    BELFAST — First its government collapsed. Then austerity began to bite. Now fresh elections are set to be cancelled, and tens of thousands of workers are going on strike.

    This is Northern Ireland in 2024 — a land of political deadlock, public sector cuts and mass labor unrest, with neither British ministers in London nor local powerbrokers the Democratic Unionist Party (DUP) willing to do what is needed to restore a coherent government in this ever-divided corner of the United Kingdom.

    Nearly two years after the DUP first sabotaged the Northern Ireland Executive — the cross-community government at the heart of the region’s decades-old peace process — its leadership appears no closer to ending its boycott on cooperation with Sinn Féin. The Irish republicans overtook their DUP opponents as the most popular party at the last Stormont election in May 2022, but have been waiting ever since to lead a government under a power-sharing system the DUP refuses to revive.

    Similarly unwilling to fill the political vacuum is Northern Ireland Secretary Chris Heaton-Harris, who refuses to resume “direct rule” from Westminster. Northern Ireland was governed directly from London through most of its decades of bloodshed during the 20th century, and through a previous collapse of powersharing at Stormont between 2002-07.

    At least partly filling the vacuum over the past year have been Northern Ireland’s senior civil servants, abandoned to run their country without the help of elected politicians. They protest they lack both the power and democratic mandate to make essential spending and cost-cutting decisions — a weakness that has left public services to wither from within.

    This long-running crisis has triggered months of labor unrest, finally reducing Northern Ireland to a standstill on Thursday as 16 unions staged the region’s first coordinated mass strike in a half-century. It may not be the last.

    “This is a campaign we will continue,” said Gerry Murphy of the Irish Congress of Trade Unions. “This is a campaign we will win.”

    Labor pains

    More than 170,000 workers — nearly a fifth of the entire workforce — shut down schools, transport links, non-emergency healthcare and almost all government-funded services on Thursday in a mass demand for long-withheld pay raises.

    The promised salary hikes were secured in principle years ago as part of wider U.K. labor agreements, but most of this money has yet to reach paychecks and pensions in Northern Ireland because the relevant Stormont ministers aren’t in office. In their absence, the U.K. Treasury is withholding the required funds.

    That was supposed to change as part of a conditional funding package that Heaton-Harris presented to local parties last month in a bid to break the DUP logjam. If Democratic Unionist leader Jeffrey Donaldson agreed to lead his party back to Stormont, Heaton-Harris announced, the U.K. would provide £3.3 billion in exceptional financial supports to make the relaunch of power-sharing a success. Included in the package: £584 million for the outstanding pay claims.

    But to the exasperation of other parties, and despite Donaldson’s own efforts to telegraph a coming move, the DUP leader failed to persuade his most powerful deputies to grasp the offer as a moment for compromise.

    Donaldson since has insisted that talks with U.K. government officials will drag out indefinitely until the DUP wins further concessions on Northern Ireland’s complex post-Brexit trading arrangements, which unionists fear are pushing the economy toward a united Ireland.

    Indeed, dangling billions in front of the DUP seems only to have backfired. Heaton-Harris has repeatedly said the £3.3 billion will not be forthcoming until the DUP returns to Stormont — a condition that both British unionists and Irish nationalists have denounced as blackmail.

    Mass unrest

    Reflecting that anger, tens of thousands of striking workers braved freezing conditions on Thursday to march in central Belfast, Londonderry and Enniskillen, venting their anger and demanding their salaries be boosted to the levels of their professional peers in England, Scotland and Wales.

    As one example, they cited how a newly qualified teacher in Northern Ireland earns around £24,000 a year, versus £30,000 elsewhere in the U.K. Official U.K. statistics indicate that public sector workers in Northern Ireland have seen the value of their incomes fall by 11 percent in real terms during the past two years of government collapse.

    Heaton-Harris, an arch Brexiteer who was appointed to the post by ex-PM Liz Truss during her brief Downing Street reign, has struggled to find any pressure point that works on Donaldson, whose DUP is frequently cited as the most stubborn political party in Europe.

    Heaton-Harris’ most common threat — to call an early election for Stormont — has proved particularly absurd because it would potentially help the DUP. Donaldson would hope to claw back ground lost to politicians representing the moderate middle ground, who did unusually well in the 2022 vote.

    Indeed, the prospect of fresh elections is one reason why Donaldson keeps playing for time. Accepting a deal now — and so accepting the current post-Brexit trade arrangements are here to stay — would likely split his party and drive support toward Traditional Unionist Voice, an even harder-line unionist rival that rejects working with Sinn Féin in all circumstances.

    And so the stasis — and the misery — looks set to continue.

    The unions behind Thursday’s mass strike have vowed to conduct a rolling series of similar protests until Heaton-Harris untethers their pay demands from any proposed DUP sweetheart deal.

    But Heaton-Harris looks poised to kick the Stormont can down the road yet again, meaning Northern Ireland’s public services keep suffering via piecemeal funding half-measures.

    The minister is expected to unveil emergency legislation next week that gives both himself, and Northern Ireland’s permanent secretaries, a new “hybrid” mix of powers and responsibilities over the region.

    But a former permanent secretary who oversaw the Brexit process in Northern Ireland, Andrew McCormick, said Heaton-Harris’ mismanagement of the situation to date meant neither the Stormont mandarins nor the secretary of state himself “have a legal basis for the strategic decisions that are needed. The government can and should change course as a matter of urgency. Abdication is not acceptable.”

    The legislation also is expected to delay, once again, the legally required date for the next Stormont election to early 2025 — by which time a U.K.-wide general election will likely have ended the Conservative government’s 14-year reign and turned Northern Ireland into a problem for the British Labour Party.

    DUBLIN — U.S. President Joe Biden will pay a five-day visit to both parts of Ireland next month to mark the 25th anniversary of the U.S.-brokered Good Friday peace accord, according to a provisional Irish government itinerary seen by POLITICO.

    The plans, still being finalized with the White House, have the president arriving in Northern Ireland on April 11. That’s one day after the official quarter-century mark for the Good Friday Agreement, the peace deal designed to end decades of conflict that claimed more than 3,600 lives.

    With Irish roots on both sides of his family tree, Biden has long taken an interest in brokering and maintaining peace in Northern Ireland. He has welcomed the recent U.K.-EU agreement on making post-Brexit trade rules work in the region — a breakthrough that has yet to revive local power-sharing at the heart of the 1998 accord.

    According to two Irish government officials involved in planning the Biden visit itinerary, the president will start his stay overnight at Hillsborough Castle, southwest of Belfast, the official residence for visiting British royalty, as a guest of the U.K.’s Northern Ireland Secretary Chris Heaton-Harris.

    Then he’s scheduled to visit Stormont, the parliamentary complex overlooking Belfast, at the invitation of its caretaker speaker, Alex Maskey of the Irish republican Sinn Féin party.

    That could prove controversial given that, barring a diplomatic miracle, the Northern Ireland Assembly and its cross-community government — a core achievement of the 1998 agreement — won’t be functioning due to a long-running boycott by the Democratic Unionists. That party has not yet accepted the U.K.-EU compromise deal on offer because it keeps Northern Ireland, unlike the rest of the U.K., subject to EU goods rules and able to trade more easily with the rest of Ireland than with Britain. Nonetheless, assembly members from all parties including the DUP will be invited to meet Biden there.

    The president is booked to officiate the official ribbon-cutting of the new downtown Belfast campus of Ulster University. During his stay in Northern Ireland he also is expected to pay a visit to Queen’s University Belfast, where former U.S. Secretary of State Hillary Clinton serves as chancellor.

    Next, the Irish government expects the presidential entourage to cross the border into the Republic of Ireland, potentially by motorcade, the approach last adopted by Bill Clinton during his third and final visit to Ireland as president in 2000.

    This would allow Biden to pay a visit to one side of his Irish family tree, the Finnegans, in County Louth. Louth is midway between Belfast and Dublin. Biden previously toured the area in 2016 as vice president, when he met distant relatives for the first time and visited the local graveyard.

    In Dublin, it is not yet confirmed whether Biden will deliver a speech at College Green outside the entrance of Trinity College. That’s the spot where Barack Obama delivered his own main speech during a one-day visit as president in 2011.

    A White House advance team is expected in Dublin this weekend to scout that and other potential locations for a speech and walkabout. He isn’t expected to hold any functions at the Irish parliament, which begins a two-week Easter recess Friday.

    Members of Ireland’s national police force, An Garda Síochána, have been told by commanders they cannot go on leave during the week of April 10-16 in anticipation of Biden’s arrival. The Irish expect U.S. Secretary of State Antony Blinken to accompany the president and take part in more detailed talks with Northern Ireland’s leaders.

    Irish Prime Minister Leo Varadkar plans to host the president and Blinken at Farmleigh House, a state-owned mansion previously owned by the Guinness brewing dynasty, inside Dublin’s vast Phoenix Park.

    The final two days of Biden’s visit will focus on the other side of his Irish roots, the Blewitts of County Mayo, on Ireland’s west coast, which he also visited in 2016. Distant cousins he first met on that trip have since been repeated guests of the White House, most recently on St. Patrick’s Day.

    White House officials declined to discuss specific dates or any events planned, but did confirm that Biden would travel to Ireland “right after Easter.” This suggests an April 11 arrival in line with the Irish itinerary. Easter Sunday falls this year on April 9 and, in both parts of Ireland, the Christian holiday is a two-day affair ending in Easter Monday.

    DUBLIN — As if political tensions in Northern Ireland weren’t bad enough, Irish Republican Army die-hards unwilling to accept their side’s cease-fire appear determined to make matters worse.

    An off-duty police officer is in hospital in a critical condition after being shot several times at close range Wednesday night as he coached a youth football practice on the outskirts of the Northern Irish town of Omagh. No group claimed responsibility, but politicians from all sides agreed that one of the small IRA splinter groups still active in the U.K. region must be to blame.

    “The people behind this attack think they’re at war. Well they’re not,” said Colum Eastwood, the moderate Irish nationalist leader of the Social Democratic and Labour Party. “Their fight isn’t with any government, any police service or anyone else. It’s with the people of Ireland who have chosen peace. And it’s a fight they will never, never win.”

    The last time any of the IRA factions killed a Northern Ireland police officer was in 2011, again in Omagh — also the scene of the deadliest attack of them all, when a Real IRA car bomb killed 29 people in 1998 in hopes of wrecking that year’s Good Friday peace accord.

    The largest Irish republican paramilitary group, the Provisional IRA, killed nearly 300 officers as part of its own 27-year campaign of shootings and bombings, but laid down its arms in 1997 and surrendered them to foreign disarmament officials in 2005.

    That key peacemaking step, required as part of the Good Friday deal, ultimately helped persuade the Democratic Unionist Party to end its opposition to power-sharing and finally form a unity government in 2007 with their Irish republican enemies in Sinn Féin, longtime partners of the Provisional IRA. However, last year the DUP collapsed their coalition as part of its campaign against post-Brexit trade rules for Northern Ireland, a dispute that U.K. and EU negotiators have spent months trying to resolve.

    Wednesday night’s shooting brought back grim memories from a generation ago when such violence was a nightly occurrence, an era when militants effectively filled Northern Ireland’s prevailing political vacuum with bloodshed. The Good Friday pact and the cross-community government it spawned were supposed to keep such violence at bay.

    With the Stormont parliamentary building shuttered amid Brexit fallout, politicians from all sides briefly spoke with one voice on social media to condemn the officer’s attackers.

    “Those responsible for such horror must be brought to justice,” said Britain’s secretary of state for Northern Ireland, Chris Heaton-Harris, who has been in the post only since September.

    BELFAST — A top-level British diplomatic mission designed to soothe tensions over the Northern Ireland trade protocol instead opened new divisions Wednesday when the leader of Sinn Féin was unexpectedly barred.

    U.K. government officials offered conflicting explanations for blocking Mary Lou McDonald from the Northern Ireland Office meeting with Foreign Secretary James Cleverly. He had traveled to Belfast to brief local party leaders on Monday’s breakthrough with the European Commission on making post-Brexit trade arrangements work better in what remains the most bitterly divided corner of the U.K.

    McDonald’s exclusion triggered a boycott of the meeting by Sinn Féin, the largest party in the mothballed Northern Ireland Assembly, as well as its moderate competitor for Irish nationalist votes, the Social Democratic and Labour Party (SDLP). It propelled the Belfast talks to the top of an Irish news agenda bored stiff by the long-running Brexit protocol dispute — and played straight into the hands of Sinn Féin, which lost no time in denouncing perfidious Albion.

    “Apart from this being utterly bizarre, I mean beyond bizarre, it’s extremely unhelpful,” McDonald said nearby the Northern Ireland Office headquarters in central Belfast, where Cleverly hosted the talks attended by only three of the five parties from Northern Ireland’s collapsed power-sharing government.

    “It’s a bad message and a bad signal if the British Tories are now behaving in this petulant fashion and saying that they would seek to exclude people from the very necessary work that needs now to be done,” McDonald said.

    British government officials initially defended McDonald’s exclusion on the grounds that she is not an elected member of the Stormont assembly — a condition not cited or enforced on many similar political gatherings dating back to McDonald’s February 2018 elevation to the Sinn Féin leadership.

    McDonald represents central Dublin in the Republic of Ireland parliament, reflecting Sinn Féin’s status as the only major political party contesting elections in both parts of Ireland. Since 2020 she has led the parliamentary opposition to the coalition government of Prime Minister Leo Varadkar and Foreign Minister Micheál Martin.

    An explanation circulated by the Northern Ireland Office to journalists said its meeting invite had specified attendance by Michelle O’Neill, McDonald’s party deputy and the senior Sinn Féin politician north of the border.

    O’Neill and McDonald had planned to attend together, as has been common. Both similarly plan to meet Varadkar and Labour Party leader Keir Starmer when they make separate visits Thursday to Belfast.

    “The leader of Sinn Féin in the [Northern Ireland] Assembly was invited and remains invited. Her attendance is a matter for Sinn Féin. But she was not excluded,” the U.K. government said, referring to O’Neill.

    Others quickly pointed out an evident contradiction. Leaders of two other parties — the Democratic Unionists’ Jeffrey Donaldson and the SDLP’s Colum Eastwood — had been invited, even though they, just like McDonald, have no role at Stormont.

    Cleverly’s office circulated a second explanation citing a different protocol — diplomatic protocol — as the real reason not to permit McDonald through the door.

    Those officials cited Ireland’s December 17 Cabinet reshuffle in which Martin replaced Simon Coveney as foreign minister. This meant, they said, Cleverly needed to hold a face-to-face meeting with Martin before he could do the same with opposition leader McDonald.

    Irish nationalist and center-ground politicians dismissed both explanations. They noted that U.K. government leaders already have met dozens of times with Martin, who served as prime minister for the first half of Ireland’s planned five-year government.

    In Dublin, senior officials also questioned the U.K.’s stated rationale.

    “I’d like to think we wouldn’t be quite so stupid as to offer this insult up on a plate to Sinn Féin. It seems such an obvious point to make, but the parties in Northern Ireland should be free to choose who represents them at any table. This is normally never an issue. This shouldn’t be made an issue,” one official told POLITICO. “Citing the rules of diplomacy for this move boggles the mind.”

    Cleverly and Chris Heaton-Harris, the secretary of state for Northern Ireland who also took part in Wednesday’s meeting, declined comment.

    Donaldson — whose party is blocking the operation of the Stormont assembly and formation of a new cross-community government in protest against the trade protocol — said he wouldn’t comment on whether it had been right or wrong to exclude McDonald.

    But he said Cleverly and Heaton-Harris had reassured him in the behind-closed-doors meeting that any agreement on reforming the trade protocol must meet his party’s core demands. These include an end to any EU controls on British goods arriving at local ports that are destined to remain within Northern Ireland.

    “They recognize that a deal with the EU that doesn’t work for unionists just isn’t going to fly,” Donaldson said.

    DUBLIN — U.S. President Joe Biden on Monday appointed the late Robert Kennedy’s grandson Joe to be the next U.S. envoy to Northern Ireland, setting the stage for an increased American focus on the divided U.K. region in the run-up to the 25th anniversary of its troubled Good Friday peace agreement.

    After the news of his appointment — first reported by POLITICO — Joe Kennedy III pledged to “reaffirm U.S. commitment to Northern Ireland and to promote economic prosperity and opportunity for all its people.”

    Kennedy previously served as a Massachusetts congressman before losing a Senate bid in 2020. In his new role, he will have, in historical terms, big shoes to fill. The 1998 Good Friday deal was overseen by former U.S. Senate Majority Leader George Mitchell, the first and by far most important U.S. envoy to Northern Ireland. Mitchell was appointed by Bill Clinton, the only U.S. president to adopt a hands-on interest in ending a three-decade conflict that left more than 3,600 dead.

    American envoys have wielded progressively less influence since the days of President George W. Bush, when his State Department appointees Richard Haass and Mitchell Reiss focused on pushing the outlawed Irish Republican Army to disarm and renounce violence and its allied Sinn Féin party to accept the lawful authority of Northern Ireland’s police force.

    Those once unthinkable moves, achieved in 2005 and 2007 respectively, paved the way for the revival of a power-sharing government uniting British unionists and Irish nationalists — a core goal of the Good Friday accord that once again has collapsed amid Brexit-driven divisions.

    But Barack Obama’s envoy, former Senator Gary Hart, and Donald Trump’s man, former White House chief of staff Mick Mulvaney, both came and went without recording any tangible gains. The position has been idle for nearly two years, during which the breakdown-prone Northern Ireland Executive has fallen apart again.

    U.S. officials briefed that Kennedy would avoid the political stalemate and focus on economic matters, particularly the prospect of wooing more U.S. corporate investment and jobs to Northern Ireland.

    That was also the initial line taken when Clinton — facing British opposition to any direct U.S. intervention within a part of the United Kingdom — first appointed Mitchell to a Belfast role in December 1994. Gradually, Mitchell won enough cross-community trust to become the chairman of the talks, a role that required disciplined and patient diplomacy, including for years after the Good Friday breakthrough.

    Officially, all sides welcomed the much-leaked news of Kennedy’s appointment, which is widely seen in Washington circles as a Biden effort to give Kennedy a new political platform following his failed Senate bid.

    “The U.S. has been pivotal in supporting peace, stability and prosperity for Northern Ireland. We will continue working together to make Northern Ireland a great place to live, work and do business,” said Chris Heaton-Harris, Britain’s secretary of state for Northern Ireland. “I look forward to welcoming Joe to Belfast in the near future.”

    Behind the scenes, some in unionist and British government circles said the Biden administration hadn’t learned a key lesson from the high-profile triumph of Mitchell and low-key effectiveness of the Bush-era envoys — to avoid appointing figures firmly rooted in Irish America and the Catholic side of the traditional divide.

    “We seem to be getting one of these classic Irish-American envoys who has no idea what we’re about — that we’re British, not Irish,” one unionist politician involved in the Good Friday negotiations told POLITICO. “We will be polite, even if we have to grit our teeth at times.”

    Northern Ireland’s main pro-Brexit party, the Democratic Unionists, offered no comment. The party, which spent a decade opposing the Good Friday deal, has refused to revive power-sharing since May’s Northern Ireland Assembly election, which left them trailing Sinn Féin for the first time.

    DUP leaders insist their veto on cooperation has nothing to do with this election setback and everything to do with the post-Brexit trade protocol, which keeps Northern Ireland subject to EU goods rules and makes it harder to receive shipments from Britain. The party recently denounced a visiting U.S. congressional delegation as biased against them.

    Unsurprisingly, Sinn Féin and the Irish government offered fulsome praise for Biden’s appointment of a Kennedy.

    “I want to thank President Biden and his administration for this appointment. It is a clear demonstration of the president’s direct engagement with Ireland as well as the enduring U.S. commitment to supporting peace in, and building the prosperity of, Northern Ireland,” said Micheál Martin who, until this past weekend, was Ireland’s prime minister. He has just been appointed foreign minister — responsible for leading diplomatic efforts in Northern Ireland — as part of his government’s coalition agreement in Dublin.

    “Joe Kennedy has a strong record in promoting the interests of the north and I look forward to working with him,” said Sinn Féin’s would-be first minister of Northern Ireland, Michelle O’Neill.

    The DUP’s moderate rival for unionist votes, Ulster Unionist Party leader Doug Beattie, said his community needed to keep an open mind and see Kennedy’s arrival as an opportunity, not a threat.

    “Unionism has suffered from not engaging fully with the U.S.A. and this has been something my party has been keen to rebalance,” said Beattie, who welcomed Kennedy’s stated “focus on economic ties.”

    LONDON — If his key appointments are any indication, the Rishi Sunak era in Britain could actually be … kind of dull.

    The new U.K. leader reappointed existing ministers, brought back old hands and largely kept critics on side as he sought to reassure nervous markets, allies and enemies that the U.K. is no longer a hotbed of chaos.

    But the prime minister did, at least, have room to take revenge on a number of his most vocal detractors, and refused to offer any kind of promotion to his defeated leadership rival, Penny Mordaunt.

    Sunak entered No. 10 Downing Street Tuesday with a promise to “fix” the “mistakes” made by his predecessor Liz Truss, after her radical economic prospectus spooked financial markets and helped jack up U.K. borrowing costs — swiftly bringing down her government amid bitter Tory recriminations and sparking a second Tory leadership race in two months.

    Emerging from the wreckage of the Conservative Party, Sunak had pledged to put politics aside and “build a government that represents the very best traditions of my party.”

    Nothing to see here

    The biggest news of the reshuffle was that there wasn’t much news. Multiple figures who served under Sunak’s predecessor Liz Truss, including some who backed his rival Boris Johnson in the latest Conservative leadership race, kept their posts or were moved to other senior roles.

    Sunak’s most important appointment was to keep Jeremy Hunt in post as chancellor, sticking by a Cabinet veteran who Truss had brought in from the cold just two weeks earlier to rip up her failed economic agenda.

    James Cleverly was kept on as foreign secretary, while Ben Wallace remained as defense secretary — keeping two key ministries tasked with shaping Britain’s foreign policy intact. Chris Heaton-Harris stayed on as Northern Ireland secretary, while Nadhim Zahawi was moved from the Cabinet Office to become the Conservative Party chairman. All four men had backed Johnson in the leadership contest last week, leaving fellow Boris supporters in the party relieved.

    “At this early stage of the reshuffle it looks as if Rishi is aiming to unite the party rather than divide it,” said Tory MP and Johnson ally Michael Fabricant. “Perhaps one of the mistakes Liz Truss made was to pack the Cabinet only with her supporters. That always creates a volatile situation.”

    In an eyebrow-raising move, Suella Braverman, a darling of the party’s right who made her own bid for the leadership earlier this year, returned as home secretary less than a week after being fired over a sensitive information leak. Her reappointment looked like a debt being repaid following her unexpected backing of Sunak at the weekend.

    Trade Secretary Kemi Badenoch and Culture Secretary Michelle Donelan, both Truss picks over the summer, kept their jobs too.

    One Cabinet minister who did not back Sunak in either leadership race said the appointments were clearly a bid for unity: “He has put people in positions with a track record of delivery.”

    Senior figures from other wings of the party were impressed too. “The new prime minister is clearly serious about including people from all sides of the party in his new Cabinet,” said Nicky Morgan, a former chair of the centrist One Nation Conservatives grouping in parliament and now a member of the House of Lords. “This is a very encouraging start to his term.”

    Soft revenge

    Others key allies of Sunak’s opponents were handed demotions, but allowed to remain in Sunak’s top team.

    Thérèse Coffey, a close friend of Truss who served as her deputy prime minister and health secretary, was demoted to the environment, food and farming brief. Alok Sharma, who backed Johnson in the second race, kept his job overseeing the COP climate summits, but will no longer attend Cabinet — a clear step down.

    But it was the treatment of Mordaunt, the last candidate standing against Sunak in the latest leadership race, that most ruffled feathers. She kept her relatively junior Cabinet-attending job as leader of the House of Commons, a decision seen in Westminster as a snub given widespread expectations that she was due a major promotion.

    One former Cabinet minister argued the failure to promote Mordaunt looked like “an act of revenge, or small-mindedness.” Mordaunt had refused to drop out of the latest leadership race until it was clear she did not have sufficient nominations from fellow MPs to make the next round.

    Yet some argued the very act of keeping her in post was in itself an olive branch, while one person familiar with the discussions on her appointment said she had been offered a different role, but refused it. One of Mordaunt’s allies insisted she was pleased to keep her existing brief.

    A Downing Street official insisted: “This Cabinet brings the talents of the party together. It reflects a unified party and a Cabinet with significant experience, ensuring that at this uncertain time there is continuity at the heart of government.”

    But there were plenty of rewards too for key Sunak supporters. Close allies Oliver Dowden, Michael Gove and Steve Barclay were handed roles in the Cabinet Office, communities department and health department respectively, just weeks after Truss made clear they had no place in her administration.

    Simon Hart was made chief whip, while Gillian Keegan was promoted to the Cabinet for the first time as education secretary and Grant Shapps was moved from his week-long stint heading up the Home Office (to replace the sacked Braverman) to the business department. 

    To make space for the new appointments, Sunak allowed himself a few ruthless sackings — although he did permit Cabinet ministers to technically resign to spare their blushes.

    Ministers seen as close to Johnson, including Brandon Lewis and Kit Malthouse, were fired, as was Robert Buckland, who supported Sunak in the first leadership race only to shamelessly switch to Truss when it became clear she would win.

    Jacob Rees-Mogg, one of Sunak’s most vocal critics and a cheerleader for Johnson, was also dispensed with, as well as top Truss lieutenants Ranil Jayawarenda and Simon Clarke. Rees-Mogg had once branded Sunak a “socialist” — although he hastily recanted that criticism Tuesday morning as the new PM picked his top team.

    Having told the Tories at the weekend they must “Back Boris” or go “bust”, it was not enough to save him from his fate.
