    The Boathouse restaurant in Disney Springs is being sued after a customer choked to death on a piece of steak, according to court records. According to the complaint, Kevin Duncan, a Marion County resident, was eating at the restaurant in June 2025 when he began choking on his steak. The lawsuit filed in October 2025 against Boathouse Restaurants LLC is seeking damages in excess of $50,000, alleging that staff negligence, including a delay in calling emergency services, led to Duncan’s death.While family and friends attempted the Heimlich maneuver, the lawsuit claims that restaurant staff “did not promptly call 911; instead, staff initially contacted security, causing a delay in summoning emergency medical services.”The family is seeking a jury trial and demanding judgment for damages, including medical and funeral expenses, loss of support and services, mental pain and suffering of survivors, and net accumulations of the estate.The lawsuit was moved to the United States District Court for the Middle District of Florida after initially being filed in Orange County circuit court.

    Approximately $3.6 billion in delayed funding for the Low Income Home Energy Assistance Program, or LIHEAP, was released Friday to states and tribes, according to the National Energy Assistance Directors Association.The federal funding for LIHEAP, which helps millions of low-income households pay to heat and cool their homes, has been held up during the beginning of the cold-weather season because of the federal government shutdown, which ended Nov. 12.“This release of LIHEAP funding is essential and long overdue,” Mark Wolfe, executive director of NEADA, said in a statement. “Families can finally begin receiving the support they need to keep the heat on as winter begins.”States typically receive their allocations at the beginning of November.The U.S. Department of Health and Human Services, which oversees the assistance program, has not yet issued a formal public announcement about the resumption of the funding.     7:38 a.m.: Traffic is being held on I-80 at Kingvale after a big rig crash on eastbound lanes near Donner Summit. There is no estimated time for releasing traffic. See road conditions here.

    6:30 a.m.: Chains are required along eastbound Interstate 80 for all vehicles except those with four-wheel drive and snow tires equipped from Kingvale to the Donner Lake Interchange.

    For westbound lanes, chains are required for all vehicles except those with four-wheel drive and snow tires equipped from the Donner Lake Interchange to 2.5 miles east of the Highway 20 junction.

    Along Highway 50, chains are required for all vehicles except those with four-wheel drive and snow tires equipped from three miles east of Kyburz to Meyers.

    Everywhere in Northern California will be dry Thursday evening. A stretch of dry weather will take us through the Thanksgiving holiday.

    Continued staffing shortages in air traffic control facilities around the country were again causing delays at airports on Friday as the government shutdown neared the one-month mark.U.S. Transportation Secretary Sean Duffy has been warning that travelers would start to see more flights delayed or canceled as the nation’s controllers continue to work without pay during the shutdown, which began Oct. 1.“Every day there’s going to be more challenges,” Duffy told reporters Thursday outside the White House after a closed-door meeting with Vice President JD Vance and aviation industry leaders to talk about the shutdown’s impact on U.S. travel.The Federal Aviation Administration reported staffing shortages were causing flight delays Friday at a number of airports, including in Boston, New York City, Nashville, Houston, Dallas, and Newark, New Jersey. Airports in Boston, Nashville, and New York City were experiencing delays averaging two hours or longer.Staffing shortages can happen at regional control centers overseeing multiple airports, as well as in airport towers, but they don’t always result in flight disruptions.Aviation analytics firm Cirium says flight data showed a “broader slowdown” Thursday across the U.S. aviation system for the first time since the shutdown began, suggesting staffing-related disruptions may be spreading.On Thursday, many major U.S. airports reported below-average on-time performance, with fewer flights departing within 15 minutes of their scheduled departure times, according to Cirium. The data does not distinguish between the different causes of delays, such as staffing shortages or bad weather.Staffing-related delays at Orlando’s airport on Thursday, for example, averaged nearly four and a half hours for some time, according to the FAA.Most controllers are continuing to work mandatory overtime six days a week during the shutdown without pay, the National Air Traffic Controllers Association has said.     Continued staffing shortages in air traffic control facilities around the country were again causing delays at airports on Friday as the government shutdown neared the one-month mark.

    U.S. Transportation Secretary Sean Duffy has been warning that travelers would start to see more flights delayed or canceled as the nation’s controllers continue to work without pay during the shutdown, which began Oct. 1.

    “Every day there’s going to be more challenges,” Duffy told reporters Thursday outside the White House after a closed-door meeting with Vice President JD Vance and aviation industry leaders to talk about the shutdown’s impact on U.S. travel.

    The Federal Aviation Administration reported staffing shortages were causing flight delays Friday at a number of airports, including in Boston, New York City, Nashville, Houston, Dallas, and Newark, New Jersey. Airports in Boston, Nashville, and New York City were experiencing delays averaging two hours or longer.

    Staffing shortages can happen at regional control centers overseeing multiple airports, as well as in airport towers, but they don’t always result in flight disruptions.

    Aviation analytics firm Cirium says flight data showed a “broader slowdown” Thursday across the U.S. aviation system for the first time since the shutdown began, suggesting staffing-related disruptions may be spreading.

    On Thursday, many major U.S. airports reported below-average on-time performance, with fewer flights departing within 15 minutes of their scheduled departure times, according to Cirium. The data does not distinguish between the different causes of delays, such as staffing shortages or bad weather.

    Staffing-related delays at Orlando’s airport on Thursday, for example, averaged nearly four and a half hours for some time, according to the FAA.

    Most controllers are continuing to work mandatory overtime six days a week during the shutdown without pay, the National Air Traffic Controllers Association has said. That leaves little time for a side job to help cover bills, mortgage, and other expenses unless controllers call out.

  • Feds sue L.A. County sheriff for ‘unreasonable’ delays in issuing concealed gun permits

    The U.S. Department of Justice has filed a lawsuit against the Los Angeles County Sheriff’s Department and Sheriff Robert Luna, claiming the department violated county gunowners’ 2nd Amendment rights by delaying thousands of concealed carry permit application decisions for “unreasonable” periods of time.

    In a statement, the Justice Department claimed that the Sheriff’s Department “systematically denied thousands of law-abiding Californians their fundamental Second Amendment right to bear arms outside the home — not through outright refusal, but through a deliberate pattern of unconscionable delay.”

    The complaint, filed in the Central District of California, the federal court in Los Angeles, cites data provided by the Sheriff’s Department about the more than 8,000 concealed carry permit applications and renewal applications it received between Jan. 2, 2024, and March 31 this year.

    During that period, the Justice Department wrote, it took an average of nearly 300 days for the Sheriff’s Department to schedule interviews to approve the applications or “otherwise” advance them.

    As a result, of the nearly 4,000 applications for new concealed carry licenses it received during those 15 months, “LASD issued only two licenses.” Two others were denied, the Justice Department said, while the rest remained pending or were withdrawn.

    The Sheriff’s Department did not immediately provide comment Monday. In March, when the Trump administration announced its 2nd Amendment investigation, the department said it was “committed to processing all Concealed Carry Weapons [CCW] applications in compliance with state and local laws.”

    The department’s statement said it had approved 15,000 applications for concealed carry licenses but that because of “a significant staffing crisis in our CCW Unit” it was “diligenty working through approximately 4,000 active cases.”

    Atty. Gen. Pam Bondi said Monday that the Justice Department was working to safeguard the 2nd Amendment, which “protects the fundamental constitutional right of law-abiding citizens to bear arms.”

    “Los Angeles County may not like that right, but the Constitution does not allow them to infringe upon it,” Bondi said. “This Department of Justice will continue to fight for the Second Amendment.”

    The federal agency’s complaint alleged that the practice of delaying the applications in effect forced gun permit applicants “to abandon their constitutional rights through administrative exhaustion.”

    In December 2023, the California Rifle and Pistol Assn. sued the Sheriff’s Department over what it alleged were improper delays and rejections of applications for concealed carry licenses. In January, U.S. District Court Judge Sherilyn P. Garnett ordered the department to reduce delays.

    In the new complaint, the Justice Department called on the court to issue a permanent injunction.

    Gun rights groups heralded the move by the Trump administration.

    “This is a landmark lawsuit in that it’s the first time the Department of Justice has ever filed a case in support of gun owners,” Adam Kraut, executive director of the Second Amendment Foundation, said in a statement. “We are thrilled to see the federal government step up and defend the Second Amendment rights of citizens and hope this pattern continues around the country.”

    If you’re wondering what happened to Amazon’s new and improved version of its Alexa voice assistant, you’re not alone. reports that the new Alexa is still stuck in its developmental phase and Amazon has cut off access to its beta phase including its new “Let’s Chat” phase. As a result, a planned late 2024 launch has been pushed back to next year.

    The problem seems to be with its large language models (LLMs). The new Alexa is designed to from users but it’s also more likely to fail doing some of the most basic things the old version could do quite easily like create a timer or operate smart lights, according to a follow up report from .

    Amazon originally planned to unveil its new version of Alexa AI in October but now the timeline has been extended into next year. (As you might have noticed, October has come and gone.) The original timeline planned to premiere the next evolutionary step in Alexa’s advancement on October 17 but Amazon decided to pivot and used the date to show off its new line of Kindle ereaders. Then in August, news surfaced that the new Alexa would be powered by and come with a monthly subscription fee.

    As ChatGPT began to rise in popularity in the summer of 2023, Amazon CEO Andy Jassy wanted to see if Alexa could compete if it had an AI upgrade. Jassy reportedly started peppering Alexa with sports questions “like an ESPN reporter at a playoff press conference” and its answers were “nowhere near perfect.” It even made up a recent game score for Jassy.

    Despite this, Alexa passed the good enough stage and Jassy and his fellow executives felt their engineers could build a beta version by the early part of 2024. Unfortunately, Amazon wasn’t able to meet its deadline.

    Even with the new deadline, the new Alexa still has a long way to go to fix its problems. Some employees told Bloomberg that the problem outside of Alexa’s innerworkings is with Amazon’s overstuffed management and a lack of “a compelling vision for an AI-powered Alexa.” .

    Significant delays in the processing of background checks are causing headaches across California, leaving applications for jobs and housing stuck in limbo while making it harder for employers and landlords to screen for criminal records.

    The situation stems from a state appellate court ruling more than three years ago, which industry experts say has blocked background screeners and any court researcher from using date of birth or driver’s license information to narrow down search results as they investigate an individual’s criminal history.

    The 2021 decision in All of Us or None of Us vs. Hamrick arose from a case brought by criminal justice reform advocates who have long argued that background checks lead to discrimination against formerly incarcerated people.

    A panel at the 4th District Court of Appeals determined that Riverside County’s Superior Court website, which allowed users to input dates of birth and driver’s license numbers while searching for criminal records, was in violation of a state court rule that says such information should be excluded from court “indexes” accessible to the public through “electronic means.”

    “After considering the text, history, and purpose” of the rule, the judges found that state courts should limit search criteria for the public, effectively eliminating the use of birth dates and license numbers.

    Those personal identifiers had long been used to match individuals to their records, and without them it has proved nearly impossible to conduct searches that involve common names, industry experts say.

    “This was an interpretation that no one had ever seen before or seen coming,” said Melissa Sorenson, executive director of the Professional Background Screening Assn. “Each of the courts is trying to figure out how to comply.”

    Delays are particularly bad in Los Angeles County, where background check firms receive about 100,000 screening requests each month.

    “Right now, L.A. County is an example of something that’s not sustainable,” Sorenson said.

    Residents with common names or those with a long history in the area may have to wait for months or even years for their background check to be completed, Sorensen said, if it’s possible for it to be completed at all.

    It has taken time for courts to adjust since the 2021 appellate ruling was handed down. The Superior Court of Los Angeles announced its changes in February.

    “All the background screener can do is plug in Jose Rodriguez, for example, and because it’s a relatively common name in L.A., you could get back hundreds to thousands of results,” Sorenson said. “We have no way to filter based on any other identifier.”

    Dates of birth are contained within physical court files, the Superior Court of Los Angeles said.

    “These restrictions require background checkers seeking information on commonly named individuals to visit the courthouse where the physical court file is located to determine if the information they obtained in an electronic criminal record search applies to the person about whom they are inquiring,” the court said in an email.

    The court limits the number of case files it will retrieve for a requester to five per day at any courthouse. For names with thousands of results, it’s not practical to check each physical file.

    At the Clara Shortridge Foltz Criminal Justice Center, the county’s busiest criminal clerk’s office, additional court service assistants have been assigned to assist with file viewing requests. The current wait time to pull multiple files at a time is three to five days, the court said.

    In a message reviewed by The Times, the background screening firm Sterling sent out a notice to clients explaining the situation earlier this year.

    “With this change, the L.A. County court has made it significantly more challenging to accurately identify individuals during background checks,” the firm said. “Delays for criminal checks in L.A. County are expected to increase. … Some searches were closed as unperformable.”

    Sterling did not respond to a request for comment. On the online forum Reddit, Los Angeles residents shared concerns that their background checks were not getting completed in time.

    “Sterling is not able to get it done!” one user wrote. “Seriously anxious and have been unemployed for a month now,” said another.

    In 2022, Gov. Gavin Newsom vetoed Senate Bill 1262, which would have allowed court researchers to use date of birth to search for an individual without making the date publicly available.

    “This bill would override a 2021 appellate court decision and current court rules that strike a fair balance between public access to court records, public safety, and an individual’s constitutional right to privacy,” Newsom wrote after shutting down the bill.

    The nonprofit Legal Services for Prisoners with Children pushed for the veto, arguing the bill “was sponsored by commercial background check companies … with no regard for the interests of formerly incarcerated or convicted people.”

    Eric Sapp, a staff attorney at the Oakland-based organization, pointed out that when background checks are authorized and required by law, local authorities are obligated to provide the relevant information and assure compliance.

    “There’s no need for a background check company to intervene in those circumstances,” he said.

    “We definitely believe that background checks are overused and are often useless for the purposes for which they’re used,” he said. “The criminal background check as it currently exists today might not be a viable model in the near future.”

    Joshua Kim, lead attorney for the plaintiffs in the Hamrick case, said he wasn’t aware of holdups with housing and job applications — but said any such issues would be the fault of the background check industry, not the courts complying with the law.

    “If there is in fact a delay that affects people’s opportunity for housing and employment because of the background check company’s inability to do their job, then that could potentially create another legal liability for them,” he said.

    Thirty-seven states have adopted what is known as a “ban the box” policy that prohibits investigation into a job candidate’s conviction history before making an offer of employment, but many employers still seek to vet candidates, especially for jobs that require working with vulnerable populations or involve access to sensitive data.

    “The fundamental question that we’ve been asking in the reentry law community is whether background checks are effective in screening out dangerous employees,” Kim said.

    But some Angelenos have been frustrated by the current state of affairs.

    South Pasadena mother Erin Chang had been stuck waiting months for her disabled son’s summer camp aide to get approved for work. The background check had to clear in order for the state to cover the cost of the aide, Chang said.

    Although the check cleared just before camp began, Chang had to pay out of pocket for the aide and said she will seek reimbursement.

    “Camp is over next week, and we’re still not sorted out,” Chang said. “They offered the explanation that she had a common name and that there is a backlog.”

    Outside Los Angeles, other counties are making similar changes to comply with the court rules. San Luis Obispo County announced last month that it is redacting access to date of birth and driver’s license information in court search engines, and Orange County is rumored to be making the same move soon, said Sorenson of the background check trade group.

    “It is more than just an L.A. County issue,” she said. “If an employer has a candidate with California history, they may have to move on to a different candidate.”

    It hasn’t been a great week for Paradox Interactive, and things just got a little worse for the publisher. It has announced another delay for Prison Architect 2, the sequel to a cult hit from 2015. The game had been set to drop on May 7 (which was already ) but now it won’t arrive until September 3.

    Though builds of Prison Architect 2 had been certified for all platforms, the developers at Double Eleven ran into some technical problems that will take some time to resolve. Some issues concerning memory usage and minimum spec configuration failures emerged. Although the team says its work on fixing those have been successful so far, some other technical challenges started popping up, leading to significantly more crashes.

    Double Eleven will use the extra development time to improve the prison management sim’s stability and to refine some of its features. Paradox says it will also take the opportunity to let players get a look inside the development process via additional developer diaries and streams. A stream is set for April 25.

    Paradox notes that console players who pre-ordered will automatically be refunded due to platform policies — they’ll need to buy Prison Architect 2 again to get a pre-order bonus. Steam players can request a refund if they wish.

    The Prison Architect 2 delay comes one day after studio Colossal Order said it would refund all players who bought the first asset pack for Cities Skylines 2, another game Paradox is publishing. While the asset pack (which will be ) worked, there appeared to be a consensus among fans that there wasn’t enough in there to justify the $10 price. There are bigger issues at play though, as Colossal Order has more work ahead to optimize Cities Skylines 2 . The studio has also delayed the console release and other DLC as it focuses on fixing the core concerns.

    Suicide Squad: Kill the Justice League, the upcoming online co-op action shooter from Rocksteady, has officially been delayed from its planned May release to February 2024. This follows a report of a previous delay in March and the release of new gameplay footage in February that was met with a flood of negative reactions from fans and critics alike.

    First revealed way back in August 2020, Rocksteady’s Suicide Squad game stars popular DC villains like Harley Quinn and Captain Boomerang and is based on a long-running series of comics about villains being recruited by government agent Amanda Waller to take on wildly dangerous threats and complete ethically dubious missions. It’s also connected to the Arkham games, unlike 2022’s previous DC co-op flop, Gotham Knights. But if you were still excited to play Rocksteady’s next big game, you’re going to have to wait nearly a year.

    On Thursday, following a March report about a possible delay from Bloomberg, WB Games and Rocksteady officially confirmed that their Suicide Squad game has been delayed until February 2, 2024.

    What this might mean for the Suicide Squad game

    In March, Bloomberg reporter Jason Schreier explained on Twitter that the then-reportedly short delay was likely not intended to “overhaul the core gameplay” and instead would be just about “polishing” what was already present. However, the delay announced today turned out to be much lengthier than first reported, and it seems that the devs are going to have a lot more time to possibly rip out some of the live-service aspects prospective players reacted cooly toward.

    While I’m not sure you can expect WB and Rocksteady to rip out all the live-service crap, multiple currencies, or the game’s always-online requirement, I wouldn’t be shocked if some of that stuff got cut or streamlined by the time the game finally comes out in 2024. (Assuming no further delays, of course.) Fully expunging all live-service aspects seems unrealistic, and would require a much longer and more expensive delay.

    Also, keep in mind, this isn’t the first time Rocksteady’s DC shooter has slipped. Suicide Squad: Kill the Justice League was originally scheduled to ship last year, but in early 2022 it got delayed until spring 2023. Now the troubled shooter will miss that planned release date, too. And while it’s not nearly as much of a saga as Ubisoft’s oft-delayed pirate game, it’s starting to feel like Suicide Squad might be the next AAA video game cursed to be forever stuck in development hell. Let’s hope it gets out soon for the sake of all the folks working on it.
