    This indigenous community has worshipped the Niyamgiri Mountain and lived in the region, which spans over 250 square kilometres through the Raygada and Kalahandi districts of Odisha. Their survival is closely linked to the ecosystem integrity of Niyamgiri Mountain.

    But in 2003, a socio-economic conflict of values erupted over the mythical sacred kingdom when Vedanta Resources – a UK-based mining giant – began to acquire land towards constructing an Aluminum refinery at the foot of the Niyamgiri Mountain. This did not require forest clearance.

    Protests erupted immediately and intensified when it was revealed that Vendata also planned to acquire Niyamgiri Mountain and mine bauxite, a sedimentary rock with a relatively high aluminium content. In 2004, the company sought approval to clear forest for a mine. Environmentalists moved to court.

    Such conflict over short-term profits and economic growth vis-a-vis values that affected communities ascribe to their land came into sharp focus in July 2022 when IPBES released the Assessment Report on Diverse Values and Valuation of Nature.

    IPBES provides policymakers with objective scientific assessments about the state of knowledge regarding the planet’s biodiversity, ecosystems and the contributions they make to people, as well as options and actions to protect and sustainably use these vital natural assets.

    In this regard, the Values Assessment responds to the need to support decision-makers in understanding and accounting for the wide range of nature’s values in policy decisions to address the current biodiversity crisis and to achieve the UN’s SDGs.

    Approved by representatives of the 139 Member States of IPBES, the full report, released in October 2022, found a “dominant global focus on short-term profits and economic growth, often excluding the consideration of multiple values of nature in policy decisions” and that “decisions based on a narrow set of market values of nature underpin the global biodiversity crisis.”

    A global biodiversity crisis is increasingly placing economies, food security and livelihoods of people in every corner of the world at greater risk. For instance, IPBES alerted the world that a million species, out of an overall eight million, of plants and animals, now face extinction, many within decades. Today, the world’s wildlife populations have declined by 69 percent since 1970.

    According to IPBES, increased global gross domestic product drives increased use of natural resources, and “such extractive policies have created immediate loss of multiple nature values at different geographical and social scales, disproportionately affecting indigenous and local communities.”

    The Niyamgiri case illustrates the power issues and value conflicts between economic development projects and indigenous peoples and local communities. Sixty-two tribal groups are found in Odisha, of which 13 are particularly vulnerable.

    The Niramgiri Mountain contains approximately 75 million tonnes of bauxite. India is one of five countries that lead the production of bauxite in the global market, according to national data.

    The Values Assessment report particularly highlights how the loss of nature’s values in pursuit of profits has led to a crossing of key planetary boundaries, accelerating the twin crises of biodiversity loss and climate change. Such loss was imminent, and the Odisha state government entered a memorandum of understanding with Vendata Resources.

    A mining project would set in motion activities to turn an indigenous sacred mountain and the ancestral home of the vulnerable Dongria Kondhs and Kutia Kondhs, among other vulnerable people, into bauxite.

    Equally important, the community maintains the Sal Forest because the community honours a taboo against cutting trees on Niyamgiri’s summit. Approximately 90 percent of the 660-hectare mining lease area, agreed upon between the Odisha state government and the mining company, was considered to be Sal Forest.

    Resistance against the planned assault on nature was first led by the community with support from professional activists; this led to the birth of the Niyamgiri Movement, a social movement against bauxite mining in the Niyamgiri mountains or indigenous sacred land.

    In 2004, environmentalists petitioned India’s Supreme Court not to allow the mine permit, but the petition was unsuccessful. The decision was reversed in 2013 when the Court ordered that the Dongria Kondh’s right to worship their sacred mountain must be “protected and preserved”.

    According to the court order, those with religious and cultural values associated with the area must be included in the decision-making process. A local referendum by affected villages unanimously rejected the mining project.

    According to IPBES, “the Niyamgiri case includes a range of valuation approaches: the firm’s bottom-line considerations, cost-benefit analysis; focusing on instrumental values, portrayals of ecological (intrinsic) values, and evidence of (relational) cultural values of indigenous peoples.”

    In this case, the power to make decisions influences which values were prioritised and which valuation methods were deemed appropriate. IPBES finds that the case also “exemplifies how different valuation logics succeed or fail in representing different life frames and sets of values.”

    IPBES references the Life Framework of Values which links the richness of ways people experience and think of nature with the diverse ways nature matters. It shows why the natural world matters. People can live from, live in, live with or as nature.

    Living ‘as’ nature characterises a oneness with nature and people. Living ‘with’ nature means living in accordance with nature and living ‘from’ nature prioritising benefits such as profits and economic growth from natural resources over the integrity of an ecosystem.

    The first court decision largely prioritised economic development and emphasised industrialisation. A cost-benefit analysis focused on instrumental values such as employment income, infrastructure expenses, and profits in line with Vedanta’s interests.

    Conservation activists, IPBES stresses, were grounded upon both the living ‘as’ and living ‘with’ nature frame. An intact Niyamgiri ecosystem is considered a core value, and activists highlighted the intersections between cultural and biodiversity values and the rights of local communities to define their livelihoods.

    Overall, the activists managed to represent the cultural, spiritual and territorial values that were most important to local indigenous people and won the day in India’s Supreme Court. Today, the mythical kingdom of Niyamgiri Mountains remains under the control of the descendants of Niramraja, their god-king.

    Thousands of responses quickly poured in. Several were hostile or questioned his sincerity, but they also included rigorous questions about fossil fuel subsidies, sea pollution and nuclear energy.

    Macron, who will take part in the U.N. climate talks opening in Egypt on Sunday, promised to respond to the questions starting next week.

    In the video, he read from a letter from the public asking why he doesn’t declare an “environmental state of emergency.” He said the letter “prompted me to ask questions about what we are doing about this ecological challenge, the challenge of our generation.”

    Early in his presidency, Macron pledged to make tackling climate change issues a top priority, but he has come under widespread criticism for not instituting enough tangible change.

    At the COP27 talks in Egypt on Monday, Macron is expected to discuss climate-related financing, protecting forests, Africa’s Great Green Wall, and other climate adaptation measures, according to his office.

    He’s also expected to raise the importance — and challenge — of sticking to climate commitments as Europe faces an energy crisis stemming from Russia’s war in Ukraine.

    Those are all key issues at the climate talks at the Red Sea coastal resort of Sharm el-Sheikh, which are expected to include more than 120 world leaders and run from Nov. 6-18.

    Laurent Fabius, the French diplomat who presided over the U.N. talks in 2015 that produced the Paris climate agreement, made a plea Saturday to those gathering in Egypt: “Keep in mind that the most beautiful announcements mean nothing if they’re not backed up by precise and rapid policies and actions.”

    The sobering reality is that if we continue on our current trajectory, biodiversity and the services it provides will continue to decline, jeopardizing the achievement of the Sustainable Development Goals and our lives as we know them. The decline in biodiversity is expected to further accelerate unless effective action is taken to address the underlying causes of biodiversity loss. These causes are often justified by societal values, norms and behaviors. Some examples include unsustainable production and consumption patterns, human population dynamics and trends, and technological innovation patterns.

    With biodiversity declining faster than any other time in human history, our quality of life, our well-being, and our economies are under threat. Over 44 trillion US dollars of assets globally, or over half of the world’s GDP, is at risk from biodiversity loss (WEF). Our economies are embedded in natural systems and depend considerably on the flow of ecosystem goods and services, such as food, other raw materials, pollination, water filtration, and climate regulation. But we still have a chance. We still have a narrow window in which to transform our relationship with biodiversity and create a healthy, profitable, sustainable future. We can still bend the curve of biodiversity loss and leave future generations with prosperity and hope. We can still move to support ecosystem resilience, human well-being, and global prosperity.

    This has deemed this the decisive decade. This is because after this decade, once we move past 2030, the damage done to our planet will be beyond repair. That doesn’t give us much time but it does still give us a chance. This December in Montreal, Canada we will get that chance. It is likely our only chance. I can’t emphasize that enough. This December, the Convention on Biological Diversity (CBD) will bring world leaders together to address the biodiversity crisis at the fifteenth Conference of the Parties (COP 15). Truth be told, the outcome of COP 15 will determine the trajectory of humankind on planet Earth.

    The ultimate goal of COP 15 is to emerge with a plan, a roadmap to a sustainable future. We call it the post-2020 global biodiversity framework (GBF). The framework is currently being negotiated by Parties under the Convention on Biological Diversity and represents a historic opportunity to accelerate action on biodiversity at all levels. It aims to build on the outcomes of the Strategic Plan for Biodiversity 2011-2020 and its Aichi Biodiversity Targets and achieve the 2050 vision of living in harmony with nature. The draft framework, if adopted and implemented, will put biodiversity on a path to recovery before the end of this decade.

    Why is it critical that the GBF is adopted and implemented? Because 90% of seabirds have plastic in their stomachs (WWF UK). Because we have lost half of the world’s corals and lose forest areas the size of 27 football fields every minute (WWF LPR). Because an estimated 4 billion people rely primarily on natural medicines for their health care and some 70 per cent of drugs used for cancer are natural or are synthetic products inspired by nature (IPBES). Because Ecosystem-based approaches (biodiversity) can provide up to 30% of the climate mitigation needed by 2030. Because monitored wildlife populations, including mammals, birds, amphibians, reptiles and fish, have seen a devastating 69% drop on average since 1970 (WWF LPR). I could go on and on.

    Some key targets within the draft framework include:

    • Ensuring that at least 30 per cent globally of land areas and of sea areas are protected.
    • Preventing or reducing the rate of introduction and establishment of invasive alien species by 50%.
    • Reducing nutrients lost to the environment by at least half, pesticides by at least two thirds, and eliminate discharge of plastic waste.
    • Using ecosystem-based approaches to contribute to mitigation and adaptation to climate change and ensuring that all climate efforts avoid negative impacts on biodiversity.
    • Redirecting, repurposing, reforming or eliminating incentives harmful for biodiversity in a just and equitable way, reducing them by at least $500 billion per year.
    • Increasing financial resources from all sources to at least US$ 200 billion per year, including new, additional and effective financial resources, increasing by at least US$ 10 billion per year international financial flows to developing countries.

    The post-2020 global biodiversity framework is not just important, it is critical. It will take a whole-of-society and whole-of-government approach and it will take hard work and commitment; but we can do it. We need to act now to bend the curve to halt and reverse biodiversity loss. COP 15 will be a the most crucial and decisive step towards a better and more sustainable future for generations to come. This is our chance. It’s time to decide on a future.

    The elephant population is now well over 300 individuals, and buffalos number more than 400. The zebra and topi numbers have expanded to a sizeable population too. The same goes for lions – the number of prides has increased to five from one. A single pride can comprise between 10-30 individual animals.

    “And now we are seeing the emergence of wild dogs which has not been there for the entire Mara ecosystem,” says Samson Lenjirr, a WWF sub-landscape coordinator in charge of the Southern Kenya and Northern Tanzania programme.

    A pack of about 20 wild dogs was sighted in the ecosystem in March of 2021.

    Before the conservancy’s establishment, the area was just a campsite for herders. There was, therefore, little room for wild animals to roam in, leading to the area’s ecosystem degradation over time due to overgrazing and overstocking.

    However, following the creation of the conservancy, a land use regime was put in place, “which introduced what is known as ‘grand grazing,’ where the conservancy is opened for grazing only four times a year,” explains Evans Sitati, the Mara Siana Conservancy manager.

    In other words, the community can graze their livestock in the conservancy in January when the tourist season is low and when pasture is usually scarce in the surrounding areas due to the dry spell.

    Access into the conservancy is also granted in May, when the grass is tall, just before the wildebeest migration, and in September, when the guest numbers in the tourist camps are low. Otherwise, access into the conservancy is when permission is granted on request.

    The Mara Siana Conservancy serves yet another essential purpose for specific animal species. It becomes a haven for elephants during the wildebeest migration in the Maasai Mara National Reserve.

    “Elephants don’t like mixing with the wildebeest, given their sheer numbers and the noise they generate, so they move into the conservancy,” explains Sitati.

    Lions escape into the conservancy during the wet season when the grass is tall. These big cats prefer shorter, drier grass that does not impede their hunting.

    The success of this model stems from its heavy community involvement. Each community member contributed 6.5 acres to set up the conservancy under a lease agreement.

    This means the community is left with 35 acres outside the conservancy, where they live and graze their livestock.

    “We are getting a small percentage of earnings made by the conservancy every year,” says Abraham Sakoi, one of the l,500 land donors, adding that students from the community have benefited from bursaries offered by the conservancy.

    Also, the two lodge camps – the Entumoto Safari Camp and Spirit of the Maasai Mara – are paying leases of up to 6 million Kenya shillings (USD 50,000) annually, benefitting between 8,000 and 10,000 people. The entire lease for Siana Conservancy amounts to Kenya shillings 35 million ( USD 290,000), also supported by the WWF.

    The arrangement is such that out of the accommodation fee paid by foreigners in these lodges, $20 per night goes into the conservancy kitty. Kenyan citizens are charged just under $2.

    The Mara Siana Conservancy is an excellent example of a community-management model that is not only restoring biodiversity in a once-degraded ecosystem but is economically empowering the community in the process.

    Whereas biodiversity loss has come into sharp focus in recent years, the way of going about reversing this trend remains a moot point. Indeed, countries seem unable to agree on a global biodiversity plan.

    The Global Biodiversity Framework (a 2030 action plan for nature) in Geneva in March and later in Nairobi stalled on the finance issue. These issues will take center stage at the 15th Conference of the Parties (COP 15) to the Convention on Biological Diversity talks scheduled to take place in Montreal, Canada, between 5-17 December.

    RENO, Nev. — Conservationists who won a court order against U.S. wildlife officials say they’ll sue them again for failing to protect a Nevada wildflower whose last remaining habitat could be destroyed by a lithium mine.

    The Center for Biological Diversity filed a formal 60-day notice this week of its intent to sue the U.S. Fish and Wildlife Service for missing this month’s deadline to finalize its year-old proposal to add Tiehm’s buckwheat to the list of endangered species.

    The service concluded in its Oct. 7, 2021, proposal that the desert wildflower — which is only known to exist where the mine is planned halfway between Reno and Las Vegas — was in danger of going extinct.

    Under federal law, the agency had one year to issue a final rule listing the 6-inch-tall (15-centimeter-tall) flower with yellow blooms, or explain why it had decided against taking such action.

    “Tiehm’s buckwheat is staring down the barrel of extinction and it can’t wait one more day for Endangered Species Act protection,” said Patrick Donnelly, the center’s Great Basin director.

    “The service is dragging its feet on protecting this rare wildflower and apparently needs the threat of legal action to do it’s job,” he said.

    Agency officials refused to explain why they missed the deadline.

    “We do not comment on litigation,” U.S. Fish and Wildlife spokeswoman Laury Marshall emailed to The Associated Press.

    The center first petitioned the agency for a federal listing in 2019. It won a federal court order the following year forcing the agency to render an initial decision on whether there was enough scientific evidence to warrant a full review of the plant’s status. The agency then proposed the endangered status, pending a year-long review.

    “We find that Tiehm’s buckwheat is in danger of extinction throughout all of its range due to the severity and immediacy of threats currently impacting the species now and those which are likely to occur in the near term,” the agency said last October.

    The primary threats are destruction, modification or curtailment of its habitat from mineral exploration and development, road development and other vehicle use, livestock grazing, invasive plant species and herbivory, the agency said. Climate change may further exacerbate the risks, and “existing regulatory mechanisms may be inadequate to protect the species,” it said.

    The agency said then that fewer than 44,000 of the plants were known to exist, and the number likely was lower after thousands were destroyed in 2021 in what agency officials concluded was an unprecedented attack by rodents in the high desert near the California line.

    Scott Lake, a lawyer for the center, said in the formal notice of intent to sue to Interior Secretary Deb Haaland and Fish and Wildlife Service Director Martha Williams on Tuesday that the “as-yet-unexplained collection/destruction events” have eliminated approximately 40% of the flower’s population.

    “Additional disturbances within the species’ habitat continued to occur through 2021 and 2022, underscoring the significant risk that this species faces to its survival,” Lake said.

    But the first National Wildlife Census report finalized in August 2021 pointed to signs of trouble. For instance, as many as five wildlife species are critically endangered and could disappear in the immediate future. The report noted that there were just 1,650 Tana River Mangabey, 897 black rhinos, 497 Hirolas, 51 Sable antelopes, and 15 Roan antelopes.

    Biodiversity expert John Mwangi Gicheha tells IPS the decline in species population abundance has now been validated by the newly-released Living Planet Report 2022.

    “The health of planet earth is well and truly on a sharp decline, and we are not only seeing a decrease in the global population of species but a decline in their genetic diversity and a loss of species climatically determined habitats,” Gicheha expounds.

    Conducted by the World Wildlife Fund for Nature (WWF), an independent conservation organization, this is the first ever most comprehensive report on the state of global vertebrate wildlife populations, and it makes a startling revelation: the world’s wildlife populations have declined by 69 percent since 1970.

    As a measure of the state of the world’s biological diversity among population trends of vertebrate species from terrestrial, freshwater, and marine habitats, the 2022 Living Planet Index analyzed approximately 32,000 populations of 5,230 species across the world.

    By tracking trends in the abundance of mammals, fish, reptiles, birds, and amphibians worldwide since 1970, a disturbing image emerged: one million plants and animals are threatened with extinction.

    Worse still, 1-2.5 percent of birds, mammals, amphibians, reptiles, and fish have gone extinct.

    Key findings include revelations that monitored freshwater populations are hardest hit as there is an alarming decline of 83 percent in the last 50 years, more than any other species groups.

    The decline in freshwater population is mainly caused by habitat loss and barriers to migration routes which account for an estimated half the threat to these populations. Further, only 37 percent of rivers over 1,000 kilometres remain free-flowing in their natural state.

    Against this backdrop, the report stresses that the global community is living the consequences of double crises and shows how “interlinked emergencies of human-induced climate change and the loss of biodiversity are threatening the well-being of current and future generations.”

    The greatest regional decline in wildlife population is in Latin America and the Caribbean region, whose average population abundance decline is 94 percent.

    Africa comes second with a 66 percent fall in its wildlife populations over the past 52 years, and across the board, the poor and marginalized remain highly vulnerable and most affected by the decline.

    There was an 18 percent decline in Europe and Central Asia and a 55 percent decline in wildlife populations in the Asia Pacific.

    More findings show despite mangroves being unique forests of the sea; they remain at great risk as they continue to be lost to aquaculture, agriculture and coastal development at current rates of 0.13 percent per year.

    Mangrove loss is not only a loss of habitat for biodiversity, the report emphasizes, but the loss of ecosystem services for coastal communities.

    Further, approximately 50 percent of warm water corals have already been lost. Even worse, a warming of 5 degrees Celsius will lead to a loss of 70 to 90 percent of warm water corals.

    Overall, the global abundance of 18 of 31 oceanic sharks and rays declined by 71 percent since 1970. By 2020, three-quarters of sharks and rays were threatened with an elevated risk of extinction. Kenya is currently home to 9 whale sharks, two blue whales and 17 tiger sharks, per the National Wildlife Census.

    The report stresses that dominating the natural world irresponsibly, taking nature for granted, exploiting of resources wastefully and unsustainably and, distributing these resources unevenly have life-altering consequences.

    Judy Ouya, a government official in the Ministry of Environment and Forestry tells IPS that said consequences could no longer be ignored as they are too severe and frequent. They include loss of lives and economic assets from extreme weather conditions, deepening poverty and, severe food and water insecurity from droughts.

    For instance, the reports references Amboseli, Kenya, Maasai community who rely on selling livestock and are now greatly affected by the severe prolonged dry spell.

    Earlier in June 2022, the World Bank projected that Kenya’s growth will slow down within the year and into 2023-24 due to the ongoing ravaging drought and other external influences, such as the war in Ukraine.

    “The ongoing climate and biodiversity crises are significantly induced and sustained by human activity and particularly our land use change and, our interactions with ocean and lake ecosystems. There is significant over-exploitation of nature, and the consequences are coming faster and more severe than expected,” Ouya observes.

    WWF finds that while ongoing conservation efforts are helping, urgent action is required if the global community is to reverse nature loss. The broken relationship with nature, experts such as Ouya emphasize, impacts all aspects of human life and will significantly derail economic development and attainment of UN SDGs.

    Overall, the index finds too much nature has been lost at a speed that calls for higher ambitions to effectively, efficiently and sustainably address the six key threats to biodiversity loss which include habitat degradation and loss, exploitation, the introduction of invasive species, pollution, climate change and disease.

    Higher ambitions include working together towards the complimentary goals of net-zero emissions by 2050 and net-positive biodiversity by 2030 as they represent “the compass to guide us towards a safe future for humanity, to shift to a sustainable development model, to support the delivery of the 2030 SDGs.”

    If the global community works together to achieve these goals and because nature can bounce back, the report foretells a promising future, of a decade that will end better than it started with more natural forests, more fish in the ocean and river systems, more pollinators in our farmlands, more biodiversity worldwide.

    When I first learned that October 22 marks Half-Earth Day, I thought it was because the date is six months to Earth Day. (True.) But it’s got a message all its own.

    Half-Earth is the notion that for humans to survive, we must retain earth’s waning biodiversity by reserving half the planet for nature, stabilizing large swaths of ocean, prairie, rainforest and desert to house the birds, insects and ecosystems that affect the water we drink, the food we eat, the air we breathe. Not to mention the economies, cultures and past-times that sustain us.

    The Half-Earth Project was inspired by legendary Harvard biologist E.O. Wilson, who died in 2021 at the age of 92. In “Half-Earth: Our Planet’s Fight for Life,” Wilson wrote: “We would be wise to find our way as quickly as possible out of the fever swamp of dogmatic religious belief and inept philosophical thought through which we still wander. Unless humanity learns a great deal more about global biodiversity and moves quickly to protect it, we will soon lose most of the species composing life on Earth.”

    This means us, people, who Wilson calls a “lucky accident of primate evolution during the late Pleistocene.”

    Not a particularly happy accident, perhaps, for Planet Earth. Since 1970, the global population has doubled to nearly 8 billion. And in those five decades, monitored wildlife populations have declined by an average of 69%, warns the recent Living Planet Report, World Wildlife Fund’s study of the abundance of species worldwide (select vertebrate species; others are difficult to track). Freshwater populations have been hit the hardest, declining 83% over this time period. One million plant and animal species, out of the estimated 8 million out there, are in danger of extinction.

    It is time to change our ways, from using to stewarding earth’s resources. People cannot thrive at the expense of nature. Latin America has seen a whopping 94% decline in species populations. Meanwhile, deforestation for crops and cattle, legal and illegal mining and logging, development, and devastating wildfires have contributed to a 20% loss of the Amazon rainforest – an area the size of France. This doesn’t just affect the 350 indigenous communities and untold species of plants, animals and insects living there, but all of us, as the 400 billion trees that make up the Amazon rainforest produce an estimated 6% of earth’s oxygen.

    What makes humans more comfortable on earth now threatens the planet: energy, food production, growth in housing and commercial development. These are all systems Wilson believed we need to rethink. But just as the problem lies with us, so does the solution.

    To move people to action, Jennifer Morris, CEO of The Nature Conservancy, thinks it’s important to talk about what matters to them, citing health care, clean air and jobs. Morris spoke at a recent Half-Earth Day conference hosted by Smithsonian Institution and the E.O. Wilson Biodiversity Foundation, bringing together government, community, corporate and conservation stakeholders like The Nature Conservancy, Audubon, and supporters like the Bezos Earth Fund. “Governments aren’t going to move until people move,” Morris said.

    The problems are thorny, however: even high-minded efforts can provoke Mother Nature. “The biggest threat to forests in Virginia is solar,” Morris said, referring to clean energy projects slated to take out thousands of acres of trees. “We can be smart where we put solar and wind … in a way that doesn’t undermine biodiversity,” Morris added.

    The Half-Earth Project looks at growth through the lens of nature, with tools that map richness and rarity in wildlife populations as well as human pressures and existing protections, hoping to inform both preservation and development. I dial their online map down to my community, close to the screaming orange urban mass of Washington, DC, but dotted with green conservation areas established by both public and private authorities.

    The E.O Wilson Biodiversity Laboratory – located in Mozambique’s Gorongosa National Park, which was once decimated by civil war and other human ills – provides a blueprint not only for rebuilding biodiversity but also training new biologists and conservationists. The Half-Earth project also involves indigenous communities – which have traditionally balanced human needs with nature – in their programs, bringing together past and present, to work together towards a durable plan for our future.

    While the first Earth Day took place in 1970 to celebrate conservation efforts, Half-Earth Day is more of a caution. Whatever your beliefs on climate change, this much is clear. We’re losing whitetip sharks and harpy eagles, the inspiration for ‘Fawkes’ in the Harry Potter films. Gone are the Bramble Cay melomys, a small rodent whose habitat, food source and nesting sites were eradicated by storms and unprecedented flooding. You may never see a pink dolphin, but the interplay of plant, animal and insect species sustains us.

    Attacking a problem of this scale requires all of us – from those seated in governments and board rooms to our own kitchen tables – to come together. Too often, “solutions” whipsaw between administrations with their own political agendas. “Meanwhile, we thrash about, appallingly led, with no particular goal in mind other than economic growth, unfettered consumption, good health, and personal happiness,” Wilson wrote. He placed his faith in nature, and we should too.

    “We need to listen to what the birds are telling us. We’ve lost three billion birds in my lifetime,” says Audubon CEO Elizabeth Grey, who is in her 50s. “Birds are sentinels for healthy land and water – if birds are in trouble, people are too.”

    The canary is singing. Listen, before its voice is stilled.

    This summit has drawn the attention of world leaders, high-ranking United Nations officials, and thousands of environmental activists worldwide.

    The COP27 summit is an annual gathering of 197 countries to discuss climate change and what each country is doing to limit the impact of human activity on the climate.

    About 90 heads of state have confirmed their attendance at the COP27 in Sharm El-Sheikh, according to the special representative of the Egyptian presidency.

    Amr Abdel-Aziz, Director of Mitigation at Egypt’s Ministry of Environment, noted that the central theme for COP27 is implementation.

    “We hope to demonstrate what that looks like in terms of mitigation and adaptation. If the summit can address the topic of implementation in all of its discussions, it will be a sign of its success,” Abdel-Aziz said.

    The primary objective of COP27 is to achieve positive results in terms of emissions reduction; on the agenda is also a discussion of financing losses and damage.

    “We also intend to advance the agenda to double climate adaptation financing by 2025 and reach an agreement on the unfulfilled $100 billion financial pledge from developed countries,” Abdel-Aziz told IPS.

    The overarching goal is to strike a balance between all parties’ interests. The mitigation program, for example, is primarily driven by developed countries and small island developing states, which are currently experiencing severe climate change impacts.

    On the other hand, emerging markets are principally accountable for adjustments, losses, and damages.

    “Our goal is to achieve a balanced result that meets all of these goals and objectives,” he continued

    “We wanted to cover as much of Egypt’s total emissions as possible,” Abdel-Aziz explains, “So we focused on three sectors: energy, oil and gas, and transportation. We also chose the industries that are most likely to reduce emissions.”

    Abdel-Aziz says he is optimistic about meeting the goals, especially in the transport sector, which could even exceed the goals as there has been significant progress including in the area of “transportation electrification and other forms of sustainable mobility.”

    The summit’s top priorities are to achieve the Paris Agreement’s goals and progress in the fight against climate change. According to scientific research, limiting global warming to 1.5°C by 2030 requires cutting emissions in half.

    “Climate finance must be available for this to occur,” COY 17 Programme Leader Hossam Imam told IPS.

    COY17 is an annual event organized by YOUNGO, the Official Youth Constituency of the United Nations Framework Convention on Climate Change (UNFCCC). This year’s event will take place on the sidelines of the 27th Party Summit in Sharm El-Sheikh, Egypt (COP27).

    Imam will collaborate with 1,500 young people from 140 countries to draft the youth statement, which will be delivered to the presidency of the Climate Summit and discussed by high-ranking officials.

    “The impact of climate change on indigenous peoples and coastal city dwellers who face flooding is one of the most pressing issues to be addressed in COY 17,” Imam said.

    Environmental activist Ahmed Fathy told IPS that the most significant obstacle to developing countries achieving their climate goals is a “lack of adequate and adequate financing from developed countries. And, despite years of neglect, adaptation financing remains a top priority for developing countries. Without it, developing countries cannot combat and mitigate the effects of climate change.”

    The Nile Valley and Delta, where about 95% of Egypt’s population resides, make up only 4% of the country’s natural area. Climate change is predicted to put pressure on these areas, particularly the Nile, and the region could experience more frequent droughts.

    “Egypt is also one of the few nations that actually struggle with water scarcity,” Fathy added.

    “Since the world faces several economic issues in addition to the energy crisis, we expect that the conference will produce workable proposals,” said Fathy, the founder of the ‘Youth Love Egypt Association,’ involved in organizing the COY17 conference and the promotion of the COP27. “We expect the summit to produce a workable charter and to be COP for actions rather than COP for pledges.”

    Earlier in February 2022, the Intergovernmental Panel on Climate Change (IPCC) painted a similarly troubling picture: a warning that every tenth of a degree of additional warming could escalate threats to people, species, and ecosystems.

    IPBES and IPCC both produce scientific knowledge, alert society to climate change and biodiversity loss, and inform decision-makers to make better choices for combatting climate change and the loss of biodiversity. In doing so, they provide tools to foster a low-carbon future, mitigate climate change’s negative effects, and promote a resilient society.

    For their contribution to climate change adaptation and resilience building, IPBES and IPCC today (October 13, 2022) emerged winners of the Gulbenkian Prize for Humanity 2022, which was dedicated to climate change.

    “The decision to award the 2022 Gulbenkian Prize for Humanity to both IPBES and the IPCC is a powerful statement confirming that the global loss of species, destruction of ecosystems, and degradation of nature’s contributions to people together represent a crisis not only of similar magnitude to that of climate change, but one which must be addressed with at least similar urgency,” said Anne Larigauderie, the Executive Secretary of IPBES who accepted the prize alongside Hoesung Lee, President of the IPCC.

    “The unified message from both of our expert communities is that either we tackle and solve the biodiversity crisis and the climate crisis together – or we will fail on both fronts.”

    Additionally, Lee emphasised that science was “our most powerful instrument to tackle climate change, a clear and imminent threat to our wellbeing and livelihoods, the wellbeing of our planet and all of its species. For IPCC scientists, this prize is an important recognition and encouragement. For the decision-makers, it is another push for more decisive climate action.”

    IPBES is an independent, intergovernmental body set up in 2012 with the objective of improving the interface between scientific knowledge and political decision-makers on questions around biodiversity, the protection of ecosystems, human wellbeing, and sustainability.

    IPCC, the Nobel Peace Prize winner in 2007, in conjunction with Al Gore, is a United Nations-affiliated organisation that fosters the production of scientific knowledge within the scope of evaluating the climate impacts of human actions and supporting governments with regard to their decision-making and the implementation of measures able to combat climate change.

    The two entities – IPBES and IPCC – were selected out of 116 nominations from 41 nationalities spanning five continents. Angela Merkel, former Chancellor of Germany, chaired the jury with vice-chair Miguel Bastos Araújo (Geographer, Pessoa Award 2018).

    Merkel attended the prizegiving, as did António Feijó, President of the Calouste Gulbenkian Foundation that introduced the Gulbenkian Prize for Humanity in 2020.

    The focus on climate change, Feijó explained, was a very simple decision: “Climate change and all which this philanthropic organisation does, they represent an existential condition for humanity.”

    Merkel reiterated the importance of focusing on climate change acknowledging the controversies that often surround decisions made and the many policies on the table for the potential way ahead.

    “Science is the most important link. Scientific evidence cannot be removed from the equation. We may have our own political views, but I believe we must make the right decision in order to ensure the survival of humanity,” Merkel observed.

    Merkel further stressed that humanity now faces two crises, biodiversity loss and climate change, emphasising their interlinkages.

    On biodiversity, Larigauderie spoke of the 2019 Global Assessment Report on Biodiversity and Ecosystem Services, which alerted the world that a million species, out of an overall eight million, of plants and animals, now face extinction – many within decades.

    This degradation of nature, she said, is affecting the capacity of ecosystems to deliver on a number of key functions central to human survival, including the capacity to mitigate against climate change and to achieve food security.

    The jury, comprised of leading figures in global climate and environment research and action, highlighted how this prize recognises the role of science on the front line of tackling climate change and the loss of biodiversity.

    Finding that “evidence-based science has been fundamental not only to advancing many of the political and public actions but also the need to attribute the ‘nature of urgency’ to the ways in which the political agenda approaches the question of combatting the climate crisis”.

    In this regard, Larigauderie and Lee expressed their gratitude to thousands of scientists and indigenous and local knowledge holders for volunteering their time and expertise to deliver robust research on climate change and biodiversity.

    “Our reports are the most authoritative, may I say, the scientific voice of the United Nations about climate change. They provide the world’s leaders and decision-makers at all levels with a sound and most scrutinised scientific knowledge about our climate system, climate change and how to tackle it,” Lee observed.

    “The Prize comes at a critical time for climate change science. IPCC reports are clear and unequivocal. Climate change is man-made, widespread, rapid and intensifying. Today, we are not on track to limit global warming to 1.5 degrees Celsius.”

    Against this backdrop, the Jury stressed that IPBES and IPCC stood out in highlighting the relationship between “science, climate, biodiversity and society, representing the best that is done in this field all around the world.”

    The Jury, therefore, recognised how the two organisations serve to emphasise “the need to look at the climate crisis and biodiversity in conjunction, with concerted approaches making recourse to nature-based solutions.”

    With an annual cash award of €1 million, the Gulbenkian Prize for Humanity recognise people, groups of people or organisations from across the globe that make outstanding, innovative, and impactful contributions to mitigate and adapt to climate change.

    This is the third edition of the Gulbenkian Prize for Humanity. It was awarded for the first time in 2020 to the young Swedish activist Greta Thunberg. In 2021 the Prize was awarded to the Covenant of Mayors for Climate and Energy, the largest global alliance for climate leadership in cities, comprising more than 10,600 cities and local governments from 140 countries, including Portugal.

    The administration of President Gabriel Boric, a self-described environmentalist, is facing a growing rift between scientists, social leaders and energy companies that have differences with regard to the production of green hydrogen in Magallanes.     The projects require thousands of wind turbines, several desalination plants, new ports, docks, roads and hundreds of technicians and workers, with major social, cultural, economic and even visual impacts.

    This long narrow South American country of 19.5 million people sandwiched between the Andes Mountains and the Pacific Ocean has enormous solar and wind energy potential in its Atacama Desert and southern pampas grasslands. This has led to a steady increase in electricity generation from clean and renewable sources.

    In 2013, only six percent of the country’s total electricity generation came from non-conventional renewable sources (NCREs) – a proportion that climbed to 32 percent this year. Installed NCRE capacity in September reached 13,405 MW, representing 40.7 percent of the total. Of the NCREs, solar energy represents 23.5 percent and wind power 12.6 percent.

    In Chile, NCREs are defined as wind, small hydropower plants )up to 20 MW), biomass, biogas, geothermal, solar and ocean energy.

    According to the authorities, the wind potential of Magallanes could meet 13 percent of the world’s demand for green hydrogen, with a potential of 126 GW.

    Green hydrogen is generated by low-emission renewable energies in the electrolysis of water (H2O) by breaking down the molecules into oxygen (O2) and hydrogen (H2). It currently accounts for less than one percent of the world’s energy.

    However, it is projected as the energy source with the most promising future to advance towards the decarbonization of the economy and the replacement of hydrocarbons, due to its potential in electricity-intensive industries, such as steel and cement, or in air and maritime transportation.

    The National Green Hydrogen Strategy, launched in November 2021 by the second government of then right-wing President Sebastián Piñera (2018-2022), seeks to increase carbon neutrality, decrease Chile’s dependence on oil and turn this country into an energy exporter.

    The government of his successor, leftist President Gabriel Boric, in office since March, created an Interministerial Council of the Green Hydrogen Industry Development Committee, with the participation of eight cabinet ministers.

    A spokesperson from the Ministry of Energy told IPS that “this committee has agreed to bring forward, from 2025 to 2022, the update of the National Green Hydrogen Strategy and the new schedule for the allocation of state-owned land for these projects.”

    “We will promote green hydrogen in a cross-cutting manner, with an emphasis on harmonious, fair and balanced local development. By bringing forward the update of the strategy, we seek to generate certainty for investors and to begin to create the necessary regulatory framework for the growth of this industry in our country,” he said.

    Warnings from environmentalists

    In a letter to the president, more than 80 environmentalists warned of the risk of turning “Magallanes y La Antarctica Chilena” – the region’s official name – into an environmental sacrifice zone for the development of green hydrogen.

    “The energy transition cannot mean the sacrifice of migratory routes of birds that are in danger of extinction, otherwise it would not be a fair or sustainable transition,” said the letter, which has not yet received a formal response.

    Environmentalists argue that the impact is not restricted to birds, but also affects whales that breed there, due to the effects of desalination plants, large ports and harbors.

    Carmen Espoz, dean of science at the Santo Tomás University, who signed the letter, told IPS that “the main warning that we have tried to raise with the government, and with some of the companies with which we have spoken, is that there is a need for zoning or land-use planning, which does not exist to date, and for independent, quality baseline information for decision-making” on the issue.

    Espoz, who also heads the Bahía Lomas Center in Magallanes, based in Punta Arenas, the regional capital, clarified that they are not opposed to the production of green hydrogen but demand that it be done right.

    It is urgently necessary, she said in an interview in Santiago, to “stop making decisions at the central level without consultation or real participation of the local communities and to generate the necessary technical information base.”

    The signatories asked Boric to create a Regional Land Use Plan with Strategic Environmental Assessment to avoid unregulated development of projects.

    “We are not only talking about birds, but also about profound social, cultural and environmental impacts,” said Espoz, who argued that the model promoted by the government and green hydrogen developers “does not have a social license to implement it.”

    The bird question

    Prior to this letter to Boric, the international scientific journal Science published a study by Chilean scientists warning about potential impacts of wind turbines on the 40 to 60 species of migratory birds that visit Magallanes.

    “It is estimated that the installation of wind turbines along the migratory paths of birds could affect migratory shorebird populations, which is especially critical in the cases of the Red Knot (Calidris canutus rufa) and the Magellanic Plover (Pluvianellus socialis),” said Espoz.

    Both species, she said, “are endangered, as is the Ruddy-headed Goose (Chloephaga rubidiceps).”

    She added that if 13 percent of the world’s green hydrogen is to be generated in southern Chile, some 2,900 wind turbines will have to be installed by 2027, “which could cause between 1,740 and 5,220 collisions with bird per year.”

    Jorge Gibbons, a marine biologist at the University of Magallanes, based in Punta Arenas, said the big problem is that Magallanes does not have a baseline for environmental issues.

    “The scale of production creates uncertainties, heightened because there is no baseline. The question is whether Chile currently has the capacity to carry out large-scale green hydrogen projects,” he told IPS from the capital of Magallanes.

    Gibbons believes it would take about two years to update the data on the dolphin and Southern Right Whale (Eubalaena australis) populations

    “The greatest risks to dolphins will be seen in the Strait of Magellan. I am talking about Commerson’s Dolphins (Cephalorhynchus commersonii), which are only found there in Chile and whose population is relatively small,” he said.

    He proposed studying the route to ports and harbors of these species and to analyze how they breed and feed.

    “The issue is how noise disturbs them or interrupts their routes. These questions are still unanswered, but we know some things because it is the best censused species in Chile,” he explained.

    According to Gibbons, the letter to Boric is timely and will help reduce uncertainty because “the process is just beginning and the scientific and local community are now wondering if the plan will be well done.”

    Conflict of interests

    The partnership between HIF Chile and Enel Green Power Chile withdrew from the Environmental Evaluation System the study of the Faro del Sur Wind Farm project, involving an investment of 500 million dollars for the installation of 65 three-blade wind turbines on 3,791 hectares of land in Magallanes.

    The study was presented in early August with the announcement that it was “a decisive step for the future of green hydrogen-based eFuels.”

    But on Oct. 6, its withdrawal was announced after a series of observations were issued by the Magallanes regional Secretariat of the Environment.

    “The observations of some public bodies in the evaluation process of this wind farm exceed the usual standards,” the consortium formed by the Chilean company HIF and the subsidiary of the Italian transnational Enel claimed in a statement.

    The companies argued that “the authorities must provide clear guidelines to the companies on the expectations for regional development, safeguarding the communities and the environment.

    “In light of these exceptional requirements, it is necessary to understand which requirements can be incorporated and which definitely make projects of this type unfeasible in the region,” they complained.

    The government reacted by stating that it is important to remember that Faro del Sur is the first green hydrogen project submitted to the environmental assessment process in Magallanes.

    “During the process, some evaluating entities made observations on the project, so the owners decided to withdraw it early, which does not prevent them from reintroducing it when they deem it convenient,” the Ministry of Energy spokesperson told IPS.

    He added that the ministry stresses “the conviction to develop the green hydrogen industry in the country and that this means sending out signals, but in no case should this compromise environmental standards and citizen participation in the evaluation processes.”

    Just under half of the earth’s bird species are in decline, according to a jarring new report.

    The State of the World’s Birds report is released every four years by BirdLife International, an international partnership of NGOs that collects scientific data about birds worldwide. The organization is the official source of information on birds used by the International Union for Conservation of Nature’s Red List of threatened species.

    This year’s report found that 49% of bird species across the world are in decline, and one in eight are at risk of extinction, The Guardian reported. Only 6% of bird species are increasing in numbers.

    “We have to stop these declines and start getting on track for recovery,” BirdLife International’s chief scientist, told The Guardian. “Our future, as well as the world’s birds, depends on it. If we continue to unravel the fabric of life, we’re going to continue to place our own future at threat.”

    The biggest threat to birds worldwide is agriculture, BirdLife International said in its summary of the report. That includes habitat loss from the expansion of farms, along with threats posed by machinery and harmful chemicals used in farming. In Europe, farmland bird populations have dropped by 50% since 1980.

    National Geographic reported on this issue among birds in France in 2018, citing major declines in species like the common whitethroat, a small bird that has suffered as pesticides kill off the insects it eats to survive.

    Logging is also a major threat to birds, like the harpy eagle, which makes its home in large, old-growth trees in Central and South American rainforests.

    Extreme weather events caused by climate change are also a source of danger.

    “Birds tell us about the health of our natural environment — we ignore their messages at our peril,” BirdLife CEO Patricia Zurita said in a statement. “Many parts of the world are already experiencing extreme wildfires, droughts, heatwaves and floods, as human-transformed ecosystems struggle to adapt to climate change.”

    Zurita added that the report’s dire findings highlighted the importance of the upcoming UN Biodiversity Conference, COP 15, which will take place in December.

    Honghe Butterfly Valley, in southwest China’s Yunnan Province, has witnessed hundreds of millions of butterflies emerge from chrysalises since June, with a worldwide rare ecological spectacle presented, according to the Honghe Daily.

    “Butterfly explosion” refers to the seasonal natural and ecological spectacle formed in May and June every year, in which a large number of Stichophthalma larvae pupate in a short period of time and then transform into butterflies. They pile up and flutter all over the sky in the woods, beside streams and mountain trails.

    In June, the Honghe Butterfly Valley, in Ma’andi Township of Jinping County in Honghe Prefecture, has already witnessed over 100 million butterflies emerge, with a total of 150 million expected, according to researchers, adding that there are only two such phenomenal “butterfly explosions” in the world, and the other one is in Mexico.

    To date, over 400 butterfly species have been identified in the Honghe Butterfly Valley, which is famed for its all-year-round warm and humid weather. The area enjoys a forest coverage of 70 percent, rendering it a complete monsoon evergreen broad-leaved forest and other vegetation types, an ideal ecological environment suitable for butterflies, and has the most abundant butterflies resources around the world.
