    City authorities in Accra are grappling with the persistent challenge of street hawking and sales on pavements, pedestrian walkways, and median of road at Kwame Nkrumah Circle and the Central Business District (CBD) of Accra.

    Despite previous attempts by the assemblies to curb these activities, traders continue to sell wares such as foodstuff, cosmetics, jewelries and foot wears at these undesignat­ed places.

    Besides the evident congestion, their activities also contribute to the destruction of green grass and flowers planted at the Kwame Nkrumah Circle and in the CBD, intended for the beautification of the city.

    Additionally, the drainage systems in the affected areas are choked due to indiscriminate dumping of rubbish while the activities of the traders are con­tributing to vehicular congestion, particularly in the CBD.

    Apart from the traders, truck pushers and ‘loading boys’ are contributing to the congestion and unsanitary conditions in the CBD, especially at their various sleeping places in the city centre.

    A journey which should take less than 10 minutes from the Kwame Nkrumah Circle to the United Trading Company (UTC) area in the CBD could take more than forty minutes due to traffic congestion.

    As a result, pedestrians are forced to navigate the CBD by maneuvering through vehicles.

    “Because we own hotels, we get valuations and cap rates and developers really like that. We’re not just another hotel operator,” he said.

    RALEIGH, N.C. (WNCN) – As state lawmakers prepare to return to Raleigh this spring to deal with some unresolved issues from last year’s session, a new poll Monday shows a majority of voters support bills legalizing medical marijuana and allowing casinos on non-tribal land.

    The latest poll released by Meredith College found overwhelming support for medical marijuana legalization as 78 percent of voters said they’re in favor of that compared to 18 percent who are opposed.

    “North Carolina is one of only 12 states without some form of legal medical marijuana,” said David McLennan, who oversees the Meredith Poll. “With the public strongly behind such a law and most within the medical community supporting this legislation, it seems like this might be a good time to pass such a bill.”

    During last year’s session in a 36-10 vote, the Senate passed a bill called the Compassionate Care Act, which would legalize marijuana for specified debilitating medical conditions such as cancer, epilepsy and PTSD. It would only be allowed with a doctor’s prescription.

    While a House committee held a hearing on the bill, it never made it to the floor for a vote.

    House Speaker Tim Moore (R-Cleveland) told CBS 17 last year that he would only bring the bill up if a majority within the GOP supported it, which he said they did not.

    A Hong Kong court has convicted a father of ill-treating his two young daughters, who were hospitalised after they were accidentally fed sweets containing cannabidiol (CBD) at home.

    The 26-year-old part-time construction worker, identified as CKW on the court document, appeared in Tuen Mun Court on Monday after pleading not guilty to three charges of possessing the illegal drug and neglecting his daughters, aged two and four.

    Magistrate Raymond Wong Kwok-fai said that although no CBD sweets were found at the defendant’s home, his negligence led to his children’s accidental consumption of the drug on June 25 last year. The older daughter was admitted to an intensive care unit the same day.

    “Even though the defendant has a clear record, this case is rather a serious offence and a custodial sentence will be the only option,” he said.

    The court previously heard the defendant had left his children at home in the care of a family friend as he and his wife were getting a divorce at the time. The friend called an ambulance after discovering the sisters were feeling unwell.

    The mother testified in court that she suspected her girls had consumed drugs in her estranged husband’s possession and had requested urine tests, which came back positive for the substance.

    LEWISTON WOODVILLE – Three men and one juvenile were taken into custody near here Saturday following a high-speed chase.

    A felony amount of marijuana and other items, to include a handgun, were seized from a vehicle following a motor vehicle chase near Lewiston Woodville on Saturday. Contributed Photo

    After the chase ended, a probable cause search of the vehicle was conducted resulting in the seizure of firearms and felony amounts of controlled substances, according to Bertie Sheriff Tyrone Ruffin.

    The driver of that vehicle, 24-year-old Joel Mendez, faces the most serious charges, to include assault with a deadly weapon after he purposely ran head-on into a vehicle operated by a Bertie County Sheriff’s Deputy. That officer was not injured.

    Mendez, who was jailed under a $200,000 bond, was also charged with felony flee to elude arrest, felony possession of marijuana, possession of marijuana with intent to sell or distribute, maintaining a vehicle to store a controlled substance, carrying a concealed weapon, resisting a public officer, failure to heed blue lights and siren, and reckless driving to endanger.

    Also arrested were Curtis Francis, age 28, and 21-year-old Zyreke Pugh.

    A federal judge on Friday blocked efforts to stall New York’s marijuana licensing, as Gov. Kathy Hochul recently blasted the state’s legal cannabis market roll-out as a “disaster.” 

    Northern District of New York Judge Anne Nardacci, who was appointed by President Biden, rejected the arguments of a pair of entrepreneurs who argued in a lawsuit that New York’s licensing rules unfairly discriminate against out-of-state residents in violation of the U.S. Constitution, according to Politico. Several state recreational cannabis programs have been challenged in federal court under the Dormant Commerce Clause, a constitutional doctrine that prevents states from passing legislation excessively burdening interstate commerce. 

    The judge cited how thousands of cannabis entrepreneurs have made significant investments in seeking to win business licenses in New York, meaning more damage would come from stifling the roll-out of the state’s adult-use market. 

    “The balance of equities tips in Defendants’ favor,” Nardacci wrote. “Defendants have laid out the significant harm Plaintiffs’ requested injunction would cause to New York’s adult use cannabis industry.”

    Police officers in the Northern Division uprooted a total of 1705 green plants suspected to be marijuana.

    The Fiji Police Force reported that the operation spanning several days, targeted various locations in the Northern Division, resulting in the confiscation of a substantial number of marijuana plants.

    The Assistant Commissioner of Police Operations Livai Driu has commented the efforts of the officers involved.

    The operation kicked off last Monday with the uprooting of two plants from Viani Village in Savusavu.

    Three plants seized from a farm in Wawaku and 145 plants removed from Nabalebale Hill in Viani on Tuesday.

    The crackdown continued on Wednesday resulting in the confiscation of 204 plants from Nasavi farm in Navakavaka and 139 plants from Navadra farm.

    Thursday and Friday proved to be particularly productive days for the police as they uprooted 289 plants from Natuvu Hills and a staggering 1014 plants from Tacilevu Village.

    Driu highlighted the significance of these efforts in curbing the illicit drug trade which poses a threat to both public health and safety.

    As of now, police are yet to identify the owners of the illegal marijuana farms, but investigations are underway.

    Heavy rains, strong winds and flash flooding inundated parts of New Orleans Saturday night, hours after many popular Mardi Gras float parades rolled through the city. 

    The city is under a flash flood warning until 9:15 p.m., according to the National Weather Service. 

    Floodwater overtook streets throughout the Central Business District, leaving cars stranded and causing traffic chaos near O’Keefe and Girod streets, which are a couple of blocks from the Superdome. Some of the streets in the area were impassable at 8 p.m. Saturday, including Lafayette Street between O’Keefe Avenue and South Rampart.

    The flooding had caused some cars to stall out, including one on a side street near Tulane hospital. 

    Turbine 4 was taken offline Saturday night due to a mechanical issue, the New Orleans Sewer & Water Board said, which could have contributed to localized street flooding in some areas. The S&WB said in a tweet that “Turbine 5, frequency charges and EMDs are being utiltized.”

    Texas Attorney General Ken Paxton has filed lawsuits against five Texas cities for decriminalizing low-level possession of marijuana. The clash is a part of the overall debate over local policies aimed at reducing the criminalization of the plant and whether states should exert authority over localities in this area.

    In a statement, Paxton said he would “not stand idly by as cities run by pro-crime extremists deliberately violate Texas law and promote the use of illicit drugs that harm our communities.”

    The lawsuit is intended to compel these cities to crack down even on low-level marijuana possession.

    Texas Attorney General Ken Paxton announced lawsuits against five Texas cities over “amnesty and non-prosecution policies” related to marijuana possession and distribution, according to a Wednesday press release.

    The lawsuits target Austin, San Marcos, Killeen, Elgin and Denton.

    Texas’ constitution and state law requires municipalities and counties to enforce state drug laws and prohibits policies that limit or prevent enforcement.

    “This unconstitutional action by municipalities demonstrates why Texas must have a law to ‘follow the law.’ It’s quite simple: the legislature passes every law after a full debate on the issues, and we don’t allow cities the ability to create anarchy by picking and choosing the laws they enforce,” said Paxton in the release.

    The Attorney General Ken Paxton just announced yesterday lawsuits against Killeen, Texas and Austin, Texas, plus three other cities for what the state is declaring are illegal marijuana laws that are supported by, “Pro-crime extremists.”

    Over the past couple of years, there were five cities in the Lone Star State that passed various named bills to decriminalize the possession of low amounts of marijuana. Each of these municipalities have essentially directed local law enforcement and prosecutors to ignore the Texas state laws in regards to the very common controlled substance of marijuana.

    Why are Killeen, TX and Austin, TX being sued for marijuana laws?

    “He continues to seek accountability for the rogue district attorneys whose abuse of prosecutorial discretion has contributed to a deadly national crimewave.”

    Why did it take this long for the State of Texas to take action on city marijuana laws?

    Even if only half the buildings identified became residential, the city could add up to 12,000 apartments, the analysis found. It would create housing, revitalise struggling corners of the city where offices haven’t recovered from COVID-19, and save emissions from knockdown-rebuilds.

    But developer Ross Pelligra – who owns 85 Spring Street, one of the buildings identified in the analysis – said much of its office space had already been leased ahead of its reopening this year following an upgrade. He looked at converting it to residential – and quickly decided against it.

    “It sounds great. But you spend a lot of time figuring out how to do it … it’s quicker to just go and build it from scratch,” he said.

    Hassell principal Ingrid Bakker said not all the buildings identified would or could be converted, but the research showed what was possible.

    She said the analysis was conservative by assuming only half the identified buildings could be retrofitted, but noted that some may not be able to add floors – meaning the total number of apartments could be lower than the “optimistic” 10,000 to 12,000.

    Bakker suggested offering a rebate or tax relief for saving embodied carbon in the concrete as an incentive to owners and developers to convert.

    Trinidad and Tobago: A woman got arrested by police officers with her two sons in an anti-crime operation recovering ammunition and rifle magazines with marijuana at their home in the Couva district of Trinidad on Thursday, 1 February.

    As per the reports, the intelligence-led anti-crime operation in Couva was conducted by the police department on the day from 7:00 am to 10:30 am. One of the sons of the arrested woman is a minor.

    In the operation, police officers went to the place of the suspects and searched the house in their presence. In the search, police officers found three blocks in the house, which was confirmed to be marijuana on examination. The three blocks together weighed around 1.6 kilograms of marijuana possessed by suspects.

    Police officers also recovered ammunition in the house carried by suspects without any permission. The officers discovered 22 rounds of ammunition of 5.56mm, 10 rounds of ammunition of 12 gauge and two rounds of 40 calibre ammunition.

    It is mentioned that police officers also found three magazines with the ammunition, including a 9mm magazine, a single drum rifle barrel and a double drum rifle barrel magazine. The suspects were also carrying a camouflage t-shirt with long pants.

    Palembang, S Sumatra (ANTARA) – The Empat Lawang police discovered a two-hectare marijuana field in a farmland near Batu Jungul Village, Muara Pinang Sub-district, Empat Lawang District, South Sumatra, a police officer stated on Friday.

    The police personnel found two thousand cannabis trees measuring 1.5 to 2.5 meters in height and arrested a man, only identified as ASM, 40, Empat Lawang Police Chief Adjunct Sen. Coms. Dody Surya Putra stated.

    ASM was apprehended in a hut, built about one kilometer away from the marijuana field, while the owner, only identified as BUD, escaped the raid that the police had launched on January 30.

    “The police are on the hunt for BUD,” he remarked, adding that the Empat Lawang police could uncover the case owing to the local residents’ tip-off about the marijuana field.

    He further spoke of having directly led the police operation during which they had to walk for nine hours to reach the marijuana field.

    “We have uprooted all of the marijuana plants and burned 1,970 of them. The remaining 30 plants are seized to be then examined in the police forensic laboratory for evidence of crime,” he stated.

    In addition to the arrests, deputies seized roughly 46 pounds of marijuana – with each pound being valued between $1,200 and $2,000, 2 pounds of THC wax, 3 grams of cocaine, four handguns, magazines, ammunition, a cellphone, about $900 in cash and a vehicle from the location. They also rescued four dogs that appeared to have been neglected.

    Williamson County officials said the investigation into White and Lopez began in November 2023. According to the sheriff’s office, both suspects have an extensive criminal history.

    White and Lopez now face numerous charges related to drug possession and distribution, firearm possession and evidence tampering. There is no bond information available for either man.

This disciplinary action forced his majority win in the fight to be changed to a No-Contest. However, since then, things have changed for Davis.
