    President Joe Biden is granting clemency to 11 people convicted of nonviolent marijuana-related offenses. In addition, Biden is issuing a pardon to thousands of Americans convicted of posessing marijuana in the past.

    Biden announced the decision on Friday, which builds on an executive action he took last year to pardon people convicted of simple marijuana possession under federal law and D.C. statute.

    The new pardons target “additional offenses of simple possession and use of marijuana under federal and D.C. law,” Biden said in a statement. The 11 people granted clemency are those serving “disproportionately long” sentences for nonviolent drug offenses.

    “Just as no one should be in a federal prison solely due to the use or possession of marijuana, no one should be in a local jail or state prison for that reason, either,” Biden said. “That’s why I continue to urge Governors to do the same with regard to state offenses and applaud those who have since taken action.”

    One person is in police custody following the discovery of 119 grams of marijuana in the wee hours of Sunday.

    A statement from Police Headquarters noted that at about 02:00, Police ranks went to Friendship, East Coast Demerara, where they contacted a 38-year-old unemployed resident of Buxton.

    A search was conducted on his person and thirty-eight (38) transparent zip lock bags containing leaves, seeds and stems suspected to be narcotics (Marijuana) were found in two ‘Pringle’ containers, a quantity of transparent zip lock bags containing ‘fronto and bamboo leaves’ were also found.

    He was told of the offence committed, cautioned, arrested and escorted along with the suspected narcotics to the Vigilance Police Station where the narcotic was weighed in his presence, which amounted to 119 grams. He is awaiting charges.

    • The research, set to be published in the March 2024 issue of the journal, involved 114 participants aged 18-45, who were either given CBD-infused tampons or regular tampons. 
    • The study spanned three months, during which participants were interviewed about various pain-related parameters, including vaginal irritation, sensitisation, systemic toxicity, material-mediated pyrogenicity, and potential toxic shock syndrome risk.

    Results

    • Results indicated that 37%-40% of participants experienced improvements in vaginal dryness, while an equal percentage reported enhancements in mood or overall well-being. 
    • Over 80% of participants described the CBD-infused tampons as “satisfactory or enjoyable”.

    Though scaffolder, Onuh Thomas Stephen, who allegedly killed his colleague and friend, Anayo Francis, by stabbing him in the chest with a kitchen knife during a fight over a N7,000 unpaid loan, described himself as someone who does not engage in fights with people, he admitted to have taken a sniff of marijuana before the fisticuffs that led to his friend’s death.

    Stephen was arrested by detectives from Sango Division in Ogun State Police Command for stabbing 23-year-old Francis to death because he (Francis) demanded the N7,000 the suspect borrowed from him. After repeated appeals to Stephen to pay him his money, Francis was reportedly infuriated when the suspect refused to do so even after he got his salary.

    Sunday Tribune learnt that on the fateful day, Francis had information that Stephen had got his salary, so he went to him to ask for his money, but the suspect insisted he did not have money, resulting in a hot argument which led to a fight. The suspect who was occupying a single room reportedly went for a knife during the fight and stabbed Francis in the chest.

    The police spokeswoman, SP Omolola Odutola, who confirmed the case, said the injured victim was rushed to a hospital but was later pronounced dead, leading to the arrest of the suspect.

    Two men were arrested on Friday by ranks of the Customs Anti-Narcotic Unit (CANU) on the Essequibo Coast, Region Two with a quantity of marijuana.

    A statement from CANU noted that its officers conducted an operation between Adventure and Good Hope where they intercepted a motor car.

    A subsequent search of the vehicle was conducted in the presence of the driver which led to the discovery of a quantity of suspected cannabis, and the arrest of another suspect.

    Mitztroy Dash, 42 years of Good Hope and Rayborn Gordon, 32 years of Lima Sands were arrested and escorted to CANU’s headquarters along with the suspected cannabis.

    The narcotic tested positive for cannabis and had a total weight of 2.4 kg, with a street value of approximately $1M.

    Investigations are ongoing.

    WASHINGTON — President Joe Biden pardoned thousands of people who were convicted of use and simple possession of marijuana on federal lands and in the District of Columbia, the White House said Friday, in his latest round of executive clemency that the administration says is meant to rectify racial disparities in the justice system.

    The move applies to various federal lands including national parks, wildlife refuges and even the CIA. It covers only U.S. citizens and does not include charges associated with distributing marijuana or driving while using it. For possession, first-time offenders typically serve a year in jail and receive a fine of $1,000.

    The categorical pardon builds on a similar round issued just before the 2022 midterm elections that pardoned thousands convicted of simple possession on federal lands. Friday’s action broadens the criminal offenses covered by the pardon. Biden is also granting clemency to 11 people serving what the White House called “disproportionately long” sentences for nonviolent drug offenses.

    An official said some people with crack cocaine convictions will have their sentences commuted, noting that powder cocaine offenses tend to receive shorter punishments. The sentencing disparity has disproportionately affected Black Americans, the official noted.

    Is it conceivable that marijuana, a substance known for its potential to induce memory loss and impaired cognitive abilities, might provide benefits for individuals with Alzheimer’s disease and various forms of dementia? Several research articles and scientific literature reviews suggest the possibilities, including a 2021 review published in the National Library of Medicine (NLM) that explores the utilization of cannabis and cannabidiols in the treatment of Alzheimer’s patients.

    Dr. Kyron Tamar, a qualified medical marijuana physician practicing in the Central Florida cities of Brooksville and Clermont, underscores the established anti-inflammatory properties of cannabis.

    “Inflammation is a basis for all diseases,” Dr. Tamar states, noting the efficacy of cannabis in suppressing inflammation. “Cannabis is AAARP — anti-aging, anti-inflammatory, antioxidants, and restorative and protective,” he said.

    Dr. Tamar is an enthusiastic proponent of medical cannabis and cannabidiol (CBD) to not only help relieve symptoms of Alzheimer’s, such as anxiety, sleeplessness and agitated behavior, but also to prevent the onset of the disease.

    Study Shows Evidence that CBD-Infused Tampons Are Effective for Treating Menstrual Pain | High Times

    A new study published in the Journal of Endometriosis and Uterine Disorders recently examined the efficacy of CBD tampons as a method of treating severe menstrual cramps and associated pain.

    In “Efficacy and usability of a cannabidiol-infused tampon for the relief of primary dysmenorrhea,” researchers found evidence that CBD-infused tampons “achieved statistically significant pain reduction” and that such tampons offer “fewer side effects than anti-inflammatories, while producing a similar pain-relieving effect.” The study was published on Dec. 19 but will be published in the March 2024 issue of Journal of Endometriosis and Uterine Disorders.

    The study team included five researchers from Anne’s Day Ltd. in the United Kingdom (described as a natural sciences and engineering development company), and one representative from the Institute for Medical Research in Bulgaria. Lead author Valentina Milanova is also CEO and founder of Daye, which puts a focus on conducting its own research to provide to its consumers. Daye sells a wide variety of tampons, pads, and claims to be the first company to make CBD-infused tampons.

    “The findings indicate the potential of CBD-infused tampons as a promising option for managing menstrual pain,” the researchers wrote in their joint conclusion. “Further research and exploration of this innovative product can contribute to the management of primary dysmenorrhea.” According to the American College of Obstetricians and Gynecologists, primary dysmenorrhea is another term to describe cramping pain brought on by menstrual periods, which affect anywhere between 50%-95% of menstruating individuals.

    The study explores how the human body’s CB1 and CB2 receptors are present throughout uterine tissue, which makes cannabinoids in that area easy to administer and feel relief.

    A total of 114 participants (18-45 years of age) in the study were either presented with a CBD-infused tampon, or a regular tampon, and were interviewed about their various levels of pain, “including vaginal irritation, sensitisation, systemic toxicity, material-mediated pyrogenicity, and potential toxic shock syndrome risk.” The study took place over the course of three months.

    The results show that 37%-40% saw improvements with vaginal dryness, and 37%-40% said they experienced “improvements in mood or overall well-being.” Overall, over 80% described the product they tried as “satisfactory or enjoyable.”

    While positive, the researchers admitted that the study sample size is small, and should they revisit the topic again, they would improve their scope of study by recording pain data from both before and after participants have applied their CBD-infused or normal tampon. Additionally, they said that more research should be conducted in order to determine the efficacy of CBD-infused tampons further. “Future clinical research recommendations would include understanding the effectiveness of using CBD tampons against menstrual pain,” researchers concluded. “To further investigate the effects of CBD on pain, a metabolomics study to evaluate pain serum biomarkers or to assess the levels of CBD and painkillers in blood samples would be recommended.”

    Daye also features an article about CBD and explores what is currently known about CBD for period care and treatment. “CBD is often considered as a more natural and holistic approach to pain relief as opposed to taking opioids or traditional pain medication,” Dr. Semiya Aziz told Daye. “CBD is also generally considered to have lower risks and fewer side effects compared to traditional pain medication. There are promising results regarding CBD’s role in pain management, however, there is plenty more work that needs to be done in this field before it can be considered as an alternative option for traditional pain relief.”

    Numerous other studies have been published on the topic of cannabis as a treatment alternative for other medications. Earlier this summer, the University of Alberta completed research on its review of middle aged women in Canada. It found that out of 1,485 participants, 499 said that they currently use cannabis, and 978 said they have used it in the past. “Of the 499 current cannabis users, over 75% were using cannabis for medical purposes. Most common reasons for current use were sleep (65%), anxiety (45%) and muscle/joint achiness (33%),” researchers explained. “In current users, 74% indicated that cannabis was helpful for symptoms. Current cannabis users were more likely to report experiencing menopause symptoms compared with non-users. History of smoking and general health status were associated with current cannabis use.”

    A study published in the Journal of Cannabis Research, entitled “The holistic effects of medical cannabis compared to opioids on pain experience in Finnish patients with chronic pain,” found that opioids and cannabis are “equally efficacious” at reducing pain. The sample size of the study included 201 chronic pain participants, with 40 who use medical cannabis and 161 who use opioids to treat their pain symptoms. Of the two groups, 45% of medical cannabis consumers say they also have used opioids to treat their pain, while only 4.3% of the opioid consumers have tried using medical cannabis as an alternative treatment. Additionally, the medical cannabis group were more relaxed, slept better, and had improved moods. “The results of the present study underline that the psychoactive effects of [medical cannabis] can be therapeutically positive and have beneficial effects on mood and functioning,” the study authors concluded. “However, this conclusion would require more robust testing, ideally in randomized controlled trials.”

    Even celebrities such as Hulk Hogan have come out in favor of supporting cannabis as a way to replace both opioids as well as alcohol.

    Reefer madness?

    Are medical-marijuana dispensaries coming to DeLand, or will changes to the city’s existing law against them go up in smoke?

    A deadlocked DeLand Planning Board couldn’t recommend a change to the City of DeLand’s existing rule that prevents medical-marijuana dispensaries from setting up shop within city limits. The Planning Board, however, was open to the idea of medical-marijuana processing facilities opening in areas zoned for industrial development.

    How did we get here?

    In 2017, following the voter-approved change to Florida law allowing the sale of medical marijuana, the CIty of DeLand had a choice: allow dispensaries for DeLandites who are approved to purchase cannabis for medicinal purposes, or keep them out of the city.

    Further, in 2017, state law required that the City Commission either allow dispensaries wherever the city already allowed pharmacies, or just say no to medical marijuana entirely.

    Fast-forward to 2021: Cookies, a medical-marijuana grower and distributor operating in around 20 states, purchased a large property near the DeLand airport for cultivating and shipping cannabis. While Cookies is growing cannabis right here in DeLand, the company cannot legally sell it to DeLandites whose medical conditions qualify them to buy it.
