    An El Portal meeting quickly devolved after a councilman launched an expletive-filled attack on ICE and U.S Customs and Border Protection, using a racial epithet in his rant.

    The incident began when Councilman Anders Urbom, speaking during the Village’s Jan. 22 Planning and Zoning committee meeting, described witnessing a traffic stop on Biscayne Boulevard by Border Protection agents.

    Urbom told the committee members, who are the village council members, and attendees he had been traveling north on Biscayne Boulevard in Miami when he saw a Border Protection agent in a parking lot conducting a traffic stop.

    “It just seemed odd that a CBP officer was doing a traffic stop,” Urbom said, adding that he pulled into a nearby KFC parking lot and began filming.

    Urbom described the encounter as civil, saying the agent did not handcuff the person being detained and allowed the person to keep his cellphone. Urbom said the federal agent ultimately left with one of two men, while the other remained with the vehicle.

    After the agent departed, Urbom said he approached the man who stayed behind and asked why they were stopped. Urbom claimed the agent used something minor as an excuse, pointing to the multiple registration stickers many Miami-Dade drivers place on their license plates.

    Urbom’s remarks, captured on the village’s meeting video, then spiraled.

    He said “every white person in this country who voted for Trump” is racist, using the N word in his rant. He then mimed holding a gun, and later raised his arms as though holding a long gun, the video shows. He unleashed profanities at ICE and CBP, including “motherf——” and “f— ICE.”

    Urbom is the newest member of the Village Council, elected in 2019. Mayor Omarr C. Nickerson put the brakes on the outburst to which Urbom responded, “It’s over, it’s over,” the recording shows.

    Vice Mayor Darian Martin, who is Black, condemned Urbom’s use of the racial epithet.

    “I do think it is horribly offensive for that word to be mentioned in any context,” Martin said. “I do say that as a white man you [Urbom] should not be saying the N word in any context and I take great offense to it and I think that you owe us an apology,” he added, drawing applause.

    Urbom replied that he would apologize, but said he meant no offense to anyone other than “the white Christians who voted for Trump,” according to the video. Urbom’s remarks came during the “Good and Welfare” portion toward the end of the meeting, an agenda slot typically reserved for informal, non-voting comments and general community updates.

    Urbom did not reply to an email asking about the incident. His online bio on the Village’s website says “his main priorities are public safety, public works (including tree trimming, swales, and septic-to-sewer), and traffic plus pedestrian/cyclist safety.”

    The next El Portal City Council meeting is 7 p.m. Tuesday, Jan. 27, at Village Hall, 500 NE 87th St. Residents who want to weigh in can do so during public comment.

  • ICE officials replaced with Border Patrol, cementing hard tactics that originated in California

    The Trump administration is initiating a leadership shakeup at a dozen or so offices of Immigration and Customs Enforcement to bring more aggressive enforcement operations across the U.S.

    Some of the outgoing field office directors at ICE are anticipated to be replaced with leaders from Customs and Border Protection, according to news reports. Among the leaders targeted for replacement are Los Angeles Field Office Director Ernesto Santacruz and San Diego Field Office Director Patrick Divver, the Washington Examiner reported Monday.

    The stepped up role of Border Patrol leaders in interior enforcement — which has historically been ICE territory — marks an evolution of tactics that originated in California.

    In late December, Gregory Bovino, who heads the Border Patrol’s El Centro region, led a three-day raid in rural Kern County, nabbing day laborers more than 300 miles from his typical territory. Former Biden administration officials said Bovino had gone “rogue” and that no agency leaders knew about the operation beforehand.

    Bovino leveraged the spectacle to become the on-the-ground point person for the Trump Administration’s signature issue.

    The three-decade veteran of Border Patrol, who has used slick social media videos to promote the agency’s heavy-handed tactics, brought militarized operations once primarily used at the border into America’s largest cities.

    In Los Angeles this summer, contingents of heavily armed, masked agents began chasing down and arresting day laborers, street vendors and car wash workers. Tensions grew as the administration ordered in the National Guard.

    The efforts seem to have become more aggressive after a Supreme Court order allowed authorities to stop people based on factors such as race or ethnicity, employment and speaking Spanish.

    Bovino moved operations to Chicago and escalated his approach. Immigration agents launched an overnight raid in a crowded apartment, shot gas into crowds of protesters and fatally shot one man.

    Now Bovino is expected to hand-pick some of the replacements at ICE field offices, according to Fox News.

    Tom Wong, who directs the U.S. Immigration Policy Center at UC San Diego, said the leadership changes are unsurprising, given Bovino’s strategies in Los Angeles and Chicago.

    “The Trump administration is blurring the distinction between Border Patrol and ICE,” he said. “The border is no longer just the external boundaries of the United States, but the border is everywhere.”

    Former Homeland Security officials said the large-scale replacement of executives from one agency with those from another agency is unprecedented.

    The two agencies have similar authorities but very different approaches, said Daniel Altman, former head of internal oversight investigations at U.S. Customs and Border Protection.

    ICE officers operate largely inside the country, lean heavily on investigations and typically know when they set out for the day who they are targeting.

    Border Patrol, on the other hand, patrols the borderlands for anyone they encounter and suspect of entering illegally. Amid the rugged terrain and isolation, Border Patrol built a do-it-yourself ethos within the century-old organization, Altman said.

    “Culturally, the Border Patrol prides itself on solving problems, and that means that whatever the current administration needs or wants with respect to immigration enforcement, they’re usually very willing and able to do that,” said Altman.

    White House leadership has not been happy with arrest numbers. Stephen Miller, President Trump’s deputy chief of staff who is heading his immigration initiatives, set a goal of 3,000 immigration arrests per day, which the agency has not been able to meet.

    DHS says it expects to deport 600,000 people by January, a figure that includes people who were turned back at the border or at airports.

    Tricia McLaughlin, assistant public affairs secretary for the Homeland Security department, didn’t confirm or deny the changes but described immigration officials as united.

    “Talk about sensationalism,” she said. “Only the media would describe standard agency personnel changes as a ‘massive shakeup.’ If and when we have specific personnel moves to announce, we’ll do that.”

    White House spokeswoman Abigail Jackson said, “The President’s entire team is working in lockstep to implement the President’s policy agenda, and the tremendous results from securing the border to deporting criminal illegal aliens speak for themselves.”

    On Fox News on Tuesday, Trump’s border czar Tom Homan said the administration is dedicated to achieving record deportations of primarily immigrants with criminal records.

    “As far as personnel changes, that’s under the purview of the Secretary of Homeland Security,” he said. “I’m at the White House working with people like Stephen Miller, one of the most brilliant people I’ve ever met, to come up with strategic policies and plans — how to get success, how to maintain success, and how to get the numbers ever higher.”

    Deborah Fleischaker, a former ICE and DHS official under the Biden administration, said the personnel moves appear to be an “attempt to migrate a Border Patrol ethos over to ICE.”

    “ICE’s job has historically focused on targeting and enforcing against public safety threats,” she said. “Border Patrol has a much more highly militarized job of securing the border, protecting against transnational crime and drug trafficking and smuggling. That sort of approach doesn’t belong in our cities and is quite dangerous.”

    Fleischaker said it would be difficult to increase deportations, even with Border Patrol leaders at the helm, because of the complexities around securing travel documents and negotiating with countries that are reticent to accept deportees.

    In the meantime, she said, shunting well-liked leaders will sink morale.

    “For the folks who are still there, everybody knows you comply or you risk losing your job,” she said. “Dissent, failure to meet targets or even ask questions aren’t really tolerated.”

    On Tuesday, DHS posted a video montage of Bovino on its Instagram page set to Coldplay’s song “Viva la vida.” The caption read, “WE WILL NOT BE STOPPED.”

    The driver of a sport utility vehicle authorities say was carrying more than 80 pounds of cocaine may have gotten away with it if it weren’t for that meddling dog.

    Around 10:30 a.m. Tuesday, the SUV was traveling on the 15 Freeway through Temecula when it was stopped by agents with the San Diego sector of U.S. Customs and Border Protection.

    During a subsequent sniff test of the vehicle, a dog alerted agents of the possible presence of drugs. Authorities said a follow-up search uncovered a series of cellophane-wrapped packages stashed inside a false dashboard.

    Agents arrested the driver and an accompanying passenger, and impounded the SUV for further inspection.

    In all, authorities said they found 31 bundles in the false dashboard, containing a total of 81 pounds of cocaine.

    San Diego sector Border Patrol agents have seized 2,437 pounds of cocaine since the beginning of the fiscal year, according to the department.

    The sector has also seized 3,627 pounds of methamphetamine, 31 pounds of heroin and 475 pounds of fentanyl. That includes 3.65 combined pounds of fentanyl and heroin found from Aug. 11 to Aug. 17.

    “I am proud to say that men and women of the United States Border Patrol are out there day and night protecting our communities,” Chief Patrol Agent Patricia McGurk-Daniel said in a statement. “With each successful narcotic interdiction, I know for a fact that we’ve saved someone’s life.”

    During his term in the White House, Donald Trump governed as a wartime president—with blue America, rather than any foreign country, as the adversary. He sought to use national authority to achieve factional ends—to impose the priorities of red America onto Democratic-leaning states and cities. The agenda Trump has laid out for a second term makes clear that those bruising and divisive efforts were only preliminary skirmishes.

    Presidents always pursue policies that reflect the priorities of the voters and regions that supported them. But Trump moved in especially aggressive ways to exert control over, or punish, the jurisdictions that resisted him. His 2017 tax bill, otherwise a windfall for taxpayers in the upper brackets, capped the federal deductibility of state and local taxes, a costly shift for wealthy residents of liberal states such as New York and California. He moved, with mixed success, to deny federal law-enforcement grants to so-called sanctuary cities that didn’t fully cooperate with federal immigration agents. He attempted to strip California of the authority it has wielded since the early 1970s to set its own, more stringent pollution standards.

    In Trump’s final year in office, he opened a new, more ominous front in his campaign to assert control over blue jurisdictions. As the nation faced the twin shocks of the coronavirus pandemic and the protests that followed the murder of George Floyd, Trump repeatedly dispatched federal law-enforcement agents to blue cities, usually over the opposition of Democratic mayors, governors, or both. Trump sent an array of federal personnel to Portland, Oregon, ostensibly to protect a federal courthouse amid the city’s chaotic protests; reports soon emerged of camouflage-clad federal agents without any identifying insignia forcing protesters into unmarked vans. Trump responded to the huge racial-justice protests in Washington, D.C., by dispatching National Guard troops drawn from 11 states, almost all of them led by Republican governors. Later he sent other federal law-enforcement officers to combat rising crime in Kansas City and Chicago, a city Trump described as “worse than Afghanistan.”

    Trump has signaled that in a second presidential term, he would further escalate his war on blue America. He’s again promising federal legislation that would impose policies popular in red states onto the blue states that have rejected them. He has pledged to withhold federal funding from schools teaching critical race theory and “gender ideology.” He says he will initiate federal civil-rights investigations into liberal big-city prosecutors (whom he calls “Marxist local District Attorneys”) and require cities to adopt policing policies favored by conservatives, such as stop-and-frisk, as a condition for receiving federal grants.

    Even more dramatic are Trump’s open pledges to launch militarized law-enforcement campaigns inside blue cities. He has proposed initiatives that cumulatively could create an occupying federal force in the nation’s largest cities. Trump has indicated that “in cities where there’s been a complete breakdown of public safety, I will send in federal assets, including the National Guard, until law and order is restored.”

    Trump envisions an even more invasive door-to-door offensive against undocumented immigrants. In an early-2023 speech at the Conservative Political Action Conference, Trump said he “will use all necessary state, local, federal, and military resources to carry out the largest domestic deportation operation in American history.” Stephen Miller, who was his top immigration aide in the White House, later added that Trump envisions establishing massive internment camps for undocumented immigrants awaiting deportation. Trump has also promised “to use every tool, lever, and authority to get the homeless off our streets,” and move them to camps as well. (On this front, Trump has said he would work with states, but in practice that would likely involve partnering with Republican governors to impose policies to clear the streets opposed by their own Democratic mayors.)

    Michael Nutter, a former mayor of Philadelphia, told me that if a reelected Trump sought to implement these policies, the result would be “chaos, confusion,” and “massive demonstrations.” “Nobody is going to allow that to just happen,” Nutter said. “You are just going to see standoffs. It is going to be the Philadelphia Police Department versus the National Guard. Neighbors are going to be surrounding people’s houses. Folks are going to rush and seek safety in churches and synagogues and mosques and temples.”

    Of course, Trump would face other obstacles in attempting to implement these plans. The president’s legal authority to deploy federal forces over the objections of local officials is murky. And the relatively small number of federal law-enforcement officers under his direct control at agencies such as U.S. Immigration and Customs Enforcement and Customs and Border Protection could limit his options, according to Richard Briffault, a professor at Columbia University Law School who studies relations among cities, states, and the federal government.

    But in Trump’s final months in office, he got creative about augmenting the forces at his command by drawing on National Guard troops provided by sympathetic Republican governors. His advisers are already talking about doing the same to staff his deportation agenda, as well as using the emergency authority he cited to fund his border wall to build his camps for undocumented immigrants without congressional approval.

    Briffault told me that the inevitable court challenges to any Trump-ordered projections of force into blue cities would likely pivot on the courts’ interpretation of how much authority the president possesses under various emergency statutes. His advisers have already discussed invoking the 19th-century Insurrection Act, for example. As legal scholars have pointed out, the scope of the president’s emergency powers is much broader than most Americans recognize, and Trump is clearly signaling that if he returns to the White House, he intends to test the outer boundaries of that authority. The question for the courts will be “to what extent can he engage directly in law enforcement and having militarized law enforcement in the United States, in the absence of a request by a governor or a mayor that there is a riotlike condition or civil disorder?” Briffault said. “Can he declare an emergency even though he’s not being asked for it?”

    As president, Trump seemed to view himself less as the leader of a unified republic than as the champion of a red nation within a nation—one that constitutes the real America. If anything, Trump has assumed that factional role even more overtly in his 2024 campaign, promising that he will deliver “retribution” for his supporters and dehumanizing his opponents. Powered by such fetid resentments and grievances, the agenda Trump seeks to impose on blue cities and states could create the greatest threat to the nation’s cohesion since the Civil War.
