  • When seconds matter: Why in-building coverage is a lifeline for school safety

    Key points:

    During a school emergency, every minute that passes is crucial, but in those moments, a reliable connection can mean the difference between confusion and coordinated response. Yet, across the country, there is an unseen danger confronting school staff, students, and emergency personnel. This is inadequate communication connectivity within school buildings.

    For years, schools have implemented fortified doors, cameras, and lockdown exercises. This is because communication is the unseen link that connects each safety measure. However, communication can weaken once someone enters a structure composed of concrete, steel, and reinforced glass. This is unacceptable during a time when almost every call to 9-1-1 is generated by a cell phone.

    The changing face of emergency response

    More than 75 percent of emergency calls now come from wireless phones, according to the Federal Communications Commission. When something goes wrong in a classroom or gym, the first instinct isn’t to reach for a landline–it’s to pull out a smartphone.

    But what happens when that signal can’t get out?

    This problem becomes even more pressing as the nation moves toward Next-Generation 9-1-1 (NG911), a major upgrade that allows dispatchers to receive text messages, images, and even live video. These new capabilities give first responders eyes and ears inside the building before they arrive–but only if the network works indoors.

    At the same time, new laws are raising the bar. Alyssa’s Law, named after Alyssa Alhadeff, a student killed in the 2018 Parkland school shooting, requires schools in several states to install silent panic alarms directly linked to law enforcement. Similar legislation is spreading nationwide. These systems rely on strong, reliable indoor wireless coverage–the very thing many older buildings lack.

    When walls become barriers

    School buildings weren’t designed for today’s communications reality. Thick concrete walls, metal framing, energy-efficient glass, and sprawling multi-story layouts often block or weaken wireless signals. During an active-shooter event or a tornado warning, students may shelter in basements, cafeterias, or interior hallways–places where signal strength is weakest.

    After several high-profile incidents, post-incident reports have revealed the same pattern: first responders losing radio contact as they entered, dispatchers unable to locate or communicate with callers, and delays caused by poor in-building connectivity. These breakdowns aren’t just technical–they’re human. They affect how quickly students are found, how fast responders can coordinate, and how well lives can be protected.

    Technology that saves seconds–and lives

    Fortunately, there are solutions available, and they are becoming more accessible.

    The Emergency Responder Radio Coverage Systems (ERRCS) can also be referred to as Distributed Antennas Systems (DAS) within a public safety setting. The technology is responsible for extending radio communication coverage within building infrastructures. ERRCS are required within schools due to measures put into place within fire regulations.

    For communication and safety needs, cellular DAS, also known as small cells, are required to expand cellular coverage on a campus. These enable students, faculty, and staff to make calls, send texts, and exchange vital multimedia messages to 9-1-1 dispatchers, which is crucial during the NG911 era.

    Despite such technologies, smaller schools on more limited budgets can still leverage signal boosters and repeaters to fill coverage gaps within gyms, cafeterias, and other similar areas. At the same time, newer managed Wi-Fi solutions that offer E911 functionality can serve as a backup safety net that can transmit multimedia messages over secure Internet communications when cellular connectivity is no longer available.

    Best practices for schools

    Start with a coverage assessment. A comparison of where signals are dropping, not only for public safety communications but generally across each of the main cellular providers, will provide school administration with information on where to make improvements.

    Schools should then coordinate with the fire departments, the office of emergency management, and wireless service providers prior to implementing any system. This will ensure that they comply with local regulations and interoperability with first responders.

    Finally, maintenance and functionality are just as important as final installation. Communication systems should receive periodic tests, preferably during safety drills to verify that they work well under stress.

    Bridging the funding gap

    Improving in-building communications infrastructure can sound costly, but several funding pathways exist. Some states offer school-safety grants or federal assistance programs that cover technology investments tied to life safety. Districts can also explore partnerships with local governments or leverage E-rate-style funding for eligible network upgrades.

    Beyond compliance or funding, though, this is an equity issue. Every student, teacher, and responder deserves the same chance to communicate in a crisis–whether in a small-town elementary school or a large urban high school.

    A call to action

    A school is more than its classrooms and hallways, it is also a community of individuals each relying on others during times of fear and uncertainty. Perhaps one of the most straightforward ways to make this community more resilient is to provide a strong indoor building communication environment, both for public safety communications and cellular devices.

    The time has come to make connectivity a vital safety component rather than a luxury, because silence is simply not an option when seconds are at stake.

    Learning is mobile–but how can schools provide reliable high-speed internet for students who need devices at home, but who lack connectivity?

    In July, the Federal Communications Commission (FCC) approved the use of E-rate funds to loan Wi-Fi hotspots that support students, school staff, and library patrons without internet access.

    The federal E-rate program provides discounts to help schools and libraries obtain affordable telecommunications and internet access. Over the years, the program has been modernized to focus support on bringing high-speed broadband to and within schools and libraries.  This latest action will help students gain access to educational resources that may have been previously out of reach and enable them to learn without limits.

    “I believe every library and every school library in this country should be able to loan out Wi-Fi hotspots to help keep their patrons and kids connected. It is 2024 in the United States. This should be our baseline. We can use the E-rate program to make it happen,” said FCC Chairwoman Jessica Rosenworcel in a statement.

    “That is why today we modernize E-rate to ensure that schools and libraries nationwide can loan out Wi-Fi hotspots to support high-speed internet access in rural America, urban America, and everything in between. The time to do this is now. We do not need to go back; we can go forward and make it possible for everyone to get the connections they need,” she added.

    According to an FCC announcement, the new ruling will:

    • Allow schools and libraries to use E-rate funding to loan out Wi-Fi hotspots and support high-speed internet access for students, school staff, and library patrons in both rural and urban parts of the country.
    • Adopt a budget mechanism that sets a limit on the amount of support that an applicant can request for Wi-Fi hotspots and services over a three-year period.  In the event that demand for E-rate support exceeds available funding in a given funding year, eligible on-premises category one and category two equipment and service requests will be prioritized and funded before eligible off-premises equipment and service requests.
    • Adopt numerous safeguards to protect the integrity of the E-rate program, including measures to ensure the supported Wi-Fi hotspots and services are in use, are used for educational purposes, are not funded through other sources, and are properly documented for auditing purposes.
    • Require compliance with the Children’s Internet Protection Act.

    “We commend the FCC for working to ensure that every student has the opportunity to thrive in a connected world. The approval of this initiative represents a forward-thinking approach to the E-rate program, aligning it with the realities of today’s educational landscape,” said John Harrington, CEO of Funds For Learning. “Learning extends outside the classroom or library to homes, while on the go, and in every community space. This move empowers schools and libraries to bridge the homework gap, providing students with the resources they need to succeed academically, regardless of their socioeconomic status or geographical location.”

    Harrington added: “The COVID-19 pandemic highlighted the vital role of connectivity in education, and this decision makes it possible for more students and library patrons to gain internet access. Reliable internet access is fundamental to modern education, allowing students to participate fully in digital learning environments. This is a monumental step towards closing the digital divide and ensuring equitable access to educational resources for all. Funds For Learning is committed to supporting this expansion and will continue to advocate for policies that enhance the effectiveness of the E-rate program.”

    On June 6, the FCC adopted a three-year, $200 million Schools and Libraries Cybersecurity Pilot Program, which will allow the FCC to obtain and analyze actionable data about which cybersecurity services and equipment would best help K-12 schools and libraries address growing cyberthreats and attacks against their broadband networks.

    Through the pilot, the FCC aims to learn how to improve school and library defenses against sophisticated ransomware and cyberattacks that put students at risk and impede their learning.

    The pilot will enable the FCC to gather the data needed to better understand whether and how universal service funds could be used to support the cybersecurity needs of schools and libraries and to share lessons learned with our federal partners to jointly combat this growing problem.

    BELLEVUE, Wash. — Since 2020, T-Mobile (NASDAQ: TMUS)’s $10.7 billion  Project 10Million (P10M) initiative has delivered reliable and affordable internet service to more than 6 million young learners across the U.S., but even with that progress the need for connectivity has only continued to rise. Technology use in education has seen a massive  226% surge over the past five years that spans classroom and homework. School-related tasks from digital assignments to research, video streaming, video lessons, and web calls require more data. And a vast majority of students are working from homes with multiple users. All of this on top of an up to 17 million school age children across the U.S. who still may not have reliable internet access at all,  according to the FCC. To meet this continued demand, the Un-carrier announced that it is enriching its P10M program, increasing the data allowance for many students to better meet user needs and partnering with  Boys & Girls Clubs of America and artist and activist  Common to help even more youth get the access they need to be successful.

    Starting Sept. 26, qualifying kindergarten through 12th grade student families who sign up for P10M with T-Mobile will now receive 200GB per year for five years, twice the previous 100GB allotment. Current Project 10Million families with T-Mobile will also enjoy increased data for the remainder of their five years. Student families will also be able to purchase a new highly discounted 10GB data pass for just $10 if they hit their data limit. And, starting in October 2024, school districts with the greatest needs served by P10M will have the opportunity to receive more data for their students — also up to 200GB.

    To continue helping bridge the digital divide and reach more students, the Un-carrier is also partnering with Boys & Girls Clubs of America to hold enrollment campaigns and sign-up events nationwide. Two events were recently held alongside Oscar, Emmy and Grammy award-winning artist and activist  Common, a champion of digital equity, education and T-Mobile’s Project 10Million; one was held on Sept. 6 in Dallas, and the other one in the Bronx, New York, on Sept. 24.

    “We launched our groundbreaking Project 10Million program back in 2020 with a simple goal – to provide free or highly subsidized home Internet to up to 10Million students at home, so they won’t fall behind in school,” said Mike Sievert, CEO, T-Mobile. “And today, after providing more than 6 million students with the critical Internet access they need to succeed, we’re making the program even better than ever, with a set of program enhancements, to help our largest and most important community program to make an even bigger impact.”

    Additional Project 10Million back-to-school activations have been held or are to come in Baton Rouge, Louisiana; Tacoma, Washington; Kansas City, Missouri; and Oklahoma City.

    T-Mobile announced Project 10Million in 2019 and launched the program in 2020 with the goal of offering 10 million at-risk students a free hotspot, free data plans, and access to at-cost laptops and tablets and has continued to improve the initiative to include a portfolio of options for schools and families.     Glossary of USB Terms

    First, it’s important to define a few terms upfront.

    USB 2.X/USB 3.X/USB4

    Every USB device is built to some version of the USB specification, managed by the USB Implementer’s Forum (USB-IF). These versions are mainly characterized by how much data they can transfer and how much power they can deliver (at least, those are the main things you need to care about). While most of these devices are interoperable as long as they use the same type of port, the entire chain will conform to the slowest part of the chain. Say you plug a USB 3.2 solid-state drive into a USB 3.2 port on your computer, but use a USB 3.0 cable—data will only transfer at USB 3.0 speeds. Make sure every link in your chain is rated for the speed you need.

    USB Power Delivery (or USB-PD)

    Instead of carrying a charger for every single device you own, you might opt for a charging adapter that can juice up multiple devices via several USB-C Power Delivery (USB-C PD) ports. Power Delivery is a fast-charging method that supports up to 240 watts of power and allows gadgets to safely talk to chargers to sort out the correct power needs. You’ll find these kinds of ports on USB hubs as well, sometimes referred to as “pass-through charging,” though it’s not an official term.

    Make sure the wattage of a USB-C port on a charging adapter or hub can handle what your device needs. A MacBook Pro typically needs 96 watts during intense workloads (though you can still charge them at lower wattage), so you’d probably need a 100-watt USB-C port on the charging adapter or USB hub for the best charging experience.

    USB-C and USB-A

    These terms refer to the physical shape of the connectors and ports on devices. USB-C is common and looks like a small, elongated oval. It’s also reversible, so you can’t plug it in the wrong way. USB-A is the older, rectangular port you’ve seen for years. There are a lot more types of USB connectors, but these are the two you’re most likely to see in charging adapters, hubs, and docking stations today.

    SuperSpeed

    You might also see some USB devices marketed with terms like “SuperSpeed,” “SuperSpeedPlus,” and “SuperSpeed USB 5/10/20 Gbps.” These terms were initially meant to be more helpful, marketable labels to denote what generation or speed a USB port was, but unfortunately, it only made things more confusing. In most cases, you can ignore these labels and look at the actual speed ratings.

    What Is Going on With USB Generations?

    It would be nice if you could plug a USB 3.2 device into a USB 3.2 port using a USB 3.2 cable and trust that it all works. Unfortunately, it’s way more complicated than that.

    When USB 3.0 came out in 2008 it had a max speed of around 5 gigabits per second (Gbps). However, when USB 3.1 came out in 2013 with a max speed of 10 Gbps, the 5-Gbps version was renamed to USB 3.1 Gen 1, while the new, faster spec was USB 3.1 Gen 2. Confused yet? Well, it gets worse.

    After USB 3.2 came out in 2019, the 5-Gbps USB was rebranded again to “USB 3.2 Gen 1,” the 10-Gbps version became “USB 3.2 Gen 2,” and the new 20-Gbps specification became—you guessed it—USB 3.2 Gen 2×2. Wait, what? The “2×2” refers to running two 10 Gbps lanes of data simultaneously. You don’t need to know all of this. Many USB hub and docking station manufacturers have given up on names, labels, and symbols. They’ve started printing the maximum speed next to ports directly.

    And with 17 million households still lacking internet access–leaving students unable to get online at home for research, homework, and other tasks–digital equity is another issue requiring a solution grounded in connectivity, particularly as funding programs expire.

    “We’ve had a lot of government programs, grant programs, and funding, but as those programs start to wind down, the problems don’t go away,” Mirabella said.

    ‘Collective Mind’: Researchers Examine Social Effects of Watching the Same Thing Together | High Times

    More than 123 million people tuned in to watch the Kansas City Chiefs (and Taylor Swift) claim yet another Super Bowl triumph on Sunday, making it the most-watched television program in history.

    That’s useful grist for recently published research examining how watching the same thing can bring people together. 

    It is known as the “theory of the collective mind,” which refers to the human ability to take in a collective perspective. 

    Garriy Shteynberg, a professor of psychology at the University of Tennessee-Knoxville, published the research on the theory last year, and recently expounded upon the scholarship in a piece published last month.

    “Theory of mind research has traditionally focused on the ascription of mental states to a single individual. Here, we introduce a theory of collective mind: the ascription of a unified mental state to a group of agents with convergent experiences. Rather than differentiation between one’s personal perspective and that of another agent, a theory of collective mind requires perspectival unification across agents,” Shteynberg and his colleagues wrote in the study’s abstract last year.

    “We review recent scholarship across the cognitive sciences concerning the conceptual foundations of collective mind representations and their empirical induction through the synchronous arrival of shared information. Research suggests that representations of a collective mind cause psychological amplification of co-attended stimuli, create relational bonds, and increase cooperation, among co-attendees.”

    In his piece last month, Shteynberg noted the relevance of such research, given the increased polarization and decline in institutional trust in the United States. 

    “Only about 1 in 4 Americans said that they had trust in the nation’s institutions in 2023 – with big business (1 in 7), television news (1 in 7) and Congress (1 in 12) scraping the very bottom,” he wrote.

    “While institutional trust is decreasing, political polarization is increasing. The majority of Republicans (72%) and Democrats (64%) think of each other as more immoral than other Americans – a nearly 30% rise from 2016 to 2022. When compared with similar democracies, the United States has exhibited the largest increase in animus toward the opposing political party over the past 40 years.”

    In a context in which we can’t agree on anything where, Shteynberg wonders, does that leave us? 

    “When public trust and political consensus disappear, what remains? This question has occupied my research for the past 20 years, both as a scholar trained in social anthropology, organizational science and social cognition and as a professor of psychology,” he said.

    “Researchers don’t have all the answers, but it seems that even in the absence of public trust and agreement, people can share experiences. Whether watching a spelling bee or a football game, ‘we’ still exist if ‘we’ can witness it together.”

    Shteynberg goes on to explain that he and his colleagues have been driven to explore the “foundation of collective mind,” saying that what they study in the lab “is shared attention, instances when people experience the world with others.”

    Those lab experiments, he says, underscore the value of “shared experiences,” saying they “amplify psychological and behavioral reactions to the world” in adults.

    “My colleagues and I find that compared with attending to the world alone, or at different times than others, synchronous attention with others yields stronger memories, deeper emotions and firmer motivations. Studies show that seeing words together renders them more memorable, watching sad movies together makes them sadder, and focusing together on shared goals increases efforts toward their pursuit. Sharing attention to the behavior of others yields more imitation of that behavior,” he says.

    “Critically, those experiencing something with you need not be physically present. Although in some experiments participants sit side by side, in other studies participants believe they are attending together from different lab rooms or even across the nation. Irrespective of the location, the sense that ‘we are attending’ to something together at the same time – as compared with in solitude or on your own schedule – amplifies the experience.”

    Shteynberg highlights two examples of disparate sizes –– watching a movie in a theater or watching the Super Bowl –– as important instances of shared experiences with Americans, who are increasingly isolated in a society that conducts more and more business online.

    “Before the advent of the internet, Americans shared attention broadly – they watched the same nightly news together, even if they did not always agree whether it was good or bad. Today, with people’s attention divided into media silos, there are more obstacles than ever to sharing attention with those with whom you disagree,” he says. “And yet, even when we can no longer agree on what ‘we’ believe, sharing attention to the basic sights and sounds of our world connects us. These moments can be relatively small, like watching a movie in the theater, or large, like watching the Super Bowl. However, remembering that we are sharing such experiences with Americans of all political persuasions is important.”

    Elon Musk secretly ordered his engineers to disable Starlink satellite communications near the coast of Russian-occupied Crimea last year to sabotage a planned Ukrainian drone strike.

    Musk was worried the drone submarine attack, which was targeting the Russian naval fleet in Sevastopol, would escalate tensions and potentially lead to a nuclear war, according to an extract from historian Walter Isaacson’s upcoming biography “Elon Musk.”

    Musk on Thursday evening painted a slightly different picture to the one described by Isaacson. He said satellites in those regions were never turned on in the first place and he simply chose not to activate them.

    The extract, published by the Washington Post on Thursday, shows Musk’s journey from eager supporter to reluctant ally of Ukraine.

    Isaacson writes that Musk reportedly panicked when he heard about the planned Ukrainian attack, which was using Starlink satellites to guide six drones packed with explosives towards the Crimea coast.

    After speaking to the Russian ambassador to the United States — who reportedly told him an attack on Crimea would trigger a nuclear response — Musk took matters into his own hands and ordered his engineers to turn off Starlink coverage “within 100 kilometers of the Crimean coast.”

    This caused the drones to lose connectivity and wash “ashore harmlessly,” effectively sabotaging the offensive mission.

    Ukraine’s reaction was immediate: Officials frantically called Musk and asked him to turn the service back on, telling him that the “drone subs were crucial to their fight for freedom.”

    But Musk was unwavering. He argued that Ukraine was “going too far and inviting strategic defeat” and that he did not want his satellites used for offensive purposes.

    This was the beginning of a well-documented cooling of relationships between Ukrainian forces and the billionaire entrepreneur, who had been helping keep Ukraine online since the beginning of the Kremlin’s full-scale invasion through his Starlink satellites, as Ukrainian infrastructure was severely damaged by Russian attacks.

    But as Ukraine moved on the offensive, Musk started restricting the Ukrainian military’s use of Starlink in Russian-controlled regions and for drone control, while also warning he would stop financially supporting of the service. His argument was the same: He wanted to prevent the conflict from escalating into a world war.

    “There was an emergency request from government authorities to activate Starlink all the way to Sevastopol,” Musk said on X (formerly Twitter). “The obvious intent being to sink most of the Russian fleet at anchor. If I had agreed to their request, then SpaceX would be explicitly complicit in a major act of war and conflict escalation.”

    Russia’s former President Dmitry Medvedev on Thursday praised Musk’s choice to shut down Starlink during Ukraine’s strike attempt.

    “If what Isaacson has written in his book is true, then it looks like Musk is the last adequate mind in North America,” Medvedev wrote on Musk’s X. “Or, at the very least, in gender-neutral America, he is the one with the balls.”

    “Elon Musk,” a biography by historian, professor and former Time magazine editor Isaacson, is set to be released on September 12.

    Elon Musk said on Friday he’s “just following the recommendation” of a Ukrainian diplomat who told the SpaceX founder to “fuck off,” by seeking to offload responsibility for funding his Starlink internet terminals in Ukraine.

    Musk’s trolling came after Ukraine’s former Ambassador to Germany Andrij Melnyk and the country’s President Volodymyr Zelenskyy reacted with hostility to Musk last week tweeting a series of Kremlin talking points, which he presented as a plan for peace in Russia’s war on Ukraine. This raised concerns in Kyiv and among its allies as to whether Musk was still on Ukraine’s side in the war.

    Musk’s tweet came in response to a CNN report that SpaceX had warned in a letter, dated September 8 and sent to the U.S. Department of Defense, that it can no longer afford to provide its Starlink terminals, which are crucial for Ukraine’s military communication.

    “We are not in a position to further donate terminals to Ukraine, or fund the existing terminals for an indefinite period of time,” SpaceX said in the letter, which was signed by the company’s director of government sales, adding that the Pentagon should take over the funding.

    The Starlink satellite communication system has been crucial not only for Ukraine’s military communication, but also for the government to maintain contact with commanders, for Zelenskyy to conduct interviews with journalists, and for civilian communications, connecting loved ones via the encrypted satellites.

    Funding the systems would cost more than $120 million for the rest of the year and the price tag could reach almost $400 million for the next 12 months, according to SpaceX.

    Ukraine has received around 20,000 Starlink satellite units. Musk said last week that the “operation has cost SpaceX $80 million and will exceed $100 million by the end of the year.”

    Musk was initially lauded for providing the Starlink terminals to Ukraine, but according to the SpaceX letter, the vast majority were partially or fully funded by other parties, including the U.S. government, the U.K. and Poland. Poland is the largest single contributor and has paid for almost 9,000 terminals, which cost $1,500 and $2,500 for the two models sent to Ukraine, according to the documents.

    Those governments also paid for a third of the internet connectivity while SpaceX funded the rest, making up the more expensive part of the bill, according to SpaceX.

    Among the documents seen by CNN is also a request from Ukrainian General Valeriy Zaluzhnyi to SpaceX for almost 8,000 more Starlink terminals. SpaceX reportedly responded by recommending the request be sent to the U.S. Department of Defense.

    The spat comes shortly after recent reports of Starlink outages, which have disrupted crucial Ukrainian military communication on the front lines.

    AIWAYS has announced the successful completion of EV prototype test journey in Frankfurt, Germany. It is a 14,231-mile journey across Asia and Europe from Xi’an, China, since it marks the start of the historically significant Silk Road trading route between the East and the West that took 53 days.

    As a partner of AIWAYS, Lenovo Connect provided great connectivity services in AIWAYS’s drive test journey and even to all AIWAYS products worldwide. Since March 2019, Lenovo Connect started to offer AIWAYS Automotive Grading SIM cards, CMP (Connectivity Management Platform) platform and e-Call service in succession. So AIWAYS could enjoy many valuable services, including abundant global communication resources, stable APN network scheme, professional operation support and more.
