    At least two people were killed and dozens were wounded in a mass shooting in southeast Baltimore early Sunday morning, authorities said. CBS Baltimore reported that the shooting happened at a block party in the city’s Brooklyn neighborhood.

    Baltimore police officers say they responded to multiple calls of a reported shooting at around 12:35 a.m. An 18-year-old woman was pronounced dead at the scene, and a 20-year-old man was pronounced dead later at a local hospital. Nine of the people injured were transported to hospitals from the scene, while the other 20 victims walked into various hospitals in the area, acting Baltimore City Police Commissioner Richard Worley told reporters on Sunday.

    “When officers arrived, they found multiple victims suffering from gunshot wounds. We located one female adult deceased on the scene, 9 additional victims were transported from the location to area hospitals,” Worley said at the news conference.

    A total of 30 people suffered gunshot wounds at the block party, officials said at a news conference Sunday afternoon. The victims’ ages ranged from 13 to 32 years old, with 14 of the victims under the age of 18, police said. 

    Police have confirmed there were at least two shooters and are investigating if there were any more. Police did not know as of Sunday afternoon if the shooting was targeted.

    Authorities have asked anyone with information about the incident to contact the homicide unit by calling 410-396-2100. Community members can also report tips anonymously to Metro Crime Stoppers, either by phone or online.

    “We will not stop until we find those cowards who decided to just shoot dozens of people, causing two people to lose their lives. And we’re going to be here until we find them, until we hold them accountable until they are held accountable for the actions they took because we cannot rest until they do so. Again our thoughts and prayers are with the entire community and city,” Baltimore mayor Brandon Scott said at a press briefing.

    Authorities have not identified any of the mass shooting victims by name. 

    In a joint statement issued by the mayor’s office and the police department, Scott called for increased gun control in Baltimore and said, “This tragedy again shows why we must continue to focus on the amount of illegal guns on our streets that make it into the hands of individuals who should not have them and continuously carry out violent acts in our city.”

    “This act of violence has shaken our city to the very core, and we are all grappling with the shock, pain, and trauma that accompanies such a heinous act of destruction,” the mayor’s statement read in part.

    “This investigation is ongoing, and we will not rest until the people responsible are held accountable,” Scott said. “There must be accountability at each level of the illegal gun trade from those using them, those trafficking them to those who manufacture them in ways they know will lead to violence.”

    The incident happened in the 800 block of Gretna Avenue, Eldridge said.

    It’s unclear how many people have been injured. A news conference is expected.

    At least 17 people were injured Saturday after a bus collided with two civilian vehicles in Baltimore, according to the Baltimore City Fire Department.

    “Fortunately, there were no critical life-threatening injuries at this incident,” Baltimore City Fire Department communications director Kevin Cartwright told CNN affiliate WJZ-TV.

    Baltimore City Police told CNN the MTA bus collided with a Lexus at North Paca Street at West Mulberry Street in downtown Baltimore Saturday morning. The bus then struck a Nissan and came to a stop resting in a building at 500 West Franklin Street, police said.

    Jerimiah Moerke, spokesperson for the Maryland Transit Administration, told CNN the agency’s CityLink Blue bus was “involved in a multi-vehicle incident” at around 10.15 a.m.

    “We dispatched units to this location, and upon their arrival they did confirm that there was a collision involving an MTA bus that collided into a building,” Cartwright said, according to WJZ. “Due to that fact and multiple patients being involved, we established and escalated this to a level one mass casualty incident.”

    Responders removed the bus driver from the bus lodged into the building. The driver was treated at the scene and transported to a hospital, as were the other 16 injured people, according to Cartwright.

    Police said the cause of the crash is unknown at this time.

    MTA Police, the Baltimore City Fire Department and Medics and building inspectors are also on the scene, police said.

    Video from WJZ shows the bus at a stop against the side of the building as emergency services respond.

    Yellow crime scene tape was wrapped around the driver’s side mirror of the damaged Lexus parked near a pole, and the vehicle’s steering wheel airbag was deployed as the driver’s door stood open, the video showed.

    The front of the Lexus from the passenger’s side appeared crushed as a nearby city worker swept debris from the crash off the streets, as seen in the video.

    Cartwright said specialists from the fire department’s special rescue operations team evaluated a four-story apartment building to ensure the structure wasn’t compromised after the accident, WJZ reported.

    “They determined that the steel vertical and horizontal beams that support the structure remained intact,” he said, according to WJZ.

    Only the apartment building’s first floor was condemned and residents were expected to be able to return home by Saturday afternoon, Cartwright said.

    A Baltimore City public bus crashed into two cars before hitting a building on Saturday, injuring 17 people, two with critical injuries, a Baltimore Police spokesperson told CBS News.

    Around 10:20 a.m. patrol officers responded to the scene near where the bus had come to rest inside a building on West Franklin Street, police said in a news release. Police said they found during their preliminary investigations that the bus crashed into a Lexus, before hitting a Nissan and then, finally, the building. 

    Somewhere between 10 to 15 people were transported to local area hospitals, the Maryland Transit Administration said in a news release.

    The Maryland Transit Administration Police, along with the Baltimore Police Department and the Fire Department said they are currently investigating the crash. Police told CBS News the cause of the crash is not yet known.

    CBS Baltimore reported that responders from the fire department evacuated the building occupants. Officials told CBS Baltimore that occupants should be able to enter the building later this afternoon.

    The Pittsburgh Steelers have long-term plans to play a regular season NFL game in Ireland, the team said Thursday during a visit to celebrate its long-standing ties with the Emerald Isle.

    The Steelers touched down in Dublin days after the NFL awarded the team marketing rights for Ireland and Northern Ireland, all part of the league’s push to expand its audience internationally.

    “Our aspirations long term are to play a game in Ireland,” said Daniel Rooney, the team’s director of business development and strategy. “As we move through the process, we’ll be evaluating all options.”

    Ireland has never hosted a regular season NFL game, but the Steelers beat the Chicago Bears 30-17 in a preseason matchup at Croke Park in 1997.

    Croke Park, home of the Gaelic Athletic Association, holds 82,300 and would almost certainly be the site of any future Steelers game.

    GAA president Larry McCarthy joined Rooney at a news conference at Croke Park and said the organisation is “delighted to be associated with [the Rooneys] and such a famous name and brand in the Steelers.”

    Brett Gosper, NFL head of UK and Europe, was also on hand and called the Steelers and Ireland a “perfect fit.”

    “There are so many connections, obviously the family’s heritage [and] the Steelers organising that first and only game – so far – in Ireland,” he said.

    The late Daniel M. Rooney was U.S. ambassador to Ireland from 2009-12.

    The Jacksonville Jaguars, who play in London every year, were also awarded marketing rights to Ireland.

    The programme was designed to help individual teams build their brands abroad through commercial activity and fan engagement similar to what they do in their home markets. Rights are granted by the league for at least a five-year term.

    Super Bowl LX will head to the San Francisco Bay Area with Levi’s Stadium confirmed as the host venue in 2026.

    The stadium, home of the San Franciso 49ers, last held the showpiece match in 2016 when Denver Broncos beat Carolina Panthers 24-10 in Super Bowl 50.

    The Bay Area will stage its third Super Bowl, with the game also taking place at Stanford Stadium in 1985.

    On that occasion, the 49ers beat the Miami Dolphins in Super Bowl XIX.

    NFL Commissioner Roger Goodell said in a statement on Monday: “The Bay Area was an incredible host for Super Bowl 50, and we are thrilled to bring the Super Bowl back.

    “We look forward to working with the 49ers and the Bay Area Host Committee to create an impactful Super Bowl LX in 2026 that showcases all the great things the region has to offer.”

    49ers president Al Guido said: “We are honored to host the Super Bowl at Levi’s Stadium once again, and to be stewards of one of the biggest sporting events in the world.

    “Since hosting Super Bowl 50 in 2016, Levi’s Stadium has cemented its reputation as a world-class venue. I’m confident Super Bowl LX will be a terrific event that benefits the entire community.”

    Super Bowl LVIII will be held at Allegiant Stadium in Las Vegas on February 11 2024, with the Ceasars Superdome in New Orleans to stage Super Bowl LIX on February 9 2025.

    Baltimore police released body camera footage on Tuesday showing an officer shooting a Black teenager in the back as he fled. The officer shouted a demand for the teen to drop a gun, and then quickly fired. The teenager was badly wounded and lost several organs, and police said they discovered a gun with him following the shooting on Thursday.

    Mekhi Franklin, 17, can be seen on camera walking on the sidewalk with someone. Witnesses told local media outlet The Baltimore Banner that police officer Cedric Elleby was sitting on a stoop with Franklin before the shooting. Franklin gets up and begins to walk away; Elleby follows him.

    It is unclear what the officer said to Franklin and the other individual when he approached them, but the two stop and they briefly talk.

    Audio then comes on. “Come here,” Elleby says to Franklin, to which the teenager replies: “What bro?” Elleby then lunges at Franklin, trying to grab him, but Franklin pulls away and begins to sprint in the opposite direction.

    Elleby chases Franklin through a grassy area, a back alley, and then nearby the sidewalk in broad daylight. The chase lasted for about 30 seconds.

    Elleby shouts at Franklin to stop and put the gun down, after he pulls what appears to be a firearm out of his pants. The gun appears to still be in Franklin’s hand, but the footage does not show Franklin turning toward Elleby or pointing the gun at him during the foot chase.

    Elleby then fires four shots, and Franklin collapses in an alley in front of a rowhome. The gun can be seen laying on the ground away from his body.

    An emotional and chaotic scene followed the shooting, with residents arriving at the shooting scene as Elleby and another officer attempted to render aid to Franklin. Voices are heard shouting in the background.

    “You just shot him for nothing,” one civilian is heard saying in the background.

    Baltimore Police Deputy Commissioner Richard Worley told the media in a press conference the day of the shooting that Elleby was on patrol in the area and saw Franklin “displaying characteristics of an armed person.”

    Police said Elleby is part of the department’s district action team, which are plainclothes units tasked with “proactive” policing that focus on armed people, making traffic stops and foot chases.

    The Maryland Attorney General’s Office said they are not investigating the shooting at this time, but Mayor Brandon Scott has promised a thorough investigation. Keira Franklin, the mother of the teenager, said this is not the first time police harassed her son.

    “This happened previously with the same police officer,” she said.

    A man stole a military vehicle from a residential neighborhood in a Maryland town Friday night, and then led officers on a lengthy highway pursuit before finally being captured in Baltimore, authorities said.

    The Harford County Sheriff’s Office reports that deputies were called to a home in the town of Bel Air a little after 6:30 p.m. local time Friday on a report that a privately-owned 1986 923-A five-ton military vehicle had been stolen.

    The truck was then spotted on a Bel Air road, and when the driver, later identified as 38-year-old Michael D. Stevens II, refused to pull over, a multi-agency pursuit ensued, the sheriff’s office said, with the suspect making his way south onto Interstate-95.

    Officers made several unsuccessful attempts to stop the vehicle using spike strips, the sheriff’s office said, before the suspect eventually made his way into Baltimore, which is located about 25 miles southwest of Bel Air.

    He finally brought the vehicle stop and tried to run away, but was captured by deputies, the sheriff’s office disclosed.

    During the pursuit, Stevens crashed into several other vehicles, but no one was injured during the ordeal, the sheriff’s office said. 

    Stevens had been released from the Hartford County Detention Center just prior to stealing the vehicle, the sheriff’s office confirmed. He was re-booked into the detention center on one count of motor vehicle theft, and two counts each of first-degree and second-degree assault, along with one count of failing to obey a lawful order.

    The details of his initial arrest and release were unclear. There was also no word on the circumstances that led up to the theft of the vehicle. 

    Maryland State Police, Baltimore police, Baltimore County police and Bel Air police all assisted during the incident.

    A report from Maryland Attorney General Anthony Brown released Wednesday alleges 156 Catholic clergy members and others abused at least 600 children over the course of more than six decades.

    “From the 1940s through 2002, over a hundred priests and other Archdiocese personnel engaged in horrific and repeated abuse of the most vulnerable children in their communities while Archdiocese leadership looked the other way,” the report reads. “Time and again, members of the Church’s hierarchy resolutely refused to acknowledge allegations of child sexual abuse for as long as possible.”

    The report lists descriptions of graphic sexual and physical abuse allegations: It includes stories of how some alleged abusers provided victims with alcohol and drugs and describes in vivid detail how they coerced and forced victims to perform sexual acts.

    The report’s list of abusers includes clergy members, seminarians, deacons, teachers and other employees of the Archdiocese.

    Forty-three priests who “served in some capacity or resided within the Archdiocese of Baltimore” committed sexual abuse in locations outside Maryland, the report alleged. Of these 43 priests, 40 of them allegedly committed sexual abuse in only one other location, while the other three allegedly committed sexual abuse in two other locations outside Maryland, the report says.

    The investigation began in 2018 and has since received “hundreds of thousands of documents,” including treatment reports, personnel records, transfer reports and policies and procedures.

    The Maryland Attorney General’s Office said more than 300 people contacted the office after it opened an email address and telephone hotline for people to report information about clergy abuse, and investigators interviewed hundreds of victims and witnesses.

    “Today certainly in Maryland is a day of reckoning and a day of accounting,” Brown said during a news conference Wednesday.

    Brown said he met with survivors and advocates Wednesday morning to hear their stories.

    “While each of those stories is unique, together, they reveal themes and behaviors typical of adults who abuse children, and those who enable that abuse by concealing it,” Brown said. “What was consistent throughout the stories was the absolute authority and power these abusive priests and the church leadership held over survivors, their families and their communities.”

    Most of the abusers listed in the report are dead and no longer subject to prosecution, the attorney general said.

    “While it may be too late for the survivors to see criminal justice served, we hope that exposing the Archdiocese’s transgressions to the fullest extent possible will bring some measure of accountability and perhaps encourage others to come forward,” Brown said.

    Some victims waited to report their claims of abuse until later in life, according to the report. Because Maryland recognizes a statute of limitations defense in civil cases, “victims have no recourse if they are over the age of 38,” the report reads.

    Some victims did not come forward until their parents had died to “spare them the pain of knowing about the abuse,” the report reads, while others never intended to tell but were persuaded to come forward with the help of others. Others repressed their memories and recollections of abuse emerged only many years later, according to the report.

    The Archbishop of Baltimore apologized on behalf of the Archdiocese after allegations of abuse surfaced in the report.

    “To all survivors, I offer my most earnest apology on behalf of the Archdiocese and pledge my continued solidarity and support for your healing. We hear you. We believe you and your courageous voices have made a difference,” Archbishop William E. Lori wrote in a statement Wednesday.

    “The report details a reprehensible time in the history of this Archdiocese,” Lori added, and wrote it “will not be covered up, ignored or forgotten.”

    The Archdiocese began making “radical changes” in the 1990s to “end this scourge,” Lori wrote. Instances of abuse have fallen every year and every decade since cases of abuse peaked during the 1960s and 1970s, he wrote, saying, “The Archdiocese is not the same organization it was.”

    “Make no mistake, however: today’s strong record of protection and transparency does not excuse past failings that have led to the lasting spiritual, psychological and emotional harm victim-survivors have endured,” the Archbishop’s statement reads.

    The Archdiocese of Baltimore has paid $13.2 million to 303 victims of abuse since the 1980s, according to the Archdiocese’s office.

    The payments include money for both counseling and settlements, the Archdiocese’s executive director of communications, Christian Kendzierski, said in an email to CNN.

    The report contains “a full accounting” of abuse in the Archdiocese and “details of repeated tortuous, terrorizing, depraved abuse.” It lists and details 156 abusers “determined to have been the subject of credible allegations of abuse.”

    More than 600 children are known to have been abused by those 156 people, the report reads, but “the number is likely far higher.”

    The report reveals the names of all but 10 of the 156 alleged abusers listed in the report.

    Brown said those 10 names were obtained through the grand jury process and could not be disclosed without permission or a court order.

    “I should emphasize that because they’re redacted today doesn’t mean they will always be redacted,” Brown said.

    The report does not constitute criminal indictment, according to the attorney general.

    The report recommends that Maryland amend the statute of limitations for civil actions involving child sex abuse.

    “Our judicial system should provide a means for victims who have suffered these harms to seek damages from the people and institutions responsible for them,” the report reads.

    Maryland’s Senate passed a bill in March that would repeal the state’s civil statute of limitations in certain civil actions relating to child sexual abuse. The bill is working its way through the House.

    Three children died Saturday morning in a fire at a home in Baltimore, authorities said. 

    Firefighters rescued the three children and two adults from the burning home before sunrise, the Baltimore Fire Department said on Twitter. Just before 5:30 a.m. local time, firefighters arrived on Bradhurst Road where a two-story house was on fire with heavy smoke, authorities said. 

    The children died a short time later. The adults remain in critical condition, authorities said.

    The fire department didn’t release any other details about the blaze, but said the cause is under investigation.

    Travis and Jason Kelce will become the first brothers to play against each other in Super Bowl history when the Kansas City Chiefs and Philadelphia Eagles face off in Arizona on Sunday – and their mum has become a minor celebrity as a result.

    On ‘Opening Night’ of Super Bowl week, Donna Kelce delivered cookies for her boys on stage while they spoke to the media, decked out in a half Chiefs, half Eagles jersey.

    There has also been a petition created for Donna to do the ceremonial coin toss before Sunday’s game, which has already gained over 170,000 signatures and is still rising.

    “‘Here’s the thing,’ Donna began saying. When asked about the possibility on her son’s New Heights podcast, she said: “There are so many legends and people that have their blood, sweat and tears on that field… I don’t think that’s the right place for me to be.

    “Would I be a distraction out there for you guys? That’s what I would worry about.

    “I would [do it] if the two of you say I would not be a distraction… and you’ll be focussing on the game plans.”

    Travis then responded, saying, “You’re in,” before jokingly adding: “I’ll tell [NFL commissioner] Roger [Goodell].”

    The Chiefs once again proved themselves to be the elite of the NFL, particularly on offense, owning the No 1 unit in points per game (29.2), yards per game (413.6) and passing yards per game (297.8).

    Kansas City’s 14-3 regular-season record not only wrapped up a seventh-straight AFC West divisional title, but it also secured them the No 1 seed in the conference for the third time in their dominant present-day stretch.

    Brady and the Tampa Bay Buccaneers were comfortably put away 41-31 in Week Four, as were the San Francisco 49ers 44-23 in Week Seven – both huge road victories against major NFC contenders.

    The victory over the 49ers would kickstart a run of 10 wins across 11 games to close out the season, with only a defeat to the Cincinnati Bengals sandwiched in between.

    But the Chiefs would ultimately have the last laugh, with star quarterback Mahomes gaining revenge for that defeat, and for his three total losses in three career games to Joe Burrow and the Bengals, with their 23-20 victory in the AFC Championship game over the same opponents to book their Super Bowl spot.

    What went wrong?

    As usual, not a great deal. Although there was the odd hiccup along the way, none more bizarre and unaccounted for than the 20-17 loss to the Indianapolis Colts in Week Three – a team which would ultimately end the season a dreadful 4-12-1.

    Also, a 24-20 loss at home to the Buffalo Bills in Week Six that dropped the Chiefs to 4-2 on the year would hint towards a possible changing of the guard in the AFC, with Buffalo earning a second-straight regular-season win at Arrowhead (and after having pushed Kansas City all the way in an incredible overtime finish to their divisional round match-up in the playoffs the previous year).

    But, while the Bills and the Bengals – who would themselves defeat the Chiefs in Week 13 – threatened to steal Kansas City’s throne, neither were able to deliver the decisive blow, with Buffalo bested by Cincinnati in the divisional round this time, before they themselves were undone in the AFC title game by Mahomes and co.

    And a banged up Mahomes and Chiefs offense, at that. One of the biggest concerns going into Super Bowl LVII this Sunday is certainly the health of Kansas City’s star quarterback, who picked up a high ankle sprain in their divisional round win over the Jacksonville Jaguars.

    He has not looked the same since, limping his way through the subsequent one-and-a-half outings, only serving to make his sensational match-winning performances in those wins over the Jags and the Bengals all the more impressive.

    Wideout Mecole Hardman has already been ruled out of the Super Bowl due to injury, while JuJu Smith-Schuster and Kadarius Toney were also banged up against the Bengals, weakening Mahomes’ receiving corps, with progress to be monitored this week.

    Star names

    Starting with the most obvious selection of them all, Mahomes, of course. The 27-year-old is favourite to win a second league MVP title this season in just his fifth year as a starter in the NFL.

    Mahomes set a new record for the most offensive yards (5,614) in NFL history this season – breaking down as 5,250 passing yards, 358 rush yards and six receiving. He also led the league in passing TDs during the regular season, with 41, six greater than Josh Allen (Bills) and Burrow (Bengals) tied for second on 35. And Mahomes did it all despite the team trading away his best receiver too, with Tyreek Hill moving to the Miami Dolphins in the offseason.

    Mahomes has at least retained the comfort blanket Travis Kelce on offense, with the superstar tight end notching his seventh-straight 1,000-yard season, finishing 2022 with 1,338 yards along with a career-high 12 TDs.

    Also, look out for seventh-round rookie Isaiah Pacheco, who has added a real spark to this Kansas City offense since his introduction midway through the season, averaging over five yards per carry, while defensive tackle Chris Jones is the standout from an underrated defense, having equalled his career high of 15.5 sacks this season.

    Playoff push

    Mahomes missed most of the second quarter due to the injury he sustained to his right ankle, but ultimately returned to finish 22 of 30 passing for 195 yards and two touchdowns, while back-up quarterback Chad Henne also threw a scoring pass in his absence.

    Kelce’s 14 receptions (for 98 yards), meanwhile, tied for the third most in NFL postseason history, with Marquez Valdes-Scantling also adding a touchdown catch for Kansas City.

    Super Bowl pedigree

    Despite their dominance over the past five seasons – appearing in five-straight AFC Championships – since Mahomes became the starter at QB in Kansas City, it has thus far translated into just one Super Bowl title over that span.

    They lifted the Vince Lombardi Trophy on their first visit to the Super Bowl in 50 years when they beat the 49ers to cap the 2018 season, with Mahomes named MVP after engineering a comeback from 20-10 down midway through the fourth quarter.

    With the Philadelphia Eagles, and their own hugely-intimidating defensive line full of monsters, awaiting in Super Bowl LVII, Mahomes’ ability to still deliver enough magic moments despite his ankle injury will prove key to deciding the outcome of the game.

    Long-needed improvements are coming to train travel along the nation’s busy Northeast Corridor, thanks in part to the federal infrastructure funding package that President Joe Biden signed into law in the fall of 2021.

    The president is making two big funding announcements this week to address bottlenecks at century-old train tunnels in Baltimore and New York City – two projects that have struggled for years to acquire enough money to get off the ground.

    Construction is expected to begin as early as this year, though completion is years away.

    In Maryland, the 150-year-old Baltimore and Potomac tunnel will be replaced with two new tubes for Amtrak and Maryland Area Regional Commuter (MARC) trains.

    Running under densely populated West Baltimore, the 1.4-mile tunnel is the oldest on the Northeast Corridor rail line and the only way for certain trains to travel south from Baltimore’s Penn Station to Washington, DC, and Virginia.

    More than 10% of weekday trains are delayed, according to Amtrak. Tight curves in the tunnel currently require trains to slow down to speeds of 30 miles per hour. The tunnel also suffers from a variety of age-related issues, such as excessive water infiltration, a deteriorating structure and a sinking floor.

    The improvements are expected to nearly triple capacity in the tunnel and soften the curves, allowing trains to travel as fast as 110 miles per hour. There are also plans for new signaling systems, five new roadway and railroad bridges in the area surrounding the tunnel, and a new West Baltimore MARC station that’s Americans with Disabilities Act-accessible.

    The White House said Monday that the project could get up to $4.7 billion in funding from the infrastructure law. Maryland’s transportation agency has committed $450 million. In total, the new tunnel project is expected to cost around $6 billion.

    The project previously received $44 million through a 2009 federal stimulus package called the American Reinvestment and Recovery Act for preliminary engineering and permitting. But it had lacked a viable funding source to continue construction.

    The new tunnel will be named after Maryland native and abolitionist Frederick Douglass.

    Roughly 200,000 passengers make trips on either Amtrak or New Jersey Transit trains that run between New York and New Jersey under the Hudson River each weekday.

    First opened in 1910, the tunnel has several age-related problems and also suffered damage when Hurricane Sandy inundated the tubes with salt water in 2012.

    Still in early stages, the most recent plans call for the construction of a new rail tunnel beneath the Hudson River and then rehabilitation of the existing tunnel, known as the North River Tunnel.

    In 2019, New York and New Jersey created the Gateway Development Commission to help facilitate the project. Last year, the commission estimated it could cost $16.1 billion and anticipated a 2038 completion date.

    Funding sources are still being determined, but are expected to include federal, state, local and possibly private funding.

    Former New Jersey Gov. Chris Christie killed an earlier version of the plan to build a new tunnel in 2010.

    The White House said Tuesday that Amtrak, which owns the tunnel, will receive a $292 million grant from the infrastructure law to help complete construction of concrete casing underground on the Manhattan side of the river. The concrete casing will protect the path of the new tunnel from the Hudson River’s edge to New York’s Penn Station.

    If this casing is not built now, the White House said, the foundations from the new Hudson Yards development would likely impede the path of the tunnel and make the project extremely difficult.

    The $1.2 trillion federal infrastructure package was signed into law in November 2021 after receiving bipartisan support in Congress. It will provide roughly $550 billion of new federal investments over five years for everything from bridges and roads to the nation’s public transit, broadband, water and energy systems.

    The funds are delivered in two ways: through formula programs that send money directly to states and through competitive grant programs that require state and local agencies to apply.

    A lot of the formula programs have long been sending federal money to states on an annual basis but are now delivering much more funding for the five-year period covered by the infrastructure law.

    For example, the Federal Highway Administration released nearly $60 billion to states last year through 12 formula programs to support investment in roads, bridges and tunnels; carbon emission reduction; and safety improvements. That’s an increase of $15.4 billion compared with fiscal year 2021, the last fiscal year before the infrastructure law was implemented.

    Dozens of major, specific projects have been selected for funding through grant programs over the past year. Funding for the Infrastructure for Rebuilding America grant program (known as INFRA), which is meant for freight and highway projects of national or regional significance, increased by more than 50% last year. About $1.5 billion was released for 26 transportation projects in September.

    In August, the Rebuilding American Infrastructure with Sustainability and Equity program, known as RAISE, released $2.2 billion for 166 specific road, bridge, transit, rail, port or intermodal transportation projects across the country. In 2021, the program could only afford to fund 90 projects.

    The infrastructure law also created new funding programs, like the National Electric Vehicle Infrastructure Formula Program, which released $615 million to states last year. That money can be used for installing public electric vehicle charging stations.
