When Representative Mike Johnson arrived in Congress in 2017, he received an important piece of advice from a fellow Louisianan, Representative Steve Scalise. “Be careful about your early alliances that you make,” Scalise told Johnson, as the younger Republican recalled in a C-SPAN interview that year. Avoid getting “marginalized or labeled in any way.”
Six years later, Johnson has followed that advice all the way to the House speakership, reaching a post that is second in line to the presidency faster than any other lawmaker in modern congressional history. Staunchly conservative and closely aligned with former President Donald Trump, the 51-year-old former talk-radio host made few headlines and fewer enemies as he climbed the ranks of his party.
With a 220–209 House vote this afternoon, Johnson was able to forge a consensus that eluded three previous aspirants—including his own mentor, Scalise—to replace Kevin McCarthy. He earned unanimous support from Republican members, who stood and applauded when he clinched a majority of the chamber. His victory ends a weeks-long power struggle that immobilized the House as a war started in the Middle East and a government shutdown loomed.
Johnson’s win was as sudden as it was improbable. Early yesterday afternoon, he lost a secret-ballot vote to become the House GOP’s third speaker nominee in as many weeks. But the winner of that tally, Representative Tom Emmer of Minnesota, faced immediate backlash from social conservatives and Trump allies over his support for same-sex marriage and his 2021 vote to certify Joe Biden’s election as president. More than two dozen Republicans told Emmer that they would not support him in a public floor vote, putting him in the same perilous position as the previous GOP speaker nominee, Representative Jim Jordan of Ohio. While Emmer was trying to win them over, Trump denounced him as “a globalist RINO.” Emmer’s nomination was dead after just four hours.
As the fifth-ranking House GOP leader, Johnson was next in line. Late last night, he captured the nomination in the second round of balloting. His victory was far from unanimous, but rank-and-file Republicans who had initially voted against Johnson, apparently weary after weeks of infighting, decided to support him.
Johnson’s ascent is a product of both the GOP’s ideological conformity and its ongoing loyalty to Trump. His record in the House is no more moderate than Jordan’s, whose preference for antagonism over compromise turned off an ultimately decisive faction of the party. Both Johnson and Jordan served as chairs of the Republican Study Committee—the largest conservative bloc in the House—and played key roles in Trump’s effort to overturn his defeat in 2020. Johnson enlisted Republican lawmakers to sign a legal brief urging the Supreme Court to allow state legislatures to effectively nullify the votes of their citizens. Despite Johnson’s involvement, he won the support of at least one Republican, Representative Ken Buck of Colorado, who had refused to vote for Jordan, because the Ohioan didn’t acknowledge the legitimacy of Biden’s win.
For electorally vulnerable House Republicans, Johnson’s relative anonymity was an asset. They rejected Jordan in large part because they feared that his notoriety and uncompromising style would play poorly in their districts. By contrast, Johnson, who heeded Scalise’s advice to avoid being “marginalized or labeled,” comes across as mild-mannered and polite. He could be harder for Democrats to demonize. Johnson is so little known that operatives at the Democratic Congressional Campaign Committee, which sent out a flurry of statements criticizing each successive speaker nominee, were still combing through his record and listening to old recordings of his radio show this morning. “Mike Johnson is Jim Jordan in a sports coat,” a spokesperson, Viet Shelton, told me. “Electing him as speaker would represent how the Republican conference has completely given in to the most extreme fringes of their party.”
The next few weeks will test whether the inexperienced Johnson is in over his head, and just how far to the right Johnson is willing to push his party. “You’re going to see this group work like a well-oiled machine,” Johnson, flanked by dozens of his GOP colleagues, assured reporters after securing the nomination last night. He’ll have plenty of doubters. The new speaker will be leading the same five-vote majority that routinely rebuffed McCarthy, forcing him to rely on Democrats to pass high-stakes legislation.
Congress faces a November 17 deadline to avoid a government shutdown—the result of a five-week extension in funding that ultimately cost McCarthy his job. Johnson has circulated a plan to Republicans that suggested he would support another stopgap measure, for either two or five months, to buy time for the House and Senate to negotiate full-year spending bills.
He’ll also confront immediate pressure to act on the Biden administration’s request for more than $100 billion in aid to Israel and Ukraine. Like Jordan, Johnson has supported aid for Israel but has opposed additional Ukraine funding. “We stand with our ally Israel,” Johnson said last night; he made no mention of Ukraine.
If the GOP holds on to its majority next year, Johnson would have a say in whether the House certifies the presidential winner in 2024. When a reporter asked him last night about his role in helping Trump try to overturn the 2020 election, the Republicans around him, unified and jubilant for the first time in weeks, started to jeer. A few members booed the buzzkill in the press corps. “Shut up!” yelled one lawmaker, Representative Virginia Foxx of North Carolina. Johnson, the conservative without enemies, merely shook his head and smiled. “Next question,” he replied. “Next question.”
Depending on whom you ask in politics, the sudden advances in artificial intelligence will either transform American democracy for the better or bring about its ruin. At the moment, the doomsayers are louder. Voice-impersonation technology and deep-fake videos are scaring campaign strategists, who fear that their deployment in the days before the 2024 election could decide the winner. Even some AI developers are worried about what they’ve unleashed: Last week the CEO of the company behind ChatGPT practically begged Congress to regulate his industry. (Whether that was genuine civic-mindedness or self-serving performance remains to be seen.)
Amid the growing panic, however, a new generation of tech entrepreneurs is selling a more optimistic future for the merger of AI and politics. In their telling, the awesome automating power of AI has the potential to achieve in a few years what decades of attempted campaign-finance reform have failed to do—dramatically reduce the cost of running for election in the United States. With AI’s ability to handle a campaign’s most mundane and time-consuming tasks—think churning out press releases or identifying and targeting supporters—candidates would have less need to hire high-priced consultants. The result could be a more open and accessible democracy, in which small, bare-bones campaigns can compete with well-funded juggernauts.
Martin Kurucz, the founder of a Democratic fundraising company that is betting big on AI, calls the technology “a great equalizer.” “You will see a lot more representation,” he told me, “because people who didn’t have access to running for elected office now will have that. That in and of itself is huge.”
Kurucz told me that his firm, Sterling Data Company, has used AI to help more than 1,000 Democratic campaigns and committees, including the Democratic Congressional Campaign Committee and now-Senator John Fetterman, identify potential donors. The speed with which AI can sort through donor files meant that Sterling was able to cut its prices last year by nearly half, Kurucz said, allowing even small campaigns to afford its services. “I don’t think there have ever been this many down-ballot candidates with some level of digital fundraising operation,” Kurucz said. “These candidates now have access to a proper campaign infrastructure.”
Campaigns big and small have begun using generative-AI software such as ChatGPT and DALL-E to create digital ads, proofread, and even write press releases and fundraising pitches. A handful of consultants told me they were mostly just experimenting with AI, but Kurucz said that its influence is more pervasive. “Almost half of the first drafts of fundraising emails are being produced by ChatGPT,” he claimed. “Not many [campaigns] will publicly admit it.”
The adoption of AI may not be such welcome news, however, for voters who are already sick of being bombarded with ads, canned emails, and fundraising requests during election season. Advertising will become even more hyper-targeted, Tom Newhouse, a GOP strategist, told me, because campaigns can use AI to sort through voter data, run performance tests, and then create dozens of highly specific ads with far fewer staff. The shift, he said, could narrow the gap between small campaigns and their richer rivals.
But several political consultants I spoke with were skeptical that the technology would democratize campaigning anytime soon. For one, AI won’t aid only the scrappy, underfunded campaigns. Deeper-pocketed organizations could use it to expand their capacity exponentially, whether to test and quick produce hundreds of highly specific ads or pinpoint their canvassing efforts in ways that widen their advantage.
Amanda Litman, the founder of Run for Something, an organization that recruits first-time progressive candidates, told me that the office seekers she works with aren’t focused on AI. Hyperlocal races are still won by the candidates who knock on the most doors; robots haven’t taken up that task, and even if they could, who would want them to? “The most important thing for a candidate is the relationship with a voter,” Litman said. “AI can’t replicate that. At least not yet.”
Although campaigns have started using AI, its impact—even to people in politics—is not always apparent. Fetterman’s Pennsylvania campaign worked with Kurucz’s AI-first firm, but two former advisers to Fetterman scoffed at the suggestion that the technology contributed meaningfully to his victory. “I don’t remember anyone using AI for anything on that campaign,” Kenneth Pennington, a digital consultant and one of the Fetterman campaign’s earliest hires, told me. Pennington is a partner at a progressive consulting firm called Middle Seat, which he said had not adopted the use of generative AI in any significant way and had no immediate plans to. “Part of what our approach and selling point is as a team, and as a firm, is authenticity and creativity, which I think is not a strong suit of a tool like ChatGPT,” Pennington said. “It’s robotic. I don’t think it’s ready for prime time in politics.”
If AI optimists and pessimists agree on anything, it’s that the technology will allow more people to participate in the political process. Whether that’s a good thing is another question.
Just as AI platforms could allow, say, a schoolteacher running for city council to draft press releases in between grading papers, so too can they help a far-right activist with millions of followers create a semi-believable deep-fake video of President Joe Biden announcing a military draft.
“We’ve democratized access to the ability to create sophisticated fakes,” Hany Farid, a digital-forensics expert at UC Berkeley, told me.
Fears over deep-fakes have escalated in the past month. In response to Biden’s formal declaration of his reelection bid, the Republican National Committee released a video that used AI-generated images to depict a dystopian future. Within days, Democratic Representative Yvette Clarke of New York introduced legislation to require political ads to disclose any use of generative AI (which the RNC ad did). Early this month, the bipartisan American Association of Political Consultants issued a statement condemning the use of “deep-fake generative AI content” as a violation of its code of ethics.
Nearly everyone I interviewed for this story expressed some degree of concern over the role that deep-fakes could play in the 2024 election. One scenario that came up repeatedly was the possibility that a compelling deep-fake could be released on the eve of the election, leaving too little time for it to be widely debunked. Clarke told me she worried specifically about a bad actor suppressing the vote by releasing invented audio or video of a trusted voice in a particular community announcing a change or closure of polling sites.
But the true nightmare scenario is what Farid called “death by a thousand cuts”—a slow bleed of deep-fakes that destroys trust in authentic sound bites and videos. “If we enter this world where anything could be fake, you can deny reality. Nothing has to be real,” Farid said.
This alarm extends well beyond politics. A consortium of media and tech companies are advocating for a global set of standards for the use of AI, including efforts to authenticate images and videos as well as to identify, through watermarks or other digital fingerprints, content that has been generated or manipulated by AI. The group is led by Adobe, whose Photoshop helped introduce the widespread use of computer-image editing. “We believe that this is an existential threat to democracy if we don’t solve the deep-fake problem,” Dana Rao, Adobe’s general counsel, told me. “If people don’t have a way to believe the truth, we’re not going to be able to decide policy, laws, government issues.”
Not everyone is so concerned. As vice president of the American Association of Political Consultants, Larry Hyuhn helped draft the statement that the organization put out denouncing deep-fakes and warning its members against using them. But he’s relatively untroubled about the threats they pose. “Frankly, in my experience, it’s harder than everyone thinks it is,” said Hyuhn, whose day job is providing digital strategy to Democratic clients who include Senate Majority Leader Chuck Schumer. “Am I afraid of it? No,” Hyuhn told me. “Does it concern me that there are always going to be bad actors doing bad things? That’s just life.”
Betsy Hoover, a former Obama-campaign organizer who now runs a venture-capital fund that invests in campaign tech, argued that voters are more discerning than people give them credit for. In her view, decades of steadily more sophisticated disinformation campaigns have conditioned the electorate to question what they see on the internet. “Voters have had to decide what to listen to and where to get their information for a really long time,” she told me. “And at the end of the day, for the most part, they’ve figured it out.”
Deep-fake videos are sure to get more convincing, but for the time being, many are pretty easy to spot. Those that impersonate Biden, for example, do a decent job of capturing his voice and appearance. But they make him sound slightly, well, younger than he is. His speech is smoother, without the verbal stumbles and stuttering that have become more pronounced in recent years. The technology “does require someone with some real skill to make use of,” he said. “You can give me a football; I still can’t throw it 50 yards.”
The same limitations apply to AI’s potential for revolutionizing campaigns, as anyone who’s played around with ChatGPT can attest. When I asked ChatGPT to write a press release from the Trump campaign announcing a hypothetical endorsement of the former president by his current Republican rival, Nikki Haley, within seconds the bot delivered a serviceable first draft that accurately captured the format of a press release and made up believable, if generic, quotes from Trump and Haley. But it omitted key background information that any junior-level staffer would have known to include—that Haley was the governor of South Carolina, for example, and then served as Trump’s ambassador to the United Nations.
Still, anyone confident enough to predict AI’s impact on an election nearly a year and a half away is making a risky bet. ChatGPT didn’t even exist six months ago. Uncertainty pervaded my conversations with the technology’s boosters and skeptics alike. Pennington told me to take everything he said about AI, both its promise and its peril, “with a grain of salt” because he could be proved wrong. “I think some people are overhyping it. I think some people are not thinking about it who should be,” Hoover said. “There’s a really wide spectrum because all of this is just evolving so much day to day.”
That constant and rapid evolution is what sets AI apart from other technologies that have been touted as democratic disrupters. “This is one of the few technologies in the history of planet Earth that is continuously and exponentially bettering itself,” Kurucz, Sterling’s founder, said. Of all the predictions I heard about AI’s impact on campaigns, his were the most assured. (Because AI forms the basis of his sales pitch to clients, perhaps his prognostication, too, should be taken with a grain of salt.) Although he was unsure exactly how fast AI could transform campaigns, he was certain it would.
“You no longer need average people and average consultants and average anything,” Kurucz said. “Because AI can do average.” He compared the skeptics in his field to executives at Blockbuster who passed on the chance to buy Netflix before the start-up eventually destroyed the video-rental giant. “The old guard,” Kurucz concluded, “is just not ready to be replaced.”
Hoover offered no such bravado, but she said Democrats in particular shouldn’t let their fears of AI stop them from trying to harness its potential. “The genie is out of the bottle,” she said. “We have a choice, then, as campaigners: to take the good from it and allow it to make our work better and more effective, or to hide under a rock and pretend it’s not here, because we’re afraid of it.”
“I don’t think we can afford to do the latter,” she added.
And that was before Jordan, with incoming House Oversight and Government Reform Committee Chair James Comer, repeatedly insisted the FBI had colluded with “Big Tech” to undermine former president Donald Trump by “suppressing” information about Hunter Biden’s laptop prior to the 2020 election.
It was also before reports surfaced that Kevin McCarthy, in his bid to secure the votes as speaker, promised far-right members of his caucus that he would authorize investigations into the Justice Department’s treatment of the insurrectionists who rioted in support of Trump on January 6. This was also before McCarthy threatened to launch impeachment proceedings against Department of Homeland Security Secretary Alejandro Mayorkas.
Two months before taking power, the new House Republican majority has signaled that its investigative agenda will channel the preoccupations of the former president and his die-hard base of supporters. But it has set this course immediately after a midterm election in which voters outside the core conservative states sent an unmistakable signal of their own by repeatedly rejecting Trump-backed candidates in high-profile senate and gubernatorial races. That contrast captures why the GOP’s plans for aggressive investigations of President Joe Biden may present as much political risk for the investigators as it does for the targets.
House Republicans and their allies are confident that the investigations will weaken Biden in advance of the 2024 presidential election. “This is not just superficial stuff—this is damaging stuff,” former Republican Representative Tom Davis, who chaired the National Republican Congressional Committee, told me.
But the new majority’s focus on airing echo-chamber conservative obsessions risks further stamping the GOP as the party of Trump precisely as more Republican leaders and donors insist the recent election results demonstrate the need to move beyond him.
“All these folks are coming out saying, ‘Turn the page; move forward’ … and I think this is really a problem if some of these [House] members are going to continue to look back and embrace Trump at a time when we saw the most Trumpian candidates get their heads handed to them,” former Republican Representative Charlie Dent told me.
The choices confronting GOP leaders on what—and how—to investigate encapsulates the much larger challenge they will face in managing the House. This month’s midterm election left the GOP with a House majority much smaller than it expected. The results also created a kind of split-personality caucus operating with very different political incentives.
Most incoming House Republicans represent districts in Trump country: 168 of them hold seats that Trump won by 10 percentage points or more in 2020. Another three dozen represent more marginal Republican-leaning seats that Trump carried by fewer than 10 points two years ago.
But the GOP majority relies on what will likely be 18 members (when all the final votes are counted) who won districts that voted for Biden in 2020. Eleven of those 18 are in New York and California alone—two states that will likely become considerably more difficult for Republicans in a presidential-election year than during a midterm contest.
For the Republicans from the hard-core Trump districts, demonstrating a commitment to confronting Biden at every turn is crucial for preempting any possible primary challenges from their right, says the Democratic consultant Meredith Kelly, a former communications director at the Democratic Congressional Campaign Committee. But, as Dent told me, the Republicans precariously holding the Biden seats have the “polar opposite” incentive: “They need to have bipartisan victories and wins.”
Amid that cross-pressure, many analysts second the prediction of outgoing Democratic Representative David Price of North Carolina, a political scientist who has written several books about Congress, that the new GOP House majority is not likely to pass much legislation. The problem, Price told me, is not only the partisan and ideological fracture in the GOP caucus, but that its members do not have “an agenda that they campaigned on or they are committed to.”
All members of the GOP caucus might agree on legislation to extend the Trump tax cuts, to promote more domestic energy production, or to increase funding for border security. But resistance from the Republicans in blue and purple districts may frustrate many of the right’s most ambitious legislative goals, such as repealing elements of Biden’s Inflation Reduction Act, passing a national ban on abortion, and forcing cuts to Social Security and Medicare.
With their legislative opportunities limited, House Republicans may see relentless investigation of Biden and his administration as a path of least resistance that can unite their caucus. And, several observers in both parties told me, all sides in the GOP are likely to support efforts to probe the White House’s policy record. Such targets could include the administration’s handling of border security, the chaotic withdrawal from Afghanistan, and how it is allocating the clean-energy tax credits and loan guarantees that the Inflation Reduction Act established.
But Republicans have already indicated they are unlikely to stop at such conventional targets.
Jordan, in his letter to Attorney General Merrick Garland earlier this month, warned of coming investigations into the Justice Department’s treatment of Project Veritas; allegations that the department has targeted conservative parents as “domestic terrorists” for their actions at school-board meetings; and the department’s decision making in the choice to execute a search warrant at Mar-a-Lago.
At the press conference last week with Jordan, Comer declared that evidence from the GOP’s investigation of Hunter Biden’s business activities, including information obtained from his laptop, “raises troubling questions about whether President Biden is a national-security risk.”
Jordan, asked at that press conference about the reports that McCarthy has committed to an investigation of the prosecution and treatment of the January 6 rioters, refused to deny it, instead repeating his determination to explore all examples of alleged politicization at the Justice Department. At one point, Jordan, an unwavering defender of Trump through his two impeachments, delivered an impassioned attack on federal law enforcement that reprised a long list of familiar Trump grievances. “When is the FBI going to quit interfering with elections?” Jordan excitedly declared.
Jordan doesn’t even represent the outer edge of conservative ambition to use House investigations to settle scores for Trump. Earlier this week, Representative Matt Gaetz of Florida tweeted that when Republicans take the majority, they “should take over the @January6thCmte and release every second of footage that will exonerate our Patriots!”
That might be a bridge too far even for McCarthy. But as he scrambles to overcome conservative resistance to his bid for speaker, he has already shown deference to demands from the Trump-country members who constitute the dominant block in his caucus. One example was the report that he promised Representative Marjorie Taylor Greene that he would allow some investigation into treatment of the January 6 rioters. Another came in his appearance along the Texas border this week. McCarthy went beyond pledging oversight of the Biden administration’s border record to raise the much more incendiary (but also Fox-friendly) notion of impeaching Mayorkas.
Dent, the former GOP representative, told me that on all these fronts, House Republicans risk pushing oversight to a confrontational peak that may damage its members from marginal seats at least as much as it hurts Biden—particularly if it involves what he described as airing Trump grievances. “These rabbit holes are just fraught with political peril in these more moderate districts,” Dent said.
Democrats hope that the coming GOP investigations will alienate more voters than they alarm. Several Democratic strategists told me they believe that the focus on so many conservative causes will both spotlight the most extreme Trump-aligned voices in the Republican caucus, such as Jordan and Greene, and strike swing voters as a distraction from their kitchen-table concerns.
Leslie Dach, a veteran Democratic communications strategist now serving as a senior adviser to the Congressional Integrity Project, a group mobilizing to respond to the investigations, told me the GOP inquiries will inexorably identify the party with the same polarizing style of Trump-like politics that voters just repudiated in states such as Michigan, Pennsylvania, and Arizona. “We saw in this election that voters reject the Trump playbook and MAGA politics, but that is exactly what they will see in these hearings,” he said.
Congressional investigations always carry the risk of disclosures that could hurt or embarrass Biden and other officials. And whatever they find, investigations also promise to divert significant amounts of the administration’s time and energy. The White House has already staffed up a unit in the counsel’s office dedicated to responding to the inquiries. Cabinet departments are scrambling to do the same.
Recognizing the potential political risk, several Republican representatives newly elected in Biden districts have already urged their party to move slowly on the probes and instead to prioritize action on economic issues. Their problem is that McCarthy already has given every indication he’s likely to prioritize the demands for maximum confrontation from his caucus’s pro-Trump majority.
“If past is prologue, Kevin McCarthy will fall much on the side of the ruby-red Republican base and the pro-investigation, pro-culture-war side,” Kelly says. “He’s never proven able to stand up to the fringe.” And that means the new members from Biden-leaning districts who have provided the GOP its narrow majority have reason to sweat almost as much as the Biden administration over the swarm of investigations that House Republicans are poised to unleash.
On a hot D.C. Wednesday in the middle of July, an 11-foot statue honoring Mary McLeod Bethune—carved out of marble extracted from the same Tuscan quarry that Michelangelo used for his David—stood draped in a black cloak in the U.S. Capitol’s National Statuary Hall. A group of distinguished guests had gathered to honor Bethune, the prominent educator and civil-rights activist who founded a college for Black students in Daytona Beach, Florida, and later served as an adviser to President Franklin D. Roosevelt. She is now the first Black American to have a state statue in the hall.
The group, which included several members of Florida’s congressional delegation, smiled as cameras flashed. Two of those present, Senator Marco Rubio and Representative Val Demings, are opponents in the race for Rubio’s Senate seat—a race that could secure the Democrats’ control of the Senate. Together, they tugged at the sheet, revealing the white-marble figure clothed in academic regalia, holding a black rose—which, in life, Bethune viewed as a symbol of diversity.
One by one, speakers approached a lectern in front of the statue to offer remarks. “I remember as a little girl listening to my mother and my father talk about a Black woman, a woman who looked like us, who started a college,” Demings told those who had gathered in the amphitheater. “As I listened to my parents tell the story, it seemed impossible. But Dr. Mary McLeod Bethune made what seemed impossible possible.”
Demings hopes to conjure some of Bethune’s magic. The race has for some time been considered a long shot for the 65-year-old former Orlando police chief; to win she’ll need to make what seems impossible possible in a state where the voter rolls have flipped from a more-than-100,000-voter Democratic advantage in 2020 to a Republican lead of nearly the same size in less than two years. And for months the polls reflected that, showing Demings trailing Rubio; but in recent weeks, a new batch of polls has shown Demings pulling into an effective tie, or even a slight lead.
If the race does break her way, the Democrats will have the convergence of two separate story lines to thank. The first is the story of Val Demings herself: a centrist Black woman with a background in law enforcement—just the profile the party has placed its bets on in recent years. It’s no coincidence, after all, that Demings joined then-Senator Kamala Harris and former Atlanta Mayor Keisha Lance Bottoms, who both worked as prosecutors before seeking elected office, on Joe Biden’s shortlist for his running mate two years ago.
Political moderates could admire her centrism; people of color could identify with her race; women could identify with her gender. Demings has converted that appeal into a fundraising advantage, pulling in millions more in donations than Rubio so far this cycle, and spending more than twice as much as him on television ads.
And if the national Democratic Party’s unpopularity had been weighing on her fortunes, the events of recent weeks may have buoyed them. In early August, Democrats in Congress passed a mammoth bill on climate change, health care, and taxes. Though the Inflation Reduction Act is by nature full of compromises, as my colleague Robinson Meyer notes, it “will touch every sector of the economy, subsidizing massive new investments in renewable and geothermal energy, as well as nuclear power and carbon capture and removal, and encouraging new clean-energy manufacturing industries to develop in the United States.” Demings has contrasted her own legislative record with that of Rubio, who has one of the worst attendance records in the Senate. With Congress showing that it can actually function, voters might be more receptive to that argument.

Demings likes to say she’s living the American dream. In 1957, when she was born, her family lived in a three-room shack in Mandarin, Florida—a rural part of Duval County, just south of Jacksonville. Her father worked as a janitor, and her mother was a housekeeper. A year later, they upgraded to a two-bedroom house, but the roof leaked and for several years it lacked working bathrooms.
In the sixth grade, Demings helped integrate Loretta Elementary School, which she used to ride past to get to the Black elementary school 15 miles away. Shortly after enrolling, Demings was chosen to serve on the school patrol. She loved it. “You had to have good citizenship and good grades—and I was selected. I had my little orange belt, and I just fell in love,” she told me in July. “It was such an honor to be selected, because it was a big deal.”
As soon as she was old enough to get a real job, she did: first washing dishes at a retirement home, and later working fast-food gigs. After high school, she went off to Florida State University to study criminology, with an eye toward becoming a lawyer. “My dad used to say, ‘You’re a pretty good talker. You need to make some money talking,’ and he thought being a lawyer was a pretty cool thing,” she said. But scraping her way through college meant she needed a job—not law school—after graduation. “I was broke broke,” she quipped. So she moved back to Jacksonville, where she became a social worker with the Department of Health and Rehabilitative Services. But she soon grew disillusioned, doubting how much good she’d ever be able to do with so little power.
“I had this 10-year-old boy on my caseload,” Demings said. “He started having some problems, exhibiting behavior that made him really a threat to himself.” She went to her supervisor to see if she could get a psychological evaluation for him, but was told it would be roughly three weeks before a referral could be made; the panel that made those decisions met only once a month.
Demings was shocked. “This kid would be dead by then,” she recalled telling her boss. So she went around her supervisor to the juvenile judge—waiting outside his chambers until she was able to plead his case. To Demings’s relief, the judge granted an emergency order. She saw it as a small victory in a tough system, until it backfired: Demings was reprimanded by her supervisor for subverting their structure. She felt deflated by the experience, and began to think about what she wanted to do next.
In 1983, Demings got word that the Orlando Police Department was recruiting at Edward Waters College, the historically Black college in Jacksonville, and she figured that she would go down to speak with someone. That ultimately led to a 27-year career at the department, where Demings worked her way through its ranks: patrol officer, juvenile-crime detective, community-relations officer, public-information officer, hostage negotiator, then supervisor of the patrol, investigations, and airport units. (Some aspects of her career were less deliberate: She always told herself that she’d never date a fellow officer—then she ended up marrying one.)
As a police captain, she developed a reputation as a tough-on-crime enforcer on everything from traffic violations to violent infractions. “The message has to be clear for the violators: There are no deals,” she said in 2005 after a string of dangerous-driving incidents.
But that approach, which continued after she was promoted to deputy chief, drew criticism from members of the Black community in the city. She was lambasted after an Orlando Sentinelstory examined the department’s overuse of tasers and aggressive traffic stops and she told the paper that her officers were “kicking butt” in the historically Black neighborhood of Parramore. “If that [vehicle or pedestrian] stop results in something greater and leads to drugs or drug paraphernalia, I call that good police work,” she said at the time.
Still, by late 2007, her policing record, and a succession of departures, led to her being selected as Orlando’s chief of police. She was the first woman and second Black person—after her husband, Jerry, who left that role in 2002 to become the county’s public-safety director—to lead the department.
From the start, she took an aggressive approach to the job. “We will be courteous to law-abiding citizens but relentless in our efforts to disrupt violent criminals who have no respect for the police, citizens or their property,” she wrote in a New Year’s Day Orlando Sentinel op-ed in 2008. Later that year, Jerry won his race for county sheriff, making the duo the first Black husband and wife to serve as sheriff and chief of police in the same county at the same time.
Demings often cites the fact that under her leadership, Orlando experienced a 40 percent drop in violent crime. But a string of excessive-force complaints—including a 2010 incident in which an officer broke an 84-year-old man’s neck by flipping him upside down—revealed some of the clear dangers of the aggressive policing tactics that were employed during her tenure. “Apparently it’s perfectly acceptable to break old men’s necks for no reason,” John Kurtz, the founder of the blog Orlando CopWatch, said at the time. Demings initially defended the officer’s actions in the incident, but eventually modified the department’s use of the technique that led to the octogenarian’s fractured vertebrae. In 2011, after 27 years with the department, Demings stepped down and set her sights on a new challenge.
Elected office wasn’t something Demings had initially been interested in. But as she was about to retire, Mayor Buddy Dyer called her to let her know that the Democratic Congressional Campaign Committee thought she would be a good candidate to run for the House seat that represented Orlando. “I just burst out laughing,” she told me. “And the mayor’s like, ‘Chief, are you okay?’” She thought he must have been joking. “You know your police chief. I’m a little rough around the edges,” she recalls telling him. “And I don’t know if I’d make a good politician.” Still, she met with Representative Steve Israel, who was the committee chair at the time—and ultimately decided that running for Congress was a logical next step.
She lost her first campaign and suspended another run for mayor two years later. But her defeats only raised her public profile. By 2016, court-ordered redistricting meant that the Tenth District was significantly more Democratic than it had been when she first ran for office—which meant that her biggest hurdle would be her primary opponent. She won 57 percent of the vote in a four-person primary—and received 15,000 more votes than her nearest competitor. She then won in the general election by nearly 100,000 votes.
Thirty-three years after Demings had packed everything she owned in the trunk of her Oldsmobile Firenza and headed to Orlando for her new job with the police department, she would be taking her tough-on-crime bona fides to Washington.
Across two terms, Demings has sponsored or co-sponsored dozens of bills that have become law—though a divided Congress means she does not have a signature piece of legislation to hang her hat on. But her most significant moment came when, in January 2020, she served as an impeachment manager during the first Senate trial of then-President Donald Trump. Though the Senate ultimately acquitted Trump—voting along party lines except for the sole defection of Senator Mitt Romney—Demings’s prominence continued to grow. She was profiled by The Washington Post,NPR,and other national outlets. “Was it worth it? Every day it has been worth it,” she said of the trial after its conclusion. “Just like when I was a law enforcement officer, when I saw someone breaking the law, I did not stop and think about, well, my goodness, what will the judge do? … I did my job to stop that threat and then go to court and plead my case.”
After that, she landed on Biden’s shortlist for vice president—evidence of both her meteoric rise and the Democratic Party’s relentless search for its next phenom who can capture the national imagination the way Barack Obama did.

“Florida, vota por la jefa de la policía, no por el politiquero,” Demings’s first Spanish-language ad, aired in June, said. Vote for the chief of police, not the politician. Demings is trying to define herself for voters she hopes will form her coalition—particularly the Latino voters who have been tilting Republican in recent years She’s on the defensive: The Rubio campaign has tried to pin the Democratic Party’s most left-wing sensibilities on her.
In a campaign ad of his own, Rubio touts his endorsement from Florida’s Fraternal Order of Police and 55 sheriffs, and suggests that Demings supported the “Defund the Police” movement—or, at the very least, did not reject it fiercely enough. “Senator Rubio has not only tried not to defund the police; he’s defended the police,” Al Palacio, the Miami Dade public-schools Fraternal Order of Police president, says in the ad. “And we’re here to defend him.” Rubio’s campaign believes that this is a winning issue; an October 2021 Pew Research Center survey found that 47 percent of Americans want to see more spending on police, compared with 15 percent who would like to see budgets reduced.
Demings dismissed the ad out of hand, responding with a brief statement: “I am the police. This is ridiculous.”
Though Florida has not seen the same jumps in crime rates as some other parts of the country over the past two years, the race has focused on policing and crime issues. The irony is, were she running as a Republican, Demings would be seen as emblematic of the tough-on-crime policies some voters say they want.
But because she’s running in a state that is turning redder and redder, Demings has to strike the right balance of being the police enforcer she’s always been while appearing open to reform, and being unrelentingly liberal on issues such as access to abortion while emphasizing her Christian faith so as not to isolate Catholic voters. And she has to highlight her identity—her family’s economic status growing up and, perhaps most important, her race—while not making it the central plank of her campaign. Over the past several years, Florida Republicans have passed laws that limit discussions of identity in classrooms and other public spaces—a bit of a contrast with the political campaign Demings has run, explaining to voters how being a Black woman has shaped her life and informed her policy preferences.
That’s been a difficult sell: How do you convince voters that you’ll be a senator who can get stuff done if the Democrats can manage to keep their Senate majority, when the Democrats had—at least in the public’s view—gotten so little done? But with the passage of the Inflation Reduction Act, the party’s chances look different now, and maybe, just maybe, Demings will be the beneficiary. If Demings pulls off an upset, it will be not solely because she’s a Black woman, but because the Democrats finally figured out how to rack up some wins in D.C. And what could be a greater crowd-pleaser than that?
