KANSAS CITY, Mo. — Through the turmoil in Washington D.C., Congress is still taking the very early steps to normalize the cannabis industry by introducing the SAFER Banking Act in a Senate Committee.

The first medical marijuana became available roughly 30 years ago, and yet cannabis companies in the 2020’s are still running into issues finding a place to put the money they earn in a growing and increasingly legal industry.

“The first bank we were in, they decided to get out of the business so we had to find another one,” said BesaMe Wellness CFO Tom Elafros. “We were in it three, four months and had to find another one.”

That’s not a problem Elafros had ever run into before in any of his other businesses in a long list of other industries.

Lawmakers have advised financial institutions in the past that cannabis companies need banking partners, but many banks still won’t take their business because marijuana is still illegal on the federal level.

There’s some hope that if cannabis is eventually rescheduled as a less serious drug, that could change, but in the meantime, it’s made the growing cannabis industry a mostly-cash market.

Missouri’s Division of Cannabis Regulation issued 48 marijuana microbusiness licenses to top applicants drawn in the August 28 lottery. To ensure the integrity of the random drawing, the Missouri Lottery conducted the drawing without reference to the identities of the applicants. DCR received more than 1,600 applications during the July 27-August 10 application period. A list of lottery drawing results and approved microbusiness licensees can be found on the Missouri Department of Health and Senior Services website, 

Six microbusiness licenses were awarded within each of Missouri’s eight congressional districts. Of the six in each district, two are microbusiness dispensary licenses and four are microbusiness wholesale facility licenses. Before issuing the licenses, DCR conducted a review of the drawn applications to determine whether applicants were eligible to receive a license.

Any applicant not chosen by lottery is eligible for a refund, which must be requested by submitting a microbusiness application refund request form. A refund may be granted if the applicant certifies it met the criteria for a license and has no pending or future litigation. Requests for a refund will be accepted beginning Nov. 2, 2023, and the microbusiness application refund request form and refund instructions will be available on the Department website by that date.

Police authorities of Paraguay It’s from Brazil dismantled 38 drug processing camps, seized 30.9 tons of marihuana and destroyed 65 hectares of plantation in an operation in the department of Amambay, on the country’s northern border, the National Anti-Drug Secretariat (Senad) reported this Monday. The operation, called “Basalto II” and started on September 20, prevented 225.9 tons of marijuana from reaching the market, which represents a loss of US$6.7 million, approximately R$33.9 million for O traffic, Senad said in a statement. In addition to the fight against drugs, river, air and land patrols were carried out, blitzes and actions against smuggling were carried out, in addition to paying attention to local inhabitants, including 79 indigenous families from the Nuapy community. The Armed Forces, the War Material Directorate (Dimabel), the National Police and the National Tax Revenue Directorate also participated in the operations.

LIBERTY, Ohio (WKBN) – Police said a 16-year-old boy was found with marijuana, alcohol and a firearm after crashing a car into a ditch in Liberty.

Around 6 a.m. Sunday, officers were called to the scene of a crash on Tibbetts Wick Road near Belmont Avenue. The driver was identified as a 16-year-old boy who did not have a valid driver’s license, according to a police report.

Police said inside the vehicle was an open bottle of vodka, bag of marijuana and a loaded rifle.

Police said the boy admitted to taking his father’s vehicle, going to a party and smoking marijuana before the crash.

Police found that the teen was on probation and had been released from the Juvenile Justice Center on Sept. 1.

The boy’s father was contacted and said he was sleeping all night and didn’t realize that his son or his vehicle was gone, according to the police report.

Deputy Prime Minister and Minister for Trade Manoa Kamikamica says the Government’s intention to tap into the economic potential of medicinal marijuana, can open the door to a thriving global industry, that’s worth over US$30 billion every year.

Speaking in Serua, Kamikamica said Fiji’s heavy reliance on tourism became a major setback when Fiji closed its borders, significantly impacting the economy, making Fiji look for other avenues to diversify its risks.

He said that: “Relying solely on tourism is not sustainable for Fiji, and exploring new avenues for generating new sources of income is important for Fiji’s recovery.”

The Deputy Prime Minister said this does not mean marijuana is legal in Fiji.

“Any potential cultivation would take place in controlled environments, ensuring limited access and strict adherence to regulations set – Government’s initiative does not support recreational marijuana use.

“It is essential to understand that this endeavour will be closely regulated and confined to secure facilities. There will be no local sales or marketing; instead, the products will be harvested, processed and exported.”

A Cleveland, Tn., man has been charged with distributing large numbers of deadly fentanyl pills. Agents said he tried to swallow 65 fentanyl and some marijuana at the time he was stopped by police. 

Austin Dodd was arrested by federal authorities on a charge of distributing illegal drugs.

On Dec. 1, 2022, DTF agents utilized a confidential source (CS) to make a controlled purchase of approximately 100 fentanyl pills from Dodd. Prior to the purchase, agents met with the CS at an undisclosed location to discuss the details of the operation. The agents then provided the CS with an amount of confidential funds as well as an audio/video recording device.

During this meeting, the CS attempted to call Dodd, who then called the CS and advised the CS to meet at the Keith Street Plaza in Cleveland. The agents then followed the CS to the Keith Street Plaza at 271 Keith St. Once the CS arrived, Dodd contacted the CS and advised that he was only a few minutes away. 

Approximately 1-2 minutes later, Dodd arrived at the meeting location driving a Black Buick Verano. Approximately 1-2 minutes later, the CS approached Dodd’s vehicle, entered the passenger side, and conducted a hand to hand transaction, exchanging the confidential funds for approximately 100 fentanyl pills.
