.

    “Hopefully the government will make it a public policy, as it has already done with the rainwater harvesting tanks in the semarid Northeast,” said Porto.

    More than 1.3 million rainwater harvesting tanks for drinking water have already been built, but some 350,000 are still needed to make them universal in rural areas, according to the Articulation of the Semi-Arid (Asa), a network of 3,000 social organizations that spearheaded the transformative program.

    The value of manure

    “One cow is enough to produce the biogas consumed in our stove,” said Lucineide Cordeiro, on her one-hectare farm where she grows cotton, corn, sesame seeds and fruit, in an interconnected agroecological system, along with chickens, pigs and fish in a pond.

    She also has two oxen and two calves, which she proudly showed to IPS during the visit to her farm.

    “Pig manure produces biogas more quickly, but I don’t like the stench,” the 37-year-old farmer who is the director of Women’s Policies at the Afogados da Ingazeira Rural Workers Union told IPS.

    The difference in the crops before and after fertilization by the biodigester by-product is remarkable, according to her and other farmers in the municipality.

    She tends to her many crops on her own, although she is sometimes helped by friends, and has several pieces of equipment such as a brushcutter and a micro-tractor.

    “But the seeder is the best invention that changed my life, it was invented by the Japanese. Planting the seeds, which used to take me two days of work, I can now do in half a day,” Cordeiro said.

    The seeder is a small machine pushed by the farmer, with a wheel filled with seeds that has 12 nozzles that can be opened or closed, according to the distance needed to sow each seed.

    The emergence of appropriate equipment for family farming is recent, in a sector that has favored large farmers in Brazil.

    Female protagonism clashes with male chauvinist violence

    For the success of local family farming, the support of the Pajeú Agroecological Association (Asap), of which Cordeiro is a member and a “multiplier”, as the women farmers who are an example to others of good practices are called, is important.

    In family farming the empowerment of women stands out, which in many cases was a response to sexist violence or oppression.

    “The first violence I suffered was from my father who did not let me study. I only studied up to fourth grade of primary school, in the rural school. To continue, I would have had to go to the city, which my father did not allow. I got married to escape my father’s oppression,” said Cordeiro, who also separated from her first husband because he was violent.

    After living in a big city with the father of her two daughters, she separated and returned to the countryside in 2019. “I was reborn” by becoming a farmer, she said, faced with the challenge of taking on that activity against the idea, even from her family, that a woman on her own could not possibly manage the demands of agricultural production.

    Organic cotton, promoted and acquired in the region by Vert, a French-Brazilian company that produces footwear and clothing with organic inputs, has once again expanded in the Brazilian Northeast, after the crop was almost extinct due to the boll weevil plague in the 1990s.

    In the case of Das Dores, a small, energetic, active woman, she has a good relationship with her husband, but she runs her own business initiatives. Thanks to what she earns she was able to buy a small pickup truck, but it is driven by her husband, who has a job but helps her on the farm in his free time.

    “He drives because he refuses to teach me how, so I can’t go out alone with the vehicle and drive around everywhere,” she joked.

    “Today what we see at the hospital is that most women come in for a consultation very early; in many cases they do so as soon as their period is late. This makes it possible to resolve almost all abortions with medication, in the woman’s own home, with medical advice and monitoring,” she said.

    Mazur, who is also coordinator of Sexual Health in the Buenos Aires city government, said there are many advantages of medication abortion over the traditional surgical procedures.

    “It’s less traumatic and less risky for the woman and it’s less costly for the public health system,” she told IPS.

    In Argentina, as a result of years of struggle by the women’s rights movement, since January 2021 abortion has been decriminalized. In the last stage of the fight, mass demonstrations by women – and also men – wearing green headscarves, which has become a pro-choice symbol in Latin America, filled the streets.

    Since then, Law 27,610 on Access to Voluntary Interruption of Pregnancy allows any woman to have an abortion up to the 14th week of pregnancy free of charge and without having to explain the reasons for her decision.

    Until the law came into force, access was severely restricted: a Supreme Court ruling in effect since 2012 authorized what was called Legal Termination of Pregnancy, only in the case of rape or if the pregnancy endangered the woman’s life or health.

    More abortions recorded in 2022

    In 2022, the first full year in which the law allowing abortion on demand was in force, 96,664 abortions were performed in the public health system of this South American country of 46 million inhabitants, according to official data. This marked a significant increase over 2021, when the total was 73,847, partly due to the rise in abortions in the public health system.

    “More than 85 percent of abortions in 2022 were performed with medication,” Valeria Isla, the national director of Sexual and Reproductive Health, told IPS.

    “The good news is that today these are safe practices taking place within the health system. In any case, since until recently most abortions were clandestine, we believe it is too early to draw conclusions with respect to the number. The figures have yet to stabilize,” she added.

    Isla explained that her office provides training to health personnel from all over the country on how to perform abortions and that medications are distributed, as well as equipment for manual vacuum aspiration, which is a less risky medical procedure in a doctor’s office than dilation and curettage, which is performed in an operating room.

    In this sense, since 2022 the incorporation of mifepristone into the Argentine health system, in addition to misoprostol, which has been used for years to perform medical abortions, has been a great step forward.

    The combination of mifepristone and misoprostol, called “combipack”, makes abortions more efficient and less painful for women, and in fact the combination of these two drugs for pregnancy termination is one of the techniques recommended by the World Health Organization (WHO) since 2005.

    Last year, the WHO ratified both as essential drugs for providing quality health services and backed their efficacy and safety for abortion.

    Isla explained that since last year the national government has been distributing mifepristone in public hospitals thanks to a donation from the United Nations Population Fund (UNFPA).

    Since March of this year, mifepristone has been fully available also for the Argentine private health system, since the governmental National Administration of Medicines, Food and Medical Technology (Amnat) authorized its sale in pharmacies.

    This has allowed the “combipack” to be used in recent months in the private health system as well, where women now also have easier access to abortion.

    “The incorporation of mifepristone has been very important on a day-to-day basis to make abortion easier for women, because it means less misoprostol is used, side effects are reduced and the whole process can be carried out at home, with prior and subsequent checkups,” Florencia Grazzini, a social worker at a primary care clinic in the municipality of Lanús, on the outskirts of Buenos Aires, told IPS.

    Grazzini began providing support to women who needed access to abortion long before the legalization of voluntary termination of pregnancy. She worked for years at the Kimelú counseling center, formed by feminist activists and serving the southern area of Greater Buenos Aires.

    She said that while access to abortion has now been greatly facilitated, for some women termination of pregnancy is still a stigma.

    “Despite the fact that with the law there is no need to gjve a reason for abortions up to 14 weeks of pregnancy, the justification for the decision continues to appear in the record of the consultations,” Grazzini pointed out.

    She added that, “We are working so that people can share how they feel about their situation, but we don’t want them to feel that they need to explain in order to access an abortion.”

    She said the women are told that they do not need to explain why they wish to have an abortion, although psychological assistance is provided to those who request it.

    Abortion, however, sometimes encounters resistance from health professionals themselves. This was reflected in May, when the Ministry of Health updated the Protocol of Care and urged the “elimination of all requirements that are not clinically necessary for the safe practice of abortion.”

    Specifically, it called for the elimination of waiting or reflection periods and the requirement of parental or partner consent.

    The need for support

    More data that shows that the legalization of abortion has not eliminated all the actual barriers is provided by Socorristas en Red (roughly, “Helpers Online Network”), a women’s organization that provides nationwide support for women who need an abortion.

    In 2022, the network received 13,292 calls from women who wanted to terminate their pregnancies.

    Only 10 percent of them had abortions in the public health system and the rest had abortions that they arranged elsewhere. The organization provided them with psychological assistance, information, instructions, WhatsApp messages, phone calls, and virtual and face-to-face company by “socorristas” or helpers. With all this they found greater comfort than in the health system.

    This picture is completed by the visible inequality in access to abortion in different areas of the country.

    Although the number of public hospitals and health centers that perform abortions reached 1793 in 2022 – against less than 1000 in 2021 – in some provinces the supply is very limited. For example, in the northern provinces of Santiago del Estero and Chaco there are only eight and nine health institutions, respectively, that perform abortions.

    “In some places there is resistance from officials and a lack of knowledge among fellow workers about outpatient treatment with medications,” Ana Morillo, a social worker in the province of Córdoba, in the center of the country, told IPS.

    Morillo, who is an activist and member of the Network of Professionals for Choice and the organization Catholics for Choice, said the advocacy work of the women’s rights movement has made Cordoba one of the provinces with the greatest access to abortion, since there are 180 hospitals and health centers that perform the procedure.

    “The greatest inequalities are between cities and rural areas, where it is much more difficult to access an abortion. These are the disparities in the country on which we still have to work the hardest,” she said.

    The message is important, as the city faces shortages due to hoarding by agricultural producers and builders, as well as the drought that has become more severe because of the effects of the climate emergency.

    But cities such as Ensenada, which has a population of 443,000 and is located 2,883 kilometers from Mexico City, do not take sufficient advantage of the reuse of water, a technique that along with other measures can contribute to the fight against the water shortage at a time when Mexico is suffering from intense drought and an unusual heat wave.

    Independent expert Adrián González said a conventional focus on obtaining water that ignores improvements in its use continues to prevail.

    “There is enough water, but there is hoarding. We consume a lot. It is a question of management. Consumption can be moderated, there are experiences around the world in this regard,” he told IPS.

    Demand exceeds supply, and supply cuts and overexploited sources dry up the water supply. The delivery and sale of water in “pipas” or tanker trucks is a common sight in Ensenada, located in an arid region between the Pacific Ocean and the mountains.

    Due to the overexploitation of the aquifers and the growing demand, Ensenada is suffering from a deficit, so long-term solutions are urgently needed.

    Consumption stands at about 1,000 liters per second (l/s), which should increase to about 1,260 in 2030, while supply totals about 800 l/s, according to the State Water Commission, the government agency responsible for water resource management in Baja California, on the peninsula of the same name, bordering the United States.

    While installed capacity and treatment are on the rise, a widespread problem lies in the historical lack of efficiency and maintenance of facilities, which limits the scope of the available technologies.

    In 2021, coverage reached 67.5 percent of the wastewater generated and collected in the municipal sewage systems of this Latin American country, just a few tenths more than the previous year, according to data from the National Water Commission (Conagua).

    Treated water can be used for agricultural irrigation, gardening, domestic and industrial uses, and can help recharge aquifers.

    Local water agencies can undertake aquifer recharge projects, but incentives for doing so are needed. In fact, the legal framework does not stipulate recovery rights for reused water, which falls under the general jurisdiction of Conagua.

    Mexico, with a population of 128 million inhabitants spread over an area of 1.96 million square kilometers, is facing increasing water stress, ranking 24th among the countries in the world with this phenomenon, caused by overexploitation, pollution, scarcity and inequity in access to water.

    In 2021, 2,872 water reuse plants were operating in Mexico – three percent more than the previous year-, with an installed capacity of 198,603 l/s and a treated flow of 145,341 l/s, just 0.5 percent above the 2020 level.

    The northern state of Sinaloa has the largest number of plants (311), followed by Durango also in the north (241) and neighboring Chihuahua (195). Despite their water needs, those with the smallest number of plants are the southeastern state of Campeche and the northern state of Coahuila (27 each), which furthermore operate below capacity.

    There are 44 plants operating in Baja California, with an installed capacity of 7692 l/s and a performance of 6222. At the same time, 14 of the 48 groundwater reservoirs in the state, including the Ensenada reservoir, suffer shortages because annual extraction exceeds renewal.

    Regional and federal authorities have resorted to seawater desalination in the state, but it only refines about 130 l/s, out of a capacity of 250.

    Martín Zepeda, founder of the non-governmental Citizens’ Water Commission, criticized the measures applied so far in the reuse of water.

    “We have only achieved palliative measures. We have been suffering from the same problems for 30 years,” he stressed.

    Baby steps

    In another northern state, in the east, Nuevo León, reuse is showing signs of success, but more progress is needed.

    Antonio Hernández, a researcher with the non-governmental organization Pronatura Noreste, stressed to IPS the need for treated water infrastructure.

    “We don’t have a sufficient network to distribute the treated water available. In 2022, when the water shortage crisis began, the agency responsible instructed the municipalities to buy treated water and thus take pressure off the groundwater,” he told IPS from Monterrey, Nuevo León’s capital.

    “The transfer was to be by truck. But it did not happen, because the municipalities did not buy the water nor did the government build the distribution network. Availability does not mean accessibility,” he said.

    In 2022, Nuevo León, especially greater Monterrey with a population of more than five million people, faced a severe water crisis.

    As a result, the authorities resorted to supply cuts, rate hikes, anti-waste fines and awareness campaigns on water usage.

    In that state, 13 of the 24 aquifers are overexploited, including the one outside of Monterrey proper.

    The population of Monterrey drinks about 16,000 l/s, which results in a deficit of about 3,000 l/s. That means the 56 treatment plants are insufficient, managing 12,387 l/s, compared to an installed capacity of 16,162 l/s.

    Half-hearted measures

    Despite the problems faced by the plants, the Federal Attorney General’s Office for Environmental Protection (Profepa) only inspected four municipal facilities, most of them private, in 2016 in Baja California, where it found “minor irregularities” and charged fines in three, according to a public information request filed by IPS.

    In Mexico City, only two were inspected – in 2018 and in 2022 – and minor irregularities were found in one private municipal plant, although it was not fined. In 2018, Profepa visited four plants in Nuevo León in which it found minor irregularities.

    In total, Profepa inspected a total of 330 plants, including 50 in the western state of Jalisco and 33 in the northern state of Chihuahua. Of that total, it found minor irregularities in 234, and none in 69.

    Focus on pipes and little else

    The generalized view is the conventional one of promoting the construction of infrastructure to face the crisis, without addressing the scarcity of water resources.

    The current Mexican government boasts that it is promoting 15 water projects, such as the construction of dams, aqueducts and treatment plants, mainly in the north of the country to combat the crisis.

    In places like Ensenada, the outlook is no different.

    Over the next few years, the State Water Commission foresees the expansion of the desalination plant, the modernization of an aqueduct, the rehabilitation of five treatment plants, the delivery of treated water to the agricultural zone, and the rehabilitation of pumping plants and wells.

    Despite the situation, the Baja California state government is just now drafting its water plan for the 2022-2027 period.

    In Nuevo León, authorities announced the digging of more wells, the construction of the Libertad dam, the El Cuchillo II Aqueduct and four treatment plants, as well as the modulation of pressure to reduce waste.

    The Libertad dam will have a capacity of 1,500 l/s, at a cost of some 350 million dollars. Meanwhile, the aqueduct will transport 5,000 l/s, thanks to an investment of some 495 million dollars.

    Mexico has also benefited from international financing for water projects. Since 1997, the North American Development Bank has financed 27 water and sanitation projects in Baja

    , in addition to three in Nuevo León since 2001.

    Its financing of a 6.8 million dollar wastewater management initiative in the city of Mexicali is currently under public consultation.

    In addition, the U.S.-Mexico binational financial institution is backing the issue of a 150 million dollar green bond for water projects.

    The experts consulted proposed several measures, such as awareness campaigns, water reuse, and leak repair.

    González, the independent expert, said the combination of reuse and efficiency offers very low costs and promising results.

    “There is not going to be just one single solution. Fate is going to catch up with us. We can’t continue following strategies that have never worked and that have been exhausted,” he argued.

    Zepeda, the water activist, also suggested the creation of a citizen water commission to audit the operation of the system.

    “The situation is not going to improve until availability and uses are corrected. It is a combination of water sources and activities. We need long-term solutions,” he said.

    Meanwhile, Hernández the researcher proposed a revision of zoning and land use plans to address the construction of neighborhoods, golf courses and vehicle assembly plants, to promote the efficient use of water.

    In a new report released June 21, the United Nations has singled out some of the key achievers—the top five, among the world’s high-income countries (HICs), which are led by Finland, and followed by Sweden, Denmark, Germany and Austria.

    European countries continue to lead in the SDG Index – holding the top 10 spots -– and are on track to achieve more targets than any other region, with Denmark, Czechia, Estonia, Latvia, and the Slovak Republic as the top five countries that have achieved or are on track to achieving the largest number of SDG targets this year.

    By contrast, Lebanon, Yemen, Papua New Guinea, Venezuela, and Myanmar have the largest number of SDG targets moving in the wrong direction

    The findings are listed in the 2023 Sustainable Development Report (SDR) and Index, which ranks the performance of all 193 UN Member States on the Sustainable Development Goals (SDGs) and is produced by the UN Sustainable Development Solutions Network (SDSN).

    There is a risk that the gap in SDG outcomes between HICs and the LICs will be larger in 2030 than when the goals were universally agreed upon in 2015, warns the report

    • Based on the current pace of progress since 2015, none of the goals will be achieved by 2030, and on average, less than 20% of the SDG targets are on track to be achieved.
    • Government effort and commitment to the SDGs is too low, and notably, LICs and LMICs (low middle income countries) obtained a higher average score than HICs on political and institutional leadership for the SDGs.
    • Among the G20 countries, average scores range from more than 75 percent in Indonesia to less than 40 percent in the Russian Federation and the United States.
    • Argentina, Barbados, Chile, Germany, Jamaica, and Seychelles obtained the highest score on a new pilot index for their efforts to promote multilateralism, yet no country obtains a perfect score.

    The report includes the first pilot index of multilateralism that captures the overarching dimensions of support for multilateralism and comparisons of countries, including countries’ efforts to promote and preserve peace, percentage of UN treaties ratified, international solidarity and financing, membership in select UN organizations, and the use of unilateral coercive measures among other indicators.

    Argentina, Barbados, Chile, Germany, Jamaica, and Seychelles obtained the highest score for their efforts to promote multilateralism, yet no country obtains a perfect score.

    The report was released just ahead of the June 22-23 International Summit for a New Global Financing Pact in Paris hosted by French President Emmanuel Macron.

    As the UN nears the mid-point of the SDGs and ahead of the Paris Summit, the report provides timely insights on the chronic shortfalls of SDG financing to developing and emerging economies and offers six priorities for reform of the Global Financial Architecture.

    The report also features a new pilot Index that gauges countries’ support for multilateralism and a new Index to track government efforts and commitments to the SDGs.

    Despite the grim news, the report demonstrates that while the world is off track at the mid-point of the SDGs, now is the time for countries to double down on SDG progress by endorsing deep reform of the global financial architecture and implementing the SDG Stimulus to close the significant financing gap facing developing and emerging countries.

    Professor Jeffrey D. Sachs, President of the SDSN and a lead author of the report, says half way to 2030, the SDGs are seriously off track – with the poor and highly vulnerable countries suffering the most.

    “The international community should step up at this month’s Summit for a New Global Financing Pact in Paris, and at the key upcoming multilateral meetings, including the G20 meeting in New Delhi, the SDG Summit New York in September, and COP28 in Dubai, to scale-up international financial flows based on SDG needs”.

    “It would be unconscionable for the world to miss this opportunity, especially for the richest countries to evade their responsibilities. The SDGs remain fundamental for the future we want.”

    Providing a critical analysis of the new report, Jens Martens, Executive Director of Global Policy Forum Europe, based in Bonn, told IPS the SDSN report brings no surprises.

    That the world is not on track to achieve the SDGs was already noted by the Global Sustainable Development Report 2023, the UN Secretary-General’s SDG Midterm Report, and many other civil society Spotlight Reports before.

    However, the message that the SDSN Report conveys with the SDG Index is absolutely misleading, he pointed out.

    “It suggests that the Western industrialized countries at the top of the ranking are on the right development path. But this is only because it ignores the negative externalities of their consumption and production patterns and their economic and financial policies. For good reasons, SDSN has therefore also developed a Spillover Index, but this merely complements the SDG Index,” he noted.

    The emphasis on the SDG Index, with its positive ranking of Western industrialized countries, sends the wrong political message, said Martens.

    “To reduce growing global inequalities, governments in the UN must address the structural causes of these inequalities”.

    First and foremost, he argued, this requires fundamental reforms in the global financial architecture. The SDG Summit 2023, the Summit of the Future 2024, and the Fourth FfD Conference 2025 provide pivotal opportunities to initiate these reforms, he declared.

    Chee Yoke Ling, Executive Director, Third World Network, Malaysia, told IPS the 2030 Sustainable Development Agenda with its 17 SDGs has fallen victim to the failure of means of implementation – new and additional financing as well as appropriate technology transfer to developing countries.

    “We see the same fate for the climate and biodiversity treaties”.

    At the same time, she said, the barriers in the external environment have worsened. “So, we see alarming debt burdens because the international financial architecture remains stacked against developing countries, while public funds and governments are pushed to take on a “de-risking” role to shore up private creditors”.

    Look beyond, she said, the buzz of the World Bank’s Evolutionary Roadmap and the Macron New Global Financing Pact and “we see a fundamentally similar and even stronger set of policies and measures to maintain the status quo and further subject countries to financing sources beyond public control.

    Meanwhile middle-income countries and even LDCs are faced with private creditors who refuse to do their part in debt reduction, and G7 governments do not want to rein them in either.

    Trade protectionism is also rearing its head. The roll-out of the EU’s carbon border adjustment mechanism has raised alarms. In the name of a green transition for Europe, this new carbon border tax CBAM will directly impact Sub-Saharan Africa that relies heavily on exports of fossil fuels, minerals and metals that are carbon intensive, she pointed out.

    Studies show that African countries will be highly exposed to the CBAM since 26% of continental trade was with the EU, while only 2.2% of the EU’s trade was with Africa.

    The CBAM could reduce Africa to EU exports by up to 5.7%, based on current carbon prices. This may have the effect of reducing Africa’s GDP by about $16 billion at 2021 levels.

    “Without clean technologies being shared with Africa, the EU’s new tax penalizes those countries that are already under increasing debt burden”.
