Police chases increased tenfold in the six months after Chief Todd Chamberlain broadened the Aurora Police Department’s policy to allow officers to pursue stolen vehicles and suspected drunk drivers, a move that made Aurora one of the most permissive large police agencies along the Front Range.
Aurora officers carried out more chases in the six months after the policy change than in the last five years combined, according to data provided by the police department in response to open records requests from The Denver Post.
The city’s officers conducted 148 pursuits between March 6 — the day after the policy change — and Sept. 2, the data shows. That’s up from just 14 police chases in that same timeframe in 2024, and well above Aurora officers’ 126 chases across five years between 2020 and 2024.
The number of people injured in pursuits more than quintupled, with about one in five chases resulting in injury after the policy change, the data shows. That 20% injury rate is lower than the rate over the last five years, when the agency saw 25% of pursuits end with injury.
Chamberlain, who declined to speak with The Post for this story, has heralded the department’s new approach to pursuits as an important tool for curbing crime. Aurora Mayor Mike Coffman believes the change has already had a “dramatic impact” on crime in the city.
However, the effect of the increased pursuits on overall crime trends is difficult to gauge, with crime generally declining across the state, including in Denver, which has a more restrictive policy and many fewer police pursuits.
“You throw a big net out there, occasionally you do catch a few big fish,” said Justin Nix, a criminology professor at the University of Nebraska Omaha. “But you also end up with the pursuit policy causing more accidents and injuries.”

Eighty-seven people were arrested across more than 100 pursuits in Aurora between April and August, according to an Oct. 15 report by the independent monitor overseeing court-ordered reforms at the Aurora Police Department.
Of those 87 arrestees, 67 had a criminal history, 25 were wanted on active warrants, 18 were on probation and seven were on parole, the monitor found.
“What we find is that people who steal cars, it’s not a joyriding thing, it’s not a one-off, they tend to be career criminals who use these vehicles to commit other crimes,” Coffman said. “There seems to be a pattern that when we do apprehend a car thief, they tend to have warrants out for their arrest, and we do see the pattern of stealing vehicles to commit other crimes. So we are really catching repeat offenders when we apprehend the driver and/or passengers.”
The soaring number of pursuits was largely driven by stolen vehicle chases, which accounted for 103 of the 148 pursuits since the policy change, the data shows.
Auto theft in Aurora dropped 42% year-over-year between January and September, continuing a downward trend that began in 2023. In Denver, where officers do not chase stolen vehicles, auto theft has declined 36% so far in 2025 compared to 2024.
Denver police officers conducted just nine pursuits between March 6 and Sept. 2, and just 16 so far in 2025, data from the department shows. Four suspects and one officer were injured across those 16 chases.
“I think there are broader societal factors at work,” Nix said of the decline in crime, which has been seen across the nation and follows a dramatic pandemic-era spike. “When something goes up, it is bound to come down pretty drastically.”
Aurora officers apprehended fleeing drivers in 53% of all pursuits, and in 51% of pursuits for stolen vehicles between March and September, the police data shows.
Coffman said that shows officers and their supervisors are judiciously calling off pursuits that become too dangerous. He also noted that every pursuit is carefully reviewed by the police chain of command and called the new policy a “work in progress.”
“I get that it is not without controversy,” Coffman said. “There wouldn’t be the collateral accidents if not for the policy. So it is a tradeoff. It is not an easy decision and it is going to always be in flux.”
Thirty-three people were injured in Aurora police chases between March 6 and Sept. 2, up from six injured in that time frame last year. Those hurt included 24 suspects, five officers and four drivers in other vehicles.
One bystander and one suspect were seriously injured, according to the police data.
The independent monitor noted in its October report that it was “generally pleased” with officers’ judgments during pursuits, supervisors’ actions and the post-pursuit administrative review process, with “two notable exceptions” that have been “elevated for additional review and potential disciplinary action.”
The monitor also flagged an increase in failed Precision Immobilization Technique, or PIT, maneuvers during pursuits, which it attributed to officer inexperience. The group recommended more training on the maneuvers, which are designed to end pursuits, and renewed its call for the department to install dash cameras in its patrol cars, which the agency has not done.
“It sounds reasonable,” Coffman said of the dash camera recommendation. “They are not cheap and we need to budget for it.”
It’s up to city leadership to determine if the benefits of police chases outweigh the predictable harms, and there is no “magic number,” Nix said.
“When you chase that much, bad outcomes are going to happen,” he said. “People are going to get hurt, sometimes innocent third parties that have nothing to do with the chase. You know that is going to be a collateral consequence of doing that many chases. So knowing that, you should really be able to point to the community safety benefit that doing this many chases bring.”
The majority of large Front Range law enforcement agencies limit pursuits to situations in which the driver is suspected of a violent felony or poses an immediate risk of injury or death to others if not quickly apprehended.
Among 18 law enforcement agencies reviewed by The Post this spring, only Aurora and the Arapahoe County Sheriff’s Office explicitly allow pursuits of suspected drunk drivers. The sheriff’s office allows such pursuits only if the driver stays under the posted speed limit.
Aurora officers pursued suspected impaired drivers 13 times between March and September, the data shows, with five chases ending in injury.
Omar Montgomery, president of the Aurora NAACP, said he is a “cautious neutral” about the policy change, but would like Aurora police to meet with community members to explain the impact in more detail.
“People in the community do not want people on the streets who are causing harm to other individuals and who are committing crimes that makes our city unsafe,” he said. “We want them off the streets just as bad as anyone else. We also want to make sure that innocent people who are not part of the situation are not getting harmed.”
Topazz McBride, a community activist in Aurora, said she has been disappointed by what she sees as Chamberlain’s unwillingness to engage with community members who disagree with him.
“Do I trust them to use the process effectively and responsibly with all fairness and equity to everyone they pursue? No. I do not trust that,” she said. “And I don’t understand why he wouldn’t be willing to talk about it. Why not?”
Montgomery also wants police to track crashes that happen immediately after a police officer ends a pursuit, when an escaping suspect might still be speeding and driving recklessly.
“They are still going 80 or 90 mph and they end up hitting someone or running into a building,” he said. “And now you have this person who that has caused harm, believing that they are still being chased.”
The police department did not include the case of Rajon Belt-Stubblefield, who was shot and killed Aug. 30 by an officer after he sped away from an attempted traffic stop, among its pursuits this year. Video of the incident shows the officer followed Belt-Stubblefield’s vehicle with his lights and sirens on for just under a minute over about 7/10ths of a mile before Belt-Stubblefield crashed.
Police spokesman Matthew Longshore said the incident was not a pursuit.
“The officer was stationary, running radar when the vehicle sped past, and the officer was accelerating (with both lights and siren eventually) to catch up to the vehicle,” Longshore said. “The officer did not determine nor declare that he was in pursuit of the suspect’s vehicle before the suspect crashed into the two other vehicles.”
The officer, who has not been publicly identified, killed Belt-Stubblefield in an ensuing confrontation. Belt-Stubblefield, who was under the influence of alcohol, tossed a gun to the ground and was unarmed when he was shot.
Whether or not a pursuit preceded his death was one of several questions raised in the independent monitor’s Oct. 15 report, which characterized the shooting and the department’s response to the killing as a setback in otherwise improving community relations.

Dr. Roy Meals, a longtime hand surgeon, likes to move his feet. He has climbed mountains and he has run three marathons.
But when he shared his latest scheme with his wife a couple of years ago, she had a quick take.
“You’re nuts,” she said.
Maybe so. He was closing in on 80, and his plan was to grab his trekking poles and take a solo hike along the 342-mile perimeter of Los Angeles. His wife found the idea less insane, somewhat, after Meals agreed to hook up with hiking companions here and there.

But you may be wondering the obvious:
Why would someone hike around a massive, car-choked, pedestrian-unfriendly metropolis of roughly 500 square miles?
Meals had his reasons. Curiosity and restlessness, for starters. Also, a belief that you can’t really get to know a city through a windshield, and a conviction that staying fit, physically and mentally, is the best way to stall the work of Father Time.
One more thing: Meals’ patients over the years have come from every corner of the city, and the Kansas City native considered it a personal shortcoming that he was unfamiliar with much of L.A. despite having called it home for half his life.
To plot his course, Meals unfolded an accordion style map for an overview, then went to navigatela.lacity.org to chart the precise outline of the city limits. The border frames an oddly shaped expanse that resembles a shredded kite, with San Pedro and Wilmington dangling from a string at the southern extremities.

Meals divided his trek into 10-mile segments, 34 in all, and set out to walk two segments each week for four months, traveling counterclockwise from the 5,075-foot summit of Mt. Lukens in the city’s northern reaches.
Day One began with a bang, in a manner of speaking.
Meals slipped on loose rocks near the summit of Mt. Lukens and tumbled, scuffing elbows and knees, and snapping the aluminum shaft of one of his walking sticks.
But Meals is not one to wave a white flag or call for a helicopter evacuation.
“Later, at home, I employed my orthopedic skills to repair the broken pole,” Meals writes in “Walking the Line: Discoveries Along the Los Angeles City Limits,” his just-published book about his travels.

Meals, now 80 and still seeing patients once weekly at a UCLA clinic, remained upright most of the rest of the way, adhering to his self-imposed rule of venturing no farther than one mile in from the city limits. To get back to his starting point each day, he often took buses and found that although it was slow going, riders often exited with a thanks to the driver, which struck him as “wonderful grace notes of acknowledgment.”
The doctor ambled about with the two trekking poles, a cross-country skier on a vast sea of pavement. He carried a small backpack, wore a “Los Angeles” ballcap and a shirt with the city limits outline on the front, and handed out business cards with a link to his book project.
Those who clicked on the link were advised to escape their own neighborhoods and follow Meals’ prescription for life: “Venture forth on foot, and make interesting, life-enriching discoveries. Wherever you live, be neighborly, curious, fit, and engaged!”
Meals was all those things, and as his surname suggests, he was never shy about sampling L.A.’s abundant offerings.
He tried skewered pig intestines at Big Mouth Pinoy in Wilmington, went for tongue and lips offerings at the Tacos y Birria taco truck in Boyle Heights, thoroughly enjoyed a cheeseburger and peach cobbler at Hawkins House of Burgers in Watts, and ventured into Ranch Side Cafe in Sylmar, curious about the sign advertising American, Mexican and Ethiopian food.
Meals tried hang-gliding at Dockweiler Beach, fencing on the Santa Monica border, rock climbing in Chatsworth, boxing and go-kart racing in Sylmar, weightlifting at Muscle Beach in Venice.

In each sector, Meals sought out statues and plaques and explored points of history dating back to the Gabrielinos and Chumash, and to the days of Mexican and Spanish rule. He also examined the history of those peculiar twists and turns on the city perimeter, mucking through L.A.’s long-simmering stew of real estate grabs, water politics and annexation schemes.
What remains of the foundation of Campo de Cahuenga in Studio City was one of several locations that “stirred my emotions,” Meals writes in “Walking the Line.” There, in 1847, Andres Pico and John C. Frémont signed the treaty that ceded part of Mexico to the U.S., altering the shape of both countries.
In Venice, Meals was equally moved when he accidentally came upon an obelisk marking the spot where, in April 1942, more than a thousand Japanese Americans boarded buses for Manzanar.
“May this monument … remind us to be forever vigilant about defending our constitutional rights,” it read. “The powers of government must never again perpetrate an injustice against any group based solely on ethnicity, gender, sexual orientation, race or religion.”
At firehouse museums, Meals learned of times when “Black firefighters were met with extreme hostility in the mixed-race firehouses, including being forced to eat separately. … Little did I know that visiting fire museums would be a lesson in the history of racism in Los Angeles,” he writes.

Although Meals visited well-known destinations such as the Watts Towers and Getty Villa, some of his most enjoyable experiences were what he called “by the way” discoveries that were not on his initial list of points of interest, such as the obelisk in Venice.
“Among those that I stumbled across,” Meals writes, “were the Platinum Prop House, Sims House of Poetry, and warehouses stuffed with spices, buttons, candy, Christmas decorations, or caskets. These proprietors, along with museum docents and those caring for disadvantaged children, bees, rescued guinea pigs, and injured marine mammals genuinely love what they do; and their level of commitment is inspiring and infectious.”
His book is infectious, too. In a city with miles of crumbling sidewalks and countless tent villages, among other obvious failings, we can all find a thousand things to complain about. But Meals put his stethoscope to the heartbeat of Los Angeles and found a thousand things to cheer.
When I asked the good doctor if he’d be willing to revisit part of his trek with me, he suggested we meet in the area to which he awarded his gold medal for its many points of interest — San Pedro and Wilmington. There, he had visited the Banning Mansion, the Drum Barracks, the Point Fermin Lighthouse, the Friendship Bell gifted to L.A. by Korea, the varied architecture of Vinegar Hill, the World War II bunker, the sunken city, the Maritime Museum, etc., etc., etc.
Meals was in his full get-up when we met at 6th and Gaffey in San Pedro. The trekking sticks, the T-shirt with the jigsaw map of L.A., the modest “Los Angeles” hat.
“Let’s go,” he said, and we headed toward the waterfront, but didn’t get far.

A gentleman was exiting an office and we traded rounds of “good morning.” He identified himself as John Papadakis, owner of the now-closed Greek Taverna restaurant, a longtime local institution. He invited us back into his office, a museum of photos, Greek statues and sports memorabilia (he and son Petros, the popular radio talk show host, were gridiron grinders at USC).
San Pedro “is the city’s seaside soul,” Papadakis proclaimed.
And we were on our way, eyes wide open to the wonders of a limitless city that reveals more of itself each time you turn a corner, say hello, and hear the first line of a never-ending story.
Down the street, we peeked in on renovations at the art deco Warner Grand Theater, which is approaching its 100th birthday. We checked out vintage copies of Life magazine at Louis Lee’s JD Hobbies, talked to Adrian Garcia about the “specializing in senior dogs” aspect of his “Dog Groomer” shop, and got the lowdown on 50 private schools whose uniforms come from Norman’s Clothing, circa 1937.
At the post office, we checked out the 1938 Fletcher Martin mural of mail delivery. Back outside, with a view of the port and the sunlit open sea, we met a merchant seaman, relaxing on a bench, who told us his son worked for the New York Times. I later found a moving story by that reporter on his long search for the man we’d just met.
“Traveling on foot allowed me to reflect on and grow to respect LA as never before,” Meals wrote in his book.
On our walk, while discussing what next, Meals said he’s thinking of exploring San Francisco in the same manner.
We were approaching Point Fermin, where Meals pointed out the serene magnificence of a Moreton Bay fig tree that threw an acre of shade and cooled a refreshing salt-air breeze.

“If anything,” Meals told me, “I’m quicker to look at small things. You know, stop and appreciate a flower, or even just an interesting pattern of shadows on the street.”
The message of his book, he said, is a simple one.
“Basically, just slow down and look.”

The firestorms that broke out in January ravaged two distinctly different stretches of Los Angeles County: one with grand views of the Pacific Ocean, the other nestled against the foothills of the San Gabriel Mountains.
But so far, a push from congressional Republicans to investigate the Jan. 7 firestorm and response has been focused almost exclusively on the Palisades fire, which broke out in L.A.’s Pacific Palisades and went on to burn parts of Malibu and surrounding areas.
In a letter to City Council President Marqueece Harris-Dawson, two U.S. senators this week intensified that investigation, saying they want an enormous trove of documents on Los Angeles Fire Department staffing, wildfire preparations, the city’s water supply and many other topics surrounding the devastating blaze.
U.S. Sens. Rick Scott (R-Fla.) and Ron Johnson (R-Wis.) asked for records related to several issues raised during and after the Palisades fire, including an empty reservoir and the failure to fully extinguish a previous fire that was later identified as the cause.
In contrast, the letter only briefly mentions the Eaton fire, which broke out in the unincorporated community of Altadena and spread to parts of Pasadena. That emergency was plagued by delayed evacuation alerts, deployment issues and allegations that electrical equipment operated by Southern California Edison sparked the blaze.
Both fires incinerated thousands of homes. Twelve people died in the Palisades fire. In the Eaton fire, all but one of the 19 who died were found in west Altadena, where evacuation alerts came hours after flames and smoke were threatening the area.
Scott and Johnson gave Harris-Dawson a deadline of Nov. 3 to produce records on several topics specific to the city of L.A.: “diversity, equity and inclusion” hiring policies at the city’s Fire Department; the Department of Water and Power’s oversight of its reservoirs; and the removal of Fire Chief Kristin Crowley by Mayor Karen Bass earlier this year.
Officials in Los Angeles County said they have not received such a letter dealing with either the Palisades fire or the Eaton fire.
A spokesperson for Johnson referred questions about the letter to Scott’s office. An aide to Scott told The Times this week that the investigation remains focused on the Palisades fire but could still expand. Some Eaton fire records were requested, the spokesperson said, because “they’re often inextricable in public reports.”
The senators — who both sit on the Senate’s Committee on Homeland Security and Governmental Affairs — opened the probe after meeting with reality TV star Spencer Pratt, who lost a home in the Palisades fire and quickly became an outspoken critic of the city’s response to the fire and subsequent rebuilding efforts. At the time, the senators called the Palisades fire “an unacceptable failure of government to protect the lives and property of its citizens.”
The investigation was initially billed as a look at the city’s emergency preparations, including the lack of water in a nearby reservoir and in neighborhood fire hydrants the night of the fire. The Times first reported that the Santa Ynez Reservoir, located in Pacific Palisades, had been closed for repairs for nearly a year.
The letter to Harris-Dawson seeks records relating to the reservoir as well as those dealing with “wildfire preparation, suppression, and response … including but not limited to the response to the Palisades and Lachman fires.”
Officials have said the Lachman fire, intentionally set Jan. 1, reignited six days later to become the Palisades fire. A suspect was recently arrested on suspicion of arson in the Lachman fire. Now, the senators are raising concerns about why that fire wasn’t properly contained.
The sweeping records request also seeks communications sent to and from each of the 15 council members and or their staff that mention the Palisades and Eaton fires. At this point, it’s unclear whether the city would have a substantial number of documents on the Eaton fire, given its location outside city limits.
Harris-Dawson did not provide comment. But Councilmember Hugo Soto-Martínez, who serves on the council’s public safety committee, made clear that he thinks the senators are confused by Southern California’s geography — and the distinctions between city and county jurisdictions.
“MAGA Republicans couldn’t even look at a map before launching into this ridiculous investigation,” he said. “DEI did not cause the fires, and these senators should take their witch hunts elsewhere,” he said in a statement.
Officials in L.A. County, who have confronted their own hard questions about botched evacuation alerts and poor resource deployment during the Eaton fire, said they had not received any letters from the senators about either fire.
Neither Los Angeles County Supervisor Kathryn Barger — who currently serves as board chair — nor Supervisor Lindsey Horvath had received such a document request, according to their aides. Barger represents Altadena, while Horvath’s district includes Pacific Palisades, Malibu and unincorporated communities affected by the Palisades fire.
Monday’s letter also seeks records “referring or relating to any reports or investigations of arson, burglary, theft, or looting” in fire-affected areas, as well as the arrest of Jonathan Rinderknecht, the Palisades fire arson suspect. It also seeks documents on the council’s efforts to “dismantle systemic racism” — and whether such efforts affected the DWP or the Fire Department.
Alberto Retana, president and chief executive of Community Coalition, a nonprofit group based in Harris-Dawson’s district, said he too views the inquiry from the two senators as a witch hunt — one that’s targeting L.A. city elected officials while ignoring Southern California Edison.
“There’s been reports that Edison was responsible for the Eaton fire, but there’s [nothing] that shows any concern about that,” he said.
Residents in Altadena have previously voiced concerns about what they viewed as disparities in the Trump administration’s response to the two fires. The Palisades fire tore through the mostly wealthy neighborhoods of Pacific Palisades and Malibu — home to celebrities who have since kept the recovery in the spotlight. Meanwhile, many of Altadena’s Black and working-class residents say their communities have been left behind.
In both areas, however, there has been growing concern that now-barren lots will be swiftly purchased by wealthy outside investors, including those who are based outside of the United States.
Scott, in a news release issued this week, said the congressional investigation will also examine whether Chinese companies are “taking advantage” of the fire recovery. The Times has not been able to independently verify such claims.

Melanie Winter, who dedicated much of her life to reimagining the Los Angeles River as a natural asset, has died. She was 67.
Winter worked persistently for nearly three decades to spread her alternative vision for the river and its watershed, calling for “unbuilding” where feasible, removing concrete and reactivating stretches of natural floodplains where the river could spread out.
Leading her nonprofit group the River Project, she championed efforts to embrace nature along the river, saying that allowing space for a meandering waterway lined with riparian forests would help recharge groundwater, reduce flood risks and allow a green oasis to flourish in the heart of Los Angeles.
She developed ambitious plans for rewilding parts of the river channel and nearby areas, and helped spearhead new riverfront parks as well as neighborhood “urban acupuncture” projects that replaced asphalt with permeable paving, allowing rainwater to percolate underground instead of running in concrete channels to the ocean.

“She was a voice for nature and a voice for the river,” said Rita Kampalath, L.A. County’s chief sustainability officer and a longtime friend of Winter’s. “She had such strength of her convictions, and she was so clear-eyed in the vision that she wanted to push forward. And I think that inspired a lot of people.”
Winter had lung cancer but continued working and attending local water meetings even as her health declined. She died Tuesday night at a Los Angeles hospital where friends had been visiting to spend a little last time together.
“I think what always drove her was the sense of, it was a river that had been contained in concrete … and that nature-based solutions could do a better job,” said Conner Everts, a friend and leader of the Southern California Watershed Alliance. “Her goal was to re-create a natural meandering river, with the ability to recharge into the [San Fernando] Valley and restore nature, as much as possible.”
Winter was born in 1958 and grew up in the Valley.
She was a talented dancer, and at 17 moved to New York City to start a career as a dancer and actor. She performed in Broadway shows and several Hollywood films, and also found work as a photographer, making black-and-white portraits of actors including Bruce Willis, Helen Hunt and Val Kilmer.
She left the city in 1991 and moved back to L.A., where she gravitated toward other art forms and social activism.
In 1993, to raise awareness about breast cancer, she made plaster casts of hundreds of women’s torsos and placed them in a cemetery-like installation on a lawn.

She organized a river cleanup for the group Friends of the Los Angeles River, and then a pivotal moment came in 1996 when she attended a meeting where she heard activist Dorothy Green eloquently describe how concrete channels had starved the life from waterways, and how the city could make room for the river once again. Green became her mentor.
Winter worked for a time as executive director of Friends of the Los Angeles River, then left to start the River Project in 2001.
She sued developers and the city to challenge a planned development by the river, and organized a community coalition to push for a new state park. In 2007, she and others celebrated the opening of Rio de Los Angeles State Park.
Winter spoke passionately about the need for a network of parks “along the backbone system of our waterways,” saying this can boost ecosystems, improve air quality and protect public health. The lush, shady vegetation along restored stretches of river, she said, can provide natural cooling, helping the city become more resilient to climate change.
“I want to reverse-engineer us to a better future,” Winter said in an interview in 2024. “It would be a living river instead of a concrete river.”

Winter was steadfast and uncompromising as she faced resistance from engineers and local officials who preferred traditional hard-infrastructure approaches.
“Engineers just can’t wrap their heads around the idea that nature can do it cheaper, better, easier than they can,” she said. “If you want a livable Los Angeles, then I fully believe that flipping the script on how we treat our waterways is central to it all.”
Three years ago, her group published a study outlining a proposal to restore the river and its tributaries in the Sepulveda Basin and transform the area into the “green heart” of the Valley, reducing the size of three golf courses and opening wide corridors where the river and creeks would spread out in the floodplains.
Winter was disappointed when the city released a plan for the area that she said failed to prioritize restoration.
“Even though she met with so much resistance over the years, she didn’t lose her optimism and her strong desire to make positive change,” said Melissa von Mayrhauser, a doctoral student at UC Berkeley who interviewed Winter for her research and became a friend. “I’m inspired by her vision, and I have brought that into my research, and I plan to continue working on a career in river restoration.”
She said Winter’s legacy includes not only the parks and neighborhood projects she completed, but also vital plans and concepts that can still be adopted throughout the watershed, and along other rivers.
“Thanks to Melanie, there are so many more people imagining a living L.A. River than ever before,” she said.

Near Winter’s home in Studio City sits a small riverside park shaded by cottonwood trees, where the native plants attract hummingbirds. There is a bench shaped like a butterfly, a retaining wall with a snake sculpture, and a green metal gate with an arch in the form of a giant toad.
In the early 2000s, Winter started envisioning the park, called Valleyheart Greenway, and invited a group of fourth- and fifth-grade students to design the garden landscape.
When the park opened in 2004, Winter said it wasn’t just about planting the garden, but also about instilling in the children a connection to their river.
Learning about the river, she said, created a group of “children with a fierce sense of place and a fierce determination to protect what’s left and to bring back as much as we can.”

Wood frames are rising from the ashes of burned-out lots in Pacific Palisades, signaling the start of a new era for the fire-torn community. But down the road in Malibu, the scene is bleak.
Cars wind through a gauntlet of traffic cones and caution tape. Sweeping ocean views are sullied by hollow shells of graffiti-tagged homes and miles of chain-link fencing.
Nearly a year after the Palisades fire, one of Southern California’s most iconic communities is frozen in place.
In Altadena and Pacific Palisades, the two communities hit hardest by the January fires, there are rebuilding permits aplenty. The city of L.A., which is handling most permits in the Palisades, has issued 801 — around 43% of the total applications received, according to data from the state’s rebuilding dashboard. L.A. County, which is handling most permits in Altadena, has issued 577 — around 26% of the total applications received.
So far, Malibu has issued four — about 2% of the total applications received.
“It’s depressing,” said Abe Roy, Malibu resident and professional builder.
In May, Roy was appointed as the city’s first Rebuild Ambassador, a volunteer role created to find solutions to administrative obstacles and speed up the rebuild. He publicly resigned last month, citing frustrations with the slow permitting process.
“If this current pace continues, rebuilding will take way longer than a decade,” he said.

In contrast to other California communities, where sprawl and expansion led to skyrocketing populations over the last few decades, Malibu has long embraced “slow growth.” Fewer live there now than when the city was incorporated 34 years ago.
But after roughly 720 Malibu homes burned in the Palisades fire, burned-out lots are sitting empty. Locals are worried that the city may never get fully back on its feet, and property values will suffer. And in a place like Malibu — one of the most expensive markets in the country, where a 10% price drop can mean millions of dollars lost — property values are king.
Of the 160 lots listed this year that are still on the market, 47 have received a price cut.
In the Big Rock neighborhood, a burned lot listed for $1.65 million in September, but that price has already been lowered twice. On Las Flores Beach, an oceanfront parcel hit the market for $3 million in April, but with no takers, relisted for $1.95 million in October.
Roughly 75 lots have sold in Malibu since the fire. But as more homeowners decide to sell instead of rebuild, sales are slowing down — and a buyer’s market is emerging.
“Supply is exceeding demand, and lots are selling anywhere from a 20 to 60% discount,” Roy said. “That’s a premonition for a freefall.”
Roy said the overwhelming majority of residents want to stay and simply replace the home they have. But as applications get kicked back for corrections, and the rebuilding timeline turns from months to years, many are getting discouraged and choosing to sell.
“Remodeling a kitchen or bathroom is onerous for most people. But building a house from the ground up is almost impossible,” Roy said. “After a while, you raise your hand and say, ‘I don’t know how long I can be on this treadmill.’”
Real estate agent Daniel Milstein is currently listing a 3.25-acre lot on a promontory in Carbon Canyon that once held a Mediterranean mansion formerly owned by record producer David Foster. Before the fire, it was listed for $35 million.
After it burned, the lot returned to market at $16 million. But with the slowing market, Milstein is planning to trim the price down to $12 million.
“The property is worth a lot more, but the nuances of building here and the limited permits issued have led to a setback in the market,” he said. “The value will be higher down the road, but there’s a discount for buyers right now.”
Milstein added that the buyer pool is limited to people who can afford to park their money for a while — three years, six years, maybe more. For those hoping to build a house right away, Malibu isn’t an option.
But Milstein said that’s by design.
“Malibu is stringent on permits. But that’s where the value is,” Milstein said. “It’s exclusive. And those that understand that value will be very happy with their property values down the road.”
In the meantime, locals who lost homes are stuck in limbo.
The choice of whether to sell or stay has been well-documented over the last year, with homeowners in Altadena and Pacific Palisades speaking out about their decision-making process.
But Malibu locals — permit-less and facing rebuild timelines significantly longer than their fellow rebuilding communities — are a bit more circumspect. The Times reached out to over a dozen homeowners with lots on the market, but none wanted to publicly participate in the story.
One homeowner, who requested anonymity for fear of retribution from neighbors or the city, called the past few months “a nightmare.”
“I have friends a few miles east in Pacific Palisades who are starting to build already. I submitted my applications in the spring, the same time as them, but it still hasn’t gotten approved,” said the homeowner, whose Malibu home burned down in January.
The homeowner planned to rebuild the same house that was there before, but their application was sent back because the plans didn’t comply with FEMA’s updated flood elevation standards, which require many rebuilt oceanfront homes to sit higher above the sand.
It’s a snag that several have run into over the past year. One local, whose house survived but sustained smoke damage, told Fox 11 that he may be forced to demolish the property in order to comply with the heightened elevation standards.
Comedian and podcaster Adam Carolla has emerged as a face of the frustration building in Malibu, vlogging about the bleak state of the city. He claims that Malibu is emphasizing the wrong things in its requirements for rebuilding.
Carolla visited a construction site on the beach that was installing 30 caissons six stories deep into the ground. Between the caissons, the seawall and retaining wall, the crew estimated it would cost $2 million to $3 million to install the foundation.
“It’s totally unnecessary. The former structure that was there lasted 75 years, and the tide didn’t get it, the fire did,” Carolla said. “If telephone poles sunk into the soil worked for 75 years, why do we need to build Hitler’s bunker under the sand?”
Carolla said it’s a symptom of the larger trend across L.A. that he regularly complains about: regulations and over-engineering bogging development down to the point where no one can afford to build.
Real estate agent Jason Ventress said the strict rules are limiting the buyer pool for his latest listing, a $12.5-million burned lot spanning half an acre on the ocean.
“The city is bogged down by confusion and interpretations of newly implemented laws that are being contested,” Ventress said.
In addition to the FEMA height requirements, he pointed to Malibu’s new septic standards, which requires rebuilders to replace existing septic systems with onsite wastewater treatment systems, which can cost hundreds of thousands of dollars to install.
Ventress, a fire victim himself dealing with a daunting rebuild, credited the Malibu Rebuild Center as a helpful resource to locals who lost their homes. Opened in March, it serves as a one-stop shop for both homeowners and contractors to ask questions and get help submitting applications.
Yolanda Bundy, who runs the center under her role as Community Development Director, said of the 720 families impacted by the fire, 585 have visited.
Bundy said it’s a necessary resource, since building in Malibu — a land of eroding cliffs and rising sea levels — is trickier than building in the flat lots found in Altadena and parts of the Palisades. She said 50% of burned homes were on the water, and 30% were on steep slopes.
“These homes require septic systems, sea walls, retaining walls and complex foundations. Those come with restrictions,” Bundy said.
Acknowledging the slow pace of permits, Bundy’s team has launched a handful of strategies aimed at streamlining the approval process, highlighting the changes at an Oct. 15 City Council meeting.
According to Bundy, one of the biggest reasons for applications getting bogged down is architectural plans missing necessary notes and numbers. So the city created templates that architects can use to avoid corrections.
The city also trimmed the 12-step application intake procedure down to six steps and beefed up its staff, hiring a case manager to serve as a bridge between staff and homeowners.
Despite only four building permits being issued, Bundy said the collective rebuild is further along than the number suggests. Applications have to pass through two phases: the planning and entitlement phase, and the building and safety review phase. Bundy said half of the roughly 160 applications have passed through planning, but are still waiting to get through the building phase.
“It’s an oversimplification to say that we’re not making any progress compared to L.A.,” Bundy said. “Families are frustrated, but I want every family to know we’re doing our best to get them home.”
As rebuilds get costlier, locals are getting concerned that by the time Malibu eventually gets back on its feet, it won’t feel the same. Lifelong residences will be replaced by Airbnbs, development groups and deep-pocketed foreign buyers with enough time and money to navigate the laborious permit process.
Two brothers from New Zealand bought up $65 million worth of burned-out lots on the beach this year. Ventress said he’s fielding interest from a Canadian development group and a Miami hedge fund for his oceanfront listing.
Milstein said he’s noticed a surge in interest from Europe, Canada and Asia, and roughly a third of his inquiries this year have come from international networks such as private banks and wealth managers.
“There’s fear that Malibu’s identity will change, and that might fuel folks to move as well,” Roy said. “It might not be the Malibu we loved for years, where the bartender knows your drink and you see your neighbors at the local restaurants.”
But Roy said the city should welcome all buyers, international or not. He spoke with the New Zealand duo and said he supports their vision of adding housing.
“People selling lots are in dire straits. They don’t care whether offers come from international buyers or not,” he said. “As long as those people are believing in the future of Malibu and willing to invest.”
Voices across Malibu say the only solution is issuing permits quicker so fire victims want to come back.
“Malibu is a way of life. Most of us are doing our darndest to maintain that way of life,” Ventress said. Seconds later, while driving down Pacific Coast Highway, he passed a naked man walking down the beach.
“He’s got a metal detector or something…no wait, it’s a golf club!” he exclaimed over the phone. “Right now, it’s the wild, wild west out here.”

ENGLEWOOD — Metro Denver budtender Quentin Ferguson needs Regional Transportation District bus and trains to reach work at an Arvada dispensary from his house, a trip that takes 90 minutes each way “on a good day.”
“It is pretty inconvenient,” Ferguson, 22, said on a recent rainy evening, waiting for a nearly empty train that was eight minutes late.
He’s not complaining, however, because his relatively low income and Medicaid status qualify him for a discounted RTD monthly pass. That lets him save money for a car or an electric bicycle, he said, either of them offering a faster commute.
Then he would no longer have to ride RTD.
His plight reflects a core problem of lagging ridership that RTD directors increasingly run up against as they try to position the transit agency as the smartest way to navigate Denver. Most other U.S. public transit agencies, too, are grappling with a version of this problem.
In Colorado, state-government-driven efforts to concentrate the growing population in high-density, transit-oriented development around bus and train stations — a priority for legislators and Gov. Jared Polis — hinge on having a swift public system that residents ride.
But transit ridership has failed to rebound a year after RTD’s havoc in 2024, when operators disrupted service downtown for a $152 million rail reconstruction followed by a systemwide emergency maintenance blitz to smooth deteriorating tracks that led to trains crawling through 10-mph “slow zones.”
The latest ridership numbers show an overall decline this year, by at least 3.9%, with 40 million fewer riders per year compared with six years ago. And RTD executives’ newly proposed, record $1.3 billion budget for 2026 doesn’t include funds for boosting bus and train frequency to win back riders.
Frustrations intensified last week.
“What is the point of transit-oriented development if it is just development?” said state Rep. Meg Froelich, a Democrat representing Englewood who chairs the House Transportation, Housing and Local Government Committee. “We need reliable transit to have transit-oriented development. We have cities that have invested significant resources into their transit-oriented communities. RTD is not holding up its end of the bargain.”
At a retreat this past summer, a majority of the RTD’s 15 elected board members agreed that boosting ridership is their top priority. Some who reviewed the proposed budget last week questioned the lack of spending on service improvements for riders.
“We’re not moving the needle. Ridership is not going up. It should be going up,” director Karen Benker said in an interview.
“Over the past few years, there’s been a tremendous amount of population growth. There are so many apartment complexes, so much new housing put up all over,” Benker said. “Transit has to be relied on. You just cannot keep building more roads. We’re going to have to find ways to get people to ride public transit.”
RTD Chief Executive and General Manager Debra Johnson, in emailed responses to questions from The Denver Post, emphasized that “RTD is not unique” among U.S. transit agencies struggling to regain ridership lost during the COVID-19 pandemic. Johnson blamed societal shifts.
“Commuting trends have significantly changed over the last five years,” she said. “Return-to-work numbers in the Denver metro area, which accounted for a significant percentage of RTD’s ridership prior to March 2020, remain low as companies and businesses continue to provide flexible in-office schedules for their employees.”
In the future, RTD will be “changing its focus from primarily providing commuter services,” she said, toward “enhancing its bus and services and connections to high-volume events, activity centers, concerts and festivals.”
A recent survey commissioned by the agency found exceptional customer satisfaction.
But agency directors are looking for a more aggressive approach to reversing the decline in ridership. And some are mulling a radical restructuring of routes.
Funded mostly by taxpayers across a 2,345 square-mile area spanning eight counties and 40 municipalities — one of the biggest in the nation — RTD operates 10 rail lines covering 114 miles with 84 stations and 102 bus routes with 9,720 stops.
“We should start from scratch,” said RTD director Chris Nicholson, advocating an overhaul of the “geometry” of all bus routes to align transit better with metro Denver residents’ current mobility patterns.
The key will be increasing frequency.
“We should design the routes how we think would best serve people today, and then we could take that and modify it where absolutely necessary to avoid disruptive differences with our current route map,” he said.
Then, in 2030, directors should appeal to voters for increased funding to improve service — funds that would be substantially controlled by municipalties “to pick where they want the service to go,” he said.
Reversing the RTD ridership decline may take a couple of years, Nicholson said, comparing the decreases this year to customers shunning a restaurant. “If you’re a restaurant and you poison some guests accidentally, you’re gonna lose customers even after you fix the problem.”
The RTD ridership numbers show an overall public transit ridership decrease by 5% when measured over the 12-month period from August 2024 through July 2025, the last month for which staffers have made numbers available, compared with the same period a year ago.
Bus ridership decreased by 2% and light rail by 18% over that period. In a typical month, RTD officials record around 5 million boardings — around 247,000 on weekdays.
The emergency maintenance blitz began in June 2024 when RTD officials revealed that inspectors had found widespread “rail burn” deterioration of tracks, compelling thousands of riders to seek other transportation.
The precautionary rail “slow zones” persisted for months as contractors worked on tracks, delaying and diverting trains, leaving transit-dependent workers in a lurch. RTD driver workforce shortages limited deployment of emergency bus shuttles.
This year, RTD ridership systemwide decreased by 3.9% when measured from January through July, compared with that period in 2024. The bus ridership this year has decreased by 2.4%.
On rail lines, the ridership on the relatively popular A Line that runs from Union Station downtown to Denver International Airport was down by 9.7%. The E Line light rail that runs from downtown to the southeastern edge of metro Denver was down by 24%. Rail ridership on the W Line decreased by 18% and on R Line by 15%, agency records show.
The annual RTD ridership has decreased by 38% since 2019, from 105.8 million to 65.2 million in 2024.
“The sickness on RTD light rail is spreading to other parts of the RTD system,” said James Flattum, a co-founder of the Greater Denver Transit grassroots rider advocacy group, who also serves on the state’s RTD Accountability Committee. “We’re seeing permanent demand destruction as a consequence of having an unreliable system. This comes from a loss of trust in RTD to get you where you need to go.”
RTD officials have countered critics by pointing out that the light rail’s on-time performance recovered this year to 91% or better. Bus on-time performance still lagged at 83% in July, agency records show.
The officials also pointed to decreased security reports made using an RTD smartphone app after deploying more police officers on buses and trains. The number of reported assaults has decreased — to four in September, compared with 16 in September 2024, records show.
Greater Denver Transit members acknowledged that safety has improved, but question the agency’s assertions based on app usage. “It may be true that the number of security calls went down,” Flattum said, “but maybe the people who otherwise would have made more safety calls are no longer riding RTD.”
RTD staffers developing the 2026 budget have focused on managing debt and maintaining operations spending at current levels. They’ve received forecasts that revenues from taxpayers will increase slightly. It’s unclear whether state and federal funds will be available.
Looking ahead, they’re also planning to take on $539 million of debt over the next five years to buy new diesel buses, instead of shifting to electric hybrid buses as planned for the future.
RTD directors and leaders of the Southwest Energy Efficiency Project, an environmental group, are opposing the rollback of RTD’s planned shift to the cleaner, quieter electric hybrid buses and taking on new debt for that purpose.
Colorado lawmakers will “push on a bunch of different fronts” to prioritize better service to boost ridership, Froelich said.
The legislature in recent years directed funds to help RTD provide free transit for riders under age 20. Buses and trains running at least every 15 minutes would improve both ridership and safety, she said, because more riders would discourage bad behavior and riders wouldn’t have to wait alone at night on often-empty platforms for up to an hour.
“We’re trying to do what we can to get people back onto the transit system,” Froelich said. “They do it in other places, and people here do ride the Bustang (intercity bus system). RTD just seems to lack the nimbleness required to meet the moment.”

Meanwhile, riders continue to abandon public transit when it doesn’t meet their needs.
For Denver Center for the Performing Arts theater technician Chris Grossman, 35, ditching RTD led to a better quality of life. He had to move from the Virginia Village neighborhood he loved.
Back in 2016, Grossman sold his ailing blue 2003 VW Golf when he moved there in the belief that “RTD light rail was more or less reliable.” He rode nearly every day between the Colorado Station and downtown.
But trains became erratic as maintenance of walls along tracks caused delays. “It just got so bad. I was burning so much money on rideshares that I probably could have bought a car.” Shortly before RTD announced the “slow zones” last summer, he moved to an apartment closer to downtown on Capitol Hill.
He walks or rides scooters to work, faster than taking the bus, he said.
Similarly, Honor Morgan, 25, who came to Denver from the rural Midwest, “grateful for any public transit,” said she had to move from her place east of downtown to be closer to her workplace due to RTD transit trouble.
Buses were late, and one blew by her as she waited. She had to adjust her attire when riding her Colfax Avenue route to Union Station to manage harassment. She faced regular dramas of riders with substance-use problems erupting.
Morgan moved to an apartment near Union Station in March, allowing her to walk to work.
She still hoped to rely on RTD for concerts and nightlife, and to reach DIA for work-related flights at least once a month. But RTD social media posts have alerted her to enough delays on the A Line that she no longer trusts it, she said. To reduce her “anxiety” and minimize the risk of missing her flights, she shells out for rides — even though these often get stuck in traffic.
She and her boyfriend recently tried RTD again, riding a train to the 38th and Blake Station near the Mission Ballroom. They attended “an amazing concert” there, she said, and felt happy as they walked to the station to catch the train home.
A man on the platform collapsed backward, hitting his head. He was bleeding. She called 911. Her boyfriend and other riders gathered. She ran across the street to an apartment building and grabbed paper towels. RTD isn’t really to blame, but “I just wish they had a station platform attendant, or someone. I do not know head-injury first aid,” Morgan said.
The train they’d been waiting for came and went. An ambulance arrived. They got home late, the evening ruined, she said.
“His head cracked open. He had skin flaps hanging off his head. This was stuck in my head, at least for the rest of the night.”

Golden State Warriors star Steph Curry speaks exclusively to Sky Sports to discuss 2027 free agency
Golden State Warriors superstar Steph Curry has opened up on his plans for free agency in 2027 after admitting situations change “really fast” in the NBA.
The prospect of Curry, a two-time league MVP and 11-time All-Star, playing for any franchise other than The Dubs is a strange one.
After being drafted with the seventh overall pick in 2009, Curry has gone on to revolutionise the game of basketball, helping himself to four championships, one finals MVP and the NBA record for most three-pointers made with 4,058 to add to his overall tally of 25,386 points.
All while wearing No 30 for the Warriors.
Curry signed a one-year extension with the team in 2024, worth a reported £47.5m ($62.6m) and ending growing speculation around his future in the process, keeping him in San Francisco until 2027.
Two years from now, when that deal expires, the greatest shooter of all time will be 39.
After averaging just under 25 points, six assists, and over four rebounds in his 16th season, as well as longevity being more prominent than ever in the league, it is clear to see that his time in the NBA is far from over.
But could the next chapter in his illustrious career lie away from Chase Center? Do not rule it out.
“What I have learned about this league is that things change really fast,” Curry told Sky Sports while discussing Underrated Golf, a programme set up by the point guard to break down barriers to entry and increase diversity in the game of golf.
Underrated Golf is an initiative led by Golden State Warriors star Stephen Curry to create a pathway into the sport for young athletes from underrepresented communities.
The programme aims to break down barriers in the game of golf to give prospects a level playing field, in a bid to create a more inclusive and accessible environment for young golfers.
“What you might feel like in two years from now could be totally different. I try to stay in the moment as much as possible; it’s not the glitziest answer but it allows me to enjoy what is happening now.
“I do want to play for only one team, let’s keep that pretty clear. Being at the Warriors has been unbelievable and I feel blessed to have only played for one franchise and to have accomplished what we have.
“So if I could have the best of both worlds and continue to be championship relevant over the next couple of years, that would be great but this league is wild. You kind of just stay in the moment.”
Despite a decision on his future looming as we approach 2027, Curry’s full focus remains on securing more success with the team he holds so dear to his heart in the upcoming 2025/26 season.
The arrival of six-time All-Star Jimmy Butler in February has shown early signs of promise after the Warriors reached the Western Conference semi-finals last time out, only to be denied the opportunity to show their title-winning credentials following a Grade 1 hamstring strain for Curry in game one against the Minnesota Timberwolves.
A 4-1 defeat in the series would follow but heading into 2025/26, the roster has been bolstered by a new two-year deal for Jonathan Kuminga, as well as the arrival of 2024 NBA champion Al Horford,to run alongside long-term teammate Draymond Green in the frontcourt.

With Curry now back to full fitness and fresh depth surrounding him, the intentions from the Warriors have been clear from pre-season.
The Dubs are 3-1 in games Curry has featured in, beating the Los Angeles Lakers and the Portland Trail Blazers twice, with attention now turning to the season opener against the Lakers on October 21, live on Sky Sports.
When asked what aspects of the game still motivate a player who has already achieved so much in the sport as we approach a new 82-game season, Curry added: “I talk about championships, and that drive – it allows every part of the journey to matter.
“Even in the off-season, how you prepare for the year, come in and try and build chemistry with your teammates and how you get through the emotional rollercoaster of an 82-game season.
“All of that is built into being at your peak come playoff time in April.

“Individual accolades take care of themselves. When you win, everybody is rewarded. As long as I’m taking care of championship motivation, everything else takes care of itself. Whether you win or not, you just lay it all out there.
“We have a brand new team again. We’ll all try and stay healthy and try and get to the finish line. That’s our goal.”
The Warriors have won seven championships in total across their 78-year history, with Curry leading them to more than half of that total.
If the franchise is to add an eighth banner to the rafters in 2026, their point guard will be the man to lead them there.
His powers at the highest level are showing no signs are waning, with the 37-year-old looking to replicate the successes of the likes of LeBron James and Kevin Durant by “redefining” what it is to be playing at a high level towards the latter stages of their respective careers.
“I feel like I’ve got some good basketball ahead of me. I’m trying to redefine what it is to be playing at a high level at this age,” said Curry when the question of his timeline leading the roster was posed.

A new LGBTQ+ nightclub has opened its doors in downtown Orlando, right in time for Pride celebrations during the city’s annual parade and festival.Anthem, located in the heart of downtown, is meant to be a safe space for the LGBTQ+ community and to add to the city’s nightlife scene.Owners Michael Vacirca and Emmanuel Quiñones, who are also fiancées, said it has been a years-long dream for the pair to open a LGBTQ+ nightclub after meeting at another Downtown nightclub.”The LGBT community has been losing spaces all over the city, and now we have a brand new one,” Vacirca said. SAN FRANCISCO — About 24 hours after President Trump declared San Francisco such a crime-ridden “mess” that he was recommending federal forces be sent to restore order, Manit Limlamai, 43, and Kai Saetern, 32, rolled their eyes at the suggestion.
The pair — both in the software industry — were with friends Thursday in Dolores Park, a vibrant green space with sweeping views of downtown, playing volleyball under a blue sky and shining autumn sun. All around them, people sat on benches with books, flew kites, played with dogs or otherwise lounged away the afternoon on blankets in the grass.
Both Limlamai and Saetern said San Francisco of course has issues, and some rougher neighborhoods — but that’s any city.
“I’ve lived here for 10 years and I haven’t felt unsafe, and I’ve lived all over the city,” Saetern said. “Every city has its problems, and I don’t think San Francisco is any different,” but “it’s not a hellscape,” said Limlamai, who has been in the city since 2021.
Both said Trump’s suggestion that he might send in troops was more alarming than reassuring — especially, Limlamai said, on top of his recent remark that American cities should serve as “training grounds” for U.S. military forces.
“I don’t think that’s appropriate at all,” he said. “The military is not trained to do what needs to be done in these cities.”
Across San Francisco, residents, visitors and prominent local leaders expressed similar ideas — if not much sharper condemnation of any troop deployment. None shied away from the fact that San Francisco has problems, especially with homelessness. Several also mentioned a creeping urban decay, and that the city needs a bit of a polish.
But federal troops? That was a hard no.

“It’s just more of [Trump’s] insanity,” said Peter Hill, 81, as he played chess in a slightly edgier park near City Hall. Hill said using troops domestically was a fascist power play, and “a bad thing for the entire country.”
“It’s fascism,” agreed local activist Wendy Aragon, who was hailing a cab nearby. Her Latino family has been in the country for generations, she said, but she now fears speaking Spanish on the street given that immigration agents have admitted targeting people who look or sound Latino, and troops in the city would only exacerbate those fears. “My community is under attack right now.”
State Sen. Scott Wiener (D-San Francisco) said troop deployments to the city were “completely unnecessary” and “typical Trump: petty, vindictive retaliation.”
“He wants to attack anyone who he perceives as an enemy, and that includes cities, and so he started with L.A. and Southern California because of its large immigrant community, and then he proceeded to cities with large Black populations like Chicago, and now he’s moving on to cities that are just perceived as very lefty like Portland and now San Francisco,” Wiener said.
Abigail Jackson, a White House spokesperson, defended such deployments and noted crime reductions in cities, including Washington, D.C., and Memphis, where local officials — including D.C. Mayor Muriel Bowser, a Democrat — have embraced them.
“America’s once great cities have descended into chaos and crime as a result of Democrat policies that put criminals first and law-abiding citizens last. Making America Safe Again — especially crime-ridden cities — was a key campaign promise from the President that the American people elected him to fulfill,” Jackson said. “San Francisco Democrats should look at the tremendous results in DC and Memphis and listen to fellow Democrat Mayor Bowser and welcome the President in to clean up their city.”

San Francisco — a bastion of liberal politics that overwhelmingly voted against Trump in the last election — has been derided by the conservative right for generations as a great American jewel lost to destructive progressive policies.
With its tech-heavy economy and downtown core hit hard by the pandemic and the nation’s shift toward remote work, the city has had a particularly rough go in recent years, which only exacerbated its image as a city in decline. That it produced some of Trump’s most prominent political opponents — including Gov. Gavin Newsom and former Vice President Kamala Harris — has only made it more of a punching bag.
In August, Trump suggested San Francisco needed federal intervention. “You look at what the Democrats have done to San Francisco — they’ve destroyed it,” he said in the Oval Office. “We’ll clean that one up, too.”
Then, earlier this month, to the chagrin of liberal leaders across the city, Marc Benioff, the billionaire Salesforce founder and Time magazine owner who has long been a booster of San Francisco, said in an interview with the New York Times that he supported Trump and welcomed Guard troops in the city.
“We don’t have enough cops, so if they can be cops, I’m all for it,” Benioff said, just as his company was preparing to open its annual Dreamforce convention in the city, complete with hundreds of private security officers.
The U.S. Constitution generally precludes military forces from serving in police roles in the U.S.
On Friday, Benioff reversed himself and apologized for his earlier stance. “Having listened closely to my fellow San Franciscans and our local officials, and after the largest and safest Dreamforce in our history, I do not believe the National Guard is needed to address safety in San Francisco,” he wrote on X.
He also apologized for “the concern” his earlier support for troops in the city had caused, and praised San Francisco’s new mayor, Daniel Lurie, for bringing crime down.
Billionaire Elon Musk, the chief executive of Tesla, also called for federal intervention in the city, writing on his X platform that downtown San Francisco is “a drug zombie apocalypse” and that federal intervention was “the only solution at this point.”
Trump made his latest remarks bashing San Francisco on Wednesday, again from the Oval Office.
Trump said it was “one of our great cities 10 years ago, 15 years ago,” but “now it’s a mess” — and that he was recommending federal forces move into the city to make it safer. “I’m gonna be strongly recommending — at the request of government officials, which is always nice — that you start looking at San Francisco,” he said to leading members of his law enforcement team.
Trump did not specify exactly what sort of deployment he meant, or which kinds of federal forces might be involved. He also didn’t say which local officials had allegedly requested help — a claim Wiener called a lie.
“Every American deserves to live in a community where they’re not afraid of being mugged, murdered, robbed, raped, assaulted or shot, and that’s exactly what our administration is working to deliver,” Trump said, before adding that sending federal forces into American cities had become “a passion” of his.
Kai Saetern, 32, was playing volleyball in Dolores Park on Thursday. Saetern said he has never felt unsafe living in neighborhoods all over the city for the last 10 years.
The responses from San Francisco, both to Benioff and Trump, came swiftly, ranging from calm discouragement to full-blown outrage.
Lurie did not respond directly, but his office pointed reporters to his recent statements that crime is down 30% citywide, homicides are at a 70-year low, car break-ins are at a 22-year low and tent encampments are at their lowest number on record.
“We have a lot of work to do,” Lurie said. “But I trust our local law enforcement.”
San Francisco Dist. Atty. Brooke Jenkins was much more fiery, writing online that Trump and Homeland Security Secretary Kristi Noem had turned “so-called public safety and immigration enforcement into a form of government sponsored violence against U.S. citizens, families, and ethnic groups,” and that she stood ready to prosecute federal officers if they harm city residents.

“If you come to San Francisco and illegally harass our residents … I will not hesitate to do my job and hold you accountable just like I do other violators of the law every single day,” she said.
Rep. Nancy Pelosi (D-San Francisco) — whose seat Wiener is reportedly going to seek — said the city “does not want or need Donald Trump’s chaos” and will continue to increase public safety locally and “without the interference of a President seeking headlines.”
Newsom said the use of federal troops in American cities is a “clear violation” of federal law, and that the state was prepared to challenge any such deployment to San Francisco in court, just as it challenged such deployments in Los Angeles earlier this year.
The federal appellate court that oversees California and much of the American West has so far allowed troops to remain in L.A., but is set to continue hearing arguments in the L.A. case soon.
Trump had used anti-immigration enforcement protests in L.A. as a justification to send troops there. In San Francisco, Newsom said, he lacks any justification or “pretext” whatsoever.
“There’s no existing protest at a federal building. There’s no operation that’s being impeded. I guess it’s just a ‘training ground’ for the President of United States,” Newsom said. “It is grossly illegal, it’s immoral, it’s rather delusional.”
Nancy DeStefanis, 76, a longtime labor and environmental activist who was at San Francisco City Hall on Thursday to complain about Golden Gate Park being shut to regular visitors for paid events, was similarly derisive of troops entering the city.
“As far as I’m concerned, and I think most San Franciscans are concerned, we don’t want troops here. We don’t need them,” she said.

Not far away, throngs of people wearing Dreamforce lanyards streamed in and out of the Moscone Center, heading back and forth to nearby Market Street and pouring into restaurants, coffee shops and take-out joints. The city’s problems — including homelessness and associated grittiness — were apparent at the corners of the crowds, even as chipper convention ambassadors and security officers moved would-be stragglers along.
Not everyone was keen to be identified discussing Trump or safety in the city, with some citing business reasons and others a fear of Trump retaliating against them. But lots of people had opinions.
Sanjiv, a self-described “techie” in his mid-50s, said he preferred to use only his first name because, although he is a U.S. citizen now, he emigrated from India and didn’t want to stick his neck out by publicly criticizing Trump.
He called homelessness a “rampant problem” in San Francisco, but less so than in the past — and hardly something that would justify sending in military troops.
“It’s absolutely ridiculous,” he said. “It’s not like the city’s under siege.”
Claire Roeland, 30, from Austin, Texas, said she has visited San Francisco a handful of times in recent years and had “mixed” experiences. She has family who live in surrounding neighborhoods and find it completely safe, she said, but when she’s in town it’s “predominantly in the business district” — where it’s hard not to be disheartened by the obvious suffering of people with addiction and mental illness and the grime that has accumulated in the emptied-out core.
“There’s a lot of unfortunate urban decay happening, and that makes you feel more unsafe than you actually are,” she said, but there isn’t “any realistic need to send in federal troops.”
She said she doesn’t know what troops would do other than confront homeless people, and “that’s an image I don’t want to see.”

Tragically, in 2019, my fiancée took her own life. What began as one of the most heartbreaking, devastating experiences of my life, turned into an unending nightmare. The police arrested me after I called 911 because they believed we had been arguing. But then, with scant investigation, prosecutors immediately charged me with murder and imprisoned me for 72 days without bail.
A jury eventually found me not guilty, but only after my attorney learned a prosecutor purposefully withheld evidence exonerating me. That may be unimaginable in America — but it happened to me. And when it did, I learned the hard truth: prosecutors (unlike almost any other lawyer or professional) enjoy absolute immunity, meaning both the wrongly accused and victims of crime have no recourse, and prosecutors cannot be sued for the damage they cause.
I learned firsthand that when attorneys fail to fulfill their oaths of office, just like a doctor or police officer, the consequences can be dire – even life-ending. This becomes even more egregious when that failure is purposeful, yet not all attorneys are held equal under the law.
I was wrongly incarcerated and prosecuted, even though the forensic pathologist refused to rule my fiance’s death a homicide. Only weeks after my arrest — while I remained behind bars — Denver’s own chief deputy crime lab director and the lead Denver homicide detective advised the prosecutor of their opinions that the death was not a homicide, but a suicide. Even though the prosecutor knew this critical information that would have exonerated me, the prosecutor purposefully withheld this information from myself and my defense team for nearly 8 months. I was eventually acquitted only after these opinions were forcibly revealed in response to a court order.
Who was that prosecutor? Chief Deputy Dan Cohen from the Denver District Attorney’s office. The judge, clearly outraged, issued a sanction allowing my lawyer to cross-examine the witnesses about their favorable opinions — but otherwise faced no consequences. His law license remained intact, and his boss excused the behavior.
Imagine my outrage and disappointment when I read a recent Denver Post article covering judges dismissing other cases in which Chief Deputy Daniel Cohen failed to disclose critical and favorable evidence to the accused. In the most recent case, this was again not a clerical oversight or an isolated misstep. In fact, the judge in the case ruled, “At this point in time, I can’t find that it’s anything other than willful given the number of times this issue has been addressed with this particular counsel.” The Post article pointed out that there have been at least seven other discovery violations committed by the Denver District Attorney’s Office since February of 2025.
These are real Coloradan’s lives on the line. Yet the wrongly accused, like myself, have no recourse to hold prosecutors accountable.
This story shows that even when judges grow frustrated with prosecutors’ misconduct, their tools are limited. They can allow broader cross-examination or dismiss a case — but they cannot punish the prosecutor. The repeated violations we see prove that these sanctions, while appropriate, do little to deter misconduct. And with Mr. Cohen still abusing his power five years after egregiously breaking the rules in my case, it’s clear the Denver District Attorney’s office isn’t imposing serious discipline either.
Prosecutors are the most powerful lawyers in America. They decide who to criminally charge, when and what crimes to allege, whether to offer leniency, what evidence to turn over and what sentence to pursue. As I now personally understand, they have an immense amount of power to impact the lives and families of both the guilty and the innocent.
Given this power, you’d expect prosecutors to be held to higher standards of accountability. Instead, the opposite is true. Misconduct is brushed off as business as usual, denied and excused at every turn, and much of it never comes to light. Even when caught red-handed, prosecutors keep their jobs and their law licenses, shielded from any liability for damage they cause. In any other profession, mine included as an architect, such deliberate abuses would end a career.
Cohen, like other prosecutors who commit intentional misconduct are shielded – entirely. Like in Cohen’s case, they rarely face employment or bar discipline, and they also can’t be sued for the deliberate harm they cause. I eventually went with my only recourse and filed a lawsuit against the City of Denver and the police force because, unlike prosecutors, they don’t have unlimited immunity. A judge unfortunately dismissed the case, because ultimately it was the (immune) prosecutor, and not the detective, who could be held to answer to a jury for the alleged malicious prosecution and for the willful failure to disclose the favorable evidence.
Many prosecutors do act with integrity. But as this story makes clear, absolute immunity has bred a culture of impunity that leaves them above the very law they’re meant to enforce. But no one should be above the law.
When prosecutors break the rules, justice breaks down. People like myself suffer a potential wrongful conviction. Our careers and families are destroyed, our reputations are ruined, and we suffer crushing financial loss. At the same time victims of crime are denied justice and finality. The result is a system the public can’t trust. If Colorado is serious about restoring trust and protecting the rights of every Coloradan, it must reform the law so prosecutors can finally be held accountable.

CHICAGO — Since the Trump administration announced its intention to accelerate and forcefully detain and deport thousands of immigrants here, the Chicago area is a split screen between everyday life and a city under siege.
As many people shop, go to work, walk their dogs and stroll with their friends through parks, others are being chased down, tear-gassed, detained and assaulted by federal agents carrying out immigration sweeps.
The situation is similar to what occurred in Los Angeles in summer, as ICE swept through Southern California, grabbing people off the street and raiding car washes and Home Depots in predominantly Latino areas, while leaving large swaths of the region untouched.
Take Sunday, the day of the Chicago Marathon.
Some 50,000 runners hailing from more than 100 countries and 50 states, gathered downtown to dash, jog and slog over 26.3 miles of Lake Michigan shoreline and city streets.
The sun was bright, the temperatures hovered in the upper-60s, and leaves of maple, oak, aspen and ginkgo trees colored the city with splashes of yellow, orange and red.

It was one of those rare, glorious Midwestern fall days when everyone comes outside to soak in the sunlight, knowing the gloom and cold of winter is about to take hold.
At 12:30, Ludwig Marchel and Karen Vanherck of Belgium strolled west along East Monroe Street, through Millennium Park. They smiled and proudly wore medals around their necks commemorating their marathon achievement. They said they were not concerned about coming to Chicago, despite news stories depicting violent protests and raids, and the Trump administration’s description of the city as “war torn,” a “hellhole,” a “killing field” and “the most dangerous city in the world.”
“Honestly. I was mostly worried that the government shutdown was somehow going to affect my flight,” said Marchel. He said he hadn’t seen anything during his few days in town that would suggest the city was unsafe.
Another man, who declined to give his name, said he had come from Mexico City to complete the race. He said he wasn’t concerned, either.
“I have my passport, I have a visa, and I have money,” he said. “Why should I be concerned?”
At that same moment, 10 miles northwest, a community was being tear-gassed.
Dozens of residents in the quiet, leafy neighborhood of Albany Park had gathered in the street to shout “traitor” and “Nazi” as federal immigration agents grabbed a man and attempted to detain others.
According to witness accounts, agents in at least three vehicles got out and started shoving people to the ground before throwing tear gas canisters into the street. Videos of the event show masked agents tackling a person in a red shirt, throwing a person in a skeleton costume to the ground, and violently hurling a bicycle out of the street as several plumes of smoke billow into the air. A woman can be heard screaming while neighbors yell at the agents.
Last week, a federal judge issued a temporary restraining order requiring agents to issue two warnings before using riot control weapons such as tear gas, chemical sprays, plastic bullets and flash grenades.
Witnesses told the Chicago Sun-Times that no warnings had been given.

Since Trump’s “Operation Midway Blitz” was initiated more than six weeks ago, roughly 1,000 people have been arrested or detained.
At the ICE detention facility, in Broadview — a suburb 12 miles west of downtown — there have been daily protests. While most have been peaceful, some have devolved into physical clashes between federal agents or police and protesters.
In September, federal agents shot pepper balls and tear gas at protesters peacefully gathering outside the facility. On Saturday, local law enforcement forced protesters away from the site with riot sticks and threats of tear gas. Several protesters were knocked to the ground and forcefully handcuffed. By the end of the evening, 15 people had been arrested.
Early Sunday afternoon, roughly two dozen protesters returned to the site. They played music, danced, socialized and heckled ICE vehicles as they entered and exited the fenced-off facility.
In a largely Latino Chicago neighborhood called Little Village, things appeared peaceful Sunday afternoon.
Known affectionately by its residents as the “Midwestern capital of Mexico,” the district of 85,000 is predominantly Latino. Michael Rodriguez, a Chicago city councilman and the neighborhood’s alderman, said 85% of the population is of Mexican descent.
On Sunday afternoon, traditional Mexican music was being broadcast to the street via loudspeakers from the OK Corral VIP, a western wear store.

Along East 26th Street, where shops and buildings are painted with brightly colored murals depicting Mexican folklore, history and wildlife — such as a golden eagle and jaguar — a family sat at a table eating lunch, while two young women, in their early 20s, laughed and chattered as they strolled west toward Kedzie Avenue.
Rodriguez said that despite appearances, “people are afraid.”
He said he spoke with a teacher who complained that several of her elementary-school aged students have stopped coming to class. Their parents are too afraid to walk them or drive them to school, hearing stories of other parents who have been arrested or detained by ICE agents at other campuses in the city — in front of their terrified children.
Rodriguez’s wife, whom he described as a dark-skinned Latina with degrees from DePaul and Northwestern universities, won’t leave the house without her passport.
At a barber shop called Peluqueria 5 Star Fades Estrellas on 26th, a coiffeur named Juan Garcia sat in a chair near the store entrance. He had a towel draped over the back of his neck. He said his English was limited, but he knew enough to tell a visitor that business was bad.
“People aren’t coming in,” he said. “They are afraid.”
Victor Sanchez, the owner of a taco truck parked on Kedzie Road, about a half-mile south of town, said his clientele — mostly construction workers and landscapers — have largely disappeared.
“Business is down 60%,” he said to a customer. “I don’t know if they have been taken, or if they are too afraid to come out. All I know is they aren’t coming here anymore.”
Rodriguez said that ICE agents have arrested people who live in his neighborhood, but those arrests took place outside the borders of his district.
“I think they know this is a well-organized and aware neighborhood,” he said. “I think they’ve cased it and decided to grab people on the outskirts.”

The Breakaway Music Festival is hosting its inaugural event in Sacramento at Cal Expo, bringing electronic dance music to the city after three years in San Francisco.The festival features three stages and dozens of performances. Day one was marked with performances from Tiesto, Elderbrook and Malaa. Martin Garrix and Louis the Child will headline day two. “It’s great. I love it. We’re happy to be here and excited for the next two days,” festivalgoer Ryan McAuliffe said. The move to Sacramento surprised some attendees, but many said they were pleased with the convenience. “I was really surprised that EDM was making its way over to Sacramento of all places. I mean, I’m used to going to San Francisco and all sorts of different places,” festivalgoer Dre Alvarado said. “But in Sacramento, it’s kind of great to just be able to just drive 10 minutes from my house to come to an EDM fest.””First of all, less travel time. So it’s great. I love it,” festivalgoer Yadira Cuevas said. Visit Sacramento noted that the festival will provide a boost to the city during a weekend that previously hosted the GoldenSky Country Music Festival. They expect about 20,000 people over two days. Former L.A. schools Supt. Austin Beutner is planning to announce a challenge to Mayor Karen Bass in the 2026 election, arguing that the city has failed to properly respond to crime, rising housing costs and the devastating Palisades fire.
Beutner, a philanthropist and former investment banker who lives in L.A.’s Pacific Palisades neighborhood, would become the first serious challenger to Bass, who is running for her second and final term.
Beutner said in an interview Saturday that city officials at all levels showed a “failure of leadership” on the fire, which destroyed thousands of homes and left 12 people dead.
The inferno seriously damaged Beutner’s house, forcing him and his family to rent elsewhere in the neighborhood, and destroyed his mother-in-law’s home entirely.
“When you have broken hydrants, a reservoir that’s broken and is out of action, broken [fire] trucks that you can’t dispatch ahead of time, when you don’t pre-deploy at the adequate level, when you don’t choose to hold over the Monday firefighters to be there on Tuesday to help fight the fire — to me, it’s a failure of leadership,” Beutner said.
“At the end of the day,” he added, “the buck stops with the mayor.”
A representative for Bass’ campaign declined to comment.
Beutner’s attacks come days after federal prosecutors filed charges in the Palisades fire, accusing a 29-year-old of intentionally starting a New Year’s Day blaze that later rekindled into the deadly inferno.
With the federal investigation tied up, the Fire Department released a long-awaited after-action report Wednesday. The 70-page report found that firefighters were hampered by poor communication, inexperienced leadership, a lack of resources and an ineffective process for recalling them back to work. Bass announced a number of changes in light of the report.
Beutner, a onetime advisor to Mayor Antonio Villaraigosa, could pose a serious political threat to Bass. He would come to the race with a wide range of experiences — finance, philanthropy, local government and even the struggling journalism industry.
Although seven other people have filed paperwork to run for her seat, none have the fundraising muscle or name recognition to mount a major campaign. Rick Caruso, the real estate developer whom Bass defeated in 2022, has publicly flirted with the idea of another run but has stopped short of announcing a decision.
Bass beat Caruso by a wide margin in 2022 even though the shopping mall mogul outspent her by an enormous margin. Caruso has been an outspoken critic of her mayorship, particularly on her response to the Palisades fire.
Fernando Guerra, director of the Center for the Study of Los Angeles at Loyola Marymount University, said he believes that Beutner would face an uphill climb in attempting to unseat Bass — even with the criticism surrounding the handling of the Palisades fire. However, his entry into the race could inspire other big names to launch their own mayoral campaigns, shattering the “wall of invincibility” that Bass has tried to create.
“If Beutner jumps in and starts to get some traction, it makes it easier for Caruso to jump in,” Guerra said. “Because all you’ve got to do is come in second in the primary [election], and then see what happens in the general.”
Earlier Saturday, The Times reported that Beutner’s longtime X account had featured — then quickly removed — the banner image “AUSTIN for LA MAYOR,” along with the words: “This account is being used for campaign purposes by Austin Beutner for LA Mayor 2026.” That logo was also added and then removed from other Beutner social media accounts.
Beutner’s announcement, which is currently planned for Monday, comes in a year of crises for the mayor and her city. She was out of the country in January, taking part in a diplomatic mission to Ghana, when the ferocious Palisades fire broke out.
Upon her return, she faced withering criticism over the city’s preparation for the high winds, as well as Fire Department operations and the overall emergency response.
In the months that followed, the city was faced with a $1-billion budget shortfall, triggered in part by pay raises for city workers that were approved by Bass. To close the gap, the City Council eliminated about 1,600 vacant positions, slowed down hiring at the Los Angeles Police Department and rejected Bass’ proposal for dozens of additional firefighters.
By June, Bass faced a different emergency: waves of masked and heavily armed federal agents apprehending immigrants at car washes, Home Depots and elsewhere, sparking furious street protests.
Bass’ standing with voters was badly damaged in the wake of the Palisades fire, with polling in March showing that fewer than 20% of L.A. residents gave her fire response high marks.
But after President Trump put the city in his cross hairs, the mayor regained her political footing, responding swiftly and sharply. She mobilized her allies against the immigration crackdown and railed against the president’s deployment of the National Guard, arguing that the soldiers were “used as props.”
Beutner — who, like Bass, is a Democrat — said he voted for Bass four years ago and had come to regret his choice.
He described Los Angeles as a city “adrift,” with unsolved property crimes, rising trash fees and housing that is unaffordable to many.
Beutner said that he supports Senate Bill 79, the law that will force the city to allow taller, denser buildings near rail stations, “in concept.”
“I just wish that we had leadership in Los Angeles that had been ahead of this, so we would have had a greater say in some of the rules,” he said. “But conceptually, yes, we’ve got to build more housing.”
Bass had urged Gov. Gavin Newsom not to sign the bill into law, which he did on Friday.
Beutner is a co-founder and former president of Evercore Partners, a financial services company that advises its clients on mergers, acquisitions and other transactions. In 2008, he retired from that firm — now simply called Evercore Inc. — after he was seriously injured in a bicycling accident.
In 2010, he became Villaraigosa’s jobs czar, taking on the elevated title of first deputy mayor and receiving wide latitude to strike business deals on Villaraigosa’s behalf, just as the city was struggling to emerge from its worst economic downturn since the Great Depression.
Slightly more than a year into his job, Beutner filed paperwork to begin exploring a run for mayor. He secured the backing of former Mayor Richard Riordan and many in the business community but pulled the plug in 2012.
In 2014, Beutner became publisher of the Los Angeles Times, where he focused on digital experimentation and forging deeper ties with readers. He lasted roughly a year in that job before Tribune Publishing Co., the parent company of The Times, ousted him.
Three years later, Beutner was hired as the superintendent of L.A. Unified, which serves schoolchildren in Los Angeles and more than two dozen other cities and unincorporated areas. He quickly found himself at odds with the teachers union, which staged a six-day strike.
The union settled for a two-year package of raises totaling 6%. Beutner, for his part, signed off on a parcel tax to generate additional education funding, but voters rejected the proposal.
In 2022, after leaving the district, Beutner led the successful campaign for Proposition 28, which requires that a portion of California’s general fund go toward visual and performing arts instruction.
Earlier this year, Beutner and several others sued L.A. Unified, accusing the district of violating Proposition 28 by misusing state arts funding and failing to provide legally required arts instruction to students.
He also is immersed in philanthropy, having founded the nonprofit Vision to Learn, which provides vision screenings, eye exams and glasses to children in low-income communities.

Marc Benioff has become the latest Silicon Valley tech leader to signal his approval of President Trump, saying that the president is doing a great job and ought to deploy the National Guard to deal with crime in San Francisco.
The Salesforce chief executive’s comments came as he headed to San Francisco to host his annual Dreamforce conference — an event for which he said he had to hire hundreds of off-duty police to provide security.
“We don’t have enough cops, so if they [National Guard] can be cops, I’m all for it,” he told the New York Times from aboard his private plane.
The National Guard is generally not allowed to perform domestic law enforcement duties when federalized by the president.
Last month, a federal judge ruled that Trump’s use of National Guard soldiers in Los Angeles violated the Posse Comitatus Act — which restricts use of the military for domestic law enforcement — and ordered that the troops not be used in law enforcement operations within California.
Trump has also ordered the National Guard to deploy to cities such as Portland, Ore., and Chicago, citing the need to protect federal officers and assets in the face of ongoing immigration protests. Those efforts have been met with criticism from local leaders and are the subject of ongoing legal battles.
President Trump has yet to direct troops to Northern California, but suggested in September that San Francisco could be a target for deployment. He has said that cities with Democratic political leadership such as San Francisco, Chicago and Los Angeles “are very unsafe places and we are going to straighten them out.”
“I told [Defense Secretary] Pete [Hegseth] we should use some of these dangerous cities as training for our military, our national guard,” Trump said.
Benioff’s call to send National Guard troops to San Francisco drew sharp rebukes from several of the region’s elected Democratic leaders.
San Francisco Dist. Atty. Brooke Jenkins said she “can’t be silent any longer” and threatened to prosecute any leaders or troops who harass residents in a fiery statement on X.
“I am responsible for holding criminals accountable, and that includes holding government and law enforcement officials too, when they cross the bounds of the law,” she said. “If you come to San Francisco and illegally harass our residents, use excessive force or cross any other boundaries that the law prescribes, I will not hesitate to do my job and hold you accountable just like I do other violators of the law every single day.”
State Sen. Scott Wiener (D-San Francisco) also took to X to express indignation, saying, “we neither need nor want an illegal military occupation in San Francisco.”
“Salesforce is a great San Francisco company that does so much good for our city,” he said. “Inviting Trump to send the National Guard here is not one of those good things. Quite the opposite.”
San Francisco Mayor Daniel Lurie’s office offered a more muted response, touting the mayor’s efforts to boost public safety in general, but declining to directly address Benioff’s remarks.
Charles Lutvak, a spokesperson for the mayor, noted that the city is seeing net gains in both police officers and sheriff’s deputies for the first time in a decade. He also highlighted Lurie’s efforts to bring police staffing up to 2,000 officers.
“Crime is down nearly 30% citywide and at its lowest point in decades,” Lutvak said. “We are moving in the right direction and will continue to prioritize safety and hiring while San Francisco law enforcement works every single day to keep our city safe.”
When contacted by The Times on Friday night, the office of Gov. Gavin Newsom, who vociferously opposed the deployment of National Guard troops in Los Angeles, did not issue a comment in response to Benioff.
Benioff and Newsom have long been considered friends, with a relationship dating back to when Newsom served as San Francisco’s mayor. Newsom even named Benioff as godfather to one of his children, according to the San Francisco Standard.
Benioff has often referred to himself as an independent. He has donated to several liberal causes, including a $30-million donation to UC San Francisco to study homelessness, and has contributed to prior political campaigns of former President Obama, former Vice President Kamala Harris, Sen. Cory Booker (D-N.J.), and Hillary Clinton.
However, he has also donated to the campaigns of former House Speaker Paul Ryan and Sen. John McCain, both Republicans, and supported tougher-on-crime policies and reducing government spending.
Earlier this year, Benioff also praised the Elon Musk-led federal cost-cutting effort known as the Department of Government Efficiency.
“I fully support the president,” Benioff told the New York Times this week. “I think he’s doing a great job.”

WASHINGTON — President Trump rocked American politics at the outset of his first campaign when he first labeled his rivals as enemies of the American people. But the rhetoric of his top confidantes has grown more extreme in recent days.
Stephen Miller, the president’s deputy chief of staff, declared over the weekend that “a large and growing movement of leftwing terrorism in this country” is fueling an historic national schism, “shielded by far-left Democrat judges, prosecutors and attorneys general.”
“The only remedy,” Miller said, “is to use legitimate state power to dismantle terrorism and terror networks.”
It was a maxim from an unelected presidential advisor who is already unleashing the federal government in unprecedented ways, overseeing the federalization of police forces and a sweeping deportation campaign challenging basic tenets of civil liberty.
Miller’s rhetoric comes amid a federal crackdown on Portland, Ore., where he says the president has unchecked authority to protect federal lives and property — and as another controversial Trump advisor harnesses an ongoing government shutdown as pretext for the mass firing of federal workers.
Russ Vought, the president’s director of the Office of Management and Budget, plays the grim reaper in an AI video shared by the president, featuring him roving Washington for bureaucrats to cut from the deep state during the shutdown.
His goal, Trump has said, is to specifically target Democrats.
As of Monday afternoon, it was unclear exactly how many federal workers or what federal agencies would be targeted.
“We don’t want to see people laid off, but unfortunately, if this shutdown continues layoffs are going to be an unfortunate consequence of that,” White House press secretary Karoline Levitt said during a news briefing.
Karin Immergut, a federal judge appointed by Trump, said this weekend that the administration’s justification for deploying California National Guard troops in Portland was “simply untethered to the facts.”
“This country has a longstanding and foundational tradition of resistance to government overreach, especially in the form of military intrusion into civil affairs,” Immergut wrote, chiding the Trump administration for attempting to circumvent a prior order from her against a federal deployment to the city.
“This historical tradition boils down to a simple proposition,” she added: “This is a nation of Constitutional law, not martial law.”
The administration is expected to appeal the judge’s decision, Leavitt said, while calling the judge’s ruling “untethered in reality and in the law.”
“We’re very confident in the president’s legal authority to do this, and we are very confident we will win on the merits of the law,” Leavitt said.
If the courts were to side with the administration, Leavitt said local leaders — most of whom are Democrats — should not be concerned about the possibility of long-term plans to have their cities occupied by the military.
“Why should they be concerned about the federal government offering help to make their cities a safer place?” Leavitt said. “They should be concerned about the fact that people in their cities right now are being gunned down every single night and the president, all he is trying to do, is fix it.”
Moments later, Trump told reporters in the Oval Office that he does not believe it is necessary yet, he would be willing to invoke the Insurrection Act “if courts were holding us up or governors or mayors were holding us up.”
“Sure, I’d do that,” Trump said. “We have to make sure that our cities are safe.”
The Insurrection Act gives the president sweeping emergency power to deploy military forces within the United States if the president deems it is needed to quell civil unrest. The last time this occurred was in 1992, when California Gov. Pete Wilson asked President George H.W. Bush to send federal troops to help stop the Los Angeles riots that occurred after police officers were acquitted in the beating of Rodney King.
Subsequent posts from Miller on social media over the weekend escalated the stakes to existential heights, accusing Democrats of allying themselves with “domestic terrorists” seeking to overturn the will of the people reflected in Trump’s election win last year.
On Monday, in an interview with CNN, Miller suggested that the administration would continue working to sidestep Immergut’s orders.
“The administration will abide by the ruling insofar as it affects the covered parties,” he said, “but there are also many options the president has to deploy federal resources under the U.S. military to Portland.”
Other Republicans have used similar rhetoric since the slaying of Charlie Kirk, a conservative youth activist, in Utah last month.
Rep. Derrick Van Orden (R-Wis.) wrote that posts from California Gov. Gavin Newsom’s office have reached “the threshold of domestic terrorism,” after the Democratic governor referred to Miller on social media as a fascist. And Rep. Randy Fine (R-Fla.) said Monday that Democrats demanding an extension of healthcare benefits as a condition for reopening the government were equivalent to terrorists.
“I don’t negotiate with terrorists,” Fine told Newsmax, “and what we’re learned in whether it’s dealing with Muslim terrorists or Democrats, you’ve gotta stand and you’ve gotta do the right thing.”
Republicans’ keenness to label Democrats as terrorists comes two weeks after Trump signed an executive order declaring a left-wing antifascist movement, known as antifa, as a “domestic terrorist organization” — a designation that does not exist under U.S. law.
The order, which opened a new front in Trump’s battle against his political foes, also threatened to investigate and prosecute individuals who funded “any and all illegal operations — especially those involving terrorist actions — conducted by antifa or any person claiming to act on behalf of antifa.”
Leavitt told reporters Monday the administration is “aggressively” looking into who is financially backing these operations.
Trump has floated the possibility of going after people such as George Soros, a billionaire who has supported many left-leaning causes around the world.
“If you look at Soros, he is at the top of everything,” Trump said during an Oval Office appearance last month.
The White House has not yet made public any details about a formal investigation into a donors, but Leavitt said the administration’s efforts are under way.
“We will continue to get to the bottom of who is funding these organizations and this organized anarchy against our country and our government,” Leavitt said. “We are committed to uncovering it.”

Gov. Gavin Newsom said Sunday that he intends to seek a court order in an attempt to stop President Trump’s deployment of California National Guard troops to Oregon.
Calling the president’s action a “breathtaking abuse of power,” Newsom said in a statement that 300 California National Guard personnel were being deployed to Portland, Ore., a city the president has called “war-ravaged.”
“They are on their way there now,” Newsom said of the National Guard. “This is a breathtaking abuse of the law and power.”
Trump’s move came a day after a federal judge in Oregon temporarily blocked the federalization of Oregon’s National Guard.
The president, who mobilized the California National Guard amid immigration protests earlier this year, has pursued the use of the military to fight crime in cities including Chicago and Washington, sparking outrage among Democratic officials in those jurisdictions. Local leaders, including those in Portland, have said the actions are unnecessary and without legal justification.
“The Trump Administration is unapologetically attacking the rule of law itself and putting into action their dangerous words — ignoring court orders and treating judges, even those appointed by the President himself, as political opponents,” Newsom said.
In June, Newsom and California Atty. Gen. Rob Bonta filed a federal lawsuit over Trump’s mobilization of the state’s National Guard during immigration protests in Los Angeles. California officials are expected to file the court order over Sunday’s deployment using that existing lawsuit.
Newsom has ratcheted up his rhetoric about Trump in recent days: On Friday, the governor lashed out at universities that may sign the president’s higher education compact, which demands rightward campus policy shifts in exchange for priority federal funding.
“I need to put pressure on this moment and pressure test where we are in U.S. history, not just California history,” Newsom said. “This is it. We are losing this country.”
