    A coalition of attorneys general for 17 states and the District of Columbia on Thursday called for a federal recall of Hyundai and Kia vehicles that they say are unsafe and too easy to steal.

    The attorneys general called for the recall “following the companies’ continued failure to take adequate steps to address the alarming rate of theft of their vehicles,” a release from California Attorney General Rob Bonta, who is leading the coalition, said.

    In a letter to the National Highway Traffic Safety Administration, the coalition requested a recall of “unsafe” Hyundai and Kia vehicles manufactured between 2011 and 2022 “whose easily bypassed ignition switches and lack of engine immobilizers make them particularly vulnerable to theft.”

    The vehicles in question, 2015-2019 Hyundai and Kia models, such as the Hyundai Santa Fe and Tucson and the Kia Forte and Sportage, when equipped with turn-key ignitions — as opposed to cars that only require a button to be pushed to start — are roughly twice as likely to be stolen as other vehicles of a similar age. Many of these vehicles lack some of the basic auto theft prevention technology included in most other vehicles, even in those years, according to the Highway Loss Data Institute, an industry group that tracks insurance statistics.

    These models became the subject of a viral social media trend in which thieves filmed themselves and others stealing Hyundai and Kia vehicles and taking them for a drive. In some parts of the country, the problem became so bad that some insurance companies refused to write new policies on these Hyundai and Kia models in places where the thefts had become extremely common.

    The models in question don’t have electronic immobilizers, which rely on a computer chip in the car and another in the key that communicate to confirm that the key belongs with that vehicle. Without the right key, an immobilizer should do just that — stop the car from moving.

    “Hyundai and Kia announced that they will initiate voluntary service campaigns to offer software updates for certain vehicles with this starting-system vulnerability. Unfortunately, however, this is an insufficient response to the problem and does not adequately remedy the safety concerns facing vehicle owners and the public,” the letter to the NHSTA said.

    Hyundai and Kia did not immediately respond to CNN’s request comment.

    The two South Korean automakers have created a software patch to fix the problem, the automakers have said. Hyundai and Kia operate as separate companies in the United States, but Hyundai Motor Group owns a large stake in Kia, and various Hyundai and Kia models share much of their engineering.

    The patch will be installed free of charge on models that need it, with software that requires an actual key in the ignition to turn the vehicle on. The software will also block the car from being started after the doors have been locked using the key fob remote control. The vehicle will need to be unlocked before it can be started.

    The software also extends the length of the alarm sound from 30 seconds to a full minute. Hyundai dealers will also affix window stickers stating that the vehicle has anti-theft software installed.

    “The bottom line is, Kia’s and Hyundai’s failure to install standard safety features on many of their vehicles have put vehicle owners and the public at risk,” Attorney General Bonta said. “We now ask the federal government to require these companies to correct their mistake through a nationwide recall and help us in our continued efforts to protect the public from these unsafe vehicles.”

    Recalls are ordered by NHTSA or, much more commonly, undertaken by automakers to correct safety-related defects. The attorneys general’s letter asserts that the ease of theft of these Hyundai and Kia vehicles constitutes a safety hazard and the vehicles fail to meet federal standards for theft prevention.

    “Moreover, thieves have driven these vehicles recklessly, speeding and performing wild stunts and causing numerous crashes, at least eight deaths, and significant injuries,” the letter said.

    The Environmental Protection Agency on Wednesday proposed ambitious new car pollution rules that could require electric vehicles to account for up to two-thirds of new cars sold in the US by 2032, in what would be one of the Biden administration’s most aggressive climate-change policies yet.

    The tailpipe standards would also have the effect of cutting planet-warming pollution from cars in half. Transportation accounts for nearly 30% of all greenhouse gas emissions in the US, according to the EPA.

    EPA Administrator Michael Regan called the regulations “the strongest-ever federal pollution standards for cars and trucks.”

    Regan touted the proposed rules on “CNN News Central” on Wednesday, claiming they would bring down costs for consumers and slash planet-warming pollution.

    “This is a future for everyone, and we’re starting to see all of the auto industry move in this direction,” Regan told CNN’s Sara Sidner, saying strong auto emissions rules have been part of President Joe Biden’s “vision from day one.”

    EPA officials said that they are considering several different emissions proposals, which could result in anywhere from a 64% to 69% electric vehicle adoption rate by early next decade. If approved, the emissions standards would start model year 2027 vehicles.

    The agency anticipates the new rules would mean EVs could also make up nearly half of all new medium-duty vehicles, like delivery trucks, by model year 2032. Officials are also proposing stronger standards for heavy-duty vehicles, including dump trucks, public utility trucks, and transit and school buses.

    One expert told CNN the Biden administration’s proposal is a pivotal moment for the US auto industry and consumers.

    “It’s a pretty big deal,” said Thomas Boylan, a former Environmental Protection Agency official and the regulatory director for the EV trade group Zero Emission Transportation Association. “This is really going to set the tone for the rest of the decade and into the 2030s in terms of what this administration is looking for the auto industry to do when it comes to decarbonizing and ultimately electrifying.”

    Regan and White House National Climate Adviser Ali Zaidi hailed the proposed regulations as a major climate win that would also save American consumers money in the coming years.

    Zaidi said that in the Biden administration’s first few years, the number of EVs on US roads had already tripled, while the number of public charging stations had doubled. And Zaidi vowed more to come, with funding from Biden’s infrastructure law for a network of EV charging stations combined with consumer tax credits.

    “Whether you measure today’s announcements by the dollars saved, the gallons reduced, or the pollution that will no longer be pumped into the air, this is a win for the American people,” Zaidi said.

    Yet even as the administration is writing aggressive regulations to push the market toward EVs, a Gallup poll released Wednesday suggests that Americans are not yet sold on the idea. Gallup polled more than 1,000 adults in the US last month and found that 41% said they would not buy an electric vehicle.

    Not only are EVs still more expensive than gas-powered cars, but consumers also haven’t yet grasped the climate benefits of transitioning to zero-emissions vehicles, the poll found. Six in 10 respondents said they believe EVs help the environment “only a little” or “not at all,” Gallup reported.

    Transportation is the biggest source of planet-warming pollution in the US, and light duty vehicles – the average cars Americans drive – account for 58% of those emissions. The UN’s Intergovernmental Panel on Climate Change reported last year that aggressive, pollution-slashing changes in the global transportation sector – including the transition to EVs – could reduce the sector’s emissions by more than 80%.

    Speaking on CNN, Regan also emphasized that switching to an EV would save consumers money in the long run.

    “Folks who purchase electric vehicles will see a cost savings over the lifespan of the vehicle, because they’re not having to buy gas, having to pay for maintenance,” Regan said. “So this is a huge opportunity for everyone in this country.”

    Other countries, including the EU and China, are moving faster toward adopting EVs. In the US, California has already proposed that zero-emissions vehicles make up 70% of new car sales by 2030, and 17 other states plan to follow California’s lead.

    That means much of the US car industry will already be transitioning ahead of the proposed federal rules.

    “I believe it’s pretty doable,” Margo Oge, chair of the International Council on Clean Transportation and a former Obama EPA official, said of the aggressive transition to EVs. “The industry is there. Europe is ahead of the US, China is ahead of Europe – and these companies are global companies.”

    New federal tax credits are coming next week that aim to help American consumers save up to $7,500 on an EV. But they have incredibly complex requirements for the auto industry – including that the cars’ batteries and components come from the US or countries it has a free-trade agreement with.

    Still, Boylan said the regulations are designed to gradually work over the next decade, by which time consumers should have far more electric vehicle options to choose from.

    “You’ve got the tax credits as the carrot,” Boylan said. The proposed tailpipe regulation “provides the stick to backstop these incentives and push the industry forward.”

    Regan told CNN the rules would be phased in gradually, giving auto makers and consumers years before they fully go into effect. During that time, the administration is focused on installing more EV charging stations and expanding access to $7,500 federal EV tax credits.

    “What we’re looking at is a ramp-up period,” Regan said on CNN. “We’re going to see a massive buildup over the next couple years, and we’re starting to see those electric vehicle sales numbers grow already.”

    The EPA will take public comment on the proposal before finalizing the rules in the coming months.

    One person has died and nearly a dozen more were injured after a 13-year-old crashed into two other vehicles while leading police on a chase in a stolen vehicle in California, authorities said.

    A Woodland Police Department officer spotted a vehicle being driven erratically on Saturday afternoon, according to a news release from the agency. Woodland is located about 15 miles northwest of Sacramento.

    The officer attempted to pull the vehicle over and a pursuit followed, Woodland police said. The car then collided with two other vehicles, causing two cars to catch fire.

    Four ambulances were requested to the scene – one person died and “nearly a dozen” people were injured, according to the release. The extent of their injuries was still being assessed Saturday evening.

    Police later determined that the driver of the vehicle involved in the pursuit was a 13-year-old boy driving a stolen car.

    California Highway Patrol is now investigating the cause of the crash, police said.

    Six people, including five children, were killed and one woman was injured in a car crash on Interstate 24 in Tennessee early Sunday morning.

    Emergency medical services responded to a collision of two vehicles at the interstate’s westbound mile marker 23 in Robertson County, according to a news release from Robertson County Emergency Medical Services.

    “A total of 4 Advanced Life Support ambulances responded to this scene and one helicopter/air ambulance,” the release said. “Initial arriving units worked quickly to search for, assess and triage the total 9 patients involved.”

    The driver of one of the vehicles involved in the accident was not injured, according to the release.

    “Only one other vehicle was involved. The vehicle was a car that was found upside down with very extensive damage,” the release read. “Another adult male was ambulatory on the scene and reported to responders that he had been in this car. This man was stable with what appeared to be minor injuries at that time.”

    An adult female “believed to have been ejected from the car” was found in critical condition, according to the release. The woman was flown to Vanderbilt University Medical Center in Nashville. Her current condition is unclear.

    Six others, including five children, were pronounced deceased on the scene “with injuries that could not be resuscitated,” the release read. All six, whose ages range from 1 to 18 years old, are believed to have been ejected from the vehicle.

    The Tennessee Highway Patrol told CNN in a statement they are investigating the crash and will release additional information when it becomes available.

    “Our office recognizes the incredible difficulty of this scene. Further coordination to involve professional mental health and counseling services for responders has been established,” Robertson County Emergency Medical Services said in its release. “Please keep the families and persons involved in your thoughts and prayers.”

    A tanker crash sparked a massive fire on a Baltimore County interstate Friday morning, state police and local officials said, just weeks after a deadly tanker fire about 50 miles away.

    Firefighters stood back as a yardslong trail of bright orange and red flames roared from the pavement, fueling thick black smoke that rose into the predawn darkness, an image released by the Baltimore County Fire Department shows.

    The tanker overturned and was the only vehicle involved in the crash, Sgt. Arthur Horton of Maryland State Police told CNN. A tanker strike team responded, the fire department said.

    The crash on I-795 forced all ramps from inner and outer loops to close, Maryland’s State Highway Administration said.

    The fire was put out, the fire department said in a Twitter post shortly before 9 a.m., and crews were working with the Maryland Department of the Environment to contain diesel fuel. “Beltway will be shut down for an extended period. Avoid the area,” the fire department said.

    The tanker driver was taken to a local trauma center with non-life-threatening injuries, police said.

    The crash happened weeks after a deadly gas tanker explosion following a crash on a highway in nearby Frederick, Maryland. The March 4 explosion on US Route 15, about 50 miles west of Baltimore, damaged homes and vehicles and killed the tanker driver. Hazardous materials, including gasoline and diesel fuel, were contained within hours, Frederick County officials said.

    The death of Stephen Smith, whose body was found in the middle of a road in 2015, is being investigated as a homicide, a spokesperson for the South Carolina Law Enforcement Division told CNN on Tuesday.

    The development comes almost two years after the murders of Margaret “Maggie” Murdaugh and Paul Murdaugh brought renewed scrutiny to the fate of the 19-year-old nursing student.

    Smith’s body was discovered lying on a Hampton County road on July 8, 2015 and his death was deemed a hit-and-run in an initial incident report and by a medical examiner’s report. The report cited the cause of death as blunt head trauma sustained from being hit by a vehicle.

    But the SLED spokesperson on Tuesday confirmed there was no indication in the investigation that was actually the case.

    Attorneys for Smith’s family welcomed the news, which follows SLED’s announcement in June 2021 it was opening the investigation into Smith’s death based on information learned while probing the murders of Maggie and Paul Murdaugh earlier that month.

    The agency has not provided details about what was found in that investigation, and authorities have not announced a connection between Smith’s death and the Murdaugh family, whose patriarch, Alex Murdaugh, was found guilty earlier this month and sentenced to life in prison for killing Maggie and Paul, on the night of June 7, 2021. Murdaugh has appealed his convictions.

    The case file from the initial South Carolina Highway Patrol investigation into Smith’s death – released by the patrol to CNN – shows the Murdaugh name was mentioned dozens of times by both witnesses and investigators, including the name of Alex Murdaugh’s surviving son, Buster.

    In one audio recording of a witness interview, then-Trooper Todd Proctor is heard saying, “Buster was on our radar. … The Murdaughs know that.” But why he was on investigators’ radar is unclear. Neither Buster Murdaugh nor anyone else has been charged in the case.

    Buster Murdaugh, a former classmate of Smith’s, released a statement Monday – his first on the matter – denying any involvement in Smith’s death and “requesting that the media immediately stop publishing these defamatory comments and rumors about me.”

    “This has gone on far too long,” his statement said. “These baseless rumors of my involvement with Stephen and his death are false.”

    An incident report from the state highway patrol indicated Smith had suffered blunt force trauma to the head.

    While a pathologist cited in a SLED report said Smith appeared to have been hit by a vehicle, the responding officer referenced in a report by the highway patrol’s Multidisciplinary Accident Investigation Team noted there was “no vehicle debris, skid marks, or injuries consistent with someone being struck by a vehicle.”

    Smith’s shoes were also both on and loosely tied, the report added, and investigators saw no evidence suggesting he was struck by a vehicle.

    Notes from investigators in the case file say that “according to family, Stephen would never have been walking in the middle of the roadway” and that he was “very skittish.”

    Smith had injuries to his left arm, hand and head, according to notes taken by a SLED investigator at the scene.

    His vehicle was found about three miles away, that report said, with the gas tank door open and the gas cap hanging out on the side of the car. The vehicle’s battery was functional but the car wouldn’t start, the report added.

    Attorneys for Smith’s family praised the decision to classify Smith’s death as a homicide, which came on the heels of an announcement by Smith’s mother and her legal team that they would seek to exhume her son’s body and pursue a private autopsy.

    “We have a chance to right eight years of wrongs, and we intend to do just that,” attorney Eric Bland said in a news release Tuesday.

    Smith’s family has raised more than $86,000 through a GoFundMe page for what Sandy Smith hopes will be “a new, unbiased look at his body and an accurate determination of his cause of death based on facts.”

    Smith’s mother and her attorneys said they will petition a court to proceed with exhuming Smith’s body, which requires a judge’s permission.

    “Our job is not to find out who did it,” Bland told reporters in a virtual news conference Monday. “That’s not what we do, we’re not law enforcement, we’re not doing a criminal case … What we’re really trying to do is give a mother answers.”

    The investigation will also involve looking at Smith’s life, Bland added, and what kind of communication the teen had and who he was associating with in the days before his death. Anything learned, Bland said, would be shared with law enforcement.

    A Norfolk Southern conductor was killed Tuesday after being struck by a dump truck at a facility in Ohio, prompting a National Transportation Safety Board investigation of the railway’s safety culture due to the “number and significance” of recent accidents.

    The conductor, identified as 46-year-old Louis Shuster, was fatally injured early Tuesday morning at the Cleveland-Cliffs Cleveland Works property, the railroad said in a news release. It is the third incident involving the railroad in the state in just over a month.

    Shuster was struck when a dump truck carrying limestone collided with the front left side of the first car of the train. He was outside the car when he was struck, a Cleveland police spokesperson told CNN.

    Norfolk Southern is working with Ohio Gov. Mike DeWine, the Cleveland Police Department and Cleveland-Cliffs representatives to learn more, it said.

    The National Transportation Safety Board said on Twitter that it had sent crews to the scene.

    The NTSB said in a statement later that its safety culture probe encompasses multiple incidents and three deaths since December 2021, including the toxic East Palestine derailment and the employee killed earlier Tuesday. It is already investigating a October 28 derailment in Sandusky, Ohio.

    “The NTSB is concerned that several organizational factors may be involved in the accidents, including safety culture,” the board said in a statement. “The NTSB will conduct an in-depth investigation into the safety practices and culture of the company. At the same time, the company should not wait to improve safety and the NTSB urges it to do so immediately.”

    Norfolk Southern’s CEO is scheduled to testify before a Senate committee Thursday.

    “Norfolk Southern has been in touch with the conductor’s family and will do all it can to support them and his colleagues. We are grieving the loss of a colleague today. Our hearts go out to his loved ones during this extremely difficult time,” the railroad said.

    Shuster was member of the Brotherhood of Locomotive Engineers and Trainmen (BLET) and employed as a Norfolk Southern conductor, according to the union.

    “Lou was a passionate and dedicated union brother,” said Pat Redmond, Local Chairman of BLET Division 607. “He was always there for his coworkers. He was very active in helping veterans who worked on the railroad and veterans all across our community.”

    Shuster, a resident of Broadview Heights, Ohio, was president of BLET Division 607 in Cleveland. Shuster has a 16-year-old son and cared for his elderly parents, and was an Army veteran, the union said.

    “This was a tragic situation and it’s a devastating loss for the Shuster family as well as the members of this union,” said BLET National President Eddie Hall. “All railroad accidents are avoidable. This collision underscores the need for significant improvements in rail safety for both workers and the public.”

    Cleveland-Cliffs is a flat-rolled steel company, according to its website, and its Cleveland Works facility sits on the Cuyahoga River in Cleveland.

    CNN has reached out to Cleveland-Cliffs, Cleveland police and the Ohio governor’s office for more information.

    The conductor’s death comes as Norfolk Southern is facing criticism for two recent derailments in Ohio, including one in East Palestine last month that resulted in the release and burning of a toxic chemical that left nearby residents complaining of headaches, coughing and rashes they believe are tied to the fiery crash.

    As the railroad works with the Environmental Protection Agency to remediate the site, it announced a new six-point safety plan Monday designed to help prevent similar derailments in the future.

    And in Springfield, about 200 miles southwest of East Palestine, another Norfolk Southern freight train derailed Saturday.

    The crash knocked out power and the area and resulted in a temporary shelter-in-place order for homes within 1,000 feet of the scene. Crews later determined nothing had spilled from the derailed cars and there was no environmental harm.

    Casualties, including injuries and deaths, involving railroad employees are not uncommon, according to data from the Federal Railroad Administration, which shows there were more than 13,500 incidents involving on-duty employees across the industry in 2022, including 1,060 involving Norfolk Southern employees.

    Forty-two rail employees died while on duty last year, the administration said. Five of those individuals were Norfolk Southern employees.

    Tesla is recalling 3,470 2022-2023 Model Y cars due to bolts in the second-row seat back frames not being secured properly.

    An estimated 4% of cars are affected, a recall report submitted in late February said.

    The loose bolts could cause the seat belts to not work properly in a crash, “which may increase the risk of an injury for occupants seated in affected second-row seating positions,” the National Highway Traffic Administration said.

    On Model Y vehicles, the second-row driver- and passenger-side seat back frames are secured with four bolts per seat back. But during production for certain Model Y cars, one or more of the bolts securing the seat back frames to the lower seat frame “may not have been torqued to specifications.”

    Owners can tell if their car is affected by seeing if their second-row seat back frame folds improperly or if it’s loose and rattles when driving.

    Tesla found five warranty claims regarding the bolts since last December, but is not aware of any injuries or deaths due to it.

    A driver in Fremont, California, found a faulty seat back bolt last December, triggering a Tesla investigation and risk assessment which ended February 17. A recall determination was made on the same day.

    Tesla will inspect the bolts and tighten them if necessary for free of charge, and owner notification letters will be mailed.

    The recall was filed the same month Tesla recalled all 363,000 US vehicles with the “Full Self Driving” driver assist software due to safety risks, a significantly larger recall, which was a blow to the automaker’s business model.

    The NHTSA said, based on its analysis, Tesla’s “Full Self Driving” feature “led to an unreasonable risk to motor vehicle safety based on insufficient adherence to traffic safety laws.” And it warned the feature could violate traffic laws at some intersections “before some drivers may intervene.”

    “The FSD Beta system may allow the vehicle to act unsafe around intersections, such as traveling straight through an intersection while in a turn-only lane, entering a stop sign-controlled intersection without coming to a complete stop, or proceeding into an intersection during a steady yellow traffic signal without due caution,” said the recall notice, posted on NHTSA’s website.

    Tesla will attempt to fix the feature, which costs $15,000, through an over-the-air software update, the notice added.

    Nissan is recalling more than 700,000 Rogue and Rogue Sport compact SUVs because they can be shut off accidentally while driving.

    Some model year 2016 through 2020 Nissan Rogue and 2017 through 2022 Rogue Sports, have jackknife-style keys – the type in which the metal blade of the key flips out from within a plastic key fob. An internal joint in the key can weaken over time, allowing the key to accidentally fold while in use. If this happens while the key is in the ignition, then the vehicle can be accidentally turned off if they is key is touched or bumped.

    The recall only involves the base Rogue S and smaller Rogue Sport S models. Nissan hasn’t yet worked out a solution to the problem, according to documents the automaker filed with the National Highway Traffic Safety Administration. Once a solution is available, according to NHTSA, it will be provided by Nissan dealers free of charge.

    In the meantime, owners of vehicles involved in the recall are advised not to attach anything to the keys that might pull it down and, also, to insert the key into the ignition in a direction that allows the key to fold fold only upward, not down.

    Nissan will begin alerting owners about the recall later in March. Owners with questions about recall can also call NHTSA’s Vehicle Safety Hotline at 888-327-4236.

    In its first-ever blizzard warning, the National Weather Service in San Diego said the San Bernardino County mountains could see 3 to 5 feet of snow through Saturday morning.

    Blizzard warnings were also issued for Los Angeles and Ventura counties through Saturday afternoon. Up to 5 feet of snow is possible with some isolated areas seeing between 7 and 8 feet. The National Weather Service’s Los Angeles office issued its last blizzard warning on February 4, 1989.

    “This storm system will be unusually cold, and snow levels will be very low. In fact, areas very close to the Pacific Coast and also into the interior valleys that are not accustomed to seeing snow, may see some accumulating snowfall,” the National Weather Service said early Friday.

    “For Friday morning through Saturday afternoon, plan to hunker down and avoid travel. The worst impacts from flooding and blizzard conditions occur Friday afternoon through Saturday morning, when any non-essential or non-emergency travel should be postponed!” the San Diego weather service said.

    The National Weather Service on Friday afternoon issued a flash flood warning with a “considerable flash flood damage threat,” for Los Angeles and surrounding areas. This is the second highest level of flood warning from the NWS, only topped by a flood emergency.

    Over 6 million people are covered by the warning, including downtown Los Angeles, Pasadena, Beverly Hills, Burbank and Santa Barbara.

    “Flash flooding is already occurring…and is expected to worsen into the evening hours,” the NWS warning said.

    The weather service also warned that debris flows are likely from previous burn scars in the region.

    Up to 5 inches of rain could fall across lower elevations of the greater Los Angeles area while the mountains could see 6 inches. In the San Diego area, up to 3 inches of rain is possible in lower elevations while the mountains could get 7 inches.

    The storm has put more than 20 million people under flood watches and more than 30 million people under high wind alerts across Southern California – roughly two months after the state endured rounds of deadly flooding. The highest gusts in the warning areas could reach 75 mph.

    The storm system will impact Northern California early in the day Friday. Up to 6 inches of snow is possible across lower elevations and up to 3 feet could fall on the region’s highest peaks before conditions begin to improve by Friday evening as the storm slips to the south.

    The Sierra Nevada Mountains could see up to 6 feet of snow Friday into Saturday and in Nevada, a blizzard warning for northwestern Nye County will be in effect Friday morning through early Saturday.

    “Heavy snow, winds gusting as high as 60 mph, will cause zero visibility due to blowing and drifting snow,” the weather service warned.

    Snow has already hit the Santa Cruz Mountain, resident Ngugi Kihara told CNN on Friday.

    “We never seen this much snow up here,” Kihara said. “We woke up to it. It started yesterday but picked up a lot overnight. Lots of trees are falling and all the roads around us are closed. Power is out and has been mostly gone since Tuesday.”

    Power outages were already adding up in California early Friday, with nearly 75,000 customers in the dark, largely in the northern region. That accounts for a small portion of the more than 820,000 power outages recorded nationwide as the day began, according to PowerOutage.us. The majority of the outages – nearly 720,000 – were in Michigan, where freezing rain and ice this week damaged utility lines and trees.

    The storm struck the West as a ferocious, multiday winter storm began to subside after wreaking havoc in several states across the West, northern Great Plains the Great Lakes region and New England.

    Several counties in Wyoming went into search-and-rescue mode after more than 40 inches of snow fell in the southern parts of the state over the course of several days and motorists were trapped in heavy snow, the state highway patrol said on Twitter.

    Minneapolis, Minnesota, saw more than 13 inches in a three-day period this week. More than 160 vehicle crashes were reported statewide, and dozens of cars spun off roads Wednesday, a spokesperson for the Minnesota State Patrol said in a series of tweets.

    Minneapolis officials have declared a one-day snow emergency beginning Friday, and city crews have been plowing and treating streets.

    Since the storm began Monday evening, cumulative snowfall reached dozens of inches in some cities, including 48 inches in Battle Lake, Wyoming, 32 inches in Dupuyer, Montana, and 29 inches in Park City, Utah.

    But snow was not the storm’s only culprit. Severe icing was also a danger.

    Ann Arbor, Michigan, recorded 0.65 inches, while Fransville, Wisconsin, measured 0.75 inches of ice.

    And in New England, icy conditions likely contributed to a massive 15-vehicle pileup on the Massachusetts Turnpike Thursday night, according to a tweet by the Massachusetts State Police.

    The chain-reaction crash involved multiple personal vehicles and tractor trailers, officials said. Troopers, firefighters and EMS responded to the incident and multiple victims had to be transported to the hospital, according to the tweet.

    As northern regions of the country were measuring snowfall and ice accumulation, parts of the Southeast were experiencing record-high heat.

    More than 50 daily record highs were recorded in the Southeast Thursday.

    • St. Simons Island, Georgia, saw a high temperature of 88 degrees, an all-time February record.
    • Tupelo, Mississippi, reached a high temperature of 87 degrees, another an all-time February record. The previous record of 84 degrees was set Wednesday.
    • Raleigh, North Carolina, saw a high temperature of 85 degrees, which was an all-time February record. The previous record of 84 degrees was set in 1977.

    The dueling winter storm and southern heat wave created a stark 100-degree temperature difference between the Northern Rockies and the South earlier this week.

    The Biden administration on Friday finalized a decision to reestablish Obama-era rules that require coal and oil-fired power plants to reduce toxic pollutants, including mercury and acid gas, that come out of their smokestacks.

    Mercury is a neurotoxin with several health impacts, including harmful effects on children’s brain development. And while the updated rule significantly benefits public health for communities around these kinds of power plants, it also has the effect of requiring plants to cut down on planet-warming pollution that comes from burning coal to generate electricity.

    President Joe Biden’s Environmental Protection Agency announced early last year that it intended to undo a Trump-era rollback of the 2012 mercury pollution rules, one of many Trump-era environmental decisions it has reversed.

    “This is a really good day for public health in this country,” EPA Deputy Administrator Janet McCabe told CNN. “We’re talking about mercury, arsenic, acid gases; these are dangerous pollutants that impact people’s health.”

    The EPA estimates the 2012 rule brought down mercury emissions from power plants by 86% by 2017, while acid gas emissions were reduced by 96%.

    McCabe said the EPA is currently working on its own, stronger mercury standard that it expects to propose “not too long from now” and finalize before the end of Biden’s first term.

    The Mercury and Air Toxics Standards rules are part of a larger tranche of regulations the agency is expected to roll out this spring that would cut down on coal-fired power plant pollution, including rules on proper disposal of coal ash.

    It also plans to release a much-anticipated rule that would regulate planet-warming pollution like carbon dioxide and methane. That rule is expected to be more limited than climate advocates desire, after the US Supreme Court limited the EPA’s ability to broadly regulate carbon pollution in a ruling last year.

    “We’re very mindful of the Supreme Court precedent,” McCabe told CNN. “We’ve been working very, very carefully to craft a rule that will be in the four corners of the direction that the Supreme Court has laid down.”

    McCabe said the agency will propose that rule “in the relatively near future,” but did not share specifics about what the rule would do to limit pollution.

    Many of the nation’s coal-fired power plants are aging and new ones are not being built – especially as it’s getting more expensive operate existing plans. If the EPA implements stronger federal regulations on mercury, coal ash and greenhouse gas emissions, it could have the impact of more utilities shuttering coal-fired plants, as many are already doing.

    The Biden administration said it has deployed federal medical experts to help assess what dangers remain at an Ohio village where a train carrying hazardous materials derailed this month, a ramp-up of federal support at the governor’s request as anxious residents point to signs of adverse effects.

    Ohio Gov. Mike DeWine on Thursday asked the US Centers for Disease Control and Prevention and the US Department of Health and Human Services to send teams to East Palestine, where the train derailed February 3 and sparked a dayslong blaze.

    “This request for medical experts includes, but is not limited to, physicians and behavioral health specialists,” DeWine wrote in a letter to the CDC. “Some community members have already seen physicians in the area but remain concerned about their condition and possible health effects – both short- and long-term.”

    The Biden administration approved the request and began deploying teams from both federal agencies in part for public health testing and assessments, White House press secretary Karine Jean-Pierre said Thursday.

    That is in addition to aid the Federal Emergency Management Agency is providing, according to Jean-Pierre, who noted Thursday that the train derailment situation is “much more expansive” than what FEMA can offer.

    The federal support boost to a community of some 5,000 people along the Ohio-Pennsylvania state line comes amid some residents’ growing concerns that some areas may not be safe to live in.

    An evacuation order that was in place for areas near the crash site was lifted February 8 after officials said air and water sample results led them to deem the area safe, officials said.

    But a chemical stench lingered in areas, with some residents saying the odor left them with headaches and pains in their throat. Plus, officials estimate thousands of fish were killed by contamination washing down streams and rivers.

    Further spurring residents’ questions about safety – some of which were expressed at an emotional community meeting Wednesday – were crews’ decision to conduct controlled detonations February 6 of some tanks carrying toxic chemicals to prevent a more dangerous explosion. Though a larger blast was averted, the detonations essentially released chemicals into the air, including vinyl chloride that at high levels could kill and increase cancer risk.

    On Thursday, the head of the federal Environmental Agency Administration visited East Palestine and vowed to use the agency’s enforcement authority to hold the train operator, Norfolk Southern, accountable.

    “I want the community to know that we hear you, we see you, and that we will get to the bottom of this,” EPA Administrator Michael S. Regan said Thursday during a news conference. “We are testing for all volatile organic chemicals. We’re testing for everything. We’re testing for everything that was on that train. So, we feel comfortable that we are casting a net wide enough to present a picture that will protect the community.”

    During the visit, Regan observed some of the ongoing remediation efforts following the hazardous train derailment. While the state EPA has the primary responsibility over the scene, Regan noted the federal arm is ready to provide aid when needed.

    Regan also noted that Norfolk Southern has signed a notice of accountability, acknowledging the company will be responsible for the cleanup.

    Meanwhile, another train operated by Norfolk Southern derailed Thursday morning in Michigan’s Van Buren Charter Township, and local officials said there was no evidence the area was exposed to hazardous materials.

    First responders arrived at the crash location around 8:30 a.m. and found around 30 rail cars had derailed. One of the overturned rail cars contained agricultural grain while the other overturned cars were empty, Van Buren Township Public Safety said.

    One rail car contained liquid chlorine, but it was not part of the overturned section and was removed from the scene, officials added.

    CNN has reached out to Norfolk Southern for comment on the train derailment in Michigan.

    Federal transportation investigators are working vigorously to determine what caused the 100-car freight train to crash in Ohio, the head of the National Transportation Safety Board said Thursday in a thread of tweets.

    “You have my personal commitment that the NTSB will CONTINUE to share all information publicly as soon as possible following our analysis,” board chairwoman Jennifer Homendy wrote. “Next: NTSB investigators will thoroughly examine the tank cars once decontaminated. As always, we’ll issue urgent safety recommendations as needed.”

    One of the elements under scrutiny is an apparent overheated wheel bearing seen on video before the derailment, the NTSB has said. The apparent overheating began at least 43 minutes before the train derailed, according to a CNN analysis of surveillance videos the network obtained.

    At around 8:12 p.m. on February 3, sparks from an apparent wheel bearing overheating were visible as the train passed through Salem, Ohio, two surveillance videos obtained by CNN show. Bright light and sparks are seen emanating from one of the rail cars.

    No sparks were seen in surveillance video taken 14 minutes earlier as the train passed through Alliance, Ohio.

    The train derailed in East Palestine around 8:55 p.m., about 43 minutes after the sparks were seen in Salem.

    It remains unclear what caused the overheating and whether it is linked to the derailment.

    Homendy, whose agency is responsible for investigating various transportation crashes from aviation to railways, implored the public on Twitter not to speculate about the cause of the crash.

    The train was carrying a range of toxic materials, including vinyl chloride, ethylene glycol monobutyl ether, ethylhexyl acrylate, isobutylene and butyl acrylate, the US Environmental Protection Agency has said.

    Of those, the vinyl chloride gas that caught fire could break down into compounds including hydrogen chloride and phosgene, a chemical weapon used during World War I as a choking agent, according to the EPA and the CDC. Vinyl chloride – a volatile organic compound, or VOC, and the most toxic chemical involved in the derailment – is known to cause cancer, attacking the liver, and can also affect the brain, Maria Doa of the Environmental Defense Fund told CNN.

    It’s the dangers these chemicals pose that has put East Palestine residents on edge over the past two weeks.

    During an intense community town hall meeting Wednesday in a high school gym, East Palestine Mayor Trent Conaway addressed the February 6 controlled detonations, saying the only option was to release the chemicals manually or risk greater danger to residents.

    “There (were) two options: We either detonate those tanks, or they detonate themselves,” Conaway told a group of reporters at Wednesday’s meeting.

    “Yes, harmful chemicals went into the air. I am truly sorry, but that is the only option we had. If we didn’t do that, then they were going to blow up, and we were going to have shrapnel all across this town.”

    Jami Cozza, an East Palestine resident who attended the meeting and was vocal about the issues her family have been facing since the train derailed, said she will not return home until it’s safe. Cozza told CNN she’s staying at a hotel paid for by the train company due to toxicity in her home cause by the derailment.

    Cozza explained the train company told her it was safe to return home after conducting air testing. However, she insisted the company run soil and water tests, and only then did a toxicologist deem her house unsafe.

    “Had I not used my voice, had I not thrown a fit, I would be sitting in that house right now, when they told me that it was safe,” Cozza said Thursday, adding she’s worried that not all residents are receiving the proper level of testing.

    Cozza noted the company has also offered to pay all of her moving expenses. “It’s not about the money. It’s about our house,” she said.

    Representatives of the train’s operator, Norfolk Southern, did not attend the community meeting Wednesday, citing safety concerns after it said employees were threatened, further escalating tensions.

    Despite the company’s absence, the mayor said the operator has been collaborating with local officials “tremendously.”

    Earlier this week, Norfolk Southern said it plans to create a $1 million charitable fund to support the East Palestine community.

    The company initially said it would make $1,000 payments to residents who lived within a mile of the spill evacuation zone. But the company has since decided to pay each resident in the entire 44413 ZIP code that money, a spokesman for the company told CNN.

    As of Tuesday evening, Norfolk Southern has distributed more than $1.5 million in direct financial assistance to more than 1,000 families and some businesses to cover costs related to the evacuation, the company said Wednesday in a news release.

    Those payments are in addition to the company’s offer to reimburse expenses related to residents evacuating during the incident, which includes the costs of hotels stays, food and more, company spokesperson Connor Spielmaker said.

    A crash involving a commercial tractor truck hauling liquid nitric acid has led to evacuation orders as a hazardous spill prompted officials to close a portion of Interstate 10 in Tucson, Arizona, officials said.

    The interstate was shut down in both directions between Rita and Kolb roads Tuesday, and the “extensive closure” is expected to continue impacting the Wednesday morning commute, the Arizona Department of Public Safety said on its website.

    The driver of the truck died in the crash, the department said, without identifying the driver publicly.

    A shelter-in-place order that was in effect earlier was lifted Tuesday night, officials said. Meanwhile, the one-half-mile perimeter around the incident remains under an evacuation order through at least 6 a.m. Wednesday, officials noted.

    Nitric acid is a colorless liquid, has yellow or red fumes and acrid odor, according to the US Centers for Disease Control and Prevention. Exposure to it can cause irritation to the eyes, skin and mucous membrane.

    Six people died and three others were injured in a crash involving an express bus and a freight truck in Upstate New York Saturday morning, according to authorities.

    New York State Police responded to a collision between the bus and the Freightliner box truck around 6 a.m. ET on State Highway 37 in Louisville, a town near the US-Canada border, according to a press release from the agency.

    The crash left one person in critical condition and seriously injured two people who were on the express bus, state police said. Victims were transported to several hospitals, according to the release.

    It is unclear how many people were on board the vehicles or where they were headed when the deadly crash happened.

    “The facts about the cause of this accident are unknown at this time,” spokesperson Randolph P. Ryerson for Penske, the rental company for the truck involved, told CNN in a statement.

    “We do not yet have specific information about the rental vehicle involved or information about who was driving the rental vehicle at the time of the incident,” Ryerson added.

    The National Transportation Safety Board announced it is launching a six member team to conduct a safety investigation into the fatal collision.

    Mayor Mike Zagrobelny of Waddington, a town near the scene of the accident, thanked first responders from around the county who assisted in a post on Facebook Saturday.

    The use of a vehicle that wrecked while carrying four members of the University of Georgia football program – two of whom died in the crash – was “unauthorized,” according to a statement from the University of Georgia Athletic Association.

    The Ford Expedition was one of several cars that were leased by the Athletic department for use during recruiting activities “only,” and personal use was “strictly prohibited,” according to the statement.

    “Policies and expectations that were well understood by athletics staff dictated that such rental vehicles were to be turned in at the immediate conclusion of recruiting duties,” the statement read. “The continued use of the leased car by our staff members after their recruiting duties ended earlier that evening was unauthorized.”

    Devin Willock and Chandler LeCroy died in the crash. Willock, a redshirt sophomore from New Milford, New Jersey, played on the offensive line in all 15 of the team’s games this past season. LeCroy was a football recruiting analyst for the team, according to her LinkedIn.

    The crash occurred early January 15, just hours after the team celebrated its latest national championship victory.

    CNN previously reported that shortly before 3 a.m., LeCroy, 24, was driving with Willock, 20, and two other passengers near the UGA campus in Athens when the vehicle went off the road and barreled into two power poles and several trees, the Athens-Clarke County Police Department said in a news release.

    Willock was ejected from the vehicle and died on the scene, and LeCroy died after being taken to a hospital, police said.

    “We are continuing to cooperate fully with investigators. Above all, our thoughts and prayers remain with the families and friends of those we lost and those who were injured in this tragic accident,” the statement read.

    The vehicle was exceeding the speed limit of 40 mph before it hit a curb and left the roadway, according to the crash report from the Athens-Clarke County Police Department released Tuesday.

    The two other people in the vehicle, a football player and a member of the football staff, were injured.

    Nearly three weeks after a traffic stop in Memphis, Tennessee, resulted in a violent arrest and subsequent death of a driver, police are expected to release footage of the incident to the public.

    Tyre Nichols, a 29-year-old Black man, was hospitalized after the arrest on January 7 and died three days later from injuries sustained, according to police. Five officers from the Memphis Police Department, who are also Black, were fired and face criminal charges.

    The family of Nichols and attorneys have met with police and city officials to view the traffic stop’s video recordings, which have been described as a vicious, prolonged beating that lasted for minutes after officers chased down a fleeing Nichols.

    Memphis Police Chief Cerelyn “CJ” Davis decried the officers’ conduct, adding additional officers continue to be investigated.

    “This is not just a professional failing,” Davis said. “This is a failing of basic humanity toward another individual. This incident was heinous, reckless and inhumane. And in the vein of transparency, when the video is released in the coming days, you will see this for yourselves.”

    After charges were announced Thursday, Memphis Mayor Jim Strickland said of the accelerated investigation, “We have worked to get a resolution to these matters in record time because we take them extremely seriously.”

    Here’s what we know about the timeline of the incident, investigations from authorities and reaction from Nichols’ family:

    On January 7 at approximately 8:30 p.m., officers pulled over a vehicle for suspected reckless driving, according to a statement from Memphis police.

    “A confrontation occurred” between officers and the vehicle’s driver – later identified as Nichols – who then fled on foot, according to Memphis police. Officers apprehended him and “another confrontation occurred,” resulting in Nichols’ arrest, police said.

    An ambulance was called to the scene of the arrest after Nichols complained of shortness of breath, police said, and he was transported to a nearby hospital in critical condition.

    On January 10, three days after the stop, the Tennessee Bureau of Investigation announced Nichols had died due to injuries sustained in the “use-of-force incident with officers,” according to a statement.

    Following the traffic stop, the officers involved were relieved of duty – a standard departmental procedure while an investigation into their use of force began, Memphis police said. The TBI and the Shelby County District Attorney’s Office were also enlisted to investigate.

    Preliminary findings indicated the serious nature of the officers’ conduct during the stop, police said.

    “After reviewing various sources of information involving this incident, I have found that it is necessary to take immediate and appropriate action,” Chief Davis said in a statement released January 15. “Today, the department is serving notice to the officers involved of the impending administrative actions.”

    The department needed to follow a required procedural process before disciplining or terminating government civil servant employees, the statement added.

    In the days after Nichols’ death, his family’s attorney Ben Crump repeatedly voiced their desire for the release of body camera and surveillance footage of the traffic stop.

    “This kind of in-custody death destroys community trust if agencies are not swiftly transparent,” Crump said in a statement.

    On January 18, the Department of Justice said a civil rights investigation has been opened into the death of Nichols.

    “Last week, Tyre Nichols tragically died, a few days after he was involved in an incident where Memphis Police Department officers used force during his arrest,” Kevin G. Ritz, US Attorney for the Western District of Tennessee, said in a statement.

    Acknowledging the Tennessee Bureau of Investigation’s ongoing efforts, the US Attorney’s office “in coordination with the FBI Memphis Field Office and the Civil Rights Division of the Department of Justice, has opened a civil rights investigation,” Ritz said, declining to provide further details.

    After its internal investigation, Memphis police identified and fired five officers involved in the traffic stop due to their violation of multiple department policies.

    Officers Tadarrius Bean, Demetrius Haley, Emmitt Martin III, Desmond Mills, Jr., and Justin Smith were terminated for failing in their “excessive use of force, duty to intervene, and duty to render aid,” the department said in a statement.

    “The egregious nature of this incident is not a reflection of the good work our officers perform, with integrity every day,” Davis said.

    A statement from the Memphis Police Association, the union representing the officers, declined to comment on the terminations beyond saying that the city of Memphis and Nichols’ family “deserve to know the complete account of the events leading up to his death and what may have contributed to it.”

    Nichols family attorneys Crump and Antonio Romanucci called the firing of the five officers “the first step towards achieving justice for Tyre and his family.”

    Two Memphis Fire Department employees who were part of Nichols’ “initial patient care” were also fired, department Public Information Officer Qwanesha Ward told CNN’s Nadia Romero.

    After meeting with officials to watch the unreleased police video of the arrest, Nichols’ family and their attorneys described their horror at what they saw.

    “He was defenseless the entire time. He was a human piñata for those police officers. It was an unadulterated, unabashed, nonstop beating of this young boy for three minutes. That is what we saw in that video,” Romanucci said. “Not only was it violent, it was savage.”

    “What I saw on the video today was horrific,” Rodney Wells, Nichols’ stepfather, said Monday. “No father, mother should have to witness what I saw today.”

    Crump described the video as “appalling,” “deplorable” and “heinous.” He said RowVaughn Wells, Nichols’ mother, was unable to get through viewing the first minute of the footage after hearing Nichols ask, “What did I do?” At the end of the footage, Nichols can be heard calling for his mother three times, the attorney said.

    According to preliminary results of an autopsy commissioned by attorneys for his family, Nichols suffered “extensive bleeding caused by a severe beating.” CNN has requested a copy of the autopsy, which Crump said will be available when the full report is ready.

    Shelby County District Attorney Steve Mulroy told CNN on Tuesday his office was ensuring all necessary interviews with those involved had been conducted before the footage’s release.

    “A lot of the people’s questions about what exactly happened will, of course, be answered once people see the video,” Mulroy said, noting he believes the city will release enough footage to show the “entirety of the incident, from the very beginning to the very end.”

    Tyre Nichols’ family speaks out after seeing police footage of police beating

    A grand jury indicted the five officers fired by Memphis police on several charges, according to the county’s district attorney.

    Martin III, Smith, Bean, Haley and Mills, Jr. were each charged with second-degree murder, aggravated assault, two charges of aggravated kidnapping, two charges of official misconduct and one charge of official oppression, according to both Shelby County criminal court and Shelby County jail records.

    “While each of the five individuals played a different role in the incident in question, the actions of all of them resulted in the death of Tyre Nichols, and they are all responsible,” Mulroy said during a news conference.

    All five former officers reported to Shelby County Jail on Thursday, with four bonding out by early Friday morning, jail records showed.

    Tracking used car prices is enough to give anyone whiplash.

    Since the start of the pandemic and the resulting disruptions to new car supply chains first sent prices soaring, used car prices posted their largest annual increase on record – up 45% in the 12 months ending in June 2021, according to the Consumer Price Index – before swinging to a 12-month drop of 8.8% in the most recent reading for December.

    That was the biggest 12-month plunge in prices for used cars since June 2009, when General Motors and Chrysler were both in bankruptcy proceedings and the economy was hemorrhaging a half-million jobs a month.

    “It was a completely wild ride,” said Ivan Drury, director of insights at Edmunds.com Inc., an online resources for inventory and information on cars.

    Data from Edmunds shows the average price of a used car purchase in December at $29,533, down nearly $1,600 from the record high of $31,095 reached in April 2022. Today’s average used car price is about the same as the average new car price as recently as 2010.

    While the prices of late model used cars are down only 5% off their peak according according to Edmunds, the price of older used cars, those five years or older, have fallen 15% or more from their peaks early in 2022.

    Experts say reasons for the decline include higher interest rates that make it more expensive to finance a car purchase, limiting demand. CarMax

    , the nation’s largest pure used car dealer, has warned that the combination of high prices and high interest rates is creating an affordability problem for many buyers, hurting overall demand.

    But the leading reason for the drop in used car prices is the increased supply of new cars.

    It was the lack of new car inventory that drove up prices. Parts shortages, especially for computer chips, had choked off production of new cars in much of 2022, causing the lowest level of full-year US new car sales since 2011.

    The low supply of new cars caused an even bigger jump in the average price of used cars, as buyers who would otherwise buy new vehicles turned to the used car market.

    “At one point it seemed that everyone who was going to buy new ended up buying used,” said Greg Markus, executive vice president of AutoLenders, parent company of New Jersey’s largest used car dealership chain.

    That included rental car companies, which before the pandemic normally bought about 10% or more new cars per year. With limited inventory of cars to sell, automakers essentially stopped making lower-priced fleet sales, and even rental car companies were forced to turn to the used car market.

    All that has started to change in recent months. Automakers are reporting more supplies of the chips they need, and are producing and selling more cars, including a return of fleet sales. Overall, sales were up 9% in the fourth quarter compared to a year ago, and nearly 6% higher than in the third quarter, according to Cox Automotive. And with more buyers finding the new cars they want, that means lower demand for used cars.

    Experts say part of the decline in used car prices is that the price increases were not sustainable and were partly driven by buyers at used car auctions overpaying for the limited supply of used vehicles.

    “There was nowhere for these prices to go but down,” said Markus.

    There could be more declines in used car prices in the months ahead, as new car inventories continue to build. One thing that could put a floor under the used car prices: late model used cars will likely be in short supply given the reduced new car production over the last three years.

    “The supply issue is still grim,” said Markus. Because of that, “I don’t think we’re getting down to 2019 levels,” he added.

    The run-up in used car prices was a major driver in the nation’s overall inflation rate, adding about a full percentage point to the overall increase in consumer prices from April of 2021 through May of 2022. Now it’s a factor helping to bring down the pace of inflation, shaving more than a third of a point off the overall rate in December.

    This is obviously good news for those wanting or needing to buy a used car, though it can have a negative effect on car buyers by reducing the value of vehicle they hope to trade in. Edmunds shows the average trade-in value in December down nearly $3,000, or 11%, to $22,605, from the record high hit in June of 2022.

    That drop in the value of trade-ins could also be a headwind on car prices by reducing what buyers are able to pay.

    University of Georgia football player Devin Willock and football staff member Chandler LeCroy were killed in a single car crash early Sunday just hours after their team celebrated its national championship with a victory parade and celebration, according to a statement from the UGA Athletic Association and reporting from CNN affiliate WXIA.

    Willock, 20, and LeCroy, 24, were among four people in the vehicle at the time of the crash, which happened around 2:45 a.m. on Sunday not far from the UGA campus in Athens, WXIA reported.

    “Devin and Chandler were two special people who meant so much to the University of Georgia, our football program and our athletic department,” the UGA Athletic Association said in a statement. “We ask that everyone keep their families in your prayers during this very difficult time.”

    Willock, a redshirt sophomore from New Milford, New Jersey, played on the offensive line in all 15 of the team’s games this year, according to Georgia’s football roster.

    Two other members of the football program were injured in the crash and are in stable condition at a hospital, the university said. The two others who were injured have not yet been identified.

    CNN has reached out to the Athens-Clarke County Police Department to obtain a copy of the incident report.

    Hours earlier, the UGA players, coaches and fans packed into Sanford Stadium to celebrate their second straight national championship. Many offered condolences and memories of the two.

    “We are all heartbroken and devastated with the loss of Devin Willock and Chandler LeCroy,” UGA Head Football Coach Kirby Smart said in a statement Sunday morning.

    “Devin was an outstanding young man in every way. He was always smiling, was a great teammate and a joy to coach. Chandler was a valuable member of our football staff and brought an incredible attitude and energy every single day. We grieve with their families for this tragic loss and will support them in every way possible,” the coach added.

    University President Jere W. Morehead remembered Willock and LeCroy in a statement Sunday morning.

    “Our thoughts and prayers are with their families and friends. We also pray for the full recovery of those injured in this tragic accident.”

    Former Georgia defensive lineman Jordan Davis, now with the NFL’s Philadelphia Eagles, said in a tweet he was heartbroken. “Watching them grow and become like family over these few years. There is no grief without love, and we love both of you like family,” he wrote.

    Georgia linebacker Nolan Smith said the deaths “hurt my heart man, all I have to say the GREAT ONES LEAVE TO SOON,” he wrote on Twitter. “@DevinWillock I LOVE YOU FOREVER.”

    At least 40 people were killed Sunday and many others seriously injured in a bus crash in central Senegal, according to the country’s president. 

    “I am deeply saddened by today’s tragic road accident in Gniby, where 40 people died and many were seriously injured. I send my heartfelt condolences to the families of the victims and wish the injured a speedy recovery,” President Macky Sall said in a tweet.

    The incident involved two buses that collided with one another, according to Radiodiffusion Télévision Sénégalaise (RTS), the country’s public broadcaster.  

    The western African nation will observe three days of national mourning for the victims, starting on January 9, the president announced. 

    The reason for the crash is as yet unknown. CNN has reached out to the Senegalese Transport Ministry for comment.

    Dakar will also call an inter-ministerial council on January 9 to discuss “firm measures” to ensure transport safety, according to Sall.

    As police in Buffalo, New York, sifted through 911 and welfare check calls dating back to the earlier days of the deadly winter storm, harrowing accounts of those lost in the storm have emerged.

    Among the victims was Monique Alexander, a 52-year-old mother who died in the Buffalo storm, her daughter Casey Maccarone said. Alexander had rushed out of the house as conditions were worsening, saying she would be right back, Maccarone said.

    Two hours later, when she had not returned, her daughter said she posted on a Buffalo blizzard Facebook group asking if anyone had seen her mom. Just minutes later, a stranger messaged her and asked to call her, Maccarone said.

    “He just instantly broke down crying,” Maccarone said. “He was stranded as well and he was walking down the street and he saw her in the snow. So he picked her up and he placed her under the awning … so that she wouldn’t get snowed on anymore.”

    “Her grand kids were waiting for her to come home. We were waiting for her to come home,” Maccarone said.

    The death toll in Erie County, New York, climbed to 37 by Tuesday evening as first responders went door-to-door and car-to-car checking on people they couldn’t reach days ago, when a blizzard swept through the area, trapping residents and snarling emergency response during the holiday weekend.

    It took until Wednesday evening for Buffalo Police to announce they were done following up on the unanswered 911 and welfare check calls – which at some point reached 1,100 calls, Buffalo Police Commissioner Joseph A. Gramaglia said.

    Some officers checking on residents arrived to find that, in some cases, they were too late.

    “It’s a grueling, gruesome task that they had to do,” Gramaglia said. “They recovered a substantial amount of bodies and it’s terrible.”

    Some people have been found dead in cars, on streets or in snowbanks, Buffalo Mayor Byron Brown said.

    Among the storm’s victims is Anndel Taylor, 22, whose family said she was found dead in Buffalo over the holiday weekend after getting trapped in her car by the blizzard.

    After losing contact with her, her family also posted her location to a private Facebook page related to the storm to ask for help, and a man called to say he had found her without a pulse, her sister said.

    Also among the fatalities was 46-year-old Melissa Morrison, a Buffalo mother of two whose body was found in the snow near a Tim Horton’s, her mother Linda Addeo told CNN.

    Addeo had worried about her daughter after her son came across social media posts on Friday about a body that was found near the coffee shop that Morrison lived by, she said.

    On Tuesday, the coroner’s office informed the family that the same body was positively identified as that of Morrison, Addeo said.

    Another storm-related death involved a 26-year-old man, Abdul Sharifu, who left to get provisions for a family who asked for his help on Saturday morning, his cousin Ally Sharifu told CNN.

    His wife – who is pregnant and days away from giving birth – woke up that evening to find him gone. After sharing a photo of the missing man on Facebook in a desperate attempt to find him, the family got a call about a man who was found lying on the street and rushed to a children’s hospital, Ally Sharifu said.

    Ally Sharifu said he ended up identifying his cousin’s body at a hospital the next morning. Abdul Sharifu and his cousin are refugees from Congo who were resettled in the US in 2017 after they lived for about five years in a refugee camp in Burundi, Ally Sharifu said.

    “The stories are heartbreaking, just heartbreaking,” Erie County Executive Mark Poloncarz said.

    The police commissioner said he expects that rising temperatures in the coming days will melt the snow and uncover more storm victims. Officers will be out on Thursday searching in areas where bodies were reported but never found, Gramaglia said.

    The winter storm’s grim effects have been widespread, with reports of fatalities stretching beyond New York and across 11 other US states. There have in total been least 62 storm-related deaths reported nationwide, and they mainly involved weather-related traffic accidents or fatalities related to the cold.

    Ohio confirmed 9 weather-related deaths, Colorado recorded 2 deaths, Kansas and Kentucky confirmed 3 deaths each, South Carolina confirmed 2 deaths, and Missouri, New Hampshire, Tennessee, Vermont and Wisconsin each recorded one storm-related death.

    As emergency services were restored in Buffalo, the New York National Guard said they made at least 86 rescues, including getting a woman to the hospital just before she gave birth.

    Police were also back out, making ten arrests in Buffalo as of Wednesday in connection with suspected winter storm looting, the police commissioner said in a Wednesday news conference.

    But, Mayor Brown stressed, “This is a minority of individuals.”

    “In typical ‘city of good neighbors’ fashion, people have come together – they’ve assisted each other. Neighbors have helped neighbors. Friends have helped friends, and members of this community have helped people that they have never met before,” the mayor said Wednesday.

    One Buffalo woman, Sha’Kyra Aughtry, said she looked out her window on Christmas Eve to find a frostbitten man calling for help in the frigid cold.

    Her boyfriend carried the man, 64-year-old Joe White, into the house, and she used a blow dryer to melt the ice off his red and blistered hands, Aughtry said.

    After she called 911 and no one came to help, Aughtry said, she took to Facebook to plead for assistance and ended up getting White to the hospital with help from good Samaritans who came and snowplowed them out, she said.

    Social media also proved useful when a woman went into labor two days before Christmas.

    When Erica Thomas began having contractions, the snow from the winter storm had piled up about halfway up the front door of her Buffalo home and she and her husband, Davon Thomas, couldn’t get out.

    The soon-to-be father called 911 for help and was told they’d attempt to get an emergency vehicle there as soon as possible. He was later told responders had attempted to get to their house but couldn’t.

    Davon Thomas called a friend who made a post for the couple on a Buffalo Facebook group, asking for help and the couple ended up getting in touch with Raymonda Reynolds, an experienced doula of five years.

    Reynolds and her friend, doula and nurse Iva Blackburn, got on a video call with the couple and guided them through delivering the baby and cutting the umbilical cord.

    “We started screaming like it was a Buffalo Bills touchdown,” Reynolds said, describing the moment the baby girl was born. “It was the most beautiful thing I’ve been a part of.”

    In another act of kindness, a Buffalo barbershop owner, Craig Elston, ended up opening his store for people to seek refuge from the storm. “A lot of people slept in the barber chairs a lot of people put the chairs together,” Elston said.

    “I was just thinking about just keeping people warm. It was really that simple,” he said.

    After six days of restrictions on traveling while road conditions were unsafe, Buffalo is lifting its winter storm driving ban at midnight Thursday and replacing it with a travel advisory, Poloncarz announced.

    The driving ban had been in place in Buffalo since Friday morning.

    “We still have a ways to go but we have come a long way in just a couple of days. This will allow our residents to get back to work – allow them to get to supermarkets, pharmacies, and to get to medical appointments,” Mayor Brown said.

    Poloncarz was asked Wednesday about the timing of the driving ban, and whether there had been discussion among officials about issuing it earlier.

    Officials started discussing a potential ban Thursday, Poloncarz said, but they initially believed the snow band wouldn’t reach the Erie County until 10 a.m. the next morning.

    On Friday morning, temperatures “dropped dramatically,” but whiteout conditions didn’t hit until about 10 a.m., he noted, after the ban was issued.

    “If anyone is to be blamed, you can blame me. I’m the one who has to make the final call on behalf of the county,” Poloncarz said.

    Poloncarz also criticized how Buffalo’s mayor has handled storm cleanup efforts, saying Brown has not been on daily coordination calls with other municipalities and that the city has been slow to reopen.

    When asked about those remarks, the mayor told CNN, “I’m not concerned about those comments, my concern is for the residents of the city of Buffalo.”

    Hundreds of pieces of equipment were plowing and hauling snow on Wednesday, and most streets were passable in Buffalo by the evening, Brown announced in a Wednesday evening update.

    As temperatures warm up, there have been concerns about a possible “rapid melt” leading to flooding, Erie County officials said.

    The Department of Homeland Security and Emergency Services Commissioner Daniel J. Neaverth, Jr. said they feel “very comfortable” in their positioning to be able to handle potential flooding.

    “We have an ample supply ready to go ready to be deployed with personnel in the event that we have some type of flooding,” Neaverth said.
