  • Conservatives see married parents as a solution to low student achievement. It’s not that simple

    Conservatives have long argued that unwed motherhood and single parenting are major drivers of poor student achievement. They contend that traditional two-parent families — ideally with a married mother and father — provide the stability children need to succeed in school. Single-parent households, more common among low-income families, are blamed for weak academic outcomes.

    That argument has resurfaced prominently in Project 2025, a policy blueprint developed by the conservative Heritage Foundation that calls for the federal government to collect and publish more education data broken out by family structure.

    Project 2025 acknowledges that the Education Department already collects some of this data, but asserts that it doesn’t make it public. That’s not true, though you need expertise to extract it. When I contacted the Heritage Foundation, the organization responded that the family-structure data should still be “readily available” to a layman, just like student achievement by race and sex. Fair point.

    With some help, I found the figures and the results complicate the conservative claim.

    Since 2013, the National Assessment of Educational Progress (NAEP), often called the Nation’s Report Card, has asked students about who lives in their home. While the question does not capture every family arrangement, the answers provide a reasonable, albeit imperfect, proxy for family structure and it allows the public to examine how a nationally representative sample of students from different types of households perform academically. 

    I wanted to look at the relationship between family structure and student achievement by family income. Single-parent families are far more common in low-income communities and I didn’t want to conflate achievement gaps by income with achievement gaps by family structure. For example, 43 percent of low-income eighth graders live with only one parent compared with 13 percent of their high-income peers. I wanted to know whether kids who live with only one parent perform worse than kids with the same family income who live with both parents.

    To analyze the most recent data from the 2024 NAEP exam, I used the NAEP Data Explorer, a public tool developed by testing organization ETS for the National Center for Education Statistics (NCES). I told an ETS researcher what I wanted to know and he showed me how to generate the cross-tabulations, which I then replicated independently across four tests: fourth- and eighth-grade reading and math. Finally, I vetted the results with a former senior official at NCES and with a current staff member at the governing board that oversees the NAEP assessment.

    The analysis reveals a striking pattern.

    Among low-income students, achievement differs little by family structure. Fourth- and eighth-grade students from low-income households score at roughly the same level whether they live with both parents or with only one parent. Two-parent households do not confer a measurable academic advantage in this group. Fourth-grade reading is a great example. Among the socioeconomic bottom third of students, those who live with both parents scored a 199. Those who live with just mom scored 200. The results are almost identical and, if anything, a smidge higher for the kids of single moms. 

    As socioeconomic status rises, however, differences by family structure become more pronounced. Among middle- and high-income students, those living with both parents tend to score higher than their peers living with only one parent. The gap is largest among the most affluent students. In fourth grade reading, for example, higher-income kids who live with both parents scored a 238, a whopping 10 points higher than their peers who live with only their moms. Experts argue over the meaning of a NAEP point, but some equate 10 NAEP points to a school year’s worth of learning. It’s substantial.

    Family structure matters less for low-income student achievement

    Still, it’s better to be rich in a single-parent household than poor in a two-parent household. High-income students raised by a single parent substantially outperform low-income students who live with both parents by at least 20 points, underscoring that money and the advantages it brings — such as access to resources, stable housing, and educational support — matter far more than household composition alone. In other words, income far outweighs family structure when it comes to student achievement.

    Despite the NAEP data, Jonathan Butcher, acting director of the center for education policy at the Heritage Foundation, stands by the contention that family structure matters greatly for student outcomes. He points out that research since the landmark Coleman report of 1966 has consistently found a relationship between the two. Most recently, in a 2022 American Enterprise Institute-Brookings report, 15 scholars concluded that children “raised in stable, married-parent families are more likely to excel in school, and generally earn higher grade point averages” than children who are not. Two recent books, Brad Wilcox’s “Get Married” (2024) and Melissa Kearney’s “The Two-Parent Privilege” (2023), make the case, too, and they point out that children raised by married parents are about twice as likely to graduate from college as children who are not. However, it’s unclear to me if all of this analysis has disaggregated student achievement by family income as I did with the NAEP data.

    Family structure is a persistent theme for conservatives. Just last week the Heritage Foundation released a report on strengthening and rebuilding U.S. families. In a July 2025 newsletter, Robert Pondiscio, senior fellow at the American Enterprise Institute, a conservative think tank, wrote that “the most effective intervention in education is not another literacy coach or SEL program. It’s dad.” He cited a June 2025 report, “Good Fathers, Flourishing Kids,” by scholars and advocates.     That conclusion is partially supported by the NAEP data, but only for a relatively small share of students from higher-income families (The share of high-income children living with only their mother ranges between 7 and 10 percent. The single-parent rate is higher for eighth graders than for fourth graders.)  For low-income students, who are Pondiscio’s and the scholars’ main concern, it’s not the case. 

    The data has limitations. The NAEP survey does not distinguish among divorced families, grandparent-led households or same-sex parents. Joint custody arrangements are likely grouped with two-parent households because children may say that they live with both mother and father, if not at the same time. Even so, these nuances are unlikely to alter the core finding: For low-income students, academic outcomes are largely similar regardless of whether they live with both parents all of the time, some of the time or only live with one parent. 

    The bottom line is that calls for new federal data collection by family structure, like those outlined in Project 2025, may not reveal what advocates expect. A family’s bank account matters more than a wedding ring.

  • Talk nerdy to me: Teachers who use math vocabulary help students do better in math

    Students, parents and school principals all instinctively know that some teachers are better than others. Education researchers have spent decades trying — with mixed success — to calculate exactly how much better.

    What remains far more elusive is why.

    A new study suggests that one surprisingly simple difference between stronger and weaker math teachers may be how often they use mathematical vocabulary, words such as “factors,” “denominators” and “multiples,” in class.

    Teachers who used more math vocabulary had students who scored higher on math tests, according to a team of data scientists and education researchers from Harvard University, Stanford University and the University of Maryland. The size of the test score boost was substantial. It amounted to about half of the benefit researchers typically attribute to having a highly effective teacher, which is among the most important school-based factors that help children learn. Students with highly effective teachers can end up months ahead of their peers. 

    “If you’re looking for a good math teacher, you’re probably looking for somebody who’s exposing their students to more mathematical vocabulary,” said Harvard data scientist Zachary Himmelsbach, lead author of the study, which was published online in November 2025.

    The finding aligns with a growing body of research suggesting that language plays a critical role in math learning. A 2021 meta-analysis of 40 studies found that students with stronger math vocabularies tend to perform better in math, particularly on multi-step, complex problems. Understanding what a “radius” is, for example, can make it more efficient to talk about perimeter and area and understand geometric concepts. Some math curricula explicitly teach vocabulary and include glossaries to reinforce these terms.

    But vocabulary alone is unlikely to be a magic ingredient.

    “If a teacher just stood in front of the classroom and recited lists of mathematical vocabulary terms, nobody’s learning anything,” said Himmelsbach. 

    Instead, Himmelsbach suspects that vocabulary is part of a broader constellation of effective teaching practices. Teachers who use more math terms may also be providing clearer explanations, walking students through lots of examples step-by-step, and offering engaging puzzles. These teachers might also have a stronger conceptual understanding of math themselves.

    It’s hard to isolate what exactly is driving the students’ math learning and what role vocabulary, in and of itself, is playing, Himmelsbach said.

    Himmelsbach and his research team analyzed transcripts from more than 1,600 fourth- and fifth-grade math lessons in four school districts recorded for research purposes about 15 years ago. They counted how often teachers used more than 200 common math terms drawn from elementary math curriculum glossaries.

    The average teacher used 140 math-related words per lesson. But there was wide variation. The top quarter of the teachers used at least 28 more math terms per lesson than the quarter of the teachers who spoke the fewest math words. Over the course of a school year, that difference amounted to roughly 4,480 additional math terms, meaning that some students were exposed to far richer mathematical language than others, depending on which teacher they happened to have that year.

    The study linked these differences to student achievement. One hundred teachers were recorded over three years, and in the third year, students were randomly assigned to classrooms. That random assignment allowed the researchers to rule out the possibility that higher performing students were simply being clustered with stronger teachers.

    The lessons came from districts serving mostly low-income students. About two-thirds of students qualified for free or reduced-price lunch, more than 40 percent were Black, and nearly a quarter were Hispanic — the very populations that tend to struggle the most in math and stand to gain the most from effective instruction.

    Interestingly, student use of math vocabulary did not appear to matter as much as teacher use. Although the researchers also tracked how often students used math terms in class, they found no clear link between teachers who used more vocabulary and students who spoke more math words themselves. Exposure and comprehension, rather than verbal facility, may be enough to support stronger math performance.

    The researchers also looked for clues as to why some teachers used more math vocabulary than others. Years of teaching experience made no difference. Nor did the number of math or math pedagogy courses teachers had taken in college. Teachers with stronger mathematical knowledge did tend to use more math terms, but the relationship was modest.

    Himmelsbach suspects that personal beliefs play an important role. Some teachers, he said, worry that formal math language will confuse students and instead favor more familiar phrasing, such as “put together” instead of addition, or “take away” instead of subtraction. While those colloquial expressions can be helpful, students ultimately need to understand how they correspond to formal mathematical concepts, Himmelsbach said.

    This study is part of a new wave of education research that uses machine learning and natural language processing — computer techniques that analyze large volumes of text — to peer inside the classroom, which has long remained a black box. With enough recorded lessons, researchers hope not only to identify which teaching practices matter most, but also provide teachers with concrete, data-driven feedback.

    The researchers did not examine whether teachers used math terms correctly, but they noted that future models could be trained to do just that, offering feedback on accuracy and context, not just frequency.

    For now, the takeaway is more modest but still meaningful: Students appear to learn more math when their teachers speak the language of math more often.

  • OPINION: Beyond DEI offices, colleges are dismantling all kinds of programs related to equity

    It started with Harvard University. Then Notre Dame, Cornell, Ohio State University and the University of Michigan. 

    Colleges are racing to close or rename their diversity, equity and inclusion (DEI) offices, which serve as the institutional infrastructure to ensure fair opportunity and conditions for all. The pace is disorienting and getting worse: since last January, 181 colleges in all.  

    Often this comes with a formal announcement via mass email, whispering a watered-down name change that implies: “There is nothing to see here. The work will remain the same.” But renaming the offices is something to see, and it changes the work that can be done. 

    Colleges say the changes are needed to comply with last January’s White House executive orders to end “wasteful government DEI programs” and “illegal discrimination” and restore “merit-based opportunity,” prompting them to replace DEI with words like engagement, culture, community, opportunity and belonging. 

    One college went even further this month: The University of Alabama ended two student-run magazines because administrators perceived them to be targeting specific demographics and thus to be out of compliance with Attorney General Pamela Bondi’s anti-discrimination guidance. Students are fighting back while some experts say the move is a blatant violation of the First Amendment.

    With the one-year mark of the original disruptive executive orders approaching, the pattern of response is nearly always the same. Announcements of name changes are followed quickly by impassioned pronouncements that schools should “remain committed to our long-standing social justice mission.” 

    University administrators, faculty, students, supporters and alumni need to stand up and call attention to the risks of this widespread renaming.  

    True, there are risks to not complying. The U.S. State Department recently proposed to cut research funding to 38 elite universities in a public-private partnership for what the Trump administration perceived as DEI hiring practices. Universities removed from the partnership will be replaced by schools that the administration perceives to be more merit-based, such as Liberty University and Brigham Young University.  

    In addition to the freezing of critical research dollars, universities are being fined millions of dollars for hiring practices that use an equity lens — even though those practices are merit-based and ensure that all candidates are fairly evaluated.  

    Northwestern University recently paid $75 million to have research funding that had already been approved restored, while Columbia University paid $200 million. Make no mistake: This is extortion. 

    Some top university administrators have resigned under this pressure. Others seem to be deciding that changing the name of their equity office is cheaper than being extorted.  

    Many are clinging to the misguided notion that the name changes do not mean they are any less committed to their equity and justice-oriented missions.  

    As a long-standing faculty member of a major public university, I find this alarming. In what way does backing away from critical, specific language advance social justice missions? 

    In ceding ground on critical infrastructure that centers justice, the universities that are caving are violating a number of historian and author Timothy Snyder’s 20 lessons from the 20th century for fighting tyranny.  

    The first lesson is: “Do not obey in advance.” Many of these changes are not required. Rather, universities are making decisions to comply in advance in order to avoid potential future conflicts.  

    The second is: “Defend institutions.” The name changes and reorganizations convey that this infrastructure is not foundational to university work.  

    What Snyder doesn’t warn about is the loss of critical words that frame justice work.  

    The swift dismantling of the infrastructures that had been advancing social justice goals, especially those secured during the recent responses to racial injustice in the United States and the global pandemic, has been breathtaking.

    This is personal to me. Over the 15 years since I was hired as a professor and community health equity researcher at Chicago’s only public research institution, the university deepened its commitment to social justice by investing resources to address systemic inequities. 

    Directors were named, staff members hired. Missions were carefully curated. Funding mechanisms were announced to encourage work at the intersections of the roots of injustices. Award mechanisms were carefully worded to describe what excellence looks like in social justice work.  

    Now, one by one, this infrastructure is being deconstructed.  

    The University of Illinois Chicago leadership recently announced that the Office of the Vice Chancellor for Equity and Diversity will be renamed and reoriented as the Office of the Vice Chancellor for Engagement. The explanation noted that this change reflects a narrowed dual focus: engaging internally within the university community and externally with the City of Chicago. 

    This concept of university engagement efforts as two sides of one coin oversimplifies the complexity of the authentic, reciprocal relationship development required by the university to achieve equity goals.  

    As a community engagement scientist, I feel a major loss and unsettling alarm from the renaming of “Equity and Diversity” as “Engagement.” I’ve spent two decades doing justice-centered, community-based participatory research in Chicago neighborhoods with community members. It is doubtful that the work can remain authentic if administrators can’t stand up enough to keep the name. 

    As a professor of public health, I train graduate students on the importance of language and naming. For example, people in low-income neighborhoods are not inherently “at risk” for poor health but rather are exposed to conditions that impact their risk level and defy health equity. Health is “a state of complete physical, mental and social well-being,” while health equity is “the state in which everyone has the chance to attain full health potential.” Changing the emphasis from health equity to health focuses the system’s lens on the individual and mutes population impact.  

    Similarly, changing the language around DEI offices is a huge deal. It is the beginning of the end. Pretending it is not is complicity.

  • The Trump administration’s biggest impact on education in 2025

    Even with a conservative think tank’s blueprint detailing how the second Trump administration should reimagine the federal government’s role in education, few might have predicted what actually materialized this year for America’s schools and colleges. 

    Or what might be yet to come. 

    “2025 will go down as a banner year for education: the year we restored merit in higher education, rooted out waste, fraud and abuse, and began in earnest returning education to the states,” Education Secretary Linda McMahon told The Hechinger Report. She listed canceling K-12 grants she called wasteful, investing more in charter schools, ending college admissions that consider race or anything beyond academic achievement and making college more affordable as some of the year’s accomplishments. 

    “Best of all,” she said, “we’ve begun breaking up the federal education bureaucracy and returning education control to parents and local communities. These are reforms conservatives have championed for decades — and in just 12 months, we’ve made them a reality.”

    McMahon’s characterization of the year is hardly universal. Earlier this month, Senate Democrats, led by independent Sen. Bernie Sanders, called out some of the administration’s actions this year. They labeled federal changes, especially plans to divide the Education Department’s duties across the federal government, dangerous and likely to cause chaos for schools and colleges. 

    “Already, this administration has cancelled billions of dollars in education programs, illegally withheld nearly $7 billion in formula funds, and proposed to fully eliminate many of the programs included in the latest transfer,” the senators wrote in a letter to Republican Sen. Bill Cassidy, chair of the committee that oversees education. “In our minds, that is unacceptable.” 

    So, what really happened to education this year? It was almost impossible for the average observer to keep track of the array of changes across colleges and universities, K-12 schools, early education and education research — and what it has all meant. This is a look back at how the education world was transformed.

    Higher education

    The administration was especially forceful in the higher education arena. It used measures including antidiscrimination law to quickly freeze billions of dollars in higher education research funding, interrupting years-long medical studies and coercing Columbia, Brown, Northwestern and other institutions into handing over multimillion-dollar payments and agreeing to policy changes demanded by the administration.

    A more widespread “compact” promising preference for federal funding to universities that agreed to largely ideological principles had almost no takers. But in the face of government threats, universities and colleges scrapped diversity, equity and inclusion, or DEI, programs that provided support based on race and other characteristics, and banned transgender athletes from competing on teams corresponding to genders other than the ones they were assigned at birth.

    As the administration unleashed its set of edicts, Republicans in Congress also expanded taxes on college and university endowments. And the One Big Beautiful Bill Act made other big changes to higher education, such as limiting graduate student borrowing and eliminating certain loan forgiveness programs. That includes public service loan forgiveness for graduates who take jobs with organizations the administration designated as having a “substantial illegal purpose” because they help refugees or transgender youth. In response, states, cities, labor unions and nonprofits immediately filed suit, arguing that the rule violated the First Amendment. 

    The administration has criticized universities, colleges and liberal students for curbing the speech of conservatives by shouting them down or blocking their appearances on campuses. However, it proceeded to revoke the visas of and begin deportation proceedings against international students who joined protests or wrote opinions criticizing Israeli actions in Gaza and U.S. government policy there.  

    Meanwhile, emboldened legislatures and governors in red states pushed back on what faculty could say in classrooms. College presidents including James Ryan at the University of Virginia and Mark Welsh III at Texas A&M were forced out in the aftermath of controversies over these issues. — Jon Marcus

    K-12 education

    Since Donald Trump returned to office earlier this year, K-12 schools have lost millions of dollars in sweeping cuts to federal grants, including money that helped schools serve students who are deaf or blind, grants that bolstered the dwindling rural teacher workforce and funding for Wi-Fi hotspots

    Last summer, the Trump administration briefly froze billions of dollars in federal funding for schools on June 30, one day before districts would typically apply to receive it. Although the money was restored in late July, some school leaders said they no longer felt confident they’ll receive all expected federal funds next year. And they are braced for more cuts to federal budgets as the U.S. Department of Education is dismembered.

    That process, as well as the end goal of returning the department’s responsibilities to the states, has raised uncertainty about whether federal money will continue to be earmarked for the same purposes. If the state of Illinois is in charge of federal funding for every school in the state, said Todd Dugan, superintendent of a rural Illinois district, will rural schools still get money to boost student achievement or will the state decide there are more pressing needs?  

    Even as the Trump administration attempts to push more control over education to the states, it has aggressively expanded federal power over school choice and transgender student rights in public schools. The One Big Beautiful Bill Act will create a federal school voucher program, allowing taxpayers to donate up to $1,700 for scholarships that families can use to pay for private school. The program won’t start until 2027, and states can choose whether to participate — setting up potentially divisive fights over new money for education in Democratic-controlled states. 

    Already, some Democratic-led states have come to the defense of schools in funding and legal fights with the federal government over transgender athletes participating in sports. The U.S. departments of Education and Justice launched a special investigations team to look into complaints of Title IX violations, targeting school districts and states that don’t restrict accommodations or civil rights protections for transgender students. Legal experts expect the U.S. Supreme Court to ultimately decide how Title IX — a federal law that prohibits sex discrimination in education — applies to public schools.

    The federal government directly runs just two systems of schools — one for military families and the other for children of tribal nations. In an executive order signed in January, the president directed both systems to offer parents a portion of federal funding allocated to their children to attend private, religious or charter schools. 

    And as part of the dismantling of the federal Education Department, the Interior Department — which oversees 183 tribal schools across nearly two dozen states — will assume greater control of Indian education programs. In addition to rolling out school choice at its campuses, the department will take over Indian education grants to public schools across the country, Native language programs, Alaska Native and Native Hawaiian programs, tribally controlled colleges and universities, and many other institutions. — Ariel Gilreath and Neal Morton

    Early education

    Early education was not at the top of Trump’s agenda when he returned to office. On the campaign trail, when asked if he would support legislation to make child care affordable, he gave an unfocused answer, suggesting tariff revenue could be tapped to bring down costs. Asked a similar question, Vice President JD Vance suggested that care by family members was one potential solution to child care shortages. 

    However, many of the administration’s actions, including cuts to the government workforce and grants, have affected children who depend on federal support. In April, the administration abruptly closed five of 10 regional offices supporting Head Start, the free, federally funded early childhood program for children from low-income families. Head Start program managers worried they would be caught up in a freeze on grant funding that affected all agencies. Even though administration officials said funds would keep flowing to Head Start, some centers reported having problems drawing down their money. The prolonged government shutdown, which ended Nov. 12 after 43 days, also forced some Head Start programs to temporarily close

    Though the shutdown is over, Head Start advocates are still worried. Many of the administration’s actions have been guided by the Project 2025 policy document created by the conservative Heritage Foundation. Project 2025 calls for eliminating Head Start, which serves about 715,000 children from birth to age 5, for a savings of about $12 billion a year. 

    The One Big Beautiful Bill Act contained some perks for parents, including an increase in the child tax credit from $2,000 to $2,200. The bill also created a new program called Trump accounts: Families can contribute up to $5,000 each year until a child turns 18, at which point the Trump account will turn into an individual retirement account. For children born between Jan. 1, 2025, and Dec. 31, 2028, the government will provide a $1,000 bonus. Billionaires Michael and Susan Dell have also promised to contribute $250 to the account of each child ages 10 and under who lives in a ZIP code with a median household income of $150,000 or less.

  • OPINION: Workforce Pell can lead to good jobs for students if they get the support needed for long-term success – The Hechinger Report

    Ohio resident Megan Cutright lost her hospitality job during the pandemic. At her daughter’s urging, she found her way to Lorain County Community College in Ohio and onto a new career path.  

    Community colleges will soon have a new opportunity to help more students like Megan achieve their career goals. Starting next summer, federal funds will be available through a program known as Workforce Pell, which extends federal aid to career-focused education and training programs that last between eight and 15 weeks. 

    Members of Congress advocating for Pell Grants to cover shorter programs have consistently highlighted Workforce Pell’s potential, noting that the extension will lead to “good-paying jobs.”  

    That could happen. But it will only happen if states and colleges thoughtfully consider the supports students need for success.  

    This is important, because helping students pay for workforce programs is not enough. They also need support and wraparound services, much like the kind Megan was offered at Lorain, where her program followed an evidence-based model known as ASAP that assigns each student a career adviser.

    Megan’s adviser “helped me from day one,” she said, in a story posted on the college’s website. “I told her I was interested in the radiologic technology program but that I had no idea where to start. We just did everything together.”  

    Megan went on to secure a job as an assistant in the radiology department at her local hospital, where she had interned as a student. She knew what steps she needed to take because her community college supported and advised her, using an evidence-backed practice, illustrating something we have learned from the experience of the community colleges that use the ASAP model: Support is invaluable.  

    Megan also knew that her path to a full-time position in radiologic technology required her to pass a licensure test — scheduled for four days after graduation.  

    The students who will enroll in Workforce Pell programs deserve the same careful attention. To ensure that Workforce Pell is effective for students, we should follow the same three critical steps that helped drive the expansion of ASAP and brought it to Megan’s college: (1) experiment to see what works, (2) collect and follow the data and (3) ensure that colleges learn from each other to apply what works. 

    Before ASAP was developed, the higher education community had some ideas about what might work to help students complete their degrees and get good jobs. When colleges and researchers worked together to test these ideas and gathered reliable data, though, they learned that those strategies only helped students at the margins. 

    There was no solid evidence about what worked to make big, lasting improvements in college completion until the City University of New York (CUNY) worked with researchers at MDRC to test ASAP and its combination of longer-lasting strategies. They kept a close eye on the data and learned that while some strategies didn’t produce big effects on their own, the combined ASAP approach resulted in significant improvements in student outcomes, nearly doubling the three-year college completion rate.  

    CUNY and MDRC shared what they learned with higher education leaders and policymakers, inspiring other community colleges to try out the model. Those colleges started seeing results too, and the model kept spreading. Today, ASAP is used in more than 50 colleges in seven states. And it’s paying off — in Ohio, for example, students who received ASAP services ended up earning significantly more than those who did not. 

    That same experimentation and learning mindset will be needed for Workforce Pell, because while short-term training can lead to good careers, it’s far from guaranteed.  

    For example, phlebotomy technician programs are popular, but without additional training or credentials they often don’t lead to jobs that pay well. Similarly, students who complete short-term programs in information technology, welding and construction-related skills can continue to acquire stackable credentials that substantially increase their earning potential, although that also doesn’t happen automatically. The complexity of the credentialing marketplace can make it impossible for students and families to assess programs and make good decisions without help.

    A big question for Workforce Pell will be how to make sure students understand how to get onto a career path and continue advancing their wider career aspirations. Workforce Pell grants are designed to help students with low incomes overcome financial barriers, but these same students often face other barriers.  

    That’s why colleges should experiment with supports like career advising to help students identify stepping-stones to a good career, along with placement services to help them navigate the job market. In addition, states must expand their data collection efforts to formally include noncredit programs. Some, including Iowa, Louisiana and Virginia, have already made considerable progress linking their education and workforce systems.  

    Offering student support services and setting up data systems requires resources, but Workforce Pell will bring new funds to states and colleges that are currently financing job training programs. Philanthropy can also help by providing resources to test out what works best to get students through short-term programs and onto solid career paths.  

    Sharing what works — and what doesn’t — will be critical to the success of Workforce Pell in the long-term. The same spirit of learning that fueled innovation around the ASAP model should be embedded in Workforce Pell from the start.

  • In a year that shook the foundations of education research, these 10 stories resonated in 2025

    This year, a lot of my reporting focused on the dismantling of federally funded education research and statistics inside the Department of Education. (If you want the full post-mortem, you can read my year-end recap.) But 2025 wasn’t only about watchdog work. Week after week, I also dug into new studies that reveal what is and what isn’t working in American classrooms.

    When I look back at the most-read stories, the pattern is unmistakable. You were hungry for clarity on special education, reading instruction, cellphones in schools and, of course, AI. Here are the 10 Proof Points that cut through the noise in 2025.

    1. Top scholar says evidence for special education inclusion is ‘fundamentally flawed’

    Analysis of 50 years of research argues that there isn’t strong evidence for the academic advantages of placing children with disabilities in general education classrooms

    In this story, I explained how the vast majority of research on inclusion is marred by a methodological problem called “selection bias.” Children with less severe disabilities are more likely to be allowed to remain in the general education classroom and it shouldn’t surprise anyone that their academic outcomes are better than children with more severe disabilities. 

    The story elicited a torrent of reader comments, both for and against, and was reprinted in publications around the world, including Australia.

    2. Reading comprehension loses out in the classroom

    New study says few teachers use methods tested by years of research

    School systems around the country are embracing more phonics instruction to help kids learn to read, but helping them understand what they read remains a big nut to crack. This Harvard study, about how little time teachers spend on reading comprehension, struck a chord. So did related columns on debates about what the evidence says for teaching reading comprehension. One of those was about how to teach kids to identify the main idea, and the other was about the importance of building background knowledge

    3. Cellphone bans can help kids learn — but Black students are suspended more as schools make the shift

    Analysis of Florida school district after 2023 classroom cellphone restrictions shows reading and math test score gains

    This story highlighted a double-edged outcome: slight academic improvements following Florida’s cellphone bans, and a disproportionate rise in suspensions for Black students. The most fascinating part, for me, was learning that student cellphone usage in schools can be tracked through private businesses that collect and analyze cellphone data.

    4. Tutoring was supposed to save American kids after the pandemic. The results? ‘Sobering’

    Logistics made it difficult to deliver the amount of tutoring that could produce a real difference

    Education research has never produced clearer, more overwhelming evidence for a solution that really moves the needle for students. Yet, tutoring didn’t work as well as hoped. This self-reflective study by tutoring proponents explains what went wrong after tutoring went nationwide in America, and it sheds light on why large-scale educational reform is so challenging. 

    5. Writing notes instead of typing pits scholars against each other

    A widely cited neuroscience study is contested

    Absenteeism is arguably the most important problem in education at the moment. I was surprised to learn that everyone, not just low-achieving or poor students, is skipping a lot more school. Also, I recommend this companion story about solutions that are working. 

    10. A researcher’s view on using AI to become a better writer

    Rethinking praise lavished by chatbots and knowing when to ask ChatGPT for help instead of a handout

    All students can use this news on how to make the most of AI. One approach, getting feedback on a rough draft, already has evidence behind it. A second approach, on using AI to create a model essay, is worth testing.

  • OPINION: Funding high-quality teacher preparation programs should be the highest priority for policymakers

    By dismantling the Department of Education, the Trump administration claims to be returning control of education to the states. 

    And while states and local school districts are doing their best to understand the new environments they are working in, they have an opportunity amidst the chaos to focus on what is most essential and prioritize how education dollars are spent.  

    That means recruiting and retaining more well-prepared teachers with their new budget autonomy. Myriad factors affect student learning, but research shows that the primary variable within a school’s control is the teacher. Other than parents, teachers are the adults who spend the most time with our children. Good teachers have been shown to singularly motivate students.  

    And that’s why, amidst the chaos of our current education politics, there is great opportunity. 

    Until recently, recruiting, preparing and retaining enough great teachers has not been a priority in policy or funding choices. That has been a mistake, because attracting additional teachers and preparing them to be truly excellent is arguably the single biggest lever policymakers can use to demonstrate their commitment to high-quality public schools.

    Great teachers, especially whole schools full of great teachers, do not just happen. We develop them through quality preparation and meaningful opportunities to practice the profession. When teachers are well-prepared, students thrive. Rigorous teacher preparation translates into stronger instruction, higher K-12 student achievement and a more resilient, equitable education system

    Teachers, like firefighters and police officers, are public servants. We rightly invest public dollars to train firefighters and police officers because their service is essential to the safety and well-being of our communities. Yet teachers — who shape our future through our kids — are too often asked to shoulder the costs of their own preparation. 

    Funding high-quality teacher preparation should be as nonnegotiable as funding other vital public service professions, especially because we face a teacher shortage — particularly in STEM fields, special education and rural and urban schools.  

    This is in no small part because many potential teaching candidates cannot afford the necessary education and credentialing. 

    Our current workforce systems were not built for today’s teaching candidates. They were not designed to support students who are financially vulnerable, part-time or first-generation, or those with caregiving responsibilities.  

    Yet the majority of tomorrow’s education workforce will likely come from these groups, all of whom have faced systemic barriers in accumulating the generational wealth needed to pursue degrees in higher education. 

    Some states have responded to this need by developing strong teacher development pathways. For example, California has committed hundreds of millions to growing the teacher pipeline through targeted residency programs and preparation initiatives, and its policies have enabled it to recruit and support more future teachers, including greater numbers of educators from historically underrepresented communities. 

    Pennsylvania has created more pathways into the education field with expedited credentialing and apprenticeships for high school students, and is investing millions of dollars in stipends for student teachers. 

    It has had success bringing more Black candidates into the teaching profession, which will likely improve student outcomes: Black boys from low-income families who have a Black teacher in third through fifth grades are 18 percent more interested in pursuing college and 29 percent less likely to drop out of high school, research shows. Pennsylvania also passed a senate bill﷟HYPERLINK “https://www.senatorhughes.com/big-win-in-harrisburg-creating-the-teacher-diversity-pipeline/” that paved the way for students who complete high school courses on education and teaching to be eligible for career and technical education credits. 

    At least half a dozen other states also provide various degrees of financial support for would-be teachers, including stipends, tuition assistance and fee waivers for credentialing.  

    One example is a one-year teacher residency program model, which recruits and prepares people in historically underserved communities to earn a mster’s degree and teaching credential.

    Opening new pathways to teaching by providing financial support has two dramatic effects. First, when teachers stay in education, these earnings compound over time as alumni become mentor teachers and administrators, earning more each year.  

    Second, these new pathways can also improve student achievement, thanks to policies that support new teachers in rigorous teacher education programs

    For example, the Teaching Academy model, which operates in several states, including Pennsylvania, New York and Michigan, attracts, cultivates and supports high school students on the path to becoming educators, giving schools and districts an opportunity to build robust education programs that serve as strong foundations for meaningful and long-term careers in education, and providing aspiring educators a head start to becoming great teachers. Participants in the program are eligible for college scholarships, professional coaching and retention bonuses.  

    California, Pennsylvania and these other states have begun this work. We hope to encourage other state lawmakers to seize the opportunities arising from recent federal changes and use their power to invest in what matters most to student achievement —teachers and teacher preparation pathways.

  • TEACHER VOICE: I didn’t think I needed the help or advice, but a new literacy teaching coach from afar gave me the self-confidence I lacked

    I was the only guy in my education classes at Missouri State University, and until this year I was the only male out of nearly 100 teachers in my school. My approach to teaching is very different, and more often than not was met with a raised brow rather than a listening ear.  

    I teach kindergarten, and there are so few men in early childhood education that visitors to my classroom tend to treat me like a unicorn. They put me in a box of how I am “supposed” to be as a male in education without knowing the details of my approach to teaching.  

    As a result, I’d grown skeptical about receiving outside help. When someone new came into my classroom to provide unsolicited “support,” my immediate thought was always, “OK, great, what are they going to cook up? What are they trying to sell me?” I’d previously had former high school administrators come into my classroom to offer support, but they didn’t have experience with the curriculum I used or with kindergarten. The guidance was well-intentioned, but not relevant.

    My entire view of getting help and support changed when Ashley Broadnax, a literacy coach from New Orleans, nearly 700 miles away, came into my class in St. James, Missouri, population 3,900. Ashley works for The New Teacher Project, or TNTP, a nonprofit aiming to increase students’ economic and social mobility. Once a month for a full academic year, she came in to help us transition to a “science of reading” approach, as part of a special pilot program, the Rural Schools Early Literacy Collaborative. 

    I never thought I would love having a literacy coach and their feedback, but I now believe it is something that can work for many teachers. I hope that as Missouri and other states transition to new ways of teaching reading, more coaches will be available for others who could use the support. The state says that over 15,000 teachers may get trained in the science of reading to help build our knowledge of how children learn to read and what type of instruction is most effective.  

    Ashley had used the curriculum herself and was on hand to provide timely support. This was the first time I received relevant feedback from a former teacher who had firsthand experience with the lessons I was leading.  

    It completely changed my approach and my students’ learning. Although I come from a family of teachers — my mom, grandma and brother all taught — I had started teaching two weeks out of college, and I wasn’t familiar with the new reading curriculum and didn’t have a lot of self-confidence. 

    When Ashley came in for the very first visit, I knew working with her was going to be different. Even though she had never been to St. James, she was sensitive to the rural context where I’ve spent all my life. We’re 90 minutes southwest of St. Louis and a little over an hour southeast of Jefferson City, the state capital. In St. James, you may see a person on a horse riding past a Tesla a few times a year. I’ve seen this world of extremes play out in school open houses and in the learning gaps that exist in my kindergarten classroom.  

    Ashley had researched our community and was open to learning more about our nuances and teaching styles. She was also the first coach I’d met who actually had taught kindergarten, so she knew what worked and what didn’t. As a young teacher with a significant number of students with special needs, I really appreciated this.

    Ashley provided me with a pathway to follow the new curriculum while also maintaining my unique approach to teaching. Everything came from a place of ensuring that teachers have what they need to be successful, rather than an “I know better than you do” attitude. She would let me know “I loved how you did this” and she’d ask, “Can you extend it in this way?” or tell me, “This was great, here’s how you can structure it a bit further.” 

    Not everything she did to help was profound. But her little tips added up. For example, the curriculum we used came with 10 workbooks for each student as well as stacks of literature, and I needed help integrating it into my lessons.  

    I soon noticed a shift in my ability to teach. I was learning specific ways to help students who were on the cusp of catching on, along with those who weren’t getting it at all.  

    Throughout the course of the year, we saw how our students were more quickly achieving proficiency in English language arts. In my school, according to the Missouri Department of Elementary and Secondary Education, the percentage of kindergartners reading on grade level went from 82 percent in the fall to 98 percent in the spring; the percentage of first graders on grade level went from 41 percent to 84 percent.  

    There were similar gains across the other schools in my county participating in the pilot program; one school had all of its kindergarten and first grade students demonstrate growth on reading assessments. Those students, on average, made gains that were more than double typical annual growth, TNTP found. 

    I attribute a great deal of this progress to the support from Ashley and her peers. I know I am a better educator and teacher for my students. Her support has made a change for the better in my grade and classroom.

  • OPINION: It will take patience and courage to fix K-12 education without the Department of Education

    The Trump administration’s dismantling of the U.S. Department of Education this week provides a rare opportunity to rethink our current top-down approach to school governance.

    We should jump on it. It’s not sexy to talk about governance, but we can’t fix K-12 education until we do so, no matter how we feel about the latest changes.

    Since the Department of Education opened in 1980, we’ve doubled per-pupil spending, and now spend about twice as much per student as does the average country in the European Union. Yet despite that funding — and the reforms, reports and technologies introduced over the past 45 years — U.S. students consistently underperform on international benchmarks. And people are opting out: 22 percent of U.S. district students are now chronically absent, while record numbers of families are opting out of those schools, choosing charters, private schools and homeschooling.

    Most federal and state reform approaches have been focused on curricular standards and have accomplished little. The many billions spent on the Common Core standards coincided with — or triggered — a 13-year decline in academic performance. The underlying principles of the standards movement — that every student should learn the same things at the same time, that we know what those things are and that they don’t change over time — have made our schools even less compelling while narrowing instruction to what gets tested.

    We need to address the real problem: how federal, state and district rules combine to create a dense fog of regulations and directives that often conflict or constrain one another. Educators are losing a rigged game: It’s not that they’re doing the wrong things, it’s that governance makes them unresponsive, bureaucratic, ineffective and paralyzed — can you name an industry that spends less on research and development?

    Fixing governance won’t be simple, but it shouldn’t take more than 13 years to do it: three years to design a better system of state governance and 10 more to thoroughly test and debug it.

    I would start by bringing together experts from a variety of disciplines, ideally at a new “Center for K-12 Governance” at a university’s school of education or school of public policy, and give them three years to think through a comprehensive set of state laws and regulations to manage schools.

    The center would convene experts from inside and outside of education, in small groups focused on topics including labor, funding, data, evaluation, transportation, construction, athletics, counseling, technology, curricula and connections to higher education and the workforce. Its frameworks would address various educational and funding alternatives currently in use, including independent, charter and parochial schools, home schooling and Education Savings Accounts, all of which speak to the role of parents in making choices about their children’s education.

    Each group would start with the questions and not the answers, and there are hundreds of really interesting questions to be considered: What are the various goals of our K-12 schools and how do we authentically measure schools against them? What choices do we give parents, and what information might help them make the right decisions for their kids? How do we allow for new approaches to attract, support and pay great teachers and administrators? How does money follow each student? What data do we collect and how do we use it?

    After careful consideration, the center would hand its proposed statutes to a governor committed to running a long-term pilot to fully test the model. He or she would create a small alternative department of education, which would oversee a few hundred volunteer schools matched to a control group of similar schools running under the state’s legacy regime; both groups would include schools with a range of demographic and performance profiles. The two systems could run side by side for up to a decade.

    Each year, the state would assess the two departments’ performance against metrics like graduation and college-completion rates, teacher retention, income trajectories, civic participation, student and parent satisfaction, and, yes, NAEP scores. Under intense scrutiny by interested parties, both groups would be free to tweak their playbooks and evaluate solutions against a range of real-world outcomes. Once definitive longitudinal data comes in, the state would shutter one department and move the governance of its schools over to the other, perhaps launching a new test with an even better system.

    This all may seem like a lot of work, but it’s a patient approach to a root problem. Schools remain the nation’s most local public square; they determine income mobility, civic health and democratic resilience. If we fail to rewire the system now to support them properly, we guarantee their continued decline, to the detriment of students and society. Instead of celebrating students, teachers and principals who succeed despite the odds, we should address why we made those odds so steep.

    That’s why we should use this moment to draft and test something audacious, and give the next Supreme Court a happier education case to decide: how to retire a legacy system that finally lost a fair fight.

  • Advocates warn of risks to higher ed data if Education Department is shuttered

    Even with the government shut down, lots of people are thinking about how to reimagine federal education research. Public comments on how to reform the Institute of Education Sciences (IES), the Education Department’s research and statistics arm, were due on Oct. 15. A total of 434 suggestions were submitted, but no one can read them because the department isn’t allowed to post them publicly until the government reopens. (We know the number because the comment entry page has an automatic counter.)

    A complex numbers game 

    There’s broad agreement across the political spectrum that federal education statistics are essential. Even many critics of the Department of Education want its data collection efforts to survive — just somewhere else. Some have suggested moving the National Center for Education Statistics (NCES) to another agency, such as the Commerce Department, where the U.S. Census Bureau is housed.

    But Diane Cheng, vice president of policy at the Institute for Higher Education Policy, a nonprofit organization that advocates for increasing college access and improving graduation rates, warns that shifting NCES risks the quality and usefulness of higher education data. Any move would have to be done carefully, planning for future interagency coordination, she said.

    “Many of the federal data collections combine data from different sources within ED,” Cheng said, referring to the Education Department. “It has worked well to have everyone within the same agency.”

    She points to the College Scorecard, the website that lets families compare colleges by cost, student loan debt, graduation rates, and post-college earnings. It merges several data sources, including the Integrated Postsecondary Education Data System (IPEDS), run by NCES, and the National Student Loan Data System, housed in the Office of Federal Student Aid. Several other higher ed data collections on student aid and students’ pathways through college also merge data collected at the statistical unit with student aid figures. Splitting those across different agencies could make such collaboration far more difficult.

    “If those data are split across multiple federal agencies,” Cheng said, “there would likely be more bureaucratic hurdles required to combine the data.”

    Information sharing across federal agencies is notoriously cumbersome, the very problem that led to the creation of the Department of Homeland Security after 9/11.

    Hiring and $4.5 million in fresh research grants

    Even as the Trump administration publicly insists it intends to shutter the Department of Education, it is quietly rebuilding small parts of it behind the scenes.

    In September, the department posted eight new jobs to replace fired staff who oversaw the National Assessment of Educational Progress (NAEP), the biennial test of American students’ achievement. In November, it advertised four more openings for statisticians inside the Federal Student Aid Office. Still, nothing is expected to be quick or smooth. The government shutdown stalled hiring for the NAEP jobs, and now a new Trump administration directive to form hiring committees by Nov. 17 to approve and fill open positions may further delay these hires.

    At the same time, the demolition continues. Less than two weeks after the Oct. 1 government shutdown, 466 additional Education Department employees were terminated — on top of the roughly 2,000 lost since March 2025 through firings and voluntary departures. (The department employed about 4,000 at the start of the Trump administration.) A federal judge temporarily blocked these latest layoffs on Oct. 15.

    There are also other small new signs of life. On Sept. 30 — just before the shutdown — the department quietly awarded nine new research and development grants totaling $4.5 million. The grants, listed on the department’s website, are part of a new initiative called, “From Seedlings to Scale Grants Program” (S2S), launched by the Biden administration in August 2024 to test whether the Defense Department’s DARPA-style innovation model could work in education. DARPA, the Defense Advanced Research Projects Agency, invests in new technologies for national security. Its most celebrated project became the basis for the internet. 

    Each new project, mostly focused on AI-driven personalized learning, received $500,000 to produce early evidence of effectiveness. Recipients include universities, research organizations and ed tech firms. Projects that show promise could be eligible for future funding to scale up with more students.

    According to a person familiar with the program who spoke on background, the nine projects had been selected before President Donald Trump took office, but the formal awards were delayed amid the department’s upheaval. The Institute of Education Sciences — which lost roughly 90 percent of its staff — was one of the hardest hit divisions.

    Granted, $4.5 million is a rounding error compared with IES’s official annual budget of $800 million. Still, these are believed to be the first new federal education research grants of the Trump era and a faint signal that Washington may not be abandoning education innovation altogether.

  • OPINION: The new AI tools are fast but can’t replace the judgment, care and cultural knowledge teachers bring to the table

    The year I co-taught world history and English language arts with two colleagues, we were tasked with telling the story of the world in 180 days to about 120 ninth graders. We invited students to consider how texts and histories speak to one another: “The Analects” as imperial governance, “Sundiata” as Mali’s political memory, “Julius Caesar” as a window into the unraveling of a republic. 

    By winter, our students had given us nicknames. Some days, we were a triumvirate. Some days, we were Cerberus, the three-headed hound of Hades. It was a joke, but it held a deeper meaning. Our students were learning to make connections by weaving us into the histories they studied. They were building a worldview, and they saw themselves in it. 

    Designed to foster critical thinking, this teaching was deeply human. It involved combing through texts for missing voices, adapting lessons to reflect the interests of the students in front of us and trusting that learning, like understanding, unfolds slowly. That labor can’t be optimized for efficiency. 

    Yet, today, there’s a growing push to teach faster. Thousands of New York teachers are being trained to use AI tools for lesson planning, part of a $23 million initiative backed by OpenAI, Microsoft and Anthropic. The program promises to reduce teacher burnout and streamline planning. At the same time, a new private school in Manhattan is touting an AI-driven model that “speed-teaches” core subjects in just two hours of instruction each day while deliberately avoiding politically controversial issues. 

    Marketed as innovation, this stripped-down vision of education treats learning as a technical output rather than as a human process in which students ask hard questions and teachers cultivate the critical thinking that fuels curiosity. A recent analysis of AI-generated civics lesson plans found that they consistently lacked multicultural content and prompts for critical thinking. These AI tools are fast, but shallow. They fail to capture the nuance, care and complexity that deep learning demands.

    When I was a teacher, I often reviewed lesson plans to help colleagues refine their teaching practices. Later, as a principal in Washington, D.C., and New York City, I came to understand that lesson plans, the documents connecting curriculum and achievement, were among the few steady examples of classroom practice. Despite their importance, lesson plans were rarely evaluated for their effectiveness.  

    When I wrote my dissertation, after 20 years of working in schools, lesson plan analysis was a core part of my research. Analyzing plans across multiple schools, I found that the activities and tasks included in lesson plans were reliable indicators of the depth of knowledge teachers required and, by extension, the limits of what students were asked to learn. 

    Reviewing hundreds of plans made clear that most lessons rarely offered more than a single dominant voice — and thus confined both what counted as knowledge and what qualified as achievement. Shifting plans toward deeper, more inclusive student learning required deliberate effort to incorporate primary sources, weave together multiple narratives and design tasks that push students beyond mere recall. 

     I also found that creating the conditions for such learning takes time. There is no substitute for that. Where this work took hold, students were making meaning, seeing patterns, asking why and finding themselves in the story. 

    That’s the transformation AI can’t deliver. When curriculum tools are trained on the same data that has long omitted perspectives, they don’t correct bias; they reproduce it. The developers of ChatGPT acknowledge that the model is “skewed toward Western views and performs best in English” and warn educators to review its content carefully for stereotypes and bias. Those same distortions appear at the systems level — a 2025 study in the World Journal of Advanced Research and Reviews found that biased educational algorithms can shape students’ educational paths and create new structural barriers. 

    Ask an AI tool for a lesson on westward expansion, and you’ll get a tidy narrative about pioneers and Manifest Destiny. Request a unit on the Civil Rights Movement and you may get a few lines on Martin Luther King Jr., but hardly a word about Ella Baker, Fannie Lou Hamer or the grassroots organizers who made the movement possible. Native nations, meanwhile, are reduced to footnotes or omitted altogether. 

    Curriculum redlining — the systematic exclusion or downplaying of entire histories, perspectives and communities — has already been embedded in educational materials for generations. So what happens when “efficiency” becomes the goal? Whose histories are deemed too complex, too political or too inconvenient to make the cut?

    None of this is theoretical. It’s already happening in classrooms across the country. Educators are under pressure to teach more with less: less time, fewer resources, narrower guardrails. AI promises relief but overlooks profound ethical questions. 

    Students don’t benefit from autogenerated worksheets. They benefit from lessons that challenge them, invite them to wrestle with complexity and help them connect learning to the world around them. That requires deliberate planning and professional judgment from a human who views education as a mechanism to spark inquiry. 

    Recently, I asked my students at Brandeis University to use AI to generate a list of individuals who embody concepts such as beauty, knowledge and leadership. The results, overwhelmingly white, male and Western, mirrored what is pervasive in textbooks.  

    My students responded with sharp analysis. One student created color palettes to demonstrate the narrow scope of skin tones generated by AI. Another student developed a “Missing Gender” summary to highlight omissions. It was a clear reminder that students are ready to think critically but require opportunities to do so.  

    AI can only do what it’s programmed to do, which means it draws from existing, stratified information and lags behind new paradigms. That makes it both backward-looking and vulnerable to reproducing bias.  

    Teaching with humanity, by contrast, requires judgment, care and cultural knowledge. These are qualities no algorithm can automate. When we surrender lesson planning to AI, we don’t just lose stories; we also lose the opportunity to engage with them. We lose the critical habits of inquiry and connection that teaching is meant to foster.

  • What research says about Mamdani and Cuomo’s education proposals

    New York City, where I live, will elect a new mayor Tuesday, Nov. 4. The two front runners — state lawmaker Zohran Mamdani, the Democratic nominee, and former Gov. Andrew Cuomo, running as an independent — have largely ignored the city’s biggest single budget item: education. 

    One exception has been gifted education, which has generated a sharp debate between the two candidates. The controversy is over a tiny fraction of the student population. Only 18,000 students are in the city’s gifted and talented program out of more than 900,000 public school students. (Another 20,000 students attend the city’s elite exam-entrance high schools.) 

    But New Yorkers are understandably passionate about getting their kids into these “gated” classrooms, which have some of the best teachers in the city. Meanwhile, the racial composition of these separate (some say segregated) classes — disproportionately white and Asian — is shameful. Even many advocates of gifted education recognize that reform is needed.

    Mamdani wants to end gifted programs for kindergarteners and wait until third grade to identify advanced students. Cuomo wants to expand gifted education and open up more seats for more children. 

    The primary justification for gifted programs is that some children learn so quickly that they need separate classrooms to progress at an accelerated pace. 

    But studies have found that students in gifted classrooms are not learning faster than their general education peers. And analyses of curricula show that many gifted classes don’t actually teach more advanced material; they simply group mostly white and Asian students together without raising academic rigor.

    In my reporting, I have found that researchers question whether we can accurately spot giftedness in 4- or 5-year-olds. My colleague Sarah Carr recently wrote about the many methods that have been used to try to identify young children with high potential, and how the science underpinning them is shaky. In addition, true giftedness is often domain-specific — a child might be advanced in math but not in reading, or vice versa — yet New York City’s system labels or excludes children globally rather than by subject. 

    Because of New York City’s size — it’s the nation’s largest public school system, even larger than 30 states — what happens here matters.

    Policy implications

    • Delaying identification until later grades, when cognitive profiles are clearer, could improve accuracy in picking students. 
    • Reforming the curriculum to make sure that gifted classes are truly advanced would make it easier to justify having them. 
    • Educators could consider ways for children to accelerate in a single subject — perhaps by moving up a grade in math or English classes. 
    • How to desegregate these classrooms, and make their racial/ethnic composition less lopsided, remains elusive.

    Size isn’t everything

    Another important issue in this election is class size. Under a 2022 state law, New York City must reduce class sizes to no more than 20 students in grades K-3 by 2028. (The cap will be 23 students per class in grades 4-8 and 25 students per class in high school.) To meet that mandate, the city will need to hire an estimated 18,000 new teachers.

    During the campaign, Mamdani said he would subsidize teacher training, offering tuition aid in exchange for a three-year commitment to teach in the city’s public schools. The idea isn’t unreasonable, but it’s modest — only $12 million a year, expected to produce about 1,000 additional teachers annually. That’s a small fraction of what’s needed.

    The bigger problem may be the law itself: Schools lack both physical space and enough qualified teachers. What parents want — small classes led by excellent, experienced educators — isn’t something the city can scale quickly. Hiring thousands of novices may not improve learning much, and will make the job of school principal, who must make all these hires, even harder.

  • Why one reading expert says ‘just-right’ books are all wrong

    Timothy Shanahan, a professor emeritus at the University of Illinois at Chicago, has spent his career evaluating education research and helping teachers figure out what works best in the classroom. A leader of the National Reading Panel, whose 2000 report helped shape what’s now known as the “science of reading,” Shanahan has long influenced literacy instruction in the United States. He also served on the National Institute for Literacy’s advisory board in both the George W. Bush and Barack Obama administrations.

    Shanahan is a scholar whom I regularly consult when I come across a reading study, and so I was eager to interview him about his new book, “Leveled Reading, Leveled Lives.” (Harvard Education Press, September 2025). In it, Shanahan takes aim at one of the most common teaching practices in American classrooms: matching students with “just-right” books.

    He argues that the approach — where students read different texts depending on their assessed reading level — is holding many children back. Teachers spend too much time testing students and assigning leveled books, he says, instead of helping all students learn how to understand challenging texts.

    “American children are being prevented from doing better in reading by a longstanding commitment to a pedagogical theory that insists students are best taught with books they can already read,” Shanahan writes in his book. “Reading is so often taught in small groups — not so teachers can guide efforts to negotiate difficult books, but to ensure the books are easy enough that not much guidance is needed.”

    Comprehension, he says, doesn’t grow that way.

    The trouble with leveled reading

    Grouping students by ability and assigning easier or harder books — a practice known as leveled reading — remains deeply embedded in U.S. schools. A 2018 Thomas B. Fordham Institute survey found that 62 percent of upper elementary teachers and more than half of middle school teachers teach at students’ reading level rather than at grade level.  

    That may sound sensible, but Shanahan says it’s not helping anyone and is even leading teachers to dispense with reading altogether. “In social studies and science, and these days, even in English classes,” he said in an interview, “teachers either don’t assign any readings or they read the texts to the students.” Struggling readers aren’t being given the chance — or the tools — to tackle complex material on their own.

    Instead, Shanahan believes all students should read grade-level texts together, with teachers providing more support for those who need it.

    “What I’m recommending is instructional differentiation,” he said in our interview. “Everyone will have the same instructional goal — we’re all going to learn to read the fourth-grade text. I might teach a whole-class lesson and then let some kids move on to independent work while others get more help. Maybe the ones who didn’t get it, read the text again with my support. By the end, more students will have reached the learning goal — and tomorrow the whole class can take on another text.”

    27 different ways

    Shanahan’s approach doesn’t mean throwing kids into the deep end without help. His book outlines a toolbox of strategies for tackling difficult texts, such as looking up unfamiliar vocabulary, rereading confusing passages, or breaking down long sentences. “You can tip over into successful reading 27 different ways,” he said, and he hopes future researchers discover many more. 

    He is skeptical of drilling students on skills like identifying the main idea or making inferences. “We’ve treated test questions as the skill,” he said. “That doesn’t work.”

    There is widespread frustration over the deterioration of American reading achievement, especially among middle schoolers. (Thirty-nine percent of eighth graders cannot reach the lowest of three achievement levels, called “basic,” on the National Assessment of Educational Progress.) But there is little agreement among reading advocates on how to fix the problem. Some argue that what children primarily need is more knowledge to grasp unfamiliar ideas in a new reading passage, but Shanahan argues that background knowledge won’t be sufficient or as powerful as explicit comprehension instruction. Other reading experts agree. Nonie Lesaux, dean of the Harvard Graduate School of Education who specializes in literacy in her own academic work, endorsed Shanahan’s argument in an October 2025 online discussion of the new book. 

    Shanahan is most persuasive in pointing out that there isn’t strong experimental evidence to show that reading achievement goes up more when students read a text at their individual level. By contrast, a 2024 analysis found that the most effective schools are those that keep instruction at grade level. Still, Shanahan acknowledges that more research is needed to pinpoint which comprehension strategies work best for which students and in which circumstances.

    Misunderstanding Vygotsky

    Teachers often cite the Russian psychologist Lev Vygotsky’s “zone of proximal development” to justify giving students books that are neither too easy nor too hard. But Shanahan says that’s a misunderstanding of Vygotsky’s work.

    Vygotsky believed teachers should guide students to learn challenging things they cannot yet do on their own, he said.

    He offers an analogy: a mother teaching her child to tie their shoes. At first, she demonstrates while narrating the steps aloud. Then the child does one step, and she finishes the rest. Over time, the mother gradually releases control and the child ties a bow on his own. “Leveled reading,” Shanahan said, “is like saying, ‘Why don’t we just get Velcro?’ This is about real teaching. ‘Boys and girls, you don’t know how to ride this bike yet, but I’m going to make sure you do by the time we’re done.’ ”

    Shanahan’s critique of reading instruction applies mainly from second grade onward, after children learn how to read and are focusing on understanding what they read. In kindergarten and first grade, when children are still learning phonics and how to decode the words on the page, the research evidence against small group instruction with different level texts isn’t as strong, he said. 

    Learning to read first – decoding – is important. Shanahan says there are rare exceptions to teaching all children at grade level. 

    “If a fifth grader still can’t read,” Shanahan said, “I wouldn’t make that child read a fifth-grade text.” That child might need separate instruction from a reading specialist.

    Advanced readers, meanwhile, can be challenged in other ways, Shanahan suggests, through independent reading time, skipping ahead to higher-grade reading classes, or by exploring complex ideas within grade-level texts.

    The role of AI — and parents

    Artificial intelligence is increasingly being used to rewrite texts for different difficulty levels. Shanahan is skeptical of that approach. Simpler texts, whether written by humans or generated by AI, don’t teach students to improve their reading ability, he argues.

    Still, he’s intrigued by the idea of using AI to help students “climb the stairs” by instantly modifying a single text to a range of reading levels, say, to third-, fifth- and seventh-grade levels, and having students read them in quick succession. Whether that boosts comprehension is still unknown and needs to be studied.

    AI might be most helpful to teachers, Shanahan suspects, to help point to a sentence or a passage that tends to confuse students or trip them up. The teacher can then address those common difficulties in class. 

    Shanahan worries about what happens outside of school: Kids aren’t reading much at all.

    He urges parents to let children read whatever they enjoy — regardless if it’s above or below their level — but to set consistent expectations. “Nagging may not be effective,” he said. “But you can be specific: ‘After dinner Thursday, read the first chapter. When you’re done, we’ll talk about it, and then you can play a computer game or go on your phone.’ ”

    Too often, he says, parents back down when kids resist. “They are the kids. We are the adults,” Shanahan said. “We’re responsible. Let’s step up and do what’s right for them.”

  • Teachers unions leverage contracts to fight climate change

    In Illinois, the Chicago Teachers Union won a contract with the city’s schools to add solar panels on some buildings and clean energy career pathways for students, among other actions. In Minnesota, the Minneapolis Federation of Educators demanded that the district create a task force on environmental issues and provide free metro passes for students. And in California, the Los Angeles teachers union’s demands include electrifying the district’s bus fleet and providing electric vehicle charging stations at all schools. 

    Those are among the examples in a new report on how unionized teachers are pushing their school districts to take action on the climate crisis, which is damaging school buildings and disrupting learning. The report — produced by the nonprofit Building Power Resource Center, which supports local governments and leaders, and the Labor Network for Sustainability, a nonprofit that seeks to unite labor and climate groups — describes how educators can raise demands for climate action when they negotiate labor contracts with their districts. By emphasizing the financial case for switching to renewable energy, educators can simultaneously act on climate change, improve conditions in schools and save districts money, it says. 

    As federal support and financial incentives for climate action wither, this sort of local action is becoming more difficult — but also more urgent, advocates say. Chicago Public Schools has relied on funding for electric buses that has been sunsetted by the Trump administration, said Jackson Potter, vice president of the Chicago Teachers Union. But the district is also seeking other local and state funding and nonprofit support.

    Bradley Marianno, an associate professor in the College of Education at the University of Nevada, Las Vegas, said that educator unions embracing climate action is part of a move started about 15 years ago in which more progressive unions — like those in Chicago, Los Angeles and elsewhere — focus on “collective good bargaining,” or advocating for changes that are good for their members but also the broader community. But this approach is unlikely to catch on everywhere: “The risk lies in members feeling that core issues like wages and working conditions are being overlooked in favor of more global causes,” he wrote in an email. 

    I recently caught up with Potter, the CTU vice president, about the report and his union’s approach to bargaining for climate action. Collaborating with local environmental and community groups, the Chicago Teachers Union ultimately succeeded in winning a contract that calls for identifying schools for solar panels and electrification, expanding indoor air quality monitoring, helping educators integrate climate change into their curriculum, and establishing training for students in clean energy jobs, among other steps. 

    This interview has been edited for length and clarity. 

    The report talks about contract negotiations being an underused — and effective — lever for demanding climate action. Why do you see that process as such an opportunity for climate action?

    On the local level, our schools are 84, 83 years old on average. There is lead paint, lead pipes, mold, asbestos, PCBs, all kinds of contamination in the HVAC system and the walls that require upgrades. By our estimate, the district needs $30 billion worth of upgrades, and right now I think they spend $500 million a year to just do patch-up work. We’re at a point where it’s a system fail of epic proportions if we can’t figure out a way to transition and make things healthier. And so if you’re going to do a roof repair, put solar on it, have independence from fossil fuels, clean air in areas that have faced environmental racism and contamination. 

    We’re also dealing with a legacy of discrimination and harm, and that is true of the nation. So how do we get out of this and also save the planet and also prevent greater climate events that further destabilize vulnerable communities and put people at risk? It made sense for us to use our contract as a path to do both things — deal with this local crisis that was screaming for new solutions and ideas, in a moment when the climate is on fire, literally.  

    How challenging was it to get educators to view climate issues as a priority? There are so many other things, around pay and other issues, on the table. 

    When we started, it almost felt like people in the membership, in the community, viewed it as a niche issue. Like, ‘Oh, isn’t that cute, you care about green technology.’ As we figured out how to think about it and talk about it and probe where people were having issues in their schools, it became really obvious that when you started talking about asbestos, lead and mold remediation — and helping communities that have been hit the hardest with cumulative impacts and carcinogens and how those things are present in schools — that became much more tangible. Or even quality food and lunch and breakfast for students who are low-income. It went from bottom of the list to top of the list, instantaneously. 

    Your contract calls for a number of climate-related actions, including green pathways for students and agreements with building trade unions to create good jobs for students. Tell me about that. 

    We’re trying to use the transformation of our facilities as another opportunity for families and students in these communities that have been harmed the most to get the greatest benefit from the transformation. So if we can install solar, we want our students to be part of that project on the ground in their schools, gaining the skills and apprenticeship credentials to become the electricians of the future. And using that as a project labor agreement [which establishes the terms of work on a certain project] with the trades to open doors and opportunities. The same goes for all the other improvements — whether it’s heat pumps, HVAC systems, geothermal. And for EV — we have outdated auto shop programming that’s exclusively based on the combustible engine reliant on fossil fuels, whereas in [the nearby city of] Belvidere they are building electric cars per the United Auto Workers’ new contract. Could we gain a career path on electric vehicles that allows students to gain that mechanical knowledge and insight and prepares them for the vehicles of the future? 

    The report talks about the Batesville School District in Arkansas that was able to increase teacher salaries because of savings from solar. Have you tried to make the case for higher teacher salaries because of these climate steps?  

    The $500 million our district allocates for facility upgrades annually comes out of the general fund, so we haven’t at all thought about it in terms of salary. We’ve thought about it in terms of having a school nurse, social worker, mental health interventions at a moment when there is so much trauma. We see this as a win-win: The fewer dollars the district has to spend on facility needs means the more dollars they can spend on instructional and social-emotional needs for students. In terms of the Arkansas model, it’s pretty basic. If you get off the fossil fuel pipelines and electric lines and you become self-sufficient, essentially, powering your own electric and heat, there is going to be a boon, particularly if there are up-front subsidies. 

    Math and climate change 

    When temperatures rise in classrooms, students have more trouble concentrating and their learning suffers — in math, in particular. That’s according to a new report from NWEA, an education research and testing company.

    The report, part of a growing body of evidence of the harms of extreme heat on student performance, found that math scores declined when outdoor temperatures on test days rose above 80 degrees Fahrenheit. Students in high-poverty schools, which are less likely to have air conditioning, saw declines up to twice as large as those in wealthier schools. 

    The learning losses grew as temperatures rose. Students who took tests on 101-degree days scored roughly 0.06 standard deviations below students who tested when temperatures were 60 degrees, the equivalent of about 10 percent of the learning a fifth grader typically gains in a school year. 

    It’s not entirely clear why student math scores suffer more than reading when temperatures rise. But Sofia Postell, an NWEA research analyst, said that on math tests, students must problem-solve and rely on their memories, and that kind of thinking is particularly difficult when students are hot and tired. Anxiety could be a factor too, she wrote in an email: “Research has also shown that heat increases anxiety, and some students may experience more testing anxiety around math exams.”

    The study was based on data from roughly 3 million scores on NWEA’s signature MAP Growth test for third to eighth graders in six states. 

    The report urged school, district and state officials to take several steps to reduce the effects of high heat on student learning and testing. Ideally, tests would be scheduled during times of the year when it wasn’t so hot, it said, and also during mornings, when temperatures are cooler. Leaders also need to invest in updating HVAC systems to keep kids cool. 

    “Extreme heat has already detrimentally impacted student learning and these effects will only intensify without action,” wrote Postell.

  • Cellphone bans can help kids learn — but Black students suspended at higher rates

    Thirty states now limit or ban cellphone use in classrooms, and teachers are noticing children paying attention to their lessons again. But it’s not clear whether this policy — unpopular with students and a headache for teachers to enforce — makes an academic difference. 

    If student achievement goes up after a cellphone ban, it’s tough to know if the ban was the reason. Some other change in math or reading instruction might have caused the improvement. Or maybe the state assessment became easier to pass. Imagine if politicians required all students to wear striped shirts and test scores rose. Few would really think that stripes made kids smarter.

    Two researchers from the University of Rochester and RAND, a nonprofit research organization, figured out a clever way to tackle this question by taking advantage of cellphone activity data in one large school district in Florida, which in 2023 became the first state to institute school cellphone restrictions. The researchers compared schools that had high cellphone activity before the ban with those that had low cellphone usage to see if the ban made a bigger difference for schools that had high usage. 

    Indeed, it did.

    Student test scores rose a bit more in high cellphone usage schools two years after the ban compared with schools that had lower cellphone usage to start. Students were also attending school more regularly. 

    The policy also came with a troubling side effect. The cellphone bans led to a significant increase in student suspensions in the first year, especially among Black students. But disciplinary actions declined during the second year. 

    “Cellphone bans are not a silver bullet,” said David Figlio, an economist at the University of Rochester and one of the study’s co-authors. “But they seem to be helping kids. They’re attending school more, and they’re performing a bit better on tests.”

    Figlio said he was “worried” about the short-term 16 percent increase in suspensions for Black students. What’s unclear from this data analysis is whether Black students were more likely to violate the new cellphone rules, or whether teachers were more likely to single out Black students for punishment. It’s also unclear from these administrative behavior records if students were first given warnings or lighter punishments before they were suspended. 

    The data suggest that students adjusted to the new rules. A year later, student suspensions, including those of Black students, fell back to what they had been before the cellphone ban.

    “What we observe is a rocky start,” Figlio added. “There was a lot of discipline.”

    The study, “The Impact of Cellphone Bans in Schools on Student Outcomes: Evidence from Florida,” is a draft working paper and has not been peer-reviewed. It was slated to be circulated by the National Bureau of Economic Research on Oct. 20 and the authors shared a draft with me in advance. Figlio and his co-author Umut Özek at RAND believe it is the first study to show a causal connection between cellphone bans and learning rather than just a correlation.

    The academic gains from the cellphone ban were small, less than a percentile point, on average. That’s the equivalent of moving from the 50th percentile on math and reading tests (in the middle) to the 51st percentile (still close to the middle), and this small gain did not emerge until the second year for most students. The academic benefits were strongest for middle schoolers, white students, Hispanic students and male students. The academic gains for Black students and female students were not statistically significant.

    I was surprised to learn that there is data on student cellphone use in school. The authors of this study used information from Advan Research Corp., which collects and analyzes data from mobile phones around the world for business purposes, such as figuring out how many people visit a particular retail store. The researchers were able to obtain this data for schools in one Florida school district and estimate how many students were on their cellphones before and after the ban went into effect between the hours of 9 a.m. and 1 p.m.

    The data showed that more than 60 percent of middle schoolers, on average, were on their phones at least once during the school day before the 2023 ban in this particular Florida district, which was not named but described as one of the 10 largest districts in the country. (Five of the nation’s 10 largest school districts are in Florida.) After the ban, that fell in half to 30 percent of middle schoolers in the first year and down to 25 percent in the second year.

    Elementary school students were less likely to be on cellphones to start with and their in-school usage fell from about 25 percent of students before the ban to 15 percent after the ban. More than 45 percent of high schoolers were on their phones before the ban and that fell to about 10 percent afterwards.

    Florida did not enact a complete cellphone ban in 2023, but imposed severe restrictions. Those restrictions were tightened in 2025 and that additional tightening was not studied in this paper.

    Anti-cellphone policies have become increasingly popular since the pandemic, largely based on our collective adult gut hunches that kids are not learning well when they are consumed by TikTok and SnapChat. 

    This is perhaps a rare case in public policy, Figlio said, where the “data back up the hunches.”

  • OPINION: New education budget cuts will mean millions of young people could lose the opportunity to earn a college degree and build a more financially secure future

    Washington lawmakers and the Trump administration passed a major legislative package this summer that will cut funding for programs that help students from low-income backgrounds — making it far harder for these students to afford and complete college.  

    The leaders behind these cuts claim that they’re necessary to curb wasteful spending and keep higher education accountable. But that line of thinking is woefully misguided — and destructive — for our entire nation.  

    These changes will make higher education even more exclusive. And House Republicans just released a budget proposal that would further cut funding

    These policymakers are in effect turning our higher education system into a gated community for the wealthy. If they continue course, millions of young people will lose the opportunity to earn a college degree and build a more financially secure future for themselves and their families. And our workforce will be starved of much-needed qualified employees, choking our nation’s economy.  

    We can’t let that happen. It is time to invest in a nimble, adaptable and educated population.

    It’s important to recognize that even without a single change from Washington, students from low-income backgrounds are already struggling to access and complete college. The gaps in college attendance and completion by family income are both persistent and wide

    That’s partly because of eroding investment in the programs that help the most. Take the Pell Grant program, for example, which provides crucial aid to more than 6 million students each year. At its peak in the 1970s, the maximum Pell Grant covered more than 75 percent of the cost of attending a four-year public college. It now covers less than 30 percent.  

    On average, students who receive a federal Pell Grant — overwhelmingly from families with incomes below $40,000 — still have almost $10,000 of unmet need. That gap requires so many hours of work to close that it’s nearly impossible for these students to complete college on time. 

    Federal policymakers could choose to spend their energy addressing these challenges. Instead, they’re putting college out of reach for students who come from poor families.  

    A closer look at the recently passed reconciliation package, or so-called One Big Beautiful Bill Act, makes clear that it will imperil the Pell program, raise the costs of student loan repayment, make debt costlier and riskier and push some students to forgo college altogether.  

    All in all, the package cuts $300 billion of federal support for higher education students and borrowers. More specifically, it opens the door for more high-cost and low-quality short-term programs to participate in the Pell Grant program, endangering the program’s financial stability.  

    It also eliminates longstanding federal loan plans and replaces them with a system that will fuel unpredictable spikes in loan payment amounts. Many low-income borrowers will likely pay more under their new repayment terms than with their existing income-driven repayment (IDR) plans.  

    And that’s for the borrowers who still get federal loans. New limits will push many students into private debt with fewer protections — and higher costs for students and their families. As a result, prospective students may see loans as too risky and decide against college.  

    On top of that, the legislative package slashed Medicaid and SNAP benefits. Now, millions of college students are at risk of losing access to health care and affordable food — making it far more difficult for them to complete degree programs. This, too, may push many students to jump straight into the workforce so they can start generating income — sacrificing long-term earnings for short-term necessities.  

    Meanwhile, many state policymakers — who are now expecting less federal support — are scrambling to reconfigure budgets. That could result in less funding for higher education — which has historically been cut when state budgets get squeezed.  

    In the meantime, President Trump and House Republicans want to double down on policies that will keep students from low-income backgrounds out of college. The president’s FY26 budget and the House’s latest budget proposal suggest entirely eliminating Federal Supplemental Educational Opportunity Grants — which help students from low-income backgrounds fill the gaps when the Pell Grant and other grant aid do not cover the total cost of attendance.  

    The proposals would also cut CCAMPIS — campus-based child care services that mainly serve students from low-income backgrounds. Today, about one in five undergraduate students is a parent.

    The proposed cuts also further threaten the Fund for the Improvement of Postsecondary Education (FIPSE) which helps find strategies to get more students to complete college. These programs could be improved, but slashing them drives up debt and drives down college enrollment.

    There’s no question: These changes will be disastrous for the American Dream. Research consistently shows that a college degree is the No. 1 driver of economic mobility. Reduced access to college means trapping millions of people in poverty. 

    It also means ravaging our nation’s economy. If young people don’t enroll in college now, our country will soon face severe shortages of teachers, nurses, manufacturers and IT professionals.  

    With AI and technological change poised to fundamentally alter the labor market, we cannot simply hope that the next generation will be able to get by with more long-term debt, less knowledge and fewer skills than the previous one.  

    It’s unfathomable that Washington is making a higher education system that already favors the wealthy even more exclusive. We need to change our trajectory — and fast.

  • As more question the value of a degree, colleges fight to prove their return on investment

    WASHINGTON – For a generation of young Americans, choosing where to go to college — or whether to go at all — has become a complex calculation of costs and benefits that often revolves around a single question: Is the degree worth its price?

    Public confidence in higher education has plummeted in recent years amid high tuition prices, skyrocketing student loans and a dismal job market — plus ideological concerns from conservatives. Now, colleges are scrambling to prove their value to students.

    Borrowed from the business world, the term “return on investment” has been plastered on college advertisements across the U.S. A battery of new rankings grade campuses on the financial benefits they deliver. States such as Colorado have started publishing yearly reports on the monetary payoff of college, and Texas now factors it into calculations for how much taxpayer money goes to community colleges.

    “Students are becoming more aware of the times when college doesn’t pay off,” said Preston Cooper, who has studied college ROI at the American Enterprise Institute, a conservative think tank. “It’s front of mind for universities today in a way that it was not necessarily 15, 20 years ago.”

    A wide body of research indicates a bachelor’s degree still pays off, at least on average and in the long run. Yet there’s growing recognition that not all degrees lead to a good salary, and even some that seem like a good bet are becoming riskier as graduates face one of the toughest job markets in years

    A new analysis released Thursday by the Strada Education Foundation finds 70 percent of recent public university graduates can expect a positive return within 10 years — meaning their earnings over a decade will exceed that of a typical high school graduate by an amount greater than the cost of their degree. Yet it varies by state, from 53 percent in North Dakota to 82 percent in Washington, D.C. States where college is more affordable have fared better, the report says.

    It’s a critical issue for families who wonder how college tuition prices could ever pay off, said Emilia Mattucci, a high school counselor at East Allegheny schools, near Pittsburgh. More than two-thirds of her school’s students come from low-income families, and many aren’t willing to take on the level of debt that past generations accepted.

    Instead, more are heading to technical schools or the trades and passing on four-year universities, she said.

    “A lot of families are just saying they can’t afford it, or they don’t want to go into debt for years and years and years,” she said.

    Education Secretary Linda McMahon has been among those questioning the need for a four-year degree. Speaking at the Reagan Institute think tank in September, McMahon praised programs that prepare students for careers right out of high school.

    “I’m not saying kids shouldn’t go to college,” she said. “I’m just saying all kids don’t have to go in order to be successful.”

    American higher education has been grappling with both sides of the ROI equation — tuition costs and graduate earnings. It’s becoming even more important as colleges compete for decreasing numbers of college-age students as a result of falling birth rates.

    Tuition rates have stayed flat on many campuses in recent years to address affordability concerns, and many private colleges have lowered their sticker prices in an effort to better reflect the cost most students actually pay after factoring in financial aid.

    The other part of the equation — making sure graduates land good jobs — is more complicated.

    A group of college presidents recently met at Gallup’s Washington headquarters to study public polling on higher education. One of the chief reasons for flagging confidence is a perception that colleges aren’t giving graduates the skills employers need, said Kevin Guskiewicz, president of Michigan State University, one of the leaders at the meeting.

    “We’re trying to get out in front of that,” he said.

    The issue has been a priority for Guskiewicz since he arrived on campus last year. He gathered a council of Michigan business leaders to identify skills that graduates will need for jobs, from agriculture to banking. The goal is to mold degree programs to the job market’s needs and to get students internships and work experience that can lead to a job.

    Bridging the gap to the job market has been a persistent struggle for U.S. colleges, said Matt Sigelman, president of the Burning Glass Institute, a think tank that studies the workforce. Last year the institute, partnering with Strada researchers, found 52 percent of recent college graduates were in jobs that didn’t require a degree. Even higher-demand fields, such as education and nursing, had large numbers of graduates in that situation.

    “No programs are immune, and no schools are immune,” Sigelman said. 

    The federal government has been trying to fix the problem for decades, going back to President Barack Obama’s administration. A federal rule first established in 2011 aimed to cut federal money to college programs that leave graduates with low earnings, though it primarily targeted for-profit colleges.

    A Republican reconciliation bill passed this year takes a wider view, requiring most colleges to hit earnings standards to be eligible for federal funding. The goal is to make sure college graduates end up earning more than those without a degree. 

    Others see transparency as a key solution.

    For decades, students had little way to know whether graduates of specific degree programs were landing good jobs after college. That started to change with the College Scorecard in 2015, a federal website that shares broad earnings outcomes for college programs. More recently, bipartisan legislation in Congress has sought to give the public even more detailed data.

    Lawmakers in North Carolina ordered a 2023 study on the financial return for degrees across the state’s public universities. It found that 93 percent produced a positive return, meaning graduates were expected to earn more over their lives than someone without a similar degree.

    The data is available to the public, showing, for example, that undergraduate degrees in applied math and business tend to have high returns at the University of North Carolina at Chapel Hill, while graduate degrees in psychology and foreign languages often don’t.

    Colleges are belatedly realizing how important that kind of data is to students and their families, said Lee Roberts, chancellor of UNC-Chapel Hill, in an interview.

    “In uncertain times, students are even more focused — I would say rightly so — on what their job prospects are going to be,” he added. “So I think colleges and universities really owe students and their families this data.”

  • Some social emotional lessons improve how kids do at school, Yale study finds

    Social emotional learning — lessons in soft skills like listening to people you disagree with or calming yourself down before a test — has become a flashpoint in the culture wars. 

    The conservative political group Moms for Liberty opposes SEL, as it is often abbreviated, telling parents that its “goal is to psychologically manipulate students to accept the progressive ideology that supports gender fluidity, sexual preference exploration, and systemic oppression.” Critics say that parents should discuss social and emotional matters at home and that schools should stick to academics. Meanwhile, some advocates on the left say standard SEL classes don’t go far enough and should include such topics as social justice and anti-racism training. 

    While the political battle rages on, academic researchers are marshalling evidence for what high-quality SEL programs actually deliver for students. The latest study, by researchers at Yale University, summarizes 12 years of evidence, from 2008 to 2020, and it finds that 30 different SEL programs, which put themselves through 40 rigorous evaluations involving almost 34,000 students, tended to produce “moderate” academic benefits.

    The meta-analysis, published online Oct. 8 in the peer-reviewed journal Review of Educational Research, calculated that the grades and test scores of students in SEL classes improved by about 4 percentile points, on average, compared with students who didn’t receive soft-skill instruction. That’s the equivalent of moving from the 50th percentile (in the middle) to the 54th percentile (slightly above average). Reading gains were larger (more than 6 percentile points) than math gains (fewer than 4 percentile points). Longer-duration SEL programs, extending more than four months, produced double the academic gains — more than 8 percentile points. 

    “Social emotional learning interventions are not designed, most of the time, to explicitly improve academic achievement,” said Christina Cipriano, one of the study’s four authors and an associate professor at Yale Medical School’s Child Study Center. “And yet we demonstrated, through our meta-analytic report, that explicit social emotional learning improved academic achievement and it improved both GPA and test scores.”

    Cipriano also directs the Education Collaboratory at Yale, whose mission is to “advance the science of learning and social and emotional development.”

    The academic boost from SEL in this 2025 paper is much smaller than the 11 percentile points documented in an earlier 2011 meta-analysis that summarized research through 2007, when SEL had not yet gained widespread popularity in schools. That has since changed. More than 80 percent of principals of K-12 schools said their schools used an SEL curriculum during the 2023-24 school year, according to a survey by the Collaborative for Academic, Social, and Emotional Learning (CASEL) and the RAND Corporation.

    The Yale researchers only studied a small subset of the SEL market, programs that subjected themselves to a rigorous evaluation and included academic outcomes. Three-quarters of the 40 studies were randomized-controlled trials, similar to pharmaceutical trials, where schools or teachers were randomly assigned to teach an SEL curriculum. The remaining studies, in which schools or teachers volunteered to participate, still had control groups of students so that researchers could compare the academic gains of students who did not receive SEL instruction. 

    The SEL programs in the Yale study taught a wide range of soft skills, from mindfulness and anger management to resolving conflicts and setting goals. It is unclear which soft skills are driving the academic gains. That’s an area for future research.

    “Developmentally, when we think about what we know about how kids learn, emotional regulation is really the driver,” said Cipriano. “No matter how good that curriculum or that math program or reading curriculum is, if a child is feeling unsafe or anxious or stressed out or frustrated or embarrassed, they’re not available to receive the instruction, however great that teacher might be.”

    Cipriano said that effective programs give students tools to cope with stressful situations. She offered the example of a pop quiz, from the perspective of a student. “You can recognize, I’m feeling nervous, my blood is rushing to my hands or my face, and I can use my strategies of counting to 10, thinking about what I know, and use positive self talk to be able to regulate, to be able to take my test,” she said.

    The strongest evidence for SEL is in elementary school, where the majority of evaluations have been conducted (two-thirds of the 40 studies). For young students, SEL lessons tend to be short but frequent, for example, 10 minutes a day. There’s less evidence for middle and high school SEL programs because they haven’t been studied as much. Typically, preteens and teens have less frequent but longer sessions, a half hour or even 90 minutes, weekly or monthly. 

    Cipriano said that schools don’t need to spend “hours and hours” on social and emotional instruction in order to see academic benefits. A current trend is to incorporate or embed social and emotional learning within academic instruction, as part of math class, for example. But none of the underlying studies in this paper evaluated whether this was a more effective way to deliver SEL. All of the programs in this study were separate stand-alone SEL lessons. 

    Advice to schools

    Schools are inundated by sales pitches from SEL vendors. Estimates of the market size range wildly, but a half dozen market research firms put it above $2 billion annually. Not all SEL programs are necessarily effective or can be expected to produce the academic gains that the Yale team calculated. 

    Cipriano advises schools not to be taken in by slick marketing. Many of the effective programs have no marketing at all and some are free. Unfortunately, some of these programs have been discontinued or have transformed through ownership changes. But she says school leaders can ask questions about which specific skills the SEL program claims to foster, whether those skills will help the district achieve its goals, such as improving school climate, and whether the program has been externally evaluated. 

    “Districts invest in things all the time that are flashy and pretty, across content areas, not just SEL,” said Cipriano. “It may never have had an external evaluation, but has a really great social media presence and really great marketing.” 

    Cipriano has also built a new website, improvingstudentoutcomes.org, to track the latest research on SEL effectiveness and to help schools identify proven programs.

    Cipriano says parents should be asking questions too. “Parents should be partners in learning,” said Cipriano. “I have four kids, and I want to know what they’re learning about in school.”

    This meta-analysis probably won’t stop the SEL critics who say that these programs force educators to be therapists. Groups like Moms for Liberty, which holds its national summit this week, say teachers should stick to academics. This paper rejects that dichotomy because it suggests that emotions, social interaction and academics are all interlinked. 

    Before criticizing all SEL programs, educators and parents need to consider the evidence.

  • OPINION: Higher Education must help shape how students learn, lead and build the skills employers want most

    For the first time in more than a decade, confidence in the nation’s colleges and universities is rising. Forty-two percent of Americans now say they have “a great deal” or “quite a lot” of confidence in higher education, up from 36 percent last year.  

    It’s a welcome shift, but it’s certainly not time for institutions to take a victory lap. 

    For years, persistent concerns about rising tuition, student debt and an uncertain job market have led many to question whether college was still worth the cost. Headlines have routinely spotlighted graduates who are underemployed, overwhelmed or unsure how to translate their degrees into careers.  

    With the rapid rise of AI reshaping entry-level hiring, those doubts are only going to intensify. Politicians, pundits and anxious parents are already asking: Why aren’t students better prepared for the real world?  

    But the conversation is broken, and the framing is far too simplistic. The real question isn’t whether college prepares students for careers. It’s how. And the “how” is more complex, personal and misunderstood than most people realize.

    What’s missing from this conversation is a clearer understanding of where career preparation actually happens. It’s not confined to the classroom or the career center. It unfolds in the everyday often overlooked experiences that shape how students learn, lead and build confidence.  

    While earning a degree is important, it’s not enough. Students need a better map for navigating college. They need to know from day one that half the value of their experience will come from what they do outside the classroom.  

    To rebuild America’s trust, colleges must point beyond course catalogs and job placement rates. They need to understand how students actually spend their time in college. And they need to understand what those experiences teach them. 

    Ask someone thriving in their career which part of college most shaped their success, and their answer might surprise you. (I had this experience recently at a dinner with a dozen impressive philanthropic, tech and advocacy leaders.) You might expect them to name a major, a key class or an internship. But they’re more likely to mention running the student newspaper, leading a sorority, conducting undergraduate research, serving in student government or joining the debate team.  

    Such activities aren’t extracurriculars. They are career-curriculars. They’re the proving grounds where students build real-world skills, grow professional networks and gain confidence to navigate complexity. But most people don’t discuss these experiences until they’re asked about them.  

    Over time, institutions have created a false divide. The classroom is seen as the domain of learning, and career services is seen as the domain of workforce preparation. But this overlooks an important part of the undergraduate experience: everything in between.  

    The vast middle of campus life — clubs, competitions, mentorship, leadership roles, part-time jobs and collaborative projects — is where learning becomes doing. It’s where students take risks, test ideas and develop the communication, teamwork and problem-solving skills that employers need.  

    This oversight has made career services a stand-in for something much bigger. Career services should serve as an essential safety net for students who didn’t or couldn’t fully engage in campus life, but not as the launchpad we often imagine it to be.

    We also need to confront a harder truth: Many students enter college assuming success after college is a given. Students are often told that going to college leads to success. They are rarely told, however, what that journey actually requires. They believe knowledge will be poured into them and that jobs will magically appear once the diploma is in hand. And for good reason, we’ve told them as much. 

    But college isn’t a vending machine. You can’t insert tuition and expect a job to roll out. Instead, it’s a platform, a laboratory and a proving ground. It requires students to extract value through effort, initiative and exploration, especially outside the classroom.  

    The credential matters, but it’s not the whole story. A degree can open doors, but it won’t define a career. It’s the skills students build, the relationships they form and the challenges they take on along the way to graduation that shape their future. 

    As more college leaders rightfully focus on the college-to-career transition, colleges must broadcast that while career services plays a helpful role, students themselves are the primary drivers of their future. But to be clear, colleges bear a grave responsibility here. It’s on us to reinforce the idea that learning occurs everywhere on campus, that the most powerful career preparation comes from doing, not just studying. It’s also on us to address college affordability, so that students have the time to participate in campus life, and to ensure that on-campus jobs are meaningful learning experiences.  

    Higher education can’t afford public confidence to dip again. The value of college isn’t missing. We’re just not looking in the right place.

  • STUDENT VOICE: Learning to debate is an important facet of education, but too often public school students are left out

    Ever since I first stepped onto the debate stage, I have been passionate about speech and debate. For the last three of my high school years, I have competed and placed nationally at major tournaments in Dallas, Los Angeles, Chicago, Atlanta and Las Vegas, among many others. Debate demands an incredible amount of research, preparation and practice, but those aren’t the biggest challenges for me.  

    I attend a public high school in California that lacks a formal debate program or coach, which has forced me to choose between quitting an activity I love and competing independently without any school support.  

    I chose the latter. And that means I prepare alone in the dark, navigate complex registration processes and, most importantly, pay hefty fees. 

    As many of us know, debate is an effective way to strengthen students’ comprehension, critical thinking and presentation skills. Debate allows students to explore ideas in a myriad of topics, from biotechnology to nuclear proliferation​​​​, and find their unique passions and interests. 

    Yet for many students, a lack of school support is a major entry barrier. It has turned debate into another private-school-dominated space, where private-school students receive access to higher quality research and on-the-spot coaching on argument structure and prose, like a football coach adjusting strategy on the sidelines. Additionally, most prestigious tournaments in the U.S. prohibit non-school-affiliated debaters like me from competing altogether.

    These circumstances de facto prevent lower-income debaters from becoming successful in the activity. And that is why I believe that all schools should incorporate speech and debate classes into their core curriculums. Existing history and English teachers could act as debate coaches, as they do in many private schools. School districts could even combine programs across high schools to save resources while expanding access (Mountain View High School and Los Altos High School in California have pursued this strategy).  

    Over the past two decades, the debate community has engaged in efforts to democratize access to speech and debate through the creation of new formats (for example, public forum), local debate associations and urban debate leagues, among others.  

    However, many of these initiatives haven’t been successful. These newer formats, initially intended to lessen the research burden on debaters, have shifted toward emphasizing strict evidence standards and complex debate jargon. This shift has made debate less, not more, accessible, and led to more students from private schools — who were quickly able to ​​​​out-prepare those from public​​ schools — entering and dominating the competition.  

    Local debate associations and​​​​ competitive leagues for neighboring schools have provided more students with opportunities to participate. Still, debate via these organizations is limited, as they don’t provide direct coaching to member schools or rigorous opportunities for students, and prohibit certain students and programs from competing.  

    Similarly, urban debate leagues (for example, the Los Angeles Metropolitan ​​​​Debate League) have been incredibly successful in expanding debate access to lower-income and minority students; however, these programs are concentrated in major metropolitan cities, face opposition from some school districts and rely on donor funding, which can be uncertain.  

    In my debate rounds, I have analyzed pressing social problems such as global warming and economic inequality through a policymaking lens; in some rounds I defended increased wealth taxes, and in others I argued against bans on fossil fuels. Without debate, I wouldn’t be so conscious of the issues in my community. Now, as I enter college, I’m looking forward to continuing debate and leveraging my skills to fight for change.

    Speaking of college, in the competition for admission to the most selective colleges, extracurricular involvement can be a deciding factor, and debate is an excellent way to stand out, at least for those students with proper support.  

    However, when students from rural and low-income communities lack access to the same opportunities as students from more metropolitan and higher-income communities, we risk exacerbating the educational achievement gap to our collective detriment.  

    In the meantime, debate tournaments should reduce entry barriers for nontraditional debaters and for students from public schools without coaches and extra support.  

    Without these initiatives, too many rural and low-income students will be excluded from an amazing activity, one that is especially important in today’s polarizing and divisive climate.
