BENGALURU, India — The heavy rains that resulted in landslides killing hundreds in southern India last month were made worse by human-caused climate change, a rapid analysis by climate scientists found Tuesday.
The study by the World Weather Attribution, a group of scientists who use established climate models to quickly determine whether human-caused climate change played a part in extreme weather events around the world, found that the 15 centimeters (5.91 inches) of rain that fell in a 24-hour period July 29-30 was 10% more intense because of global warming. The group expects further emissions of planet-heating gases will result in increasingly frequent intense downpours that can lead to such disasters.
Nearly 200 people were killed and rescuers are still searching for more than 130 missing people in Kerala state, one of India’s most popular tourist destinations.
“The Wayanad landslides are another catastrophic example of climate change playing out in real time,” said Mariam Zachariah, a climate scientist at Imperial College of London and one of the authors of the rapid study.
Last month’s rainfall that caused the landslides was the third-heaviest in Kerala state since India’s weather agency began record-keeping in 1901.
Last year over 400 people died due to heavy rains in the Indian Himalayan state of Himachal Pradesh. Multiple studies have found that India’s monsoon rains have become more erratic as a result of climate change. “Until the world replaces fossil fuels with renewable energy, monsoon downpours will continue to intensify, bringing landslides, floods and misery to India,” said Zachariah.
India’s southern state Kerala has been particularly vulnerable to climate change-driven extreme weather. Heavy rainfall in 2018 flooded large parts of the state, killing at least 500 people, and a cyclonic storm in 2017 killed at least 250 people including fishers who were at sea near the state’s coasts.
“Millions of people are sweltering in deadly heat in the summer. Meanwhile, in monsoons, heavier downpours are fuelling floods and landslides, like we saw in Wayanad,” said Arpita Mondal, a climate scientist at the Indian Institute of Technology Bombay and one of the study’s authors. Earlier this year another study by the same group found that deadly heat waves that killed at least 100 people in India were found to have been made at least 45 times more likely due to global warming.
“When it rains now, it rains heavily. In a warmer world, these extreme events will be more frequent and we cannot stop them. However, we can try to establish early warning systems for landslides and also avoid any construction activity in landslide-prone regions,” said Madhavan Rajeevan, a retired senior official at India’s Ministry of Earth Sciences who is from Kerala state.
Tuesday’s study also recommended minimizing deforestation and quarrying, while improving early warning and evacuation systems to help protect people in the region from future landslides and floods. The study said the Wayanad region had seen a 62% decrease in forest cover and that that may have contributed to increased risks of landslides during heavy rains.
“Even heavier downpours are expected as the climate warms, which underscores the urgency to prepare for similar landslides in northern Kerala,” said Maja Vahlberg, climate risk consultant at Red Cross Red Crescent Climate Centre who was also an author of the study.

Even staunch supporters of climate science may be more susceptible to misinformation than they realize, according to new research. The Conversation reported on a new study that highlights the illusory truth effect, where repeated exposure to a claim, even once, can make it seem more believable—regardless of its accuracy. The research, involving 172 participants who overwhelmingly endorsed climate science, found that repeated exposure to both accurate and skeptical claims made them appear more truthful. This vulnerability exists even among those who strongly believe in human-caused climate change.
The study demonstrates the challenges posed by traditional media’s commitment to balanced reporting, which can unintentionally amplify misinformation by giving equal weight to false claims. To combat this, the research suggests reinforcing the scientific consensus on climate change as a defense against the negative effects of repeated misinformation. With the information landscape increasingly influenced by AI-driven content, understanding how to counteract these effects is more crucial than ever.

BANGKOK, Thailand, Aug 12 (IPS) – The rapid growth of digitalization has fundamentally altered commerce, impacting production and facilitating the movement of goods. The 2023 Asia-Pacific Trade and Investment Report (APTIR), has pointed out that although digital trade revenues of Asia and the Pacific account for a significant share of global trade, this growth is uneven, with trade concentrated in a few areas, leading to disparities across the region.
Different policy measures to establish an inclusive digital trade and e-commerce landscape have been used across the region. For example, research on internet courts in China showed how such public and digitized judicial systems benefit smaller and medium-sized firms compared to private dispute resolution mechanisms, which are highly costly.
Indonesia’s introduction of single submission for freight transport applications and its impact on sustainability in supply chains was another case study. This policy instrument has had significant impacts across multiple domains, such as increasing time effectiveness, reducing costs, and increasing transparency in shipping and port clearances.
Lessons learned and the way forward
There is a need to understand the specific digital trade policy instruments that promote sustainable development. It is critical to acknowledge key differences and similarities between trade and digital trade policy to strategically leverage their interlinkage to achieve the SDGs. Social development works in tandem with economic progress.
A key concern is the lack of data on cross-border e-commerce in the Asia-Pacific and Latin America regions, which hinders the implementation and evaluation of programs designed to promote the participation and productivity of small and medium enterprises (SMEs).
More concerted efforts to improve data measurement through private-public partnerships could be a possible policy intervention to address this issue. States should establish effective monitoring systems by improving the availability of economic statistics and third-party evaluations for measuring the progress and impact of SME support programs.
However, given the diversity in operations of SMEs across sectors, it is essential to devise and tailor policies that cater to their specific needs and realities.
There is also a need for sharing real-world examples of successful government initiatives and SME support programs so neighboring countries can draw lessons from them. There are doubts about the long-term usefulness of stand-alone Digital Economy Agreements (DEAs) due to the lack of stringent legal provisions for possible breaches, unlike market-access free trade agreements (FTAs).
Lastly, the United States, which has played a pivotal role in advocating for an open global trade environment, gradually step back from its position, it is time to rethink the leadership that would guide the establishment of digital trade provisions in the future.
This involves showcasing how digital trade rules will be established and enforced moving forward. Who will provide such public goods for digital trade is a major question facing the global economy.
Given its rapid digital-economy growth, significant market size, and increasing influence in global digital trade, should that leadership come from the Asia-Pacific region?

Stirring the leaves of a shrub on his farm in Kyparissia, western Greece, Panos Adamopoulos spied the first soon-to-be-ripe mangoes — his share of a state experiment against climate change.
“Right there!” he exclaimed.
For decades, this fertile land on the shores of the Ionian Sea has been mainly known for olives, in addition to watermelon and other crops.
But even this part of Greece that sees more rain than other parts of the country is grappling with the effects of drought.
After the warmest winter on record, Greece also experienced the hottest June and July since reliable data collection began in 1960.
“There is no winter,” Adamopoulos, 38, told AFP, adding that his property has not received a drop of rain since March.
“No water, no cultivation,” said the farmer, whose trees seem to grow right into the Ionian Sea.
Most of Adamopoulos’ income currently comes from iceberg lettuce.
But with increasingly arid seasons in sight, he may soon have to give up on some of his lucrative, yet water-intensive crops, such as watermelon.
Adamopoulos is among a small number of Greek growers turning to tropical fruits — mangoes, avocados, lychees, cherimoya and macadamia nuts — which he says are “more resistant” to the increasingly intense heat in the Mediterranean region.
For now, he only grows a few dozen mango and avocado trees on his 80-hectare (198-acre) estate.
The exotic fruits are adapting so well to their new surroundings that Adamopoulos now plans to plant a further 300 trees. He he said he had already received orders for his first harvests, due later this month.
The initiative is part of a study by Greek state agriculture institute Demeter to determine whether tropical fruits could help address the country’s looming drought problem.
Not a miracle solution
Study supervisor Teresa Tzatzani says the point is to “find new ways to face this climate change, and make it work in our favour”.
“It is hotter all year round now, and this is good for these crops,” she said.
Although avocado already grows on the island of Crete, scientists were unsure whether the tree would adapt to conditions on the Greek mainland.
And while mango trees need very little rainfall, the last two winters have been unusually dry, Tzatzani noted.
This type of innovation is essential to save the sector from future climate disasters, said Antonis Paraskevopoulos, head of agriculture for the local region of Triphylia.
But for now, tropical fruits are not a miracle solution.
The programme currently has only a dozen farmers and around 10 hectares under cultivation.
And while it is not intended to replace staple local products such as olives or oranges, it can act as a complement, said Tzatzani, who plans to extend the experiment to other Greek regions.
Neighbouring countries are experiencing similar problems. In Italy, Sicilian farmers have started producing mangoes, bananas and papayas.
The Intergovernmental Panel on Climate Change (IPCC) estimates that the Mediterranean basin, one of the “hotspots” of climate change, will experience more frequent heat waves and droughts.
A ‘bad year’?
Theodoros Dimitrakakis, another Greek farmer taking part in the initiative, estimates that it will take years for tropical fruit production to become profitable in Greece.
Despite his enthusiasm for the experiment, the 34-year-old says he can’t afford to devote all his time to it, as his main source of income, olive trees, requires all of his attention.
His village, like many in Greece, is often without water for several hours during the day due to scheduled cuts.
Last year, his olive yield was 60 percent below average, Dimitrakakis said.
Despite being an environmental activist during his university years, Dimitrakakis acknowledges that he only recently realised that climate change would impact him so soon.
He now hopes to convince other local farmers, some of whom prefer to think it’s just a “bad year”.

Earth’s string of 13 straight months with a new average heat record came to an end this past July as the natural El Nino climate pattern ebbed, the European climate agency Copernicus announced Wednesday.
But July 2024 ’s average heat just missed surpassing the July of a year ago, and scientists said the end of the record-breaking streak changes nothing about the threat posed by climate change.
“The overall context hasn’t changed,” Copernicus deputy director Samantha Burgess said in a statement. “Our climate continues to warm.”
Those hot temperatures have been especially merciless.
The globe for July 2024 averaged 62.4 degrees Fahrenheit (16.91 degrees Celsius), which is 1.2 degrees (0.68 Celsius) above the 30-year average for the month, according to Copernicus. Temperatures were a small fraction lower than the same period last year.
During July, the world was 1.48 degrees Celsius (2.7 degrees Fahrenheit) warmer, by Copernicus’ measurement, than pre-industrial times. That’s close to the warming limit that nearly all the countries in the world agreed to in the 2015 Paris climate agreement: 1.5 degrees.
El Nino — which naturally warms the Pacific Ocean and changes weather across the globe — spurred the 13 months of record heat, said Copernicus senior climate scientist Julien Nicolas. That has come to a close, hence July’s slight easing of temperatures. La Nina conditions — natural cooling — aren’t expected until later in the year.
“The global picture is not that much different from where we were a year ago,” Nicolas said in an interview.
“The fact that the global sea surface temperature is and has been at record or near record levels for the past more than a year now has been an important contributing factor,” he said. “The main driving force, driving actor behind this record temperature is also the long-term warming trend that is directly related to buildup of greenhouse gases in the atmosphere.”
That includes carbon dioxide from the burning of fossil fuels such as coal, oil and natural gas.
July’s temperatures hit certain regions especially hard, including western Canada and the western United States. They baked, with around one-third of the U.S. population under warnings at one point for dangerous and record-breaking heat.
Also affected were most of Africa, the Middle East and Asia, and eastern Antarctica, according to Copernicus. Temperatures in Antarctica were well above average, the scientists say.
“Things are going to continue to get worse because we haven’t stopped doing the thing that’s making them worse,” said Gavin Schmidt, climatologist and director of the Goddard Institute for Space Studies, who wasn’t part of the report.
Schmidt noted that different methodologies or calculations could produce slightly different results, including that July may have even continued the streak. The primary takeaway, he said: “Even if the record-breaking streak comes to an end, the forces that are pushing the temperatures higher, they’re not stopping.
“Does it matter that July is a record or not a record? No, because the thing that matters, the thing that is impacting everybody,” Schmidt added, “is the fact that the temperatures this year and last year are still much, much warmer than they were in the 1980s, than they were pre-industrial. And we’re seeing the impacts of that change.”
People across the globe shouldn’t see relief in July’s numbers, the experts say.
“There’s been a lot of attention given to this 13-month streak of global records,” said Copernicus’ Nicolas. “But the consequences of climate change have been seen for many years. This started before June 2023, and they won’t end because this streak of records is ending.”

WASHINGTON — During the summer, Levena Lindahl closes off entire rooms, covers windows with blackout curtains and budgets to manage the monthly cost of electricity for air conditioning. But even then, the heat finds its way in.
“Going upstairs, it’s like walking into soup. It is so hot,” Lindahl said. “If I walk past my attic upstairs, you can feel the heat radiating through a closed door.”
Lindahl, 37, who lives in North Carolina, said her monthly electricity bills in the summer used to be around $100 years ago, but they’ve since doubled. She blames a gradual warming trend caused by climate change.
Around 7 in 10 Americans say in the last year extreme heat has had an impact on their electricity bills, ranging from minor to major, and most have seen at least a minor impact on their outdoor activities, according to a poll from The Associated Press-NORC Center for Public Affairs Research.
As tens of millions of Americans swelter through another summer of historic heat waves, the survey’s findings reveal how extreme heat is changing people’s lives in big and small ways. The poll found that about 7 in 10 Americans have been personally affected by extremely hot weather or extreme heat waves over the past five years. That makes extreme heat a more common experience than other weather events or natural disasters like wildfires, major droughts and hurricanes, which up to one-third of U.S. adults said they’ve been personally affected by.
Sizable shares of Americans – around 4 in 10 – report that extreme heat has had at least a minor impact on their sleep, pets or exercise routine.
Jim Graham, 54, lives in Phoenix, Arizona, and worries about the safety of his dog’s paws when going on walks outside, especially when it gets above 105 degrees Fahrenheit (40 degrees Celsius). To protect her feet, they head out for walks at 5:30 a.m. “This year it seems hotter than usual,” said Graham. His single-level home has central air conditioning and even setting the thermostat to 80 degrees Fahrenheit (27 degrees Celsius) runs him over $350 a month in electricity bills, a big jump from what he used to pay about a decade ago.
He’s not the only one watching the dollars add up: About 4 in 10 Americans say they’ve had unexpectedly expensive utility bills in the past year because of storms, flood, heat, or wildfires, including nearly half of homeowners.
Like Lindahl, many see a link to climate change. About 7 in 10 U.S. adults who have experienced some type of severe weather events or weather disasters in the last five years say they believe climate change was a contributing factor. Three in 10 think climate change was not a cause.
Last year Earth was 2.66 degrees Fahrenheit (1.48 degrees Celsius) warmer than it was before pre-industrial times, according to the European climate agency Copernicus. Some might perceive that increase as insignificant, but temperatures are unevenly fluctuating across the planet and can be dangerous to human health. Several regions of the U.S. set all-time temperature records this summer, and Las Vegas reached a scorching 120 degrees Fahrenheit (48.9 degrees Celsius) on July 7.
According to the poll, about 1 in 10 Americans say that extreme heat has had a major impact on their sleep in the past year, while about 3 in 10 say it’s had a minor impact and 55% say it’s had no impact. Hispanic Americans are more likely than white Americans to say their sleep has been affected, and lower-income Americans are also more likely than higher-income Americans to report an effect on their sleep.
The effects of extreme heat are more widely reported in the West and South. About half of people living in the West say their sleep has been impacted at least in a minor way by extreme heat, while about 4 in 10 people living in the South say their sleep has been impacted, compared to about 3 in 10 people living in the Midwest and Northeast. People living in the West and South are also more likely than those in the Northeast to say their exercise routines have been affected.
Other aspects of daily life – like jobs and commutes, the timing of events like weddings and reunions, and travel and vacation plans – have been less broadly disrupted, but their impact is disproportionately felt among specific groups of Americans. About one-quarter of Americans say that their travel or vacation plans have been impacted by extreme heat, with Hispanic and Black Americans more likely than white Americans to say this.
Even simply enjoying time outside has become more difficult for some. The poll found that about 6 in 10 Americans say extreme heat has impacted outdoor activities for themselves or their family.
In general, people who don’t believe climate change is happening are less likely to report being affected by various aspects of extreme heat compared to people who do. For instance, about 8 in 10 Americans who believe that climate change is happening say extreme heat has had at least a minor impact on their electricity bills, compared to half of Americans who aren’t sure climate change is happening or don’t think it’s happening.
Mario Cianchetti, 70, is a retired engineer who now lives in Sedona, Arizona. His home has solar panels and heat pumps, which he installed because he was interested in lowering his electricity bills to save money. “When you retire, you’re on a single fixed income. I didn’t want to have to deal with rising energy costs,” said Cianchetti, who identified himself as a political independent.
Cianchetti noted that temperatures feel unusually warm but said installing sustainable technologies in his house was a matter of finance. “It’s not that I don’t believe in climate change, yeah I believe we’re going into a hot cycle here, but I don’t believe that it’s man-caused.”
When it comes to general views of climate change, 70% of U.S. adults say climate change is happening. About 6 in 10 of those who believe climate change is happening say that it’s caused entirely or mostly by human activities, while another 3 in 10 say it’s caused equally by human activities and natural changes to the environment and 12% believe it’s primarily caused by natural environmental change. Nine in 10 Democrats, 7 in 10 independents and about half of Republicans say climate change is happening.
Those numbers are essentially unchanged from when the question was last asked in April and have been steady in recent years, although about half of Americans say they have become more concerned about climate change over the past year.

By the time I arrive in Lezay my clothes are damp with sweat, my head foggy. I find hundreds of Les Soulèvements de la Terre’s supporters in a field on the outskirts of town in a victorious, yet cautious, mood. People carry flags that read: “We are all Les Soulèvements de la Terre.” The police are there but keeping their distance. A helicopter circles above.
Lazare emerges from the crowd, clutching a half-eaten sandwich and wearing bright silver shoes. When we finally find a patch of field that is not carpeted in sheep droppings, she kneels in the grass and in her soft, methodical way explains why it’s time for the climate movement to take more radical action.
Part of Lazare’s job is to soften Les Soulèvements de la Terre’s image. For years she appeared in French magazines as the new face of radical eco-activism, but she became Les Soulèvements de la Terre’s official spokesperson only when the group faced the prospect of being shut down. Now Lazare is among a small band of people who deliver speeches at protests or explain their motives to the press. “The government tries to say Les Soulèvements de la Terre is one of these dangerous ultraleft groups,” she says, twisting blades of grass between her fingers as she talks. They want the public to picture violent men, she explains. Lazare knows she does not conform to that image. And neither do her supporters, lying in the grass with their bikes, behind us. There are children, gray-haired hippies, a contingent of tractors, dogs, and even a donkey. A big white horse pulls a cart in circles, a speaker inside vibrating with music.
Later that day, I join around 700 Les Soulèvements de la Terre supporters cycling along quiet country roads, weaving our way past sunflower fields, wind turbines, and rivers that have run dry. Each time we reach a small town, the streets are lined with people, sometimes hundreds, clapping and cheering as we pass. Owners of small farms open their gates, welcoming us in to refill our water bottles and use the facilities. There is a DJ on wheels who blasts The Prodigy as we roll toward the next town. Three months later, in November 2023, that same top court in France overturns the government’s decision to ban the group, ruling it disproportionate.
That is a brief respite in the legal onslaught facing the movement, as European authorities formulate their response to the wave of sabotage sweeping the continent. In November, Lazare and a fellow Les Soulèvements de la Terre spokesperson are due in court for refusing to attend a parliamentary inquiry into the 2023 protests, including the Battle of Saint-Soline. They face two years in jail. The same month, Patrick Hart comes before a tribunal to decide whether he should lose his medical license as a result of his activism. Last year in Germany, Letzte Generation’s members were subjected to police raids, and in May 2024, the public prosecutor’s office in the German town of Neuruppin charged five of the group’s members with forming a criminal organization, citing in part the 2022 pipeline protests. Werner hasn’t been charged, surprisingly, but he hopes a public trial of his fellow activists will spark a countrywide reckoning over Germany’s use of fossil fuels and finally give his sabotage of pipelines the impact he wanted all along.
As their members are dragged through the courts, it seems more important than ever for these groups to have public support. That’s why the people lining the small country roads are so important to Lazare. She needs their blessing. “Radicalism must always be supported by a mass of people to be victorious,” she tells me. Sabotage needs to inspire copycats, which means it needs to shake off its reputation as a sinister, criminal act.
After the first long day of cycling, we pull into a field. Activists have set up a campsite with a bar, a pay-what-you-can canteen, a stage for climate lectures, and live music. There is the accordion again, that festival atmosphere. “I think it’s important for activists to go sometimes by night, masked, and commit sabotage,” says Lazare. “But in Les Soulèvements de la Terre, we want to do this in the middle of the day, not anonymously, but collectively, with joy and music.” Joyfulness, she says, is key to the whole idea.

AGRIGENTO, Italy (AP) — Lakes are dry and fields are scorched by heat in Sicily, but water is still gushing copiously for tourists.
After an almost totally rain-free year on the Italian island, fountains inside Agrigento’s famous archaeological park are still flowing, and pools in rows of hotels are full.
Like many Mediterranean islands, people in Sicily are used to long spells without rain, but human-caused climate change has made weather more erratic, and droughts can be longer and more frequent. Islanders are surviving as they have for decades – they store as much as they can in cisterns and use tankers to deliver water – and do it so well visitors that don’t feel the difference. But this year, the drought has gotten so bad that it’s putting residents at even greater risk, even as water still flows to hotels and tourist sites.

Resilience in a dry year
The drought is punishing. The local water basin authority has tightly rationed water for almost a million residents – they are allowed as little as two to four hours a week — to get through the summer. And on Friday, the first Italian navy tanker ship arrived to supply 12 million liters (3.2 million gallons) of water to the most affected residents.
But Agrigento residents are among the most drought-resilient in Italy, and even with rationing, they still run their businesses, hotels, bed-and-breakfasts, and households without missing a shower, neglecting their garden or closing the swimming pool.
“Nobody can cope with water shortage better than southern Sicilians,” said Salvatore Cocina, head of the local civil protection, who has the hard task of coordinating what little water is left on the island.

Water scarcity is not new as southern Sicily’s terrain does not hold much water and the aqueducts are leaking. The region is also prone to dry spells, particularly in the summer.
Most residents own a private cistern that can hold at least a thousand liters (264 gallons) of water. The city’s rooftops are dotted with large plastic tanks, and just as many are underground in gardens and basements.
Despite the water emergency, tourists continue to flock to the beautiful beaches of southern Sicily and line up to admire the vestiges of ancient Greek colonies.

“I did not have any problem with water,” said New Zealand tourist Iain Topp, as he sweated under the blazing sun during a visit to the 2,500-year-old temple of Concord. But he added that he was “told to conserve water because there could be a shortage.”
Gianluca, an Italian tourist from Lodi who didn’t give his last name, said “there are no problems with drought” in his experience and “at my hotel, they told me they have their own reserves, their cisterns.”
The Valley of Temples archaeological site, which its director said drew in over a million visitors last year, has also been prioritized, so doesn’t suffer from water scarcity.
“We have water 24/7,” explained director Roberto Sciarratta. “Our archaeologists are at work, the valley is open also at night with theater plays. We have no problems with water supplies.”

Meanwhile, water-scarce residents’ tactics are working reasonably well for now, but they have been facing exceptionally difficult circumstances.
2024 has been the worst year for rainfall in more than 20 years according to the civil protection regional department. Lake Fanaco, which supplies water to Agrigento province, used to collect up to 18 million cubic meters of water during an average rainy season, which normally runs from September to April. But by April the lake’s water was already below 2 million cubic meters and is now almost completely dry.
In May, the national government declared a state of emergency for drought and allocated 20 million euros ($21.7 million) to buy water tankers and dig new wells.
And temperatures in southern Sicily are currently 2 degrees Celsius (3.6 Fahrenheit) warmer than the 1991-2020 average, according to the Climate Shift Index, meaning water is quick to evaporate.
“If it does not rain in September, we will have to start tapping critical reserves, and wells and aquifers will also go below critical levels, not just our lakes,” said Cocina.

Solutions stretched thin
Salvatore Di Maria’s phone rarely stops ringing. He is a driver and owner of one of the main water tanker fleets in the area.
On a recent hot day, Di Maria picked up his phone as he filled his gleaming blue tanker at a public water station to yet another customer.
“I need 12,000 liters (3,170 gallons) of water,” said the voice on the other end, calling from a tourist resort.
“There is a waiting list of 10 to 15 days,” Di Maria answered.

Everyone asks him for water. Everyone wants to make sure they will not run out of water. Everyone wants to have full cisterns. And tankers are the best way to deliver the precious water directly to residents without leaks.
Dozens of tanker drivers speed along the winding roads delivering water to priority areas as determined by the local water company, AICA. Higher priority groups are sick or elderly people, hospitals, and several key businesses, such as hotels.
“The drought emergency was a wakeup call,” explained Settimio Cantone, president of AICA. “Our aqueduct leaks 50 to 60 percent of its water.”
“We are now digging new wells, fixing the entire waterworks and reactivating a desalination plant with the emergency funds. This will make our province more independent,” he said.
“Sicily is so vulnerable due to leaky pipes and obsolete and undersized infrastructures. It is not just climate,” said Giulio Boccaletti, scientific director of Euro-Mediterranean center on climate change.
In between visits from water tankers, several Agrigento residents make frequent trips to the only public fountain left open in town to fill their jerrycans on the way home.
Nuccio Navarra is one of those residents, filling up jerrycans from the Bonamorone fountain two or three times a day. “In my house we receive water every 15 days and the pressure is very low, and those who live on the upper floors cannot fill the cisterns,” he said.
Climate scientist Boccaletti fears for the future, although he noted that fixing water infrastructure and investing to adapt agriculture and engineering as AICA hopes to do could offset some concerns.

The Mediterranean basin “will experience higher temperatures, less rainfall and continued sea level rise during the coming decades,” according to the United Nations’ Intergovernmental Panel on Climate Change. The group dubbed the region a “climate change hotspot” due to the vulnerability of human society and ecosystems.
“What used to be extraordinary is the new normal,” said Boccaletti.

Colorado has three years to lower ground-level ozone pollution to meet federal standards, and this summer’s hazy skies — caused by oil and gas drilling, heavy vehicle traffic and wildfire smoke — are putting the state in a hole as it’s already logged more dirty air days than in all of 2023.
“Our state has taken a lot of steps to improve air quality, but you can see it in the skies, you can see it in the air, that we still have work to do,” said Kirsten Schatz, clean air advocate for the Colorado Public Interest Research Group.
Two months into the 2024 summer ozone season, the Front Range already has recorded more high ozone days than the entire summer of 2023. As of Monday, which is the most recent data available, ozone levels had exceeded federal air quality standards on 28 days. At the same point in 2023, there had been 27 high-ozone days.
The summer ozone season runs from June 1 to Aug. 31. However, the region encompassing metro Denver and the northern Front Range this year recorded its first high ozone day in May, and in some years ozone pollution exceeds federal standards into mid-September.
The first benchmark is to lower average ozone pollution to a 2008 standard of 75 parts per billion. The northern Front Range is in what’s called “severe non-attainment” for that number, meaning motorists must use a more expensive blend of gasoline during the summer and more businesses must apply for federal permits that regulate how much pollution they spill into the air.
The second benchmark requires the region to lower its average ozone pollution to a 2015 standard of 70 parts per billion, considered the most acceptable level of air pollution for human health. In July, the EPA downgraded the northern Front Range to be in serious violation of that standard as the region’s ozone level now sits at 81 parts per billion. The state must now submit to the EPA a new plan for lowering emissions.
Colorado needs to meet both EPA benchmarks by 2027, or it will be downgraded again and face more federal regulation.
Of the 28 days the state has recorded high ozone pollution levels, 17 exceeded the 2008 standard of 70 parts per billion, according to data compiled by the Regional Air Quality Council, an organization that advises the state on how to reduce air pollution.
That’s bad news for the region after state air regulators predicted Colorado would be able to meet that standard by the 2027 deadline. The EPA calculates average ozone pollution levels on a three-year average, so this summer’s bad numbers will drag down the final grade.
“It’s not a good first year to have,” said Mike Silverstein, the air quality council’s executive director.
Smoke from wildfires near and far
Ground-level ozone pollution forms on hot summer days when volatile organic compounds and nitrogen oxides react in the sunlight. Those compounds and gases are released by oil and gas wells and refineries, automobiles on the road, fumes from paint and other industrial chemicals, and gas-powered lawn and garden equipment.
It forms a smog that can cause the skies to become brown or hazy, and it is harmful to people, especially those with lung and heart disease, the elderly and children. Ground-level ozone is different than the ozone in the atmosphere that protects Earth from the sun’s powerful rays.
Wildfire smoke blowing from Canada and the Pacific Northwest did not help Colorado’s pollution levels in July, and then multiple fires erupted along the Front Range over the past week, creating homegrown pollution from fine particulate matter such as smoke, soot and ash. Ultimately, though, the heavy smoke days could be wiped from the calculations from 2024, but that decision will be made at a later date.
Still, June also saw multiple high ozone days, and air quality experts say much of the pollution originates at home in Colorado and cannot be blamed on outside influences.
The out-of-state wildfire smoke sent ozone levels skyrocketing the week of July 21 to 27, Silverstein said, but it’s not the reason the numbers are high. The week prior saw ozone levels above federal standards, too, and wildfire smoke had not drifted into the region.
“Pull the wildfires out and we would probably still have had high ozone,” he said.
Jeremy Nichols, senior advocate for the Center for Biological Diversity, also warned that wildfires should not be used as an excuse for the region’s air pollution.
“While the wildfires are out of our control, there is a whole bunch of air pollution we can control,” he said. “I don’t want to let that cover up the ugliness that existed here in the first place.”
Nichols blames oil and gas drilling for the region’s smog. The state is not doing enough to regulate the industry, he said.
“We actually need to recognize we are at a point where oil and gas needs to stop drilling on high ozone days,” Nichols said. “Just like we’re told to stay home on high ozone days, business as usual needs to stop. I don’t think we’ve clamped down on them and in many respects they are getting a free pass to pollute.”
One proposal would require drilling companies to eliminate emissions from pneumatic actuating devices, equipment driven by pressurized gas to open and close valves in pipelines, Silverstein said. Oil companies already are required to make 50% of those devices emission-free, and the federal government also is requiring them to be 100% emission-free by 2035. But Colorado’s proposal would accelerate the timeline, he said.
The second proposal would tell companies to stop performing blowdowns, which is when workers vent fumes from pipelines before beginning maintenance to clear explosive gases, when an ozone alert is issued, Silverstein said.
“There are thousands of these very small events, but these small events add up to significant activity,” he said.
Gabby Richmond, a spokeswoman for the Colorado Oil and Gas Association, said the industry supports the new regulations. She said operators also were electrifying operations where possible and voluntarily delaying operational activities on high ozone days.
“Our industry values clean air, and we are committed to pioneering innovative solutions that protect our environment and make Colorado a great place to live,” Richmond said in a statement. “As a part of this commitment, we have significantly reduced ozone-causing emissions by over 50% through technology, regulatory initiatives and voluntary measures — all in the spirit of being good neighbors in the communities where we live and work.”
“Knock down emissions where we can”
Meanwhile, people who live in metro Denver and the northern Front Range are asked to do their part, too.
When the state health department issues an ozone action alert — which is a forecast for high pollution levels — people are asked to limit driving as much as possible. They also are asked to avoid using gas-powered lawn and garden equipment until later in the day when the sun starts dropping behind the mountains and temperatures fall.
It would be easy to blame Colorado’s ozone pollution on its geography, global climate change that is raising temperatures, and pollution blowing from other countries and states, Silverstein said. But Colorado has a responsibility to do its part.
“We have 4 million people and a big oil and gas field and lots of industrial activity and all of the things related to human activity all in one concentrated location with a great mountain backdrop, but it comes with a bit of a price,” he said. “So it’s up to us to find the strategies to knock down emissions where we can.”
Reed Timmer has been chasing storms for more than two decades, since he intercepted his first tornado in northern Oklahoma as an undergrad majoring in meteorology. During that time, Timmer, who typically logs more than 50,000 miles on the road each year, has intercepted countless tornadoes, each one helping to further his extreme-weather knowledge. “We still don’t completely know what happens inside a tornado,” says Edgar ONeal, a weather journalist who is Timmer’s chase partner.
Enter the Dominator. This is the third iteration of Timmer’s custom-built tornado mobile, which he initially rolled out in the late 2000s. The current Dominator has the chassis of an F350 and weighs 10,000 pounds, enabling it to withstand the debris, gorilla hail, and 150-mph winds that accompany the most powerful of storms. According to Timmer, his “holy grail” is to drive the Dominator to within a quarter-mile of a twister, then shoot a rocket loaded with sensors directly into the heart of the tornado. Timmer has accomplished this once: In May 2019, the rocket tracked the vortex’s pressure drop and frigid air temperature. His team’s hope in the coming year is to launch dozens of rockets at the same time into the swirling updraft of a twister’s “inflow notch.” But even if all those rockets fail, the Dominator is full of its own sensors to capture valuable scientific data. “That’s the whole point,” says ONeal. “You can launch probes into a tornado, or you can be the probe, and that’s the Dominator.”
When wildfires rage, the immediate threat is obvious—but smoke from the fires actually kills far more people than the flames.
As fires become more frequent, that smoke is leading to a public health crisis.
In a new study published in the journal Science Advances, we found that wildfire smoke likely contributed to more than 52,000 premature deaths across California alone from 2008 to 2018, with an economic impact from the deaths of more than $430 billion.
Previous studies have examined the short-term health risks from wildfire smoke, but few have assessed how exposure to wildfire smoke over years adds up to shorten human lives.

As fires are becoming a regular occurrence in all of our lives, it’s important for communities to understand that the health risk from smoke pollution is rising too.
Health Risks
Decades of air pollution research have shown how exposure to fine particulate matter, or PM2.5, can harm a person’s long-term health.
PM2.5 is a mixture of small particles, each only a fraction of the width of a human hair. It comes from a variety of sources, such as vehicle tailpipes and factory emissions, as well as from other sources, including fires. The particles are so tiny, they can travel deep into the lungs and even enter the bloodstream.
Inhaling PM2.5 can cause short-term respiratory health problems in vulnerable populations, such as people with asthma and older adults. It also leads to long-term harm by contributing to the formation of chronic diseases, including atherosclerosis, asthma, decreases in lung function, and diabetes. One reason this happens is the body’s inflammatory response to inhaling air pollutants.
Despite the creation of multiple stormwater reservoirs, like the Bassin d’Austerlitz, which collect stormwater and slowly release it after the bad weather has passed, if enough rain is concentrated into a small enough time, not everything that falls from the sky can be captured. In such a situation, runoff water has to be released into the river, driving up bacterial levels.
“[Weather] variability due to climate change is a major issue, and this will only make things more difficult,” says Dan Angelescu, CEO of water-monitoring start-up Fluidion at a July 31 press conference at the company’s office in Alfortville, just outside Paris. The company makes remote water-sampling devices that beam their readings back to a central base, and it has been working with Paris authorities since 2016 providing water analysis at the Bassin de la Villette reservoir, a separate swimming site in the north of Paris that is already open for public swimming.
“If new projects to collect waterway runoff are not carried out in the coming years, it is highly likely that the swimmability of the Seine and the opening of recreational and sports areas will depend on weather events, with swimming bans following rainy days,” says Loïs Mougin, a doctoral researcher in exercise and environmental physiology at the School of Sport, Exercise, and Health Science at Loughborough University.
Even without a rise in extreme weather, keeping the Seine clean enough to swim in in the face of normal weather events—such as regular summer rain—is a big challenge, says Jean-Marie Mouchel, professor of hydrology at the Sorbonne University. “There are also plenty of non-exceptional weather events that have an impact on the water quality. We need to make the system more efficient at improving water quality in the face of these.” Water-quality data from last summer backs up this point. The Seine was unswimmable roughly 30 percent of the time—but Paris wasn’t enduring extreme rainfall a third of the time.
Experts argue that how water-monitoring is done, and what information is shared with the public and when, also has to improve. “It is crucial that bacteriological data be published daily, along with information on the associated risks,” Mougin says. These include the potential for gastrointestinal issues and eye and skin infections.
“Monitoring is going to become critical,” Angelescu says. “Having technology that’s able to monitor the right risk, measure the actual risk coming from all the bacteria, and provide results fast is going to be extremely important.” Conventional monitoring methods, which were used to make decisions for the triathlon (and didn’t involve Fluidon), involve taking samples from the river and sending them to a lab—a process that is far slower than the real-time monitoring.
So separately, Fluidon has been trialing its technology at the triathlon site near the Alexandre III bridge throughout the Games, focusing on levels of the E. coli bacteria, to show how a quicker system that involves on-site processing might perform in the river. It has been publishing its results in near real time on an open data site, and says its technology provides a more accurate and up-to-date picture of water conditions.

“Approximately 90% of the world’s calories are provided by less than one percent of the known 250,000 edible plant species.” The big three are wheat, corn, and rice, and our reliance on them may be unsustainable, given the ongoing climate crisis. This has spurred new interest in “underutilized crops,” like quinoa, which might do better with drought and heat.
Quinoa has only recently been introduced into the Northern Hemisphere, but humans have been eating quinoa for more than 7,000 years. Is there any truth to its “superfood” designation, or is it all just marketing hooey?
Quinoa is a “pseudograin,” since the plant it comes from isn’t a type of grass. “Botanically speaking quinoa is an achene, a seed-like fruit with a hard coat,” and it has a lot of vitamins and minerals, but so do all whole grains. It also has a lot of protein. As you can see below and in a series of graphs starting at 1:05 in my video Benefits of Quinoa for Lowering Triglycerides, quinoa has more protein than other grains, but since when do we need more protein? Fiber is what we’re sorely lacking, and its fiber content is relatively modest, compared to barley or rye. Quinoa is pretty strong on folate and vitamin E, though, and it leads the pack on magnesium, iron, and zinc. So, it is nutritious, but when I think superfood, I think of something with some sort of special clinical benefit. Broccoli is a superfood, strawberries are a superfood, and so is garlic, but quinoa? Consumer demand is up, thanks in part to “perceived health benefits,” and it has all sorts of purported benefits in lab animals, but there have been very few human studies.
The first trial was a before-and-after study of quinoa granola bars that showed drops in triglycerides and cholesterol, as you can see below and at 1:53 in my video, but it didn’t have a control group, so we don’t know how much of that would have happened without the quinoa. The kind of study I want to see is a randomized controlled trial. When researchers gave participants about a cup of cooked quinoa every day for 12 weeks, they experienced a 36 percent drop in their triglycerides. That’s comparable to what one gets with triglyceride-lowering drugs or high-dose fish oil supplements.
Which is better, regular quinoa or red quinoa? As you can see in the graph below and at 2:22 in my video, the red variety has about twice the antioxidant power, leading the investigators to conclude that red quinoa “might…contribute significantly to the management and/or prevention of degenerative diseases associated with free radical damage,” but it’s never been put to the test.
What about black quinoa? Both red and black quinoa appear to be equally antioxidant-rich, both beating out the more conventional white variety, as you can see in the graph below and at 2:46 in my video.
The only caveat I could find is to inform your doctor before your next colonoscopy or else they might mistake quinoa for parasites. As reported in a paper, a “colonoscopy revealed numerous egg-like tan-yellow ovoid objects, 2 to 3 mm in diameter, of unclear cause,” but they were just undigested quinoa.

With plans for athletes to swim the Seine River through the heart of Paris, Olympic organizers essentially bet against climate change’s extreme weather. For several days it appeared they would lose — by ditching the swimming portion of triathlon races.
It wasn’t until early Wednesday, after the men’s race had been postponed a day and test events called off, that organizers announced the most recent tests showed the water met standards to allow swimming.
Some scientists and engineers said organizers were taking a huge gamble at a time when heavy rains have increased with human-caused climate change, especially in Europe. The rains run off from the urban environment and contribute to higher bacteria levels in the city’s famed river.
“They just gambled, flipped the coin and hope for a dry season and it turned out to be the rainiest in the last 30 years,” said Metin Duran, a professor of civil and environmental engineering at Villanova University who has researched stormwater management.
Organizers “had worked through most of the scenarios related to computer hacking and physical threats without fully assessing the implications of extreme events associated with climate,” said University of Arizona climate scientist Kathy Jacobs, who directs the Center for Climate Adaptation Science and Solutions. “It’s definitely time to take climate threats seriously.”
If any city could be expected to be mindful of the challenges of climate change, it’s Paris. It’s where the most significant climate agreement in history was struck almost a decade ago — to try to limit Earth’s warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) above pre-industrial levels. And the Paris games aspire to have half the carbon footprint of earlier games held in London and Rio de Janeiro.
Paris, like many older cities around the world, has a combined sewer system, which means that the city’s wastewater and stormwater flow through the same pipes. With heavy or prolonged periods of rain, the pipes’ capacity is reached, sending raw wastewater into the river instead of a treatment plant.
Paris spent 1.4 billion euros ($1.5 billion) to improve the water quality in the Seine, including building a giant basin to capture excess rainwater and keep wastewater from entering the river, renovating sewer infrastructure and upgrading wastewater treatment plants.
But persistent rains, which dampened the opening ceremonies and temporarily gave way to a heat warning on Tuesday, worked against that. Tuesday’s men’s triathlon was postponed to Wednesday. The city has had at least 80 rainy days in Paris so far this year, about two-and-a-half weeks more than normal, according to the French meteorological office.
An AP analysis of weather data found that Paris in 2024 had its second-highest number of rainy days since 1950, surpassed only by 2016. There’s been only one weeklong dry spell this year to give the drainage system a break. Normally there’s at least three by this time, the AP analysis shows.
“Heavy rainfall in the summer has always been a possibility and with a warming climate these heavy rainfall events have only become heavier, said Friederike Otto, a climate scientist at the Imperial College of London. ”Thus, that definitely would need to have gone into the planning.”
A study last week in the journal Science found a noticeable global increase in the variability — the all-or-nothing quality — of rain and snow in the past 100 years with a big jump starting in 1960. Researchers then did the standard climate attribution analysis to compare what actually happened with what would have been expected in a fictional world without human-caused climate change. They found this increase in heavy rains punctuated by longer dry spells had global warming’s fingerprints on it.
The study also found three areas — Europe, eastern North America and Australia — had seen much higher jumps in the increase in rainfall extremes.
The laws of physics dictate that warmer air holds more moisture, which comes down as heavier rain, while climate change then changes weather patterns, making them more stuck in downpours or sunny days without clouds, said study co-author Peili Wu, a climate scientist at the United Kingdom Meteorological Office.
Organizers said what happened was beyond their control. Aurélie Merle, the Paris 2024 director of sports, noted to reporters Tuesday that previous triathlon competitions had sometimes been pared back to duathlons. That was before the early Wednesday announcement that swimming in the Seine would move forward.
Duran, the Villanova professor, noted that the acceptable pollution level for the triathlon is nearly four times weaker than the U.S. Environmental Protection Agency has for swimmable waterways. Paris’ mayor made a public show of swimming in the river earlier this month, something Duran called a publicity stunt. He said he would not swim in the Seine.
He called the underground storage basins “the last thing any stormwater expert would suggest as a solution,” Duran said. Few cities use that solution any more because it’s limited and easily gets overwhelmed by the heavier and more frequent rains of climate change. It’s a solution for the era before global warming kicked in heavily, he said.
Future Olympics sites need to take a wetter world into consideration, Villanova’s Duran said: “The sewer overflow issue is bound to get worse until climate change is addressed.”
Los Angeles, the host city for the 2028 games, could learn a lesson and work toward more green spaces and fewer private vehicles, Imperial College’s Otto said.
“Olympic games are a great opportunity to change cities as for some reason people accept that athletes need to have a healthy environment whereas ordinary citizens should live within pollution, traffic, noise and risk their life and health,” Otto said.

It was questionable how much credit they could take. They had arrived in Texas right at the start of the rainy season, and the precipitation that fell before the experiment had been forecast by the US Weather Bureau. As for Powers’ notion that rain came after battles—well, battles tended to start in dry weather, so it was only the natural cycle of things that wet weather often followed.
Despite skepticism from serious scientists and ridicule in parts of the press, the Midland experiments lit the fuse on half a century of rainmaking pseudoscience. The Weather Bureau soon found itself in a running media battle to debunk the efforts of the self-styled rainmakers who started operating across the country.
The most famous of these was Charles Hatfield, nicknamed either the Moisture Accelerator or the Ponzi of the Skies, depending on whom you asked. Originally a sewing machine salesman from California, he reinvented himself as a weather guru and struck dozens of deals with desperate towns. When he arrived in a new place, he’d build a series of wooden towers, mix up a secret blend of 23 cask-aged chemicals, and pour it into vats on top of the towers to evaporate into the sky. Hatfield’s methods had the air of witchcraft, but he had a knack for playing the odds. In Los Angeles, he promised 18 inches of rain between mid-December and late April, when historical rainfall records suggested a 50 percent chance of that happening anyway.
While these showmen and charlatans were filling their pocketbooks, scientists were slowly figuring out what actually made it rain—something called cloud condensation nuclei. Even on a clear day, the skies are packed with particles, some no bigger than a grain of pollen or a viral strand. “Every cloud droplet in Earth’s atmosphere formed on a preexisting aerosol particle,” one cloud physicist told me. The types of particles vary by place. In the UAE, they include a complex mix of sulfate-rich sands from the desert of the Empty Quarter, salt spray from the Persian Gulf, chemicals from the oil refineries that dot the region, and organic materials from as far afield as India. Without them there would be no clouds at all—no rain, no snow, no hail.
A lot of raindrops start as airborne ice crystals, which melt as they fall to earth. But without cloud condensation nuclei, even ice crystals won’t form until the temperature dips below –40 degrees Fahrenheit. As a result, the atmosphere is full of pockets of supercooled liquid water that’s below freezing but hasn’t actually turned into ice.
In 1938, a meteorologist in Germany suggested that seeding these areas of frigid water with artificial cloud condensation nuclei might encourage the formation of ice crystals, which would quickly grow large enough to fall, first as snowflakes, then as rain. After the Second World War, American scientists at General Electric seized on the idea. One group, led by chemists Vincent Schaefer and Irving Langmuir, found that solid carbon dioxide, also known as dry ice, would do the trick. When Schaefer dropped grains of dry ice into the home freezer he’d been using as a makeshift cloud chamber, he discovered that water readily freezes around the particles’ crystalline structure. When he witnessed the effect a week later, Langmuir jotted down three words in his notebook: “Control of Weather.” Within a few months, they were dropping dry-ice pellets from planes over Mount Greylock in Western Massachusetts, creating a 3-mile-long streak of ice and snow.
NEW PALTZ, N.Y. — At the end of a semester that presaged one of the hottest summers on record, the students in Associate Professor Michael Sheridan’s business class were pitching proposals to cut waste and emissions on their campus and help turn it into a vehicle for fighting climate change.
Flanking a giant whiteboard at the front of the classroom, members of the team campaigning to build a solar canopy on a SUNY New Paltz parking lot delivered their pitch. The sunbaked lot near the athletic center was an ideal spot for a shaded solar panel structure, they said, a conduit for solar energy that could curb the campus’s reliance on natural gas.
The project would require $43,613 in startup money. It would be profitable within roughly five years, the students said. And over 50 years, it would save the university $787,130 in energy costs.

“Solar canopies have worked for other universities, including other SUNY schools,” said Ian Lominski, a graduating senior who said he hopes to one day work for the New York State Department of Environmental Conservation. “It’s well within the realm of possibility for SUNY New Paltz.”
Sheridan’s course is an example of an approach known as “campus as a living lab,” which seeks to simultaneously educate students and reduce the carbon footprint of college campuses. Over the past decade, a growing number of professors in fields as diverse as business, English and the performing arts have integrated their teaching with efforts to minimize their campuses’ waste and emissions, at a time when human-created climate change is fueling dangerous weather and making life on Earth increasingly unstable.

Engineering students have helped retrofit buildings. Theater students have produced no-waste productions. Ecology students have restored campus wetlands. Architecture students have modeled campus buildings’ airflow and worked to improve their energy efficiency. The efforts are so diverse that it’s difficult to get a complete count of them, but they’ve popped up on hundreds of campuses around the country.
“I think it’s a very, very positive step,” said Bryan Alexander, a senior scholar at Georgetown University and author of the book “Universities on Fire: Higher Education in the Climate Crisis.” “You’ve got the campus materials, you’ve got the integration of teaching and research, which we claim to value, and it’s also really good for students in a few ways,” including by helping them take action on climate in ways that can improve mental health.
That said, the work faces difficulties, among them that courses typically last only a semester, making it hard to maintain projects. But academics and experts see promising results: Students learn practical skills in a real-world context, and their projects provide vivid examples to help educate entire campuses and communities about solutions to alleviate climate change.

From the food waste students and staff produce, to emissions from commuting to campus and flying to conferences, to the energy needed to power campus buildings, higher education has a significant climate footprint. In New York, buildings are among the single largest sources of carbon emissions — and the State University of New York system owns a whopping 40 percent of the state’s public buildings.
About 15 years ago, college leaders began adding “sustainability officers” to their payrolls and signing commitments to achieve carbon neutrality. But only a dozen of the 400 institutions that signed on have achieved net-zero emissions to date, according to Bridget Flynn, senior manager of climate programs with the nonprofit Second Nature, which runs the network of universities committed to decarbonizing. (The SUNY system has a goal of achieving net-zero emissions by 2045, per its chancellor, John B. King Jr.)
Campus sustainability efforts have faced hurdles including politics and declining enrollment and revenue, say experts. “Higher ed is in crisis and institutions are so concerned about keeping their doors open, and sustainability is seen as nice to have instead of essential,” said Meghan Fay Zahniser, who leads the Association for the Advancement of Sustainability in Higher Education.
But there’s change happening on some campuses, she and others noted. At Dickinson College, in Pennsylvania, a net-zero campus since 2020, students in statistics classes have run data analyses to assess why certain buildings are less efficient than others. Psychology students studying behavior change helped the campus dining hall adopt a practice of offering half, full and double portions to cut down on food waste. Physics students designed solar thermal boxes to boost renewable biogas production on an organic farm owned by the college.
Neil Leary, associate provost and director of the college’s Center for Sustainability Education, teaches classes in sustainability. Last fall’s students analyzed climate risks and resilience strategies for the campus and its surrounding county and then ran a workshop for community members. Among the recommendations emerging from the class: that athletic coaches and facilities staff receive training on heat-related health risks.

Similarly, at SUNY Binghamton, Pamela Mischen, chief sustainability officer and an environmental studies professor, teaches a course called Planning the Sustainable University. Her students, who come from majors including environmental studies, engineering and pre-law, have helped develop campus green purchasing systems, started a student-run community garden and improved reuse rates for classroom furniture.
And across the country, at Weber State University in Utah, students have joined the campus’s push toward renewable energy. Engineering students, for example, helped build a solar-powered charging station on a picnic table. A professor in the school’s construction and building sciences program led students in designing and building a net-zero house.
On the leafy SUNY New Paltz campus about 80 miles north of Manhattan, campus sustainability coordinator Lisa Mitten has spent more than a decade working to reduce the university’s environmental toll. Among the projects she runs is a sustainability faculty fellows program that helps professors incorporate climate action into their instruction.
One day this May, Andrea Varga, an associate professor of theatre design and a sustainability fellow, listened as the students in her honors Ethical Fashion class presented their final projects. Varga’s class covers the environmental harms of the global fashion industry (research suggests it is responsible for at least 4 percent of greenhouse emissions worldwide, or roughly the total emissions of Germany, France and the United Kingdom combined). For their presentations, her students had developed ideas for reducing fashion’s toll, on the campus and beyond, by promoting thrifting, starting “clothes repair cafes” and more.

Jazmyne Daily-Simpson, a student from Long Island scheduled to graduate in 2025, discussed expanding a project started a few years earlier by a former student, Roy Ludwig, to add microplastic filters to more campus washing machines. In a basement laundry room in Daily-Simpson’s dorm, two washers are rigged with the contraptions, which gradually accumulate a goopy film as they trap the microplastic particles and keep them from entering the water supply.
Ludwig, a 2022 graduate who now teaches Earth Science at Arlington High School about 20 miles from New Paltz, took Varga’s class and worked with her on an honors project to research and install the filters. A geology major, he’d been shocked that it took a fashion class to introduce him to the harms of microplastics, which are found in seafood, breast milk, semen and much more. “It’s an invisible problem that not everyone is thinking about,” he said. “You can notice a water bottle floating in a river. You can’t notice microplastics.”
Around campus, there are other signs of the living lab model. Students in an economics class filled the entryway of a library with posters on topics such as the lack of public walking paths and bike lanes in the surrounding county and inadequate waste disposal in New York State. A garden started by sculpture and printmaking professors serves as a space for students to learn about plants used to make natural dyes that don’t pollute the environment.
In the business school classroom, Sheridan, the associate professor, had kicked off the student presentations by explaining to an audience that included campus facilities managers and local green business leaders how the course, called Introduction to Managing Sustainability, originated when grad students pitched the idea in 2015. The projects are powered by a “green revolving fund,” which accumulates money from cost savings created by past projects, such as reusable to-go containers and LED lightbulbs in campus buildings. Currently the fund has about $30,000.
“This class has two overarching goals,” said Sheridan, who studied anthropology and sustainable development as an undergraduate before pursuing a doctorate in business. The first is to localize the United Nations global goals for advancing sustainability, he said, and the second is “to prove that sustainability initiatives can be a driver for economic growth.”
In addition to the solar canopy project, students presented proposals for developing a reusable water bottle program, creating a composter and garden, digitizing dining hall receipts and organizing a bikeshare. They gamely fielded questions from the audience, many of whom had served as mentors on their projects.

Jonathan Garcia, a third-year business management major on the composting team, said later that he’d learned an unexpected skill: how to deal with uncooperative colleagues. “We had an issue with one of our teammates who just never showed up, so I had to manage that, and then people elected me leader of the group,” he said later. “I learned a lot of team-management skills.”
The solar panel team had less drama. Its members interviewed representatives from the New York State Energy Research and Development Authority, Central Hudson Gas & Electric and a local company, Lighthouse Solar, along with Mitten and other campus officials. Often, they met three times a week to research and discuss their proposal, participants said.
Lominski, the senior, plans to enroll this fall in a graduate program at the SUNY College of Environmental Science and Forestry, in Syracuse. Before Sheridan’s class, he said, he had little specific knowledge of how solar panels worked. The course also helped him refine his project management and communication skills, he said.
His solar panel teammate Madeleine Biles, a senior majoring in management, transferred to New Paltz from SUNY Binghamton before her sophomore year because she wanted a school that felt more aligned with her desire to work for a smaller, environmentally minded business.
An avid rock climber whose parents were outdoor educators, she’d developed some financial skills in past business classes, she said, but the exercises had always felt theoretical. This class made those lessons about return on investment and internal rate of return feel concrete. “Before it was just a bunch of formulas where I didn’t know when or why I would ever use them,” she said.
This summer, Biles is interning with the Lake George Land Conservancy, and hopes to eventually carve out a career protecting the environment. While she said she feels fortunate that her hometown of Lake George, in New York’s Adirondack region, isn’t as vulnerable as some places to climate change, the crisis weighs on her.
“I think if I have a career in sustainability, that will be my way of channeling that frustration and sadness and turning it into a positive thing,” she said.
She recently got a taste of what that might feel like: In an email from Sheridan, she learned that her team’s canopy project was chosen to receive the startup funding. The school’s outgoing campus facilities chief signed off on it, and, pending approval from the department’s new leader, the university will begin the process of constructing it.
“It’s cool to know that something I worked on as a school project is actually going to happen,” said Biles. “A lot of students can’t really say that. A lot of projects are kind of like simulations. This one was real life.”

Only as little as 72% of the $20 billion housing bond will be spent to actually build affordable housing for extremely low-income, very low-income, and low-income households. Ten percent can be spent on grants for “transportation, schools, and parks.” Notably, only 80% of the proceeds of the bond issue need to be spent in the county funding the bonds. Thus, Contra Costa County residents could end up paying for parks in San Mateo County.
The decision to place the bond on the ballot was made by the MTC, which includes unelected, unaccountable officials and is therefore like taxation without representation. We can and must do better.
In his critique of Kamala Harris, Bret Stephens mentions high staff turnover during her time as vice president and the fact that she failed the bar exam on the first try.
Regarding turnover, he should have started by looking at the mile-long list of senior and mid-level Trump people who quit or were fired.
As for the bar exam, Harris is in good company. Others who took the exam more than once include Franklin D. Roosevelt, Michele Obama, John F, Kennedy Jr., and former California Governors Jerry Brown and Pete Wilson.
He also claims she has been a bad campaigner. He’s entitled to his opinion, but her first speech in Milwaukee looked pretty impressive to me, in contrast to Donald Trump’s 93-minute meandering speech at the Republican convention.
It is now obvious that the cost of this heat — both in dollars and in human lives — far outstrips the cost of reducing CO2 emissions. Are we going to follow Ben Franklin’s advice: “An ounce of prevention is worth a pound of cure”? Or John Paul Jones, “I have not yet begun to fight”? We need to get serious, folks.
The scary truth is most Californians are only a few bad breaks away from homelessness. The unlucky blow may come from a wildfire or, worse, an unexpected medical bill. Insurers profit most off denying coverage, that is, if you were fortunate enough to have health insurance in the first place.
Capitalism turns housing into a scarce commodity and then blames people who lack it. Rather than treating the unhoused as untouchable, we should give them security and more chances. It is the Christian thing to do and a humane imperative.
Gov. Gavin Newsom’s executive order to sweep away homeless encampments is cruel. It does nothing to solve the systemic problems that cause homelessness in the first place. And by treating other people like trash, the Ggovernor has proven he’s garbage.

Harris win is best hope for multiracial society
I was one of 50,000 Black men on a call for Kamala Harris, a day after 44,000 Black women got together. I haven’t seen this level of excitement since Barack Obama in 2008. Black women and men being this energized is how we will win the fight for a multiracial democracy.

Kamala was born at the same Oakland hospital as my son. In 2020, hundreds of us danced in front of her former Berkeley apartment to celebrate her victory. And boy will we party if, natch, when she wins the presidency.
A letter writer complained that the Supreme Court decision in Loper Bright Enterprises v. Raimundo now prevents federal administrative agencies from “resolving statutory ambiguities.” But that is exactly how it should be. That’s what courts do.
While agencies may have certain “expertise,” they are not courts. Courts have the expertise to resolve ambiguities in the law; agencies don’t. I don’t want an agency expert to interpret a legal ambiguity; that is not the job of a federal bureaucrat. That expert might be a conservative or liberal who lets his or her worldviews influence a decision.
If an agency finds an ambiguity in the law, have them go to Congress to clarify the issue. That is the job of our representatives.

MIAMI — Nicole Crooks stood in the plaza of the historic Lyric Theater, a royal blue hat shielding her from the midday sun that baked Miami.
In its heyday, the theater, in the city’s Overtown neighborhood, was an important cultural hub for the Black community. James Brown, Sam Cooke, Ray Charles, Aretha Franklin and Ella Fitzgerald performed there, in the heart of “Little Broadway,” for esteemed audience members such as Jackie Robinson and Joe Louis.
Now, on that day in mid-March, the towering shell of a future high-rise development and a pair of yellow construction cranes loomed over the cultural landmark. It’s a visual reminder of the changing face of the neighborhood — and rising costs for longtime residents.
Located inland, far from prized beachfront real estate, Overtown was once shunned by developers and wealthy homeowners, said Crooks, a community engagement manager at Catalyst Miami, a nonprofit focused on equity and justice.

But as Miami has become ground zero for climate change, Overtown has also become a hot spot for developers fleeing rising seas and coastal flood risk, say climate experts and community advocates.
That’s because Overtown — like districts such as Allapattah, Liberty City, Little Haiti and parts of Coconut Grove — sits along the Miami Rock Ridge. This elevated limestone spine is nine feet above sea level, on average — about three feet higher than Miami’s overall average.
A development boom in these districts is changing the face of these historically Black neighborhoods and driving up prices, longtime residents tell CNBC. The dynamic is known as “climate gentrification.”
Gentrification due to climate change is also happening in other parts of the U.S. and is one way in which climate risks disproportionately fall on people of color.
“More than anything, it’s about economics,” Crooks said of the encroachment of luxury developments in Overtown, where she has lived since 2011. “We’re recognizing that what was once prime real estate [on the coast] is not really prime real estate anymore” due to rising seas.
If Miami is ground zero for climate change, then climate gentrification makes Overtown and other historically Black neighborhoods in the city “ground zero of ground zero,” Crooks said.
When a neighborhood gentrifies, residents’ average incomes and education levels, as well as rents, rise rapidly, said Carl Gershenson, director of the Princeton University Eviction Lab.
Because of how those elements correlate, the outcome is generally that the white population increases and people of color are priced out, he said.
Gentrification is “inevitable” in a place such as Miami because so many people are moving there, including many wealthy people, Gershenson said.
But climate change “molds the way gentrification is going to happen,” he added.

Indeed, climate gentrification has exacerbated a “pronounced housing affordability crisis” in Miami, particularly for immigrants and low-income residents, according to a recent analysis by real estate experts at Moody’s.
Asking rents have increased by 32.2% in the past four years to $2,224 per unit, on average — higher than the U.S. average of 19.3% growth and $1,825 per unit, according to Moody’s.
The typical renter in Miami spends about 43% of their income on rent, making the metro area the least affordable in the U.S., according to May data from Zillow.
Housing demand has soared due to Miami’s transition into a finance and technology hub, which has attracted businesses and young workers, pushing up prices, Moody’s said.
But rising seas and more frequent and intense flooding have made neighborhoods such as Little Haiti, Overtown and Liberty City — historically occupied by lower-income households — more attractive to wealthy people, Moody’s said.
The rich “have an upper hand” since they have the financial means to relocate away from intensifying climate hazards, it said.
“These areas, previously overlooked, are now valued for their higher elevation away from flood-prone zones, which leads to development pressure,” according to Moody’s.
These shifts in migration patterns “accelerate the displacement of established residents and inflate property values and taxes, widening the socio-economic divide,” it wrote.
Indeed, real estate at higher elevations of Miami-Dade County has appreciated at a faster rate since 2000 than that in other areas of the county, according to a 2018 paper by Harvard University researchers.
Many longtime residents rent and therefore don’t seem to be reaping the benefits of higher home values: Just 26% of homes occupied in Little Haiti are occupied by their owners, for example, according to a 2015 analysis by Florida International University.
In Little Haiti, the Magic City Innovation District, a 17-acre mixed-use development, is in the early stages of construction.
Robert Zangrillo, founder, chairman and CEO of Dragon Global, one of the Magic City investors, said the development will “empower” and “uplift” — rather than gentrify — the neighborhood.
He said the elevation was a factor in the location of Magic City, as were train and highway access, proximity to schools and views.
“We’re 17 to 20 feet above sea level, which eliminates flooding,” he said. “We’re the highest point in Miami.”
Comprehensive real estate data broken down according to neighborhood boundaries is hard to come by. Data at the ZIP-code level offers a rough approximation, though it may encompass multiple neighborhoods, according to analysts.
For example, residents of northwest Miami ZIP code 33127 have seen their average annual property tax bills jump 60% between 2019 and 2023, to $3,636, according to ATTOM, a company that tracks real estate data. The ZIP code encompasses parts of Allapattah, Liberty City and Little Haiti and borders Overtown.
That figure exceeds the 37.4% average growth for all of Miami-Dade County and 14.1% average for the U.S., according to ATTOM.
Higher property taxes often go hand in hand with higher property values, as developers build nicer properties and homes sell for higher prices. Wealthier homeowners may also demand more city services, pushing up prices.

Average rents in that same ZIP code have also exceeded those of the broader region, according to CoreLogic data.
Rents for one- and two-bedroom apartments jumped 50% and 52%, respectively, since the first quarter of 2021, according to CoreLogic.
By comparison, the broader Miami metro area saw one-bedroom rents grow by roughly 37% to 39%, and about 45% to 46% for two-bedroom units. CoreLogic breaks out data for two Miami metro divisions: Miami-Miami Beach-Kendall and West Palm Beach-Boca Raton-Delray Beach.
“To see how the elders are being pushed out, single mothers having to resort to living in their cars with their children in order to live within their means … is simply heartbreaking for me,” Crooks said.
Climate gentrification isn’t just a Miami phenomenon: It’s happening in “high-risk, high-amenity areas” across the U.S., said Princeton’s Gershenson.
Honolulu is another prominent example of development capital creeping inland to previously less desirable areas, said Andrew Rumbach, senior fellow at the Urban Institute. It’s a trend likely to expand to other parts of the nation as the fallout from climate change worsens.
Miami and Honolulu are the “canaries in the coal mine,” he said.
But climate gentrification can take many forms. For example, it also occurs when climate disasters reduce the supply of housing, fueling higher prices.

In the year following the 2021 Marshall Fire in Colorado — the costliest fire in the state’s history — a quarter of renters in the communities affected by the fire saw their rents swell by more than 10%, according to survey data collected by Rumbach and other researchers. That was more than double the region-wide average of 4%, he said.
The supply that’s repaired and rebuilt generally costs more, too — favoring wealthier homeowners, the researchers found.
Across the U.S., high-climate-risk areas where disasters serially occur experience 12% higher rents, on average, according to recent research by the Georgia Institute of Technology and the Brookings Institution.
“It’s basic supply and demand: After disasters, housing costs tend to increase,” said Rumbach.
FrederickaBrown,92,has lived in Coconut Grove all her life.
Recent development has irreparably altered her neighborhood, both in character and beauty, she said.
“My whole neighborhood is changing,” said Brown, seated at a long table in the basement of the Macedonia Missionary Baptist Church. Founded in 1895, it’s the oldest African-American church in Coconut Grove Village West.
The West Grove district, as it’s often called, is where some Black settlers from the Bahamas put down roots in the 1870s.
“They’re not building single-family [houses] here anymore,” Brown said. The height of buildings is “going up,” she said.

Carolyn Donaldson, sitting next to her, agreed. West Grove is located at the highest elevation in the broader Coconut Grove area, said Donaldson, a resident and vice chair of Grove Rights and Community Equity.
The area may well become “waterfront property” decades from now if rising seas swallow up surrounding lower-lying areas, Donaldson said. It’s part of a developer’s job to be “forward-thinking,” she said.
Development has contributed to financial woes for longtime residents, she added, pointing to rising property taxes as an example.
“All of a sudden, the house you paid for years ago and you were expecting to leave it to your family for generations, you now may or may not be able to afford it,” Donaldson said.
The number of newly constructed apartment units in multifamily buildings has grown by 155% over the past decade, versus 44% in the broader Miami metro area and 25% in the U.S., according to Moody’s data. Data for the City of Miami counts growth in overall apartment inventory in buildings with 40 or more units. The geographical area includes aforementioned gentrifying neighborhoods and others such as the downtown area.
While elevation isn’t generally “driving [developers’] investment thesis in Miami, it’s “definitely a consideration,” said David Arditi, a founding partner of Aria Development Group. Aria, a residential real estate developer, generally focuses on the downtown and Brickell neighborhoods of Miami and not the ones being discussed in this article.
Flood risk is generally why elevation matters: Lower-lying areas at higher flood risk can negatively affect a project’s finances via higher insurance rates, which are “already exorbitant,” Arditi said. Aria analyzes flood maps published by the Federal Emergency Management Agency and aims to build in areas that have lower relative risk, for example, he said.
“If you’re in a more favorable flood zone versus not … there’s a real sort of economic impact to it,” he said. “The insurance market has, you know, quadrupled or quintupled in the past few years, as regards the premium,” he added.
A 2022 study by University of Miami researchers found that insurance rates — more so than the physical threat of rising seas — are the primary driver of homebuyers’ decision to move to higher ground.
“Presently, climate gentrification in Miami is more reflective of a rational economic investment motivation in response to expensive flood insurance rather than sea-level rise itself,” the authors, Han Li and Richard J. Grant, wrote.
Some development is likely needed to address Miami’s housing crunch, but there has to be a balance, Donaldson said.
“We’re trying to hold on to as much [of the neighborhood’s history] as we possibly can and … leave at least a legacy and history here in the community,” she added.
Tearing down old homes and putting up new ones can benefit communities by making them more resilient to climate disasters, said Todd Crowl, director of the Florida International University Institute of Environment.
However, doing so can also destroy the “cultural mosaic” of majority South American and Caribbean neighborhoods as wealthier people move in and contribute to the areas’ “homogenization,” said Crowl, a science advisor for the mayor of Miami-Dade County.
“The social injustice part of climate is a really big deal,” said Crowl. “And it’s not something easy to wrap our heads around.”

Paulette Richards has lived in Liberty City since 1977. She said she has friends whose family members are sleeping on their couches or air mattresses after being unable to afford fast-rising housing costs.
“The rent is so high,” said Richards, a community activist who’s credited with coining the term “climate gentrification.” “They cannot afford it.”
Richards, who founded the nonprofit Women in Leadership Miami and the Liberty City Climate & Me youth education program, said she began to notice more interest from “predatory” real estate developers in higher-elevation communities starting around 2010.
She said she doesn’t have a problem with development in Liberty City, in and of itself.“I want [the neighborhood] to look good,” she said. “But I don’t want it to look good for someone else.”
The photojournalist has lived in the neighborhood, north of downtown Miami, since the early 1970s.

A few blocks north, construction has started on the Magic City Innovation District.
The development is zoned for eight 25-story apartment buildings, six 20-story office towers, and a 420-room hotel, in addition to retail and public space, according to a webpage by Dragon Global, one of the Magic City investors. Among the properties is Sixty Uptown Magic City, billed as a collection of luxury residential units.
“Now there’s this encroachment of developers,” Juste said.
“The only place you can go is up, because the water is coming,” he said, in reference to rising seas. Development is “about fiscal opportunity,” he said.
Plaza Equity Partners, a real estate developer and one of the Magic City partners, did not respond to CNBC’s requests for comment. Another partner, Lune Rouge Real Estate, declined to comment.

But company officials in public comments have said the development will benefit the area.
The Magic City project “will bring more jobs, create economic prosperity and preserve the thriving culture of Little Haiti,” Neil Fairman, founder and chairman of Plaza Equity Partners, said in 2021.
Magic City developers anticipate it will create more than 11,680 full-time jobs and infuse $188 million of extra annual spending into the local economy, for example, according to a 2018 economic impact assessment by an independent firm, Lambert Advisory. Likewise, Miami-Dade County estimated that a multimillion-dollar initiative launched in 2015 to “revitalize” part of Liberty City with new mixed-income developments would create 2,290 jobs.
Magic City investors also invested $31 million in the Little Haiti Revitalization Trust, created and administered by the City of Miami to support community revitalization in Little Haiti.
Affordable housing and homeownership, local small business development, local workforce participation and hiring programs, community beautification projects, and the creation and improvement of public parks are among their priorities, developers said.
Zangrillo, the Dragon Global founder, sees such investment as going “above and beyond” to ensure Little Haiti is benefited by the development rather than gentrified. He also helped fund a $100,000 donation to build a technology innovation center at the Notre Dame d’Haiti Catholic Church, he said.
Developers also didn’t force out residents, Zangrillo said, since they bought vacant land and abandoned warehouses to construct Magic City.
But development has already caused unsustainable inflation for many longtime Little Haiti residents, Juste said. Often, there are other, less quantifiable ills, too, such as the destruction of a neighborhood’s feel and identity, he said.
“That’s what makes [gentrification] so perilous,” he said. “Exactly the very thing that brings [people] here, you’re destroying.”
GLOSTER, Miss. (AP) — This southern Mississippi town’s expansive wood pellet plant was so close to Shelia Mae Dobbins’ home that she sometimes heard company loudspeakers. She says industrial residues coated her truck and she no longer enjoys spending time in the air outdoors.
Dobbins feels her life — and health — were better before 2016, when United Kingdom energy giant Drax opened a facility able to compress 450,000 tons of wood chips annually in the majority Black town of Gloster, Mississippi. To her, it’s no coincidence federal regulators find residents are exposed to unwanted air particles and they experience asthma more than most of the country.
Her asthma and diabetes were once under control, but since a 2017 diagnosis of heart and lung disease, Dobbins has frequently lived at the end of a breathing tube connected to an oxygen cannister.
“Something is going on. And it’s all around the plant,” said the 59-year-old widow who raised two children here. “Nobody asked us could they bring that plant there.”

Wood pellet production skyrocketed across the U.S. South. It helped feed demand in the European Union for renewable energy, as those coutries sought to replace fossil fuels such as coal. But many residents near plants — often African Americans in poor, rural swaths — find the process left their air dustier and people sicker.
Billions of dollars are available for these projects under President Joe Biden’s signature law combating climate change. The administration is weighing whether to open up tax credits for companies to burn wood pellets for energy.

As producers expand west, environmentalists want the government to stop incentivizing what they call a misguided attempt to curb carbon emissions that pollute communities of color while presently warming the atmosphere.
Despite hefty pollution fines against industry players and one major producer’s recent bankruptcy, supporters say the multibillion-dollar market is experiencing growing pains. In wood pellets, they see an innovative long-term solution to the climate crisis that brings revenue necessary for forest owners to maintain plantations.

Biomass boom
After the European Union classified biomass as renewable energy in 2009, the Southeast’s annual wood pellet capacity increased from about 300,000 tons to more than 7.3 million tons by 2017, according to research led by a University of Missouri team.
Federal energy statistics show about three dozen southern wood pellet manufacturing facilities account for nearly 80% of annual U.S. capacity. Most pellets are used for commercial-scale energy overseas.
The market brought hope for revitalization to small, disadvantaged communities. But interviews with residents of towns with large Black populations, from Gaston, North Carolina, to Uniontown, Alabama, surfaced complaints of truck traffic, air pollution and noise from pellet plants.

Gloster has become the poster child for such tensions. In 2020, Mississippi’s environmental agency fined Drax $2.5 million for violating air emissions limits. Gloster is exposed to more particulate matter than much of the U.S. and adults have higher asthma rates than 80% of the country, according to an Environmental Protection Agency mapping tool. Median household income is about $22,000; the poverty rate is triple the national level.
Spokesperson Michelli Martin said Drax in 2021 installed pollution controls, including incinerators to decrease carbon emissions. An environmental consulting firm found “no adverse effects to human health” and that “no modeled pollutant from the facility exceeded” acceptable levels, Martin said.
The company recently committed to annual town halls and announced a $250,000 Gloster Community Fund to “improve quality of life.”
But critics aren’t swayed by showings of corporate goodwill they say don’t account for poor air. Krystal Martin, of the Greater Greener Gloster Project, returned to her hometown after her 75-year-old mother was diagnosed with lung and heart problems.
“You don’t really know you’re dealing with air pollution until most people have breathed and inhaled it for so long that they end up sick,” she said.

Subsidies for an upstart industry
Environmentalists are calling on Biden to stop aiding an industry they believe runs counter to his green energy goals. At the annual United Nations climate conference, The Dogwood Alliance urged attendees to phase out wood pellets.
Enviva — the world’s largest wood pellet producer — had already received subsidies through the 2018 farm bill signed by former President Donald Trump, according to Sheila Korth, a former policy analyst with nonpartisan watchdog Taxpayers for Common Sense.
But Korth said the Biden-era Inflation Reduction Act made tax credits available to companies that create pellets for countries in Europe and Asia.
Elizabeth Woodworth, interim executive director of the US Industrial Pellet Association, said the money is a small part of lRA allocations and noted emerging technologies require government subsidies. The industry argues that replanting of trees will eventually absorb carbon produced by burning pellets.
“We need every single technology we can get our hands on to mitigate climate change,” Woodworth said. “Bioenergy is a part of that.”
Scientific studies have found firing wood pellets puts more carbon immediately into the atmosphere than coal. Pollution from biomass-based facilities is nearly three times higher than that of other energy sectors, according to a 2023 paper in the journal Renewable Energy.
In a 2018 letter, hundreds of scientists warned the EU that the “additional carbon load” from burning wood pellets means “permanent damages” including glacial melting.

Expansion plans and more burning?
Drax — with plants operating in Alabama, Arkansas, Louisiana and Mississippi — is heading west.
The corporation signed an agreement in February with Golden State Natural Resources to identify biomass from California’s forests. The public-private venture hopes to build two plants by year’s end and produce up to 1 million tons of wood pellets annually. Another Drax project in Washington would produce 500,000 tons a year.
The Natural Resources Defense Council’s Rita Frost, who fought plants in the South, said the deal will endanger California’s low-income Latino communities much like she says the industry threatened Black southern towns.
“It’s an environmental justice problem that should not be repeated in California,” Frost said.

But a key federal decision could draw more companies into pellet combustion — not just production.
The White House is looking into whether biomass facilities should receive tax credits meant for zero-emission electricity generators. The Treasury Department is weighing whether biomass’ potential long-term carbon neutrality is sufficient even if its production increases emissions in the short term.
Spokesperson Michael Martinez said they are “carefully considering public comments” and “working to issue final rules that will increase energy security and clean energy supply as effectively as possible.”
Some environmentalists doubt the energy alternative is ultimately carbon neutral. The Southern Environmental Law Center fears the credits could be the incentive needed for the U.S. to join Europe in scaling up the burning of pellets.
“The threat here is really the growth of biomass energy production in the U.S. itself,” said senior attorney Heather Hillaker. “Which obviously will add to the total carbon and climate harms of this industry globally.”
