An Ohio man is accused of traveling in excess of 100 mph along Interstate 495 when he slammed his Dodge Ram pickup into the back of a minivan on Christmas night, killing a 75-year-old Annandale woman and her 15-year-old granddaughter.
Investigators have obtained warrants charging Devin Juliana, 48, of Steubenville, Ohio, with reckless driving following the 10:39 p.m. crash in the eastbound lanes near the 49 mile marker in Fairfax County, Virginia State Police spokesman Matthew Demlein said Thursday.
Troopers were called to the scene after witnesses reported a Toyota Sienna minivan in the eastbound Express Lanes with heavy rear-end damage. All five occupants in the Sienna were taken to area hospitals, where 75-year-old Su “Theresa” Nguyen and her 15-year-old granddaughter Annie later died. Andy, Annie’s 12-year-old brother, suffered serious head injuries, the family said in a GoFundMe campaign.
A short distance from the Sienna, on the mainlines of I-495, troopers located a damaged Dodge Ram pickup with two injured occupants. Both the driver of the Ram, Devin Juliana, 48, of Steubenville, Ohio, and a 43-year-old passenger were taken to an area hospital, Demlein said in a news release.
“The investigation indicates the Sienna was driving in the center lanes of the mainlines on Interstate 495 around the posted speed limit of 55 mph when the vehicle was struck in the rear by the Dodge Ram,” the release said. “The investigation shows the Ram was traveling at speeds in excess of 100 miles-per-hour. The impact crushed the rear interior compartment of the Sienna minivan and pushed it into the Express Lanes.”
State police are “attempting to locate Juliana to serve the warrant and conduct an interview with him,” Demlein said.
The GoFundMe campaign for the victims said six family members were in the Sienna minivan heading home from a family holiday event when they were struck from behind by the speeding pickup.
“The family is in deep shock over the sudden and tragic loss of life and they are asking for your help to lighten the burden of this tragedy and allow Andy and his parents to focus on the long path of recovery ahead,” the campaign reads. “No one should ever have to endure what the Vu family is going through and although the driver of the truck has apparently fled to avoid arrest, we’re committed to bringing them and all others responsible to justice.”
The campaign described Annie as “a sweet, smart girl” who loved piano, baking and her little brother, Andy.
Theresa was described as a loving mother and grandmother who took her grandchildren to church every Sunday and had “a beautiful singing voice.”
Man killed in crash on I-80 in Solano County, CHP says
ON THIS WEATHER IMPACT DAY. ALL RIGHT, LET’S CHECK IN ON HOW MUCH SNOW WE’VE PICKED UP ALREADY. SO, PALISADES TAHOE IN THE LAST 24 HOURS, 14IN MOUNT ROSE 11. SAME WITH HEAVENLY SIERRA TAHOE PICKING UP TEN INCHES. AND TODAY IS ACTUALLY WHEN WE EXPECT TO SEE EVEN MORE OF THAT SNOW COMING DOWN. SO WE ARE BY NO MEANS DONE YET. NOW THERE ARE CHAIN CONTROLS IN PLACE ON 8050 AND ON 88. ON 80 IT IS DRUMMED TO BOCA, TWIN BRIDGES TO MEYERS ON HIGHWAY 50 AND ON 88 THAT IS COOK STATION TO WOODFORD. SO MAKE SURE YOU’VE GOT THOSE CHAINS WITH YOU. SLOW DOWN. MAYBE AN EMERGENCY KIT TO SOME EXTRA BLANKETS TO KEEP WARM, SOME EXTRA BOTTLES OF WATER. ALWAYS A GOOD IDEA TO HAVE AS WELL. NOW AS WE TAKE A LOOK AT THE RADAR AND SATELLITE IMAGERY, YOU DO STILL SEE THAT RAIN SHOWERS MOVING THEIR WAY EASTWARD NOW IN THE VALLEY, IT’S BECOMING MORE SCATTERED, BUT WE ARE SEEING SOME LIGHT RAIN SHOWERS AROUND ROSEVILLE AROUND SACRAMENTO, ALSO BACK TOWARD DAVIS VACAVILLE AND EVEN DOWN TOWARD FAIRFIELD LODI SEEING SOME OF THOSE RAIN SHOWERS, SO IS THE GALT AREA. AND THEN AS YOU HEAD OVER TOWARD SAN ANDREAS. NOW, AS WE HEAD UP INTO THE FOOTHILLS, WE ARE SEEING THE SHOWERS WRAPPING UP IN GRASS VALLEY. FOR NOW, WE’RE NOT BY ANY MEANS DONE, BUT THOSE SNOW LEVELS HAVE DROPPED SIGNIFICANTLY. IN FACT, JUST BELOW 5000FT AS WE’RE SEEING ACCUMULATING SNOW AROUND BLUE CANYON. AND THEN THAT SNOW ALL THE WAY UP THROUGH TRUCKEE, EVEN UP TO THE STATE LINE HEADING DOWN TOWARD HIGHWAY 50. THIS THE CHAIN CONTROLS START AT TWIN BRIDGES. THOSE ARE GOING TO GO ALL THE WAY THROUGH MEYERS. WE ARE SEEING SNOW AROUND SOUTH LAKE TAHOE, KIRKWOOD BEAR VALLEY. ALSO SEEING QUITE A BIT OF THAT LIGHT RAIN AROUND WEST POINT. AND AS WE HEAD FURTHER TO THE SOUTH, ARNOLD, YOU’VE BEEN SEEING SOME LIGHT TO MODERATE RAIN. IT’S POURING IN SONORA RIGHT NOW, ALONG WITH COPPEROPOLIS AREA, AND THEN AS WE HEAD BACK TOWARD TRACY LIGHT TO MODERATE RAIN, A LITTLE BIT OF A BREAK IN THE ACTION IN STOCKTON, BUT YOU’VE GOT MORE ON THE WAY. AND IN MODESTO YOU’VE GOT SOME MODERATE TO HEAVY RAIN COMING DOWN. YOU’VE GOT MORE COMING AS THEY’RE STILL THERE, MORE BACK TO THE WEST. NOW LET’S TAKE A LOOK AT FUTURECAST FOR THE REST OF THE DAY. FOR THE VALLEY, IT’S GOING TO BECOME MORE AND MORE SCATTERED. THERE IS, THOUGH, A CHANCE THAT WE COULD SEE SOME THUNDERSTORMS FIRING UP AS WE GET INTO THE AFTERNOON, ESPECIALLY IF WE GET SOME SUNSHINE AND SOME INSTABILITY GOING. THE SNOW SHOWERS SHOULD BE PRETTY STEADY THROUGHOUT MUCH OF THE DAY HEADING INTO THE EVENING HOURS. THEN AS WE GET INTO TOMORROW, THIS IS WHERE THE MODELS ARE CHANGING A LITTLE BIT. NOW FOR TOMORROW, AT LEAST WITH THIS ONE. THE GRAPH. WE ARE SEEING QUITE A BIT OF RAIN COMING DOWN IN PARTS OF THE VALLEY ON AND OFF THROUGHOUT THE DAY, BUT SNOW LOOKS LIKE IT’S GOING TO BE STAYING MUCH FURTHER TO THE NORTH, SO IT DOESN’T LOOK LIKE A LOT OF THIS IS GOING TO MAKE IT TO THE SIERRA. ALTHOUGH PREVIOUS MODELS HAVE SHOWN THAT IT WILL. SO WE’RE STILL GOING TO KEEP AT LEAST THE CHANCE FOR SNOW SHOWERS IN THE FORECAST THROUGHOUT THE DAY ON MONDAY FOR THE SIERRA. BUT AS WE GET INTO TUESDAY, IT LOOKS LIKE EVERYTHING IS GOING TO START TO DRY OUT NOW. HOW MUCH RAIN ARE WE TALKING ABOUT? WELL, INCLUDING WHAT’S ALREADY FALLEN THIS MORNING, WE COULD SEE UP TO ABOUT TWO MORE INCHES UP TO THREE INCHES AS YOU HEAD UP INTO THE FOOTHILLS. AND THEN SNOWFALL TOTALS. WE’RE ANYWHERE FROM 2 TO 4FT OF SNOW AROUND DONNER SUMMIT BY THE TIME THIS IS ALL SAID AND DONE ON MONDAY, LET’S TAKE A LOOK AT THAT SEVEN DAY FORECAST. SO IT IS AN IMPACT DAY TODAY FOR THE ENTIRE VIEWING AREA. RAIN, POSSIBLE THUNDERSTORMS TO THE VALLEY AND FOOTHILLS. SNOW IN THE SIERRA, LINGERING SHOWERS MONDAY AND THEN DRYING OUT FOR A LITTLE BIT. WE GET A CHANCE TO CLEAN UP AND GET READY FOR MORE, BECAUSE WE CERTAINLY NEED THE RAIN IN THE SNOW. WE ABSOLUTELY DO. BUT

Jose Zelaya pleaded guilty to involuntary manslaughter in the July 2023 crash that killed 17-year-old Rebekah Zarco, of Burke, Virginia, according Fairfax County prosecutors.
A man has pleaded guilty to involuntary manslaughter in the July 2023 crash that killed 17-year-old Rebekah Zarco, of Burke, Virginia, according to Fairfax County prosecutors.
Jose Zelaya, 44, was driving 87 mph in a 40 mph zone on July 18, 2023, in the crash that killed Zarco, who was driving her younger brother and two close friends. Zarco’s sibling and the two friends were injured, but survived.
Zelaya was traveling westbound on Burke Centre Parkway in a Cadillac XTS4 sedan when he crashed into Zarco’s Kia Forte. Zarco, a graduate of James W. Robinson, Jr. Secondary School, had been turning left from a shopping area onto Burke Centre Parkway.
In a proffer, Fairfax County prosecutors said if the case had gone to trial, witnesses would have testified Zelaya appeared to be racing the car next to him on Burke Centre Parkway. The car’s air bag crash module, akin to the black box of a plane, showed Zelaya’s car was driving 87 mph — at nearly full throttle — right before the crash.
When interviewed by police, according to the proffer, Zelaya said he was traveling approximately 50 mph, and that the victim “jumped out at me” when it was too late for him to stop.
Zelaya faces between one and six years in prison, according to Laura Birnbaum, spokeswoman for Fairfax County State’s Attorney’s Office.
His sentencing is scheduled for March 12. Birnbaum said lawyers will argue for what they believe is an appropriate sentence during the hearing.

A year and a half after six construction workers were killed in a work zone on Interstate 695 in Baltimore County, the family of one of the workers is suing the state of Maryland and a Gaithersburg-based contracting company.
The family of Sybil DiMaggio, a 46-year-old mother of two from Glen Burnie, filed a civil case against the state and Concrete General, Inc., alleging negligent safety practices that led to her death when a car crashed into the work site on March 22, 2023. The attorney representing the family, Catherine Dickinson, told WTOP the family is seeking monetary damages.
“Concrete General in particular, as well as the state of Maryland, had certain responsibilities with respect to the safety of the construction site,” Dickinson said. “There were measures that were either not taken or undertaken negligently that led to the circumstances that allowed Ms. DiMaggio and the other individuals to be killed.”
Traffic control signs to warn drivers and protect workers were not posted near the work zone, according to a September 2023 report by Maryland’s Occupational Safety and Health Office. The State Highway Administration was cited with a “serious violation,” which, according to the report, is a violation “where there is a substantial probability that death or serious physical harm could result.”
The report also stated that the failure to place the signs near the work zone near Woodlawn left the work crew exposed to “struck-by hazards.” There were no penalties associated with the citation.
Two drivers, who police said were speeding as they approached the work zone, collided, before one of the cars, driven by 54-year-old Lisa Lea, of Randallstown, entered the work zone and struck the six members of the highway crew inside the work zone.
The family’s lawsuit also accuses the two drivers of negligence.
“The lawsuit itself is related to the compensatory damages of the family, the economic loss to them, as well as the noneconomic loss, which is essentially pain and suffering related to this incident and the loss of that family member,” Dickinson said. “This is obviously a tragedy. Her family has been left a pretty profound loss.”
The firm is not representing any of the other families that lost loved ones in the crash.

PEDRICKTOWN, N.J. (CBS) — Columbus Blue Jackets player Johnny Gaudreau and his brother were killed in a crash Thursday night in Salem County, New Jersey, State Police confirmed to CBS News Philadelphia.
Gaudreau, 31, and his 29-year-old brother Matthew were riding bicycles on County Route 551 in Oldmans Township, Salem County, on Thursday night when they were struck by a man driving a Jeep.
Police said the driver, 43-year-old Sean Higgins of Woodstown, New Jersey, attempted to pass a slower vehicle when he hit the Gaudreau brothers, who were riding along the right side of the road.
Jim Gaudreau, the uncle of Johnny and Matthew Gaudreau, released a statement on behalf of their family:
“Last night we lost two husbands, two fathers, two sons, two brothers, two sons and brothers in law, two nephews, two cousins, two family members, two teammates, two friends but truly two amazing humans.
“We want to let everyone know we are receiving your messages of love and support and we appreciate your continued thoughts and prayers. We ask for your continued respect and privacy during this very difficult period of grief.
“From all our families and the bottom of our hearts (the Gaudreau, Morris, Korbitz, Venello and Joyce Families)”
Johnny Gaudreau’s wife Meredith posted a tribute on Instagram on Saturday.
“Thank you for the best years of my life,” she captioned the post along with a slideshow of family photos. “Despite losing you, I am still the luckiest girl in the world to have been yours. I love you so so much. You were perfect.”
The couple had two children, Noa and Johnny.
The Blue Jackets confirmed the Gaudreaus’ deaths in a post on X.
“The Columbus Blue Jackets are shocked and devastated by this unimaginable tragedy,” the Blue Jackets said in a statement. “Johnny was not only a great hockey player, but more significantly a loving husband, father, son, brother and friend. We extend our heartfelt sympathies to his wife, Meredith, his children, Noa and Johnny, his parents, their family and friends on the sudden loss of Johnny and Matthew.”

A South Jersey native known as “Johnny Hockey” who grew up a fan of the Philadelphia Flyers, Johnny Gaudreau played for the Little Flyers, a youth hockey organization based in Aston, Pennsylvania, starting at the PeeWee level in 2004 and continuing into the 2008-09 season. Matthew Gaudreau played for the Little Flyers in 2007-08 and 08-09.
Both brothers played for Boston College, and Johnny won the Heisman Trophy of college hockey, the Hobey Baker Award, in 2014. Johnny also contributed to BC’s NCAA championship win in 2012.

“Johnny Gaudreau was not only one of the greatest players in the history of Boston College hockey but one of the nicest as well. Matthew was a gifted player who was equally beloved by his teammates,” a BC spokesperson told WBZ-TV.
A speedy lefthanded shooter who played on the wing, Johnny Gaudreau was nearly a career point-per-game player, notching 743 points — 243 goals and 500 assists — over 763 games in the NHL. He set a career high in goals in the 2021-22 season, his last with the Flames, when he scored 40 goals and 75 assists for 115 points. He was a plus-64 player that season.
Both Johnny and Matthew went to Gloucester Catholic High School in Gloucester City, New Jersey, and both played hockey there. Matthew served as coach of the Gloucester Catholic hockey team after a five-year pro career.
“Johnny and Matt were incredible hockey players and students, but even more amazing human beings,” GC Principal Thomas Iacovone, Jr. said in a statement. “Their loss will be felt forever by the entire Gloucester Catholic community and by me personally.”
NHL Commissioner Gary Bettman issued a statement that said in part:
“While Johnny’s infectious spirit for the game and show-stopping skills on the ice earned him the nickname ‘Johnny Hockey,’ he was more than just a dazzling hockey player; he was a doting father and beloved husband, son, brother and teammate who endeared himself to every person fortunate enough to have crossed his path.
“Gaudreau often told the story of how his father taught him to skate as a child in his home state of New Jersey and he carried that same youthful passion throughout his 11 NHL seasons. A skilled playmaker, Gaudreau participated in the NHL All-Star Game seven times where he was always a fan favorite, particularly while showcasing his talents in the various skills competitions for which he was so well suited.”
Johnny was in the area for his sister Katie’s wedding.

On Friday, a makeshift memorial was forming at Hollydell Ice Arena in Sewell, New Jersey, where the Gaudreaus’ father, Guy, is the hockey director. Some left hockey sticks and flowers outside the building.

A memorial was also growing at the scene of the crash on County Road 551 as well. Wayne Bumm stopped by to leave flowers. He said he was coached by the Gaudreaus’ father, Guy at Williamstown High School.
“Johnny was just a young kid when I knew him, but just watching him play over the years and making the success he had was the greatest thing that I could watch on TV,” Bumm said. “He was a great guy.”
Driver in custody
The crash happened at the intersection of Auburn Road and Stumpy Lane in Pedricktown after 8 p.m. The brothers were pronounced dead at the scene.
According to an affidavit of probable cause, a New Jersey state trooper who responded to the scene and interacted with Higgins smelled alcohol on his breath.
Sean Higgins is charged with the deaths of Johnny Gaudreau and Matthew Gaudreau.
Salem County Correctional Facility
“Mr. Higgins stated that he had consumed approximately 5-6 beers prior to the accident. I administered Standardized Field Sobriety Tests, to which he failed,” a trooper wrote in the document.
“Mr. Higgins admitted to consuming alcoholic beverages prior to and while operating his vehicle,” the trooper wrote.
Higgins was detained under suspicion he was under the influence of alcohol and charged with two counts of death by auto. He was taken to the Salem County Correctional Facility.

WHITESTONE, Queens (WABC) — Two teens who were riding a moped were killed in a crash on the Cross Island Parkway in Queens early Saturday.
Police say the accident happened in the southbound lanes near 150th Street in Whitestone.
The victims were discovered separately. Officers say they found a 19-year-old woman at the scene of the crash around 2:30 a.m., where she was pronounced dead. About 15 minutes after finding her, the NYPD received a report of a young man walking into Flushing Hospital with injuries from the same accident. The victim, a 15-year-old boy, died a short time later.
Early findings in the police investigation reveal that the moped had backend damage. Police are working to determine whether they were struck by another vehicle.
The relationship between the two victims is unclear at the moment.
