    Pasadena is reeling from a violent car crash over the weekend that left three young adults dead and three other young people badly injured.

    The victims, whose ages range from 17 to 22, all had roots in the City of Roses.

    A memorial of flowers and candles assembled near a ruined building in east Pasadena marked the spot where the car’s driver crashed his Tesla after hitting a nearby curb at more than 100 mph just before 2:30 a.m. Saturday.

    The driver and two passengers died in the crash, and three more passengers were hospitalized with serious injuries, according to authorities.

    By Monday morning, the memorial outside the unoccupied building on East Foothill Boulevard was replete with votive candles, a soccer ball and shoe, flowers and a pair of leather notebooks in which friends and family members could leave messages.

    It’s where 20-year-old Sergio Nava laid a bouquet of flowers for his friend Stephan Michael “Mike” Pfeiffer, whom he met in middle school at Marshall Fundamental Secondary School in Pasadena. They talked almost every day, and Nava thinks that if the circumstances were different — if maybe Nava hadn’t been scheduled to work Saturday at a local Ralphs supermarket — he could have been in the car with his friend.

    “I know he’s in a better place now and he’s looking down on us,” Nava said, placing the flowers.

    Pfeiffer, 20, was from Pasadena, according to the Los Angeles County medical examiner’s office. The other two persons killed were a man in his 20s, whose name has not been released pending notification to his family, and Mohed Reda Samuel, 22, from Pasadena.

    Samuel was the driver of the white, 5-seat Tesla Model 3 that was heading west on Foothill Boulevard when it appeared to have lost control navigating a bend in the road. It hit a curb and launched into the air, according to Lt. Anthony Russo with the Pasadena Police Department.

    The car probably soared more than 130 feet before it collided with a utility pole and the building, Russo said.

    The cause of the crash remains under investigation, but based on preliminary information, it does not appear that the vehicle malfunctioned, according to Russo. The county medical examiner’s office will perform a toxicology test to determine if drugs or alcohol were a factor in the crash.

    Samuel and the passenger in the front seat died at the scene, while three out of the four rear passengers were thrown from the vehicle during the crash, Russo said. The fourth passenger remained in the vehicle because they were wearing their seat belt.

    One of the passengers thrown from the vehicle died, and two others were transported to a local hospital along with the survivor who remained in the vehicle’s back seat, Russo said. All three passengers are expected to survive, according to authorities.

    Maranatha High School in Pasadena released a statement about the crash because some of the victims involved were students at the private Christian school. Grief counselors were being made available to the school and community, according to the statement posted to Facebook on Sunday.

    The school asked the public to respect the privacy of the families whose loved ones were involved in the crash.

    “We are deeply saddened by this weekend’s tragic car accident that claimed precious young lives. We mourn this immense loss and extend our heartfelt condolences to the families and loved ones of all those affected,” the statement said. “During this difficult time, we turn to our faith in Christ Jesus for comfort and strength and ask others to join us in praying for all who are suffering due to this tragedy.”

    On Monday morning, a student wearing a Maranatha sweater approached the memorial and left flowers. Pieces of the Tesla remained strewn about the street and sidewalk.

    A large gash in the sidewalk spoke of where the vehicle went airborne, and another large scratch on the ground at a nearby corner showed where the Tesla eventually came to rest.

    Among the items at the memorial was a skateboard propped on the handles of the ruined building’s door with the name “Mike” scratched onto the board’s deck.

    “He was a humble guy and he didn’t like to show off. He was just very sweet to his grandfather and grandmother,” Nava said. Pfeiffer had taken care of his grandfather until his grandfather’s death, and was living with his grandmother at the time of the accident, according to Nava.

    Nava said his friend was a skateboarder who studied kinesiology at Pasadena City College. Pfeiffer had planned to change his major, but remained undecided about what to study next.

    “I guess we’ll never know,” Nava said as he picked up one of the notebooks to write a message for his friend. Pfeiffer would have been 21 this July, according to Nava.

    A GoFundMe campaign has been started to help pay for Pfeiffer’s funeral services.

    Before dawn Tuesday, more than 100 law enforcement officers in riot gear marched into the quad of Cal Poly Humboldt, clutching guns and batons.

    They encircled a small group of protesters — including a furry one in a lime-green costume — who knelt on the ground, holding hands and reciting native chants.

    “Resistance is justified!” the crowd yelled as officers informed them they were being arrested before pulling them up, one by one, and fastening their hands with zip ties.

    The scene capped an extraordinary weeklong protest at this public university that has emerged as California’s strongest epicenter of civil disobedience over Israel’s war against Hamas in Gaza.

    Students at the state’s major campuses, including USC and Berkeley, have made the news over the last week. But Cal Poly Humboldt, tucked at the base of a redwood forest in rural Northern California and home to 5,976 students in Arcata, has taken on an out-sized role. Students have engaged in more vigorous disruption, occupying an academic and administrative building, painting buildings with graffiti and twice forcing police to retreat.

    Humboldt is one of the smallest and most isolated of the Cal State schools, a hub for students in the rural towns and former logging communities of California’s far north coast and interior.

    Yet those on campus understand why it has become such flashpoint.

    Faculty leaders say activism is in the college’s DNA, noting that students and professors have practiced nonviolent civil disobedience for more than half a century — from the Vietnam War in the 1960s and 1970s to the forest defense movement of the 1980s and 1990s.

    “People ask, ‘Well, why do they occupy? Why don’t they do what everybody else does and sit outside in tents?’ ” said Anthony Silvaggio, the chair of the sociology department.

    “It’s because we’re Humboldt,” he said, noting that as a graduate student in 1997 he was arrested during the Headwaters Campaign to save the last remaining old-growth redwood forests. “We occupy space! We have a rich history of taking over space and a long genealogy of direct-action tactics.”

    After resisting multiple attempts by police in riot gear to remove them from a building, students renamed it “Intifada Hall.” They scrawled slogans such as “land back,” “destroy all colonial walls” and “pigs not allowed” up and down its corridors and wrote “BLOOD ON YOUR HANDS” across the wood-paneled walls of President Tom Jackson Jr.’s office.

    They said they would not leave until the university disclosed all holdings and collaborations with Israel, cut all ties with Israeli universities, divested from companies “complicit in the occupation of Palestine” and publicly called for a cease-fire. They also called for the dropping of any legal charges against student organizers.

    Jackson said Tuesday “it breaks my heart” to see arrests. “Unfortunately, serious criminal activity that crossed the line well beyond the level of a protest had put the campus at ongoing risk.”

    But some faculty and students reject that narrative, accusing administrators and authorities of escalating a peaceful situation by bringing in riot police the first evening of the occupation. The closure of the entire campus, they argue, was unnecessary.

    “These are the actions of conscientious individuals working to end a genocide, not the actions of criminals,” the faculty union, the university chapter of the California Faculty Assn., said in a statement

    One of the activists arrested, assistant professor Rouhollah Aghasaleh, vowed to reject any bond and embark on a hunger strike until he and all his students were released.

    “I refuse to accept the label of criminal for standing up for an ethical reason.” he wrote in a statement before his arrest.

    At the heart of the showdown is a dispute that stretches beyond the Middle East to the question of how central activism is to the university’s mission.

    Faculty leaders blame Jackson, who became president in 2019 and has overseen the university’s transition to a polytechnic. The new designation, made in 2022, was designed to increase sagging enrollment with high-demand STEM education and research offerings.

    Officials hope the changes will result in a better university. But critics accuse Jackson of being out of sync with campus culture and failing to appreciate the university’s long history of environmental and social justice activism.

    According to Silvaggio, Jackson has ruffled feathers by telling faculty, “We’re not here to train activists.”

    Silvaggio — who said he learned tactics of non-violent civil disobedience from his professors, who were activists on the defense of native forests — now teaches courses in community organizing and social movements.

    He noted that last week was hardly the first occupation of a Humboldt campus building: In 2015, students occupied the university’s Native American Forum for a week to protest the abrupt firing of the then-chair of the Indian Natural Resource Science & Engineering Program.

    At the time, the university’s president visited the sit-in to talk to students, praising their action as “a real demonstration of your commitment to student access, achievement and completion.”

    “Look at our mission,” Silvaggio said, pointing to the university’s purpose and vision statement, which commits to being a “campus for those who seek above all else to improve the global human condition.” It also commits to “partnering with indigenous communities to address the legacy of colonialism.”

    Still, the occupation involved far more disruption than the one in 2015. Supporters of the movement acknowledge that they have developed bolder tactics and become more willing to eschew rules and leaders in the last decade with the coalescing of movements such as Black Lives Matter and the Black Bloc.

    “There is no organization or leader,” Silvaggio said. “When these rudderless movements happen, you’re gonna have property destruction, vandalism. That’s the natural course of occupations these days.”

    The occupation of Cal Poly Humboldt began April 22 when students showed up at Siemens Hall, an academic building that includes the university president’s office, with sleeping bags, board games and decks of cards. They barricaded the entrance with chairs and tables and erected a banner that said, “STOP THE GENOCIDE.”

    Students planned a peaceful sit-in in the president’s office to protest Israel’s actions in Gaza, said a 23-year-old student from San Jose who asked to be known only as “Mango” because he feared retaliation. Transgender indigenous students started holding a prayer, he said, and then police showed up and started hitting.

    The university gave a different account, saying students and faculty had to be evacuated as protesters disrupted classes and vandalized university property. In addition to defacing the building with graffiti, the university said, protesters blocked entrances and elevators with tents and in some locations shut doors using chains and zip ties, violating fire codes and “creating extreme safety hazards for those inside.”

    Video taken from inside showed protesters blocked law enforcement from entering, a police officer beat a protester with a baton and a protester beat an officer’s helmet with an empty five-gallon water jug — a scene that swiftly turned viral, inspiring “jug of justice” memes with the catchphrase “Bonk the police.”

    Three students were arrested. Citing safety concerns, officials announced a hard closure of campus, first through last Wednesday, then Sunday, and eventually for the rest of the semester.

    Hundreds of students living on campus were told they could leave their dorms only if they had a valid reason and could be cited for trespassing.

    Aaron Donaldson, a lecturer in the communications department and secretary of the faculty union, said students who tried to leave campus to get groceries complained of confrontations with police. He had 50 outlines to grade, but could not go get them for fear of arrest.

    After another standoff Friday — police moved in that evening to enforce an order to disperse, students resisted and police ultimately withdrew — the university again condemned activists, claiming the occupation “has nothing to do with free speech or freedom of inquiry.”

    But the administration said it would “continue to talk to anyone willing to have productive and respectful dialogue.”

    In a gesture of good faith, the occupiers moved out of Siemens Hall on Sunday, clearing the building and moving their occupation to outdoor space.

    By Monday afternoon, the tree-lined campus with glimmering views of Humboldt Bay had the feel of a nearly deserted, surreal summer camp.

    Activists in pink, brown, and white furry costumes roamed outside the main administration building and quad, which was encircled with barricades of chairs, tables, trash bins and fencing.

    After a faculty led teach-in about ablism, there was a march, followed by a Passover seder. As some munched matzo, others chanted: “From the river to the sea.”

    As dusk fell, some activists put on goggles and helmets, carried makeshift shields, jangled tambourines and beat drums as they prepared for another standoff with law enforcement.

    Just after 9:30 p.m., a patrol car rolled through campus, broadcasting a recorded message urging demonstrators to immediately disperse. If they did not move, protesters could face rubber bullets and chemical spray.

    “Cops off campus!” the crowd chanted in unison.

    Many faculty, barred from campus, massed on the street outside, saying they wanted to bear witness to what was happening to their students.

    Dominic Corva, a professor of sociology, said he blamed Cal Poly Humboldt’s president for creating conditions that led to the standoff.

    “This [university] has a president … completely at odds with [the] culture and pedagogy of the university,” Corva said. “His actions have escalated the situation.”

    Jackson could not be reached for comment Tuesday. But in a statement, he said: “Our focus for the entire time has been on doing all we could do to protect the safety of all involved, and we were very patient and very disciplined with that.”

    Donaldson said the standoff between activists and administrators had reinforced some key lessons of the social advocacy class he taught this semester: Direct democracy, he said, is fundamentally about non-violence and is never convenient; the point is to interrupt and to stop and to say, “Wait, we have to talk and pay attention.”

    For Rick Toledo, 32, a student organizer on campus who did not occupy the building but supported the movement, the most pressing concern Tuesday morning was raising $10,000 per person for bail.

    There had been some conflicts among activists over strategy and the value of graffiti, Toledo said. But in the course of the occupation, they had tried to come to a consensus and develop some rules.

    “When you have varying ideologies and no strict guidelines, clashes are bound to happen,” Toledo said.

    Going forward, Toledo hoped activists could develop guidelines before they occupied again.

    “The movement can’t die here,” he said. “There’s so much pain in Palestine. What the students have done is huge and we need to keep that momentum.”

    At a time when office landlords are struggling to attract and keep tenants, a Hollywood real estate developer is forging ahead with plans for a visually arresting high-rise on Sunset Boulevard that would cater to the entertainment industry.

    The owner of the property at 6061 Sunset, Los Angeles investor and developer Maggie Miracle, has doubled down on an earlier $500-million proposal for the site near Gower Street with a $1-billion greenery-laden “vertical campus” designed by esteemed English architect Norman Foster.

    Miracle’s family-run company on Tuesday submitted to the city revised design plans for the office tower, which has been dubbed “the Star.” Renderings show a cylindrical high-rise stitched with colorful gardens spiraling from street to roof. A rooftop restaurant will be open to the public.

    Miracle made waves in 2021 with the initial plan for the tower, which was designed by MAD Architects, a Chinese firm known for daring designs such as the Lucas Museum of Narrative Art, under construction near the Los Angeles Memorial Coliseum.

    Ultimately, Miracle said, she decided to scrap that design because she wanted to incorporate garden-like outdoor spaces, which have proved increasingly attractive to office tenants since the pandemic temporarily drove workers out of confined quarters.

    Foster, who holds the title of lord, designed the pickle-shaped Gherkin skyscraper in London and the master plan for the $2-billion One Beverly Hills condominium and hotel complex under construction in Beverly Hills.

    Foster + Partners’ vision for the 22-story Star includes the type of indoor-outdoor work spaces commonly found in low-rise office campuses and is intended to appeal “to the needs of the creative community and innovators we hope to attract,” Miracle said.

    “Since COVID, the importance of a healthy workplace and access to fresh air and outdoor space has been a driver, especially for those in the entertainment and tech industries,” Miracle said. “The change in design is meant to respond to those demands.”

    The new tower would also be thinner than the one previously proposed, in order to be “more respectful to the people in the hills” who look down on Hollywood, Miracle said.

    The Star’s landscaped outdoor decks, indoor gardens and rooftop restaurant would distinguish it from other office buildings, Miracle said.

    The plans also call for a pathway to loop around the tower, accessible from Sunset Boulevard on both sides of the building. A lower structure next to the tower would be wrapped with an expansive LED video screen showing digital art and images generated by tenants, Miracle said. Current rules would not allow it to be used for advertising.

    The proposal calls for restaurants, entertainment production space, a theater and exhibition space for art shows and other events on the Star’s ground level. Parking for nearly 1,300 vehicles would be underground.

    Although the plans haven’t been approved by the city, Miracle hopes to start work on the 525,000-square-foot building by late 2026 and open its doors in 2029. The Star is the first commercial development for Miracle, who is known for building deluxe single-family properties.

    With completion that far away, predicting what the office rental market will be like is difficult. Real estate brokerage CBRE reported that 22.7% of Hollywood office space was vacant in the fourth quarter, about the same as Los Angeles County overall. A healthy vacancy rate is closer to 10%, when neither landlords nor tenants typically have the upper hand in lease negotiations.

    But Hollywood has been one of the most active office leasing markets recently, analyst Petra Durnin said; the newest buildings, sporting such amenities as outdoor decks and restaurants, are getting the most attention.

    “These highly amenitized office buildings command the highest rents in the Hollywood market and account for some of the largest deals signed in the last nine months,” said Durnin, head of market analytics at Raise Commercial Real Estate. She is not involved in the Star project.

    Pent-up demand has increased leasing activity in Hollywood, in “a huge boon to a neighborhood that was disproportionately affected by the pandemic, downturn in the tech industry and strikes by writers and actors,” Durnin said.

    Miracle said she is betting that the neighborhood will continue to grow as a business center. Her Star complex would rise across the street from Sunset Gower Studios, a century-old movie studio that was once home to Columbia Pictures and now includes an office building housing Technicolor. Nearby is Columbia Square, the renovated former West Coast headquarters of CBS, and Emerson College, an architecturally noteworthy building where students live and study the arts. Netflix, the largest office tenant in Hollywood, has offices and studios nearby.

    “We believe Hollywood is a unique and irreplaceable market both geographically and from an industry perspective,” she said. “The growth of content creation and the demands of the companies that produce it are beyond what today’s current office products can accommodate.”

    The over-the-top design of the Star is intentional, she said.

    “Our goal is to create a landmark building that is synonymous with the images that Hollywood evokes: innovation, creativity, fantasy and imagination.”

    Some acquaintances from Ireland were in town, and we were having lunch in their 20th-floor downtown hotel suite. I was being an armchair tour guide — out the windows, there’s L.A. Live, and back behind those skyscrapers, City Hall, by fiat once our tallest building.

    One of them pointed and said, “What’s THAT?”

    I didn’t even have to look.

    “THAT” is Oceanwide Plaza, the Chinese-owned skyscraper project, dead in the water and half-finished for five years, its floors like unfrosted cake layers, inviting trespass and vandalism and all that vivid graffiti frosting. Any nimble-bodied person with sturdy legs and maybe a bail bondsman’s phone number could make the climb to join in turning the building into L.A.’s largest, brashest outdoor look-at-me canvas — like that Norman Mailer book title says, “Advertisements for Myself.”

    Hard to make all of that make sense to the Irish visitors. But it’s L.A. in a nutshell.

    Yes, we hate it, yes we love it, and yes, as is our habit, we let time mosey on by as we futz around over what to do.

    This city, supposedly the mural capital of the world, flaunts the title, fears it, is worthy and unworthy of it. And now we find ourselves wrangling again: Is art outside always outsider art? Or art at all?

    One camp believes nothing can be art if it doesn’t have a nice frame around it and a price tag on it. Another camp believes that almost any spray-can concerto is art, and the sprayer an embryo Rembrandt. And there’s everyone else, somewhere in the middle.

    At the beginning of this century, the city had a 10-year mural moratorium to sort out the chessboard mess of interests and counter-interests: how to keep murals thriving while keeping them from intruding illicitly into neighborhoods, how to keep businesses from simply ginning up wall-sized ads and calling them art, how to distinguish legal from illegal handiwork, and, frankly, good from bad. It’s a seesaw we’re still riding.

    In two years, the world comes knocking at our door for the World Cup; then in another two, it’s the Olympics. Can we really not get our act together and dazzle them with something else world-class?

    The first graffiti art I ever saw here were the river cats, Leo Limon’s whimsical feline faces on the storm drain openings into the Los Angeles River. They gave life — nine lives — to our rarely running cement eyesore.

    Next, I was thrilled by “Old Woman of the Freeway,” enormous and brilliant on a highway-facing wall, the presiding saint of the 101, painted by the master muralist Kent Twitchell. If traffic was moving well, she was the reason; if it wasn’t, she shared your stationary misery.

    She was partly obscured by construction, then whitewashed for advertising space, restored by decree and killed off again by ugly graffiti. She was to have been revived in Sherman Oaks, but a property owner wouldn’t give Twitchell access — and one random local wildly claimed to see something “evil and satanic” in her blue eyes. She’s been restored to grandeur and safety on a wall at L.A. Valley College, her crocheted afghan flying like a kite.

    Until the Whittier earthquake and a landlord put an end to it in 1987, the south wall of an 1880s building on Fair Oaks in Pasadena used to read: “ ‘My people are the people of the dessert,’ said T.E. Lawrence, picking up his fork.”

    T.E. Lawrence was “Lawrence of Arabia,” the British officer and writer who took a vital role among the Arabs in World War I. So dessert/desert. A happenstance glance at it always made me laugh, and even now, I see the building and smile at its ghost.

    The one I wish I had seen was there and gone before I lived here: the Pink Lady of Malibu, exuberant, whimsical, utterly joyous. Hers is a tale of pink paint, bluenoses and brown coverup. She stood 60 feet tall above the tunnel on Malibu Canyon Road, and for nine months in the happening year of 1966, the Northridge artist Lynne Westmore Bloom slung on nylon ropes and climbed the rockface by full moonlight to erase the old graffiti, then to sketch and paint the lady. She was magnificent, pink-fleshed and naked, holding a nosegay of flowers, dark hair streaming as she strode across the cliff.

    The bluenoses of L.A. County harrumphed. A traffic hazard! The earlier graffiti hadn’t seemed to bother them overmuch, but this? It took six days and 14 gallons of brown paint to obliterate the Pink Lady. Westmore got fired from her job, got death threats, got marriage proposals, and, along with her painted lady, got a permanent place in L.A. lore.

    First California and then the federal government passed laws protecting murals and muralists, with complicated exceptions and requirements. California’s Art Preservation Act, in 1979, mandates “recognized quality,” a case-by-case judgment of experts. The federal Visual Artists Rights Act of 1990 has its own regulations. Kent Twitchell invoked both of these laws in a lawsuit after his mural of fellow artist Ed Ruscha was painted over in 2006. The matter was settled for $11 million.

    Even these protections do nothing if the people who should be enforcing them don’t, or don’t even know about them. In 1999, an Eastside mural, “The Wall That Cracked Open,” was almost completely covered over in flat gray, evidently by a county anti-graffiti program. Artist Willie Herron had painted it on the wall of his uncle’s building in 1972 to memorialize his murdered little brother, John.

    Multiply that incident by the hundreds. The supervisor of the county’s graffiti abatement program told The Times back then that she was unaware that the mural protection laws even existed. The city of L.A.’s anti-graffiti program chief said that her people have “very clear instructions not to paint over any murals. We find the artist and then we have the mural restored,” and often coated with a protective concoction so graffiti can be wiped off. Gang graffiti, it turns out, is as much a danger to mural art as overzealous, underinformed civic enforcers.

    The credit as L.A.’s first known muralist goes to Einar Petersen, who ornamented mostly inside walls with historic, storytelling murals ordered up and paid for. He painted hundreds, murals of a jungle and of the Garden of Gethsemane at the old Clifton’s cafeteria, five panels of L.A. history at the Rosslyn Hotel — now, predictably, covered up, damaged, destroyed.

    The present-day mural wars arguably began in 1932, over “América Tropical,” on Olvera Street, a work commissioned for L.A.’s Olympic year and painted by the renowned Mexican muralist David Alfaro Siqueiros.

    Once the sponsors got an eyeful, they ordered the mural painted over. Its message was in its subtitle, and it was not subtle: “Oppressed and Destroyed by Imperialism,” a panorama not of contented campesinos but of tortured and tormented Latinos and Native Americans laboring under the policing eye of the U.S.

    For decades after, the whitewashed wall carried its own kind of power, and Siqueiros knew it; it’s said that when its restoration was suggested in the 1960s, he was against it, because the force of censorship was maybe even more potent than the mural itself. It was at last conserved and displayed in 2012.

    “América Tropical’s” spiritual child is Noni Olabisi’s relentless mural “To Protect and Serve.” The prolific Black muralist, who died a couple of years ago, painted the Jefferson Park work in 1997 and filled space with Black Panthers and celebrated Black radicals, helmeted police and hooded Klansmen. Its funding sidestepped public coffers to keep clear of the kind of censorship that had blotted out “América Tropical.”

    SPARC helped to pay for Olabisi’s mural and is working to keep it spruced. The Social and Public Art Resource Center has spent almost five decades battering down the barricades between street art and what Siqueiros called “easel art,” standing up for “activist and socially relevant artwork.”

    One of its co-founders is Judith Baca, whose monumental horizontal mural along the Tujunga Wash in the San Fernando Valley changed many Angelenos’ POV about graffiti art. Over more than a half-mile, “The Great Wall of Los Angeles” shows the histories of Californians whose stories are rarely told, and scores of young people turn out to join professionals to keep the 1978 mural perpetually refreshed.

    Not far from there, around Pacoima’s city hall, you’ll find Mural Mile, block after block of artworks done with color, ingenuity, humor, passion and meaning, and changing all the time.

    A fellow named Banksy changed some minds about graffiti art too. The anonymous British artist chooses public spaces for his guerrilla work, and inadvertently created a paradox: His works can sell for millions, and people have been caught trying to get them off public walls to take to auction houses.

    Banksy’s L.A. mural, 2010’s “Swing Girl,” is downtown, visible only from a deep alley between buildings — which is the point it makes about overbuilt places. The word painted on the wall is PARKING. Banksy almost whitewashed out the last three letters, and hanging from the first part, PARK, he painted a swing with a little girl perched on it.

    It’s arguably graffiti, but not the kind that generates a gut-punch reaction among some Angelenos. For them, graffiti is a synonym for defacement and vandalism — and gangs marking out turf and messaging their enemies with menacing scribbles. Who wants to see those sinister scrawls creep into their neighborhoods?

    Two incidents, both in the 1990s, caught the tone of Angelenos’ sentiments. One was the 1991 arrest of “Chaka,” who had written that name over and over, literally 10,000 times, on freeway bridges and signposts from Orange County to San Francisco. Then, 24 hours after he was let out of jail, he was caught in the downtown courthouse. He’d written CHAKA on an elevator door — on his way to see his probation officer. In 1996, after college scholarship and work offers, finding God and taking a job painting church buses for a Christian camp, he was arrested for tagging again.

    A year later, a Woodland Hills teenager who’d been tagging above the San Diego Freeway fell 100 feet, fracturing his spine, both ankles and his left arm. Not everyone felt sorry for him. One Times letter writer summed up the sentiments of no small number of people: “I do not see the artistic expression involved in scrawling your street name across a piece of concrete like an animal marking its territory.”

    The best graffiti has something to teach, something to say, and that something is more than “my tagging crew is bad-assier than yours.” On Julian Street in Skid Row is the phenomenal Skid Row mural, paid for and painted by locals.

    It is poignant and pointed.

    It’s a mock-official, green and white sign, bearing the city seal, the words “SKID ROW CITY LIMIT” and at the bottom, “POP Too Many.”

    A man — a writer named Charles Bukowski — who used to work up the road from Skid Row, sorting mail at the Terminal Annex, once wrote something that suits that image quite aptly. “An intellectual says a simple thing in a hard way. An artist says a hard thing in a simple way.”

    The church on Oildale Drive and Minner Avenue has stood on the corner since 1954, built after an earthquake damaged the Oildale Church of Christ’s building. Since then, the church has passed through a variety of denominations and congregations until it was abandoned in 2021.

    But the Kern County Housing Authority saw another life for the church building, in an often-overlooked area of the county. Oildale, an unincorporated town north of Bakersfield, borders the Kern River Oil Field, one of the largest active oil fields in California. The town was founded in the early 1900s as workers flooded into the area to work the oil rigs. It’s where musicians Buck Owens and Merle Haggard were raised and shaped.

    Today, the barren hills of the Kern River Oil Field are still peppered with working rigs. But Oildale, population 36,000, has largely stagnated. Nearly a third of its residents live in poverty, and community leaders grapple with high rates of opioid addiction, dilapidated housing and commercial vacancies. The church is nestled in a quiet neighborhood of modest homes with overgrown yards and bleached white fences.

    The housing authority, a county agency charged with creating affordable housing opportunities, saw potential in the building’s graceful touches and sturdy walls. Its Sunday school classrooms could become studio and one-bedroom units for former foster youth still struggling to get their footing. The chapel, with its stained glass window, soft-lit chandeliers and walls adorned with hand-written Bible verses, could be converted into a community room. So, over the course of two years, the church was given a second life.

    Isabel Medina is both on-site manager and a resident at Project Cornerstone. Like other young residents, she is a former foster care ward who struggled to find stable employment and housing after aging out of the system.

    “It’s been an anchor for the neighborhood for a number of years and went through different phrases, and is now in a completely different phase,” said Stephen M. Pelz, executive director of the housing authority. “Oftentimes when you get vacant buildings that aren’t sold right away, they end up having issues or vandalism, or catching fire. It was nice to be able to preserve the building.”

    With funding from Project Homekey, the state’s multibillion-dollar effort to convert dilapidated motels and commercial properties into supportive housing, and in partnership with Covenant Community Services, the authority purchased the church from Shekinah Ministries in 2022 for $1.5 million. After extensive renovation, the site reopened in January as the Project Cornerstone housing complex.

    Today, the hallways smell faintly of fresh paint, and all 19 air-conditioned units are occupied by young residents also getting a fresh start.

    About a mile away in a commercial strip, the housing authority is attempting another novel do-over: converting a former doctor’s office — that also had a stint as a tattoo parlor — into 15 units of housing. The project is in a tumbledown section of Oildale, situated between an optical lens store and aquatic pet shop. The storefront being converted had been vacant for years.

    “It was really just awful, an eyesore for the whole community,” said Randy Martin, chief executive of Covenant Community Services, a nonprofit community group that will manage the two locations.

    The housing authority purchased the storefront for $510,000 in 2022. As renovations began, Martin said, the group dealt with drug addicts breaking in, stealing appliances and starting fires behind the building.

    Still, the project is moving forward. Each unit will have a doorbell and space for a bed and kitchen. The plan includes a front patio where residents can relax and socialize.

    Housing at the church complex is open to young people, 18 to 25, who have aged out of the foster care system, along with their spouses and children. The converted doctor’s office is reserved for former foster youths ages 18 to 21. Tenants pay rent as they are able, on a sliding-fee scale, and utilities are covered.

    Pelz said the subsidies and upkeep will be covered by a mix of rental income and state and local funding for rental assistance.

    When he moved into the converted church on Oildale Drive, Al’Lyn Cline, 22, was the only person living there for about two weeks. After months of construction, the church began to “settle,” and at night he would hear the creaking of the pipes and floorboards.

    Cline, a Texas native, bounced around foster homes as a child. Before coming to the church, he stayed at a sober-living home with 12 other men. They shared one refrigerator, cramped bathrooms and limited parking space.

    At the church, Cline has a studio that came furnished with a microwave, stove and fridge. He has his own bathroom for the first time in years. His room — a space that used to hold cassette recordings of weekly sermons — is on the second floor and has a skylight that allows a flood of natural light.

    “It’s really just profound, and it has a uniqueness of its own,” Cline said of the setup.

    Cline, who is Christian, feels connected to the church in a religious sense as well. He tries to be respectful of the building, knowing its history as a place of worship.

    Project Cornerstone is one in a spate of recent efforts Kern County has undertaken to create affordable supportive housing options for homeless people and those at risk of being homeless. Those working with foster youths know all too well that housing instability is a danger they face as they age out of the system.

    The county’s 2023 point-in-time count found 1,948 people lacked permanent housing, according to the Bakersfield-Kern Regional Homeless Collaborative. About 48% of the population was sheltered, a figure that’s been trending upward as the county has expanded emergency shelters and transitional housing initiatives. About 120 of the homeless counted were people younger than 24.

    Martin, with Covenant Community Services, said the housing project is “stemming the tide of homelessness for foster youth.” Residents are assigned case managers and mentors to help them find educational and employment opportunities, and can learn job skills at the organization’s coffee shop.

    Isabel Medina, 23, is both on-site manager and a resident at the Project Cornerstone complex. At 13, she was removed from an abusive home and put in foster care. For years, she moved among foster families before aging out of the system at 18. She has struggled to maintain a stable job, working in the fields, at a mall, at Goodwill. She was homeless twice, and slept in her car for four months. At 21, she became pregnant with her daughter, Rosalinda.

    With the help of a program manager at Covenant Community Services, Samantha Imhoof Tran, Medina was made on-site manager at Project Cornerstone.

    Rosalinda celebrated her second birthday there in December, with a party in the old chapel. A stained glass image depicting a shepherd lit up the room. The two-year-old with a quick smile and high laugh ran up and down the stairs, and they danced on the stage, Medina said.

    “It definitely can be spooky, especially at night when I have to check all the doors and make sure everything’s secured,” Medina said. “But when you fill this room up, it’s very hopeful and magical at the same time.”

    When Pastor Frank Wulf thinks about his congregation being unable to worship in their home of 100 years, he is reminded of the Old Testament scripture of the Israelites in exile.

    Wulf’s church, Echo Park United Methodist Church on North Alvarado Street and Reservoir Street in northeast Los Angeles, is not currently safe for occupation. The century-old dome over the church’s bell tower was damaged by the recent atmospheric rivers that pounded California, and structural engineers say it could topple into the church and lead to a snowball effect of collapses that could injure people inside the structure.

    But just as the Israelites did when the Persians let them back into the land of Israel, Wulf says they will rebuild.

    “The church is really not a building but a community of people, a community that’s cared for each other over a long period of time,” Wulf said.

    Wulf’s congregation has been out of its historic home since Feb. 1, the pastor said.

    That came after the first pounding storm of the season led to the partial collapse of the tower, exposing the wood that holds up the golden dome.

    The wood had badly deteriorated: There was dry rot, termites and water damage.

    The first structural engineer who inspected the building told Wulf and his team that the church was not a safe place for groups to congregate.

    The evacuation of the building affects not just the 40 or 45 people who attend Sunday services, but also the others in the community whom the church serves.

    Wulf said services for homeless Angelenos, such as showers outside the building and free food, have had to be paused.

    He also had to inform the 12-step groups for people struggling with alcoholism or other substance use disorders that they could not meet at the church, at least for now.

    The church had been building temporary shelter for migrants bused to Los Angeles from Texas. It was supposed to welcome four families to live in the space in mid-February, but it had to halt that program as well.

    “Our primary commitment is to keep everyone safe,” the church team said in a statement on a GoFundMe page they posted to raise money for the work needed to reopen.

    Wulf has not decided yet if they will repair the century-old building.

    “Would this be the appropriate time to perhaps take the whole building down and start from scratch?” he asked.

    The Los Angeles City Council voted Friday to allot nearly $4 million to remove graffiti and secure an unfinished downtown Los Angeles skyscraper, which has been heavily tagged in recent weeks.

    Councilmember Kevin de León introduced a motion this week to allocate the funds to secure the property and restore the public right of way, which is obstructed by plastic barriers, scaffolding and debris.

    “I’m not holding my breath waiting for the developer to clean up their property,” De León said Wednesday. “The purpose of my motion is clear: to prepare our city to take decisive action if the Oceanwide Plaza developer ignores their responsibility and to put them on the hook for costs incurred by the city.”

    The motion will move $1.1 million into a fund to fence and secure the ground floors of the building and place an additional $2.7 million into a fund for security services, fire safety upgrades and graffiti abatement.

    The motion also calls on the city attorney and city administrative officer to report back to the council within 30 days with a legal strategy to recoup all of the city’s related expenses from the property owners.

    The Oceanwide Plaza project, located across Figueroa street from Crypto.com Arena, has become a site for graffiti tagging and even paragliding in recent weeks and posed a headache for city officials and authorities alike. Ahead of the Grammy Awards held at Crypto.com Arena, dozens of floors of the skyscraper were tagged with colorful spray paint.

    The owner, Oceanwide Holdings, is a publicly traded Beijing-based company that halted the project in 2019 when it ran out of money.

    At least 18 people have been arrested, including 12 on Sunday, on suspicion of trespassing at the site, according to the Los Angeles Police Department.

    The City Council adopted a motion earlier this month, also introduced by De León, that ordered the owners of the property to fence and clean up the area by Saturday. If they miss the deadline, the city will secure the property and charge the owners for the cost, the motion said.

    Just one day before the deadline, the owners have not indicated whether they will comply with the city’s orders.

    The increase of activity at the site has also stretched resources at the Los Angeles Police Department, LAPD Chief Michel Moore said during Tuesday’s Los Angeles Police Commission meeting.

    Officers have spent “more than 3,000 hours” to secure the complex, Moore said.

    “We have called in some officers on an overtime basis, so that we can provide for these added patrols or station them at that site to deter vandals and others from gaining access to it while also ensuring that we meet the minimum deployment requirements for stations across the city,” Moore said.

    During a City Council meeting last week, Councilmember Imelda Padilla said she was surprised at how much attention the skyscraper was getting and attributed it to its large size.

    Padilla mentioned that at least four “mini versions” of the unfinished skyscraper exist across Los Angeles. The buildings include abandoned commercial, manufacturing and family business structures.

    Padilla was referring to abandoned buildings on Sepulveda Boulevard and Kester Avenue, as well as a Denny’s restaurant at Vineland Avenue and Sunland Boulevard, according to a spokesperson for Padilla’s office.

    The fourth building, a Roscoe hardware store, is located at Sunland Boulevard and San Fernando Road, according to her spokesperson. Padilla is currently working on getting it demolished.

    “It’s upsetting that blight gets more attention when it affects wealthier parts of the city,” Padilla said in a statement Thursday. “Yet, working-class neighborhoods like the ones I represent struggle with this issue every day. Blight is unacceptable no matter the ZIP Code, and we deserve to have the same sense of urgency.”

    After six trespassing arrests were made in less than a week related to a heavily tagged unfinished skyscraper in downtown Los Angeles, the City Council will consider ordering the property owners to clean up the site.

    Councilmember Kevin de León introduced a motion Feb. 2 that would instruct the Department of Building and Safety, the Bureau of Street Services and the Bureau of Engineering to order the Oceanwide Plaza owners to secure the property and clear debris from the public right of way. The council will vote on the motion Friday.

    “Our residents and businesses deserve safe and vibrant neighborhoods, which is why I’ve taken action to ensure the Oceanwide property is cleaned and made safe,” De León.

    If the owners do not comply by Feb. 17, the city will begin its own cleanup process, the motion said. There is currently scaffolding, plastic barriers and other debris on the sidewalks and in the bus lane adjacent to the building.

    The Department of Building and Safety issued an order to the property owners on Jan. 31 requesting they remove all graffiti and debris and securely fence the building.

    Oceanwide Plaza was slated to be a mixed-use development including luxury apartments and hotel and retail space, but construction was halted in 2019 when the Beijing-based developers ran out of money.

    The incomplete high-rise has attracted many taggers and graffiti artists in recent weeks, who have collectively tagged at least 27 stories of the building. De León’s motion described the development as “a blight on downtown Los Angeles” and “a black eye on an otherwise vibrant part of DTLA.”

    The development faces Crypto.com Arena, which hosted the Grammys last weekend, and is near the popular L.A. Live complex among shops and restaurants. De León represents Council District 14, which includes downtown Los Angeles.

    De León’s motion orders the owners of Oceanwide Plaza to “restore the public right of way to its original condition,” and instructs various city organizations to step in if the job is not completed by the deadline. The motion also asks the city administrative officer to identify funding for the cleanup and securing of the site.

    The building attracts criminal activity and has become a hazard for surrounding residents and businesses, the motion said. Los Angeles Police Department officers are also investigating a report of shots fired near the development last week.

    California Atty. Gen. Rob Bonta on Wednesday announced new consumer tools for tenants and landlords to understand how much rent can rise each year under a state rent cap law.

    The law, which took effect in 2020, restricts rent increases in buildings more than 15 years old. Under the rules, rent can rise no more than 5% plus local inflation, with an ultimate cap of 10%.

    However, until now the state did not provide an online resource that said exactly what the limits were for local areas. As a result, people had to find that information elsewhere or calculate local limits themselves using government inflation figures.

    As of Wednesday, landlords and tenants can go to a state website to learn more about county rent limits, as well as eviction protections provided by the rent cap law.

    Rent limits for individual counties can be found by scrolling down to the section labeled “Know Your Rights as a California Tenant” and clicking on your preferred language.

    It’s unclear whether the state will publish the county limits each year when they change based on inflation data. Bonta’s office did not respond to a request for comment.

    “Information on tenant rights should be accessible, easy to understand, and available to all Californians, and today’s consumer alerts aim to do just that,” Bonta said in a statement.

    Under the state law, landlords of buildings older than 15 years in L.A. County can raise their rent no more than 8.8% through July 31, after which a new limit will be set based on inflation.

    The state law does not override stricter local rent control laws, such as in the city of Los Angeles. There, if a property falls under the city’s rent stabilization ordinance, rent increases are currently capped at 4%, or 6% if the landlord pays for gas and other utilities.

    Buildings that fall under the city’s rent stabilization ordinance are generally properties built on or before Oct. 1, 1978.

    Gunshots rang out just before midnight Friday at a vacant skyscraper that taggers recently covered in graffiti across the street from Crypto.com Arena in downtown Los Angeles, authorities said.

    Officers responded to Oceanwide Plaza on Figueroa Street late Friday night after receiving a call of shots fired but found no victim or suspects, according to LAPD Officer Jader Chaves.

    Police recovered two spent bullet casings at the scene and the investigation is continuing, he said.

    The incident comes after vandals spray painted at least 27 floors of the skyscraper this week, judging by aerial video of the building.

    Early Tuesday morning, officers responded to a vandalism call on South Figueroa Street, the site of the unfinished and long-idle Oceanwide Plaza development, according to the LAPD.

Officers eventually found the vehicle a short distance away and the driver was cited for failure to yield to an officer. The investigation is still ongoing.

    Oceanwide Plaza was once one of the biggest real estate development projects in Los Angeles, but construction was halted five years ago when its Chinese developer ran out of money. The $1-billion mixed-use project was supposed to feature hotel and retail space as well as luxury apartments and condominiums.

    The buildings have remained unfinished ever since in the popular LA Live complex, which includes shops, restaurants and the Grammy Museum. Crypto.com Arena anchors the complex and will host the 66th Grammy Awards on Sunday.

    Taupō’s only movie theatre is shutting at the end of the month and the operators have yet to secure a viable alternative venue.

    Starlight Cinema’s closure has as much to do with a series of unfortunate events and bad timing as financial viability.

    The building which houses the theatre and five retail shops, comes up well short of modern earthquake standards and is set to be demolished, as early as next month.

    Previous cinema owner Peter Smith had plans for a brand new purpose-built theatre building in Taupō, but then Covid-19 struck and put a halt to proceedings.

    In the meantime, with plans for a new theatre in place, landlord Glynn Pointon purchased the building to knock it down and replace it with three shops at ground level and six subterranean shops accessible from a fully enclosed Starlight Arcade.

    In May 2022, with plans for a new theatre building shelved, Smith – who had run the cinema for 43 years – sold it to local couple Tammy and Charlie Prince. Charlie said they were fully aware at the time that the lease on the building would be short-lived.

    “So it was coming down either way. We were only guaranteed 12 months in here so we got lucky and got an extra nine months. I didn’t pay a lot for the business. I basically bought the equipment and the stock.”

    Two people were arrested, cited and released this week in connection with spray painting graffiti across more than two dozen stories of an unfinished skyscraper in downtown Los Angeles, according to authorities.

    On Tuesday around 12:43 a.m., Los Angeles Police Department officers responded to a vandalism call on South Figueroa Street, the site of the unfinished and long-idle Oceanwide Plaza development, the department said in a news release. The LAPD’s Air Support Division reported seeing more than a dozen suspects trespassing and possibly spray painting the building.

    By the time more officers arrived, all the suspects except for two had fled the location, authorities said. The two — Los Angeles residents Victor Daniel Ramirez, 35, and Roberto Perez, 25 — were arrested and transported to the Central Area station, where they were cited for trespassing on private property and released.

    Nella McOsker, president and chief executive of the Central City Assn., condemned the taggers in a statement.

    “We are disturbed by the images of the vandalism of Oceanwide Plaza,” said McOsker, whose organization advocates for businesses and nonprofits in downtown Los Angeles. “This is a representation of the very real neglect that DTLA has gone through over the past decade. We see it every day with the number of unhoused Angelenos experiencing mental health crises in the streets, the shuttered businesses we walk past and lack of public safety that we hear of too often.”

    Not everyone condemned the graffiti as senseless crime, however.

    Stefano Bloch, a former graffiti writer and a professor of geography at the University of Arizona, expressed admiration for the taggers making use of abandoned space.

    “It’s graffiti writers who find value in these spaces and enliven them,” he said. “That’s not to romanticize it as art or to demonize the crime. Someone was making use of this building and it wasn’t the builder or the occupants.”

    I love city-building sims during every step of play — from laying down the foundations to planning a city grid, upgrading the complexity of buildings, and handling the bureaucratic elements of the late game. I’ve spent late nights playing Frostpunk and Timberborn, sucked into the fine balance of evading total town collapse. That said, if you had told me a week ago, “You’re going to spend about an hour making a settlement — and then you’re going to start over, again and again,” I’d have balked. But Against the Storm, the roguelite city builder that just came out of early access on Dec. 8, proves this formula is not only sensible, it’s fantastic.

    To be clear, there are other games with this unconventional genre pairing. In Cult of the Lamb, there’s a home base that functions like a sim game where cultists work, worship, and obviously make live sacrifices. You can leave this base in order to partake in roguelike dungeon crawls. But Against the Storm doesn’t have that separation of mechanics. They’re perfectly married in a way that keeps things fresh while also empowering you to add complexity in each subsequent run. Fifteen hours in, I can hardly peel myself away.

    In Against the Storm, you’re the queen’s viceroy in a land with cataclysmic weather events — you’ve been tasked with building settlements out from the capital, Smoldering City, toward a series of mysterious seals. You begin each “run” by selecting a tile on the game’s broody overworld map. You then pick your starting population out of a delightful fantasy lineup of lizards, beavers, humans, harpies, and more. Finally, you gather some basic supplies — stone, some edible mushrooms perhaps — before heading into the settlement site. Then it’s off to the races: At the site, you build shelters and basic structures, like a woodcutter to cut down trees, or sometimes even giant orchids. There’s a dark fantasy flavor to it all. Each site is full of hidden glades; reveal them and you might just find a poisonous flower that makes your food rot, or a cemetery that strikes fear in the hearts of your villagers.

    From there the game turns into a resource puzzle. Each scenario gives you different choices for a series of “orders” to fulfill. You might need to deliver bags of crops, or enter a certain number of “dangerous glades” in a set amount of time. Completing these awards you with Reputation points. You typically need 14 points to win a scenario. All the while, you’re battling a capricious queen. The “Queen’s Impatience” meter only fills over time, and if it maxes out before reputation does, then you’ve lost the settlement.

    This is the challenge and joy of the game: Creating a successful strategy as you go, before knowing what tools you’ll even have. Think of it like Hades, where Zagreus is presented with various boons from the gods — while all the options are fun, some can create awesome and unexpected synergies when fighting enemies. But in Against the Storm, you get options for building types, global perks, glades to discover, and orders to fulfill. You constantly have to finesse resource allocation: Your wood will be used for keeping the hearth warm, building new key buildings, and fulfilling a barrel order. And oh, by the way, don’t forget to make some food for your villagers. It’s so easy to screw yourself over at any step in Against the Storm.

    Suffice it to say this is just the tip of the iceberg. There’s worker “resolve” and “hostility” — each citizen excels at different work and simply must have certain luxuries. These are delightfully silly: Lizards love to eat jerky and work in cookhouses (they’re coldblooded and love warmth); beavers enjoy biscuits and are very good at cutting wood. There’s also a weather cycle that dictates the timing of the harvest and how angry all the workers get. It’s called Against the Storm, so I’ll let you guess how much these dudes like rain. (Spoiler: They hate it.)

    It sounds complicated, but it’s actually very digestible. The game effectively drip feeds its complexities, which helps curb the overwhelming feeling that can come with these sorts of management sims that have a dozen menus and mechanics at play. There’s a perk tree you can unlock over the course of the game, which introduces new gameplay mechanics — win or lose, you’ll be able to buy some of these upgrades. You don’t really need to worry about trading early on, for example, but as you unlock more perks, it becomes a major force.

    Against the Storm always has a new trick up its sleeve, and like any great roguelite, it’s encouraged me to make unusual, gutsy plays that I would never try in a more typical city builder. Knowing each run has a finite end means I can always start over if things don’t work out. And when they do — it’s even sweeter.

    A six-story apartment block collapsed in central St. Petersburg in the early hours of December 20, sparking outrage from Russians, who accused local authorities of negligence.

    The incident took place at about 2 a.m., as the block, located in the city’s Gorokhovaya Street, was undergoing repair work. Hours earlier, part of the building’s wall had partially collapsed, local media reported.

    Russia’s Ministry of Emergency Situations said that the block was uninhabited when it collapsed. It wasn’t immediately clear if there are any casualties.

    Newsweek contacted Russia’s foreign ministry via email for comment.

    Local TV news channel 78 published footage and images that showed holes in the walls in the building’s interior, rubble on the floor and collapsed plaster. One photograph showed a crack along the entire height of the apartment block.

    According to St. Petersburg news outlet Fontanka, the building was not recognized as unsafe, although some people had noticed large cracks appearing on the building’s walls several years ago.

    Residents had appealed to officials to deem the building unsafe, but in October, just a few apartments within the building were declared as being unfit for living by an interdepartmental commission, the publication reported.

    “There were huge cracks where [your] hand could fit,” one resident said.

    The outlet was told that in total, the authorities resettled people from about six apartments, most of which were communal.

    “Some of the apartments are in the wing, and some are in the other wing. And only the outbuilding was resettled. The second part of the residents still remained there. We have a common stairwell, but they are not going to resettle them at all,” residents of the building told Fontanka.

    Some social media users suggested that those who failed to declare the building as unsafe should face legal action.

    “Officials and experts who did not recognize the house as unsafe should go to court,” one person commented under a Fontanka article.

    “Responsible officials on trial!” another wrote.

    “Why didn’t officials recognize the house as unsafe in a timely manner?” one person asked.

    Others pointed to faults elsewhere in the city.

    “The city has turned into a garbage dump. There is ice and water with dirty snow everywhere. There is garbage on the ice. Beautiful buildings in deplorable condition….,” one person said.

    Another blamed city officials, saying the work done by local authorities is “unsatisfactory” at the moment.

    “Collapse is everywhere you look; metro construction is a complete failure, the road infrastructure is lagging behind in development by a decade, tariffs for waste disposal have increased exponentially, but recycling plants have not been built, houses are collapsing and falling, winter street cleaning is generally a nightmare, emergency rooms are unable to cope with receiving victims. It’s a shame for the city,” they said.
