    NYACT and NYSSIU partner to present an anti-insurance and auto crime training program at the Thayer Hotel at West Point.

    The New York Anti Car Theft and Fraud Association (NYACT), New York’s association founded to provide training for insurance and law enforcement personnel to combat vehicle crime and insurance fraud, and the New York State Chapter of Special Investigation Units (NYSSIU) joined forces to present their Annual Joint Summer Conference at the Thayer Hotel, West Point, N.Y. on July 18th, 2024.

    NYACT and NYSSIU join forces every year for joint conferences in New York State. Nichole Soriano, NYACT Chairperson and Assistant Vice President Travelers Investigative Services, stated “This year due to new trends in the fraudulent claim and auto crime arena, it is more important than ever that we provide law enforcement and our insurance members with skills and tactics to not only solve cases and prosecute criminals, but to also hopefully prevent crimes against the American public.” 

    These conferences are designed to provide a great opportunity for law enforcement and insurance professionals to collaborate and discuss the new fraud trends that impact New York State’s communities.

    Training topics focused on broker fraudcombatting compensation cons, and uncovering digital evidence.

    This annual event was held in person at the historic Thayer Hotel at West Point. Over 120 investigators and insurance personnel registered for the event. Speakers included New York Automobile Insurance Plan (AIPSO), SIU Manager Robert Vetrano, John Land, Partner at Hamberger & Weiss, and Rich McKeon, Director from Cellular Services, Lemieux & Associates

    New York Anti Car Theft and Fraud Association partners with other fraud-fighting organizations and law enforcement agencies for training events.

    – The New York Anti Car Theft and Fraud Association (NYACT), New York’s association founded to provide training for insurance and law enforcement personnel to combat vehicle crime and insurance fraud, has announced their 2024 law enforcement and insurance special investigations unit trainings.

    NYACT Board of Directors’ Chair, Nichole Soriano, Assistant Vice President Organized Fraud Travelers Investigative Services CIFI, stated “America is facing a surge in claims and the anti-fraud community needs up-to-date training to handle the increase of fraudulent activity and crime.” Each year, NYACT joins forces for joint trainings with National Insurance Crime Bureau (NICB), New York State Chapter of Special Investigations Units, Inc., New York State Department of Motor Vehicles, in addition to the New York State Police and dozens of local police and sheriff bureaus. NYACT works in cooperation to offer these trainings with New York State Attorney General’s offices, NYS Workers’ Compensation Board, and many other state agencies who are often speakers and featured guests. Soriano added, “This year due to new trends in the fraudulent claim and auto crime arena, it is more important than ever that we provide law enforcement and our insurance members with skills and tactics to not only solve cases and prosecute criminals but to also hopefully prevent crimes against the American public.”

    The 2024 Trainings include a three-day Vehicle Crimes Investigation Course for law enforcement only and the Joint NYACT – NICB Medical Fraud Training in April, NYACT’s 2024 Technology Summit in May, the annual Joint NYACT – NICB Workers’ Compensation Fraud Training in June, our summer conference with NYSSIU in July at West Point, and the Fall conference in September at the Turning Stone Resort, a Vehicle Arson Awareness Program in October, and the NYACT Annual State Education Conference and the Advanced Auto Theft Training in November. 

    NYACT’s mission is to provide premier training and networking opportunities to update law enforcement and insurance personnel on all aspects of detecting auto-related, medical, and other types of insurance claims fraud, auto theft programs and techniques. Since 1980, NYACT has sponsored hundreds of premier trainings and networking opportunities for thousands of law enforcement, state agencies, and industry personnel throughout New York state.

    With the growing number of motor vehicle thefts, law enforcement needs specialized knowledge to and training to identify stolen vehicles. This program provides hands on training, and practical and technical skills that law enforcement can immediately use in investigations.

    The New York Anti Car Theft and Fraud Association (NYACT) and the National Insurance Crime Bureau (NICB) were proud to partner with the New York State Department of Motor Vehicles Division of Field Investigation (NYS DMV DFI) at the NYS DMV DFI facility located in Queens Village, NY. The program was for members of law enforcement. 

    This Advanced Auto Theft training educates law enforcement in identifying stolen motor vehicles. 

    National Insurance Crime Bureau and New York State Department of Motor Vehicles Division of Field Investigation conducted hands-on training for law enforcement on stolen vehicle identification. Attendees had the opportunity to physically examine multiple stolen retagged vehicles containing counterfeit or reaffixed public VIN’s, Federal Warranty Labels and Anti-theft stickers. Attendees also heard industry experts talk about key red flags they should look for when conducting Auto Theft Investigations or while conducting patrol. 

    The New York State Department of Motor Vehicles Division of Field Investigation provided the venue for the training.

    Over 200 Attend Training on Insurance Fraud and Auto Crime at the Heritage Club at Bethpage State Park.

    Over 200 anti-fraud professionals attended The New York Anti Car Theft and Fraud Association (NYACT) 2023 Annual Education Conference on November 8, 2023, at the Heritage Club at Bethpage State Park. The Keynote speaker was Owen McShane, Deputy Commissioner Investigations & Law Enforcement, NYS DMV and Adjunct Professor at the University of Albany College of Emergency Preparedness, Homeland Security and Cybersecurity. Mr. McShane addressed the audience and shared his knowledge and expertise in DMV fraud investigations and application of facial recognition to combat identity theft.

    Other speakers included Dr. Howard B. Reiser, Signet Claims, Barry I. Levy, Rivkin Radler, LLP., Sherry LeVeque, OnStar, Robert Dodd, Plymouth Rock Assurance and Roy A. Mura, Esq., Maura Law Group, PLLC

    Each year, the NYACT Board of Directors presents awards at the NYACT Annual Education Conference. The Joseph McDonald award is NYACT’s highest and most prestigious honor and is given to an individual or team in Law Enforcement. This year’s honor was presented to Detective Michael Dominguez for his relentless pursuit of truth and justice that has not only resulted in numerous successful prosecutions, but has also deterred potential fraudsters from engaging in illegal activities, and his consistent demonstration and commitment to uphold the highest standards in his investigations. 

    The John J. Kennedy Award is presented for Outstanding Service by an individual or team in the insurance industry in recognition of the investigation and prevention of auto theft and insurance fraud. This year’s John J. Kennedy Award was presented to Fernando Candia from Progressive Insurance who initiated an investigation into an unauthorized broker by identifying an email being used on an existing policy. The unauthorized broker’s prior email was linked to about 10 caused losses in 2020 & 2021. To date, an additional 12 claims have been denied for fraud & misrepresentation.

    Certificates of Meritorious Achievement were presented for superior investigation & fraud fighting efforts in 2023 to insurance company employees and to members of the law enforcement community. Insurance awardees were Louis Casto, Liberty Mutual Insurance Company, Chloe Costa, Bristol West/Farmers Insurance, Michael Faber, Progressive Insurance, Don McCaslin, Travelers, Cheryl Ronk, Allstate Insurance Company and Harold Thela, Nationwide Mutual Insurance Company. New York State Insurance Fund’s Division of Confidential Investigations Team: Elaine Leach, Dominick Raspante, and Winston Sapiago.

    The New York Anti Car Theft and Fraud Association (NYACT), New York’s association founded to provide training for insurance and law enforcement personnel to combat vehicle crime and insurance fraud, and the New York State Chapter of Special Investigation Units presented its Annual Joint Fall Conference at the Turning Stone Resort in Verona, N.Y. on October 6, 2023.

    NYACT and NYSSIU every year collaborate on several joint trainings throughout New York State. With the current trends in the fraudulent claim and auto crime arena, it is more important than ever that we provide law enforcement and our insurance members with skills and tactics to not only solve cases and prosecute criminals and hopefully prevent crimes against the American public. ”These conferences are a great opportunity for Law Enforcement and Insurance professionals to collaborate and discuss the new fraud trends that impact our communities,” commented Nichole Soriano NYACT Board of Directors Chair and Director of Travelers Major Case Unit.

    Training topics focused on the latest trends involving broker fraud and detecting and fighting insurance fraud.

    This annual event was held in person at the popular venue, Turning Stone Resort and Casino. Over 85 investigators and insurance personnel registered for the event. Speakers included New York Automobile Insurance Plan (NYAIP), Senior Investigator Robert Vetrano, Harlan R. Schreiber, Partner, Goldberg, Miller & Rubin and Patrick Kelahan, Senior Building Consultant of H2M.

    With the growing complexity of today’s vehicles, fire/arson investigators need specialized knowledge to accurately investigate and determine the origin and cause of vehicle fires. This program provides hands-on training, and practical and technical skills that investigators can immediately use in investigations.

    On June 22, 2023, The New York Anti Car Theft and Fraud Association (NYACT) along with the National Insurance Crime Bureau (NICB) was proud to partner with the NYS Division of Homeland Security & Emergency Services, Fire Prevention & Control-Academy of Fire Science on a Vehicle Arson Awareness Program at Onondaga Community College outside of Syracuse, NY.  The program is for members of law enforcement, fire services, and insurance company investigators. Attendees included representatives from over 14 agencies (NY State, regional & local) and major insurance companies.

    This Arson Awareness training educates law enforcement, fire service investigators and insurance investigators in identifying potential arson fires involving motor vehicles. The identification of these suspicious fires early on in a vehicle fire investigation assists law enforcement in potential criminal prosecutions and also assists the insurance industry by identifying questionable vehicle fire claims for thorough investigations by their claims handlers and SIU, resulting in potential savings on fraudulent insurance claims. The program has been conducted all over New York State from Suffolk County to Buffalo, providing classroom and live demonstrations of auto-related arson scenarios for over 10 years due to the success of the program. Through the years, over 1,200 students have attended this VAAP program. 

    Two programs will be scheduled in 2023.

    NYACT corporate members, Travelers Allstate and Plymouth Rock provided vehicles for this program, and Copart donated the towing of two cars to the facility. The Saratoga County Office of Emergency Services provided the venue for the training.

    This seminar’s goal is to provide current training practices and networking opportunities to state and national law enforcement personnel and insurance industry representatives that focus on fraud investigations.

    This annual event was held in person at the Holiday Inn in Plainview, N.Y. Over 175 investigators and insurance personnel registered for the event. The keynote speaker was Suffolk County District Attorney, Honorable Raymond A. Tierney. Other special speakers included Harlan R. Schreiber, Partner of Goldberg, Miller & Rubin, NICB Field Analyst, Brittny Krilov, Charlie Campanelli, Signet Claims Solutions, LLC., and Barry L. Levy, Partner, Rivkin Radler, LLP.

    New York State Inspector General and lifelong New Yorker Lucy Lang, and Kevin Holland, Master Sergeant, Former Navy SEAL Team 6 and Delta Force, will be featured speakers at The New York Anti Car Theft and Fraud Association (NYACT) 2022 Annual Education Conference on Nov. 9, 2022, at the Heritage Club at Bethpage State Park.  

    In addition to serving as New York’s Inspector General, Ms. Lang serves as the Vice Chair of the American Bar Association Criminal Justice Section, a member of the Council on Criminal Justice, and a Term Member of the Council on Foreign Relations. Prior to her appointment, Ms. Lang served as Director of the Institute for Innovation in Prosecution (IIP), and as Assistant District Attorney in Manhattan, where she investigated and prosecuted violent crimes including homicides, gun violence, and domestic abuse. Ms. Lang brings her longstanding commitment to justice to bear in the Office’s investigations into corruption, waste, fraud, abuse, and misconduct in state government as well as deep experience designing and implementing practices that promote institutional integrity, transparency, and accountability. 

    Kevin Holland, Master Sergeant, Former Navy SEAL Team 6 and Delta Force, is the only publicly known operative to have served in both units over his noteworthy 20-year military career. Holland entered the Navy in 1988, volunteering for Basic Underwater Demolition/SEAL training. He first deployed in 1990, and during his deployment, Desert Storm began and during that time was awarded the Navy Achievement Medal and sent to Sniper School. He separated from the Navy in 1995, but after 9/11, Holland re-enlisted. He was assigned to the US Army Special Operations Command, completed the Special Forces Qualification Course, earning his Special Forces Tab and Green Beret. He deployed 20 times to the Middle East, conducting over 2000 combat missions. He was wounded in 2004 when an IED exploded behind his vehicle, and in March 2011, while on a mission in the Middle East, Holland was hit multiple times by a foreign fighter. Holland has received more than 30 awards, including seven Bronze Stars along with two Purple Hearts.
