    Environmentalists want jaguars reintroduced to US Southwest

    PHOENIX — An environmental group on Monday petitioned the U.S. Fish and Wildlife Service to help reintroduce the jaguar to the Southwest, where it roamed for hundreds of thousands of years before being whittled down to just one of the big cats known to survive in the region.

    The male jaguar, named Sombra — shadow in Spanish — has been seen in southern Arizona several times since first captured on a wildlife camera in the Dos Cabezas Mountains in 2016, including a 2017 video by the Center for Biological Diversity. There are a handful of jaguars known to be living across the border in the Mexican state of Sonora.

    The center wants the federal agency to help expand critical habitat for jaguars in remote areas and launch an experimental population in New Mexico’s Gila National Forest along the border with Arizona.

    “Over 50 years since the jaguar was placed on the endangered species list, we should not be facing the realistic prospect that this sole jaguar in Arizona will be the last,” Michael J. Robinson, senior conservation advocate for the Center for Biological Diversity, wrote to Martha Williams, director of the U.S. Fish and Wildlife Service, and Interior Secretary Deb Haaland.

    “This could be an amazing opportunity for us to restore a native species that was here for hundreds of thousands of years and deserves to come back,” Robinson said in an interview.

    Jaguars ranged throughout North America before they were killed to the point of extinction for their stunning spotted pelts and to protect livestock.

    Robinson said failure to do something could also affect efforts to save the dwindling jaguar population in Mexico that needs the kind of genetic diversity possible through mating with a new group of big cats to the north.

    Jaguar populations in many places from Mexico to South America are shrinking as well. They are being reintroduced to their historic range in Argentina through a program in which they are bred in captivity and released.

    The center was among environmental groups involved in successful efforts to launch the recovery of the gray wolf population that dropped to near extinction a half century ago.

    Like jaguars, gray wolves once ranged most of the U.S. but were wiped out in most places by the 1930s under government-sponsored poisoning and trapping campaigns.

    A remnant population in the western Great Lakes region has since expanded to some 4,400 wolves in Michigan, Minnesota and Wisconsin. And more than 2,000 wolves occupy six states in the Northern Rockies and Pacific Northwest.

    The rarest subspecies of gray wolf in North America, the Mexican wolf, was listed as endangered in the 1970s and a U.S.-Mexico captive breeding program was started with the seven wolves then in existence.

    The results of the latest annual survey of the Mexican gray wolves released in March showed at least 196 in the wild in New Mexico and Arizona — the sixth straight year that the wolf population has increased.

    Robinson said efforts to protect the jaguar never enjoyed the momentum of the gray wolf campaign.

    “People forget or don’t know that the jaguar actually evolved in North America, ranging from the Pacific to the Atlantic, and then spread to the south,” he said.

    Concerns about the jaguar’s future were mentioned in a letter the center sent Oct. 19 to Arizona Gov. Doug Ducey, giving his administration a 60-day notice of its intent to file a lawsuit to halt the ongoing placement of shipping containers along the U.S.-Mexico border.

    The letter says the San Rafael Valley in southeastern Arizona is among the last established corridors for jaguars and ocelots between the two countries.

    SEOUL, South Korea — A pair of dogs gifted by North Korean leader Kim Jong Un four years ago ended up at a zoo in South Korea after a dispute over who should finance the caring of the animals.

    Kim had given the two white Pungsan hunting dogs — a breed indigenous to North Korea — to then-South Korean President Moon Jae-in as a gift following their summit talks in Pyongyang in 2018. But liberal Moon gave up the dogs last month, citing a lack of financial support for the canines from the current conservative government led by President Yoon Suk Yeol.

    The dogs, named Gomi and Songgang, were moved to a zoo run by a local government in the southern city of Gwangju last Friday after a temporary stay at a veterinary hospital in the southeastern city of Daeju, zoo officials said.

    With Gwangju Mayor Kang Gijung in attendance, the dogs were shown off Monday with their nametags around their necks as journalists and other visitors took photos.

    “Gomi and Songgang are a symbol of peace and South-North Korean reconciliation and cooperation. We will raise them well like we cultivate a seed for peace,” Kang said, according to his office.

    The dogs have six offspring between them, all of them born after they came to South Korea. One of them, named Byeol, has been raised in the Gwanju zoo since 2019. The remaining five are in other zoos and a public facility in South Korea.

    Gwangju zoo officials said they’ll try to raise Byeol and her parent dogs together, though they’re currently kept separately as they don’t recognize each other.

    Gomi and Songgang officially belong to state property. While in office, Moon raised them at the presidential residence. After leaving office in May, Moon was able to take them to his private home thanks to a change of law that allowed presidential gifts to be managed outside the Presidential Archives if they were animals or plants.

    But in early November, Moon’s office accused the Yoon government of refusing to cover the cost for the dogs’ food and veterinary care. Yoon’s office denied the accusation, saying it never prevented Moon from keeping the animals and that the discussions about providing financial support were still ongoing.

    Moon, a champion of reconciliation with North Korea, was credited with arranging now-dormant diplomacy on North Korea’s nuclear program, but also faced criticism that his engagement policy allowed Kim to buy time and boost his country’s nuclear capability in the face of international sanctions. Yoon has accused Moon’s engagement policy “being submissive” to North Korea.

    In 2000, Kim’s late father, Kim Jong Il, gifted another pair of Pungsan dogs to then-South Korean President Kim Dae-jung after their meeting in Pyongyang, the first inter-Korean summit since their division in 1948. Liberal Kim Dae-jung gave two Jindo dogs — a breed native to a South Korean island — to Kim Jong Il. The North Korean dogs lived at a public zoo near Seoul before they died in 2013.

    After over twenty years in captivity, Mark, the last of Albania’s “restaurant bears,” has safely arrived at his new home, an animal sanctuary in Austria, according to the animal rescue group Four Paws International.

    So-called “restaurant bears” have historically been kept in tiny cages near restaurants or hotels, where they served as an attraction for tourists, according to Four Paws. In 2016, the nonprofit launched the “Saddest Bears” campaign in an effort to relocate the more than 30 bears being used as entertainment in the country.

    Mark, a 24-year old brown bear, is the last known “restaurant bear” in Albania, according to a news release from Four Paws, although there are other bears in captivity in poor circumstances in the country. He was rescued on December 7 and arrived at his new home, “BEAR SANCTUARY Arbesbach” in Austria on Friday.

    When Four Paws first encountered Mark, the animal was suffering from severe health problems. He was overweight, had broken teeth and displayed “abnormal” behaviors like pacing due to the lack of stimulation in his cramped cage, Four Paws said in a previous news release.

    The bear embarked on a 44-hour journey to his new home, according to the organization. He traveled through North Macedonia, Greece, Bulgaria, Romania, and Hungary before finally reaching the sanctuary.

    But he was “calm and relaxed” during the trek, according to Four Paws.

    “We made regular stops for our accompanying vet to check on him and fed him with fruits and vegetables,” Magdalena Scherk-Trettin, who coordinates Four Paws’ wild animal rescue and advocacy projects, said in the release. “After receiving an inappropriate diet of restaurant leftovers and mainly bread for two decades, he was a little reluctant about the vegetables, but munched happily on the grapes we gave him.”

    Mark was slow to explore his snowy new habitat, according to Four Paws. He hadn’t stepped outside a cage in over twenty years. He’ll stay in a smaller outdoor enclosure for the time being until he adjusts to his new environment and moves to a larger enclosure.

    The sanctuary in Arbesbach has operated since 1988, according to its website. Mark will join three other rescued grizzly bears who live on 14,000 square meters of “natural surroundings.”

    “With Mark’s rescue we ended the cruel practice of keeping him next to a restaurant to attract and entertain visitors,” Four Paws’ president Josef Pfabigan said in the release. “We are now one step closer to a world where people treat animals with respect, empathy and understanding.”

    HOUSTON — Fourteen years after Hurricane Ike ripped through thousands of homes and businesses near Galveston, Texas — but mostly spared the region’s oil refineries and chemical plants — the U.S. House of Representatives voted Thursday to authorize the most expensive project ever recommended by the U.S. Army Corps of Engineers to protect against the next raging storm.

    Ike erased beachfront neighborhoods, causing $30 billion in damage. But with so much of the nation’s petrochemical industry in the Houston-Galveston corridor, it could have been even worse. That close call inspired marine science professor Bill Merrell to first propose a massive coastal barrier to protect against a direct hit.

    Now, the National Defense Authorization Act includes authorizations for a $34 billion plan that borrows from Merrell’s idea.

    “It was quite different than anything we had done in the United States and it took us a little while to come around to it,” said Merrell of Texas A&M University at Galveston.

    The House passed the $858 billion defense bill by a vote of 350-80. It includes major projects to improve the nation’s waterways and protect communities against floods made more severe by climate change.

    Specifically, the vote advances the Water Resources Development Act of 2022. That lays out a sprawling set of policies for the Army Corps and authorizes projects that touch on navigation, improving the environment and protecting against storms. It typically passes every two years. It received strong, bipartisan support and now advances to the Senate.

    The Texas coastal protection project far outstrips any of the 24 other projects greenlit by the bill. There is a $6.3 billion plan to deepen vital shipping channels near New York City and a $1.2 billion effort to raise homes and businesses on the central Louisiana coast.

    “No matter what side of politics you are on, everyone is interested in having good water resources,” said Sandra Knight, president of WaterWonks LLC.

    THE IKE DIKE

    Researchers at Rice University in Houston have estimated that a Category 4 storm with a 24-foot storm surge could damage storage tanks and release more than 90 million gallons of oil and hazardous substances.

    The most prominent feature of the coastal barrier would be floodgates, including some 650 feet wide – roughly the equivalent of a 60-story building on its side – to prevent storm surge from entering Galveston Bay and plowing up the Houston Ship Channel. An 18-mile ring barrier system would also be built along the backside of Galveston Island to protect homes and businesses from storm surge. The plan took six years of study involving roughly 200 people.

    There will also be beach and dune ecosystem restoration projects along the Texas coast. The Houston Audubon Society raised concerns the project would destroy some bird habitat and harm fish, shrimp and crabs populations in the Bay.

    NEXT STEPS

    The legislation authorizes the construction of the project, but funding will remain a challenge — money must still be allocated. The huge cost burden falls heaviest on the federal government, but local and state entities also will have to pitch in billions. Construction could take two decades.

    “It significantly reduces the risk of that catastrophic storm surge event that is not recoverable,” said Mike Braden, chief of the Army Corps Galveston District’s mega projects division.

    The bill also includes a range of policy measures. When future hurricanes hit for example, coastal protections can be rebuilt with climate change in mind. Designers will be able to think about how much seas will rise when they draw up plans.

    “The future for a lot of these communities is not going to look like the past,” said Jimmy Hague, senior water policy advisor at the Nature Conservancy.

    The water resources bill continues a push towards wetlands and other flood solutions that use nature to absorb water instead of concrete walls to keep it at bay. On the Mississippi River below St. Louis, for example, a new program will help restore ecosystems and create a mix of flood control projects. There are also provisions for studying long-term drought.

    There are measures to improve outreach with tribes and make it easier to complete work in poorer, historically disadvantaged communities.

    It can take a long time to study projects, move them through Congress and find funding. Merrell, who will turn 80 in February, said he hopes to see some of the Texas project be constructed but he doesn’t think he’ll be around to see it finished.

    “I just hope the end product comes and it protects my children and grandchildren and all the other citizens of this area,” Merrell said.

    New York Mayor Eric Adams, a vocal rat opponent who made fighting rodents in the city a priority, got his fine dismissed after he was issued a health code violation for an infestation at his Brooklyn property, his spokesman told CNN Friday.

    Adams was issued a summons dated May 10 for a health code violation stemming from a rodent infestation at the property in Bedford-Stuyvesant, noting the minimum penalty was a $300 fine, and the maximum penalty a $600 fine.

    The hearing before the New York Office of Administrative Trials and Hearings was eventually scheduled for Tuesday, at which time the mayor attended the hearing, his spokesperson Fabien Levy confirmed in a statement to CNN. Online records from the Office of Administrative Trials and Hearing indicate the mayor owed a balance of $330.

    “Mayor Adams has made no secret of the fact that he hates rats — whether scurrying around on the streets or terrorizing building tenants. He spent thousands of dollars to remediate an infestation at his residence in Brooklyn earlier this year, and was happy to appear before OATH today to state as much,” Levy said.

    The dismissal of his fine came after headlines splashed this week mocking the irony of the violation from the mayor who has repeatedly reiterated his personal vendetta against the vermin, most recently a “director of rodent mitigation” to rid the streets of its most notorious furry inhabitants.

    When asked about the infestation at a press conference Thursday, Mayor Adams said he is “fixated on killing rats.”

    “When I see one, I think about it all day,” said Adams. “So, on my block, whenever I go over to visit the brownstone, I see one scurrying down the block. It’s a problem,” adding that he spent thousands of dollars to exterminate them.

    In an interview with NY1 on Wednesday, Adams said he spent $6,800 on rat mitigation at his property, adding he “did a good job.”

    “And I want other New Yorkers, if you believe you were fined unfairly, utilize your right to go in front of a person to state, ‘Here’s my case. My receipts are clear,’” he said on NY1.

    At an October news conference, Adams and Sanitation Commissioner Jessica Tisch announced they were limiting the number of hours residential and commercial trash can sit on the curb before being picked up in hopes of addressing what they depicted as an “all-night, all-you-can-eat rat buffet.”

    “The rats don’t run this city,” the commissioner said at the time. “We do.”

    More recently, City Hall announced it was recruiting a new “director of rodent mitigation” to tackle the issue. The job listing indicates the city is looking for a so-called “rat czar” who is “highly motivated and somewhat bloodthirsty” with a “swashbuckling attitude, crafty humor, and general aura of badassery.”

    The director would be the public face of the city’s fight against the rat population and report to the deputy mayor for operations, per the listing. The gig’s salary ranges from $120,000 to $170,000.

    FORT BELKNAP AGENCY, Mont. — Native species such as swift foxes and black-footed ferrets disappeared from the Fort Belknap Indian Reservation generations ago, wiped out by poisoning campaigns, disease and farm plows that turned open prairie where nomadic tribes once roamed into cropland and cattle pastures.

    Now with guidance from elders and outside wildlife groups, students and interns from the tribal college are helping reintroduce the small predators to the northern Montana reservation sprawling across more than 1,000 square miles (2,600 square kilometers) near the U.S.-Canada border.

    Sakura Main, a 24-year-old Aaniiih woman who is entering Fort Belknap’s Aaniiih Nakoda College in January, is helping to locate, trap and vaccinate the severely endangered ferrets against deadly plague in a program overseen by the tribal fish and game department.

    The nocturnal animals live among the mounded burrows of prairie dog colonies, where ferrets stalk the rodents almost as big as they are, wrapping themselves around their prey to strangle and kill it.

    On a recent clear night, the Nakoda sacred site Snake Butte looming on the horizon, Main shined a flashlight into a long, skinny, wire trap atop a prairie dog burrow. Inside was the second ferret that she’d caught that night with fellow wildlife worker C.J. Werk, daughter of the former tribal president.

    “We got one in there!” Main quietly exclaimed.

    “Wow, really another one?” replied Werk, who was engaged in a friendly competition with another worker, her cousin, to catch the most ferrets. “I’m going to rub it in.”

    Hurried back to the “hospital trailer,” the animal was sedated and vaccinated against sylvatic plague carried by their favorite prey, work done in partnership with World Wildlife Fund. It had a microchip inserted beneath its skin for future tracking, before being released back into the prairie dog colony to a soft cheer from Main and Werk.

    As extinctions of animals and plants accelerate around the globe, Native American tribes with limited funding are trying to re-establish imperiled species and restore their habitat — measures that parallel growing calls to “rewild” places by reviving degraded natural systems.

    But the direct relationship that Native Americans perceive between people and wildlife differentiates their approach from western conservationists, who often emphasize “management” of habitat and wildlife that humans have dominion over, said Julie Thorstenson, executive director of the Native American Fish & Wildlife Society.

    “Western science looks at humans as kind of external managers of the land and of the ecosystem,” she said. “Indigenous people see themselves as part of it.”

    The Nakoda and Aaniiih people have struggled to restore their land to a wilder state. Plague periodically wipes out ferret populations, and half the foxes released so far may have died or fled.

    But tribal members say they’re committed to rebuilding native species with deep cultural significance to restore balance between humans and the natural world. Tribal elders speak nostalgically of the long-gone Swift Fox Society, which prized the secretive, rarely seen animals and used their pelts and tails to adorn hair braids and costumes. They call the foxes and ferrets their “relatives.”

    “It’s like having your family back,” said Mike Fox, former director of the Fort Belknap wildlife program. “We have a pretty darn good spot on the Northern Plains to bring these animals back and just about complete the circle of animals that were originally here.”

    Prior to European settlement as many as one million ferrets occupied an estimated 156,000 square miles (400,000 square kilometers) from Canada to Mexico — wherever prairie dogs were found. By the 1960s, conversion of grasslands to crops, plague and poisoning campaigns reduced prairie dogs to 2,200 square miles (5,700 square kilometers). Ferrets were presumed extinct then rediscovered in 1981 on a ranch in Meeteetse, Wyoming.

    They’re one of the most endangered mammals in North America, with only about 300 in the wild, including fewer than 40 on Fort Belknap. Populations are propped up with a captive breeding program to counter periodic decimations by plague.

    Prairie dogs are still considered a nuisance among ranchers, including on Fort Belknap, because they eat grass. Prairie dog shooting tournaments once were held annually to raise money for the tribal fish and game department, Fox said. The tournaments are gone on Fort Belknap, and prairie dogs — squirrel-sized rodents common across the U.S. Plains — are now recognized as vital to ferrets.

    Parts of Fort Belknap also are being repopulated with bison, a species that sustained Native Americans for centuries before white settlers killed them off. Bison are being restored by dozens of tribes across the U.S., which is similar to efforts in the Pacific Northwest to sustain wild salmon populations, another keystone species that provides food for tribes.

    The work to reestablish black-footed ferrets and swift foxes is different. Unlike bison and salmon, foxes and ferrets aren’t food sources. They live in the shadows, hunting mostly at night, and are rarely seen.

    Ferrets have been reintroduced to seven reservations on the Northern Plains and two tribal sites in the Southwest, while swift foxes have been returned to four reservations, said Shaun Grassel, a former biologist for the Lower Brule Sioux Tribe in South Dakota.

    Less than 100 yards (91 meters) from a small pen holding three swift foxes about to be released at Fort Belknap, tribal elders Buster Moore and John Allen sat among cactuses and scrubby grasses and passed a pipe around a circle of men, while women sat nearby, watching and listening.

    After the ceremony, Moore — whose Nakoda name is Buffalo Bull Horn — rubbed his hands on the hard earth, explaining that they prayed for the foxes, the tribes, the land itself.

    “It sustains itself, it helps Mother Earth, everything sustain balance,” Moore said of the restoration work celebrated that day. “Prairie dogs, wolves, swift fox, red fox, black-footed ferrets.”

    Once abundant on the plains, swift foxes now occupy about 40% of their original habitat. Since 2020, the tribes and college have worked with scientists from the Smithsonian’s National Zoo to capture about 100 foxes from healthy populations in Wyoming and Colorado and relocate them to Fort Belknap.

    As Moore spoke, the reservation’s fish and wildlife biologist Tim Vosburgh and two assistants cautiously approached a few foxes in a pen. They used wire cutters to cut through the chain link and pulled it open.

    When they moved about 50 yards (46 meters) away, a fox poked its head out of a prairie dog burrow inside the pen. It soon darted out the opening, followed within minutes by two others.

    They disappeared across the rolling landscape and into the glaring sun behind the Bearpaw Mountains to the west.

    “What they need is a little luck,” said Allen the elder. “They need to survive the winter and then they won’t have to worry about it, you know, because they’ve got all the skills. So we call on our relatives to protect them.”

    NEW YORK — Scientists discovered the oldest known DNA and used it to reveal what life was like 2 million years ago in the northern tip of Greenland. Today, it’s a barren Arctic desert, but back then it was a lush landscape of trees and vegetation with an array of animals, even the now extinct mastodon.

    “The study opens the door into a past that has basically been lost,” said lead author Kurt Kjær, a geologist and glacier expert at the University of Copenhagen.

    With animal fossils hard to come by, the researchers extracted environmental DNA, also known as eDNA, from soil samples. This is the genetic material that organisms shed into their surroundings — for example, through hair, waste, spit or decomposing carcasses.

    Studying really old DNA can be a challenge because the genetic material breaks down over time, leaving scientists with only tiny fragments.

    But with the latest technology, researchers were able to get genetic information out of the small, damaged bits of DNA, explained senior author Eske Willerslev, a geneticist at the University of Cambridge. In their study, published Wednesday in the journal Nature, they compared the DNA to that of different species, looking for matches.

    The samples came from a sediment deposit called the Kap København formation in Peary Land. Today, the area is a polar desert, Kjær said.

    But millions of years ago, this region was undergoing a period of intense climate change that sent temperatures up, Willerslev said. Sediment likely built up for tens of thousands of years at the site before the climate cooled and cemented the finds into permafrost.

    The cold environment would help preserve the delicate bits of DNA — until scientists came along and drilled the samples out, beginning in 2006.

    During the region’s warm period, when average temperatures were 20 to 34 degrees Fahrenheit (11 to 19 degrees Celsius) higher than today, the area was filled with an unusual array of plant and animal life, the researchers reported. The DNA fragments suggest a mix of Arctic plants, like birch trees and willow shrubs, with ones that usually prefer warmer climates, like firs and cedars.

    The DNA also showed traces of animals including geese, hares, reindeer and lemmings. Previously, a dung beetle and some hare remains had been the only signs of animal life at the site, Willerslev said.

    One big surprise was finding DNA from the mastodon, an extinct species that looks like a mix between an elephant and a mammoth, Kjær said.

    Many mastodon fossils have previously been found from temperate forests in North America. That’s an ocean away from Greenland, and much farther south, Willerslev said.

    “I wouldn’t have, in a million years, expected to find mastodons in northern Greenland,” said Love Dalen, a researcher in evolutionary genomics at Stockholm University who was not involved in the study.

    Because the sediment built up in the mouth of a fjord, researchers were also able to get clues about marine life from this time period. The DNA suggests horseshoe crabs and green algae lived in the area — meaning the nearby waters were likely much warmer back then, Kjær said.

    By pulling dozens of species out of just a few sediment samples, the study highlights some of eDNA’s advantages, said Benjamin Vernot, an ancient DNA researcher at Germany’s Max Planck Institute for Evolutionary Anthropology who was not involved in the study.

    “You really get a broader picture of the ecosystem at a particular time,” Vernot said. “You don’t have to go and find this piece of wood to study this plant, and this bone to study this mammoth.”

    Based on the data available, it’s hard to say for sure whether these species truly lived side by side, or if the DNA was mixed together from different parts of the landscape, said Laura Epp, an eDNA expert at Germany’s University of Konstanz who was not involved in the study.

    But Epp said this kind of DNA research is valuable to show “hidden diversity” in ancient landscapes.

    Willerslev believes that because these plants and animals survived during a time of dramatic climate change, their DNA could offer a “genetic roadmap” to help us adapt to current warming.

    Stockholm University’s Dalen expects ancient DNA research to keep pushing deeper into the past. He worked on the study that previously held the “oldest DNA” record, from a mammoth tooth around a million years old.

    “I wouldn’t be surprised if you can go at least one or perhaps a few million years further back, assuming you can find the right samples,” Dalen said.

    PORTLAND, Maine — For years, Mark Hager’s job as an observer aboard New England fishing boats made him a marked man, seen as a meddling cop on the ocean, counting and scrutinizing every cod, haddock and flounder to help set crucial quotas.

    On one particularly perilous voyage, he was met on the dock at 4 a.m. by a hostile captain cleaning his AK-47 assault rifle. And for the next 12 days at sea, no crew member even uttered a single word to him.

    Now Hager is working to replace such federally-mandated observers with high-definition cameras affixed to fishing boat masts. From the safety of his office, Hager uses a laptop to watch hours of footage of crew members hauling the day’s catch aboard and measuring it with long sticks marked with thick black lines. And he’s able to zoom in on every fish to verify its size and species, noting whether it is kept or flung overboard in accordance with the law.

    “Once you’ve seen hundreds of thousands of pounds of these species it becomes second nature,” said Hager as he toggled from one fish to another.

    Hager’s Maine-based start-up, New England Maritime Monitoring, is one of a bevy of companies seeking to help commercial vessels comply with new U.S. mandates aimed at protecting dwindling fish stocks. It’s a brisk business as demand for sustainably caught seafood and around-the-clock monitoring has exploded from the Gulf of Alaska to the Straits of Florida.

    But taking the technology overseas, where the vast majority of seafood consumed in the U.S. is caught, is a steep challenge. Only a few countries can match the U.S.′ strict regulatory oversight. And China — the world’s biggest seafood supplier with an ignominious record of illegal fishing — appears unlikely to embrace the fishing equivalent of a police bodycam.

    The result, scientists fear, could be that well-intended initiatives to replenish fish stocks and reduce bycatch of threatened species like sharks and sea turtles could backfire: By adding to the regulatory burdens already faced by America’s skippers, more fishing could be transferred overseas and further out of view of conservationists and consumers.

    “The challenge now is getting the political will,” said Jamie Gibbon, an environmental scientist at The Pew Charitable Trusts who is leading its efforts to promote electronic monitoring internationally. “We are getting close to the point where the technology is reliable enough that countries are going to have to show whether they are committed or not to transparency and responsible fisheries management.”

    To many advocates, electronic monitoring is something of a silver bullet.

    Since 1970, the world’s fish population has plummeted, to the point that today 35% of commercial stocks are overfished. Meanwhile, an estimated 11% of U.S. seafood imports come from illegal, unreported and unregulated fishing, according to the U.S. International Trade Commission.

    To sustainably manage what’s left, scientists need reliable data on the activities of the tens of thousands of fishing vessels that ply the oceans every day, the vast majority with little supervision.

    Traditional tools like captain’s logbooks and dockside inspections provide limited information. Meanwhile, independent observers — a linchpin in the fight against illegal fishing — are scarce: barely 2,000 globally. In the U.S., the number of trained people willing to take underpaid jobs involving long stretches at sea in an often-dangerous fishing industry has been unable to keep pace with ever-growing demand for bait-to-plate traceability.

    Even when observers are on deck, the data they collect is sometimes skewed.

    A recent study by the National Oceanic and Atmospheric Administration found that when an observer was on deck New England skippers changed their behavior in subtle but important ways that degraded the quality of fisheries data, a phenomenon known as “observer bias.”

    “The fact is human observers are annoying,” Hager said. “Nobody wants them there, and when they aren’t being threatened or bribed, the data they provide is deeply flawed because it’s a proven fact that fishermen behave differently when they’re being watched.”

    Enter electronic monitoring. For as little as $10,000, vessels can be equipped with high-resolution cameras, sensors and other technology capable of providing a safe, reliable look at what was once a giant blind spot. Some setups allow the video to be transmitted by satellite or cellular data back to shore in real time — delivering the sort of transparency that was previously unthinkable.

    “This isn’t your grandfather’s fishery anymore,” said Captain Al Cottone, who recently had cameras installed on his 45-foot groundfish trawler, the Sabrina Maria. “If you’re going to sail, you just turn the cameras on and you go.”

    Despite such advantages, video monitoring has been slow to catch on since its debut in the late 1990s as a pilot program to stop crab overfishing off British Columbia. Only about 1,500 of the world’s 400,000 industrial fishing vessels have installed such monitoring systems. About 600 of those vessels are in the U.S., which has been driving innovation in the field.

    “We’re still in the infancy stages,” said Brett Alger, an official at NOAA charged with rolling out electronic monitoring in the U.S.

    The stakes are especially high in the Western and Central Pacific Ocean — home to the world’s largest tuna fishery. Observer coverage of the Pacific’s longline fleet, which numbers around 100,000 boats, is around 2% — well below the 20% minimum threshold scientists say they need to assess a fish stock’s health. Also, observer coverage has been suspended altogether in the vast region since the start of the coronavirus pandemic, even though the roughly 1 billion hooks placed in the water each year has barely ebbed.

    “Right now we’re flying blind,” said Mark Zimring, an environmental scientist for The Nature Conservancy focused on spreading video monitoring to large-scale fisheries around the world. “We don’t even have the basic science to get the rules of the game right.”

    The lack of internationally-accepted protocols and technical standards has slowed progress for video monitoring, as have the high costs associated with reviewing abundant amounts of footage on shore. Hager says some of those costs will fall as machine learning and artificial intelligence — technology his company is experimenting with — ease the burden on analysts who have to sit through hours of repetitive video.

    Market pressure may also spur faster adoption. Recently, Bangkok-based Thai Union, owner of the Red Lobster restaurants and Chicken of the Sea tuna brand, committed to having 100% “on-the-water” monitoring of its vast tuna supply chain by 2025. Most of that is to come from electronic monitoring.

    But by far the biggest obstacle to a faster rollout internationally is the lack of political will.

    That’s most dramatic on the high seas, the traditionally lawless waters that compromise nearly half the planet. There, the task of managing the public’s resources is left to inter-governmental organizations where decisions are taken based on consensus, so that objections from any single country are tantamount to a veto.

    Of the 13 regional fisheries management organizations in the world, only six require on-board monitoring — observers or cameras — to enforce rules on gear usage, bycatch and quotas, according to a 2019 study by the Paris-based Organization for Economic Cooperation and Development, which advises nations on economic policy.

    Among the worst offenders is China. Despite boasting the world’s largest fishing fleet, with at least 3,000 industrial-sized vessels operating internationally, and tens of thousands closer to home, China has fewer than 100 observers. Electronic monitoring consists of just a few pilot programs.

    Unlike in the U.S., where on-water monitoring is used to prepare stock assessments that drive policy, fisheries management in China is more primitive and enforcement of the rules spotty at best.

    Last year, China deployed just two scientists to monitor a few hundred vessels that spent months fishing for squid near the Galapagos Islands. At the same time, it has blocked a widely backed proposal at the South Pacific Regional Fisheries Management Organization to boost observer requirements

    “If they want to do something they definitely can,” said Yong Chen, a fisheries scientist whose lab at Stony Brook University in New York hosts regular exchanges with China. “It’s just a question of priorities.”

    Hazards faced by observers are highest outside U.S. waters, where electronic monitoring is used the least. Sixteen observers have died around the world since 2010, according to the U.S.-based Association for Professional Observers.

    Many of the deaths involve observers from impoverished South Pacific islands working for low pay and with little training and support — even when placed on American-flagged vessels that are subject to federal safety regulations. Such working conditions expose observers to bribery and threats by unscrupulous captains who themselves are under pressure to make every voyage count.

    “It’s in our best interest to have really professional data collection, a safe environment and lots of support from the (U.S.) government,” said Teresa Turk, a former observer who was part of a team of outside experts that in 2017 carried out a comprehensive safety review for NOAA in the aftermath of several observer fatalities.

    Back in the U.S., those who make their living from commercial fishing still view cameras warily as something of a double-edged sword.

    Just ask Scott Taylor.

    His Day Boat Seafood in 2011 became one of the first longline companies in the world to carry an ecolabel from the Marine Stewardship Council — the industry’s gold standard. As part of that sustainability drive, the Fort Pierce, Florida, company blazed a trail for video monitoring that spread throughout the U.S.’ Atlantic tuna fleet.

    “I really believed in it. I thought it was a game changer,” he said.

    But his enthusiasm turned when NOAA used the videos to bring civil charges against him last year for what he says was an accidental case of illegal fishing.

    The bust stems from trips made by four tuna boats managed by Day Boat to a tiny fishing hole bound on all sides by the Bahamas’ exclusive economic zone and a U.S. conservation area off limits to commercial fishing. Evidence reviewed by the AP show that Taylor’s boats were fishing legally inside U.S. waters when they dropped their hooks. But hours later some of the gear, carried by hard-to-predict underwater eddies, drifted a few miles over an invisible line into Bahamian waters.

    Geolocated video footage was essential to proving the government’s case, showing how the boats pulled up 48 fish — swordfish, tuna and mahi mahi — while retrieving their gear in Bahamian waters.

    As a result, NOAA levied a whopping $300,000 fine that almost bankrupted Taylor’s business and has had a chilling effect up and down the East Coast’s tuna fleet.

    When electronic monitoring was getting started a decade ago, it appealed to fishermen who thought that the more reliable data might help the government reopen coastal areas closed to commercial fishing since the 1980s, when the fleet was five times larger. Articles on NOAA’s website promised the technology would be used to monitor tuna stocks with greater precision, not play Big Brother.

    “They had everyone snowballed,” said Martin Scanlon, a New York-based skipper who heads the Blue Water Fishermen’s Association, which represents the fleet of around 90 longline vessels. “Never once did they mention it would be used as a compliance tool.”

    Meanwhile, for Taylor, his two-year fight with the federal government has cost him dearly. He’s had to lay off workers, lease out boats and can no longer afford the licensing fee for the ecolabel he worked so hard to get. Most painful of all, he’s abandoned his dream of one day passing the fishing business on to his children.

    “The technology today is incredibly effective,” Taylor said. “But until foreign competitors are held to the same high standards, the only impact from all this invasiveness will be to put the American commercial fishermen out of business.”

    BALTIMORE — Several hours after firefighters extinguished a warehouse fire in southwest Baltimore early Sunday, the scene was eerily quiet as Donte Craig stepped through the charred rubble, trying to remain hopeful.

    He was looking for his older brother James Craig Jr., who leased the warehouse for his demolition and hauling business. After hearing about the fire, which was reported around 11:30 p.m. Saturday, family members grew increasingly concerned throughout the night because James Craig Jr. wasn’t answering calls or texts.

    Finally, his brother drove to the scene late Sunday morning.

    Inside the building, he found the body of his 45-year-old brother on the second floor. Baltimore Police have launched a homicide investigation.

    As the investigation unfolds, family members are demanding answers. They want to know how firefighters initially failed to realize the building was occupied.

    Their questions add to growing controversy surrounding the Baltimore Fire Department and its policies, which came under scrutiny after three firefighters died responding to a call early this year. The chief resigned last week in response to an investigative report that found numerous deficiencies.

    In response to questions about the warehouse fire, officials said they had no reason to believe anyone was inside the two-story commercial building. They also said the building was ultimately deemed structurally unsafe for firefighters to enter.

    But the Craig family said there were signs of occupancy, including about a half-dozen dogs spending the night in an adjacent enclosure. First responders had the dogs taken to an animal shelter, according to family members.

    James Craig Jr. used the first floor of the warehouse as a workshop, but he also had a bedroom upstairs where he sometimes stayed after working late. He collapsed near the top of the stairs, according to his brother.

    “He was trying to get out,” Donte Craig said in an interview at the scene Tuesday afternoon.

    He pointed to the staircase leading to the second floor. While parts of the building were severely damaged from the flames — including sections of the walls and floorboards that were reduced to charcoal and ash — the metal staircase remained intact.

    Donte Craig said he easily walked up the stairs Sunday morning and spotted his brother’s body before reaching the top. He questioned why firefighters didn’t make a similar effort.

    “They’ve got a lot to answer for,” said father James Craig Sr. “Why couldn’t they walk up one flight of steps? Maybe my son could still be alive.”

    The criticism comes amid existing turmoil for the Baltimore Fire Department. Chief Niles Ford, who had led the department since 2014, resigned last week after an investigative report found numerous deficiencies. The report examined the department’s response to a southwest Baltimore rowhouse fire that left three firefighters dead.

    Among the investigative findings: There was no program to notify firefighters about vacant and unsafe homes or standard procedures for battling fires and coordinating EMS responses at vacant buildings. The report also cited a culture of competition among firefighters that may have led to increased risk-taking.

    In that case, there were signs of a previous fire and structural instability, but firefighters entered the building anyway, officials have said.

    Baltimore’s high concentration of vacant buildings present a unique danger to firefighters. A Baltimore Sun investigation showed vacant homes in Baltimore burn at twice the national rate, but gaps in record-keeping have limited what firefighters know before proceeding inside.

    At the scene of the recent warehouse fire, firefighters initially entered the building and “performed interior operations to battle the fire,” department spokesperson Blair Adams said. But then the incident commander and safety officer discovered “some visual signs of structural instability” and ordered immediate evacuation. At that point, firefighters battled the fire from outside.

    The fire was placed under control around 1 a.m. Sunday, officials said.

    “There was no reason to believe anyone was inside,” Adams said in a text message Tuesday.

    She said firefighters responded to the scene again on Sunday after the body was discovered. Baltimore Police homicide and arson units also responded. Officials said the cause is still under investigation.

    James Craig Sr. said he’s not satisfied with the city’s response.

    “I’m getting assumptions; I’m not getting any facts,” he said Tuesday afternoon during a phone conversation with a homicide detective assigned to the case. “You have to remember, the reality of this is that I lost my son. That’s the reality of the whole thing.”

    LOS ANGELES — The man who shot and wounded Lady Gaga’s dog walker and stole her French bulldogs last year took a plea deal and was sentenced to 21 years in prison on Monday, officials said.

    The Lady Gaga connection was a coincidence, authorities have said. The motive was the value of the French bulldogs, a breed that can run into the thousands of dollars, and detectives do not believe the thieves knew the dogs belonged to the musician.

    James Howard Jackson, one of three men and two accomplices who participated in the violent robbery and its aftermath, pleaded no contest to one count of attempted murder, according to the Los Angeles County District Attorney’s Office. It was not immediately clear which attorney represented Howard on Monday.

    Jackson and two others drove around Hollywood, the city of West Hollywood and the San Fernando Valley on Feb. 24, 2021 “looking for French bulldogs,” prosecutors said previously. They found Lady Gaga’s dog walker, Ryan Fischer, with the pop star’s three pets.

    Jackson shot Fischer during the robbery near the famed Sunset Boulevard, during which two of the dogs were taken. A nearby doorbell camera recorded the dog walker screaming “Oh, my God! I’ve been shot!” and “Help me!” and “I’m bleeding out from my chest!”

    Fischer later called the violence a “very close call with death” in social media posts.

    The dogs, named Koji and Gustav, were returned several days later by Jennifer McBride, who was also charged in the crime.

    The pop star had offered a $500,000 reward — “no questions asked” — to be reunited with the dogs at the time.

    Jackson also admitted the allegation of inflicting great bodily injury and to a prior strike, the DA’s office said Monday. The prosecutor’s office did not immediately say what the prior strike was.

    “The plea agreement holds Mr. Jackson accountable for perpetrating a coldhearted violent act and provides justice for our victim,” the office said in a statement. Howard had been charged with attempted murder, conspiracy to commit a robbery and assault with a semiautomatic firearm.

    Jackson was mistakenly released from jail earlier this year due to a clerical error. He was recaptured nearly five months later.

    Another accomplice, Harold White, pleaded no contest Monday to a count of ex-convict in possession of a gun. White, who was in a relationship with McBride at the time, will be sentenced next year.

    The couple had allegedly tried to help White’s son, Jaylin White, avoid arrest in the aftermath of the shooting.

    Jaylin White and Lafayette Whaley earlier this year pleaded no contest to robbery.

    Whaley drove Jackson and the younger White around last year as they searched for the pricy dogs. Jackson and White jumped out and attacked Fischer, prosecutors said previously. They hit and choked the dog walker, and Jackson pulled out a semiautomatic gun and fired, striking Fischer once before the trio fled.

    Lady Gaga’s representatives and Fischer did not immediately respond to requests for comment.

    For decades, nobody knew where the remains of the last thylacine, or Tasmanian tiger, were located.

    It turns out they were hiding in plain sight – at the Tasmanian Museum and Art Gallery (TMAG), in the Australian island state, where they had been unidentified for more than 80 years.

    About the size of a coyote, the thylacine disappeared about 2,000 years ago virtually everywhere except Tasmania. As the only marsupial apex predator that lived in modern times, it played a key role in the island’s ecosystem, but that also made it unpopular with humans.

    European settlers on Tasmania in the 1800s blamed thylacines for livestock losses (although, in most cases, feral dogs and human habitat mismanagement were actually the culprits), and they hunted the shy, semi-nocturnal Tasmanian tigers to extinction.

    The last known thylacine was an old female captured by a trapper and sold to a zoo in May 1936, according to a TMAG news release published Monday.

    The animal died several months later, with its body transferred to the museum afterward. But the zoo kept no records about the sale because ground-based snaring was illegal – meaning the trapper could have faced a fine, the release said.

    That meant researchers and staff at the museum were wholly unaware of the significance of the thylacine in their collection.

    “For years, many museum curators and researchers searched for its remains without success, as no thylacine material dating from 1936 had been recorded in the zoological collection, and so it was assumed its body had been discarded,” said Robert Paddle, a comparative psychologist from the Australian Catholic University, in the news release.

    After being brought to TMAG, the thylacine’s body was skinned and its skeleton taken apart as part of an education collection, used by museum teachers to explain thylacine anatomy to students, and often transported outside the museum, according to the release.

    During that time, most of the world mistakenly thought another thylacine that died at the Beaumaris Zoo in Hobart on September 7, 1936 was the last known individual of its species.

    The mistake wasn’t realized until recently, when an unpublished museum taxidermist’s report was discovered. The report, dated 1936-1937, mentioned a thylacine among the specimens worked on that year – prompting a review of all thylacine skins and skeletons at TMAG, where the last thylacine was finally identified.

    “It is bittersweet that the mystery surrounding the remains of the last thylacine has been solved, and that it has been discovered to be part of TMAG’s collection,” said TMAG director Mary Mulcahy.

    The remains are now on display in the museum’s thylacine gallery for public viewing.

    In recent years, the Tasmanian tiger has reappeared in headlines due to ongoing – and controversial – efforts by scientists to bring back the animal through ancient DNA retrieval, gene editing and artificial reproduction.

    BRICK, N.J. — Some 180 dogs and cats were removed from a New Jersey home by a hazmat team after officials reported the animals were being kept in “horrible and inhumane conditions,” authorities say.

    Brick Township police said officers entered the home Friday night and found stacks of animal crates containing dogs and cats, but because of the conditions “the officers were forced to exit and requested that a hazmat team respond.”

    Two arrests were made, officials said.

    Police said rescuers in hazmat gear took about 10 hours to remove the animals. Police said 135 dogs and and 45 cats were removed; two of the dogs were dead when they were taken from the home and about eight animals were taken for emergency care, police added.

    “The home was full of animal waste and the animals were living in horrible and inhumane conditions,” police said in a statement, adding the home was “subsequently condemned” by the township’s building and code department.

    The animals were taken to a number of shelters with dozens of agencies and groups aiding with the rescue, placement of the animals and support services, police said.

    Two arrests on animal cruelty accusations were made and a child endangerment charge is also pending since a 16-year-old also was living in the residence, police said.

    DECATUR, Ga. — A Georgia sheepdog is recovering at home two days after killing a pack of coyotes that attacked his owner’s flock of sheep, farmer John Wierwiller said.

    Casper, a 20-month old Great Pyrenees from Decatur, fought off a pack of coyotes who were threatening Wierwiller’s sheep farm, he said. The fight lasted longer than half an hour, left eight coyotes dead and bloodied Casper, with skin and part of his tail torn off, Wierwiller told Atlanta’s WAGA-TV.

    He scampered off but returned injured two days later after Wierwiller put out a call on social media.

    “He was kinda looking at me like, ‘Boss, stop looking at how bad I look, just take care of me,’” Wierwiller said.

    LifeLine Animal Project has raised more than $15,000 for the sheepdog’s hospital bills.

    Though dogs rarely prevail like Casper, packs of coyotes attacking pets have grown somewhat common in rural and growing suburban areas that abut wildlands throughout the Untied States.

    MOSCOW — About 1,700 seals have been found dead on the Caspian Sea coast in southern Russia, officials said Sunday.

    The authorities in the Russian province of Dagestan said that it’s still unclear what caused the animals’ deaths, but they likely died of natural reasons.

    Regional officials initially said Saturday that 700 dead seals were found on the coast, but on Sunday Zaur Gapizov, head of the Caspian Environmental Protection Center, said according to the state RIA Novosti news agency that after a broader inspection of the coast the number of dead animals was 1,700.

    Gapizov said the seals likely died a couple of weeks ago. He added that there was no sign that they were killed by poachers.

    Experts of the Federal Fisheries Agency and prosecutors inspected the coastline and collected data for laboratory research, which didn’t immediately spot any pollutants.

    Several previous incidents of mass deaths of seals were attributed to natural causes.

    The data about the number of seals in the Caspian varies widely. The fisheries agency has said the overall number of Caspian seals is 270,000-300,000, while Gapizov’s center put the number at 70,000.

    LOS ANGELES — A coyote ambushed and injured a 2-year old girl outside her Los Angeles home in a daytime attack before her father chased the animal off, her family said.

    Home security video obtained by KTLA-TV shows the animal grab and drag the toddler across her lawn and sidewalk, just seconds after her father took her out of a car seat, set her down and turned back inside the vehicle to gather her toys. They had just arrived home from her preschool.

    He heard the girl screaming on the other side of the SUV, then realized she was being attacked by what appeared to be a coyote. The father, Ariel Eliyahuo, shouted and charged at the animal, causing it to release the girl, pause briefly a short distance away, then scamper off.

    The girl suffered scratches and bruises in the Friday attack and was treated at an emergency room, where she received the rabies vaccine.

    “She has a lot of scratches on her left leg and one of them is really deep,” her mother, Shira Eliyahuo, told KTLA. “The coyote just kind of dragged her so her face is also a little bit bruised.”

    Coyotes are familiar sights in many Los Angeles neighborhoods, though attacks on people are rare.

    It’s a somber “no bones” day for fans of Noodle the pug.

    The TikTok star who has brought joy to countless people has died at the age of 14, his owner Jonathan Graziano revealed in a tearful video on Saturday.

    “He was at home, he was in my arms, and this is incredibly sad,” Graziano said. “It’s incredibly difficult. It’s a day that I always knew was coming but never thought would arrive.”

    Noodle, a rescue dog who was 7 when Graziano adopted him, shot to fame last year through his daily vibe predictions. In the morning, Graziano would gently prop Noodle up in his dog bed. If Noodle remained standing, that would mean the day ahead was a “bones day” ― a day to get out there and make things happen. If the dog flopped back down in bed, however, it was a “no bones” day ― a day to relax.

    “A bones day is a day where you just have to go after your ambition or a task you were putting off,” Graziano told “Today” last year. “A no bones day is a day when you just have permission to wear soft clothes, self-care, take a bath.”

    Noodle’s influence was so great that he was honored by the state of New York in an official ceremony and commended for bringing “joy and hope to New Yorkers.”

    The typical lifespan for a pug is 13-15 years, according to the American Kennel Club.

    “He lived 14 and a half years, which is about as long as you can hope a dog can, and he made millions of people happy,” Graziano said. “What a run.”

    ANCHORAGE, Alaska — The U.S. Environmental Protection Agency on Thursday proposed restrictions that would block plans for a copper and gold mine in Alaska’s Bristol Bay region that is home to the world’s largest sockeye salmon run.

    A statement from the regional EPA office said discharges of dredged or fill material into the waters of the U.S. within the proposed Pebble Mine footprint in southwest Alaska would “result in unacceptable adverse effects on salmon fishery areas.”

    “This action would help protect salmon fishery areas that support world-class commercial and recreational fisheries, and that have sustained Alaska Native communities for thousands of years, supporting a subsistence-based way of life for one of the last intact wild salmon-based cultures in the world,” regional EPA administrator Casey Sixkiller said in a statement.

    The decision will now be forwarded to the EPA Office of Water for the final determination. That office has 60 days to affirm, modify or rescind the recommendation.

    The EPA regional office also proposed to restrict the discharge of dredged or fill material with any future proposal for Pebble Mine that would be similar in size or bigger than what is currently proposed.

    Mine developer Pebble Limited Partnership, owned by Canada-based Northern Dynasty Minerals Ltd., called the EPA’s decision a preemptive veto. It described the decision as political and without legal, environmental or technical merit.

    “We still firmly believe that the proposed determination should have been withdrawn as it is based on indefensible legal and non-scientific assumptions,” Pebble CEO John Shively said in a statement.

    “Congress did not give the EPA broad authority to act as it has in the Pebble case. This is clearly a massive regulatory overreach by the EPA and well outside what Congress intended for the agency when it passed the Clean Water Act,” Shively said.

    The debate over the proposed mine in an area of southwest Alaska known for its salmon runs has spanned several presidential administrations. The EPA has said the Bristol Bay region also contains significant mineral resources.

    “After twenty years of Pebble hanging over our heads, the Biden Administration has the opportunity to follow through on its commitments by finalizing comprehensive, durable protections for our region as soon as possible,” Alannah Hurley, executive director for the United Tribes of Bristol Bay, said in a statement.

    ANCON, Panama — In a tropical forest beside the Panama Canal, two black-handed spider monkeys swing about their wire enclosure, balanced by their long tails. They arrived at this government rehabilitation center after environmental authorities seized them from people who had been keeping them as pets.

    In the coming months, biologists and veterinarians will shift them to a diet mirroring what they would eat in the wild, help them re-learn skills to survive in the jungle and wean them from human contact.

    Panamanian authorities are trying to raise awareness about the dangers — to humans and wildlife — of keeping wild animals in their homes. This month, Panama hosted the World Wildlife Conference, where participants voted to tighten restrictions on the international trade in animals and plants.

    Black-handed spider monkeys are listed in the most endangered category of international species, and Panama’s Ministry of Environment say they are in “critical danger.” Trade in the monkeys is permitted only in exceptional circumstances.

    “People don’t understand they can’t buy a wild animal from someone who doesn’t have authorization to sell it,” said Felipe Cruz, the Environment Ministry’s adviser on environmental crimes. “The environment can’t take any more. We’re at a critical point.”

    From January through September, Panama’s Attorney General’s Office had recorded 19 cases of wild species trafficking and 14 cases of extraction of species that were protected or in danger of extinction. Shirley Binder, an adviser to the Environment Ministry, said the real extent of the problem could be greater.

    “The country is big, there could be cases that we don’t have,” Binder said. “We have formed strategic alliances with security sectors that now are conscious of the environmental issue, … but we also need the support of citizens generally so that when they see these cases they report them.”

    Earlier this year, the government introduced a catalog with photographs and technical details to assist in the identification of the most commonly trafficked species. The plan was to distribute it to security, border and customs authorities nationwide.

    Panamanian law strictly limits the possession of wildlife. The Environment Ministry issues permits to zoos, breeding centers or for the raising and consumption of some sources of protein such as deer and iguana, but not for endangered species.

    Biologist Samuel Sucre operates one of those businesses, Natural Tanks, which has government permits allowing him to collect amphibians and reptiles from the wild and breed them for sale.

    Sucre said the government closed down some “ghost farming” operations.

    “These farms were claiming they were breeding the frogs, but in reality they were just field collecting them and then claiming that these were bred (on) their farm,” Sucre said.

    “The problem with the illegal trade in countries like mine, developing countries, people don’t understand the value of that resource,” Sucre said. The people who want to sell animals go to residents of rural areas who have very little income and offer payment per frog.

    He advocates instead for finding sustainable ways to commercialize some species so people can learn the value of the natural resources and make a living.

    Spider monkeys are among the most popular wild pets, said Erick Núñez, the Environment Ministry’s chief of national biodiversity. “They’re usually friendly with people … however, when they reach the age of sexual maturity, when they become jealous, they can become aggressive and attack people,” he said. “That is the natural behavior of the species when it is stressed.”

    Primates can adapt relatively well to living in with humans, making their rehabilitation especially challenging, he said.

    The new government rehabilitation center, which was built on land adjacent to former U.S. military facilities, began receiving animals during the COVID-19 pandemic. Animals cycle in and out, but it holds up to 50 animals and there are plans to expand.

    Primates like the spider monkeys are among the most frequent arrivals, but the center also receives cat species such as ocelots and jaguarundi, and birds including toucans and owls.

    The two spider monkeys that arrived separately this year have long rehabilitations ahead. “They are animals that are very used to human presence,” said Núñez. “Here we only come once a day to bring food. The contact with us is very scarce.”

    For now, they feed them fruit such as papaya and mango, but biologists also collect fruit from the jungle. As they get closer to being released, their diet will shift away from fruits they would not find in the wild, where they would also eat some leaves and even eggs from birds’ nests. Biologists will hide their food in the enclosure “to awaken that wild, natural instinct,” Núñez said.

    They will only be reintroduced to the wild after thorough evaluation by the center’s biologists and specialists from nongovernmental organizations. The monkeys will need to show that they can find their food and recognize other members of their species.

    Núñez said people still see monkeys as making good pets, an attitude he said is “unjust and inappropriate.”

    Long ago, gigantic marine turtles swam the Earth’s seas. Until recently, these prehistoric giants, reaching lengths of over 3 meters (10 feet) from head to tail, had been thought to be found only in waters surrounding North America.

    Now, scientists have discovered a previously unknown species — the largest European sea turtle ever to be identified.

    Initially found by a hiker who stumbled upon the remains in 2016 in the Pyrenees mountains of northern Spain, the species has been given the name Leviathanochelys aenigmatica. “Leviathan” is the biblical term for a sea monster, an allusion to the creature’s large body size, while “chelys” translates to turtle and “aenigmatica” translates to enigma — in reference to the turtle’s peculiar characteristics, wrote the authors of a paper published Thursday in the journal Scientific Reports.

    The unusual animal’s presence in this part of the prehistoric world revealed that giant turtles were more common than previously thought, according to the study.

    Before the discovery, the largest European species measured at just 1.5 meters (5 feet) in length, similar to today’s leatherback sea turtles, which weigh an average of 300 to 500 kilograms (660 to 1,100 pounds) and measure 1 to 2 meters (or between 3 and 6.5 feet), according to the Smithsonian Institute.

    The bone fragments of this newly identified species, however, have led scientists to estimate that Leviathanochelys had a 3.7-meter-long body (12.1 feet), almost as big as an average sedan.

    “We never thought it was possible to find something like this. After quite a long study of the bone fragments, we realized that there were some features that were totally different, not present in any other fossil of a turtle species discovered so far,” said Albert Sellés, coauthor of the study and a postdoctoral researcher at the Autonomous University of Barcelona’s Miquel Crusafont Catalan Institute of Paleontology in Spain.

    Originally, researchers believed the bones belonged to a different kind of animal, according to Sellés.

    “It is quite common to find bone fragments, a lot of them. But most of them are uninformative,” Sellés said. “It is quite rare to discover something that really tells you a little bit of the life of the past.”

    A local museum and Catalonia’s Ministry of Culture had originally collected the bone specimens, but they remained unstudied for nearly five years. When Sellés and the other researchers began their work studying the bones in 2021, they realized they were looking at a species of marine turtle completely new to science, and quickly went back to the Pyrenees site to perform more excavations.

    There, more fragments of the specimen, including pieces of the turtle’s pelvis and carapace — the part of the shell that covered the creature’s back — were discovered. With these finds, the scientists observed more features not previously seen in any living or dead turtle species.

    “The main differences of this new fossil are related to the pelvic region. More specifically, to a couple of bony bumps present in the anterior part of the pelvis, which we suspect are related to some kind of muscle that controls the movement of the abdominal region of the turtle,” Sellés said.

    This feature or muscle most likely impacted the turtles’ breathing capacity, allowing them to hold their breath longer than other turtle species, in order to swim deep in the ocean to find food or escape predators, according to Sellés.

    The research team estimated the ancient animal lived during the Campanian Age of the Late Cretaceous Epoch, making it at least 72 million years old.

    The largest turtle on record, called Archelon, lived some 70 million years ago and grew to be about 4.5 meters (15 feet) long. Before this recent discovery, all prehistoric giant marine turtle discoveries were part of the same lineage as Archelon.

    “We’re proving that turtles could achieve really gigantic proportions in different times, and also in different families,” Sellés said. “For the first time, we found a (giant) turtle that doesn’t belong to this family.”

    The researchers hope to return to the fossil site again to look for more bones, as they are not certain that all fragments from this specimen have been discovered, according to Sellés.
