    President Joe Biden is racing to boost his campaign war chest as the end of the fundraising quarter approaches Friday, marking the first major test of his campaign’s ability to generate the cash and enthusiasm needed to compete against Republicans in 2024.

    In the closing days of the quarter, the campaign is ramping up its push for grassroots donors, including enlisting former President Barack Obama to tape a video with Biden to help drive small-dollar donations, CNN has learned, along with hosting a slew of down-to-the-wire, high-dollar fundraisers.

    Biden’s campaign is highly attuned to how closely their early fundraising numbers will be examined for signs of the campaign’s operational strength and enthusiasm. Aides have tightly guarded the state of Biden’s campaign haul, refraining from publicly laying out a fundraising target for the second quarter or providing an early read on how much they raised in the opening days of the president’s reelection bid.

    Campaign advisers insist they’ll have the money to run a successful campaign. Jeffrey Katzenberg, a co-chair of Biden’s campaign, told CNN in an interview Wednesday that he’s growing more confident about their ability to exceed the $1 billion Biden raised in 2020.

    “There’s no question whatsoever that he will have all of the resources to run a highly competitive campaign at or above the level of four years ago,” Katzenberg said. “The enthusiasm, the support, the loyalty is at a 10.”

    Yet even Biden’s supporters acknowledge that the headwinds he faces in his overall campaign – including dampened enthusiasm and concern over his age – will influence his effort to raise as much as $2 billion for his reelection effort. Some donors have expressed anxiety over a slow start to the money race.

    “Not a lot of people are engaging right now. They’re like, ‘We’re gonna give. We’re gonna support him,’ but people aren’t as engaged in the 2024 operation right now,” one Biden campaign bundler told CNN.

    Katzenberg, who will be on hand at fundraisers in Chicago and New York this week, argued Biden isn’t facing the same time crunch to raise money compared to his 2020 run when he faced a competitive Democratic primary.

    “He’s not on the same path that he was four years ago. There are no primaries. The urgency and the timeline is simply not the same,” he said. “Our fundraising efforts are actually being very strategic and thoughtful about when you can activate people. And you want to activate them at the point when they are ready to actually give, and that is always around very specific moments and around urgency.”

    Biden’s campaign has yet to name a national finance director, a role tasked with overseeing the overall fundraising effort, prompting frustration among some donors who wanted to see a more formal structure from the outset. The campaign’s fundraising apparatus has largely been driven by the Democratic National Committee in the opening months of the campaign.

    When the president announced his reelection campaign in April, the campaign declined to provide figures for first-day or first week fundraising – as some candidates, including Biden in 2019, do when jumping into the race to demonstrate (and generate) excitement.

    One person familiar with the matter said the Biden campaign’s fundraising after the video announcement was “nothing special.” A separate source familiar with the matter said the reelection campaign’s fundraising has been stable since launch date and in line with the Biden team’s projections.

    “The campaign will share its fundraising numbers when we submit our FEC filing next month,” said Kevin Muñoz, a Biden campaign spokesperson. “We are encouraged by the strong response we are seeing from donors and our grassroots supporters, including a significant number of new donors since 2020 that support the President’s agenda for restoring democracy, freedom, and growing the economy by growing the middle class.”

    “While MAGA Republicans duke it out over extreme, divisive, and unpopular policies in their primary, we are ensuring that we have the resources needed to run an aggressive, winning campaign,” Munoz added.

    The Biden campaign declined to share its own fundraising target for this quarter, but campaign manager Julie Chavez Rodriguez told CNN in an interview earlier this month she believes the campaign will show “strong momentum and energy.”

    “Folks are gonna want to try to poke holes at anything that they can, but I think that, you know, we’ll continue to show just strong momentum and energy,” Chavez Rodriguez said.

    Biden’s second quarter fundraising haul will likely be compared to that of his recent predecessors.

    When he announced his reelection in 2011, Obama burst out of the gate with a hefty second quarter fundraising haul of $86 million for the reelect and DNC, a record-setting figure for that time. Obama announced his reelection bid in the same fundraising quarter as Biden but had a three week lead on Biden’s entry into the 2024 race.

    Biden, never a prolific fundraiser, raised $21.5 million in his first quarter in the 2020 campaign, a figure that was surpassed by newcomer South Bend Mayor Pete Buttigieg.

    How much money Biden and his team can raise in these early stages of the campaign could dictate how his campaign apparatus ultimately looks. So far, Biden’s team had made only a few hires and has relied in large part on the DNC, including for office space as they search for a headquarters building in Wilmington, Delaware.

    DNC fundraising officials organized a summit for top donors and supporters in the days after the launch, an effort to reengage some of the highest contributors from his 2020 bid.

    One tool the campaign hopes to leverage early on in their efforts is a joint fundraising agreement between the campaign, DNC and state Democratic parties, consolidating efforts to raise money early in the race and allow individual donors to contribute up to $929,600 to the Biden Victory Fund.

    The president has spent the past two weeks crisscrossing the country for campaign cash. He raised roughly $5 million in one day of events with California Gov. Gavin Newsom during a two-day swing through California’s Bay Area last week, a source familiar with the events said.

    As the end of quarter approaches, the president is headlining five fundraisers in the span of three days, tapping into high-dollar donors in Chevy Chase, Maryland, New York City and Chicago, where the billionaire Illinois Gov. JB Pritzker is hosting an event.

    First lady Dr. Jill Biden and Vice President Kamala Harris have also hit the fundraising circuit as well. Harris brought in $1.25 million for the Biden Victory Fund at the LGBTQ Leadership Council Gala in New York City earlier this week, a source familiar with the fundraiser said.

    The campaign also is leaning on its top surrogates this week to mobilize grassroots donors, including the Obama-Biden fundraising video rolling out on social media on Thursday.

    A campaign official argued the Obama-Biden duo is “an effective pairing” to push for small-dollar donors and represented “some of our best performing content from 2020.” Obama and Biden had lunch together at the White House on Tuesday.

    “He is throwing a marker down and saying, ‘Do not mistake, I am 100% in on supporting Joe Biden’s presidency,’” Katzenberg said of the Obama push. “As invaluable as his time is on the fundraising here, his endorsement, enthusiasm and continued support, friendship, loyalty. That’s what this about.”

    Former House Speaker Nancy Pelosi, the chair of the campaign’s National Advisory Board and a prolific fundraiser herself, is hosting a call with other advisory board members Thursday to encourage them to tap into their donor networks in the closing days of the quarter, a campaign official said.

    And advisory board members including Sens. Cory Booker, Amy Klobuchar, Chris Murphy, and Raphael Warnock as well as New Mexico Gov. Michelle Lujan Grisham and a handful of members of Congress – Reps. Chrissy Houlihan, Sara Jacobs, and Lauren Underwood — are also expected to assist via e-mails, texts, and online fundraising.

    The campaign is hoping to galvanize online donations after Biden raised $700 million online during the 2020 cycle. White House digital strategy director Rob Flaherty, who ran the 2020 campaign’s digital operation, is expected to join the campaign this summer with an eye in part towards boosting online fundraising.

    Campaign advisers say they’ve seen positive signs about in the number of new donors drawn to the campaign, with one strategist saying, “The donor base right out of the box is expanded.”

    The campaign has sought to use moments like former President Donald Trump’s CNN Town Hall and Florida Gov. Ron DeSantis’ Twitter launch snafu to expand their donor network, though the official declined to say specifically how much was raised as part of those efforts.

    Along with about a dozen fundraiser events headlined by the president, Chavez Rodriguez, her deputy, Quentin Fulks, and Democratic National Committee Executive Director Sam Cornale spent part of this month traveling the country to meet with top donors, local Democratic officials and other supporters in an effort to stir up enthusiasm and build fundraising momentum.

    Still, among the donor class, there is a certain malaise – a combination of fundraising fatigue, the lack of a specific Republican opponent as a motivator and a general lack of enthusiasm for Biden’s candidacy.

    Some Biden allies predict the president will have little trouble fundraising if Trump emerges as the Republican nominee, believing the former president is a strong motivator for donors and voters alike.

    But that message and the sentiment behind it belie an overall weariness among those being asked to dig deeper into their pockets.

    “There was fatigue during the midterms because you had this battle to save the country in 2020. People feel like the fundraising has just never stopped,” said one Democratic fundraiser, adding that any usual “cooling-off period” never arrived.

    “It’s just constant. And every quarter is the most important quarter,” the fundraiser said.

    Uncertainty in the Republican primary field could also hold back fundraising at this stage in the election, with nearly two months before candidates face off in the first GOP debate and more than six months before primary voters cast their first ballots.

    “Ultimately, the campaign is relying on one big thing above all else: They’re relying on Trump or DeSantis or someone who’s just so unpalatable being the nominee. That’ll drive everything,” the fundraiser predicted.

    John Morgan, one of a handful of donors to attend last week’s White House state dinner for Indian Prime Minister Narendra Modi, told CNN he’s looking to hold a fundraiser for Biden in the fall.

    “The money is going to pour in – and if Trump is the nominee, it will pour in by double because Republicans will be writing checks too,” Morgan predicted.

    “Everybody was panicked last time but then he got the nomination, and he raised a billion dollars, and if Trump is the nominee, he might raise two billion,” Morgan said.

    The average minimum price to attend one of Biden’s first dozen fundraising events, a Democratic fundraiser said, is approximately $25,000 per person, with the average event raising between $1.5 to $2 million.

    Biden has used these events to test drive and sharpen a 2024 message, seeking to reframe concerns about his age.

    “It’s a legitimate thing to raise the question of age,” Biden told donors at a May fundraiser at the Manhattan apartment of former Blackstone executive Tony James. “I hope what I’ve been able to bring to this job, and will continue to bring, is a little bit of wisdom.”

    Biden has also worked to cater his message to donors who want face time with their candidate.

    “People want his time, which is much more difficult this time around,” compared to when he was a candidate in 2020, one bundler said.

    Ahead of one of this week’s fundraising events, an expected attendee told CNN he had to warn his colleagues who are attending their first Biden fundraiser to manage expectations: “It’s gonna be cool no matter what. You get to shake hands with the president and take a photo with him. We’re all excited for that. But, you know, he is not Barack Obama. He’s not Bill Clinton. He’s not George W. Bush,” the attendee said.

    Florida Gov. Ron DeSantis is expected to make his presidential campaign official next week.

    After a solid reelection in 2022 and using Florida as a testing ground for conservative priorities, his entrance into the 2024 primary race has seemed like a foregone conclusion.

    While DeSantis remains the top challenger to former President Donald Trump, at least according to public opinion polls, he has slipped in some polling in recent weeks.

    I talked to CNN’s Steve Contorno, who is based in Florida and covers DeSantis, about what to expect from his campaign and what kind of candidate he could turn out to be.

    Our conversation, conducted by email, is below.

    WOLF: More than any other Republican, DeSantis has generated national media scrutiny and buzz that he could be the candidate best positioned to challenge Trump. Are he and his advisers concerned that all that attention has not translated to a stronger position in GOP primary polls?

    CONTORNO: Inside DeSantis’ insular orbit, his campaign is largely on schedule. His allies spent the spring raising money, launching a super PAC, building out a national campaign and enlisting supporters so that when he enters the race, it won’t be from a traditional day one.

    To them, DeSantis survived the onslaught of Trump attacks without slipping, and this race will change dramatically once he’s in.

    But campaigns ideally want to launch with momentum, and DeSantis has undoubtedly lost control of the narrative a bit since his decisive reelection victory. And people close to his campaign have raised concerns that DeSantis is entering this in a more precarious position than six months ago.

    An announcement around the Memorial Day weekend is on the earlier side of the timeline that the governor’s political operation had targeted six months ago when it eyed a launch after Florida’s legislative session. This suggests DeSantis is responding to donors and supporters anxious to see him get in the race and more directly challenge Trump.

    WOLF: You’ve written about this, but I was hoping you could recap how DeSantis has used his office as governor to create a record of achievement tailor-made for a Republican primary, because it’s unlike anything I’ve ever seen.

    CONTORNO: Armed with a perceived mandate from his historic reelection victory and GOP supermajorities in both of his state legislatures, DeSantis has used the spring to push through an aggressive conservative agenda focused on topics that are animating Republican voters.

    He has essentially built the tenants of a platform from which he can launch. And thanks to his popularity within the party, Republican lawmakers have gone along with his agenda.

    This includes a six-week abortion ban, eliminating permits to carry a gun in public, a crackdown on illegal immigration and new restrictions that will alter the lives of transgender people.

    Other priorities were not on the radar of many going into this year – including lowering the threshold to put someone on death row and allowing some child rapists to be executed – but have quickly become talking points for DeSantis as he travels the country.

    All of it is a reminder that DeSantis as a sitting governor has the ability to set an agenda, a potential advantage in a field of Republicans with “former” in their title.

    WOLF: His standoff with Disney is, I think, one of the most important and interesting things happening in Republican politics right now since it signals a shift in how Republicans try to appeal to business and capitalist America. What’s your read of this new anti-corporate strain in the GOP?

    CONTORNO: This is something that you have heard a lot at CPAC (the Conservative Political Action Conference) and in other corners of the GOP for a while, but DeSantis is among the first to move this fight into the mainstream.

    There is a belief among conservatives that progressives are advancing their causes through corporate boardrooms instead of at the ballot box, and that these companies are marginalizing certain industries in pursuit of this agenda.

    DeSantis is the first to really flex government power to force businesses to avoid certain investment strategies, employment recruitment and retention efforts or causes that the right views as political.

    For example, he has signed legislation that says a bank cannot refuse to loan to a gun manufacturer on principle alone.

    Many in the GOP are not comfortable with these tactics and believe it’s anti-free market to use government authority to effectively punish corporations for their political speech and how they run their businesses. DeSantis, though, is unmoved by these arguments.

    WOLF: Given that his actions as governor are intended to appeal specifically to Republicans, has he gone too far to be an appealing general election candidate? Is that something his campaign-in-waiting acknowledges?

    CONTORNO: Some would-be DeSantis donors and close allies have said publicly and privately that they believe the governor has tracked too far to the right, especially on guns and abortion, in a way that will hurt his ability to build support outside of the GOP base.

    But he has stylized himself as someone who is not afraid to take sides on divisive issues, and there was tremendous pressure to take advantage of the Republican supermajority to move on these conservative priorities.

    WOLF: What would be the DeSantis strategy as a candidate? On which early primary states would he focus? How would he position himself?

    CONTORNO: As we previously reported several months ago, DeSantis’ political operation believes he has the money and the name recognition to launch a national campaign out of the gate.

    They are gearing up for a protracted delegate battle against Trump that will carry on through the first four nominating states, and a super PAC supporting him is already enlisting help in states through Super Tuesday.

    He has said in the past that if he got in the race, he would consider Joe Biden his opponent, not Trump. It will be tough to maintain that posture, though, once he’s in the race and taking fire from Trump (as well as Nikki Haley and others).

    WOLF: The Trump vs. DeSantis theme of the primary has already gotten contentious. How are they jockeying behind the scenes?

    CONTORNO: Some of Trump’s top advisers once ran DeSantis’ political operation, and several former Trump operatives and donors are now in DeSantis’ camp, so the sniping is already becoming pronounced.

    Trump has very publicly attacked DeSantis over his policies, personality and political chops, repeating often that the governor owes his career to Trump’s early endorsement.

    DeSantis has attempted to stay above the fray for now, opting to draw contrasts between his massive victory, drama-free administration and policy wins against Trump’s 2020 defeat, leak-prone White House and distracted presidency.

    But in a move widely seen as an attempt to one-up Trump, DeSantis in Iowa made an unannounced visit to a BBQ joint in Des Moines – minutes from where the former president planned to hold a rally before he canceled due to threat of (bad) weather.

    WOLF: Trump still holds important sway in the party. How has DeSantis tried to not alienate Trump supporters?

    CONTORNO: The minute he gets in the race, he is going to alienate a large swath of Trump supporters who think DeSantis should wait his turn. That’s unavoidable to a degree.

    As much as he will be angling for the “Never Trump” crowd, his camp knows there are “Always Trump” voters too.

    But I’ve also talked to many Republicans who are either open to alternatives or ready to move on from Trump, and this is who all the GOP contenders will be fighting for.

    WOLF: One knock on DeSantis from his opponents is that he is not the most personable of candidates. I’m suspect of that as a fatal flaw since he was twice elected Florida governor. What’s your impression of his ability to do retail politics and appeal to voters?

    CONTORNO: Donors, operatives, former staffers and former colleagues in Congress all have stories to share about their awkward interactions with DeSantis. He is curt, dismissive and generally not congenial in personal settings.

    Former Rep. David Jolly, a former Republican who used to represent DeSantis’ hometown, said DeSantis as a member of the US House wouldn’t show up for bipartisan meetings of the Florida delegation, didn’t work with them on bills of importance to the state and tended to sit in the back of the chamber with ear buds.

    Whether that matters to voters, though, remains to be seen. He is well received at his events, some of which have been held in Trump country, is drawing large crowds, and people have taken note of his improvements at making connections with voters.

    Chris Ager, the chairman of the New Hampshire Republican Party who recently hosted DeSantis in his state, told me after the visit: “It was said he wasn’t good at retail and didn’t connect with people. That’s the exact opposite of what I saw.”

    Judge Juan Merchan, the judge overseeing Donald Trump’s criminal case in New York, donated $35 in political contributions to Democrats in 2020, including a $15 contribution to the campaign of Trump’s opponent, President Joe Biden.

    The political donations are undoubtedly small, but they nevertheless raise questions about Merchan’s impartiality as he has come under attack by the former president as a “Trump-hating judge.”

    “While the amounts here are minimal, it’s surprising that a sitting judge would make political donations of any size to a partisan candidate or cause,” said Elie Honig, a senior CNN legal analyst and former federal prosecutor.

    According to federal election records, Merchan made the three donations in July 2020 through ActBlue, an online fundraising platform for Democratic candidates and causes.

    Merchan contributed $15 earmarked for the Biden campaign, and made two $10 contributions, one earmarked to the Progressive Turnout Project, a voter outreach organization, and another to Stop Republicans, a subsidiary of the Progressive Turnout Project.

    Stephen Gillers, a legal ethics professor at New York University, said that New York, like most US jurisdictions, has adopted language from the American Bar Association Model Code of Judicial Conduct, which prohibits judges from “soliciting funds for, paying an assessment to, or making a contribution to a political organization or candidate.”

    “The contribution to Biden and possibly the one to ‘Stop Republicans’ would be forbidden unless there is some other explanation that would allow them,” Gillers said.

    But Gillers said that the donation “would be viewed as trivial, especially given the small sums.” He said if a complaint was made, the state’s Commission on Judicial Conduct would remind the judge of the rules.

    Asked if this could be grounds for a legal challenge or recusal, Gillers said, “Absolutely not. This does not come anywhere near the kind of proof required for recusal.”

    Trump has been attacking Merchan and his family, including his daughter, whose political consulting firm did work for the Biden campaign and now-Vice President Kamala Harris’ campaign. Trump has also complained about Merchan for presiding over the case against the Trump Organization, which was convicted on tax fraud charges late last year.

    CNN’s John Miller reports that the New York Police Department is tracking numerous threats against Merchan but has not seen specific, credible threats.

    An attorney for Trump on Thursday condemned those making threats against Merchan. Joe Tacopina, one of the lawyers representing Trump in the case, told CNN the threats were “appalling and we condemn anyone participating in such behavior.”

    Trump lawyer Susan Necheles declined to comment on the donations. But the former president’s political allies are pointing to the contributions to argue the judge should remove himself from the case.

    “He donated to Joe Biden’s campaign. He should get off this case. And this judge has a history, with President Trump, in prior cases,” Mike Davis, a former Republican chief counsel on the Senate Judiciary Committee and founder of a conservative judicial advocacy group, told CNN’s Pamela Brown. “He finds out that this judge actually donated to Biden’s campaign. So, that at least raises the appearance of impartiality – the appearance that this judge could not be impartial against President Trump.”

    Karen Friedman Agnifilo, a CNN legal analyst and former prosecutor in the Manhattan district attorney’s office, said that the political donations amount to an “unforced error” for Merchan.

    “Judge Merchan has a reputation of being a fair down the middle judge, however, donating to a defendant’s political rival can cause the appearance of a conflict, even where there is none, and creates an unforced error in this case involving Trump,” she said.

    A search of federal election databases does not turn up any additional political contributions for Merchan. New York state campaign finance records show that he gave a $99 contribution in 2002 to Rolando Acosta, who has served as a New York state appeals court judge since 2017.

    A source familiar with the court system said that the court administration doesn’t monitor judges’ personal affairs. The decision to recuse from the case would be up to Merchan himself.

    If he doesn’t, however, Trump’s lawyers could appeal the matter to a New York state appeals court.

    A spokesperson for the courts said, “We decline to comment on pending cases.”

    President Joe Biden raised $72 million for his reelection effort and for the Democratic Party in his first quarter of fundraising since launching his reelection bid in April, his campaign announced Friday.

    The showing could help quell some concerns about the president’s ability to fundraise as he seeks a second term. His campaign boasted an average contribution of $39 from nearly 400,000 donors and said 97% of all donations were less than $200.

    Biden’s campaign, which has yet to open a headquarters and maintains a skeletal staff several months in, also boasted a sizable war chest, with $77 million in cash on hand at June 30, the end of the quarter.

    While the president’s fundraising haul is stronger than any other 2024 presidential contender, it falls short of the record-breaking $86 million raised in 2011 by President Barack Obama for his reelection campaign and the Democratic National Committee in his first quarter of fundraising after launching his second-term bid.

    Obama’s campaign also boasted 158,000 more individual donors in that quarter than Biden’s reported total. Donor contribution limits were lower in the 2012 cycle than they are now: Individual donors could give a maximum of $2,500 to Obama’s campaign when he ran for a second term. This cycle, the individual limit is $3,300. The disparity in maximum contributions between the two cycles is even higher when totaling the maximum allowed contribution to joint fundraising committees.

    Obama launched his campaign three weeks earlier in the second quarter of 2011 than Biden did this year, and as a result, Biden campaign officials noted that they raised more per day than Obama’s campaign did in that quarter.

    Responding to questions about the fewer number of individual donors for Biden compared with Obama’s first quarter of reelection fundraising, Biden campaign officials pointed to a “very different” political climate that has made grassroots fundraising more challenging across the board this year, with political fatigue setting in on both the right and the left.

    Still, the campaign officials said there were signs of enthusiasm, adding that 30% of campaign donors this past quarter had not previously donated to Biden’s 2020 campaign.

    A fundraising sweepstakes to meet the president was especially successful, raising nearly $2 million, campaign officials said. And campaign merchandise that embraced the “Dark Brandon” meme drove over half of the campaign store’s revenue, according to the officials.

    Biden campaign officials declined to disclose the breakdown between funds raised for the campaign versus those raised for the DNC and state parties that are participants in Biden’s joint fundraising operation, noting that Biden’s campaign is heavily integrated with those entities as part of its strategies. That breakdown will become available when the campaign files its report with the Federal Election Commission by Saturday’s deadline.

    In another point of comparison, in 2019, President Donald Trump and the Republican National Committee raised a combined $105 million in the second quarter, though Trump’s reelection operation had been well underway for more than two years at that point.

    “Let’s not forget the months of hype about then-President Trump’s “Death Star” his team spent all of 2019 building, which completely fell apart by summer 2020 while the Biden campaign’s rebel alliance surpassed them and then continued to break fundraising records until Election Day,” Biden campaign spokesman Kevin Munoz said in response to the comparison. “That’s not exactly the playbook we’re looking to replicate.”

    Trump’s 2024 campaign reported last week that the former president’s joint fundraising committee had raised more than $35 million in the second quarter of the year. Trump launched his comeback bid for the White House in November. The campaign of his chief rival for the GOP nomination – Florida Gov.
